Jagdeoboastsofpaltryincrease forelderlyandschoolchildren

W h i l e t h e Vi c e President is busy boastingabouta$7,000 and $10,000 increase to old age pension and the school children cash grant respectively, by 2025, he is refusingtoaddressthenation on a critical aspect of oil production that has been shortening the country's share of profits generated at the resource rich Stabroek Block.

This was highlighted in a p u b l i c c o m m e n t b y businessman and Publisher of Kaieteur News, Glenn Lall. Lall, a stern advocate for a fair oil contract, who recently said that ringfencing is a key element required to ensure Guyanese benefits from their wealth discovered in the Stabroek Block.

A ring-fencing provision would prevent oil companies from using revenue generated from a production fieldtooffsetcostsinanother project. In the absence of s u c h a p r o v i s i o n , ExxonMobilhavebeenusing the proceeds from the Liza One and Liza Two projects, currently producing about 400,000barrelsofoilperday, to pay for costs related to other Stabroek Block projects.

For instance, it was reported that in 2022, ExxonMobil and partners, Hess and CNOOC deducted, c o s t s t o c l e a n u p (decommission)thethirdand fourth projects that are yet to commenceoilproduction.

The provisions of the Stabroek Block contract signed between the government and the oil companies allow for 75 percent of the monthly revenue to go towards cost recovery or repaying the investment Presently, Guyanamerelybenefitsfrom 12.5percentoftheprofitsand an additional two percent royalty

The country's take is

significantly smaller compared to the revenue being earned by the oil companies. Only yesterday, it was reported that US$1 billion in costs were recovered by Exxon in the first three months of 2023 while Guyana barely received US$219 million duringthesameperiod.

Guyana's profits will remain meager unless a ringfencing provision is instituted to prevent the oil companies from transferring the revenue in an operating fieldtodeveloptheresources atotherprojects.

Consequently, the Publisher of Kaieteur News has called out the Vice President for failing to plug such a dangerous loophole, all while bragging to Guyaneseaboutinsignificant i n c r e a s e s t o t h e schoolchildren grant and monthlyoldagepension.

Lall reasoned, “Man, if your neighbour chickens coming over your yard, eating out all your chicken feed every day, denting your pocket while fulling his own, wouldn'tyoufenceyouryard to stop that or yuh gon turn a blindeyetothat?”

This, he explained, created the condition for Exxon to “eat” at Guyana's profits as much as it would prefer

The former Leader of the Opposition, Bharrat Jagdeo just over three years ago expressedhisfrustrationover the then A Partnership for National Unity + Alliance For Change (APNU+AFC) Coalition's failure to include aring-fencingprovision.

At that time, Jagdeo assured that when the People's Progressive Party Civic (PPP/C) returned to

office, this would be a priority when the contract is renegotiated.

“They sold us out to the foreigners The oil companies, every time there is a find out there, our people should be sad because nothing comes our way We are gonna renegotiate those contracts because that's not what we had in mind,” Jagdeosaid.

He added, “When we were in the early days, we were coaxing the people (ExxonMobil) to go along. They (Coalition) came into office – three billion barrels of proven reserves and they gave up zero royalties, no taxes,noring-fencing.”

Soon after taking office

in 2020, the now Vice President (VP) has not only changed his tune but also his tone when it comes to the renegotiation of the Exxon contract and securing greater benefits for Guyanese, throughring-fencingormore royalties.

During his press conference on Thursday, this publication asked the VP whether Guyanese can look forward to any additional fiscal benefits from the sixth oil project and if government will ring-fence any future projects in the Stabroek Block,giventheunusualsize oftheoffshoreacreage.

To this end, the VP responded, “Asked and answered a hundred times

before, 100 times before. I am not gonna go through this again.”

Lall in this regard has chastised the former OppositionLeaderforfailing to ring-fence any of the Stabroek Block projects, despite lashing out against t h e t h e n C o a l i t i o n governmentfornotincluding aring-fencingprovision.

The newspaper Publisher argued, “He went and approve three oil projects without that same fence; he cussedthePNCabout.

He is going to approve the sixth oil project year end if the Guyanese people allow himto,andwhenmyreporter askedhimlastweekifhewill put that fence to stop Exxon

from eating out US billions ofouroilthatwillshortenour profits, he is saying asked andanswered100times.”

The advocate contended that such an “arrogant” response is unacceptable from a leader in charge of the petroleumindustry

Lall believes that the response is akin to the Vice President telling “all of us to go to hell. No taxes, same royalty and no ring fencing on any other oil projects grantedtoExxon.”

