In the two most recent NOAA reports from 2019 and 2021, three of the nine countries covered by this report were reported to Congress. Costa Rica and Guyana were downgraded from compliant to non-compliant (from 2019 to 2021), while Ecuador was deemed non compliantin2019butcompliantin 2021.A second indicator is the European Union's (EU) carding system.InaccordancewithitsIUU Regulation of 2010, the report states that the EU will issue a yellowcardtocountriesitdeemsto be in non compliance with international rules, sparking a formal dialogue on IUU fishing between the EU and the carded country. The Index evaluates countries' vulnerability, exposure, and responses to IUU fishing in an effort to demonstrate to policymakers where policy interventions are most necessary The index incorporates various factors, each measured on a scale of1(thebest)to5(theworst),with each country being ranked on its average across all factors According to the index, Chile and Uruguay were ranked among the 25 best countries in the world in their efforts to counter IUU fishing. Guyana was the lowest rated of the nine countries evaluated, with Jamaica, Ecuador, and Argentina joining Guyana in the bottom third of the overall ranking. Costa Rica, Panama, and Suriname were each closer to the middleoftheIndex. Guyana's oil fund not insulated from theft, corruption

We are glad that the Bank of Guyana (BoG) has revised its earlier inflation numbers (“Mid-year inflation rate surpasses what was predicted for the entire year” -KN September 6). Now the new estimated inflation number by the end of this year has gone from 4.1% to 5.8%, and it is a step that inches forward towards reflecting what Guyanese are living with somehow. It is one that narrows to a limited degree the gap between what is on paper and official record, and what are the realities of price pressures in the street and as felt in homes. Still, we take the position that the new 5.8% estimate falls short of what is real. We question and take issue with the earlier smaller inflation estimate for the end of 2022, as put out by BoG. Most Guyanese knew that 4.1% had no relationship with reality, and was hugely underestimated, since it just could not be. It could not be when citizens across the length and breadth of this country were living with prices that were not increasing by addition, but were racing away from them, like some out of control multiplication machine. It was that prices existed on steroids, and there was no stopping them, catching up with them, for they just kept increasing. What put the BoG first 2022 inflation estimate under pressure was that many prices were steeply up, but almost all prices relative to food items were going haywire. Guyanese just couldn’t keep up with the prices of local farm produce, be those greens or vegetables, and so forth. In some instances, the word from struggling and frustrated citizens was that it was more economical to buy foreign stuff that comes in cans and packages in local supermarkets, than what comes out of the ground right here. Local price conditions alone would ratchet up any reasonable inflation estimate, no matter how small the food presence in the basket of goods measured. When consideration is given to what is charged for livestock and other animal products, then there is increased pressure on any inflation projection. Further still, when the price of fish is included in the mix, then the inflation buildup intensifies some more. The BoG in its report recognises this in noting that the inflation increase is “underpinned by high food and energy prices, with the former increasing by 8.1% and contributing 3.6% to the inflation rate.” We hate to do this, and with respect to the experts at the BoG, something is not adding up with these numbers. We are aware that not every food item goes into the inflation basket of goods. But we know from actual experience to say that high food prices went up by a mere “8.1%” comes across as very much on the low side. The reality in every municipal market and local supermarket is that food prices have not increased by a few cents, but by many dollars. Greens, tomatoes, ground provisions, and so forth increase in double digit percentages, on occasion by hundreds of dollars at a pop from week to week. There are small price retreats and then there are renewed surges in prices, with almost no product left untouched. It is why we assert that, as a practical matter, one of scarce dollars and cents, the BoG’s 8.1% increase in food prices is too much on the downside. It would be helpful to know what is the weighing/contribution that the BoG gives to food in its inflation calculations. Furthermore, we have some problems with the revised inflation estimate for 2022. Again, it is our position that the new 5.8% figure is too conservative and does an injustice to what Guyanese lose ground to in their daily attempts at coping. It could be that the consideration given to food prices in the BoG inflation measurement is too much on the light side. We recognise that food prices are only one of several components (energy, transportation, durables, electronics and more) that go into any inflation calculation, but still have difficulty with the projections, as revised and released. When we consider scarcities leading to possibly more price pressures at yearend, the gap between BoG’s estimate and consumer reality could widen.

