EPA increases flaring penalty for ExxonMobil

ead of the Environmental Protection Agency (EPA), Mr. Kemraj Parsram disclosed on Thursday that the flaring penalty for ExxonMobil has increased from US$30—per tonne of Carbon Dioxide equivalent released—to US$45.

The official made this known during an interview on Kaieteur Radio's programme, Guyana's Oil and You. There, Parsram disclosed that the EPA has already received $400M penalties

In fact, Parsram noted that ExxonMobil was flaring 15 million standard cubic feet of gas per day but this is now down to six million standard cubic feet of gas per day.

The EPA Head said, “The EPA and by extension the government's policy is zero

routine flaring. Flaring is only permitted in circumstances where it is necessary to ensure safety and in cases if emergencies occur. We know there are issues with the compressor (for the Liza Destiny vessel) and we have been working with the operator (ExxonMobil).”

Lawyer on self-bail for breaching COVID-19 restrictions

ttorney-at-law, James Bond, was yesterday placed on self bail for allegedly breaking several Covid-19 restrictions, when he appeared in court. The lawyer was charged along with Krishnan Ross and they appeared at the Vigilance Magistrate's Court before Magistrate Marissa Mittlhozer, who read the charges to them.

Bond and James were slapped with four counts of breach of restrictions of social activity. They both pleaded not guilty to all offences and were released on self-bail.

It was in May when Kaieteur News reported that the EPA amended the Liza Phase One Environmental P e r m i t t o h a v e ExxonMobil's subsidiary, Esso Exploration and Production Guyana Limited (EEPGL) pay US$30 for every tonne of Carbon Dioxide equivalent (CO2e) – a term for describing different greenhouse gases in a common unit – burnt after May 13, 2021.

It is significant to note that ExxonMobil was projected to exceed flaring 14 billion standard cubic feet of gas by May 13, 2021 in its Liza Phase One Environmental Impact

Assessment (EIA). In light of this, the EPA said it had engaged EEPGL to amend the Liza Phase One Permit.

Kaieteur News understands that EEPGL had agreed to the changes which include: revised terms and conditions relating to emissions reporting requirements, technical considerations for flaring, timelines for flaring events and an obligation on the company to pay for the emission of Carbon Dioxide equivalent (CO2e) as a result of flaring in excess of these timelines. The modified Permit was signed subsequently between the two parties.

Extensive research conducted by Kaieteur News shows that gas flaring contributes to climate change, which has serious implications for the human security and wellbeing globally.

In fact, the Department of Mechanical Engineering at the University of Ibadan, Ibadan, Nigeria, outlined in one of its studies, that gas flaring is actually a major source of greenhouse gases, which accelerates global warming.

It was noted that flaring releases Carbon Dioxide and Methane, the two major greenhouse gases. Of these two, Methane is actually more harmful than Carbon

EPA Head, Kemraj Parsram Dioxide. It is also more prevalent in flares that burn at lower efficiency.

Of the greenhouse gases researched so far, Kaieteur News understands that the global warming potential of a kilogramme of Methane is estimated to be 21 times that of a kilogramme of Carbon Dioxide when the effects are considered.

The University of Ibadan study also noted that flaring contributes to local and regional environmental problems, such as acid rain with attendant impact on agriculture, forests and other physical infrastructure. The acid rain results in environmental degradation, which includes soil and water contamination and roof erosion.

Furthermore, there have been over 250 identified toxins released from flaring including carcinogens such as benzopyrene, benzene, carbon disulphide (CS2), carbonyl sulphide (COS) and toluene; metals such as m e r c u r y, a r s e n i c a n d chromium; sour gas with Hydrogen Sulfide (H2S) and Sulfur Dioxide (SO2); Nitrogen oxides (NOx); Carbon dioxide (CO2); and methane (CH4) which contributes to the greenhouse gases.

nce the requisite approvals are provided by the Environmental Protection Agency (EPA), Malali Quarry Inc., a local company led by Jairaj Ramnarine, Terrence Neilson and Vickash Ramasar, will be investing as much as US$16M or G$3.3B into its Tigerhill quarry project.

According to documents lodged with the EPA, the project has a start-up capital of US$3.15M and would provide over US$8M in taxes for the Guyana Revenue Authority (GRA).

It was further noted that the Tigerhill Quarry which spans 1,400 acres is approximately 135 kilometers south of Georgetown, 45 kilometers south of Linden, and a few meters from the Demerara River in the Malali Amerindian Reservation.

Kaieteur News understands that a Memorandum of

Understanding (MOU) was already signed with the Malali Amerindian Village for the project, located in the Malali Amerindian Village.

Furthermore, the Project area is veneered entirely by tropical lowland forest with the canopy height ranging from approximately 10m to 22m. Aside from tracks and trails made by small scale artisanal loggers, the forest cover has essentially been preserved.

Once operationalised, the quarry is expected to supply boulders, gabions, and crushed aggregates in the following fractions 7/8”, 3/4”, 5/8”, 1/2”, 1/4” minus, sifting, and quarry cleaning.

Based on the volumetric calculations, a total of 6 million tons of gabbroic material is available for road construction, sea defenses and aggregates.

Furthermore, it is estimated that not less than

200,000 tons of rock will be produced per year for the first established production phase.

The annual production for the first few years during the consolidation of operations will be 200,000 tons of aggregate. After the recovery of a substantial portion of the capital investment, the second phase of investment and expansion will increase production.

In addition to the foregoing, the quarry is expected to see a capital investment of not less than US$3,000,000 and will have an initial workforce of at least 30 (local) employees.

The company was keen to note that the development of this complex's quarrying facilities will be completed within eight to 10 months of the Permit being granted.

Based on estimated reserves, the Tigerhill quarry project has 50-year mine life.

Plaisance woman robbed by armed bandits on motorcycle while heading to work

anks stationed at the Sparendaam Police Station are on the hunt for four motorcycle bandits who allegedly held a 25-year-old woman of Plaisance, East Coast Demerara (ECD) at gunpoint and robbed her.

The woman was robbed on Thursday of her Samsung cellular phone valued $50,000 and her handbag containing $2,000 GYD along with her personal

documents.

At the time of the robbery, she was on her way to work, walking along Victoria Road heading to the Plaisance/Sparendaam bus stop. According to police reports, around 07:20hrs, the bandits reportedly rode pass the woman, heading in an unknown direction.

The men were wearing black face masks and were unidentifiable. The bandits subsequently turned around

and confronted her.

Police explained that one of the pillion riders came off and grabbed her handbag; the woman at first resisted but then the suspect pulled out a handgun from the side of his pants waist and pointed it at her, demanding her to give them everything she had.

The armed bandit then took away the woman's phone, while the three others stood guard. Investigations are ongoing into this case.

s Guyana steps into i t s n e w endeavour of the oil and gas sector, Minister of Legal Affairs and Attorney General (AG), Anil Nandlall, during a recent interview disclosed that there are a number of laws that needs to be passed not only for the new sector, but also for urban development and the health sector.

The AG was keen to note that development cannot be done without the necessary legal framework in place which will be used as the foundation for an economic structure to be created on.

While speaking on a Globespan interview titled, 'Government's Legal Achievement After One Year in Office,' Minister Nandlall said, “Now this is a brand new endeavor, we have never had oil and gas in Guyana and certainly we never contemplated on having it in this quantity, except in recent times.”

