Enduring correctible anomalies Hopefully the various comments accompanying government’s decision to utilize the services of big buses, including remarks ranging from it being an electioneering gimmick to the lack of foresight, to the initiative being unsustainable, have not escaped the notice of the subject minister. Strangely enough, during the mid-1990s the administration baulked when government was presented with the opportunity to facilitate this mode of transportation with buses from Brazil. The principal obstacle confronting the prospective operators was the diktat that the buses had to use the Parade Ground as their terminus instead of the Stabroek Market Square, where formerly, commuters joined the Guyana Transport Services bus line which operated in Georgetown. The unspoken motivation for refusing to accommodate those larger forms of public transport was the fact that, not a few public officials in positions of influence themselves owned the new faster minibuses. In other words the big buses were not welcomed since they posed a definite threat to the profitability of those small bus operators. In that regard, history will never be kind to those selfish persons who used their public office to make minibuses a permanent fixture, with the attendant culture which was unleashed upon the unsuspecting Guyanese traveling public. It is no idle comment to say that blame for the alarming road fatalities occasioned by speeding minibuses driven by young men with barely discernible literacy and numeracy skills lies squarely at the door of those high officials. Additionally many are the anecdotes of the first entrepreneurs who had introduced vehicles which seated twenty-six passengers and were - by various artifices forced to fold and depart. Admittedly on the roads back then, the volume of traffic was hardly a significant proportion to what obtains today. Furthermore, except for the hire cars plying the Berbice and Linden routes, vehicular speeds to which we have grown accustomed were virtually unknown. Although understandable, the current demands for a fare increase by private operators of public transport seemingly ignore the premise of affordability. It is assumed that the majority of public transport commuters are the working poor who have no other means of meeting their travel needs. And therefore government’s ostensible desire to maintain a low fare structure might be interpreted as a measure to ensure social equity. However, this places the intended beneficiaries at a distinct disadvantage in terms of exposure to a poorly-operated minibus system which, to be financially sustainable, compromises on the quality of service provided to consumers. Therefore it would require the formulation of a realistic public transport policy with appropriate regional input to even begin to address citizens’ concerns. But until then, the Public Works Ministry will of necessity have to engage the current private operators to adopt improved standards in terms of reliable service and affordable fares. Mention has also been made of the prohibitive cost of fuel and its impact on the profit margin of operators. With the difficulties Guyana is experiencing in the sugar sector, it does not take any great leap of imagination to explore the science and technological capability of the Institute of Applied Science and Technology (IAST) to investigate the production of an alternative source of fuel that is a byproduct of the sugar cane. It will be argued across the board that the smaller buses get commuters to their destination faster than the big buses, with no reflection on the number of lives lost through speeding since minibuses entered the public transport scene. The fact that this country’s road system does not cater for priority usage of specified classes of vehicles, and the narrow width of the roadways, makes it impractical to assign that status to large buses to compensate for time which would otherwise be lost due to congestion. Nothing of the foregoing should be seen as absolving the Public Works Ministry of its fundamental

How many more miners must be murdered before there is adequate security in the interior? DEAR EDITOR, As I read the Tuesday September 23, 2014 Stabroek News headline “Miner died after badly beaten, robbed by gunmen at Issano”, I was left with tears in my eyes and could only ask myself who’s next and how many more miners have to be robbed and killed before the Minister of Home Affairs provides adequate security for the miners in the interior. While I agree that beefing up security in the interior will not stop all the crimes committed here, many will be prevented and solved, since the perpetrator/s will have to think twice before committing a crime. A young bread winner has lost his life in his quest for a living. Four minor children are now without a

father and the mother becomes a single parent and has to care for four young children. Miners leave the comfort of their homes on the coastland and venture into the interior because of the scarcity of job opportunity on the coastland to earn a living, with very little assistant from Government. Most of them live in open tents. They have to contend with snakes, ferocious animals, mosquitoes. Many of them end up with vectorborne diseases and other sickness. Many of them lose their lives through accidents in their mining pits. Over the years, mining has become the backbone of our country’s economy. Earlier this year, when there was a shortfall in gold declaration to the Guyana Gold Board, there were lots

of cries from certain sections of the Government that miners are hoarding their gold. And while miners are robbed and killed at random the Minister of Home Affairs seems to be more interested in hosting his party press conference at Freedom House. There are only two things in my opinion that can make the Minister behave like that and that is, he is not interested in the security of the miners or he is not au fait with his responsibility. If indeed it is the latter, then I would just like to enlighten him that as Minister of Home Affairs he in responsible for the internal security of the entire Guyana and as such he has the responsibility of providing adequate security for all of the miners in the interior. I would recommend to him that he seek advice from

some experts in security and device a security plan for the interior. From all indications as we saw recently in Mahdia during the protest, the Minister is more interested in disbanding peaceful protests and have some of the protesters arrested in the interior than providing security for the citizens. I am certain that if the said miners at Issano were to stage a peaceful protest there, he would immediately give instructions to deploy riot police to disband the protest and have some of the protesters arrested. It is just unfortunate that we live in a country where disbanding a protest and having protesters arrested takes precedent over providing security. The big question is how longer must we endure this? Is GPL telling Guyanese the truth? DEAR EDITOR, This week, it is almost as if Guyana was experiencing a feeling of déjà vu. There was a time when Guyana was being given a dose of daily power outages. There were lines for fuel and basic food items. Fast forward 22 years later, it seems as if we are regressing into those dark days again with the words coming out of the mouths of our executives being simply unbelievable. On Sunday, residents in Berbice and Demerara experienced hours of blackout. It was not until the next day, that GPL, in its trademark, lackadaisical, “don’t care” behavior to taxpayers, said that strike actions at Skeldon factory, a downed engine at Kingston and another one that was taken out for maintenance, were the

reasons for the outages. GPL released a schedule of blackouts for residents in both counties that indicated blackouts were supposed to last for several days. Yesterday, I read that the Skeldon factory is up and running as the strike actions are over. But Guyana will continue to see blackouts. Mr Editor, I asked forgiveness if I repeated what is known by Guyanese. There is widespread anger and frustration by Guyanese over the situation. When the newest power station at Kingston was commissioned a few years ago by former President Bharrat Jagdeo, his administration said that blackouts were a thing of the past. The next investment would have been in the hydro-power project at Amaila Fall, Region Eight.

Then we hear of a 26 megawatts power plant for Vreed-en-Hoop. That project is now several months late. The point that I am trying to get at is that GPL and the folks that are running it are telling Guyanese several nancy stories. There are no details forthcoming on the US$40M transmission lines project and with the seven substations. There is no word also on the Vreed-en-Hoop project. In that Vreed-en-Hoop project, we see a common element with a section of the East Bank Demerara four lane expansion in the form a contractor. Both projects are delayed. There is just no respect for the people of Guyana. What has changed so significantly that we have moved from not needing

more investments to plugging US$26M more? Why is GPL and its managers so silent? Why does Guyana in this day and age being subjected to such treatment? In another country, the principals would have been made accountable. We are paying what some describes as super salaries for what? Guyanese are being taken for a ride on almost every project yet all we hear are excuses and more excuses. How come a simple Skeldon factory could cause thousands of residents to be without power? And the reality is that we have been beaten into submission. Tomorrow, the situation continues and there will not even be a whimper from our people. A sad reality, indeed, for our people. Be resolute in your demand for constitutionally guaranteed rights or lose them DEAR EDITOR, Editor permit me an observation. I have been taught and have come to know that in a democracy the constitution is the foundation of its laws. The ultimate protector of the people’s

rights. The principles under which they are governed. So it surprises me that the president of Guyana would utter such nonsense as he did i n B r o o k l y n N Y, a n d reported in Kaieteur News Sept. 23/2014.

responsibility for the general coordination of the various facets of the public transport system. In that regard, commuters and operators of minibuses alike could benefit from a demand assessment and a policy review of duty-free concessions by examining the inclusion of the cost of spares and replacement parts if second hand vehicles continue to be imported. But for now we have to endure the correctible anomalies.

Under the caption - “ Pick one, it’s either Local Government or General elections – says Ramotar in New York “ “ “I campaigned and promised people that once we win the next elections, we will have local government elections very, very quickly. That is true, but I did not anticipate that we would have a one-seat minority in the Parliament. That created political uncertainty in the situation and in the body politics of the country,” Ramotar said. “

Editor, what type of idiots are in control of the government of Guyana? D o e s n ’t t h e p r e s i d e n t realize/know that political expediency is not a substitute for the constitution? The constitution of Guyana calls for local government elections at prescribed times. That’s it! Period. No excuses, no politics. Guyanese must be resolute in their demand for constitutionally guaranteed rights or they will lose them. Colin Taylor

For three days, no available bed It is very rare that someone dies at the GPHC for pregnant woman by suicide because of one cause

DEAR EDITOR, On Thursday morning, September 24, 2014, I received a telephone call from AFC executive member, Mr. Michael Carrington. He requested my presence at the Georgetown Hospital Accident and Emergency department (A&E). He explained that Ms. Jevika Williams, a middle aged Amerindian citizen from Moruca, has been admitted to the female ward since Monday but have to remain in a chair at the A&E because there are no available beds in the ward. I simply could not believe Carrington. My initial reaction was there was a bit of drama in Carrington’s explanation in that the woman was waiting long but not three days. Mr. Raymond Hall of the AFC accompanied us to A&E. There she was; in a chair for three days. The medical personnel were understanding but simply said there are no beds I called CEO, Michael Khan who has been phenomenally cooperative over the long years he has been CEO. He said he would do the best he could. Unfortunately, our visit was marred by an unnecessary incident. The doctor in charge of A&E

advised me that it was wrong to raise the issue with Mr. Khan in front of people A little confrontation ensued. I guess he didn’t like people knowing that the lady was there for three days because after all he works there. I, on the other hand, am from the media and I have to do what media people do; I have no obligation to the Government of Guyana to hide the fact that Georgetown Hospital does not have its quota of beds. He suggested it was wrong for me to talk on the phone to Khan so publicly but he didn’t answer when I asked him if it was right for that woman to be bedridden in a chair for three days. This is the state of Guyana today. In the corridor of the hospital, we met Ms. Williams’ daughter and relatives. I told her I cannot believe Amerindian people could be so stupid (that is the word I used) to be voting for the PPP in every national election. I promised her that next year in the general election, I will campaign against the PPP in Amerindian areas. She called me back three hours after to say her mother finally got a bed in the ward. What a country we live in! Frederick Kissoon

An Open Letter to United Nations on Guyana DEAR EDITOR, This is an open letter to the Secretary General of the United Nations about the current situation in Guyana. Mr. Secretary General, we have been a polarized society for almost half of a century or perhaps longer, and it seems that the situation has recently become more intense with the challenges we are experiences in governance as a result of our Constitution not being designed to accommodate the present political situation of a Minority government. This has placed us in uncharted territory and our leaders, judicial system and people are grappling with this ‘new normal’ and it has not been easy for any of the parties. At this stage, I am not asking for your intervention but that your organization maintains a close watch on Guyana. The challenges and in-group conflicts which are occurring are sometimes necessary to create the appropriate environment for profound change; hence many of us, though we feel

stretched under the current circumstances, are cognizant of the importance and relevance of some of these dynamics to the process of change. As a matter of fact, this is evidence that Guyana is changing. We recognize that change comes at a cost and while we are committed to paying the prize for the change to happen, we still believe that the process could be managed to some extent. Nevertheless, I respectfully asked that your organization keep us under your radar. Perhaps at the end of this current period, the UN Agencies in Guyana and other international organizations may need to shift the focus of their development programmes to also include ‘reconstruction’ and reconciliation. We are hurting at many levels, there are many examples of countries disintegrating in the world and we do not want our country to disintegrate if something or anything can be done to stop that from happening. Audreyanna Thomas

DEAR EDITOR, Guyana has seen a startling rise in the number of suicide cases that now has many families, friends, and even our nation as a whole with a lot of questions as to why? When the question why is asked the expected answer is usually “hopelessness. “ While I may agree with this theory to some extent , please permit me to suggest to a few other factors that should be considered as the underlying causes of suicide. ·The death of a loved one. · A divorce, separation, or breakup of a relationship. · Losing custody of children, or feeling that a child custody decision is not fair. · A serious loss, such as a loss of a job, house, or money. · A serious illness. · A terminal illness. · A serious accident. · Chronic physical pain. · Intense emotional pain. · Loss of hope. · Being victimized (domestic violence, rape, assault, etc). · A loved one being victimized (child murder, child molestation, kidnapping, murder, rape,

assault, etc.). · Physical abuse. · Verbal abuse. · Sexual abuse. · Unresolved abuse (of any kind) from the past. · Feeling “trapped” in a situation perceived as negative. · Feeling that things will never “get better.” · Feeling helpless. · Serious legal problems, such as criminal prosecution or incarceration. · Feeling “taken advantage of.” · Inability to deal with a perceived “humiliating” situation. · Inability to deal with a perceived “failure.” · Alcohol abuse. · Drug abuse. · A feeling of not being accepted by family, friends, or society. · A horrible disappointment. · Feeling like one has not lived up to his or her high expectations or those of another. · Bullying. (Adults, as well as children, can be bullied.)