She had refused to come downstairs to speak with the students and parents, who were determined to recuperate monies previously paid as instalments prior to the commencement of the courses some eight to ten months prior. Adding to this sickening miasma is the fact, that not only had she refused to come downstairs, but had also locked in two students, forcing the police to use a ladder to gain entry into the building. What charges, if any followed? Was she above the law, or the recipient of specialPursuantimmunity?to the lattermentioned saga, when contacted to ascertain whether or not the school was accredited, The Executive Director of the National Accre ditation Council (NAC) intoned, that the school was in the process of registering. However the process was not yet fully completed. The NAC Director further stated that the process was a lengthy one, and that the school should not have commenced its enrolment process.Itis apparent, (although no mention is made) that the staff were also as treacherous and guileful as the Administrator.While it may sound illogical at best, one cannot help but give credit to the ingenuity of this female who for over two decades ran amok causing havoc with the Guyana healthcare system. Dating back to 2001, Health Minister Ramsammy related that he was forced to close ‘Instant laboratory’ operated by a female representing herself to be Dr. Nikita Basdeo. It was later discovered that the said operator was never qualified as a Seeminglydoctor.there were no legal or disciplinary measures executed? According to the Minister, the woman had represented herself as one Dr. Nikita Basdeo, adding that it was eventually discovered that the woman was never qualified as a doctor. The Minister further stated that about two years later she returned bearing the name Donna Gomes this time claiming to be a Bio-Engineer. According to the Minister, the woman was successful in persuading a number of medical entities to retain her services to maintain laboratory equipment, and was able to have a number of the entities sign contracts with her allowing her to misrepresent herself for a period. Once her scam was detected by the Ministry of Health and again with no disclosed punishment, she once again disappeared, returning this time around with the nursing school delusion in 2009 and, according to reports, bearing the name, Dr. Nanda Kissoon. It is plain to see how the Guyanese Government fell prey to quackery, due to their indolence in exercising due diligence. They allowed a quack to run amok among its people, d estructing under the guise of instructing. Let’s set the record straight— N anda Kissoon may not be a graduate, but one thing we can all say, she certainly knows in which country with her tricks, she can play.
DEAR GuyanaEDITOR,nowcommands the pole positions of the CSEC and CAPE. It was not always this way. Since the inception of the CXC awards in 2008, Guyana has dominated the top CSEC award. But despite the outstanding performance of our students, the top regional CAPE Award remained elusive. The glass ceiling, however, was shattered in 2015 DEAR EDITOR, The recent warning issued by the Guyana Medical Council regarding the possibility of an impostor within the fraternity, may be too much and too late, thereby putting an ironic twist to the Hippocratic Oath— First charm, then sound the alarm.Needless to say the entire situation involving impostor Dr. Nanda Kissoon has exposed a chasm in the observation, evaluation and accreditation of aspirants and adherents of the medical profession. While Guyana may be regarded as a Third World country, its practices certainly do not need to occupy the same ranking. Where is the regulatory body tasked with ensuring that the necessary requirements are all fulfilled, especially in the case of these fly-by-night institutions. In 2016 while operating ‘The North Shore Medical Institute’, Nanda Kissoon, the Administrator, and allegedly known throughout the country as a “regular suspect” in medical school scams, the DEAR EDITOR, In May this year, my book “Judge Mohamed Shahabuddeen; A pictorial biography” was released on Amazon. It was published in both black and white and colour editions and is just shy of 400 pages. As “pictorial” suggests, it contains a lot of photographs but, if one counts the extracts from my father’s books as text and add that to my own writing, the greater part of the book is text. On August 12, at a ceremony at the University of Guyana, copies of the book were donated to UG’s Turkeyen and Tain campuses, and also to the National Library. Here is a link to a NCN News 6YGquJoDlZgvideo:https://youtu.be/ Bhedesh Persaud of Queen’s College is more than deserving of the Dennis Irvine Award when Cecil Cox of Queen’s College became the first Guyanese to secure the coveted Dennis Irvine Award as top regional performer at the CAPE, and in the process became the first person in the Caribbean to win regional awards at both CSEC and CAPE.Since then, a procession of Guyanese students has won the Dennis Irvine Award: Aadilah Ali (2018), Michael Bhopaul (2019), Zane Ramotar (2020) and Samuel Haynes (2021). The phenomenal performance this year of Bhedesh Persaud of Queen’s College is more than deserving of the Dennis Irvine Award. He has passed a total of 24 CAPE units in his two years writing the CAPE examinations. His Grade 3 pass in Caribbean Studies presents some problems since a Grade 1 in this subject is mandatory for the Dennis Irvine Award. Bhedesh Persaud therefore should be advised to appeal his Grade 3 in Caribbean Studies. It would be unfortunate if this outstanding scholar is deprived of the podium position because of this specific criterion set by the CXC Concerned Guyanese

