Medical Council dissatisfied with statement on amputee's death

T

he Guyana Medical Council has requested further information from the West Demerara Regional Hospital to ascertain why its staff discharged 48-year-old Devanand Nauth last month, even though he had spinal injuries and an infected leg.

The spinal injury was only discovered after the patient was transferred to the Georgetown Public Hospital Corporation. His left leg also had to be amputated. He succumbed on August 16, last.

Ravindranauth Persaud, had told Kaieteur News that the staff alleged that they had

not noticed Nauth's spinal injuries when he took the Xray examination.

Nauth's relatives have filed a complaint with the Guyana Medical Council, which has since launched an investigation.

Kaieteur News understands that the Council has received what appears to be contradictory statements from physicians who treated Nauth at the West Demerara Regional Hospital.

“The doctors are saying different things that are not coinciding with what the family is saying,” a source said.

According to the source, Council members were also unhappy with a statement the

body received from hospital officials.

The statement was described as lacking key details and the Council has since requested another one.

Nauth was admitted to the West Demerara Regional Hospital on August 4, after he was struck down by a car while cycling out of Kidram Street, Vreed-en-Hoop.

His sister, Sita Ramsahoye, said that when she arrived at the hospital she observed that her brother's legs were bandaged.

She said that a nurse told her that her brother's condition was “not serious”, and that he just had sustained a cut to his head and cuts to

his foot.

However, when she spoke with her brother, he indicated that he had lost all feeling in his limbs. She alleged that the nurse said that the numbness was due to the fact that Nauth had consumed alcohol.

Nauth was kept overnight. The following day, a nurse allegedly informed the family that he had been discharged and asked them to come for him.

Family members refused to take Nauth from the hospital as they felt that his injuries were too severe for him to be discharged so soon. However, one of Nauth's brothers eventually complied with the hospital's

request.

The sister said that Nauth was unable to walk, so the brother had to “lift him like a baby” out of the institution.

On Monday, August 6, family members took the injured man back to the West Demerara Regional Hospital, where he had an Xray. Nauth's mother told Kaieteur News that her son was seen by a female doctor.

According to the woman, her son told her that his body was “numb”. She said that a physician prescribed injections for her son for seven days. Relatives alleged that the staff did not remove the bandage to examine the man's injured leg.

Ms. Ramsahoye said that Nauth returned to the hospital on Tuesday, August 7th, and the staff placed fresh bandages on his leg and sent him home.

However, the following day, the injured leg began to smell, and it was then that a senior hospital official examined her brother and ordered that he be transferred to the GPHC. The leg was then amputated.

Devanand Nauth Relatives also said that another X-ray examination revealed that Nauth had suffered spinal injuries and was paralyzed. He was admitted to the High Dependency Unit before being transferred to the Male Accident Ward, where he eventually succumbed.

Nauth's sister rejected suggestions that he could have sustained his spinal injuries at home after being discharged from the hospital.

The family is also upset that police are still to inform them whether the driver who struck her bother down will be charged.

Sugar worker drowns at Canje

D

avendra Kisten, called Dingo a 29-year-old labourer attached to East Berbice Estate, Rose Hall Providence re-cleaning gang, reportedly drowned at the back dam yesterday around 11:30 hrs.

The father of two was separated from his wife and took up residence with his mother, Bebe Fareeda Nesha, 58, of Brothers Village, East Bank Berbice.

According to his mother, she cooked for him and he left home as usual for work around 06:00 am yesterday.

She said that while she was shopping in New Amsterdam market around 01:00 pm some of her son’s working partners told her to go home because her son had

died by drowning at the backdam. The woman said that she immediately made her way home where she found relatives who said that they had received the same news.

A relative said that she heard from persons who were at the backdam that Dingo went missing after he was involved in the cleaning of a canal around 11:30.

They found his body till about an hour later.

His mother said that her son never suffered from any ailment and showed no sign of being sick. She said that he also knew to swim so she would like to have a thorough investigation.

Kisten leaves to mourn his mother, two children, two brothers and one sister.

GT&T unveils Ipad, smart phone services - reviewing Jingle and Song competition, other promotions

T

he Guyana Telephone and Telegraph C o m p a n y (GT&T) yesterday repeated calls for Government to open the spectrum that will pave the way for more modern services to be added.

The call was made yesterday by the telephone company’s Chief Executive Officer (ag), Major General (ret’d) Joe Singh, at the official launching of its ‘GTTI’ services that will allow clients to hook up their Apple Ipads and other smart phones.

Currently the rage is on the handy Blackberry.

But these are fast becoming outdated as tech companies race to come up with the latest gadgets and services.

Earlier, this year, former Chief Executive Officer, Yo g M a h a d e o , h a d announced the new services.

According to Singh, yesterday, during a glitzy launching at the company’s Blackberry office in Brickdam, more spectrum capabilities will allow the introduction of popular features utilizing the Fourth Generation (4G) devices.

In telecommunications,

4G systems provide mobile ultra-broadband Internet access, for example to laptops with USB wireless modems, to smart phones, and to other mobile devices.

Conceivable applications include amended mobile web access, IP telephony, gaming services, highdefinition mobile TV, video conferencing and 3D television. Android and Windows-enabled cellular devices also to fall in the 4G category.

While GT&T will not be selling the top brands like the Samsung Galaxy line and the hugely popular Apple Ipads and Iphone, it is partnering with Courts Guyana, Starr Computers and Global Technology in this latest rollout.

According to Allison Dundas, a senior manager in charge of the service, there has been significant growth in the smart phones client at GT&T within recent months. As a matter of fact, it is the fastest growing service in GT&T. Under the introduced plans, customers can choose between a daily service at $199, weekly at less than a $1,000, and monthly at just $2,299.

According to Singh, smart phones are fast becoming a choice for persons on the go and have to stay connected to the office.

Crash victims narrowly escape serious injury

wo Essequibians, Campton Haynes Jr. and Hector M a s s i a h , survived a serious vehicle accident Thursday night on the Queenstown Public Road, Essequibo Coast.

Both Haynes and Massiah sustained minor injuries.

Haynes was admitted at the Suddie Public Hospital with cuts to his lips and jaw.

According to reports,

Massiah was said to be the driver of the white sports utility vehicle and Haynes an occupant.

Massiah was said to be returning to Anna Regina from Supenaam when he reportedly steered into the path of a combine, which was exiting a street in Queenstown.

EDITORIAL

The debate on two contentious issues There is no doubt that the issues of corporal punishment and capital punishment are the most contentious in Guyana. People insist that those who kill and cause pain to other families should be removed from the society. There is no compassion in their heart. Further, there is often a deep desire to see the perpetrator suffer as much as the victims. Such is human nature.

Similarly, the issue of corporal punishment evokes strong views. Being a society that absorbs just about everything that happens in the wider world, there are people in Guyana who have come to accept the views of the so-called liberals. In the United States, whenever there is an execution, there are groups that gather outside the prison and hold vigils denouncing the execution. The members of the groups would proclaim that the execution is executive murder and that it is inhumane and degrading to the person being executed. Although there has not been an execution in Guyana for more than fifteen years, people in increasing numbers would contend that the death penalty is barbaric. Some of these, if asked about the method in which the execution is conducted, are in no position to offer an opinion.

They are also the people, who when visited by a violent situation, forget the views that they seek to propagate.

The Europeans tend to be more liberal than the Americans when it comes to the death penalty. They prefer to keep the perpetrator in prison for a very long time. The opponents of the death penalty in Guyana hold a similar position. But they change after a while. They then claim that the person who spends a long time in prison is punished unduly because the prison is not what should operate for the detained person.

The opponents point to overcrowding, poor diet and other conditions that are not to the benefit of an individual.

And these are valid objections. The conditions are tantamount to a second round of punishment for the incarcerated person.

But then one recognizes that Guyana can only operate a prison under conditions that it can sustain. A poor country cannot offer the kind of conditions that the critics of the death penalty see in the developed country. So we have the situation where people want to see emulated what they see in the developed world without accepting that this is not going to happen at this time.

The situation is therefore a veritable Catch 22. If you do not execute a person then, taken to the logical conclusion, that person should be released. And if the society does not want the release then there must be an execution to prevent life in horrible conditions. Corporal punishment attracts equally diverse views. Again, taking their cue from the developed world the Guyanese conclude that such a form of punishment makes a child violent. They do not take into consideration that no singular factor can fashion a particular behaviour.

There is no scientific evidence to suggest that the decline in the incidence of corporal punishment is responsible for the increase in criminal activities in the society. Correspondingly, there is no evidence that the reduction in corporal punishment is responsible for the drop in education standards and morals. Indeed these things seem to have happened simultaneously but no one can attribute one to the other. Those who have assimilated aspects of the culture in the developed world where there is the view that corporal punishment is barbaric would scream for its abolition from the roof tops.

However, Guyana, although signing the protocol, has not abolished corporal punishment from its statutes. The irony is, though, that the courts tend to penalize people for administering corporal punishment to the children although there is nothing in the law to prevent the parents.

So the Education Ministry is meeting on the issue in the schools. In the school the head can administer corporal punishment or assign such a task to a senior teacher. But this is rarely done because many teachers are reluctant to apply the whip for fear of parental retaliation.

Are the poor and the working class in Guyana better off now than they were nine months ago?

DEAR EDITOR, It would be a challenging exercise for the Jagdeo/Ramotar regime to try to convince the poor and the working class into believing that their issues and concerns are being addressed by the current PPP regime. For one thing, corruption which has become overwhelming to any law-abiding law enforcer is now like cancer at an advanced stage. Many are of the opinion it is only a matter of time left and no good governance medicine can help now.

Observing the public display of intolerance to this whole question of corruption on the NCN debate by none other than the Attorney General of the land was quite revealing. If the persons who occupy offices that are supposed to be the protectors of the working class are now openly attacking any measure at cutting corruption with technicalities to guarantee a “cop-out” to preserve the corrupt status quo, then the faith of the poor and the working class is sealed.

They will continue to face the battle of having to satisfy themselves that they must stretch the crumbs to make ends meet.

Such arrogance from the PPP “apparatchiks” could only have manifested itself because the majority political opposition has continued to not do the job they were elected to do. The revolution needs new leadership and we have no qualm in calling a spade a spade. Mr. Granger as the Leader of the Opposition has failed the 51% that voted for him to sit in that chair.

It has been nine hard months for the poor and the working class with no end in sight to their suffering, just because the majority opposition cannot get their act together on the parliamentary agenda.

