Letters... Where your views make the news... Letters... Where your views make the news
THE PPP CONTINUES TO FALL SINCE 2011 DEAR EDITOR, I am happy the decent newspapers in this country, Kaieteur News and Stabroek News, have now relegated Vishnu Bisram’s ‘polls’, those highly suspect adventures Bisram claims he engages in, to the letter pages. However, the lesson is still lost on Bisram. I hope the Editor publishes this comment for it is the unvarnished truth about Bisram as confirmed by Bisram in the very letter he wrote. In his letter titled “NACTA Poll shows overwhelming support for minimum wage, Amalia, & Subsidies to GPL” (KN, September 15, 2013), Bisram himself wrote the following: “The poll interviewed voters to determine support on various government initiated projects as well as popular support for the parties should a snap election be called.” Yet, Bisram published ONLY
the ‘results’ on support for various government projects. He deliberately DID NOT publish the results on the support for the political parties if an election is called. Bisram thinks he could swindle the Guyanese public. By cherry-picking and selectively publishing results when most nefariously omitting the most important poll question on who will win what support if an election is called, Bisram is exhibiting his usual intellectually shady tendencies. He wants us to believe his findings on Amaila Falls, etc. but deliberately and most disgustingly fails to publish all his so-called findings. That Bisram tries to use unverified polls to vaunt the PPP and to improve its political standing is now common knowledge. He is a man who has historically used these ‘polls’ to prostitute the PPP. A common
tactic is to inflate his sample. He uses the sample of 44% Indians, 30% Africans, 16% Mixed, 9% Amerindians, and 1% other races when even the smallest child knows the Indian population is nowhere near 44% of the general population today. That child knows the Mixed and Amerindian populations are larger than Bisram’s sample sizes. Bisram also engages in a nasty tactic in negatively framing the survey questions to dovetail a response. For instance, he asks “Do you approve the Opposition’s rejection of the Amaila Hydropower project?” This is an atrocious and absurd question for any pollster to ask no matter how biased and prejudiced this individual is! It frames the question as fact that the Opposition rejects the project when in fact, the Opposition has stated quite clearly it supports the project
APNU’s obsession with...
From page 4 the opposition to score cheap political points, nor to weaken the administration. A new approach is needed by the Guyana Police to rid the country of illegal guns. As the saying goes, one cannot do the same thing over and over again and expect to get a different result. My approach is a bit radical, but I honestly believe it will bear fruit if implemented. I therefore offer the following suggestions to Commissioner Brumell, and encourage anyone with better ideas to do the same: 1. For a limited time only, the Police Commissioner should introduce a ‘BuyBack” program for firearms no questions asked. Anyone can turn in a gun at any police station without fear of being arrested, or being asked for their name and address or where the weapon was obtained. This program is done on a regular basis in New York very successfully, and it could be just as successful here. An amount of $20,000.00 (US$100.00) can be offered for every working gun turned in, and $10,000.00 for every gun turned in that does not work. A defective gun can be used very effectively to commit a crime, for when a victim stares down the barrel of a gun, there is no way to determine whether or not the gun works. The Commissioner of Police should make it known that after the Buy-Back Program has ended, an aggressive campaign will be launched by law enforcement to go after those guns not turned in, with mandatory prison time for those caught with illegal
firearms, working or not. Local businessmen/women can be persuaded to finance this project through sponsorship, because the more guns that are taken off the streets, the safer their businesses become, and the less likely their families and themselves will be targeted. I will gladly volunteer to initiate this program on behalf of the Guyana Police Force. 2. Offer a one-month conditional amnesty to hardcore criminals wanted by the police for heinous crimes such as murder; aggravated assault; armed robbery and rape. Depending on the severity of the crime committed, felons will qualify for a substantial reduction in sentencing by surrendering to the police. While in prison, they, and other prisoners, will have to undertake mandatory counseling geared at rehabilitation, which will help re-establish the prisoners back into society; giving them hope and the opportunity for a new life. Upon their release from prison, they would be placed on supervised probation with electronic monitoring for 3-5 years. If probation is violated within this period, they would be re-arrested to complete the full term of their sentence. Here is the logic behind this ‘carrot and stick’ approach: To put it simply, deadly criminals would be taken off the streets, resulting in a reduction in murders and other brutal crimes, making communities much safer. Anyone who commits murder in Guyana, knows that if found guilty, he is likely to be sentenced to life in prison. And if he chooses to run from
the law, he is likely to be killed in a confrontation with the police. With this in mind, he becomes even more desperate and ruthless because he cannot see a way out of the dilemma he puts himself in. He is void of hope... so he stays on the run as long as he can, committing crimes along the way to survive with little or no respect for another human life. But if given an opportunity to wipe his slate clean after spending a few years in prison to return to live a normal life with his family in freedom, I feel sure that most criminals on the run would choose this option. Give them hope. 3. Very stringent laws must be introduced and enforced to deter crime, especially crimes motivated by race and religion; rape; the sexual abuse of children; and crimes committed against tourists, re-migrants and foreign investors. 4. There is a dire need to re-introduce the gallows. The commutation of the death penalty to life imprisonment has only benefitted the agenda of the Guyana Human Rights Association. What about the rights of the victims, don’t they have rights too? After President Hoyte approved the hanging of a few convicted murderers in the early 90s, the crime rate dropped drastically. It worked then, it will work again. Criminals, who knowingly take the life of another human being, forfeit their right to live. I say enough is enough, hang these killers and restore normalcy to the lives of lawabiding citizens throughout this dear land of ours. Harry Gill
and hydropower in general but not in its current runaway cost and corrupt form. In a letter titled “Members Should Choose Leadership of Parties” (KN, September 11, 2013), Bisram continues his charade, calling me pretentious for querying whether the PPP 2013 Congress elections were manipulated, fixed or fraudulent. Bisram defends the PPP, stating there is no confirmation but only allegations. Yet Bisram goes on to confirm the PNC had manipulated their last internal congress election. Bisram would not admit to the very evident shenanigans of the PPP 2013 congress elections but readily tarred and feathered the AFC and PNC for their democratic failures. Bisram ignores the fact that there were 1,097 delegates eligible to cast ballots while there were 1,599 ballots! That is just an allegation of electoral fraud, democratic destruction and autocratic usurpation to the inner charlatan in Vishnu Bisram! This is found in the Demerara Waves article titled “PPP to declare election results
Sunday; Nokta didn’t seek office” (August 3, 2013). That article states the voter list was effectively created minutes before the election when special cards were handed out to only some of the delegates and those persons were the only ones allowed to vote. Only persons bearing those cards were allowed to vote and others with party members’ cards were denied the right to vote. Again, to the intellectual rogue in Vishnu Bisram, this is just mere allegation and most definitely not evidence of a corrupt, unfair and despicable voting practice! And this is not even to mention the statistically shocking vote tallies obtained by Ramotar and Jagdeo or the fact that Kwame McKoy could be sitting on the Central Committee on equal status as Anil Nandlall, who was the fourth highest vote getter but was denied ‘selection’ to the CC Executive Committee. Vishnu Bisram will remain a stranger to the truth and allergic to what is right but that is not the real terror of his antics. The real horror of his antics is his suspect polls could be used as a cover for