But the country must not forget that Mr. Jackson condoned election rigging from 1968 thru 1992, and he served an illegal regime that was not democraticallyMr.elected.Jackson was also silent during the banning of basic foods, violation of human rights, and persecution of Guyane se on account of politics and race.Mr. Jackson served at Foreign Affairs from the 1960s thru 1990s. He was PS at Foreign Affairs Ministry and was head of various Guyanese overseas missions that were responsible for over seas rigging in 1968, 1973, 1978, 1980, andThe1985.Ministry and the missions gave the PNC almost all of the overseas votes including those of traditional PPP supporters who would have accounted for some 60% of Guyanese settled abroad. Mr. Jackson never apologised for the rigging May Jackson’s Soul Rest in Peace unlike his immed iate predecessor ,Fred Wills. Wills had a fall out with Burnham.Heserved as FM between 1975 and 1978 before he was sacked and replaced by Jackson.Idonotrecall if Wills was FM during the July 1978 referendum rigging. But in lectures in New York, when he was a visiting scholar at Rutgers University, Wills and I had several exchanges when he would come to City College for guest lectures organised by the Black Studies Department and co-sponsored by the Student Government where I was an elected leader. He publicly condemned Burnham and Hoyte’s elections rigging. He apologised for serving Burnham’s illegal government.For the 1992 election, he advised that Jagan’s PPP and other political parties should not participate unless the ballots were counted in the presence of observers at the places of voting. Unlike Wills, Jackson never dissociated himself from Burnhamism and never repudiated election rigging. In fact, he also did not chastise those who attempted to rig the March 2020 elections. DEAR EDITOR, There was a time when organisations invested faithfully in the concept and behaviour of “Communication”. One experience derives from perhaps the most multicultural organisation in Guyana, and possibly the Caribbean – our sugar industry – earlier managed by a combination of expatriate Bookers Sugar Estates and Demerara Company. The former owned the following estates: Skeldon, Albion/Port Mourant, Rose Hall, Blairmont located in Berbice; Enmore,LBI/Ogle, Wales, Uitvlugt located in Demerara, along with Diamond and Leonora Estates owned by Demerara Company. It was not as if these expatriate owners were known for any significant degree of empathy. Quite the opposite. Indeed it took the investigation of the Venn Commission and its consequential recommendations to learn, however painfully, to communicate (an unused and mis-understood process) with workers they could hardly have identified at the time.The Venn Commission was appointed by the Colonial Office in 1938 ‘to inquire into the conditions’ of sugar workers throughout the West Indies. Its recommendations could not be implemented however, until after the end of World War II (1939 – 1945); actually beginning in 1947. In British Guiana, they had to do primarily with the relocation of workers from estate ‘logies’ to housing in what were established as ‘Extra Nuclear Areas’, which were eventually absorbed – from 1969 –into the Local Government structure following the passage of the Municipal and District Councils Act of that year.One related development was the establishment of the Sugar Industry Labour Welfare Fund which contributed, via levy on sugar exported, to the construction of estate communities containing no less than 11,000 house lots eventually sold for to the employee owner at $1.00 each. (Employees in villages were excluded from any of these arrangements). Following this infrastructural development exercise, it became logical for thoughtful minds to create a more productive human policy of Community Development. Its actual implementation involved the construction of Community Centres for Males and Girls Clubs, managed by elected neighbours, who were guided by highly trained male and female Welfare Officers first sent to be trainedCreatedoverseas.was a comprehensive programme of organised sports, along with Communication - its trustworthiness the innovation of drama, which allowed Girls Clubs to participate in an exciting social experience coordinated by specially recruited social developers from the Caribbean. The emergence of athletics, cricket, football, table tennis and theatre champions, nationally and internationally, brought a new dimension to social cohesion, as well as self-respect, among the various levels of the industry. It was “Communication’ in action.The action escalated when Bookers Sugar Estates appointed a new Chairman, Edgar Readwin, who was already British Guiana’s Lawn Tennis Champion until overtaken by BSE’s Company Secretary, Ian McDonald. As a general sports enthusiast, Readwin soon insisted on encouraging the formation of Head Office Sports Teams in which he would participate, so as to visit estates on available weekends – from Skeldon right across the coast to Uitvlugt. Care was taken to include secretaries in the Head Office teams that would participate in the evening indoor games. The males would also exercise in the daytime cricket and football games. Complementarily estate senior staff were encouraged to engage one another similarly as proximity allowed. The outcome was a rewarding experience of personal and organisational contact. Not illogically, the extension of this process –intended to expose Bookers in a more positive light to a larger society - included the publication of a daily newspaper called the ‘Guyana Graphic’ headed by an experienced local editor. Internally also there was the fortnightly publication called ‘Booker News’ for circulation not only throughout the sugar industry, but critically in the other companies – Booker Stores, Shipping, Pharmaceuticals, Rum, Lithographic, BG Balata. Came 1976 and the nationalisation of the Booker Group of Companies. DEAR EDITOR, In response to Freddie Kissoon’s daily Anancy-like Storytelling (What did Pompeo Say to Granger — Sept. 7, 2022) referring to then controversial US Secretary of State, and the President of Guyana, David Arthur Granger. Mind you, the description of his daily storytelling to that of Anancy is merely to remind the readers that according to the Jamaican folk tradition, Anancy was a very ‘mischievous spider.’Freddie mischievously writes: “The first call did not succeed, and the US Embassy was instructed by Mr. Pompeo to facilitate the second call. Mr. Pompeo spoke to Mr. Granger on July 31 and the rest is history. What is not part of history and may never be part of history is what Pompeo conveyed to Granger. Unless Mr. Pompeo and Mr. Granger write their memoirs
distinct from the customary industrial relations encounters; but instead one which earned the decision – making authority of partners in agreement. It was called ‘Workers Participation’ whose Constitution included quite sophisticated electoral provisions. It proved to be a highly motivational experience, as managers and managed sat around discussion tables as equals, in deliberately arranged alternative seating, rather than as opposites. The Chairmanship was also rotated – respectively in Field, Factory and Administrative Departments, then climaxing to an Estate level interaction. Agreed recommendations, carefully recorded, were, more often than not, approved up to the level of the Corporate Board. Inherent was the critical ingredient of persons of various levels in the job hierarchy engaging one another respectfully as human beings. It is not known where existed a comparable communication component in other public or private sector organisations. So that it is possible that since then, those who have survived the positive experiences must pause to wonder about the status of relationships between manager and managed in current organisational structures – private and moreso public; for the playing field has changed dramatically over recent years, resulting in less human contact. The latter has become distanced by technology through which an unidentified manager can ‘zoom’ downwards to indifferent subordinates, not to mention ‘valued customers’ with but too little provision for equally indifferent feedback. In the Public Service, for example, the instructive environment which obtains leaves but little room for responsive engagement. There is the over-arching authority of the Department of Public Information, who also performs under directions.