In the meantime, he argued that Guyanese are supposed to accept the $7,000 increase in old age pension and $10,000 increase in schoolchildren cashgrantcome2025.

Auditing Oil

TheconductofthePPP/CGovernmentwiththisnation's oil wealth borders on the edges of madness. It is more than slackness,morethanfoolishness,andmayevenbebeyonda state of sheer, unchecked madness. There are unfinished audits hanging in the air, but Guyana is rushing merrily along. Thereissomuchthatisnewandnotknown,somuch learningthatisinvolvedandhastobeunderthebelt,butthe PPP/CGovernmentkeepsbarrelingalong,withoutsomuch asapause,oracareintheworld.

Vital audits involving billions of American dollars are unfinished, and before an eye could be blinked, the man in charge of the nation's oil, Dr. Bharat Jagdeo, is done and finished with approval one rich oil project, then another. The PPP/C Government has been loud and unambiguous about how this country is seriously lacking in necessary capacity in many areas. Notwithstanding the tears and laments of President Ali and Vice President Jagdeo about lack of capacity, everywhere a turn is made, there is Jagdeo huffing in haste and puffing from running to deliver new projectapprovalstoExxonMobil. Thereisthestrongsense oftheheadhonchosatExxonMobilyankingstringsthatare more visible to observant Guyanese, and PresidentAli and VicePresidentJagdeoracingeachothertoseewhocoulddo theAmericancompany'sbiddingthequickest.

What the PPP/C Government has been wringing its hands about publicly at frequent intervals, the Commissioner General of the Guyana Revenue Authority (GRA), Mr Godfrey Statia, had no choice but to air publicly There is a scarcity of seasoned auditors at the GRA to scrutinize closely and properly the billions in expenses submitted by ExxonMobil. The smaller audit of expensesthatbegantoaccumulate24yearsago,hasstillnot reached the stage of over and done. Worse still, a bigger auditforUS$7.3billionofExxonMobil'sexpensesisyetto be fully completed and shared with the public. Given the PPP/C Government's track record with chronic secrecies, Guyanese should not hold their breath in expecting to see thatauditreport.

Separately,ExxonMobilhassomeissuesofitsown,and hasthreatenedcourtactiononsomeofitschargesonwhich thereisbackandforth. Inshort,thecompanydoesnotwant to pay some or all of the US$214 million in expenses that have been questioned and flagged. This is the context in which Guyana struggles to manage its national bounty Thiscountrydoesnotknowwhatisgoingonatthefrontend of ExxonMobil's offshore exploration and production operations, and it is falling behind at the backend when the billions come up for reviewing and approving for payment. The GRA audit staff, those remaining after the raids of foreign companies, cannot clear its decks, and cannot keep itsheadabovewater

The bottom line is grim and brimful of openings for ExxonMobilanditspartnerstoripGuyana'seyesout,while the smiles and handshakes are exchanged between this country's political leaders, and the company's movers and shakers. Guyana cannot monitor what ExxonMobil is doing offshore, but theVice President is hurtling full speed aheadwithapprovingnewprojects. Guyanacannotauditin atimelymannerthebillionsinexpensesfromExxonMobil, butthathasnotservedasabrakeonthemadrushtoapprove more projects. In fact, it could be said that the GRA loses ground in the struggle to keep up with reviewing the bills, but Vice President Jagdeo pays scant attention to that reality,andsimplysignsoffandsignsoffonnewprojects,as ifthatiswhathelivesfor,allhecaresabout,andknows. He isaone-mandeliverysystemintotheExxonMobilportfolio of local projects.This is a one-two combination of blows to the body of Guyana: it is handicapped in monitoring where theproductionactionis,andithasitsbacktothewallwhen itcomestocheckingthevolumeofbillsanddoingjusticeby the Guyanese people. With each new project coming onstream, the bills bulk up some more, and condemn this countrytoaweakerstate,alosingone.

validation. Whose name? What's in a name? “When I use a word,” Humpty Dumpty said, in rather a scornful tone, “it means just what I choose it to mean neither more nor less.”

The time has come for all Guyanese to know that the former president who servedthreetermsinofficeis now on his fifth term. He servedhisfourthtermduring Ramotar'spresidency

The honcho and de facto president, (a term coined by one Leyland Roopnarine of New York), is deceptive, dishonest, and hypocritical because he stated that he would sue the Chinese businessman Su Zhi Rong who in an interview with Vice News reporter, Isobel Yeung, confessed that he t o o k b r i b e s f r o m businessmenonbehalfofthe honcho and de facto president.

