Letters... Where your views make the news...Letters... Where your views make the news
Guyana is in safe hands DEAR EDITOR, I was filled with a sense of pride on Saturday, September 26, 2015 when I witnessed the Guyana Defence Force on route march along the East Coast of Demerara. I saw a contingent of men and women with faces resolutely set as they paraded to the cadence of a corps of drums. The usual swank and swagger was noticeably absent and in its place was a demeanour of professionals knowing that theirs is a task that not everyone is suited to perform. As I watched our servicemen and women changing arms on the march, I experienced a rare sense of longing to be back in my twenties when I was part of an honourable profession. Like many of my contemporaries, I can recall the feelings that we wanted to be in the army when we saw on parade, people like Robert “Bob Marley” Mitchell, Carl Morgan, Hartley “Black Prince” Liverpool, DV “The
Lion” Wilson, youngsters like Eddy “Bantufu” Collins, Julian “Bruce” Lovell, and Lawrence “Pablo” Paul. Many are the stories told about the late Gregory “Bronson” Hernandez, who after a whole night of partying was fit and able for a route march. These men and more too numerous to mention, exemplified what a Guyana Defence Force should look like in the examples they set. One thing in particular struck me as I watched my countrymen and women in uniforms, was that they did not need antiaircraft guns to protect our borders; they showed that they possess the will and willingness to so do. Their preparedness was no more evident than the presence of extra drummers as replacements should the need arise. All in all, I was extremely impressed by the reassurance that indeed Guyana is in safe hands. Patrick E. Mentore
Ban ki-Moon must demand that Venezuela remove all its troops from Guyana’s territory DEAR EDITOR, Guyana’s President David Granger met last evening with his Venezuelan counterpart Nicolas Maduro and United Nations Secretary General Ban ki-Moon as efforts are continued to find a lasting solution to the Guyana/ Venezuela border controversy. Diplomacy must continue to be Guyana’s main weapon in its arsenal and therefore this meeting is welcome news. However, unless there is agreement to proceed immediately with the judicial process via the International Court of Justice, then Guyana must make the first condition of any alternative follow up action that Venezuela removes all its troops from Guyana’s territory including the half of Ankoko Island that it has occupied since 1966. The presence/occupation
of Guyana’s territory and maritime space by Venezuela does not represent an enabling environment for the conduct of mutually respectful relations and for the implementation of any action, other than judicial settlement, to settle this controversy which has arisen from the Venezuelan claim that the legally binding, internationally accepted Arbitral Award of 1899 is null and void. Reminding President Maduro that Guyana is participating in the meeting even when its territorial integrity is being violated is indisputable testimony to its commitment to finding a just and lasting solution to the controversy, must be the background against which President Granger opens his contribution to the dialogue and he should request that
the UN Secretary General advise President Maduro to remove all Venezuelan troops and artillery from the area of Guyana it claims so as to create the mutually respectful environment for the success of the process t o f i n d a just solution, thereby ensuring the continued peace and stability of our hemisphere. The mismanagement of the Venezuelan crisis
DEAR EDITOR, If you want to fight fire with fire, then you better have a bigger flame. In recent days we have seen the Venezuela border controversy slowly beginning to morph into a potential crisis. We all know how it began and we also watch closely how the Government dealt with the issue step by step. I don’t want to sound like an alarmist, but since military activities have become part of the issue, it is safe to say that anything is possible. Friends, we are currently in a “battle ready” situation. Yo u m u s t n o t e t h a t presently in another part of t h e w o r l d , N ATO h a s almost tripled its forces on the Russian border with Europe and Russia is doing same. It is no accident that many have already believed that that situation is battle readiness for the next great war. I am going to think out of the box here and say that we are now sucked into an international trend that has already claimed countless lives in Iraq, Afghanistan, Libya, Algeria, Egypt, Syria, Lebanon, Ukraine and others. It is the new strategy for a form of global
dominance that seeks to remove and take over countries that are either not in line with the “world order” or to simply take natural resources. The powers that be have everything to gain from our border controversy with Venezuela and we have nothing to gain but disaster. So tell me why exactly are we so eager to match Venezuela with force or a show of force, when anyone who have read “the art of war” or understand any military strategy whatsoever, would know that you never aggravate the greater force with a show of “head on collision” when you very well know it would be a suicide mission. We do not have anything close to match or restrain Venezuela militarily unless we are either secretly being backed by a greater power. And who would that be? Why we are we not being more willing to have bilateral talks with Maduro? It is the only sensible way forward for Guyana. What other outcome do we expect from this situation? Guyana is threading on thin ice here. We are being baited into a situation that we will have no control over and it’s either our current government is in over their
heads (naïve) or they know exactly what they are doing. It is also concerning to see our military marching through the street beating the “war drum” in some kind of effort to stir a patriotic stance that will only bring carnage to our citizens. We h a v e s e e n t h i s played out before; the history books are filled with examples and there is always one thing that’s constant and that is help will not come until there is enough bloodshed to warrant support from the higher powers. We must defend our borders but we must do so wisely and I am not confident that this government is taking the right approach. International Relations dictates that bilateral talks is always the better option and it is up to the President to be creative enough to make good use of those talks and not simply say that “Venezuela already know where we stand”. The feeling of sudden and unpredictable changes is in the air for Guyana and it is not bringing happiness. Greedy eyes are looking at our country and our government is shaping up to be the perfect puppet. Malcolm Watkins

E-Govt. Unit advancing transmission, data networks and ICT Hubs The E-Government Project has progressed to the point where benefits are expected to be reaped by the end of the year. This is according to Minister of State, Joseph Harmon and Advisor on EGovernment, Floyd Levi. “We are acting in a more decisive manner. You will see lots of things happening, “ Harmon said. “As you know Mr. Dax (Dax Construction Company) has given up on that contract that he had with the previous government and he has returned the cable to us and we are doing an assessment of the cable itself to see how useful it is. As I indicated in the National Assembly, we are going to work on the leg between Georgetown and Linden so that all of those communities between can benefit tremendously.” Mr. Levi added the EGovernment Guyana Unit is focused on facilitating the implementation of the infrastructural networks – the transmission and the data networks and the setting up of ICT Hubs across the country. The Transmission project revolves around the roll-out of a fiber optic network that allows high speed data, video and voice communication.
- Minister of State
Minister of State, Joseph Harmon The project’s aim is the installation of a robust infrastructure that will be utilized for the consolidation of government processes. This data network project is committed to the establishment of one centralized facility, which will host most of the government ICT applications, offer internet service and support operational and maintenance services. The Data Center will be established in Georgetown. Mr. Levi explained that works at the Unit were quickly progressing as he pointed out that the focus now is to ensure that Guyanese can benefit. “With regard to the networks, which are on the infrastructural side of things,
we are operationalizing that network to allow for persons to start using it for government purposes, but at the same time, we want to focus Government IT on delivering services to the people. So that is the way we see the unfolding of the network. Our immediate task is to operationalize the eGovernment network, which will bring connectivity to all government ministries and agencies between Charity in Region Two to Springlands, Region Six,” the advisor disclosed. He noted that at present, tests and checks are being conducted with Huawei, the builder of the network. These checks are expected to be completed before the end of October. In the meantime, Levi disclosed that the government was focusing on having the Information and Communications Technology (ICT) Hubs and Internet Access Points operational by
the end of 2016. These are expected to benefit all Guyanese but more so, the remote and under developed communities. “One of our projects is to provide internet access points and ICT hubs. Internet access spots are just that; they are like hotspots. We intend to put internet access points in government buildings. The ICT Hubs [are] really going to be located in communities where we will provide more than internet access points but actually provide in a building, access and equipment for persons to use. So if you are from a poor or remote community and you do not have a computer, you go to the ICT hub and there will be computers, internet access and also resources that you may need to access a government service, for example, to print a passport application,” Levi explained. At present, he said that the unit was also working on
making most government services available online so that their Hubs can be utilized to the fullest extent. The Unit is working on prototypes, which will be used as a pilot before the full project is implemented. “We want to have a pilot where we can see where we are falling down, what are the weaknesses, so that we can fix those before implementing on the large scale. The prototypes will be tested for the remainder of 2015,” he said. Further, the advisor recently met with regional representatives of the Microsoft and CISCO Corporations to discuss support for the planned Information Communication Technology (ICT) initiatives. According to him, plans are underway to consolidate internet access and email services for ministries, which would soon see email addresses for these agencies being moved to the gov.gy domain. Levi explained that the collaboration between the two organisations was crucial
to the overall success of that Unit. “Microsoft is the leader in productivity suites. There are products that are being offered by them that are useful to us in Guyana. Both of us want to ensure that we are in accordance with their licensing agreement. They want to ensure that not only is Guyana compliant but that we benefit from being compliant and at the moment almost all of our agencies are compliant with their licensing agreement. By doing the right thing, we have access to a huge repository of Microsoft resources, technical support, training for our user and engineers among others,” Levi detailed. The high-profile team of executives who were part of the engagement included Senior Systems Engineer at Cisco Systems Incorporated Garfield Gordon, Territory Business Manager, Trinidad and the Caribbean Cisco Systems Incorporated Richard Doldron, and Corporate Territory Manager for Microsoft in Trinidad and Tobago, Jonathan Jagai.
GGMC concludes successful introductory prospectors training The Mining School functions under the Guyana Geology and Mines Commission. The recent training was also in partnership with the Guyana Women Miners Organization (GWMO) and the Guyana Gold and Diamond Miners Association (GGDMA). The most recent course, “Introductory Level Training of Prospectors for the Extractive Industry”, saw the 28th batch of trainees becoming more knowledgeable in a number of areas. The course was open to both seasoned miners and new entrants to the mining sector. The course ran from September 22 to September 22 and covered a number of topics, including GPS and compass navigation; mineralization map
...as preparations begin for higher level training interpretation; topographic map interpretation; and land application processes. All of these courses were Level 1 courses. This same course will also be available in Mahdia on October 1 through October 6 at the GGMC Mines Station at 111 Mahdia. An intermediate level for training of prospectors for the extractive industry will also begin shortly; this course will require completion of the introductory level or equivalent training or experience. In the past, surveys known as Regional Geochemical Exploration Surveys have been
conducted by the GGMC. These surveys have seen stream sediment samples collected and analyzed for Gold and 48 other elements. Several electronic data products are created for each Exploration Survey, which include Sample Location Maps, Gold Analysis Results, Mineralization Maps, Historical Maps and a Technical Report on the project area. This follow-up course will also allow participants to integrate electronic data products within the open source software, thus allowing decision making for mining and planning of prospecting sampling

