Dicing with the health of the nation This is not the first time that an epidemic has been sweeping this country and it surely will not be the last. On one occasion a series of flu hit Guyana like the plague. Hospitals and health centres were crowded; sick children had to lie on the floor in some places. On another occasion, measles swept the land. Just about every home had a victim. Those in the city relied on the medical facilities while those in rural Guyana turned to home-based remedies. Chicken pox and dengue were the last of the diseases to decimate Guyana. The nation often got ample warning when these diseases made their presence felt in the region. Health officials published the findings in certain countries and issued warnings to those expecting the disease. There was collaboration, experimental drugs shared and generally, there were the precautions. This time it is Chikungunya. The first case in Guyana was reported in the eastern part of the country, Berbice, and one may conclude that the disease was imported from neighbouring Suriname. Indeed, Berbice is a haven for mosquitoes so it is likely that any mosquito borne disease would thrive in that county. The situation really became scary when the Minister of Health refused to acknowledge the presence of the disease in Guyana. All across the region the various health authorities were advising their people to take the necessary precautions against the disease. The Caribbean is an ample breeding ground for the carrier mosquito, Aedes Agypti. Guyana said nothing because as it transpired, the man entrusted with the health of the nation said that he did not want to scare the visitors and the tourists. Asininity knows no bounds. Perhaps the people of West Africa should have remained silent while Ebola raged, because they would not want to limit whatever investment would be coming to the countries. In the first instance Guyana’s tourist arrivals are among the lowest in the world according to the tourism reports. Secondly, any visitor having been informed that the disease is raging in the Caribbean would expect it to be present in Guyana. There is a lot of movement between Guyana and the rest of the Caribbean. Reporters called the Minister of Health to confirm cases and he lied; he spoke of no test results to verify claims, all the while people were coming down with the debilitating disease. As could be expected, he cannot deny the presence of the disease in light of the overwhelming numbers seeking help at the various hospitals and health centres. The Campbellville health centre was reporting seeing close to sixty patients a day. This week the Beterverwagting Health Centre was seeing sixteen cases a day. One can only imagine what is happening at the other health centres given that the disease is touted to rage even more. After the foolish decision to remain quiet—and even now the Health Minister has said nothing—the authorities ordered a bout of fogging in the city. This should have been done a long time and while it may not have eradicated Chikungunya it would have minimized the impact. The Minister of Health chose to place the health of the nation at risk, and he remains on the job. Some have been saying that Chikungunya is not fatal but reports from the Pan American Health Organisation have placed Chikungunya deaths at more than 100. The fact that people are dying attests to the severity of this disease that has already decimated Guyana. Lurking in the background are dengue and another strain of the flu. These are riding along with Chikungunya and heaven help anyone who gets two or more of the diseases at the same time. And while we worry about this exotic disease we seem to be ignoring another killer that could hit our

Is GRA breaching U.S. shipping line regulations? DEAR EDITOR, Please permit me space in your widely read daily to express my concern involving a grave matter that should be a worry to Guyanese and Americans. This has to do with the country’s shipping sector and the manner in which it operates. Most recently, this newspaper awoke Guyana to the shocking revelation that t h e c o u n t r y ’s l u m b e r resources were being shipped out in tons by Chinese company Bai Shan Lin, with no definite explanation as to what the country and its citizens are

benefitting. At one point, scores of Bai Shan Lin containers lined Mandela Avenue (Back road) outside of the John Fernandes Wharf and traversed the area on a daily basis. Additionally, the s h i p p i n g c o m p a n y ’s containers also operate throughout the city daily, but like the Bai Shan Lin saga, no one knows what these containers are actually transporting. My question to the Guyana Revenue Authority (GRA) therefore, is whether they know what is being transported across our city and ultimately countrywide.

The United States has made it known that cargo operators at Ports worldwide have to comply with regulatory arrangements which is overseen by the Transport Security Administration (TSA). However there are local shipping companies that have containers moving from the city wharves to other private stockyards without the relevant security supervision. This major gap leaves space for illegal activities, which include all types of smuggling and security breaches. It is notable also that U.S. regulations require- for

compliance - that these containers be accompanied by government security personnel. Or in our case, local shipping regulators ought to direct shipping lines to various wharves that are in compliance with all the regulatory requirements. It is my opinion that the U.S. authorities should investigate these security and regulation matters. As a tax paying citizen, I would sincerely appreciate clarity or a response to this matter from our incumbent Administration. Ruimveldt resident Name and address withheld

Concessions controlled by Bai Shan Lin show GFC’s fragile understanding of forest legislation DEAR EDITOR, In a news item ‘Roger Khan company, Harry Rambarran in court battle over Willems Timber’ (SN, 14 September 2014), SN repeated the assertion from the Guyana Forestry Commission (GFC) that ‘prior to the new Forests Act of 2009, there was no requirement for companies to seek their approval before entering into joint venture arrangements . . .’This assertion was made in slide 27 of the 42-slide presentation by Commissioner James Singh at the Press conference on the Chinese transnational logger Bai Shan Lin on 18 August. The slide set is accessible on the website of the Ministry of Natural Resources and the Environment under the notably inaccurate title ‘Setting the record straight on the forestry sector: the Bai Shan Lin investment’; seehttp://nre.gov.gy/PD F/Setting%20the%20Recor d%20Straight%20on%20th e%20Forestry%20Sector/Pr esentation%20Facts%20on %20Sustainable%20Forest %20Management.pdf. The GFC has been repeating this false

statement about ‘joint ventures’, better known as landlording and covered in my letter ‘Concession holders who cannot operate their forests should lose their grants, not be allowed to transfer them without a competitive bidding process’ (SN, 10 July 2007, with regard to similar illegalities involving Barama Company Limited): ‘“Landlording” is the practice in which the legal holder of a forest harvesting concession gives up managerial control and rents it out to another enterprise. This practice is illegal under Forest Regulations 1954, [regulation] 12 - ‘No transfer of any lease or timber sales agreement shall be made by any forest officer without the prior approval of the President where such lease or timber sales agreement grants exclusive rights to any person over an area estimated to exceed three thousand acres or is for an unexpired period exceeding three years. Landlording is illegal under Condition 13 of the Timber Sales Agreement which states “The grantee shall not transfer, sublet, mortgage or otherwise dispose of any interest arising under this agreement

shores—Ebola. Other Caribbean countries are talking about measures to combat the disease that kills between sixty and ninety percent of its victims. There have been reports of two women dying after a fit of vomiting blood this past week. One of them died on Monday but the nation has heard nothing.

except in accordance with the Forest Regulations and any purported disposition made except in accordance with such regulations shall be null and void”.’ There is no evidence in the public domain that the President (then Bharrat Jagdeo) had given such prior approval. Among the various documents recently provided on request to the Guyana Manufacturing and Services Association (GMSA) by the GFC, on 04 September 2014, is the model wording for Timber Sales Agreements (TSA). This model agreement continues to include the above-cited Condition, now re-numbered as 12, but with the same wording. The GFC also provided to the GMSA the following TSAs which have been rented illegally to Bai Shan Lin: TSA 01/1999 WAICO – Wood Associated Industries Company Limited, 26427 ha for 25 years from 21 January 2000; TSA 01/2007 Puruni Wood Products Inc., 110253 ha for 25 years from 27 July 2007; TSA 04/2009 Kwebanna Wood Products Inc., 87356 ha for 10 years from 07 April 2009; T S 0 1 / 2 0 1 1 Haimorakabra Logging Company Inc., 52894 ha for 10 years from 04 November 2011; All these TSAs contain

