Letters... Where your views make the news Letters... Where your views make the news
Ramotar can be excused but not Freddie for his misuse of words DEAR EDITOR, Freddie Kissoon slammed Donald Ramotar for incorrectly using “intuition” instead of “intention” in a letter published in a newspaper (KN Sep 22). It was an error of the writer as much as it was of the editor of the publication. But Freddie picked on Ramotar chiding him for misusing the word and said nothing of the editor (of the newspaper) who failed to pick up the error and make the appropriate correction. Does that not suggest a personal gripe against Ramotar? If anyone is to be blamed, it is the editor, not Ramotar. Clearly, Ramotar made a Freudian slip, a faux pas, if you will, in the usage of the word. We all make errors as writers, even when we speak at times. There is no perfectionist. The best of writers make errors in word usage. Even Freddie makes numerous errors – misusing words, misinterpreting
theories, and misstating other peoples’ views. But Freddie will have none of it when it comes to others, refusing to excuse Donald, wading into the man’s intelligence and poking fun at him. One can make a case that Ramotar may not have had the capacity to be President, as several prominent Guyanese noted, and that he made several blunders as President. Indeed, I penned on several occasions that Bharrat Jagdeo made a mistake in promoting Ramotar as the Presidential candidate and that Moses Nagamootoo or Ralph Ramkaran or Navin Chanderpal or Priya Manickchand or Robert Persaud would have been better candidates. Any of those figures would have taken the PPP to a majority victory. But why pick on Ramotar who never pretended to be anything than what he is – a simple person. Ramotar never claims to be an academic. He recognizes his limitations in academia and can be excused for his speaking and writing
errors. But Freddie claims to be an academic who has taught at a university for 26 years. Yet this is the same Freddie who manufactures data to support his theories and who himself said he was granted two degrees in Guyanese History when no such degree exists anywhere in the world. Freddie himself said he studied German Philosophy. So any claim of being awarded two degrees in Guyanese history would be a fraud. This is the same Freddie when people referred to him as “Dr.” did not correct the title when he knew it was incorrect. His conduct was/is inexcusable. Donald’s is excusable and he has not poked fun at people for their errors. Donald is humble whereas Freddie is not. To err is human. Freddie should learn to be humble and to forgive people for minor errors. Freddie has made countless errors in usage of words, too numerous to mention here. Freddie can learn a lot from self-reflection and self-introspection. Vishnu Bisram
From page 4 Reform Report to the then Minister of Home Affairs Ronald Gajraj. In another reformative face saving process, Cecil Kennard former Chancellor of the Judiciary, again presented to Gajraj a 30 page Report of Board Of Inquiry into the February 23, 2002 Escape of Five Prisoners from Georgetown Prison. In like manner theGuyana Prison Service also produced their own 2001-2011 Strategic Development Plan basedon workshops, consultancy reports and visits. The Carter Centre of
America also presented another report in 2002, callingfor the establishment of a Criminal Law Review Committee to examine existing laws, practices and procedures for the criminal justice system especially imprisonment. Yet again, in the wake of improvement Justice Ian Chang handed over to over to the Speaker of the National Assembly in May 2004 a 28 page recommendations Report of the Disciplined Services Commission, regarding improvements to the Georgetown, Mazaruni and New Amsterdam prisons. So many reports, so many
recommendations, so many years later and still so little change. Perhaps the current Government needs to add this nemesis to their ever growing lists of needed change. After all the populace voted for Change. Has it yet arrived? If not when?or more aptly put Guyanese style: How long more? Yvonne Sam

The river taxi service should remain, regardless of the outcome of discussions DEAR EDITOR, Kindly permit me space in your letters column to highlight my personal opinions on the following: Reference is made to the ongoing matter between the Berbice River Bridge Company Incorporated and the Government of Guyana, and also the concerns of the members of the Route 56 Minibus Service relative to the recently introduced Water Taxi Service between New Amsterdam and Rosignol. My advice to the Government is, regardless of the outcome of the talks, the River Taxi Service should remain permanently. I would advise that a limited number of these boats be allowed to operate this crossing in keeping with the number of commuters. This service must of necessity be regularly and carefully monitored by officials of Maritime Administration Department for safety and order. At the same time, Government must consider the rehabilitation of New Amsterdam and Rosignol ferry stellings and ensure this is undertaken as funds become available. The dredging of these stellings must also be undertaken if necessary, all with the view of bringing back proper ferry
vessels on this crossing to transport both vehicles and passengers in the not too distant future. Never again should these facilities, which are of vital importance to facilitate public transportation, be allowed to deteriorate to the stage of Georgetown and Vreed-enHoop ferry stellings and the siltation thereof. Guyana must not repeat the mistake of closing one means of transportation when another is opened, eg the railways visa-vis roads or the Demerara ferry service vis-à-vis the Demerara Harbour Bridge. Imagine for one moment the predicament this nation would find itself in should the Demerara Harbour Bridge be seriously damaged and out of commission for an extended period of time. As I am on the subject of transportation, opportunity is taken to mention that our Demerara River is seriously underutilised. We have one road from Linden to Georgetown on
which all categories and sizes of vehicles jostle each other for limited space on this narrow roadway to transport passengers and all types of commodities which could easily be transported in greater quantities at less cost by river. Guyana seems to have been stuck in a time warp for quite a long time from which it seems incapable of extricating itself. We must begin to think like those in progressive countries where every mode of transportation is available to their citizens. Our citizens must have a choice. I am told this is a free country. Competition is necessary to bring about efficiency and development. Even little Trinidad introduced transportation by water from South for workers commuting to Port of Spain to ease the heavy traffic on the Highway during peak periods. Guyanese must start thinking progressively; we are in the twenty- first century. Capt.R.W.Adams.