More than one year has passed and no one has heard or read about the lawsuit because the public believed that none has been filed againstSuZhiRong.

In fact, the Chinese businessman who is a close friend and confidant of the honcho and de facto president is still living in his house.

Further,whilethousands of Guyanese are struggling to pay more than one million dollars to obtain a house lot, the honcho and de facto

president has given thousands of acres of land to his friend SU free of cost. While many believed that SU had secretly left the country, he still resides in Guyana and continues to do businessinthecountry

There is no end to the deceitfulness and hypocrisy of the de facto president. He has instructed the cabinet and all senior government officials to use the abbreviation Dr in front of his name when addressing him.

The truth is he is i n t e l l e c t u a l l y a n d academically dishonest because he received an honorary doctorate from an u n k n o w n o r b o g u s university in India. Only those who obtained an MD, or a Ph. D are allowed to use the abbreviation Dr, in front oftheirnames.

Asacaseinpoint,several American Presidents including Barack Obama, George W Bush, and Bill Clinton, among others and many actors and America's most prominent talk show host Oprah Winfrey have receive many honorary doctoratedegreesfromsome of the most prestigious Ivy League universities in the

United States and around the world but at no time they haveusedtheabbreviationin front of their names or have instructed anyone to address them as Dr The de facto president seems hungry for accoladesatallcost.

During his twelve years as President and since taking office in 2020, he has awarded government contracts to his IndoGuyanese relatives, friends, and supporters of the PPP, most of whom were not contractors and were unqualified to receive contracts.

The people ought to know that the government has taken billions of dollars of the taxpayers' money and gave to its supporters throughoutthecountryinthe form of cash grants and part timeworkers.

The PPP has given cash grants only to a handful of blacksandthentookpictures of them and placed them in the newspapers to show that theydonotdiscriminate.

The reason for the cash grantsistobuyvotesbutitis notworking.Itisasham,and shameonthegovernmentfor beingdeceitful.

In the last three years sincethePPPtookoffice,the

de facto president has fired thousands of competent and qualified black public servants, including Dr VincentAdams and replaced them with incompetent and unqualified PPP supporters. Most of the Neighbourhood Democratic Councils (NDCs) are not functioning because the PPP has handpicked its supporters, most of whom cannot even read or write and made them chairpersons and overseers oftheNDCs.

Finally, the honcho and de facto president continues to marginalize Blacks by denyingthemcontracts,cash grants, and development in PNCstrongholds.

He is using Black police officers to harass and intimidate Blacks in various communities across the country

But the PPP should know, and it ought to think that if a group of people is pushed to a wall and they cannot break the wall to escapetheirill-treatmentand punishment, then they will return with vigor and strength never seen before, to confront those who pushedthemtothewall.

Bookers' nationalization by Burnham, considerations for the PPP as Guyana is prostituted to Exxon

DearEditor, In December 1975, Bookers made me the Manager of their factory and estate at Versailles, West Bank, Demerara. Yes, my familyhadlandatVersailles, butthefactorywasownedby Bookers and there were many cane farmers taking their canes to the Versailles factory

At that time, my father Joe Vieira was a director of Bookers and in fact, he was their Mechanical Field Operations Director for more than 20 years at that time. JoeVieira was also a director of Guyana State Corporation [GUYSTAC], so Forbes Burnham depended on him to advise onthesugarindustry

What I am going to disclose today is firsthand k n o w l e d g e o f t h e nationalizationofBookersin 1976 and why and how, I understood why Forbes Burnhamdidit.

Sometime in 1974, Mr Burnham informed my father that Bookers were committing some very sharp practices i.e. they were, for example, the owners in England of Fletcher and Stewart a well-known sugar c a n e f a c t o r y p a r t s manufacturer, and it came to Forbes' attention that along withotherenterprisesowned by Bookers, [all parts of the Bookers conglomerate bought what it needed almost exclusively from itself]werechargingGuyana more for factory parts and other things than what they were charging other people