We take this opportunity to call on the Leadership in the AFC and the APNU/PNC to appoint respective plenipotentiaries to explore common political ground so that the people’s agenda can progress in a less slothful manner. The overwhelming conclusion is that Mr. Granger is satisfied to be an armchair General and a Press Conference Leader. This lethargy in leadership is giving the PPP a free reign to occupy all possible political space in the land. What is wrong with these people? Is

this another era of Corbinism?

What we observe on the NCN-TV debate from the PPP “big-wigs” is an extremely high level of intolerance, indiscipline, vindictiveness, greed and power. They even had the brass to make untrue statements on national TV. None of this would have been possible if the Office of the Majority Leader in parliament was functioning at a more optimal level.

We are demanding that the majority parliamentary leader of the opposition lead and bring a swift end to this repulsive attitude of not prioritizing and attending to the people’s business in a timely manner. How much more can the people take?

Below is just a small subset of examples of the PPP misrule and a most nonreactive leader of the opposition. When will the people learn not to vote race anymore?

It is an open secret that Guyana’s economy will not grow at a rate to improve the lot of more people unless the PPP regime puts in place a strategy/programme that will provide employment for the youths and deal with the pressing issues affecting the poor and the working class.

Even before he took the oath of office as President, Mr. Ramotar pledged to lift the confidence of the Guyanese people by working unwaveringly to achieve the desired growth and development to raise the standard of living in Guyana.

After nine months in office, not one of these obligations has been met by the PPP. Are the poor and the working class in Guyana better off now than they were nine months ago?

The PPP/C approach DEAR EDITOR, This letter is not about partisan politics. It is about an approach to development which is inclusive and participatory in which the key players in the development process come together and pool their resources for the good of all. It is an approach which essentially brings together key players in the process of national development, namely the public and private sectors, in partnership with the community and community-based organizations. Hence the acronym - PPP/C approach.

This approach to development is very much in evidence at the Doobay Renal Centre located at Annandale, in which persons who suffer from kidney problems are offered dialysis treatment when necessary, at subsidized costs, something that is so badly needed in our country given the almost prohibitive cost of such treatment.

There are scores of people who are condemned to a quiet death due to the fact that they cannot access dialysis treatment or if at all, the cost of such treatments is beyond their financial reach.

Thanks to a collaborative approach between the Ministry of Health, the Georgetown Hospital and the Doobay Renal Centre, dialysis services are not only made accessible to a larger number of patients, but at much lower costs than provided elsewhere.

The Centre is currently in discussions with the Ministry of Health and the Georgetown Hospital to advance the treatment process to a much higher level by having kidney transplants done at no cost to renal failure patients, according to sources associated with the Centre.

According to a Chronicle report, it is expected that the kidney transplants will be done at the Georgetown Hospital which

reportedly has already started to put measures in place for the operation. In fact, kidney transplants were already successfully done at the Georgetown Hospital in the past but were subsequently shifted to a private hospital.

The Doobay Renal Centre is a good example of public-private partnership with strong community input and support. Thanks to the Centre, a number of kidney specialists, (Nephrologists) have visited the country and attended to patients free of cost.

I had the opportunity of speaking to nephrologist Dr. Azim Gangji during a recent visit to the Centre and was extremely impressed with his simplicity and professionalism in his interaction with patients. He took time to explain to patients the extent of their medical condition and the available options to them in an easy–to–understand and patient–friendly manner. Patients felt at ease in his presence, something that medical professionals sometimes take for granted in their interaction with patients.

Dialysis, according to the good doctor, ideally should be only a temporary measure until such time that a kidney transplant is done, which the Centre is prepared to do pro bono, provided the other conditions are met which include a kidney donor who has satisfied all of the eligibility criteria.

Sharing a kidney to someone in need is not scary or life-threatening as it may at first appear, according to Dr. Gangji. In fact, he explained that there are several persons walking the streets that are surviving and carrying on healthy lives without even knowing that they only have a single functioning kidney.

The demand for kidneys in North America and other developed countries is much higher (Continued on page 5)

Guyana “short changed” when there was The PPP/C approach only one Appellate Court for 35 years DEAR EDITOR, Guyana is famous for being different from other countries. It was the only country in the Commonwealth which only had one appellate court and this was not only for a year or two, but for 35 long years.

The Burnham administration abolished appeals to the Privy Council when it attained republican status in February 1970 and since there was no West Indian Court of Appeal at the time, the Guyana Court of Appeal was the only appellate court - the final court.

Legal luminaries will no doubt agree that many wrong decisions were made by the Guyana Court of Appeal especially in sensitive matters which could not been tested.

The Head of the Judiciary was no longer the Chief Justice, but the Chancellor, a new position created when Sir Kenneth Stoby was brought from Barbados to head the Court of Appeal and the Judiciary.

It was said that the then Prime Minister, Forbes Burnham, did not want the Chief Justice at the time Sir Joseph “Bonnie” Luckhoo to be at the helm so he offered Sir Kenneth, a Guyanese and his former Landlord who was the Chief Justice of Barbados the top post and created a new position…Chancellor of the Judiciary. Another first for the Cooperative Republic.

What is also unique in Guyana is that the leader of the opposition must agree to the appointment of both the Chancellor and the Chief Justice since the Constitution was amended to replace “in consultation with” to “agreement” with the leader of the opposition.

And because of the amendment, both the Chancellor, Carl Singh and the Chief Justice, Ian Chang have been acting their positions for more than six years since the opposition

leader has not agreed to their confirmation.

The Caribbean Court of Justice (CCJ) was inaugurated in April 2005 and Guyana and Barbados became the first two countries to join the regional court in its appellate jurisdiction.

Belize went on board in June 2010, and the other Caricom countries are still to abolish appeals to the Privy Council.

It seems to be that at least four more countries will join the appellate division of the Caribbean Court of Justice (CCJ) within the next few months.

I have been following the activities of the CCJ for years even before its inauguration and the latest reports from Wikipedia, the free online encyclopedia, stated that at least two countries Dominica and St. Kitts/Nevis are free to take steps to accede to the CCJ’s appellate jurisdiction during the course of this year since those two states only require a parliamentary majority to join up to the Court. Two other OECS states, St. Lucia and St. Vincent and the Grenadines would need a parliamentary majority approving accession along with a judicial resolution.

I tried to ascertain information as to what is required to obtain a judicial resolution and was informed by a high profile government official that St. Lucia has moved to the Courts for a resolution or clarification and that St. Vincent and the

Grenadines has joined in the application/motion. No date has yet been fixed for hearing of this important issue, but the application would be heard in Castries.

Grenada and Antigua and Barbuda would require referenda before being able to accede.

At its last meeting of the OECS Authority - its 54th - it was agreed that although all OECS members are committed to acceding to the CCJ’s appellate jurisdiction as soon as possible, the differing constitutional provisions of each member state meant that simultaneous accession was no longer the preferred option.

The Jamaican Parliament passed a bill in 2004 for the appellate division of the regional court, but the Privy Council sided with the appellants which include the Jamaica Labour Party and the Jamaican Council for Human Rights and declared that the bill was unconstitutional.

The Privy Council concluded that the procedure appropriate for an amendment of an entrenched provision of the Constitution was a referendum which should have been followed.

Last January, the new PNP government of Jamaica said that it would be moving to have the CCJ serving both the original and appellate jurisdiction in time for the 50th anniversary of independence, but that date has passed and no such move was made, despite the fact that the current opposition party, the Jamaica Labour Party

(JLP), which was opposed, said that it would support the move.

The JLP even went further when its foreign affairs minister issued a call for Trinidad and Tobago to sign on to the appellate jurisdiction to mark that country’s fiftieth anniversary which was on August 30 last.

In April 2012, Prime Minister Kamla PersadBissessar announced to her Parliament that she intended to abolish criminal appeals to the Privy Council in favour of the CCJ and would be tabling a motion to this affect, but so far this has not been done, despite the fact that the opposition leader Keith Rowley said he would support the move, although he was disappointed that the government was “only going halfway” by planning to adopt the CCJ for criminal appeals only while retaining the Privy Council for civil matters.

It is unfortunate that there is so much delay for countries to rid themselves from the London-based Privy Council to join the CCJ which was established since February 2001, as the final appellate court, despite the fact it has distinguished and competent judges.

The current President is Kittian Sir Denis Byron, former Chief Justice of the Eastern Caribbean Supreme Court, who recently replaced Trinidadian Michael de la Bastide, who served seven years as its Head.

From page 4 than the capacity to supply, which has resulted in an illegal underground market where donors are lured to sell their kidneys for modest sums of money by developed world standards.

Most of these donors come from poor countries where income levels are so low that financial inducements are often difficult to resist even though the necessary post-care follow-up actions are not done, resulting in donors being put at risk, and in quite a few cases, resulting in deaths.

The idea of kidney transplants and dialysis treatment is relatively new to Guyana as indeed in other developing countries, but it need not be an unrealizable dream, one that could add years to people who otherwise are condemned to premature deaths.

This is why the Doobay Renal Centre is deserving of all the support it could get, especially since it is a not-forprofit venture and is built around the lofty and humanitarian philosophy of service, especially to the poor and vulnerable in our society.

This is quite a costly venture, but one that is badly needed in our society. The Doobay Renal Centre has been mobilizing resources, both technical and financial to help offset operational costs and from all indications

the collaboration with the Health Ministry and the Georgetown Hospital has been beneficial.

The Georgetown Hospital has only recently installed Dialysis machines, which coupled with that of the Doobay Centre, is already impacting in a significant way on the number of persons who now benefit from the service.

This is indeed a good beginning and credit must be given to Dr. Ram Doobay (whose brainchild I am told the Centre is) and his team for having recognized the value of such an undertaken and for devoting so much time and resources to make it happen.

In this regard, mention must also be made of Mr. Vic Ouditt for his persistence and patience to get things moving on the ground.

I am aware of the proactive role he played in moving the process along.

Guyana has come a far way in terms of providing health care and specialist treatment to patients who in the past had to go overseas for such treatment.

The construction of a Specialty Hospital at Turkeyen along with that of the Caribbean Heart Institute and the Doobay Renal Centre will further advance the process of quality health care to the Guyanese people.

The president said that the government is currently looking at the process and is trying to secure an amicable solution. “We are looking at the process right now and we are trying to get an amicable solution right now…The issue has actively got our attention and we are looking at it” President Ramotar stated.

The president further noted that although they are trying to get value for money they are trying to bring the controversy to an end.

The president confirmed that members of his government met with several British diplomats from the British High Commission to discuss the issue. The president said that he cannot go into details but they are all trying to come to end the matter.