GPHC records 44 neonatal deaths in one month - Health Minister says …aims at reducing spate of neonatal deaths Of the 562 babies born at the Georgetown Public Hospital Corporation (GPHC) last year August, 44 did not survive. The number of deaths in the identified period was recently deemed as “quite a large number” by Minister of Public Health, Dr. George Norton. He shared his conviction that, “In Guyana we have been plagued by a high infant mortality rate.” Based on data from the GPHC there were 6,179 deliveries last year of which 94 were still births. Asserting that his attempts to single out the alarming number of infant deaths in August 2014, was not in any way to “score political points,” the Minister insisted that his intent was however to send a message that “There is a lot of work for us to do.” The Minister’s remarks were made on Thursday when he addressed a gathering of nurses, at the Liliendaal, Greater Georgetown, Project Dawn facility. The nurses had recently completed training aimed at helping them to reduce neonatal deaths. The training based on the ‘Helping Babies Breathe’ programme model was facilitated by medical experts attached to Bridges Medical Mission, a not for profit organization based in the United States.
Acknowledging that the training comes at an opportune time, Dr. Norton expressed optimism that during his tenure as Health Minister he will be able to see a marked decline in the infant mortality rate. “It’s like setting a target for myself and telling the Guyanese population that we have to do better and everything we do to prevent a baby from dying we must do with that desire of bettering our conditions that exist,” asserted the Minister. He, however, observed that there are some infants who simply cannot be saved. “Sometimes you just can’t help it. Sometimes saving the babies is not viable but sometimes with a little help we can get perfect babies. This is why I am so impressed that you were exposed to this kind of training,” said the Minister to the nurses who he presented with certificates of completion on Thursday. As part of the local public health sector’s efforts to tackle neonatal mortality, the Ministry is looking to incorporate more paediatricians and neonatologists into the system. “We want intensivists in neonatology in terms of medical specialty but we also need nurses to work hand in hand with the specialty doctors,” he asserted. This is particularly
Minister of Public Health, Dr. George Norton, addresses the recently trained nurses. important, the Minister said. According to him, nurses are an important aspect to the delivery of health care. “As a physician I always say to the patients this is a team effort which includes the physicians, the nurses of course, the patients and their relatives,” said the Health Minister. But according to him, with the added knowledge that the nurses would have
gained through the recent training, “You might be the most important link in that chain in terms of health care givers who can save someone’s life.” Even as he made reference to the fact that a number of the nu r s e s t r a i n e d w e r e drawn from health facilities in outlying areas, the Minister expressed satisfaction that improved health care will not
only be centered in Georgetown but other areas will also benefit. “For some reason or the other we tend to concentrate on Georgetown…everything happens in Georgetown. If there is a fellowship to go abroad people are chosen from Georgetown but we are trying to change that now,” informed the Minister. Just recently, a health worker from the Bartica
Hospital in Region Seven was chosen to participate in an overseas fellowship which focused on Family Planning, Minister Norton noted. “In the past that person might have generally come from the Ministry of Health if not from the GPHC.” According to the Minister, his Ministry is keen on working towards optimum equity in the delivery of health care.

Obama announces ‘understanding’ with China’s Xi on cyber theft but remains wary
U.S. President Barack Obama (L) chats with Chinese President Xi Jinping as they walk from the West Wing of the White House to a private dinner across the street at Blair House, in Washington. REUTERS/MIKE THEILER Reuters - President Barack Obama announced yesterday that he had reached a “common understanding” with Chinese President Xi Jinping on curbing economic cyber espionage, but threatened to impose U.S. sanctions on Chinese hackers who persist with cyber crimes. The two leaders also unveiled a deal to build on a landmark emissions agreement struck last year, outlining new steps they will take to deliver on pledges they made then to slash their greenhouse gas emissions. Speaking after White House talks during Xi’s first U.S. state visit, Obama quickly homed in on the thorniest dispute between the world’s two biggest economies growing U.S. complaints about Chinese hacking of government and corporate databases, and the suspicion in Washington that Beijing is sometimes behind it. “It has to stop,” Obama told reporters at a joint news conference in the White House Rose Garden, with Xi standing beside him. Obama said he and Xi made “significant progress” on cyber security. But he added warily: “The question now is, are words followed by actions?”
There were clear limits to yesterday’s deal. A White House statement said the two leaders agreed that neither government would knowingly support cyber theft of corporate secrets or business information. But the agreement stopped short of any promise to refrain from traditional government-to-government cyber spying for intelligence purposes. That could include the massive hack of the federal government’s personnel office this year that compromised the data of more than 20 million people. U.S. officials have traced that back to China, but have not said whether they believe the government was responsible. Xi reiterated China’s denial of any government role
in the hacking of U.S. corporate secrets and said the best way to address the problem was through bilateral cooperation and not to “politicize this issue.” “Confrontation and friction are not the right choice for both sides,” he said. China has routinely insisted that it too is a victim of cyber hacking. The White House said the two leaders agreed to create a senior expert group to further discuss cyber issues, and a high-level group to talk about how to fight cyber crime that will meet by the end of 2015 and twice a year after that. Despite the lingering friction, analysts said the agreement was a significant advance.
Cop steals businessman’s firearm lodged at Eve Leary Even as police officials are urging civilians to bring in illegal firearms, a young police constable may have put one more gun on the streets. Police sources said that a businessman had lodged his .32 Taurus pistol at Eve Leary, while he attempted to obtain a firearm licence. However, when the man obtained his licence and eventually returned to uplift the weapon, the constable was unable to account for the weapon, even though he had signed to have it lodged. The rank is said to be now under close arrest.

At U.N., Pope condemns ‘boundless thirst’ for wealth and power Reuters - Pope Francis yesterday condemned the craving for material gains and power, warning an annual gathering of world leaders at the United Nations that greed is destroying the Earth’s resources and aggravating poverty. On his first trip to New York, the 78-year-old Argentine pontiff also prayed at the memorial to those killed in the Sept. 11, 2001, attacks in perhaps the most poignant moment of his first visit to the United States. Addressing dozens of world leaders at the U.N. General Assembly, the spiritual head of 1.2 billion Roman Catholics railed against the “grave offence” of economic and social exclusion. “A selfish and boundless thirst for power and material prosperity leads both to the misuse of available natural resources and to the exclusion of the weak and disadvantaged,” he said. The first pope from Latin America, Francis has often criticized unbridled capitalism in the two years of his papacy. Yesterday, he had a highpowered audience at the United Nations, which is celebrating its 70th anniversary. This year’s
General Assembly is believed to have attracted the highest number of leaders in U.N. history. The pontiff urged government leaders to ensure their people enjoy the minimum material needs. “In practical terms, this absolute minimum has three names: lodging, labour and land,” Francis said to applause. He said humanity’s future is in danger. “The ecological crisis and the large-scale destruction of biodiversity can threaten the very existence of the human species,” said Francis, who this year published the first papal encyclical, a letter to the church, dedicated to the environment. In keeping with his reputation as a green pope, Francis has used a small Fiat car rather than a limousine to get around Washington and Manhattan this week. Francis underscored an “urgent need to work for a world free of nuclear weapons” and praised the July agreement reached by the United States and other world powers to curb Iran’s nuclear program as “proof of the potential of political good will and of law, exercised with sincerity, patience and constancy.”
The pope also said international financial agencies should work toward “the sustainable development of countries and should ensure that they are not subjected to oppressive lending systems” that cause greater poverty, exclusion and dependence. Francis led an interreligious prayer service at the site of the Sept. 11 hijacked plane attacks by al Qaeda Islamist militants that brought down the Twin Towers of the World Trade Center in Lower Manhattan. It was the most solemn moment of his first trip to the United States. “Here grief is palpable,” Francis said, after viewing the reflecting pools that mark the footprints of the Twin Towers. Flanked by a dozen religious leaders from the Jewish, Muslim, Hindu, Sikh, Buddhist and Greek Orthodox traditions, Francis spoke to a crowd of about 700 people in an underground gallery. “In opposing every attempt to create a rigid uniformity, we can and must build unity on the basis of our diversity of languages, cultures and religions,” Francis said.

