OUTDATED COLONIAL MODEL OF GOVERNANCE Corruption, crime and the lack of lasting progress and prosperity have been major problems for Guyana since its attainment of independence 52 years ago. Governments, past and present have failed to solve these problems, which suggests that the country needs a new model of government to solve them and with a constitution to reinforce it. Crime in particular, is considered the number one problem in the country and instead of finding a lasting solution. Governments have applied band aid or palliative solutions. The reason is Governments have seen crime as a criminal act.Years went by with no real lasting change because governments have been treating the symptoms of crime and not the root causes of it. At best, there have been temporary lulls, but not enough to be transformational to have an impact on society. The truth is that crime is a social problem that requires social solutions. According to Sociologists, it is the result of possibly two root causes: selfishness and greed to meet needs and injustice and the need for survival. An in-depth look at crime and violence reveals that selfishness and greed to meet needs is a problem manifested in the society. The injustices and need for survival is also a problem manifested in the society. Both are immoral. History has shown that crime and violence were not as prevalent during the foundations of the nation. At independence, there were only a few murders and few serious crimes. Careful analysis will show that most crimes have their roots in a poor moral and spiritual foundation. They began during the constructional framework of nation building in the 1970s. They were injected into the nation by the rapid increase in political tribalism, racial politics and injustice. This altered the social landscape of the country and multiplied the social problems. With this reality, any social intervention of significance must be curative to address this unwanted social injection into society. Solving crime must begin from its roots. Founder of Collegiate Empowerment in the U.S, Anthony J D’Angelo said, “When solving problems, dig at the roots instead of just hacking at the leaves.” There are other perceived social problems in society such as corruption, inadequate health care and poor education. The latter exists in several public schools, many of which lack resources and are underperforming and failing our children. These may be foundation issues, but they are created by our own actions. Our quest for progress and prosperity and the inability to be curative in problem solving rests in the philosophical base of the colonial model of government inherited from Britain, which suggests that the people exist to serve the State and not the State to serve the people. This is contrary to the accepted philosophy in First World countries, which states that the State exists to serve the people and empower them for wealth creation. This has made the entire societal construct and approach in the developed countries different from the underdeveloped countries. The colonial governance model is also reflected in our taxation and our public service system by the negative attitudes of many public servants toward the citizens. It is not a people-centric approach and it does not treat citizens as first-class. It does not empower and enrich the people but controls and maybe inadvertently impoverishes them. It has made almost every situation challenging for them. The colonial model of governance and its supporting systems and structures are outdated and should be changed to effectively solve problems such as crime and violence, build a new and prosperous Guyana and provide a better life for all.

Govt borrowing from China: Graft or Alzheimer’s? Dear Editor, Just after two months from signing the MOU with China on the BRI programme and in the context of President Granger’s telling the Media that Guyana is going to be prudent in its approach to projects under the BRI, which is developing a reputation on the international stage as a debt trap for small nations of interest to China, Minister Greenidge signed up for loans from China’s BRI and seemingly closed his eyes, against the President’s promise that they would enter any agreement, “with eyes wide open”, as he hurried past the media in exiting the Convention Centre. It was stated that signing was for US$36.5 million to fund extension of “Guyana National Broad Band Project”, US$14.5 million to build a public service college amongst other small projects and a grant (this is free and will not have to be repaid, a tip for borrowing from China) of

US$1.1 million for hosting the UN Convention to combat desertification in Jan 2019. I am not aware of any consensus between Govt and private sector or the general populace for the state to improve internet accessibility. Why can’t this be left for the relevant service providers in the private sector - aided by some government concessions? The government, shrouded in bureaucracy, is struggling to keep GPL as a viable entity. Why venture into this grey area (investment in Broad Band) with borrowed money from China when there are so many examples of debt entrapment of countries as vulnerable as Guyana by China to take cognizance of? Why build a Public Service College for a population of 750,000 people? Our University teaches Math, English, Sociology, etc, if needed, a special programme can be implemented to suit the Public Service. I just cannot see the logic here. The ‘Chinaologists’ will

classify both these projects as vanity projects in context of China’s crusade in its BRI. This is reminiscent of what Dr. Mumbi Seraki spoke of on her show about China’s takeover of Zambia’s assets. Dr. Seraki said, “What China has done is that they have studied countries that have corrupt governments and greedy leaders.” Dr. Seraki added. We don’t know the kind of agreements they made because all of them were done hush-hush and behindthe-scenes”. The fact that Greenidge was in such a haste to get out of the Convention Centre after signing to get US$50 million loan from China is testimony the fact that Greenidge knew the media had more questions than he was prepared to answer so he resorted to flight. Seraki further postulates, “We are not told that the debt repayment is set at this percentage and if you fail to pay this percentage, we are going to be in trouble.” In our local scenario, this

is a precedent, set by the PPP even before the Skeldon factory and the Airport expansion project, which the Coalition is emulating like a carbon copy. While we crave infrastructure for development, the issue here is two projects that seem vague and offer little prospect as a life changer to any significant section of the populace. Is it China or Government who decides what projects should be done? Given the nature of the literature available on the modus operandi of China’s BRI, it is only logical that we conclude that our Government has sinister motives in borrowing from China for such vagaries. If that is not the case, then it means that our Government is suffering from Alzheimer’s- a disease, which entails rapid memory loss. It seems they lack the perception to retain anything they read or hear. Rudolph Singh.

We cannot help but wonder if this is not putting the cart before the horse Dear Editor, The editorial of the September 21 Kaieteur N e w s t i t l e d “ S u g a r ’s glorious days over” contended that sugar’s glory days can never be rekindled and pointed to the ending of preferential arrangements as the industry’s seeming death knell. According to the Kaieteur News, the European Union (EU) arrangements were unsustainable and pointed out that Tate and Lyle subsequently withdrew itself as it was operating at a loss. It seems that the Kaieteur News was misinformed since, as far as we are aware, Tate and Lyle had never withdrawn from the EU arrangements and on to this day is still purchasing Guyana’s sugar. In fact, Tate and Lyle is willing to purchase any quantity of Guyana’s sugar; however, the end of the EU Sugar Regime has now made it a market of last resort for GuySuCo. The editorial also claims that successive Governments financially supported the industry because of political

considerations and, from all appearances, has congratulated this Government for being brave and shutting down estates, which have put 7,000 people on the breadline and have impacted the lives of tens of thousands more Guyanese. To d a y, a g a i n s t t h e congratulatory expressions of Kaieteur News, the September 20, Stabroek News reported that Ramnarace Chandradatt said he cannot afford to buy medicine for his wife who is blind and is suffering from a heart ailment and he is unsure whether he can afford to send his children to school until the term ends. Patrick Mahendrasingh said “[t]his government want me to commit suicide or murder just to send me children to school…” While, Nakisha Best said she had to send two of her three children to live with her mother in Georgetown as she is unable to support them. Is this what the Kaieteur News is applauding? The paper then says the Government “...is currently looking at more viable ways

in which it can preserve a better livelihood for those directly affected…” We cannot help but wonder if this is not putting the cart before the horse. Certainly, if the Government was indeed sincere about putting the workers first, wouldn’t it have already devised and implemented workable alternatives to ensure that the workers do not experience the pain and difficulties they now face. Let’s recall that when the Government decided it would close Wales Estate, it said it would pursue non-sugar crops on the now former cane lands, which would have been a source of employment for those who would be displayed. Today, Wales has been closed for over 600 days and the promised non-sugar ventures have hardly, if ever, gotten off the ground. We contend that they shouldn’t now be “looking at more viable ways”, the Administration should have finished looking and put in place the so-called “…viable ways…for those directly affected…” The pretext of Administration’s sincerity stands nakedly

exposed. We contend that what is good for the goose is certainly good for the gander. On this score, referring to the possible jeopardy should RUSAL be unable to continue its operations in Guyana, Minister of Natural Resources Raphael Trotman said in the September 24, Stabroek News that “[w]e continue to monitor a very delicate situation…” The Minister went on “[a]s these events are unfolding between Washington and Moscow; we are unable to be intimately involved. Our Minister of Foreign Affairs is also monitoring the situation. Whatever the outcome, the welfare of the workers will be the responsibility of the Ministry of Social Protection and they are aware of the issues”. The editorial also contends that the sugar workers have existed “…under horrible living conditions and poor compensation…” The Kaieteur News contention is vastly different from what the Government told the nation. We recall Minister (Continued on page 6)

Are we in Georgetown going to be saddled with the same party hacks for another three years? Dear Editor, The ability of a person to atone has always been the most remarkable of human features. The apology issued by the Deputy Mayor of Georgetown Akeem Peter last Friday for the failure of the outgoing Georgetown City Council to satisfy many of the demands of the citizenry, is very commendable as he realizes that there is nothing quite like an apology to mend a broken relationship and pave the way to a brighter future. However, what will be important for the citizenry to determine is whether his sincerity can be trusted, as many people say, “I’m sorry” thoughtlessly and heedlessly because they want to move on or have their own way. But what was most disappointing is that even though the ‘Queen’ could be seen cavorting and being narcissistic on Nomination Day, there was no attempt by her to cleanse her soul, or show the slightest of repentance. This is worrying in light of the fact that she has been at City Hall for approximately a quarter of a century in several leadership positions with nothing positive to show for it. But then again what would she apologise for? For attempting to hang the park-

ing meter albatross around the necks of the citizens of Georgetown? Something she still hopes can be meted out against the motorists of our capital? Would she apologize for flying around the world and back first class with her sidekick Roy and many other hangers on in tow at the expense of the citizenry, staying at five-star hotels and wining and dining at the ritziest restaurants in the most exotic destinations in the world without a single return to the capital? Would she apologise for having a retinue of chauffeurs, bodyguards, personal assistants traipsing behind her wherever she went, whilst other municipal workers cannot receive their pay because the Council is always broke? Would she apologise for City Hall’s books not being audited for as long as she has been there? Would she apologise for the flooding of the city once there are a few minutes of rainfall? I think not. One must not forget that she and a number of other ancient relics are hoping to hang on around the horseshoe table just a little bit longer by becoming candidates yet again at the next Local Government Elections. Unbelievable as that is.

Are the citizens of Georgetown not entitled to being represented at the Council by young intelligent, energetic, proactive visionary persons (persons who can bring new ideas, new solutions and new approaches to the management of the municipality) or will they have to be saddled with the same old, weary, mentally bankrupt, immoral, and depraved old party hacks for another three years? Must the City of Georgetown always be run by a gerontocracy? The young people of Guyana deserve a capital city that houses great sights and landmarks, with beautiful architecture, distinctive restaurants, a rich array of cultural offerings, and intriguing malls and shops. However, if they elect the old timers who cannot point to a single worthwhile achievement in 24 years, what can they expect? Same pot holed roads, a mosquito plagued city, rat infested markets with collapsing wharves, a ruinous City Hall building, a dilapidated unhealthy Abattoir, a ruinous City Police Training Centre, clogged drains, nonexistent street lighting, and a disgraceful cemetery to name a few Regards. Kwasi Sanderson

Deceptions of the Alliance for Change Dear Editor, The deceptions of the Alliance for Change (AFC) continue. Every day is markedly accentuated by the nefarious activities of its leaders, executive members and some cardholders. Ever since the AFC was thrown into the deep by the APNU to justify its 40% share in governance and to resurrect its ‘dead meat’ status, one AFC leader and his cohorts has launched a weekly campaign on a Berbice TV station, peddling a bundle of lies and deceptive statements. It was claimed by Mr. Ramjattan on the Alliance on the Move programme that PPP support-

ers are intimidating people from putting their names on the AFC’s candidate list. He further said that Guyana Police Force will be called in to deal with these PPP supporters. This is so far from the truth. The AFC has lost all credibility since it coalesced with APNU and this just seems to suggest that the AFC and the PNC are cut from the same cloth. In addition, the AFC’s promises continue to pour like there is no tomorrow. The promises of repairs and construction of streets, the erection of streetlights, the grant-

Probable cause and reasonable suspicion are vastly different Dear Editor, Over the past two months for diverse reasons, I refrained from writing my usual letters to the editor on law enforcement issues, but I still maintain an abiding interest in that area. However, recent comments in the print and electronic media and elsewhere about the power or lack of power of the police to stop, search and detain vehicles, etc have titillated me to break my silence on the hot topic. Let me be pellucid. What you are about to read is my personal opinion. I was not influenced by anyone or group to express my views. My discussion is based on my limited knowledge of the law, my over 40 years experience dealing with law enforcement matters and the need for the police at all times to deliver the highest quality of service to the citizens of Guyana they swore to serve and protect. It is apposite for me to start with the law. Section 18 of the Police Act Chapter 16:01 states, “ Any member of the Force may stop, search and detain any aircraft, vessel or vehicle in upon which there shall be reason to suspect that anything stolen or unlaw-

fully obtained, or that any person suspected of having committed an indictable offence, may be found; and he may also stop, search and detain any person who may be reasonably suspected of having or conveying in any manner anything stolen or unlawfully obtained. “ Some operative words in that section are, any member of the force; power to stop, search and detain; reasonable suspicion; suspected of committed any indictable offence; having or conveying in any manner anything stolen or unlawfully obtained. I read and heard a lot of unadulterated piffle including those coming from some legal minds about intuition and probable cause. The law does not speak about probable cause but about reasonable suspicion. Probable cause is the American way of dealing with some legal issues. We are tied to the British system in this instant matter, which speaks about reasonable suspicion not probable cause. Probable cause and reasonable suspicion are vastly different. Perhaps, in due course some competent and

compellable person will discuss probable cause vs reasonable suspicion as it relates to the Laws of Guyana. The vexed question that would be asked of a policeman is: Prior to the stop, what caused him to reasonably suspect that anything stolen or unlawfully obtained, or that any person suspected of committed an indictable offence may be found or having or conveying in any manner anything stolen or unlawfully obtained? I guess the most common answer will be: I was acting on information received or to use some buzzwords - My action was based on intelligence I received. I hope that my layman’s missive will clear up some grey areas in this raging topic or even invoke much more pertinent confabulation. Did I hear someone say that the law is an ass or some persons who interpret it or some others who enforce it? Let the debate continues. Yours faithfully Clinton Conway Assistant Commissioner of Police (Retired), Security Manager Troy Resources Guyana Inc.