The London-based body that represents publishers worldwide last week blasted Guyana’s decision to buy pirated textbooks locally. It described the move as illegal and had threatened legal actions.

Emma House, International and Trade Director of the Publishers Association Limited (PA) said that Guyana’s decision was in

direct contravention of the local, regional and international laws.

“The Cabinet’s decision in Guyana to procure pirated textbooks for public schools is an indisputably illegal act.

This decision is in contravention of Guyanese law, Caribbean law (CARICOM’s revised Treaty of Chaguaramas) and the International Berne Convention,” PA said in a release.

According to the publishing house “the Guyanese government has not contacted publishers to discuss supply of legitimate books.

This makes the government’s claim that this illegal action is justified by concern over price totally redundant and disingenuous, if not hypocritical.”

The real victims of the government’s actions, PA said, are the Guyanese children, who are now being provided with sub-standard resources by the Ministry of Education.

Head of the Presidential Secretariat, Dr. Roger Luncheon, admitted it was a Cabinet decision to procure pirated textbooks for school.

In justifying the decision for pirated books being bought by Government, Dr Luncheon also said that it all had to do with value for money. The Cabinet decision was also based on quality and pricing, he said.

Local book publishers say that the pirated or

photocopied textbooks are sold for half and in some cases, for a fraction of the normal price of the originals.

Some of the bookstores which hold the distributing rights to textbooks claimed that they were forced to drastically reduce imports in recent years because of the decision by Government.

The piracy issue had seen reports of former Education Minister, Shaik Baksh, denying in 2010 that it was a policy and that he will have to investigate.

Last year, explosive revelations by the Auditor General report of 2010 pointed to serious wrongdoings with the procurement of textbooks with millions of dollars paid before the contract was even awarded.

There were indications also that books were ordered by the Ministry of Education and either not delivered and or were short delivered. Earlier this year, a senior official in charge of the department at the Ministry of Education which was tasked with ordering the books was removed.

Pirated or photocopied textbooks are openly being sold in a number of city stores.

It is a billion dollar business.

Guyana’s copyright laws are outdated and not geared to deal with the current problem it faces and there have been repeated calls for these to be adjusted.

The Hope Canal, a project that has been identified as one of the largest infrastructure initiatives in the history of Guyana, is now 75 percent complete, with a whopping $2B already spent.

This is according to Minister of Agriculture, Dr. Leslie Ramsammy, who explained that all the major aspects of the project, including the 300-foot long bridge, will be finished by June of 2013.

Dr Ramsammy also posited that the $3B Hope/ Dochfour Northern Relief Channel project is on schedule.

This venture was initiated

by the former Minister of Agriculture, Robert Persaud who had projected an 18month completion period when construction commenced in February 2011.

The project has four major components. The first is the actual excavation of the 10.3km long earthen channel from the East Demerara Water Conservancy to the coastal spill off at the other end of the Canal.

The other three parts of the project are the civil works – a three-gated conservancy head regulator, a bridge across the East Coast Public Road,

and the eight-gated high level outfall at the Atlantic end of the Canal.

The Ministry of Agriculture through its National Drainage and Irrigation Authority (NDIA) has undertaken the excavation aspect of the project, leaving the civil works to the three awarded contractors, BK International, DIPCON Engineering, and Courtney Benn Contracting Services.

The channel is being constructed to ease the pressure of water on the Conservancy at times when it reaches its maximum capacity.

The current condition of the 300 feet long bridge which is scheduled to be completed in June 2013

Austerity in the dock as Europe’s India PM defends reforms debt-stricken leaders meet as key ally quits government

(Reuters) - The leaders of countries at the centre of the euro zone debt crisis met in Rome yesterday after steep upward revisions to Italy’s public debt targets raised growing doubts about the austerity policies being pursued.

“Prime Minister Monti has been very pragmatic in what he set out here, clearly he has raised the question of the extent of austerity which can be applied in Italy,” Irish Prime Minister Enda Kenny told reporters when asked about Italy’s new targets.

Italy said on Thursday that its recession would be much deeper than previously forecast and virtually abandoned plans to cut the debt in the near term, forecasting the debt-to-GDP ratio at 120 percent in 2015, the same level as posted last year. “The government should recognise that only

focusing on fiscal rigour is continuing to worsen our crisis and that it must pursue different policies,” said Susanna Camusso, head of the country’s largest trade union, the left-wing CGIL. Monti, an unelected economics professor, replaced Silvio Berlusconi last November and rushed through more than 20 billion euros of austerity measures to head off a debt crisis.

However, the measures have sapped consumer morale and deepened the recession in the euro zone’s third largest economy, eating into tax revenues and pushing up the deficit as a proportion of output.

Credit Suisse economist Gianluca Zanni welcomed the deficit hikes as a sign that austerity is finally going out of fashion.

“It’s good, it seems that they want to ease back on the

restrictive policies, which is what we are beginning to see at the European level,” he said. Monti met separately with Kenny and the leaders of Spain and Greece at a gathering of European Christian Democrat leaders.

All four economies, in what is often referred to as the euro zone’s “periphery,” have buckled under tough austerity measures used to tackle debt problems. Italy, Spain and Greece are mired in recession, while Ireland is showing slightly more resilience.

Greece and Ireland have been bailed out by their euro zone partners, Spain has received aid for its banks and is under pressure to seek broader help to lower its borrowing costs.

If it does so, the pressure will rise on Italy, which faces an uncertain election by next spring, to follow suit.

UN nuclear meeting presses North Korea to give up atomic work (Reuters) - Member states of the U.N. atomic agency passed a resolution by consensus yesterday that “strongly urged” North Korea to abandon its nuclear weapons programme, underlining Pyongyang’s international isolation.

The text adopted without a vote by the General Conference of the 155-nation International Atomic Energy Agency (IAEA) also called on North Korea, which is not a member of the Vienna-based U.N. agency, not to carry out a new nuclear test.

The IAEA conference “stresses its desire for a diplomatic resolution of the (North Korea) nuclear issue so as to achieve the complete, verifiable and irreversible denuclearisation of the Korean peninsula,” it said.

It “reaffirms that (North Korea) cannot have the status of a nuclear-weapon

state” under the nuclear NonProliferation Treaty (NPT), the 1970 pact designed to prevent the spread of atomic arms. Similar resolutions have been adopted before.

NEW DELHI (Reuters) Prime Minister Manmohan Singh launched a spirited defense of measures meant to breathe life into India’s stuttering economy after his biggest coalition ally quit in protest yesterday, reducing his government to a minority.

In only his third televised address in eight years in office, Singh pressed the case for raising heavily subsidized diesel prices and liberalizing retail trade, reforms passed last week that sparked street protests and a one-day national strike.

“At times, we need to say `No` to the easy option and say `Yes` to the more difficult one,” said the 79-year-old economist, in a speech dotted with references to a balanceof-payments crisis in 1991 that triggered a first wave of reforms. Singh was finance minister at the time.

“We are not in that situation today, but we must act before people lose confidence in our economy. I know what happened in 1991 and I would be failing in my duty as prime minister of this great country if I did not take strong preventive action.”

Singh spoke after the biggest partner in his coalition withdrew over the reforms long-sought by investors. The Trinamool Congress pulled its 19 members of parliament, bringing more instability to an already volatile political landscape.

Manmohan Singh “The message given was that ‘we don’t need (Trinamool) for survival of the government and we’ll go ahead with the reforms because that is what’s good for the country,” D.H. Pai Panandiker, head of the RPG Foundation, a New Delhibased think-tank, said of Singh’s speech.

In his 12-minute speech, Singh appealed to “my dear brothers and sisters” to understand that the reforms were necessary to curb a ballooning fiscal deficit and revive the economy. His direct appeal was unusual for a leader who is often characterized as an aloof technocrat.

Singh’s coalition must now rely on the outside support of two powerful regional parties that have in the past opposed efforts to liberalize the economy and are likely to try to extract concessions to further their own agendas.

Despite the backlash, the government pressed ahead with more reforms yesterday, slashing a tax on overseas borrowing by Indian firms, implementing a scheme to encourage individuals to invest in the stock market, and relaxing minimum requirements for Indian airlines to fly overseas.

The cabinet may also approve measures next week to allow greater foreign investment in the insurance sector.

Legislation to be amended to enable tax write-off Jamaica Gleaner - The Government is to amend two pieces of legislation to allow for the implementation of a tax debt arrears management system.

Minister of Finance Dr Peter Phillips has said when implemented, the Tax Administration of Jamaica will be able to write off taxes which are deemed uncollectable.

“Like a bank or business, you reach a point where if you have something on the

The decision by the Cabinet, which was communicated by minister with responsibility for information, Sandrea Falconer, will see

amendments to the Tax Collection Act and the Revenue Administration Act. Dr Phillips said if a debt arrears management system is not put in place, it will result in tax authorities having “an unrealistic notion of what is collectable”.

He said when this happens, resources are diverted to the collection of funds which cannot be collected.

“It is really to modernise tax collection, in particular.

You have a situation where there is a numerically large group of taxpayers who have amounts, very small amounts in many instances, which are an overhang. What the tax authorities want to be able to do is to clear out of their books those things that are not collectible and focus their attention on monies which are collectible, some of which represents large amounts,” the minister said.

APNU AND THE REINVENTION OF THE PNCR The PNCR was an attempt at reinventing the party of Forbes Burnham. As part of that process, the later leader of the party, Desmond Hoyte, cultivated a personality cult and aligned himself and the party with prominent, but by no means representative, persons from within the private sector.

This alignment was done for the purposes of image.

Hoyte knew that after years of depressing economic circumstances, the Guyanese people wanted change, even if a significant number of them were not keen on that change taking the form of the PPP. Hoyte understood the need for change and so he projected himself as that change. The PNC moved from asking the Guyanese electorate to “light up your life with Desmond Hoyte” to Hoyte portraying himself as: “I am the change.”

In the end he did not manage to hold on to power and his party lost the elections in 1992 after scores of his supporters accustomed to the PNC gaining a majority without popular support, failed to register to vote.

Despite this fact, the PNC gained more votes in 1992 that APNU did in 2011 and more votes in percentage terms in 1992 that APNU did in 2011, effectively parodying the idea

that APNU did well in the 2011 elections.

After the 1992 elections, Hoyte attempted another reinvention of his party by entering into an alliance with a Reform component of mainly business people and professionals, similar to what the PPP had done with the Civic.

That alliance eventually was formally incorporated in the party which re-titled itself as the PNCR. The REFROM component had pulled off a major victory by catapulting itself into the old PNC structure.