THE FINANCE SECRETARY SHOULD BE A PUBLIC SERVICE APPOINTMENT There was the announcement this past week that the Finance Secretary of the country, a position that is elsewhere in the Commonwealth referred to as the Financial Secretary of the Treasury, may have abandoned his post. The media for some strange reason has failed to contact or obtain any information as to his whereabouts so that his side of the issue could be known. The position is therefore now considered to be vacant by the government. That vacancy has to be filled. Strangely, instead of indicating that the position would be advertised, the new administration is suggesting that the person now acting in the
position will continue to do so until confirmed. Now, the person acting may well be the best person for the job, but what is more important is the process of appointment and independence of the post. The position of Financial Secretary to the Treasury is anywhere in the world, the top financial position in the public service. In Britain, for example, it is the considered a non- political position and the fourth highest position in the Treasury behind the Chancellor of the Exchequer, the Chief Financial Secretary which is a junior Cabinet appointment and the Paymaster General which is also a ministerial position. According to law in Guyana, the Financial
Secretary shall be a permanent secretary. If it is the policy of the government to return to the days of the old civil service when permanent secretaries were not political appointees but were required to serve the government of the day without fear of favour, then it should ensure that appointments to the position of Financial Secretary is made by the Public Service Commission after a competitive process. The Financial Secretary to the Treasury is responsible for all public expenditure, including capital expenditure. The holder is also responsible for public procurement. These are responsibilities that should be ideally undertaken by public

service appointees. He or she is the accounting officer for all the accounting officers in the public service. This is all the more reason why this position should be made exclusively into a public service position. If all the other accounting officers are going to be public service appointees, one would expect that the person to whom they would have to report would also be a public service appointee in keeping with the traditions of an independent public service. In most countries, there will be many experts vying for that post which at times is considered the top public service position. It is one of the most prestigious positions in any public service. The government could have used the opportunity provided by the vacancy created to place this position and its appointment firmly under the Public Service Commission. Instead of moving towards making its own appointment, the government could have allowed for a
competitive process, thereby breaking with the ugly tradition of the PPP of appointing persons to this most important post without inviting applications. All eligible persons should have been allowed to apply for the position and the best person, who may very well be the person now acting, to be selected and appointed. Instead the government is clearly suggesting that the person acting is likely to be confirmed. In moving towards a competitive process, the government would have ensured greater transparency. It would have also removed any allegations that it is imposing its own choices on the public service. These things may seem as minor in the sort of latitude that is now being granted to the new administration. The argument will be proffered that the government has a right to make such appointments. The argument may equally be made that the Public Service Commission is the one who in the end will have to
confirm any appointment made by the government. These arguments still however do not address the need to ensure that there is a competitive process involved when it comes to top public service positions and that this process is not controlled by politicians. There is nothing wrong, of course, in filling certain positions with in-service personnel but if this is the policy, then it needs to be indicated just what positions within the public service will be filled by this method and it does not preclude a competitive process. In most jurisdictions in the world, such a top position is not likely to be defined as one to be filled only by in-service positions. There is likely to be public advertisements so that all eligible public servants can apply. Guyana should do the same.

== THE FREDDIE KISSOON COLUMN ==
These are the people I refuse to live with You can’t help feeling sorry for the new government. It must be merciless endurance in psychological torture to know that it has to live with PPP placements in the most strategic areas of the public sector. Some contracts are up and it was good riddance. The name Hydar Ally comes up. Since 1992 to July 2015, he has been a Permanent Secretary in various ministries. During that time the same Ally sat in the PPP Central Committee and its Executive Committee where he is the Secretary. Thankfully, the new administration does not have to bear up with Nirmal Rekha, Secretary to the Treasury. He
cannot be found. Either he ran away to Patrice Lumumba School in Moscow where he was a classmate and intimate friend of Bharrat Jagdeo, or he may be held up in Jagdeo’s palace in Pradoville 2. Sometimes journalists do get it wrong and I may be wrong on the following; I was told that Kwame Mc Coy sold his house and is living in Pradoville 2. Mr. Rekha has been investigated by the Guyana Revenue Authority, where he was found to have signed more than fifty bogus duty free letters. He was never charged. He was never demoted. It is time for a criminal investigation into Nirmal Rekha. Here are some of the appointees the PPP nurtured
in the wide public sector that were I to advise the President, I would tell him that they must go either to Cove and John or Timbuktu or Monkey Mountain, but go they must. First on the list is Khurshid Sattaur. This country should not allow the Granger/ Nagamootoo regime to hide the extent of tax evasion under the tenure of Sattaur. The super-wealthy of Guyana paid symbolic taxes. Sattaur has to show the forensic auditors the books. The books will reveal that a multi-billion dollar business entity that bought planes from the United States never submitted property tax. Before 2014, once you had over seven million dollars in assets you had to submit
property tax forms. Next is Mark Ramotar. Never had the Chronicle become the dung it became under Ramotar. I lived under President Burnham and his control of the Chronicle was tight. Such was the nature of Burnham’s power but it was intellectual and sophisticated control not the gutter journalism that accompanied Ramotar’s editorship. To think that the APNU+AFC Government could retain this person and pay him a huge salary is simply beyond understanding. Next is Mahender Sharma of the Guyana Energy Agency. He is a politician. He was on the PPP list of candidates. There is Lisa Ramotar, the CEO of the Gold Board. She is the daughter of Donald Ramotar. I understand that both Sharma and Ramotar have contracts that the Government does not want to terminate. I am offering my view on their retention by the state, an
opinion to which I am entitled. Next is Olato Sam. He was a PPP supporter at the University of Guyana. Then Jagdeo ensured his transfer to the Ministry of Education as Chief Education Officer (CEO). I think there are few countries in the world where the Chairman of a Parent/ Teacher Association can pull a gun on a group of social activists in front of school children in the school compound and the CEO didn’t even look at the group’s complaint. Mr. Sam should have been fired when the new government came into being. I hope his contract is not renewed Gobind Ganga of the Bank of Guyana should not be retained. I have had endless complaints from staff members against Ganga over a period of fifteen years. By way of this column, I would be grateful if Ganga can kindly offer some details on his qualifications that I am
Frederick Kissoon interested in. Just two details in fact – the name of the University he obtained his doctorate from and the year. Those are harmless questions based on my curiosity and nothing else. There is absolutely no other reason but curiosity. Shalimar Hack, the DPP cannot be dismissed. Hers is a constitutional post and her removal can only come from the Judicial Service Commission. But I think it is fair comment on a matter of public interest to say that she did not enjoy the confidence of the combined opposition, and also a substantial section of the Guyanese population for years prior to 2015. I stress that I am entitled to offer an opinion on an office holder as important as the DPP and that opinion is that she does not inspire confidence. Finally, Police Commander, Clifton Hicken. Maybe Lindeners may want to comment on him.