Kitty roundabout being used as a parking lot DearEditor, I recently had cause to use the Kitty roundabout around 23:30 hrs last Sunday night. I was stunned to see this roundabout being used as a parking lot with many vehicles parked haphazardly on the active lanes, resulting in motorists not having access to lanes as intended. The ensuing traffic chaos was inevitable.I am cer-

tain that this is not the only time that this has occurred at the roundabout. I am equally certain that police patrols must have previously noticed this wanton abuse of this Roundabout. Hopefully, the authorities can take immediate steps to repel the actions of those few inconsiderate sea wall revelers so that this public infrastructure facility

can be used for its intended purpose and allow us law abiding road users to go along our way unhindered. A few traffic charges may do the trick. M.Abraham

Judgment Day is coming Dear Editor, Judgment is something we all will have to endure sooner or later. As humans, there are two appointments we will be unable to get out of: death and judgment. The Bible says that;’’ it’s appointed unto men once to die, after that the judgment’’. (Hebrews 9:27) This does not exclude anyone. We live in a world where deception is very rampant. Many people believe they can do any wrong and hire tons of lawyers to get them out in some cases they can even bribe magistrates, judges, politicians, police offers etc. and can easily get out of a crime. While humans can easily snake their way out of man’s court of judgment they seem to forget about God’s eternal court of judgment. Most people live their life as if they own it but they are deceived. This life that we live is a loan to us by our Heavenly Father and we fail to realize we will die someday but we fail to comprehend what will happen after death. While the atheists, agnostics and many scientists believe there is no God; it’s a deception of Satan. Worldeceptions of the Alliance for Changed renowned mathematician and astrophysicist Stephen Hawking had also left a tiny gap in his credo window for a magical deity. However, he has now come out and declared that there is no God. Hawking said: “Before we understand science, it is natural to believe that God created the universe. But now science offers a more convincing explanation.”Hawking now explained, “What I meant by

‘we would know the mind of God’ is, we would know everything that God would know, if there were a God. Whereas, there isn’t. I’m an atheist.”A very brilliant educated scientist Stephen Hawking from Cambridge University declared there is no God and he was an atheist. I met many educated people who believe there is no God. Holy Scriptures declared in Genesis: 1 In the beginning, God created the heavens and the earth. 2 And the earth was without form, and void; and darkness was upon the face of the deep. And the Spirit of God moved upon the face of the waters. 3 And God said, Let there be light, and there was light. The Prophet Isaiah writing these profound words: “‘ It is I who made the earth and created mankind on it. My own hands stretched out the heavens; I marshaled their starry hosts.’’ The writer here is telling us that it’s God who made the heaven’s and the earth and created mankind on it. ‘’Genesis 2: 7 — ‘’And the Lord God formed man [man’s body] of the dust of the ground, and breathed into his nostrils the breath of life; and man became a living soul.’’ (Isaiah 45:12) The soul in us is our true personality that will never die. That is what the atheist and scientist failed to comprehend. Death is not the end and Judgment Day is coming for all of us. The

journey to eternal life will be a frightening experience to many people who cheat people, kill people, exploit and rob people, etc. God’s Judgment will come suddenly to all of us; it’s imperative that we live a life of morality and integrity and fear God. The wise man Solomon wrote: “For God shall bring every work into judgment, with every secret thing, whether it be good, or whether it be evil.” (Ecclesiastes 12:14) God’s final white throne judgment for ALL is from the book of Revelation from these verses: Revelation 20:11-12 ’’And I saw a great white throne, and him that sat on it, from whose face the earth and the heaven fled away; and there was found no place for them. And I saw the dead, small and great, stand before God; and the books were opened: and another book was opened, which is the book of life: and the dead were judged out of those things which were written in the books, according to their works.’’ The scene of judgment here is fully consistent with every other fact revealed about that day in the remainder of the New Testament. All humanity will be gathered before the great throne of the Lord, judgment will be rendered according to the deeds done in the flesh, and the decision rendered to each person will be final and irrevocable. We will all face God in Judgment face to face on Judgment Day. Let’s live a life to please HIM. Regards, Rev. Gideon Cecil

What is the purpose of the Childcare Protection Agency Dear Editor, Our Childcare Protection Agency, staff in collaboration with the Ministry of Education and the Police Force, must move around the streets and market places and pick up all school age children who are selling and

begging. Please don’t wait for a report, you can save our children from many kinds of abuse. ‘’Education is priority, so see them in schools. Yours sincerely, Parmanand Ram.

Britain has condemned the mistreatment of the Baha’i community in Yemen Dear Editor, Britain has condemned the mistreatment of the Baha’i community by Houthi rebels in Yemen, after a court under the Iran-backed rebels’ control began prosecuting 24 members of the religious minority. Defendants in the mass trial, which includes eight women and one child, are accused of atheism and spying for Israel and the United States, charges which could lead to death sentences. “The persecution of members of the Baha’i community in areas of Yemen under Houthi control due to their religious beliefs is a serious violation of international human rights law, Britain’s spe-

cial envoy for freedom of religion and belief, Lord Ahmad of Wimbledon, said on Monday. “New cases of arbitrary detention and continuing reports of the abuse of detainees by the Houthis are deeply concerning, and we wholly condemn this mistreatment.” Lord Wimbledon added, “We are working closely with our partners to raise these concerns directly with the Houthi authorities and press for the release of detained individuals. We also call on our partners to take a strong stance on this matter during the Human Rights Council next week.” The Baha’i faith origi-

nated in Iran in the 19th century and advocates universal peace and acceptance of all religions as manifestations of one God. These days, Baha’i communities could be found in almost every country of the world. Many of the 2,000 Baha’i live in the Yemeni capital Sanaa, which was taken by Houthi rebels in 2014. Since then, the group has faced persecution by the militants often on unsubstantiated charges of communicating with Israel. Many Baha’i families have fled from Sanaa to safety in the south of the country. Yours faithfully Rooplall Dudhnath

We cannot help but wonder if this is not putting the cart... From page 4 Noel Holder, apart from other Government officials, telling the nation repeatedly that sugar workers are earning millions annually and benefit from enhanced conditions of work. We do not recall the Kaieteur News, at any time, sharing the view it is now expressing. The GAWU accepts that workers conditions require improvement as time goes on but are far superior from since the Union became the bargaining agent on behalf of the field and factory workers. Nevertheless, in view of the Kaieteur News, seemingly, newfound view, we have high expectations that it will lend its voice to call on the Government and GuySuCo to approve pay rise and other improvements of work to the sugar workers this year. Just for the newspaper’s information, sugar workers have not had any improvement in pay since the Coalition came into office. The newspaper also says, “…that the days of sugar as a viable enterprise with high economic returns and foreign currency returns are over”. If that is indeed the case, then the 70 interested parties who have expressed their interest to acquire the closed estates need to have their

collective heads examined. We reiterate again that the future of the industry lies not as a raw, bulk sugar producer but a producer of diversified, income-inelastic products such as electricity, alcohol, refined s u g a r, p a c k a g e d s u g a r, among other things. Those initiatives are incidentally some of the ventures that GuySuCo said it will pursue. It seems the Kaieteur News, though it has not said it, is of the view that the monies directed to the sugar industry should not go there, for whatever reason. Let us recollect, that the allocations to GuySuCo, under the APNU+AFC, represent 3.98 percent of the $968B that have been approved for spending across the four (4) budgets of the Government. Moreover, state support to critical industries is not the exception but the norm. The US Government, for instance, provides billions of dollars in subsidies to its farmers to ensure that they are able to stay in business recognizing the importance of the agricultural industry to the economy and rural employment and development. Certainly, with the significant sums Kaieteur News reports that would accrue to Guyana from oil and gas,

our country could have more than afforded to support the industry and assisted to put it on a strong footing. Sugar more than deserves such support recognizing its contribution to the nation and its people. For instance, the 1992 budget records that the sugar levy in that year was equivalent to approximately 21 percent of Government revenues. Today, while the Kaieteur News says sugar should be given a decent burial, our country men, women and children are suffering from the consequences of the closure. Today, things, which seem so mundane such as sending their children to school; to provide adequate meals; to pay their bills and other things which were previously seen as run of the mill have become a challenge in themselves. Indeed, the GAWU holds that the Government should not abandon these people at what probably is the most difficult time in their lives. This is a time that they need the support of Guyanese from all walks of life and they and their Unions will uphold and continue the struggle for their just cause. Yours faithfully, Seepaul Narine General Secretary GAWU

Regional authorities developing plan to eliminate illegal, unregulated fishing

M

arine experts will meet in Barba dos this week for the Third Meeting of the joint Regional Working Group on Illegal, Unreported and Unregulated Fishing (RWGIUU). During the meeting, they will discuss how countries in the Western Central Atlantic, which includes the Caribbean region, can improve sustainable use of marine resources, including the eradication of illegal, unreported and unregulated fishing (IUU). Scheduled to take place from 26 to 28 September, 2018, the three-day meeting will be hosted by the Food and Agriculture Organization of the United Nations (FAO) at the United Nations House in Christ Church, Barbados. The event is a joint initiative of the Western Central Atlantic Fisheries Commission (WECAFC), Caribbean Regional Fisheries Mechanism (CRFM), and the Organization for Fisheries and Aquaculture for Central America (OSPESCA). It is organized by FAO, in collaboration with the above, as well as the European Commission

(EC) and the Ministry of Maritime Affairs and the Blue Economy, Barbados. Dr. Lystra Fletcher-Paul, FAO Sub-regional Coordinator for the Caribbean, will deliver opening remarks on 26 September at 8:45am. Ms. Joyce Leslie, Deputy Fisheries Officer for the Ministry of Maritime Affairs and the Blue Economy, Barbados will speak following Dr. FletcherPaul’s opening remarks. The Third Meeting of the RWG-IUU will bring together key Monitoring, Control and Surveillance (MCS) officers, fisheries managers, coastguard and navy officers, prosecutors and other major stakeholders involved in fisheries compliance and enforcement. Participants will represent selected WECAFC, CRFM and OSPESCA member countries, and key institutions in the Caribbean region. The multi-agency meeting will develop a regional plan of action for the elimination of illegal, unreported and unregulated fishing (RPOA IUU) – an important milestone for the Caribbean region and a globally significant

contribution to the efforts towards the eradication of IUU Fishing. “This meeting is significant because it will produce a regional plan of action to prevent, deter and eliminated IUU fishing in the Caribbean region, marking a solid foundation upon which to build further regional efforts. This RPOA-IUU will serve to bring together existing international fisheries instruments with the regional context and will act as an important tool for the countries in the Caribbean,” explains Yvette Diei Ouadi, Fisheries Officer for FAO’s Sub-regional Office for the Caribbean. Participants will discuss the implementation of a comprehensive approach to eliminate IUU fishing, including monitoring, control and surveillance, and information exchange; a regional cooperation mechanism; and building awareness. They will also review the international instruments and tools in support of the fight against IUU fishing in the region, and provide an update on current regional initiatives to combat IUU fishing.