Tens of thousands of Moldovans protest corruption Chisinau (AFP) - Tens of thousands of Moldovans took to the streets yesterday in the capital Chisinau calling for early elections as the country continues to be rocked by a $1 billion banking scandal. The leftwing organisers of the demo said between 25,000 and 40,000 people turned out to show their anger over corruption in the former Soviet nation, which is one of the poorest in Europe. Police did not provide a crowd estimate. “If President Nicolae Timofti does not resign before the end of next week, we will intensify our protests,” said Socialist Party president Igor Dodon. “Early parliamentary elections must take place no later than the beginning of spring 2016,” he said. Protests in the country of 3.5 million have been triggered by an eye-popping scam that saw 1 billion euros ($1.1 billion) — roughly 15 percent of Moldova’s GDP — mysteriously exit the country. The scam, uncovered early this year, has been dubbed the “fraud of the century” and came as a devastating blow, triggering the devaluation of the national currency, the leu, and
stoking inflation. Renato Oussaty, the head of left-wing Our Party, said the protests aim to “free Moldova from oligarchs who have seized the country.” This demo comes on the heels of an anti-corruption protest led by the Dignity and Justice movement that organisers said drew 100,000 people on September 6, though police put the number at 30,000. The demonstrators, who also set up a 300-tent encampment in the centre of the capital three weeks ago, accuse the country’s leaders of paying lip service to Western integration, while using their positions of power to enrich themselves. Among the demonstrators’ demands are the resignation of Timofti, early parliamentary polls and the dismissal of top officials at the central bank and the prosecutor general’s office. Protesters yesterday also called on the heads of the country’s security services, national radio and TV channel to step down. “We must first get rid of the leadership and then decide our direction: neither Moscow, nor Brussels nor Washington are going to fix our problems,” Oussaty said.

MORA TREE CRUSHES FARMER’S LEG A thirty eight year-old father of two is now a patient at the Georgetown Public Hospital Corporation (GPHC) after a large Mora tree crushed his right foot. Philbert Edwards, a farmer of Princeville Mahdia, Region 8 explained that last Wednesday afternoon, he went into the backdam to do some farming. He said that he was trying to rid the farming area of some large trees. He began cutting one of the large trees with a chainsaw when the tree unexpectedly came crashing down on his right foot. Luckily, he was not alone in the farm and was rescued by another man, who removed the tree and rushed him to a nearby health centre. While at the health centre the leg was sutured. Later on in the evening Edwards was transported to Georgetown for further medical attention at the GPHC. The injured man pointed

out that this was the first time something like this had happened to him. He has since commended the doctors and nurses at the hospital for the exemplary
services they have been providing. Edwards told Kaieteur News that the foot is badly damaged and will take some time to heal.

The charted oil tanker had to be diverted to Trinidad and Tobago which had promised to help Guyana meet its energy demands. Government in late August confirmed that Guyana has increased, dramatically, its oil supplies from Trinidad and Tobago, with no shipments taken over a month from Venezuela. Over a week ago, President Granger announced that
Venezuela has deployed troops and anti-aircraft equipment to the borders of Guyana. Venezuela gunships were also placed in the Cuyuni River, which lies within Guyana. Government yesterday confirmed that Venezuela has started pulling back the troops and the guns. President Granger told reporters in New York last week that he does not buy arguments that Maduro was using the Guyana claims to divert Venezuelans attention from severe internal turmoil ahead Parliamentary elections slated for December. Venezuela is facing food shortages and a depressed economy as oil prices continue to remain low on the world market. The Guyanese leader
stressed that the aggression by Venezuela has become progressively worse in recent years, with a resolution required once and for all. The simmering border claim has effectively scared foreign investors away from the mineral-rich Essequibo and could no longer be tolerated. Maduro last week reportedly said he wanted to talk to President Granger in New York, but there was no official request received by the administration as of Friday. The Venezuela issue is expected to take center stage when President Granger addresses the UN General Assembly tomorrow. Maduro is also scheduled to speak in the afternoon.

THE POLITICAL WILL Illegal street and pavement vending must no longer be treated as complex problem. It is a problem that can be easily solved. Once there is zero tolerance for it; it will end. It is not a complex problem. It is a problem of size. It has grown out of control and has become unwieldy and unmanageable. Once vending is illegal, action should be taken to shut it down. This has to be done before this country reaches a stage whereby no one will want to establish
business premises. People are selling all over. They will simply sell wherever they wish to sell. They are selling from trays. They are even selling from vehicles. The City Council believes that the pavement and street vending problem is a complex one. It may be too complex for the Council to solve and therefore it may be in need of a perspective to assist it to address this problem. There was a time when there were no vendors outside of the perimeters of the iron-grilled walls of the
municipal markets. No one was allowed to vend outside of the markets. There was however in some markets what is called a greens section. It was important source of revenue for the municipality. These days the “ “greens section” outside of most markets has been pauperized because over time the municipality has allowed street vending and therefore no one goes anymore into the green section. The investments that were made have been lost and

Instead, de scamp buy a gunboat wha a slingshot more dangerous than. He never seh how much he pay, but dem boys believe he pay US$50,000 and dig out US$3 million from de Treasury. When dem do decide to do de test, a lady stand up and seh she can pee more forceful and further than de water cannon. Jagdeo never tell de nation how much he pay fuh that piece of crap. with it the opportunity of the municipality to collect revenues. People no longer shop in the “greens section” of the markets. Why would they? All that they want can be had from the street vendors. This makes it easier for street vendors. But think about what it does for those who have businesses in the “greens section” of markets. They get no business and they are forced to use their stall as homes and storage dens. They have been pushed out of business by the pavement and street vendors. The municipality has lacked the political will to deal with the problem. They have failed to address it because they have allowed political considerations to cloud their
judgment of this issue. The vendors are an important constituency, or so it is felt. But there is equally large- and I dare suggest more important constituency, namely legitimate businesses and legitimate vendors- that are being undermined and shortchanged by the historic process that has led to the emergence of street vending. It is within the power of the municipality to deal with this problem that it says is complex. The municipality has the power and the capacity to deal with it. It is not uncontrollable. Vendors are not allowed to
vend outside of City Hall. This in itself shows that if the council really wanted, it could take action against all illegal vending. It will be total waste of money for the municipality to be trying to clean up Georgetown, yet having the city looking disorderly and like a shanty town because of the vending. Once the political will is there, places can be found for all vendors to vend lawfully. Once the political will is there!

Ministry of Citizenship, UNICEF partner to achieve 100 percent birth registration
Minister Winston Felix and the Resident Representative for UNICEF, Marianne Flach The Ministry of Citizenship in partnership with the United Nations Children’s Fund, (UNICEF) will be embarking on a mission to achieve 100 percent birth registration in Guyana. This announcement was made by Minister of Citizenship, Winston Felix and UNICEF’s Resident Representative, Marianne Flach, on Friday at a press conference at the Ministry of Citizenship, which is a Ministerial office within the Ministry of the Presidency. UNICEF will be leading the development of a multiyear communication and education plan to support the drive for universal birth registration. Further, UNICEF will partner with Government to conduct a legislative review of the Registration of Births and Deaths Act and other legislation, including proposed legislation that directly and indirectly affects the population’s right to identity. “Birth registration opens the door to many other rights; health, education, participation and protection from abuse and exploitation. The risks that are faced by children and adults who are not registered are
tremendous and may hinder access to other child and human rights,” Minister Felix said. These sentiments were later echoed by the UNICEF representative. They said that birth registration is linked to good governance and sound national development in order to effectively plan for the population. This project is expected to be rolled out in full in 2016, with the first stage expected to last for two years. This will be part of a number of first steps to ensure that Guyana’s vision for 100 percent registration is realized through the full articulation and implementation of policies, which promote among other things, free and universal birth registration. These steps will be accompanied in the future by a larger plan of action. It will address issues such as supply and demand, including decentralization and access to efficient and quality services, budget and
expenditure that is supportive of increased birth registration and management and coordination issues to support birth registration for all; including those living on the coastland, rural areas and in the hinterland. Currently, Guyana boasts of a registration rate that is between 89 and 92 percent. However, Minister Felix and the Resident Representative are of the view that there is much more to be done. “One child not registered is really one child too many,” Flach said. In the meantime, Minister Felix expressed the Government’s appreciation for the collaboration, noting that it will go a long way in ensuring that the basic rights of Guyanese are met. The legislative review will be spearheaded by Patrick Triumph, Chief Executive Officer of Triumph International Group, while the communication and education campaign will target television, radio, social media and other media.

Ill-equipped bidder secures multi-million dollar printing jobs Persons without the requisite machinery to undertake major printing jobs locally are securing multimillion dollar contracts ahead of established printers, a trend that is now leaving persons in the industry frustrated at the tender process. Speaking to this publication on the condition of anonymity, one contractor drew reference to a recent large contract secured by a relative of a senior Peoples Progressive Party (PPP) functionary. That Ministry of Education contract is for the printing and delivery of reading materials and work books at the Nursery level. According to the contractor, it is a known fact that the person, who was awarded the contract, does not have the requisite machinery to undertake the job at hand. The specific requirements, such as machinery necessary for the job at hand, are outlined in the bid documents which are purchased by any potential bidder. Citing another example, the contractor drew reference to a recent contract that was
…This is more than enough to frustrate legitimate printers - says rejected contractor initiated by the Government Information Agency (GINA). According to the contractor, he submitted a bid for the project but was not successful. What transpired afterwards, according to the contractor, is enough to frustrate any legitimate businessperson. He told this publication that the person who secured the contract was without the necessary machinery to undertake the job and as such approached him to subcontract the work. He said while this may not be illegal, the person that secured the contract was in fact willing to pay him more than he had bid when he submitted his tender. This, according to the contractor, could only mean that the person, who successfully got the contract, not only was without the required equipment but also had bid far higher than him. “I am going to stop bidding because this is more than enough to frustrate any legitimate person tendering
for contracts when this is the type of thing happening.” He told this publication that he had actually raised the matter with former President Donald Ramotar, only to find himself being sidelined. The contractor, who claims to be a close acquaintance of Ramotar, said he first raised the matter with the former President, orally. According to the contractor, he was asked to meet with the then President to present the evidence he claimed to have in his possession. He told Kaieteur News he met with Ramotar and the Head of the Presidential Secretariat, Dr Roger Luncheon, to disclose and present what he knew. The contractor said following his disclosures, he found himself being sidelined for more than a year. During this time he noticed companies that clearly did not meet the required specifications still getting contracts. This practice he said continues to date.

