Cash strapped City Council still in wasteful expenditure mode DEAR EDITOR, The economic slowdown in the country has impacted every entity in Guyana causing most businesses to make tough but necessary personnel decisions in all of their operations including layoffs and redundancies. Is it not time for the bankrupt Georgetown Municipality to do the same and consider reducing overtime; hiring freezes; salary freezes; downsizing and layoffs; salary reductions; furloughs; temporary shutdowns of some of its sections; worksharing arrangements; shortened work weeks or workdays; and eliminating training programs, especially overseas ones?. A visit to any of Council’s offices, one would see sections such as the Public Relations Section that has a large strength of cameramen, administrative and support staff, who idle all day long or the Internal Audit Department with many persons just twid-

dling their thumbs as they say. Let us face it, why does a purportedly cash strapped municipality that is doing nothing positive for the citizens, need a public relations department? To write an occasional letter to the press and to host an insipid weekly television programme? The citizens don’t need a green washing tool, to just carry out acts of window dressing, they need a clean and healthy city. And having a large audit department in a municipality that has not had its accounts audited, qualified or presented to the citizenry for decades, is nothing short of a sick joke. Maybe these staff members of the Audit Department should be reclassified and sent after delinquent ratepayers. Rather than crying out each day and harassing persons each day for more revenue the Council needs to simply cut its expenditure. Mateo Phelepe

This is Guyana where you can’t get redress DEAR EDITOR, Thanks for carrying my letter, “Harassment, abuse, and intimidation; the Guyana Experience,” about state service in the interior I would be grateful for this final letter here which concludes my description of my experience. Corruption runs rampant. The current economic downturn does not help. Money talks! Civil servants find it extremely difficult to make ends meet. Salaries are meager. Needs and wants are confused with what is broadcasted on the local airwaves. People hunger for the decadent American culture splayed in grainy images across their television screens. It is this hunger that propels them to wanting the latest, the best and to be seen as being upwardly mobile. It comes with a price. Without an income to support the lifestyle, corruption burgeons and remains endemic in the cultural mindset. It continues to flourish un-

GAWU has failed to provide suggestions for saving... From page 4 will not’ subscribe to the betrayals of our membership’. This type of rhetoric by GAWU has created and sustained an atmosphere of hostility between the workers and the management of Guysuco. It has forced the previous Government to continue to

waste subsidies with no solution in sight and has forced this Government to do so until now but this simply cannot continue and GAWU knows this fully well. Let Narine and his Union provide the solutions rather than just interested in keeping their livelihood intact.

They have already ‘betrayed’ their membership by not being open and honest with them. Gobin Harbhajan Regional Democratic Council – APNU+AFC Former Board of Director Skeldon Electricity Inc. (SEI)

abated. Corruption thrives upon corruption across all sectors of the society. Sister Nazmoon, the widow of Brother Tullu, Grandma’s murdered cousin, had granted permission to the original contractor to stockpile material on the property. She is a kind and gentle soul but not wise to the ways of the world. Her husband’s cold blooded death by shooting remains unsolved. Her naïveté has led to the property still being occupied and stockpiled with granite blocks almost two years after she made that innocent decision. The NDC is the new age equivalent of what was the Local District Council. Earlier this year, in February, I made some enquiries and was told that a certain man was in charge of the sea defence project at Maida. He would therefore know of the circumstances of the stockpiling of the material on the property. That initial meeting and discussion was very amenable. Aside from establishing the usual “ya who papa Pickney” and reacquainting ourselves, he gave assurances that the material would be moved and that the property will be filled, graded and restored to better than it was originally found. With not much to do except to eke out a subsistence existence, one of the favourite preoccupations of the locals is “minding peoples’ business”.

The privatization of GuySuco should start immediately DEAR EDITOR, I wish to agree with what letter writer Gobin Harbhajan wrote in the media recently. The privatization of Guysuco should no longer be delayed or even debated. This industry has been made into a ‘political football’ even before nationalization and should now be fully divested. The Government should now be seeking concrete proposals from prospective investors to do a proper evaluation and find the right buyer. It is a waste of money to be fiddling further and set up committees to do any further evaluation. Gobin Harbhajan’s comprehensive article in the media has made it conclusive that the Government should be committed to the recommendations of the COI. I am in total agreement that the Skeldon Estate should be used as a pilot project in this drive towards full privatization of Guysuco at a later date. This Government has waited too long to start this process and this will result in creating more fears and a depressive atmosphere in the

country. This is being used by the Opposition to portray this Government in a negative light to the people, especially to Guysuco workers. They have been peddling the propaganda about closures and this has become credible since this Government made a gigantic blunder with the Wales Estate. As Harbhajan pointed out in his letter, this should never have happened. The Opposition has also dubbed the merging of Rose Hall and Albion Estates as a ‘closure’ and has been pounding this into the psyche of the Berbicians. Again this could have been avoided if Rose Hall was set to be privatized. Also the situation now with Rose Hall Estate is a disgrace and a myopic move by this Government. The operational factory is being ‘cannibalized’ at a fast rate. Parts are being shuttled to Albion Estate factory which means that very soon that Estate’s factory will be completely destroyed. Why destroy a factory that was producing sugar efficiently? If the Rose Hall Estate

was privatized, it would have been sold as a going concern and would have garnered a good and lucrative bargain and the monies so obtained could have been utilized to effect repairs and improvements at the other estates. Therefore, this Government should cease to make such huge blunders. The only question that should now be addressed is finding the best candidate for the Skeldon Estate’s privatization. The Government should not retain any shares in the Estate, since the ‘political leash’ will still be there. We need to cut this off completely and abort the cronyism, corruption and mismanagement.

I also fully agreed with Harbhajan that local investors should be given a preference to foreign investors since there are reputable Companies who have the finance and the expertise to transform Skeldon Estate into a profitable venture, maintain the labor force and ensure that the scarce US dollars remain at home. This will not only stabilize the US rate of exchange but will invigorate the economy of Region 6. The Go v e r n m e n t needs to be open and decisive and remove the ins e c u r i t i e s b e i n g experienced currently. The privatization of Guysuco should begin now. Muhammad Mustapha

Nothing happens without it being bought lock, stock and barrel by inquisitive men and nosy housewives. News (real or figments of the imagination), are peddled for measly profits .... tidbits of more gossip and rumours. Innocuous minutiae become big news within seconds of occurrence. The rumour in the district is that sometime after the transition to the current Administration, the original contractor for the sea defence remedial work at Maida, lost part of the contract. His material still sits on the affected property.Anew contracting firm is currently responsible for the sea defence. The firm has trespassed upon private property. The company has stockpiled material and equipment on said property without authorization or permission. When asked to remove his material and equipment and pay restitution for his illegal occupancy and use of the property, the firm has accused me of stealing the battery of its earth moving equipment. It filed a false report with the Police at Whim and used the arm

of the law to bully, harass and intimidate. Little did he know that first hand accounts exist that point back at it. These accounts support the fact that it had willfully in a spate of malice and spite filed a nefarious and false report with the police. When the police came for the third time on Friday, armed to the teeth and with firm officials in tow, I was not home. They left a message that I must go down to the Whim Police Station. I did so a couple hours later in the company of a brilliant local news reporter and with evidence in hand. The chief inspector, Mr Simons listened to what I had to say and was presented with the evidence. Partway through, he saw enough. The least I’d hope for is a charge of public mischief against the firm and an apology. I would not hold my breath. After all this is Guyana! Men like these are best left to their own devices, sooner or later, they earn what their hands have wrought. Jay Mobeen

Time for leadership changes in the PPP DEAR EDITOR, After the defeat at the 2015 General Elections the important thing for the PPP to do was to hold itself together. Now that this has been successfully achieved the next step is for the PPP to regenerate itself by the infusion of new blood into its Leadership. Clearly for this to happen Bharrat Jagdeo and Donald Ramotar needs to gracefully bow out from the PPP. It is my belief that Bharrat Jagdeo is telling his supporters, and those closest to him, not to listen to his detractors because they have been influenced by the propaganda of the APNU+AFC Government. He is yet to answer the question as to why the PPP/ C lost the May 2015 General

Elections in Guyana. Was it because of propaganda by the APNU+AFC Coalition? Was it a case of dissatisfaction with the PPP/ C? Or, was it a combination of both? It is not about winning elections; it is also about how you govern. Clearly the majority of the electorate has rejected the PPP/C because of Bharrat Jagdeo and Donald Ramotar governance. It is time for the PPP to elect new leadership before the 2020 General Elections. Sean Ori

British Government fails to pay Caribbean nationals their pension DEAR EDITOR, According to the latest available figures, there are 32,710 people living in 16 Caribbean countries entitled to a British Government pension. Most of these people are Caribbean nationals yet 25% of them are cheated out of part of their pension every year by the British Government. The British Government misuses a piece of outdated legislation to save the British Exchequer millions of pounds each year by failing to meet its commitment to pay pensions to Caribbean nationals who have paid exactly the same as everyone else for their pension. It is simple and straight forward discrimination. The U.K. Government claims that anyone leaving the U.K. for a country with which there is no reciprocal agreement will have their pension frozen at the time of leaving and will not receive annual increases. This is an abuse of legislation which was designed to protect pensioners not to penalize them.