There were many persons within the leadership of the PNC who were not comfortable with Hoyte surrounding himself with persons who were not traditionally card-bearing members of the PNC. But Hoyte had his own internal problems and needed to create a party machinery that would be loyal to him. He more or less was able to do this.

Over time however, and especially after his death, many of the business class members who can come on board began to go their separate ways and so the PNCR more or less entered the 2006 elections without a strong Reform component.

Talk half and protect Guyana from dem pirates

the PNCR in those elections had little to do with the weakened Reform and more to do with the attitude of the traditional supporters of the PNC to the leadership of the party and what they perceived as the party’s general ineffectiveness.

By the time the 2011 elections came around, the party again saw the need to reinvent itself and it did so under the umbrella of APNU, which is supposed to be an open partnership but which has failed, like the Reform component did, to attract any grouping or party with significant electoral support.

The partnership was in effect seen more as another

reinventing of the PNCR. It did create that aura of a different party with the partnership having its own colors. Today the green shirts and jerseys, without the logos, are still popping up at demonstrations which indicate that people still identify with the reinvented grouping.

The constant reinventing of the former PNC is however bound to undermine the traditional values and beliefs of the former self- professed vanguard party. How is the present PNCR, different from what existed under Hoyte or for that matter under Burnham? And how can the PNCR avoid undermining its traditional values and beliefs

when at each election it has to reinvent itself.

The PNCR is now embracing an openpartnership concept. This concept is a liberal- democratic concept, can become the new vehicle through which plural interests such as the intelligentsia, civil society groupings, and nongovernmental bodies, all of which have more or less a uniform class outlook can penetrate into the PNCR under an APNU ticket.

The PNCR risks, because of the constant need to reinvent itself, losing its identity.

This is the real danger that APNU presents to the PNCR

and this is why the idea floated about having two separate leaders, one for APNU and another for the PNCR should not have been so summarily dismissed.

APNU is a work- inprogress and by the time the next election comes around, the PNCR may have yielded to influences within APNU and may once again become a reinvented party. By that time, it may not know what to call itself.

Child Protection Week to focus on adult sanitization Under the theme “Adults, take action against abuse: The time is now”, the Childcare Protection Agency is set to host its annual Child Protection Week starting tomorrow.

Director of Child Protection, Ann Greene, yesterday said that the organization has recognised that “we can’t do this alone” hence the need to sensitize adults and let them know that protection of Guyanese children starts in the home and community.

Ms Greene stated that while her agency is mandated to ensure that each child is allowed its rights, which include the right to be protected, child protection is a 24-hour duty and “we don’t have and could never get enough social workers to do so”.

Hence, she said, each community has an extremely important responsibility to be an advocate for child protection, “but we need good responsible adults”.

“For long we have been telling children that they have a responsibility to inform adults but now there is an urgent need to let adults know

that they need to investigate each matter brought forward and to alert us,” stated Greene.

The director said that adults need to know that failure to report a suspected incident of child abuse is an offence under the Protection of Children Act. Further, Greene noted that parents too often tell their children to “look out for the dirty old man at the corner, when the persons they really need to be aware of are those close to them”.

Greene noted that rape is a hidden crime. Parents need to know that it should be that way “if someone’s child is molested their place is to alert the authorities”.

However, she opined that physiological abuse is the worst of them all. The director said that the old saying “sticks and stones may break my bones but words could never hurt me” does not hold true.

“Words do hurt!”

According to Greene, what makes psychological abuse the worst form is the fact that “the scars are deep but we can’t see them to treat them. A physical wound can be treated.”

To combat that, Greene

disclosed that her agency will be executing an outreach to re-educate and re-socialize parents since “verbal and physical abuse have become a culture in some sections of our society.”

Asked about the recent spate of infant mortality, Greene responded that all “situations” that resulted in the death of infants will be addressed during the upcoming week of activities.

However, she pointed to the case of the Sophia infant whose cause of death was starvation and said that the theme has been drafted to also address that.

Greene said that community awareness will definitely combat the problem as “no neighbour should go to bed knowing that the child

or children next door hadn’t anything to eat; even if is a little tea and a biscuit.”

The director stated that Sophia will be seeing numerous outreach activities during the coming week.

According to her, the agency is seeking to target vulnerable communities which include Little Africa and Little India in Berbice.

Greene said that this is the eighth year her agency is acknowledging that Child Protection Week is being observed worldwide.

This, she said, is being done so that people can be reminded that “No child deserves to be abused since child abuse robs children of the persons they would have become.”

US$840M Amaila Falls hydro-electric project…

Guyana will examine reduction of hefty US$55M risk insurance - Ramotar Guyana will examine the possibilities of drastically reducing a US$55M political risk insurance cost that is attached to the US$840M Amaila Falls hydro-electrical project.

The disclosure was made yesterday by President Donald Ramotar during a press conference at his Vlissengen Road office. He is set to address the United

Nations in the coming days and while in the US, will be meeting with Luis Alberto Moreno, President of the Inter-American Development Bank (IDB).

Guyana is hoping to fasttrack the project, the most expensive ever in the country’s history, Ramotar said yesterday.

Questioned about the political debt insurance,

which had driven the price tag of the project upwards and over which there had been concerns, the Head of State noted that while it may not be possible to totally eliminate it, there is the possibility of reducing it.

“We might have to fight for a reduction. Many of big investments…Omai (Gold Mines)…you had political risk insurance.”

He pointed out that political stability is important in the negotiations of financing of big investments.

Regarding the actual project, the President wants to construction of hydro dam to start as soon as the final agreements are signed.

The 165-megawatt project is to be built in Region Eight and according to Sithe Global, the US-based developer of

the massive project, IDB will be plugging in US$175M, from the Inter-American Development Bank (IDB).

Funding for the project is coming from a number of sources including US$100M in equity from the Guyana Government.

Guyana has already committed US$15.4M for the construction of the access road as part of the equity, with the remainder coming from the LCDS initiatives including the Memorandum of Understanding signed with Norway for some US$250M. Some 70 per cent of the total funding will be coming from the China Development Bank and the IDB. China Development Bank will be providing US$413.2M.

Sithe Global will be providing US$152.1M bringing the total project cost to US$840.3M. The total capital costs for the project, according to the Sithe Global officials earlier this year, will be US$652.5M, taking into consideration additional construction, development, start-up, as well as a contingency.

The remaining US$187.8M will go towards financing costs which include interest during construction (US$97.1M), lenders fee and advisory cost (US$34.9M), and debt political risk insurance (US$55.7M).

The actual construction of the hydro-electric plant will see an estimated US$519.6M (continued on page 11)

AG’s challenge is an abuse of court Member of Parliament and Attorney-at-law, Basil Williams, says that the Attorney General’s recent challenge in the High Court to the Parliamentary ‘No Confidence’ motion against Minister Clement Rohee can be seen as an abuse of the Court.

According to Williams, the AG appears to be obsessed with disrupting and stymieing the business of the National Assembly.

Williams said that it has always been a characteristic of the Marxist-Leninist PPP/C that if you cannot control it, then you must disable or interrupt it.

The AG’s malignant attitude to a well functioning National Assembly is in fact making him a “vexatious litigant”, Williams stated.

He said that it would appear that every time the PPP/C loses a vote in the National Assembly, the AG will seek recourse to the Court, despite the clear, pellucid and

transparent previous rulings of the Learned Chief Justice, Mr. Ian Chang, that in the absence of a constitutional or statutory breach, the Courts have no jurisdiction to interfere with proceedings in Parliament, under the doctrine of the separation of powers.

Williams said that the learned Chief Justice, Ian Chang has refused to grant those orders or to set aside the composition of the Committee of Selection voted by the National Assembly.

Williams further stated that Attorney General Nandlall’s latest motion against the Leader of the Opposition, Brigadier David Granger, and the Speaker, Raphael Trotman, contending that the ‘No Confidence’ motion against Minister Clement Rohee is unconstitutional, null and void, and in breach of the doctrine of separation of powers, and is therefore an abuse of the process of the Court.

Question #1: M y husband is a permanent resident in New York and will get citizenship this year. We got married in 2009 and he has filed for me. My priority date is December 13, 2009. I know the current visa bulletin for F2A category is November 2009. My question is, how long does it take for my interview to be scheduled if my priority date will become current in May month? When is it estimated that I will be called for an interview?

Answer #1: Once the required documents were sent to the National Visa Center and the file has been approved, it will be sent to the U.S. Embassy. We normally see interviews within three months upon National Visa Center approval. But, once the file sent to Embassy, you can contact the Embassy.

Question #2: I have been in the US for the past seven months, have a job and am a green card holder. I have a girlfriend in Guyana and I would like to know if I can file for her now as a fiancé. If, yes, what are the procedures and how long will it take?

Answer #2: As a green card holder you cannot

sponsor a fiancé but you can sponsor a spouse. So, if you marry your girlfriend, then you can file a sponsorship petition for her. The backlog for visa processing is about three years for a spouse of a green card holder. Only a U.S. citizen can file for a fiancé.

Question #3: I want to apply for a visitor’s visa.

What are the requirements?

Answer #3: Visit the U.S. Embassy-Georgetown webpage for information on requirements for tourist visa: h t t p : / / georgetown.usembassy.gov/ non-immigrant-visas.html Question #4: I am divorced from my wife and have two children to take care of. Recently I married an American citizen. All the documents were done in the USA when we visited. I would like to know if me and my children can remain in the USA and enjoy legal status (i.e. working and going to school)

Answer #4: If your wife is a U.S. citizen and she processed the paperwork as if you were in the U.S. then you and children would obtain the green card in three months and can remain in the U.S. Remember, if you overstay in the U.S., even with a petition pending by your U.S. citizen spouse, you are considered illegal and can be deported.

Question #5: How do I apply for a H-IB green card visa?

What is the requirement?

Answer #5: H-1B is not a green card but a temporary work visa issued to a “specialty occupation”. An employer has to agree to file a H-1B petition for you.

Yesterday marked the centenary of Margaret Irene Osborne who was born to John and Rebecca Babb on September 21, 1912 in the village of Hague, West Coast Demerara.

Born into a family in which there were seven siblings, Margaret spent her early days on the West Coast, attending St Jude’s Anglican School and later attended sewing classes.

On June 3, 1944, Margaret married Herbert Osborne. The union produced three children; Orlton, Jeanette and Ian Osborne. Margaret and Herbert moved their young family to Linden.

She continued to be a homemaker and stayed at home while her husband worked in the Bauxite industry. Margaret was known to be a loving and committed family person who was feisty and strong willed but calm and strong.