· Low self-esteem. It is very rare that someone dies by suicide because of one cause. Thus, there are usually several causes, and not just one, for suicide. Many people die by suicide because DEPRESSION is triggered by several negative life experiences, and the person does not receive help, for the depression. (Some people need to go through several treatments until they find one that works for them.) Know what the symptoms of depression are .And remember that any untreated mental illness, i n c l u d i n g d e p re s s i o n , b i p o l a r d i s o r d e r, schizophrenia, and others, may cause suicide. If you or someone you know has experienced some of the causes that i would have listed i would encourage you to get help today. Dr. Mark Constantine Mental Health Therapist

Agriculture is not a purely rustic industry - Ramsammy The Ministry of Agriculture yesterday launched its “Eat what we produce” campaign which Minister of Agriculture Dr. Leslie Ramsammy said is not only to enhance agricultural production but promote the use of Guyanese agricultural products. This initiative, the Minister noted, comes as Guyana gets ready to celebrate Agriculture Month while concluding activities for Agriculture Week. The Minister clarified that, while this week is Agriculture Week and October is Agriculture Month, “everyday in Guyana is Agriculture Day as our country’s development is very much based on agriculture”. Agriculture Month will be held under the theme, “Enhancing agriculture through family and the use of sustainable technologies.” Dr. Ramsammy told the media yesterday that the agriculture industry accounts for 20% of the country’s GDP. He then highlighted the expected achievements in the various agricultural industries, particularly the rice industry, which saw the highest export of rice in Guyana’s history, reaching 400,000 tons. The minister reaffirmed that exporting 500,000 tons is “within the grasp”. Looking to the future, Minister Ramsammy expressed his hope for the diversification of the Guyanese agricultural industry to include the large scale production of crops such as corn. He also tied in the importance of environmental safety with regards to agriculture by elaborating on

a Biodigester – a mechanism that uses renewable waste to power facilities. This, according to the minister, will be introduced at the Mon Repos School of Agriculture campus to supply renewable energy. In promoting the theme for Agriculture Month, the Minister voiced that he hopes his Ministry would not only increase the productivity of farmers, but that families can start to contribute to the country’s agricultural output as well. During the press briefing, the Minister remarked that, through this campaign, Guyanese will no longer see the necessity of buying imported vegetables such as carrots, beets, cauliflower or broccoli, but that citizens can be inspired to grow more of their own crops. “Guyanese are moving in the direction of increased science and technology”. As a result, he said, the

Stakeholders, businessmen and budding entrepreneurs were most impressed with an entrepreneurship workshop held yesterday which avoided fancy jargon, theories and strategies, and got down to the irritants of the business world as well as sought to provide practical and innovative tips on how to overcome them. It was so inspiring that some entrepreneurs renamed it the “tips-for-success” workshop. The seminar was held by the Georgetown Chamber of Commerce and Industry (GCCI) at Duke Lodge, Kingston. There were several presenters slated for this

event including Dr. Rosh Khan, Director of Social Rank Media, Mr. Nigel Samaroo, Manager of Scotiabank, Ms. Cathy Hughes, Director of Videomega Productions and Mr. Jewsuan Edmondson, Marketing Specialist attached to Republic Bank Guyana Limited. In his opening remarks, President of the GCCI, Lance Hinds, reminded the attendees of the harsh realities of being an entrepreneur. He said that it is not always an easy road and if one is accustomed to a regular salary when the month nears its end, then one needs to come into the entrepreneurial world with a seriously altered perspective. “It takes belly,” Hinds

conception that agriculture is a purely rustic industry must change. Dr. Ramsammy pointed out that the average age of a farmer in the Caribbean is 60 and that “young people are not as engaged in agriculture as people in the past”. One way in which the government is updating the appeal of the sector, according to Minister Ramsammy, is by demonstrating to the youth that “agriculture is a business and that it can be as profitable as any business.” With added emphasis on promoting educational programmes that focus on areas such as hydroponics and agroponics, the Minister believes that agriculture can become “sexier” to the youth population. In addition, the Minister made it clear that this year’s Agriculture Month has scheduled a plethora of activities which both promote and develop their initiatives for the agriculture sector. This includes participating in Guyexpo 2014. Also part of the forum was the proposed introduction of an animal care initiative which will see the establishment of free Veterinary Clinics throughout the country. This initiative is intended, according to the Minister, to make “uncaredfor animals a thing of the past” in Guyanese society, showing that the country “cares for all living things”. A number of activities have been planned throughout the month of October in observance of Agriculture Month.

Tourism Minister Irfaan Ali (centre) with members of the Guyexpo Planning Committee Staying true to this y e a r ’s G u y e x p o t h e m e , “Developing Guyana through Innovation”, M i n i s t e r o f To u r i s m , Industry and Commerce Irfaan Ali, expressed confidence at a press briefing yesterday, that this year’s exhibition will be bigger and better than previous ones. As it stands, the National Exhibition Centre in Sophia has registered 353 exhibition booths with the Minister stating that the planning committee is aiming for 400. The Guyexpo 2014 Committee members present at the forum included; Derrick Cummings, the CoChairman; Lennox C a n t e r b u r y, the Entertainment Manager; Indranauth Haralsingh, Finance Manager; Carla Chandra, Protocol Manager; Johnny Berkley, Safety & Security Manager a n d Te m e c a S u k h d e o Singh, Event Coordinator. work is done the benefits, he assured, are endless. Dr. Rosh Khan shared with the audience his personal life stories and how he became inspired to become an entrepreneur of one of the leading social media sites, regionally, and which is also making its name known on the international scene. Dr. Khan shared with his audience ten practical yet eye-opening steps that can take one’s business from being lost in an abyss of failed approaches to ultimate success. Mr. Samaroo for his presentation highlighted to the ambitious entrepreneurs present that understanding the importance of a market, (Continued on page 32)

emphasized that this year’s exhibition aspires to be “different” with greater participation from the Private Sector in order to grow and develop the c o u n t r y ’s e c o n o m y. According to Chandra, the exhibition will also be showcasing international exhibitors, from 10 countries -Argentina, Barbados, Brazil, Bangladesh, Antigua, French Guiana, India, Pakistan, Suriname and Trinidad & Tobago. These international delegates, according to the Protocol M a n a g e r, will be participating under the categories of “business, manufacturing, ITT, Food Processing, Renewable energy, Fashion Design and Arts & Crafts.” From the point of view of the organizers, these participants mark a higher than ever international interest in the exhibition. As part of the forum, the planning committee also unveiled their plans to lessen the burden of commuting for citizens heading in the vicinity. One of their plans includes the assigning of free parking within the Guyexpo compound to vehicles with a carriage capacity of 15 persons, between the hours of 14:00hrs and 16:00hrs on Saturday and Sunday. Minister Ali also pointed out another problem that commuters mentioned in an exit survey from last year’s Guyexpo. Patrons who live outside Georgetown in communities such as Port Mourant, New Amsterdam, Tuschen and Parika, to name a few, said that they faced difficulty in returning home whenever they had concluded their visit to the exhibition. To r e m e d y t h i s problem, Ali said that the committee “has made special arrangements with bus operators to have special transportation

available to bring persons from those areas to Guyexpo and return them at 11:00 in the night at a fixed cost. This we hope will allow for more persons from these areas to be able to be part of the Guyexpo experience.” A d d i t i o n a l l y, the exhibition committee has also put in place an official Guyexpo taxi service to remedy the issue of transportation for patrons. As the largest trade fair in Guyana, organizers also made certain that precautions to ensure safety are a top priority. According to Berkley, “the facility is designed to accommodate 1500 parked vehicles and [that] every effort will be made to secure those vehicles”. The Safety & Security Manager also took the time to appeal to the public to cooperate and leave their firearms at the nearest police station before entering the National Exhibition Centre. For the opening ceremony, set for Thursday, October 3, the committee announced that there will be presentations from the Tourism Ministry, the Private S e c t o r, followed by national and international performances with the keynote address from President Donald Ramotar. Moreover, the following days of Guyexpo will have entertainment starting from 9:00pm and ending at 12:00am. According to the Entertainment Manager, each night will have a different platform of entertainment. He stated that Friday night will be focusing on “100 percent local Guyanese talent”; Saturday night is set to be the Arthur Guinness Night which is fully sponsored by Banks DIH, and Sunday will be sponsored by Ansa McAl, which will feature a culmination of all the past nights’ entertainment activities.

Dominica government defends new arrivals tax ROSEAU, Dominica CMC – The Dominica government has defended the introduction of a new tax on visitors and nationals entering the country, even as an opposition legislator claimed that the fiscal measure was introduced “clandestinely and secretly”. Opposition United Workers Party (UWP) legislator, Norris Prevost, said the Roosevelt Skerrit administration had introduced the new EC$27 (One EC dollar =US ).37 cents) entry tax and the five dollar security tax by invoking Section 74 of The Dominica Air and Sea Port authority Act 2006 to “secretly give effect to this measure. “The new tax measure was only brought to the attention of Parliament, when it was laid on the table, at the later Parliamentary sitting of 18th Sept 2014. The Order reveals that this New Secret Tax, is dated 3rd July, and became effective when it was Gazetted on 14th July, 2014,” Prevost said in a statement. He said the government’s approach to effect the new travel tax should be viewed as a “clandestine way of evading Parliamentary, media,

and industry scrutiny of a very far reaching tax measure, and brings into serious question the credibility and trustworthiness of the Roosevelt Skerrit government”. He said the new fiscal measure contradicts Prime Minister Skerrit’s claim of “no new taxes” in his 2014-2015 budget. But Ports Minister Rayburn Blackmoore said the new tax would assist in the maintenance of the ports on the island. “The notion that the

HAMILTON, Bermuda CMC – Bermuda has recorded its first case of chikungunya but the Department of Health says the virus has not spread locally. A spokeswoman said the patient diagnosed with the virus was previously a suspected case and received instruction on avoiding mosquito bites to prevent local spread of the illness. “Additionally, a referral was sent to (officers) to increase surveillance and put in place control measures in the area,” the spokeswoman said. To date, no local spread of the virus has been reported

in the Bermuda, though imported cases make local spread possible because the mosquitoes that can transmit the virus are found in Bermuda. “With frequent travel between Bermuda and affected areas in the Caribbean, the Department of Health continues to work with healthcare providers and other regional public health partners to monitor possible imported cases. “The Department of Health wishes to take this opportunity to remind the public that the chikungunya outbreak continues to affect the Caribbean and reiterates

decision by way of a regulation to introduce a passenger facility fee of US$10 upon a particularly category of persons entering the ports of Dominica is very deceptive or dishonest is very unfortunate,” he said, giving Dominicans the “assurance that decision, which incidentally is permissible by law…was taken outside the cycle of the budget of 2015”. He said the new tax was as a result of a recommendation made by the Dominica Air and seaport Authority to help it maintain the facilities “bearing in the mind the tremendous challenges and standards we have to meet at our various ports in so far as civil aviation and security measures are concerned”. But Blackmoore said that the decision to introduce the new fee had been deferred to allow other stakeholders to further discuss the matter. “ T h e m easure was supposed to have been effected as of July 2014, but because we have not yet finalised the agreements with the International Air Transport Association that fee in itself has not been collected.

the need to reduce mosquitoes locally. “Bermuda experienced a record-breaking 14 inches of rainfall in August 2014 which means there are likely to be containers of accumulated rainwater around people’s homes, providing breeding sites for mosquitoes, and which need to be checked and emptied out diligently on a weekly basis,” said Health officials. Since last December, the World Health Organisation has received reports of the virus in several Caribbean islands, with a total of 9,460 confirmed or probable cases.

Nigerian students quarantined in St Vincent, failed to prove Ebola status Jamaica Gleaner - At least two Nigerian students who arrived in St Vincent and the Grenideans this week without medical certificates to prove that they are not infected with the deadly Ebola virus, have been quarantined and will be repatriated. The Ministry of Health announced on September 1 that in order to prevent the entry of Ebola the country, persons travelling from

Guinea, Sierra Leone or Liberia or persons who have visited those countries during a 28-day period will not be allowed entry. The ministry further advised that persons travelling from Nigeria or any other West African country during a 28-day period must present upon entry at any port of entry a negative blood test result for Ebola in order to be allowed entry.

