Coalition lost “moral authority” to Emergency budget lecture anyone on board appointments for Wednesday

Guyana’s Parliamentary Affairs Minister, Gail Teixeira made it clear that the Opposition APNU+AFC through their own actions have lost the moral authority to lecture the new People’s Progressive Party Civic (PPP/ C) government and others on the customs and practices with regards to the recent appointment of several board members.

Her comments come in response to Opposition leader, Joseph Harmon who harshly criticized the new administration for excluding APNU+AFC officials from the recent appointment on state boards.

Teixeira, in a recent Stabroek News article had cited that the Opposition’s constant referral to the new PPP/C administration as “illegitimate” was the reason why they were not included.

“They say we are an illegitimate government. If we are an illegitimate government, why would you want to sit on any board which we are appointing? They have got themselves into what you call a problematic position. You can’t say you want to be on boards but you don’t recognize the government that is appointing those boards,” she said.

In response, Harmon had said in a statement, “I wish to advise Ms. Teixeira that there is a difference between the State and the Government.

The State of Guyana is a legal entity that operates in perpetuity. Governments come and go. A government can be illegal and illegitimate as is the one she is a part of.

Therefore, where the law requires Opposition representatives to sit on Boards, the Government is required to comply.”

But according to Teixeira, his pronouncements appear to be “premature and precipitous.”

Minister Teixeira noted that so far, only five out of 100 new boards have been appointed by the government and in the interest of inclusivity, those five boards include members of the smaller political parties.

Minister Teixeira pointed out that Harmon’s comments were “sheer mischief to mislead” and reminded as the Opposition Leader he now holds a constitutional position which carries with it greater responsibilities and requires principles and values in the interest of the nation.

APNU+AFC’s track record, she continued places them in a very awkward position as they are now advocating for premises they had previously violated.

Pointing to examples, she said “Do they believe that the Guyanese people are so fickle as to forget that it is the head of the APNUAFC Coalition, President Granger, that appointed the Chairman of the GECOM in October 2017 in violation of the Guyana Constitution and continued to perpetuate this violation until the Caribbean Court of Justice on June 18, 2019 ruled that the appointment of retired Justice Patterson by the President was flawed and unconstitutional?”

Furthermore, Minister Teixeira added that the previous APNU+AFC government that holds the record of being a serial offender of violations of the Constitution as adjudicated by the Guyana courts, citing their violation of the December 2018 Vote of No Confidence as a clear example.

Opposition Leader, Joseph Harmon “This new found “holier than thou” posture of Harmon and other APNU+AFC leaders convinces no one,” the Minister said.

She added that the new administration will continue to “unapologetically” include representatives on boards from civil society, political parties, skilled and experienced individuals who reflect the diversity in keeping with the constitution.

“I continue to espouse that the composition of the Parliamentary Opposition post 2020 elections is vastly changed,” Teixeira said “the political landscape has also vastly changed.”

According to Teixeira, at this point, the APNU+AFC Coalition will have to adjust to sharing political space with the newer smaller parties and civil society “who showed their resolve to protect democracy when Guyana was under threat.”

Attorney General defends claims of convicted Registrar of Deeds’ resumption of duty

Attorney General and Minister of Legal Affairs Anil Nandlall yesterday dismissed a claim about convicted Registrar of Deeds, Azeena Baksh resuming her post.

Baksh was charged in 2017 for procuring over $4M by false pretence.

After being found guilty of the offence, she was spared jail-time but was ordered to reimburse the state $4,534,480. She was also ordered to pay a sum of $1M before leaving the court and was given an additional three months to pay the rest of the balance.

An article published in another section of the media stated that Baksh is expected to resume her duties as the Registrar of Deeds following a meeting between Nandlall and the Guyana Bar Association (GBA) as her reinstatement would have been “discussed”. The Attorney General stated that it was misleading and further highlighted that he has no powers of appointment, discipline, or dismissal regarding the office of the Registrar of Deeds.

In his release, he stated “The caption as well as the words attributed to me in the article in relation to the caption, are misleading. Admittedly, I

may have contributed to the apparent error because I did not issue a press release, as I normally do, detailing the matters discussed at the meeting. For this omission, I accept responsibility.”

He said that he is aware that the Registrar was “unfortunately charged and convicted”, but he believes that the decision to charge Ms. Baksh was a politically driven one by his

predecessor.

Her charge stated that while she was a member of the Judicial Service Commission (JSC) between May 1, 2014, and January 31, 2017, she procured valuable securities valued at $4,534,480 to be delivered to her bank account. With just three months left in the fiscal year, Guyana will finally see a 2020 emergency budget being presented at the 2nd sitting of the National Assembly on Wednesday.

According to the second Order Paper for the Session circulated by the Parliament of Guyana, Standing Orders Nos. 10(2) and 38(9)(a) are set to be suspended “to enable the Minister with responsibility for Finance to complete uninterrupted the reading of the Budget Speech for 2020 at the Sitting of the National Assembly on Wednesday, 9th September 2020.”

With no Minister of Finance appointed, it is expected that Vice President Bharrat Jagdeo who has oversight of the sector to present the budget speech.

Jagdeo had said that under normal circumstances, it would take approximately 179 days to prepare a National Budget, but the new People’s Progressive Party Civic (PPP/C) government aimed to have that time period cut down to help cushion the current economic impact that the novel coronavirus (COVID19) pandemic has on Guyana.

Political Maturity and Board Appointments

ver the past week, there has been a back and forth playing out in the media regarding ap pointments being made to State boards, with charges being leveled against each other by the PPP government and the PNC-led main opposition party.

For its part, the People’s Progressive Party has started out on the right foot in a sense.

The inclusion of small parties, particularly those who did not earn representation in Parliament, on State boards shows a level of inclusiveness that thankfully runs counter to the party’s tendency towards hegemony and exclusion as was demonstrated when it was previously in government.

The parliamentary opposition, newly minted Leader of the Opposition, Joseph Harmon in particular, has stated that no invitation has been extended by the government so far to have APNU+AFC representation on the State boards currently being appointed.

While it is good that a political opposition should interrogate the government of the day to the fullest possible degree, the macabre theatre and rhetoric of the past five months have painted Mr. Harmon and his coterie into a corner.

In order to keep up the farce fed to its supporters that there was ‘massive fraud’ in the elections, intended to benefit the now government, the main parliamentary opposition has to simultaneously claim that the executive government is illegal while saying that the said government is being discriminatory in not using its presumably legal fiat to appoint members of the same opposition to State boards.

This is a nonsensical and intrinsically self-defeating position to take, particularly by the Leader of the Opposition whose office, constitutionally, comes under the Executive.

There is the old proverb, you cannot have your cake and eat it too.

Arguing that a government is illegal and the product of fraud and then in the same breath complaining that the illegal government is not appointing you to what are legally defined positions is illogical at best. Whether or not, as Harmon has argued, there is a statutorily defined role for the opposition on certain State boards, the very same statute gives the executive, legally elected as such, authority to make those appointments.

On the other hand, we find as unhelpful and perhaps petulant Minister of Governance Gail Teixeira’s comments that government’s refusal to offer the Coalition representation on boards that do not require a statutory presence of the opposition was based on the Coalition’s refusal to accept the legitimacy of the government.

What Harmon, the now even more elusive David Granger, and the rest of the coalition leadership engaged in for five months after the elections was despicable, yes, but that is for the law to deal with.

When it comes to appointments to State boards, the PPP only tarnishes the standard of inclusiveness, which it is setting in involving small parties and civil society by using the opposition’s postures as a rationale for excluding them from even a single State board.