SATURDAY’S CHILD: Night at the museums “I WENT TO the museum where they had all the heads and arms from the statues that are in all the other museums,” quipped comedian Steven Wright. Offbeat author Jarod Kintz clearly is not a fan of art with a capital “A”: “I want to meet a guy named Art. I’d take him to a museum, hang him on the wall, criticise him, and leave.” There is the UFO Museum and Research Centre in Roswell, the site of a supposed flying-saucer crash in 1947, the Sex Museum in Amsterdam, which is probably where the UFO was headed when it overheated, and the International Spy Museum in Washington DC, where you have the feeling of being watched constantly by men in dark glasses and trench coats. There is also the Museum of Bad Art in Boston. The Garbage Museum in Connecticut features a dinosaur made from a ton of trash – the estimated amount that the average person generates each year. Needless to say, when
visitors are asked to comment on their visit they limit their response to one word. In Boston is the Warren Anatomical Museum, which features the “well known” skull of Phineas Gage, who lived after his skull was punctured by an iron rod. It gets weirder. The Icelandic Phallological Museum in Reykjavik is dedicated to all things penile. It houses more than 215 penises and penile parts belonging to almost all the land and sea mammals found in Iceland. It is reputedly seeking to lure as a guest exhibit the British Prime Minister, David Cameron, or his pig, but the competition is far too intense. The biggest rival might be The Museum of Broken Relationships in Croatia, which encourages visitors to donate artefacts from their own heartbreaks as “a chance to overcome an emotional collapse”. There are also special museums devoted to crime, like the Axe Murder House, the Bonnie and Clyde Ambush Museum, the Museum of the American
Gangster, the Black Museum where Jack the Ripper is a major attraction, and one that is seeking start-up funding in Albany, New Jersey, called the “Albany Museum of Political Scandal, Corruption, and Misconduct – or SCAM.” The motto of the museum will be, “We stand by our convictions.” While Bruce Roter, the organiser of the Albany museum, is still seeking legitimate donations to build his museum, Thailand, which is tied with Trinidad and Tobago, Burkina Faso, Jamaica, India, Peru, the Philippines, Sri Lanka and Zambia with 38 points out of 100 in the 2014 World Corruption Index, has started its own. The museum, which uses sculptures to highlight ten corruption scandals, was introduced on September 6 to mark the country’s National Anti-Corruption Day. Media reports state that the highlights include sculptures of a man and woman standing behind a stack of rice sacks, representing the alleged corruption that took place

I have spoken to my counterpart minister in Jamaica, they have a well-established maritime school, with the hope that maybe from next year we can establish a full scholarship for eligible stu-
dents from Guyana where they will only be required to pay board and lodging,” Minister Patterson had disclosed. According to information posted on the Government Information Agency (GINA) Website Patterson also noted that with the advent of Petroleum exploration, investments will be made to enhance the necessary maritime standards that MARAD can be better equipped to police the waterways, ensure the safety of
those who travel and execute search and rescue missions, should there be a disaster on any of the oil exploration platforms. Minister Patterson further said that MARAD will soon address the issue of sunken and derelict vessels in the country’s waterways as they pose serious problems to the safety of boats plying the varying channels. As such, a comprehensive plan to execute this objective will be developed.

The coconut palm is grown in over 80 countries around the world. From the world production, more than 50 percent is processed
into copra. A small portion is converted into dissected coconut, while the rest is consumed as fresh nuts. Locally, coconut ranks third in regard to acreage cultivated, after rice and sugar. With the current downward trend of rice and sugar, long considered Guyana’s agricultural mainstay, there have been calls for Government to focus its attention on
non-traditional crops. Popularly referred to as the ‘tree of life’, Coconut is also a source of renewable energy. Its fields can also accommodate various crops including livestock. Coconut is widely considered one of the key non-traditional crops that Guyana has to offer, as it can not only be used in fuel, food and feed, but can produce coconut water and oil, kernel and milk.

The exhibition does not directly name individuals involved in the ten corruption cases but urged public shaming of the alleged culprits. The Jamaican friend who drew it to my attention obviously felt it was something that would do very well as an attraction in the Caribbean. Another Jamaican said they don’t need a mint – they just have to deal in houses and lottery tickets. This led to the suggestion that the Trinidad and Tobago Corruption Museum should be in Panama – where at least one of its supposedly most corrupt scamsters is domiciled – or Miami or Toronto. One friend was vehement. He claimed Calder Hart, whose name has been called in several matters but who has not been convicted of anything, is reputed to be living in Miami and we should
site the museum there to draw attention to Mr Hart. However, another said, “We have to wait until Jack Warner is extradited so our museum will be even more attractive.” I pointed out that Mr Warner has not yet been found guilty of anything so that in the meantime the appropriate place for the museum is Jack’s own “Centre of Excellence”, particularly as its name does not specifically mention the major area in which Mr
Warner has undoubtedly excelled. There he could put on a nightly show of his likeminded associates. Every night will be a sellout and its “shtick” or gimmick will be that there will always be more tickets sold than available seats. • Tony Deyal was last seen suggesting the Albany layout, which includes a Hall of Graft, Bribery and Kickbacks. In Trinidad it will be painted either a fireengine red or a US dollar green.
Policeman among four... (From page 14) away. The other persons who were in the car received minor injuries. According to information, Simpson and her friends were returning from an Amerindian cultural show at St. Cuthbert Mission. The accident reportedly occurred late Saturday. Meanwhile, the police in a statement said that at around 10:30 hrs on Saturday, a pedal cyclist was struck down by a motor vehicle on the Good Hope Embankment, East Coast Demerara. He was taken to the GPHC where he succumbed. The pedal cyclist is of East Indian decent. The driver of the motor vehicle is in police custody assisting with information.

Letters... Where your views make the news
Jagdeo failed to tell us the whole truth DEAR EDITOR, Opposition Leader Jagdeo is quoted in the press that “under his watch the PPP will return to power”. Editor, it is with an interrogating mind I ask - to do what? Under his watch, he boasts of nine consecutive years of economic growth but let us properly analyze this situation. On average over those nine years, the growth rate averaged at 4.3 percent.
But Editor, Jagdeo failed to tell us the whole truth. He did not tell you that the average transfer of wealth from the European Union because of preferential sugar prices averaged 5 percent for most of those years. Then when the preferential prices for sugar ceased at the end of 2012, it was replaced by preferential rice prices in 2013 and 2014 from Venezuela at almost 55
percent more than the world market prices with aggregated wealth transfer from Venezuela in 2013 and 2014 valued at over US$105 million. This is what Venezuela paid in excess of the world market prices for Guyana’s rice in those two years. Let us do the Arithmetic since this seems not be his forte. If we were to take away the additional revenue from the preferential EU sugar
prices and the preferential rice prices offered by Venezuela in 2013 and 2014, the economy would have actually regressed. So any financial analyst worth their salt should not be surprised that the economy is “flat-lining” in 2015 since it is in the final stage in the real world with our products being sold at world market prices. No artificial props! For the first time since
1978, we have to compete in the world market without some kind of free transfer of cash from our trading partners and we are found very wanting. This has nothing to do with the APNU/AFC coalition; they were dealt a very bad hand by the Ramotar administration. What is done with this bad hand is what matters now. Sase Singh
Do not get distracted with another episode of Venezuela DEAR EDITOR, Venezuela in confronting the USA uses Guyana again. This is how failed Marxist regimes fight capitalism, not as an economic system but as the scapegoat of decades of failed policies. However, I find it equally amusing that Guyana would engage in such soap opera, i.e. showing pictures of Venezuelan missiles heading for the border. I am guessing that the missiles are to protect the drug lords and their cronies from the DEA, which is considering a regional station in Guyana. Let us get real with Venezuela wanting to annex Essequibo because of historical claims. Under its leadership, or lack thereofChavez and now MaduraVenezuela has become a rogue state, with betrayal of Cuba joining the USA adding salt to its wounds. So what do you do? You
do like the intellectually challenged in the USA; you get on the Judge Judy show and get some airtime. In this case, the UN is Judge Judy and the defendant is Guyana. That leaves the audience that is most likely the likes of Columbia and the rest of the impotent world. Territorial disputes are everyday issues around the world; it is a way to distract the population from being industrious. I have not heard of Germany having any disputes over land recently. Why? Because it is a producer. I am not expecting defense bonds this time around; the current government is offering distraction. Guyanese like to invest in distraction... case in point, the daily dose of Jagdeo, the next contestant for the Judge Judy show. But until then, he is
building his case for a return to the monarchy. Murder for hire on installment is a simple case of the Guyanese society already in the toilet. To gain dignity, the government is stirring the people to confront Venezuela, another society in the toilet creating a row of toilets, like those found at outdoor events. Guyanese do not get distracted with another episode of Venezuela. This time, continue your daily lives munching off of your hardworking relatives living in the USA that hope you return the favour when they return as so-called remigrants because they skip out on repaying their home equity line of credit. Or wait for the polls in several years to change government like how people change their cell phone carriers and cable providers for any deal. Better yet, move
en masse from Georgetown to Essequibo, especially those living in abject poverty in Albouyston and Tiger Bay. These folks can be self sufficient as well as have a better quality of life as a result of developing vast empty lands that are often given away to suspect Asian companies. The new government should ignore the sabre rattling of the Venezuelans. This is a government that squandered its oil riches to support those who contribute nothing other than human waste to society. It is very difficult to change a culture of welfarism, both state and family sponsored, that has developed over generations. The trading of guns over the Suriname and Venezuelans borders, two rogue states, into Guyana has created a stick up mentality
for a growing section of the Guyanese population that want everything advertise on the internet and television but do not want to work to accumulate stuff. Instead, they hire hit men or invent robberies on themselves and family because it is the modus operandi of a population that has lost pride and has gotten immune to shame. Where is this coming from, you bet, Suriname and Venezuela. My suggestion, make a deal with the EU to take in 500,000 Syrian refugees and relocate them to the Essequibo region. This should net the country about 10 billion euros. Enough to build two modern cities and generate another 30 billion euros in spending. Most importantly, Guyana will get the support it needs to quash Venezuela for good. Keith Bernard
The lives of these NDCs and Councils came to an end on December 31, 2014 DEAR EDITOR, It is beyond me why everyone including the government, the opposition and the citizens are ignoring the fact, or pretending not to know that the Mayor and Councillors of the Georgetown are illegally occupying and carrying out functions at City Hall. With the end of its normal life coming in 1997, three years after they were elected in 1994, the last time a Local Government Election was held in Guyana, the respective Ministers of Local Government have had out of necessity, placed bills before sittings of the National Assembly and had them approved to have the lives of the NDCs and Councils extended each year. This was however not done in 2014, so the lives of these NDC and Councils came to an end on December 31st 2014. Consequently, from the beginning of 2015, this malfunctioning City Council in our capital, well known for
its massive corrupt practices, nepotism, cronyism and shoddy services that it has provided to the citizens for the last 21 years, continues to operate with the same group of city ‘fathers’ and ‘mothers’ illegally sitting around the horseshoe-shaped table pontificating and illegitimately making decisions, whilst receiving a monthly stipend each along with other perks.
I would therefore like to ask the Minister of Local Government, the Minister of Governance, the Attorney General and the Opposition Leader to bring an immediate end to this charade by having these bodies notified that they are no longer lawful entities nor are they legally entitled to make decisions for the citizenry. Can you imagine that these very Councillors who
are squatting illegally at City Hall have the audacity to speak of illegal structures, illegal vending and illegal dumping? To make it worse, some of them also live in illegal structures on the City’s reserves. I will make it my duty to mobilize others to legally challenge the decisions made by this Council since the beginning of 2015, including the amnesty given on
outstanding property taxes, contracts awarded to individuals and companies to provide goods and services, the repositioning of vendors, the appointment of new staff and the launching of many cosmetic and frivolous municipal programmes as these are all being done by a group of persons whose legal and moral mandates have expired. Sean Moniz
GGMC concludes successful introductory... (From page 6) conducted at the GGMC Mines Station, 111 Mahdia and will be the third batch for the course. Since its inaugural training about two years ago, the mining school has seen hundreds of persons benefiting from its courses. In a previous interview with Kaieteur News, John Applewhite-Hercules, Administrator/Coordinator
of the Guyana Mining School and Training Centre, had shared that 397 persons had received training from the school in 2014. According to him, persons trained last year had benefited from training sessions not just in Georgetown but also in Port Kaituma, Mahdia, Bartica and Linden. In an attempt to expand, the school is offering free registration to miners and new
entrants. ApplewhiteHercules explained that though there is a cost attached to the training, it is being subsidized by the GGMC. He further said the courses fall within the function of the GGMC in
lending assistance to miners. The school is also considering expansion along the Essequibo Coast. However, ApplewhiteHercules said this expansion is dependent upon the availability of the school’s resources.