electoral rigging, fraud and manipulation by a vanishing PPP in the future. Just before the 2011 election, Bisram was adamant the PPP would win 52% and could win up to 60% of the vote, effectively giving the PPP a range of 52% to 60% with a median of 56%. The PPP got 48.6% in 2011 in an election tainted with allegations of vote-buying. The PPP continues to fall since 2011. When individuals like Bisram openly support antidemocratic practices within the PPP elections, they will have little credence when condemning those who use these practices against them. When the PPP loses power, and it will within the next eight years, this hypocrisy will return to haunt Bisram and those who subscribe to his mindset. Democracy cannot be convenient only to ethnic aggrandizement or confined only to national elections and forcefully abandoned when those considerations are not in play. If dictatorship is practised and embraced by you, others looking on will genuinely believe it is fine to practise it against you. M. Maxwell

Letters... Where your views make the news
Time for an internal examination of the operations of the Criminal Investigations Department DEAR EDITOR, I am fast moving past incredulity at the actions or lack of action by the police. Imagine a man is shot and killed and the alleged assailant is given a grace period to leave the country before an all-points bulletin is released one week after. During the 1990s another man pumped fourteen shots into the chest of another at a highway location and did not face the courts for his actions. It would surely boggle the less cynical mind when people of a certain persuasion are allowed immunities and privileges before the law while others are profiled, arrested and tortured in the name of public appeasement. How long must we endure a Police Force where it is business as usual when a man is shot and killed, and the police response is that the shooter(s) was attacked with the ubiquitous cutlass? It is no longer surprising when the witnesses’ version differ markedly from that provided by the Police Public Relations people. I am no longer surprised when an accused trafficker in persons can make a claim of
assault and theft against an internationally recognized crusader months after the alleged incident, and the police move with unusual alacrity to arrest, embarrass and humiliate her. I ask myself how is it that the police can cause a case of trafficking against another person who is well connected to be dismissed for want of evidence when there is competent legal advice available in the Director of Public Prosecutions’ Chambers? Do these investigators face questions related to the availability and location of witnesses; the possibility that a case will fail without credible corroborating witnesses, circumstantial evidence, and other material factors? I refuse to believe that the DPP would hesitate to explore those areas in light of the amazing frequency with which Magistrates throw out poorly investigated and presented matters. It is time for an internal examination or audit be conducted with respect to the operations of the Criminal Investigations Department. We need to know what criteria
exist for someone to become a detective; are detectives exposed to any type of ethics training; what level of supervisory oversight is provided to investigations; how are exculpatory circumstances etc. treated. These questions should be fairly easy for the public relations section to handle in view of its proclivity to respond to the most harmless of criticisms. It is no secret that in the absence of the usual suspects that the police appear clueless and as an act of desperation would latch onto those whom it is believed are without the means to drop a serious lawsuit on the Force. It is also a fact that the police will continue to act as they are doing because there is no real desire for change; personal aggrandizement informs the attitude and behavior of those in authority. Do these people really think that those whose largesse they enjoy respect them? The Force is what it is, and as long as it can be made to do the bidding of those with power, and deep pockets it will be more of the same. Sylvia St Romain

Police reshuffle Divisional Commanders and their Deputies In an apparent move to strengthen its Divisional command structure in the face of rising crime, the Guyana Police Force has effected some strategic changes with immediate effect. Starting today, the Commanders of the police East Coast and West Demerara have swapped places, while there has also been some reshuffling of their Deputies. The moves come days after this newspaper highlighted the possible sanctions against Divisional Commanders for runaway crime in their Divisions. However, it is not clear if the moves are a direct reaction to the current crime situation. Reliable inside sources have confirmed that Assistant Commissioner Christopher Griffith, who had
Clifton Hicken
Errol Watts
previously headed the West Demerara Division, will swap places with his counterpart, Eric Bassant, who was the Commander of the police East Coast Demerara Division. Bassant will be backed up by the well known Senior
Superintendent Clifton Hicken, who was previously serving in Berbice. Well placed sources in the force have indicated that it is expected that Hicken, who was once the commander of the E&F division before he was removed following the
Corentyne River Bridge moving towards reality - Dr. Luncheon Presidential Secretariat, Dr. Roger Luncheon, says that Guyana and Suriname have both signaled their strong support for the establishment of a land linkage across the Corentyne River. Dr. Luncheon was at the time responding to a question about government’s progress with their intention to build a bridge to link the two countries. According to Luncheon, a considerable amount of work has been undertaken and completed in terms of site selection, the feasibility, the technology and the specifications which are going to be used. Luncheon also said that works have been done to determine what kind of bridge will be established. Luncheon went on to explain that the funding for the construction and the operation for the bridge has been a collaborative exercise and the international financial institutions. He said that those discussions are continuing so that they could arrive at a specific approach that would see funding, made available. Further he disclosed that they have completed the preliminary studies feasibility studies. “We must be aware that the work which has been done has brought us to a point where we have to seriously consider the technology, the feasibility and equally important the financing to bridge the two Guianas” Luncheon posited. In April, President Donald Ramotar had told the private sector in Berbice about major infrastructural projects,
including that of the Corentyne River Bridge, which should link Guyana and Suriname. Last February, during a one-day visit by President Ramotar to Paramaribo, he and his Surinamese counterpart, Desi Bouterse, discussed the massive project. Guyana and Suriname were expected to approach the Inter-American Development Bank (IDB) for financing the project. The two heads of state reiterated the importance of the construction of the
bridge across the Corentyne River. It would considerably enhance trade and economic relations as well as cultural exchanges between the peoples of the two countries, they said. They decided on a joint approach to the IDB for the purpose of identifying modalities for financing.
Linden debacle last year, will provide good support to Bassant, to keep crime in check on the west coast following last week’s high profile robbery which left shopkeeper Zulfikar Namdar dead. Hicken replaces the controversial Superintendent Errol Watts, who has been sent to Police Headquarters to work on a special project. Superintendent Stephen Mansell, who was the Second in Command on the East Coast, is back in Berbice supporting Assistant Commissioner Brian Joseph. Assistant Commissioner Derrick Josiah remains in A Division, while Senior Superintendents Owen Trotz and Courtney Ramsey remain in place at E and F Divisions respectively. There is still no place at the command level for former
Commander David Ramnarine, who remains at the Department of Development, following his expose on the police elections budget. Judging from recent sentiments expressed by Home Affairs Minister Clement Rohee, Divisional Commanders are being held accountable for what obtains in their divisions and sanctions have not been ruled out. According to Home Affairs Minister Rohee, his Ministry has put in place systems whereby every Commander, every month, submits an accountability report. That accountability report is drawn up on the basis of a matrix which tells the Ministry what it needs to know. “The accountability report of each Commander, it
is sent to us through the Commissioner and we analyse and if we’re not satisfied with what we see on it, we send it back. It has things like response time, it has things like the number of traffic accidents, work with the community, domestic violence. All the key and critical areas that are of a sensitive nature to the society have been captured in that matrix,” Rohee explained. That document is studied by the Ministry of Home Affairs and a response is then sent to the Commissioner of Police with notes on the satisfaction or dissatisfaction of what is contained in it. He said that if the Commissioner of Police is of the view that the comments received from the Ministry of Home Affairs require sanctions, he can do so.