29% GDP growth by 2020… Just another feel good statement, Guyanese will be no better off- Jagdeo

uyanese should not get their hopes up about statements by Finance Minister Winston Jordan to the effect that the nation’s Gross Domestic Product (GDP) is project to grow to 29.1 percent by 2020. This is according to Opposition Leader, Bharrat Jagdeo, who at his most recent press conference held at his Church Street Office, sees Jordan’s utterances as “feel good statements” that will have no real effect on the lives of the masses in Guyana. Jagdeo told the media, “Just imagine, GDP from the non-oil sector growing by 29 percent. You’ll create 50,000 new jobs. The GDP will grow by 29 percent in that year and will create just 300 new jobs. That’s what Exxon Mobil said… and maybe a few onshore, not

exceeding a thousand. So it’s enclavic.” The former President said that reference to the Gross National Product (GNP) would be a better way of assessing performances relative to capital intensive sectors. “They should look at GNP figures. In this case where you have large capital inflows in the capital-intensive sectors, a better assessment would be to use the GNP rather than the GDP figures. So this might be true, this is a feel good, it won’t translate into more money into anyone’s pockets or more jobs. It’s just feel good.” When Minister Jordan spoke of the projected 29 percent GDP growth by 2020, he was in Jeddah, Saudi Arabia, accompanied by Public Infrastructure Minister David Patterson, to sign a loan agreement.

Islamic Bank freezes loan to Somalia

T

he Islamic Develop ment Bank (IsDB) has reportedly suspended a US$5M loan to the Government of Somalia following accusations of mismanagement and corruption. Voice of America, a US government-funded news outlet, reported that Somalia had started its Dryland Development Project in 2016 in three rural villages to help pastoralists build better mechanisms to resist drought, help them develop livestock and crops, as well as give them access to health and education services. The project was set to cost US$5M. As of February 2017, the Saudi-led Islamic Development Bank had transferred US$1.5M to an account at the central bank of Somalia in three installments. However, IsDB was forced to freeze the account, following an audit that raised concerns about an incoherent payment system and overpayments made to a particular supplier. The IsDB said that the project coordinator, Abdishakur Aden Mohamud, submitted a report, which revealed “no substantial infor-

…audit reveals irregularities with disbursement mation” to suggest that progressive strides had been made on the project for which he is responsible. Even while the audit was being conducted, the IsDB reported that the project coordinator withdrew finances both by cash and cheque, which are “not in line with the fiduciary and financial management system.” The Islamic Development Bank’s general mandate places significant focus on the United Nations Sustainable Development Goals, especially as it relates to supporting small nations. Since some of its member states are poor nations, which are prone to corruption, the IsDB conducts regular audits on the management of funds disbursed to them. Recently, Guyana received approval for its first loan of US$20M from the Saudi-led bank. This loan is for the Guyana Power and Light Company (GPL) to fund its Utility Upgrade Programme. The programme is

part of GPL’s Development and Expansion for 2014-2021. The current pace at which Guyana progresses toward the renovation of the Cheddi Jagan International Airport, if repeated, could see the country experiencing a suspension of the US$900M resource envelope of grants and loans set aside for its development, as the Islamic Bank conducts regular, rigorous audits into the development projects which it funds. Guyana joined the Islamic Development Bank in 2017. The bank had inked a threeyear work programme starting in 2018.It made a resource envelope of US$900M available to Guyana earlier this year. The funding if drawn down will be used to fund the key areas of human and rural development, economic infrastructure, and trade and competitiveness. So far, the bank has awarded Guyana two grants amounting to more than US$500,000 in addition to the recent loan package.

New Amsterdam Hospital Six testify in PI of security guard charged with murdering girlfriend doctor pioneers surgical research Murder accused Jermaine Bristol

Dead Shanece Lawrence Six witnesses testified yesterday in the Preliminary Inquiry (PI) into the murder of Shanece Lawrence, who was fatally stabbed last month allegedly by her boyfriend, Jermaine Bristol. Bristol is currently on trial before Chief Magistrate Ann McLennan in the Georgetown Magistrates’ Courts. Bristol was not required to plead to the charge, which alleged that on August 22, last, at Lot 272 Freeman Street, East La Penitence, he murdered Lawrence. Yesterday when the matter was called, six witnesses went into the witness box and testify in the matter. The witnesses detailed the role they played in the investigation. The matter was then adjourned to September 27 for continuation. According to reports, the victim’s body,

bearing six stab wounds to the neck, was found shortly after Bristol walked to the East La Penitence Police Station to allegedly confess to the crime. The couple had been involved for in excess of four years. A report had been filed months before the woman was killed, after the duo got into an altercation at a city hotel, where Bristol allegedly threw away all her belongings. Bristol was a special constable when he was charged in 2014 for conspiring with persons to traffic cocaine in rum bottles at the Cheddi Jagan International Airport (CJIA), Timehri. He was found guilty in February 2016 and jailed for 50 months. However, he was released on $300,000 bail on April 5, 2016, pending appeal.

Doctor Tameshwar Algu, who works out of the New Amsterdam Regional Hospital (NARH), has managed to conduct extensive research on hernia procedures. His work has now been published in Caribbean medical journals. Dr. Algu, MBBS, Dip Surg, ChM, FCCS, who completed medical school in 2007 and completed a post-graduate diploma in Surgical Anatomy in 2012, is now recognised as a Fellow of the Caribbean College of Surgeons. Dr. Algu was singled out after he made a brief presentation to Minister of Public Health, Volda Lawrence, who had heard of his work. She has since committed to ensuring that there will be funds in the 2019 health budget solely for the purpose of research. A proud Dr. Algu spoke of one of his published research papers and why he saw it fit and necessary to move in this direction of putting together the document.“No doctor should be practising without evidence-based medicine and we shouldn’t be taking studies done in the first world and other countries as the Holy Grail… We all need to do research. “Medicine is ever changing. It is not just about seeing a patient and being a technician… Apart from providing this service to the patient, we also need to see what we are doing. Is it the right thing? Is it accepted? Are our numbers ok? Are we having too many complications?” It is important for research to be a vital part of a doctor’s practice, Dr. Algu said. He added that based on procedures conducted, it helps a

Doctor Tameshwar Algu

doctor to evaluate outcomes better. “There are lots of benefits in research. I know it’s a lot of work; there are lots of benefits, you can get an idea of your practice. What are the outcomes of your procedure? What are the outcomes for the patient? What is the quality of lifestyle for the patient one or two years after?” As he explored the option of research in specific areas, the doctor took note of the fact that at NARH surgeons tend to be able to handle disease management procedures very well. On this note, he said that things like these should be made public for other practising medical and technical officers to benefit from the knowledge.“It is good to do research and to analyse one’s practice. I’ve done audits of my practice thus far when I first came here. I was the only surgeon for two years so I basically did an audit of the outcomes of inguinal hernia repairs done at this hospital.” This research paper has been presented to and published by the Caribbean Col-

lege of Surgeons and also presented to Guyana Medical and Scientific Conference. “It is a pretty interesting paper because we have a resource-poor setting and we are the second largest hospital in the country… We do suture repairs as an alternative procedure to the mesh repairs.” Inguinal Hernia Repair is a surgical procedure basically to repair a hernia in one’s groin. This repair is needed when soft tissues protrude through an area of weakness or a defect in your lower abdominal muscles. Based on research conducted by Dr. Algu, it was found that the alternative procedure of suture repairs had no recurrence as against the mesh repair. Within a two-year period, the NARH has completed 102 Inguinal Hernia Repairs with only one recurrence. However, in these cases, a high surgical site infection was recorded. Dr. Algu said further developments are being made in a new research to ensure that this statistics changes.

Potential cannot buy anything in the market

D

uring the last Con gress of the PNCR, there were some candidates, offering themselves up for leadership posts, and who were campaigning on the grounds that they were young. But when you look at them closely, you were forced to ask just how young is young? Do not tell me that a person who is over 30 years of age is young. That is not young. In my book, once you are over 30 years of age, you cannot consider yourself as young. A great many persons nearing forty and even over

forty years are calling themselves young. They are not young; they are matured adults. When the political parties therefore speak about having a number of young candidates for this year’s local government elections, they need to qualify this by identifying those who are really young and those who are matured adults but believe that they are young. The political parties are going to put up a great many so-called young people on their slates for the November 12, 2018 local government elections. They will also place

a token number of them on the slates for general and regional elections. But when the time comes for making Cabinet appointments, these socalled young persons will be ignored. How many persons under 30 years of age are there in Cabinet? The answer is none. There is no person under 30 years of age in the Cabinet. And young people are said to be more than half of the population of the country. And do not tell me that persons under 30 do not have the experience to become Ministers. The PPP appointed Bharrat Jagdeo, Robert

Persaud and Irfann Ali as Ministers before any of them reached 30. And Forbes Burnham and Cheddi Jagan were both front benchers in the Legislative Assembly before they reached the age of 30 years. The difference between Burnham and Jagan and the young politicians of today is that before the age of 30, both Burnham and Jagan could enumerate their political accomplishments. The same cannot be said of many of those who are running for public office today. The problem we have is that many persons are running for office in politics and sports in order to make a name for themselves. It should be the other way around. Persons should only run for public office if they have a track record of achievements. Public office is not a place for persons to feather their ambitions because when they get power, they end up feathering more than their ambitions. If you have not achieved anything in life, if you have not climbed the corporate lad-

der or demonstrated the acumen for achievement, then why should you be allowed to hold leadership positions? Why should people vote for persons who have achieved little or nothing? What is it that they are voting for: potential? You cannot carry potential to the market. So do not tell me to vote for any young candidate unless you can identify for me what that person has achieved in life. Do you really believe that in colonial Guyana any under achiever could run for the office Mayor during colonial times? That would have been unthinkable. There are underachievers in life who believe that politics is a doorway for them to become important and rich. But if they could not achieve anything outside of politics, why should anyone expect them to do so in politics? In other words, what is that they are bringing to the political table? There are charlatans who use sporting associations to achieve public fame, but prior to this, they were failures. Some persons want to seize

control of sporting organizations, but they have no money or influence to bring to it. Some sporting clubs have never produced audited statements and yet some of their officials want to take control of sporting associations. All this talk therefore about giving young people a change at local government is balderdash. Let the young people prove themselves outside of politics and then let them gain the confidence of the public. But do not ask the public to vote for someone who has never held a position of responsibility or who has no significant accomplishments to their name. Show me those persons who have a track record of success and they will get my vote. Show me those seeking to make a name for themselves and they will never get my vote. Politics is not for pretenders or opportunists.