Guyana cannot be divided or taken away Govt. freezes
exportation of locust wood
- PM tells St. Cuthbert’s residents Acting President, Moses Nagamootoo on Saturday addressed a large gathering at the St. Cuthbert’s Mission celebrating their annual heritage day, reassuring them that recent claims made by Venezuela concerning Essequibo will never come to fruition. The Minister was firm in his intimations that the coalition led government has no intentions of giving away any part of Guyana. “Guyana, the land of many waters cannot be divided, cannot be sold, cannot be given away or taken away.” He related that recent efforts to mobilize troops in case of an invasion and a recent visit from the Toshoa of St. Cuthbert’s Mission, along with some of the villagers have many people thinking that Guyana is being aggressive towards Venezuela. These persons have sworn to defend Guyana’s shores against any threats made by the Bolivarian Republic of Venezuela and should not be considered as aggressive.
“When he (Toshao of St. Cuthbert’s) stood up there with his spear and his troops with their arrows and bows, it is not that we were the aggressors and that we want to make war with anyone, but we are telling Venezuela and the rest of the world that we are prepared to stand up and fight and die for our country. We are not the aggressors, that doesn’t make us the aggressors; that makes us people who have guts.” In addition to his comments on the Venezuelan issue, the Prime Minister revealed his government’s intentions for the various Amerindian communities with regards to the ten-point programme. This programme was recently introduced by President David Granger which will see the development of the Hinterland. This would be done through the fostering of relationships between the various Amerindian organizations and various councils in the Amerindian communities so as to find solutions to problems Indigenous communities may
be faced with. Such relationships will hopefully improve the lives of the indigenous people and the conditions under which they live. Nagamootoo also made the promise to help preserve the culture of the Indigenous people as their role in our country is insurmountable. The ten point plan states, “that the new coalition government will respect your languages and will preserve the culture of Indigenous people. It was for this reason, that many years ago I saw the establishment of the first radio station in Guyana, Radio Wyoma. Radio Wyoma was announced in the languages of the Amerindian villages in the area of Iwokrama and we hope that when new stations are set up that you here can access programs in your language as well as the preservation of your language is very important in preserving your culture.” The Amerindians have always been the protector of the forests, especially in the region of the now threatened Essequibo as it was the
Moses Nagamootoo original place of residence for the Amerindians. This idea was expounded upon by Nagamootoo as he spoke about the Iwokrama project. The Iwokrama project which has one million acres of land has always been protected by the Amerindian people and is now one of “Guyana’s gifts to the world.” He appealed to international communities to assist towards the continuation of the Iwokrama project as the Government would not be able to preserve the forests alone.
Cuban trained doctors participate in outreach programme
There is a new volunteer group in town. The Guyana Solidarity Brigade is striving to make Guyana a better place, by reaching out to the less fortunate, with the ultimate aim that becoming a Non-Governmental Organization (NGO) will give them a chance to serve Guyana even further. On Friday last, the group of 16 doctors who recently graduated from the Guyana/ Cuban medical scholarship program, coordinated an outreach activity where they distributed clothes to the homeless. The Group first targeted the Guyana Post Office (GPO)-Courts area in Georgetown, thence to Bourda Market, where they visited two homes for the elderly; Byer’s Home on Robb Street and the Archer’s Home on D’urban Street. There, the group conducted general medical checkups on the residents, interacting with them and providing each resident with a clothing item. Kaieteur News understands that the homes do not have any nurses or doctors on staff and the residents have to pay for any medical assistance. The group then continued with a clothing drive at Good Hope on the East Coast of Demerara , where they distributed clothing to over 100 residents
The doctors participating in the outreach, along with the beneficiaries. male and female, young and old. In an interview with Kaieteur News, the President of the group, Dr. Jason Ramcharan stated that the aim is to make the group into an official NGO, whose main objective is to reach out to the poor in society with their medical skills and knowledge and other resources as part of a humanitarian effort. He further stated that the group has activities planned for each month of the remainder of the year in different parts of the country. The first activity conducted by the group was held on the 27th august, 2015, when they visited the Guyana Red Cross
Children’s Convalescent Home and the Joshua’s House Children’s center along with another NGO the “Save ABE Foundation”. Dr. Ramcharan also invited other NGOS or individuals interested in coming on board to participate in the group’s activities. The Guyana Solidarity Brigade’s next activity will be held on the October 3rd, 2015 at the Mc Doom community located on
the East Bank of Demerara, where there will be a medical outreach program coordinated by the Jesus Loves Ministries. The Doctors all graduated from the Scholarship program back in August as part of a batch of over 90 students. During the ceremony held at the Arthur Chung Convention Centre, the group had made it clear that they would strive to serve Guyana to the best of their ability.
Minister of Governance, Raphael Trotman has ordered a restriction on the exportation of locust logs as he understands that there is even a limited supply for local use. The locust wood is one of the most exotic and expensive species on the world market. Trotman sought to make clear that while the ban has been implemented; the coalition administration is not against foreign investors or investments, but will ensure that they abide by the laws of the country. The Minister of Governance was then asked if Bai Shan Lin International Forest Development INC. has made any progress with regard to adding value to the country’s logs since it has failed to do so for over ten years. He said that there is an indication of some degree of progress being made for those companies in the forestry sector who have promised to start adding value to logs before the year ends. “Again I wish to reiterate that we are not against foreign investments and we just want them, I mean foreign companies to abide by our labour laws, laws pertaining to taxes and we want them to respect our agreements.
So we are working with Bai Shan Lin and Vaitarna who through their practices we started to see positive signs but towards the end of October we will report on the status of the promise to adding value to our logs.” But in the interim, Trotman said that he has ordered the ban on the Locust wood. “I was told and satisfied myself that there are insufficient locust logs in Guyana as all that have been cut, trees felled were lined up for export and the local market was not benefitting so I have put a f r e e z e o n t h a t . We a r e working with Bai Shan Lin in particular to address the situation because while some have been exported, a certain supply needs to be available for local manufacturing. So changes are taking place and companies are complying.” The Locust tree is native to the south eastern United States, but has been widely planted and naturalized elsewhere in temperate North America, Europe, Southern Africa and Asia and is considered an invasive species in some areas. Pricing for the species… Bai Shan Lin on July 2009, last, exported 558 pieces of Locust Sawn Timber from Guyana. (Kiana Wilburg)

Russia seizes initiative in Syria crisis; France bombs Islamic State Reuters Russia appeared to seize the initiative in international efforts to end the conflict in Syria yesterday as Washington scrambled to devise a new strategy for the war-ravaged country and France sent warplanes to bomb Islamic State targets. As leaders gathered in New York at the United Nations General Assembly, U.S. Secretary of State John Kerry discussed Syria with Russian Foreign Minister Sergei Lavrov. He said that while it was vital to coordinate efforts against Islamic State militants this was not yet happening. “I think we have concerns about how we are going to go forward,” Kerry told reporters. U.S. officials said Kerry was working on a new political initiative in New York that would include Russia and key regional powers. A senior State Department official told reporters: “It was a very thorough exchange of views on both the military and the political implications of Russia’s increased engagement in Syria.” Kerry also discussed Syria with Iran’s foreign minister during a meeting at
John Kerry (right) and Sergei Lavrov the United Nations on Saturday. It was announced in Baghdad that Russian military officials were working with counterparts from Iran, Syria and Iraq on intelligence and security cooperation to counter Islamic State, which has captured large areas of both Syria and Iraq. The move was seen in the region as potentially giving Moscow more sway in the Middle East. President Vladimir Putin derided U.S. efforts to end the Syria war, which has driven a
tide of refugees into neighbouring states and Europe. He said Moscow, which this month sent tanks and warplanes to a Russian military base in Syria, was trying to create a “coordinated framework” to resolve the conflict. “We would welcome a common platform for collective action against the terrorists,” Putin said in an interview broadcast yesterday on CBS’s “60 Minutes.” Putin, who will meet U.S. President Barack Obama in
New York tomorrow, branded U.S. support for rebel forces in Syria as illegal and ineffective and said Damascus should be included in international efforts to fight Islamic State. He mocked U.S. plans to train up to 5,400 Syrian rebels to fight the group. “It turns out that only 60 of these fighters have been properly trained, and as few as four or five people actually carry weapons,” he said. Critics have urged Obama to be more decisive in the Middle East and Syria, where
the United Nations has said 250,000 people have died after four years of conflict, and say lack of a clear American policy has given Islamic State opportunities to expand. The future role of Syrian President Bashar al-Assad, a Moscow ally, remains a major sticking point. The United States, Britain and some other allies in recent days softened demands that Assad immediately leave power, raising the possibility that he could stay during a transition. German Foreign Minister Frank-Walter Steinmeier, however, told ARD television yesterday that the formation of a transitional Syrian government should be kept separate from discussions on the future of President Assad. Steinmeier said he was not overly optimistic about prospects for agreement on a political transition among key powers. A senior State Department official said if the Russians were going to play a greater role in the fight against Islamic State, it was essential to have talks on “de-confliction” measures to avert inadvertent clashes between the
militaries. “We are just at the beginning of trying to understand what the Russians’ intentions are in Syria, in Iraq, and to try to see if there are mutually beneficial ways forward here. We have got a long way to go in that conversation,” the official said. NATO Secretary-General Jens Stoltenberg told Reuters he was ready to discuss Syria with Russia and stressed the need for coordination to avoid any “incident or accident” between Russian forces and U.S.-led forces fighting Islamic State. France said it had launched its first air strikes in Syria, destroying an Islamic State training camp in the east of the country to stop the group from attacking French interests and to protect Syrian civilians. France had until now only struck Islamic State targets in neighbouring Iraq. France had feared strikes in Syria could be counterproductive and could strengthen Assad, but it was shaken by a series of deadly attacks by Islamist militants this year.