The invitation to the Harmon’s office should at least have been extended as a gesture of good faith that the new government can easily afford – whether the opposition chooses to refuse it in the interest of theatricality should be left to them.

The APNU+AFC secured the votes of 217,000 Guyanese, just under 50 percent of the electorate, in the last elections – the PPP government needs to recognize this and start acting like it.

DEAR EDITOR, I am alarmed. For in watching, I sense developments that are indicative of a sad situation in this country. The more I look, the more I believe that it is not only sad (bad enough) but also ominous and pointing to the possibly sinister.

I don’t like where things are heading, and which could mean a de facto one-party state in this country.

Democracy, never a strong point here, could deteriorate further still into the unthinkable, inclusive of anarchy.

On the one side, the ruling PPP gathers increasing strength and flexes its biceps more swaggeringly. On the other, the PNC is depleted by departures and atrophies in a long silent scream.

Rather interestingly, an ole-head strongman called on Sunday for the PNC to return to its roots. I interpret that to mean a return to the visions and practices when it held sway in the halcyon days post-1960 and pre-1992. I interpret further that this could mean primarily an allBlack party going it alone.

Whether PPP or PNC, few are ready for the 21st century demands.

Editor, this is one of my

personal welfare. Meaning, take care first of self under the banner of public service.

Specifically, even before the elections were officially over, there were many of the socalled fresh new faces and vibrant voices that positioned themselves smartly to be taken care of well in the aftermath of that grueling tussle.

This, in effect, signified that any compellingly dissident voices muffled themselves by yoking to the PPP bandwagon.

To me, this could mean no viable opposition to speak of, despite the promise of Mr. Joseph Harmon to give the PPP hell (he said ‘trouble.’)

Frankly, I have neither use nor credence in the histrionics of Mr. Harmon, who is proving himself a rhetorical Rasputin. But I am apprehensive that the longer that the PNC stays drained, distracted, and distressed, this is to the unequalled advantage of the PPP which is certain to be exploited.

At bottom, no strong opposition. Despite all those new faces and young presences (useless as to substance or resistance) under the PPP triumphal arch, it is still controlled, manipulated, and choreographed by one man,

A de facto one-party state problems with the culture of politics in this country. It is a fundamental premise of politics in progressive societies that it is about the future, and not about fixations over the past. Both the PPP and PNC, gibberish aside from them, live for the past, have made a killing from it.

But I stray.

Now, as I examine Guyana’s political landscape, I feel not for the People’s National Congress, or its movers and shakers; they know how to prosper under any conditions. Instead, I first feel deeply for the plight of the peoples of Guyana; notice I said peoples, as in the plurality of our diversity.

Then, I am worried about the aspirations of the over 200,000 citizens that voted for it, and who now languish in the dumps.

For if there is the old PNC, or a limited PNC, or no (next to nothing) PNC, then there is only the PPP. That, in and of itself, is frightening in its implications for the welfare of this country, especially those 200,000 PNC supporters, most of whom distrust and disdain the PPP. I tender this, because after the fanfare and mock warfare of the new groups in the elections, matters have distilled to the minutiae of

surrounded by a group of likeminded, but lesser, men and women. Guyana can trust them; I don’t. Guyana can hope in them; I don’t. We would only have a nastier, more brutish, and unrestrained PPP answerable to nothing, standing for nothing, other than the selfenriching and poisonous.

Thus, there remains only those few vociferous and unruly media commentators to stand at the bridge and challenge the PPP bulldozer.

Not a problem, they could be either managed or overwhelmed, if necessary.

This is bad for Guyana. Then again, this is the democracyof cult leadership, of newcomer conversions of self-servers, and of the nationally dispiriting-that we have always known. A weakened PNC, or an old-line PNC, plays into the PPP’s hand; maybe, it has a hand in some of the PNC ills and developments, too.

Guyana should be troubled, as I am. I am angry, too, at an opposition PNC that simply meanders about cluelessly.

This is ominous and sinister. It is a new day, but one riddled with the same old ways.

Recently, Black Bush Polder was greeted by the Honourable Minister of Local Government and Regional Development, Nigel Dharamlall.

Mr. Dharamlall has been very proactive in the development of Black Bush Polder.

I have already seen improvement in the delivery of services by his Ministry in my Community.

Such visionary leadership has given renewed hope and has rekindled the flame of prosperity.Hon. Minister, I was also elated to learn that you have also graced us with your presence. However, the

venue and time for such meeting with you for farmers to air their concerns in Mibikuri were changed at the very last moment or was not communicated to all the people of Mibikuri.

Farmers waited for over an hour at the venue highlighted by your Ministry in its meeting schedule posted on its Facebook page to meet with you while you were at another location holding such meeting with a selected few.

Nevertheless, there are a few critical areas, which many other residents and I would seek your timely intervention into since we could not meet with you: The Water Users Association (WUA) - In 2019, The Executives of the WUA has made a decision to increase rice land rates and taxes by 100% (From $1,000 per acre to $2,000 per acre).

When confronted, the Chairman of the WUA told

the PPP/C party return to Government. Please note, majority of rice farmers have not paid any taxes since such a n n o u n c e m e n t .

- The Water Users Association has been holding Elections for office bearers for the past years with a selected few in attendance.

Majority of farmers are not given the opportunity to exercise their right to vote.

- I am kindly asking on behalf of rice farmers for a forensic audit to be conducted into the Water Users Association.

There are many instances where fake receipts are given to rice farmers for payments made, blank receipts are given to contractors to sign for work done, items are purchased by members of the WUA for their benefits but recorded as expenses incurred by the WUA. Can President Ali break the Jagdeoites’ puppetry and be his own man?

DEAR EDITOR, Let’s be honest: is there any doubt President Ali is the Jagdeoites’ puppet?

Everyone knows the farce that was the last PPP party congress led to the Jagdeoites’ domination and their eventual selection of the man they view as their best hope of solid puppetry.

Even those who knew this did not expect the emasculation of Ali to be this swift, macabre and insulting.

Whether it is the announcement of Jagdeo’s vice-presidency immediately after the swearing-in while other Cabinet positions were left for later or that natural resources and finance remains under the presidency and thus under Jagdeo’s influence or the

recycling of failed leaders who dutifully served Jagdeo or the fact that Jagdeo has been more prominent in masquerading the government’s business ahead of Ali in the public’s eye since the change in government, it is very evident to even the blind what is happening here.

Even Ramotar wasn’t this callously sidelined and dominated this early by his puppet master who incidentally did not elevate himself to the presidency, sorry, err, vicepresidency.

The signal from the Jagdeoites is unequivocal: we own and control Ali. He is ours. It is now patently clear that President, err Vice-President, Jagdeo and his band of Jagdeoites are in charge. Rob-

Do the Jagdeoites’ really think they can get away with leaving the resources and riches of this country under the direct control of a man who oversaw the most corrupt and kleptocratic rule in this country’s history? Yes, they can if Ali remains under their boot. Do they think Guyanese people are fools? Yes, they do.

Many voted for them and for this farce.

Jagdeo is a miserably, atrociously failed leader. We saw that horror show and we’re seeing it again. There is nothing there in terms of political integrity, strategic intelligence, patriotism and an understanding of nation (Continued on page 6)

Political appointees – some famous down, as a political almost similar tight rope, with last points hands appointee to the most notable corporate alligators and piraDEAR EDITOR, I think of the firing, which operates under today’s politically correct verbiage of sending home, of Dr. Vincent Adams of Guyana’s EPA, and I remember a couple of points of recent. I share them today.