THE FREDDIE KISSOON COLUMN

Lincoln Lewis is stalking Moses Nagamootoo

I

have known Lincoln Lewis for over forty years now. I see some similarities we have. Maybe that is why we have remained friends for all these decades. We have big mouths, we make noise when we argue with others; we pursue issues that we consider dear to us, relentlessly. Of course we disagree. We had a noisy quarrel two weeks ago when UG union members complained to me that the TUC representative on the UG Council, Ivor English of the Procurement Commission, is taking anti-worker positions in Council meet-

ings. I spoke to both English and Lincoln over the alleged anti-union positions of English but I took a more confrontational style with Lincoln. Lincoln Lewis, like so many who have fought over the years for a freer Guyana and a better life for our poorer folks, has his faults but he is a stalwart that this country must recognize. I am still fuming at what happened to Lincoln and David Hinds at the Chronicle. That event will factor in my eventual decision on how I vote in 2020. I will not vote for the PPP; I would like to vote for the new

Amerindian party but demographic registration will prevent that so I am waiting to see if a major third party will be born (oops, sorry, there is already a third party – the AFC). David lives outside of Guyana so the Chronicle vexation is hardly kept alive by him but not so with Lincoln. The trade unionist and TUC stalwart lost no time in accosting the man who is second in charge of Guyana, the Prime Minister, on the PM’s immediate intervention over the firing of the Chronicle’s Finance Director by the Gen-

eral Manager, Sherod Duncan. Lincoln took a swipe at the PM in a letter to the newspapers, and rightfully so, inquiring why the PM didn’t deliver the same initiative when he and Hinds were removed as columnists from the Chronicle. This is the second time in a month Lewis has publicly called upon Nagamootoo to speak on his role if any in the Chronicle imbroglio but Nagamooto isn’t “biting.” This is the same Nagamootoo who let Guyana know last week that he is in charge of the Chronicle when he intervened in the so-called Sherod Duncan affair at the very Chronicle. Against the backdrop of Lewis’ incessant call for Nagamootoo to explain to the nation if he made the decision (Lewis has asserted that Nagamootoo did make the decision, a position Hinds also subscribes to) to remove the two men as columnists, Nagamootoo has put his foot in his mouth. Let’s quote from Nagamootoo’s latest article in the Chronicle (poor David and Lincoln; they can’t write in the Chronicle but Moses

can). I quote, “I take comfort in the words of my late father: ‘Thoroughbreds don’t cry; they run…’” When Nagamootoo uses the word “run” in relation to thoroughbred horses, naturally he is talking about what we all know – they run in racehorse competitions to win. That is what Nagamootoo obviously meant to convey about himself but he impaled himself on the fence of irony. He should have avoided the horse race analogy because he is running in a different context. He isn’t running to win; he is running away from Lincoln Lewis. Let’s quote again the man who is constitutionally second in charge of the government; “In my home area, Whim-Bloomfield, detractors had peddled that the AFC was dead and that they were waiting after the polls to ‘pull Naga’s bones in the streets.’” But Lincoln Lewis and David Hinds are waiting to pick Naga’s bones. Hinds told me when they meet face to face, he will give Naga a piece of his mind. Lewis told me he will say to Naga what must be said over

vendors are subjected to a regular shakedown by ranks of the City Constabulary. The matter was brought to the fore by vendors, who have filed complaints with the Commission of Inquiry, (CoI) into City Hall. According to the complaint lodged by several vendors, ranks of City Constables attached to the Georgetown Mayor and City Council have continually engaged in harassment by demanding money from street vendors who conduct business in several sections of the city. The complainant noted that the constables regularly target vendors along Alexander Street, Regent Street, Robb Street, Bourda Street and the downtown Stabroek Market area. During the shakedown operation, constables would

put pressure on vendors and threaten to remove them or dismantle their stalls to get their money. “Many times we complained to the City Constabulary about the harassment but the Council doesn’t care about us. All we want is for the Council to give us a safe place to ply our trade and for this harassment to stop. We are hoping that the Commission could do something about the situation, “one Robb Street vendor told the COI. Jacqueline Hunter who has been a Bourda Market vendor for more than two decades shared similar sentiments. She noted that City ranks would not only accept monies but also vegetables, foodstuff and other commodities as bribes. “I have been right there

Frederick Kissoon his decision to drop him as a columnist. Let’s end with a note about Naga’s home town of Whim. Unless I read wrongly the data that GECOM put out on a CD (which I have in my library), the APNU+AFC and by extension, Nagamootoo got fewer votes in Whim than the PPP in the 2015 general elections. In other words, Naga’s party lost in Naga’s hometown or could it be a bogus copy I have of the GECOM data? I must check it ASAP. Also the data GECOM put out on the local government poll held the very next year, 2016, the APNU+AFC lost the NDC election, with Naga’s sister collecting a mere eight votes. Will they pick Naga’s bones in November and in 2020? I will put that question to Lincoln and David.

Vendors accuse City Police of shakedown

Travelspan strikes deal with American Airlines NEW YORK, NY – Travelspan Vacations has announced a new sales agreement with US Carrier, American Airlines for the new North American to Guyana routes. This agreement between Travelspan and American Airlines will bridge the gap by supplying more seats and another option for travel in the market. The new non-stop service to Guyana between Miami and Georgetown will offer easy connections from many American cities such as New York, Atlanta, Washington, North Carolina, and Houston, and Canada. This is a much needed service for Guyana. The ease for passengers to connect from most US cities, Canada and Europe will be a major boost to Guyana’s economy,” stated Travelspan Chief Executive Officer, Nohar Singh.

when these constables would collect the items. Some of them collect almost every day.” Hunter had testified before the Commission on behalf of 28 other vendors whose stalls were demolished by the Mayor and City Council (M&CC) who swooped down to remove vendors from along Bourda Market. The woman noted that it has been close to three years and the City Council is yet to compensate her and 28 others for damage to their stalls and goods. The displaced stallholder said that her dissatisfaction is largely because they believed that they were being insulted and treated unjustly by the Council. The woman is claiming over $200,000 worth of damages for the items, which include a flat screen television and a stereo set. She is hoping that the CoI will make recommendations for her and the other vendors to be compensated. During the demolition exercise, the Council had promised the displaced Bourda Market vendors alternative spots on Orange Walk. However, members of the M&CC administration met with opposition from property owners in that vicinity, when they visited Orange WaIk. The residents questioned the Council’s decision to relocate vendors there.

Guyana fails to attract private investment in infrastructure for almost a decade- IDB

A

ccording to the In ter-American De velopment Bank (IDB), Guyana has failed to attract a single private investment in almost a decade— eight years to be exact. This was recorded in IDB’s recently released report titled, “Better Spending for Better Lives: How Latin America and the Caribbean Can Do More with Less.” That report examines eight areas of evaluation and the period evaluated varied. When looking at investments in public infrastructure, the IDB examined years 20082015. Among 19 countries in Latin American and the Caribbean, Belize, Guyana and Trinidad and Tobago were the only countries recorded to have not received private investments in infrastructure during the period under review. IDB said that the decrepit state of infrastructure in Latin America and the Caribbean is well known. “From pothole-riddled roads and bridges in disrepair to substandard airports and sea ports, the region’s growth and the quality of life of its citizens suffer from its crumbling infrastructure.” The Bank said that while bricks and mortar alone cannot assure g r o w t h a n d p r o s p e r i t y, without acceptable infrastructure services, a country is hard pressed to compete in today’s world. “Why is infrastructure so subpar in the region? To begin with, countries in Latin America and the Caribbean

do not invest enough in infrastructure. Public and private investment in infrastructure in Latin America and the Caribbean reached an average of 2.75 percent of GDP between 1992 and 2015 and an average of 3.8 percent from 2008 to 2015.” IDB said that the level of spending in the Caribbean and Latin America is low compared with, for example, China (8.5 percent), Japan and India (5 percent), and the average in industrial countries (4 percent). Moreover, IDB said that current investment figures have even dipped below those prevailing in the 1980s. The Bank said that to fill the infrastructure gap, the region would need to invest about five percent of its GDP over the next 20–30 years, which is equivalent to an additional $100B a year. IDB said that, not surprisingly, low investment in infrastructure has led to poor infrastructure services. The quality of infrastructure in most Latin American and Caribbean countries— particularly in Argentina, Brazil, Paraguay, and Venezuela—is considerably lower than it should be, given their income levels. Only a few exceptions in the region—mostly in Central America (Guatemala, Panama, and El Salvador)— have better- than expected infrastructure quality. Zeroing in on private investments, IDB noted that policy reforms to attract private sector investment in infrastructure began in the mid1990s, and increased private

investment from a negligible amount to 1 percent of GDP by 2015. IDB said that despite the growing role of the private sector, the public sector however, accounts for more than two-thirds of total infrastructure investment in Latin America and the Caribbean. The Bank said that private investment in infrastructure has varied across countries and sectors, and more can be done to mobilize it through policies supported by multilateral development banks (MDBs) in the region.

“But the experience of recent decades in Latin America and the Caribbean shows that the public sector may still play a substantial role in the funding of infrastructure.” The Bank also noted that the role of the public sector in infrastructure is important not only because the sector makes up the lion’s share of total investment but

also because infrastructure investment has public good characteristics, including strong externalities and network effects. “Providing electricity requires an efficient transmission and distribution network; urban transport systems need both trunk routes and feeders to provide adequate access to jobs and housing. If infra-

structure development is not properly planned, the efficiency of services provided by the assets will be low. In addition, global agreements like the Paris Accord and the Sustainable Development Goals require governments to plan and set standards in order to create infrastructure that is resilient and meets mitigation targets,” the IDB noted.

November 6 is Diwali; motorcade will end at Chateau Margot A float that participated in a past motorcade.

T

he Guyana Hindu Dharmic Sabha’s (GHDS) annual Deepavali Motorcades will be held in eight locations across Guyana from November 2-5, 2018. Diwali will be celebrated on Tuesday November 6. The largest motorcade will be held in Georgetown/East Coast Demerara on Monday November 5.

“The beautifully decorated floats will assemble at the Shri Krishna Mandir in Campbelville from 5:30pm and will leave at 6:30pm via its traditional route along Sandy Babb Street for Vlissengen Road and then along the seawall to the Chateau Margot Ground, East Coast Demerara, according to the GHDS. “The change from the usual ending point at LBI to

Chateau Margot is as a result of the LBI Community Centre Ground being leased to the Guyana Cricket Board (GCB) recently. The GCB has informed the Sabha that works will be commencing at the LBI Ground shortly and, as such, the ground is not available for this year’s motorcade.” The Chateau Margot Ground is located immediately before the LBI Ground and will

be the site for a cultural programme and presentation of prizes starting at 7pm. “Outstanding singers Neval Chatelal and Nishard Mayroo of Trinidad and Tobago will perform alongside top Guyanese artistes including the Dharmic Nritya Sangh, Sookrane Boodhoo, Rekha Singh, Mona Gowkarran and others.” According to the Sabha, admission at Chateau Margot is free and no alcohol will be allowed, thus making it an excellent event for families. Millions of dollars in prizes and trophies will be presented to winning floats.

It is anticipated that more than 25 floats will participate in the motorcade. Over the last 44 years, the Diwali Motorcade has become a h i g h l i g h t i n Guyana’s cultural and tourism calendar and is considered as the largest event held in Guyana annually drawing thousands along the route of the motorcade and at the final venue. “The floats have gotten more creative and extravagant each year and are truly a treat for the eyes and a reflection of excellent Guyanese creativity and workmanship. The floats will depict various

themes associated with the festival of Diwali.” In addition to the Georgetown/ ECD motorcade, motorcades will be held at the Anna Regina Ground in Essequibo on Friday November 2; at the Diamond Mark e t Ta r m a c , E a s t B a n k Demerara and Oceanview Mandir Compound, West Coast Demerara on Saturday November 3; and at the Bath Community Centre Ground, Canje Ground, Port Mourant Community Centre Ground and Tagore High School Ground in Berbice on Sunday November 4.

GTU being bullied to accept arbitration chairman - Lyte The Guyana Teachers Union [GTU] is prepared to mobilize its membership to resume strike action if the Ministry of Social Protection moves forward with its decision to impose its appointee to chair the arbitration panel to negotiate a salary increase for public school teachers. The resumed strike action could commence within seven days. This development comes on the heels of a meeting between the GTU and the Ministry of Education which was hosted by the Labour Department of the Ministry of Social Protection. The meeting was however intended to serve as a means to amicably and swiftly resolve the difficulties faced by the concerned parties to set up the arbitration panel. Both the Education Ministry and the GTU had failed to agree on a chairperson to head the panel and were yet to name one nominee each. Moreover, the Education Ministry had written to the Social Protection Ministry to intervene to resolve the dilemma. Following meeting yesterday at the Brickdam, Georgetown Labour Department , Lyte made it clear that “the GTU attended the meeting…for the sole purpose of naming our nominee for the Arbitration Tribunal.” “In the middle of clarifying some other issues, the meeting was interrupted by the Minister with responsibility for Labour, Honourable Keith Scott, who had in his company a very well dressed young man, who was introduced to the meeting as Minister’s appointee to chair the Arbitration Tribunal - a Professor Leyland Lucas.” Professor Lucas, Lyte revealed, is said to be a remigrant who holds a senior position at the University of Guyana. But according to Lyte, the union did not approve of this move by the Minister and therefore objected. “It was premature to be doing that at this point in time. As a matter of fact, the union highlighted that if this same Minister was proactive a year and a half

-says this tactic will see strike action in seven days Ministers – Amna Ally and Keith Scott.Further, she noted, the utterances of Minister Scott to the media that “teachers are selfish and uncaring” cannot make him an unbiased Minister given his earlier involvement and subsequent media outburst. “The Minister’s decision to appoint and attempt to in-