Israel hits Syrian army on Golan after ‘errant’ cross-border fire Reuters - Israel struck Syrian army targets on the Golan Heights yesterday, sources on both sides said, and Israel said it was retaliating for cross-border rocket fire from the Syrian war next door. Rebel sources in southern Syria and a British-based monitoring group said at least three Israeli air strikes had hit army sites near the frontier with the Israeli-occupied part of the strategic plateau. Israel’s army confirmed it had targeted two Syrian army posts, but said it used artillery fire, not air strikes, in response to “errant” rockets from inside Syria landing on its territory. Fighting between government forces and rebels in the Quneitra area of the Syrian Golan Heights has intensified in recent days. It was the first Israeli fire on southern Syria in more than a month. Hezbollah, a Damascus ally, during the four-year-old civil war in its hostile neighbour. Last month Israel waged its heaviest bombardment since the conflict began, killing Palestinian militants in response to cross-border fire. It has said it holds the Syrian government responsible for any spillover of violence.
Prime Minister Benjamin Netanyahu and President Vladimir Putin today agreed to set up an Israeli-Russian coordination team to prevent the countries accidentally trading fire in Syria. Israel captured the western Golan in the 1967 Middle East war and annexed it, a move not recognised internationally.
France’s Hollande says climate talk promises must now become action Reuters - French President Francois Hollande said yesterday he was encouraged by promises made by leaders at the U.N. General Assembly to reach a climate change deal in Paris in November, but said those words now had to be turned into concrete action. Hollande, who co-chaired a meeting of leaders on climate change on the sidelines of the United Nations General Assembly, said that while there had been progress in the last few months, there remained a “great deal of work” to get a credible agreement. “If I look at the intentions, they are there. The statements, they are there, but from this awakening and the desire to seal a deal in Paris and the conditions to ensure it is credible ...there is still a lot of work.” The United Nations has said that talks were on track for the Nov. 30-Dec. 11 summit, although much still needs to be clarified about everything from cuts in greenhouse gas emissions to raising aid to developing nations. “I haven’t met one head of state who has said he was against an agreement so I could assume that we are sure of succeeding,” Hollande told reporters. “Everyone is convinced that there will be an agreement in Paris, but what accord and

REUTERS/MIKE SEGAR with what type of ambition? In Paris, it is not about signing just a text, but a text that commits us for decades, that concerns all countries with a legal weighting and that every five years we can evaluate what has been done.” Hollande said heads of state had agreed to come to the Paris climate talks on the first day, Nov. 30, to ensure that “we are capable of signing an agreement at the end of the conference.” The plans submitted so far to the United Nations by about 80 nations represent 75 percent of world emissions and are deemed too weak to keep temperatures below the agreed ceiling of 2 degrees Celsius (3.6 Fahrenheit) above
pre-industrial times needed to avoid the worst effects of warming. Some emerging nations do not want to commit themselves until they are assured that developing nations will receive $100 billion per year from 2020 to adapt to the impact of climate change. Hollande said this was vital for reaching a deal and that he expected key nations to make announcements during the U.N. General Assembly and to move towards this after meetings in Peru with ministers and financial institutions and the G20 before Paris. “We have to accelerate,” Hollande said.

China’s Xi touts women’s rights Obama makes forceful defense at United Nations, U.S. critical of new development goals Reuters - China’s President Xi Jinping told the United Nations yesterday that all Chinese women have the opportunity to excel, touting his government’s record on women’s rights as the United States slammed Beijing and others for jailing women for their views. China and U.N. SecretaryGeneral Ban Ki-moon cohosted a U.N. meeting of world leaders on gender equality and women’s empowerment, raising eyebrows among some western diplomats and human rights defenders in China and abroad. “As the Chinese people pursue a happy life, all Chinese women have the opportunity to excel in life and make their dreams come true,” Xi told the meeting on the sidelines of the annual gathering of world leaders at the U.N. General Assembly. China was criticized internationally for detaining five women who were taken into custody on the weekend of March 8, International Women’s Day, after they
Xi Jinping planned to demonstrate against sexual harassment on public transport. While the women were released a month later, they say their status as criminal suspects has stopped them from returning to activism and had a chilling effect on women’s rights groups. “If you want to empower women, don’t imprison them on the basis of their views or beliefs,” U.S. Ambassador to the United Nations, Samantha
Pro-Kremlin party suffers rare defeat in local election Moscow (AFP) - Russian President Vladimir Putin’s ruling party suffered a rare election defeat yesterday when its candidate for governor of the Irkutsk region of Siberia lost to a Communist candidate. With 90 percent of ballots counted, Sergei Levchenko had won 56.9 percent of the vote compared to 40.9 percent for interim governor Sergei Yeroshchenko of United Russia garnered 40.9 percent. The head of the local electoral commission, Eduard Devitsky, said the votes that remained to be counted would not influence the final result. United Russia acknowledged the defeat of its candidate. During the first round of voting on September 13, when local elections in 83 regions were won broadly by United Russia, the Irkutsk governor just failed to receive the 50-percent minimum to be returned to office, while Levchenko garnered just 36.6 percent. But since then, Yeroshchenko has done little campaigning while the Communist Party chief Gennady Zyuganov visited the region to support his candidate.
Sergei Levchenko The Communist Party, which has remained powerful since the fall of the Soviet Union, has been marginalised since Putin came to power. Like other parties in parliament, it rarely criticises decisions of the ruling party and almost always votes for bills presented by the government. But the anti-Putin opposition is virtually absent from national media, and is the target of lawsuits. In the September 13 polls, the RPR-Parnas opposition coalition fielded just two candidates, in the rural Volga region of Kostroma, after other regions disqualified its candidates.
Power - a member of President Barack Obama’s cabinet - said in a statement. Over the past couple of weeks, Power has highlighted 20 cases of women unjustly detained around the world for their beliefs or defence of the rights of others, including Chinese journalist Gao Yu, 71, who was jailed in April for seven years for providing state secrets to foreign contacts. Xi’s administration has detained hundreds of rights activists in the past two years in what some rights groups say is the worst clampdown on dissent in the Communistled country for two decades. “In too many places - from China to Egypt, from Russia to Venezuela - women have been swept up in repressive crackdowns on civil society, and deprived of their universal rights and fundamental freedoms,” Obama said in a statement. Obama’s former Secretary of State Hillary Clinton, a Democratic presidential candidate, also weighed in on Twitter: “Xi hosting a meeting on women’s rights at the U.N. while persecuting feminists? Shameless.” Xi said China will do more to enhance gender equality as its “basic state policy” and called on developed countries to “scale up financial and technical assistance to developing countries.” He said China would donate $10 million (£6.59 million) to the U.N. gender equality body, UN Women, to “support women’s development worldwide.” Chinese officials have said the country’s achievements on women’s issues are clear and that authorities handled the recent case of the five activists according to law. Ahead of yesterday’s U.N. meeting the five women said in a letter: “We sincerely hope ... President Xi can lead by example.” China has also faced international criticism for effectively placing Liu Xia, the wife of jailed Chinese Nobel Peace Prize laureate Liu Xiaobo, under house arrest since 2010.
A mini health check is the first step to donating blood
UNITED NATIONS (AP) — President Barack Obama yesterday committed the U.S. to a new blueprint to eliminate poverty and hunger around the world, telling a global summit that a sweeping new development agenda is “not charity but instead is one of the smartest investments we can make in our own future.” It was the first of two addresses Obama is making at the United Nations. His second this morning, to the annual U.N. General Assembly of world leaders, will be a broader examination of world issues, especially the evermore complicated conflict in Syria and the related refugee crisis. As Secretary of State John Kerry put it after a meeting on the sidelines yesterday, “It would be a complete understatement to say that we meet at a challenging time.” Obama offered a powerful defense of a 15-year development agenda and will require trillions of dollars of effort from countries, companies and civil society. He told delegates that 800 million men, women and children scrape by on less than $1.25 a day and that billions of people are at risk of dying from preventable diseases. He called it a “moral outrage” that many children are just one mosquito bite away from death. And, with a possible nod toward his address today, he noted that “military interventions might have been avoided over the years” if countries had spent more time, money and effort on caring for their own people. “Development is

(AP Photo/Andrew Harnik) threatened by war,” Obama said, and war often arises from bad governance. Addressing the world’s greatest refugee crisis since World War II as millions flee conflict in Syria and elsewhere, he said countries “that can, must do more to accommodate refugees” but added those efforts must be matched by diplomacy. The leaders of Britain, France, Japan and Turkey also were addressing the final day of the development summit. Today, the annual General Assembly high-level debate gives countries a chance to
lay out their broader vision before the world. World leaders have already begun a whirlwind series of closed-door meetings on Syria on the U.N. sidelines. Obama meets today with Russian President Vladimir Putin, who hasn’t shown up to the U.N. meeting for a decade. Iran President Hassan Rouhani is already at the U.N. summit and is set to address the U.N. gathering today along with Obama, Putin and Chinese President Xi Jinping — who is making his first appearance here.

Obama to meet Cuba’s Raul Castro tomorrow United Nations (United States) (AFP) - US President Barack Obama will hold talks with Cuban leader Raul Castro tomorrow on the sidelines of the UN General Assembly in New York, the White House said yesterday. It will be the second meeting between the two leaders, after a first historic encounter in Panama in April. Washington and Havana re-established diplomatic relations in July after more than half a century of enmity. The Cuban leader, who succeeded his brother Fidel in 2006, will make his first-ever address to the UN General Assembly today, only several hours after Obama takes the podium. In an address to a UN development summit on Saturday, Castro took aim at the US embargo against Cuba, describing it as the “main obstacle” to his country’s economic development. “Such a policy is rejected by 188 United Nations

member-states that demand its removal,” he said, referring to a UN resolution calling for the end of the decades-old embargo. The 193-nation assembly has voted each year since 1982 to approve a resolution calling on the United States to lift the embargo against Cuba, which has been in place since 1960.
Since the rapprochement with Cuba, the Obama administration has expressed support for lifting the embargo, but the decision rests with Congress, where a Republican majority opposes the move. The General Assembly is set to discuss a new draft resolution condemning the embargo at a session next month.