WE ARE ALL IN THIS THING TOGETHER I am an importer and I import a certain product, I have to deal with the Guyana Revenue Authority (GRA), because that is the agency that collects import taxes. As an importer, I have my obligations to pay my taxes. The GRA in turn has a duty to secure the confidentiality of the information that I am required to submit to them. At the minimum, I would expect for them to keep confidential the prices at which I procure the product I am importing. I would equally expect them to keep secret, the names of my suppliers and the terms and conditions under which they have supplied me with the product. If this information gets into the hands of my competitors, it can be used to undercut my business, since those who are not authorized to have this information would have access to my commercial information and can use this to put me out of business by underselling me. It is equally expected that when the time comes for me to pay my income taxes that details such as my turnover, the taxes that I have paid and my liabilities, would be kept in the strictest of confidence. If one of my competitors is given information as to the taxes that I have paid, they would from that information be able to make an assessment of my

competitiveness and what it will take to break me. For example, competitors knowing my taxes would be able to gauge my profits and from that be able to determine how long I can survive predatory pricing policies on their part. Thus they may be able to calculate that if they take losses for six months by dropping their prices below cost, it will hurt them but it would also bankrupt my business. This is why it is important that even the amount of taxes that I pay be kept a secret, unless this is required, as in the case of corporations to be publicly declared. If my competitors know my turnover and the taxes that I pay they would also be able to determine my market share and thus be in a more

advantageous position to adopt measures to put me out of the market. It is therefore unforgiveable for any tax agency to allow the turnover of a business to be made known to competitors. It is also necessary for the tax authorities to keep under the strictest of secrecy the liabilities of a firm. This has so many implications that if this information along with the other mentioned above finds its way into the wrong hands it can lead to ruin. This is why I am saying that any unauthorized passing of information on the taxes paid, the turnover, and the liabilities of any entity, should be seen as a serious issue in this country, and one that should be condemned not just by the businesses

concerned, but by the private sector as a whole. The unauthorized release of this information has severe implications for business in Guyana. It can lead to ruin of businesses to predatory takeovers, especially in the media, which at the moment is saturated in Guyana. There are four daily newspapers in Guyana. We have a small economy and a small population. We also have online media sources that are providing instant news. The sector is highly competitive. It is not likely that four newspapers can co-exist for long in such a small economy. Eventually, diseconomies of scale will force one or more out of the business. Any such decision should be left to market forces. It

should not be hastened by the release of information which has the potential to be used to destroy the media houses in Guyana. The same principle applies to businesses in Guyana. If your turnover, taxes paid and liabilities find its way into the wrong hands, it could mean the end for you. We know in Guyana that there is a clique that is out to dominate the economy of Guyana. They have already made major inroads into certain sectors, and they will eventually come around to your nook. This is why commercial information which is submitted to the tax authorities must be kept sacred, and it behooves the government to ensure that if there are reports of any such

information finding its way into the wrong hands, then there should be an investigation launched and condign action taken against those found responsible and those who were part of any conspiracy to obtain the information. Those found guilty of professional misconduct and aiding and abetting in the unauthorized release of privileged information should be fired. There should be zero tolerance for this type of offence; too much is at stake for businesses.

== THE FREDDIE KISSOON COLUMN ==

SKELETONS IN THE ATTIC Lots of things in life are unfortunate, but when these unfortunate things happen in a poor, underdeveloped, thinly populated country like Guyana, then the misfortune becomes a disaster of immense proportion. This was my simple, little point to the singer Dave Martins who was annoyed with Guyanese for carping about corruption, street begging and ethnic divisions when, according to Martins, he sees these negative images in the US and Canada too. There are some real asinine but powerful politicians in the US that are an embarrassment to the human race. But for every one crazy Republican senator, you have dozens of level-headed Republican statesmen. In Guyana, when you have a comically dangerous politician and he is powerful, the damage can be too frightening to contemplate. It started with Jagdeo. If there was a Jagdeo in the White House or in the Prime Ministerial Office in Canada, it is doubtful he could have devastated the fabric of

American and Canadian society the way he eviscerated Guyana. The US has recovered from George Bush. Will Guyana ever recover from the damage of Mr. Jagdeo? I believe it will take an extremely long time. The very foundation of Guyana has been titled by the morally and politically decadent reign of Jagdeo. So much of the fabric of Guyana has been torn by Jagdeo that the resuscitation of ethics and human decency in this country will take a long time. Jagdeo is no longer President, but the infection is still there. Comical but powerful men still run Guyana, and they are allowed to continue with their unspeakable venalities that would never be tolerated even for fifteen minutes much less fifteen years in the US and Canada, something that Dave Martins missed completely. Enter Clement Rohee. Here is another misfortune to have been bestowed on this poor, shambolic nation. Mr. Rohee holds a weekly press conference and each time he opens his mouth, this misfortune is on display. The

opposition is overjoyed with Rohee. It is glad he is there, because for them he will help them to win the next general election. The opposition knows that his style and politics will alienate the electorate. It knows that people laugh at him; it knows that Rohee cannot compose a single line that will impress our young population. But there is a big but. The opposition may want Rohee to continue his weekly mamaguy and you can’t blame them. But this foolish fellow is a member of a small cabal that runs the presidency of Guyana. In other words, he is as powerful as the president. You may laugh at Rohee the way Guyanese the world over derided Jagdeo, but for each mockery we heaped on Jagdeo, he got more vindictive. Each time Jagdeo was derided, his reactive anger dented the fulcrums on which Guyana stands. The point is that Mr. Jagdeo had power and he damaged Guyana. Rohee is going to do the same as the curtain draws on the long night of the PPP’s tyranny. Journalists, commentators, analysts, opposition politicians and the lay person laughed when Rohee announced that the PPP is going into the attic and throwing out of the window onto the streets the skeletons Moses Nagamootoo is supposed to have in his closet. What we didn’t do is to interpret what Rohee meant by skeletons. Rohee may be a court jester, but he is no

congenital fool. He knows he couldn’t use the word, “mud” and include the entire opposition. Those words may have exposed him. He wanted us to read between the lines that when he named Nagamootoo, he means the opposition. And he wanted us to know that when he says he, Rohee, he means the PPP. Skeletons then mean mud. Nagamootoo means the opposition. Rohee is the name for the PPP leadership. We are in for a morally debilitating election season, where the PPP will use every conceivable profane and

fecal device to smear the opposition. These will not be skeletons coming out of the attic. This will be filth thrown from the sewers. It is one game in town, the other being the race card. Between now and the time when the election is called, the mud will be foul-smelling. The hope is to present the opposition as people that are so vain, hypocritical and improper that they should not be elected. It will not work, of course, because the PPP is so unpopular that even if opposition figures have

Frederick Kissoon gravely sinned, the society will not believe they have. But the sad thing about all of this is that a beaten, psychically destroyed society will have to endure more devastation, more damage from the Jagdeoite culture.

Plot to destroy Kaieteur News…

Who authorised release of tax information to ‘BJ’? - asks Ramjattan

Commissioner General of the Guyana Revenue Authority (GRA), Khurshid Sattaur, has corroborated reports in other sections of the media that the entity he heads, intends to file criminal charges against Kaieteur News Publisher, Glenn Lall, his wife, Bhena, family friends, Narootandeo Brijnanan and his wife, Gharbassi along with their son, Navin. The proposed charges stem from the importation of two Lexus vehicles by the Brijnanans, and used occasionally by Lall and his wife Bhena as part of their security detail. Sattaur during a telephone interview with this publication, yesterday, said that the matter is currently engaging the attention of his attorney, whose name he refused to divulge. He has already sued for libel using R. Satram, C.V. Satram and Mahendra Satram. He has accused Lall of waging a vendetta against him and as such would be taking the matter to the courts. Attorney General, Anil Nandlall, when contacted yesterday said that it was the

GRA that enforces the Customs Act, which he believes is the relevant legislation under which any charges would be filed. Attorney-at-Law, Khemraj Ramjattan, however is not so confident about Sattaur filing any charges against Lall. According to Ramjattan who has already called for Sattaur’s resignation - the Commissioner General may be hesitant to follow through with any such charges. Ramjattan, who has represented Kaieteur News, said that he did not want to make too many pronouncements at this stage, since no charges have been filed, and as such he is unaware of the specific allegations being made against Lall and others. He said that what he does know is that should the Commissioner General actually file charges, then he, Sattaur, will be made to testify. According to Ramjattan, Sattaur will then be forced to tell the court who authorized the release of the tax information on several privately-owned media houses and who authorized that he share it with ‘BJ.’

He was of course making reference to the former President, Bharrat Jagdeo, and emails purportedly sent by Sattaur to the former President and sitting Attorney General, Anil Nandlall. According to at least one of Sattaur’s emails published by Kaieteur News, Sattaur informed Nandlall that he had provided the former President with “information which I would expect he treats with the utmost confidentiality.” This publication on Sunday last, published a redacted email sent from

Sattaur to Jagdeo, where he, Sattaur, divulged tax information of several privately-owned media houses. According to the email, Sattaur informs Nandlall that “since we are in this thing together, I see no harm in sharing this with you. However, further to the assurances you have given me that the Government will be pursuing the newspaper for libel and other offences of a criminal nature, I will await the determination of such action before I provide you with the details on Kaieteur News. Of course I am deeply

indebted to the Government for the confidence it places in me to continue to execute my duties as CG.” Sattaur had sought to defend his actions by saying that while the Income Tax laws make provision for certain tax information to be treated as confidential, there are several exceptions to this general rule. Specifically, under S4 of the Income Tax Act, a disclosure to the state is not prohibited, a disclosure for the purposes of the administration of the Act is allowed and a disclosure to any person with the

authorization of the president is permitted under the law. These exceptions are further extended by the Revenue Authority Act, Act No. 13 of 1996. Under S23 of this Act disclosure is further allowed in four instances. Checks with Office of the President revealed that there was no such request by Head of State, Donald Ramotar. In relation to the proposed charges promised by Sattaur, he had told this publication that he is building a case against the Kaieteur News and its publisher Glenn Lall. Sattaur said that he is in possession of a recorded conversation between himself and Lall. The contents of the conversation will not be published or shared but rather will be tendered as evidence in the court, he said.

Father, son to face third trial Police check after hung jury ‘missing persons’ files Headless body…

in bid to ID victim Police are yet to make any headway with their investigations concerning the discovery of a headless decomposing body which was found on Monday by workers attached to the Ministry of Public Works. The body was discovered shortly after 16:00hrs as the workers were clearing a cemetery at Cummings Lodge, East Coast Demerara. Police sources yesterday told Kaieteur News that a post mortem examination is expected to be done today at the Georgetown Hospital. The sources explained that no one has come forward with any information which could lead to the person’s identity. Kaieteur News was further told that the police were presently going through several missing persons’ files and contacting relatives. “We are going through the missing persons files and we are calling people to see if their relatives returned home” the source explained.

The source further asserted that from the preliminary investigations they could state that the person suffered a “gruesome” death. It was determined that the badly decomposed body, which was hidden in a clump of bushes, was that of a man. A few yards away a human skull and a pair of bloodstained shoelaces were found in a black plastic bag. There was also some amount of “heavy duty” tape wrapped around the bag. Several other bones which appeared to be human where scattered around the scene by dogs which had begun to devour the remains. Police sources have said that a plastic handcuff along with a car mat was found in the bushes close to the body. Detectives who were summoned to the scene took a statement from at least one worker attached to the Ministry. Kaieteur News was told that the police had tried to get the Government pathologist to scene to do a post mortem but were unsuccessful in their attempts. The remains were removed by Lyken Funeral Home.

Roy Pestano Sr. and his son, Raymond Pestano A father and son combination on trial for a murder committed in 2002 will have to face a judge and jury for a third time. This was after a mixed jury failed to arrive at a unanimous verdict on the offence of murder. Roy Pestano, 61, and his son Raymond Pestano, 37, of Number 41 Village, West Coast Berbice, who are accused of murdering fellow villager Davanand Ramlagan, 25, on October 19, 2002, were on trial before Justice Navindra Singh and a mixed jury in the Berbice High Court. The killing is alleged to have been committed at the Breezy Point shop, Number 41 Village, West Coast Berbice. At the start of the day both defence attorney Peter Hugh and State Prosecutor Renita Singh had addressed the jury. In his address, Hugh urged the jury not to believe the prosecution’s story as he drew reference to some inconsistencies. He also alluded to the fact that the prosecution’s star witness

was not there and he could not be cross examined. State Prosecutor Renita Singh in a passionate address to the jury, recounted the prosecution’s case which she said was “as clear as day”. She focused on the evidence presented and asked the jury not to have sympathy for anyone. The Prosecutor implored the jury to look at the case in its totality and said the accused were equally guilty. “It was the father who encouraged his sons to kill, shoot up and juck up. It was the father who held the victim’s hands behind his back and then asked his sons if ‘you all give he enough.’ The sons used a knife to inflict the wounds,” the Prosecutor said. The Judge took over an hour to sum up the evidence to the jury. He referred to the law and gave directions on how the evidence should be examined. The jury, after being addressed by the defence,

prosecution and the judge, took close to three hours before returning with their verdict. The forewoman, when asked, stated that they were unable to arrive at a unanimous verdict of murder against Raymond Pestano, the verdict being 6-6. She also stated that they were unable to arrive at a unanimous verdict with respect to Roy Pestano Sr, the verdict also being 6-6. On both occasions he asked the forewoman if any further directions would help and the forewoman responded in the negative. Justice Singh then told the two defendants that they will have to be remanded to prison and face a judge and jury again at the next sitting of the Berbice Criminal Court. Roy Pestano blurted out in court, ‘I hope it gon be early this time’. Justice Singh told him he would have to get in touch with the DPP. After the incident Roy Pestano and his sons Raymond and Roy Pestano Jr. were arrested and charged with the capital offence. They were tried earlier by Magistrate Kumar Doorsammy at the Weldaad Magistrate’s Court and the matter was discharged. However, the men were ordered rearrested, and a new Preliminary Inquiry was held under Magistrate Roby Benn, but by then Roy Pestano Jr. had fled the jurisdiction. They were committed to stand trial

in December 2011. They were first tried in the High Court in September 2013 and the jury had failed to reach a decision. During the trial a number of witnesses testified. Main prosecution witness Kenrick Ramlagan, brother of the deceased, was not located. However, his testimony was tendered into evidence after a voir dire was conducted. In his testimony, Kenrick Ramlagan had stated that after he was assaulted by the accused, he ran away. He then saw the car following him. He met his brother who was on the road and saw when the men ran the car on him. He escaped into his uncle’s yard and saw when the men attacked his brother. The father, he said, held his brother’s hand behind his back while the two sons stabbed him, returned to their car and drove away. The injured man who sustained an injury to his throat, was picked up and rushed to the Fort Wellington Hospital, where he was pronounced dead on arrival. Also testifying were Goel Richard Ross, a cousin of the deceased. Floyd Ross who testified as having identified the body at the post mortem examination, while Police Detective Corporals, Duke Jacques and Dharmendra Indarpaul, also took the witness stand. The post mortem examination was conducted by Government Pathologist, Dr. Nehaul Singh. It was concluded that there were four wounds on the body, t wo stabs and two slashes, while the throat was almost severed. Both defendants also gave unsworn statements from the dock, denying that they were at the Breezy Point shop on the day in question. They also denied having anything to do with the incident and stated that they didn’t know what the witnesses were taking about.