When Dr. Adams was sent home, the hue and cry came quickly from several quarters, including some surprising ones. From the defensive side of the divide, and almost as if in loud and fawning imitation of Pavlov’s dog, there came those rushing to offer what they believed were spirited representations in favour of getting rid of the man. Their buzzword, the juicy bone of the moment, is that political appointees must go, and he was one. I agree on the first part of the last sentence; but regarding the last part, I saw him as less of a political appointee, and more of a technocrat of special competence.

One that I understand has been a pain in the behind for the likes of ExxonMobil.

There is history there; now there is this recriminatory story.

I read that political appointees should go voluntarily, which is the honourable thing to do, and I agree again.

But then I remember a Guyanese, who is the best example of a political appointee and who was spared that spiked rod. In fact, special accommodation was made for him by the PPP government, which I commend it for doing the right thing, by putting the interests of Guyana above those of the party, the search for victims, and the need for vengeance. For once, sanity prevailed.

The man who qualifies,

degree is none other than Mr. Carl Greenidge. When questions arose about why the once and still honourable Mr. Geenidge is retained, the possession of special skills was heard. I heard it loud and clear, and I agree yet again.

But if Mr. Carl Barrington Greenidge, former Minister of Finance, former Minister of Foreign Affairs, former Vice President of the Cooperative Republic of Guyana, former international public servant, and former contender for Leader of the PNC is not a political appointee (or selectee) of the highest pedigree, then no one else is.

Editor, please get me straight: I think the PPP, not known for decency or leniency or sagacity, did the right thing by Mr. Greenidge.

As said before, this honourable Guyanese is blessed with particular expertise in the area of our border dispute with neighbouring Venezuela, now before the ICJ. There are few things, perhaps none that rises to the level of sensitivity of our border dispute with Venezuela and where it is precariously perched currently. For the umpteenth time, I agree with the PPP on this one.

By the same token, I humbly submit that our relationship with ExxonMobil is on an

nhas swarming below to eat our flesh, drink our blood, and finish us off. And as I think of how Mr. Greenidge is recognized and welcomed by the PPP, I submit that in Dr. Vincent Adams, we are blessed to have a man of the same extraordinary caliber relative to skills and expertise.

To get rid of him now is wrong, political appointee or not.

The point is not if Mr. Greenidge is a political appointee/selectee (in my book he is) or not, it is that he is there. I say that Dr. Adams means the same to Guyana at present. He should have stayed.

To respond to the prods of my fellow Americans or Exxon to be rid of this man now is plain wrong, dead wrong.

For if we lose out to Venezuela, we have less land and less dreams. And if we lose out to Exxon, we have less money and less hope and less spirit (already haemorrhaged) left to fight over anything. That is, except the carcasses of one another.

To be clear, I speak not of inconsistency or any such nonsense by the PPP. I speak to what is right for us. What is best for us today. Get rid of him later.

September: Back to School?

DEAR EDITOR, As the new school year is upon us in the middle of this global pandemic, I wanted to share my take on the back to school strategy.

As a Guyanese living abroad, I have been keenly looking in as Guyana now goes on the rebuilding path and as the Minister/Ministry of Education began to engage various sections of the community for a safe back to school plan, here are some of my thoughts.

As all health officials have recommended, social distancing is the best way to avoid the COVID-19 spread, so not opening schools best meets this criterion. Getting students started will entail some form of distant learning that could include, but not limited to, online delivery, broadcast programmes and print materials. Implementing these three options can be done in multiple ways and I have given it some thought based on what I think will work.

Depending on the availability of a computer/ tablet with internet access, online learning will work but might be a bit challenging. I have taught in both formats, in class and online and from my experience, online is always more of a challenge and as such, teachers will have to do a lot more preparation.

On the assumption that an online platform has already been identified for the delivery of the curriculum, teachers will have to be trained on the usage of the platform and then have to prepare professional audio

and/or video lectures to be uploaded.

Adequate training can provide a greater comfort level of proficiency with emerging technology that will go a long way with regards to teacher’s success in working with students and parents.

On the opposite side, students will also have to get access to the platform and be trained to a lesser extent than teachers on how to be competent with 21st century technology such as document download/ retrieval, uploads, chat features, etc. for successful completion of online classwork.

The upside to students is that the material can be accessible for a lengthy period if the educators deem necessary, so students can have multiple access to their material /coursework.

Print material could be prepared in packages and held for pick up at schools with parents given scheduled on when to do a contactless pick up on a specified date and time.

Schools can prepare a lobby area and organize packages in alphabetical order by student name on shelves for a contactless pick up by parents with some staff on hand possibly behind some transparent screen to provide help if needed.

For submission of work, a drop box can be set up in the school for parents to insert sealed envelopes with the teacher’s name on it. Schools can include this envelope in the pickup package with the return label already attached to avoid any mix up. Students

will certainly have the need to communicate with the teachers as the source of learning is only reading and they will have questions; as such, a phone call to a provided number within a certain period when the teachers will be available could be that means of communication.

Broadcast format would be via radio and/or television and most households have access to either. Audio and video lectures produced for the online format can be aired at scheduled times previously communicated to parents/ students.

This option can be used in conjunction with the printed material format; having listened and/or viewed the lectures, students who would be required to complete assignments would get it from the print format method.

Educators can decide on specific dates for exams and bring students into schools for that as was done for the NGSA, and of course, always observing all strict COVID-19 guidelines to ensure the safety of all students and ministry staff.

The reality is, students will have to go back to school and, I am sure the Ministry of Health is working with the Ministry of Education on guidelines to make it happen.

For the time being, facemasks must be mandatory, not only for the education sector on the safe return to school, but the entire country today. Let us all stay safe.

A new model is needed for the sugar industry in Guyana DEAR EDITOR, It can be quite clear that if the Guyana Sugar Industry is managed efficiently using a new production model, it can become prosperous again with significant contribution to the economy and the workers and their families who work in the Industry, uplifting their socio-economic status in the communities that they live.

In turn, the towns and villages that they live in will prosper. It is quite clear that the present model and status quo that is in effect is not working and will drain the economy of its financial resources and put the nation, its employees and families in jeopardy.

The key factor in the profitability of the industry is to cut costs and increase productivity at both the field and factory levels. The industry needs to focus on outsourcing its field production, enhance and improve sustainability and advanced technology to enhance increased production and develop biofuel and electricity in an integrated manner.

Sugarcane is one of the highest yielding crops for producing biofuel in the world. In Brazil sugarcane total energy content is 437.7 GJ/ ha with only Oil Palm in Indonesia coming close at 329.2 GJ/ha. Corn falls intermediate between these two.

Sugarcane is one of the most efficient plants on earth and has a photosynthetic efficiency of 1 to 2%. With good soil, tested varieties and excellent management production techniques assisted with advanced crop monitoring

apps sugarcane production should be in the vicinity of 80-110t/ha. Some sources have the potential to 470t/ha.

Would be glad to see current production levels.

The model proposed here is outsourcing the field production system to farmers who will make up of ex employees of the industry in the first place, followed by the general public thereafter and commercial holdings. 10-20ha would be good to be outsourced for the small farmer and this can be increased as the efficiency of the farmer is monitored.

In this new model, the industry will maintain a robust Research and Extension Facility, acquire inputs for the industry and sell to farmers, develop new high yielding varieties in both the conventional sugarcane breeds as well as the energy varieties in anticipation for ethanol production in the future and research small scale machinery for sugarcane production.

A new Extension Department incorporated in the Research Department must be established to spread the new technologies that the outsource and commercial farmers can use and must use as a means to increase production.