the same Condition 12, so none of them should have been rented to Bai Shan Lin without prior Presidential approval. Reasons why private renting of public forest assets is bad for Guyana were summarized in the s e c o n d p a r t o f ‘Transparency and accountability in the regulation of Guyana’s forestry sector’ (by the Transparency Institute of Guyana Inc. in SN, 02 September 2014). The need for a transparent, equitable, objective process for allocation of State Forests is clear in the forest concessions policy prepared by the GFC in 1993. In the forest management chapter (30) in the National Development Strategy (29 April 1996; see http://www.guyana.org/ND S/chap30.htm, page 23) the recommended principles for forest concessions included: ‘(b) some form of phased competitive bidding for the rights of these blocks [of forest eligible for natural forest management concessions. Page 17 of the chapter mentions auctioning the concessions – in order to secure a premium for government revenue]. (c) establishment of blocks of different sizes, to provide opportunities for investors of different scales. The prayers of Guyanese are with Why not go after the the Glenn Lalls of this country others, Mr Sattaur? DEAR EDITOR, Living abroad for years n o w, w e k n o w t h a t Guyanese have been following with much interest the happenings in Guyana. There was a time when many Guyanese fought for an opportunity to leave to seek their fortunes elsewhere. Those were tough days when basic things were hard to come by and there were lines…long lines for things like oil and even our beloved dhal. The older folks would not forget it. The 1992 elections were felt by many to be an opportunity for Guyana to rise above the ashes. One has heard many times over of the resources that this country has, yet we have been unable to capitalize to turn this country into something. One is not oblivious to the examples of Singapore and Malaysia to see the possibilities of what Guyana can become. There was some time in the late ‘90s that and 2000s that one felt as if something was happening. Then the newspaper reports became filled with horror stories of Guyana under siege from criminals who killed policemen and citizens at will and even shot up police stations. Editor, there are many Guyanese who yearn to return home. Things have not been easy in the US. But

many Guyanese have sold their homes and have nowhere to come to. This has not stopped them from yearning. The decision to come back home has become much harder with what is being reported daily. In addition to the crime, there are daily reports of what, at first glance, appears to be a country going downhill, and downhill real fast. The Government of the d a y, w i t h a n i n e p t Opposition, has been using its executive powers to push through many of its pet projects, most of which started under the last administration. M a n y o f t h e projects…the Amaila Falls hydro electric project, the CJIA extension, the specialty hospital and even a new Demerara Harbour Bridge, are good ideas. So why are we going wrong? The Government since the 2011 elections has been behaving as if it is still in full control. The people have clearly spoken that they were not happy with the situation. The country, in the 2011 General and Regional Elections, said that while the administration is the one that should lead the country, it wanted a Government that was shared…one that spoke to everyone. The situation in the National Assembly which left the PPP holding the

Presidency but the Opposition in charge of the law-making was an ideal opportunity for a mature Guyana to emerge. Yet, the last three years have been fraught with one challenge after another. The Opposition wanted answers on the projects and the Government was less than forthcoming. The Surendra issue is a classical example. The Government was warned. You cannot have two family members living in one home and not talking to each other. There are bound to be problems. We read with much alarm now how two newspapers - Kaieteur News and Stabroek News - the former being the paper with the largest circulation in the country - being heavily criticised by Government over reports and their stance on calling for local government elections which have been delayed for 20 years. It does not spell well for Guyana when the media comes under attack. This should not be the path that Guyana should be treading. Mr. Glenn Lall, the Publisher of Kaieteur News, is now under attack for his Continued on page 24

DEAR EDITOR, I was a bit surprised when the Guyana Revenue Authority initiated action against two re-migrants who have close relationships with the Publisher of the Kaieteur News, Glenn Lall. The issue was the importation of two 2014 Lexus sport utility vehicles, under the duty free scheme. What surprised me though, was that the action taken by the GRA against the friends of Glenn Lall occurred a few days after the

Kaieteur News raised questions about the duty free facility granted to the Chinese company Bai Shan Lin to import similar SUVs into Guyana, and a few weeks after the newspaper exposed the nepotism at the GRA. If something here does not stink of vindictiveness then the word does not exist. I am in no way trying to defend the friends of Glenn Lall, but I would hope that the GRA through its “incorruptible”

commissioner general Khurshid Sattaur will pursue with the same vigour, those persons who have abused the duty free system. One might not be surprised to learn that some of the abusers are friends of the big ones at GRA. Now is a good time, Mr. Sattaur, to show that you are not Guyana’s version of J. Edgar Hoover, who was famous for using blackmail to intimidate citizens who opposed him. Jagdeo Sathrohan

What is the driver of policy here? DEAR EDITOR, The report in your issue of 11 September, 2014 headlined “Cuban doctors abscond to US” may have another angle, resulting from specific targeted polices of the US government. I believe that generally the USA has in place systems which are designed to facilitate the recruitment of foreigners to fill existing and anticipated skills deficiencies in the society. As regards members of Cuban medical brigades who serve in countries such as Guyana on the basis of government to government agreements, the US

government has, I was told, a special arrangement euphemistically called a parole programme. Why parole? Under the programme Cuban medical personnel can apply at the

relevant US Embassy for parole status in the USA. It is not known whether the driver of policy here is the filling of skill needs or sticking it to Castro and Cuba. Rashleigh E. Jackson

Scottish supporters of United Kingdom have 4 percent point lead - YouGov poll (Reuters) - Supporters of keeping Scotland in the United Kingdom have a four percentage point lead, the biggest opinion survey of the campaign showed just hours before Scots vote in an independence referendum. The poll, for the Times and Sun newspapers, showed Scottish support for staying in the United Kingdom on 52 percent with Scottish support for independence on 48 percent, excluding undecideds who number 6 percent of voters. YouGov said the poll showed men were much more supportive of independence while most women broadly supported staying in the United Kingdom. YouGov questioned 3,237 voters between Sept. 15 and 17. In an intense final day of campaigning, leaders of both sides beseeched Scots to seize the reins of history in a vote that has divided families, friends and lovers but also electrified this country of 5.3 million. From the remote Scottish islands of the Atlantic to the toughest city estates of Glasgow, voters will be asked today to answer “Yes” or “No” to the question: “Should Scotland be an independent country?”. Four surveys - from pollsters Panelbase, Survation, Opinium and ICM - showed support for independence at 48 percent compared with 52 percent for the union, while a fifth, from Ipsos MORI, showed it even closer on 49 to 51 percent. The surveys also showed as many as 600,000 voters remained undecided with just hours to go before polling stations open at 0600 GMT on Thursday. “Don’t let this opportunity slip through our

fingers. Don’t let them tell us we can’t. Let’s do this,” Alex Salmond, Scotland’s 59-yearold nationalist leader, said in an open letter to voters as he crisscrossed Scotland. Invoking 18th-century economist Adam Smith and Scotland’s greatest poet Robert Burns, Salmond implored Scots: “Wake up on Friday morning to the first day of a better country.” With a mix of shrewd calculation and nationalist passion, Salmond has hauled the “Yes” campaign from far behind to within a few percentage points of winning his dream of an independent Scotland. Facing the biggest internal threat to the United Kingdom since Ireland broke away nearly a century ago, Britain’s establishment - from Prime Minister David Cameron to corporate bigwigs and popculture celebrities - have united in a last-ditch effort to convince Scots that the United Kingdom is “Better Together”. Cameron’s job could be on the line if Scotland breaks away, but the 47-year-old prime minister has conceded that his privileged English background and Conservative politics mean he isn’t the best person to win over Scots. That has left the leadership of the unionist case in the hands of the opposition Labour party, winner of 41 Scottish seats in the 2010 British election and the only party with the local support capable of checking the secessionist Scottish National Party. Former Labour Prime Minister Gordon Brown, a Scot who has in recent days led the battle cry for the union, warned Scots in Glasgow, Scotland’s biggest city and a crucial battleground, that Salmond was “leading us into a trap”.

