DOUBLE STANDARD
Almost everyone in Guyana knows that the main role of the Opposition is to question and sometimes criticize the government and hold it accountable to the public. The Opposition represents an alternative government, and is responsible for challenging the policies of the government and producing different policies where appropriate. However, a few weeks ago, the leader of the opposition, Bharat Jagdeo stated that the President’s words do not carry any weight and that he is a ceremonial president. Many, including the editorial staff of this newspaper, thought that the remarks by the opposition leader were offensive and have criticized him for being rude and disrespectful to the Head of State. For the leader of the opposition to be so impolite is mean-spirited. The truth is he is in denial since losing the election. However, looking at some of the things the government has done, one cannot help but to agree marginally with the views of the opposition leader. A careful perusal of the record shows that since taking office, the government has established more Commissions of Inquiry and the President has attended more ceremonial functions than Jagdeo and Ramotar combined. The government has set a double standard with the appointment of a Tribunal to determine whether Carvil Duncan should remain as Chairman of the Public Service (PSC), but it did not establish one to investigate the drug bond scandal or the controversial trip to China. Duncan who was the director of Guyana Power and Light (GPL) has been charged with fraud for paying himself $942,000 and for conspiring with the former deputy Chief Executive Officer Aeshwar Deonarine, who has since fled the country, to defraud GPL of $28 million. The case is currently in its closing stages before the Court. Duncan was asked to step down as Chairman from the PSC, but the defiant trade unionist who was placed on $1 million bail has refused. The PSC is an important government institution, having been tasked with making appointments to public offices and to remove and exercise disciplinary control over those persons holding or acting in such offices. Its responsibilities include the recruitment, promotions, dismissals; resignations; reclassifications and transfers of public servants. Duncan is also a member of the Police Service Commission and the Judicial Service Commission. This publication would not in any way condone any wrongdoings by anyone. But to have a Tribunal to investigate Carvil Duncan and not one to investigate the misbehavior or misconduct of cabinet officials is not only a travesty of justice but is also a double standard by the government. The government has had several scandals of its own doing, but none is worse than the drug bond scandal and the controversial trip to China, yet no independent investigation was done to determine whether any laws were violated or an abuse of power took place. When in opposition, the government had criticized the PPP administration for the sole sourcing of drugs to the New GPC Company which is owned by a friend of the leader of the opposition. Now in office, the government has done the same by sole sourcing the drug bond contract to Linden Holdings Inc. whose principal owner is a close associate of the government. Instead of appointing a Tribunal to investigate the drug bond contract to avoid such mistakes in the future, the head of state has concluded that there was no criminality involved. In the case of the controversial trip to China, there was also no investigation and no explanation was given to the public. It seems that the government is covering-up for the mistakes, misconduct and misbehavior of cabinet officials which proves that it no different from the last administration. By condoning wrongdoings, the government is saying to the public that it would tolerate such behavior only from those in the cabinet. It is a double standard.

CARVIL DUNCAN VIOLATED THE RIGHTS OF MANY WORKERS DEAR EDITOR: The appointment by President David Granger of a Tribunal consistent with Article 225 of the Guyana Constitution to inquire into the conduct of Carvil Duncan who holds constitutional offices is noted. This is a step in the right direction given that Guyana is a nation of laws and the respect, in this instance, to comply with the Constitution in dealing with this matter augurs well for all. The process must therefore be allowed to proceed unhindered by anyone. The Leader of the Opposition Bharrat Jagdeo has pronounced on the appointment of the tribunal by emphatically accusing the president of witch-hunting. Appointment of the tribunal is satisfying the constitutional requirement to deal with the Duncan matter and the conclusion of the inquiry is what the president is expected to act upon.Had the president done nothing it would have been tantamount to flying in
the face of public outcries and abrogation of his responsibility to ensure those who operate on behalf of the State conduct themselves within the confines of the laws and acceptable behavioural standards. Article 225 (2) expressly states, “The officer may be removed from office only for inability to discharge the functions of his office (whether arising from infirmity of body or mind or any other cause whatsoever) or for misbehaviour.” I find Jagdeo’s disagreement to respect the Constitution characteristic of his nature. During his presidency acceptable universal principles, laws, rules, conventions and charters meant nothing to him if they could not serve his self-interest. The country was managed without regard for universal acceptable practices, people’s rights were transgressed, and witch-hunting the order of the day. Duncan’s presence on
the Public Service Commission (PSC) was considered a deliberate act by the Jagdeo government to keep the workers’ recognised trade union, the Guyana Public Service Union (GPSU), from sitting on the commission. The union that Duncan serves, the Guyana Labour Union, does not represent public servants appointed by the PSC which the Jadgeo administration was aware of. My own experience has shown that under Duncan’s chairmanship on the PSC the rights of many public servants were transgressed. Many of these persons are still languishing out there without being given a hearing. Allegations have been made against Duncan and he holds constitutional offices. The activation of Article 225 by the president allows for a fair hearing and the right to be heard, though it is not surprising that Jagdeo would such sinister. Let it repeated, the tribunal must be allowed to do its work. Lincoln Lewis.
Listening is one of the keys to success DEAR EDITOR, This month marks forty [40] years of my training in Human Relations and techniques, that is, application to the scheme of life. Whether on the Job or on vacation or even in the home with family members we can all benefit from the knowledge of relating to each other. The principles relating to this training is very simple and exciting to learn. I won the most coveted prize [award] on the Dale Carnegie Course in Human relations in 1976, at the Tower Hotel, Main Street, Georgetown. I do not have the permission to mention the names of those participants who attend that course. But one thing I know they are now C.E.O’s of huge corporations and chairpersons in various businesses across this nation. They know who they are, and I was more than happy to fly with Eagles. These were men far above my status, as
we sat together night after night to contest in the art of winning over people that were opposed to us using the strategies and orchestrated principles in Human Relations. As I look back over the years, some, not very many fell through the cracks, due to the vicissitudes of life and mistakes of their past that resulted in their failure to come out on top. But I can tell you quite a number of them are leaders in their own sphere of life. My father use to say to me, ‘Son, some people cannot rise above the level of their understanding’. And of a fact, when I survey the damming reports of the way business is conducted within the City Hall, I am truly appalled. Because of technology and the internet with the use of cell phones, there remains no secret within the spheres of life. Debates in Parliament whether ventilating an issue at the
horseshoe table in City Hall or a Regent Street Store owner contending with his staff over overtime allowances, or a board of directors navigating around a vital issue, all these maters could easily be viewed on the internet and could be embarrassing to those involved as well as it could reflect favorably for others. For instance, on the14th Sept. 2016, Stabroek News edition had a caption on the front page that spells trouble; a councillor with uplifted hands, held up two clearly visible and poignantly placed messages before a camera for the whole world to see and read. A statement is made as the reporter narrated the story behind that picture — it’s not about what she is doing, it’s the way how she is doing it’. This statement was referring to the Town Clerk. Now, Editor, if a statement of that nature was referring to yours truly, I (Continued on page 6)
Suggestions for the advancement of sports DEAR EDITOR; How bad do we need another medal at the Olympic Games? It depends on how much we are prepared to invest. When we invest big, we will get results. Similar to business, you invest big, your returns are huge. Penning this independent message, it is with absolutely no affiliation to any government office, sports body and I am solely responsible for my writings. I have absolutely no desire to sit on any sports committee neither do I have any political aspiration. I will state for the record that I do not possess any sports related title to my name. I am no expert on sports related matters. I don’t possess a university
degree of any kind. I have no journalistic training but I simple write as an independent observer on the sidewalk. A suggested avenue as a start to be considered for the possible transformation of sports is as follows: Guyana at this stage needs to have a forum with the following stakeholders all under one roof in trying to establish how we can all contribute collectively to change the way our sports sector are currently in shape. Namely: Athletics Association of Guyana, Guyana Teacher’s Union, National Sports Commission, Guyana Olympic Association, The Private Sector, The Tourism Sector, Ministry of Education/Sports, Local arm of the
World Anti Doping Agency (WADA), International Sports Consultant, representatives from all other 9 administrative regions apart from Region 4 club representatives, coaches, the Opposition Party, an IAAF representative and any other sports related office. Athletes/Sports Ambassadors need to understand fully that a scholarship does not mean that when you jet off abroad, you just show up on a track for training. You have to showcase balance with your academics. They also need to understand that a training stint abroad in no way guarantees going pass the first round of (Continued on page 6)