DEAR EDITOR, The Guyana, National Commission for UNESCO, joins the Ministry of Education in observing International Literacy Day, under the theme, ‘Transforming Literacy Learning Spaces’. The critical role literacy plays in the quality of life of each citizen cannot be overstated. On a broader, national level, literacy pays significant dividends in relation to our sustainable development agenda. Although strides have been made globally over the last decade, it is still disturbing to note that recent UNESCO statistics indicate that over 700 million youth and adults lack basic literacy skills. The statistics further show that this has deeper socio-economic and, in many territories, gender implications. Even further, this stark reality has been exacerbated by the recent pandemic, adding greater urgency to the need for viable solutions. Although we lack the insights of a comprehensive, reliable measure of literacy rates in Guyana, it is clear, from preliminary studies and anecdotal evidence, that in this regard we also have a challenge to address in our DEAR EDITOR, As the front pages of the newspapers are filled with the top students of CSEC, I must congratulate them for excellent achievements and record-breaking performances, they put in the investment and sacrifice so they rightfully deserve their due, hope these students can go further and hopefully one day they can make v aluable contributions to the country and beyond. One recalls Jim Collins’ bestseller ‘Good to Great’ resulting from research of hundreds of successful businessmen in the USA. What he observed is relevant to any type of leadership ‘at the top of the five level leadership hierarchy whose leaders embodied a paradoxical mix of personal humility and professional will’. The author went on to observe: ‘But leadership is equally about creating a climate where the truth is heard and the brutal facts confronted. There is a huge difference between the opportunity to ‘have your say’ and the opportunity ‘to be heard’. ‘Good to great leaders created a culture wherein people had tremendous opportunity to be heard and ultimately for truth to be told’. UNESCO joins Education Ministry to observe International Literacy Day nation.Inher message marking this important day, the UNESCO Director-General issued a clarion call to “all actors in the field of education and beyond to re-think the role of literacy” and cited the renowned theorist Paulo Friere in noting that literacy should entail “the practice of freedom, the means by which men and women deal critically and creatively with reality and discover how to participate in the transformation of their world”.The Ministry of Education has long recognised the importance of this facet of education as noted in its stated mission: “Eliminating Illiteracy, Modernising Education, Strengthening Tolerance”. Its recent sector plan underscored the importance of continuing efforts aimed at “improving literacy and numeracy at the basic level to ensure a good foundation for learners”. To attain success, much of these efforts must fully address the equity issues still prevalent in our society.