Opposition, Government officials advise caution in use of wiretapping By: Kiana Wilburg A senior Government official and members of the Opposition have expressed reservations about the use of wiretapping which is being touted as one of the strategies that will be enforced to address the surge in heinous crimes. The Minister of Legal Affairs, Anil Nandlall stated that the interception of communication is an internationally recognized method which has been used to tackle crime in many situations across the world. But he has urged that absolute caution be taken with such “extraordinary powers.” “Indeed, more particularly, by first world countries, wiretapping is an internationally accepted truth. Further, as criminals use more sophisticated equipment and methods in committing crimes, it therefore becomes a fundamental requisite that crime fighting agencies utilize similarly sophisticated devices and methods to counter such criminal acts. And it is against this backdrop that one must view the interception of communication.” Nandlall asserted that countries throughout the Caribbean have legislation which authorizes the relevant authorities to do so. “In Guyana, we have also passed similar laws during the ninth Parliament. And, of course, those legally empowered to do so, must exercise

Winston Felix
circumspection when embarking upon these exercises because persons have a right to privacy.” The Minister further stressed that such a power should not be abused. While former General Secretary of the People’s National Congress Reform (PNCR), Aubrey Norton, and A Partnership for National Unity’s (APNU) Shadow Minister of Home Affairs, Winston Felix, support Nandlall’s call for caution, they strongly believe that wiretapping and human intelligence, the proposed strategies of the Ministry of Home Affairs, are not the solutions to the recent crime wave. In fact, Norton is adamant that there is need for a more comprehensive response and that the core issues that are fuelling crime have to be addressed. Both Felix and Norton,
held firm to the position, that in order to effectively deal with the latest upsurge in crime, there is need to increase the investigative capacity of the police force. This led Norton to conclude that one of the reasons crime is on the increase is that the rate of conviction of criminals is low and there are too many unsolved murders and other crimes. Criminals are therefore emboldened that their chances of being caught, much less convicted, are very slim. Moreover, “the police force needs to work on its community relations, and more importantly the link between some members of the police force and the criminal world needs to be broken. It is a serious issue and it is one that needs to be addressed and rectified. You cannot solve crime if the law enforcers are compromised
and are themselves involved in crime as recent cases have illustrated.” Among some of the core issues that need to be addressed, Norton said that the political control over the police force needs to be removed. “The police force has to be allowed to perform as a professional entity. The police force has been placed in a position where it has to prosecute some and turn a blind eye to those linked to power, be it political or economic”. Norton contends that crime could only be effectively dealt with if the police are allowed to enforce the law in an even handed way. “Clearly Policemen need increased salary, and, while this is no guarantee of better policing, at least, it is a good
trained to become a police and practice new methods of policing. The police need to learn that they would not get cooperation by beating up people.” Norton said, “When the police are patrolling, they are seen as “hasslers” and not law enforcement officers. The police need to recognize they are enforcers of the law and not operate as if they are the law.” He contends as well that in order to deal with crime effectively, there is also a need to reduce the distribution of legal firearms and to put in place special measures to rid the society of illegal firearms. “You have a proliferation of people who are armed with weapons and that is something that needs to be dealt with. It must be put to an end.”
“Those legally empowered to do so, must exercise circumspection when embarking upon these exercises, because persons have a right to privacy…” - Minister of Legal Affairs Anil Nandlall incentive to start with,” expressed the political activist. He said that there are a number of things that must be done. Linked to the improvement of investigative capacity, is the need for the society to develop confidence in the police force and for the police to change its attitude and approach to dealing with the society. Further, the force needs training to help them change the approach of relying on most occasions, on force, and for them to learn how to tactfully combine force and influence based on the particular situation. Norton said “what this means is that the education system has to be improved to supply the police force with a better quality person who can be
“It is also evident that there has to be increased cooperation with bordering countries, especially Suriname.”Clearly crime in Guyana has taken on an extra territorial dimension and it cannot be dealt with by the Guyana police Force alone. It will demand cooperation among Guyana, Suriname, Venezuela, Brazil and Trinidad and Tobago at minimum”. Felix expressed the view that, “the police force needs a crime intelligence system and not the nonsense that Rohee is suggesting as the solutions to the recent crime wave. The technical part of the intelligence he is referring to is a proven failure. With all the cameras the government has been installing about the place they have not been able to record any of these crimes
Attorney General Anil Nandlall that are committed within range. They have only been assisted by the recordings on the surveillance cameras of the civilians.” Like Norton, the Member of Parliament also stressed that the police force needs training. He said that from 1990 and onward, the force has been hemorrhaging in skilled investigators. “They left the force during that time and since then they have not been able to train officers especially those that are stationed in the Criminal Investigation Department.” Felix opined that in order to address the situation, it will take more than what is suggested by Minister Rohee. He added, “It is a combination of efforts coupled with recruiting and training the right people upon which work could be done.” Norton also said that “you have to deal with the scourge of drugs if the society is to deal with crime since crime is a spin- off of the drugs trade. He said that probably the singular issue that has to be dealt with if crime is to be surmounted is the creation of employment for the youth and for the establishment of institutions such as the National Service to give young people alternatives.” Norton also called for a reform to the prison system to make it more rehabilitative in nature and for an end to the approach of dumping young people in the lock ups even when they are not involved in crime.

Britain says ready to broker Obama says Syria deal could meeting with Iranian president offer lesson for Iran talks (Reuters) - Britain said yesterday it would be happy to set up a meeting between British Foreign Secretary William Hague and Iranian President Hassan Rouhani, but denied a suggestion from Tehran that such a meeting had already been arranged. A tweet from Rouhani’s English-language Twitter account yesterday had said such a meeting was happening on the margins of the United Nations General Assembly in New York later this month. “Tehran has responded positively to (the) UK’s request,” the tweet read, saying Rouhani’s meeting with Hague had been “confirmed”. A spokeswoman for the British Foreign Office said a meeting between Hague and Iranian Foreign Minister Mohammad Javad Zarif in
Hassan Rouhani New York had long been scheduled, but she was not aware that a meeting with Rouhani was going to happen. “We set up a meeting with the foreign minister,” the spokeswoman said, saying Britain “would be happy” to look at brokering a meeting with the Iranian president too.