For those who do not know, Bookers was the largest privately owned conglomerate in this country for almost a century, which, according to Lord Jock Campbell, their chairman at the time, they owned ships, shops and sugar estates Bookers was a British company which straddled Guyana like a colossus, very much like what EXXON is seeking to do today Unlike GuySuCo and other major government businesses in Guyana today which contracts out everything to facilitate corruption in the contract awarding system it employs to do everything, Bookers owned and controlled everything they needed to operate the sugar enterprises they owned here, they had absolutely no contractors, they imported their own fertilizer, chemicals and other raw materials in their own ships and took out the sugar in them,theyownedtheagency in Guyana for international harvester agricultural machinery, they owned the Bookers Universal building where they sold everything from a spanner to a shirt, they were the agents in Guyana for British Leyland and also the agents for Land Rover, Morris, Wolseley even Jaguar Understanding what this integration did to efficiency. I look around me in total disbelief at what is happening in Guyana today with everything the government is building and contracting out. As far as I

can determine, EXXON owns not even one square inch of land or property in Guyana. Everything they do is contracted out, so when EXXON decides to leave Guyana,therewillnotbeone square inch of fixed assets which we can seize in case they don't keep their guarantees to us. It is my opinion that this is a very serious carpet bagger practice.

E s p e c i a l l y s i n c e everything they spend on any infrastructure is deductibleasEXPENSES.

But back to the Bookers situation,myfatherwasdead against nationalizing B o o k e r s , s i n c e notwithstanding everything, his opinion was that they were very efficient producers of sugar, and he was right as I have shown in a previous letter, since just about 10 years after nationalization, the Guyana sugar exports dropped from almost 300,000 tonnes per year to about half that amount, but Forbes was intent on showing them who was boss and so he decided not to nationalize them, but to instead impose on them a Sugar levy which he announced in his new year message in 1974, the levy he imposed however was so onerous, that in very short order, the Bookers executives sought to meet him sometime in 1975 and informed him that with such an onerous Levy they were not in a position to continue operationshere

Minibus drivers on the East Coast are overloading and overcharging commuters

Please be informed that minibus drivers plying the East Coast route are overcharging passengers in the afternoon session. For example, GT to Annandale is $140.00. The drivers are demanding $200.00 per person. And to make matters worse, they are overloadingthebus-4personsinaseat.They are also very abusive if one refuses to pay $200.00.

Editor, this is very disturbing because most of passengers cannot afford $200.00 everyday

I would be very grateful if you could contact the relevant authority and an intervention can be done. Also, I would be very happy if you can make this complaint public.

It has been reported that the “Health Ministry launches hotline for complaints,” (SN, August 28,2023).

The article said, “getting public feedback on the quality of health services provided by the state is an initiative of President Irfaan Ali, who wants data not only on what is being done but what improvements are needed in the health sector.” This is a good move if Ministries would use feedback to make rapid response changes to their process and secure better outcomes in productivity, and the public is served in a “fast response” mode I suggest that a complaints hotline is needed for all Government ministries, as a form of accountability to the public and improvement in services.

The Public Service, as is, is in a Third World mindset. It is inefficient, ineffective, and is designed to breed bribery and corruption to speed things up and getting things done. Rural folks suffer most and are victims ofthisinefficiency.

It's the same regardless of which party is in Government. It seems as if nobody is in a hurry to fix these problems that have been ongoing for decades. Recently,HajjiRoshanKhan blasted the National Insurance Scheme (NIS) as anongoingfailureandcalled for the President to intervene.

I did call the Health Ministry's hotline and got no answer after calling twice. However, I did get a call back To be clear, no Ministrylikestobecriticized nor do they like feedback that they are not customer friendly

The Ministers and Ministry people are very thin-skinned. In the USA, you will be thanked profusely for caring to give

customer feedback or for makingcomplaints.Minister Anthony and Director General Dr Mahadeo did respond to some feedback I gave about some issues at healthfacilities.

My favourite Minister is Minister Vindhya Persaud who has always responded when I contacted her to seek assistance for folks I am helping.

I hope other Ministers would follow her lead and understand that when I contact them on behalf of people who don't know what to do and where to turn for help, I am in effect, helping them to serve the public. Minister Charles Ramson is alsoresponsive.

In Burnham's time, the PNC had district offices whereyoucangotoforhelp. Theywilllistentoyour story and give you a letter to go to the relevant Government Department.

The PPP should do that too so their supporters who voted for them can get help to navigate the Ministry system that is designed to frustrate, especially poor, rural people. The lack of assistance centers when people need help is quite a

frustration for many, and the Government should fix this problemsoon.

The General Register Office has a complaint hotline. Would be good to know how effective that is because many complain of the long time it takes to get birth/death/marriage certificates from them. It is not enough to have a complaints hotline. What is the follow up, and how does efficiency increase? How does that help us to do things that are new, different and better?

Let's get report cards from those Departments with hotlines/complaints process.

And what's happening at theDrivers'Licencesarea?

Everybody is telling me that you can get a licence delivered to your home for $120-$140,000.

