Guyana needs an authoritative and credible Petroleum Commission now, not some hazy time in the future, but now. Vice President Bharrat Jagdeo was all in warm agreement two years ago about the need for and place of a Petroleum Commission. Two years later he is still of the same helpful, cooperative mind. But while he has been all good cheer and smiling support for a Petroleum Commission, this country is still in the same place. That is, Guyana still does not have any kind of Petroleum Commission to play a meaningful role in our oil industry. The man in charge of Guyana’s oil business is dragging his feet. Dr. Jagdeo is an unconvincing picture of unsteadiness and uneasiness over the establishment of a Petroleum Commission that could stand on its own feet, make its own judgments, and make a difference. An independent, fully functioning Petroleum Commission, as based on empowering legislation, could carve out its own sweeping space for what goes beyond regulatory oversight. It could serve as an analyst, a reviewer, and a forecaster, and an influential advisor to the Government. It also could be a buffer and check and balance on the absolute power over this oil of any minister, or the excesses of other politicians.Thereare many aspects of this (and more) in the equivalent national petroleum bodies in Ghana and Norway, which could be blueprints for Guyana, if leaders in the PPP/ C Government really want to have a Petroleum Commission of standing and vast reach. So, when we hear Vice President Jagdeo dawdling and slipping his way around the presence of a Petroleum Commission, no good feeling surfaces, and there is a sense of ‘not again.’ This is driven by his past record of failing to deliver, or delaying, on things that could definitely benefit this country.

The absence of a vibrant Petroleum Commission just does not make sense, and raises all manner of speculation as to what he is really up to…. We think that any wise Political Leader, any Politician with protective national instincts, would be enthusiastic about the idea of, and driven to, establishing a Petroleum Commission. This is what should have been, a must, from the first announcements of oil discoveries offshore, with a genuine search for the right people beginning from those early days. This puts people of quality and integrity in charge of Guyana’s oil promise, not Politicians who have a history wherever oil has been found, of helping themselves to its riches and benefits at the expense of hopeful citizens.

Once again, we point to the far reaching Ghana and Norway models.Wethink that Dr. Jagdeo knows about all of this, which is why he has not dared to object, but still slips and slides around one being around. We are interested in giving Dr. Jagdeo the benefit of the doubt, but he makes it difficult for us. He does so whenever he bobs and weaves, and leaves us with little confidence in his frail posturing. When a Petroleum Commission could introduce some sanity and authority around our oil sector, he is stonewalling, and sniffing the air (like some cunning fox) to detect where danger lies. Why is he hesitant? Why is there this delay of two years and counting? Every day that there is no Commission in place means too much political management of the oil sector. It is revealing that the Vice President could justify ramping up production for many reasons, yet is so slothful on a Petroleum Commission of substance. As the push for a strong Petroleum Commission builds, there is the likelihood that we could end up with another entity that is the twin brother of Guyana’s toothless Environmental Protection Agency. Meaning that any Petroleum Commission finalised by Vice President Jagdeo would be a newborn puppy that is sightless and helpless, and one that is unable to stand on its own feet. With the right people, Guyanese of calibre and integrity, much progress could be achieved in how we oversee our expanding oil sector.We need an independent and potent Petroleum Commission, and we need it yesterday.

The public is also empowered with a number of rights that are characteristic of democracy. But regrettably these rights are not enforced. This includes the right to criticise the Government without fear of victimisation. The Government should accept open critiques of its actions. Democratic governance also involves absolute transparency and accountability in policymaking, expenditures, awarding of contracts, etc. In addition, the Government must provide the Opposition and civic groups equal access to the state media with freedom to question the Government. All of the preceding characteristics of democracy are absent in Guyana. The ABCE countries guaranteed the country free and fair elections. But why aren’t they speaking out about lack of transparency and accountability and abuse of the state-owned media and the one private media house that is more sycophantic in favour of the Government than the state media? Why don’t the ABCE countries speak out on the lack of democracy in the selection of Presidential candidates in all the parties? Why aren’t they critical of the state media for its abuses of opponents and critics of the Government. What we have in Guyana is not a democracy but an elected autocracy. The people’s other rights are not enforced. The Government is controlled by two individuals who have zero tolerance for criticism. There have been countless complaints on lack of accountability and transparency over the last two years; similar situation during the last regime and pre2015.When the last regime was hell bent to manipulate the election result, sanctions were threatened. Visas of leading officials and their family members were cancelled by the USA. I appealed to the US Ambassador to invoke similar sanctions on those who are tied to corrupt practices and or violate other norms of a democratic culture.
DEAR EDITOR, I am angry. I am ashamed. I am disgusted and just plain sick at what passes for leadership decision-making and governance in this country. Incredibly, it all has to do with, is directly correlated to, Sunday’s unscheduled closure of the Demerara Harbour Bridge because of unforeseen developments. This is the sequence of events. I had to be present on the West Coast Demerara, and not too distant from where His Excellency, President Dr. Mohamed Irfaan Ali, originally hails. I assure everyone that it had nothing to do with reconnaissance, espionage, or sabotage. There I was just around 11:30hrs returning to the Bridge, with the long lines of vehicles queuing up three abreast to cross. At close to 13:00hrs, updates came, and they dashed any flickering hopes about a quick reopening. So, we turned around and headed for the Vreed-en-Hoop Stelling to make the crossing via speedboat, or water taxi, which is what I think they are called these days. It was a thickening crowd for a Sunday, but orderly and moving. Nothing has been said about what percentage of students passed five or more CSEC subjects, including Mathematics and English. In order to get a job in the Public Service you need four CSEC subjects, unless you have Godfather or Godmother in the system who will waive the requirements. In the past it used to be five subjects including English and Mathematics. The general entry requirement for the University of Guyana used to be five subjects including English and Mathematics. The entry level requirements for employment into most private sector entities is the same. But we are yet to hear or read what percentage of those sitting the CSEC examinations got five or more subjects at the 2022 examinations. We are yet to learn what percentage got five or more subjects including Mathematics and English. We are also yet to be told about the pass rate for Mathematics and English and whether four out of every 10 students are still failing these subjects. We are yet to be told about the pass rates in each of the Region and including a breakdown for English and Mathematics.