Another spokesman added: “We haven’t received any invitation from the Iranians to meet the president, but we wouldn’t exclude it. We do view this as a positive step.” The Foreign Office said any talks with the Iranians would be focused on the Middle East peace process, Syria, and Iran’s contested nuclear programme. British Prime Minister David Cameron has faced repeated calls from the opposition Labour party to try to improve relations with Iran after Rouhani’s election earlier this year. But while recognising that Rouhani’s victory was an encouraging sign, Cameron has said relations remain strained, not least because of what he said was the statebacked ransacking by protesters of the British Embassy in 2011. That incident triggered one of the worst crises between the two countries since the Islamic Revolution in 1979 and resulted in diplomatic ties being downgraded.
(Reuters) - President Barack Obama disclosed in a television interview broadcast yesterday that he had exchanged letters with new Iranian President Hassan Rouhani and said diplomacy on Syria, backed up by a military threat, is a potential model for negotiations on Tehran’s nuclear ambitions. In an interview on ABC’s “This Week with George Stephanopoulos,” Obama did not reveal details of the letter exchange, but made clear that U.S. concerns about Iran’s nuclear ambitions are a “far larger issue for us” than Syria’s chemical weapons. He and Rouhani will speak at the U.N. General Assembly next week on the same day. A White House spokeswoman said there are currently no plans for them to meet at the United Nations. Obama said Iran should avoid thinking that the United States would not launch a military strike in response to Tehran’s nuclear program just because it has not attacked Syria. “They shouldn’t draw a lesson that we haven’t struck, to think we won’t strike Iran,” Obama said. “On the other hand, what they should draw from this lesson is that there is the potential of resolving these issues diplomatically.” Tehran denies seeking nuclear weapons but the United States and Israel are working under the assumption that Iran is well along toward developing an atomic weapons program. Regarded as a relative moderate, Rouhani has made
President Barack Obama conciliatory statements toward Washington since coming to office last month. However, Obama said he doubted Rouhani would “suddenly make it easy” to negotiate with the Iranians. “My view is that if you have both a credible threat of force, combined with a rigorous diplomatic effort, that, in fact you can strike a deal,” he said. White House spokeswoman Bernadette Meehan said the United States hopes the Iranian government will engage substantively in order to reach a diplomatic solution to the nuclear issue. “We remain ready to engage with the Rouhani government on the basis of mutual respect to achieve a peaceful resolution to the nuclear issue,” she said. In the interview, Obama rejected Russian President Vladimir Putin’s claim that Syrian rebels were responsible for an August 21 chemical gas attack, but he welcomed Putin’s diplomatic
role in the crisis. Obama and Putin have become unlikely partners on Syria after U.S. threats to launch a military strike over the chemical weapons attack prompted a diplomatic initiative that has led to a deal to secure Syria’s poison gas stockpiles. “I think there’s a way for Mr. Putin, despite me and him having a whole lot of differences, to play an important role in that,” Obama said. “And so I welcome him being involved. I welcome him saying, ‘I will take responsibility for pushing my client, the Assad regime, to deal with these chemical weapons.’” Obama dismissed Putin’s charge that it was the Syrian rebels who launched the chemical weapons attack, rather than forces loyal to Syrian President Bashar alAssad, as Washington believes. “Well, nobody around the world takes seriously the idea that the rebels were the perpetrators of this,” Obama said. Obama defended his handling of the Syria crisis, saying the steps he has taken had led to a situation where Assad has acknowledged he has chemical weapons and that his key ally, Russia, is pressuring Syria to give them up. “I think that folks here in Washington like to grade on style,” Obama said. “And so had we rolled out something that was very smooth and disciplined and linear, they would have graded it well, even if it was a disastrous policy.”
India tests nuclear capable missile with range as far as Beijing BHUBANESWAR, India (Reuters) - India successfully test-fired for a second time a nuclear-capable missile yesterday that can reach Beijing and much of Europe, bringing a step closer production of a weapon designed to strengthen its nuclear deterrent. “The test was successful,” said Ravi Kumar Gupta, spokesman for the Defense Research and Development Organization (DRDO). “It hit the target in a predefined trajectory. It met all the mission objectives” A video distributed by the DRDO showed the Agni-V rocket blasting off from a forest clearing on an island off India’s east coast state of Odisha. India is trying to keep up with China’s growing military strength and wants to have a viable deterrent against its larger nucleararmed neighbor. The two countries have generally warm relations, but they fought a brief Himalayan war in 1962 and a buildup of conventional defenses along their disputed border is a source of tension. The Agni-V is the most advanced version
of the indigenously built Agni, or Fire, series, part of a program that started in the 1960s. Earlier versions could reach old rival Pakistan and western China. Nuclear-armed Pakistan is increasing its arsenal of nuclear warheads and developing short-range, tactical nuclear weapons, raising concern about an escalating South Asian arms race, the International Institute for Strategic Studies said on Thursday. The think-tank said in a report the race with Pakistan was increasing the risk of a nuclear exchange during a conventional conflict, perhaps sparked by an act of terrorism. The Agni-V missile was first tested in April 2012. It is mostly domestically built and has a range of about 5,000 km (3,100 miles). Only the U.N. Security Council permanent members - China, France, Russia the United States and Britain - along with Israel, are believed to have such long-range weapons. Gupta said India was now ready to start a process of production and subsequent induction of the missile.

Assad government hails ‘victory’ in arms deal, troops attack BEIRUT (Reuters) Syria’s government hailed as a “victory” a Russianbrokered deal that has averted U.S. strikes, while President Barack Obama defended a chemical weapons pact that the rebels fear has bolstered their enemy in the civil war. President Bashar alAssad’s jets and artillery hit rebel suburbs of the capital again yesterday in an offensive that residents said began last week when Obama delayed air strikes in the face of opposition from Moscow and his own electorate. Speaking of the U.S.Russian deal, Syrian minister Ali Haidar told Moscow’s RIA news agency: “These agreements ... are a victory for Syria, achieved thanks to our Russian friends. Though not close to Assad, Ali was the first Syrian official to react to Saturday’s accord in Geneva by U.S. Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov. Bridging an angry East-West rift over Syria, they agreed to back a nine-month U.N. programme to destroy Assad’s chemical arsenal. The deal has put off the threat of air strikes Obama made after poison gas killed hundreds of Syrians on August 21, although he has stressed that force remains an option if Assad reneges. U.S. forces remain in position. Russia still opposes military action but now backs possible U.N. sanctions for non-compliance. French President Francois Hollande called for a U.N. resolution on Syria backed by the threat of punitive action to be voted by the end of this week. Hollande also said the option of military strikes must remain on the table. Kerry, visiting Israel, responded to widespread doubts about the feasibility of the “the most far-reaching chemical weapons removal ever” by insisting the plan could work. And he and Obama sought to reassure Israelis the decision to hold fire on Syria does not mean Iran can pursue nuclear weapons with impunity. Obama embraced the Syria disarmament proposal floated last week by Russian President Vladimir Putin after his plan for U.S. military action hit resistance in Congress. Lawmakers feared an open-ended new entanglement in the Middle East and were troubled by the presence of al Qaeda followers among Assad’s opponents. Obama dismissed critics of his quick-changing tactics on Syria for focusing on
“style” not substance. And while thanking Putin for pressing his “client the Assad regime” to disarm, he chided Russia for questioning Assad’s guilt over the gas attack. Responding to concerns, notably in Israel, that a display of American weakness toward Assad could encourage his Iranian backers to develop nuclear weapons, Obama said Tehran’s nuclear programme was a “far larger issue” for him than Assad’s toxins. “They shouldn’t draw a lesson, that we haven’t struck, to think we won’t strike Iran,” he told ABC television, disclosing he had exchanged letters with Iran’s new president. “On the other hand, what they should draw from this lesson is that there is the potential of resolving these issues diplomatically.” Obama had no lack of critics, however, at home and abroad. U.S. Republican Representative Mike Rogers was sceptical the deal will work. “If the president believes, like I do, that a credible military force helps you get a diplomatic solution, they gave that away in this deal. I’m really concerned about that,” Rogers said. Even Obama’s Democratic supporters are wary. If Assad scorns his commitments, said Senator Robert Menendez, “We’re back to where we started - except Assad has bought more time on the battlefield and has continued to ravage innocent civilians.” Syrian National Reconciliation Minister Ali said Syria welcomed the deal: “They have prevented a war against Syria by denying a pretext to those who wanted to unleash it.” He also echoed Kerry and Lavrov in saying it might help Syrians “sit round one table to settle their internal problems”. But rebels, calling the international focus on poison gas a sideshow, have dismissed talk the arms pact might herald peace talks and said Assad has stepped up an offensive with ordinary weaponry now that the threat of U.S. air strikes has receded. A spokesman for the opposition Syrian National Coalition repeated that it wanted world powers to prevent Assad from using his air force, tanks and artillery on civilian areas.