Is anyone doing anything about this? In light of the number of deadly accidents, we need to pay closer attention to how people are getting drivers' licences.

The NIS: a scheme of Darwinian proportions, meaning, that Ministers are failing

Last week Hajji Roshan Khan wrote the most scathing criticism of the National Insurance Scheme (NIS) calling on the President to “do something”

(See “An Open Letter to President Ali: the NIS is sadistically murdering Guyanese, please do something,”Aug. 26, 2023).

Mr Roshan's appeal to the President means the Ministers whom the

President appointed are not doing their jobs If the Ministers are doing their jobs, and their Ministries are functioning well and efficiently, piddly stuff do not have to get to the attention of the President. But this is Guyana, which Freddiehassaid“isnotareal place” and small matters have to reach the President's deskforpeople'sproblemsto besolved.

How long will it take Dr Ashni Singh to fix problems at the NIS? Mr Roshan said, “Excellency, you cannot depend on the Ministry of Finance to solve this disease of catastrophe and torture.”

Therearemanyruralpeople, including Indian supporters who voted for the PPP Government,whohopedthat the PPP will come in and fix broken systems. That is not happening. Govt. invites proposals for 'National Control Centre' to manage gas-fired power plant

The Government of Guyana (GoG) through the Office of the Prime Minister has invited companies to submit proposals for Engineering, Procuring and Construction(EPC)servicesforthe Guyana National Control Centre (GNCC) to manage the affairs of the gas-fired power plant under construction.

According to the Request For Proposals (RFP) published in yesterday's Kaieteur News, the GNCC is expected to support the integration and dispatch of the new 300 megawatt combined-cycle gas turbine (CCGT) power plant and allow the Guyana Power and Light (GPL) to supervise, manage and control the new and upgraded powersystem.

The Office of the Prime Ministerexplainedthatthescopeof works includes all EPC activities necessary to complete the building and install all systems as specified intheEmployerrequirements.This includes, but is not limited to, the contractor's overall responsibility

for designing, procuring, constructing, commissioning, defects notifications period, and maintaining the building to meet the specified performance and functionalstandards.

TheRFPexplained,“Thescope of work also includes the supply and installation of a complete diesel-fire generator set, with duty to operate continuously Th capacity of the generator set shall be ISO rated at 125% of thedesignloadcapacityofthe GNCCBuilding.

Additionally, the scope of w o r k i n c l u d e s a n appropriately dimensioned buildingtohousethegenerator unit and ISO fuel tank capacity to allow for an autonomy of 24 hours.”

The EPC contractor will requiredtocompleteallcivilworks relative to the installation of the transformers, as directed by the GuyanaPower&LightInc.

Bharat Dindyal revealed plans to establish a national control centre in Eccles, East Bank Demerara, Region Four, where the present isolated systems l o c a t e d i n Essequibo and Linden would be integrated into the new nationalgrid.

He explained, “The power f r o m t h e 3 0 0 M W (megawatts) will be transmitted from Wales to a newsubstationatEcclesvia230 kilovolts transmission lines…we hope eventually that the 230 KV (kilovolts) transmission would be extended from Eccles actually up to Williamsburg on the Corentyne.”

Jagdeo is not a credible spokesperson on sugar

It is not uncommon for Guyana'sleaderstoengagein finger-pointing and to attempt to deflect blame when it comes to the management of crucial industries. Bharrat Jagdeo, the former President of Guyana, has recently taken it upon himself to criticize the actions of the former APNU+AFC government towardsthesugarindustry

However, it is essential to scrutinize Jagdeo's own track record in the sugar industry before giving any weight to his opinions. Such an examination suggests that Jagdeo should be the last person to be criticizing anyoneaboutsugar

When Jagdeo assumed the presidency, local sugar production was topping 300,000 metric tons per annum. But by the time he departedfromoffice,in2011, productionhadplummetedto 236,000 metric tons. This dramatic decline in production cannot be solely attributed to external factors, suchastheendofpreferential trading arrangements with Europe. Instead, Jagdeo must shoulder a significant portion of the blame for the collapse of the local sugar industry, including the financial turmoil that befell the Guyana Sugar Corporation (GUYSUCO) during his tenure.When it came into office in 2015, the APNU+AFC government established a Commission of Inquiry (COI) into the sugar

industry The COI reported that GUYSUCO incurred lossesof$5.2billionin2008, which escalated to a staggering $17.4 billion by 2014, the year before the PPP/Cdemittedoffice.These financial woes cannot be ignored, and they occurred under Jagdeo's leadership. It is a glaring testament to his government's disastrous management of the sugar industry

Jagdeo's presidency was marked by grandiose promises to turn around the sugar industry. However, instead of progress, his initiatives led to regression. The so-called turnaround plan failed to improve the industry and instead worsened the fortunes of the industry

One of the main contributors to this failure was the ill-fated Skeldon Sugar Factory project, a petproject of Jagdeo The construction of this factory turned into a calamity, making it the largest industrial investment failure in Guyana's history And it alsohurtthesugarindustryas it created liquidity problems for GUYSUCO from which t h e c o m p a n y n e v e r recovered.