Alternatives to corporal Airlines in Guyana must be compelled to deposit punishment needed urgently such a bond DEAR EDITOR, On August 11th, I bought a ticket from Travelspan for a return flight from Miami to Georgetown. I traveled to Georgetown on August 26th. My return to Miami was scheduled for September 24 connecting on to Chicago. A few days after I arrived in Guyana I received an email from Travelspan saying that Eastern Airlines will not be travelling back to Miami. I was shocked so I went into their office on Regent Street to understand what was going on. The person there, with a bright smile, told me that the airlines only does the Miami route at peak times and now my options are to purchase a one way ticket with another airlines or they could simply refund me about 45% of what I paid for the return trip. At that point I lost it. Here’s the thing. At the time of purchase didn’t Travelspan know that Eastern airlines only travels in the peak season? I am sure they did. They took my money then, a few days later, tells me that they are not flying back, leaving
me hanging. The other issue is that now I have to get a one way fare which is typically more expensive. On top of that they only did half of the job but refunds me less than half. So it’s a lose lose situation for me and probably other passengers too. Now, does the authorities in Guyana care about this? Why are all these fly by night airlines continuously allowed to treat Guyanese travelers with such disrespect. I travel all over the world on business and only the airlines traveling to Guyana make you weigh your carry on. I made three connections coming to Guyana and it was only the Guyana leg made me pay overweight because I was 3 lbs over. I know that bringing passengers to and from Guyana is very lucrative for all these airlines, Caribbean Airlines, Copa Airlines, Dynamic and Suriname airlines included. So I feel that it’s only fair that the Guyana government require that these airlines deposit hefty performance bonds to protect the travelers in these situations. I appeal to the authorities don’t condone this ridiculous service. Doc Jay
Underdeveloped transport system hinders tourism DEAR EDITOR; I have read with great interest about the proposed development of tourism/ ecotourism in Guyana and wish to express my concern over certain aspects of the proposal. Indeed the tourism industry has helped to transform many societies and I do support its development in “beautiful” Guyana. However, Guyana’s fledgling tourism industry would not be able to survive without the support of other socio-economic activities, including transport. Transport problems in Guyana are well exposed. The present system is a historical reflection of the geographical distribution of the socio-economic activities and population in the country. Most of these activities are located on the coastlands, a mere one eighth of the land surface, which is home for seven eights of the population. Almost all cultivation and industries are in the “cityport”capital Georgetown. This system was inherited from the colonial days and harldly has changed, except for the Linden highway and bridging of Demerara and Berbice rivers on the coastland. As a matter of fact, the socio-economic/ transport development of the
country has declined over the years. Transport provides a vital link between socio-economic activities and in so doing, helps them to survive and function effectively. It doesn’t mean that transport per se is responsible for the development of socioeconomic activities. On one hand transport depends on activities. On the other, activities depend on transport. This seeming paradox becomes clearer when transport and other activities are viewed as two sides of the same coin, as separate, but related aspects of the same socio-economic system. The planners must be aware that social and economic development of Guyana cannot depend on tourism or any one industry or project. It has to encompass several well planned and justified projects which are formulated into a regional and national development plan. Such a plan has to be a feasible working document and not hypotethical. The promotion of tourism where adequate transport is not available would have serious repercussions on both the industry and country. While the authorities are seeking to develop the tourism industry, not enough is
being done towards improving the country’s transportation system on the whole. In an effort to boost tourism, some initiatives have already been undertaken. Areas of ‘great natural beauty’ are earmarked in various parts of the country. With the exception of Georgetown and environs, the majority of tourist areas are located in the interior. The problem is both areas have poor transport facilities and services – which in some cases are non existent. Indeed some private operators are trying their best to provide ‘public’ transport e.g. Interior air, riverine speedboat and coastal taxi/hire car services. But much more has to be done by the government. Apparently the appropriate policy, funding, infrastructure and related services to systemically develop and sustain local industries , including tourism, are not quite in place. The fact that all activities conducted in Guyana require the movement of (Continued on page 6)
DEAR EDITOR, The Minister of Education in his recent address to the Education Day rally called on teachers to “take the stick and the wild-cane out of the school” and deal with discipline in a humane and a modern fashion. He has not been the first Education Minister to do so and it made me wonder how far the Ministry of Education is willing to go to back up this call. This issue of corporal punishment in Guyana’s schools has become a contentious one. On the one hand there is the call (usually by non-teachers) for teachers to stop beating. On the other, there are those (many teachers included) who argue that banning the wild cane without adequate alternative systems would result in chaos and anarchy in our classrooms. I am a teacher and I believe that beating, flogging, spanking…whatever we
choose to call it… as a behavior modification tool, should have no place in our schools. Fifty years of reliable research has shown that any perceived benefits of corporal punishment are eclipsed by a myriad of potentially damaging long-term effects. I completely understand the concerns of many school administrators, parents and teachers that removal of the whip from our classrooms, would render us impotent in the eyes of our students. Students, they fear would take advantage of this defenselessness (much like some did the ill-conceived no child left behind rule) and the result would be a complete breakdown of order and discipline in our schools. “Stop beating the children”, we pontificate from our soapboxes. But no alternatives are offered, no mention is made of training in alternative behavior management techniques and no change is made
in law to protect all involved and effect the change we preach. If we are serious about removing corporal punishment in our classrooms it would take a lot more than mere talk. It would require appropriate legislative changes; it would require awareness and reeducation on a national scale and it would require adequately equipping our teachers with the necessary skills to teach discipline and maintain order in our schools in the absence of what has “worked” for many generations. So are we really interested in replacing corporal punishment with less damaging, more effective behavior management tools? Do we have the political will or are we just making the right noises in the hope that those pesky middleclass noisemakers would shut up? Time will tell. Will A. Campbell Teacher
Captain Jackson replies to stranded Venezuelans on his ship DEAR EDITOR; I refer to the allegation that was publish in Sunday Kaieteur News on the 18th of September 2016, article heading” Venezuelan stranded in Demerara river beg for help.” There are accusation that have been fabricated from my Venezuelan crew members, Luis Sanchez, Wilmal Chavez and Richard Gonzalez against me, Augustine Jackson) From my vessel, Mt Melissa Jay, they are saying a lot of lies about me. An injunction was granted in the month of July 2016 against this vessel M/T Melissa Jay through Justice Diana Insanaly. Since then until now I have been working tirelessly through others investors to sign an undertaken in order to up lift this injunction for this ship to go to work. The Guyana maritime authorities are aware about this said vessel and her situation since I brought this vessel
into Guyana on the 27 of march 2016 and anchored it in the Demerara River doing some repairs and to get this ship to set sail, My businesses partners decided to break out from the partnership from on the 8th of May, 2016 and they filed a lawsuit against the said vessel by putting an injunction on the said vessel since then my vessel can not sail and work to produce an income. I have been borrowing funds from friends to keep this vessel floating by buying food stuffs, fresh water for bathing etc and a drinking water; all these items have been transferred and transported through the help of the Guyana marine police located at Ruimveldt at the back of Ruimveldt police station. They often assist by taking all the foods items to delivered on board the said vessel which I personally deliver most time. They are my witnesses. I couldn’t be
able to buy luxurious foods items like steak, lobster and wine on the ship as the Venezuelan crews have wanted because the ship has not been working to make money but I have been providing a standard meal for all the crews on this vessel up to date. Up to Saturday on the 17th of September, I sent more foods items to the ship. Every week I deliver foods items on this ship; there was never a day this guys went to bed without eating. There was never a day this guys went to bed without having a shower there is always a fresh water on board this ship and it can be verified I went and bought a 15 kilos generator to runa power on this ship at least 12 hours a day to keep all the fridge working and air-conditions. Their accusation is a lie. I have paid the said crews some funds although not all their salaries but I have given this (Continued on page 6)

From sugar which failed Captain Jackson replies... to rice which failed DEAR EDITOR, In an article on the crop diversification which appeared in the news media of Sept. 16, Guyana Sugar Corporation (GuySuCo) announced that it is diversifying abandoned sugar lands at Wales Estate to grow rice with the hope of returning its operations to profitability. The Chief Executive Officer (CEO) claimed that the Corporation had previously experimented with rice growing at its Blairmont Estate in the 1980’s but he gave no indication as to its profitability then although its cultivation was discontinued. Rice is Guyana’s second largest crop which is grown mostly by small subsistence farmers. The price they receive for their crops varies from one harvest to the other which is determined by the fluctuating world price for rice and crop yields. Unfortunately, Guyana cannot produce rice cheaper than Asian countries who dominate the world markets. It is puzzling therefore that a loss making sugar growing Corporation is diversifying its cultivation from sugar into another loss making crop. Further, GuySuCo does not have the financial, management and technical knowhow to convert sugar lands to cultivate rice
as laser/lidar land levelling skills and equipment are unavailable in Guyana. As I sit around my dining table here in New York writing this letter, I noted that my fruit bowl contains bananas from Ecuador, citrus from Peru, avocados from the Dominican Republic, mangoes from Haiti, pineapple from Costa Rica and flowers from Columbia. All these produce were grown in tropical countries in the Americas and are being sold in developed countries at a reasonable profit. The PNC-AFC Govt. and by implication GuySuCo seemed to have lost their way as they have no clear cut policy as to what should be done with the abandoned sugar lands as the Corporation continues to survive on Government subsidies while its operation contracts and its production costs escalate. Sooner or later GuySuCo will have to liquidate its assets to payoff its debts and wean itself off Government subsidies which are strangling the economy. Hence the Govt. has to ‘bite the bullet’ and make the tough decisions so necessary to get the Guyanese economy back on track to create the jobs which will be needed for all those impending redundant sugar workers. Charles Sohan
From page 5 guys some money as part of their salaries and there is a signed document as a proof to that effect. We signed a new working contract with this crews on the 8th of May 2016 with a new salary rate thinking that the vessel was going to sail and two weeks later, we received an injunction from the court and since then this vessel can’t sail. There was never a day I made a fun out of this crew with their salaries. All I have been telling them was that I am working very hard to get them their remaining salaries, and fly them back home when the injunction issue has been resolved. Since this ship has not been working it does not make any sense to have them there doing nothing and get paid while the ship is not working. I mean every businessman will do the same by sending them home but I can’t send them home without their money that is why I asked them to wait as I am trying every means to raise funds to
pay them and send them back home. Regarding the other lies about me being a bad person and me laughing at the Guyanese authority is a lie. There was never a day I uttered such words to the crews about the Guyana government and other authorities. They are all lies and I am to available to confront this very topics with the crew present.. Guyana is my home and I am married to a Guyanese with a new born baby. I have never been illtreated or belittled so why should I say anything bad against the Guyanese government and its people? These guys are just ungrateful despite all the sacrifice that I have been making for them despite my situation. I have been to Marad’s head office to speak to Mr. Robert Millington, and the harbour master to talk about this very matter. I also went to the marine transportation office to talked to Mrs Ann Anderson regarding this same matter. I was called concerning the Venezuelan crews salaries
and I told them I am trying to raise funds to resolve the payment issue between myself and the crew members. They understood my plight. So there was never a time I was called to face any questions regarding my crews and their salaries and I fail to be available. I went to meet the crew’s attorney, Mr. Collins Baveghems two weeks ago and I told him what my plans were and let them give me some time to get my new partners onboard and then we can pay the crew. I told him I will contact him on the 21th of this month of September 2016. I dared any of my crew members -Luis Sanchez, Wilmar Chavez and Richard Gonzalez - to come forward with any proof of their allegation that was levied against me and what I have said against the authorities and i can proof that all their accusations are lies that were fabricated by my crew in order to belittle me and tarnish my character and that of the local authorities in this country. Captain Augustine Jackson
From page 4 would do an inventory and carefully analyze what was said of me. If I find it to be false, I would let it pass but, if it has some semblance of truth, then I would deal with myself, and then rethink my steps so as to maintain good relations on that level and find a more excellent and acceptable way in doing things. There seem to be three [3] mischievous Misses masquerading at City Hall one is Miss —Information; Miss — Communications and Miss — Interpretation To deal with these Misses, we need a Master for Miss Information. That is listening; Master for Miss- Communication - listening. The Master for Miss — Interpretation - listening. It tells me that both parties are not listening; it may
be that they are listening to themselves. Listening is one of the key components in achieving good relations with your fellow human being. Listening helps to increase in learning, listening helps to keep you properly informed, listening helps to make the right decision, listening makes you alert, listening helps to restore confidence in each other, listening brings you closer to each other, listening enhances your relationship. Listening opens up opportunities for everyone, listening brings understanding, listening takes you away from being selfish. Listening is one sure way of following a Divine principle and that is giving. Yes giving of yourself. The more you give the more you will receive Some People in this 21st
Century are keener in learning how to work with a computer or cell phone, than learning how to live with their colleagues. Others would seek knowledge in the scientific world we live in; exploring and discovering the STARS, MOON AND THE PLANETS, rather than discovering their own world of relationships and the way we embrace each other. This year of our Jubilee [50th Independence Anniversary] should be spent edifying ourselves in the art of communicating; preparing our minds to understand information and equipping ourselves to rightly interpret what was said. Editor, there are more aspects to good Human Relations, but I will let the others pass for another season. Aposle Vanrick Beresford
Book on Berbice High School is impressive Listening is one of the...
DEAR EDITOR; A former student of Berbice High School (BHS) has prepared and is now circulating a impressive 226 page glossy publication titled ACCOLADES TO BERBICE HIGH SCHOOL on its Centenary. Celebrations. It is a fantastic work of Dr. Tulsi Dyal Singh, who highlighted activities of his alma mater and wrote about two hundred former students of the estimated 10,000 students who passed through the institution. The glossy book no doubt took Dr. Singh a lengthy time to compile and no doubt cost him a fortune which he is distributing to former students and friends. It comprises six chapters and in the Preface. Tulsi said; “This book is about my relationship with Berbice High School and the impact it made on me. It focuses primarily on my recollections from the years 1960 to 1967, when I was a student there and it exemplifies the reasons for my gratitude to the school and its teachers” The first chapter highlighted the school’s Princi-
pals from the inception in 1916 to 1956. The brainchild of BHS was that of Rev. James Scrimgeour who was the second principal replacing Chester Arthur Pugsley. Miss Mabel Mac Kay was the first principal for Girls appointed in 1921 and the same year Rev Neil Rattee was named principal and he served up to 1927 followed by Rev W.A. Hunter then Charles Wilson, James Cropper and Benjamin Oswald Yisu Das, Rev.James Dunn, Miss Mary Sherrick, Rev James Dickson, Rev. George Mackay, Kenneth Mc Kenzie, Rev. Daniel Firth and Rev. Dwight Hamilton Pollard. An entire chapter was devoted to Mr. Basil Beharry who served as Principal from 1956 to 1969 during Tulsi’s school days and was described as a second father not only to him, but scores of students. The publication highlighted some BHS personalities including James Ramphal, father of Sir Shridath
Ramphal, Edgar Mittleholzer, famous writer, Ian Carew, Dr. Chait Bahadur Singh, Julius Nathoo, Romain Etwaroo, and several others. He also referred to well known families who had their children attended BHS. Among them, the Hanomans, the Ramdeholls, La Bennett, Alphonsos, Barran, and Ganga and Pulwa Singh. The Singhs family has contributed significantly to the learning institution. The laboratory was named after Ganga Singh and centenary scholarships have been awarded in honour of Mrs. Pulwa Singh. BHS celebrates its 100th anniversary. A week of activities was held between September 1 to 5 at the school’s campus in New Amsterdam. President David Granger, Foreign Minister, Carl Greenidge, a former student, and Minister of Education Rupert Roopnarine attended the official celebration Oscar Ramjeet
Underdeveloped... From page 5 people and goods as desired: safely, comfortably, speedily and economically, means that adequate transport facilities and services would have to be developed at least in parallel with socio-economic activities that is being planned , including tourism. The underlying strategy must be, to make the country more accessible to tour-
ists and citizens alike, who would like to visit these areas of ‘great natural beauty’ and find work in other parts of the country. This will permit a balanced development and maximum benefits from the huge investments required for social and economic development, including the provision of adequate transportation for the nation. Suggestions for the... From page 4 any international meet. Are you prepared mentally for such a challenge? I say to the general public at large, not to be ‘MIS-LED’ by the media or anyone that one can just show up and make it to the medal podium of any Olympic Games. There is a process of preparation that needs to be taken and perhaps the Guyana Olympic
Association (GOA) and the Athletics Association of Guyana (AAG) can share or educate the public further. I am not the type to just sit around when the Olympic Games are held and only focus on the athletes who are served with medals and listen to anthems played. I crave to listen and learn about the adversities some athletes would
face in getting to the world stage. The Independent Olympic Athletes who march under the International Olympic Committee’s (IOC) white flag are such people I make reference about. Make an effort to listen to those stories and only then you will understand that the journey/adventure is not only about medals.... T. Pemberton