Bashar al-Assad “Assad is effectively being rewarded for the use of chemical weapons,” Shadi Hamid of the Brookings Doha Center wrote in the Atlantic magazine. “Now, he can get away with nearly anything - as long as he sticks to using good old conventional weapons.” International responses to the accord were also guarded. Western governments, wary of Assad and familiar with the years frustrated U.N. weapons inspectors spent in Saddam Hussein’s Iraq, noted the huge technical difficulties in destroying one of the world’s biggest chemical arsenals in the midst of civil war. Iran hailed a U.S. retreat from “extremist behaviour” and welcomed its “rationality”. Israel said the deal would be judged on results. China, which like Russia opposes U.S. readiness to use force against sovereign states, was glad of the renewed role for the U.N. Security Council, where Beijing too has a veto. The Syrian government has formally told the United Nations it will adhere to a treaty banning chemical weapons. The U.S.-Russian framework agreement calls for the United Nations to enforce the removal of existing stockpiles by the middle of next year. Air strikes, shelling and ground attacks on Damascus suburbs on Sunday backed up statements from Assad’s supporters and opponents that he is back on the offensive after a lull in which his troops took up defensive positions, expecting U.S. strikes. “It’s a clever proposal from Russia to prevent the attacks,” said an Assad supporter from the port city of Tartous.
When we pause and experience silence, we discover answers that activity does not have time to reveal. During your day, take threeminute “vacations”. Relax and re-energise. Take time out to feel the peace of silence.
An opposition activist in Damascus echoed disappointment among rebel leaders: “Helping Syrians would mean stopping the bloodshed,” he said. Poison gas is estimated to have killed only hundreds of the more than 100,000 dead in a war that has also forced a third of the population to flee their homes since 2011. Russia says it is not specifically supporting Assad - though it has provided much of his weaponry. Its concern, it says, is to prevent Assad’s Western and Arab enemies from imposing their will on a sovereign state. And Moscow, like Assad, highlights the role of al Qaeda-linked Islamists among the rebel forces. Their presence, and divisions among Assad’s opponents in a war that has inflamed sectarian passions across the region, have tempered Western support. Al Qaeda leader Ayman alZawahri urged followers on Sunday not to cooperate with other Syrian rebels. The opposition Syrian National Coalition elected a moderate Islamist on
Saturday as prime minister of an exile government - a move some members said was opposed by Western powers who want to see an international peace conference bring the warring sides together to produce a compromise transitional administration. Previous attempts to revive peace efforts begun last year at Geneva have foundered on the bitter hostilities among Syrians. Newly elected coalition leader Ahmad Tumeh, a moderate Islamist, told Reuters he wanted to form a government that could bring order to rebel-held areas and to challenge al Qaeda there. Assad has just a week to begin complying with the U.S.-Russian deal by handing over a full account of his chemical arsenal. He must allow U.N.-backed inspectors from the Haguebased Organisation for the Prohibition of Chemical Weapons (OPCW) to complete their initial on-site checks by November. Under the Geneva pact, the United States and Russia will back a U.N. enforcement
mechanism. But its terms are not yet set. Russia is unlikely to support the military option that Obama said he was still ready to use: “If diplomacy fails, the United States remains prepared to act,” he said on Saturday. Assad told Russian state television last week that his cooperation was dependent on an end to such threats and U.S. support for rebel fighters. But it seems likely that Moscow can prevail on him to comply, at least initially, with a deal in which Putin has invested considerable personal prestige. While Lavrov stressed in Geneva that the pact did not include any automatic use of force in the event of Syria’s failure to comply, Western leaders said only the credible prospect of being bombed had persuaded Assad to agree to give up weaponry which he had long denied ever having, let alone using. Kerry and Lavrov plan to meet the U.N. envoy on Syria at the end of the month to review progress toward peace talks. Lavrov spoke of an international peace conference as early as October.

Rise of British anti-EU party Bombings and shootings across Iraq kill at least 36 people: police threatens PM’s re-election – poll (Reuters) - A wave of car bombs and shootings across Iraq killed at least 36 people yesterday, police sources said. No group immediately claimed responsibility for the attacks, which appeared coordinated, but Sunni Islamist insurgents, including an al Qaeda affiliate, have been regaining momentum in recent months. The civil war in neighbouring Syria has aggravated sectarian divisions in Iraq, fraying an uneasy government coalition of Shi’ite, Sunni and ethnic Kurdish factions. The deadliest attacks were in the city of Hilla, where two parked car bombs exploded simultaneously near a busy market and a third blew up near vehicle repair workshops, killing nine people in total, police said. “I was about to get my breakfast in a nearby restaurant when a huge explosion happened and smoke and dust filled the place. Before I had taken a step forward another explosion happened,” said Abu Ahmed, who runs a
grocery store. “I ran to check on my son who was covering for me in my shop and found him covered with blood among many other bodies. There is no trace left of my shop.” In Baghdad’s Shi’ite eastern district, a parked car bomb exploded in a commercial street killing at least five people and wounding 17, police said. Another explosion took place in the oil-exporting southern city of Basra, where a car bomb blew up near another vehicle repair workshop killing five people. A car bomb in the city of Kerbala killed two others, police said. In the capital, three security personnel were killed when a car bomb exploded near the convoy of the head of Baghdad provincial council, and two more people were killed when a roadside bomb blew up in a western outskirt. A further two car bombs exploded inside a market killing two people and wounding another 16 in the town of Dibis, 250 km (155
miles) north of Baghdad, police said. In a separate incident, gunmen riding a car shot dead two Shi’ite farmers who had recently returned to their homes in a town east of Baquba, 65 km (40 miles) northeast of Baghdad. In the same area, militants engaged in clashes with policemen at a checkpoint, killing two of them. On the southern outskirts of Baghdad, police said they found the bodies of four Sunnis who were kidnapped from their homes last night by unidentified gunmen. The corpses had gunshot wounds and were handcuffed. About 800 Iraqis were killed in August, according to the United Nations, with more than a third of the deadly attacks happening in Baghdad. The bloodshed, 18 months after U.S. troops withdrew from Iraq, has stirred concerns about a return to the sectarian slaughter of 2006-7, when the monthly death toll sometimes topped 3,000.