More puzzling is that if you move to one of the British dependent territories such as Montserrat, Anguilla, the Cayman Islands, the Turks & Caicos or the BVI, you still have your pension frozen. How can the U.K. Government have a reciprocal agreement with a territory over which it has overall control? About 60% of British Caribbean pensioners live in Jamaica and about 15% in Barbados and they have their pensions up-rated every year, but if you are unlucky enough to have moved to one of the dependent territories listed above or to Dominica, Grenada, St Kitts-Nevis, St Lucia, St Vincent, Antigua, Trinidad or Guyana then the British Government cheat you out of part of your pension each year. However, if you live in the USVI or Guadeloupe or St Maarten, St Barts or Martinique, never British territories, or in Jamaica and Barbados, you do get your pension increased each year. How fair is that? Worldwide, the British

Government annually cheats 550,000 pensioners out of part of their pension, mostly in Australia and Canada but not in the United States. Of around 200 countries, 150 are discriminated against by the U.K. Government. In 2006 an organisation called the International Consortium of British Pensioners (ICBP) comprising other groups around the world but particularly those in Australia and Canada, was founded to fight the British Government. Recently, the ICBP invited the Caribbean to set up its own organisation - the British Caribbean Pensioners Association (BCPA) - to assist in the fight for the rights of British Caribbean pensioners. At present, there is an Early Day Motion being presented to the U.K. Parliament to correct the injustice but it needs support from U.K. MPs. Anyone with a frozen British pension should write to the MP where they last lived in the U.K. and urge them to support EDM 159 details can bee seen at https:/

/www.parliament.uk/edm/ 2017-19/159. To get the e-mail address of any U.K. MP for any constituency go to http:/ /www.parliament.uk/mpslords-and-offices/mps/ Also, lobby your MP in your own country to get your Government to bring pressure to bear on the U.K. Government to end this discrimination. There have been suggestions that the U.K. should be suspended from the Commonwealth until it introduces equal treatment for all its pensioners as its discrimination is contrary to Commonwealth principles. At the end of October a group of representatives, including one from the Caribbean, is travelling to the U.K. to meet with MPs to press for a correction to this massive injustice. The more support from British Caribbean pensioners, the greater the pressure which can be brought to bear on the U.K. Government. A customer of GPL is crying about unfair disconnection DEAR EDITOR, I, Lewis A. Robinson, of 145 Lamaha Street, N/Town, Georgetown, had two (2) meters installed at the above address by GPL. The meter numbers: (a) IT0015571 (b) IT0015566.The date of installation: 20/6/2017. On 7/8/2017 two technicians from GPL called me and told me, they would like to change the meters, they are in front of the building. I told them I was out conducting business and would be back in a short while. They

told me they would wait, so I hurried back so that they can do their job. When I got back to the technicians they told me they had an order concerning 2 meters from their supervisor. I opened the gate and they changed the meters. Order # 99524 states that meter # IT0015571 must be replaced by meter # IT0003540. Order #99525 states that meter # IT0015566 must be replaced by meter # IT0003474. On closer observation of the order I found that the meters the supervisor gave

them to replace the existing meters with were the same type of meter and had the same ratings. So I asked for the name of the supervisor that gave them the order and the meters and was told it was a Mr Persaud. The following morning two technicians came about 8:15 and requested permission to come on to the property to replace the two meters they installed the afternoon before. That did not sound right to me. I asked them to speak with their supervisor; they told me he was on his way. When he arrived he could not explain why he had to have the meter changed and to which type, so I told him I have to go and call the office before we do anything else. I left to get my phone and call

the office. On my return I heard Mr Watson directing one of the technicians to disconnect the power to the building from the street. I have called Mr. Watson’s office 225-5218 on numerous occasions and am always told that Mr. Watson will not speak with me because he does not speak with customers. Can you please get Mr. Watson to answer the concerns that I have. (1) Why did he disconnect the power to my building without proper notification? (2) Is this situation a case of incompetence or is this standard operating policy of GPL? (3) Am I being made a victim state incompetence? (4) When will power be restored? (5) Are you prepared to compensate me for the time I am without power or without notification as to the reason I am without power. I would like Mr. Watson to know it is weeks now since I have no power or an official notification as to why I am without power. I think it is but fair if not standard operating practice that Mr. Watson address my concerns since he is the head of metering and he was not at site the day the service was interrupted. Lewis A. Robinson

The minimum wage in Guyana is an unlivable one DEAR EDITOR, The income gap in Guyana must be a matter of concern to policy makers. It is difficult to understand how someone could exist in Guyana on a minimum wage of $50,000 a month or the equivalent of just over US$200.00. The minimum wage in the private sector is significantly lower especially those who are employed in the security and commercial sectors as guards and store attendants. The fact is that regardless of one station in life, there are certain minimum requirements that must be met if people are to satisfy their basic needs such as food, housing and clothing. To this must be added the need for some form of entertainment. Human beings are culture bearing animals and there is also that need to satisfy cultural predispositions. The point I an seeking to establish is that it is not possible for anyone to satisfy at the minimal level the full extent of human needs at the current income levels. This is a structural problem which has to do primarily with a capitalistic mode of production and distribution in which profits are placed ahead of people and their cultural and material needs. Something must be fundamentally wrong with a reward system in which nearly half of the world’s population is condemned to an income of less than $US 3.00 per day. I believe that it is not the

lack of resources that is responsible for the pervasive poverty level in the world but rather the manner of expropriation in which capital is disproportionately rewarded at the expense of labour. There is need for a new global architecture in which more is allocated to the satisfaction of the material and cultural needs of the labouring class and less to the military and weapons of mass destruction. The savings which accrue from such unnecessary spending could go a far way in alleviating poverty levels and provide a much better quality of life for the deprived many. I believe that no one ought to be deprived an opportunity to succeed in life because of a lack of money. The state has a responsibility to ensure that every individual is provided with an opportunity to grow and develop to the full limit of their potential and not on the basis of the size of their purse. Sadly, this is not the case for the vast majority of the world’s population. This is why the call for a New Global Human Order as envisaged by the late Dr. Cheddi Jagan has resonated so well with people all across the globe. It is for the Government of Guyana to intensify efforts at the United Nations to push ahead with its implementation following its adoption by the UN General Assembly a few years ago. Hydar Ally

The laws of Adolph Hitler and family property dispute in Guyana DEAR EDITOR, I read a recent letter about a family dispute regarding a property matter. The letter mentioned something about “the laws of Hitler’s Germany not being fair or predictable”. One valid viewpoint, no doubt. However, in the 1950s, I worked alongside a German colleague, married to an Englishman, and she had a different point of view. Once, when discussing and trying to analyse the British class system, she mentioned that at one time Germany had a similar system and when Hitler came to power “he stamped it all out”. I questioned her about his attitude towards the Jewish minority. She told me that group had the habit of “keeping their money to themselves”, not sharing it with other communities. The leader warned them to stop this habit. They continued. He took action. The rest is history. Many years later, I learnt

from a radio discussion, that the Jewish community aimed to circulate money therein at least 12 times, before letting it go! I gathered later on that Idi Amin in Africa faced a similar situation with a different racial community. He dealt with it in his own way. Intriguingly, both expelled groups subsequently made great strides elsewhere. Every tale has at least two sides. I well remember on my visit to the Holy Land in the mid-1990s, during the week of Yom Kippur, when, for a whole day, many of the local eateries were closed, we tourists were very hungry, but were steered clear of the Christian cafes or even their mobile hand carts or head trays - hurried along past them and warned about being left behind! Politics and Religion are twin blocks, based on selfishness. I remain resolutely neutral in both areas - but comfortable with that. Geralda Dennnison.