GTU President, Mr. Mark Lyte. ago, we would not have been in the position that we are at now.” “We registered our concern that according to our document – the Memorandum of Agreement - that exists between the Union and the Ministry of Education, the process is further compromised and more so by the Minister’s attempt to bully the GTU into accepting what is by no means a process that will be fair and transparent and one that will see our members receiving an award that is so due.” But the Ministry of Education in a statement had a complete different interpretation of the intent of yesterday’s meeting. It was pointed out in the Ministry’s statement that the two sides met with the Chief Labour Officer for each party to nominate one member and for the Ministry of Labour to nominate the Chairman to sit on the arbitration panel. It was pointed out, too, that while the Ministry of Education submitted its nominee, the union was not willing to do the same even as Lucas was introduced by the Ministry of Labour as the Chairman of the arbitration panel. According to the Education Ministry’ statement, “the Union requested time to consider the nomination of the chairmanship. At the request

of the Union, the meeting was adjourned to [today] at 13:00hrs for both parties to finalize and sign the Terms of Reference for arbitration.” But Lyte insisted yesterday that “we are not going back to no meeting unless we mutually agree on the chair.” Supporting Lyte’s disclosure yesterday was the union’s General Secretary, Ms. Coretta McDonald. McDonald in a letter to the Chief Labour Officer which was carbon copied to the Education Ministry’s Permanent Secretary, Ms. Adele Clarke, highlighted that “the GTU continues to advocate that the Labour Department within the Ministry of Social Protection headed by Minister Keith Scott cannot be trusted to arbitrarily nominate a chairman for the Arbitration Tribunal.” “The Union’s position was made clear from the first day of conciliatory talks between the two parties. The Chief Labour Officer was informed that the Union’s presence was out of courtesy since we had lost all confidence in the Department of Labour headed by Minister Keith Scott,” McDonald added. According to the General Secretary, the Union had long confirmed that the Department of Labour was not an unbiased party to the negotiations due to the utterances of both Social Protection

When we got it, the contract with Trinidadian Oil Expert, Anthony Paul, came to an end. “Paul fulfilled his terms. We are in need of a consultant. But we just don’t have the funds.” The Business Minister said that he is now looking to the Ministry of Finance or international aid to help fund finalization process for the policy. He also emphasized that ExxonMobil would not be approached for funds. In the meantime, Gaskin said that several stakeholders such as the Georgetown Cham-

ber of Commerce and Industry (GCCI) were consulted on the second draft policy. He said that the Chamber is supposed to make a presentation to the Business Ministry on their amendments for the second draft. “But in the absence of a Local Content Policy, I don’t think our businesses need to be scared or fearful that countries are going to come and hijack everything. I am not paranoid about it and they don’t have to be. Don’t think all foreigners are your enemies. MOE Initiates Curriculum Renewal Process The Ministry of Education (MOE) is poised to employ a curriculum renewal within Guyana’s education sector; a curriculum renewal aimed at incorporating social inclusion and gender informed approaches. Representatives of the World Bank, the MOE and the initiative’s project team met on Tuesday at the office of the World Bank to discuss the implementation of the Guyana Education Sector Improvement Project (GESIP), as it relates to the Curriculum Renewal process. The Curriculum Reform Process Document, which will contain the terms of reference to guide curriculum writers, will be submitted at the end of the week. The project team intends to engage candidates for curriculum writing by November as members of the team have been working as-

siduously to record information, ideas and recommendations that will improve the efficacy of the process. The MOE recognizes the need for input on this implementation and as such, a consultation exercise will be done to engage the membership and leadership of the Guyana’s Teachers’ Union. Students of the nursery, primary and secondary (up to grade nine) levels will be targeted. Under the pilot implementation phase, schools from the rural areas will be matched against the urban areas and hinterland against the coastland areas. The process promises immense capacity building and training for teachers, educators and officers within the Ministry. The Integrated Curriculum Reform, which has a budget of US$6.03 million, will

- Emphasis on social inclusion, gender informed approaches

The World Bank, Education Ministry and Project Team during discussion achieve its goal of improving student achievement at all levels by implementing a phased revision of the curriculum. A revision not just

based on what students are taught, but the way in which they are taught as well. This revised edition seeks to emphasize on interactive, stu-

dent-centered pedagogies, social inclusion and gender informed approaches. Moreover, pilot schools will be randomly assigned from a sampling frame to ef-

fectively impact evaluation. MOE aims to use the information garnered from the pilot schools to ensure an effective review of the curriculum.

anks of the police “A” Division are on the hunt for a lone gunman, who robbed and shot a dog food vendor. The now injured victim, Shane Cooper, 26, was carrying out his trade at the corner of Aubrey Barker Street, and Stevedore Housing Scheme access road, North Ruimveldt, at the time of the incident. According to the police, Cooper was standing alongside two young women, when an unidentified motorcar came to a halt some distance away. An unidentified individual wielding a firearm, then exited the vehicle and demanded that they hand over all valuables. The gunman fired two shots at Cooper before he relieved the two women of their cell phones. He then sped off in the waiting motorcar. Cooper, of North Ruimveldt, was then taken to the Georgetown Public Hospital (GPHC) where he underwent surgery for gunshot wounds sustained to the abdomen and leg. His condition is currently stable but serious. Investigations are ongoing.

Institute anti-abuse legislation to guard against tax avoidance schemes by oil operators – Int’l Firm Given the troubles many countries have faced with collecting taxes from oil operators, the Natural Resource Governance Institute (NRGI) is recommending that Guyana and other emerging oil producers, institute strong safeguards. At the top of the Institute’s list is a robust antiabuse legislation which would allow revenue collecting authorities to reallocate items of income and expense. Among other measures, the Institute called for there to be clear definitions and procedures concerning the treatment of transfer pricing and multiple mechanisms for the government to obtain and exchange taxpayer information from other governments. But the NRGI is not the only body that is calling on Guyana to be cautious. In fact, Oil and Gas Expert, Anthony Paul has noted on several occasions that local au-

thorities should pay attention to what happened in Trinidad and Tobago. He pointed out during an interview with Kaieteur News that his homeland lost more than US$4,200M annually due to transfer pricing schemes of oil companies.

many. The Oil and Gas Consultant said, “In another form of transfer pricing, some companies use mechanisms to increase the reported cost of their operations to again, reduce profitability and tax burden. “A common example is the

Oil and Gas Consultant, Anthony Paul According to Paul, transfer pricing involves the purchasing of items from one company, or selling to related parties at artificially high or low prices. This is done to shift taxable income out of the hands of the host country. But that is just one form of transfer pricing. When it comes to oil and gas, the schemes are

bundling of services with affiliates overseas, so that there is no transparency on actual cost, but the high costs can be moved to higher profit centres. This has been going on for years in TT, with companies using different techniques, knowing well that Government does not routinely check across jurisdic-

tions.” He continued, “Another victim of such actions, of course, is the local service industries, who, through a series of meandering rationales are told that they are either suddenly not safe enough, certified enough or competent enough to deliver a service they have been safely, efficiently and costeffectively providing for years.” The Chatham House Advisor added, “Suddenly, a foreign supplier is brought in, without necessarily having to go through the same hoops and is paid much more. Today, for instance, there are marine service companies

working off the East Coast in TT, at the expense of locals and charging the operator up to 10 times the cost of the local who was doing it before.” Paul said that examples on what to do in the oil and gas industry and how to protect Government revenue are all around Guyana. “All its authorities need to do is simply pay attention.”For the time being, the Guyana Revenue Authority (GRA) is gearing for a round of meticulous training from the Inter-American Centre of Tax Administration, an international agency that is versed in detecting any petroleum scheme used by oil

operators. This was confirmed recently with GRA’s Commissioner General, Godfrey Statia. Kaieteur News understands that the Centre will provide GRA with a general overview of the oil and gas industry, information on tax regimes and tax models. As it relates to tax and contractual issues, GRA will be given a crash course in tax and contractual compliance, commodity pricing, ring fencing and transfer pricing. Other issues to be discussed include: tax administration structure and procedures, tax risk assessment and evaluation and tax audit procedures.

WHO concerned as Congo faces ‘perfect storm’ for Ebola to spread (CNN) Ebola virus disease has sickened 150 people and caused the deaths of at least 69 people in the Democratic Republic of Congo’s northeastern region, the nation’s Ministry of Health reported Monday. Of these 150 cases, 119 have been confirmed and 31 are probable. An additional 31 deaths have occurred among probable and suspected cases, which would bring the total Ebola deaths to 100 once confirmed. Forty-one people have recovered, according to

the Ministry. “We have passed the sad mark of 100 deaths,” Dr. Peter Salama, WHO deputy director-general of emergency preparedness and response, said Tuesday. “The response is facing a series of grave obstacles.” After weeks of control efforts having made impact, Salama expressed concern that the outbreak could now worsen due to attacks in the region, movement of people and distrust in the community.

“We are now extremely concerned that several factor may be coming together over the next weeks to months to create the potential perfect storm,” he said, outlining the harms of “active conflict limiting our ability to access civilians, distrust by a community, already traumatized by decades of conflict and of murder, driven by a fear of a terrifying disease but also exploited and manipulated by local politicians prior to an election.” Parts of the local population are refusing treatment because of distrust and superstitions, he said. A violent clash in Beni on Sunday, attributed to the Alliance of Democratic Forces, led to the death of at least 21 people, including 17 civilians, according to Salama. “The response at this stage is at a critical juncture,” he said. “We have seen an increased frequency and increased severity of attacks by armed opposition groups in recent weeks.” In a tweet, Salama communicated that the Ebola response teams in the city of Beni were on lockdown beginning Sunday.

Tain domestic worker murder...

Case discharged against alleged female mastermind, accomplice A businesswoman who was dragged before the court for procuring the murder of a Tain domestic worker in 2017 was yesterday set free after the case was discharged at the Whim Magistrate Court by Magistrate Charlyn Artiga. Indira Outar was charged with procuring five persons to murder Leelawattie Mohamed. Attorney-at-law Mursalene Bacchus who represented Outar, had put forth a no case submission. In his submission, he stated that there was no case against his client since there was no evidence for her to be committed on. However, Prosecutor Sheriff told the court that he will rely on the evidence of the prosecution. The prosecution’s failure to prove that Outar had any meeting with the five accused to issue payments was cited as the reason for discharge by the Magistrate. She stated that there was no evidence to prove that the woman was present at the scene during the course of the crime. Additionally, Shabiki Thompson Alert, who was also charged with Leelawattie Mohamed’s murder in 2017 was set free on Monday after Magistrate Artiga discharged the case against her. Thomp-

son was represented by legal aid attorney, Sasha Roberts. However, a prima facie case was made out against the other four accused, who are set to return to court on October 15 to lead their defence. On February 7, 2017 two men, one armed with a gun, invaded Leelawattie Mohamed’s home and shot her at close range. It was alleged that is was a murder committed during the course of robbery. However, diligent investigation by ranks in Berbice revealed that the shooting was

an execution reportedly out of jealousy and anger. According to initial reports, Indira Outar allegedly found out about her husband’s extra marital affair with Mohamed and in a fit of rage and jealousy, reportedly conjured up a plan with the help of a barber, Oliver Permaul, who operated a barbershop on the front parapet of her home; with Permaul’s wife, Nazeema Permaul, who operated a clothing store in Rose Hall Town, a tattoo artist; Andre James; his girlfriend Shabiki

Critical streets in Stevedore under repair One of the streets in Stevedore with its first layer of asphalt

Rehabilitation of several critical streets in Stevedore Housing Scheme, South Ruimveldt is ongoing. Supervisor at the Ministry of Public Infrastructure, Irwin Stephens, said that the repairs are necessary since the roads were almost impassable. “We came and met the roads in a really bad condition and for last week, we already completed a major portion of the work starting from the Nursery school. We placed some asphalt there to prevent the dust from blowing into the school and affecting the children,” Stephens explained. The project, which began last Monday, involves placement of crusher run and asphalt. Stephens explained that two and a half inches of asphalt will be placed on the road during the last phase of the project. Upgrades will be also carried out at the back of Stevedore Housing Scheme.

“Right now, we’re digging out, putting in sand, loam, crusher run and some asphalt as well, on the bad roads. There are no major challenges with the execution of the work and we’re getting full cooperation from the residents. Those at the back who had pipes on the road are removing them to facilitate the works,” Stephens related. The road rehabilitation is expected to be completed by the end of the month after which similar projects will be done in Melanie Damishana, East Coast of Demerara. These will be executed by the Ministry of Public Infrastructure’s Special Projects Unit, which has been constructing and rehabilitating miscellaneous and urban roads in Regions Two, Three, Four, Five and Six. Budget 2018 has provision for $1.2B and $800M for the continuation of the miscellaneous and urban road programmes. (DPI).