ABUSE OF OFFICE There is no master/ servant relationship between the Guyana Revenue Authority and the taxpayers of Guyana. Each has responsibilities towards the other. In the case of the Guyana Revenue Authority, there is an obligation to maintain the confidentiality of taxpayers’ information. This is a binding obligation under the law since for third parties to have access to the information of taxpayers held by the GRA, the third parties have to approach the Courts. Failure by the GRA to honour this obligation is a breach of confidentiality. Thus, whoever within the GRA releases taxpayer’s information to third parties without the authorization of either the taxpayer or the Courts, is in breach of a legally binding obligation and becomes civilly liable for a breach of the privacy of the taxpayer. Over the past few weeks, the Guyana Revenue

Authority has been releasing “privileged” information on taxpayers, as part of an attempt to attack Glenn Lall. These releases have been made within the pages of the Guyana Chronicle. The information released was not authorized by the taxpayers concerned. It is perfectly within the right of the individuals concerned, including Glenn Lall, to institute legal action against the person or persons within the GRA who were responsible for the release of this information and to demand exemplary damages including possible custodial sentences for these deliberate releases of privileged information on the taxpayers. It is understood that this course of action is being actively contemplated. What is disturbing is that a State agency is involved in this unethical practice of publicly releasing taxpayers’ information in breach of client/taxpayer relationship. This should not be

happening. It represents an abuse of public office and those concerned should face public sanctions. It is extremely disturbing that President Donald Ramotar would allow this abuse of public office to take place under his watch. The Guyana Revenue Authority is not expected to act in the way it has acted. The President should have not allowed this to continue and should have insisted that the GRA act in a professional manner. When the National Assembly comes out of its summer recess this matter should be addressed. The Public Accounts Committee of the National Assembly and the Economic Services Committee of the same body, should summon the top brass of the GRA to special hearings on the release of the details of the taxpayers’ transactions which were laid bare in the media and which were attributed to named persons within the Guyana Revenue Authority. There has been a

grave miscarriage of the GRA’s obligations and those responsible should explain their actions to the relevant parliamentary oversight bodies. If it is determined that the GRA has been in breach of its obligation to treat with confidentiality information that is in its possession, then this would amount to a gross dereliction of duties by the officers concerned and they should either be fired or asked to resign. Public pressure should certainly be brought to bear on the individuals, since today it is the remigrants and tomorrow it can be you. This very argument about abuse of public office was also evident in the situation

of City Hall. It is wrong for some Councilors to be using the property of City Hall for partisan purposes even if it is a prayer service to protest the non-holding of local government elections. Based on what was said during the protests on Tuesday, it is clear that the action to hold the prayer service was all part of the protests that had been promised by the main opposition party to rally support for the holding of local government elections. This was therefore a partisan protest and public property such as the City Hall should not be used or such partisan purposes. It is improper and it is wrong for

this to happen. If certain councilors of City Hall want to have a political protest in support of APNU’s call for local government elections, they should take it outside of City Hall. To attempt to use public property to launch a protest represents an abuse of public property. This is no different from the abuse of a public tax office by the release of privileged information without due authorization.

GT&T Telecommunications Licence prohibit others - Dr. Mahadeo

“While iNet Communications Inc has said that it has had a Telecommunication License for many years, I do not know any company other than the Guyana Telephone and Telegraph (GT&T) or Digicel that received a Telecommunication Licence.” This is according to former Chief Executive Officer of GT&T, Dr. Yog Mahadeo, who further insists that GT&T’s licence precludes any entity from being granted a telecommunication license except in the mobile arena. George Melville of iNet Communications has claimed that the company is in receipt of a Telecommunications Licence for over 14 years now. According to Dr. Mahadeo, what happened was that the National Frequency Management Unit (NFMU) through the Government of Guyana gave “permits” to a few entities for use of a certain frequency for free. “These permits were, I believe, restricted to the sale and distribution of internet access and were given to ENetworks, Quark Communications Inc and

GT&T’s former CEO, Dr. Yog Mahadeo iNet.” According to Dr. Mahadeo, it is important to note that while the company received free frequencies, Digicel and GT&T had to pay per a complex formula for the spectrum. He said, too, that what was more intriguing was that the “freeness” was backed by granting “permits” to use what is usually known as the open spectrum. “It was clear that the Government of Guyana avoided any legal challenges

from GT&T by issuing these permits (instead of licenses).” Dr. Mahadeo observed that the main persons behind these three companies, ENetworks, Quark Communications and Nexlink are known to everyone. One of them even appeared in the list of candidates for one political party at election time. He was referring to Bryan Yong, who was on the Candidates List for the People’s Progressive Party Civic in the last elections. Dr. Mahadeo recalled too that Quark Communications operated from within the premises of Queens Atlantic Investment Inc which is owned by Dr. Ranjisinghi ‘Bobby’ Ramroop, while iNet was acquired by Global Technology whose principals include Ramroop. According to Dr. Mahadeo, Dr. Roger Luncheon was right to say he does not know iNet Communications, since if they have a telecommunication license, it would have been with the direct knowledge of Dr. Luncheon. Dr. Mahadeo has since questioned if “these three (continued on page 17)

=== The Freddie Kissoon column ===

The thing you can do to make the PPP lose the next election We begin with a word on the Rachel Maddow Show. Ms. Maddow made a penetrating point last week. She said that the publication of the beheading of American citizens by the Islamic State was to goad the Americans into going to war so that the Americans can look bad around the world. But the bait didn’t work. Obviously it didn’t because the Americans knew it was a bait. If the PPP had the commonsense like the Obama Administration, it probably would have won a landslide victory in 2011. It is because of this commonsensical vacuity that the PPP lost and will continue to lose. The PPP administers Guyana as a reaction to three clusters of criticism – the opposition political parties, the two independent dailies and antigovernment critics among

whom I include myself. It doesn’t matter how monstrous an act a highranking PPP apparatchik commits, once the opposition points to the infamy or the Kaieteur News or Stabroek News reports it or an activist like me writes about it, then the monster is elevated, his monstrosity is whitewashed and he lives another day to commit another rape. This is essentially the nature of the PPP. Cheddi Jagan participated in this kind of depravity but his wife, Janet Jagan, was the shameless operative who invented the leniency method. The difference with the Jagans and the present PPP cabal led by Bharrat Jagdeo is that both Jagans would reprimand the sinners and make them know that they were displeased.

Dr. Jagan was severe on the then head of the Rice Producers’ Association, Fazal Ally, for monies he owed Dr. Hughley Hanoman and refused to pay. Mrs. Jagan was furious when she saw the interior of a house in Pradoville One. She knew corrupt money was involved and never went back to that home. The money came from corrupt transactions of both man and wife. But both Cheddi Jagan destroyed their image and credibility completely by not sacking Minister Reepu Daman Persaud after the suicide of his secretary. The whole of Guyana knew why she died. The pinnacle of this evil was reached under Jagdeo and now Ramotar is his copy cat. Once the opposition and the media highlighted the debaucheries of Jagdeo’s

sycophants, Jagdeo encouraged them with the advice to them and his party that the critics were out to get the government. What Jagdeo did with this method was to create nasty little gods in the government and the country that were above the law and had not one ounce of moral decency. This is the state of affairs with the PPP. I can get Robeson Benn tomorrow before this edition of KN hits the road, to raid those roadside vendors all over Guyana if I was to publish a condemnation of the Ministry’s action against just one such vendor. It is easy to imagine the emotion; “Who said that, Freddie Kissoon, well I gun show him; ya’ll go and bruk up all dem stands.” You want to see Rohee or Luncheon demonstrate their

power? Just let the independent press expose any recent notoriety of any PPP leader, and there will be immediate and automatic protection with encouragement. This sickness in the PPP has virtually killed or obliterated the respect and support Guyanese had for the PPP because for the average human, the umbrella of protection and encouragement makes no sense. A PPP king walks into NCN and stops a calypso from playing; another slaughters goats in the compound of the Sports Hall for his son birthday; another gets into an ugly brawl at an international boxing match right next to where the President was sitting. “Killaman” is always on the rampage. This is not the tip of the iceberg but a tiny piece of the tip. The PPP leaders are not your normal humans so they cannot see the madness in their method. Why would you

Frederick Kissoon order cleaners to miss one yard out of ten just because an anti-government critic lives there? You are bound to bring out rage in citizens because they will see how stupid and petty-minded you are. But the PPP has done exactly this and will continue to engage in such stupidities and imbecilities. There was only one reason why Clement Rohee insisted that passport applicants have a recent birth certificate; it was criticized on the front page of this newspaper. This insanity in the use of power will go on right into the 2015 elections and the opposition can milk it. All the opposition has to do to win the election is to get the PPP hierarchy mad by criticizing cruel policies. The next day, more cruel policies will follow.