Still no breakthrough in Concessions to all companies in forestry sector taxi driver’s murder probe should be made public By: Kiana Wilburg Billions worth in concessions have been granted to Chinese logging company, BaiShanLin Forest Development Inc. But what does Guyana have to show for it today? Local forest experts and anti-corruption advocates like Dr. Anand Goolsarran have over the years compared the behavior of the Chinese company to that of a dangerous parasite in Guyana. Those persons believe that the new policy makers must demonstrate accountability in this sector by publishing all concessions granted to all logging companies. Forest management and governance specialist expert, John Palmer, told Kaieteur News that according to Organisation for Economic Co-operation and Development (OECD) guidelines on multinational enterprises (the latest being the 2011Edition, Section III Disclosure), all Foreign Direct Investment arrangements – such as those involving access to public (national) assets including State Forests – should be published. He said that the Guyana Forestry Commission (GFC) forest concession policy of 1993 and the procedures associated with the amendment to forest law in 1997 require the GFC to carry out due diligence checks on applicants for forest concessions. Palmer noted too that there is no public evidence that such checks were applied to either Chineseowned Bai Shan Lin in 2006 or the Indian-owned Vaitarna in 2010. Palmer said that it is a right of citizens to know how the Government is carrying out its responsibilities, including how it is disposing of national assets. The forest specialist said that it is conventional to exclude only “commercial-inconfidence data”. However, Palmer said that that exclusion has been abused by former political leaders President Bharrat Jagdeo notably in relation to the financing of the Amaila Falls hydropower project. The senior associate at Forest Management Trust in the USA also recalled President David Granger’s electoral promise in 2015 contention that all FDI concessions granted to companies should be published. Chartered Accountant,
- US specialist
Chartered Accountant, Anand Goolsarran Anand Goolsarran agrees with Palmer’s views. He explained that there are two types of concessions granted in the forestry sector, namely fiscal and concessions; and forest concessions. Goolsarran said that fiscal concessions are based on investment agreements entered into between the Government and the potential investors. These are processed by the GO-Invest and Ministry of Finance. The former Auditor General said, “These agreements should be laid in the National Assembly soon after they are entered into. This is necessary for the public to be aware of their existence, terms and conditions contained in them, including the list of items for which fiscal concessions are granted. It would also be desirable for all such concessions to be publicized in the media.” Goolsarran said that the Baishanlin experience has emphasized the need a few other pertinent changes that would prevent future abuses by other companies. The Chartered Accountant said that the process for granting fiscal concessions should be depoliticized. He said that is vital so that each case could be looked at on its merit. Goolsarran said it can also be examined for its conformity with a policy framework paper
presented and approved by the National Assembly. The former Auditor General emphasized that there should be the highest degree of transparency in the granting of all fiscal concessions. He said that this can be done by making available to the public as much information as possible on a regular basis. He said, too, that there should be rigid monitoring of the activities of investors for compliance with the terms and conditions of the investment agreements. Any violation or deviation without reasonable explanation, Goolsarran said, should be met with invoking the remedies provided for in the agreement. He said that this would include the termination of the agreement and the recovery of all fiscal concessions granted. The Chartered Accountant is of the firm view that all State Forest Exploratory Permits (SFEPs) and Timber Sales Agreements (TSAs) should be also be laid in the National Assembly for public scrutiny immediately after they are entered into. Even though this idea has been acknowledged for its transparency merit, the Government remains cautious about the implications it might have in scaring away deep-pocket investors. But in this regard Palmer says, “Why should investors be scared of the disclosures which are recommended or required by OECD and the international finance institutions such as the World Bank and InterAmerican Development Bank?” He stressed that the only kinds of investors who might be scared are those intending to enter into corrupt deals with local politicians and government agencies. “Are those the kinds of investors which the APNU+AFC coalition is hoping to attract?”
Even after a week of investigations, detectives have gotten no major breakthrough in their hunt for two gunmen who shot and killed Oswald Rambarran, a 007 taxi driver, last week Sunday, at King Edward Street, Albouystown. This is according to a senior police official who told Kaieteur News on Saturday that the four individuals, who were taken into custody for questioning earlier this week, have since been released. Rambarran, 42, also known as ‘Downs’ of Middle Road , LaPenitence was shot to the head by two gunmen on motorcycles after he was called by a resident in the area to deliver a meal at around 21:30hrs, while drinking with the Lot 139 King
Edward Street, Albouystown resident and two other men, who fled the scene unharmed.. It is alleged that after dropping off the meal, Rambarran sat at a table outside the house with the resident and two others. They were reportedly drinking when two men rode up on motorcycles, drew guns and opened fire hitting Rambarran in the head. The father of four died shortly at the Georgetown Public Hospital Corporation (GPHC). Based on reports, in June 2008, Rambarran was remanded to prison on a charge of escaping from lawful custody. It was alleged that he escaped from the GPHC, where he was being
MURDERED: Oswald Rambarran treated for gunshot wounds. According to reports, Rambarran was shot during a high speed chase with police on mobile patrol after he and an accomplice were caught forcing a man into the trunk of a motorcar.

Guyana fortunate gold keeping economy on - Finance Minister continued growth path In a time when most of the nation’s revenue earners are plunged into a time of trouble, Finance Minister , Winston Jordan said that the nation should be lucky that at least one is stepping up to the plate to hold the economy together. The Finance Minister made this comment during his latest press conference. There, he was asked to address the contention that the outstanding performance of the gold sector is masking an economic decline. The Finance Minister was not keen on addressing this issue. But in his defence, he boasted that the economy actually grew by two percent in the first half of the year. He said that the economy has always had lead and lag sectors. “They keep shifting. In the 70s it used to be bauxite which carried the economy and at that time I didn’t hear that it was a one-sector economy. “Then there was a time when sugar carried the economy so what is wrong if gold is stepping up? We are lucky that we have a sector to step up when other sectors have found themselves in difficulty.” While the Finance Minister holds this view, the political opposition still insists that the remarkable performance delivered by the gold sector thus far is masking the economic decline taking place in other core sectors. Opposition Member, Irfaan Ali, believes that there
Opposition Member, Irfaan Ali is now consensus among many that the economy is backpedaling or in reverse gear. “The contraction is felt by all and sundry and after a prolonged period of silence, even some apologists are provoked by their conscience to admit that the economy is on a slippery slope.” “At first, some of the apologists were out and about arguing that the economic slowdown was transitory and linked to the anxiety associated with the 2015 elections. However, since the elections ended 15 months ago, evidence shows that the economy is regressing at lightning speed. It has become difficult for the spin doctors to sell the story that ‘elections jitters’ is stifling our economic performance.” “The harsh reality is that every major economic sector recorded lower output except the mining and quarrying sector. As I had explained
before, the production of gold by two foreign companies, which set up operations under the PPP/C government, masked our economic decline. “As a matter of fact, if we were to exclude the production of gold by these companies from the computation of the real growth rate we would be posting negative growth rather than the 2.0 percent reported by the Minister of Finance, Winston Jordan.” According to the 2016 Mid-year report, the mining and quarrying sector grew by 65.7 percent during the first half of the year buoyed by significant growth in the gold industry and improved performance from the bauxite industry. The report said that production in the gold industry reached 322,493 ounces during the first half of 2016, an increase of 94.3 percent over the same period in 2015. Improved oversight of the industry and granting of concessions to the sector were among factors that contributed to an increase in output. Statistics however show that other sectors did not perform so well. In the case of the forestry sector, this contracted by 13.1 percent during the first half of 2016 compared to the same period in 2015. This was due to the fact that several concessions issued by the Guyana Forestry Commission (GFC), were not fully operational. It is anticipated that the second half of the year will see operators fully mobilized and a
corresponding increase in production as compared to the first half, where mobilization of labour and equipment happened late in the second quarter. The manufacturing sector contracted by 14.1 percent during the first half of 2016, largely as a result of the decline in output of rice and sugar. Overall, statistics show that the agriculture, fishing and forestry sectors contracted by 10.0 percent. This is in spite of growth in the livestock, other crops, and fishing subsectors. The report said that sugar production for the first half of 2016 was a disappointing 56,645 tonnes, or approximately 30 percent below production at mid-year 2015. This shortfall in production was mainly due to the severe El Niño dry spell, from September 2015 to April 2016, which affected the growth of the canes which, in turn, resulted in lower yields. This combined with the Guyana Sugar Corporation (GuySuCo)’s inability to irrigate the fields, coupled with delays in the acquisition of fertilizer and fertilizer application, further compromised the quality of
Finance Minister, Winston Jordan canes harvested. Following the shortfall, the industry’s target for 2016 has been revised to 218,188 tonnes from the budgeted 231,145 tonnes. Ali said that since the economic decline has touched all the major economic sectors as well as every Guyanese, it is not easy for “the spin doctors” to sell the story that the country is prospering. He said that they are now serving large dosages of outlandish excuses. He said, “The excuses range from claims that our economic slowdown was due to contraction in the underground economy to the weather phenomenon
commonly known as El Niño. When they can’t blame it on the rain they just blame the sun and dry weather or something which is not observable.” The Opposition Member said that those who understand the workings of the country’s economy would accept that the economic decline is due to several factors. He said that these include the general decline in domestic income and consumption caused by the notable collapse of the major economic sectors; lower foreign and domestic investments and slippages from the poor implementation of the Public Sector Investment Programme (PSIP). Ali opined that the lower consumption is manifested in lower Value Added Tax collection, reduction in retail and whole trade and the 2.5 percent reduction in currency in circulation as reported by the Bank of Guyana for the first six months of 2016. The PPP Executive Member said it is for this very reason the ‘good life’ that the economic growth was supposed to deliver is simply considered a mirage by the average Guyanese.
Robber suspected to be Guyanese among three killed by Suriname cops
The slain and captured bandits
By Ivan Cairo After a failed robbery attempt Saturday night in the north of the Surinamese capital of Paramaribo, police here say they have shot and killed three of the suspected robbers. A fourth suspect who was also wounded was arrested. The suspects were allegedly two Jamaicans, one Guyanese and one Surinamese national. One of the slain men has been identified as a Surinamese convict who es-
caped from the Hazard Prison in Nickerie four years ago. According to a police report, officers in the Geyersvlijt Police Bureau received information regarding an ongoing robbery at a supermarket in the Anamoestraat and dispatched a unit to investigate. The shopkeeper disclosed that four men, two wearing masks and armed with a shotgun and pistol, raided the supermarket and held him and his wife at gunpoint. While the bandits were tying their victims, the shopkeeper screamed for help and a neighbour came to their
rescue. The suspects fled with the loot and a security guard who at the time was passing by gave chase. The gunmen fired several shots at the guard but missed, while shattering the windshield of the guard’s car. Eventually the robbers were cornered by police and during a shoot-out with the lawmen, three of them was killed at the scene. Officers recovered a shotgun with the barrel and butt cut off and some of the (Continued on page 12)