To reduce labour cost, small-scale sugar cane machinery which is widely available in India can be made available to the new cane farmers (Research facility to experiment on suitability) and they should be encouraged to use them. Sugarcane farming cannot continue to be the back- breaking activity that we know it to be. Youths must

see sugarcane farming as a new investment area to go into. Tillers, cultivators, harvesters and planters are available at a fraction of the cost when compared to large machinery.

These are the proposals: 1. New Sugarcane technologies need to be used in the Industry in the new Research and Extension facility to monitor field condition and productivity (in place of workers doing the monitoring), for weeds, diseases and pest control and operational practices such as land preparation, planting, cultivation and harvesting.

There are many new technologies out there that monitor sugarcane cultivation and production processCANEFIT (GAMAYA)), Syngenta - a Swiss based company which uses a new technology to grow sugarcane (used in Brazil). UAV (Unmanned aerial vehicles) are some of the technologies that can be used to enhance productivity. Amity SoftwareSugarcane Crop Monitoring Software. eLeaf-Sugarcane Monitoring is some other software available. There are many more that need to be researched. This department needs to be made up of young highly qualified individuals who have a commitment to make the Industry prosper and believe in technologies.

2. Irrigation is an important resource that can increase yields and using irrigation technology can help increase production-although we have abundant rainfall there may be moisture deficits in the months of February-

April and August-October when plants can be deficient in water. I think that this is an important factor in increasing yields. The current submerged/flooding of fields in an inefficient method of irrigation. Other more efficient and cost effective methods need to be investigated including fertigation methods which seem to enhance fertilizer and water application to the plant.

There are many software out there and a practical tool is the FAO CROPWAT to monitor irrigation needs. Develop new energy cane varieties if you are going into en-

ergy production.

3. Move away from burning canes to enhance a clean environment and increase trash collection for energy needs together with bagasse.

Returning factories residues to the field will enhance a sustainable future and recycle some of the nutrients taken from the field.

4. Electricity and bagasse surplus for cogeneration. I have no knowledge of their steam boilers parameters but some sources quoted the following. With a 32 bar, 300 degrees C electricity surplus can be 10.4KwH/t cane and a 65 bar, 480 degrees C can have a

139.7 kWH/T cane if they use sugar cane straw (green cane harvest).

5. To reduce labour cost and for workers to have a stake in the industry and to enhance production efficiency I advocate Outgrower Contracting/Partnership, whereby the industry outsources sugarcane production to commercial or smallholder farms. Contracts and agreements must be made with respect to price based on sugar content, among other parameters. All excess land can be outsourced to Commercial (Continued on page 16)

Can President Ali break the Jagdeoites...

That this sickening puppetry is unfolding on the heels of APNU’s gargantuan constitutional degradation of our flimsy democracy in the past year and a half portends serious trouble ahead unless Ali develops the testicular fortitude to break free or unless the West has enough of this miasma.

On this note, the government’s recent statements on Venezuela in the Lima group meeting that contravened the US’ position is cause for alarm.

This country is too broken for another clownish failed Jagdeoites’ puppet show.

With oil in the doldrums and Exxon slashing spending on offshore assets, there is no oil bonanza. So, beware of the real possibility of a blind eye to the resurgence of the narcoeconomy.

Again, that will be settling down right in America’s crosshairs.

If Ali wants a legacy other than being defined into posterity as a puppet and an inevitably failed one, he has a great opportunity to break free and shape his own legacy.

He is obviously brighter than Jagdeo and Ramotar combined.

He outperforms them too, masterminding the country’s finest housing drive even as Jagdeo’s narco-crazed economy withered around him. He is coming to power with the Jagdeoites in a much weaker position now coming from the opposition benches compared to when Ramotar ascended when the Jagdeoites controlled the kingdom and its police, army, intelligence arm, etc. That is an immense difference that gives Ali a significant aperture to carve out his own course.

Ali also has a template and precedent to follow in Jagdeo’s sidelining of Janet

Jagan to seize control of the party. Then there is the West.

It will not tolerate the emergence of another narco-state run by a government enthralled with giving feral blasts to the West or a failed state that creates turmoil for its massive investment in Guyana’s oil. Nor will the West tolerate the lack of serious constitutional change to revisit another disaster like what happened in the past year and a half. The current system is a danger to the billions of US dollars they have invested in our oil industry.

They will want a break from the past and stability and their military might is cocked and ready in the Western hemisphere because of Venezuela.

Plus, not because the West helped to install the PPP to its rightful place for an election it fairly won, it means the West is fawning over the PPP. In light of the US’ recent escalations against China and to a lesser extent Russia and given America’s grave concerns about Russian and Chinese geopolitical enlargement in the western hemisphere, there will remain heathy mistrust for an inherently dictatorial and corrupt political entity dominated by a Russiantrained leader that was openly confrontational and ‘feral blasting’ against the West just six years ago (yes, seems like an eternity). Ali has an opportunity to work with the West to unshackle himself from the Jagdeoites. In fact, the West may want it no other way.

Then there is the bull in a China-shop reality of the Jagdeoites’ monstrous liability, which demolished Ramotar and will demolish Ali if he remains yoked to the Jagdeoites. The Jagdeoites are incapable of delivering any political security to Ali’s presidency or to the PPP. The no-confidence vote was a terrible gamble by the Jagdeoites because APNU would have likely won the election if they had called an election right

away. Ali was seen with disdain as a puppet of the Jagdeoites and there was enough mistrust in the entire affair from crossover voters to give APNU the slight edge.

That mistrust of the AliJagdeoites’ nexus will resurge now that APNU’s chicanery has evaporated. Even a year and a half after APNU’s descent into unbridled perfidy, the PPP won just a one-seat majority. Ali is still viewed derisively as a Jagdeoites’ hack and the PPP still remains just one Charandass vote away from annihilation. It means the PPP has not improved politically even after so much pity for its cause as well as APNU’s utter catastrophic meltdown.

In 5 years, demographic changes, expected massive internal change in the PNC, the expected moral and geopolitical descent into hell in this country under the domination of the Jagdeoites, and the likely rise of Mixed and Amerindian parties looking for their slice of the oil pie, means Ali is likely looking at one term and done unless dramatic alterations are made.

Add the constitutional changes and electoral strengthening the West will inflexibly demand, the PPP, like the PNC, are going to face massive tribulation for political survival.

A Jagdeoites yes-man is a gargantuan liability in this context, not only from these factors but also from the fact that he becomes very dispensable when the tides of change inevitably strike. Forget the external factors, for his own survival, Ali may need to break free. It would be a travesty for any leader holding the reins to the presidency to remain in puppetry servitude in this environment of promising change and with formidable forces demanding democratic advancement and better governance. Borrowing from the Nike ad, can Ali just do it?

Missing teenage cousins found butchered in backdam

By Malisa Harry Two teenage boys who left their homes at Number 3 Village, West Coast Berbice on Saturday and never returned were yesterday found dead with their throats slashed and other chop marks about their bodies and face.

One 57-year-old was arrested late last night as villages in West Berbice erupted in protest over the brutal murders.

The boys have since been identified as Isaiah Henry, 16 and Joel Henry, 19. They are said to be cousins who reportedly left home on Saturday to pick coconuts in the Cotton Tree backdam, West Coast Berbice.

Sources have since revealed that after the boys left home and when the entire Saturday and Saturday night had expired without them returning home, relatives filed a missing persons’ report and a search was launched by

Joel Henry, 19 villagers of Number 3. It was disclosed that during the search yesterday morning, the bags that the boys left home with were found in a clump of bushes in the backdam, but there was no sign of the teenagers.

afternoon that the bodies of the boys were found with their throats slashed in the Cotton Tree backdam.