Nazeema Permaul (In jeans) and Shabiki Alert Thompson Thompson Alert; and Rohan Johnson called ‘Jamakie’, a Jamaican national. The Jamaican had admitted to investigators that he was the one that pulled the trigger. A hefty sum of $4M was allegedly promised by the businesswoman to execute the shooting, but only $400,000 was reportedly handed over, according to initial information. An autopsy conducted on the body of Leelawattie Mohamed had revealed that she died from shock and haemorrhage due to gunshot wounds, laceration of the brain and fracture of the skull

NEW YORK/ CARACAS (Reuters) - The United States imposed new sanctions on Venezuelan President Nicolas Maduro’s wife and several of his top allies yesterday as U.S. President Donald Trump urged members of the United Nations to support a “restoration of democracy” in the once-booming OPEC nation. The measure sanctioned six officials in Maduro’s “inner circle,” including Vice President Delcy Rodriguez and Defense Minister Vladimir Padrino, and “blocked” a $20 million private jet identified as belonging to a front-man of a top official. The move adds pressure to a government already widely criticized for economic collapse and undermining democracy. But it does not materially change Washington’s efforts to pressure Socialist Party stalwarts who have shown no willingness to hand over power or negotiate a transition.

EU steps up international cooperation on climate change in 2018 The scale of the climate challenges we face today and in the future is clear. The adverse effects of climate change are already being felt around the world and pose a great threat to our planet and its people. Moreover, they could undermine both the development gains made over many decades and the prospects for achieving the 2030 agenda for sustainable development. The Paris Agreement on climate change – the landmark global agreement adopted by almost 200 countries in 2015 – sets out an action plan to put the world on track to avoid dangerous climate change. It has set the direction of travel for the global transition to low-emission, climate-resilient economies and societies. Guyana in May 2016 ratified the Paris Agreement becoming the 17th country at the time to do so. The early ratification remained consistent with the commitment of the Government of Guyana to strong action towards the mitigation of, and adaptation to, climate change. However, we already know that on aggregate the emissions reduction targets put forward by countries in Paris will not be enough to reach our common objective of limiting global warming to well below 2°C compared to

pre-industrial levels, let alone 1.5°C. The upcoming special report of the Intergovernmental Panel on Climate Change (IPCC) will unfortunately show us that the window to stay within these limits is closing very fast. This is why we must continue to raise our collective ambition and speed up the implementation and operationalisation of the Paris Agreement. This year, governments and stakeholders from around the world are getting together to assess how far we have come since Paris and to look at solutions and possibilities to enhance action under the ‘Talanoa Dialogue’. Taking place throughout 2018, this facilitative process – inspired by the Pacific tradition of ‘talanoa’, an open and inclusive dialogue – is the first opportunity since Paris to look at our collective efforts so far, as well as opportunities to increase global ambition. The EU sees the Talanoa Dialogue as a key moment to focus on the solutions and potential associated with the low-carbon transformation, while also enhancing cooperation and trust. We expect to see evidence of implementation of NDCs. A meaningful political outcome of the Talanoa discussions should therefore be a commitment by

all governments to reflect on their level of ambition in light of 1.5C and to accelerate pace of collective action. The Talanoa Dialogue also sets the tone for the EU’s annual EU Climate Diplomacy week celebrated this week. For Guyana, the impending oil production slated for 2020 is an exciting prospect for economic development but it is important not to forget that climate change is ongoing and the effects are real and devastating. For a country sitting below sea level, it is important to take into consideration the rising sea levels and the potential threats it poses for especially the coastland of Guyana where more than half of Guyana’s population resides. On a number of occasions in recent times, we have seen what the might of Mother Nature can do especially over the seawalls in Georgetown. The EU will continue its efforts at practices aimed at mitigating climate change and we will continue to support the Government of Guyana in its efforts. Guyana is already taking steps in the right direction and the Green State Development Strategy [GSDS] announced by President Granger is most commendable and will set the pace in guiding Guyana’s economic and

Taxi driver committed to stand trial for GPHC Dispatcher’s murder A taxi driver was yesterday committed to stand trial in the High Court in Georgetown for the murder of Melissa Skeete, a former dispatcher at the Georgetown Public Hospital Corporation (GPHC), whose lifeless body was found with several stabs wounds in 2015. Fifty-eight-year-old Allan Sim, of Lot 860 Paradise Housing Scheme, is accused of murdering Melissa Skeete, a former dispatcher at the Georgetown Public Hospital Corporation (GPHC), with whom he shared a child. The killing occurred on November 23, 2015 in Georgetown. At the conclusion of the Preliminary Inquiry (PI) yesterday, Senior Magistrate Fabayo Azore ruled that there was sufficient evidence against Sim for him to stand

Committed to stand trial: Allan Sim trial before a judge and jury. Sim will go on trial at the next practicable sitting of the Demerara Assizes. According to reports, Skeete was stabbed several

times about the body. It was reported that the woman was allegedly stabbed while inside her assailant’s motorcar PRR 6841 and then thrown out of the vehicle on Carmichael Street, Georgetown. Skeete was found some time after the incident bleeding from the wounds and was taken to the GPHC by a taxi driver. The mother of four succumbed while undergoing surgery. It was reported that Sim confessed to the killing and related that on the day in question, he went to the hospital to pick up the woman in his vehicle. About 30 minutes later, Skeete was found lying on the streets bleeding from several stabs wounds. Sim’s car was found a few days later with the passenger’s seat replaced.

Woman’s decomposed body discovered in home at Bath Settlement. Ranks in ‘B’ Division have launched an investigation into the circumstances surrounding the discovery of a decomposed female in her home last evening at Bath Settlement, West Coast Berbice. The discovery was made at approximately 18:45 hrs. Divisional Commander, Assistant Commissioner, Clifton Hicken, who was at the scene with the investigating ranks, told Kaieteur News that the body has been identified as

Chandrawattie Williams. He confirmed that the body appeared to have no marks of violence or wounds. Meanwhile, from information received the woman was a victim of domestic violence inflicted by her husband who is nowhere to be found. The man who was described as a heavy drinker reportedly physically assaulted Williams not so long ago.Police are investigating.

socio-cultural development over the next 15 years. The EU commends these efforts and we look forward to the launching and implementation of the GSDS. As a committed partner to Guyana’s development, the European Union is currently focusing part of its support through budget support with a grant of $ 6.9 billion. This is from the period, 2017-2021 in the Integrated Coastal Zone Management project, which is to support climate change adaptation through an Integrated Coastal Zone Management approach and thereby protect the population in vulnerable, flood prone areas under sea level.

Guyana has benefitted from a number of EU support projects and programmes in the Sea and River Defence sector since the late 1970s. Whereas the 8th EDF focused on rebuilding critical sections of sea walls, the 9th EDF provided a programme of sustainable maintenance coupled with capacity building and institutional strengthening to develop local management capacity in the Sea Defence Sector. The current 10th EDF is providing support through a Sector Budget Support Programme linked to a number of target indicators relating to policy development,

capacity building and risk informed investment planning. Policy measures have included the preparation of a Coasted Sea and River Defence Sector Policy, an Interministerial MoU on integrated coastal zone management (ICZM) and an updated Sea and River Defence Sector Policy and associated ICZM Strategy. Low-emissions and climate-resilient growth is possible for countries at all levels of income and brings multiple and tangible benefits for people, the economy and the environment. The EU is committed to work with all partners to continue this journey together.

Bill Cosby, in cuffs, imprisoned for up to 10 years for sexual assault NORRISTOWN, Pa. (Reuters) - Bill Cosby was marched out of court in shackles yesterday after a judge branded him a “predator” and sentenced him to between three and 10 years

in prison for sexual assault, capping the downfall of the once-beloved comedian known as “America’s Dad.” Cosby, 81, was found guilty in April of three counts of aggravated indecent as-

sault for the drugging and sexual assault of his one-time friend Andrea Constand, a former Temple University administrator, at his Philadelphia home in 2004. He is the first celebrity to

be convicted of sexual abuse since the start of the #MeToo movement, the national reckoning with misconduct that has brought down dozens of powerful men in entertainment, politics and other fields. Cosby must spend at least three years in a Pennsylvania prison before he becomes eligible for supervised release, though he could end up behind bars for up to a decade. Montgomery County Court of Common Pleas Judge Steven O’Neill ordered Cosby to be jailed immediately, denying Cosby’s request for bail while lawyers appeal the conviction. He was escorted out a back door of the courthouse with his hands and feet shackled and driven away in a black sport utility vehicle. Minutes earlier, Constand left court with her arms folded, a smile spreading across her face as other women who have accused Cosby came to hug her. Several of those women spoke to reporters in the rain outside the courtroom. “I wanted 30 years, but I’m very happy to know Mr. Cosby will do time in prison,” said Chelan Lasha, who gave tearful testimony in court about the time she says Cosby drugged and groped her in the 1980s. O’Neill also fined Cosby $25,000 and ordered him to pay the costs of the prosecution. There was no visible reaction from the disgraced entertainer as he learned his

fate. “Equal justice under the law does not allow different treatment because of who he is or who he was,” O’Neill said.Cosby cemented his family-friendly reputation playing the affable Dr. Cliff Huxtable in the 1980s television comedy “The Cosby Show.” “He hid behind Dr. Cliff Huxtable,” Kevin Steele, the county district attorney who led the prosecution, told reporters afterwards. “Before he was taken away in handcuffs, a lot of people believed this was who he was. We know otherwise.” After the sentencing, Andrew Wyatt, Cosby’s spokesman, read a lengthy statement in which he decried what he called “the most racist and sexist trial in the history of the United States.” SEXUALLYVIOLENT PREDATORY O’Neill also decided to designate Cosby a “sexually violent predator” under Pennsylvania law. Under that designation, Cosby will have to undergo monthly counseling and register as a sex offender with police for the rest of his life. Neighbors and schools will be notified of his address, certain movements and crimes, as will Constand. When prosecutors told Cosby in court he would not have to inform Constand of his movements himself but that a proxy would do so, he replied: “Good!” Cosby has denied any wrongdoing. Asked if he

wanted to address the court with a statement before sentencing, Cosby declined through his lawyers. His lawyers had asked that Cosby be placed under house arrest, citing his age and frailty. More than 50 women have accused Cosby of sexual abuse going back decades, with most complaints too old to prosecute. The Constand case was the only allegation that led to criminal charges. Constand said in a written statement submitted to the court on Monday that the attack had turned her into a woman who was “stuck in a holding pattern for most of her adult life, unable to h e a l fully or to move forward.”“Bill Cosby took my beautiful, healthy young spirit and crushed it,” she wrote. Cosby’s first trial in 2017 ended in a mistrial when jurors could not reach a unanimous verdict. Prison officials will process Cosby at the nearby state prison in Schwenksville before determining in which of Pennsylvania’s 22 male prisons he will serve his sentence, prison spokeswoman Amy Worden wrote in an email. He will be one of 86 inmates over age 80 held by Pennsylvania’s Department of Corrections, where the two oldest inmates are both 91, Worden said. Man commits suicide after sex video surfaces A Silvertown, Linden man who was recently embroiled in a video sex scandal that took social media by storm, reportedly took his own life yesterday. Sherwin Apple aka “Yellow”, 42, was found dead on the seawalls at midmorning yesterday according to Police reports. The reports concluded that the man is suspected to have committed suicide. Apple was at the centre of controversy and speculation, after a sex video in which he was featured in sexual activity with a female, went viral on social media. The latest in a number of sex videos involving young females that have circulated in the mining town, this latest edition, have created a furore, both before and after the alleged rapist’s death. There are also additional reports that the now dead man had a pending court matter with another young lady, who is the daughter of a prominent Linden businessman. Apple was also accused of raping the young woman. With regard to the sex video, residents have expressed diverse opinions, both in personal conversations and on social media. While some speculated that the encounter seemed consensual, the majority of persons felt that the young lady in question was raped. After the video’s release, photos of the two men involved were posted on Facebook, with strident calls made for them to be charged with rape. However according to reports in another section of the media, Apple’s relatives said that he claimed that the sex acts were all consensual, and nothing more than “role playing,” and that the video might have been leaked by an ex-girlfriend. The man had reportedly slipped into depression following the social media backlash regarding the alleged rape. Police had launched an investigation into the sex video.