According to him the country not only needs to pass several bills to govern the oil and gas sector, but also other sectors that come as a result of the new industry.

He explained that some of the laws that need to be passed in this effect are the environmental laws, refinery laws, smelting laws, among

others, also laws in relation to the other developing sectors.

Minister Nandlall further disclosed that one of the Government's fundamental tasks is to create a legal infrastructure, upon which a new economy can be built to create a modern oil and gas economy with all the linkages that comes with the sector.

The AG noted that the Government is aware that there is a need for a special assortment of skills, expertise and specialty training to ensure that the oil and gas sector is run in a manner beneficial to all.

As a result of Guyana being new to the oil and gas industry, the AG noted that the Government has begun seeking services from international companies which he explained are highly specialised in the legal part of the oil and gas sector.

He then stated that after the company is retained for the job through the public tender process, the company will be working with the Legal Affairs Ministry, along with the Ministry of Natural Resources and other state agencies.

The Minister then disclosed, “We have had many good responses right across the globe from huge companies who have had experience in this endeavour before.” He noted too, that there is a need for the creation of an indispensable environment to regulate the oil and gas sector, since it is a massive undertaking.

The AG then turned his focus to urban planning which he explained comes as a result of the oil and gas sector.

Fooling around with reduced freight charges It was bound to happen, this fooling around for more profiteering by our importers (“GRA warns against cheating on waived freight taxes” KN September 1). The man doing the warning was Commissioner General of the Guyana Revenue Authority (GRA), Godfrey Statia. Included in his immediate audience are those identified in a GRA notice, which stated that, “some import companies have been manipulating the tax relief measures put in place to reduce and revert freight charges to pre-pandemic levels.” But there is so much more than fooling around for profit in the works here, and it underscores the unchanging nature of Guyana, no matter which government is in charge, and no matter what relief efforts are brought to bear, so that the struggling public can benefit. Rather, the bulk of the intended benefits are seized for themselves by private sector bandits, who pretend to be holier than thou, and exemplary in following new standards in place.

Let this much be dealt with: the private sector is corrupt, not all of it, but great big chunks of it. Think of this also: based on reports and word from reputable accountants and auditors, and others who are in the mix, there are huge sections in the private sector that are more blatantly corrupt than government. Now that is a significant thing to say, and in public, given how terribly corrupt one government following the other has been in this country. For parts of the private sector to be considered worse than crooked governments should tell us much of the comprehensive nature of pervasive corruption in this society, and in its every nook and cranny.

Here it is that the private sector, of which importing companies are a muscular subsection, is known to be a close ally of the current government, and the actions of some of its billion-dollar membership are sabotaging what the same government that it supported sets out to do. Here it is that freight charges are reduced by the PPP Government and its own people are cheating Guyanese of the intended benefits, and cheating the Treasury of much-needed revenues.

According to the GRA Commissioner General, importing companies are tampering with invoices to lower the total prices for imports, so that less taxes are assessed and paid.

Some of these same importing companies will line themselves up to do business with AMCHAM entities, so that they are well-positioned to cheat Guyanese consumers and the Guyanese tax system some more. In addition, importing companies are employing another trick, as discovered by the GRA. These crooked companies, through their leaders and officers, are post-dating invoices, so that they pay the new lower relief rate, which the President recently announced. These are among the citizens who said that they were/are about the ideals of democracy. We will be blunt: they are about a certain kind of democracy, namely, one that allows them to get away with the equivalent of tax murders and tax arson, and rewards only them. They kill good intentions; they burn down provisions made to help both businesses and consumers. No! the importing companies want all for themselves.

First, they have been found to cheat the GRA. Next, they are sure to cheat, and may have started doing so already, Guyanese buyers and families who have their backs to the wall, through the ruthless assaults of a viral pandemic that is not going away anytime in the near future. Importing companies, maybe even down the line middlemen wholesalers, do so by not passing on the intended benefits via reduced prices. All Guyanese consumers are hurt by such importing company skullduggeries, private sector criminalities, and of which this is only one tip. From a political leadership perspective, any honest and caring one, this is embarrassing. For there is this irony of a PPP Government being hustled by PPP financial supporters.

The reductions announced by President Ali are significant, of which importing companies got the first bite and taste. The relief should be felt in the prices of numerous products, with retail businesses and the buying public noticing the eases, except that they are still to be felt. Clearly, cheating importing companies are getting all the bites and benefits, leaving little for other Guyanese.

Same flaws with Demerara, Kaieteur and Canje Production Sharing Contracts DEAR EDITOR, Should oil be found on the Demerara, Kaieteur and Canje blocks during the recently announced drilling campaigns, financial benefits from each block’s Production Sharing Contract (PSC) will also be disappointing because of the negotiated contractual terms. The 1999 Stabroek PSC, 2013 Demerara PSC, 2015 Kaieteur PSC, 2015 Canje PSC, 2016 Orinduik PSC and the renegotiated 2016 Stabroek PSC have the identical limiting contractual terms, repeated mostly verbatim in all six production sharing contracts.

Much has been discussed about the contractual terms that limit the government’s take of oil production, i.e., lack of ring fencing, a perpetual minimal tax regime, a maximum 75 percent monthly production that can be dedicated to cost recovery and the contract stability requirements meant to dissuade changes to the PSCs. Also limiting is the language in Article 15 Paragraphs 15.6 and 15.4b in the 1999 Stabroek, 2013 Demerara, 2015 Kaieteur, 2015 Canje and 2016 Orinduik Production Sharing Contracts; this language states the government’s profit oil share includes a one percent royalty. There is no separate royalty payment in addition to the government’s share of oil production, in reality; these PSCs have zero royalty payment.

The government’s take from the current Demerara, Kaieteur, Canje, Orinduik and Stabroek PSCs is respectively 13.25 percent, 12.5 percent, 15 percent max, 15 percent max and 14.5 percent of the total available block production.

Four PSCs (1999 Stabroek, 2013 Demerara, 2015 Kaieteur and 2015 Canje) were approved under the PPP Government and the remaining two PSCs (2016 Orinduik and 2016 renegotiated Stabroek) under the Coalition Government. The flaws in all six PSCs are repeated throughout the governing tenure of both major political parties, starting with the 1999 Stabroek PSC. A fairly negotiated PSC should have yielded the government somewhere around 25 percent of the total available production during the investment cost recovery period.

It is important to maximise the initial government’s take of total available oil production because: 1) the well production will drop appreciably by the end of the capital investment recovery period, 2) the capital investment recovery period may be much longer because of the lack of ring fencing, and 3) maintenance cost will increase as the production facility gets older.

Renegotiating these existing PSCs to achieve a 25 percent total available oil take during investment cost recovery will be impossible mainly because of the minimal tax regime.

The structure of production sharing contract signed by government officials should have yielded revenue from three sources, i.e. royalties, profit oil sharing and taxes.

Deep-water oil production PSCs with typical large investment capital have low- to mid-single digit royalty payments when profit oil sharing is the main part of the government’s contract compensation. Double digit royalties for these PSCs extend the capital investment payback period and project approval will not be justified by typical capital screening analyses (VIR, NPV, etc.). Any royalty increase negotiating the existing contracts will be limited to a low single-digit percentage of total available production.