Granny to do community Man jailed for 55 ½ years for wood cutter’s murder service for ganja possession Thirty-five year-old murder accused Naresh Ramjohn called ‘Naresh Mahase’ and ‘Saddam’ was yesterday sentenced to 55 ½ years in jail by Justice Navindra Singh; when he reappeared before him in the Berbice High Court for sentencing. This was following the submission of a probation report. Ramjohn, of Stanleytown and Angoy’s Avenue, New Amsterdam, Berbice, was on trial before Justice Singh and a mixed jury for the July 2008 murder of 28-year-old Anthony Samaroo called ‘Scare Them’ of Levi Dam, Angoy’s Avenue. Ramjohn was earlier found guilty of the capital offence. However, a probation report was requested by defence attorney Mursalene Bacchus. The jury had returned with a unanimous verdict of guilty of murder. In presenting the report, Senior Probation Officer Claudia Munroe stated that the accused was the second of six children. He hadn’t much education having dropped out of school in third form. It was stated that the man lived between New Amsterdam and Kwakwani, Berbice River. He later became a wood cutter in the same Berbice River area. The court heard that both Ramjohn and Samaroo were once involved in illegal activities and had been associates. They eventually had a disagreement which led to the altercation. The accused mentioned that he and his siblings were regularly robbed by Samaroo and members of the ‘Scare Them’ gang. The judge expressed some amount of disappointment in the report. At the completion of the report, defence attorney Bacchus in a plea of mitigation, asked the court to temper justice with mercy. He

Naresh Ramjohn called ‘Naresh Mahase’ or ‘Saddam’ stated that his client is 40 years and was never convicted before. State prosecutor Attorney at law Renita Singh did not make a submission before sentencing. Justice Singh, before passing sentence, asked the accused if he had anything to say. Ramjohn in his plea asked the Judge to be lenient with him, maintaining that he was innocent of the crime. The judge before handing down the sentence told the accused that he was disappointed that he showed no remorse. He told the accused that the Jury had spoken. He mentioned that he had wished more facts could have emerged from the case. “While there might be aggrieving factors and the victim might have contributed in the incident, the crime was a brutal one.” Justice Singh stated that he would start at 60 years and would minus the four and a half years that the accused had already spent in jail, thus leaving him with fifty-five and a half years. Both the defence, which was led by attorney at law Bacchus in association with Perry Gossai and the prosecution which was conducted by attorney at law Renita Singh, had made their

submissions before Justice Singh and the mixed jury. The defence had concentrated their submission on the inconsistencies of the prosecution’s star witnesses and questioned the credibility of their stories. Prosecutor Renita Singh had reminded the jury that two of the dead man’s brothers gave evidence that they witnessed the death of their sibling. She said that from the evidence of the brothers they and the accused were known to each other, they lived in close proximity, and would see each other constantly. She summed up that it was the deceased man’s brother Ryan who stated that he was in the lock-ups together with the accused in 2010 when he (Ramjohn) told police that he was the person who killed his brother two years ago. The Prosecution had called some eight witnesses. Pathologist Dr. Vivikananda Brijmohan who performed the post mortem examination on Anthony Samaroo at the New Amsterdam hospital had revealed that he died from shock and haemorrhage due to multiple stab wounds. Also called during the trial were the dead man’s mother Meena Persaud, his father Tony Samaroo, Detective Corporal Lawrence Thomas, Detective Lance Corporal Denesh Baichu and Corporal Brandt. In her opening address, Prosecutor Singh had detailed that on the day in question Ryan Samaroo was walking on Levi Dam, when he was confronted by Ramjohn. Samaroo did not respond but continued walking and noticed his brother Tejpaul. After speaking for a few minutes they looked up the street and saw Ramjohn and his two (Continued on page 17)

GPL expects full power by Sunday The state-owned power company says the blackout situation that has been hitting the coastland hard over the past week is getting better, with full power expected to return to suffering consumers of Berbice and Demerara by Sunday. Regarding the operations at the Skeldon factory where the cogeneration plant was down since last weekend following industrial action by sugar workers, the Guyana Power and Light Inc. (GPL) disclosed that the cogeneration facility has been gradually restored and

increasing levels of generating capacity made available to the grid. “It is expected that the maximum available capacity from Skeldon will be available prior to the evening peak demand,” GPL said. The power company said that consumers should also plan using the load shedding guide that it released on Wednesday which will remain until today. Regarding the down engine at Kingston, a key replacement component for the turbo-charger of the No. 3 diesel generator at Kingston 2 power plant was expected to arrive last

evening. Arrangements for its immediate installation were in place, with the engine expected up by midnight. According to GPL, the level of scheduled power outages was expected to decrease with the repairs to the generator last evening. Another engine, the No. 1 Diesel Generator at the Kingston 1 Plant, which is undergoing planned major overhaul remains on schedule to return to service on Sunday, GPL said. There has been anger over the blackouts and the explanations given by GPL.

A 63-year-old grandmother of ten will be spending several of her weekends doing community service after she admitted yesterday to having marijuana in her home. Barbara Pindar of Cross and Leopold Streets, Georgetown, appeared before Magistrate Judy Latchman at the Georgetown Magistrates’ Court where she pleaded guilty to a possession of narcotics charge. According to Police Prosecutor, Kerry Bostwick, on Wednesday (September

24) around 11:30 hours, acting on a tip-off, a party of police ranks went to her house where they conducted a search in her presence. He said during the search, the ranks found the marijuana in a bottle on a table. Pindar was then arrested and taken to the Criminal Investigations Division (CID) where the illicit substance was weighed and amounted to 4 grammes. Pindar’s lawyer, Clive Forde, said that his client is a mother of four and grandmother of ten. Forde told the court that this was

Pindar’s first offence and she was very sorry for what happened. Pindar was fined $3000 and ordered to complete 52 hours of community service. She is expected to complete two hours every Saturday, except on holidays. The grandmother was instructed to report to the Brickdam Police Station on Saturday at 09:00 hours.

Opposition appears divided on no-confidence motion By Abena Rockcliffe General Secretary of the People’s Progressive Party (PPP), Clement Rohee, is of the opinion that the Parliamentary Opposition— A Partnership for National Unity (APNU) and Alliance For Change (AFC)—is divided on matters relating to the impending Noconfidence Motion. As such, the politician is optimistic that the actions of the opposition have put the incumbent Party in a better position to contest elections, be it General or Local Government. Rohee told this to the media at the PPP’s most recent press conference held at Freedom House on Tuesday last. In response to questions on the Party’s plan for the way forward with regards to the No-Confidence Motion brought against the PPP administration, Rohee expressed “That’s a question that should be directed to the Opposition which seems to be divided on the matter”. He went further to say that there seems to be “very deep division” in the Opposition, but “unfortunately” he does not see such stories being

- Rohee

PPP General Secretary, Clement Rohee covered by popular media houses across Guyana. Rohee went on to insinuate that some media houses are protecting the opposition “but what I would like to say is this; it appears as though the opposition is divided, as one seems to be going to the East and one to the West.” With that, Rohee cited the popular song by the late Bob Marley—War—and said that he is waiting anxiously to “to see how they (the Opposition) will end up.” “Ramjattan claims that 90 million pieces of silver was shared out among three MPs (Members of Parliament) and then when pushed against

the wall to say if it is AFC MPs, Ramjattan said it was APNU MPs, but he didn’t name them. Now I would have thought that since he and Mr. Granger are such close buddies he would have called Mr. Granger or walked across to Hadfield Street and told Mr. Granger, look I have this information on three of your MPs.” Tickled by the issue to the extent that he laughed almost uncontrollably, Rohee said that the Opposition saga on the No-Confidence motion is as entertaining as ever and can be compared to the “afternoon soaps, the Young and the Restless and the Bold and Brave (the original soap is The Bold and the Beautiful). It is interesting to see what is unfolding here; I would have gone and shown Mr. Granger who were the three persons. But here it goes again. Rather than these gentlemen talk or write letters, they all communicating through public disclosures; through the media. Rohee told media operatives that he often wonders how close the

opposition parties are and if they are indeed working for the same cause, because it seems to him as if the AFC and APNU are “on a collision course.” He said that “that puts the PPP in a very advantageous position; we just sit back and watch these two sort their business out, then we will walk away with the prize.” The Combined Opposition, which gained a one-seat majority over the PPP government that has been in power for the past 22 years, has expressed repeated disappointment in the administration, whom they claim has been involved in financial impropriety and failed to adhere to decisions of the House of Parliament among other things. The AFC had indicated its move to the no-confidence motion against the PPP government, since all of the changes that it bargained for in the development of the country have not been given an ear by the administration. The Finance Minister’s “violation of the law” by spending $4.5B of monies not approved by the National Assembly in the 2014 budget, among other issues, also fuelled the No-Confidence

APNU leader, David Granger

AFC leader, Khemraj Ramjattan

motion. The AFC, in early August, made good on its promise to file the no-Confidence Motion. This Motion is set to be debated upon as soon as the National Assembly reconvenes in October and if approved, will force Head of State, President Donald Ramotar to call fresh General Elections within three months (90 days). But even though APNU agreed to support AFC on this No-Confidence bid, the coalition recently called on President Donald Ramotar to speedily set a date for the holding of Local Government Elections.

The AFC had initially found it “strange” that APNU would make such a call at this time since General Elections would most likely be soon. But the Party recently said, “It is okay to want both Local government and General Elections.” APNU Leader David Granger, in response to AFC Leader, Khemraj Ramjattan’s’ allegation of bribery said that no member of APNU was not and will not be a part of any action t h a t c a n jeopardize the NoConfidence Motion. “There would be no front door, backdoor, side door or bath window talk about this issue,” Granger stressed.

Work has begun with 12 Neighbourhood Democratic Councils (NDCs) on a pilot programme to operate a computerised tax payment system. The purpose of the programme is to make it easier for persons to pay their taxes, with four NDCs being able to begin the process by 2015. Nancy Seebert of Halifax, Nova Scotia, who is one of 18 certified trainers in Quickbooks in Canada, is conducting the training of NDC personnel in the use of QuickBooks, a Government release said yesterday. QuickBooks is an

accounting software package that can be modified to support the unique needs of each organisation. Seebert explained that the computerisation of the system would enable taxpayers to easily see all their information, including their current and past arrears. During an interview with the Government Information Agency, Seebert pointed out that it would make the taxpaying process much simpler. “It also helps to have a list of exactly what everyone pays

in the course of a year, or would owe at the beginning of the year of their taxes; so that the NDCs as a whole can benefit from anything that has to be done in the NDCs,” she pointed out. The trainer observed too that currently there may be things that the NDCs can’t do because of a low tax collection rate. She explained that the idea is that it could benefit the whole community, without being just about creating reports. Seebert explained that her first training session was a learning one while the second

was focused on teaching the use of Quickbooks, which is the system being used for the computerised tax collection process. The third session was aimed at helping trainees accomplish the homework she had given. For those who had done their homework, she noted they will be moved to a higher level to learn how exactly to present a report. The system and training was organised by the administration with the NDCs focusing on rolling out their plans. Seebert stated that the larger the NDC, the more work will be needed.

Ramjattan's offer to help retrieve US$$M... From page 22 big companies that have done damage financially, and these bodies will in turn do the necessaries. “So if it (Surendra) has taken away $4.5B from the Guyanese, we can help, and we can utilize these processes to ensure we get back from Surendra,” said Ramjattan. Further, the politician noted that neither he nor his Party have faith that the government will move to the Courts to get back its money from Surendra. “It is just a sham and a façade and they have worked it out how they will get their

commissions. I understand the commissions have already been paid to senior government officials, and so now that the money has been blocked they have yanked themselves from each other in that symbiotic relationship they had before.” But Rohee in response to this said, “He (Ramjattan) is setting himself up as a broker between the Indian Government and the Government of Guyana. The Government of Guyana has bilateral agreements with the Government of India and the government of Guyana through the Ministry of Foreign Affairs has ex-

tremely good relations with the Indian High Commission in Guyana.” With that being said, Rohee asserted that for Ramjattan to “insert” himself as a broker between the Indian Government and the Government of Guyana “….on a matter that is of a bilateral nature, I think it is being rather intrusive and presumptuous on his part and he is bigging himself up too much out of proportion. I think he should stay where he is; keep to his legal profession.” Rohee told the media that the matter is “a little more complicated than it looks on

the surface.” Recently the government scrapped Surendra's contract on a call of fraud, saying that the company submitted forged documents. Before this, the Opposition was all against Surendra getting the contract. Ramjattan had told the media that while Fedders Lloyd had constructed some 40 specialty hospitals across the world, Surendra Engineering, a spare parts fabricator for the sugar mills of India, had never constructed any. The National Assembly denied financing for the Specialty Hospital because of these very reasons.