The WPA has served its purpose The WPA is politically blind. It is not seeing clearly the political smoke-signals which are emerging from within the government and which are indicating the marginalization of the nonPNCR parties in the coalition government. The Ministry of Education, which then has responsibility for youth and culture, was handed to the Dr. Rupert Roopnaraine of the Working People’s Alliance. That Ministry was about to implement a major internationally funded programme when the decision was taken to remove the minister and elevate the junior Minister to assume responsibility for the Ministry at the same time that the Ministry of the Presidency took control of the reform process. At the same time, a second PNCR Minister assumed responsibility for youth and culture which now falls the Ministry of the Presidency. The Ministry of the Presidency has already carved out the immigration duties from the public security portfolio and handed it to a PNCR person. Raphael Trotman was relieved of the environmental portfolio which now falls under the Ministry of the Presidency. And now that the British have produced their Magnus Opus on the security sector, it seems only obvious that this too will be taken away from the Minister of Public Security. The writing is on the wall for the WPA. Burnham had no use for the United Force in the middle of his first term. By 1966, differences had begun

to emerge. By 1968, Burnham decided that he was no longer going to have anything to do with coalitions. The present group of Burnhamites is more refined. They also need the other coalition parties to win political power. But the PNCR has never been comfortable with anything other than total control. It cannot operate any other way. It has slowly been cutting the ground from under the feet of its coalition parties. The WPA is being used as window dressing by the PNCR. The PNCR has no uses for the WPA leaders, except Dr. Rupert Roopnaraine. Having a high profile East Indian and one from the party which accused the PNC of killing its co-leader Walter Rodney, was a means of showing the world that the PNCR is not like the old PNC. Roopnaraine brought a certain credibility to the APNU. The PNCR is interested in having Roopnaraine and not any other WPA leader. This is why when Dr. Roopnaraine submitted his resignation recently after meeting with the WPA, he was asked to withdraw it, which he did, after meeting with the President. Is the WPA blind? The PPP had, just before it demitted office, appointed a National Economic Council to be headed by former President Bharrat Jagdeo. The coalition government when it took office announced the establishment of a similar body which would have included Drs. Clive Thomas and Maurice Odle. Nothing has been heard of this body.

Be wary of accepting cheap handouts from multinational companies- Economist, Dr. Hosein - Says government should insist on CSRs that transform It was just a form of window dressing even though some economic commentators are firm in their conviction that if there is any Minister who needs help at this time it is the Minister of Finance. The WPA gambled its credibility by joining with the parties which constitute the APNU. The WPA must have felt betrayed that the Commission of Inquiry into the death of its co-leader, Walter Rodney, was short-circuited by the very government of which it is part. The PNCR had voted in support of a motion in the National Assembly calling for an investigation into the death of Rodney. The WPA must have been shocked that the PNCR turned around and, without involving the WPA in its decision, aborted the COI. The WPA has never explained whether its representative in government protested that decision within Cabinet. It has never said whether that decision was discussed by Cabinet. The WPA must ask itself, if after a few months ago, it protested about lack of consultations within APNU, whether anything has changed. Nothing has changed and nothing will change. The WPA does not have the political numbers of be treated with any seriousness. And judging from the way the AFC is being treated also, it soon may also join the WPA as doormats of the PNCR.

Some may want to say that his warning may have come a little too late. Nevertheless, Trinidadian Economist, Dr Roger Hosein, has warned the government to cut its eye on the “bright and shiny” treats that may be offered by multi-national corporations as their Corporate Social Responsibility (CSR.) Already, Guyana has witnessed the government asking an oil giant like ExxonMobil to erect a fountain in the Botanical Gardens. The government was quite content with this initiative. However, Dr. Hosein is advocating for Guyana to demand more meaningful forms of CSRs that will bode well for Guyana’s developmental trajectory. The economist, at a recent lecture facilitated by the Guyana Oil and Gas Association (GOGA), lamented the fact that CSR fail in many petroleum based countries as firms tend to emphasize quick fixes. He said that politicians and influential persons in civil society should not be suaded by token handouts

Trinidadian Economist, Dr. Roger Hosein from multi-national companies. He said, “Do not practise taking hampers for Christmas as a substitute for school bags for kids. Do not practise taking funding for a carnival pageant or a carnival costume at the sacrifice of school books or funding libraries.” Dr. Hosein stressed, “Do

not engage those easy quick win practices as they do not give long- term sustainable benefits.” He said that the true acid test of a production function maintaining long term viability is when “you change one of the factor inputs in the production function, in this case Continued on page 23

=== The Freddie Kissoon column ===

All free-spirited humans should condemn this cricketer Did you see the cricket match between the St. Kitts and Nevis Patriots and the Barbados Tridents on Sunday night? If you did, what do you make of what the Barbados captain, Kieron Pollard did? Humans should never stoop to such mean-spirited levels. Pollard was never on my list of a hundred cricketers I admire for open-mindedness in sports and after last Sunday, he would never get my admiration. The performance of the opening batsman for the Patriots, Evin Lewis, effected one of the greatest acts in cricket you could ever see.

Patriots needed one run to win and Evans, who was facing the bowling, needed three runs to achieve one of the most brilliant and phenomenal centuries in all T20 cricket. His 97 came off of 31 balls. Had he hit that ball for three runs or more, it would have been one of the most remarkable achievements you would have ever seen from a batsman; it contained eleven sixes. He would have become number two, after Chris Gayle, in terms of the fastest century in the history of T20 cricket anywhere. Needing just one run to win, Pollard bowled a no-ball,

by stepping over the crease and bowling the ball way above waist height, which meant the game had come to an end, since a no-ball is given as a run and that gave the Patriots victory. The commentators didn’t hide their displeasure. One of them was subtle in his comments. He said Pollard hardly ever bowls a no-ball. What made you think it was deliberate was because he bowled a double whammy. He stepped over the crease and sent the ball above the head of the batsman. Pollard was smart. If the umpire did not call the no-ball for over-stepping, he still had to because

Pollard sent the ball way above Lewis’ head, making sure the umpire saw the noball from that other angle. And making sure the ball was out of the reach of Lewis. Ian Bishop, interviewing Lewis asked him how he felt at not making the century. The batsman said it hurt. The cricket site, ESPNcricinfo, put it this way; “It may be the one record that wasn’t set which ended the game on a sour note. Lewis was on 97 off 31 balls when he took strike at the start of the eighth over on strike, with the scores level. Needing a boundary to record the fastest hundred in CPL history and the second fastest in all T20 cricket, he was denied the opportunity to do so. Kieron Pollard reprised the infamous delivery sent down by Suraj Randiv to Virender Sehwag in an ODI between Sri Lanka and India in 2010.” It is my unshakeable belief that Pollard did what he did intentionally. I am not a frenetic lover of sports. I take

a layman’s interest mostly in cricket (I hate boxing and think it should be banned; it is a throwback to Roman gladiatorial violence among slaves). But what Pollard did I found disgusting, though I am not surprised. Humans never fail to behave like lower animals. If this man could behave like this in a game of cricket, what would he do in more important endeavours in life? There are frightening dimensions to Pollard’s action. The win by the Patriots holds no value for Pollard. His team had already lost and was out of the competition, so denying Lewis his victory had no importance for Barbados. Why then deny the man his glory? Secondly, if Lewis had achieved his landmark, history would have been created, because his century would have been the fastest in the history of the Caribbean Premier League (CPL). Now things have to be contextualized here. You can deny a player of any kind of sports a piece of history if it means that your team has a

Frederick Kissoon chance of winning. If Lewis was on 99 and Barbados could still win if Lewis got out, then logically Pollard should deny him that one run. Cricket has seen that scenario before. Don Bradman needed 4 runs to end his career at an average of 100. He was out for duck. The game was in a competitive state so there was no reason to give Bradman the four. This wasn’t the case with Barbados versus St. Kitts and Nevis last Sunday. Pollard should not have denied the man his place in history. I think Pollard deserves our condemnation. He played the game in a mean-spirited way. This is not the way sports should be carried on in the field of play. Once he leads Barbados in the CPL, I will neither watch nor support Barbados.