Tide turning against Kamla in UNC Trinidad Guardian Former prime minister and Leader of the Opposition Kamla Persad-Bissessar is facing serious heat inside the party for the five losses at successive elections. While the party has closed ranks after the latest defeat at the general election, the Sunday Guardian has been informed that UNC members are “disheartened” with Persad-Bissessar and are looking to vote against her in the long overdue internal elections. The Sunday Guardian has been reliably informed that Persad-Bissessar would be hard pressed to pull off an internal win given the sentiment in the party at this time. One insider said even the latest Persad-Bissessar led challenge of the election results is an attempt to “distract” from the losses at the polls. The Sunday Guardian understands that moves to undermine Persad-Bissessar began in the last year when party insiders realised the UNC was losing favour with the electorate. “Look at the people who have been in high ministerial offices and let go, they were her main supporters inside the party. Who does she have inside here now?” The insider named former attorney general Anand Ramlogan, former minister of the People Dr Glenn Ramadharsingh and former local government minister Chandresh Sharma among those who “had her back” inside the party.
Kamla Persad-Bissessar Among those favoured to take over the reins of leadership are Vasant Bharath, Dr Roodal Moonilal and Mickela Panday whose father, former prime minister Basdeo Panday, founded the party. Moonilal: We are not ready for internal until next year While the Sunday Guardian was met with silence from several quarters, Moonilal said the UNC would not be ready for internal elections until next year. “Right now we are really focused on the budget and then there is Christmas which brings the usual lull, so we would not be looking at the internal elections until after that which takes us into next year,” he said. Moonilal confirmed that there was some negative sentiment directed to PersadBissessar after the successive losses but denied that he was preparing himself
to take over the party. “I mean, if I am called upon to vie for leader and that depends on who is doing the calling too, then I would consider it,” he said. He said right now the party was in “consolidation” mode. “The internal election would receive our attention in due time,” Moonilal said. Panday: Kamla cannot win, UNC was stolen and ruined But while Moonilal did not say how he felt about Persad-Bissessar following the losses, former prime minister Basdeo Panday had no such problem. “I think it’s obvious she cannot win an election. I think the people who are the UNC need to take back their party because it was stolen in 2010 and ruined,” Panday said. Panday said the image of the UNC was damaged and now the party was seen as a “bunch of corrupt, incompetent, selfseekers.” He said as it stood now, no one knew who were the real members of the party. Despite his very negative view of the party he founded, Panday said he was not coaching his daughter to take over the helm. “I have the fortune or misfortune of having children who are independent minded and cannot be coached,” he said. He said that his daughter would have his blessing if she chose to take over the UNC. Several attempts to reach Mickela Panday were unsuccessful.
Colombia president calls on ELN rebels to jump on peace bandwagon Bogota (AFP) Colombia’s president, fresh off an announcement that the government and FARC rebels aim to sign a definitive peace deal within six months, encouraged the country’s other remaining rebel group yesterday to follow suit. “The National Liberation Army (ELN) cannot remain the last guerilla group in the Americas, fighting against a country’s goodwill and desire for peace,” President Juan Manuel Santos said in the newspaper El Tiempo. The ELN and Colombian government have been in exploratory talks since January 2014, but have not yet opened a formal peace process. “As I have said many
Juan Manuel Santos times: Hopefully they will not let the train of peace p a s s b y, ” S a n t o s s a i d , adding that the deal with the FA R C “should motivate them.”
O n We d n e s d a y, t h e Colombian government and FARC rebels revealed they had reached an agreement on the critical issue of justice for crimes committed during the country’s 50-year conflict, which has killed more than 220,000 people and uprooted six million. The justice issue had been the one preventing progress in the negotiations, which began in November 2012 in Havana. Santos and FARC leader Timoleon Jimenez also vowed negotiations would conclude “at the latest” in six months. The ELN has about 2,500 fighters, compared to the FARC’s 7,000.

Carmona wants better If British PM Fails To deal for ‘old soldiers’ Resolve - Beckles Warns Reparation issue will cause greatest political movement…
The Gleaner - The chairman of CARICOM’s Reparation Commission, Sir Hilary Beckles, has penned an open letter to British Prime Minister David Cameron pleading for him to respond to the calls for compensation by the British for the period of slavery in the region. According to Sir Hillary, otherwise, there could be the greatest political movement of this era. “It is not an issue that can be further ignored, remain under the rug, or placed on back burners, as your minister who recently visited us so aptly described your agenda for Jamaica and the Caribbean,” Beckles wrote ahead of Cameron’s arrival in Jamaica this week.
Sir Hilary Beckles The British Prime Minister is expected to address the Jamaican Parliament on
Wednesday morning at 8.25. According to Beckles, the Jamaican economy, more than any other, at a critical moment in Britain’s economic development, fuelled its sustainable growth and in so doing became great while Jamaica has remained the poorer. “Jamaica now calls upon Britain to reciprocate, not in the context of crime and compulsion, but in friendly, mutually respected dialogue. It is an offer of opportunity written not in the blood of our enslaved a n cestors but in the imagination of their offspring and progeny who have survived the holocaust and are looking to the future for salvation,” Beckles said.
Brazil’s Rousseff pledges 37% cut in greenhouse gas emissions New York (AFP) - Brazil’s President Dilma Rousseff yesterday promised big cuts in greenhouse gas emissions by 2025. Using 2005 as the baseline level, the reduction target will be 37 percent over the next decade and 43 percent by 2030, she said at a United Nations sustainable development conference. Brazil will take this pledge to the major UN climate conference that will be held in Paris in December, where the goal is for countries to strike a binding, global agreement on how to curb climate change. Specifically, nations are tasked with limiting the planet’s warming to two degrees compared to the preindustrial era. Previous such gatherings have failed as rich polluters like the United States proved unable to reach agreement with big-polluter developing states such as China and Brazil.
Dilma Rousseff Rousseff said the Paris conference will provide a “unique opportunity” to forge a common front. At the Paris summit, Brazil will also pledge to recover degraded pastures and make available 12 million acres (five million hectares) of “integrated crop-livestockforest area.”
Three earthquakes to northeast of Bridgetown Daily Nation - Three earthquakes were recorded to the northeast of Bridgetown yesterday morning. At 5 a.m. the University of the West Indies Seismic Research Centre recorded a 3.8 magnitude tremor 123 kilometres off Barbados’ capital. It occurred at Latitude 13.76N and Longitude 58.71W at a depth of 70 km. The second tremor, one of 4.5 magnitude, occurred at 5:28 some 136 km off Bridgetown. It was located on Latitude 13.75N and Latitude 58.56W at a depth of 82 km. At 8:36 a 3.9 magnitude quake occurred 130 km northeast of Bridgetown at Latitude 13.78N and Longitude 58.65W at a depth of 64 km.
“We have been diversifying renewable sources in our energy mix, which is one of the cleanest in the world,” Rousseff said. At the summit yesterday Rousseff also endorsed a post-2015 plan to eradicate poverty within 15 years, which was agreed to two days. “This innovative agenda requires global solidarity, determination from each one of us, and a commitment to confronting climate change, overcoming poverty and creating opportunities for all,” Rousseff said. On climate change, she said countries should set ambitious goals for themselves. And these objectives should be “consistent with the principle of common but differentiated responsibilities.” This was a wink at industrialized countries to urge them to make a proportionally larger effort than poorer, developing nations. The 17-point sustainable development plan agreed Friday is much bolder than the Millennium goals set for the period 2000-2015. Some experts estimate that $3.5 to $5 billion per year will be needed over the next 15 years to finance the new initiative. The largest economy in Latin America has already cut carbon dioxide emissions and kept them relatively stable in recent years. So Brazil is on course to reach its 2020 goal of emitting fewer than two billion tons, according to recent studies.

Photo: GYASI GONZALES Trinidad Express - President Anthony Carmona lamented Saturday the realities faced by retired servicemen and women who after they leave the Defence Force are forced to eke out meagre salaries. He promised to “continue to press the relevant authorities to do what is necessary to bring our military up to par with international standards of social and welfare services, inclusive of housing and salaries both before and after retirement.” Carmona, who is the country’s
Commander-in-Chief of the military, made the statements during the Defence Force’s Commander-in-Chief Parade held at the Chaguaramas Heliport. He said: “We take national service for granted and fail to realise that you, the serviceperson, gives the prime of your life to the country, and often at the end have little to show for it. I posit the question as to what happens to the serviceman or servicewoman when he or she leaves service at age 45 or 47.”
Jamaica’s successful early childhood development programme to be presented at IDB
WASHINGTON – CMC – The InterAmerican Development Bank (IDB) says Jamaica’s successful early childhood development programme will be presented here this week. The Washington-based financial institution said “Up and Learn,” an early childhood development programme implemented over the past 20 years in Jamaica that has had a significant impact on education and workplace outcomes, will be presented at an event tomorrow Representatives of the Jamaican Home Visits Programme will provide information on the methodology of “Reach Up: An Early Childhood Parenting Programme”, the IDB said. “Extensive evidence from the programme has shown that children who participated in the program 20 years ago not only did better in school were also happier,” the IDB said. As adults, children who had participated in the programme had higher IQs, better mental
health and demonstrated less violent behaviour, the IDB said. Adults also earned more money than similar children who did not benefit from the programme, as shown in a science article by the Economics Nobel Prize winner James Heckman. It said programme in Jamaica consists of home visits by trained practitioners who teach parents how to use the materials to teach their children; play activities using low cost toys made of recyclable materials; and guidelines that take into account cultural differences to ensure that the toys, games and other educational activities are relevant to the children. The IDB said the “Reach Up” toolkit includes a weekly curriculum for children 6 months to 42 months old; training manual with demonstration videos that were filmed in Jamaica, Peru and Bangladesh; and a planning manual that helps countries tailor the programme to fit their specific needs.