The police and public trust The police use speed guns to determine whether motorists are breaching the speed limits. Public confidence in these guns is low. Many motorists charged by the police for speeding will most likely express doubt that they were actually driving above the speed limit. Many motorists have been privately questioning how it is that you can be sure that when a traffic cop points a speed gun in your direction that the speed gun was cleared of any previous reading. Many motorists are of the view that they are being unfairly targeted by the police but there is nothing that they can do about the matter. There is no independent assessment. The speed guns are going to be out once again as part of Operation Safeway which is being launched by the police in order to reduce road traffic deaths and improve safety on
Guyana’s roads. Motorists will be pulled over for speeding and there will be many motorists who will once again question whether the police can be trusted to be honest with the use of these speed meters. The application of justice relies heavily on the honesty of police men. If a police officer goes before a court and says that he saw a driver fail to stop at a major road, an accused would have great difficulty in convincing the court otherwise because the accused would have to show the motive for the policemen lying. If the public does not have confidence in the honesty of police ranks, then this throws the whole system of justice in disarray because the police are expected to be honest and not to concoct stories or speed gun readings. A better system to curb speeding on Guyana’s roads needs to be implemented rather than having police
ranks aiming speed guns at motorists. Guyana is still following a backward system of trying to reduce speeding by punishing those who breach speed limits. Persons found guilty of speeding are either given tickets with a hefty fine or hauled before the courts for speeding. This approach breeds corruption amongst police traffic ranks. A much better approach would be to encourage people to slow down. Thus, instead of speed guns, the authorities should establish zones in which people are encouraged to reduce their speeds. This is achieved by the use of electronic radars and by signs which tell motorists that they are approaching a no-speed zone and that in this zone their speed will be monitored. The benefit of this approach is that it encourages people to actually slow down rather than waiting until they
see a traffic cop ahead before they reduce their speed. This will overtime increase road discipline. The practice of issuing speeding tickets and hauling persons before the courts burden our court system and provide revenues for the State but have never been proven to reduce speeding on the roadways. There are two other things which can be done to improve road safety. Both are expensive. The first is to establish medians on major roadways so as to reduce accidents between vehicles going in opposite directions. A great many fatal accidents are caused when one vehicle going in one direction overtakes another vehicle going in the same direction and ends up in the path of a vehicle in the opposite direction. One way of reducing these types of accidents is to establish medians. The other major contribu-
tor to road fatalities is high pedestrian use of main highways and roadways. This is heightened because of the practice of allowing villages to be established along the main highways and roadways. This has to stop because people end up walking, riding and turning out from villages onto public roads. Many times those doing so are unsupervised children and intoxicated cyclists and pedestrians. They end up being hit by vehicles. Yet despite this, businesses continue to be established along the East Bank, West Coast and East Coast public roads. There should be an end to this practice because it in-
creases the risk of fatal accidents. The road networks should be designed in such a way as to allow limited places of exit and entrance between the main roads and the villages. No new businesses, including shops, should be allowed to be established along our main public roads. If these things are done, it will make the work of the police easier. But it will take much more than that for public confidence to be restored in the honesty of traffic cops using speed guns.

Gov’t shortlists sites for onshore oil base
UG mulls opening School of Energy and Mines
Minister of Natural Resources, Raphael Trotman
UG’s Vice-Chancellor, Dr. Ivelaw Griffith The Ministry of Public Infrastructure has completed a screening evaluation of sites for the proposed oil and gas industry onshore support base and will be presenting its report to a Cabinet’s subcommittee shortly. The committee, which focuses on matters concerning Guyana’s fledgling oil and gas industry, comprises the Ministries of Natural Resources, Public Infrastructure, Business and Finance. Several possible locations were examined along the Berbice, Demerara, and Essequibo Rivers, and the top two ranked sites were identified. The Ministry of Public Infrastructure will recommend that extensive studies be conducted on the top ranked locations before a final decision is made. Due to the restrictive timeframe, it is expected that a final recommendation will be made shortly, the Ministry of Natural Resources said on Saturday. According to the Ministry, the ideal onshore base location will to be accessible
to ocean-going vessels and favorable ocean conditions; have good transportation links to Georgetown, its facilities, amenities and the international airports at Timehri and Ogle and short commuting time to urban centers for workers. The location will also have short sailing transit times to offshore fields and a flat topography to minimise construction costs. There must be room for expansion with an availability of power, water, waste disposal and ICT Infrastructure. According to the ministry, the Government of Guyana (GoG) is proposing, in association with the private sector, to construct an onshore base and associated infrastructure to support and serve the fledging offshore oil and gas sector. “The recent world class offshore oil discovery by Exxon has firmly launched Guyana’s hydrocarbon industry. Guyana’s potential rests on the discovery of the Liza1 and Liza-2 wells, located approximately 120 miles off
our shores in 5,500 feet of water. “ The remote location and deep water will likely mean that the selected development will consist of subsea wells connected to a Floating Production Storage and Offtake vessel (FPSO) and shuttle tankers, which make for complex logistics, the ministry said. First oil is anticipated on or before 2020, with all of the production facilities being fabricated overseas, installed and supported by large foreign based contractors and vessels. “However, as the development progresses into the operational phase, it is anticipated the operators will require the local economy to provide an increasing percentage of these services. It is this demand, coupled with the desire of the GoG to expand and diversify their economy and provide much needed employment, which is driving the GoG to pursue the development of an onshore base and associated infrastructure,” the ministry said.
The University of Guyana is still contemplating the setting up of a School of Energy and Mines. Vice-Chancellor Dr. Ivelaw Griffith relayed this to the media during a media conference on the Turkeyen Campus last Friday. Griffith was at the time responding to a question on the possibility of programmes being offered in the area of oil and gas since Guyana is expected to be a petroleum producer in the coming years. According to the VC he envisages the opening of the school, not just to offer courses on energy but to combine it with programmes focused on minerals and research. He noted that the mining of precious minerals still plays a major role in the
country’s economy, highlighting that more attention is needed on the extraction of manganese. He said that he recently convened a meeting with senior lecturers of the university, including the Dean of Technology, to discuss what the university can offer on the subject of energy. He said that the intention is to put one package together which takes into consideration all aspects of the sector. Additionally, Griffith plans to set up a discourse with the Ministry of Natural Resources and the Ministry of Agriculture to ascertain what it is that the government anticipates needing, what the university can offer and therefore what gaps need to be
filled. He said that having knowledge of these factors will better inform any future decisions on the subject. Griffith reported that before a Memorandum of Understanding is signed between the university and the Ministry a comprehensive understanding of what is needed and what can be provided is of utmost importance. He plans to combine all relevant components into the programme. “Our University needs to look beyond just engineering with regard to the energy and oil sector, but at how other disciplines can play a role; there is a role for law, a role for geology.” He said that the institution needs to begin looking at how it can serve the nation in these areas. Moreover, he believes that the institution needs to look at the broader opportunities and challenges and appreciate other prospects on the non-engineering side of the subject. “We, as the university of the nation, need to do better not only on instruction but on research.” He said that he has shared his vision with the Minister of Natural Resources and the Environment Raphael Trotman during the Minister’s recent lecture at the campus. Griffith said that he informed Trotman that in addition to focusing on energy the institution also needs to look into the subject of minerals and link the two areas. The VC said that he plans to bring a review team to facilitate the establishment of the school.

11 months after death of mom, newborn…
Health Minister still to release findings to relatives Almost a year after the deaths of 33-year-old Liloutie Ramlall and her baby, Minister of Public Health, Dr. George Norton is still to fulfill a promise he made to Ramlall’s family. Ramlall died while delivering her baby via caesarean section at a private hospital on October 21, last and her baby died a few hours later. Post mortem examinations performed on both bodies, revealed that Ramlall died from Hypovolemic shock and rupture of the spleen due to a Caesarean section while the baby died from respiratory distress. Usually, the Ministry of Public Health and the Expert Committee investigates each maternal death. A week after Ramlall and her baby died, Minister Norton had promised Ramlall’s relatives that he would provide them with the findings once the Expert Committee completes its investigation. The probe usually takes three months. The findings will give the woman’s relatives some form of closure. Ramlall had been trying for 12 years to have a baby. Contacted three months after he promised Ramlall’s relatives to release the

findings, Dr. Norton stated that the investigation was at a standstill because the doctor who was heading the investigation was overseas. He promised that the result will be out after a month. The Minister was then contacted two months later to which he said that the file with the findings from the investigation was presented to him but he did not get a chance to look at it. He stressed that the file was on his desk. He promised that he would have read the report and gave the details the following day. Eleven months later, and the relatives of Ramlall are still to be provided with the information into her death.
Parbattie Ramlall, the dead woman’s sister told Kaieteur News that the doctor who did the procedure on her sibling said that the baby was born from a ruptured placenta. “He (the doctor) said that when he cut Liloutie (a ‘bikini incision’), he found a pool of blood. He said that he didn’t know where it was coming from but it wasn’t coming from below (the lower abdomen).” She added that the medical practitioner said he managed to “get out” the baby and sutured her wound but the bleeding still did not stop. “He said that they gave her four pints of blood and then they cut from her chest right down to her upper (Continued on page 16)
Public Health Ministry continues to champion exclusive breastfeeding
Participants of the walk-a-thon, pose for a photo with Minister within the Ministry of Public Health, Dr. Karen Cummings Women have been urged to endorse exclusive breastfeeding which is the best option for the majority of infants. “Today, I urge you all to continue to promote exclusive breast feeding in whatever way you can so that our babies can enjoy healthy lives from birth and that you use all available channels to spread the virtues of exclusive breast feeding.” This was the charge given by the Minister within the Ministry of Public Health, Dr. Karen Cummings during her feature address at the launch
of National Breastfeeding Week 2016. Minister Cummings was at the time addressing participants of a walk- a- thon to kick off the week’s activities. The walk- a- thon saw the participation of Minister Cummings, patient care assistants, and midwives and doctors of the Georgetown Public Hospital Corporation (GPHC). Launched under the theme, ‘Breastfeeding: a key to sustainable development’, the week of activities seeks to further equip maternal health care workers, mothers and even fathers with the requisite knowledge and information to achieve 100% exclusive breast feeding across Guyana. Exclusive breastfeeding is a distinctive process that provides perfect nutrition for infants, and contributes to their growth and development. The Public Health Ministry will be heightening promotion and awareness of the need for mothers to practice exclusive breastfeeding. Nurses and other maternal health care personnel also advocated for the implementation of the sixmonth exclusive breast feeding policy in Guyana since the current rate stands at only 23%, according to a United Nations Children’s Fund (UNICEF) report.
The World health Organisation (WHO) states that women should breastfeed their babies for six months since it reduces the risk of babies becoming infected, and it creates bonding between mother and child, and prevents ovarian cancer. Minister Cummings said, “Registered dieticians, nutritionists and dietetic technicians should continue efforts to shift the norm of infant feeding away from the use of human milk substitute towards human milk feeds.” Assistant Director of Nursing Services, Keith Alonzo highlighted that the theme for this year’s observance of national breast feeding week lends to creating awareness of the links between breast feeding and sustainable development. Alonzo said there are five main areas related to breast feeding and the sustainable developments goals. These are nutrition and food security, health and wellbeing and survival for human beings, environment and climate change, work productivity empowerment, social protection and sustainable partnership and the rule of law. National Breastfeeding Week will continue with a number of countrywide symposiums and workshops that will further educate mothers and promote exclusive breast feeding.