Public service training programme lacks follow – ups- Training Manager tells COI Manager of Training at the Training Division at the Department of Public Services, Jean Carol has disclosed that training personnel within the Public service lacks the necessary monitoring or follow –ups to ensure that staff receives the necessary tools they need to adequately function in their individual areas of work. Carol was at the time testifying before the Commission of Inquiry, (COI) before Professor Harold Lutchman and Commissioners Samuel Goolsaran and Sandra Jones, held at the Ministry of Presidency Department of Public Service Building, Waterloo Street, Georgetown. The Commission which was established to inquire into, report on and make recommendations on the role, functions, recruitment process, remuneration, conditions and other matters pertaining to the personnel employed in the Guyana Public Service, is slated to take place within the next few months.
The exercise is expected to determine measures to improve the efficiency of the public service, to review the methodology used in the classification and recruitment of public servants. The inquiry is also slated to conduct a detailed examination of how the salaries and wages of public servants are determined and allocated; review the age of public servant retirement and make recommendations in this regard. Yesterday, Ms. Carol detailed the properties and responsibilities attached to her department. In response to questions from the panel, the training manager explained that her work entails training staff of the public service domain in matters of adequately interfacing with members of the public, capturing people’s attention, how to effectively communicate with persons. Carol said that her subdivision plans and develops training programmes to assist other government ministries with
ensuring their mandate is carried out. The witness noted however, that there are usually no follow -ups to lend support to the training programmes. She explained that the Training Division at the Department of Public Services would on an annual basis facilitate several training sessions for the various government agencies. The exercise will include customer care, communications, supervisory training, human resource development training and general accounting procedure training. The manager noted though that the system lacks sufficient human resources to facilitate process and needs assessment or records management, which is critical to evaluating the strengths and weaknesses of each agency. Asked whether the programmes are developed based on the past methods, the manager essentially Continued on page 24
Civilians turn in 24 shotguns in one day With five days left for the firearm amnesty, civilians from interior locations yesterday turned in a whopping 24 illegal shotguns to the police. This occurred a day after a civilian at Omai gave police an AK-47 assault rifle and 12 rounds of matching ammunition. Crime Chief Wendell Blanhum said that police have provided the Guyana Defence Force with the serial number for that weapon for them to check Several AK-47 rifles were stolen from the Guyana Defence Force during the 2002 crime wave. Some were recovered from slain gunmen,
but others are still to be accounted for. At least 46 firearms have now been collected by ranks from ‘F’ Division since the one-month amnesty began. The amnesty has now yielded at least 61 guns, some 1,495 rounds of ammunition, 28 shotgun cartridges and five magazines. Former Home Affairs Minister, Clement Rohee, has been one of the staunchest critics of the amnesty. He has stated that a Task Force, set up under his watch, had indicated that an amnesty would be ineffective. He had also said that many of the firearms that were
handed over to the police appeared to be outdated. “Some of those things look like relics…Bandits don’t use those kinds of firearms these days, so where they came from is another question.”

$6M cocaine bribery scandal…
Cash recovered from homes of implicated cops Police have recovered a fraction of the $6M that drug dealers allegedly gave an Assistant Superintendent and some of his junior colleagues to avoid prosecution, after a massive cocaine find. Crime Chief Wendell Blanhum said that ranks conducting the investigation returned to Berbice yesterday and that “a small quantity of notes” was recovered. Kaieteur News understands that the homes of the implicated ranks were searched and that about $300,000 was recovered. A source said that all the implicated ranks are in custody. Assistant Superintendent of Police, Terrence Browne, who is at the centre of the scandal, was reportedly escorted back to Berbice yesterday to assist the investigators. A Subordinate Officer and three Constables, including one female, are also under close arrest as the investigations continue. The illegal transaction reportedly occurred after some police ranks seized a quantity of cocaine from a minibus travelling along the Corentyne Highway, a little over two weeks ago. It is alleged that one officer and four junior ranks accepted a large sum of
money to forego prosecuting the cocaine traffickers. Kaieteur News understands that while two ranks have reportedly confessed to the scheme, the others involved are maintaining their innocence. It is alleged that the ranks were on roadblock duties at Whim on the Corentyne Coast when they stopped a minibus that was transporting a large quantity of cocaine reportedly worth a whopping $18M along with an undisclosed quantity of cash. According to information the police had been tipped off about the vehicle, which would usually transport large quantities of cocaine, guns and cash along the Corentyne highway. Three persons were in the bus at the time and they were detained. But instead of taking them into the police station, the ranks began negotiating with the suspects. Initially, a sum of $2M was offered on the spot, but this was refused by the ranks. A source in Berbice told Kaieteur News that after intercepting the cocaine, the ranks drove to the nearby police station where they dropped off a female colleague who was with them. Following further negotiations a deal of $6M was agreed. Once the money was
handed over, the ranks allowed the occupants of the bus to go with their drugs to neighbouring Suriname. They then returned to the station where they split up the cash, giving a portion to the officer as “hush money”. There are varying accounts of how the matter came out. According to one source, one of the ranks on the patrol was not satisfied with the amount of money that he received and decided to squeal. Another version is that after word of the transaction began to float around, a rank who heard of it contacted the Acting Commander, who immediately launched an investigation and ordered that the ranks be placed under close arrest. Yet another version is that the informant who had tipped off the police was promised $300,000. However, after the deal was done the informant did not get the promised amount and he spilled the beans. This newspaper understands that investigators are monitoring two known local drug dealers who they say were involved in the transaction. A police source said that it is unlikely that any charges will be laid against the drug pushers, since there will be no physical evidence to link them with what transpired at the roadblock.

No need for public to panic over hole in Camp Street prison fence The Prison Services are alert; there is no need for any major concern or fears by the citizenry regarding the current hole in the prison fence assures Welton Trotz, Head of the Guyana Prison Service. Yesterday, he confirmed that the entire ablution area for the Capital Block collapsed around 19:20 hrs on Thursday evening at the south eastern section of the
Camp Street prison, creating a gaping opening in the structure. Trotz said that the concrete structure fell as a result of water seepage that undermined the foundation of the structure, and it gave way landing on the roof of one of two kitchens in the compound. “It’s an old foundation that may have been weakened by water seepage.”
Trotz noted, too, that some major emergency works is to be done by a contractor of repute to fix the fence. As such, he and several contractors were at the location up to yesterday afternoon. Quelling fears over security in the city as the gaping hole remains in the fence, Trotz assured that in addition to Prison Services ranks, support is being
provided by the Guyana Police Force in the form of static and other patrols around the Camp Street Prison. Following the fall of the ablution area on Thursday evening, Minister of Public Infrastructure, David Patterson, and a team visited the lot 12 Camp Street Prison
At the time of the collapse the prisoners were already on lock down and as such, no one was injured but the roof of one of the two kitchens at the location was destroyed. Even with the hole in the fence, Trotz said that “prisoners will be allowed in the yard but under supervision and control.”
experience said, “When the thing fall the whole place shake up and everybody scatter because the jail men start hollering for freedom”. Describing the experience one woman from lot 13 Durban Street said “I thought was earthquake and the prisoners started shouting freedom at last... seriously the
Welton Trotz, head of the Guyana Prison Service (2nd from left) with contractors at the Camp street prison yesterday. location for a firsthand look, and to assess the damage with a view to having it fixed in the fastest possible time. “We are trying to work out the area to effect repairs but we have not decided when repairs will begin. In the meantime, we have put in some temporary works to secure the section of the building that was left exposed following the unfortunate unfolding.” Those temporary works include boarding up the three sections left exposed to the elements with zinc sheets, following the fall of the concrete structure.
Residents in the immediate environs of the Camp Street Prison on D’Urban Street were sent scurrying for safety after what they describe as a scary experience that reminded them of the 2002 jail break. As armed and plainclothes ranks from the prison service and the Guyana police force stood guard, prisoners from their cells sang aloud, “London Bridge is falling down, al-you gonna let we out now!” One witness who lives opposite the fence of the prison on Durban Street while recounting the
whole place started to shake up.” Another resident, Deon Frazer, said, “Me whole house vibrate and I am the third house in the yard. I think the prisoners were getting away, so when I hear the noise I called me children inside and I make dem lock up cause I didn’t want no prisoner run in by me.” He said he has been a neighbour to the prison since in the 1990s, and Arlene Meyers another neighbour said, “It leaning a little while now.” However, Trotz dubbed it as possibly an over exaggeration on the residents’ part. Meanwhile, the Guyana Prison Service is set to observe its 32nd anniversary with much pomp and ceremony starting Sunday with church services at all prison locations nationwide. The week of observances will include various activities with the communities in which Prisons’ are located. Next Thursday a route march is planned to take off from the 1763 Monument then proceed along Brickdam. Minister of Securities, Khemraj Ramjatan will take the salute at the Ministry of Home Affairs. Several outstanding ranks will be awarded and recognized. Next Friday a Health fair will be held outside the Camp Street prison square in collaboration with the ministry of health.