As a testament to her commitment to her family, once during a period when her husband was unemployed, she took on domestic work to support her family.

The couple was married for 61 years before Herbert’s death in 2006.

This centenarian is fortunate to enjoy good health and condition for her age, maintaining her memory, eyesight and hearing.

She continued to be the beloved matriarch of her family.

She enjoys reading the newspaper and continues have a keen interest in the politics of the day. Margaret also enjoys good conversation and catching up

counting

on old times with her family.

An ardent Anglican, she also enjoys Pentecostal services.

Margaret now lives in Georgetown with her daughter. She has seven grand children and two great

grandchildren. Margaret is not the first centenarian in the family.

Her late brother, Rupert Babb, also achieved this feat.

Margaret is the only surviving child of her parents.

Woman seeks to recover $200,000 for non-existent Iphone from confidence trickster Distraught over what she deemed a premeditated move to rip her off, Telesha Haynes, moved to highlight her matter in both an attempt to retrieve her cash and warn others against suffering the same fate.

About three weeks ago, Haynes who met Glevia Decourte at the Cheddi Jagan International Airport (CJIA) agreed that she would have purchased an iphone from her since she claimed she has “the overseas connection.”

According to Haynes, Decourte told her that she will source and procure the phone for her in exchange for $200,000 with the agreement that the money will be paid in two installments; when the phone is sourced and upon receipt.

“After I give her the first half she told me that she need the other half because the person that bring de phone need all the money one time.

“She was to bring back the phone from Berbice two days later, up to now she ain’t bring it back or give me back me money.”

Haynes disclosed that Decourte took some clothes she had on sale with the promise to pay at a later date;

When contacted, Decourte admitted to the

allegation, but stated that she only collected $100,000 from Haynes. In addition, she said that she didn’t opt to repair the damaged car because “I know nothing about it.”

“I told her I will pay for the clothes and de phone but she didn’t want to give me her right name for me to send the money through Western Union.”

Decourte affirmed that she is indeed in Barbados even though contacted on a Guyana number.

Haynes is contending that she didn’t want to give her real name as Decourte was threatening to harm her and her son.

NCN scandal…

President awaits report from Board President Donald Ramotar has not ruled out a full fledged investigation into the operations of the stateowned National Communications Network (NCN).

The agency has been under pressure this year after an investigation was ordered by the Office of the President into payments from the Guyana Telephone and Telegraph Company (GT&T) for work done for the Jingle and Song Competition.

The probe unearthed shocking details how over $3M from GT&T was deposited in the personal bank account of Martin Goolsarran, the Production Manager. Goolsarran was handed an eight-week suspension while Chief Executive Officer, Mohamed Sattaur, tendered his resignation.

There were allegations of missing cameras, lax internal controls, and of contracts being issued without any written agreements.

There were also indications of an attempted cover-up by the two as special auditor, Harry Parmesar, started a probe back in June.

According to President Ramotar, yesterday, while the matter has not been one of top priority for him because of other distractions, there has been a wider investigation launched by the board.

Questioned why he did not take additional actions after Sattaur tendered his resignation, Ramotar said that with all that was coming to light at the time, he had accepted it.

The official also stressed that the Auditor General will be doing work and the report

Board Chairman, Dr. Prem Misir, had refused to talk on the issue. Following the damning report by Parmesar, there has been a major shakeup at NCN which controls the government’s radios and televisions stations, including 98.1 Hot FM and NCN Channel 11.

Part of the major changes at the agency included the reactivation of a special review committee, called the ‘Rates Committee’, and which includes senior department heads.

NCN Board Chairman, Dr. Prem Misir deliberately stifled for a number of years and that two senior officials unilaterally bargained with large advertising companies for lucrative low rates. In return for the low rates, senior officials of NCN reportedly took kickbacks.

The situation at the state agency has drawn widespread anger and is a major embarrassment for the new PPP/C administration.

A number of dissatisfied staffers leaked records that indicated a seemingly ‘wild west’ situation of advertisements being aired free, and of links between at least one senior staffer and a heavy equipment company.

NCN, during the Budget debates earlier this year, admitted that it raked in more than $500M in revenues, raising eyebrows on why it would still need Government allocations.

An angry opposition, upset with NCN’s ‘biased’ coverage to them, blocked a budgetary subsidy for NCN for over $65M. The opposition had called for more accountability and balanced coverage by the state agency.

Kennard sworn in to Linden commission

he fifth member t o t h e Commission of Inquiry (COI) into the shooting death of three Lindeners, Justice Cecil Kennard, CCH, took the oath of office as member in the presence of President Donald Ramotar, yesterday.

Justice Kennard was out of the country when the other four members took their oath on September 5.

In a brief comment subsequent to the swearing in, he said that all the statements given by residents will be carefully examined after which the Commission will decide on the witnesses to be called.

He explained that even though many persons will provide statements; it does not necessarily mean that all of them will be called, as many would repeat what was already said by a previous witness.

“We are hoping that the inquiry proceeds smoothly and that witnesses attend

when required, so that the work of the Commission can be finished within a reasonable time,” Justice Kennard said.

The other four commissioners are Chief Justice Lensley Wolfe and Senior Counsel Keith Knights of Jamaica; Senior Counsel Dana Seetahal of Trinidad and Tobago; and former Justice Claudette Singh, CCH, from Guyana.

The Commission of Inquiry is one of several positions agreed upon in a series of closed door talks that the government, Region Ten administration and the opposition political parties held at the Office of the President.

At a press conference on September 6, Chief Justice Wolfe, who chairs the Commission, said that all decisions made by the COI will be influenced solely by the evidence given under oath or affirmation by witnesses, as the situation will not be prejudged.

recommended that the Board of Directors should take necessary actions, including legal ones, to recover loss of revenue for all amounts paid to any individual.

The two, according to the report, tried to pressure staff to backdate key records in what was seen as an attempted cover-up.

There were also direct leaks of information from the board level to at least two companies, both advertising firms, which benefited from contracts and rates.

Government had declined to release the report on the findings of the investigations but it was leaked to a Parliamentarian.

Agricola residents protest at Commissioner's office again - Check reveals file still not with DPP Angry Agricola residents yesterday staged yet another protest in front of the office of the Acting Commissioner of Police, Leroy Brumell calling for justice to be served in the Shaquille Grant killing.

The protest was led by social activist Mark Benschop and the dead teen's mother.

According to Benschop, a check at the office of the Director of Public Prosecution revealed that the police did not send the file to the DPP as was reported by the Crime Chief Seelall Persaud. Benschop said that the police force continues to show total disregard for Grant's life.

“This doesn't look good for the credibility of the force, and it is more damaging when the credibility of the force is being tarnished by senior ranks of the force.”

He added that this move by the force also shows that the Commissioner of Police Acting, has not taken control of the situation as was expected.

“The Commissioner met with us and promised that justice will be served but from all indication very little is being done to ensure that the family of the slain teen gets justice.”

The social activist added that he would like to see the intervention of the government as well as the opposition parties.

The teenager, of Lot 72 BB Eccles, East Bank Demerara, was shot during a police operation almost a fortnight ago, when ranks on a mobile police patrol descended on a house in Caesar Street, Agricola, Georgetown.

The ranks claimed that they were fired upon returned fire, killing Grant and injuring Rommel Bovell, 20, of Brutus Street, Agricola, who was treated at the Georgetown Public Hospital but was later arrested. Bovell was later released on bail.

The police also produced a .38 Smith and Wesson revolver as being recovered from the young men. A post mortem examination performed on the remains of Grant revealed that the youngster was shot three times.

The post mortem results further angered relatives and other sections of society which claimed that the teen's death was a clear execution.

'Principal with Principle' Raj Mangal, MS remembered on death anniversary

By Leon Suseran It was an afternoon dedicated to honouring a 'household name' in the field of education in Guyana and particularly in Berbice. He was the 'To Sir With Love'-the name, the person, the educationist, the Guyanese Rajkishore Mangal, MS. He was fondly remembered yesterday by his former students, relatives and friends at the school where he gave his life blood, Berbice Educational

Institute (BEI).

It was in honour of the first death anniversary that such an event was planned and coordinated by some of Mr Mangal's former students and close associates, friends and teachers whom he trained at the Cyril Potter College of Education, Corentyne, Berbice.

Guyana mourned the loss of this son of the soil last September; a man who gave so much to education and who pioneered teacher-

training in Berbice.

He was Headmaster of BEI for many, many years and then started up the CPCE Rose Hall centre, paving the way for hundreds of secondary school teachers to access teacher-training right in Berbice. He was a respected disciplinarian and educationist who also helped to pioneer the wearing of the 'shirt- jac' in Guyana as he saw Guyana's climatic conditions necessitated such a wear, as opposed to

His body was cremated on October 1 last year at the Reliance Crematorium in Canje. Yesterday, past BEI student Rev Errol Inshanally gave a stirring tribute to the man's memory. He recalled the centenarian author, E.R. Braithwaite who wrote 'To Sir With Love' and its significance to the honour of the name, 'Raj Mangal'.

“Today, we are paying tributes to the only man we

know who fits that title 'To Sir With Love,” he added.

“Only Mr Mangal claimed our affection at such a level and this is why this term of endearment we owe to him, and of him, we say to him, to sir with love; if happiness was a teacher, Mr Mangal lived the happiest life, ever.”

The programme was chaired by past BEI student and veteran teacher as well as education officer, Bashir Khan. In the audience were Mrs Rajpattie Mangal, his

Mr Raj Mangal, MS widow and his son, Roy, as well as a grandson and a daughter-in-law.

A television set was then presented to the headmistress, Ms Willa Batson. It would be placed in the library, named after Mr Mangal-- the Rajkishore Mangal Library. A portrait of the educationist was also unveiled and hung in the library, in honour of his memory.

Guyana’s delivery of education is commendable - UNICEF Some 80 per cent of children at the nursery level are currently attending school, an accomplishment which requires that the local Ministry of Education, and by extension G u y a n a , b e applauded, since it is leading the way in nursery education.

This is according to U n ited Nations Children Fund (UNICEF)’s Programme Officer, Audrey Rodrigues, as she revealed that some 1.7 million nursery aged children in Latin American and the Caribbean are not in school.

In fact, she said that more than 22 million children are not in school or are at serious risk of dropping out, while a staggering 15.6 million carry the burden of failure and inequality. This development, she added, is perhaps linked to their late start of school or because of a record of grade repetition.

Rodrigues was at the time addressing the gathering at the Ministry of Education’s ‘Inclusive Education Expo’ held on Thursday at the Education Sports Complex Ground, Carifesta Avenue.