Information indicates that the suspects were shot merely 30 yards from their home. When one of the women saw her husband’s body she became hysterical. This tipped off the police, who went to her home. At the residence, police recovered several items which appeared to be loot from previous robberies.

Venezuela, Cuba warn of US intervention at Non-Aligned meet
Nicolas Maduro (left) and Raul Castro PORLAMAR, Venezuela (AFP) - Venezuela’s embattled President Nicolas Maduro has warned world leaders at a Non-Aligned Summit that his country was being lashed by a US economic war aimed at toppling him. Speaking at the same event, which opened Saturday, Maduro’s closest regional ally, Cuban President Raul Castro, echoed the charge, despite his country’s thawing relations with the United States. “Venezuela is facing an onslaught... that is against all of Latin America and the Caribbean, that is trying to reimpose and recolonize the politics, economy, culture and life of our countries,” Maduro - a socialist who has made the economy increasingly staterun - charged in his speech after taking over the movement’s rotating presidency from Iran. Leaders from the 120-na-
tion group, including Iranian President Hassan Rouhani, gathered for two days on Venezuela’s Caribbean island of Margarita. Venezuela, an OPEC member and home to the world’s largest proven oil reserves, will seek backing for its campaign to slash abundant global crude production in a bid to raise prices. Ecuadorean president Rafael Correa, whose country is the smallest member of OPEC and who supports the Venezuelan aspiration, said the oil cartel runs the risk of falling apart over differences on market strategy. “Clearly OPEC has weakened and there is a danger of it disintegrating,” Correa said, speaking on the sidelines of the summit. While sounding the alarm about a purported international campaign to topple him is not new, Maduro looks keen to recast the Non-
Aligned movement - a Cold War relic with dwindling support - as a bulwark against recolonization, analysts say. The Venezuelan opposition is seeking to oust Maduro at the ballot box with a referendum. The president maintains the United States is working with conservative local interests to oust him. Castro, who backs Maduro’s allegations, voiced dismay at the US failure to end its embargo on Havana. He said regional allies would derail “subversive and meddling” US plans on which he did not elaborate. And Castro, Maduro, Correa and Bolivian President Evo Morales all slammed the recent impeachment and removal of Brazil’s ex-president Dilma Rousseff. Falling oil prices have triggered an economic crisis in Venezuela, causing food shortages, outbreaks of looting and riots.
St. Vincent Not Putting A Cent More In LIAT Until Service Improves
KINGSTOWN, St. Vincent and the Grenadines – One of LIAT’s major shareholder governments, St. Vincent and the Grenadines, has told the beleaguered airline that it won’t be getting a cent more until service to the island is “significantly improved”. St. Vincent and the Grenadines made its position clear on the heels of a meeting with representatives of the beleaguered regional carrier in Kingstown on Wednesday. While he has often defended LIAT in the past, Prime Minister Dr. Ralph Gonsalves appeared to have reached the end of his rope with poor service to the island in recent weeks, and his administration had demanded the meeting to
Dr. Ralph Gonsalves
discuss the matter. During that meeting, the St. Vincent officials highlighted the various challenges facing the travelling public, including lack of information on delays and cancellation of flights. In a statement issued
by Prime Minister Gonsalves’ office on Thursday the government – which had recently been approached by LIAT for EC$810,000 (US$300,000) to assist in its operations – said it was expecting improved service very soon.

U.S. investigators search for links in trio of weekend attacks Reuters - Federal investigators sought to determine yesterday if there were links among three attacks across the United States weekend, involving bombings in New York City and New Jersey and a stabbing rampage at a Minnesota shopping mall. While officials described all three as deliberate, criminal acts and are investigating them as potential “acts of terrorism,” they stopped short of characterizing the motivation behind any of them until more evidence is uncovered. Twenty-nine people were wounded by an explosive device that rocked New York’s Chelsea neighbourhood late on Saturday, sending a deafening roar and powerful shock wave through several blocks of the popular Manhattan shopping district. Also on Saturday, nine people were stabbed in St. Cloud, Minnesota, 1,300 miles (2,100 km) away. No international militant group immediately claimed responsibility for the New York blast, or for an undetonated pressure-cooker bomb found four blocks away or a similar device that went off earlier along the route of a Saturday road race in suburban New Jersey. But New York Governor Andrew Cuomo said the act of blowing up a bomb in a
crowded area of Manhattan “is obviously an act of terrorism.” No suspects were immediately identified in the New York and New Jersey attacks. The Islamic State militant group quickly claimed responsibility for the Minnesota attack by a man who made references to Allah and asked at least one person if he or she was Muslim before he assaulted the person. An off-duty police officer fatally shot the assailant. Police did not immediately identify the Minnesota attacker, citing an ongoing investigation, although some local media reports gave his name and said he was an African-born junior college student. Reuters could not immediately confirm his identity. In New York, officials said they would deploy an additional 1,000 uniformed police officers and National Guard troops around a city already on a high state of alert heading into this week’s United Nations General Assembly. The event will bring some 135 heads of state and government to America’s most populous city. Federal Bureau of Investigation experts were examining remnants of the two devices that went off in Chelsea and Seaside Park, New Jersey, some 80 miles (130 km) south

That third device was built in a pressure cooker, the same bomb design that killed three people and wounded more than 260 in the 2013 Boston Marathon bombing. A law enforcement official who spoke on condition of anonymity said investigators considered it very strange that similar devices would be planted adjoining states on the same day. No one was hurt by the New Jersey pipe bomb.
India blames Pakistan as Kashmir attack kills 17 soldiers Reuters - India accused Pakistan of being behind yesterday’s separatist attack on an army base near their disputed frontier that killed 17 soldiers, in one of the most deadly attacks in Kashmir in a quarter-century-old insurgency. Four commando-style
gunmen, armed with AK-47 assault rifles and grenades, burst into the brigade headquarters in Uri at 5:30 a.m. (midnight GMT) and were killed after a three-hour gunfight, a senior Indian army officer said. The incident sharply increased tensions between the bitter, nuclear-armed rivals and will raise fears of a potential military escalation.
U.S., Japan, South Korea ministers discuss tougher measures against North Korea Reuters - Foreign ministers for the United States, Japan and South Korea met in New York yesterday, ahead of U.N. meetings, to discuss stepped-up measures against North Korea and expand collaboration with one another after Pyongyang’s fifth and largest nuclear test. The Sept. 9 blast was in defiance of U.N. sanctions that were tightened in March. The meeting between U.S. Secretary of State John Kerry, Japanese Foreign Minister Fumio Kishida and their South Korean counterpart, Yun Byung-se, was the first since the latest nuclear test. It will be one of the main issues discussed by world leaders at the United Nations General Assembly this week. In a joint statement, the ministers said North North’s disregard for multiple U.N. resolutions prohibiting its missile and nuclear
programmes called for even stronger international pressure. North Korea has been testing nuclear weapons and ballistic missiles at an unprecedented rate this year under leader Kim Jong Un. “They discussed the important work currently taking place in the Security Council to further sanction North Korea and considered other possible measures of their own, in particular ways to further restrict revenue sources for the DPRK’s missile and nuclear programmes, including through illicit activities,” the ministers’ statement said. “They reaffirmed that they remain open to credible and authentic talks aimed at full and verifiable denuclearization of the DPRK,” the statement said, referring to the country’s formal name, the Democratic People’s Republic of Korea. The United States has

said it is willing to negotiate with the North if the country commits to denuclearization, which Pyongyang has re-
fused to do. Washington has pressed Beijing, which is Pyongyang’s most important diplomatic backer and trading partner, to do more to rein in North Korea. China has expressed anger with North
Korea for its largest nuclear test to date, but has not said directly whether it will support tougher sanctions. It has said it believes sanctions are not the ultimate answer and called for a return to talks.

Merkel’s party suffers rout in Berlin in migrant policy backlash Reuters - German Chancellor Angela Merkel’s CDU party suffered its second electoral blow in two weeks yesterday, slumping to its lowest level since 1990 in a Berlin state vote that rejected her open-door refugee policy. Voters turned to the antiimmigrant Alternative for Germany (AfD), which with 12.9 percent of the vote will enter its 10th regional assembly among the country’s 16 states. A year before a national election, the result is set to raise pressure on Merkel and deepen rifts in her conservative camp, with more sniping expected from her CSU allies in Bavaria. The CSU’s Bavarian finance minister Markus Soeder was quick to call it the “second massive wake-up call” in two weeks. “A long-term and massive loss in trust among traditional voters threatens the conservative bloc,” he told the Bild daily, adding Merkel’s right-left national coalition had to win back support by changing course on its immigration
Angela Merkel policy. Merkel’s Christian Democrats were routed in the eastern state of Mecklenburg-Vorpommern two weeks ago, triggering calls from the CSU for her to toughen up her migrant policy. In particular, they
want a cap of 200,000 refugees per year, which Merkel rejects. The secretary general of Merkel’s CDU, Peter Tauber, partly blamed the CSU for the losses in Berlin, which only 27 years ago was the front line of the Cold War.
Pro-Putin party wins 44.5 percent in parliament vote: exit poll
Vladimir Putin
Reuters - Allies of Russian President Vladimir Putin comfortably won a parliamentary election yesterday, but early indications were that turnout was low, suggesting a softening of enthusiasm for the ruling elite 18 months away from the next presidential election. The ruling United Russia party, which Putin founded, won 44.5 percent in yesterday’s vote, an exit poll showed, slightly down on the last election. But it was still enough to preserve the dominance of Putin’s allies in the Duma, or lower house of parliament.Putin, speaking to United Russia campaign staff a few minutes after polling stations closed, said the win showed voters still trusted the leadership despite an economic slowdown made worse by Western sanctions over Ukraine. Putin’s aides are likely to use yesterday’s result, which leaves United Russia by far the biggest party, as a springboard for his own campaign for re-election in 2018, though he has not yet confirmed that he will seek another term. “We can say with certainty that
the party has achieved a very good result; it’s won,” Putin said at the United Russia headquarters, where he arrived together with his ally Dmitry Medvedev, who is prime minister and the party’s leader. Alluding to the spluttering economy, which is forecast to shrink this year by at least 0.3 percent, Putin said: “We know that life is hard for people, there are lots of problems, lots of unresolved problems. Nevertheless, we have this result.” In the last election for the Duma, or lower house of parliament, in 2011, United Russia won 49 percent of the vote. There were some reports of voting irregularities. Reuters reporters at one polling station witnessed several people casting their ballot, then coming back later and voting again. Election chiefs said were was so far no evidence of large-scale cheating. After the last election, anger at ballotrigging prompted large protests in Moscow, and the Kremlin will be anxious to avoid a repetition of that.

