Police Sergeant dies hours after running wife over with car

A Police Sergeant died after reportedly ingesting a poisonous substance on Friday morning, hours after he ran over his reputed wife severaltimeswithhismotor vehicle on the Essequibo Coast.

The suspect has been identifiedasSergeant17775, Roure Francis, who was attachedtothePoliceForce's Office of Professional Responsibility[OPR].

His reputed wife has been identified as 25-year oldHannahChristineBoston who lived at Lima Sands, Essequibo Coast where she reportedly shared a home

withFrancis.Thecouplethis publication understands sharedthreedaughters.

Accordingtoreports,the incident occurred around 09:05hrs on Friday at Riverstown on the EssequiboCoast.

A police report revealed that the young woman's mother had reported that Franciswastryingtokillher daughter

As a result, Regional Police Commander Superintendent, Khemraj Shivbaran, and other ranks proceededtothearea.

When the police team reached the area, they found

Meanwhile, one of the woman's relatives said that her family is very perturbed by the turn of events since theydidnotknowFrancisto beanabusiveperson.

Another individual claiming to be the man's relative made a Facebook posted claiming that “…he was loving, kind, funny to the bone, someone who always showed up when called upon and funny enough the peace maker among the cousins. Would never raise his voice and

However in the same posttherelativenotedthat“I saw him made a post on Facebook last Monday and reached out to him. He said there were some things going on, but he was okay and dealing with it. Oil activist group calls out Jagdeo for failure to address tax, expense issues during radio programme

O(OWOC)-afairlynew civil society body that has joined its voice to oil and gas relatedmatters-hascalledoutVice PresidentBharratJagdeoforfailing toaddressmattersofgreatnational interest when he appeared on the GlennLallshowonSeptember13, last.

Additionally, OWOC reasoned that it is unsure of what the PPP's manifesto promise of 'better contract administration' means since Guyana is currently collecting a meagre two percent royalty for its oil resource and a profit share of 12.5 percent while theoilcompaniestake85.5percent ofgrossincomefromthisstream.

In light of this, the group said,

“How will contract administration yieldmoreincome?

The world's average 'take' (income) for an oil producing country is approximately 62%; Guyana's take is only 14.5%, and Guyanacollectsnotaxes.”

The civil society body noted that the Government has failed to do audits of the oil accounts in a timely manner, and has belatedly decidedtogetitdoneinresponseto publicpressure.

The organisation therefore concluded,“Ourinexperiencewith oil administration is blatant and Guyanaclearlyisbeingtakenfora ride. Exxon had done excessive flaring and still continues to flare. EPAenforcementappearstobelax and weak, and lawsuits have been filed to challenge such perceived lapses in environmental enforcement.”

These initiatives are required to be outlined in the contractors' Annual Local Content Plans.

According to the guidelines issued by the Secretariat, the programmes in question shall provide a detailed annual course of action to be implemented by the Contractor, Sub Contractor or Licensee.

This must also be in line with a long-term programme to be laid out within the Local Content Master Plan which lasts for five years. The annual course of action must articulate how equal treatment will be afforded to and maintained for Guyanese nationals. In particular, where there are any disparities

between Guyanese nationals and nonGuyanese nationals on the basis of remuneration, the Secretariat categorically stated that a justification for, and disaggregation of, such disparities must also be provided.

Guyana's Local Content Act prioritises the use of Guyanese nationals and companies in the procurement of goods and services for the enhancement of the value chain of the oil sector.

The Act also serves to enable local capacity development and provide for the investigation, supervision, coordination, monitoring and evaluation of, and participation in, local content in Guyana.

4 Contractors now vying to build Reg. 5 abattoir

After receiving a single bid for the construction of an abattoir in Region Five which was higher than the engineer’s estimate, the Ministry of Agriculture has decided to have the same project retendered. During the latest opening of tenders this week at the office of the National Procurement and Tender Administration Board (NPTAB), four contractors entered bids – three (including the original bidder) of which were higher than the engineer’s estimate.

When the project was initially opened back in June, R. Kissoon Contracting Services in joint venture with Hookmally had submitted a bid of $651,143,247 for the project, back then, was estimated to cost $$470,604,640.

As reported, the Agriculture Ministry in its invitation for bids (IFB) had stated that having received financing from the InterAmerican Development Bank (IDB) funded Sustainable Agricultural Development Project (SADP), the Government of Guyana through the Ministry is planning to use part of that fund to facilitate the ‘construction and installation of abattoir and other related infrastructures in Region Five.’

During the opening of tenders this week, it was revealed that Zebos and Son Construction, Hookmally Ali Limited and R. Kissoon Contracting Services, Roopan Ramatar Investment, and H. Nauth and Sons are all vying for this project which is now estimated to cost $559,426,919.

According to the particulars of the IFB, the period for the construction and installation of the abattoir will be 12 months.

Speaking about the abattoir back in May, Minister of Agriculture, Zulfikar Mustapha had said that the facility will be of international standards.

“We need an abattoir that meets ISO standards and if we want to export, we have to have an abattoir that is good and in line with international standards and that is why we are building that state of the art one,” he explained.

Earlier this year, at the presentation of the national budget, it was disclosed by Senior Minister in the Office of the President with Responsibility for Finance, Dr. Ashni Singh that the Government intends to build a swine abattoir at Garden of Eden on the East Bank of Demerara and another at Onverwagt in Region Five.

“In 2022, Government will partner with the private sector to develop a modular swine abattoir at Garden of Eden to expand the production of pork and pork products.

This facility will encompass better standardised production systems and biosecurity, and benefit over 600 farmers. Also, Government will facilitate the establishment of a modern abattoir at Onverwagt for beef and beef products, which is expected to be completed by 2023.