US athletes refused to drink Gatorade MotoGP: Jorge Lorenzo win bearing Jamaican sprint star’s image narrows gap on Valentino Rossi
Usain Bolt takes a sip of Gatorade during a promotional shoot in Kingston. (Jamaica Observer) Jamaica Observer – IT is so! The United States athletics team were even intimidated by a drink with Jamaican sprint sensation Usain Bolt’s image on the label. For long, rumours circulated that members of the United States team, which participated in the World Championships in Beijing, China last month, refused to even take a sip of the sport energy fluid Gatorade, all because Bolt advertises the product and the producers of the commodity proudly display the Trelawny-born’s photograph on certain bottles. Now, the Jamaica Administrative Athletics Association (JAAA) has confirmed earlier talk that the USA squad members flatly decided against even taking a sip. “That’s a fact. It happened that way,” the JAAA’s Media Officer Dennis Gordon told journalists during a Jamaica Observer Press Club discussion at the newspaper’s offices in St Andrew on Friday. Teams from Jamaica and the USA stayed at the same Kuntai Hotel in Beijing, approximately one hour from the Bird’s Nest Stadium, and the rivalry spilled over from the track to the hotel, leading to the Jamaicans being called hooligans, Jamaican officials said. “The hype going into the 100m final suggested that (Justin) Gatlin would have triumphed. On the bus, they were chanting USA! USA! Coming back, after Bolt’s victory, our athletes took them on and were singing ‘We are the champions of the world’, and it never went over well with them,” Gordon pointed out. Bolt, 29, who is the fastest
man in history and the greatest sprinter of all time, had struggled with injury all season leading up to Beijing, while Gatlin went into the championship on the back of a 29-race unbeaten streak and high on confidence of toppling the Jamaican supremo. For the first time in over seven years a final had been billed as the battle for the soul of athletics. Bolt has never failed a drug test, while Gatlin has twice been banned for doping, so the match-up between the two was dubbed as a showdown between good and evil. But more importantly, it was Jamaica taking on the mighty USA in yet another battle to determine the true sprinting kingdom. To Gatlin’s and the Americans’ shock, Bolt won in a nail-biting 9.79 seconds, edging his pretender into second position, just one hundredth of a second back in 9.80 seconds. While the thousands of spectators were celebrating yet another remarkable achievement for Bolt, Kuntai Hotel erupted in wild celebration from the Jamaicans, who shouted, jumped and cheered. “The athletes who were at the hotel watching had an outburst and they (Americans) complained that they don’t want to share hotel with us anymore because we are hooligans,” revealed Gordon. “But the night when (Ashton) Eaton broke the world record in the decathlon, they (the Americans) assembled in the hallway and greeted him with one big cheer and we were not offended,” he added. “So they said that all the Gatorade that had
Bolt’s picture on it, they are not going to drink it. So we said, give it to us. I don’t know what they did, but they didn’t drink it,” said Gordon. Meanwhile, after a series of interviews in the mixed zone following the 100m triumph, Bolt took his last sip of a bottle of Gatorade and playfully threw the empty bottle in the direction of a Jamaican media worker, and indicated at the same time that the Americans refused to consume the replenishing drink. A young female Chinese volunteer snatched the empty bottle that the fastest man ever had just drank from. She was ecstatic. Bolt, who also has i n t e r n a t i o n a l endorsements with Puma and Hublot watches, is said to receive between £2 million and £3 million a year from Gatorade, and is said to receive a bonus every time he is pictured sipping the drink. Jamaica, with a population of approximately 2.8 million, for the first time since the IAAF Wo r l d Championships started in 1983, finished ahead of the USA, with a population of approximately 320 million, on the medals table. With Bolt winning three gold, Jamaica ended with 12 medals overall — seven gold, two silver, and three bronze — to be second behind Kenya, with the Americans back in third. The rivalry between the two countries has intensified since 2008 when Bolt and Shelly-Ann Fraser-Pryce became the fastest human beings and Jamaica took over the title as the sprint capital of the world. (EPA) BBC Sport - Spaniard Jorge Lorenzo won the Aragon GP in his home country to narrow the gap on title rival and Yamaha teammate Valentino Rossi to 14 points. Lorenzo eased to victory after overtaking world champion and pole sitter Marc Marquez at the start. Honda’s Marquez crashed out on lap two as he chased the fellow Spaniard, while Rossi was third behind Dani Pedrosa. In the Moto3 race, Britain’s Danny Kent failed to finish but still holds a 55points lead in the riders’ standings. Kent is hoping to be the first British champion in any class since Barry Sheene in 1977. ROSSI V PEDROSA Lorenzo might have had a comfortable time in securing his sixth win of 2015 but the battle for second behind him made for an enthralling spectacle. Rossi made his move with five laps to go, but each time he overtook Pedrosa his rival would immediately regain his position. On the last lap, it appeared Rossi might have

He was awarded $2.5m (£1.65m) in damages and costs, in addition to the $7.5m (£4.94m) of payments he received from SCA. SCA demanded repayment in 2013, after Armstrong was stripped all seven of his Tour de France titles and issued with a life ban by the United States Anti-Doping Agency. Pedrosa added: “It was really hard to focus on keeping my lap times and closing the door. It was really hard in the last 10 laps. “I tried to fight and stay in front. Hamilton equals Senna’s Imad Wasim’s four-for helps Pakistan defend 136 tally with Japanese win
Shoaib Malik rescued Pakistan from a score of 29 for 3. (AFP) ESPNcricinfo - A rearguard effort of 33 not out from Mohammad Rizwan and a strangling spell of 4 for 11 from left-arm spinner Imad Wasim kept Pakistan’s unbeaten T20 record against Zimbabwe intact with a 13-run win in the first match in Harare. Pakistan’s innings was first salvaged by Shoaib Malik, before Rizwan lifted them to 136 for 8. Zimbabwe went down with hardly any fight despite restricting the visitors to a below-par score as Wasim, in his fourth match, made sure most of Zimbabwe’s reputed batsmen fell for low scores. Only Hamilton Masakadza tried to establish the chase with a run-a-ball 25, and captain Elton Chigumbura gave the hosts some hope in the end with a 28-ball 31, but the asking rate had shot up too far after the early wickets. Wasim’s bowling from round the wicket reaped rewards from the very first over. He got Chamu Chibhabha for a duck and Sikandar Raza in the eighth over in bizarre fashion when the batsman came down the pitch and was stumped, but was also given lbw. Keeping the pressure on from the other end, Craig Ervine was trapped lbw by Sohail Tanvir as he unleashed a flick but missed. Masakadza started slowly with the fall of wickets around him and then tried to push the run rate with boundaries but
the pressure showed when he holed out to long-on off Wasim, who made it four wickets in his four overs by getting Sean Williams lbw for 14 soon after. At 66 for 5 the task was left to Chigumbura but he was let down further by two runouts - of Richmond Mutumbami and debutant Luke Jongwe. Chigumbura took the chase to the last over but 16 runs from six balls was too stiff with only two wickets in hand. Earlier, Pakistan were kept on a leash almost throughout their innings, barring two partnerships - one led by Malik and the other by Rizwan. Chibhabha - like the other Zimbabwe mediumpacers - hardly gave the batsmen any pace to work with, and threw Pakistan off track by removing their top order early. After not allowing Ahmed Shehzad to build on his momentum of three fours in the first three overs by knocking back his off stump, he dismissed Mukhtar Ahmed and Sohaib Maqsood by bowling a stump-to-stump line. Pakistan were rescued from a precarious 29 for 3 when Malik and Umar Akmal combined for nearly six overs to score 42 runs. Malik hammered a six off Graeme Cremer in the 10th over and Umar used the late cut effectively to keep the run rate around six, but he holed
out to long-on in the 12th over. Pakistan would have been 74 for 5 had Mutumbami stumped Rizwan in the next over but Williams’ sharp turn beat both the batsman and wicketkeeper. That cost Zimbabwe the match as Rizwan scored another 31 runs with unorthodox shots to provide the finish his team desperately needed. He used his feet against the spinners, especially to smack a six off Raza in the 17th over that conceded 12 runs, and his alliance with Wasim (19 off 12) turned the match Pakistan’s way as they accumulated 46 runs from 4.4 overs. Wasim struck a consecutive six and four off the last two balls of Williams’ spell and Rizwan’s stay till the last over helped Pakistan collect 45 runs from the last five overs, despite scoring only nine from the last two overs off the slower balls of Jongwe and Tinashe Panyangara. Scores: Pakistan 136 for 8 (Malik 35, Rizwan 33*, Chibhabha 3-18) beat Zimbabwe 123 for 9 (Chigumbura 31, Wasim 411) by 13 runs.
SUZUKA, Japan (Reuters) Lewis Hamilton won the Japanese Grand Prix yesterday to equal the late Ayrton Senna’s tally of 41 Formula One victories and move 48 points clear of Mercedes team mate Nico Rosberg with five races remaining. On a sunny afternoon at Suzuka, in marked contrast to the dark and tragic 2014 race that he also won, the double world champion seized the lead from pole-sitter Rosberg at the start and never looked back. The win was the Briton’s eighth of the season, with Rosberg anchoring the eighth one-two finish for dominant Mercedes as the champions returned to form after a mysterious dip in Singapore last weekend. “For me to come here to a race where I used to love watching Ayrton drive, to match his wins... I can’t really describe it. It doesn’t feel real at the moment,” said Hamilton after saluting the fans from the podium. Rosberg took the chequered flag 18.9 seconds behind Hamilton with Ferrari’s Sebastian Vettel, the winner in Singapore, finishing third in an exact repeat of last year’s top three at Suzuka. Hamilton now has 277 points to Rosberg’s 229 with Vettel dropping back on 218 but refusing to give up his championship hopes until mathematically ruled out. “It’s not done until it’s done. So, the chance is there — and what kind of racing driver would I be if I stopped believing?,” said the German. “You have to keep believing otherwise I guess it’s pointless rocking up and trying to fight.” Mercedes, who have now won 11 of 14 races, moved a step closer to retaining their constructors’ title with 506 points to Ferrari’s 337. If last year’s post-race ceremonies were muted in the

(Reuters/Thomas Peter) aftermath of the late Jules Bianchi’s horrific and ultimately fatal accident, only a brief microphone failure prevented Hamilton from expressing his joy on the podium this time. “I am so happy right now,” he said, before Vettel poured champagne over his rival’s head. “The team did a fantastic job this weekend, it’s great to be back up here as a team with a one-two. “The car was beautiful to drive today.” Rosberg had gone into the first two corners side by side with Hamilton but was forced wide to avoid a collision and dropped to fourth as Hamilton made his getaway. “Lewis just got a better start, fair play and it was a good battle into turn two,” said the German. “He had the inside and just made it stick and that was the end of it there. Then it was great to fight to second place. “Second was the best possible after that so I’m happy with the fightback.” Ferrari’s Kimi Raikkonen was fourth with fellow-Finn

Valtteri Bottas fifth for Williams, whose other driver Felipe Massa was involved in a first-lap collision with Red Bull’s Daniel Ricciardo. That incident left both Massa and Ricciardo, who was overly optimistic in going for a gap between the Brazilian and Raikkonen, limping back to the pits with punctures. “I haven’t seen the footage and don’t want to put the blame on anyone so we’ll call it a racing incident for now,” said Ricciardo. Germany’s Nico Hulkenberg was sixth for Force India, with the Lotus duo of Romain Grosjean and Pastor Maldonado seventh and eighth in a boost for the financially-troubled team. Dutch hotshot Max Verstappen who turns 18 next week completed his last race as a 17-year-old in the points, taking ninth place for Toro Rosso ahead of Spanish team mate Carlos Sainz. There was disappointment and dismay for McLaren at engine partner Honda’s home track, with Spaniard Fernando Alonso making his feelings painfully clear for the Japanese manufacturer on the way to 11th place. “I am getting passed down the straight like a GP2 (car),” he exclaimed angrily. “This is embarrassing, very embarrassing.” The double world champion returned to the theme later as Verstappen passed without problem to drop him out of the points: “GP2 engine, GP2 engine,” he exclaimed. The comments earned the Spaniard a rebuke from team boss Ron Dennis: “It does not show the professionalism that I would like all of our drivers to show,” he said.