DEAR EDITOR, It is well established that successful countries have been able to reach where they are because of their effective laws. Simple things like sorting garbage, running a red light and even ethical behaviour in public office are taken quite seriously. Take the US for example. We read of one Guyanese running for office in New York who was accused of misusing campaign financing. Sometimes police investigators and the FBI take months, even years to prepare their case, as evidenced by that of Guyanese-born real estate magnate, Ed Ahmad. The system appears to work. Nearer to home, the region can well take a page from

Trinidad and Tobago which has led the way in tackling corruption and wrongdoing. More than a dozen ministers have been sacked or resigned over the last few years under the woman-led administration. We come to Guyana and one cannot but help conclude we have a country where the Constitution, the law of the land, takes a back seat. It seems that people take for granted that somebody’s hands have to be greased for even the smallest of things. Guyana has been reading about the investigations ongoing into possible fraud in the duty free concessions of remigrant vehicles. GRA and its boss, Khurshid Sattaur, have been telling Guyana

how it is serious about weeding out corruption and ensuring that taxpayers are not short-changed. We learnt recently with interest that two Lexus’ were seized over possibilities of wrongdoing. While one can argue and comment on the timeliness of this GRA seizure, it can also be seen in some quarters that Mr. Sattaur is serious. He said that he started to investigate those Lexus’ after reading a letter in the Guyana Chronicle. Well, Mr. Sattaur, Guyana is a small country. It is well known that there are many high-end vehicles in the country that came in under questionable circumstances. Most came under the remigrant programme and under the concessions granted for mining and logging. Even a

consul officer in Florida is said to have benefitted. Mr Sattaur, you have publicly stated that you are willing to investigate once the details are provided. Well, Mr. Sattaur, like you, there are good Guyanese who also want to see good for this country. In light of your promise, Guyana would be more than happy to hear you announce a full investigation into the granting of duty free concession under the various programmes. Of course, failure to hear you come out openly, I would be more than happy to provide the registration numbers of the vehicles. I do look forward to hearing from you. Fazil S. Khan

Concessions controlled by Bai Shan Lin show GFC’s fragile... From page 4 maximum of 100 years. Eliminating all shorter permits and concessions, in order to put an end to the “mining mentality” with respect to forest resources. (e) clear specification of property rights such as exclusivity, transferability and enforceability. (f) clear establishment of obligations, and performance bonds for concessions. (h) development of a standard agreement so that all potential and actual concessionaires will face the same conditions in regard to fiscal provisions and forest management requirements. The GFC does still sometimes recognize some of these principles from the National Development Strategy and their later incorporation into the National Forest Policy (1997, slightly revised in 2011). For example, when the rescinded CRL concession TSA 04/1989 was passed to the Indian high street retailer Café Coffee Day – subsidiary VHPI in Guyana – as TSA 01/

2010 on payment of a premium of US$ 600,000. However, VHPI acquired this 346,000 ha concession without passing through the State Forest Exploratory Permission stage, which was questionable, as VHPI had no prior experience of management of natural tropical rainforest, and the GFC cannot have completed a due diligence check with respect to this India-based company. There is no evidence in the public domain that Bai Shan Lin has paid a premium into government revenue for any one of the eight TSAs which it now controls through renting (what the GFC calls ‘joint venture’) among its 1.3+ million hectares of State Forest in Guyana. I draw attention also to the two short-term (2-year renewable) adjacent State Forest Permissions – Ess 08/2014 and Ess 09/2014 totalling over 8,000 ha in 2014. According to the documents provided by the GFC to the GMSA, these two SFPs were issued under Regulation 7 (B) (1). However, in the cur-

rent Forest Regulations 1954/ 1982, there is no Regulation 7 (B) (1). This may be a reference to new draft Regulations which, according to the Law Revision Commission’s Notes on Subsidiary Legislation, ‘are shortly to be made’. In the meantime, it is not legally correct to issue licences under draft legislation whose contents are not publicly known. Instead, the GFC should have used Regulation 10 in the current Forest Regulations. This is just another example of the GFC’s casual attitude towards law, in spite of the claim of the GFC’s Corporate Secretary to be a ‘stickler for legality’. Readers should note that the 12 documents relevant to Bai Shan Lin which the GFC sent to the GMSA are only a small proportion of the list requested by Shadow Minister for Natural Resources, Joe Harmon, as preparation for his public debate on Bai Shan Lin with Commissioner Singh of the GFC (‘Harmon accepts GFC’s challenge for public

debate on Bai Shan Lin’, Kaieteur News, 18 August 2014). This limited response from the Government of Guyana is not congruent with the commitment to transparency in the MoU and Joint Concept Note signed with Norway in November 2009. SN reported on 14 September that Bai Shan Lin also has an agreement with Harry Rambarran regarding concessions TSA 10/85 and TSA 01/ 91. So we must add another 112,600 hectares to Bai Shan Lin’s forest holdings in Guyana. Bai Shan Lin now controls over 1.4 million hectares (Mha), Barama 1.6 Mha and VHPI/Café Coffee Day 738,000 hectares. These three Asian loggers now hold at least 3.8 Mha or over 55 percent by area of all Guyana’s forest concessions. All are focused on log exports, not on in-country processing, as advocated by Guyana’s national forest policy and the manifestoes of all the political parties. Janette Bulkan

From page 5 newspaper’s stance on issues. We read of how the newspaper has even been re-

fusing ads from entities which it felt were benefitting in an illegal manner from the state. Which newspaper or media

entity does this? The bottom line for any media house should be its revenues. Yet, Editor, Kaieteur News has courageously, and at times standing alone, been going out there to present the true picture of what is actually taking place in our beloved country. By saying that he refused to take monies for ads that comes from an illegal empire, built by a few renegade Government officials, Kaieteur News through its leader, Glenn Lall, is saying he will not endorse wrongdoing. Of course, the newspaper is paying the price from all the court actions we have been reading about. There is no doubt in the minds of the people living in Guyana and those who have fled over the years that some-

thing is dreadfully wrong. President Donald Ramotar has struck many as being a decent man, but his very silence in the many wrongs has deflated the belief that he could make meaningful changes. But all is not lost. There is still time for cool heads to prevail - for us as a country to say to the rest of the world that we can stand tall as a proud and a resilient people. Editor, I thank you and your team, and that of Stabroek News and the few independent media entities which have been battling in the trenches, for the good job of standing up, albeit alone sometimes, for what is right and what is correct. May God bless Guyana! M. Bacchus

The prayers of Guyanese are with the Glenn Lalls...

Expert fears Ebola could become airborne …crisis ‘spiraling out of control’ warns Obama MINNESOTA, United States, as the Ebola outbreak continues to spiral out of control, with the number of cases rising faster than the ability to contain them, some scientists are concerned that the virus could mutate to become an airborne disease, greatly increasing its potential for contagion. More than 2,500 people in West Africa have died from the virus in recent months, with over 5,000 cases recorded, making the current outbreak the worst since the disease was discovered in 1976, with more cases than all previous outbreaks combined. World Health Organisation (WHO) officials say the number of people affected is likely to be much greater than current estimates suggest, moreover, and have forecast as many as 20, 000 cases and hinted at the possibility of even more. Just when we thought the outlook couldn’t get much bleaker, a leading American scientist has revealed that some virologists fear that what we have seen so far may be just the beginning of a far greater threat. Michael Osterholm, the director of the Center for Infectious Disease Research and Policy at the University of Minnesota, disclosed that those experts are reluctant to discuss their concerns publicly for fear of creating panic. Writing for the New York Times, Osterholm said: “The second possibility is one that virologists are loath to discuss openly but are definitely considering in private: that an Ebola virus could mutate to become transmissible through the air.” Since its discovery almost 40 years ago, the virus has only been transmitted through contact with bodily fluids, including sweat, of an infected person, dead or alive. But viruses similar to Ebola are notorious for replicating and reinventing themselves, Dr Osterholm cautioned. In this way, the virus that emerged in Guinea earlier this year could be different to the one that has now spread to six countries. Meanwhile, President Barack Obama issued a global call to action to fight West Africa’s Ebola epidemic, warning the deadly outbreak was unprecedented and “spiraling out of control,” threatening hundreds of thousands of people. Speaking as he unveiled

a major new US initiative which will see 3,000 US military personnel deployed to West Africa to combat the growing health crisis, Obama said the outbreak was spreading “exponentially.” “Here’s the hard truth. In West Africa, Ebola is now an epidemic of the likes that we have not seen before,” Obama said. “It’s spiraling out of control. It is getting worse.