Jagdeo's audacious claim, later, that he would personally fix the problems associated with the factory only added insult to injury The failure spoke volumes about his government's failure to properly shepherd

Today, sugar is being produced at almost US $0.36 per pound, far higher than the cost which was necessary to allow sugar to become viable. This glaring disparity highlights the stark difference between Jagdeo's rhetoric and his ability to deliver on his government's commitments.

Jagdeo's questionable track record extends beyond the performance of the industry It includes his treatment of sugar workers, who he now purports to champion During his presidency, the Diamond Estate was closed, leaving hundreds of workers on the breadline.Theseworkershad to fight tooth and nail, resorting to threats of legal action, before receiving their d e s e r v e d s e v e r a n c e packages. Jagdeo's handling o f t h i s s i t u a t i o n demonstrated a callous disregard for the welfare of the very sugar workers he claimstonowsupport.

Exxontobeginpublicmeetingsfor6 oil projectwithnofurtherbenefitstoGuyana

Ex x o n M o b i l ' s subsidiary, Esso Exploration and Production Guyana Limited (EEPGL) will commence a series of public meetings on its sixth deepwater project, Whiptail on September 12, 2023.

In a public notice published in Sunday's Kaieteur News, the oil giant explained, “ExxonMobil G u y a n a L i m i t e d i s progressingitssixthoffshore projectinthe Stabroek Block - the Whiptail Development Project. The Environmental Impact Assessment (EIA) t o g e t h e r w i t h t h e Environmental Impact Statement (EIS) for the Whiptail Development Projectweresubmittedtothe Environmental Protection Agency(EPA)forevaluation andrecommendations.”

To this end, the company noted, “Face-to-face sessions will be held to provide information on the Whiptail Project, the EPA's E n v i r o n m e n t a l Authorisation process, and the findings from the assessment to support public awareness.”

Notably, one session will be facilitated in Regions ThreeandFour,thetwomost populated regions in the country Exxon's first meeting will be held in RegionThree,attheLeonora Technical Institute, West C o a s t D e m e r a r a , commencingat10:00hrs.

On September 13, 2023, Exxon will engage residents ofRegionFourattheUmana Y a n a , K i n g s t o n , Georgetownfrom17:00hrs.

Two meetings are scheduled for Region One, one in Region Two, two in Region Five and one in

RegionSix.

Even as the developer prepares to engage Guyanese on its sixth offshore project, it would be poignant to note that concerns were raised during t h e l a s t r o u n d o f consultations that the public was sidelined at the events, as the company refused to

answer specific questions or was simply unprepared to respond in some instances. Some stakeholders even described the process as a sham.

It was during the scoping meetingsforthesixthproject held in February this year that moderator of the session, Alex Graham directed officials from the company not to respond to questions raised by Kaieteur News, since he found it irrelevant to the specific project.

T h o s e q u e s t i o n s pertained to the options for use of excess gas from the project and the insurance policyinplaceforoilspills.

At a second session, held in Leonora, this newspaper's senior journalist was preventedfrominterrogating ExxonMobil officials on a series of issues since she challenged them on misleading the public on the impactsoftheproject.

Thelynchingofhardcore questions was evident for a third time yesterday at the Mahaicony Training InstitutewhenKNPublisher, Glenn Lall was denied a response to his question on cumulativeprojectimpacts.

“Has ExxonMobil or its consultant, ERM Guyana, conducted a cumulative impact assessment on the damage and destruction that would befall Guyana, and its citizens? That is my question.Ihavesomemore,” iswhatLallsaid.

Graham who was the moderator initially indicated that Lall's question would be answered. He was keen to note however that there is no time to entertain further questions. The time allotted to question and answer segment he said was nearly exhausted.

Though Lall insisted that he has a few more pertinent q u e s t i o n s , G r a h a m maintained, “No, you are

donespeaking.”

In protest of the clear d e m o n s t r a t i o n o f censorship,Lallsmackedhis left hand against his thigh twice and insisted that his questionsareansweredsince that was the purpose of the publicscopingmeeting.

