


The public has been granted a mere 22 days to study over 3000 pages of technical data for ExxonMobil’s sixth oil project,Whiptail, before the company commences a seriesofconsultations.
The Environmental Protection Agency (EPA) hadissuedapublicnoticeon August 20, 2023 informing that the 3636 paged document was available for public scrutiny and comments. For several days however the document was not available on the EPA’s website. On Tuesday, Executive Director of the agency, Kemraj Parsram informed that the technical difficulty was rectified and membersofthepubliccould nowaccesstheEIA.
This key document lays the foundation for the regulatortomakeadecision in granting a Permit for a planned development which can affect the environment and human life. The EIA pinpointsdischargesthatcan pollute the environment, likely impacts as well as mitigativemeasuresthatcan beimplemented.
In accordance with the Environmental Protection Act,thedocumentshouldbe availabletothepublicduring the60dayscommentsperiod which commenced on August20,2023.
Following the release of the EIA, ExxonMobil announced that it will commenceaseriesofpublic consultations on September 12, 2023. In a public notice published in Sunday’s Kaieteur News, the oil giant explained, “ExxonMobil Guyana Limited is progressingitssixthoffshore projectintheStabroekBlock –theWhiptailDevelopment Project. for growth and climate change action,inwhichitforecaststhatthe region’s economies will maintain low levels of growth this year and next year, affected by a negative global and very complex regional economicoutlook.
According to the document –one of the institution’s main economic reports, which has been published since its beginnings in 1948 – average regional Gross Domestic Product is expected to growby1.7%in2023.Meanwhile,
a slight decline is projected in the growthratefor2024,leadingtoan increase of 1.5% of the regional GDPgrowth.
According to the United Nations regional organization, the global economy’s dynamics remainonapathofloweconomic and international trade growth. Despite declines in the inflation rate, developed countries will likely continue with their contractive monetary policies, whichmeansnosignificantcutto external interest rates is expected this year and financing costs for ourcountrieswillremainhigh.

The projections for 2024 indicate that low economic dynamism will persist in the region. It is forecast that the internationalcontextwillcontinue tobeunfavourable,withgrowthin global GDP and trade far below the historical averages. At the same time, in the domestic arena, fiscalpolicyspacewillcontinueto be limited, although reduced inflation in the region creates more room for countries’ monetary policies In these circumstances, ECLAC forecasts average growth in 2024 of 1.2% for South America, 2.1% for CentralAmericaandMexico,and 2.8%fortheCaribbean(excluding Guyana).
The Economic Survey 2023 indicates that the low growth in economic activity in 2023 and 2024 will result in a deceleration of job growth, which is seen expanding by 1.9% in 2023 and 1.1% in 2024. The search reportedly continued until their bodies were found around 11:00hrs on Monday floating in the EssequiboRiver

This was expressed by several Toshaos and Chairpersons of various Indigenous Community District Councils (CDC) during the five-day National Toshaos Council (NTC) Conference.
Toshao of Akawini, Region Two Rudolph Wilson said the CSOs are going above and beyond. “For my village, we got 12 CSOs and I could tell you they are doing well. They are going to the length and breadth of my community to perform census work,” he said.
Wilson added that the CSOs are even working to professionally establish themselves in the community health centres through programmes that are provided by the government. Another Toshao, James Davis from Tiger Pond, Region Nine was lucky to get a total of 15 CSOs. He also applauded the CSOs whom he described as ‘hard workers’.

Similar sentiments were also shared by Roxanne Skeeke, another CDC Chairperson, from the village of Barabina, Region
One. “They are working handin-hand with the council. Where and when we have projects, they are placed there to assist,” Skeeke pointed out. Gaskin noted too that the opposition needs to come clean on where they stand on oil issues. “Mr. Norton as Leader of the Opposition seems to not want to touch oil issues but the country needs to know clearly what the party’s position is on this very important issue. When they were in government, it was this opposition that waivered Exxon’s taxes by an act of Parliament through the Finance Minister and they stood silently by when Glenn Lall moved to court over those taxes...,” Gaskin added.
President of the Transparency Institute of Guyana Inc. (TIGI), Frederick Collins shared similar views. He told Kaieteur News opposition is acting trustworthily when it comes to
protecting Guyana’s oil. “I really haven’t heard or seen much from the Opposition on matters related to Guyana’s petroleum industry…So I don’t know what they are being paid to sit in the National Assembly for. They might as well be a civil society group. Because how can they justify being paid; collecting a salary to safeguard the country’s resources and not being effective?” he said.
Collins opined that the APNU+AFC has been playing into that same narrative of the ruling People’s Progressive Party Civic Government.
“They appear not to want the contract to change for Guyana. They have been playing into the same narrative about the sanctity of contract. Their behaviour is mirroring the government. They seem to be on the same side as Exxon just like the government and against the people,” he asserted.
The TIGI President noted too that he could not think of a single court case that the opposition has filed on aspects of the unfair oil contract. “Even though the issues are so much, they have not been moving to court on
these issues; we are the ones taking on the fight and we are not being paid …”
Meanwhile, overseasbased Guyanese and advocate for a fair oil deal, Dr. Jerry Jailall noted that the opposition has been standing idly by and allowing giveaways of the resources. He noted that the nation and even the Government expect that a vibrant Opposition will keep them on their toes. “The Opposition has no excuse to be missing in action when they should be advocating for the interests of the working poor. Mr. Glenn Lall seems to be doing what the Opposition should be doing in making Government accountable,” Dr. Jailall said. He urged that at a time when there are on going decisions, actions, and allocations on the use of the country’s natural resources, the APNU/AFC Opposition must pay very keen attention. “All such decisions being made and strenuo usly advocate for policies and decisions that protect the nation first and ensure that we get the bigger share of benefits from our natural resources,” Dr. Jailall said.