Fathers must be part of children’s upbringing – Social Protection Ministry …threatens legal action against defaulters With the thrust of Child Protection Week this year being on strengthening families, the Ministry of Social Protection has emphasised that every father must play his part in nurturing his children since his contribution is a vital aspect of their development. In her Child Protection Week statement, Minister of Social Protection, Volda Lawrence, said that her Ministry will go as far as pursuing legal avenues, to ensure that fathers contribute financially to their children’s needs and spend quality time with them. According to Lawrence, the operationalisation of the Family Court is high on the Ministry’s agenda for this reason. Government, in collaboration with its partners, will mount an aggressive campaign to educate families about their roles and responsibilities. They will also be educated about ways in which they can
access support to provide a safe environment for their children, said Lawrence. “We also encourage a return to the cultural and moral values of yesteryear which will undoubtedly serve to strengthen the family,” intimated Lawrence. She said the family has the primary responsibility for the nurturing and protection of the child as well as ensuring permanency, safety and wellbeing. At present there are more than 800 children in institutional care. This number would include those in state care as well as private homes. According to the Social Protection Minister, statistics show that persons raised in dysfunctional families frequently report difficulties in their adult life. With specialized support, however, she said families are capable of providing the necessary care resulting in those very children leading healthy, productive lives in society.
“The current situation is unacceptable and Government is committed to creating a change by ensuring a conducive environment for children to enjoy familial life. Hence, high on the Child Care and Protection Agency’s Agenda over the next year, will be the crafting of a national policy for children in need of alternative care,” she said. “Once again we are observing Child Protection Week which serves as a stark reminder that much more needs to be done to make the world a safer and better place for children.” This year, she said the Ministry of Social Protection, through the Child Care and Protection Agency, is seeking to place on the front burner the urgent need for reuniting children across the country, especially those in orphanages and state institutions with their families or providing alternative families for them. Priority areas were highlighted as providing increased support for vulnerable families to prevent
separation of children, child maltreatment, abuse and neglect. According to the Minister, this is premised on the principle that child protection is a shared responsibility among individuals, families, government, religious organisations and society as a whole. To this end, the Childcare and Protection Agency will step up its inter-agency and professional collaboration with various stakeholders, especially local nongovernmental organizations (NGOs) and faith-based organisations (FBOs) to expand the social network support for the families at the community level. Efforts will also be made to boost parents’ capacity to provide adequate care and protection for their children, particularly in providing training for the enhancement of parenting skills, said the Social Protection Minister. The Minister said it recognises that the parenting abilities of many single
parents, particularly mothers, are constrained by economic and social burdens. “It is not fair for children to be burdened with such situations. Therefore, the Ministry will work closely with parents to address poverty and alleviate many of their hardships. We believe that this will allow them more time to spend with their children and ease their tensions and tendency towards child abuse,” said Lawrence. To further the support of families, the CPA has begun preparatory work for the registration and licensing of daycare facilities. “As soon as the regulations for the Childcare and Development Services Act are passed in the National Assembly, the registration and licensing programme will commence. This will create a safer environment at care centers for children and will provide quality teaching for zero to four-year-old children while their parents are at work,” said Lawrence. The Minister encouraged
Volda Lawrence all to partner with the Ministry in restoring and strengthening families, which is expected to make stronger communities. To meet this need, she disclosed that the Ministry of Social Protection and its partners are committed to strengthening and supporting families. “Let’s create windows of opportunity for our children and empower them. Let us focus our energies on strengthening the family unit. Stronger families mean a stronger Guyana, said Lawrence.

Wismar residents to fashion water management plan Lindeners are expected to converge at the Wisburg Secondary School today for a public consultation on the Dakoura Creek Watershed management plan.Environmental Management consultant for GWI, Samuel Wright, said that the consultation is aimed at providing updates on the Rehabilitation of the Linden water System and present the Dakoura Creek Management Plan (DCWMP).The DCMP is also expected to establish an association and take feedback on concerns and suggestions. The Dakoura Creek which is located west of Block 22 and Wisroc will be the sole source of water for the western subsection of the rehabilitated Linden Water System. But according to Wright, mining, indiscriminate disposal of waste, and logging have been identified as potential threats to the sustainability of the Creek as the sole water source. Farming on the periphery of the watershed and the construction of houses in close proximity has also been cited as threats. “When people build too close to the watershed, there is the danger of septic tanks and pit latrines draining right into the
water source, and thus contaminating it. Farming too close is also very dangerous because the pesticides and fertilizers are going to wash down and seep into the water. That can cause serious health implications, Wright lamented. It is because of these potential threats that a protection strategy based on institutional controls has been proposed and will be developed as the Dakoura Creek Management Plan (DCMP), Wright added. The proposed protection strategy was based on management of the watershed to ensure its sustainability as a primary water source. Stakeholders include local and national government agencies, business entities and regulatory agencies. Some of the stakeholders are Bosai Minerals Guyana INC, Central housing and Planning Authority, the Evironmental protection Agency, Guyana Geology and Mines Commission, Guyana Forestry Commission, Guyana Lands and survey, the Hydromet Department of the Ministry of Agriculture and the Linden Mayor and town Council and regional Democratic Council. Low blood count in Sickle Cell disease By Dr Kumar Sukhraj Sickle cell disease is an inherited condition in which there is not enough healthy red blood cells to carry enough oxygen to all the cells of the body. In normal circumstances the red blood cells are flexible and round, moving easily through your blood vessels. However in sickle cell anemia, the red blood cells become rigid and sticky and are shaped like sickles or crescent moons. These irregularly shaped cells can get stuck in small blood vessels, and can slow or block blood flow and oxygen to parts of the body. For a baby to be born with sickle cell anemia, both parents must carry a sickle cell gene. The gene is more common in families that come from Africa, India, Mediterranean countries, Saudi Arabia, the Caribbean islands, and South and Central America. In the United States, it most
commonly affects blacks. Signs and symptoms of sickle cell anemia often don’t appear until an infant is at least four months old and may include: · Anemia. Decrease in the number of red blood cells in the body. Without enough red blood cells in circulation, your body can’t get the oxygen it needs to feel energized. Court regular “Delgado” charged with stealing $8M Clement Humphrey, called “Delgado”, 45, of Angoy’s Avenue; New Amsterdam, was yesterday remanded to jail by Magistrate Shurdel Isaacs-Marcus, when he appeared before her at the New Amsterdam Magistrate’s court on a charge of Break and Enter and Larceny. Humphrey is charged with breaking and entering the dwelling house of George Batson of Princess Elizabeth Road, New Amsterdam, and stealing $8M August 22, last. The court was told by Prosecutor Sergeant Phillip Sheriff that the victim left a black bag with $8M under his
bed. He would check on it every day. On the day in question, Batson checked the bag and ascertained that the money was intact. He then secured his premises. Upon leaving for the market he saw Humphrey, whom he knew, next door. He asked him what he was doing there, the accused told him he was there to pick some coconuts. Batson then left and went out, securing his gate in the process. Upon his return around 16:00 hrs he noticed the lock on his gate broken. He then proceeded to his house and saw that the lock on the front
door was wrenched open and the door left ajar. He went into his house and noticed that the place was ransacked. He immediately checked in his bedroom under his bed and realized that the bag with the money was missing. A report was made at the Central Police Station and investigations commenced. Humphrey was sought after, but had disappeared from the area. He was subsequently arrested and taken into custody and charged. Bail was refused and the accused was remanded to jail until September 30.
From page 3 lowering of the tolls across the Berbice River, then it could have allocated a larger amount to be used as a subsidy. Guyana, he said, “is not a bankrupt country, they had lots of room…They had more room to do much more in relation to the bridge.” In fact, in his newfound calls in support of a buyout of the equity in the Berbice Bridge, Jagdeo argues that Government has at its disposal some $30B to utilize from the numerous semi-autonomous agencies, “the so called private accounts that the government can transfer anytime.” He was making reference to monies held in private ac-
counts by agencies such as the Guyana Forestry Commission (GFC) and the Guyana Geology and Mines Commission (GGMC), the Lotto Funds, among others. “Remember they said that this money was held outside the budget and the only reason it was held there was for us to steal it…So there is still about $30B being held out there that they can use, I think, if they want they can negotiate a settlement and take back the bridge.” Should the APNU+AFC Government be able to realize this option, Jagdeo said, it can then significantly lower the tolls and this would not require the entire $30B amount available.
“They can spend about 15-20 per cent (of the $30B) and get back the bridge…We will support anything that brings down the toll for the Berbice Bridge,” said Jagdeo.