Graham at this point shut down the entire meeting as he instructed Exxon's Projects Manager, Anthony Jackson not to answer the question or any other posed byLall.

Exxon's sixth project, as previously reported, will target the Whiptail, Pinktail and Tilapia discoveries, estimated to hold over one billion barrels of oil

resources The project is poised for startup in 20272028 and will produce between 220,000 and 275,000barrelsofoilperday (bpd).

The company submitted an application to the EPA back in January for the project.

According to the Project Summary, Whiptail is located in the south eastern portion of the Stabroek Block, approximately 183km from Georgetown.

Current plans include drilling via drill ships to p r o d u c e o i l f r o m approximately 40 – 65 production and injection wells.

Thispublicationreported that Whiptail is pegged at US$12.9 billion. Vice President, Dr. Bharrat Jagdeo recently confirmed that no further fiscal increases such as a higher royalty rate would be sought forthissixthproject.

Health workers to consider neonatal screening for early detection, treatment of ailments in children

Ne o n a t a l screening helps doctors diagnose babies quickly and start treatmentassoonaspossible. With a simple blood test, doctors can check for rare genetic, hormone-related, or metabolicconditionsthatcan cause serious health problemslaterinlife.

To this end, Health Minister Dr Frank Anthony underscored the importance of early screening at the Neonatal Health Conference which was hosted at the Arthur Chung Conference Centre (ACCC) on Sunday

The two-day conference is being held in collaboration with the Guyana Health to KidsOrganisation.

The Health Minister told the gathering of medical professionals at ACCC that: “the purpose of the screening is to address some of the challenges and health conditions that some of these young ones face. For our neonatal population, we may be finding diseases that go undetected, or we will be detecting it at a later stage when it might be more difficulttodealwith.”

He noted while Guyana does not offer this type of screening now “at some point, we need to offer some form of neonatal screening; so we will have to look at

what those tests should look like.Howmanyweshouldbe doing? And what would be the effectiveness of the tests?”

Dr Anthonyrevealedthat the Ministry of Health is already implementing a similar programme “We started a programme about two months ago in which we screened school-aged children, about 5600 of them at the nursery level. Already, wehavedetectedthat,among them, more than 500 of them have various types of health challengeswhichwearenow workingtorectify

Ourintentionistoatleast screen by the end of the year, the 27,000 children that we have at the nursery level,” he said.

Dr Anthony noted the need to train professionals to manage the new type of healthcareservice.

“If we are going to make Guyanaahubformedicine,it hastostartwithallofushere. We need people to be professional and to set the right tone in the facilities in whichtheywork.”

He stressed that Guyana is on a trajectory to develop its health sector to become one of the best in the Caribbean.

“We are building infrastructuresowewillsoon see a time when we will be a

regional hub where children who need specialized services will be able to get those services here,” he said in reference to the new maternal and pediatric hospital that is slated for openingin2025.

“As you know right now, we have challenged patients who need paediatric cardiac services, but we have restarted the programme, whereweareabletodosome cardiac surgeries at the Georgetown Public Hospital but that sometimes can still beachallenge.

With the new facility, we will be able to do much more because we have set aside a special suite to do paediatric surgeries and we have a team of persons that are being trained to be able to manage

China partners with Barbados in growing upland rice

A pilot project between Barbados and China has yielded its first successful harvest of upland rice, using the staple in the drive towards food security, according to a Chinese farm expert.

In recent months, Hunan Linshi Agricultural Services, in collaboration with the Barbados Agricultural Development and Marketing Corporation (BADMC) at Fairy Valley, Christ Church, has been cultivating upland rice, a crop suited for dry soil conditions.

During a project tour, Allan Wng from Hunan Linshi Agricultural Services said that it took 110 days from planting to harvest the rice. He noted that valuable lessons were learned during the initial yield, and plans were underway to expedite the second harvest with reduced labour requirements.

Wng expressed confidence that once Barbados masters large-scale rice cultivation, the need for rice imports will diminish.

He said: “I think this project is good for Barbados and good for food security, and we hope that after three or four years, Barbados can harvest rice, and there will be no need to import.”

Wng explained that China’s expertise in food cultivation, especially traditional practices for crops like corn, rice, and wheat, played a pivotal role in their success.

He credited Yuan Longping, a significant figure in Chinese agriculture, for pioneering hybrid rice and improved planting techniques.

These innovations, supported by the Chinese government, were swiftly adopted and successfully promoted. Wng emphasized that the success of hybrid rice technology in China had also been shared with other countries in Asia and Africa struggling with food security.