(Reuters) - British Prime Minister David Cameron’s hopes of being re-elected in 2015 suffered a setback on Sunday when a poll showed an anti-European Union party had split the centre-right vote in dozens of decisive constituencies. The poll focused on 40 of Britain’s 650 parliamentary seats where Cameron’s Conservative party won with the slimmest of margins at the last national election in 2010. It showed the main opposition Labour party had made little progress in the constituencies despite being ahead in opinion polls nationwide. But a surge in support for the UK Independence Party (UKIP) was siphoning off support from the Conservatives, pointing to a Labour election victory, the poll showed. If an election were held today, Labour would win 32 of the 40 battleground seats surveyed and would win overall power in Britain with a majority of about 60 percent, it said. The survey, the first of its kind in two years, will worry the Conservatives who are preparing for their annual conference and have cut Labour’s lead in some opinion polls to just three percentage points nationwide at a time when the economy is showing signs of recovery. But Michael Ashcroft, the poll’s organiser and a former
David Cameron deputy chairman of the Conservative party, said the new data showed the underlying picture was more complex and that the Conservatives faced a “formidable” challenge to stay in government, let alone win an overall majority. The Conservatives govern in coalition with the smaller Liberal Democrat party. “The picture is seldom uniform across the country; the national headline figures can sometimes mask what is happening in marginal seats where elections are won and lost,” he said. “Labour’s lead in these seats has grown from nine to 14 points over the last two years, largely because of the defection of Tory (Conservative) voters to UKIP,” he said, noting UKIP had tripled its share of votes in such marginal seats since 2010.
UKIP, which has no seats in the British parliament but is represented in the European Parliament, campaigns for Britain to leave the EU and for an end to what it calls “opendoor immigration”. It has tapped into public disenchantment with what many Britons regard as the EU’s excessive influence over their lives and into fears that immigration levels are too high. The party did well in local elections earlier this year, winning one in every four votes cast, and is forecast to do well in European Parliament elections next year. But Britain’s “winner takes all” election system means it is unlikely to win a large number of seats in the national parliament in 2015. Some lawmakers in Cameron’s Conservatives want him to forge an electoral pact with UKIP to guard against a split vote and are likely to increase their calls for him to do so before 2015. But Cameron and Nigel Farage, UKIP’s leader, have had strained relations since 2006 when the Conservative leader said UKIP was full of “fruitcakes, loonies and closet racists”. Responding to pressure from within his own party and UKIP, Cameron earlier this year promised Britons an in/ out EU referendum by the end of 2017 if re-elected. Nearly 13,000 people were surveyed for the poll.
Yemen jails three Qaeda members for plot to kill president (Reuters) - A Yemeni court sentenced three al Qaeda members to jail yesterday for plotting to kill President Abd-Rabbu Mansour Hadi and target foreign diplomats, including the U.S. ambassador to Sanaa. Yemen is battling one of the most active franchises of al Qaeda, known as al Qaeda in the Arabian Peninsula, which has carried out a number of foiled attempts to attack U.S. targets, including airliners. The Sanaa court of first instance sentenced Abdullah al-Kheishani to seven years in prison, Maher al-Ramim to five years and Omar al-Najjar to one year, state news agency Saba said. The public prosecution had accused Kheishani and Ramim of monitoring, planning and preparing for the assassination of Hadi
Abd-Rabbu Mansour Hadi outside his residence using booby-trapped vehicles, it said. Hadi was elected in February 2011 after his predecessor Ali Abdullah Saleh was eased from power as part of a U.S.-backed power transfer deal which came after months of popular protests that brought the country to
the brink of civil war. Saba said Kheishani and Najjar were also found guilty of planning and preparing to target military officers and the U.S. ambassador to Sanaa. Al Qaeda in the Arabian Peninsula last year offered a reward of 3 kg of gold for the killing of the U.S. ambassador in Sanaa or 5 million rials ($23,000) for an American soldier in Yemen. In Libya, U.S. ambassador Christopher Stevens and three other Americans were killed in Benghazi last year when dozens of Islamist gunmen attacked a U.S. diplomatic compound and a nearby CIA annex. The Sanaa court ordered a fourth member of the militant network, accused of involvement in the plot, to be released because he had already served time in prison, Saba reported.

Peru President Humala’s Farmers’ Association to protest against Trinidad/Guyana land deal approval rating drops to term low PORT OF SPAIN, Trinidad - CMC – The National Foodcrop Farmers’ Association (NFFA) says it is against a recently announced land deal with Guyana in which 10,000 acres of land will be made available for agricultural production. The Farmers’ Association has vowed to protest against the signing of a memorandum of understanding (MOU) between the Trinidad and Tobago and Guyana. On Monday, Finance Minister, Larry Howai unveiled the arrangements surrounding the land deal but the farmers say they were “not consulted”. President of the Agricultural Society of Trinidad and Tobago (ASTT) Dhanoo Sookoo said the decision was not properly thought out and he believes the country has sufficient
Terrence Haywood arable lands that are currently being underutilised. The President of the NFFA, Terrence Haywood said the Government should put its house in order before going outside. “Right now our farmers are unable to get leases,
irrigation ponds and proper infrastructure. This is unfair to us. They need to see about our farmers first. This is a slap in the face for us.” Haywood said there was no consultation with his association which represents 19,000 farmers who are upset over the Government’s latest move. “We are calling for this decision to be rescinded,” Haywood said. The farmers intend to have a forum and “if they (the Government) fail to listen to our suggestions, we will protest”. In addition to the 10,000 acres of land in Berbice available for immediate agricultural production. A further 90,000 acres of Guyana’s land will also be made available to the twin island republic, with the Government inviting privatesector investment in agricultural production.