MTV carrying out tests transmissions

The Eccles-based studios of MTV 14/Cable 65 were expected to start test transmissions last evening, after successfully erecting a temporary tower again. In the meantime, police are continuing their search for the perpetuators who on Saturday, under the cover of darkness, used a nipper to cut one of the guide lines of the tower. The severing of the guide lines caused the tower to topple, disrupting the transmissions of the station. According to General Manager, Raymond Singh, workers yesterday managed to erect sections of the fallen tower but for the time being, the broadcasts will not be up to full strength. “We are working hard to be and running again as normal and our boys have

done well. The police are continuing their investigations. MTV’s directors have offered a $1M reward for apprehension of the culprits. The station has provided telephone numbers- 691-8299 and 265-7388 at Providence Police Station where tips can be made. MTV’s management is convinced that the incident was sabotage as a nipper was found attached to the cut guide line. Investigators were working over the weekend to identify the fingerprints on the nipper. The incident occurred in the wee hours of Saturday morning. Singh said that shortly after midnight he received a call that the antenna had come crashing down. He arrived to

see pieces of the tower on the guard hut and a shed in the neighbouring compound that houses a printery. There was damage to the roof of the studio. Singh has declined to name anyone that he suspects could be involved. “It is too early. The police are doing their investigations.” According to Paul ‘DJ Stress’ Bonar, he was in the Eccles studio, and had just finished a cricket show when the incident occurred. “We were watching CPL replay from the Thursday night game and the screen went blue and there was a loud noise. I knew that something happened.” Bonar said that on rushing outside, they saw parts of the tower lying in the compound. The tower, with one of its

anchoring cables cut, was ripped from its base. The station said that it was badly affected. “Unfortunately, all programmes, advertisements and great entertainment including MTV’s News Update and Death Announcements etc. will not be aired until further notice. We humbly ask our advertisers, producers and viewers to remain steadfast, as we seek to address this issue.” MTV was previously controlled by former Natural Resources Minister, Robert Persaud and his wife, Kamini. They have since parted company with the station.

Works underway to repower highway residents after freak storm

Part of the storm damage on Sunday.

The Guyana Power and Light Inc. (GPL) said it was expected to repower the several areas along the Soesdyke/Linden highway last evening, following Sunday’s freak storm. Maintenance crews were in the area yesterday working. “At approximately 13:00hrs yesterday, a freak storm in the vicinity of Splashmin’s Resort on the Soesdyke/Linden Highway resulted in dislocation of seven poles belonging to the Guyana Power and Light (GPL), partially due to uprooted trees falling on the line. The supply of electricity to customers in surrounding communities was consequently interrupted.” GPL said that work is in the final stages of completion and that power was expected to be restored last evening. Several trees were uprooted and vehicles damaged in the park from the storm.

The trial of Nizam Hassan and Felecia De SouzaMadramootoo who are accused of conspiring with others to approve payments for low-standard works on the Guyana Marketing Corporation (GMC) building, is winding down. Five more witnesses are scheduled to testify for the prosecution. It is alleged that between October 28, 2010 and April 25, 2012 Hassan, the former General Manager at GMC, and De Souza-Madramootoo conspired with each other to continuously approve payments which were made to contractor of Constantine Engineering and Construction Services Limited, Trinidad and Tobago, for works that were incompetently and incorrectly done with inferior materials to rehabilitate the GMC building; knowing that such works should not have been approved. Hassan of Good Hope, East Coast Demerara, and De Souza-Madramootoo of Lusignan, East Coast

Demerara have both pleaded not guilty to the charge. They are each released on $250,000 bail with instructions to report to the Special Organized Crime Unit (SOCU) until the determination of the matter. They are being represented by Attorneys-atLaw Marcell Babb and Glenn Hanoman respectively. Nevertheless, this trial continues tomorrow afternoon. Charges were recommended against Hassan and the other persons after the Special Organized Crime Unit (SOCU) completed its report into the investigations of the multimillion dollar construction of the GMC office building. A forensic audit report submitted last year April by auditor, Saykar Boodhoo, flagged the construction, citing several worrying things at GMC, an agency of the Ministry of Agriculture. of the report were serious enough to warrant a deeper investigation into, not only the construction of the building, but also into the handling of hundreds of millions of dollars of fertilizers. According to government sources, investigations found the principals of the contracting company are close relatives of the engineer. Investigators reportedly also found that Hanniel Madramootoo, who was assigned to oversee the project, allegedly used a family member to conduct transactions at the Tender Board relating to the project. The forensic audit which triggered the recommendations for the charges would tell a worrying tale of how things were at GMC between January 1, 2012 and May 31, 2015, the time under review. With regards to the construction of the building, in 2011 a contract was awarded to Constantine Engineering and Construction Services to build a new head office for GMC and the Guyana Shop, which it runs. A contract in the amount of $23.96M was awarded by the National Procurement and Tender Administration Board (NPTAB). However, the auditor could not review the bidding documents as NPTAB could not find any information that it was involved in the tender process even though the contract indicated otherwise.

Batavia kicks off Heritage Month celebrations

The pageant participants. Indigenous Month was officially launched in the Lower Mazaruni sub region with Batavia’s Heritage Day celebrations on Sunday. Residents from Bartica and surrounding communities converged at Batavia’s Arian Island located in the Lower Cuyuni River, Region Seven to celebrate with the Batavia community. Toshao Eyon Boyal said that Batavia is a leader in heritage celebrations with its first ever Heritage Day dating back to the early 90s. “Batavia has

always maintained a rich cultural environment,” Boyal said as he launched the day’s festivities. Boyal charged the indigenous people to preserve their heritage beyond the celebration of Heritage Month. “Continue to be the proud indigenous persons you are and let us continue to empower ourselves,” he said. Also making briefs remarks was Region Seven Chairman, Gordon Bradford, who encouraged indigenous residents to work together for

He said, “It will not help rural schools in Guyana pro-

duce students with five ‘O’ levels and to move on to different skills.” He said that Guyana will do well to aim for sound, solid intervention from a human capital perspective. Dr. Hosein said that human capital should be emphasized at every stage of Guyana’s development as it is the engine for economic transformation in small economies. Recently, Guyana benefitted from several arches erected by private companies upon the request of government. Little is known about any requests by the government for those companies to put their monies towards initiatives that will realize long term developmental gains.

There are more than 20,000 applications pending at the CH&PA, with Government announcing plans to build duplexes and apartments for low income families in the short term.

Large swaths of lands behind Republic Park and Providence have been sold under questionable circumstances to several private developers who were looking to cash in on the booming housing drive between 2010 and 2014. CH&PA has been promising to go after the private developers for breaching their conditions, including the building of infrastructure like drains and roads.

Heavy wind and rains delayed the start of the heritage celebration but did not stop the flow of visitors to the island, who indulged in the various indigenous food, like tuma pot and various wild meats, as well as piwari and fly, as they waited out the bad the weather. When the skies cleared in the afternoon, patrons participated in piwari drinking and tocuma worm eating contests. The highlight of the heritage celebration was the Batavia junior heritage pageant. Seven young ladies vied for the junior heritage pageant crown. The contestants displayed their cultural dress and talent while their various platforms tackled serious social issues affecting their community like the school dropout rate and preserving their culture. The pageant was interspersed with cultural dances from the Batavia Culture Group. As dusk fell on Arian Island, young Novita Pawelae was crowned Junior Ms Batavia.

Kenyan election commission sets Oct. 17 as date for new vote NAIROBI (Reuters) Kenya’s election commission yesterday set Oct. 17 as the date for a new vote ordered by the Supreme Court when it annulled an August poll won by President Uhuru Kenyatta. The election will feature Kenyatta who is running for a second term and opposition leader Raila Odinga, the commission said. A presidential spokesman said the government will not replace the election board ahead of the election, setting up a potential showdown between the government and the opposition. Kenyatta won the Aug. 8 vote by 1.4 million votes. The court on Friday said the election commission had not followed proper procedures and ordered it to hold a new vote within 60 days. It did not stipulate any personnel changes. The decision shocked some in Kenya and was seen by many as a step forward

for democracy in the country because it appeared to set an example of judicial independence. Odinga, who lost the two previous elections, welcomed the judgment and called for senior officials at the election board to resign and face possible prosecution. Spokesmen for Kenyatta and the election board rejected a change to the entire board. “The Supreme Court gave clear guidance on who will hold the repeat election. You cannot accept one half of the verdict of the Supreme Court and not the other,” said presidential spokesman Manoah Esipisu. Andrew Limo, a spokesman for the electoral board, said the situation was complicated by the fact that the court would not release its full verdict until Sept. 21. Judges read short remarks criticizing the process but did not go into detail, saying they needed more time to consider more than 80,000 pages sub-

mitted as evidence. “If you want to punish people, you must have a basis for it. But the only basis is

the full judgment of the Supreme Court, which will not be out until 21 days,” Limo said.

“Otherwise the commission could get into a position of defending itself in court from people who were dis-

missed.” Odinga’s spokesman was not immediately available to comment.