Teen charged for chopping ‘peacemaker’ during fight A teenager who is accused of chopping another man several times on his right shoulder was yesterday charged and released on $70,000 bail after he appeared before Chief Magistrates Ann McLennan in the Georgetown Magistrates’ Courts. It is alleged that on September 20, last, at Port Kaituma; Neil Roberts unlawfully and maliciously inflicted grievous bodily harm on Dominique Bumbury with intent to maim, disfigured or cause grievous bodily harm. Roberts, 19, miner, of Port Kaituma, denied the charge after it was read to him by the Magistrate. Police P r o s e c u t o r, Simone Payne, told the court that the defendant and the victim are known to each other since they live in the same neighbourhood. Facts presented by the Prosecutor stated that on the day in question, the victim left his home and proceeded to a shop to purchase a packet of cigarettes. The court heard that on arrival at the shop, the victim saw Roberts slapping his cousin and he intervened in an attempt to part them. It was reported that a scuffle ensued between the two. Roberts left and went

home. A few minutes later, he returned with a cutlass and dealt the victim several chops about his right shoulder. Bumbury fell to the ground and was picked up and rushed to the Port Kaituma Hospital. The matter was then reported and the defendant was arrested and charged for the offence. The Prosecution objected to bail being granted to Roberts citing the serious nature of the offence and the pen-

alty the charge attracts. She added that the victim’s injuries may cause disability. The Magistrate after listening to the prosecutor released the defendant on bail. Conditions of the bail are that he report every Friday to the Port Kaituma Police Station and not to go within 50 feet of the victim. He was instructed to make his next court appearance on November 6 at the Matthew’s Ridge Magistrate’s Courts.

Angelo Mathews Formula 1: Mercedes boss Toto Wolff says dropped from ODI big championship lead is ‘no comfort’ squad for England... From page 33 bowling in order to prevent further injury, Mathews has been consistent with the bat in ODIs. Since the start of 2017, Mathews has made 888 ODI runs at an average of 59.20, across 22 innings, albeit with a modest strike rate of 76.35. In Sri Lanka’s most recent bilateral series, against South Africa, Mathews was in fact the highest scorer across the five matches, having scored 235 runs at 78.33, with a strike rate of 83.62. Since the start of 2017, no other Sri Lanka batsman with over 500 ODI runs averages more than 45. Mathews has already hit back at the selectors’ decision to remove him from the captaincy by sending a letter to SLC CEO Ashley de Silva, in which he said he resented being made the “scapegoat” for Sri Lanka’s failure at the Asia Cup. The same selection committee, along with coach Hathurusingha, had asked him to take up the limited-overs captaincy in January, six months after he had resigned as captain last year, ending a five-year tenure. Sri Lanka’s five-match ODI series against England begins on October 10.

Mercedes say they take “no comfort” from Lewis Hamilton’s 40-point lead over title rival Sebastian Vettel heading into the Russian Grand Prix. Hamilton has won three of the past four races while a string of mishaps have left Ferrari and Vettel trailing with six races and 150 points remaining. ”It is better to have a lead than not, but there are plenty of points to score,” said Mercedes boss Toto Wolff. “There is no naive optimism about our situation with the team.” Wolff said Mercedes were “excited for the fight we will certainly have in the next six races” and insisted they would “continue to concentrate on every single session, trying to optimise the car in every possible area - and we will go for the race win”. And he played down the importance of the fact that Mercedes have won all four races so far held on the Sochi Autodrom around t h e B l a c k S e a r e s o r t ’s Olympic Park. ”We have a good track record in Sochi but we know that Ferrari and Red Bull will give it everything to break our winning streak, so we must fight as hard as ever to make are we bring home as many points as possible.” The Russian race has

Lewis Hamilton and Mercedes F1 boss Toto Wolff. (Getty Images) been moved back to its original autumn slot, after two events held in the spring. ”With the race being held in September, we’re going back to weather conditions that will be similar to those of 2014 and 2015, when the Russian Grand Prix took place in early October,” Wolff said. “We don’t have any data from the current regulation cars in those conditions in Sochi, so this adds another challenge to the race.” Wo l ff a l s o b a c k e d Mercedes’ second driver Valtteri Bottas, who admit-

ted at the last race in Singapore that he was finding it “hard” up against Hamilton amid the realisation that he was now out of the title fight this year. The Finn took his maiden victory in Russia last year and Wolff said: “For every racing driver, that’s a very difficult situation to be in because everything you dream about and everything you work for is winning the world championship. ”When you realise you’re not in the hunt any more, that’s very difficult to

handle. “But Valtteri has shown that he has the speed, the talent and the work ethic to win in a Mercedes. “He has always been a team player and that is one of his greatest character traits. ”Valtteri could have won races this year, but the odds were against him. However luck isn’t just a one-way street; and I know that Valtteri has every ingredient it needs to win at this level. He just needs to keep working hard to improve and trust that the tables will turn for him.”

Man City youngster Foden compared to Barca legend Iniesta after first goal BBCsport - Phil Foden was compared to Barcelona legend Andres Iniesta after his goal in Manchester City’s Carabao Cup win over Oxford United - with boss Pep Guardiola saying he can be an “amazing” player for the club over the next decade. The 18-year-old, who is tipped for a golden future with club and country, ran the show and had a hand in all three goals as City eventually overpowered the League One strugglers to ease to victory. Oxford manager Karl Robinson said: “His feet are to die for. His ability and his orientation of himself on the pitch is genius. “There is a naturalness to his game and something we have not seen for a long time. It reminded me of watching Barcelona and seeing Iniesta in those positions.” Guardiola, who managed Spain midfield icon Iniesta at Barcelona, was keen to play down those comparisons but had plenty of praise for the youngster. “Andres is a big,

big word but I have said many times we are delighted with Phil,” said Guardiola. “The way he celebrated his first goal for us was like the final of the World Cup because he is a City fan. He loves to play for the club. ”He’s an exceptional young player and for the next decade Manchester City will have an amazing player. I’m not going to say he’s going to become Andres Iniesta, because that will put a lot of pressure on him and Andres is by far one of the best players I’ve ever seen. ”He is a special guy in terms of quality with and without the ball. The finishing for the third goal was so good. He has a sense of the goal. He is not a guy who will pass in that situation.” Guardiola made 10 changes from the side that won 5-0 at Cardiff City at the weekend and kept £256m worth of talent on the bench but still had enough to win without ever being threatened.

Marta an ‘inspiration to women players across the globe’ BBCsport - Brazilian striker Marta Vieira da Silva has done something that’s even eluded the likes of Cristiano Ronaldo and Lionel Messi. She’s been rated top of her game in the football world for the sixth time - after winning best female at the Best Fifa Football Awards on Monday. At 32 years old, the prize seems to suggest her career is showing no signs of slowing. And as some of those involved in the sport have been telling Newsbeat, she’s more of an inspiration than ever. ”If you’re any sort of young girl with aspirations to play at the highest level, her ability on the ball - it’s absolutely phenomenal, a rarity I’d say.” That’s the view of former England women’s manager Hope Powell. She told Newsbeat Marta’s achievements in football can’t be underestimated. “A real leader, a match winner, an inspiration on and off the pitch - with the work that she’s done to promote the game she’s a real asset.” Marta, who plays for Orlando Pride in the US, previously won the award in 2006, 2007, 2008, 2009, and 2010. Now at an age traditionally seen as towards the end of any footballer’s career, she’s still doing the business. ”Her longevity in the sport

as Oxford, second from bottom in League One, understandably tired late on. Foden, who had helped

create Jesus’ opener, produced a superb pass to put Riyad Mahrez clear for his third goal in two games, then

Marta led Brazil to the Copa America Femenina title in April. and what she’s done for it needs to be admired and respected,” says Hope, who is manager of Brighton and Hove Albion women’s team. “There are now opportunities for women to become professional footballers and earn a decent living from the game. ”There are lots of players that have made that pathway possible and Marta is one of them.”Amy White, 27, from Nottingham, has been a player and coach at various clubs across the East Midlands and described Marta as massively important. ”She’s ridiculously phenomenal to watch. She controls the game and can influence it from anywhere,” she tells Newsbeat. “It’s nice to see her pictured alongside Luka Modric, who won the men’s award. ”It’s one of the rarest

things, having female role models rather than just male players. “So it’s extremely important to have her at the top level showing women can make it up there with the men. ”It has a massive positive impact, particularly for young females. They can see we do make it at the top stage and are recognised for it.” While there are some that think striker Sam Kerr, who plays for Matildas in Australia, should have picked up the award - few doubt that Marta is one of the game’s undisputed greats. “Your Ronaldos and Messis haven’t won it more than five times,” says Amy. ”This isn’t just a record for women, it’s a record for men too and that needs to be recognised. She’s an inspiration to many female footballers across the globe.”

Angelo Mathews and Chandika Hathurusingha in discussion AFP ESPNcricinfo - Days after he was removed from the limited-overs captaincy, Angelo Mathews has been dropped from Sri Lanka’s ODI squad over fitness concerns. Mathews has responded almost immediately, demanding the selectors allow him to take a fitness test. The ODI squad for the forthcoming series against England has not yet been released, but it has been named and sent to the sports ministry for the minister’s mandatory approval. As the squad is not official yet, there is a

small chance Mathews could find his way back into it. For now, however, he is in a standoff with the selectors. It is understood that concerns over Mathews’ fitness were a central feature of the meeting between him, coach Chandika Hathurusingha, and the selectors, which took place on Friday - the same meeting in which Mathews was asked to step down from the captaincy. ESPNcricinfo also understands Mathews was one of at least two players asked by Hathurusingha not to undergo a yo-yo test

ahead of the Asia Cup, the reasoning being Mathews had played every one of the eight matches during South Africa’s tour of Sri Lanka, and the risk of injury was thus high. Mathews has also had recurring injuries in his legs, but it is his match fitness that has been called into question on this occasion. In the Asia Cup, he had been sluggish between the wickets, and had played a role in the run-outs of two batting partners. But although he has stopped (Continued on page 32)

Rashid Khan, Mohammad Shahzad star in epic tie ESPNcricinfo - A deadrubber ODI in Dubai suddenly drew interest when MS Dhoni, having given up India’s limited-overs captaincy in January 2017, was handed the reins once again because India rested Rohit Sharma among several others. It burst into life when Mohammad Shahzad - whose hero is Dhoni - smoked a record-equalling century to lead Afghanistan to 252-8. It then peaked into an epic thriller when India’s middle order unravelled, leaving them seven to get off the final over, bowled by Rashid Khan, with just one wicket in hand. After refusing a single off the first ball, Ravindra Jadeja slog swept the second ball over midwicket. It seemingly hit the ad skirting on the full and had Rohit thinking it was a six in the dressing room, but after several replays TV umpire Rod Tucker ruled it a four. Jadeja then knocked the third ball to square leg for a single, leaving No. 11 Khaleel Ahmed, who was only playing his second ODI, exposed. Leaving cover open, Rashid unfurled a googly, which Khaleel inside-edged to short fine leg and hared across to the other end. Then, with one needed off two balls, Jadeja lost his head and slapped a rank halftracker into the lap of Najibullah Zadran at deep midwicket - the only man in the deep on the leg side. A game of extremely fine margins resulted in the 36th tie in 4046 ODIs. KL Rahul and Ambati Rayudu had launched India’s reply with a 110-run stand for the first wicket. But the middle

order tapered off and two incorrect lbw decisions from umpire Gregory Brathwaite hurt them further. When Dhoni wore an offbreak from part-time spinner Javed Ahmadi on the pads, it seemed to be heading down the leg side, but he was given out for 8. Then, just as Dinesh Karthik was bedding in, he was given out lbw, too, for 44. This was a more glaring error from umpire Brathwaite, with ball-tracking suggesting Mohammad Nabi’s offbreak would have probably missed an extra set of stumps down leg. Kedar Jadhav and Manish Pandey, who was playing his first game of the tournament, did not fire either, adding to India’s never-ending middle-order troubles. Rashid, who had spent the first eight overs of the chase off the field because of cramps, ultimately sewed up the match for Afghanistan. Fast bowler Aftab Alam, had also played a vital role in the win, with a six-run penultimate over that was filled with accurate yorkers and excellent fielding, which resulted in the run-outs of Kuldeep Yadav and Siddarth Kaul. The tie did not seem as likely when Rahul and Rayudu matched each other shot for shot. Rayudu displayed nimble footwork when he stepped out, made room, and scythed Alam for six over point. Rahul, on his part, forayed down the track against his Kings XI Punjab teammate Mujeeb Ur Rahman and hoisted him inside out over cover for six. Both men progressed to fifties, but they fell