The perpetual tax-free regime in all contracts loses a minimum four percent total available production by the government for each current PSC. How can the minimal tax regime be changed for so many contracts? Contractors and partners will very unlikely agree to changes to the taxfree regime, making it impossible for the government to receive a fair take of the block production.

There may be an opportunity to increase the government’s take from profit oil sharing by limiting the portion of oil dedicated to cost recovery. Existing deep-water PSCs with typical low to mid-

single digit royalties have limited the maximum oil dedicated to cost recovery to around 70 percent (currently 75 percent for Guyana’s PSCs) of the total available production. Some work has to be completed in order to determine whether a case can be built for the government to receive more profit oil sharing, considering the extensive amount of cost recovery in the subject PSCs. The Stabroek Block contractor’s main affiliate is part of a consortium of oil companies that agreed to a PSC renegotiation with another oil producing country; note the contractor’s affiliate was not the contractor for the consortium.

The negotiation was initialed by the country when additional production was planned on an existing producing oil block. The government should be presently preparing for PSC renegotiations especially with drilling on the Demerara, Kaieteur and Canje blocks. The desire to renegotiation these PSCs by contractors and partners is not a given, since these blocks are much smaller than the Stabroek Block and may have fewer prospects. Nevertheless, we can be assured the contractors and partners will be prepared for any renegotiations if necessary. Is the government going to be prepared?

Every aspect of Guyanese deteriorates into a brawl

DEAR EDITOR, I return from my now annual self-imposed 40-day retreat into the wilderness to this public service commitment of mine, and there is this unending sameness of the way things are in daily Guyanese life. We are happiest, as I assess the terrain when matters deteriorate into bawling and brawling and brutalising each other; when we summon the courage to venture forth from behind our flimsy racial partitions.

Then, we are pleased with ourselves behind our barely concealed camouflages, which highlight the utter pointlessness in our puny endeavours, the endless circular and self-perpetuating nature of them.

I look around and I hear the noise. Vaccination. Education. Vaccination again.

Then the health system this time. Labour is compelled into the raucous stews. And to those freshly roiled barnyards, I add oil and the envi-

ronment and the sprawling canvas of governance. It is a sickening medicine to drink daily and, now with the instantaneity of technology, mostly immediately. This makes me appreciate still more my now yearly 40-day sojourn away from the national ghetto that is Guyana.

I reflect and I come up with this about this Guyana, so loved and cherished, by others as they proclaim, more than me. There is vehement delight in working not towards goals which improves the texture of individual life, thereby contributing some small thread to the national tapestry into a glorious and envied sight, but this unfathomable relish in being about those internal elements that flush the sewage of ourselves right into our sorry faces.

We embarrass everyone near us, including the many newcomers now here to exploit our bounties; but declare ourselves contented

with how we humiliate ourselves tirelessly. Guyana is not a nation blessed with the charms of rich physical attributes, but a place and people that damns itself with endless curses.

Take a cursory analysis of leadership and governance, and there is the Cinemascope production of rottenness at the individual and across the board leadership levels; they open their mouths and the crookedness of their minds become blatantly obvious, such dangerous hissing snakes they all are. On this, I am absolute.

Leaders struggle to conceal the headto-toe decay in them, and they fail. This includes head of this, and the next one in line, all the way down the line.

Leaders lie and trick and steal, knowing that the cloaks that wear work well. Citizens rush to condone their dishonourable conduct in fancy verbal homage that would make even a craftsman like me blush in shame at the pathetic mental slavishness at work. Man was made to display this kind of craven dumb-

ness.

In something as basic as learning and schools, as alarming as a viral pandemic and vaccines, all roads ultimately lead to the court system.

Welcome to the standing arbitration norm. In matters of state, those involving the management of our own domestic affairs, we are so vulgar and classless that foreigners are the best antidotes for our festering wounds.

This is the wisdom of the only mediation that we will accept. Examine in passing only, and the only conversations we have are through intermediaries: the judicial system, the weight of international influence.

This is the quality of the national conversation that we thrill to on everything.

Amidst this individual and national sickness, we feel we are so clever when we coverup our ugly bigotries and foul partisan character with claims of constitutional integrity and allegiance to democratic ideals weaved out of nothing for (Continued on page 5)

The Neesha Gopaul sentence reduction; where is justice for her and Guyanese?

DEAR EDITOR, After a patient decade of awaiting the final outcome from the trial of the gruesome murder of a young and brilliant student, 16-year-old Neesha Gopaul, by her own mother and her mother’s partner, the Guyanese public learnt that there has been a reduction of the years of sentencing from some 200 to 60 concurrent years by the learned judges.

This case has haunted all legal authorities, the Guyanese public, social workers, students and parents. A bizarre incident which confirms a cold, callous and cruel premeditated intention by a woman, a mother and a lover, it reflects there was no remorse but only evil, devilish and demonic thoughts, engrossed in a greedy, heartless and ruthless motive. This story unfortunately, enlists all the gory details, which can produce a blockbuster murder movie and, they are too embarrassing, disgusting and demeaning to even mention.

But, not as an oversight, the findings seem as if a number of blunders were committed by the relevant investigating authorities and perhaps, had there been proper, diligent and prudent enquiries and the necessary remedial follow up, an innocent life may have been saved and a scholar may been alive to serve Guyana today. Is anyone paying attention? Is anyone listening? Is anyone prepared to accept that there have been mistakes and blunders committed? Is there a learning lesson from this sad event? What measures are being deployed to guarantee that there will not be a reoccurrence? How safe are children in similar situation today? Are we as a society, doing enough to warrant safety and security from such vulnerabilities? Was there something which the neighbours failed to do? Was the Community Policing Group aware of any strange activities? Was there meticulous monitoring from any Neighbourhood Watch committee? Obviously, something terribly insane went afoul and there are guilty parties hanging around to feel the pain and live with a heavy conscience.

The review in the judgment and sentence passed in this despicable, disgusting and demented, premeditated murder case, confirms that the Court is unprepared to help reduce the crime rate in Guyana. Of all the cases, this diabolical matter warranted the death sentence more than all the recent murder cases tried. The court has created a dangerous precedent here and damages the practice of fair justice in the legal institution and has disarmed the power of the bench for future trials. It would appear as if something foul took place when nothing went amiss. The public feels shortchanged, robbed of justice and let down.

No wonder criminals do not hesitate in murdering human beings and are not fearful of the weak judicial system in Guyana. Guyanese are embarrassed, dismayed and dejected by the recent ruling of the Court. This can only encourage a further escalation in criminal activities and Guyanese will see an acceleration in the rate.

The Honourable Attorney General and Minister of Justice is again implored to review this debilitating sickness and is urged to have a significant input with remedial and immediate effect. This outcome can only reinforce the endorsement for the Government to legislate the mandatory death sentence for anyone found guilty of murder, beyond the shadow of a doubt. Will this appeal fall on deaf ears? Will this cry go unheard? Will this call remain unanswered? Will justice not be served? Will Guyanese ever feel safe from murderers?

Will this country ever be rid of criminal elements? Will this Government step up to the plate? Will the relevant authorities stop pussyfooting?

Will the Courts ever be brave?

Will the Bench stop hiding behind masks and robes?

Will Guyanese be forced to take the law into their own hands? Will the Police stop

failing society? When can Guyanese be expected to breathe a sigh of relief? When will these enquires be acknowledged as valid and warranted? Which authority is brazen with the temerity to face the bullet?