Entrepreneurs impressed by... From page 07 the competition and the usefulness of the product to be introduced to the market, can put one in a better position to determine their failure or success. He hinted that some persons may want the profits and benefits that come with being an entrepreneur, but hard work is often one of the factors that reveal to them that they may not be cut out for entrepreneurship. He then asked those at the seminar to answer a few basic questions to understand whether or not they are on the right track to being a true

business person. Some of these questions included; Are you willing to take risks? Are you willing to work long hours? Have you done market research? Have you determined your start-up costs? At the end of the questions, only about 20 percent of the audience answered in the affirmative. Samaroo stressed on the importance of a businessman or woman having the right approach and a genuine interest for the industry, as they might very well end up with a half-done project. He then offered several

tips that can be used to get one’s business off the ground. The Manager pointed one of those tips to be a sound business plan, for this, he said, shows a sense of preparedness to some bankers who are often willing to lend money once everything is in place. He mentioned too, that for help with knowing how to get a most impressive business plan, tips are also available online at www.scotiabank.com/SmallBusinessý. At the conclusion of the seminar, most of the entrepreneurs said that they felt as though they actually learned many practical ways to improve their business.

One businessman said, “Ever so often we have a lot of workshops that don’t get down to the truth. There are difficulties that we as businessmen face and sometimes we need new ways to fix them, but we don’t have the right tools. I am really happy about this workshop because for the first time I felt like I really learned a lot. It was real people sharing real tips with us and that is what we need. I would encourage the Chamber to continue in this same way. They have no idea how useful this exercise has been.” Other entrepreneurs expressed great satisfaction with the workshop and deemed it to be a major success.

U.S. Attorney General, close Iraqi PM says Islamic State plans Obama ally, to step down subway attacks in U.S. and Paris

Attorney General Eric Holder wipes tears as President Barack Obama announces Holder’s resignation in the White House State Dining Room, (Reuters) - U.S. Attorney General Eric Holder, an unapologetic liberal voice and one of President Barack Obama’s closest allies, will announce on Thursday he is stepping down after a term marked by advances in civil rights and frequent battles with Republicans in Congress. Holder, the nation’s first black chief prosecutor, will remain in office until a successor is nominated and confirmed, the Justice Department said. Obama is scheduled to join him for the announcement at the White House at 4:30 p.m. ET (2030 GMT). Holder’s departure after nearly six years sets up a potentially tense confirmation battle with Republicans in a lame-duck U.S. Senate session scheduled after the Nov. 4 midterm elections, when Republicans hope to capture a Senate majority that would take office in January. A White House official said Obama has not made a decision on a replacement and will not name a successor on Thursday. Names floated for the job include Manhattan U.S. Attorney Preet Bharara, Solicitor General Don Verrilli, former Associate Attorney General Tom Perrelli, California Attorney General Kamala Harris, Brooklyn U.S. Attorney Loretta Lynch and Massachusetts Governor Deval Patrick. Holder is close to Obama and has forcefully embodied many of the president’s most liberal positions, including support for more gun control, criticism of America’s prison system and a desire to try terrorism suspects in civilian instead of military courts. Despite a drumbeat of Republican criticism since he

became attorney general in 2009, Holder stayed on to be among the longest-serving attorneys general ever. He is one of three original members of Obama’s Cabinet who remain, along with Education Secretary Arne Duncan and Agriculture Secretary Tom Vilsack. Republicans responded to Holder’s decision with harsh assessments of his tenure, and they hinted at the difficulties Obama will face in getting a successor confirmed. “I hope the president will nominate someone who will uphold the basic standards of honesty, transparency and accountability that have been so glaringly absent in this Justice Department,” said John Cornyn, the No. 2 Senate Republican. Holder made civil rights a cornerstone of his tenure, bringing a series of cases against local police for using excessive force, suing the state of Arizona over a law aimed at Hispanic immigrants and successfully blocking many state voter ID laws before the 2012 election, likening them to Jim Crowstyle poll taxes. He visited Ferguson, Missouri, last month, promising a Justice Department investigation after the shooting death of a black teenager by a white policeman led to violent clashes with police. While Holder has no immediate plans once he steps down, the Justice Department official said, he has told friends that he wants to find a way to help restore trust between law enforcement and minority communities. Holder built a name more on the people he did not prosecute than on those he did, which is unusual for an attorney general.

The Justice Department did not criminally charge any major Wall Street firm or executive for fraud in connection with the 20072009 financial crisis. Holder also steered clear of criminal charges against CIA agents involved in water boarding, an Arizona sheriff investigated for civil rights violations and disgraced cyclist Lance Armstrong, who admitted using performance enhancing drugs. Among his final projects was a scaling back of the prosecution of nonviolent drug offenders, so that some would no longer face long, mandatory prison sentences. Holder had previously signaled his plans to step down by the end of the year, and the Justice Department said he finalized his decision at a White House meeting earlier this month. Holder was a natural choice for attorney general after campaigning for Obama in 2008, when he took on the sensitive job of helping to vet Obama’s choices for a vice presidential nominee. His resume included Ivy League degrees, a job prosecuting corruption and a judgeship in Washington. Holder served in the Justice Department’s No. 2 job under Democratic President Bill Clinton. The Senate confirmed him on a 75-21 vote in 2009, reflecting some Republican uneasiness about Holder’s liberal views and about his role in Clinton’s pardon of fugitive financier Marc Rich in January 2001. Holder quickly reassured Republicans when he dropped the Justice Department’s corruption case against Ted Stevens, a former Republican senator from Alaska whom lawmakers had sympathy for.

(Reuters) - Iraq has received “credible” intelligence that Islamic State militants plan to attack subway systems in Paris and the United States, Iraq’s prime minister said on Thursday, but U.S. and French officials said they had no evidence to back up the claim. Prime Minister Haider alAbadi’s comments were met with surprise and cautious skepticism by security, intelligence and transit officials in both countries. Abadi said he had received the information Thursday morning from militants captured in Iraq and concluded it was credible after asking for further details. The attacks, he said, were plotted from inside Iraq by “networks” of the Islamic State, also known as ISIS or ISIL. “They plan to have attacks in the metros of Paris and the U.S.,” Abadi told a small group of U.S. reporters while in New York for the annual meeting of the U.N. General Assembly. “I asked for

more credible information. I asked for names. I asked for details, for cities, you know, dates. And from the details I have received, yes, it looks credible.” Abadi did not provide any further details. A senior Iraqi official, speaking on condition of anonymity, later said Iraqi intelligence had uncovered “serious threats” and had shared this information with its allies’ intelligence agencies. “A full assessment of the veracity of the intelligence and how far the plans have gone into implementation is ongoing,” the official said. Ben Rhodes, a deputy national security adviser to U.S. President Barack Obama, said the United States had “not confirmed any specific threat.” “What we’ve consistently said to the Iraqis is if they have information that is relevant to terrorist activity or terrorist plotting, that they can and should share that through our intelligence and law enforcement challenges,” Rhodes told reporters

traveling with Obama on Air Force One from New York. “We would certainly take seriously any information they are learning,” he said. French security services also said they had no information confirming Abadi’s statement, a French government official said, speaking on condition of anonymity. STRONGER TRANSIT SECURITY New York Governor Andrew Cuomo, New York City Mayor Bill de Blasio and other local officials suggested they were unfazed, updating their public schedules on Thursday to add trips on the city’s subway system to reassure millions of daily commuters. Even so, New York City Police Commissioner William Bratton said the department boosted police presence on subways and city streets after Abadi’s warning. Officials in Chicago and Washington D.C. said they knew of no threats to their transit systems.

Militant in Syria beheading Magnitude 6.2 quake hits Alaska near Anchorage, no videos identified – FBI immediate damage reported (Reuters) - A 6.2 magnitude earthquake struck Alaska on Thursday near Anchorage, but the U.S. Geological Survey said there was little likelihood of casualties or severe damage from shaking generated by the deeply rooted tremor. The agency said the q u a k e ’s e p i c e n t e r w a s located 81 miles (130 km) northwest of Anchorage, Alaska’s most populous city, and originated at a depth of 63.2 miles (101.7 km) below the surface, which would have lessened its impact. “It was the earth rolling. It looked like I had double vision going on. Little bit of a vertigo,” said Alaska State Troopers spokeswoman Megan Peters, adding there were no initial reports of injuries of damage. A magnitude 6.2 quake is considered strong and is generally capable of

causing severe damage, though such temblors are not unusual in seismically a c t i v e A l a s k a . St r o n g shaking was reported northwest of Anchorage, with mostly lighter rumbling elsewhere across a wide region. But the USGS ranked the quake as having a low likelihood of causing shaking-related fatalities or economic losses, and the National Weather Service said no tsunami was expected to be generated by the tremor. Anchorage police said there were no immediate reports of major damage or injuries, just building and car alarms going off. A spokeswoman for the Matanuska-Susitna borough said the minivan she had been parked in at the time suddenly began rocking. “It was a pretty long earthquake,” the spokeswoman, Patty

Sullivan, said from her office in Palmer, a few miles (km) from where the earthquake hit. “Co-workers in the administration building experienced rocking and a violent jerk, a couple of them fled the building,” Sullivan said. “A couple books and knickknacks fell off the shelves, for some.” Engineers were responding to reports of minor rock fall along a highway south of Anchorage, the Alaska Department of Transportation said. Photographs on social media websites showed offices with books, paper and chairs strewn about and products fallen from store shelves. The Alaska Dispatch News newspaper reported the temblor briefly interrupted a news conference being held by U.S. Senate candidate Dan Sullivan.

(Reuters) - A masked Islamic State militant seen wielding a knife in videos at the beheading of two Americans has been identified, FBI Director James Comey said on Thursday, but he declined to give the person’s name or nationality. The videos released in August and September of American journalists James Foley and Steven Sotloff showed a masked Islamic State militant brandishing a knife and speaking English with a British accent. A European government source familiar with the investigation said that the accent indicated that the man was from London and likely from a community of Asian immigrants. U.S. and European officials said the principal investigative work identifying the man was conducted by British government agencies. “I believe that we have identified,” Comey told a small group of reporters. “I’m not going to tell you who I

believe it is.” Actual beheadings were not shown on the Foley and Sotloff videos. The videos imply that the masked militant was the person who carried out the killings. But the videos did not show him actually drawing blood from the victims but faded to black after he finished his speeches and then cut to pictures of the beheaded bodies. Investigators said that because of the way the videos were edited, it is possible that someone other than the British-accented man carried out the murders. A third video purporting to depict the murder of David Haines, a British aid worker, surfaced later and Islamic State militants also have threatened to kill a second British aid worker, Alan Henning. John Cantlie, a British journalist held by the group, has appeared in two Islamic State videos criticizing U.S. airstrikes against the group and suggesting that the United States had become

engaged in “Gulf War III.” The British ambassador to the United States, Sir Peter Westmacott, told CNN shortly after Foley’s killing in August that Britain was working on identifying the suspect using voicerecognition technology. Westmacott said then that law enforcement was close to identifying the man. British authorities had sought to keep a lid on news coverage of their investigation, hoping that might make it easier for authorities to capture militants implicated in the beheadings. Prime Minister David Cameron is scheduled to address the British parliament on Friday about his country’s involvement in the fight against Islamic State. FBI Director Comey told reporters about a dozen Americans were known to be fighting with militants in Syria and some had already returned to the United States. Earlier, U.S. officials had said about 100 Americans had joined up.

French, U.S. planes strike Islamic tate; Britain to join coalition

(Reuters) - French fighter jets struck Islamic State targets in Iraq yesterday and the United States hit them in Syria, as a U.S.-led coalition to fight the militants gained momentum with an announcement that Britain would join. The French strikes were a p r o m p t a n s w er to the beheading of a French tourist in Algeria by militants, who said the killing was punishment for Paris’s decision last week to become the first European country to join the U.S.-led bombing campaign. In the United States, FBI director James Comey said Washington had identified

the masked Islamic State militant believed to have beheaded two American hostages in recent weeks, acts that helped galvanize Washington’s bombing campaign. Iraq’s Prime Minister Haidar al-Abadi, in New Yo r k t o a t t e n d a U . N . meeting, said yesterday he had credible intelligence that Islamic State networks in Iraq were plotting to attack U.S. and French metro trains. Senior U.S. officials said they had no evidence of the specific threa t c i t e d b y A b a d i , b u t N e w Yo r k ’s governor said he and his counterpart in New Jersey

were already beefing up transport security in light of possible Islamic State threats. France had said earlier yesterday it would boost security on transport and in public places after the killing of French tourist Herve Gourdel by Islamic State sympathizers in Algeria. Britain, the closest U.S. ally in the past decade’s wars, finally announced on Thursday that it too would join air strikes against Islamic State targets in Iraq, after weeks of weighing its options. Prime Minister David Cameron recalled parliament, which is expected to give its approval on Friday.