For the message takes little or no account of varying levels of comprehension and indeed interpretation of the same words. There is left therefore but the instinctive, if not cultivated, reaction to the image of the messenger or the platform to which the latter is related.
The ‘Drop Everything and Read initiative’ is an attempt to bring national awareness to this issue and to enlist the support of all citizens of Guyana in the attainment of this critical developmental objective.Inshort, a culture of literacy must be developed in our country and can only be realised with widespread stakeholder input. It is only upon the attainment of basic literacy skills nationally that we can even begin to engage in discussions regarding equipping citizens with other forms of literacy that are vital to their existence within the contemporary global structures, such as digital literacy. As such we encourage everyone to ‘Drop Everything and Read’ and find as many ways as possible to advance our efforts in attaining a more literate Guyana.

President Irfaan Ali, time and time again has exclaimed that transparency exists and that his Government is transparent. When the leader pronounces sharply about transparency, it is clear that what he engages in is nothing but the self-satisfying via self-advertisement. To even an indifferent listener, he comes across as someone who lacks the required enlightenment as to the real meaning of what genuine transparency encircles at its depths. Jordan reiterated that the necessary reports were made public underhisGovernment. More recently however, the current government started to provide the related d a t a a n d d i r e c t e d stakeholders to where the information could be found. But even this has its challengesbecausewhilethe information may be available, its content is not reader friendly, Jordan opined.The former Minister insisted that if persons want to be honest, they will stop playinggamesandadmitthat there were avenues to accommodatecitizens,while they had a wide access to individuals Jordan added that some are falsely claiming not to be providing the oil information because the last Government did the same.He reiterated however that “the PSA remains the only oil document that has beenmadepublictodateand that was under the coalition g o v e r n m e n t ” Notwithstanding all the current Government's talk about making the oil documents public while in opposition, “the PSA remainstheonlycontractthat isinthepublicdomain.” The Kaieteur News had engaged the former Minister Friday seeking answers to a number of allegations made against the current opposition by the Government. Among others, Vice President Bharrat Jagdeo in particular, has accusedthelastGovernment of failing to prepare Guyana foritslargeoilbountybynot putting certain measures in place. Accused also came against the last Government for hiding oil and gas information from Guyaneseone of these includes a signing bonus and even the mentioned PSA. The conversation regarding oil and gas information and education for citizens continues to rage on. Civil society bodies, anti corruption and transparency advocates, among others have called on the Government to not only release more oil related informationtothepublic,but to ensure they are incorporated into the development of the oil and gassector
The Guyana Government has already made it clear that it is not going to renegotiate the existing Production Sharing Agreement (PSA) for the Stabroek Block. It says it will develop a new PSA for future agreements.However, Exxon and its partners do not need a new agreement. They can expand their operations through buy-ins under the existing agreement and thus avoid having to offer Guyana better terms in the future.Given this inflexible and unreasonable position which the Government of Guyana has adopted, the best which can be done in the circumstances is to try to ensure that the country is not shortchanged through a reduction in profits as a result of being saddled with padded, inflated and non-recover able expenses. The oil companies operating in Guyana can deduct as much as 75% of production as expenses each month as cost recovery. In Egypt there is a ceiling of between 25-40%. Indonesia has begun to move away from cost recovery ceilings. At one time, it had set these as low as 20%. With a staggering 75% cost recovery ceiling, Guyana has to pay greater attention to the expenses which the oil companies claim to be incurring. The greater the expenses, the less will be Guyana’s profits.