It’s spreading faster and exponentially. Today, thousands of people in West Africa are infected. That number could rapidly grow to tens of thousands. “And if the outbreak is not stopped now, we could be looking at hundreds of thousands of people infected with profound political and economic and security implications for all of us.”

Local Muslim community City Hall probes Shawn Hinds meeting with Constabulary distances self from ISIS Members of the Islam State of Iraq and Shaam (Isis) with senior commander Abu Waheeb

Guyana Islamic Trust, which claims that it is acting on behalf of the Muslim Community of Guyana, has strongly denounced the actions of the group known as ISIS (the Islamic State of Iraq and Sham/Islamic State Group). According to the GIT, the dreadful actions of this group and similar groups such as Boko Haram whose origin, existence and operation are for the most part shrouded in mystery, in no way represents the pristine and beautiful teachings of Islam. “We reject their ghastly actions and heinous crimes which are done in the name of Islam, casting a dark image upon Islam and Muslims. However, their abomination does exactly the opposite of what Islam calls upon Muslims to do, namely establish peace and justice and safeguard human rights

and dignity. We therefore categorically condemn the actions of this group and its monstrous crimes against humanity,” the GIT said in a statement posted on its website. Based on reports in the media, ISIS has committed horrific atrocities, including attacks against different religious and ethnic communities in Syria and Iraq who have lived peacefully for centuries alongside Muslims. The GIT said that ISIS has caused nothing but destruction and corruption and has violated core Islamic teachings and principles such as the sanctity of human life and the importance of treating others with dignity, respect and tolerance. “Therefore, we implore all Muslims to denounce this deliberate perversion of our faith and to dissociate themselves totally from such

dangerous groups who intentionally use the name of Islam in their ongoing campaign of distortion and destruction. We also call upon all our friends, neighbours and fellow Guyanese to stand with the local Muslim Community in condemning the horrendous crimes of these extreme groups and not to judge Islam and Muslims by the actions of a few misguided and deviant miscreants,” the GIT stated. ISIS started as an al Qaeda splinter group and is led by Abu Bakr al-Baghdadi. Its aim is to create an Islamic state across Sunni areas of Iraq and in Syria. The group is known for killing dozens of people at a time and carrying out public executions, crucifixions and other acts. It has taken over large swaths of northern and western Iraq. The group currently controls hundreds of square miles. It ignores international borders and has a presence from Syria’s Mediterranean coast to south of Baghdad. It rules by Sharia law. ISIS’s initial strategy for revenue was through extortion and robbery. Recently, al-Baghdadi’s strategy shifted to generating resources through large-scale attacks aimed at capturing and holding territory.

...Mayor says Sooba is Govt instrument for unrest

Deputy Mayor Patricia Chase-Green urge citizens not to be provoked as Sooba sought to secure the compound with her officers City Mayor Hamilton Green is convinced that the government is seeking a physical confrontation with citizens and is using Town Clerk (acting) Carol Sooba as “an instrument for unrest.” Remarking on what took place at City Hall on Tuesday when the public was locked out of a public meeting hosted by the Mayor and majority of City Councilors, Green said that Sooba who “strutted about City Hall in a provocative manner” was seeking to tempt persons who were locked out of the compound to react violently. The Mayor said that City Hall is currently under “siege” as security remained stiff at the Municipality yesterday. The Mayor and Councilors had invited citizens to attend Tuesday’s meeting but was powerless to admit them into the compound. As such, he had to address attendees who were several yards away, beyond the Municipality’s

security gates. City Constables with the aid of senior ranks manned the gate under directions from the Town Clerk (ag). When the public went to City Hall yesterday to conduct business, the agency was not easily accessed since persons wishing to use the back entrance (Charlotte Street) to the compound were denied access and were told that they had to use the Regent Street gate. Mayor Green noted, however, that while he was given an explanation by the Constabulary department that City Hall was under security protocol because of the fear of strange elements entering the compound, he said he had cause to lodge a complaint with the Chief Constable Mr. Andrew Foo since the Town Clerk’s bodyguard, Mr. Shawn Hinds was seen briefing members of the City Constabulary. “Who is really the Chief Constable?” Deputy Mayor Patricia Chase-Green asked as she elaborated on the allegations, that prior to Tuesday’s scheduled meeting, Hinds was seen meeting with members of the Constabulary; giving them directions. It was noted further that upon seeing some of the City Councilors the gathering had quickly dispersed. “They were caught off guard,” Chase-Green said. She explained that they didn’t

expect to see the Councilors so they quickly moved. However, Foo told the media that he is unaware of any such matter that Hinds had briefed his staff. He told the media that he received correspondence from the Mayor Tuesday evening and after questioning his staff they denied the allegations. He stated also that an investigation has been launched into the matter, but so far no such information has surfaced. While Foo was nowhere to be seen during the fracas on Tuesday, he told this publication that he was in his office and is unaware of the part Hinds allegedly played. When asked about the allegations against him, Hinds told the media that, at no time at all did he address the Constabulary ranks. Through the media, the Deputy Mayor said to the Town Clerk (ag) that the Mayor and Councilors will not be bribed. The Deputy claimed that Sooba last Friday, promised Mayor Green to fix his office, purchase new chairs, blinds etc. if he would work with her. The offer, according to the Deputy Mayor is being seen as a bribe since the Mayor and Councilors do not believe in having fancy offices and comfortable furniture while citizens are suffering. “We have been using these old furniture for the last 20 years and we will continue to use it,” she emphasized. Mayor Green claimed that the government, “through its instrument of unrest is seeking a physical confrontation.”

FORMER CRICKET... From page 30 and the passage of the sport to other parts of the Caribbean and the world. The author explains that the book has four lengthy chapters that highlight the historical aspect of the sport in the Ancient County since its founding in 1939. Another section touches on several important contributors including past test cricketers, Guyana and Berbice county captains in the senior competitions, notable umpires, coaches, presidents, secretaries, chairmen, treasurers as well as a long list of those with life membership. Another section of the Guide documents the profile of some 220 cricketers, administrators and other important individuals who have contributed to the growth and development of the sport in Berbice, then there is a subsection headlined, ‘Significant, Awesome, Unique’, and deals extensively with life membership and special membership on the BCB while highlighting individual performances of past players including stats and other relevant information. Mr. George, who is visually impaired, admits that the book was a challenging endeavor saying that because of his impediment, he ex-

perienced difficulties obtaining stats and information. He attributes his success to faith and unswerving trust in the Almighty. “It also called for a lot of commitment most times I worked through the night,” he disclosed. The former cricket administrator further said that he was required to engage in lots of research to arrive at the final product. Nevertheless, he admitted that he received a lot of assistance and was high in praise of Lennox Phillips, Ansell Hazel, Samuel Asregadoo, Shan Razack, Basil Mohabir and family members. He said that he was especially indebted to his wife, Lucille Bowman, for her unreserved support during the difficult periods of his work. . The magazine is 50 pages thick and is available free of cost, while the Guide is being sold for $3,500. A book CD also accompanies both the Guide and Magazine and sells for $1,500. Both books are being sold as a package. Interested persons can purchase copies at the BCB Office, Cheddi Jagan Street, New Amsterdam, Austin’s Book Services, Church Street, Georgetown, Gordon’s Book Store, Pitt Street, New Amsterdam and Cricket Zone, Bronx, New York. The book can also be found online at www.lulu.com. (Leon Suseran)

Letter to the Sports Editor...