Jamaica govt. to provide $$M for Caribbean islands, Florida brace for fierce Hurricane Irma new initiatives to deal with crime

Hurricane advisories have been issued for territories that dot the West Indies, including parts of the Leeward Islands, the British and U.S. Virgin Islands and Puerto Rico (Reuters) - Hurricane Irma, barreling towards the Caribbean, has been upgraded to a powerful Category 4, as islands in its path brace themselves for the dangerous storm's arrival. Hurricane advisories have been issued for territories that dot the West Indies, including parts of the Leeward Islands, the British and U.S. Virgin Islands and Puerto Rico in preparation for the intensifying storm that could pummel the area with life-threatening wind, storm surges and torrential rain by this evening, according to the U.S. National Hurricane Center (NHC). A Category 4 hurricane on the five-step SaffirSimpson scale means sustained winds of 130-156 miles per hour (209-251 kph) with "catastrophic" outcomes, including uprooted trees and downed power lines, water and

electricity outages, and significant property damage causing uninhabitable conditions, according to the Miami-based hurricane center. Irma, now packing 130 mph (215 kph) winds, also threatens Florida and the U.S. East Coast, said the NHC, which cautioned that it was still too early to forecast the storm's exact path or what effects it might have on the continental United States. "There is an increasing chance of seeing some impacts from Irma in the Florida Peninsula and the Florida Keys later this week and this weekend. In addition, rough surf and dangerous marine conditions will begin to affect the southeastern U.S. coast by later this week," the center said. Irma will be the second powerful hurricane to thrash the United States and its territories in as many

weeks. Residents in Texas and Louisiana are still reeling from the catastrophic effects of the deadly Hurricane Harvey, which struck Texas as a Category 4 hurricane on Aug. 25 and dumped several feet (meters) of rain, destroying thousands of homes and businesses. Irma is forecast to strengthen over the next 48 hours and could "directly affect Hispaniola, the Turks and Caicos, the Bahamas, and Cuba as a dangerous major hurricane later this week," the NHC said. In preparation for the storm, the economically struggling Puerto Rico government yesterday declared a state of emergency and activated the National Guard. "Despite the economic challenges Puerto Rico is facing, the approved budget has $15 million for the emergency fund," Governor Ricardo Rosselló said in a statement.

Barbados imposes ban on importation of drones until 2018 BRIDGETOWN, Barbados (CMC) – Barbados yesterday announced a continued ban on the importation of Remotely Piloted Aircraft Systems (RPAS), also known as Unmanned Aircraft Systems (UAS) or drones, until March 31, next year. In a brief statement, the authorities said a temporary exemption will be considered on a case by case basis for drones which are imported and exported

immediately after usage. “Over the years, a significant number of RPAS for commercial and recreational use have been allowed entry into the country. This has contributed to the unregulated increased usage of drones and the inability of the regulatory authorities to ascertain the total in operation. “Concerns have been raised here and internationally about the

potential for their misuse and the risks posed to safety, security and privacy by their unregulated use,” the government statement noted. It said this prohibition on drones, which took effect on April 1, 2016, was implemented to allow the authorities to complete a legal framework, which is now at an advanced stage, to govern the use of these devices and determine the number in operation in Barbados.

KINGSTON, Jamaica (CMC) – The Jamaica government says it is providing J$100 million (One Jamaica dollar =US$0.008 cents) towards a fund for that will reward persons providing information to the authorities leading to the recovery of illegal guns, ammunition and explosives. Prime Minister Andrew Holness, speaking to reporters after touring Mount Salem, the first declared a zone of special operations (ZOSO), said the rewards will be administered by Crime Stop and are not limited to information about firearms in a ZOSO”. The zones will be operated by a Joint Command of the Jamaica Defence Force and the Jamaica Constabulary Force (JCF). The prime minister, in Council, after consultation with the Joint Command, may request of the Parliament an extension of the zone.

Figures released by the JCF showed more than 1,005 people have been killed here so far this year. Last year, the island recorded 1,350 murders, with the police claiming then that 65 percent of these murders were linked t o g a n g s . “ We a r e encouraging the people of Jamaica to fight against crime by giving information,' Holness said, adding “the amount of the reward paid will vary, depending on the types of guns and amount of ammunition recovered from the information provided”. He said information leading to the recovery of rifles/submachine will be J$150,000; semi-automatic pistols and shot guns J$100,000; revolvers J$75,000, while explosives and ammunition are negotiable. Prime Minister Holness also announced that the authorities have launched the Fugitive Apprehension Fund and that his administration will be providing J$20

million for information leading to the arrest of the country's 20 most wanted criminals. He said the list of wanted men will be published by the security forces in “short order”, adding that Crime Stop will also manage the fund and pay out the rewards in accordance with their standard protocols. Holness, who along with National Security Minister Robert Montague, Attorney General Marlene Malahoo Forte as well as senior officials of the security forces visited several areas in Mount Salem, also announced a five-day moratorium on establishing possession where an illegal firearm is discovered on a premises in a ZOSO. “The moratorium will not give immunity to the documented owner/occupier of a premises if the illegal gun yields evidence that connects the owner/occupier of the premises to other crime,” he however warned.

New Brazil corruption charge may be tougher for Temer to stop: Speaker SAO PAULO (Reuters) Brazilian President Michel Temer faces a tougher battle to quash an imminent second corruption charge because he has lost support among disgruntled members of his governing coalition in Congress, the country's lower house speaker said yesterday. Speaker Rodrigo Maia also said the government does not have the votes to approve an overhaul of the costly pension system, a cornerstone of Temer's plan to address a record budget deficit. Last month, the house rejected the first corruption charge against Temer, that he took bribes from executives at the world's largest meatpacker, JBS SA, in return for political favors. Brazil's top prosecutor is expected to file a new charge by next week. Some Temer allies feel they were not rewarded for voting to save him from a Supreme Court trial, while parties whose members voted against him kept their cabinet posts. “ U n d e n i a b l y, t h e government has lost some force in Congress. A charge like this evidently causes wear and tear in the coalition,” Maia said at a

Brazil's President Michel Temer (REUTERS/Fred Dufour/Pool) business conference in Sao Paulo. “There is discomfort.” The ordeal created tension between the president's Brazilian Democratic Movement Party (PMDB) and its closest ally in Congress, Maia's centerright Democrats party. Temer's largest ally, the centrist Brazilian Social Democracy Party (PSDB), split and half its members voted against the president. Unhappy allies want the PSDB punished and are eyeing its four cabinet posts, such as the Ministry of Cities, whose hefty budget is coveted for pork barrel projects. Temer is unlikely to give

in to their demands because he needs the PSDB's support to advance a legislative agenda consisting of freemarket reforms and fiscal discipline to win back investor confidence and shake off two years of recession. Maia said Temer does not have the support of threefifths of the lower house of Congress, or 308 votes, needed to approve his landmark pension reform and will have to make concessions to dilute its intended fiscal savings. A vote on the pension bill is no longer expected to happen before October, Maia said.

U.S. wants U.N. vote on new North China pledges new funding for Korea sanctions next Monday BRICS as group opposes protectionism

(L-R) Brazil’s President Michel Temer, Russian President Vladimir Putin, Chinese President Xi Jinping, South Africa’s President Jacob Zuma and Indian Prime Minister Narendra Modi pose for a group photo during the BRICS Summit. (REUTERS photo) XIAMEN, China (Reuters) - China will give $80 million in funding for BRICS cooperation plans, Chinese President Xi Jinping said yesterday, while the bloc of five emerging countries pledged to oppose protectionism. Xi offered 500 million yuan ($76.4 million) for a BRICS economic and technology cooperation plan, and another $4 million for projects at the group’s New Development Bank (NDB) during a three-day leaders summit i n t h e southeastern city of Xiamen. C h i n a ’ s n e w contributions to BRICS pale in comparison to its $124 billion

pledge earlier in May for Xi’s own Belt and Road initiative, which aims to expand links between Asia, Africa, Europe and beyond as a new way to boost global development. The announcement came amid questions over the relevance of BRICS and China’s commitment to the NDB in light of the Belt and Road initiative and the Chinaled Asian Infrastructure Investment Bank, both key efforts by Beijing to bolster its global influence. Xi said during a plenary session at the BRICS leaders’ summit that the five emerging economies - Brazil, Russia, India, China and South Africa -

should increase cooperation in sectors such as trade and investment, monetary policy and finance, and sustainable development. “We should redouble our efforts to comprehensively deepen BRICS partnerships and open BRICS cooperation,” he said. Set up in 20l5 as an alternative to the World Bank, the Shanghai-headquartered NDB was seen as the first major BRICS achievement aft e r t h e g r o u p c a m e together in 2009 to press for a bigger say in the postWorld War Two financial order created by Western powers.