Guyana does not need comanagement to more scrupulously monitor the expenses which the oil companies are throwing its way. If Guyana is to avoid having to paying padded, inflated and non-recoverable expenses, then it needs to establish a unit to monitor the monthly expenses of the oil companies.Theagreement which Guyana signed with the oil companies makes provision for the Minister responsible to demand monthly statements of expenditure. Instead therefore of Vice President Jagdeo worrying about the absence of co-management, he should recognise the urgent need to demand monthly statements of expenditure and to establish a unit to scrutinise such expenses. There is no need to wait on a quarterly or annual audit. Audits have a different purpose than expenditure management.Auditsare concerned with the representativeness of the financial statements and are an inadequate tool to scrutinise the expenses. The Vice President therefore needs to be explaining to the Guyana people if the Government has been demanding monthly statements of expenditure from the oil companies, and if not why not. He also needs to inform the nation as to whether there is an established unit, in his Ministry, devoted to monitoring the expenses.Thisis one of the many areas in which the country can claw back benefits from the oil companies. The country has been shafted in many aspects of the Production Sharing Agreement. It has been shortchanged in-

In this regard, Jagdeo’s arguments are mind-boggling. Guyana does not need co-management to go to real time monitoring. This can be achieved by regulations.Itisquite possible and even desirable for regulations to be passed which would allow for real time monitoring of both production and expenses.Real time monitoring does not prejudice the oil companies’ rights under the contract.As such, while the Stability Clause of the PSA protects the oil companies from actions which add to their economic burdens, the demand for real time monitoring of production and expenses do not add to these burdens. There is nothing therefore which can prevent Guyana from instituting regulations for real time monitoring of both production and expenses.But do tell this to Jagdeo. He is settled in his belief that

This is far superior agreement to what Guyana has and yet the Somalis want the contract invalidated.

