AnAugust2022reportby the American University CenterforLatinAmerican& L a t i n o S t u d i e s i n collaboration with InSight Crime, a non profit investigative journalism organisation, has placed the spotlightonGuyana’slackof protection for 99 percent of itsterritorialwaters. As a result of not being able to properly patrol its waters, the report states that Guyana suffers from significant illegal, unreported, and unregulated (IUU) fishing practices, thereby impacting populations of finfish, red snapper, prawns, seabob, whitebellyandtuna. It was keen to note that Guyana does not have the resources to fully patrol its waters, adding that Guyana hasjustninevesselsand180 activesailorsinitsjointcoast guard and navy Kaieteur News understands that the Guyana Defence Force has four Barracuda patrol boats of which one vessel was undergoing repairs. Is Guyana not following debarment procedures? Do we have a list? Kares was subsequently allowed to complete all corrective works on the school, at no cost to the government. It was clear therewassubstandardwork, majorstructuraldefects,and project was not completed on time (7 years after work started).Beforeremediation was done, the construction was deemed an “unsafe school.”Thisseemstobethe typeofcompanythatwillbe onthedebarmentlist. The $566 9 million dollar question is why was this company not placed on the debarment list and be ineligible to bid on rebuildingthesectionofthe NorthRuimveldtSecondary that was damaged? Can the VP, Ministers and NPTAB answer this question? If the company was not debarred, whoscrewedup?Whattype ofthingsgetsacompanyon the debarment list? If this company did not meet the criteria for debarment, pray telluswhatgetsdebarment? From all the news reports, thiscompanyseemstobethe p o s t e r c h i l d f o r unsatisfactory work in a $728 million contract. Now that the PPPis back, why is the Education Ministry defending the award of the new contract to this company, given the fiasco withtheKatoSchool?Ihope the Opposition will ask questions in Parliament about this new contract to Kares. Please also ask why all the infrastructural projectsarecostingsomuch money.What'sgoingon? How is it that the VP is saying we must be vigilant a g a i n s t s h o d d y infrastructural work in a citizen whistleblower way, andherewehaveacompany thatapparentlydidabadjob being rewarded by being givenanewcontractforover half a billion dollars? Can the VP or anyone explain this contradiction for the peopleofGuyana?Doesthe Government think the massesareasses?IftheVPis concerned about project quality, how about training folks in the Government's “pretend work” jobs programme to be “Quality Monitors” for all these contract work going on? That will be money well spent.Oneofthereasonsfor our ongoing poverty is that Government projects cost too much money, shoddy workisdone,andwehaveto repeat the cycle over and over gobbling up resources and money So we stay in persistent poverty while the Government's contractor friends become filthy rich. Congratulations are in orderforallourstudentswho excelled at this year's CSEC and CAPE examinations. What is particularly encouraging is the spread of highstudentattainmentinall regionsofGuyana. The Anna Regina Multilateral School must be singled out for special commendation for c o n s i s t e n t l y h i g h performances,havingtopped Guyana and the Caribbean onmultipleoccasions. This is indeed refreshing and augers well for our h u m a n r e s o u r c e s development especially at thistimewhenthecountryis on the path to sustained economicgrowth. Today our students are not only closing the performancegapbutarealso topping in several subject areas including that of the overall best. What is particularly encouraging is the fact that our male students seem to be doing better Female students generally outperform males in attainment levels but the results have shown that our boys are becoming more competitive at the exams. The syndrome of 'male under achievement' is a global phenomenon and by no means peculiar to Guyana.

Based on what the experts say, those who oppose changesfallintothecategory of persons with a fixed mindset.Butthere is yet another d i m e n s i o n t o t h e obstructionists' perspective. Theyfailtorecognizewhatis defined as “systems thinking” that is, an appreciationofhowsystems work independent of individual acts of bias or benevolence. Looked at in a wider context, systems thinking demands a more rigorous but flexible a p p r o a c h t o s t a ff recruitment. It requires an organization to scrutinize its system for any bias that is endemic within the organization.Further,systemsthinking callsupontheorganizationto examine its own workplace culture, policies and practices to identify and uproot any unnecessary biases and/or discriminatory practices inherent in its operations and its relationship with the public as well as the public's perception of the organization.Thisbringsustotheissue ofworkplacediversitywhich refers to demographic variation of the staff within an organization, and above all, at the level of its senior management.Byproactively hiring diverse staff and leadership across attributes including – race, gender, sexual orientation and personality type, increased levels of professionalism, esprit de corps, peer assessment, innovation and effective problem solving canresult.Itwould not be unreasonable to expect GECOM's staff to possess theseattributes. Inaddition, GECOM stands to benefit enormously from diversity were its general staff and seniormanagementtoreflect the demographic makeup of the Guyanese electorate who, constitutionally, it is mandatedtoserve.

While acknowledging that,historically,recruitment atGECOMmayhavebarred access to a wider representation of our country's demographic makeup,workplacediversity practicedoesnotnecessarily mean ransacking the organization root and branch. However, whenever individual acts of prejudice or discrimination in any shape or form against others are uncovered and found to be evidence based and groundedinfact,theyshould be addressed condignly and in accordance with established SOP's and codes ofconduct.Sincethe voters' list is generally accepted as a reflection of the ethnic make up of Guyanese society, it follows that GECOM's staff should mirror the country's ethnic diversity but more importantly,mustdefendthe voters' list it produces as credible, reliable and accurate.Withachangeintheface of our democracy following the sordid events of MarchAugust 2020, there ought to be no mismatch nor faulty alignment between the new democratic opening and GECOM, an integral part of thatopening.HowGECOM looks is only part of the equation, whatmattersmostofallisits performance and output that should not in any shape or form facilitate a disfigured democratic process nor backslidingofthatprocess. Attempts to undermine the democratic opening through cynical calls for electoral reforms, the removal of its sitting Chairman,targetingtheCEO and unfounded claims about staff being intimidated must beroundlycondemnedwhile principled positions, grounded in the struggle for democracybeupheld. We must, by all necessarymeans,ensurethat GECOM remains steadfast toitsconstitutionalandlegal obligations. GECOM must strivecontinuouslytoensure that its performance is in alignment with the legitimate expectations of the electorate, which is, to havefreeandfairelections,a social and political phenomenon that appears to be anathema to some in our midst.

After some heavy rain last Friday evening into Saturday morning that resulted in the World Cup organizers having to cancel and reschedule the first round matches, play eventually got underway on Monday for the Windies when they faced off against Pakistan in their first encounter of the O60s World Cup. Pakistan was also one of the strongest teams in the group boastingthelikesofSaghirAbbas, brother of former Pakistan test player,ZaheerAbbas. West Indies won the toss in chilly conditions and invited Pakistan to take first strike. West Indies bowled well in the first 15 overs, restricting Pakistan to 48 runsinthefirst15oversfortheloss of1Thewicket.second session yielded 3 more wickets but could have been better with a few crucial dropped catches that allowed Pakistan to add81runsinthissessionandwell poisedat129for4. The third session allowed Pakistantoadd87morerunstoend on a decent total of 216 all out off 44 1 overs The West Indies fielding was a bit ragged and dropped a few more catches.