The t-shirt of one of the boys was pulled over his face, while the other was lying face down. Their bodies appeared to have visible marks of violence and chop wounds about their bodies and face.

The police were immediately summoned to the scene and an investigation was launched.

Father of Isaiah Henry, Gladston Henry spoke to reporters: “When I go to work and come back my wife told me that my son did not come back home…Then we went to the backdam and we searched for him but was already night (Saturday night) because Friday night, he told me that

Likewise, Harmon said that the Coalition will do everything necessary to ensure justice is served to the fullest extent of the law.

Harmon said, “We recognize and understand the pain, anger and anguish the relatives and villagers of No. 3 Village (where the boys are from) are experiencing at this time.”

The President has asked for a constant update on the progress of the investigation to be shared by the police with the country. Harmon intends to visit the relatives of the victims today, in order to offer support.

Meanwhile, when reporters attempted to speak with the relatives of Joel Henry, they were all chased and had racial remarks hurled at them. Villagers and relatives who were angry over the death of the boys shouted

that they “will now do what they have to do”.

Kaieteur News late last night was informed that villagers of Number 4 Village had taken to the streets and were protesting for justice for the boys.

Persons were seen in videos running along the Number 4 public road while others were on a canter truck banging objects and shouting. At Number 5 village, last night, protestors had taken to burning objects on the main road.

Late last night, the Guyana Police Force sent out a brief release saying that a 57-year-old resident of Cotton Tree was arrested in relation to the crime; the police did not release any additional details but Kaieteur News understands that the person in custody is a rice farmer from the community who might be connected to the land, which the boys were supposedly taking coconuts from.

While detectives saw no traces of blood or a possible murder weapon in the area where the teens’ bodies were found, however, on the farm owned by the suspect, bloodstains were seen on the ground along with a coconut peeler and peeled coconuts.

Efforts underway for appointment of new Judicial Service Commission After close to three years of its absence, steps are being taken to appoint a new Board of the Judicial Service Commission (JSC).

Attorney General (AG) and Minister of Legal, Anil Nandlall told members of the media recently that the installment of a JSC—the body tasked with the oversight of judges and magistrates – is a priority for the new government.

According to Nandlall, of major concern is the position of a Land Court Judge in Berbice which has been unfilled some time. As such, he said that the government is working to swiftly remedy this issue at the level of Parliament.

“We cannot now appoint the Land Court Judge because the Judicial Service Commission has expired since 2017. Now that we have Parliament in session, we will endeavour to appoint a Judicial Service quickly, because part of the appointment process is driven by a Parliamentary procedure,” he explained.

He added, “As soon as we get that done in the Parliament, we’ll move quickly to appoint a Judicial Service Commission so that more Judicial Officers can be appointed” Nandlall had addressed the issue after the members of the Bar Association in Berbice expressed dissatisfaction with the untimeliness of the Land Registry’s services and the non- appointment of a Land Court Justice.

Attorney General and Minister of Legal Affairs, Anil Nandlall to remove and exercise disciplinary control over persons holding or acting in judicial offices. Nandlall had noted, while in opposition, that its absence put the independence of the judiciary at stake. He was among those calling for public condemnation of the former government‘s stance on the issue, and had criticized the government over the failure to appoint a new JSC Board.

The board of the JSC is made up of exofficio members of the JSC and had included acting Chancellor of the Judiciary, the Chief Justice, Chairman of the Guyana Public Service Union, (GPSU), a member appointed by Parliament and one by the President.

Govt. to use antiviral drug to decrease COVID-19 deaths During a virtual press conference on Friday last, Minister of Health, Dr. Frank Anthony indicated that the government will be using an antiviral drug, Remdesivir on critical patients in an effort to decrease COVID-19 deaths.

According to Minister Anthony, the drug has been in use in the United States and it was able to decrease the severity of the disease in many patients, aiding them to recover better.

He further stated that Guyana was experiencing hardships in obtaining the drug since most of what is manufactured in the United States is utilized right there.

A federal study sponsored by the National Institute of Allergy and Infectious Diseases (NIAID), a part of the National Institutes of Health, showed that Remdesivir is an antiviral drug that can accelerate the recovery of hospitalized COVID-19 patients.

In the study, it was found that hospitalized patients with advanced COVID-19 and lung involvement who received Remdesivir recovered faster than other patients who received placebo treatments.

The Adaptive COVID-19 Treatment Trial (ACTT) involved 1063 patients and began on February 21. It was the first clinical trial launched in the United States to assess an experimental treatment for COVID-19.

He stated that while it is unfortunate that some may have lost their lives, the Ministry has been making additional efforts such as utilizing more ventilators in the COVID-19 ICU at the Georgetown Public Hospital Corporation (GPHC).

There would have been a shortage of ventilators at the GPHC but Anthony stated that, “We have 12 beds in that unit and we had four ventilators. Our aim is to have a ventilator at each bed, so now if anyone in that facility has respiratory distress, they will be able to have access to the relevant equipment.”

Nandlall said that Baksh was charged for simply receiving her salary from the Deeds and Commercial Registry Authority, which authorized the transfer of all staff from the Deeds Registry and converted them into employees of the Authority, inclusive of the Registrar of Deeds. The Attorney General lamented that there is nothing wrong with a person being appointed by one agency and paid by another. He also added that if a person

was to receive two salaries, it would have been a different matter but that was not the case.

“The Deeds and Commercial Registry Authority Act authorizes the payment of all staff of the Authority, inclusive of the Registrar of Deeds,” Nandlall said.

Additionally, he stated that at his meeting with the GBA, Baksh’s resumption was indeed raised but it was established that her conviction is the subject of an appeal and if it were to be squashed or set aside by a Court then the Board of the Deeds and Commercial Registry will address the issue of her resumption. Despite that, she remains the Registrar of Deeds because she was not “disappointed” by the JSC.

The PNC/R received wrong advice The PNC/R effectively attempted to do a ‘Zimbabwe’ in Guyana. In 2008, there was a political crisis in Zimbabwe.

The ruling Zimbabwe African Union Patriotic Front (ZANUPF) lost its majority in the elections. The opposition candidate then pulled out of the Presidential run-off due to political intimidation.

A political crisis ensued.

The impasse led to a transitional government comprising the two parties.

The power-sharing government eventually fell apart because Robert Mugabe of the ZANU-PF continued to dominate the government.

The PNC/R realizing that it had lost the elections and having failed to rig those elections had tried to float the idea of a political solution, involving the Coalition government and the PPP/C. That idea was still-born. The PPP/C rejected the overture outright.

Granger’s power-sharing proposal was a last ditch effort to hold on to power. It was never taken seriously even by his own supporters because they knew that it implied that the PNC/R had lost the elections. If the PNC/ R had won the elections, why then would it desire to share power with the PPP/C when it did not do so in the preceding five years.

The Zimbabwe model could never work in Guyana.

The international community would have none of it. They saw with their own eyes, the blatant attempt at rigging.

In the case of Zimbabwe, South Africa had played a key role in brokering the power-sharing agreement.

The PNC/R may have been hoping that after the Recount, Caricom would have played a similar role.

But the leaders of the CARICOM were fearful of the bug of rigged elections reaching their soil and so they

opted to ask for a recount and to go no further than demanding that the results of the Recount be respected as representing the democratic will of the people.

During the Recount process, the dishonesty of the PNC/R was blatant. It obfuscated the process to the point where the Caricom team which scrutinized the Recount described it as a fishing expedition. The conditions therefore never existed for any form of powersharing because there was compelling evidence that the PNC/R had lost the elections and was attempting to steal victory.