The Ministry of Education produced earlier this year, a number of literacy booklets forschoolchildrenage6and upwards titled 'the Atlantic Readers'.Theinstructions used local settings to guide the children.Afloodofcriticism emerged about the images used in the texts including a pictureofthecityofLondon, strawberries,etc. I did not pen even one column on what these critics wrote because I was cynical of these observers and knowinghowIfeelaboutthe Guyanese psychology, I abstained from reflecting on the pitfalls inside 'the AtlanticReaders'. Sowiththeemergenceof the Readers, some “astute” Guyanese began to ask why the Readers had an image of the Tower of London or strawberriesandaplethoraof things foreign. The writers came in for severe chastisement including a scathingeditorialfromoneof thefourdailies. I kept away from publishing any word of a critical pen on 'the Atlantic Readers' because I felt the people who lambasted the writers for a foreign mentality possessed the identicalpsychictrait. What did these judges of the writers of the Readers expectinasocietywherethe Caucasian image is ubiquitous in most advertisements and foreign vegetables and fruits are frenetically devoured up by Guyanese supermarket shoppers?Where were the critics that pounced last January on the writers of the Readers? WeretheylivinginTimbuktu or were they so hateful of Freddie Kissoon that their ugly and jaded minds preventedthemfromlending support to my severe condemnations five years ago right on this page about Caucasianimagesinmostof the advertisements in Guyana?Inmy columns of the subjects,Ireferredtospecific companies and specific products I pointed to billboards that carried the same cultural insults. There were no denouncing editorials. There were no letter-writers in the four dailies.Then in January 2022, someabsenteeswhoreturned from Timbuktu to Guyana shoutedeureka,eurekawhen 'the Atlantic Readers' were published.Why?Youseeyou have to understand the psychology of the Guyanese people who crave the limelight because there are psychological voids in their lives.Publicitysoothestheego. If they criticize a local company for the use of Caucasian images, they will not get the attention they desire. But if you attack the Ministry of Education then you are immediately catapultedintothelimelight. Fromthetime I wrote those c o l u m n s o f Caucasian faces in all sorts of commercials in the newspapers and in television more than fiveyearsago,notone damn thing has changed.Whether is it cabbage, soap powder, baby milk formula, tennis-rolls, guava cheese, sugar cake, cane juice, ladies wear, men's apparel, umbrella, shaving cream, pharmaceuticals, you name it, the face in the advertisementisaWhiteone withstraighthair. Black images are locked outfromcommercialsinthis countrybutthePNC,ACDA, Cuffy 250, the TUC, IDPADA G and other African dominated organizations have never possessedevenamodicumof obligation to African people in the world to say: “Hey, wait a minute, Guyana's population has the African raceaspartofit.” But Indian organizations have been silent too.Almost all, and I emphasize, the two words “almost all” the faces in Guyanese advertisements have light complexioned visages.YoudonotseedarkskinnedIndiansandAfricans incommercialsinGuyana. I was driving my daughter yesterday to the optometrist and I usually discuss philosophy with her all the time. $11.8B contract signed to build Schoonord to Crane four-lane road

Designed to reduce traffic congestion along the West Bank andWestCoastDemeraracorridor, contracts for a new four-lane highway from Schoonord to Crane was on Wednesday signed by the Ministry of Housing and Water, Central Housing and Planning Authority(CH&PA). At the Arthur Chung ConferenceCentreyesterdayatotal of $11.8 billion in contracts were signed by eight contractors in the presenceoftheMinisterofHousing andWater,CollinCroal,Permanent Secretary of the Ministry, Andre Ally, Chief Executive Officer of Central Housing and Planning Authority, Sherwyn Greaves and DirectorofProjects,OmarNarine. The new four lane project according to Mr Greaves has been divided into eight lots and will measure some 4 1km of dual carriageway reinforced concrete road.Some of the features of the highway he highlighted include an emergency lane, medians, the rehabilitation of 2 4km of roadways, two roundabouts, 11 reinforced concrete box culverts, 36 pre stressed bridges, road signageandmarkings.Theduration for this project is 15 months and workswillbeginshortly This new highway is expected to be completed ahead of the new Demerara River Bridge.Works for that project will start later in the year,theGovernmenthassaid. According to Hastings, he is notawarethattheHighCourteven profferedareasonfornotadhering to the ruling date. He, however, said,thatheandhispeoplearestill hopeful that the court would soon rule on the matter – either this month or at least sometime this year.Hastings said that based on information he has received, the average time period taken for the court to come to a decision is six months. It has been five years already since the UMDC, through its lawyer, submitted their final submission to the court. As such, H a s t i n g s e x p r e s s e d disappointment in the court system. He said that the UMDC wasnotconsultednorgivennotice that the matter would have been further delayed. “I think the court should have a proper system in place to notify people on court rulings,”hesaid.

But unless there is a complaint, then the agency may not know what is happening, Deonarine reiterated He said that sometimes the agency may see something in the news and if it is enough to go on, “thenwemayevenintervene and bring persons in as that hasbeendonebefore.” As it relates to the joint venture, the Chief Labour Officer remembered interveninginanothermatter earlier this year where the workers were sent home because there was no work available. In that case, some joint venture workers had gone to the Ministry, complained, and the agency wasabletoresolvetheissue.

VP Jagdeo has estimated that five US cents per kilowatt hour may be the cost to generate the electricity, while another five cents may be lost in the transmission and distribution of the power, which could take the final price for the sale of the electricity to about US$15 cents, after adding five US cents as profits for the company. This, he assured, will reduce the cost of electricity for consumers by 50 percent.