240 Trinis survive Hajj stampede…
Local Eyewitness: It was Madness
Trinidad Guardian - Two hundred and forty Trinidadians who journeyed to Mecca for Hajj have survived Thursday stampede which killed more than 700 people and injured 800 others in Saudi Arabia. T&T Guardian’s sales executive Acklima Mohammed and her husband Mobarak Mohammed who are in Mecca had just performed the Jamaarat ritual known as “stoning the devil” in the tent city of Mina and had moved to the third floor of the building, when the stampede occurred. Video footage provided by Mohammed showed bodies piled upon bodies. Few w e r e moving. Ambulances rushed to the scene while Muslims gawked at the pile-up of still bodies. While international media reports said the cause of the stampede was still being investigated, Mohammed
said she believed the chaos occurred when a group of Muslim faithfuls tried to stone the Jamaarat at an unscheduled time. “There are pilgrims who come here on a low budget for Hajj and they camp out on the streets or anywhere where they can get shelter. They do not have the Saudi government’s schedule for pelting the Jamaarat. These pilgrims use the local transport. In this case they used the train. This train system is sort of new. When they got out they rushed to the first floor to pelt the Jamaarat. It was madness,” she said. Mohammed added that the building that has the Jamaraat now has four or five levels. “It is huge. It has huge airconditional blowers and many escalators. The Saudi government spent a lot of money to make it safe,” Mohammed said.
She added that leaders of the various Muslim groups did a count of the 240 Trinidadians who attended the festival and everyone was accounted for. Asked to describe the scene of the stampede, Mohammed said, “What I saw was the helicopter hovering downwards and the ambulances. At first I thought nothing of it. We were on the third floor. It was not crowded as expected. The Saudi government had a new system in place. There was a schedule for all group leaders and you had to be there to pelt the Jamaraat at a certain time.” She added, “There are four to five different entrances to enter the building. There was no way that groups will crush into each other.” Saying the experience was a life-changing one, Mohammed said she could not describe in words what she felt.

Golding pleads with Opposition to vote for CCJ ST JAMES, Jamaica — Justice Minister, Senator Mark Golding, is calling for “political consensus between the Government and the Opposition” when the Senate debates the proposed adoption of the Caribbean Court of Justice (CCJ) as Jamaica’s final court in October. The three companion Bills, among other things, seek to entrench the CCJ as Jamaica’s final court. The Bills were debated and passed earlier this year in the House of Representatives where the Government enjoys the twothirds majority needed to have them passed. The Opposition voted against all three Bills. “There are many compelling reasons, more than 50 years after our independence, these three Bills should be passed by our Parliament with the required majorities…we have no reason to be bashful in making a strident call for the adoption of the CCJ as our highest court. To the contrary, we do so with a sense of pride and urgency,” the minister insisted, while speaking at the opening ceremony of the 4th Biennial Conference of the
Mark Golding Caribbean Association of Judicial Officers. The conference is being held at the Hilton Rose Hall, Montego Bay, from September 24 to September 26. Golding argued that the CCJ has built an excellent jurisprudential record over the first decade of its existence. He also said that while the country admires and respects the eminent judges of the UK’s Privy Council, Jamaica’s current final appellate body, the judges of the CCJ are at least as capable and are better suited to the needs of Jamaicans.
Said Golding: “I say today to Jamaica’s eight Opposition senators, that they should not etch their names forever on the wrong side of history. The Court of Appeal has, in the case arising out of the Opposition Leader’s use of pre-signed resignation letters, reiterated the constitutional requirement for senators to exercise independent judgement on matters that come before them.” “The ‘super-eight’ Opposition senators must dig deep and do the right thing, and thereby ensure that, on this fundamental matter, the Bills pass with bipartisan support,” he concluded.
Warner’s extradition case will continue
Court: Jack Warner leaves the Port of Spain Magistrates’ Court on Friday. Photo: Curtis Chase Trinidad Express - The extradition case against corruption accused Jack Warner will proceed, as no ruling was made on Friday, regarding legal submissions by his attorney that Warner be discharged. Instead, the matter was been adjourned to December 2. When Warner appeared in court on Monday, he was informed that Attorney General Faris Al-Rawi had signed the documents which allows the extradition case against him to proceed. However, Warner ’s attorneys challenged the
decision, stating that Al-Rawi missed the September 16 date for signing off on the documents, and as a result, Warner should be discharged. The court was told that the Authority to Proceed (ATP) documents had been signed, but Warner’s lead attorney Fyard Hosein said that the deadline date for signing the documents was September 16 and the Attorney General had missed the date. As a result, said Hosein, the Court had the right to discharge Warner. Deputy Chief Magistrate mark Wellington, who is hearing the matter in the Port
of Spain Eighth Court in the absence of Chief Magistrate Marcia Ayers-Caesar, adjourned the case to Friday, when a ruling was expected. However, Wellington said that having looked at the Authority to Proceed documents, he was the opinion that he do nothing but adjourn the case. Hosein told the court he wanted a December 2 adjourned date since the matter was complex and given that the United States was the requesting State, he needed time to travel to the US and get advice from attorneys there.