As usual, these sentiments are only water on a duck’s back! No wonder innocent Guyanese will have to continue to suffer the pain, anger and frustration from a broken legal system and have to bear the financial and psychological scars due to inefficiency, incompetence and ineffectiveness from a national turmoil! Another comment that will end up in the trash bin, discarded, undisclosed and ignored. Such is the sad fate of some Guyanese who will always pass for grass because of eyepass and not being an important part of the mass. Failing to try is trying to fail and the dangerous criminal situation which prevails in Guyana today, it is out of hand, out of control and beyond the administration sense of prudent judgment.

People’s backs are against the wall, and they are left with only one choice, to face the music and defend as applicable because, the entire Justice department has failed to come to their defense! Can Guyanese expect any change in the near future? Disappointment certainly is staring in the faces of all Guyanese, hurt in their eyes and throats full of voiceless screams! How satisfied is the Minister of Justice from this case? Was justice truly served and the bench can now relax, retire and accept a tap on the back for a job well done?

PPP leaders speak of violence of the other side, but not of the kind they foster DEAR EDITOR, Violence is a serious public health problem that is abnormally high and chronic in our culture. It is probably a leading cause of death in this country, and it is largely driven by a lack of respect for human lives. Our dysfunctional politicians thrive on such inappropriate attitudes.

They encourage their supporters to disrespect, threaten and hurt those who speak out about their wrong doings.

In particular, the PPP/C Government has been engaging in exactly this. And one of its leaders is the main architect on this issue given the way he handles it. We all know how the PPP/C is quick to point out this problem when the APNU/PNC does it.

The magnitude of these problems, together with how the ministry handles them, indicates that this ministry remains clueless about the root causes driving violence. Moreover, I do not see how the police force can alleviate domestic violence at all, given the level of corruption within this entity. Violence in general and domestic violence in particular are complex issues driven by multiple variables and they can be tackled by starting to change

the mentality within the PPP/ C Government. This is a good place to start in addressing these issues.

PPP/C leadership does not respect our lives enough to appoint candidates with the required qualifications to run this ministry. How can a medical doctor serve this ministry?

The PPP/C Government needs to treat us right. The Vice President cannot selectively call out political appointments within the APNU/ PNC only. This is all wrong.

All in all, the entire dynamics in this country illustrates that the PPP/C Government is unable to tackle the issue of violence when it is also fuelling such a problem and when it does not possess the brainpower to tackle such a problem. We have already suffered for 24 years under this government and our pain continues.

Claims that the PNC did nothing President, Govt., Ministry lauded for Amerindians is absurd on housing achievements

DEAR EDITOR, I noted with some concern the vitriolic attack on the PNC by a writer in yesterday’s newspapers to the effect that the PPP did so much for the Amerindians and that the PNC did nothing for the Amerindian Community.

Those who know the facts will realise that this is yet another propaganda blitz.

As we celebrate Amerindian Heritage Month, I wish to remind all Guyanese but in particular our Amerindian Brothers and Sisters of only one example of this absurd claim that the PNC

did nothing for Amerindians.

It was the PNC under Forbes Burnham that sought to bestow great honour on our indigenous people, the Amerindians, by naming our main International Airport, Timehri.

During the PPP term in office (1957-1964), our airport was known as the Atkinson Field Airport, named after a foreigner.

Timehri, of course, is identified with the history of the Amerindians.

It is a Carib word for rock motifs and generally identified as a significant aspect of

Amerindian Culture and History.It was the PPP that showed great disrespect, disdain and disregard for our Amerindians by renaming the airport after Dr. Cheddi Jagan.

This renaming is unforgiveable and during Amerindian Heritage Month, it is disgusting that the propaganda gurus should be so bold and have the temerity to say that the PNC did nothing for the Amerindians.

In addition to naming the airport after the Amerindians, we also had our international acclaimed artist, Aubrey Williams, paint the front of the airport with Amerindian Rock Paintings.

Some of which seems to have been obliterated by cultural barbarians before 2015.

It is unnecessary for me to go into other aspects of this absurd claim but pause to rely on the above facts.

DEAR EDITOR, The public overwhelmingly believes that the current government has performed better in addressing the demand for and providing public housing than the predecessor when comparing their first year in office.

Respondents in the poll applauded the President, the government, and the Housing Ministry for their performance thus far in Housing as well as in several other areas.

This is the view according to the latest opinion survey poll I conducted for NACTA last month. The public also lauds the policy and actions of the President, government, and the Ministers of Housing in efforts to meet the growing housing demand. The poll finds strong support for government housing campaign.

A similar poll conducted in November 2020 revealed that the public felt that the present government showed greater commitment to public housing in the first three months in office than the preceding coalition during the corresponding period with respondents expressing greater faith and confidence in the PPP delivering on promises. The public had high expectation in this government to deliver on housing demand and commitment. Also, polls conducted in January, March, July, and August 2021 showed that people overwhelmingly believe that the present administration (and by extension the Ministers Collin Croal and Susan Rodrigues) has performed better than the predecessor on public housing when compared against the preceding government during the same period of time in office.

Since the last administration in July 2020, there has been a backlog in house lot

allocation. The public feels that Ministers Croal and Rodrigues performed far more credibly than Annette Ferguson and other coalition Ministers who were in charge of housing. The present Ministers were described as being more active, engaged with the public, and seen more on the ground than their predecessors. They have also delivered more house lots and turnkey homes than their predecessors have. Even amidst the adverse impact of coronavirus, the administration has performed better than its predecessor.

The general feeling among poll respondents is that the present administration has delivered a lot more house lots in a year than what the preceding coalition distributed. Published data reveals that the coalition distributed some 7,300 lots and built 500 homes.

The PPP administration thru August 2021, in its first year distributed some 6,000 lots and is building some 600 houses that would be ready by year-end; some turnkey houses were recently distributed. The government is building turnkey houses in several communities including in opposition strongholds.

In polls conducted during the coalition’s tenure in office as well as polls conducted since August of 2020, supporters of the PPP complained that under the coalition government, housing (lots and turnkey) was given almost exclusively to its supporters.

The present administration and the Ministry have led an unprecedented campaign for public housing with fair distribution to all regardless of political affiliation and racial background. Under its raffle system, everyone has an

equal opportunity to gain access to a government home or house lot.

There is a housing shortage in the nation particularly on the coastland. The strong demand for housing has resulted in housing as well as rental prices going up. Comfortable and safe housing has been in great demand. Affordable housing is important for people’s security and wellbeing.

In addition, people are interested in home ownership.

Insufficient income caused by the pandemic has forced people to make sacrifices in other areas of life in order to acquire a home. In the surveys, the public considers housing a serious issue.

Many complain that they can’t afford rent or mortgage in light of the pandemic that has led to widespread unemployment and loss of income since last year March. Prior to that, over 15,000 persons lost their jobs during the coalition administration. Thus, affordability of homes or rentals has been a problem in communities all over the country, stirring government into action to prepare land and infrastructure for housing to make it affordable for all.

Overall, the vast majority of the public approves of the performance of the Housing Ministry, its CEO, Mr. Sherwyn Greaves, and the two responsible Ministers.

They note that the Ministers, the CEO, and Ministry’s staff are far more active than their predecessors. Most of the public is also of the view that the last government failed to meet expectations, whereas this government is attempting to fulfill its manifesto commitment to provide affordable housing.