An open letter to GFF President, MR CHRISTOPHER MATTHIAS DEAR SIR, Can you in your quiet moments recollect what have you achieved as a President of the GFF in the period you have been in Office? Tell the nation what was your success and if there was or is any improvement in the Administration of the GFF? Mr President, in my opinion your tenure was a disaster; you have destroyed football in Guyana in just under 2 years. The Empire is crumbling around you and yet you walk about proudly boasting about the changes that are evident in Guyana’s Football Administration and telling untruths which will leave the faint of hearts shuddering. Sir, I will highlight some of the atrocities that you perpetuated during your short and stormy stay in office to date. · You lied to the nation when you withdrew the Beach Soccer Team from the CONCACAF tournament saying that FIFA & or CONCACAF advised you that withdrawal will not be a problem. However FIFA fined us in excess of $20,000US Dollars and when you received the letter you kept the contents to yourself not informing the Secretariat or Executives. But as the old saying goes one day all the truth will be revealed and that was eventually done. · Sir, you came into a cash strapped organization with debts amounting to in excess

of $30 Million Guy Dollars. Yet you continue to add on to the indebtedness. The bus services are hooting for their money, the hotel owners are in rage for their funds, the referees are owed their fees for games that were played, the various grounds are in need of their cash and the list goes on. These service providers say you have promised them payment within one week of you doing business with them, telling them that Banks DIH has money for the GFF and you are getting it next week. Mr President why do you continue to lie so blatantly? · Mr President can you explain to the nation how you can raise the stipends for your executives by 300% with all of them getting in excess of $140,000 each per month for a 2 day per week or no time per week visit to the office and you have dedicated and hardworking staff getting less than $100,000 per month? Is that how a caring President and Executives treat the staff they CLAIM to love, a staff who they claim are the backbone to the Secretariat and without them the work cannot be done. Staff who work all hours, late into the night, almost every weekend. · Another of your mismanagement is the nonpayment of staff since July, how in heaven’s name do you expect these poor workers to live their life, sir, these people have rent, light bill, telephone

bills, courts, water rate and other pertinent expenses to have a happy life. Do you know when Mr Klass was President for all that was said about him, he would never ever let his staff suffer so much, he had a heart, I wonder if you have. · Why are you the recipient of so many resignations from Executives and Staff and also other separations for various reasons? Something has to be radically wrong. A Vice President resigned due to your style of Management which is not in keeping with the proper management, the Office Manager parted way with the company, the General Secretary resigned, the long serving accountant resigned, another Vice President has decided not be a part of your regime, you initiated a suspension of another Vice President, one of your Committee Members has ceased to contribute to your tardiness as a leader. Quite recently a male staff resigned due to various reasons inclusive of nonpayment of salary, one of your most trusted and hardworking staff that was deemed as your right hand departed from being a part of your crumbling empire. She departed because she owes rent and was on the verge of being thrown out on to the street; she has not been paid since June. Another female staff recently resigned

because of financial issues which seem not to be ending soon. All of these persons were your tried and proven staff, yet they are leaving the organisation. Something is radically wrong. Wake up sir. · The GFF may be the only Federation in FIFA that has a non-functioning executive with serious constitutional breaches being perpetrated by you sir. Are FIFA and CONCACAF aware of such infractions of the constitution, have you been informing them? I know you usually do. · The business of the GFF is to organise and generally play football. The flag ship team of any sensible Federation is the Senior National Team. The Country football standard is judged by the performance of its Senior National Team at Regional & International Competitions. All of the top countries in the world engage their best players regardless of where they play or live once they are qualified to play for the respective country. Football is serious business and you can only get support from the business community if your National Teams do well at Competitions and that is a reality of the facts. A country cannot sit and wait for FIFA funds to run football, a proper and constructive organisation (Continued on page 25)

RHTY&SC disapproves of treatment to Rajiv Ivan by BCB DEAR SIR, The Management of the Rose Hall Town Youth and Sports Club (RHTY&SC) would like to express its deep disgust at the sickening treatment of Rajiv Ivan by the Senior Selection Committee of the Berbice Cricket Board. Mr. Ivan, who represented Guyana two years ago, was left out of the Berbice one-day team for the first two matches and was then belatedly included. To make matters worse, he has now been overlooked for selection on the Berbice fourday Inter-County team. The RHTY&SC as is well known, has always placed the interest of Berbice cricket above its own and that is why year after year we have worked beyond the call of

duty to make sure that the game receives the highest percentage of cricket sponsorship in Guyana and we sometimes look after the interest of Berbice more than we do our own. The RHTY&SC has never used this to gain selection of its players and never will because we strongly believe that selection should be based on merit. Mr. Ivan’s performance at the Berbice first division level over the past three years has been outstanding; he has a better record than most of those selected. He stays at home and performs while others leave for greener pastures. Only recently he led the RHT Gizmos and Gadgets to its 10th Busta Cup with a man-

of-the-finals performance and was named our runner up Cricketer of the Year. His non-selection is based on the attitude of several Selectors who seem to have a personal problem with Mr. Ivan. The sad part of all this is that these same Selectors are among the nonperformers in Berbice cricket. The RHTY&SC is also concerned that Jason Sinclair, one of the top performers in Berbice over the past six years had to carry drinks for all four matches in the one day tournament. We stand behind our players and hope that they would be recognized for their outstanding performances. Ivan deserves to be in the Berbice four day team and we hope this injustice would be

corrected. In closing, I would like to issue an appeal to all cricket officials in Guyana to serve cricket to the best of their abilities and to look after the interest of all players and not only the players from their club. Ivan, based on performances deserves a place in the Berbice team and the Management of the RHTY&SC demands that this injustice be corrected. The sad part of this is that we are confident that if the Chairman of the BCB Selectors Mr. D. Somwaru was in the country, this nonsense would have never taken place. Jasper Renegades beat Guyana Media XI in close finish J

asper Renegades prevailed in a tense finish over Guyana Media XI on Sunday last at the YMCA ground, Thomas Lands, winning a feature 20/20 hardball game by three wickets with eight balls to spare. Playing in front of a small but vocal crowd, the Guyana Media XI posted 117-7 after skipper John Ramsingh called correctly at the toss and immediately decided to take first strike on a woefully unprepared wicket offering uneven bounce. I n r e p l y, J a s p e r Renegades closed off a tough run-chase, achieving victory at 118-7 in 18.4 overs, with some useful contributions from the top and lower order. Ramsingh and Shahrukh Imran, who opened the batting for Guyana Media XI, added a brisk 16 in three overs before the latter was caught on the extra cover boundary by Bobby Singh off the bowling of Akshay Rampersaud for five (1x4). Ravi Persaud joined Ramsingh and they proceeded to add 19 for the second wicket, before Ramsingh pulled a long hop from his opposite number Fabian Ramdatt straight to

Eric Sukram at short midwicket. Ramsingh made 16 (1x4). Rajiv Bisnauth, who dropped down the order to number four after opening the batting the previous three games, and Persaud held the innings together with a fighting partnership of 46 as Jasper Renegades’ bowlers found the pitch to their liking. Bisnauth was the aggressor from the onset, opening his account with two boundaries over forward square, while Persaud was content on playing the supporting role. As the partnership progressed, Persaud began to prosper, hitting three sixes and a four before he was caught by Sukhram off spinner Sunil Ramlall for 34 at 81-3. Keon Blades (01), Bisnauth (13), Avenash Ramzan (01) and Jermaine Neblett (00) all fell within the space of 12 runs as the Media boys slipped to 93-7, with Ramlall running through the middle order. It took an unbroken partnership of 24 between Ishaka Jackman (13*, 1x6, 1x4) and Clifton Ross (10*, 2x4s) to take Guyana Media XI to a fighting total, as Ramlall ended with 4-27 from four overs.

Preparations progressing smoothly for the Irene Benjamin cycle race

P

reparations are progressing smoothly for the Irene Benjamin 75 birth anniversary cycle road race which is slated for this Saturday, September 20th in Berbice. The event which is being sponsored by former national cycling champion and overseas based Guyanese, Wilbert Benjamin and his Benjamin Sports Store in Berbice, is being organised by the Flying Ace Cycling Club (FACC). The 60-mile event is an open affair and so far most of the top riders in Guyana have indicated an interest in participating with riders expected from Georgetown, Linden, Berbice and other parts of Guyana. The race will be held in different categories. The main event is expected to pedal off from in front of the Benjamin Sports Store at Fyrish Village Corentyne and proceed to No 66 Village th

and back to the starting point and will see the winner racing away with a sumptuous $75,000, trophies and other goodies. The veteran riders will cover approximately 50 miles with they are expected to turn back in-font of Nand Persaud and Company Limited. The Female cyclists and mountain bike riders will cover a distance of approximately four miles starting from Rose Hall Town to the finish line. The BMX riders will cover approximately three miles, starting from Albion to the finishing line. There are eight sprint point prizes up for grabs also. Mrs. Benjamin and members of her family are expected to be on hand to send the riders on their way and help with the presentation of prizes. This is the third event sponsored by the family so far for the year. The race is being coordinated by Coach Randolph Roberts.