Portia Prevails - Simpson Miller Wins By A ‘City Block’
Returned President Portia Simpson Miller (centre) flanked by her vice-presidents (from left) Dr Angela Brown Burke, Noel Arscott, Dr Wykeham McNeill, and Dr Fenton Ferguson. The Gleaner - Portia Simpson Miller was in cruise mode Saturday as she crushed her challenger, Dr Karl Blythe, and solidified her reign as president of the 78year-old People’s National Party (PNP). In what director of elections for the internal poll Julian Robinson described as a smooth process, Simpson Miller emerged with 2,471 votes, while Blythe managed only 198 votes as PNP delegates sent the message that they were not ready to part company with the leader they affectionately call ‘Mama P’. Blythe’s call for renewal of leadership at the top seems to have fallen on deaf ears as the delegates apparently opted to retain the status quo at this time. In her victory speech, Simpson Miller told the delegates: “I accept your vote of confidence. I accept your resounding mandate.” With the throng of delegates shouting “One leader!” Simpson Miller said that while she has had setbacks in her political career, she is determined to stay the course. “You pick him up, you lick him down, him bounce right back,” declared Simpson Miller as she quoted lyrics from timeless music from Jamaica’s past. The landslide win came for Simpson Miller amid intense public debate as to whether she still possesses the political gumption to lead the party into the upcoming local government elections, which are expected this year. While some PNP insiders charged that this would be the last time Simpson Miller would offer herself to lead the party, the veteran politician gave no public indication that she would be going anywhere,
anytime soon. Saturday’s victory gave Simpson Miller number three in PNP presidential polls, with her loss to former prime minister P.J. Patterson in 1992 the only blemish on her personal record. Simpson Miller first became PNP president in 2006, emerging from a contest involving Dr Omar Davies, Dr Peter Phillips, and Blythe. She was to repel a challenge from Phillips in 2008, and leading into Saturday’s poll, she told journalists that she would be returned by an overwhelming majority of votes. Quizzed about her track record in politics, the party leader said she has made a strong contribution to both the party and the country over the years in every capacity she has served. “Whether it was at labour, whether it was at tourism, whether it was at
local government, I left my mark in every area that I was assigned.” She said Blythe’s challenge was welcome and has only made her stronger. The defeated Blythe had earlier told journalists that his objective was to “make a statement”. He contended that if between 20 per cent and 30 per cent of the delegates had voted for him, he would have accomplished his objective. According to Blythe, the day he threw his hat in the ring to challenge the incumbent, he had already scored a victory for democracy in the PNP. “I have energised members of the party to go all over the country, with the leader speaking at every divisional and constituency conference, so already, I have energised the party for the local government elections.”
Archie flies out for Guyana talks despite criticism Trinidad Express - One day after responding to criticism of his frequent travelling, Chief Justice Ivor Archie has left the country to attend the annual Commonwealth Magistrates and Judges’ Association (CMJA) conference. Justice Allan Mendonca will perform the duties of the CJ until Friday. During his address at the ceremonial opening of the law term on Friday, Archie spoke out against those who criticised his regular trips outside the country, and said he would not be stopped from travelling. Archie said one of his roles as Chief Justice was to develop and maintain strate-
gic relationships nationally, regionally and internationally. The CJMA conference started in Georgetown, Guyana, from yesterday to Thursday. The conference is a forum for mutual exchanges on a wide variety of important topics which are challenging judiciaries across the Commonwealth. It aims to promote better understanding among judicial officers on the issue of access to justice and to explore the approach to the issue in different parts of the Commonwealth. The theme of this year’s conference is “The Judiciary as Guarantors of the Rule of Law”.

Temporary closure of Suriname Kamla against abolishing juries consulate in Haiti PORT AU PRINCE, Haiti — Following an increase in the flow of migrants of Haitian origin and a complaint from France, Suriname recently imposed a mandatory visa requirement on Haitians that came into effect last Thursday. However, in Portau-Prince more than a hun-
dred Haitians who wanted to go to Paramaribo, the capital of Suriname, were confronted with a Suriname consulate with closed door, on which was displayed a notice to the effect that: “From Tuesday 13 September, the General Consulate of Suriname in Haiti is closed until further notice. We
apologize for any inconvenience this may cause,” Surprised to learn that they now needed a visa to travel to Suriname, and unable to apply at a closed consulate, the Haitians gathered outside the consulate strongly criticized the diplomatic authorities of Suriname and wondered who would refund their airfare and hotel reservations, HaitiLibre reported. Kamla PersadBissessar
Trinidad Guardian - Opposition Leader Kamla Persad-Bissessar says there should be no abolishing of the jury system in the country’s courts without nationwide consultation. Speaking at the UNC’s National Congress at the party’s South Regional Office Saturday, Persad-Bissessar said her party had considered abolishing juries during their term in government in 2014. The call for the removal of juries was made by Chief Justice Ivor Archie during the ceremonial opening of the 2016/2017 law term at the Hall of Justice on Friday. “I will tell you when we were in the Cabinet, when we were in government we considered the abolishing of juries and we had to shelve it,” Persad-Bissessar said Saturday. “Because there was no consensus, there were views in Parliament that while you could try to intimidate a jury, the jury is made up of
many people. But if you try to bribe or intimidate a judge alone, I’m not saying it will happen but it may be easier.” Referring to her recent crime talks with Prime Minister Dr Keith Rowley, she added, “There are other measures you can take to improve the criminal justice system at this time, some of these include plea bargaining. In the United States, only about ten per cent of their cases go to trial because of plea bargaining and I mentioned that to Keith Rowley in our crime talks. “We talked about categorising murders as well, that can also assist because they are not always the same in terms of categorising of murders.” Persad-Bissessar also announced her party’s full slate of candidates for the Local Government election at the Congress and UNC MP’s were made to submit constituency reports on their work in the last year in office.
Reuters - Moscow stepped up its war of words with Washington yesterday, saying air strikes by a U.S.-led coalition on the Syrian army threatened the implementation of a U.S.Russian ceasefire plan for Syria and bordered on connivance with Islamic State. The diplomatic dispute heated up on the last day of a seven-day ceasefire marred by a surge of violence as warplanes hit the strategic northern city of Aleppo for the first time since the truce came into effect. In another blow to hopes for the ceasefire, the governor of Homs said several hundred rebels would be evacuated from the last rebelheld district of the Syrian city today, prompt-
ing rebels to warn any such step would amount to the government declaring the end of the truce. On Saturday, the Russian Defence Ministry said U.S. jets had killed more than 60 Syrian soldiers in the eastern Syrian city of Deir al-Zor in four air strikes by two F-16 and two A-10 fighter jets coming from the direction of Iraq. Syrian U.N. Ambassador Bashar Ja’afari charged that U.S.-led strikes were aimed at torpedoing the ceasefire but France’s foreign minister, speaking in New York, placed the main blame for truce violations on President Bashar al Assad’s government.

Speechless Duffy crowned new Local dragters confirm world Triathlon champion participation for Oct 2 Meet COZUMEL, Mexico, CMC — Bermudian Flora Duffy was left speechless after being crowned ITU World Series women’s Triathlon champion after defeating her arch American rival Gwen Jorgensen in the Grand Final here on Saturday evening. Duffy, 28, was guaranteed a maiden World Championship crown if she placed in the top two but she avenged defeat in the recent Olympic Games in Rio de Janeiro where Jorgensen took gold as Duffy could only manage eighth place. Duffy enjoyed a “perfect day” as she stormed to victory more than a minute ahead of two-times defending champion Jorgensen with Scottish-born Australian Charlotte McShane back in third. “I’m speechless, the perfect day came when I needed it, when the pressure was on,” Duffy said afterwards. Duffy won the race in one hour 57 minutes and 59 seconds. Jorgensen finished second in 1:59:16 while McShane

The Guyana Motor Racing & Sports Club October 2 Drag Race Meet should provide a fascinating duel between local dragsters, at the South Dakota Circuit. This is the prediction of President of the Club Raj Boodhoo, who spoke with Kaieteur Sport via telephone yesterday, informing that most of the prominent dragsters locally had confirmed their participation following a Meeting with the entity last Friday. According to Boodhoo, top dragsters such as the Daby siblings Rondel and Peter, Sanjay Persaud, Anand Ramchand and Shawn Persaud will be among the competitors for the season ending Meet, at the South Dakota Circuit. cipline. “This season has blown my expectations out of the water,” Duffy told a news conference held on the Mexican island. “I didn’t expect to be leading the series coming into the Grand Final.” Duffy had put her Olympic disappointment behind her by placing fourth in her next race in Edmonton, Canada earlier this month to solidify her position as No 1.

Nostalgia rules as Rams make winning return to Los Angeles LOS ANGELES (Reuters) Nostalgia was the dominant feeling for excited Rams fans on Sunday as they watched their team play its first National Football League game at the iconic Los Angeles Memorial Coliseum in 37 years. Win or lose against the visiting Seattle Seahawks, it hardly mattered for the Rams faithful on a gorgeous afternoon of unrelenting sunshine with temperatures peaking at 88 degrees Fahrenheit (31 degrees Celsius). The fact that Los Angeles, relying on superb defence, ground out a stunning 9-3 victory over the Super Bowl champions of two seasons ago in front of a crowd of just over 90,000 came as a welcome bonus in their opening home game of the season. Much more important for their fans was the sight of the Rams players, wearing ‘throwback’ royal blue and yellow uniforms, on their return to the City of Angels. The Rams had not played a regular season game at the cavernous Coliseum since 1979, with the franchise moving to nearby Anaheim later that year before heading further afield after the 1994 season, to St. Louis, for the next two decades. Now they are back in Los

Among the categories to be contested on the quarter-mile strip are the F Class - 14 Seconds Bracket, E Class - 13 Seconds Bracket, D Class - 12 Seconds Bracket, C Class - 11 Seconds Bracket, B Class - 10 Seconds Bracket, A Class - 9 Seconds Bracket and the 8 Seconds Bracket.
everything. Cricket is a team game and every player has to contribute,” he said. “We used every possible talent in the country but it didn’t work. Whenever you are forced to change, that is because team isn’t performing. Unfortunately, in one-day cricket, the boys haven’t performed well, like they have done in Test cricket. The bowling, after Saeed Ajmal, hasn’t done enough and the batting has never been consistent.” In the search for solutions to the team’s ODI slump, Pakistan’s selectors have tried well over 40 players since the start of Misbah’s captaincy, in a seemingly never-ending transition. “When the team doesn’t perform and keeps losing, then changes are necessary,” Misbah said. “But when you start winning then you can back the talent and just go into the future with that. But that wasn’t really the case for Pakistan. We tried a lot of players in a bid to find a
good combination, but it didn’t give results and players were dropped because they never gave us a chance to retain them. “Nobody wants to carry on with failure and if a player is stuck with his weakness and not improving, regardless of his potential, you have to drop him and move on. This not only good for the team, but also for the player because you can’t allow him to play with consistent failure it is really unfair as it can cost him his career, so you have to be think tactically as well.” Pakistan have 14 ODIs scheduled before the window for direct qualification into the 2019 World Cup in England closes and Misbah has backed coach Mickey Arthur’s efforts to make sure they are among the top eight teams by the September 2017 deadline. “The important thing is that he is trying to bring a structural change from top,” Misbah said.

Rick Gonzalez, an engineer for California-based health insurer Kaiser Permanente, became a Rams fan in 1977 as a high school student and stayed loyal to the team throughout their lengthy absence from Los Angeles. “I was kind of upset when they went to St Louis but I have always supported them all the way,” Gonzalez told Reuters after watching the Rams rebound from a hum-
bling 28-0 shutout by the San Francisco 49ers in their season opener. “I’m so glad they are now back here in LA. This feels so good, so good. For us Rams fans, it’s very exciting.” Asked whether he was at all concerned that the Rams would struggle in Los Angeles after posting nine straight losing seasons in St. Louis, Gonzalez replied: “I don’t care. I just love it all, win or lose.” STRONG FEELINGS Los Angeles-based journalist Kevin Modesti, who became an enthusiastic Rams fan in the 1970s, said he had experienced strong feelings of
nostalgia since the team’s return to California. “When I think of the Rams, I still think of those teams from the 1970s and how big they were then,” Modesti, an editorial writer for the Los Angeles Daily News, told Reuters. “NFL was big back then but I’m not sure it was recognized as the number one American sport the way it is now. “So it wouldn’t have been automatic to say that in the 1960s and the 1970s the LA Rams would have been the biggest thing in the town, but I have to say they kind of were.”