An undervalued Fire Service

DEAR EDITOR, None of the studious Parliamentarians over the last 10 years seem to have noted that the Annual Budget is consistently submitted for their approval without any mention of the position of Chief Fire Officer.

They agree the next position of Deputy Chief without remarking that there is no Chief and rather generously refer to an ‘Acting Chief,’ without ever reflecting on, and enquiring of, the mental health of anyone acting for the rest of his/her life.

(At least teaching has more formal acting positions).

Even if one assumes that the incumbent is appropriately compensated with acting allowances, the latter are not computed in the later

pension benefits.

But that apart, there must come a time of querying which fire was the team’s fault for which the Acting Chief is culpable. It could not possibly be the case for 10 years running, without any body explaining that the service is not worth being headed by a substantive Chief; as it was in long years past.

Surely the possibility of being ‘Chief’ will be an incentive to organise more fires and then extinguish them. It is not just a matter of machines, but moreso of motivation for all in turn.

Promotion becomes an issue.

Guyana could be second largest oil producer in region in coming decades U

nited States ( U S ) Ambassador to Guyana, Sarah-Ann Lynch said Guyana is on track to becoming the second largest oil producer in the region in the coming decades.

She was at the time addressing the third annual general meeting of the American Chamber of Commerce (AmCham) Guyana at the Arthur Chung Conference Centre on Wednesday.

“To date, the ExxonMobil-led consortium has discovered, I believe we're over 20 commercially viable wells which underscores the gamechanging effectiveness of American technologies.

Each discovery is further an affirmation that Guyana is on track to become the

second or third largest oil producer in the region in the coming decades.”

The Ambassador said U.S firms involved in exploration, drilling and extraction processes continue to expand their operations, employing a large number of Guyanese.

ExxonMobil envisions at least six projects producing oil in the Stabroek Block by 2027, and sees potential for as many as 10 projects altogether. This would see the company producing more than one million barrels of oil per day by 2027.

The envoy advised that local content and partnerships are two key elements that will set the tone for Guyana's development. President, Dr. Mohamed Irfaan Ali has said

to legislate investment into the country's workforce, and encourage the growth of its industries, so as to avoid the resource curse.

“The U.S Government and U.S private sector look forward to a finalised local content policy (LCP) and amended Natural Resource Fund (NRF) legislation that sets a realistic path forward.

“Taken together, the local content policy and careful investment from the Natural Resource Fund can foster opportunities for all Guyanese and benefit the country as a whole.”

US interest in Guyana continues to grow Lynch noted that U.S companies are not waiting for a local content policy to start investing in Guyana's people.

There are also interests from U.S educational

i nstitutions, such as the Lone Star College, Texas, which has signed a memorandum of understanding with AmCham to explore partnerships in higher education in Guyana.

Ambassador Lynch also pointed to the involvement of U.S firms in the hospitality sector, which President Ali has encouraged growth to facilitate the influx of investors and tourists here. “ To s u p p o r t t h i s burgeoning industry, U.S hospitality firms have dominated the Government of Guyana's request for proposals by submitting expressions of interest for nearly 5,000 rooms from world class brands such as Hilton Garden Inn, Best We s t e r n , C o u r t y a r d Marriott, and many others.”

Customs officers shot chasing after smugglers

T

wo Enforcement officers attached to the Guyana Revenue Authority (GRA) are now nursing gunshot wounds to their face and abdomen after they were shot during an antismuggling operation late Thursday night in Mahaica, East Coast Demerara (ECD).

While their identities were not released, GRA in a statement said, acting on information received, a team of officers from the Law Enforcement and Investigation Division (LEID) and ranks of the Guyana Police Force (GPF) went to the location that night to intercept a boat suspected to be carrying “uncustomed goods” into the Mahaica River.

During the exercise, the company stated that its vessel which the officers were in came under highpowered gunfire emanating from the suspect's vessel and property sometime around 23:45hrs.

The company believes

that the perpetrators may have been tipped off about its operation since they opened fire on the officers.

It was reported that the LEID officers took evasive action by lying flat in the vessel and defensively returned fire to the perpetrator's direction.

However, bullets emanating from the suspects, pierced through the GRA's vessel hitting two of the officers.

GRA noted that its LEID officers are still to determine whether any of the perpetrators were injured during the incident and is yet to arrest the owner of the vessel.

According to GRA ,the owner is no stranger to them or the police since he known for his smuggling activities.

While the injured officers are said to be undergoing surgery, the company has since indicated that an investigation into the incident is in progress.

What occurred on Thursday was not the first

time customs officers of GRA came under attack during anti-smuggling exercise.

Back in June 2018, Kaieteur News had reported on a similar incident where two officers were shot during an operation in Bee Hive, ECD. It was reported that the officers were in the area to intercept a motor vessel and motor vehicle suspected to be smuggling a quantity of alcoholic beverages and foreign chicken into Bee Hive.

U p o n t h e o ff i c e r ' s arrival at the location, two vehicles had approached them, which saw the o c c u p a n t s d i s c h a rg i n g several rounds in their direction.

Despite returning fire, two officers were injured.

One was shot to his right hand while the other was shot to his left hand.

A few days after that incident, three perpetrators involved in the shooting were apprehended, charged and released on bail.

A booklist of problems within our schools I

n the old days, parents used to begin as early as February to set aside money to cater for the purchase of school uniforms and supplies for the new school years commencing in September.

Most poor parents cannot afford to buy all the things that are needed for the new school year from their July or August income.

As such each month, beginning as early as the second month of the year, they set aside something for school uniform, supplies and of course that long list of books said to be essential for reading.

The PPP/C introduced the students' cash grant in what was viewed as means of enticing votes. But it was welcomed by parents because it went some way in helping them get their children ready for the new school year.

Outfitting a child for the new school year is a costly exercise. BATA is not around nor is Yasin's still in existence. And even if they were, many students would rebel against having to wear yachting boots to school or wear uniforms made from cloth obtained at a bargain centre.

But there is another 'scheme' which is taking place and which requires attention. It concerns the booklists which parents are given each academic year.

The government is also supposed to be supplying all the required text books for the school year, but it seems as if some schools and teachers are in the practice of adding to the required texts, thus burdening parents with additional expenses in purchasing additional texts which are not supplied by the government.

There are instances where parents go to great expense, often having to ask relatives overseas to help them with these books, only to find that when the school year begins, some subject teachers have a preference for other books. This means another trip to the bookstore and a bigger hole in their pockets.

But it gets even more terrible. There are instances whereby booklists are, according to reports in the media, being given out at the end of each term. This is an unconscionable demand on the pockets of poor parents.

There should be one approved booklist. No teacher should deviate from that booklist for reasons of

his or her preference and no school has any right to be asking students to procure additional books at the end of each term.

Parents are often suspicious of these demands for extra books, especially when the teachers actually state where these books can be bought and when the parents discover that only a few selected places have the additional texts in stock.

Parents have been known to hint that there seems to be some relationship between the demand for these additional texts and their availability at only selected places.

It is time that the Ministry of Education put an end to this practice of additional booklists and especially booklists being supplied at the end of each term.

There should be one approved booklist for all levels at each school.

Te a c h e r s s h o u l d b e consulted so that a list can be had which would find approval with teachers so that parents do not have to purchase a text only to find that additional books are requested because some teachers prefer another subject text to the one originally on the booklist.