Venezuela rejects U.S. criticism of its anti-drug efforts CARACAS (Reuters) Venezuela has rejected U.S. criticism over its fight against international drug trafficking after Washington said the South American country had “failed demonstrably” for a fifth year running. The White House said in an annual report on Friday that Venezuela, along with Bolivia and Myanmar, had not made substantial efforts during the last 12 months to meet its obligations under global counternarcotics agreements. Drug trafficking has been a thorny issue between Washington and Caracas since at least 2005 when the late socialist leader Hugo Chavez expelled U.S. drug enforcement agents and accused them of spying on his “Bolivarian Revolution.” “We strongly reject the accusation ... The United States is trying to ignore our government’s sovereign policies,” Alejandro Keleris, the head of Venezuela’s national anti-drug office, said late on Saturday in response to the U.S. report. Since the start of this year, Keleris said, Venezuela had arrested more than 6,400 people for trafficking and seized almost 37,000 kg (80,000 pounds) of various drugs. Since 2006, he added, it had captured more than 100 drug gang bosses and handed over 75 of them to other countries, including the
United States. Drug enforcement experts say Venezuela’s location on South America’s Caribbean and Atlantic seaboards makes it a preferred route for planes and ships carrying Colombian cocaine to the United States and Europe via Central America and Africa. Previous U.S. annual reports on trafficking have also denounced Venezuela’s “weak judicial system” and its “generally permissive and corrupt environment.” “I hereby designate Bolivia, Burma, and Venezuela as countries that have failed demonstrably during the previous 12 months to make substantial efforts to adhere to their obligations under i n t e r n a t i o n a l counternarcotics agreements,” President Barack Obama said in the White House’s 2013 report. (http://1.usa.gov/1bfkrAu) The three countries appear in the U.S. report on a list of more than 20 countries - including Afghanistan, Colombia and Mexico - that are described as “major drug transit and/ or major illicit drug producing countries.” The government of President Nicolas Maduro, who won an election in April that followed Chavez’s death from cancer, says antinarcotics cooperation has actually improved since 2005 when the U.S. drug enforcement agents were kicked out.
Nicolas Maduro Last year, Venezuelan security forces working with Colombian officers and U.S. and British intelligence agencies caught one of the most-wanted Colombian kingpins - Daniel “Crazy” Barrera - during an operation in a Venezuelan border city. In July, Spanish police arrested Brian Charrington, a Briton they described as one of Europe’s top 10 mostwanted criminals, and dismantled a transatlantic cocaine-smuggling ring after a three-year investigation with police in Venezuela and Colombia. In one possible sign of rapprochement, Venezuela’s ambassador to the Organization of American States said earlier this year that the government was considering a U.S. proposal for the return of its anti-drug agents.
LIMA (Reuters) Peruvian President Ollanta Humala’s approval rating fell in September for the seventh straight month to the lowest level of his term, amid a wave of criticism for unfulfilled promises and a perceived rise in crime, according to a poll released yesterday. The popularity of Humala, who has been in office a little over two years, slipped to 27 percent in September from 29 percent in August, pollster Ipsos said. His approval rating has plummeted 27 percentage points since March. “Just like with his predecessors, President Ollanta Humala suffers from a constant deterioration in the
approval of his administration. Similarly to prior cases, citizens complain of unfulfilled promises,” Alfredo Torres, Ipsos director, was quoted as saying in El Comercio newspaper. Humala, a former military officer who abandoned his leftist rhetoric before becoming president, has put in place a variety of social programs, but has been criticized by some detractors of not doing enough. “Citizens are demanding that the government advance more quickly and efficiently in the development of large investment projects and pay attention to the most pressing social problems, especially security,” said
Torres. The Ipsos Apoyo poll of 1,200 people has a margin of error of 2.8 percentage points.
UNITED NATIONS CMC – With an investment of US $15 billion investment over the next three years, the global community can make huge strides towards defeating HIV/AIDS, tuberculosis and malaria – saving both missions of dollars and millions of lives, according to a new report by the United Nations-backed fund to fight the pandemics. The report warns that if global funding for the three infectious diseases were to “flatline,” it would not only spark severe humanitarian consequences but would triple the US$15 billion currently needed to bring the pandemics under control to lifetime treatment costs as high as US $47 billion. This figure is spotlighted in the report, “Cost of Inaction,” by the UN-backed Global Fund to rally world leaders to do more to rein in the threat posed by HIV/ AIDS, tuberculosis and malaria during the 2014-2016
period. “There are three compelling factors that make this a unique opportunity to fight and defeat these diseases,” said Mark Dybul, executive director of the Global Fund, citing experience, new scientific tools and epidemiological understanding. “We can make a transformative difference, and if we do not act now, the costs will be staggering,” added Dybul, backing the report’s call for full replenishment of the Fund’s resources. As part of the launch of the report, Joanne Carter, executive director of RESULTS Educational Fund in the US, said the fourth replenishment of the Global Fund is very critical. “We are at the tipping point in the fight against HIV, TB and malaria and the ultimate goal we all share to defeat these three diseases is a very real possibility, besides the humanitarian and moral
case for a fully replenished fund, this report makes the undeniable value for money and economic rationale for scale-up, now,” she said. Without the required funding, 2.6 million people would be infected with HIV annually, according to the report. In addition, three million less people would be treated for TB and one million unnecessarily killed without treatment. The report also notes that the consequences for inadequate funding for malaria would be 196,000 lives lost per year and 430 million instances of people having malaria at a cost of US$20 billion in lost gross domestic product (GDP). The World Health Organization says that the Caribbean, which ranks second behind sub-Saharan Africa for HIV/AIDS infection rates, remains the leading cause of death among men and women ages 20 to 59.