TERRORIST WATCH…

PM tells UN T&T will join the fight; Griffith: We are not isolated Trinidad Express Trinidad and Tobago must join the fight against the Islamic State in Iraq and Syria (ISIS) and other terrorist groups as this country was not isolated from the danger of terrorism, says National Security Minister Gary Griffith. Prime Minister Kamla Persad-Bissessar, who is in New York attending the United Nations (UN) 69th General Assembly, stated Wednesday this country has agreed to sponsor the UN Security Council resolution on foreign terrorist fighters. This resolution employs evidence-based traveller risk assessment designed to monitor and detect the movement of terrorists and their supporters without resorting to profiling contrary to laws against discrimination. Griffith explained Wednesday that Trinidad and Tobago will be working with its international allies to monitor suspected terrorists whose names are listed on a terrorist watch list and also join forces in the crackdown on the finances that fuel terrorist activities. High-level national security sources told the Express that red flags have already been raised with respect to Trinidadian recruitment and involvement in terrorism, in particular ISIS. Three persons have been beheaded by ISIS this year— two American journalists and a British aid worker. Footage of the beheadings was released by ISIS via videos, and in one a man with a distinct Trinidadi a n a c c e n t w a s heard. The United States moved earlier this week to launch air strikes at ISIS camps in Syria. Questioned Wednesday on whether there are

confirmed reports of Trinidadian involvement in terrorism and whether ISIS was successful in recruiting people from this country, Griffith responded, “I would not want to divulge information I have at hand from our intelligence agencies, but what I can say is that Trinidad and Tobago is not isolated...the fact (is) that terrorist activity can very well penetrate our country if we do not prepare.” “The same way ISIS has been involved in manipulating and luring persons from other countries, it does not mean Trinidad and Tobago can be isolated from that as well. I cannot reveal what information we have but there is a clear and present danger out there and we have to do what is required to deal with that scourge of terrorist activities worldwide,” he added. Griffith said the old-time saying “God is a Trini” can only do so much to ensure we are not affected by terrorists. “We do need to face the reality that t h e r e i s a growing concern of global terrorism and Trinidad and Tobago is not isolated from this,” he said. He said it was important

that this country “keep with the times” to work with our allies and put mechanisms in place to provide deterrents to prevent terrorist activities. The minister said law enforcement and intelligence agencies will work in ensuring all systems go into place to monitor the movements of suspected terrorists, track who they are interacting with and follow the financial trail. Griffith said it was unfortunate that Government’s actions in terms of providing the necessary tools for law enforcement—such as armoured carriers—were being met with criticisms. He said international experts have laughed at him after reading the comments about these carriers being referred to as “toys’’ when this was the way other countries were going in terms of preparing for any events related to terrorist activities. Griffith said there was a lack of knowledge and understanding about the international requirements for security as well as the threat facing the world. “I intend to do what is right... it is better to be prepared now than to be prepared later.

Cardi director: Caribbean importing too much food Trinidad Guardian -The Caribbean has achieved ten per cent food security and self-sufficiency, according to Arlington Chesney, executive director of the Caribbean Agricultural Research and Development Institute (Cardi). The target for the region is 25 per cent, he told the T&T Guardian. Speaking in an interview after the opening ceremony of a regional workshop at the Carlton Savannah, St Ann’s, Chesney said the region is importing too much food. “We are strategically trying to identify those commodities that we can do away with easily. We’ve identified about 12 commodities where the region can make a relatively rapid impact on the food import bill,” he said. Chesney said Cardi is looking at commodities to reduce imports but there are challenges in achieving that goal. “One of the challenges that we have is that a lot of the food import is processed products,” he said, although

he expressed confidence that Caricom is doing its part in promoting the idea of food security to the member states. “In the last two or three years they have put a lot of the policies in place. In one instance, I understand, there are three investors from T&T in Guyana. Remember Caricom is not a ‘doing’ institution, the activities (investment) has to take place

at the national level. What Caricom has to do is try to facilitate those activities at the national level along with the member States,” he said. Chesney said not all the food on the import bill can be eliminated but items such as poultry, roots and tubers, fruits and vegetables, sheep and goat can be eliminated to achieve an acceptable level of food security.

Great Britain’s Sir Bradley Wiggins clinched his first road world title with a thrilling time trial victory at the World Championships in Ponferrada. The 34-year-old beat three-time champion Tony Martin by 26.23 seconds on a hilly 47.1km course in Spain. After finishing second to Martin in 2011 and 2013, Wiggins finally has a rainbow jersey on the road to go with the six he has won on the track. Martin trailed Wiggins by 9.64 seconds at the final timecheck and the Briton extended his lead in the final 12km. Wiggins clocked 56 minutes 25.52 seconds to claim a convincing win over

Rain washes out Bangalore game A persistent downpour in Bangalore forced the match between Chennai Super Kings and Lahore Lions to be called off without even the toss having taken place. Rain had been around in the lead-up to the match, but the players were briefly able to get out for their warm-ups around 15 minutes before the scheduled toss time. However, the rain returned with intensity, and about an hour after the scheduled start of 8 pm, the game was abandoned with large puddles of water on the outfield. Lions got on the board with two points for the washout and Super Kings went second behind Kolkata Knight Riders with six. Knight Riders have already qualified for the semi-finals. Super Kings have a game left against Perth Scorchers while Lions have two matches against Dolphins and Scorchers. (ESPNcricinfo)

Germany’s Martin, who was chasing a fourth-successive title. Tom Dumoulin of the Netherlands finished third. Wiggins collapsed to the ground in exhaustion at the finish line but recovered to raise his thumb in celebration when Martin crossed the line. Victory in north-west Spain gives the 2012 Tour de France winner a world time trial title to go with his three national titles and gold at the London Olympics in the discipline. It is the perfect end to a patchy year on the road and track for Wiggins, who won the Tour of California in May, but then missed out on Team Sky selection for the Tour de France and had to settle for silver in the velodrome in the team pursuit at the Glasgow Commonwealth Games.

His success means he becomes the first British male rider to take world time trial gold since Chris Boardman in the inaugural race in 1994. Emma Pooley was the last British female to win gold in the event in 2010. Wiggins has announced that he intends to return to the track for the Rio Olympics in 2016 and also hopes to attempt to break the hour record set by Germany’s Jens Voigt last week. Ryder Cup

Europe start favourites against USA at Gleneagles

Friday September 26, 2014

FAS, New York draw gives Montreal Group 3 title

Ryder Cup venue

Europe will start as favourites to extend a remarkable winning streak against the United States when the 2014 Ryder Cup gets under way at Gleneagles in Scotland today. The European side have won seven of the last nine match play contests following a spectacular comeback at Medinah two years ago, while the USA are chasing a first away win since 1993. Captain Paul McGinley’s team contains world number one Rory McIlroy and the hero of that fight back in Chicago, Ian Poulter. The USA, captained by golf icon Tom Watson, are without Tiger Woods and a number of other top stars but, with an average world ranking of 16 compared to Europe’s 19, will present a formidable challenge in the biennial event. Two years ago, Europe were staring at a heavy deficit going into the final 12 singles matches before Poulter, playing alongside McIlroy, birdied the last five holes of his Saturday fourball round for victory. The Englishman’s charge gave Europe “a pulse”, as he put it, but they still trailed 10-6 before winning eight singles matches to retain the trophy

on a thrilling final day. Watson has spoken this week of how his team is seeking “redemption” for Medinah, and said they will be looking to “target” Europe’s talisman. Poulter has struggled for form this season and needed a captain’s wildcard pick to make the side, but, as Europe’s leading points scorer in the last three Ryder Cups and with a win ratio of 80%, he is likely once again to prove a thorn in the US side. Northern Irishman McIlroy has surged back to the top of the world rankings after a spectacular summer in which he won the Open and US PGA to take his tally to four majors. Spain’s Sergio Garcia, the world number three, makes his seventh Ryder Cup appearance in an experienced side which also includes England’s former US Open champion Justin Rose, Germany’s two-time major champion Martin Kaymer, Northern Ireland’s 2010 US Open winner Graeme McDowell, eight-time Cup veteran Lee Westwood of England and Dane Thomas Bjorn. Europe also have three Ryder Cup rookies on their

team - Scotland’s Stephen Gallacher, Wales’ Jamie Donaldson and Frenchman Victor Dubuisson. For the US, former world number one and 14-time major champion Woods is out with a back injury, while the big-hitting Dustin Johnson is on a break from the game and former US PGA champion Jason Dufner is also injured. But in 44-year-old Phil Mickelson, who becomes the first American to play in 10 Ryder Cups, two-time Masters Champion Bubba Watson and exciting youngsters such as Keegan Bradley and Rickie Fowler, the visitors are expected to mount a serious challenge. This afternoon session will be four foursome’s matches in which the teams use one ball each and hit alternate shots. Tomorrow sees a repeat of fourballs and foursomes before all 12 players on each team compete in head-to-head singles matches on Sunday. The winners will be the first team to 14.5 points, although Europe will retain the Cup if they reach 14. Up to 250,000 fans are expected to attend the event in Perthshire this week, with 544m households across 815 territories expected to watch on TV. (BBCsport)

Chris Cairns, the former New Zealand all-rounder, has been formally charged with perjury. Cairns attended a North London police station yesterday to hear the charge, which carries a maximum sentence of seven years in prison. Andrew Fitch-Holland,

at which he will enter a plea. The full hearing, which will be heard in the Courts of Justice in London, is not expected to be heard until at least May 2015. Cairns will be able to return to New Zealand on the undertaking that he returns to the UK for the full hearing next year. He will also be eligible for legal aid. In a separate development, lawyers representing Modi have begun civil proceedings against Cairns to recover £90,000 paid in damages and costs following the libel case in 2012. A previous statement from the Crown Prosecution Service statement said: “We can confirm that we have authorized police to charge

Chris Cairns with one count of perjury, which arises from a libel trial held in the UK in March 2012. “We have also authorized police to charge Andrew FitchHolland with one count of perverting the course of justice, which arises from actions taken relating to the same trial. Both suspects will be formally charged by police in due course.”

Cairns charged with perjury

a London barrister, from Saffron Walden in Essex, who gave evidence in the libel case against Lalit Modi from which the charge emanates, has also been charged with one count of perverting the course of justice. Cairns, who flew from New Zealand to receive the charge, is scheduled to appear before Westminster Magistrates on October 2 for an initial hearing

Metropolitan Police stated that a 33-year-old woman and 36-year-old man also arrested as part of the investigation have now been released and that no further action will be taken. (ESPNcricinfo)

Action from the CONCACAF Champions League game between CD FAS and the visiting New York Red Bulls (white jersey) Wednesday, in San Salvador, El Salvador. (Photo: Salvador Melendez) San Salvador, El Salvador - The New York Red Bulls were ousted from the CONCACAF Champions League on Wednesday at the Estadio Cuscatlan, playing host CD FAS to a 0-0 draw and allowing the Impact de Montreal to win the Group 3 crown. Striker Saer Sene missed a penalty kick for the Red Bulls (1-1-1, 4 points), who needed a victory to keep their hopes of reaching next year’s quarterfinals alive. The result boosted the idle Impact (3-00, 9) into the knockout round. Montreal travel to New York for an October 22 CCL match, which will help to determine the Canadian champion’s quarterfinal seed.

FAS (0-1-3, 1) had been eliminated previously from the competition. Second-half substitute Ruben Bover had two late opportunities to equalize. He headed a six-yard attempt that goalkeeper Luis Contreras caught in the 85th minute. Three minutes later, he sent a free kick over the goal. Red Bulls head coach Mike Petke did not suit up his three big guns — captain and striker Thierry Henry, Australian international Tim Cahill and forward Bradley Wright-Phillips, the Major League Soccer goal-scoring leader (24). He deployed a lineup mixed with regulars and reserves. The visitor suffered a big

blow in the 17th minute, when a tight hamstring forced Lloyd Sam out of the game in favor of the less experienced Eric Stevenson. Peguy Luyindula had a close encounter with Contreras in the 22nd minute, but the keeper managed to knock his attempt out of bounds. The Red Bulls squandered their best chance in the 35th minute. FAS’s Raul Renderos took down Ambroise Oyongo from behind in the box. Sene, who scored his first Red Bull goal in a 2-0 CCL win over the Tigres last month, booted his penalty right of the net. Only 25 seconds into the second half, Sene appeared to have scored, but was ruled offside. (CONCACAF)

Herediano top Leon, advance to quarterfinals Heredia, Costa Rica – Herediano showed it was more than just a replacement team in the CONCACAF Champions League as the Costa Rican side captured the Group 7 crown with a 2-1 win over Leon on Wednesday night. Goals from Gabriel Gomez and Oscar Esteban Granados lifted the Florenses over their nineman visitor at the Estadio Eladio Rosabal Cordero to a d v a n c e t o n e x t y e a r ’s quarterfinals. A win would have seen Leon (1-1-1, 4 points) advance, but Herediano (31-0, 10) held firm in a physical contest. The 23time Costa Rican champions progressed after entering the competition as a lastminute replacement for the Belmopan Bandits. Gomez hit a superb free kick in the 12th minute to

put Herediano in front. His curling effort beat goalkeeper Cesar Munoz after Jose Maria Cardenas fouled Elias Aguilar about 25 yards from goal. The lead was doubled after another fine goal from t h e h o m e s i d e . Ve r n y Wilson, who had his head bandaged after being bloodied in an earlier challenge, whipped in a cross from the right side in the 70th minute. Granados finished with a d i v i n g header from 12 yards. Leon pulled back a goal despite being down a man after Arturo Martinez’s red card in the 80th minute. Elias Hernandez’s shot at the far post deflected off a Herediano defender and bundled over the line with two minutes left in normal time. D.C. United claims CCL quarterfinal berth D.C. United clinched

their first-ever place in the CONCACAF Champions League (CCL) quarterfinals on Wednesday with a 2-0 win over visiting Tauro FC a t R o b e r t F. K e n n e d y Memorial Stadium. C h r i s P o n t i u s and Eddie Johnson each scored early in the second half of a match that saw the visitors generate few sco r i n g o p p o r tunities. The victory improved the four-time Major League Soccer champion’s record to 3-0-0, giving themt an insurmountable three-point lead over Waterhouse FC (2-0-2, 6 points), which have already completed Group 4 play. Winless Tauro (0-0-3, 0 points) saw their slim hopes of remaining in contention fade away. D.C. will attempt to secure the top seed in next year’s quarterfinals, when they visit Tauro in Panama City on October 21.