TRAIL OF SCANDALS Blatter has survived a series of scandals during his term in office including widespread accusations that Qatar bought the right to stage the 2022 World Cup. Qatar has always denied any wrongdoing. Despite widespread calls for Blatter’s resignation when the U.S. indictments were issued in May, accompanied by a series of arrests, he refused to withdraw his candidacy for another term at the helm of FIFA. He was duly re-elected, telling delegates: “Football needs a strong and experienced leader.” As the scandal reverberated around the world and his position became untenable, he announced only days later that he would step down, though for the time being he remains in office until the election of his successor. “FIFA has been my life ... what counts most for me is FIFA and football around the world,” he said at the time.

Swiss open criminal investigation of world soccer chief Blatter ZURICH (Reuters) Swiss prosecutors have opened a criminal investigation into Sepp Blatter, the head of world soccer body FIFA, on suspicion of criminal mismanagement and misappropriation, the Swiss attorney general’s office said on Friday. It said Blatter was interrogated after a meeting of FIFA’s executive committee in Zurich, and authorities carried out a search at FIFA headquarters on Friday. “The office of the FIFA President has been searched and data seized,” the office of the attorney general (OAG) said. It was the first time that authorities investigating corruption in the world’s most popular sport had pointed the
finger directly at Blatter, the 79-year-old Swiss who has run its powerful governing body since 1998. He has denied wrongdoing, and his U.S. attorney said he was cooperating with the Swiss probe. A source close to FIFA said that as Blatter has not been arrested, charged or indicted, it would probably be for him to decide whether he stays in his post until February, when he is due to step down. However, the source said: “It is over for him now, it is finished.” In a sign of concern over the implications of the deepening investigation, Russia was quick to say that
it would not affect its hosting of the 2018 World Cup, one of the biggest and lucrative events in sport. FIFA’s awarding of the 2018 and 2022 tournaments to Russia and Qatar is one of the strands under scrutiny from U.S. and Swiss authorities investigating the alleged corruption in the organization - a source of concern for powerful sponsors like McDonald’s Corp, Coca-Cola and Visa. The scandal exploded in May, when 14 soccer officials and sports marketing executives were indicted. PLATINI TESTIFIES The Swiss OAG said Blatter was questioned by its representatives, and Michel
Platini, the former French soccer star who runs European soccer body UEFA, was also asked to give information. Platini is favorite to win the election to replace Blatter when he steps down in February. A Swiss law enforcement source said that Platini had provided Swiss prosecutors with evidence against Blatter and was not regarded as a target of investigators at this point. The source said that Swiss prosecutors were also in touch with several other witnesses at various levels of FIFA and its affiliates who have expressed interest in giving evidence about corruption in the organization. Swiss investigators have
been putting together their case against Blatter for some time, a law enforcement official said. The official said Blatter is not in custody and is free to travel, though he has largely avoided leaving Switzerland since May. CARIBBEAN CONTRACT The OAG statement said that Blatter was suspected of a “disloyal payment” of 2 million Swiss francs ($2.05 million) to Platini at the expense of FIFA, allegedly made for work performed between January 1999 and June 2002. The payment was executed in February 2011, the OAG said. The OAG said it also suspected Blatter of
signing a contract in 2005 with the Caribbean Football Union that was unfavorable for FIFA and had “violated his fiduciary duties”. Richard Cullen, a U.S. lawyer for Blatter, said: “Mr. Blatter is cooperating and we are confident that when the Swiss authorities have a chance to review the documents and the evidence they will see that the contract was properly prepared and negotiated by the appropriate staff members of FIFA who were routinely responsible for such contracts, and certainly no mismanagement occurred.” According to the Swiss criminal code, Blatter could, if convicted, face a custodial (Continued on page 29)

Stag Elite League... A 34-year-old Belarusian GDF get first win, Fruta cyclist becomes the fastest time trialist on the planet Conquerors remain unbeaten By Sean Devers
Officials check bike for a motor Officials check Vasil Kiryienka’s bike for a motor. (Bryn Lennon/Getty Images)
Business Insider RICHMOND, VIRGINIA — Vasil Kiryienka of Belarus did the ride of his life here on Wednesday at the UCI Road World Championships, claiming his first world title at age 34. He won the elite men’s individual time trial by riding 53.5 km in 1:02:29.45. His average speed was 51.368 km/ h. (That’s 33.2 miles at 31.918 mph.) After he finished his ride, an official from the sport’s governing body, the UCI, took Kiryienka’s bike to a restricted area and conducted an inspection to check if there was a motor in the frame. A photo, provided to Business Insider by a member of Kiryienka’s support staff, shows an official testing Kiryienka’s Pinarello Bolide for a motor in the frame’s bottom bracket, which they had to open up to get a look inside: The UCI didn’t find a motor, and the rider
nicknamed “Kiry” was allowed to accept his gold medal and rainbow jersey. ‘Mechanical doping’ What the UCI was looking for in Kiry’s bike were signs of what has been called “mechanical doping” or “bike doping,” even if many don’t think it’s a real problem in professional cycling. Still, the UCI is taking the matter - or at least the possibility of it - very seriously. When asked by Business Insider about the inspection, the UCI replied by email with this statement: The Union Cycliste Internationale (UCI) takes extremely seriously the issue of technological fraud such as concealed electric motors in bikes, and has therefore added far-reaching sanctions in its Regulations. We have been carrying out controls for many years and although those controls have never found any evidence of such fraud, we know we must be
vigilant. We have carried out several unannounced checks on this year’s Tour de France and other Grand Tours. The 2015 UCI Road World Championships in Richmond is the latest event where bikes have been controlled this season, including all top 3 riders of each race. These are extensive controls and nothing was found. Though Kiryienka upset the favorites at worlds on Wednesday, he likely would have been in the top 10. It’s just that Martin and Dennis were so widely expected to win. Kiryienka normally rides for Britain’s Team Sky as a support rider for Chris Froome, the two-time Tour de France winner. Sky says Kiry is “best known for his power, consistency and machine-like riding style.” He won bronze in the world TT before, and he has won stages in the Tour de France and the Tour of Spain.