UNICEF, according to Rodrigues, recognises the efforts by the local Education Ministry to keep data and the number of dropouts in the school system, as well as its attempts to win them back and keep them in school.

“We know of the truancy campaigns; we know that the Ministry maybe isn’t shouting about it a lot, but we know about the efforts in trying to see what are the best strategies that can be used to encourage teen mothers back to school...We know too that very silently the Ministry is making efforts in trying to reach out to those children in

Additional staff at Prison Service The government has given the go ahead for the addition of 38 more staff for the Guyana Prison Service.

According to a statement from the Minister of Home Affairs, this move is in keeping with the Guyana Prison Service Strategic Plan 2010-2015 to enhance the security of prison estates and prisoners. The 38 persons will be employed as Assistant Prison Officers.

These persons will be

trained and posted to appropriate locations in the Guyana Prison Service (GPS) to strengthen the existing staff.

This move is also expected to help boost the human resources capacity of the Guyana Prison Service which has prison locations around the country. These locations include Mazaruni, Lusignan, New Amsterdam, Georgetown and Timehri.

Rodrigues pointed to the importance of detecting all students who are out of school for one reason or another, adding it is also important to understand the nature of their circumstances, since they too are children with special needs.

She noted that while the Ministry has been mainstreaming children who are physically challenged, there are yet those faced with other situations that also need addressing.

“We can no longer allow them to be excluded and we must accelerate our effort to reflect this inclusive approach for all children.”

This move, she said, must be supported by the partners of education who must be the monitors, guardians, coaches

and advocates for the return to school of these excluded children.

As such, she expressed that “we must congratulate the Ministry of Education as it showcases its many approaches in trying to meet the needs of children through inclusive education.”

On Thursday, too, Rodrigues was tasked with presenting the Global Report on Out-of-school Children to Minister of Education Priya Manickchand.

The Report has as its theme ‘Finishing school - A right to children’s development, a joint effort’.

Power restored to Mabaruma, neighbouring communities Power was restored to Mabaruma and five surrounding hill communities, including Thomas Hill and Kumaka, on Thursday after weeks of outage that sparked protest action by residents. The other communities will receive electricity when repairs to the old generator are completed.

This is according to Region One Vice-Chairman, Fermin Singh, yesterday.

He said that the new 750 kva generator, which was not functioning when it reached the area weeks ago, is now powering the communities.

However, a transformer needs to be connected to the power supply system to ensure safe electricity supply.

Singh said that another transformer is being sourced from overseas and should be

According to Minister of Local Government and Regional Development, Ganga Persaud, during a press briefing, the newly procured 750 kva generator was sent into Region One to provide electricity to villages in proximity to Mabaruma.

This was expected to function alongside the old generator that provides electricity to Mabaruma.

However, attempts to service the old generator failed. According to Singh, the old generator is about eight years old and only needed servicing. This machine is still in Mabaruma to be shipped to the city for repairs.

Singh said that the communities are currently receiving six hours of electricity

starting at 17:00 hrs daily.

Residents who protested the prolonged power outage last week now say that they expect that the duration of the power supply will increase.

The Vice-Chairman noted that meters should be attached to each home so that each household will be paying for what is consumed. He added that a Committee needs to be established to properly manage matters relating to electricity such as disconnections.

Singh explained that not all residents pay the Regional Administration for electricity provided and this is quite costly. “The machine burns 20 gallons of diesel per hour and we pay $50,000 per drum so you do the mathematics and see how much we spend on providing electricity.”

She explained that many children and adolescents do not enter schools in a timely manner, even as she questioned whether they remain in school until they complete their mandatory education.

Furthermore, she noted that their learning experience is often inadequate since there are sometimes shortfalls in school materials and facilities, and difficulties in covering teaching costs weaken the entire schooling experience for many.

It is for this reason, she said, that there is an emphasis on finishing school.

Rodrigues disclosed that the Rights to Children Development emphasise the importance of education in the holistic deve l o p m e n t o f children and adolescents as a vehicle to fulfil their potential.

She pointed out, too, that protecting the right to education serves to broaden the basis of the demands and exercise of all other rights.

In this regard, a new call to action is emphasised by the term ‘a joint effort’, Rodrigues said, to ensure that partners of education assume the collective and cooperative efforts needed to guarantee children their rights.

“Together as partners we must highlight the fact that complete, timely, sustained and full schooling is everybody’s duty and UNICEF would like to reiterate its commitment to supporting the Ministry of Education in advocating for positive change and in developing efforts to attract, and actively engage children through nursery, primary and secondary...” Rodrigues asserted.

Minerva Mc Garrell who admitted to verbally abusing her ex-lover and doubting his sexuality appeared before Chief Magistrate Priya Sewnarine- Beharry on Thursday.

In her explanation to the court, Mc Garrell said that she had been dating “Corporal Frazer” for some time and decided to end the relationship after she became suspicious of his sexuality.

Mc Garrell said that she told the complainant, who is said to be a member of the police force, that she did not want anything to do with him.

However, he would attempt to contact her every now and

then, she said.

The woman said that on the day of the occurrence, she was downtown with a friend when “Frazer” approached her.

Mc Garrell said that she became annoyed and ‘told him off’. He responded in the similar manner. The two persons had an exchange of words at which point Mc Garrell verbally abused the man.

After listening to the defendant’s reason, the Magistrate placed her on bond to keep the peace for one year; failure to observe the bond will result in imprisonment for two weeks.

Policeman charged for wounding neighbour A police officer was placed on self bail for unlawfully wounding his neighbour. The accused, Cedric Dash, reportedly wounded his neighbour Burton Carmichael on Tuesday; last, after they had a disagreement.

Carmichael pleaded not guilty to the charge.

According to reports, Carmichael met Dash while he was on his way home and they had a misunderstanding which led to a fight. Both

parties sustained injuries in the process.

A medical certificate revealed that Dash who sustained minor injuries was treated and sent home while Carmichael’s injuries caused him to be hospitalised.

Dash was subsequently charged with the offence. He was admitted to self bail when he faced Chief Magistrate Priya Sewnarine-Beharry at the Georgetown Magistrates’ Court yesterday. His next court date is October 2.

Trainee nurses charged with assault Two nurses were placed on a bond for one year after they appeared before Chief Magistrate Priya SewnarineBeharry yesterday, charged with assault. The court was told Wanda Day and Coretta Cornett allegedly assaulted each other at the Georgetown School of Nursing.

Both defendants admitted the assault.

On Friday September 14,

Day and Cornett who both attend the Georgetown School of Nursing got into fisticuffs after Cornett took out a cell phone and shot a photo of Day, much to Day’s annoyance.

A report was made to the police station and the nurses were later charged. The Magistrate placed the two women on bond to keep the peace.

Businessman Fazal was burning garbage on a vacant plot of land next to the New Amsterdam Market when the fire caught on the

fences of the municipality.

Fire tenders were called to the scene to keep the blaze under control; some vendors and shoppers

panicked.

The businessman and his workers also assisted in extinguishing the fire and business went on as normal.

LABA stages basic training for Referees and Table Officials today, tomorrow at MSC The Linden Amateur Basketball Association (LABA) will today and tomorrow hold a Basic Referees’ and Table Officials’ Clinic at the Mackenzie Sports Club Lounge.

The association is aiming at the start of the BOSAI Basketball club championship and an Under-15 Inter Secondary Schools basketball tournament which will be played shortly and has seen the need to increase the number of officials in the area.

The Education Department of Region 10 has approved participation by secondary schools to attend the training, which will allow both teachers and students inclusive of two private schools to become better informed about the Rules and Regulations involved in officiating the game at the competitive level.

Among the resource persons being used for the clinic, which will be held today (Saturday) from 13.0017.00hrs (1.00pm to 5.00pm), and tomorrow (Sunday) from 14.00hrs to 19.-00hrs (2.00pm to 7.00pm), are Technical Adviser of the Guyana Amateur Basketball Federation (GABF) Mr.

Abdulla Hamid, Lloyd Ross, Quincy Cummings, Carlton Gravesande, Ashton Angel (Jr.) and Joe Chapman.

The seminar will also assist those students who at the school level are preparing for the practical aspect of the CSEC Physical Education Subject, to be in a better position to execute their programmes knowing the basic rules of the game.

The association is also looking to improve its current crop of officials of the game in the town and will be looking for the seven clubs namely Kashif and Shanghai Kings, Wismar Pistons, Retrieve Raiders, Amelia’s Ward Jets, Block 22 Flames, Half Mile Bulls and Victory Valley Royals to send representatives to become aware of the most recent changes of the game after FIBA’s 2010 Official Basketball Rules.

DHAKA, Bangladesh – Coach of the Sagicor High Performance Centre team Graeme West said his side will face a bigger challenge, when they meet the Bangladesh ATeam in a four-day, tour match, starting today at the Sher-e-Bangla Stadium.

West said he too, was disappointed the Sagicor HPC team drew their first match on tour against the Bangladesh Cricket Board Academy, but he was impressed with the way his side played.

He said the Bangladesh A-Team was far more experienced than the BCB Academy team however, and his side would have to lift their game another notch to remain competitive.

“We have had a little look at the opposition, and there is over 400 international matches in terms of experience between them,” West told WICB Media.

“They will be a far more experienced side and I am sure this will come across in the way they play, but it represents a great opportunity for our guys to perform against these players.”

He added: “We trained at the ground [on Friday] and it is a very impressive stadium and the players are very excited about playing there.

“They recognise that it is going to be a step up from the

enjoyed playing in front of the big crowd in the first match,” he said. “People in this part of the World love their cricket, and gave their side the full backing in the first match, and made a lot of noise when they survived the last few overs.

“We have been told that the crowd is expected to be bigger for this next match, particularly with it starting on the weekend. . .so this again will be a great test for our players and take them a little bit closer to the environment that hopefully some of them will proceed to face when they get into the senior West Indies squad.”

Fruitful engagements as Hearts of Oak Masters Annual football camp concludes Five weeks of intense sports activities came to an end when the curtains came down on the annual Hearts of Oak Masters ‘Teach them Young’ Football Summer Camp, with a presentation ceremony at the Prison Officers Sports Club, Penitentiary Walk New Amsterdam, recently.

WICB launches Player Lifestyle Development GFSCA Softball classroom sessions for youth cricketers continues tomorrow

St John’s, Antigua – The West Indies Cricket Board has launched classroom sessions as part of its ongoing roll out of the Board’s Player Lifestyle Development (PLD) Programme. Over 360 scheduled sessions have been specifically designed for youth cricketers throughout the Caribbean.