Windies Women level T20 series

Page 39

Qatar out of women’s basketball over hijab row

Shemaine Campbelle (right) and player of the match Deandra Dottin sealed victory for the Windies women. The West Indies Women Twenty20 series against the White Ferns will be decided on Sunday, after the hosts levelled the series 1-1 with a seven-wicket-win at the Arnos Vale Sports Complex in Kingstown, St Vincent yesterday. Having won the toss and opted to bat first, the White Ferns were restricted to 1015. The West Indies pursuit followed a common theme from previous matches, with D ea n d r a D o tti n ( 4 0 * ) steering the ship and bringing up the victory after 17.1 overs. The White Ferns had initially made a bright start

with the bat, with skipper Suzie Bates (29) and coopener Rachel Priest (31) putting on 50 for the first wicket. Unfortunately the run out of Bates in the ninth over would bring all momentum to a halt. Dottin followed up the breakthrough with three further wickets, quickly reducing the White Ferns to 78-5. An unbeaten 13 from Maddy Green towards the end lifted them beyond 100, but it was a disappointing total considering the start the visitors had made. Two early wickets got the White Ferns defence off to a strong start, with Morna

Nielsen capturing the key wicket of Stafanie Taylor for just five. That brought the equally dangerous Dottin to the wicket and she once again proved to be the difference between the two sides. An unbeaten fourth wicket between Dottin and Shemaine Campbell (29*) worth 61 runs guided the West Indies to a comfortable victory, with the White Ferns failing to dismiss Dottin for the third time in five matches. The White Ferns will be hopeful of a solution ahead of the third and final Twenty20 on Sunday.

James Says He’s Faster, In A Different ‘Weight Class’ After Extreme 67-Day Diet LeBron James said in an interview with CNN’s Rachel Nichols that he was down to about 250 pounds and would be quicker than last year after going on an extreme diet for 67 straight days this summer. The diet appears to be a modified paleo diet. He didn’t eat sugar, carbs, or dairy and consumed only meat, fish, vegetables, and fruit for more than two months. In the interview, which will air on CNN tonight, the new Cavaliers player said he dreamed of cookies and pancakes while on the diet. When asked if he was faster now, he said: “ I am. I am. And that’s not such a good thing for the competition.” LeBron was listed at 250 pounds last year, but that’s widely considered a fabrication. ESPN’s Brian Windhorst guessed that LeBron has been into the 260’s in recent years. Here’s the full transcript from the Nichols interview: RACHEL NICHOLS: You’ve already been putting

in a lotta work to try to make this season successful, been on a pretty strict diet, you look lighter. I mean, how much weight did you lose? LEBRON JAMES: I lost a few pounds. I lost — I haven’t been in this weight class. RN: Gimme a ballpark? LJ: I’m in the 250ish range, you know, a lot lighter than I’ve been playing at in the last few years. But I feel good. RN: The diet was strict, right? LJ: Very strict. Sixtyseven days. RN: And what did you eat or not eat? LJ: I’ll tell you what I couldn’t have. No carbs, no sugar, no dairy, no refined sugar — no nothing. Meat. Fish. Veggies. Fruit. RN: What was the hardest thing to give up? LJ: It was either pancakes or chocolate chip cookies and ice cream. RN: I mean, did you go to bed dreaming about pancakes —

LeBron James LJ: Once — RN: — that you couldn’t have? LJ: All the time. I had the cookie monster chasing me a few times in my dreams. RN: Are you quicker on the court now? LJ: I am. I am. And that’s not such a good thing for the competition. In August, LeBron posted this picture to Instagram, prompting a wave of interest in his dieting habits that is set to ramp up with the NBA season a month away:

Qatar’s women’s basketball team leaves the court after forfeiting their women’s basketball game against Mongolia at Hwaseong Sports Complex during the 17th Asian Games in Incheon September 24, 2014. (Credit: REUTERS/Kim Kyung-Min/Sports Chosun) Reuters - Qatar pulled out of the women’s basketball competition at the Asian Games yesterday after refusing to abide by international regulations preventing them from wearing hijabs, while organizers said they were powerless to do anything about it. The Qatari players had been asked to remove their head coverings before their opening group game against Mongolia on Wednesday, but chose to forfeit the match instead. According to International Basketball Federation (FIBA) rules, Article 4.2.2 dictates players cannot wear “headgear, hair accessories and jewelry”. With no sign of the rule being relaxed ahead of their scheduled match against Nepal yesterday, Qatar decided to withdraw from their remaining games at the 17th Asiad, which is being run under the slogan: ‘Diversity Shines Here’. “We have decided not to take part in the remainder of the Asian Games women’s basketball competition,” an assistant with Qatar ’s National Olympic Committee told Reuters by telephone. Nepal’s players took the court for 15 minutes at the Samsan World Gymnasium, passing and shooting among themselves, before the forfeit was announced. Both Qatar games were recorded as 20-0 defeats on the Games’ official website. HOT TOPIC The wearing of hijabs has

become a hot topic in sport in recent years with Muslim athletes complaining that they are being discriminated against. Judoka Wojdan Ali Seraj Abdulrahim Shaherkani hit the headlines at the 2012 London Olympics when Saudi Arabia demanded she be allowed to compete wearing a hijab. While international judo federation rules at the time barred her from doing so, Shaherkani was eventually allowed to compete wearing a modified veil. Human Rights Watch told Reuters it should have been up to FIBA to prove why Qatari players should not wear headscarves. Competition at the Asian Games is conducted under the regulations of the sports’ international governing bodies, meaning athletes in other sports are free to wear hijabs. All four bronze medalwinning rowers of Iran’s l i g h t w e i g h t w o m e n ’s quadruple sculls team wore hijabs on Wednesday, while K u w a i t ’s N a j l a a I M Aljerewi and Iran’s Aghaei Hajiagha Soraya wore them in the triathlon and badminton events yesterday. Basketball remains the exception. FIBA said earlier this month it had held discussions on the issue and was introducing a two-year ‘testing phase’ on what players can wear, though that only applies at the national level, not international competitions such as the Asian Games.

An official form I n c h e o n ’s o r g a n i z i n g committee had sympathy for the Qatari players but said the Games had to follow FIBA’s regulations and that their hands were tied. The situation has left Qatari athletes confused and angry. The Asian Games, which prides itself on diversity and inclusiveness, has brought 9,500 athletes from 45 countries to Incheon to compete in the world’s second biggest multi-sports event after the Summer Olympics. Mohammed Abdulla, a player on the Qatar men’s team, was frustrated by the lack of consistency. The Olympic Council of Asia (OCA) has also weighed in on the matter, issuing a statement on Wednesday that said: “The right of the athletes must be the highest priority.” Sports federations had a duty to protect athletes and “allow them to exercise their right of freedom of choice with dignity,” OCA director general Husain Al-Musallam said. Diversity became an issue even before the Games began on Sept. 19 when Saudi Arabia revealed that its 199-strong team did not include any female athletes. The Saudi stance sparked criticism from Human R i g h t s Wa t c h , w h i c h condemned its all-male lineup, saying the ultraconservative state was shutting the door on female athletes, having previously shown signs of wanting to

Yesterday, during a simple ceremony which was conducted in the Business e n t i t y ’s B o a r d r o o m , Marketing Manager Pernell Cummings handed over the cheque to Petra Organisation Co-Director Troy Mendonca which is to go towards hosting the tournament that is expected to run from October 4 - November 8, at the Banks DIH Sports Club ground. Courts Marketing Manager Pernell Cummings (3rd right standing) hands over the cheque to Petra Organisation Troy Mendonca (4th left) in the presence of officials and students yesterday. players, many of who will be getting involved in the sport for the first time. He also called on the students to display good discipline, reminding them that even though there will be winners and losers, in effect they are all winners simply by being participants in the competition. Hutson, who deputised in the absence of Chief Education Officer Olato Sam, said he was happy to be present at the Launch, before offering commendation to Courts for staying the distance.

He stated that he is happy to know that the tournament unlike a few has been able to remain alive even after four years and this according to him must be so due to Courts unmitigated commitment towards youth development. In a plea to the students, Hutson spoke of the importance of them being disciplined, citing Guyana and West Indies batsman Shivnarine Chanderpaul as a prime example of that principle hence his undisputed success in the sport of his choice. The Deputy CEO told the

gathering that his Ministry is always looking to partner with serious stakeholders since they are about helping to develop well rounded and healthy citizens which in this case are the youths of tomorrow. He closed by calling on other organisations to follow the path of Courts and help develop the youths of this country. Mendonca in his remarks said that the Organisation was once again pleased to be associated with the tournament informing that while the schools segment is now in its fourth

year, they had started the junior football tournament among clubs two years prior. According to Mendonca, Petyra Organisation is all about enhancing the physical aspirations of young people in an organised manner since it is their view that it is all part of instilling in them the need to lead healthy lifestyle, while discipline and team work are also learned during the process. He gave a brief synopsis of how the tournament will be run and the rewards for winners and outstanding individuals. Twenty-four

teams will participate in this year’s competition and they are: Marian Academy, Green Acres, West Ruimveldt, St. Margaret’s, St. Sidwell’s, Tucville, South Ruimveldt, North Georgetown, Ketley, St. Gabriel’s, F.E. Pollard, Enterprise, St. Pius, Comenius, Success, Redeemer, East Ruimveldt, S t . A n g e l a ’s , Wi n f e r Gardens, St. Stephen’s, C h a s e A c a d e m y, J . E . Burnham, St. Thomas More and St. Ambrose. St. Pius are the defending champions. Meanwhile, 12 matches are set for opening day.

Morgan, Josiah-Tanner rivalry continues Sunday Alika Morgan has been one of the most dominant female road race runners in Guyana, until US-based, Euleen Josiah-Tanner started coming home to compete. Since then, the women road race title has been a straight fight between Josiah-Tanner and Morgan. Tanner is the defending women’s champ at Courts’10km Road Race set for Sunday, but Morgan is always the one to beat, and poses the biggest threat to JosiahTanner retaining her title. Josiah-Tanner has already started the local road race season with a win at the AINLIM race a few weeks ago. Morgan, who has won the prestigious CARICOM 10km

Road Race and has placed second at the IAAF South American 10km Road Race on several occasions, is one of Guyana’s renowned and celebrated athletes. JosiahTanner has her accolades to boast as well. The initial question is: will it be just another win for the eminent Morgan on Sunday, barring her US-based rival does not make the trip to Guyana? The second question as a tributary to the main is: will JosiahTanner continue to restrict Morgan to second when in races together? Then a third, who will challenge the two top female distance athletes? Analysis can be offered here, but answers to those questions will only surface

following the race on Sunday, which is expected to attract a full field of local distance athletes aiming for the top of the prize chart. It will, as expected, be a ding-dong battle. Morgan has run out of competition in the race over the years, which is not her fault. The 10k race is not an easy event to compete in and athletes like Morgan, who pounds the road for all its worth just makes it more difficult for the ambitions of unassuming athletes. Josiah-Tanner has provided the right competition for Morgan, and it is hoped that out of this new rivalry will emerge better times for both athletes; in that context, while one athlete loses, both are in a

position to win with ever improving times consistently. From the most recent 10km race, Carlissa Atkinson and Andrea Foster seem to be in form on the road. New season to usher in franchise system for Caribbean’s cricket Guyana to play first three games at Providence BySeanDevers The upcoming season will usher in the franchise system for First-Class cricket in the Caribbean and will also see one winner being crowned after the round-robin phase. There will be no knockout for the next season. Guyana oppose the Leewards Islands at Providence in their opening game in the next Regional First-Class season which is scheduled for November 14- 17 while they will again be at home to the Windwards Islands at Providence from November 21-24. The Guyanese will then have their third home game at Providence when they clash with Barbados from November 28 – December 1 while their first ‘away’ match will be from December 5–8 when they face Trinidad & Tobago at the Queens Park Oval in Port-of-Spain. At the end of the fourth round which is on December 8, there will be a break for the Christmas season. The Nagico tournament follows from January 3 before another six rounds of matches will be played in the second phase when a winner will be crowned on March 19 as the West Indies Cricket Board (WICB) moves away from the double crown format which existed last season. There were two winners for 2014, as one champion was crowned after the round-robin phase and

another of the knockout that involved the top four teams from the round robin. In a bid to improve the standard of the game in the Caribbean, the WICB has adopted a new plan by its Cricket Operations Manager Richard Pybus. This plan will see an extension to the cricket season and each team will now play a total of ten matches with five being at home and five away. GCB four-day Inter-County cricket