Top-tier trio make serene Blatter could face FIFA progress, eye tougher tests ahead ethics investigation (Reuters) FIFA President Sepp Blatter, already facing a criminal investigation from Swiss prosecutors, may now come under scrutiny from his organization’s own ethics investigators if they find evidence of potential wrongdoing, according to FIFA’s ethics procedure. On Friday, the Office of the Attorney General of Switzerland (OAG) said it had opened a criminal investigation into Blatter on suspicion of criminal mismanagement and misappropriation of funds. W h i l e B l a t t e r, w h o denies wrongdoing, has not been arrested and no charges have been laid against him, FIFA’s chief ethics investigator, Cornel Borbely, will examine the facts of the case before deciding whether to launch a formal probe into Blatter. The move by the OAG to start a criminal investigation into Blatter is the latest episode to hit the troubled global governing body for soccer. In May, 14 soccer officials and sports marketing executives were indicted by the U.S. Department of Justice on a variety of corruption charges. A spokesman for Borbely said that the investigator was forbidden under FIFA rules from discussing the specifics of any particular case but offered an outline of the standard procedure. “If there are facts on the table, Mr Borbely won’t hesitate for a second to open a preliminary investigation,” the spokesman told Reuters late on Friday. That preliminary investigation would not be formally announced and
FIFA President Sepp Blatter would consist primarily of a search for evidence - which in Blatter’s case would likely involve requests to the OAG for further information. “When the preliminary investigation leads to evidence there would be a formal investigation,” he said. In some previous cases, officials placed under formal investigation have been suspended from soccer activities pending the outcome of the ethics probe. Complicating the Blatter situation is that he has already stated he will leave office when a new FIFA president is elected on Feb. 26. If he were to be removed before then, Cameroon’s Issa Hayatou would, as the most senior vice-president, take charge temporarily. With FIFA grappling with various reform proposals before the February congress, the ascension of Hayatou, who is viewed by some within the soccer body as reluctant to embrace change, could be perceived by some as creating an obstacle for reforms.
But Borbely has frequently emphasized his own independence from FIFA’s power structure, including Blatter. In an interview with Reuters in March, Borbely said: “I am completely independent of any FIFA official, otherwise I couldn’t and wouldn’t do this job. Nobody interferes. “I run my own law firm and I don’t take any orders from FIFA - none whatsoever. I alone decide whether to open, conduct and conclude an investigation. “I can’t disclose details of how often I have met with Sepp Blatter but my contacts are limited to purely professional encounters. He has no authority to give directives to me,” added Borbely. FIFA declined to comment further on the Blatter case when contacted on Saturday. Blatter’s Swiss lawyers did not immediately respond to a request for comment. The OAG said its investigation against Blatter focused on a 2005 FIFA contract with the Caribbean Football Union, then headed by Trinidad soccer baron Jack Warner, which was unfavorable for FIFA and had “violated his fiduciary duties”. Swiss prosecutors are also examining a “disloyal payment” of 2 million Swiss francs ($2.04 million) to UEFA President Michel Platini in February 2011. Platini denied any improprieties about the payment which related to work he “carried out under a contract with FIFA.” The OAG said the payment related to work Platini had finished in June 2002.
LONDON (Reuters) For all talk of the narrowing gulf between the top nations and Rugby World Cup stragglers, Australia, Ireland and Scotland all picked up maximum points on Sunday as they set their sights on the business end of the group stage. A second-string Wallabies side ran 11 tries past minnows Uruguay in what amounted to little more than a warm-up for their crunch encounter with hosts England on Saturday. Two tries in five minutes from winger Drew Mitchell was the highlight as Australia moved to the top of Pool A ahead of a Twickenham contest that could consign England to an unprecedented group-stage exit after losing to Wales the previous day. Bonus points could yet come into play if Fiji spring a surprise against Wales on Thursday, but that was far from the mind of Australia coach Michael Cheika after Sunday’s romp established the Wallabies as the tournament’s top try scorers. “No one’s won the World Cup unless they’ve won every game. I’ve never been here before, but I figured that’s what you’ve sort of got to do,” Cheika told reporters. “I’m not being a smart Alec, our plan is not to just scrounge through, we’ve got to just play well every game and let the results take care of themselves.” Scotland also made it two from two, regaining their spot at the top of Pool B by clocking up five late tries to turn around a first-half deficit against a physical United States. Trailing 13-6 at the break, the Scots found their

South Africa have also been dealt an injury blow, with captain Jean de Villiers retiring from international rugby after breaking his jaw in the game against Samoa. In Sunday’s late game, Ireland wore down a dogged Romania to claim a comfortable 44-10 bonus-
point victory in front of a record 89,267 crowd at Wembley, surpassing the tournament best set at the same stadium last week. The Irish started with the oldest team in World Cup history; experience that helped them to take full advantage when Romania centre Csaba Gal was sent to the sin bin. Ireland proceeded to cut loose in the second half, ensuring maximum points from their opening two matches and a slim advantage over France in Pool D, though Joe Schmidt was quick to warn against complacency ahead of their next match against a desperate Italian side. “Italy we be a whole different kettle of fish. They know that their tournament hinges on our game next Sunday ... and we know it hinges a bit for us as well, so that is going to be a massive challenge,” Schmidt told reporters. Off the pitch, Argentina lock Mariano Galarza lost his appeal against a nine-week suspension for eye-gouging during the Pumas’ opening Pool C game against New Zealand and will miss the rest of the tournament.

Half centuries from Latchaya, Bramble, six wicket haul from Permaul lead Albion A classy 92 not out with 6x4’s from fast emerging batsman David Latchaya, a responsible 82 with 3x4’s from national wicketkeeper batsman Anthony Bramble and a six wicket haul from West Indies left arm spinner Veerasammy Permaul helped Albion Community Center to defeat Upper Corentyne by a massive 140 runs and at the same time book a place in the last six of the Bobby Deonarine and Tom Gruntzel sponsored Tenelec Inc round robin fifty overs first division cricket competition. In a match that was played under sweltering heat at the Port Mourant ground and not at the Albion ground because of the Kumar Sanu show, Albion won the toss and took first strike. They had a steady start of 40 by openers, national under-19 all rounder Balchand Baldeo and former Guyana youth opener Kandasammy Surujnarine before the latter went caught behind off skipper Lakeram Latchman for 25. National under-17 opener Adrian Sukhwa joined Baldeo but did not last long going lbw to Davanand Chatterpaul for 4. Bramble came to the crease just before Baldeo went for 47 stumped off Naeem Yacoob. Berbice under-19 batsman David Latchaya, who many felt was unfairly not selected in the national under-19 team last year, joined forces with Anthony Bramble and put on a huge partnership that took the wind out of the Upper Corentyne team before Bramble was bowled by Omesh Kumar for 82. Controversially dropped West Indies left arm spinner Veerasammy Permaul who is fast developing into a genuine all rounder came in and raced to an unbeaten 31. Latchaya was still there on 92 as Albion ended on 291 for 4 off their allotted 50 overs. In reply, UCCA had a good start of 35 between Parmeshwar Chatterpaul and Naeem Yacoob. The other
partnership of significance was between Balram Samoroo and Lakeram Latchman which yielded 40 runs. West Indies lost is Albion gain as Permaul came on to bowl and ripped through the rest of the batting line up, ending with 6 for 14 off 8.3 overs to help bowl out UCCA for 151, losing by 140 runs. Totaram Persaud topscored with 29 N O and Balram Samaroo supported with 25. This means that Albion have already secured a place in the last six teams of the competition. They have joined Rose Hall Town Gizmos and Gadgets in their zone and the two teams will clash shortly to determine the zone winner.
Jean de Villiers: South Africa captain retires after breaking jaw Lance Armstrong settles
Jean de Villiers (right) has retired from international rugby after being ruled out of the rest of the World Cup. (Getty Images) BBC Sport - South Africa captain Jean de Villiers has retired from international rugby after being ruled out of the rest of the World Cup with a fractured jaw. Centre De Villiers, who was injured during Saturday’s 46-6 win over Samoa, played 109 times for his country. That makes the
34-year-old Stormers man the fourth most-capped player in the history of South African Test rugby. “Rugby will be poorer without Jean,” said coach Heyneke Meyer. “He is a true ambassador for South Africa.” De Villiers said he knew as soon as he left the field on Saturday that he had played
his last Test. He added: “Injuries are part of rugby and I’ve had my fair share, so by now I know how to cope with them. It’s very sad, but life goes on.” De Villiers said he would be “eternally grateful” for the time he had as a South Africa player. “I would like to wish the team all the very best,” he
added. “I’m now their number one supporter. “The last time I got injured in a World Cup match and had to go home was in 2007, also against Samoa, and that finished well for the Boks, so hopefully it will happen again.” South Africa won the 2007 World Cup by beating England 15-6. Springboks coach Meyer, who has called up Jan Serfontein to replace De Villiers, said: “Jean is a true ambassador for South Africa and a person everyone in our country can be immensely proud of. “He will go down as one of the greatest Springboks ever and, in my eyes, he is probably one of the best captains in the history of world rugby, who always put the team first and gave his time for any player, young or old without ever changing who he is. “Jean enriched my life and I hold him in very high regard, as person and rugby player.” De Villiers captained the Springboks 37 times, a tally only bettered by John Smit (83).

Lance Armstrong (Getty Images) BBC Sport - Lance Armstrong has settled a 10year dispute with an insurance firm over the repayment of $10m (£6.6m) paid to the cyclist before he admitted to doping. The American, 44, received the money from SCA Promotions Inc in relation to his seven Tour de France victories. He was ordered to pay it back after losing a lawsuit in February. “I’m pleased to have this