The once-per-month classroom sessions will run for six months for Under-15 and Under-19 cricketers throughout the territories.

Over 750 youth cricketers will be exposed to information and training in several areas including: Sports Nutrition, AntiDoping, Anti-Corruption, Leadership, Time Management, Being an

Ayana Cooper Ambassador, Public Speaking, Media Training, Communication and Interpersonal Skills, Technology in Sports.

Twenty-five Under-15 cricketers and a similar

number of Under-19 players from each country will be selected to participate in the sessions.

“The overall purpose of these sessions is to ensure that our young players develop into well rounded individuals in their professional lives and we are now investing in exposing them to quality training and information,” said WICB Player Relations Officer Ayana Cooper.

The programme will be initially launched in eleven territories: Antigua and Barbuda, Barbados, British Virgin Islands, Grenada, Montserrat, St Kitts and Nevis*, St. Lucia, St. Maarten, St. Vincent and The Grenadines, Trinidad and

Tobago. *Separate sessions will be held in St Kitts and Nevis.

The other territories will come on stream as of October starting with Jamaica where the sessions will be integrated into their Youth Academy.

Barbados and Trinidad and Tobago will also integrate the sessions into pre-existing youth academies.

This week the parents of the selected cricketers have been briefed as to the outline and purpose of the sessions.

These classroom sessions are a part of the overall PLD programme which is designed by the WICB Player Relations Unit to assist players at all levels to improve their professional and interpersonal skills.

Part of the action in the Wilbur Hope Memorial Schools football tournament in Berbice.

Football fans who turned up at the All Saints Scots Church ground on Thursday to witness the Semifinal matches in the Inaugural Wilbur Hope Inter Secondary School Memorial football matches were happy they did.

They were treated to two enthralling and pulsating encounters that went down to the wire with both matches having to be decided by penalty kicks.

In fact it took 12 kicks to decide the winner in the game between Tutorial Academy Secondary School (TASS) and Berbice Educational Institute (BEI) which was the second game on the double header card after the game was locked at 1-1 after regulation time. The games

which began in bright sunshine ended under floodlights.

TASS scored first in the 20th minute when Anthony Weeks made no mistake and found the back of the nets.

The BEI lads then regroup and fought hard until their persistence paid off in the 55th minute. After being awarded a free kick just outside the penalty area, Gary Salomon made no mistake with the spot kick scoring a beauty to level the score.

Both teams continued to press for the winner but none came.

More drama was in store in the penalty kicks that followed with the first set of five ending with the score level at 4-4.

continued and at the end of 11 kicks each with every player on the field having an opportunity to shoot, the score was still event at 9-9.

The goalkeepers then complained about the light forcing the organizers switch on the floodlights which adorns the ground. (The All Saints Scot Church ground is the only venue in Berbice with permanent flood lights).

With every man on the field already taking a shot at goal, the process had to start over. On the resumption BEI strangely used their Goalkeeper to shoot first; his shot was saved by his TASS counterpart. Needing only to score to win the TASS shooter sent his shot flying into the back of the nets to

secure the hard fought victory. In the first game NAMS surprised BHS when they opened the scoring in the 23rd minute through a Calvin Burnett strike.

BHS fought gamely and were rewarded when they were rewarded in the 52nd minute through a defence error to lock the score at 1-1.

No other goals metalized despite the best efforts of both teams. The ensuing penalty kicks saw BHS retaining their composure and their first four shooters netted easily to see their team prevailing 4-2.

The final and third place playoffs were set for yesterday at the Scots Church Ground in New Amsterdam.

Decisions of WICB Board of Directors Meeting of September 15-16 St John’s, Antigua – The Board of Directors of the West Indies Cricket Board met in Barbados on Saturday September 15 and Sunday September 16. Following are synopses of the critical decisions taken and updates received and presentations made at the meeting.

DECISIONS 1. The Board approved the appointment of Mr. Michael Muirhead as the new Chief Executive Officer to succeed Dr. Ernest Hilaire.

2. The Board approved the recommendation of the WICB Cricket Committee to retain the Selection Panel – Chairman Clyde Butts, Robert Haynes and Courtney Browne – for another two year term – October 2012 to September 2014. Stuart Williams and Lockhart Sebastien will serve as alternates for the same period.

3. The Board approved an increase in the number of Annual Retainer Contracts (ARCs) to be offered to male players from 15 to 20 for 2012-2013.

4. The Board approved the list of players to be offered Annual Retainer

Contracts (ARCs) for 20122013. The list will be announced at a later date once the players have been advised and offered the ARCs. 5. The Board approved the budget for the financial year 2012-2013.

6. The Board approved an updated Draft Schedule of Cricket (DSC) for 2012-2013.

Management will share the DSC with WIPA. As a result the DSC will not be publicly released at this time.

7. The Board approved the recommendations of the WICB International Fixtures Committee for the host venues of Caribbean Twenty20 2013. Management will share the venues with WIPA. As a result the venues will not be publicly released at this time.

8. The Board approved the recommendations of the Umpires and Match Referees Committee for six promotions to the WICB Senior Umpire’s Panel. They are: Zahid Bassarath, Patrick Gustard, Leslie Reifer Jr, Danesh Ramdhanie, Nandkumar Shivsankar and Verdayne Smith.

The Board also approved the recommendations of the Umpires and Match Referees Committee for six umpires to retain their positions on the WICB Senior Umpire’s Panel.

They are Lennox Abraham, Gregory Brathwaite, Nigel Duguid, Norman Malcolm, Peter Nero and Joel Wilson.

The WICB Senior Umpire’s Panel has been appointed for two years.

9. The Board approved the recommendation for the formation of a Public Relations and Communications Committee.

UPDATES 1. The Board received the CEO’s Report. It was Dr. Hilaire’s final report to the Board before he demits office on September 30.

DEAR EDITOR, Please allow me a space in your letter column to reply to a letter written by Mr. Rajendra Singh captioned “The government must allow the GCB to carry out its function” and published on the 17th September, 2012.

The CEO of the RHTY&SC Mr. Hilbert Foster already responded to this letter to clarify a blatant lie as regards to a statement he made. This letter was published on the 19th September, 2012 and captioned “Did not say that the IMC was a failure”.

I am a member of a club on the West Demerara and from the inception of this “Cricket Madness” I followed the entire saga. My interest was that nothing is happening on the West Demerara with regards to cricket and cricket development and interestingly the same persons who have destroyed the cricket on the West Demerara have now involved in this disaster nationally.

Since the beginning of the power struggle by Ramsay Ali / Anand Sanasie / Raj Singh, I along with several cricket enthusiasts have been paying serious attention since we are worried that our cricket will be totally destroyed because of a few who wanted personal gains. We have attended most of the court proceedings and it is amazing what is being transpired in the letter column.

Mr. Hilbert Foster was not in court so he would not deal with the other lies. There were seventeen persons in court including Mr. Rajendra Singh, Roger Harper, Anand Sanasie, Bissoondyal Singh, Claude Raphael, Ronald Williams, Edward Richmond etc when Justice James Bovell-Drakes ordered that none of the factions of the Demerara Cricket Board can act until the matter is heard and determined as to which is the correct / legitimate group. He also got an undertaking from Mr. Mangal (the purported secretary of Raj Singh DCB) that they would not act.

He periodically visits Guyana, How can you live in the USA and be the president of the DCB? Further when the matter is heard and determined by the court, the public will see clearly the deception from the beginning. How can we have such moral non-entities involved in sports and more importantly aspiring to lead?

How can a ‘CHARACTER’ like Rajendra Singh question the credibility of Mr. Clive Lloyd MS CCH? What is happening to our society?

Mr. Rajendra Singh a l s o s a i d i n his unctuous narrative, ” All of the manufactured allegations against the GCB were cleared by the Rupert Foster report, which investigation was commissioned by the Ministry of Labour.

This infamous report however was scrutinized publicly to the extent that it actually incriminates the GCB rather than exonerates.

Mr. Rupert Foster said in his report that in excess of eight million dollars were mistakenly placed in the Trustee’s account.

However the same report said that there were no trustees. So Mr. Raj Singh, how could you place money in an account that do not exist?

I am definitely going to deal with the other deceits in that letter at another time but our journalist must start investigate these ‘CHARACTERS” and expose them if not, our sports will continue to suffer at the hands of the impostors!

Members disappointed with state of T&GSC ground

The current state of the T&G Sports Club ground.

O

ne of the factors affecting the development of sport in Guyana is the lack of proper training facilities. Recently members of the Transport and General Sports Club, Thomas Lands, caught up with Kaieteur sport and expressed their disappointment with the state of the ground.

They said that they cannot use the facility because the outfield is rough and the grass has grown tall over the years. One of the members stated that they have to ask neighbouring clubs to use their grounds to prepare for cricket competitions which put them at a disadvantage since the other clubs have to use the ground as well and that they are frustrated with the situation.

They further stated that a senior official from the Ministry of Sport told them, during

the launching of the current NBS\GCA second division tournament, that the Ministry have already allocated funds for the upgrading of several grounds in the city and encouraged clubs to apply which they (TSC) did a long time ago and are still awaiting a response.

Currently the ground is fenced and has two sightscreens. The members are calling on the Minister of Sport and the executive of the club to fix the facility as early as possible.

When contacted, Mr. Alfred King, the Permanent Secretary of the Ministry of Sport said that a number of clubs who fulfilled the requirements have already benefitted and the committee will be meeting next week to review another set of applications. He also said that as long as clubs submit their estimate the money will be paid.

Mercedes have adopted a new exhaust system similar

to those on the McLaren and Ferrari, directing the gases at the edge of the floor inside the rear tyres to improve aerodynamics.

But on the face of it the upgrades have not made a significant difference to the team’s competitiveness Rosberg was 1.45 seconds slower than Vettel and Schumacher was nearly 0.5secs slower than his team-mate.

In-form Australia aim to pass strong Caribbean test

ricinfo - Australia and West Indies entered this tournament with vastly different expectations placed upon them. Although the Australians were quietly confident, plenty of people saw their form, ranking and not-so-settled side as an indication they would struggle.

West Indies came in as one of the tournament favourites, the first time in a long while that they have been considered such a strong chance. Australia have already overcome Ireland and should West Indies do so as well, both these sides will progress to the next stage. But West Indies don’t want to be placing themselves under any unnecessary pressure when they take on Ireland so victory

in this, their first match, is important. Not that Australia will be a pushover - the teams drew 1-1 when they met for two T20s in the Caribbean earlier this year.