He is the lineal middleweight champion and that fight would be the biggest in boxing. There were some preliminary negotia-
tions, we have a good relationship with (Golden Boy) so we hope we can make the fight.” But right now, Alvarez calls the shots. He’s the face of boxing - Saturday’s event broke the AT&T Stadium attendance record set by Manny Pacquiao vs. Joshua Clottey in 2008 - and will fight Golovkin when the time is right. That time could be September 2017, with both fighters slated for returns later this year on HBO. Promoter Oscar De La Hoya said at the post-fight news conference that an eight-figure offer was made to Team GGG for a bout next fall, but that phone calls weren’t returned. But it’s likely the fight everyone wants to see will happen, and if and when it does, it will be the biggest boxing event since Mayweather-Pacquiao.

Mourinho’s United slump at Watford, Spurs up to third LONDON (REUTERS) Manchester United’s third defeat in eight days - and their first by Watford in 30 years left Jose Mourinho contemplating his worst run in management for a decade after a 3-1 drubbing in the Premier League on Sunday. It was as much the shapeless performance as the reverse that will trouble Mourinho, who last lost three competitive games in regulation time in 2006. Since then the Special One has become the Beaten One, defeated in 11 of his past 21 Premier League games with Chelsea and Manchester United. Mourinho is not the only manager under pressure with David Moyes’ Sunderland, beaten 1-0 at Tottenham Hotspur, and Stoke City’s Mark Hughes, whose side were thumped 4-1 away to Crystal Palace, staring up from the bottom of the table, But, as ever, it is the Portuguese who will attract the headlines, particularly on a weekend which saw Pep Guardiola record his eight straight win as Manchester City manager. After five games City are top with 15 points ahead of Everton, who have 13. Spurs are third on 11 followed by Arsenal, Chelsea and Liverpool, all with 10. United are seventh on nine.

(Action Images via Reuters / Andrew CouldridgeLivepic) UNCOMFORTABLE UNITED United never looked comfortable at Vicarage Road from the moment Anthony Martial, still groggy from an earlier clash of heads, was bundled off the ball in the lead-up to Watford’s opener for Etienne Capoue. Mourinho thought the goal should have been disallowed. “It was an obvious situation but it is some-
thing I cannot control. I cannot improve the referees or officials and luck will arrive when she wants to. But, yes, individual performances have to improve,” the Portuguese told reporters. Watford’s other goals from Juan Zuniga in the 83rd minute and a late Troy Deeney penalty owed more to poor defending after Marcus Rashford had equalised just
past the hour mark. Although United’s worldrecord signing Paul Pogba unleashed one fizzing shot against the bar, the midfielder failed to stamp his authority on the game and was outshone by Capoue. Real Madrid equal La Liga record for successive wins (Reuters) Real Madrid brushed off the absence of Cristiano Ronaldo and Gareth Bale to beat Espanyol 2-0 away and maintain their 100 percent start to the league season while matching the La Liga record of 16 consecutive victories. James Rodriguez scored his first Real goal in five months to give the visitors the lead in stoppage time before the break and Karim Benzema sealed the points in the 70th minute with a closerange finish past former Madrid goalkeeper Diego Lopez. Athletic Bilbao beat Valencia 2-1 to pile more pressure on the visitors’ beleaguered coach Pako Ayesteran, Villarreal downed Real Sociedad 2-1 thanks to a sensational 50-yard strike from Nicola Sansone, while Celta Vigo drew 0-0 at Osasuna. Real stay top of La Liga on 12 points, three above Barcelona and Las Palmas, having equalled Barca’s record of 16 straight league wins achieved under Pep
Guardiola in the 2010/11 season. “We played a great game from the start with concentration and enthusiasm. The best way to get the points is to come out fired up like we did today,” Zidane told Movistar Plus. The Frenchman’s Real side also broke the Madrid club’s record for consecutive league wins, overtaking the 15-game winning streak under Miguel Munoz in the 1960/61 season. “Of course, the record means a lot to us because it’s proof of the phenomenal work all the players are doing. Getting points is the most important thing but it’s also nice to have a record like this,” added Zidane. SORE THROAT Ronaldo missed the trip to Espanyol with a sore throat, having scored five goals in a 6-0 thrashing last season, while Bale is recovering from a hip injury sustained in Wednesday’s last-gasp 2-1 Champions League win over Sporting Lisbon.
The absence of the pair allowed Lucas Vazquez and Marco Asensio to face their former club, while Rodriguez came in for Germany international Toni Kroos in midfield. Colombia’s 2014 World Cup Golden Boot winner has not enjoyed a consistent run in the side since Zidane took charge but seized the opportunity, nutmegging an Espanyol defender outside the area and stroking the ball into the bottom corner of the net. Benzema had looked far from match fit against Sporting but was given another chance by Zidane and, after having an effort ruled out for offside in the first half, the Frenchman tapped in Asensio’s low cross to finish off a classy team move. SENSATIONAL STRIKE Villarreal forward Sansone scored from just over the halfway line as they beat Sociedad to move up to sixth in the table, level on eight points with Atletico Madrid and Sevilla.

(REUTERS/Albert Gea) The 13 million euros ($14.50 million) close-season signing from Serie A side Sassuolo let fly from the right hand side of the field to beat goalkeeper Geronimo Rulli in the 25th. Italian Sansone had also given the hosts the lead three minutes earlier from inside the box after the Brazilian former Chelsea striker Alexandre Pato had missed a penalty. Sociedad’s Yuri reduced the deficit in the 35th minute
but they finished the game with 10 men after fellow defender Joseba Zaldua was sent off in the 89th for a second yellow card. Athletic Bilbao came from behind to beat Valencia, who are bottom without a point or a goal from their four games. “Now is the time to reflect on what we’re doing and make a real effort to turn things around on the pitch,” said Valencia goalkeeper Diego Alves. “We have a good
enough team to improve on where we are at the moment.” Alvaro Medran gave Valencia a dream start by scoring in the second minute but their former striker Aritz Aduriz turned the game in Athletic’s favour with two strikes before halftime. Second-bottom Celta Vigo got their first point of the season in a goalless draw at promoted Osasuna, who are a point and a place above them in the standings.

Canelo Alvarez knocks out Liam Smith with punishing body shot
Boxing Junkie - (Yahoo Sport) ARLINGTON, Texas He shriveled on the canvas like a fish out of water. Liam Smith contorted his back, seemingly to ease the pain. He let out a primal scream through his mouth guard, his legs flailing. There was no escape. The devastating left hook to the liver that ended the fight - and scored a third knockdown - sounded like a gunshot from ringside. Canelo Alvarez knew right away that it was a fight-ending punch. He calmly walked over to the opposite corner, jumped up on the ring post and crossed his arms while 51,420 of his adoring Mexican fans cried with joy. Alvarez (48-1-1, 34 KOs) claimed the WBO junior middleweight title from Smith after referee Luis Pabon
waved the fight off at 2:28 of the ninth round on Saturday at AT&T Stadium, home of the Dallas Cowboys. The HBO pay-per-view main event on Mexican Independence Day weekend was Alvarez’s first fight at junior middleweight since he was outclassed by Floyd Mayweather in 2013 at a 152pound catch-weight. “Liam Smith was a resilient fighter. He was tough, has a lot of heart,” said Alvarez, 26. “He thinks before he attacks. I could tell in the way he blocked, in the way he approached me. “I was actually only using my left hand for the most part, making sure my left hand was connecting with power. I hurt my right hand in the second round when I hit him in the head. The body shot was what I focused on, making

sure I worked his body down, and that is what secured the victory today.” Smith, who competed with a brutal cut over his right eye for much of the fight, found success in the fifth and sixth rounds, but Alvarez’s body work began to pay dividends. The redhead didn’t seem to respect the Brit’s power and elected to lay on the ropes for much of the fight. Alvarez would absorb two Smith shots to land one, and the plan paid off in the seventh when a dipping counter right hand dropped Smith. At first, Smith (23-1-1, 13 KOs) began to trade with Alvarez, even though he was hurt. Then Smith wizened up and held on to make it out of the round. But soon, he would find himself on the canvas again. Alvarez is one of the best

combination punchers in the sport and showed it off with a beautiful double right uppercut, counter left body shot that forced Smith to a squatting position with his gloves touching - a necessary break to catch his breath. “I hit him with some jabs and some right hands, but to be more competitive I needed better timing and my timing was off today,” said Smith, 28, who landed some clean shots but never appeared to faze his foe. “He was too good and skillful, and I was too slow tonight. Canelo was too good today. If I waited a little longer and got more experience I would be able to fight a guy like that better. I am very disappointed.” Of course, fans were clamoring for a mega-fight between Alvarez and Gennady (Continued on page 29)
Misbah-ul-Haq prepares to bat in the nets, Manchester, July 20, 2016 ©Getty Images ESPNcricinfo - Pakistan Test captain Misbah-ul-Haq has identified the paucity of 50-over cricket at domestic level as the main cause of the team’s current ODI struggles. Pakistan’s domestic structure has undergone several changes in recent years and Misbah said the one-day game has been getting the short shrift. “While a Pakistani domestic cricketer may play at least ten to twenty first-class matches a season, he doesn’t get the same match practice in the 50-over format,” Misbah told ESPNcricinfo. “I
Argentina dump champions Britain out of Davis Cup (Reuters) Argentina substitute Leonardo Mayer ended Britain’s reign as Davis Cup champions with a 4-6 6-3 6-2 6-4 win over Dan Evans to secure an enthralling 3-2 triumph in the fifth rubber of their semi-final on Sunday. Mayer, who unexpectedly replaced the in-form Juan Martin del Potro for the decider, propelled the South American nation into their first final since 2011 when they lost to Spain. Andy Murray, whose defeat by Del Potro in a five-hour thriller in the opening singles on Friday left Britain facing an uphill task, had pulled the hosts level at 2-2 by beating Guido Pella 6-3 6-2 6-3 in Sunday’s first reverse singles. Del Potro’s no-show in the final match had raised hopes that Britain could pull off a comeback victory after losing both of Friday’s singles clashes, especially since Evans is ranked 61