Wng highlighted the importance of their cooperation

with Barbados, stating that the climate and needs of the island aligned well with their agricultural technology.

He detailed their experiments with hybrid upland rice, which proved highly suitable for Barbados, yielding 58.62 kilograms from 79 square meters, equivalent to 3.03 tons per acre in 112 days.

The agricultural specialist said through the success of hybrid rice technology in China, the technique was spread to other countries in Asia and Africa, struggling with food security.

“We still have friends in Africa keeping up the good work,” he said.

“This time, we are here in Barbados because of the agricultural technology cooperation between Hunan Province and Barbados. Barbados is a very beautiful country. When I saw the climate of this place and the needs of the Barbados Government, we tried to share vegetable technology.”

According to data from the Food and Agriculture Organization (FAO) of the United Nations, each person

requires 350 grams of grain per day.

Wng noted that planting one acre of upland rice could sustain 15.4 people for a year, suggesting a major contribution to Barbadian food security.

Given Barbados’ limited water resources, they chose to plant upland rice during the rainy season, efficiently utilising rainwater for irrigation without wasting local water supplies. Upland rice does not depend on flooded fields, known as rice paddies, to grow.

Wng said: “As we all know, the water in Barbados is not enough to supply rice production, so we choose to plant upland rice in the rainy season.

In this way, we use the rainwater to irrigate the upland rice, which will not waste the water in Barbados and can also produce food for Barbados.”

He also showcased the cultivation of sweet corn and other produce in a greenhouse as part of the ongoing Barbados-Hunan Linshi Agricultural Project.

An accident victim left in a twoweek-long coma succumbedtohisinjurieslast Saturday at the Georgetown Public Hospital Corporation (GPHC).

The 27-year-old victim, Denzil Smith, was struck down by a speeding car on Wednesday August 9, in the vicinity of Covent Garden, East Bank Demerara (EBD), along the New Diamond AccessRoad.

Smithhadsufferedsevere brain damage and was in a comafortwoweeks.

His relatives told Kaieteur News on Saturday

that he never regained consciousness.

“He went on life support machineandthenthemtekhe off and then them put he on back again and last week Saturday (August 26), he dead”, Smith's sister, Keisha Smithsaid.

The driver of the speeding car that claimed Smith's life is a firefighter. Police onAugust 12 had said that he was in custody, but since then, there was no additional information r e l e a s e d a b o u t t h e investigation.

Kaieteur News reached out to police on Sunday to find-out if the firefighter was charged,orifhewasreleased on station bail pending furtherinvestigation.

But both the divisional Commander, Mahendra Singh, and head of the Force's Communications Unit, Mark Romoutar, were not available to take calls at thetime.

According to one eyewitness, Smith was crossing the road when he was struck down by a speeding car. The eyewitness said that he was

driving his vehicle in a northern direction when a speeding car overtook his vehicle just as the victim was abouttocrosstheroad.

The eyewitness had slowed down and a minibus travelling in the opposite directionhadstoppedandput onthehazardlightsforSmith tocross.

But the firefighter's car could not slow down in time and ended up knocking him down.

“…The man overtook us with such a speed, he was unable to stop, he tried to swerve but it was too late”,

theeyewitnessrecounted.

Police have also obtained CCTV footage of the accident too and it showed that after Smith realized that car was not going to slow down, he ran as fast as he could to get to the other side and out of its path, but unfortunately, he was not quickenough.

The impact of the collision flung Smith up into the air and he landed on the paved road face down where he remained motionless.

Police were alerted immediately.

World champion Danielle Williams and Ronald Levy win sprint-hurdles races in Germany

SportsMax - Danielle Williams made it two wins from two starts yesterday since her medal exploits in Budapest after hurdling to a comfortable victory at the ISATF Meeting in Berlin.

The 30-year-old two-time world champion cruised to

victory in the 100m hurdles in an easy 12.71. She was well clear of Australia's Michelle Jenneke, who clocked 12.89 for the runner-up spot. In third was the USA's Amber Hughes, who crossed the line in 12.98.

The Corentyne, Berbice teamcurrentlyparticipatesin softball and Tapeball cricket and plans to soon participate in the traditional Hardball cricket. The aims of the club are to get the youths off the streets and constructively occupied and at the same time, create an opportunity forthem.

At a simple ceremony held recently, team leader Chandradat Nankooar was thankful for the assistance and promised to work hard with the youths of the area. This project is happy to be part of the development of young people and we will continue to contribute to this process.