Amir Khan’s maiden ton puts Demerara in control despite Jacobs’ 5-91 By Sean Devers On a gloriously sunny day yesterday at the Everest ground, Camp Road, legspinner Amir Khan’s solid 116 ensured Demerara ended the second day of their fourday Inter-County cricket fixture against the Guyana Cricket Board (GCB) Development Team in firm control going into today’s penultimate day on a track which is beginning to assist the spinners. In February 1991 at Guaracara Park in South Trinidad, Guyanese fast bowler Garfield Charles scored 101 against Trinidad & Tobago batting as night watchman and yesterday Khan became the first Guyanese night watchman at any level of recognized cricket since then to replicate the feat with an accomplished hundred from 309 minutes, 257 balls decorated with 10 fours and a six. Khan and Skipper Vishaul Singh (56) added 131 for the fourth wicket to help Demerara to 338 all out, 30 minutes after Tea despite 591 from 43.1 overs from Skipper Steven Jacobs and 3-48 from leg-spinner Steven Sankar. By the close, the GCB team was in deep trouble at 38-5 in their second innings, still needing another 146 runs to avoid an innings defeat, medium pacer Paul Wintz ripped open the middle order with three wickets so far. Resuming the day on 134-3 replying to the GCB team’s 154, Singh and Khan batted out the entire first session with little bother to add 99 runs in 39 overs in a session in which they totally dominated on the fast outfield with Khan playing the lead-role in the partnership. Khan, overnight on 14, played an array of audacious shots as he batted with authority and reached the boundary six times while clearing it once off Sankar, in his half-century, which came from 110 minutes and 108 balls. The diminutive Singh was content to play the supporting role and a rare boundary from the lefthander brought up Demerara’s 200 off 67.2 overs even as the righthanded Khan, picked more for his leg-spin, continued to flay the bowlers in

Berbice trounce E’bo by nine wickets in two days Deonarine 93, Peters 73, Motie Kanhai 6-39 shines

Steven Jacobs sweltering heat. By Lunch the score was 233-3 and the partnership had progressed to 119 with the free flowing Khan unbeaten on 63 and Singh, who played with a tight defense, on 48. The lead at Lunch was 79 and the GCB unit’s attack was struggling for penetration. However, just after the subdued Singh, who scored a ton against Berbice in the first round, got to his 50 from 129 minutes, 152 balls with four boundaries, he was taken at forward short-leg as Jacobs got one to bounce on the little left-hander after he had made a carefully constructed 56 to leave the score on 2454. Jacobs, who toiled away in the morning session sending down 15 overs, got rid of the big-hitting Chris Barnwell (4), caught at slip from one that went straight on with the arm as Demerara slipped to 254-5. While Khan, with three First-Class matches to his name, remained confident and composed, Zaheer Mohamed did not last long and was trapped LBW to national under-19 seamer Kemo Paul for a duck, two runs later, while Joseph Perry (14) was sent packing by Sankar at 290-7. In danger of running out of partners before he had a chance to reach his maiden hundred at this level, Khan and Paul Wintz took their team to 311-7 by Tea with Wintz on nine and Khan, who spent 40 minutes in the nervous 90s, caressing part time spinner Chanderpaul Hemraj for four to move to 98 by the break. After Tea, Khan, who turned 22 on the 3rd of this month, crawled to 99 before going onto the back foot when Hemraj pitched short

and hammered it to the cover boundary to post his second career century from 286 minutes, 239 balls with his ninth four. K h a n ’s o n l y o t h e r hundred at any level is 153 for the touring USA club side against Canal in West Demerara two weeks ago and yesterday he celebrated his hundred with a thunderous pull off Jacobs for his 10th four. Wintz (10) was then removed by Hemraj while Sankar got rid of Khan before Jacobs wrapped up the innings when he trapped last man Gavin Moriah (1) LBW, to pick up his second successive five-wicket haul in the competition, leaving Raj Nanan unbeaten on seven. The GCB team, needing 185 to avoid an innings defeat, began their second innings in horrendous fashion and quickly slumped to 7-3 with debutant Moriah taking his first Inter-County wicket when had Shemron Hetymer caught behind for three. Wintz struck twice in his next over as he had Taignarine Chanderpaul LBW for a duck and David Latchaya caught behind hooking at a bouncer, as both wickets tumbled with the score on seven. Hemraj got going with delightful clip off his pads for four off Moriah and along with Jacobs tried to steady the ship. But Barnwell had Hemraj (12) LBW at 19-4 before Wintz scattered Jacobs’ stumps after he had managed eight to leave his team wobbling on the ropes at 23-5. Paul (6) and Savory (9) will hope to bat for as long as possible today to try to make Demerara bat again in what has so far been a one-sided contest.

By Zaheer Mohamed Led by an elegant 93 from skipper Narsingh Deonarine and a six-wicket haul from left arm spinner Gudakesh Motie Kanhai, Berbice defeated Essequibo by nine wickets in two days in their second round match of the Guyana Cricket Board (GCB) s e n i o r f o u r- d a y I n t e r County tournament at the Demerara Cricket Club yesterday. Deonarine’s innings which came off 83 balls helped his team to a first innings lead of 100 before Motie Kanhai’s heroics sent Essequibo packing for 166 in their second innings in last session, setting Berbice a target of 67 which they achieved for the loss of one wicket in 10.3 overs. In reply to Essequibo first innings score of 173, Berbice resumed on their overnight total of 86-3 with Deonarine on 43 and Jonathan Foo on 13 and were bowled out just before lunch for 273 after facing 69.1 overs. Deonarine and Foo extended their stand to 182 with levelheaded batting on a track which saw stroke play becoming easier as play progressed. The duo rotated the strike nicely and executed some handsome shots on both sides of the wicket. Both Foo and Deonarine took boundaries off Anthony Adams looking almost untroubled in the first hour. The left handed Deonarine soon brought up his fifty off 83 balls with a six over midwicket off Brain Hubert. However medium pacer Hubert found the edge of Deonairne’s bat, but the ball dropped just short of Royan Fredericks standing at first slip. Foo pulled Ricardo Adams over the mid-wicket ropes before he was lbw in the same over for 33, facing 80 balls. Deonarine continued to time the ball well and drove Hubert effortlessly through covers. He punched Ricardo Adams for a four, smashed him over the longon boundary and drove him down the ground for four.

Ricardo Peters Off-spinner Royan Fredericks had Anthony Bramble caught at midwicket for 19 with the score at 221-5 before Deonarine was caught at gully off Ricardo Adams without addition to the score. He f a c e d 11 9 b a l l s a n d hammered 11 fours and two sixes. Romario Shepherd and Veerasammy Permaul then featured in a seven-wicket stand of 42. Shepherd cut Ricardo Adams through point and pulled Anthony Adams through midwicket, while Permaul hoisted Hemchand Persaud for a maximum. Shepherd was then caught off Anthony Adams for 25 before Persaud had Permaul taken in the deep for 18 leaving the score at 255-8. Persaud removed Motie-Kanhai (04) and Raun Johnson (04) to finish with 3-25 off six overs. Ricardo Adams and Royan Fredericks claimed 2-46 each and Anthony Adams 2-67. Fredericks and Ricardo Peters commenced E s s e q u i b o ’s s e c o n d innings positively with a stand of 51. Pacers Keon Joseph and Johnson gave the openers some testing moments early on, but they carefully negotiated their way. Deonarine’s decision to replace the pacers enabled Peters to free his arm somewhat. The right

hander swept Permaul for four and flicked De Jonge neatly off the pads through midwicket. However Permaul provided his team with the breakthrough when he had Fredericks caught at forward short leg for 12. Peters played with maturity and added 56 for the second wicket with Anthony Adams to frustrate the Berbicians somewhat. Adams pulled Permaul for four and dumped him for six over midwicket. Peters executed some lusty blows; he smashed Motie Kanhai for a maximum and drove Deonarine through long off and soon brought up his fifty off 66 balls. He continued to gather his runs almost untroubled and hoisted Permaul out of the ground, but after doing the hard work, he attempted another big shot and was bowled by Kanhai after facing 107 balls in 188 minutes. Following his dismissal Essequibo suffered a co llap s e, lo s in g eig h t wickets for 65 runs. Anthony Adams made 40, while Kanhai finished with 6-39, Deonarine 3-34 and Permaul 1-40. Surujnairne set the Berbicians on course with a stroke-filled unbeaten 45 (6x4 1x6), Seon Hetmyer was the wicket to fall for 17; Persaud took 1-7.

Guyana now compliant with WADA Code

The GOA team, including President, K.A Juman Yassin, (2nd left) address member associations and the media yesterday during an Extra Ordinary General Meeting. By Edison Jefford Guyana is now compliant with the World Anti-Doping Agency (WADA) Code of Conduct after the agency accepted the Guyana Olympic Association (GOA) - drafted national anti-doping rules in August, bringing into focus local athletes being tested for performance enhancing drugs that is now normal in professional sports. This disclosure was made yesterday when GOA convened an Extra Ordinary General Meeting to discuss and formally adopt the rules. “ We w i l l b e a s k i n g associations to provide their

top athletes for testing,” GOA President, K. A. Juman Yassin said yesterday. The move is aimed at ensuring Guyana take internal measures to ensure athletes and associations are compliant with global antidoping standards. “It’s now fundamental that the Guyana Olympic Association formally adopts these rules in order to ensure that they can come into force on 1 January, 2015. We would be grateful if you could provide us with confirmation of the formal adoption and an electronic copy of the version of the rules which will come into

force,” WADA said in an August 15 letter. As such GOA also convened the meeting yesterday to also ensure that member sport associations were in agreement with the rules. Of the 33 National Sport Associations (it is not clear if all were present yesterday), 19 voted in favour of the adoption of the rules. Additionally, member associations were asked to approve the delegation of some responsibilities to the Caribbean Regional AntiDoping Organisation (RADO) with GOA maintaining its role as the

Chet Singh could be the spoiler on Sunday When Group 2 racer Chet Singh takes to the track in his Honda Civic on Sunday, opponents will know that they will have to be at their best to stop him from dominating the proceedings. Singh, a former champion of Group 2 will be piloting his Honda Civic and according to recent performances both home and abroad he is expected to provide stiff opposition to every competitor that takes to the grid in his category.

The experienced racer currently lies 7th in the Caribbean Motor Racing Championship (CMRC) on 28 points garnered during the opening leg of the Series in Barbados. Among those he will be vying with for top honours include Shairaz Roshandin, John Joseph and Andre Dhanraj, all formidable drivers, but it might just come down to car reliability and Singh’s has been known to be very consistent over the years.

National Anti-Doping Organisation (NADO). This means that the Caribbean RADO will be held accountable for its responsibilities, while the GOA holds responsibility for four areas. For example, the issue of disciplinary action for athletes who are found in contravention of the WADA Code has been delegated to the Caribbean RADO. Permanent Secretary within the Ministry of

Culture, Youth and Sport, Alfred King, is Guyana’s representative on the Caribbean RADO and has agreed with the tenets of the recommendations it set forth to RADO and the responsibilities assigned. The Caribbean RADO is an affiliate of WADA and has a responsibility to “provide education on the use of drugs and doping methods in sport”. It also has a mandate to promote, and coordinate,

the fight against doping in sport among Caribbean countries. The Caribbean RADO is made up of fifteen member countries, with a board member from each country. Charles Corbin, Dr. Karen Pilgrim, Dr. Clive Bowman and more recently, Dr. Navin Rambarran are Doping Control Officers. It is the duty of the Doping Control Officers to conduct tests locally.

Brian Cookson: New anti-drugs unit would ‘restore faith’ A new independent anti-drugs body could be created to “restore faith” in professional cycling. The International Cycling Union (UCI) has announced plans to create an Anti-Doping Tribunal to deal with all cyclists who fail drug tests. It follows a series of doping offences in the sport, involving riders such as Lance Armstrong and Alberto Contador. The tribunal would be one central body to deal with all drug offences and should be ready to operate in 2015. UCI President Brian Cookson said: “We have

made decisions that demonstrate the progress we are making.” The establishment of an Anti-Doping Tribunal was proposed at a two-day UCI summit in Spain. Made up of judges specialised in the antidoping field, the Tribunal would be independent of the UCI. Cookson, elected UCI President last September, added: “It shows the direction we are heading in and while there is still much to do, we are beginning to see the benefits of our efforts to restore trust in the UCI.” (BBCsport)