25-27 final. “Leo has played very good Davis Cup matches before. He has that feeling in his body and even though he is out of the top 100 that is not
his level,” Argentina captain Daniel Orsanic said courtside. “He was a little nervous in the first set but when he found his rhythm he was on top all of the time.” While Del Potro’s absence startled the crowd at Glasgow’s Emirates Arena, Orsanic said he knew Mayer would play the final match after 2009 U.S. Open champion Del Potro was a surprise inclusion in Saturday’s doubles encounter, which Argentina lost. “We had to keep it to ourselves until the last moment so Great Britain were (left guessing) a little bit but we knew from last night that Mayer would play,” Orsanic said. “I believe it will be an honor to play another final but today we will celebrate a semi-final victory.” Despite four previous final appearances in 1981, 2006, 2008 and 2011, Argentina have never won the team competition.
have long been saying that we need to lay greater emphasis on one-day cricket in our domestic system, and play more one-day games, because you can’t evolve by playing a maximum of five 50-over matches a year in the domestic circuit.” While Pakistan are the No. 1 Test team in the world, they languish at No. 9 in the ODI rankings. Misbah was clear the discrepancy in the team’s fortunes was due to lack of exposure, and not talent. “We have just one fiftyover tournament and the format is not even played at club level anymore,” he said. “Most of the cricket at grassroots level is 20 to 25 overs; this is one big reason that our ODI cricket has deteriorated and we are standing at No. 9. We needed and still need to develop our resources and we can only do so by increasing the number of games in our domestic tournament. The reason we are on top in Tests is because our players are getting enough games and exposure at domestic level. That is the only reason I see. “Otherwise, these players are talented and they have shown glimpses of their flair, though not consistently. So this talent needs to be nurtured by giving them more games at domestic level. Exposure to a lot of competitive cricket will enable them to polish their skills.” Misbah took over the ODI reins in May 2011 and led the side for almost four years, before stepping down after the 2015 World Cup. GCB Jaguars 3-day Franchise League...
Four innings in two sessions at Tuschen By Sean Devers In a rare occurrence, four innings were contested, including three declarations, in just two sessions at the Tuschen ground yesterday on the final day of the GCB three-day Franchise League between Upper Corentyne and West Demerara which ended in a draw. After the two days and a session yesterday were washed due to the adverse weather, the game finally com-
menced after Lunch and West Demerara opted to bat on good track and slow outfield in sweltering heat. The hosts were given a firm foundation by Renaldo Rennie and Tagenarine Chanderpaul. The two took the score to 71 before the left handed Chanderpaul, who hit a six off spinner Ian Hooper in his 65ball 30, which lasted 135 minutes was adjudged caught off his left thigh, West Dem were well set to get at least two batting points. However, they

When Rennie departed off Ivan at 83-4 and Ian Hooper bowled Reifer who had problems against the off-spinner, plans of getting batting points went out the window and they declared on 107-7 off 43 overs at Tea. Ivan (4-15)
was supported by Hooper (236) and the hasty declaration was made in an effort to get some bowling points but a surprising move by Upper Corentyne who declared after just 1.4 overs after Raymon Reifer had reduced them to 102 to deny West Demerara any bowling points since 3-5 wickets would gain the bowling side a point. West Demerara, led by a blistering undefeated

Rio Paralympics 2016: Closing ceremony tribute for Bahman Golbarnezhad BBC Sport - The Rio 2016 Paralympic Games was brought to a close inside a packed Maracana Stadium on Sunday evening. Singers, dancers and fireworks lit up the iconic stadium before tributes were paid to Iranian cyclist Bahman Golbarnezhad, who died on Saturday. Sir Philip Craven, International Paralympic Committee president, said the movement was “united in grief”. Referring to the success of the Games, Craven said the Rio Paralympics were “uniquely Brazilian and wondrous”. Craven had earlier passed the Paralympic flag between the mayor of Rio and governor of Tokyo, the Japanese capital city where the next Games will be held in 2020. His speech thanked organisers, athletes and spectators and he was warmly applauded when bestowing the Paralympic Order on the Brazilian city - his organisation’s highest honour. Standing alongside Craven, Carlos Nuzman, the president of the Rio 2016 organising committee, was cheered when he exclaimed: “Mission accomplished. “The Brazil we love so much has shown the world what it can do. This celebration started with a dream. It was 20 years in the making. Many thought it was impos-

Brazilians never give up.” REMEMBERING BAHMAN GOLBARNEZHAD Cyclist Golbarnezhad’s death is the first in competition at a summer Olympics or Paralympics since Danish cyclist Knud Enemark Jensen in the 100km team time trial at the 1960 Rome Olympics. “Tonight is a celebration of the last 12 days of sport but it’s also a very sombre occasion following Saturday’s extremely tragic events,” Craven said, upon opening his speech. “The passing of Bahman Golbarnezhad has affected us all and left the
whole Paralympic movement united in grief.” As well as the closing ceremony tribute, flags were lowered to half-mast as Iran won gold on Sunday afternoon in the sitting volleyball goldmedal match against BosniaHerzegovina, one of the final events of the Games. Flags have also been lowered around the Paralympic village. An investigation into the crash has begun, the IPC said. GB’s successful Games Rio gold medallist Kadeena Cox, who won titles in athletics and cycling, carried the flag for ParalympicsGB at the closing ceremony. The 25-year-old is the first
Briton to win titles in two sports at the same Games since Seoul 1988. As flagbearer, Cox represented one of the most successful British Paralympic teams in history, having ensured their best medal haul since 1988. Dame Sarah Storey won her third and GB’s 60th gold medal of the Games on Saturday, with the tally reaching 64 golds by the end of the day. During the closing ceremony, Storey was presented to the crowd after beingelected to the IPC Athletes’ Council. Britain won 147 medals 27 more medals overall than at London 2012, and 31 more gold medals.

Rosberg back on top after Singapore thriller
Mercedes’ Nico Rosberg of Germany celebrates winning the Singapore Grand Prix at the Marina Bay. (REUTERS/Edgar Su)
SINGAPORE (Reuters) Germany’s Nico Rosberg celebrated his 200th Formula One race by retaking the championship lead from Mercedes team mate Lewis Hamilton after a pole to flag win in Singapore on Sunday. After a chaotic start that brought out a safety car on the opening lap, Rosberg stayed clear of Red Bull’s late-charging Daniel Ricciardo at the floodlit Marina Bay Street Circuit. Triple world champion Hamilton completed the podium in third place. “The whole car was on the edge, it always is here in Singapore, so it’s very satisfying to finish like that,” Rosberg told reporters. The German’s third victory in a row, and 22nd of his career, lifted Rosberg on to 273 points, eight clear of Hamilton, with six rounds remaining and Australia’s Ricciardo a distant third on 179 in the title race. Rosberg’s win was his eighth of the season and first in Singapore, a grand prix that has only been won by world champions until now. The German had started two points behind Hamilton and, despite leading comfortably halfway though the race, crossed the line just 0.488 seconds ahead of Ricciardo after having to complete the last 28 laps on the same soft tyres. Red Bull opted for a bold tyre strategy to put pressure on Rosberg late on and Ricciardo was eating into the advantage at roughly three seconds a lap in the closing stages but ran out of road before the chequered flag. “Of course Daniel tried to pull one up on me with the pitstop at the end, we knew it was going to be tight but we got there so I’m very happy,” added Rosberg, who opened a 43-point lead on Hamilton at the start of the season before falling behind when the Briton won six of seven races. OVERHEATING BRAKES Hamilton had his own private battle with Ferrari’s
Kimi Raikkonen behind the leading duo, the Briton losing third place to the Finn after a mistake on lap 34 but reclaiming the position with a timely pit stop to hold on to the finish. “This weekend has been a tricky one for me but I’m just happy to get on the podium and get some points for the team,” Hamilton said. “The brakes were way overheating so I had to slow down. Once I did my second or third stop we managed to sort it out.” Last year’s race winner Sebastian Vettel drove brilliantly from last on the starting grid to claim fifth place in the other Ferrari, the German coming home ahead o f R e d B u l l ’s M a x Verstappen and Fernando Alonso in a McLaren. The safety car was deployed immediately after the start when Nico Hulkenberg’s Force India, eighth on the grid, suffered a heavy crash after making contact with Carlos Sainz’s Toro Rosso. Rosberg got away cleanly to lead from Ricciardo, with Hamilton in third and Raikkonen behind h i m a f t e r Ve r s t a p p e n suffered a woeful start to slip back to eighth from fourth on the grid. The race restarted and Rosberg would have been startled to see a marshal at the end of the start-finish straight picking up debris, the man just managing to get off the circuit before the Mercedes reached him. There were no more safety cars, throughout a 61lap race that has yet to be completed without one, but the different tyre strategies of the leading cars made for a tactical and exciting race on a circuit that offers very few overtaking opportunities. Mexican Sergio Perez was eighth for Force India with Russian Daniil Kvyat ninth for Toro Rosso. D e n m a r k ’s K e v i n Magnussen scored the final point for Renault in only the second finish in the points for the team this season.

espite a courageous 91 from opener Leon Andrews, East Coast Demerara defeated West Berbice by an innings and 20 runs when the fourth round Guyana Cricket Board Jaguars threeday league concluded yesterday. Trailing by 177, West Berbice resumed their second innings on nine without loss and were bowled out for 166 one hour and five minutes after lunch at Enterprise. Off-spinner Vivian A l b e r t a ff o r d e d h i s t e a m t h e breakthrough by uprooting the stumps of Avishkar Sewkarran for six with the score on 16. However, Andrews and Brentnol Woolford took the score to 68 before Woolford was run out for 15. Albert then sent back Arthley Bailey without scoring before Kamesh Yadram had Sherwin McPherson caught for two leaving West Berbice at 71-4. West Berbice then slipped into further trouble when Chanderpaul Hemraj bowled Andrew Dutchin for two, but in spite of wickets falling around him, Andrews played his shots
bringing up his fifty before lunch and together with Kevin Jawahir saw their team to the break at 109-5. Andrews continued to time the ball well and skillfully accumulated his runs on both sides of the pitch after the interval, mixing aggression with defence. But while he continued to frustrate his opponents, wickets fell at the other end - leg spinner Steven Sankar had Jawahir caught for 12 while Kamesh Yadram sent back Quacy McPherson (07) leaving the score at 132-7. The left-handed Andrews swept Sankar for boundaries before lofting Albert and Yadram for sixes, but after seemingly well set for a century he played back to Sankar and was lbw for 91 after batting for 237 minutes, hitting six fours and three sixes off 156 balls. Yadram then accounted for Quacy McPherson (07) and Keyron Fraser (11) before Hemraj sent back Brandon Bess (09) to seal victory for his team; Collis Butts remained unbeaten on three. Yadram claimed 3-23, while Hemraj had 2-13, Sankar 2-33 and Albert 2-37.

DUBAI, United Arab Emirates, CMC-West Indies Test and ODI skipper Jason Holder says the regional team remains a powerful force despite the absence of some top players heading into the series against Pakistan in the United Arab Emirates. West Indies are missing some of their big stars in the T20s and ODIs including explosive opener Chris Gayle and allrounder Andre Russell. Trinidad and Tobago left handed batsman Evin Lewis was called up to replace Gayle at the last minute while Kesrick Williams, the fast bowler from St.Vincent and the Grenadines, has replaced Russell. “It’s obviously a big loss to lose certain players, but obviously, we have some very capable players in the dressing room to fill their boots,” said Holder. “Evin Lewis was called up at the last minute to replace Chris Gayle, and we saw what he did (100 against India at Lauderhill). I don’t think we are short on personnel. It’s just a matter of everyone getting in and getting used to international circuit. “We have played a very vibrant brand of cricket, especially in the limited overs, and I think whoever is coming in, has the ability to do the same.” West Indies start their tour with a warm-up game against Emirates Cricket Board XI at the ICC Academy on Tuesday before the opening T20 match against Pakistan on Friday. “We are just looking to start the series well. It is important that we start well,” said Holder, after an intense net session at the ICC academy on Friday. “We are coming off a very good win against India in the T20 series. We are coming in with a bit of confidence and hopefully, we can carry it in the heat here in Dubai”. One major factor the Caribbean side would have to contend with is the climate in Dubai. The 24 year old Barbadian, who celebrates his next birthday in November, says his teammates would need to become familiar with local conditions quickly. “I just think it’s a situation where we understand these conditions as best as we can and as quickly as we can and get acclimatized to the conditions here. The heat is not something we are accustomed to,” said Holder. “We come from the Caribbean which is quite hot …at times it can get hot, but the humidity in the Caribbean is not in the same comparison as it is here. It is just important to acclimatize ourselves to the conditions here as quickly as possible, and play the cricket we are accustomed to”. West Indies and Pakistan will play three T20s, three ODIs and three Test matches.