Everywhere you look in the West Indies line-up there are men seemingly made for T20. Chris Gayle at the top of the order.

Kieron Pollard in the middle. Dwayne Bravo, Darren Sammy and Andre Russell.

The best player in the IPL this year, the offspinner Sunil Narine. And the highly under-rated legspinner Samuel Badree, who has the best economy rate of any bowler in T20 history (with a minimum qualification of 300 balls).

Badree goes for 4.59 an over, on average.

If every bowler in a team managed that, the opposition wouldn’t even rack up a hundred.

But for all of their star power, West Indies haven’t really turned their potential into results. In the past year, they have won four T20s and lost four.

Overall, they are the only ICC Full Member besides Bangladesh to have lost more T20s than they have won. Much greater consistency is what they will require to go all the way in this tournament.

For Australia, the opening victory against Ireland has provided a handy bit of breathing space and they know that victory against West Indies will put them through to the Super Eights.

There have been minor health worries for the veteran spinner Brad Hogg and the fast bowler Mitchell Starc over the past couple of days, but both are still in contention to take their places against West Indies.

WATCH OUT FOR On the ICC’s rankings for T20 international allrounders, it is Shane Watson and then daylight. Against Ireland on Wednesday he showed why, with 3 for 26 and 51 from 30 deliveries, ensuring there were no

nasty surprises for the Australians in their opening game. Notably, he also made important contributions in both T20s against West Indies earlier this year in the Caribbean, and his 69 in the first match was the highest score in the two-game series.

Australia are aware of their potential weakness against high-class spinners with hard-to-read variations - Saeed Ajmal showed that in the UAE recently - and Sunil Narine fits that category.

He baffled the Australians during the ODIs in the West Indies earlier this year, although they managed to survive against him in the T20s that followed.

Australia’s coach Mickey Arthur believes attacking Narine might be the best approach.

“He’s always going to be a factor, like Ajmal for Pakistan and [Ajantha] Mendis for Sri Lanka,” Arthur said. “I think if we can put him under just a little bit of pressure, that’s something we haven’t been able to do with the spinners, we’ve always been a couple of wickets down, so we haven’t been able to attack Ajmal, or Narine in the West Indies where it turned massively.”

TEAM NEWS Australia had a couple of minor concerns in the lead-up to the match, with the veteran spinner Brad Hogg having missed training on Thursday due to a headache and flu-like symptoms, while Mitchell Starc also sat out due to gastro.

Xavier Doherty has rejoined the squad having made a quick dash home to be at the birth of his child, while Clint McKay and Ben Hilfenhaus are the backup fast men in the squad. However, the captain George Bailey on Thursday played down the possibility of Starc and Hogg missing the match.

“They’re all right,” Bailey said.

“Training is quiet without Hoggy, [but] he’s pretty good and from all reports Starcy was

certainly on the mend. We’ll make a call.”

The West Indies selectors have plenty of options and their final decision will depend on how they believe the side should be balanced. Dwayne Smith and Chris Gayle appear likely to open and there is the possibility of a dual spin attack with Narine and Badree likely to enjoy working on the pitches in Sri Lanka.

PITCH AND CONDITIONS The pitch at the Premadasa was hard on the opening day of matches there on Wednesday, and there were runs available for the batsmen. It is expected to remain reasonably hard for the early stages of the tournament.

Luke Wright helps England crush Afghanistan B

BC Sport - Luke Wright hit 99 not out as England began their Wo r l d T w e n t y 2 0 defence with a crushing 116-run win over Afghanistan to book a place in the Super Eights.

England were 0-1 after one over and 15-1 after four, but Wright, Alex Hales and Eoin Morgan transformed the innings with a barrage of boundaries.

Jos Buttler and Jonny Bairstow added late muscle to drive England to 196-5. Afghanistan lost two wickets in the first seven balls and crumbled to 80 all out to go out of the tournament.

Jade Dernbach, Stuart Broad, Graeme Swann and Samit Patel all took two wickets but there was no doubt about the man of the match.

Wright had been in the international wilderness for 15 months before he replaced the outof-form Ravi Bopara for the two pre-tournament matches against South Africa earlier this month.

An inconsistent performer for England in the past, he has clearly

benefited from spells in the Indian Premier League and Aussie Big Bash and come back with a game based around clean, straight hitting.

The Sussex all-rounder smashed six sixes and eight fours in 55 balls as he amassed his highest score in 79 limited-overs matches for England, missing out on a century by one run when he could only collect two from the last ball of the innings.

Wright entered the fray with England in a pickle after Craig Kieswetter played on from the last ball of a maiden first over from Shapoor Zadran.

He began slowly, but his innings took off in the fifth over as he drilled Shapoor for a straight four and a six after Hales had got England going with consecutive boundaries.

The duo added 69 for the second wicket before Hales was run out backing up when bowler Karim Sadiq diverted Wright’s drive onto the non-striker’s stumps.

Morgan kept up the momentum

with a breezy 27 and Buttler bashed 15 off seven balls before he was trapped lbw by Izatullah Dawlatzai.

Bairstow bludgeoned his first ball into the stands and Wright smashed poor Izatullah for three sixes in a row to surge into the nineties.

Bairstow was out for 12 in the last over, leaving Wright to face the last ball on 97. A low full toss was heaved away to leg but when the wide long-on fielder did his job Wright had to settle for two, and 99 not out.

Afghanistan showed tremendous spirit in making India work hard for victory in their opening match, but they never came close to troubling a ruthless England side.

Their run chase got off to a woeful start when big-hitting opener Mohammad Shahzad skied the last ball of the first over to midoff and was swiftly followed back to the pavilion by Shafiqullah, who perished playing a similarly reckless shot.

Superb fielding accounted for the next three wickets as Broad held on to a sharp caught-andbowled chance to remove captain Nawroz Mangal, Buttler ran out Karim Sadiq and Asghar Stanikzai was brilliantly caught by Bairstow running in from long leg.

Spinners Patel and Swann rattled through the next three batsmen to leave Afghanistan in a hopeless predicament on 26-8, only for an entertaining 44 by Gulbodin Naib to spare them the ignominy of the lowest Twenty20 international total - the 67 scored by Kenya against Ireland in 2008.

Naib’s innings merely delayed the inevitable and when he was the last man out, caught by Morgan off Dernbach, Afghanistan’s World Twenty20 adventure was over.

England, meanwhile, go on to face India on Sunday with both teams already through to the last eight.

outh All stars impressively dismissed any challenge from their rivals Thursday night when the Mackeson Smooth Moves 3on-3 Basketball contest continued on the Independence Boulevard Court in Albouystown in the third Georgetown group.

Boasting a side that included the gigantic Yannick Wade, Devon Bacchus, Dominic Vincente and Michael Richards, South All stars opened their sojourn in the group with an emphatic 21-13 points win against Warriors.

Albouystown Ballers then grinded to a 16-13 points win against East Bank Bullies despite the efforts of

Elton Jefford Jr. Albouystown Ballers then ensured a place in the next round when they thrashed Warriors 20-17 in their second game in the group.

Following the exit of Above the Rim Sunday night, Albouystown Ballers is carrying the weight of the community known for ‘hard-nose’ (tough) street-ball.

South All stars then set up the game of the night when they beat East Bank Bullies 16-9 in their second game.

With two wins each, Albouystown Ballers with Devon Persaud, Sheldon Frank, Juan Richardson and Sherwin Jacobs and South All stars met to decide who

will top the third Georgetown group in the intensified Mackeson Smooth Moves competition.

However, Yannick Wade proved a tower of strength in the paint for South All stars, who was not afraid to toss him the ball every time he became free.

o r l d Wrestling Entertainmen t (WWE) superstar Ezekiel Jackson arrives in Guyana today for his first visit to his birthplace since achieving worldwide fame.

The WWE sensation soared to superstardom in the wrestling fraternity, regaling fans the world over with his signature moves and powerful physique.

International Boxing Promoter Carwyn Holland touted the arrival of Jackson as a major achievement for

Guyana, since Jackson, a son of Guyana’s soil has risen in the hierarchy of international professional athletes while remaining true to his Guyanese heritage.

Jackson’s arrival will afford the Guyanese public an opportunity to interact with a renowned wrestler honed from our Guyanese shores.

Born Rycklon Stevens in the mining town of Linden on April 22, 1978, Ezekiel Jackson migrated to the United States in his youth

and soared to be one of the most fearsome WWE superstars, battling with the likes of Triple H, Big Show, The Great Khali and others.

Before migrating to the United States, Jackson resided in Victory ValleyLinden, Region Ten and attended St. Aidans Primary School in Wismar- Linden.

In March 2007 Jackson signed a developmental c o n t r a c t w i t h Wo r l d Wrestling Entertainment and debuted in Florida Championship Wrestling (FCW) in late June. In his debut match Jackson teamed with Keith Walker to defeat Kofi Kingston and Eric Pérez. He continued to compete in both tag team and singles matches. Soon enough, in May 2008, Stephens wrestled his final match in FCW and was called up to WWE’s main roster.

Jackson debuted in July 2008 on SmackDown under the name Ezekiel Jackson, and he was revealed as being Kendrick’s “advisor”. He then began interfering in Kendrick’s matches against Jeff Hardy, Finlay, and WWE Champion Triple H. Jackson then made his official in-ring debut by quickly defeating Super Crazy.

olombo, Sri Lanka – West Indies captain Darren Sammy exuded confidence on Friday as his team put in their final preparations ahead of their opening match in the ICC World T20 tournament. The Windies had a full morning session at the R Premadsa Stadium, venue for the much-anticipated Group B match against Australia.

First ball is 7:30 pm (10 am Eastern Caribbean Time/9 am Jamaica Time).

“This is the start. All the preparation that we have done, all the plans that we have made, all the hard work that we have put in we will

put it on display tomorrow.

We are confident, we believe in ourselves and we aim to come out with confidence as we look to win and move on.

“To us every game in the tournament is an important game. We had our last practice session and everybody is ready. The most important thing is that everybody in the team has the belief that we can go all the way. All our attention and focus is geared towards this game. It is the only thing that we are talking about. After this game is finished we will then focus on the other game to come,” Sammy said.

“We cannot ever count out Australia, they are

always hungry for success.

We had a good series in the Caribbean against them earlier this year, but this is new turf and I think it will be an exciting match tomorrow.”

Sammy believes his team’s approach to the tournament build-up has been spot on. The squad had a training camp at the Sagicor High Performance Centre in Barbados before they arrived in Sri Lanka ten days ago and since then they h av e in ten s if ied th eir preparations and worked on skills specific to the shortest format of the game.