Guatemalan president may be investigated in campaign finance case

President Jimmy Morales (Reuters photo) GUATEMALA CITY (Reuters) - Guatemala’s top court opened the way yesterday for an investigation of President Jimmy Morales for alleged illegal campaign finances, but Congress will have the final say on removing his presidential immunity and could yet block the probe. The attorney general of the Central American nation and a U.N.-backed anti-graft body said last month that they were seeking to investigate Morales over the campaign financing. Two days later Morales declared the head of the U.N. body

“ p e r s o n a n o n grata.”Prosecutors will need to win a two-thirds majority in Congress for Morales to be formally investigated and charged. Prosecutors may have a tough time winning enough support in Congress to strip Morales of his immunity since all the major parties are being investigated. Morales said in a statement that he has always respected the rule of law and the separation of powers between different branches of government. He has denied wrongdoing in the campaign finance scandal

that has tarred all the country’s top parties. Late last month, G u a t e m a l a ’s a t t o r n e y general and the U.N.-backed International Commission against Impunity (CICIG) said they would investigate parties on suspicion of illegal campaign financing during the 2015 presidential election campaign. CICIG head Ivan Velasquez has said there is evidence that Morales broke the law when he was head of the conservative National Convergence Front (FCN). Under the leadership of Ve l a s q u e z , a v e t e r a n Colombian prosecutor, CICIG has been a thorn in Morales’ side, investigating his son and brother, and then seeking to remove his own immunity over more than $800,000 in allegedly unexplained campaign funds. Morales has denied any wrongdoing. Morales struck back on Aug. 27, ordering Velasquez out of the country in a move that provoked international o u t r a g e . T h e n a t i o n ’s constitutional court ruled against the president, finding he did not have the authority to expel the CICIG head.

UNITED NATIONS (Reuters) - The United States wants the United Nations Security Council to vote next Monday to impose “the strongest possible” sanctions on North Korea over its sixth and largest nuclear test, U.S. Ambassador to the United Nations Nikki Haley said yesterday. North Korea said it tested an advanced hydrogen bomb for a long-range missile on Sunday, prompting global condemnation and a U.S. warning of a “massive” military response if it or its allies were threatened. C h i n a ’s U . N . Ambassador Liu Jieyi pushed North Korea yesterday “to stop taking actions that are wrong, deteriorating the situation

A resolution needs nine votes in favor and no vetoes by the United States, Britain, France, Russia or China to pass. She described North Korean leader Kim Jong Un as “begging for war” and that while the United States doesn’t want conflict, “our country’s patience is not unlimited.” “Enough is enough,” Haley told the council. “Only the strongest sanctions will enable us to resolve this problem through diplomacy.” Since 2006, the Security Council has unanimously adopted eight resolutions ratcheting up sanctions on North Korea over its ballistic missile and nuclear programs. Haley said the c o u n c i l ’s i n c r e m e n t a l approach to sanctions had not worked. The council last month imposed new sanctions over North Korea’s two longrange missile launches in July. The resolution aimed to slash by a third Pyongyang’s $3 billion annual export revenue by banning exports

This is not the way to get parties at the table ... to seek for a political solution,” he told reporters. He told the council there was an urgent need to “maintain a cool head” and avoid escalating tensions, and called for a return to dialogue, including “by leveraging mediation efforts” of U.N. SecretaryGeneral Antonio Guterres. Both Russia and China pushed their proposal to kickstart talks with a joint suspension of North Korea’s ballistic missile and nuclear programs and the military exercises by the United States and South Korea. Liu said he hoped it would be seriously considered by the parties. “The idea that some have suggested of a so-called freeze-for-freeze is

It also exports 200,000 tonnes of oil products, according to U.N. data. The U.N. resolution adopted last month capped the number of North Koreans working abroad at the current level. Diplomats said a new resolution could impose a complete ban. Some diplomats estimate that between 60,000 and 100,000 North Koreans work abroad. A U.N. human rights investigator said in 2015 that North Korea was forcing more than 50,000 people to work abroad, mainly in Russia and China, earning between $1.2 billion and $2.3 billion a year. The council could ban textiles, which were North Korea’s second-biggest export after coal and other minerals in 2016, totaling $752 million, according to data from the Korea TradeInvestment Promotion Agency (KOTRA). Nearly 80 percent of the textile exports went to China.

Anthony Joshua v Kubrat Pulev

Cardiff to host heavyweight bout on 28 October Bulgaria’s Kubrat Pulev has confirmed he will face Britain’s IBF and WBA heavyweight world champion Anthony Joshua in Cardiff on 28 October. The 36-year-old is the mandatory challenger for Joshua’s IBF title. ”My preparation is very intensive despite the little time left,” Pulev posted on Facebook, adding the date and confirming Cardiff as the venue. “I will be perfectly ready when I enter the ring, so that he will not have any chance against me.” The Bulgarian added: “Anthony Joshua is a great and dangerous rival. But his style fits perfectly on mine.” The bout has not been confirmed by Joshua’s team, with pro-

moter Eddie Hearn stating an announcement would be made today. In contrast to his comments yesterday, Pulev posted a message on 24 August stating he was not “in sync” with his promoters, who he believed had been negotiating the date of the bout without consulting him. He added he would “need a minimum of three to four months” to p r e p a r e . Cardiff’s Principality Stadium is expected to host the bout six months after Joshua stopped Wladimir Klitschko at a soldout Wembley Stadium in April, to add the WBA title to the IBF belt he claimed in 2 0 1 6 . Klitschko delivered the only

defeat of Pulev’s 26-fight career in 2015 but the Bulgarian has since won five fights in a row, taking him to a position as the IBF’s mandatory challenger. Both of Joshua’s belts are expected to be on the line as the 27-year-old prepares to add to his 19 wins from 19 fights, all within the distance. Hearn has said that Joshua’s aim is to face Pulev before meeting Luis Ortiz, the mandatory challenger for his WBA title - stressing that Joshua does not want to vacate either of his belts and would rather defend them before hopefully facing WBC title holder Deontay Wilder in the summer of 2018. Kieron Pollard hammered for poor sportsmanship Kieron Pollard has been slammed for an alleged display of poor sportsmanship in the Caribbean Premier League (CPL). The West Indies allrounder captained the Barbados Tridents in their loss to St Kitts in the domestic T20 tournament, but he tried to end the match with a personal win of his own. Chasing 129 for victory, the St Kitts and Nevis Patriots wrote themselves into the record books as Pollard ensured the match finished on a sour note. St Kitts thrashed its opponents by 10 wickets as Evin Lewis did what few people have ever managed to do by outscoring opening partner Chris Gayle. The pair made CPL history by recording the tournament’s highest ever score in the powerplay (106 runs in six overs) while

Lewis scored the competition’s fastest ever half century off 19 balls. But the real talking point came when Lewis was on track to reach triple figures. Scores were level in the eighth over and the 25-yearold was three runs shy of his century, needing a boundary to score his ton and secure the win. But Pollard bowled a no ball, denying Lewis the chance to raise his bat for the second time and gifting St Kitts the win. Some within cricket circles accused Pollard of bowling the no ball on purpose given his foot missed the line by a sizeable margin. Former New Zealand fast bowler Danny Morrison was commentating the match and had his say on the matter. “(Lewis’ innings) deserved a hundred and I’ve got to say, as positive and excited as I am, it’s a pretty disappointing way for

Evin Lewis Pollard to finish the game,” Morrison said. Cricket statistician Ric Finlay was one of many who were scathing in their assessment of Pollard’s act. Writing for ESPN Cricinfo, Peter Della Penna called the incident “an anticlimactic and unsportsmanlike end to

Rafael Nadal to meet Andrey Rublev in quarter-finals Andrey Rublev

Russian teenager Andrey Rublev knocked out Belgian ninth seed David Goffin to set up a US Open quarterfinal with Rafael Nadal. Rublev, 19, won 7-5 7-6 (7-5) 6-3 to become the youngest man to reach the last eight at Flushing Meadows since Andy Roddick in 2001. Nadal, 31, saw off U k r a i n e ’s A l e x a n d r Dolgopolov 6-2 6-4 6-1 in just one hour and 41 minutes in New York. The Spaniard returns to the last eight for the first time in four years. He will face one of the sport’s rising stars in Rublev, who only broke into the top 100 in June and the top 50 in July. The Russian, now ranked 53rd after peaking at 49th last month, had beaten

seventh seed Grigor Dimitrov in the second round. He saw off Goffin in two hours and five minutes, with the Belgian hampered by a knee injury. Nadal has practised with Rublev in Majorca, describing him as a “great guy”, but he did not accept that the teenager would be free of pressure when they meet. Dolgopolov, ranked 64th, had won two of his previous three matches against Nadal, but rarely threatened in New York. The Spaniard fired 11 forehand winners off his dominant side, while Dolgopolov made 39 errors as his game grew increasingly wayward. A double-fault and a forehand error gave up the first break of serve in game

three, and Nadal came through the only testing moment by saving two break points in game six. A brilliant backhand cross-court winner gave the Spaniard a double break, and soon after the set, before D o l g o p o l o v ’s h o p e s effectively ended midway though the second set. Two errors gave up the crucial break at 4-4 and Nadal rolled through nine of the last 10 games to complete a comfortable afternoon’s work. Looking ahead to the quarter-final, and an opponent who was four years old when the Spaniard turned professional, Nadal said: “Of course, it’s better to be 19 than 31. And Juan Martin del Potro came back from two sets down and saved two match points to beat sixth seed Dominic Thiem in a raucous US Open classic. The 24th seed, cheered on by a large Argentine contingent on the Grandstand court, won 1-6 2-6 6-1 7-6 (7-1) 6-4. Despite feeling ill and requiring treatment, he came through in three hours and 35 minutes to set up a quarterfinal against Roger Federer. The Swiss third seed beat G e r m a n y ’s P h i l i p p Kohlschreiber 6-4 6-2 7-5. (BBCsport)