Afghanistan celebrate the moment after sealing a tie Associated Press quickly after that, exposing a middle order that was largely shielded by Rohit and Shikhar Dhawan until yesterday. Shahzad had provided the early entertainment with an 88-ball ton. When he reached the landmark, Afghanistan’s score was 131 for 4. This was the joint-lowest team score for when a batsman had got to his hundred in ODIs since 2001. At the point when Shahid Afridi had sauntered to a 45ball century against India in 2005 in Kanpur, Pakistan’s score was also 131. Shahzad repeatedly lost his shape but still repeatedly mowed India’s depleted attack Bhuvneshwar Kumar, Jasprit

Bumrah, and Yuzvendra Chahal were all rested - into the longer leg-side boundaries. Deepak Chahar, who was making his ODI debut, was brutally helicoptered over the midwicket boundary. Ravindra Jadeja was swatted away, against the turn, like a fly. Kedar Jadhav was slog swept. Khaleel Ahmed was muscled into a stand where Afghanistan fans were waving their flags vigorously. Shahzad, though, was more circumspect against the leftarm wristspin of Kuldeep Yadav, managing only 4 off 13 balls from him. With Shahzad looking unstoppable against the

seamers, Dhoni turned to Jadeja, who struck in his third over to have Javed Ahmadi stumped. He had contributed 5 off 30 balls in a 65-run opening stand. In his next over, Jadeja burst through Rahmat Shah’s defences with a fizzing arm ball. Kuldeep then dismissed the in-form Hashmatullah Shahidi and captain Asghar Afghan for ducks to leave Afghanistan at 82 for 4. When they reached 100, Shahzad claimed 86, having raised his fifty off 37 balls when Ambati Rayudu dropped a catch at mid-off. He was made to work harder for his second fifty, which he brought up off 51

balls. He copped a blow on his right shoulder on 93 and reviewed successfully after he had been given out caught behind by umpire Anisur Rahman. Chahar then pinged him on his hip with a sharp, short ball. Shahzad moved to 124 off 115 balls before he holed out to long-off. Chahar had got his maiden ODI wicket when Gulbadin Naib tugged him straight into the lap of deep backward square leg, but Nabi and Najibullah hoisted Afghanistan past 250. Afghanistan 252 for 8 (Shahzad 124, Nabi 64, Jadeja 3-46) tied with India252 (Rahul 60, Nabi 2-40, Rashid 2-41).

Man Utd knocked out of Carabao Cup on penalties by second-tier Derby BBCsport - Derby County beat Manchester United 8-7 in a dramatic penalty shootout to settle a pulsating Carabao Cup tie at Old Trafford and send the Championship club through to the fourth round. After 15 successful penalties, Rams goalkeeper Scott Carson saved Phil Jones’ effort low to his left to secure a famous victory for Frank Lampard’s side. In an incident-packed tie, United took the lead through Juan Mata’s first goal in nine months before Harry Wilson - on loan from Liverpool equalised with a brilliant dipping free-kick from 30 yards. United keeper Sergio Romero, making his first appearance of the season, was sent off for handball before Jack Marriott’s header put Derby 2-1 ahead. The hosts needed a 95th-minute header from substitute Marouane Fellaini to send the match to penalties.

Lampard, who played under United boss Jose Mourinho at Chelsea, celebrated with his players on the pitch in front of 3,000 travelling fans after knocking the five-time winners out. Before the end of September, Mourinho’s United find themselves out of the League Cup and languishing seventh in the Premier League - eight points behind leaders Liverpool. This was their first domestic cup tie since losing last season’s FA Cup final against Chelsea, which ensured they ended the season without a trophy. Mourinho made nine changes to the team held by Wolves last weekend Romelu Lukaku and Jesse Lingard the only survivors. Paul Pogba was among the United players not involved at all. The £89m World Cupwinning midfielder watched from the stand after it emerged

Mourinho had told him he will not captain the club again because of concerns about his attitude. In his programme notes, Mourinho said he was unhappy with some members of his squad. Ashley Young was handed the captain’s armband but, after Mata’s first-time shot gave United an early lead, their evening nosedived. Romero’s red card after rushing out of his penalty area and handling the ball to deny Wilson at 1-1 proved pivotal. Third-choice keeper Lee Grant, who had two spells at Derby, came on for his first appearance for United since joining from Stoke. The 35-year-old was beaten during the shootout by Mason Mount, Florian Jozefzoon, Wilson, Marriott, Bradley Johnson, Craig Bryson, Craig Forsyth and Richard Keogh. Former England midfielder Lampard, 40, was taking charge of only his

Player Development and Fitness Programmes on Track

West Indies cricketers during a practice session. (PTI) Gros Islet, St Lucia – The High Performance Programme, Player Lifestyle Development Programme (PLDP) and Coaching Education were three of the major matters discussed at the just-concluded Cricket West Indies’ (CWI’s) Board of Directors meeting. The two-day meeting,

held this past weekend, also had updated on the comprehensive assessment of its Franchise Fitness programme to look at individual and team reports. For its Coaching Education, CWI has completed the revision of its Level 2 coaching certification, done through collaboration

with the University of the West Indies. Between March to September this year, 164 persons have been certified for Foundation & Level 1 Cricket Coaching Courses. Over the next six months, 17 cohorts are on schedule to be certified for the Level 1 category.

CWI seeking ‘seamless transition’ from Law tenure: Cameron Kingston, Jamaica, CMC – Cricket West Indies president, Dave Cameron, says he is hoping for a “seamless transition” following the shock resignation of head coach Stuart Law. The Australian said Monday he would leave the post at year end, following tours of India and Bangladesh in the coming months, to take up the head coach position with English County Middlesex starting next January. He said the decision to quit was based on his desire to be closer to his family in England. With only eight months left before the ICC World Cup in England, Cameron said it was important to minimize the disruption. ”We are disappointed to see him go but we understand the situation with his family, as where he is at, and at least he had the decency to give us enough notice and so hopefully we will be able to get a comparable coach to step in,” the Jamaican said. ”We have a couple of more months with him, so hopefully, we will get some-

body in the interim to understudy him and try and have a seamless transition.” Law joined CWI in February last year, replacing former West Indies batsman Phil Simmons who had been sacked in September 2016, just five months after guiding the regional side to the capture of the Twenty20 World Cup in India. However, the 49-yearold has had only modest success so far. He has won just two of six Test series – against Zimbabwe and Bangladesh – and has failed to oversee a single series win in eight OneDay International tours while winning just four of 26 matches. One of his major achievements was guiding West Indies safely through the ICC Qualifiers in Zimbabwe last March to see them clinch their spot in the World Cup. Cameron praised Law’s impact on the development of the game in the region and underscored the need to ensure this continued with the next head coach. ”He has brought a lot to

Dave Cameron Windies cricket but we have now implemented a very intricate fitness culture, and that is also playing on our performances in the new PCL (Professional Cricket League), which was introduced four years ago,” Cameron said. ” We a r e n o w s e e i n g more players coming and more opportunities so we do need guidance from a

head coach prospective, but we are also producing more players and getting the talent pool competitive.” West Indies face India in a full series of Test, ODIs and T20 Internationals starting next week before heading to Bangladesh in November for two Tests, three one-dayers and three T20s.

Briton John ends last after accident, RHT Bakewell crush Fyrish CC to win historic final set for Road Race on Thursday Guyana’s lone cyclist at the 91st UCI Road World Championships taking place in Innsbruck, Austria, Briton John suffered some mechanical challenges after running into the barriers and ended last of 65 riders in yesterday’s Junior Time Trial. The third such event being held in Austria saw the 18 year-old John who was timed at 43:03.29 doing well in the early stages of the 27.7km course according to his Manager/Coach, Horace Burrowes who is also President of the Guyana Cycling Federation (GCF). ”Unfortunately for Briton who is in good form and condition, he ran into some barriers around one of the corners after starting the course pretty well as the sixth rider. The accident virtually ended his quest for a top placing but I know he would rebound and come out strong for the road race on Thursday which would be 132.26km. He trained on the course a couple of times as we arrived in Austria a few days earlier. “ Burrowes added that John had been putting in the miles whilst training in New York prior to arriving in Austria for what is his second UCI Road Race Championships. ”John will be one of the top riders for Guyana; he is disciplined and has an enormous amount of talent. I would have liked for at least two other of our young and talented cyclists to be here to get the exposure and see what it is like at this level but

Briton John and Manager Coach Horace Burrowes prior to the start of the Time Trial. that was not to be. It’s a lot of investment to get here but I am happy that Guyana is represented and hope that going forward we would be able to maintain and improve on the number of representatives,” Burrowes stated. Meanwhile, pre-race favourite Remco Evenepoel of Belgium rode well to win the time trial putting over a minute into his nearest rivals over the 27.7km course. The European road and time trial champion averaged 50kph over the rolling course and set a time off 33:15. The 18-year-old even had time to start his celebrations with over 50m to go before wheeling to a halt at the line and greeting

his family. Lucas Plapp of Australia had set the provisional fastest time but had to settle for second place and a welldeserved silver medal, after finishing 1:23 down on Evenepoel, with Italy’s Andrea Piccolo securing the bronze medal, 1:37 down on the new world champion. Plapp, a world champion on the track, had blitzed through the course earlier, and set the fastest time by some 19 seconds at the 18km mark. Unlike many of the early pace setters, Plapp held his pace throughout the second half of the course, nudging Ilan Van Wilder (Belgium) and Joseph Laverick (Great Britain) down the standings.

We are sticking with the Elite League – Wayne Forde Ian Alves - Competitions Committee Chairman

The Guyana Football Federation (GFF) Elite League concluded last Sunday at the Georgetown Football Club (GFC) ground when Champions Fruta Conquerors ended their season on a high with a 1-0 victory over rivals Western Tigers that had obtained some former players from the Tucville based club. With the third season of Guyana’s premier football tournament done and dusted, there have been calls from

some stakeholders for the GFF to scrap the league but Chairman of the GFF’s Competition’s Committee, Ian Alves, along with head of the GFF, Wayne Forde, both announced that the game’s local governing body is quickly putting measures in place for season four while highlighting the objectives of the tournament. ”The league is a work in progress; we will not entertain any discussion pertaining to shutting down

the league. Guyana has invented too many leagues, we went from the premier league, to the super league and most of them have not lasted more than two years and if we are going to be changing and reinventing f r e q u e n t l y, t h e n t h e stakeholders will lose confidence in us. The elite league is here to stay and we will continue to invest in the product which is integral to the national programme.” Without accounting for the $8.5million in prize m o n e y, a p p r o x i m a t e l y $40million has been spent on the clubs’ match fees, transportation and meals, and the GFF boss noted that it is a necessary investment. From the administrators’ stand point a positive of the league was the fact that it saw keen rivalry with season II champions Guyana Defence Force Football Club (GDF FC) finishing second along with league debutants Den Amstel FC ending in third place and Western Tigers, fourth. ”The elite league season three was quite a competitive league, judging from the fact even right down to the last few match days there was still debate as to which club will come out as champions,” posited Alves. He explained that the league was scheduled to be completed earlier but the prolonged rainy season resulted in many match days being postponed due to waterlogged venues. During the interview with Kaieteur Sport, it was noted that the limited fan support was a bugbear for the commercial value of the league but Forde noted that although commercial

opportunities are important, “The league allows maximum development not just for the players but also towards the administrative capacity building within the clubs because if you’re doing something consistently you ought to be getting there.” Venues are a major challenge for Guyana’s football and will continue to be a problem in the next couple of years and while it may be a better decision from a commercial stand point to host games at the city grounds where it is more accessible to the larger fan base but going all the way to the National Track and Field Facility (NTFC) at Leonora is better. It may not be the best decision from an attendance stand point but if the surface and condition does not lend itself to a proper quality game or protects the players from possible injuries, then it will be defeating the key objective of Guyana’s premier tournament of developing our players and we cannot sacrifice the development and safety of our players,” Forde explained. Along with the $5million cash prize, Fruta Conquerors have gained automatic qualification into the 2019 Caribbean Club Championship. Although the GFF is not responsible for funding a club for their participation in the Championship, Forde has indicated that he will do whatever he can to ensure that there isn’t a repeat of non-participation from Guyana’s champion club as was the case with the GDF this year due to the fact that the Army men didn’t raise enough funds to travel.