Each year we are reading either about marginal improvements or marginal declines in English and Mathematics. That is not going to produce the sort of workforce which is needed for the modern and transformative economy which the Government contends is being established.TheGovernment is always keen to parade the top performers when they make the announcement of the results. But they should be circumspect, since there have been misrepresentation and embarrassment in the past. The final determination of the top students is usually done based upon criteria set and determined by the Caribbean Examinations Council (CXC). And that process has to await the outcome of the appeal of the grades which usually takes one month. So it is not until October that the country is likely to know the overall top performer and top performers in Science, Arts, Technical and Vocational Studies, Humanities, Short Story and Visual Arts. A few years ago, there was also a terrible controversy concerning the CAPE results. The CAPE results are done in two units and you cannot judge the overall top achievers solely by passes at one unit. The results of two units, usually done over a period of two years, have to be combined. The authorities therefore have to be careful. They can speak about top performers but not rank these performers until the CXC is finished with the review process. By mid-October, the ranking of local top performers will be made public. Our students continue however to make a mockery of the Caribbean Examinations Council. One student passed as many as 28 subjects. For the past few years students have been writing and passing, with excellent grades, as many as 20 plus Theresubjects.isareason why students are writing so many subjects at CSEC, apart from testing their limits. The CXC offers scholarships to the top performers at CSEC but strangely does not do this for CAPE. The students are desperate for these awards and so they are writing as many subjects as they can to obtain the awards at CSEC. For CAPE, the CXC does not offer scholarship but the Government does and thus there is also fierce competition for these scholarships.Thelarge number of subjects which Guyanese students are writing has posed a credibility problem for the examinations. Persons are beginning to question how anyone can humanly pass so many subjects and with such excellent grades unless these students are geniuses or the examinations are too easy. There is no doubt that Guyana has the finest students in the Caribbean. No question about that. But these students are being put under immense pressure because of the desire to win these scholarships which are offered by the CXC. The CXC has to begin to look at this issue. The purpose of the examinations is not to fail anyone but to help develop their capabilities and intellect but with these students writing so many subjects it raises questions about the examinations. The CXC needs to find a way to move the incentive more towards CAPE rather than CSEC. And at the same time to find a way of encouraging academic excellence without students having to write so many subjects. Students had told Kaieteur News that they had become suspicious after hearing rumours of Kissoon’s school being illegitimate, and when they confronted her, she answered not a word opting instead to lock them out. What made the matter more suspicious was that one of the students, when it was nearing graduation, had presented his certificate to a medical institution to seek employment when he was abruptly turned down. Kissoon had kept herself secured in the building when several reporters turned up at her institution to press her for answers. The authorities would later show up and she was taken to the Brickdam Police Station for questioning.In 2014, Kissoon would once again find herself in hot water as students who had attended her ‘school’ would find out, upon graduating, that the certificate they were given could not land them any job in the medical field. Furious, the students protested outside the Ministry of Education’s Brickdam, Georgetown HeadOffice. After the parents of students she tricked into enrolling into her school (this time named ‘North Shore’) yet again, found out her institute was fake and that she had robbed them, they gathered at the Lot 218 Lamaha Street, Georgetown building where they angrily demanded to be refunded. Students who were still in the building at the time would find out why they were angry through a series of texts shared among students. They slowing began leaving the building. However, two students were unable to leave as they were locked inside the building by Kissoon. Kissoon would continue to hold the students hostage, and refused to open the door despite the pleas of other students and frustrated parents. He went on to explain that this was the first time he was made aware of Kissoon’s previous antics, and that no report has ever been lodged about her past conduct. He stated too that he is not aware that the matter has, thus far, been reported to law enforcement officials.

Both Allicock and Amsterdam suffered ‘headscratching’ decisions in the Quarter Finals of their respective decisions in Birmingham and will be hoping to use the South American Games to make amends.“Ithink we had a good s h o w i n g a t t h e Commonwealth Games and we see the South American Games as a new challenge. The SouthAmerican Games has its own unique toughness,”Ninvallesaid. According to Ninvalle, the GBA is “Happy that we have this continuous internationalexposure.