It is patently unfair to parents to have to go through all that expense to purchase a textbook for thousands of dollars only to discover that

There should be standardisation of booklists for every level as far as is p r a c t i c a b l e .

This will help the government to supply as many of the books that are needed and therefore reduce the expenses on parents.

Parents should only have to procure textbooks at the start of each academic year, not at the beginning of each term. In the case of text books for literature, which is

known as English B, only those text books recommended for the regional examinations should be used. Once a book does not fall within the recommended list, it should not be used.

It takes at least one school year for a child to become proficient with a particular text.

Therefore to ask a child to purchase a literature book just for the final term shows that something is wrong because how can that child

have a thorough knowledge of that book in one term and how can the entire exam question for that term be based on one book?

The Ministry of Education needs to examine these things because there are serious inconsistencies when it comes to booklists and these inconsistencies are proving costly to parents.

David Granger: A Freudian analysis T

his analysis was in the pipeline shortly after I did a Freudian assessment of the mind of Charrandass Persaud, thus it was not determined by the leave of absence Mr. Granger has taken from the PNC. But one can argue that it is too early to see his leave as a sign of eventual exit and that the move could be in keeping with the Freudian shape of his mind Political parties in this country have produced some of the most intriguing Machiavellian machinations when compared to other countries. No one believed that Hamilton Green would

have been expelled from the PNC, a new face in the PPP – Bharrat Jagdeo – would have succeeded Cheddi Jagan and Mrs. Jagan, the WPA would have teamed up with the PNC, the AFC would have subsumed itself under the PNC. So we have to wait and see if Granger is not planning a Burnhamite strategy. I would urge analysts not to jump to conclusion too early.

It is misanalysis to argue that Granger was the particular, singular factor in the electoral defeat of the APNU+AFC coalition. That is extreme intellectual mediocrity or compulsive

moral nastiness. Bharrat Jagdeo given his long experience in government knew that in power after 2015 the PNC had not changed, the WPA had become PNC backers, and that the AFC had just gone to the rubbish heap.

Thus he knew that the PPP had a chance given Guyana's demographic reality. The PPP then set about to organise an election defeat of its opponents and it did.

Once you understood Guyanese politics, you knew the PNC would either have lost or run in with a minority government. African Guyanese should by now

know their party legally lost.

The mind of Granger played a huge part in the ouster in March 2020. He brought Freudian yearnings to the surface that could not have survived in 2015. Mr. Granger is essentially a Burnhamite.

He has been a solid and emotional embracer in what Mr. Burnham believed in.

When the PPP became a minority government in 2011, he understood that the configuration of social forces in Guyana would not have allowed him to display his Freudian mind. So he continued the Freudian sublimation which was natural. This Freudian repression was also nurtured in Granger by Raphael Trotman and Dr. Rupert Roopnaraine.

It was Trotman who revealed the “Nassau plan.”

This was an idea Trotman and Granger birthed at the airport in the Bahamas. Our incompetent journalists have never possessed the commonsense to ask both men what is the Nassau Plan.

Helping to nurture Granger's Freudian desires was Roopnaraine whose invisible closeness to Granger was unknown to Guyanese. I am convinced

GO-Invest launches Guyana Export Catalogue T

he Guyana Office for Investment (GO-Invest), the country's premier investment and export promotion agency has launched its virtual export catalogue.

This catalogue features export ready products manufactured in Guyana inclusive of products such as beverages, spices, forest products, condiments, handicraft and textiles.

The ongoing Covid-19 Global Pandemic has resulted in an absence of sufficient physical means of promoting local products, such as tradeshows and

exhibitions; hence GOInvest saw the need to provide our local producers with some more strategic avenues for the promotion of our Guyanese products.

Additionally, Guyana is set to participate in a sixmonth long Exposition which will be held in Dubai from October 1, 2021 to March 23, 2022. Expo 2020 Dubai, as it is coined is expected to be critical to the development of Guyana in the areas of investment and export promotion during these unprecedented pandemic times. The virtual export catalogue will serve to support export promotion

to give companies the opportunity to be showcased not only in Dubai but at further expos around the world.

COVID-19 claims lives of Regions Three & Four residents

T

he Ministry of Health in its latest report announced that four more persons who tested positive for the novel Coronavirus (COVID-19) disease, have died. As a result of this, the country's COVID19 death toll has moved to 636.

According to the Ministry, the latest fatalities are that of 66-year-old woman and a 90-year-old man both from Region Four (Demerara-Mahaica) and a 79-year-old woman and a 67year-old man both from Region Three (Essequibo Islands-West Demerara). All four persons, the Ministry

said died over a two-day period (September 2 to 3) while receiving treatment at a medical facility.

Meanwhile, in its daily COVID-19 dashboard, it recorded 161 new infections, bringing the total number of confirmed COVID-19 cases to 26,112.

Presently, there are 33 patients who are admitted into the COVID-19 Intensive Care Unit (ICU), 118 persons in institutional isolation, 1,892 in home isolation and five in institutional quarantine. To date, a total of 23,433 persons recovered after testing positive for the virus.

New CARICOM SG “very hopeful” about upcoming hallmark climate conference

ecently sworn-in SecretaryGeneral at the Caribbean Community (CARICOM) Dr. Carla Barnett has aired her hopefulness for the upcoming 26th United National Conference on Climate Change (COP26).

This hallmark conference, which over 100 countries will be attending in Glasgow, Scotland is aimed at discussing how the world can strategically and effectively fight the threats of climate change.

“There is a lot of work that we have to do together and we are organising to do it, but I believe that if we do work together as closely as we can and bring together the science, the organisational, developmental and political spheres that need to come

together then we will do the best we can and I am really very hopeful,” the CARICOM SG on the sidelines of an event on Monday.

“We are not sure how that conference will evolve because of the COVID-19 pandemic but we will participate to the full extent that we can,” Dr. Barnett added.

Kaieteur News reported yesterday that Vice President Dr. Bharrat Jagdeo will be leading a high-level delegation to Scotland for this conference. Minister of Natural Resources Vickram Bharrat confirmed this last week.

United Nations climate change conferences are among the largest international meetings in the world. The negotiations between governments are complex and involve officials from every country in the world as well as representatives from civil society and the global news media.

Failure to achieve this, according to the United Nations, would achieve widespread and severe impacts on people and nature. Demerara Harbour Bridge slated for $10M maintenance works today - Engineer

t a cost of $10 million, the Demerara Harbour Bridge will today undergo maintenance works which will help to improve its structural integrity. This is according to lead engineer at the Demerara Harbour Bridge Corporation (DHBC), Troy Halley.

In a newspaper advertisement yesterday, the DHBC announced that the bridge will be closed to vehicular traffic for a period of four hours to facilitate the scheduled maintenance works. But citizens should not be alarmed.

Mr. Halley in a solicited comment yesterday revealed that the engineer's team at the DHBC will today replace 12 connecting posts in the span 16-17 and 17-18 areas of the bridge. The posts, he explained, are very important features since they connect the floating bridge's spans. According to the engineer, there are 61 such posts across the bridge.

He went on to share that recently, he and his team were able to replace eight junction posts on August 28 and two transom beams during the night on July 3-4, 2021 during maintenance works. The transom beams, he explained, are the major

support of the bridge. “These beams are the structural support for the

carriageway...these are used for supporting the deck plate (continued on page 15)

Notably, Advisor to the Secretary-General and Assistant Secretary-General of the Climate Action Team at the United Nations, Selwin Hart, has issued a clarion call for all global governments to take bolder, ambitious actions to fight climate change and achieve net-zero emissions by 2050.