Kieron Pollard Lewis’ whirlwind knock” while TVNZ referred to the moment as a “disgrace” and “ p o o r s h o w o f sportsmanship”. Lewis was disappointed at not being able to reach his

milestone but was still happy with how his day panned out. “It hurts (missing out on a century), but hitting 97 not out off 33 balls? I’ll take that any day,” Lewis said. Pollard’s questionable

decision revived memories of Sri Lankan bowler Suraj Randiv sending down a no ball to concede defeat in an ODI against India in 2010, denying Virender Sehwag (who was on 99) the chance to score a ton. But just because he didn’t rack up a triple digit score, it doesn’t mean Lewis’s innings will be forgotten in a hurry. He cracked 11 sixes and six fours in his stay at the crease as no bowler was spared from the carnage. E x - We s t I n d i e s international Dwayne Smith had the best economy rate of t h e h e l p l e s s Tr i d e n t s bowlers, bowling one over for 13. St Kitts has ended the group stage of the tournament in second place behind the Trinbago Knight Riders. (News.com.au)

Karolina Pliskova beats Jennifer Brady to reach quarter-finals

Karolina Pliskova

Karolina Pliskova cruised into the quarter-finals of the US Open with a straight-set win over American Jennifer Brady. The Czech world number one, 25, had to save match point before beating China’s Shaui Zhang in the third round. But she needed only 46 minutes to win 6-1 6-0 on Arthur Ashe Stadium against the world number 91, who was competing in the last 16 for the first time. Pliskova will now face American 20th seed Coco Vandeweghe in the next round. Vandeweghe beat 2015 French Open finalist Lucie Safarova 6-4 7-6 (7-2) on Arthur Ashe. They have been joined in the last eight by

Estonian qualifier Kaia Kanepi, who beat Russia’s Daria Kasatkina 6-4 6-4 to reach her first US Open quarter-final since 2010. The 32-year-old will face fourth seed Elina Svitolina or Madison Keys, seeded 15th, next. Vandeweghe used her powerful forehand to outmuscle Safarova and was more consistent than her Czech opponent, who missed three break point opportunities at 4-4 in the first set. The American was a US Open junior champion as a teenager but had failed to make it past the second round in her previous eight senior appearances at Flushing Meadows.

She will now face Pliskova, who needs to reach the final to have a chance of retaining her world number one ranking. “Pliskova plays a pretty big game. She holds serve very quickly and makes it difficult to get a rhythm,” Vandeweghe said. ”But she also has to worry about me. I do the same thing on my service game.” Pliskova has had a mixed tournament so far but was efficient against Brady, hitting 23 winners to the A m e r i c a n ’s s i x , a n d dominating with her first serve. Brady won only 22 points, compared to Pliskova’s 55, and struggled for rhythm. BBCsport)

GCB/CGI 3-day Franchise League

John to represent Guyana at World Ricardo Adams all-round brilliance Junior Cycling C’ships in Norway

spurs Essequibo to victory

Ricardo Adams followed up his first innings unbeaten 145 with 5-51 with his leftarm spin to guide Essequibo to well earned 34-run victory over hosts Lower Corentyne at Albion to join East Bank and Upper Corentyne as the front runners after the opening round of the GCB/CGI three-day Franchise League ended yesterday. The other scheduled g a m e b e t w e e n We s t Demerara and East Coast was washed out without a ball being bowled at Wales, the teams shared the points. Lower Corentyne needed 225 runs for a come-from behind win in two and a half sessions after they had limited Essequibo to 125 from their overnight score of 108-6. Raun Johnson had 3-21 to end with eight wickets in the game. Kassim Khan supported with 3-31 and Kelvin Umroa took 3-35. Lower Corentyne were however bowled out for 190 despite a 112-run fifth wicket stand between Devon Clements (67) and Seon Hetymer (55). National U-19 batsman Alex Algoo chipped in with 20, Anthony Adams followed up his five-wicket haul in the first innings with 3-53 while the powerfully built Joshua Jones took 2-14 to support Ricardo Adams’ match winning all-round effort. Scores: Essequibo 274 & 125, Lower Corentyne 175

& 190. Essequibo won by 34 runs. When Essequibo resumed yesterday’s final day in bright sunshine with a lead of 207, they must have been harboring thoughts of extending their lead to over 275 and press for a victory. However, the Franchise from Guyana’s largest but least populated County lost their last four wickets for 17 runs as Lower Corentyne fought back. Khan started the slide when he got rid of overnight batsman Vijai Surujpaul who departed three minutes into the day without adding to his overnight 23. Khan then bowled Joshua Jones (0) and Tulsiram Premnauth (5) in the space of three runs as Essequibo slipped to 111-9 to the delight of the handful of die hard Berbice supporters. Akenie Adams (4) then had his wicket disturbed by Kevin Umroa which ended the innings at 10:15hrs, leaving Newland Gordon unbeaten on nine. When the home team began their chase on the large ground, Jason Sinclair was bowled by Ricardo Adams for a duck with no run on the board before a double strike from Jones left the Berbicians on the ropes at 12-3. National youth player Kelvon Anderson continued to impress and along with Hetymer repaired the early damage with confident stroke-play but just when the

partnership was looking threatening with the 50 coming up, Anderson (22) was removed by Anthony Adams at 51-4. The level-headed Clement who joined Hetymer played wonderfully and seemed in total control posting the 100 and then 150 in a partnership that was getting more and more frustrating for the lads from the Cinderella County. At 163-4 with 15 overs to go and just over 50 runs required for victory, the pendulum had swung back in Lower Corentyne’s favor. Ricardo Adams removed Clements at 163-5 after he had reached his 50 from 101 minutes off 88 balls but National U-19 batsman Alex Algoo (20) and Hetymer took the score to 183 before he was bowled by Anthony Adams to trigger a dramatic collapse in which four wickets tumbled of seven runs, including Algoo who was bowled by Anthony Adams. Johnson (2) edged Ricardo Adams to wicketkeeper Kevin Boodie to give Essequibo victory and spark wild celebrations in the Essequibo camp. The second round starts on Friday with Upper Corentyne facing East Coast at Port Mourant; Georgetown opposing Lower Corentyne at Lusignan; West Berbice battling Essequibo at Bush Lot and East Bank facing off with West Demerara at Ogle.

Bumrah vaults to fourth in ODI bowling rankings India fast bowler Jasprit Bumrah jumped 27 places to fourth in the rankings for ODI bowlers, after claiming 15 wickets at an average of 11.26 in the side’s 5-0 drubbing of Sri Lanka. India’s captain Virat Kohli, who was the topscorer in that series with 330 runs in five innings at an average of 110 and strikerate of 111.86, has equalled the highest ODI rating points (887) by an India batsman, achieved by Sachin Tendulkar in 1998. B u m r a h ’s h a u l including a career-best 5 for 27 in the third ODI in Pallekele - earned him the Player-of-the-Series award and an appraisal from Kohli.