The PPP/C knew that it had won the elections; the international community knew this. The PPP/C was never going to enter into any power-sharing deal with a party which was seeking to compromise GECOM officials and to use the Courts to frustrate a declaration of the elections results.

In summary, therefore a number of factors militated against a Zimbabwe-styled arrangement. First, there was no question in the minds of the international community that the elections were free and fair and that it was only the tabulation process, which was flawed. This was unlike in Zimbabwe where the ruling party had lost its majority and the opposition had pulled out of the Presidential run-off. No such problems existed in Guyana.

Second, there was an electoral crisis and not a political crisis. The vast majority of supporters of both parties would have known who won the elections and the PNC/R could not get people in the streets to force a political crisis which could have forced power-sharing.

Third, Caricom opted to work within a democratic framework. It was never going to be lured into playing the

role of a power-sharing broker. When the Caricom team which scrutinized the elections gave its report about the Recount, it was the final nail in the PNC/R coffin.

The PNC/R had no footing to press for shared governance or new elections.

The PNC/R engaged in large-scale electoral theft and it was exposed in front of the eyes of the whole world. It brought shame and disgrace to the country and its people.

Two Caribbean leaders headed observer missions of Guyana and what they had to say was not complimentary of the leadership of the country during the elections. It is doubtful whether that leadership would ever be successful in having an audience ever again with any Caribbean leaders. Those Caribbean Heads would not want to be seen associating with electoral fraudsters.

Those who were complicit in the rigging of elections or who refused to condemn such attempts, should have been put out to pasture. They should have brought the curtains down on their political careers but they have refused to do so.

It takes a special kind of backwardness to believe that in this modern era, you could get away with rigging an election and then turning around and changing the narrative to one in which you were cheated.

Whoever advised the PNC/R that it could get away with its attempt at rigging the elections or force powersharing, as was the case in Zimbabwe, gave them the wrong advice. The two situations were never alike.

Guyana must bring an end to this ugly masturbation The WPA has pulled out of the APNU. The acerbic contention of the WPA centers on David Granger’s unilateral selection of Tabitha Sarabo-Halley (hereafter referred to as TSH) as the WPA’s representative in the House.

WPA in a press release (which for the past five years is all it does; issue press releases) said that in anticipation of getting two seats, it submitted four names to Granger and whatever number he decides on there will be a rotation system.

It said it indicated to Granger that Ali Majeed would take the first two years in parliament. Without adherence to the WPA’s formula, Granger chose TSH. The caricatured relation between the carcass of the

WPA and Granger goes on.

WPA withdrew from APNU therefore TSH’s status as a selectee should lapse. She then resigned from the WPA but Granger retained her as a parliamentarian.

The asininities that characterize the politics of both the PNC and its moribund partner, the AFC, are cascading like fountain water.

If Granger accepted TSH as the WPA’s consignee and the WPA divorced itself from APNU, then Granger has room to select another MP from the PNC. But Granger stuck with TSH. It means that TSH got a free parliamentary seat while the chairperson of the PNC, Volda Lawrence, who by virtue of her position is deputy leader, is ostracized.

A number of questions arise. Why Granger wants to give a seat to a person who does not belong to the PNC when there are dozens of PNC seniors who were on the party list who didn’t make it to parliament?

Why Granger wants to get into a fight with the WPA over business that doesn’t concern him? How is the rift between TSH and WPA, a PNC problem?

The compelling question is why Granger did what he has done? The answer lies in an ugly masturbation that this country’s political observers, academics, political parties, editors, and others must bring to an end - the fictional life of the WPA. There were many parties that came on the scene from the seventies onwards and

the dialectics pushed them into oblivion. One can think of Liberator Party, TUF, ROAR, Democratic Labour Movement, GUARD, GUMP, among others. They have all disappeared because epochs come and go and the contents of one era are negated by changing circumstances.

The WPA was born as a political party in 1976 at the lower flat of the trade union NAACIE. All the major players of the WPA have died, gotten very old, migrated or finished with politics.

In 2020 what then is the WPA or who is in the WPA? Any school boy would tell you that a political party has to have some fundamental features.

It is as simple as a car. The vehicle has to have an engine, four wheels, gear set, etc. If these essential components are missing, you cannot say you have a functional car.

What is the structure of the WPA? Does it have an executive committee? If so, how many are in it and who are these people? Does it have a central organ that is

above the executive committee which in other parties is called the general council? Who is its leader?

Who is the chairman? Who is the general secretary?

What numbers comprise its membership?

Does it have district committees in Guyana and where are they located? How many party offices it has in the entire country? Did it ever hold a congress? If yes, in what year, where and how many since then?

What is the truth? What is the reality? What are the facts? The WPA is essentially three persons headed by David Hinds who has lived outside of Guyana for the past 30 years. Hinds has no moral right to speak on behalf of an entity that he does not physically share a relationship with.

The other two misfits are Desmond Trotman and Tacuma Ogunseye. The WPA has no functionalism whatsoever. What remains a mystery is why these three persons do not do what their predecessors in other parties have done – face reality and

Frederick Kissoon wind up.

What these three persons are hoping to achieve by referring to themselves as the WPA is beyond the comprehension of any human. Put yourself in the place of David Granger. He must have said why should I allow a fictional formation to tell me who I should put on my parliamentary list?

He is right. There is no functioning structure called the WPA and the controversy over TSH should finally bring the curtain down on this insane masturbation. It is time!

Regional Health facilities to be retrofitted with COVID-19 ICUs — Health Minister With Guyana’s only COVID-19 Intensive Care Unit (ICU) at the Georgetown Public Hospital Corporation (GPHC) packed to capacity, Health Minister Dr. Frank Anthony announced that efforts are underway to establish other ICUs at regional health facilities across the country.

During a recent engagement with the press Dr. Anthony, disclosed that regional hospitals have already been assessed to be retrofitted with ICUs that will have the capacity to administer care to patients who develop the severe forms of COVID-19.

“We want to have infectious disease ICUs in each region. We are already looking to get the basic set of equipment,” Dr. Anthony told the press at a virtual meeting on Friday.

He said the aim is to establish those units and have them equipped within a matter of weeks.

Meanwhile, the Health Minister revealed that efforts are being made to help GPHC build the capacity of its ICU. Towards this end, he noted, the Government of India made donations of several ventilators.

“We have 12 beds in that unit and we had four

ventilators at GPHC. As of two days ago, with the donation from the Government of India, we have been able to rectify that situation and our aim is to have a ventilator at each bed, so now if anyone in that facility has respiratory distress, they will be able to have access to the relevant equipment,” he disclosed.

The Health Minister explained too that the protocol for utilising the ventilators has also changed.

“Before we intubate someone, there are certain clinical guidelines that we follow and a number of other perimeters that are looked at. Once the patient would meet a set of criteria, they would be placed on a v e n t i l a t o r, o n c e o n e i s available. That has now changed because we have more ventilators that are available and, in that sense, those who need a ventilator would be able to g e t a v e n t i l a t o r, ” D r.

Anthony told the media.

Amid the COVID-19 pandemic, he said, the Ministry continues to work assiduously to strengthen the country’s healthcare system. Minister Anthony stated that an analysis has been done on all the regional hospitals and their

Health Minister, Dr. Frank Anthony isolation areas. He further disclosed that an infectious disease unit will be set up at each facility.

“We have come up with a basic set of equipment that each one of these facilities must have and have started the procurement of this equipment,” the Health Minister said.

Dr. Anthony’s announcement about the establishment of regional COVID-19 ICUs comes weeks after the new government condemned the $1.6B Ocean View Hospital, converted from a hotel located at Liliendaal, East Coast Demerara, as being unfit to house patients battling the disease.