Five-point plan boosts Brazil leader; social media push to come BRASILIA (Reuters) When a Brazilian newspaper reported last month that President Dilma Rousseff had gone for a nighttime spin incognito around the capital on the back of an aide’s Harley-Davidson, her favorable mentions soared on social media. It was just what Rousseff needed after a bad couple of months: She had been booed at an international soccer match and at a gathering of mayors from around the country. Worse still, her popularity tanked following massive street protests against corruption, poor public services and the high cost of living. The unexpected outburst of anger was aimed at politicians of all stripes and targeted Congress. But it also shook Rousseff ’s administration to the core and clouded the prospects for next year’s election, when she is widely expected to run for a second four-year term. A technocrat with a distaste for the gladhanding of politics, Rousseff quickly gathered her closest advisers, led by her 2010 campaign
Dilma Rousseff adviser and pollster João Santana, and drew up a plan to connect more with the public through travel and the Internet, an aide said. The president responded to the demonstrators’ main demands with a five-point plan to improve public transportation, health and education services, maintain fiscal discipline and reform Brazil’s political system to make it more accountable. The president has increased the frequency of her trips around Brazil to two or three a week to inaugurate
new schools, low-cost housing and infrastructure projects aimed at upgrading and expanding the overcrowded urban transit systems that sparked the first protests in June. “A government cannot be deaf,” Rousseff, 65, told a crowd on Wednesday in a working-class suburb of Rio de Janeiro where she announced plans to build a new metro line. Donning a hardhat and orange overalls, she visited a shipyard that is building a production and storage platform to tap Brazil’s huge offshore oil reserves, praising a law she proposed - and Congress quickly passed after the protests - to use royalties to fund education and health programs. At each stop, Rousseff starts by speaking to local radio stations, a trick borrowed from her charismatic predecessor and political mentor, Luiz Inacio Lula da Silva, who remains hugely popular almost three years after leaving office. Santana “has told her that she has to get out there and beat the bush and expose
herself to the people and explain all the good things that she has been doing,” said David Fleischer, a professor of politics at the University of Brasilia. The results are beginning to show. Rousseff’s approval rating sank from 73.7 percent before the protests to 49.3 percent in July. By last week it had climbed back to 58 percent. The bump in the polls can partly be explained by the president’s efforts to improve public services in states with a large middle class, such as Sao Paulo, Rio de Janeiro and Minas Gerais - the same states that saw the biggest protests in June. In a nod to the power of the Internet - the protests were mostly organized on social media - Rousseff is also taking her campaign to cyberspace. Presidential aides said the government plans to revamp its official www.brasil.gov.br website to make it more attractive and user-friendly, providing everything from tax
information to a winning lottery number, not just touting government deeds. Rousseff ’s Facebook page will be redesigned, and the president will take to Twitter again, having stopped after winning the 2010 election, they said. If her poll numbers keep creeping higher, political analysts say Rousseff will kick off the election year with a comfortable level of support and as odds-on favorite among a relatively weak field of potential rivals. In a recent poll, the number of respondents who said they would vote for Rousseff rose by 3 percentage points from July to 36.4 percent, while support for Aecio Neves, the likely candidate of the main opposition party, PSDB, held steady at 15.2 percent. Environmentalist Marina Silva, who placed third in 2010, was the only politician to gain ground from June’s protests because she was not identified with the political establishment. However, she
is running out of time to register her new party, called the Sustainability Network, by October 5 to be able to run for president again next year. Cristiano Noronha, a political analyst with consulting firm Arko Advice in Brasilia, said Rousseff’s opponents have failed to capitalize on the political crisis created by the street protests. Still, her reelection will hinge on what matters most, he said: economic performance. Voters will want to see inflation and unemployment kept under control. The infrastructure concessions and oil contracts to be auctioned in coming weeks will also be crucial for the government to revive investment and confidence in Brazil’s sluggish economy. A U.S. Federal Reserve decision on Wednesday to taper off monetary stimulus, which hurts emerging economies like India and Brazil, would not help the recovery Rousseff needs, Noronha said.
Continue to pray for ‘Sparrow’ – T&T Consul General NEW YORK - CMC – As the Calypso King of the World, the Mighty Sparrow, remains in a comatose state in a New York City hospital , Brooklyn Borough President, Marty Markowitz, and Trinidad and Tobago’s New York Consul General, Rudrawatee Nan Ramgoolam, have urged the public to offer prayers for the legendary calypsonian. “I pray for a speedy and full recovery for my dear friend of over 30 years,” said Markowitz, who often jokingly refers himself as a “Trini Jew from Tunapuna.”He is the true calypso king of the world, a proud son of both Grenada and Trinidad and Tobago,” he said in a statement. Markowitz also described Slinger Francisco - best known as the Mighty Sparrow, as “a storyteller extraordinaire, who has delighted audiences across the Caribbean and beyond, including Brooklyn, where he has performed on summer concert stage for 31 successive years. Ramgoolam, whose consulate general recognized Sparrow on August 30, with a
Lifetime Achievement Award, noted that it is an “exceedingly difficult time for Sparrow’s family. “Let us focus our energies on praying for both him and his family and allow the family to continue to take care of their loved one…..should there be any further developments, Richard Francisco (Sparrow’s son) has promised to inform the consulate general in New York and we, in turn, will issue an official release to reflect same.” Richard, who received the Lifetime Achievement Award, on behalf of his father told reporters that the calypso superstar “is resting comfortably, and he’s alive and well. “The family wishes to thank the public for their prayers”, he said. Last week, the family confirmed that Sparrow is in a coma in an unidentified New York hospital. Sparrow, who has been performing for more than four decades, has been having health challenges for the past three years. These include undergoing surgery in 2010 to treat an incarcerated right inguinal
Mighty Sparrow hernia that had caused him to cut short performances in Trinidad and Tobago and in the United States, because of excruciating pain while on stage. The Grenadian-born Francisco, 78, has been hospitalised for complications caused by diabetes more than once, but has continued to perform both in Trinidad and Tobago and in the US. Affectionately called “The Birdie”, Sparrow, who migrated to Trinidad and Tobago before he was a year old, was honoured by the fishing and rural community of Grand Roy, St. John’s, Grenada last year.

Mayweather was never threatened, making his Mexican foe look ordinary at times, and the announcement of CJ Ross’s drawn card was met with stunned silence. “It is about skills,” said fiveweight world champion Mayweather. “I came out and showed my skills. “I just listened to my corner, listened to my dad [Floyd Sr, who is also his trainer]. My dad had a brilliant game-plan and I went out there and got the job done.’’ “I didn’t know how to get him - it’s extremely simple,’’ said Alvarez, who was previously unbeaten in 43 fights. “We tried to catch him but he’s a great fighter, very intelligent. There was no solution for him.” With tickets at the MGM Grand changing hands for a reported $30,000 (£18,900),
Alvarez feels the weight of a Mayweather punch. (AFP Getty Images) many expected the 23-yearold champion would at least push Mayweather close. However, such was Mayweather ’s defensive mastery that it never caught fire as a contest, with Alvarez spending much of the fight either hitting arms or swinging at fresh air. The first round, which Mayweather won courtesy of little more than a couple of snappy jabs, was a sign of things to come, with the second panning out in much the same fashion. When Alvarez tried to apply some educated pressure in the fourth, Mayweather made the most of the openings,
getting through with some typically incisive combinations. Alvarez turned to rough-house tactics in the sixth but, as Britain’s Ricky Hatton learned when he was beaten by Mayweather in 2007, the American is equally adept on the inside. Mayweather got through with a vicious uppercut in the seventh, by which time Alvarez looked for all the world like a beaten man. The Mexican might have nicked rounds eight, nine and 10 as Mayweather took a breather but the American was back on his toes down the stretch, easily getting the better of the final two rounds. Despite witnessing another Mayweather masterclass, Ross
- who courted controversy by awarding Timothy Bradley a victory over Manny Pacquiao last year - somehow thought Alvarez had done enough to earn a draw. But sanity prevailed, meaning the Mayweather gravy train rumbles on - he has four fights remaining on the reported $200m contract he signed with American network Showtime in February. Mayweather has now made $73m (£46m) for two fights in 2013 - he easily beat fellow American Robert Guerrero in May - making him the highestpaid athlete in the world for the second successive year. On the MGM Grand undercard, Danny Garcia, who knocked out Britain’sAmir Khan in 2012, was awarded a splitdecision victory over Argentina’s Lucas Matthysse. Big-hitting Matthysse was the favourite to take Garcia’s WBC and WBA lightwelterweight belts but was outboxed by his American opponent. Former British lightwelterweight champion Ashley Theophane was also beaten on a split decision in his first fight under Mayweather’s promotional umbrella. The 33-year-old Londoner put up a good show against experienced Mexican Pablo Cesar Cano but was ultimately outclassed.