During an interview with United States news agency ABC Network earlier this month, Hart had said the evidence that greenhouse gasses from fossil fuel burning and deforestation are contributing to global warming is “irrefutable”.

Further to this, he pointed that these events have placed the lives of billions of people, animals and ecosystems at risk.

“Now is not the time for delay. Now is not the time for excuses. That is why this

Man killed after being struck by excavator bucket

A

40-year-old man formerly of Lima Village, Essequibo was on Wednesday killed after he was accidently struck to the head by an excavator's bucket.

The dead man, Ricky Persaud, who was employed as a cook, was heading to his worksite located in Big Hope Backdam, Waini River, Region Seven along with the excavator driver when the incident occurred.

The driver had reported to the police that on their way to the worksite, they observed what appeared to be a fallen tree blocking the roadway.

The man said, Persaud had come off the excavator so that he can remove the tree from their path. While operating the excavator, the bucket slammed into Persaud's head.

Due to the impact of the hit, Persaud collapsed on the ground and was deemed unresponsive.

A report was made to the police and upon their examination of the body, a deep cut was seen on the right side of his head.

The release further stated that due to the distance where the incident occurred, he was taken to the Leonora Cottage Hospital where doctors officially pronounced him dead.

A post mortem examination conducted on the man's remains yesterday revealed that he died of injuries to the head, neck and chest.

The driver, police said, was taken into custody where he is assisting with the investigation.

Stressing the importance of the maintenance work, Halley said this must be done at regular intervals in order to ensure that the bridge continues to work optimally.

He noted too that the DHBC

engineers are best suited to conduct the works since they are more familiar with the structure.

As such, he noted that the approximately $10 million is exclusively for the materials that will be used during the maintenance works today.

While the works are n e c e s s a r y, H a l l e y acknowledged that it will cause some level of

inconvenience to the public.

For this, he apologised even as he reminded that, “we are just trying our best to improve the structural integrity of the bridge.”

The Demerara Harbour Bridge was commissioned in July 1978. The bridge is known as a major transportation link for Regions Three and Four and other outlying Regions.

Being kept afloat by 114 pontoons, the bridge has a horizontal clearance at its retractor span of 77.4 meters to accommodate marine vessels.

From the date commissioned to present, the Demerara Harbour Bridge provides for approximately 18,000 vehicles to transit between the east and west end daily, with a maximum vehicle tonnage of 22.4tons.

Dead, Dexter Carmichael

Man found dead in mining pit

I

nvestigators have launched an investigation into the circumstances surrounding the death of Dexter Carmichael, a 50-year-old miner, who was found dead in a mining pit with gasoline burns about his body.

The Guyana Police Force (GPF) reported that Carmichael of Plantation Hope, West Coast Berbice, died sometime between 18:30hrs. and 20:00hrs. on Wednesday at a mining operation in the Puruni River.

Investigations revealed that Carmichael was consuming alcohol and about 18:30hrs. he went onto

a boat laden with fuel in an old mining pit.

Two hours later it was discovered that the boat sank and Carmichael was found dead. The corpse was retrieved, taken to Bartica and subsequently transported to the Memorial Gardens Funeral Parlour in Georgetown.

A post mortem examination was conducted and the results revealed that he died of drowning.

Yesterday, Kaieteur News made several attempts to contact the relatives of the deceased; unfortunately, those efforts have proven to be futile.

Linden teachers protest mandatory vaccination

Scene from the Linden teachers’ protest action With support from the Upper-Demerara arm of the Guyana Teacher’s Union, scores of Linden teachers protested yesterday against the government’s mandatory vaccination policy.

The Ministry of Education has made it clear that teachers returning to work on Monday must be vaccinated.

The protest action started on Thursday in front of the Region 10 Department of Education and was led by Union Representatives Ferdinand McLeod and Colis Nicholson as well as Member of Parliament Jermaine Figueira.

The teachers held placards and chanted, “You lock us out, we shut it down!”, “Our teachers are not illiterate; our parents are not illiter-

ate!”

On Thursday and Friday, they gathered in front of the Department before marching through the streets of Mackenzie. They were also joined by parents and civilians who share the same sentiment that the vaccines should not be mandatory.

McLeod in his address to the teachers said, “We got to come out here in our numbers and stand, no matter what they do, if we stand as a united body, we are going to triumph over the evil, all for one, one for all.”

Union Representative, Mr. Colis Nicholson encouraged the teachers to support their colleagues who will be locked out from Monday, for failing to submit a vaccination

card. “If when you go on Monday and you are vaccinated and your unvaccinated colleagues are locked out, you need to go home just like them, we have to stand in one accord, whether you are vaccinated or unvaccinated, vaccination is your choice and no one should force you to,” Nicholson said.

He said the protest is more that the vaccination issue, but other outstanding issues that have not been solved since 2016. “We still have the two percent outstanding; we still have the debunching outstanding, we still have that 2016 circular issue outstanding and there are many other issues that are outstanding that the Ministry of Education is not giving any voice to. We

will continue to give them pressure as long as we can, we will continue to raise our voices in one accord,” he said to loud applause.

Meanwhile, Region 10 is expected to go on a shut down on Monday, 6th September. In a statement from the elected leaders, which includes Members of Parliament Jermaine Figueira and Devin Sears, Regional Chairman Deron Adams and Mayor and Deputy Mayor Waneka Arrindell and Wainwright Bethune, they have signaled their disapproval of the mandatory vaccination policy, among other things.

To register this disapproval, the leaders have the ‘shut down’ from 06:00 hrs to 18:00 hrs. This shut down is

Last Wednesday, the leaders organised a unity march, which saw scores of residents of Region 10 protesting against the vaccination policy. In a statement, the leaders described the policy as dictatorial and discriminatory as many public servants, including healthcare workers are denied access and entry to their places of work.

The leaders also accused the government of intentionally and strategically targeting Region 10.

“Hundreds of our residents are still not in receipt of the COVID-19 vaccine, hundreds were taken off and denied public assistance, many

of our farmers have been denied the cash grants to assist in their rebuilding, our pensioners are concerned about not getting their promised increase, and the denial of bonafide residents of the region access to house lots at an affordable price, to mention a few solidifies this view,” the statement claimed.

“As a result of this, the region stands resolute and united to continually reject this government’s dictatorial imposition being placed on our people and we will resist and fight against it to the hilt.

We will stand firm in defense of our people until this decision that affects our people and by extension every Guyanese citizen is reconsidered.”

In a bid to remove the men from the location, Bharrat reportedly called the police but when they did not show up, he ventured out in an effort to speak with the men. Annoyed by this, they armed themselves with pieces of wood and battered the man to death.Bharrat was taken to the Skeldon Public Hospital where he was pronounced dead on arrival. England players subjected to alleged racist chants during big win over Hungary PA Media - Raheem Sterling and substitute Jude Bellingham were reportedly subjected to racist chants on a night when England players were pelted by missiles in Hungary.

Gareth Southgate’s men won Thursday’s World Cup qualifier 4-0 at a packed Puskas Arena in Budapest.