President Dr. Mohamed Irfaan Ali had told the press that the hospital will be converted into an isolation centre for up to 150 patients affected by the disease.

One dead, another injured after incident on Albion Road, Berbice Police have arrested two persons in connection with the alleged murder of a 26year-old carpenter/mason of Lot 500 No.1 Road, Corentyne, Berbice and the wounding of another from the same village.

The dead man has been identified as Orlando Micheal Jonas called “Redman” while the wounded has been identified as Mahendra Ramnarine called “Mikey” of Lot 28 C No.1 Road. The suspects in custody have also been identified as Kris Nandalall, an electrician of Lot 50 Chesney Front Public Road, Corentyne, Berbice and Samson Gangapersaud called “Sam”, a mechanic of Lot 20,Tain Settlement, Corentyne.

The injured Ramnarine could not speak when this publication arrived at his

home since he had multiple stitches to his mouth and was resting in a hammock but he has since told police that he and Jonas were passing the suspects and one of them hurled derogatory remarks at them; as a result, Jonas turned back and approached the suspects.

Ramnarine said that he then turned back and went to Jonas and told him to ignore the men but at that point, one of the suspects whipped out a knife and slashed him on his mouth – he received deep laceration wounds to both sides of his cheeks.

Ramnarine further stated that after he received the cut, he rode away to seek help and left Jonas behind.

They then stabbed Jonas to the abdomen and slashed his jaw. The incident reportedly occurred just around 19:00hrs

Saturday and police at the Albion Police Station, located a building away, arrived at the scene until 19:30hrs.

Ramnarine’s father, Parsuram Ramnarine disclosed that Jonas and his son worked with him earlier Saturday and they left to head home.

“Someone picked me up with a vehicle and the two of them was riding their cycle.

We passed dem boys by the station side and the thing happened just after we pass so by the time we reach home, we get the message that the boy get stab and me son,” he said.

At the home of Jonas, relatives were still in shock over his sudden death but his aunt, Jacqueline Jonas managed to speak to reporters. She said she was at home with her daughter

when a car pulled up to her house and a friend informed her that her nephew was lying on Albion public road with injuries.

“They said that my nephew is lying on the road and that his neck burst,” she told Kaieteur News, “somebody slit his throat.

My daughter left and she went and afterwards, I went to the hospital and…but he was already dead. When I looked, he had a huge slit to his face and his abdomen; his intestine was protruding.”

She added that based on what she was told, two boys went to the station and reported that her nephew and his friend attacked them and robbed them but she added that it was quite the opposite.

Jonas said that he nephew’s friend told her that the two suspects attacked them first.

The body of Jonas is presently at the Port Mourant Mortuary where a post mortem examination is expected to be done shortly.

La Parfaite man Security guard found soaked in blood told attempts to dump ganja police of his attacker minutes before he died A security guard who was yesterday found soaked in blood and lying on the train line at Port Kaituma, North West District, Region One, had told investigators of his attacker just minutes before he died.

Dead is, Earl Peters, 75, also known as ‘Old Stove’ of Fitzburg, Port Kaituma.

According to police reports, Peters was attacked at around 22:25hrs while heading home from his security job at the Guyana Elections Commission

(GECOM) office.

A colleague of Peters detailed that he was scheduled to work until 23:00hrs that evening but might have been released a little earlier from his duties and used the train line route to walk home.

Investigators said that a businessman who lives adjacent to the train line reportedly heard someone screaming for help and rushed out his home to investigate. The man then saw the security guard lying

on the train-line soaked with blood.

He, immediately, ran all the way to the Port Kaituma Police Station which is located at the Water Front and notified the ranks on duty. A team of officers returned with the man to the scene and found Peters in an unconscious state. They picked up the pensioner and rushed him to the Port Kaituma District Hospital for medical attention.

A labourer, 23, was on Friday busted at his house with 50 grams of suspected cannabis. Police ranks turned up at the man’s home located at Onderneeming West Bank Demerara after receiving a tip off.

When the ranks arrived, the man was seen with a bulky plastic bag in his hand. He attempted to dispose of it as the lawmen explained the reason for their visit.

The ranks entered and retrieved the plastic bag and discovered that it contained 20 small zip-lock bags with the suspected marijuana.

Ferrari’s Charles Leclerc was soon into fourth place, passing both Alfa Romeo cars into the first chicane on the first lap of racing, but the Monegasque then lost control at the Parabolica and crashed heavily, causing the race to be reflagged for repairs to be made to the barriers.

The race was restarted with a standing start with Hamilton ahead of Stroll, Gasly, the Alfa Romeos of Kimi Raikkonen and Antonio Giovinazzi and Sainz.

Tour de France 2020: Adam Yates loses yellow jersey to Primoz Roglic BBC Sport - Britain’s Adam Yates lost the leader’s yellow jersey to Primoz Roglic as Tadej Pogacar won stage nine of the Tour de France.

Yates was dropped on the final climb of the 153km route from Pau to Laruns on another punishing day in the Pyrenees.

Marc Hirschi led for over 80km before being caught 1.5km from the finish, where Pogacar edged fellow Slovenian Roglic in a sprint.

Mitchelton-Scott’s Yates drops to eighth in the overall standings.

The 28-year-old crossed the line in 15th having looked resigned to the situation on the descent from the Col de Marie Blanque towards the

finish.

As well as losing 54 seconds to the leading group, which also contained defending champion Egan Bernal, Yates also lost time to the likes of Romain Bardet, Guillame Martin and Nairo Quintana.

Bernal is now 21 seconds behind Roglic, who again justified his pre-race favourite tag with a series of accelerations on the final climb.

A leg bye took the Patriots past their lowest ever Hero CPL total, 75 away to the Jamaica Tallawahs in 2016, but Phillip soon put the innings out of its misery. It was the first innings in Hero CPL history where a team did not hit a single four.

Tion Webster, in contrast, hit two fours off Sheldon Cottrell in the first over of the chase.

With Narine and Lendl Simmons rested, Amir Jangoo got another game and started calmly, not allowing many dot balls and giving strike to the fluent Webster, who hit Imran for two more fours to take the Knight Riders to 27/0 off four overs. Jon-Russ Jaggesar was tight in both his overs, but Webster and Jangoo both hit Joseph for fours to take the Knight Riders to 42/0 off the Powerplay.

Webster was mostly content to hit through rather than over the field, but did launch Joseph onto the grass bank for a Hero Maximum to take the Knight Riders opening pair past 50 - remarkably, the first time they had done so for the first wicket all season but Jangoo fell to Emrit next ball to end the stand at 54.

Seifert finished the innings in style with a Hero Maximum, consigning the Patriots to just three points from the group stage, and emulating last season’s perfect league stage from the Guyana Amazon Warriors to march undefeated into Tuesday’s semi-final against the Jamaica Tallawahs. A team with two world-class spinners and Andre Russell can never be discounted, but the Knight Riders machine will take some stopping.

“It was really crazy, and after that hard day to win the stage is incredible,” Pogacar said.

“I just wanted to gain as much time as I could in the GC [general classification] but in the last 800m I knew that a stage win is also 10 seconds so I was focused on the sprint and it was just full gas.

“Primoz is really good. He has won [stages] before and he will win again. I hope we can do great things.”

Mustafizur Rahman denied NOC to play in IPL 2020 ESPNcricinfo - The Bangladesh Cricket Board (BCB) has denied an NOC to Mustafizur Rahman for IPL 2020, a BCB director said on Friday. Akram Khan, the cricket operations chairman, said that Bangladesh’s tour of Sri Lanka in October and November was the reason for the denial.