Members of the Jasper Renegades team pose with their trophies and supporters at the conclusion of Sunday’s game. Chasing a target of 118 on a tricky wicket, Jasper Renegades slipped to 23-3 within the six over Powerplay with fast bowler Neblett removing Ramdatt without scoring and seamer Blades following up with a double strike, trapping both Seon Bovell (05) and Karran Bissessar (00) leg before wicket. Opener Kelvin Bovell and Dale LaRose

stabilised the innings with a fourth wicket stand of 80, before Jackman disturbed the woodwork of LaRose for 18 (2x4s) at 53-4. Bovell continued to play well and found another able ally in Marlon Thomas, who made a quick-fire 18, including two fours and six, in a breezy partnership of 27. At 80-5 in the 13 over, the game was wide open, but th

Bovell and Sukhram (12, 1x4, 1x6) buckled down and added 21 for the sixth wicket in three overs to swing the momentum Jasper Renegades’ way. With 18 needed off 18 deliveries, Blades conceded 11 runs off the 18 over, but removed the dangerous Bovell following a smart piece of stumping from Jackman, who donned the th

gloves in the latter stages of the innings. Bovell made a fighting 33 that included two fours and a six. Ramlall (06*) and Singh (01*) sealed the win off the fourth ball of the penultimate over, much to the disappointment of the Media supporters, who included sports enthusiast Elizabeth Sunich, who was seen waving a yellow flag with the slogan ‘Rally round Guyana Media XI.’ At the presentation ceremony which followed, Persaud was named best batsman for Guyana Media XI, while Blades was adjudged best bowler. For Jasper Renegades, Bovell copped the best batsman prize, while Ramlall was named best bowler. Jasper Renegades also received a trophy for their winning effort. Both teams have agreed to have a rematch soon. The teams would also like to thank the umpires, Arleigh Rutherford and Linden Matthews, for their officiating during the game.

Western Union Hikers are John Fernandes Insurance Services Ltd second division hockey league champs

A

fter a long delay due to the unavailability of grounds, the Guyana Hockey Board managed to stage their final match of the 2013 John Fernandes Insurance Services Ltd Second Division League with the youthful Western Union Hikers claiming the championship. On Monday 15 September, tournament point-leaders All Greys faced second place Hikers in a winner-take-all final match. The two sides had crossed swords in the first round of competition which ended in a stalemate and it would now come down to the wire in a fitting final match of competition to determine who wears the crown as 2013 second division champions. As was predicted, the All Greys, featuring aging stars of yesteryear, sat back in defence and absorbed an onslaught of attacking manoeuvres from the youthful Western Union Hikers in the opening minutes of play. With the All Greys seemingly playing th

the rope-a-dope made famous by Mohamed Alli, the Hikers appeared to run out of ideas and seemed vulnerable to the occasional All Greys counterattacks. It was a battle of attrition as a draw would see All Greys capturing the trophy and the Hikers seemed less and less likely to penetrate the tight All Greys defence marshalled by former national full back Ivor Thompson. After 24 minutes of pressure from the Hikers however, the All Greys defence finally cracked as a loose rebound fell into the path of Aroydy Branford who smashed his shot into the high right hand corner of the goal. The All Greys seemed to emerge with renewed enthusiasm in the second half of play and enjoyed a greater share of possession than they did in the first. After seven minutes of play in the second half, All Greys Captain would breathe new life into the game with an accurate penalty corner strike in the near post to draw the score level at 1-1. Aroydy Branford, who produced an

MVP type performance on the evening, received a pass high on the right side of the All Greys goal area in the 46 minute and swiftly dodged left before slipping the ball past the advancing goalkeeper Rawl Davson who had been having a stellar performance himself. With the Hikers enjoying a 2-1 lead, former national captain Alan Fernandes scored possibly the goal of the match as he eluded several defenders and finished with a diving reverse stick effort to draw the score level at 2-2. Despite another well placed goal from Gavin Hope for All Greys, the top class performance from Branford would see him register two more goals in the dying minutes to pull of the Hikers victory. The defending champions Western Union Hikers retained the trophy of the John Fernandes Insurance Services Ltd Second Division Hockey League and Mrs. Kerensa Fernandes was on-hand to make a presentation of the shield to the victors in the ceremony that followed the final match. th

Russell, ten Doeschate STUN SUPER KINGS

E

SPNcricinfo - High drama, it seems, can never be too far from a Kolkata Knight Riders batting effort. Ten overs into the 158-run chase against Chennai Super Kings, it seemed as if the Knight Riders of the infamous batting meltdowns had shown up to play. The absence of Robin Uthappa and Jacques Kallis left plenty of volatility to go around. Within a period of 16 balls between the third and the fifth overs, Knight Riders lurched haplessly from 9 for 0 to 9 for 2 and then 21 for 4. Ashish Nehra took three of those wickets, including two off two in the third over. Soon, Suryakumar Yadav was gone and Knight Riders were 51 for 5. And then Ryan ten Doeschate and Andre Russell pulled off a heist. Knight Riders went into the last 10 overs needing 98 runs; they won with an over to spare. The scorecard will show the pair added 80 runs in 45 balls but the numbers fall short of describing the brutality with which ten Doeschate and Russell accumulated the runs. Russell, in particular, has played a few innings like this for Jamaica Tallawahs in the Caribbean Premier League and it was his charge in the 11th over from Ravindra Jadeja that signalled the change in the game. Russell smacked two sixes and a four in a 17-run over to temper the required run-rate and give Knight Riders room to breathe. Thereon, the pair did not allow the Super Kings bowlers to pile on the pressure. Dwayne Bravo bowled a couple of quiet overs but the batsmen controlled the run-rate well, taking 18 off the 16th over to drag the

equation down to a winnable 32 off 24. The game was decidedly in Knight Riders’ hands and although they lost two wickets towards the end, there was little Super Kings could do to wrest the advantage back. Where Russell’s fifty was all power - he finished with a strike rate of 232 - ten Doeschate was calmer, turning the strike repeatedly but finding the boundary at the right moment in an over. He continued in the same vein after Russell fell, and brought up his fifty with a six in the final over of the match. Earlier, the experience of MS Dhoni and Bravo lifted Super Kings to 157 after the side had threatened to fall into a rut against Knight Riders’ spin attack. The pair changed gears effortlessly to rack up 70 in the last seven overs, after the spin trio of Piyush Chawla, Sunil Narine and Yusuf Pathan had nullified a brisk start from Dwayne Smith and Brendon McCullum. A couple of close calls also went Knight Riders’ way, specially the dismissals of McCullum, Suresh Raina and Faf du Plessis. McCullum was given out lbw to Pathan although a replay showed that the ball had missed his pad and hit his hand. Raina was given out lbw to Narine even as replays were uncertain over whether it was a no-ball. Du Plessis was given out stumped off Chawla as replays showed that his foot was marginally in the air when Manvinder Bisla whipped the bails off. Scores: Kolkata Knight Riders 159 for 7 (Russell 58, Ten Doeschate 51*, Nehra 4-21) beat Chennai Super Kings 157 for 4 (Dhoni 35*, Chawla 2-26) by three wickets.