Under a clear night sky and in breezy conditions the Guyana Defence Force (GDF) and Fruta Conquerors registered wins in the Guyana Football Federation (GFF) Stag Elite League at the Tucville ground under lights on Thursday night. GDF registered their first win when they got past Buxton United 1-nil after Delroy Fraser scored in the 44th minute, while second half goals from Dennis Edwards and Kwame LaFleur ensured Conquerors remained unbeaten with a 2-1 when over West Berbice team Monedderlust, who registered their first loss. In the first match of the double header the Army looked the fitter and more skillful team and enjoyed more ball possession than the young Buxton side which is still without a point in the League in which $15 Million in prizes is up for grabs. Fraser’s shot from close range turned out to the game’s only goal and with pulsating music from the Ansa McAl sound system entertaining the large Holiday gathering, which included National Head Coach Jamal Shabazz, the first stanza ended 1-nil. Fraser maneuvered through the solid Buxton defence led by former Guyana youth cricketer Clive Andries, to beat goalie Jason Cromwell to score what turned out to be the winning goal. The intensity picked up in the second half with Buxton pressing forward more. GDF had at least two opportunities to increase their lead but good saves by Oswald Cornette ensured the game finished 1-nil for the soldiers. The partisan crowd had swelled for the feature game between Monedderlust and Conquerors, playing on their home ground and the host did not disappoint their Tucville supporters. The Berbicians, Coached by former National Captain Gordon ‘Ultimate Warrior’ Braithwaite, soon found their rhythm with skilful striker Kevin Cottoy out-sprinting his opponents but not being able to finish the job. The Guyana Amateur Basketball Federation (GABF) recently received its first set of donations, that of five Tabletop Scoreboards (game clocks), from the International Basketball Federation (FIBA), which came directly from the world governing body as promised. The gesture of support to the local body was evident when FIBA’s Regional Director, Victor Mansure made provisions for the Game Clocks to be sent to the GABF for which the local federation’s president Nigel Hinds was very appreciative. Hinds along with Dennis Clarke, veteran table official, visited Linden on Thursday and made the donation of the game clocks to Secretary of the Linden Amateur Basketball Association (LABA), Joe Chapman at the Mackenzie Sports Club Hard Court. Chapman received the clocks on behalf of Ann Gordon, a FIBA certified Coach and of national champions, Kwakwani
Secondary School. In a statement Hinds said, “The International Basketball Federation had promised us the GABF some assistance towards the development of basketball. Arising from this we have received five outdoor/indoor clocks earlier this month and the Federation has made a decision to give to the communities or organisations that need them the most. At the top of the list are Youth Basketball Guyana, they will be getting one, Kwakwani through the Linden Amateur Basketball Association will be getting one, St. Rose High School, St,. Stanislaus High School and we have one other for the community Linden area will be getting an outdoor and outdoor/indoor clock.” “This is in keeping in our effort to promote basketball and to have support gear in place to enhance the sport and allow more playing of basketball. We appreciate the gesture by FIBA and we certainly look forward to the
clocks being used often and as frequently as possible to allow for more exciting games and allow the fans to be more involved in the game. So we hope through the Linden Amateur Basketball Association that Kwakwani will have their clock, and there will be more exchanged games between Linden and Kwalwani, and this will allow for first division and high level games in Kwakwani,” he continued. Hinds, a former national player, added that, “Its our initiative of an outreach to FIBA that resulted in this donation of equipment. Initially, we were looking for more support like backboards, rings, uniforms for the referees and any equipment that will help us to give to our constituents. We were told by the regional development officer of FIBA that this is how they can start initially, and this is the first step of what really we will hope a continually relationship with FIBA and the GABF.”

P
layed in the spirit and camaraderie that was befitting of the ‘gentleman’s game’, Guyana Media XI and Speed XI engaged each in other a rather fiercely competitive friendly softball match on Wednesday evening at the world famous GCC ground, Bourda. When the dust was settled and the floodlight towers were switched off, the result column on the scorebook read: Speed XI won by five wickets. The outcome was due largely to an outstanding all-round performance from
businessman Kamal Seebarran, who ripped through the Media XI’s middle-order, before returning to score a solid 30. Bowling some juicy ‘round-arm’ deliveries, Seebarran lured many of the opposition batsmen to go aerial, and while most of them got elevation, the distance did not bring the desired result. The experienced softball player also used the heavy grass surface effectively, spinning his way to figures of 4-30 off four overs, as the Media XI elected to bat upon winning the (Continued on page 25)

Clive Atwell to challenge Dexter Gonsalves FOR FECARBOX LIGHTWEIGHT CROWN
Dexter Gonsalves (extreme R) holds up the photo and record of jnr/welterweight world champion, Jorge Luis Linares Palencia, his ultimate goal, during the press conference. Also in photo is Mr. Abdool (C) and Mr. Hussain.
By Michael Benjamin The news that the fight between local welterweight champion, Iwan Azore and Dexter Gonsalves had to be aborted, after the former pugilist had incurred an unfortunate injury, has left boxing pundits, already anticipating the action, somewhat devastated. Notwithstanding, the
optimist believe that every disappointment make way for something better and this belief could not have been more appropriately endorsed upon the news that world rated fighter, Clive Atwell, has risen to the challenge and has agreed to face off with Gonsalves. The promoters were elated by the news and immediately convened a
press conference at the Avenue of the Republic office of Abdool and Abdool Insurance Brokers to break the good news. The two fighters are scheduled to face off at the Giftland Office Max Mall, Lilliendaal, ECD, on Saturday October 24 for the Fecarbox jnr/lightweight belt. Usually a reticent boxer, Gonzalves
uncharacteristically stepped out of his shell and boldly proclaimed that Atwell will not get past the fourth round. “I am 100% confident of taking this fight,” he proclaimed. Gonsalves said that he was disappointed after the bout with Azore was cancelled and could not believe it when Atwell stepped up to fill the breach. Quizzed on his reason for
accepting the fight and his chances of winning Gonsalves explained that he has detected a lot of flaws in Atwell’s arsenal and he (Gonsalves) would be going all out to exploit them. It was then that he ventured the prediction. Atwell is currently in Dominica but one phone call was all that was needed for his presence. “Talk is cheap,” he blurted shortly after the connection was made. “The (Guyanese) public knows my ability but Dexter has every right to his opinion,” pronounced Atwell even as he promised to teach Gonsalves a lesson in the finer art of the sport. Quizzed on his activity relevant to boxing, Atwell explained that he is engaged in light training and would be heightening activity almost immediately. In response to Gonsalves’ threat to knock him out Atwell retorted, “Talk is cheap and that is exactly what Dexter is doing, talking cheap.” Goaded into making
a similar prediction as that of his nemesis, Atwell hinged and retorted, “I go into the ring to win by any means necessary and if a knockout comes along, so be it.” He reminded that he is of world class quality and even pointed out that former WBC champion, Johnny Gonsalves had thought he was a walk over until the night of the fight. His remarks failed to impress Gonsalves who simply reiterated, “You will not go the distance; I am a much smarter fighter than you are!” Meanwhile, President of the Guyana Boxing Board of Control (GBBC), Peter Abdool, was ecstatic and said that fans could not have wanted a better replacement. He said that he has had great difficulties securing fights for Gonsalves and was worried of a suitable replacement. “It was a blessing in disguise since (Iwan) Azore could no longer be considered since his injury will sideline him for more than 6 weeks before he resumes training. Mr. Abdool is also grateful to the executives of Giftland Office Max for making their venue available. He said that the Cliff Anderson Sports Hall (CASH) was not attracting the wide cross section of the population as was believed while other outdoor venues left the promoters at risk due to the inclement weather. Vice President of the Nexgen Global productions, Aleem Hussain, is the man in charge of efficiently advertising the card and other technicalities. He assured that tickets bought for tonight’s show are still valid for the new date. He also assured patrons that the card would be qualitative while pointing out that there would be added entertainment activities. Mr. Hussain further pointed out that activities will commence at 19:00 sharp. Otherwise the rest of the card remains unchanged and the main supporting bout will see Quincy Gomes matching gloves with Anson Greene in a 6 rounds welterweight affair, while national amateur bantamweight champion, Imran Khan will make his debut against David Thomas over 4 rounds in the lightweight category. Keeve Allicock will also (Continued on page 29)