IPL 2020: Mumbai Indians to begin against Chennai Super Kings BBC Sport - Defending champions Mumbai Indians will play last year’s finalists Chennai Super Kings in the opening match of the Indian Premier League.

The delayed competition will be played across the UAE, with Dubai, Sharjah and Abu Dhabi hosting the matches.

The 56-game tournament begins on 19 September, with the final taking place on 10 November.

Mumbai won a record fourth IPL title with a one-run victory over Chennai in May 2019.

The IPL, which usually takes place between March and May, has been delayed because of the coronavirus pandemic.

Many of England’s World Cup-winning team will be playing in the competition, including captain Eoin Morgan, opener Jonny Bairstow, fast bowler Jofra Archer and wicketkeeper Jos Buttler.

‘We would like to see smarter cricket’ – CWI lead selector Harper disappointed CPL batsmen have failed to adjust

SportsMax - Cricket West Indies chief of selectors Roger Harper has admitted the panel hoped to see more ‘sensible’ batting from players under the microscope at the ongoing Caribbean Premier League (CPL) tournament.

The tournament, being staged in a biosecure atmosphere in Trinidad and Tobago, due to the ongoing threat posed by the COVID-19 pandemic, has been widely panned for poor batting performances and low scoring.

Statistically, the average score per innings has fallen some 27 runs behind last season, which had an innings average of around 151, as compared to this season’s average of 122.

Perhaps even more instructive, is the fact that in completed matches this season teams have failed to reach double digits on eight occasions as opposed to just once last season.

A lot of speculation has surfaced regarding the reason for the diminished performances to date. Among them is the fact that players have not played for months, due to the pandemic, and the condition of the pitch.

It has also been suggested that possible quarantine fatigue might be affecting some players who took part in the England series. It has, however, also been suggested that a lot of it is simply down to irresponsible batting.

To a large extent, Harper concurs.

“I think that yes we expected to have some better cricket. I think at times a lot of power play was put in and not enough brain play,” Harper told the Mason and Guest radio program.

“We are happy to have some cricket but yes we expected to have some better performances generally, particularly on the batting side of things,” he added.

“Ideally you would like to have pitches more conducive to stroke play from the getgo. But the batsmen that have generally succeeded have adapted very well. They have given themselves some time to get in and then capitalised later. Some players have not gotten that memo as yet, some teams are still trying to score all the runs upfront, when all the runs are scored at the back end.”

Mercedes explains ‘weird events’ that led to Hamilton penalty Motorsport - Hamilton sat over 10 seconds clear of Formula 1 field at Monza when the safety car was deployed when Haas driver Kevin Magnussen parked up at the side of the track near the pit entry.

It prompted race control to deploy the safety car and then close the pit lane 11 seconds later, preventing drivers from coming in so that Magnussen’s car could be wheeled to safety.

But Hamilton came into the pits after missing the signal boards saying the pitlane had been closed, leading to an investigation from the stewards.

Hamilton was handed a 10-second stop/go penalty, leaving him more than 25 seconds off the back of the field after he came in one lap after the race restarted following a red flag.

Hamilton was able to claw his way back to seventh place, picking up a bonus point for the fastest lap in the process.

Mercedes F1 chief Toto Wolff explained that the team was unable to see the boards denoting that the pitlane was closed from the pit wall, and that there was no red light at the pit entry.

“It was a weird sequence of events that maybe we could have spotted earlier,” Wolff said.

“The decisions that were taken were highly unusual, but they were absolutely within the rules.

was parked to the right, near the entry, on the inside of Parabolica, and there was a single yellow. Eleven seconds later, a safety car was deployed.

“Once the safety car was deployed, they put the entry to the pit lane on red, but it wasn’t exactly red, it was two yellow crosses on the outside.

“One of the strategists just shouted into the radio whilst we were entering the pit lane. There was confusion.

“We can’t see the signs, and this is just a sequence of events that screwed Lewis’s race. Not happy, but you have to take it on the chin.”

Hamilton revealed after the race that he had failed to spot the yellow crosses on the boards saying the pitlane was closed, accepting the blame for the error.

“Honestly I didn’t see those boards, so I take responsibility for that,” Hamilton said.“[It is] something I will learn from. To get seventh and still get the fast-

est lap, that’s still some good points considering I definitely didn’t think that was possible from 26 seconds behind the last car.“I’ll definitely take it, and grateful obviously Max [Verstappen] didn’t score any points. So not a huge loss today.”

Wolff said the only way Mercedes could have spotted that the pitlane was shut was by looking at the fourth page of the FIA’s timing information.

“From the pit wall, you can’t see these yellow crosses, and if the driver doesn’t spot them, which I believe is absolutely the truth, the only way you can see that the pitlane was closed was on page four of the FIA communications system,” Wolff said.

“Nobody looks at that page when the safety car is deployed, the driver is about to come into the pits. Everything is concentrated around the pit stop.

“Unlucky, I would say, and a very unusual decision to close the pitlane.”

Zouks spinners squeeze Tallawahs CPL - A remarkable collapse of 9/45 in 44 balls, including three sets of two wickets in two balls, saw the Jamaica Tallawahs collapse from 84/0 and fall short of a modest target against a canny St Lucia Zouks side who are making a habit of defending low totals in Hero Caribbean Premier League (CPL) 2020.

Fidel Edwards’s first over was fiery, and while Rakheem Cornwall drove for four he should have fallen trying to pull, but a stiff-looking Andre Russell parried the catch for another four. Mark Deyal started with a straight four off Ve e r a s a m m y P e r m a u l , b u t Edwards’s second over went for just four, and while Deyal pulled Mujeeb Ur Rahman for four the Afghan dismissed him with a googly.

Permaul’s second went for just one, and while Cornwall dispatched Mujeeb over long-off f o r t h e g a m e ’s f i r s t H e r o Maximum, the rest of the over went for only three, and at the end of the Powerplay the Zouks were 35/1 with both Cornwall and Andre Fletcher under a run a ball.

Fletcher tried to attack Carlos Brathwaite but was superbly caught by Jermaine Blackwood.

Cornwall hooked a second Hero Maximum and launched Sandeep Lamichhane for a third, but the Nepalese bowled him next ball with a googly. Brathwaite went for just five, and Permaul dismissed Mohammad Nabi who swept straight to his countryman Mujeeb.

At halfway, the Zouks were 66/4.

Lamichhane bemused Najibullah Zadran to go for just one. Roston Chase thus had to attack Permaul’s final over, and hit a straight Hero Maximum followed by a paddleswept four.

Lamichhane bowled a maiden, beating Chase on both edges, and M u j e e b ’s t h i r d o v e r w e n t boundary-less to leave the Zouks 88/4 after 14.

Lamichhane had bowled 11 dot balls in a row, but Najibullah broke the shackles with his reverse sweeps - if the first, a four, was fortunate, the second, a Hero Maximum, was majestic.

Najibullah then dispatched Brathwaite over long-on then midwicket for consecutive Hero Maximums, bringing up a 50 partnership.

Edwards targeted Najibullah with the short ball, going for just four, and while sub fielder Nkrumah Bonner reprieved Najibullah by dropping a simple chance off Mujeeb, the Tallawahs spinner got his countryman soon after as Najibullah sliced to Brathwaite at point. The Zouks reached 125/5 off 18.

Nicholas Kirton survived the hat-trick ball, but Zahir had changed the complexion of the game, and after 14 overs the Tallawahs were 93/4 and needed close to nine an over without Russell.Walton’s difficult season continued as a good throw from Najibullah ran him out, and the Tallawahs now needing 43 off the last four overs.