Superbikers’ showdown looms

W

hile much of the talk and focus is usually reserved for the marquee Group 4 category, a n d s o m e m a y a rg u e rightfully so, due to firepower that exist in the division, the Superbikers have quietly, but cogently earned the spotlight over the past two years thanks to the intense rivalry that they managed to generate. Fans, having watched the Canadian maestro Kevin Graham dominate the local scene for many years before Guyana’s own Stephen ‘Valentino Rossi’ Vieira snatched the reins of power over the aging champion, now have the opportunity to witness a new and exciting cadre of riders who’re already creating headaches for the more established

riders such as Vieira, Joel Neblett and Carlos Rodrigues. The new kids on the block Nikhil Seereeram, Matthew Vieira, Elliott Vi e i r a , S t e p h a n a n d Nicholas Boodhram have been displaying steady improvement over the past two years coming through the ‘B’ Class category and are now posing a serious threat to the rein of ‘Rossi’, Neblett and Rodrigues. Then there is Carey Griffith and Ricardo Fagundes, two riders who dominated the ‘B’ Class for quite some time, but just like the others are finding the chasing flock hard to isolate. Seereeram and Matthew Vieira seems to be the most talented of the young brigade with the former already posting impressive victories

over local champion Stephen Vieira, while he also had an impressive debut at the opening leg of the CMRC in Barbados, securing a victory against some of the best riders in the Caribbean. Most of the young riders have come through a well coordinated junior programme starting with karting where they honed their dexterity and handling skills and come September 28 at the South Dakota Circuit, motor racing fans will have an excellent opportunity to see these young daredevils showcase their skills against riders who’re considered the best both locally and regionally. The script is set for a day of exhilarating rivalry when the older boys with their superior experience flex their muscles against

the youthful exuberance and raw skill of the young brigade. So fans are being urged not to miss this must see spectacle as experience and skill clash with youth and enthusiasm in a showdown for bragging rights and championship supremacy. It promises to be fireworks from the lowering of the starter’s flag to the waving of the chequered flag and who will be the last rider standing is anyone’s guess right now, but come race day what will be witnessed is a motor racing fan’s dream. What is certain is that the ‘old boys’ did not take too kind to the younger guys attempt to upstage them so since then battle lines were drawn and in ten days time who wins the war will be known.

GCB senior 4-day Inter-County tournament bowls off today Demerara battle Berbice at Bourda, E’bo take on GCB Development squad

By Zaheer Mohamed The Guyana Cricket Board (GCB) senior 4-day Inter-County Competition bowls off today with Berbice facing Demerara at Georgetown Cricket Club (GCC) and Essequibo playing the GCB Development squad at Demerara Cricket Club (DCC). The Berbicians are brimming with confidence after winning the 50-over tournament last Saturday and will look for double success. Narsingh Deonarine marshaled his troops well in the 50-over competition and a lot will depend on him once again. Berbice have brought in Royston Crandon, Jason

Sinclair and Steven Latcha in their squad which is being coached by Hubern Evans and managed by Albert Smith. Seon Hetmyer is expected to partner Kandasammy Surujnarine at the top of the order while the middle order seems strong with the likes of Deonarine, Devon Clements, Crandon and Jonathan Foo included. The Bourda pitch is expected to favour spin and Berbice definitely have the fire power in this department in left arm spinners Veerasammy Permaul and Gudakesh Motie-Kanhai. Steven Latcha, Deonarine, Crandon and Clements are likely to offer support. Keon Joseph bowled with pace and hostility in the 50-over

format and should share the new ball with the improving Raun Johnson. Demerara certainly have the ability to match Berbice in every department and will be led by Vishal Singh, while Christopher Barnwell will serve as his deputy. The home team posses a strong batting line up with Trevon Griffith and Rajendra Chandrika expected to open. It will be interesting to see how their middle order which includes Singh, Barnwell, Shemroy Barrington and Robin Bacchus handle the Berbice spinners. Demerara have named four fast bowlers in their line up with Seon Daniels, Paul Wintz, Gavin Moriah and Police left arm pacer Randolph Knights, but

only two are favour to make the final eleven. Raj Nanan bowled impressively in the 50-over competition and another good showing here should ink his name on the national selectors list.

Zaheer Mohamed and Ameer Khan are the other spinners in the team. Essequibo are a talented team, but their performance will depend on how fast they adjust to this format since most of the cricket being played there are of limited overs. Their batting will depend a lot on Kevon Boodie who became the first player to register a double century in the 50-over competition at this level when he achieved the feat recently against the National U-19 team. Royan Fredericks, Ricardo Adams and Royston Alkins are expected to lend support. Anthony Adams, their most successful bowler in the 50-over tournament is once again expected to lead their attack with support from Alkins, Mark Tyrell and Keon Davis. The GCB Development squad has replaced the National U-19 team in the competition and should provide firm competition for Essequibo. Their batting will be centered on skipper Steven Jacobs, Tagenarine Chanderpaul, Chanderpaul Hemraj, Shimron Hetmyer and the talented Keemo Paul. Leg spinner Steven Sankar, Sharaz Ramcharran and Yatesh Dhanpaul are likely to lead their bowling. Te a m s ; D e m e r a r a : Vi s h a l S i n g h ( c a p t . ) , Christopher Barnwell (V. FORMER CRICKET ADMINISTRATOR documents history in Ancient County

Y

ears of service to cricket as a player and selector in Berbice has resulted in a large accumulation of valuable knowledge in the intricacies of the sport and enabled Mortimer George to document his experiences and knowledge in two publications, a magazine, The Phenomenon- 75 Years of Berbice Cricket and a guide, ‘75 Years of Berbice Cricket.’ The publications come at a time when cricket administrators are observing the historic Diamond Jubilee - 75 years of cricket in the region and follows George’s first publication in 2010, ‘A

Time in Our History: Berbice Cricket, 1939- 2010.’ George’s affiliation to the sport as a player and administrator exceeds 50 of the 75 years of the existence of the Berbice entity where he served in numerous positions, including Honorary Secretary for eight years. He was also an active player for some 20 years (1964-1983). On Monday last, he was tangibly rewarded for such dedicated service when he was inducted into the BCB’s Cricket Hall of Fame. Mr. George provided an insight of the publications during an interview with this writer and said that that the

magazine features the ‘Phenomenal Five’ cricketers: Lance Gibbs, Rohan Kanhai, Ivan Madray, Basil Butcher and Joseph Solomon who represented British Guiana. Several, other players from the Ancient County, four from the Port Mourant Estate Cricket Club and another from the Demerara Cricket Club, all made their Test debut between 1957 and 1958, all within an amazingly short period of nineteen months with and two of those players going on to become rated among the best in the world. The Magazine also epitomizes the role of the

first President of the BCB, Duncan McGregor Stuart complete with pictorial evidence of former inductees into the BCB Cricketers and Administrators Hall of Fame. Female cricketers as well as the 18 test players that represented the county were also featured in the magazine. Notably, Ms. Candace Atkins, who played one test in 2004, also received commendation for h e r c o n t r i b u t i o n . The magazine also features six inductees into the Berbice Cricket Board Administrators Hall of Fame and one inductee into the Berbice Cricket Board Cricketers Hall of Fame complete with their profiles. Mr. George explains that the 300 - page guide is his third edition and documents the origin of cricket in England during the year, 1301. The literary piece further documents the establishment of the Hambledon Cricket Club, the MCC in 1887, the ICC in 1909 and the WICB in the 1920’s. Other notable historical facts include notes on the BCB in 1939, the British Guiana Cricket Board of Control in 1942, the Essequibo Cricket Association in 1954, later renamed the Essequibo Cricket Board. The book also examines governance (Continued on page 25)

L i n d e n ’s L i v e w i r e Entertainment will host grudge basketball contests tomorrow night in aid of Mackenzie High School student, Monique Amsterdam, who was diagnosed with scoliosis, at the Mackenzie Sports Club Hard Court beginning at 8pm. The 14-year-old Amsterdam, who resides in Linden, was diagnosed with scoliosis in 2012 and is expected to undergo surgery in the United States of America. However, to do so, she has to raise $4M (US$20,000) to ensure a successful process. Following a closely contested Linden Amateur Basketball Association (LABA) tournament that concluded last week in honour of the 20th Anniversary of Victory Valley Royals, Livewire will re-enact the Final Four with

Monique Amsterdam some added attractions. The event dubbed ‘Amsterdam All-Star’ will feature Retrieve Raiders against Bulls and Amelia Ward’s Jets versus Royals in a grudge showdown. An East (Mackenzie shore) versus West (the Wismar shore) match-up is also on the cards for the night. Apart from the games, there will be three-point

shootouts and dunk contests all aimed at giving patrons as much entertainment to raise funds for the student. A Concert was also held last week while Livewire hosted a call-in programme on NCN Linden. “I figure bringing these teams together again after they were only separated by a point last week was a good way to help raise funds for this young lady, who is in need,” Livewire Entertainment Andrew McBean told Kaieteur Sport yesterday. Digicel Guyana Inc., NCN Linden, New Era Entertainment, Movements Sound, LABA, Ever Pure Water and Somerset Fish Shop are the sponsors of the benefit games tomorrow night, while several other individuals have also contributed to making the event possible.