Hungary are to play two home matches behind closed doors, with a third game suspended, after being charged over racist and homophobic chanting at Euro 2020.

But as Thursday’s match fell under FIFA’s jurisdiction, a full house was allowed into a match marred by bad fan behaviour.

Deafening jeers welcomed England players taking the knee before kick-off

and Sterling was pelted by missiles when celebrating the opening goal.

Further items were thrown onto the pitch, including a flare, and ITV reported that some monkey chants were aimed at Sterling and substitute Bellingham as he warmed up.

Argentina, Brazil win World Cup qualifiers; Colombia draw SAO PAULO (AP) — Leaders Brazil and secondplace Argentina won their away matches in South A m e r i c a n Wo r l d C u p qualifiers on Thursday ahead of their superclasico. Neither Lionel Messi nor Neymar had great performances for their teams.

Brazil topped Chile 1-0 in Santiago in a tense match despite the absence of nine of its England-based players, including five starters, who were not released by their clubs due to COVID-19related quarantine restrictions.

Woakes and Pope earn England handy lead against India LONDON (Reuters) England’s Ollie Pope and Chris Woakes made a telling impact on their test return to earn the hosts a tidy first innings lead in the fourth test against India yesterday.

Woakes was the pick of the English bowlers when they bowled out India for a below-par 191 in their first innings at the Oval on Thursday.

The all-rounder made an equally important contribution with the bat on day two, producing a counter-attacking 50 to put England ahead in the seesaw contest.

Number six batsman Pope top-scored for the home side with a diligent 81 as England posted 290 in their reply.

India were 43 for no loss in their second innings at stumps, still 56 behind, after openers KL Rahul, batting on 22, and Rohit Sharma saw

off the final 16 overs without being separated.

James Anderson did create an opportunity but Rory Burns at second slip misjudged an edge from Sharma, who was batting on 20.

Earlier, India seamer Umesh Yadav (3-76) struck twice after England resumed day two on 53-3.

Nightwatchman Craig Overton was the first to go and Dawid Malan, who made 31, followed suit after Sharma at second slip dived to his right to take a sharp catch.

The hosts looked in dire straits at 62-5 but Pope added 89 runs with Jonny Bairstow to prop up the English innings and 71 with Moeen Ali to steer them past India’s disappointing total.

The Indian seamers, who had been bowling with a lot of discipline, suddenly took their foot off the pedal and

boundaries started flowing.

Pope hit Shardul Thakur for three boundaries in the same over and his aggression appeared to rub off on Bairstow who meted out similar treatment to Mohammed Siraj in the next over.

Siraj dismissed Bairstow lbw for 37 and Moeen made 35 before throwing away his wicket.

Pope departed after dragging a Thakur delivery onto his stumps with England on the 250 mark and Woakes continued the good work in the company of the tailenders.

“He’s a very good player but he is not an opener. His style of play to open the batting in limited over cricket is fine. He should be in this batting line-up but somewhere around four or so.”

Shericka Jackson second to Christine Mboma in 200m clash, Goule wins 800m in Brussels SportsMax - Eighteenyear-old Christine Mboma topped a talented field of women over 200m at the Diamond League meeting in Brussels yesterday when Natoya Goule closed out the action on the track by winning the 800m.

The marquee event, however, was the 200m and it lived up to expectations.

The Namibian, the Olympic silver medalist and World U20 champion, running on from behind, surged past Shericka Jackson with 30m to go and won in 21.84. Jackson was again under 22 seconds, clocking 21.95 while Dina Asher-Smith finished third in a season-best 22.03.

The much-talked-about Sha’Carri Richardson was never a factor. She trailed off the curve and was passed down the stretch by Mboma and Asher-Smith to finish fourth in 22.45.

Mboma was elated at getting her first Diamond League win.

“I was really excited to run here in Brussels. It was my first Diamond League experience and to be able to win in such a strong field is great,” she said.

“It has been a very tough and busy season with the Olympics and the World junior championships, but I’m still in good shape. I ran almost a personal best today, so that pleases me. I still have one race to go in Zurich and after that, I will take some rest.”

Jackson, meantime, was disappointed at not winning enjoyed the competition.

“I´m happy with my race but I really wanted to win today,” she said.

“I had a good start so I´m happy with that but there´s still room for improvement. I was able to accelerate towards the end but couldn´t get the win. I loved to race here and the feeling was good.”

Similarly, Asher-Smith was happy with her seasonbest.

“I´m so happy with my race! I ran a season’s best and had a good feeling. It felt so good to be here and to be able to run this fast,” said the Brit, who was unable to compete in the 200m because of a hamstring injury.

“I worked so hard after my injury to return and feel strong again. I really love to run here in Brussels. I still have a few races to go so I hope I can improve myself and feel good. The relaxed feeling is back so I´m very happy with that.”

Goule, a finalist at the Tokyo Olympics, ran a strategic race behind the pacemaker but then assumed the lead with 300m to go.

She would hold that lead until the end to win her first Diamond League race in 1:58.09, holding off Great Britain’s Keely Hodgkinson, who clocked 1:58.16 for second place. Jemma Reekie also of Great Britain was third in 1:58.77. ´I’m extremely happy with my win today! I´m just

so excited and happy to win my first Diamond League race,” she said.

“I have to thank God and my coach for believing in me. To race here today, especially against these girls.

They are all so strong. I have a lot of respect for Keely Hodgkinson. She´s so good and humble, a very good athlete and still so young. So in 200m clash, Goule wins 800m in BrusselsFrom page 22 I´m very happy I could still sprint and take the win.

fast start but was eventually caught by Tobi Amusan and Nadine Visser, who crossed the line together and were credited with 12.69. Tapper clocked 12.77 for her second podium finish in the Diamond League this season.

There was no Karsten Warholm or Rai Benjamin in the 400m hurdles but it was no less dramatic as Brazil’s Alison Dos Santos and the British Virgin Islands’ Kyron McMaster engaged in a stirring battle that the latter looked like winning after seven hurdles.

However, the Brazilian

eased into the lead over the final hurdle and held it to win in 48.24. McMaster finished second in 48.31.

Jaheel Hyde was in position to finish on the podium but seemed to run out of steam down the stretch and was unable to hold off a fast-finishing Yasmani Copello of Turkey, who took third in 48.45. Hyde had to settle for fourth in 48.91.

The men’s 400m was won by American Michael Cherry in a new personal best and meet record 44.03 leaving Kirani James (44.51) and Isaac Makwala (44.83) in his wake.

Twelfth seed Halep saved four set points before converting on her seventh courtesy of a double fault by Rybakina in an epic, 18minute first-set tiebreak in front of a rapt and roaring crowd inside Louis Armstrong Stadium.

Rybakina fired back and built a two-break lead through the first three games of the second set, taking a medical timeout after the fifth to have her left foot taped, while Halep received a shoulder massage with the lead narrowed to 3-2.

Rybakina broke again in the ninth game, helped by one of Halep’s three double faults in the second set, before closing it out in the next game with an ace, one of her 14 in the match.

After sitting on the sidelines between sets, a renewed Halep wrested the momentum in the third, cleaning up her form significantly with only six unforced errors compared to 30 in the previous two sets and winning 85% of her first-serve points.

“It’s been a very tough match,” said Halep after reaching the fourth round at Flushing Meadows for the first time since 2016. “I knew I had to be strong, I knew I had to be calm.”