Axar Patel, who led the spin attack with six wickets at an economy rate of 3.85, climbed ten places to join Bumrah in the top-ten rankings for ODI bowlers. Wristspinners Yuzvendra Chahal and K u l d e e p Ya d a v m a d e significant jumps as well. Chahal jumped 55 places to 99th and Kuldeep 21 places to 89th. While Kohli consolidated his position at the top of the rankings for the batsmen, Rohit Sharma and MS Dhoni moved up to ninth and 10th respectively. Rohit was the second-highest scorer in the ODI series in Sri Lanka with 302 runs, including two hundreds, in five innings at an average of 75.50. MS Dhoni marshalled

Jasprit Bumrah the middle and lower order with 162 runs in four innings. India secured three points from their 5-0 victory and pushed their tally to 117. Australia are on 117 as well, but stay ahead on decimal points. (ESPNcricinfo)

Stokes, Moeen rested for T20 but named in ODI squad London, CMC – Allrounder Ben Stokes has been rested for the solitary Twenty20 International against West Indies later this month, scuppering the anticipated renewed rivalry with West Indies star Carlos Brathwaite. The pair locked horns in the final of the Twenty20 World Cup in India last year April, when Brathwaite clobbered four successive sixes off the right-arm seamer in the final over to propel West Indies to a dramatic capture of the title. The contest at Chester-le-Street on September 16 will be the first meeting of the two sides since that final. Off-spinning all-rounder Moeen Ali has also been rested for the contest. However, both he and Stokes have been included in the One-Day International squad, which will clash with the Windies in five matches starting September 19 at Old Trafford. Exclusive: Kaieteur Sport raps former GFF Normalization Committee Chairman Clinton Urling A few months after ending his tenure with the G F F, M r. U r l i n g w a s accepted into the prestigious Sports Management programme at Columbia University in New York where he recently completed a Master’s Degree in Sports Management. Kaieteur Sports (KS) caught up with the 38-year-old for a quick Q & A. KS: Why did you decide to do a Masters in Sports Management? CU: During my tenure with the GFF, I was exposed to the management of the sport of football both here and internationally and wanted to learn more on the intricacies involved in the management of large global sporting organisations and to bring those skills back to Guyana so as to one day contribute to the growth and development of sports throughout the country. No better place to learn this than at an Ivy League institution located in one of the biggest sporting cities in the world: New York City. K S : Yo u w e r e instrumental in establishing the GFF’s Elite League, what is your take on the developments surrounding the league? CU: I’m disappointed with what has taken place in respect to the league, in particular, with the dispute involving the four teams and the GFF and the subsequent expulsion of those teams from the league. The GFF in my opinion should have done whatever was necessary to ensure that the four aggrieved teams were retained for the second season of the league. Arbitration was an option available to all the parties concerned and it’s unfortunate that it wasn’t utilized in this instance to bring about an optimal resolution. Instead of us heading into the start of a third and glorious season of the league, its status remains uncertain and we also have litigation from some of the aggrieved clubs against the GFF. KS: During the launch of the league, you had said that the league was the “litmus test” for the GFF moving forward, has the GFF failed that test? CU: Not sure they have failed completely, since we

Clinton Urling still had a second season, albeit shorter and diminished by the absence of the four clubs including the top two clubs in the country in Alpha and Slingerz. I am still hopeful that the GFF is reaching out to these clubs behind the scenes and that we can see them reintegrating into the fold for the commencement of the next season. KS: How would you describe the Sports Management landscape in Guyana today? CU: We have had several leaders of various sporting teams and organisations who have been at the helm for an extended period of time. Some have done an outstanding job with the resources available to get Guyana’s sports to where it is today. However, as we move forward and with more young people becoming qualified sports administrators, it is time they step up or the way is paved for them to assume the leadership mantle to bring a contemporary and modern perspective to the management of those organisations. KS: Would you get involved? CU: Yes, I definitely will.

However, I have no current ambition to lead any organisation besides meeting with a few qualified sports managers on the possibility of forming a sporting institution that can teach and share their perspectives on sports management fundamentals to the current and future crop o f l e a d e r s a n d administrators. KS: Is there a time-line for this? CU: No, not currently, but I will reach out shortly to a few persons to discuss the possibility. KS: Any parting words? CU: Guyana has the talent like a Jamaica and Trinidad to make a global impact on the sporting landscape and to bring immense fame and glory to both the athletes and the country as a whole. It would require a purposeful commitment from all stakeholders involved, including sporting organisations, athletes, government and the private sector to devise an actionable plan that would finally unleash the incredible and prodigious potential of our athletes.

GFF/NAMILCO Thunderbolt Flour Power U-17 League – WDFA

Den Amstel and Eagles are latest winners

Den Amstel blanked Golden Warriors 4-0 while Eagles FC squeezed past Jetty Gunners 3-2 when competition in the West Demerara Football Association (WDFA) leg of the GFF/NAMILCO Thunderbolt Flour Power National Under-17 Intra Association League continued on Sunday last at the Den Amstel Community Centre ground. Ruben Dainty blasted the double for the home team in a match that they totally dominated; he inked his name on the score sheet in the 30th and 60th minute. Dainty continued to build on the platform that was set up by teammates Keswin Fraser and Mario Peters who scored in the 18th and 28th minute, respectively. Eagles took the lead on eight minutes on account of an Adrian Adelph goal in their clash with Jetty Gunners. The Gunners however neutralised that advantage in the 18th minute with a well taken strike by

On 49 minutes, Eagles again netted, this time it was Terrence Blair who scored their third goal of the match, four minutes into the second half. That gave the young Eagles some space to play more freely but when Jetty Gunners found their second goal of the match in the 61st minute, compliments of a Richard Ramdeen strike, the Eagles were forced to rethink their modus operandi in order to secure their one goal advantage which they did to come away with full points, they won 3-2.

Guinness Cage / Three Peat Promotions Indoor C/ ship

Sparta Boss, Tiger Bay, ‘Gold is Money must win tonight; Hustlers/Mocha opener should sizzle No strangers to must win situations, Sparta Boss, Tiger Bay, West Front Road ‘Gold is Money, Champion Boys and Albouystown ‘B’ have found themselves in familiar territory once again and must secure victories if they hope to advance to the quarter-finals of the exciting inaugural Guinness Cage / Three Peat Promotions Indoor Championship tonight, at the National Gymnasium. P l a y i n t h e Championship continues this evening with eight matches in the round-robin phase and every matchup is an important one as teams attempt to position themselves for the upcoming knockout segment. Immense pressure will be on Guyana’s most successful futsal team in Sparta Boss as they try to arrest the slide from being the most devastating unit to one that has performed below expectations in the last two competitions. The positive side of this scenario is that on most occasions they rise to the occasion and while the expectation is for them to come out victorious tonight, their opponents

Albouystown ‘B’ are no pushovers as well so an enthralling battle is envisaged. Without talisman Devon Millington, Sparta Boss has not looked as destructive as they usually are, but players such as Gregory Richardson, Eusi Phillips, Solomon Austin and Sheldon Shepherd are still around. Not much has been seen of their opponents since they gained a walkover on opening night, before going down to North Ruimveldt in their second encounter. Also in a precarious position is recent ‘Keep Your Five Alive’ winners West Front Road ‘Gold is Money’, facing a tough engagement against another team that is in jeopardy of crashing out, Tiger Bay. This should be the clash of the night with the silky skills of the diminutive Deon Alfred going up against Randolph Wagner and company. The North Ruimveldt versus Ol Skool Ballers is another encounter that will produce fireworks with the experienced Gerald Gritten set to lead the former, while the prolific Roy Cassou will do the same for the upset-

Action on the opening night of the Guinness Cage competition minded Ol Skool Ballers. Hustlers and Mocha open the night’s proceedings and this is a dream matchup to get things going with both teams coming off impressive wins. Hustlers beat Tiger Bay 3-1, while Mocha edged ‘Gold is Money’ 1-0 with another veteran Sceyon Hope, making the difference with a solitary strike. Over $800,000 in prize monies and trophies will be up for grabs with the winner set to receive $400,000 and the championship trophy,

while second, third and fourth placed finishers will take home $200,000, $100,000 and $50,000 along with trophies respectively. The other playing dates for the championship are September 7 and 9 with the final set for September 16, at the same venue. Following are the full fixtures: At 19:00hrs Hustlers square off against Mocha while from 19:30hrs, Pike Street Sophia takes on Albouystown-A. North Ruimveldt and Ol Skool Ballers match skills at

20:00hrs; ‘Gold is Money’ o p p o s e Ti g e r B a y a t 20:30hrs while the electrifying MBK All-Stars battles Agricola Champion Boys at 21:00hrs. Future Stars then take on Showstoppers at 21:30hrs, Back Circle come up against Leopold Street at 22:00hrs and Sparta Boss tests Albouystown-B from 22:30hrs. The top two teams from each of the four groups will qualify for the quarterfinals. Meanwhile, among the other sponsors on board are

Star Party Rentals, Faye Joseph, Claude Geddes Recreational Sports Club, National Sports Commission, Windjammer International Hotel & C u i s i n e , Wo o d p e c k e r Trophies & Sport, Y.K Investments & Pawn Shop, Henry Chase, Jai Signs, Trophy Stall of Bourda Market and John Fernandes Ltd. Once again the Organisers are asking all to work together with them to pull off what is already shaping up to be an exciting and successful tournament.
