KEEPING OUR NURSES HOME

T

here is a shortage of nurses in almost every coun try, but more so in Guyana, the Caribbean and other developing countries due to low salaries and their migration to greener pastures. The brain drain of local nurses seeking employment abroad has led to a drastic shortage of nurses which has become a burning issue in Guyana. The situation got even worse in 2017 when a number of United States and English recruiting agencies offered nurses positions in those countries. In the past, nursing agencies were only hiring European nurses, but now England had reopened its borders to Caribbean nurses. The shortage of nurses has become a major problem at the premier hospitals in Georgetown, New Amsterdam, Skeldon and Linden so much so that patients’ lives are at serious risk. For years, the public health sector was in dire need of suitably qualified nurses, primarily because it has been losing them to other countries and even within the country to the private hospitals. The Minister of Public Health has acknowledged that staffing in general is a big problem in the health sector and that there is a shortage of some 1,000 nurses in the country. She disclosed that her Ministry and the government are paying close attention to the migration of nurses that has resulted in a shortage of about 300 nurses at the Georgetown Public Hospital Corporation. Senior health officials have made it clear that the nurses could not be blamed because there was a lack of opportunities locally for them to advance themselves. They have highlighted some of the factors that have been linked to the nurses’ migration. Included among them paltry emoluments when compared with foreign nurses. Another is that nursing staff are overworked, because there are a lot of patients to a single nurse. A third is, nurses are not being treated properly in terms of working conditions which are very poor at the major hospitals, especially those in the most densely populated area hospitals in Georgetown and New Amsterdam. Last but not least, the health system continues to frustrate the good nurses who want to make a difference but cannot, because of the fear that they will be victimized. The nursing shortage is further affected by the fact that many nurses who have graduated from the University of Guyana have been sidelined for promotion. This shortage of nursing staff has led to lengthy waiting periods for patients at almost all the hospitals and outdoor health clinics across the country. Even though waiting at hospitals has become a vexing problem for the public, it is not unique to Guyana. Waiting at hospitals has become an issue that is affecting all other countries, including the United States, Canada, Britain and those in the Caribbean, among others. Although efforts are underway to address the migration and shortage of nurses in the public health system, there are, however, some who are convinced that nothing will change. While there is no quick solution to the migration and shortage of nurses in the country, the Ministry of Public Security and the government are currently reviewing the salary scale of nurses which is a major contributor to the shortage of this category of health workers. The Ministry has intensified its efforts to train 100 nurses instead of training only 20 and 30 at a time, and has invited retired and re-migrant nurses to join the health sector. While the Ministry is hoping that the new graduate nurses would fill the gap, unfortunately they would need to be guided by the senior nurses who would not be around to shepherd them. We must do everything in our power keep our nurses home.

We should use Trinidad oil expertise DEAR EDITOR, I refer to two letters in yesterday’s Stabroek News. The first letter from Mr. Clement Rohee makes a few good points and exposes the fact that the Trinidadians did not treat our citizens as comrades when they were top dog and we were a HIPC nation. They tried to stop our efforts to export beef to Caricom; they treated us like mendicants at Picaro airport etc. The next day a letter from Mr. Roshan Khan urged us to remember that doctors from here were denied jobs in TT because the said Trinidadians have consistently denied Guyanese to work in TT, since TT was giving its nationals preference for Jobs. First of all, I perceive that most doctors operating in TT has qualifications which include Member of the Royal College of Physicians or Surgeons MRCP, MRCS— accredited British qualifications. And I don’t know if in his rush to write the letter he did not overlook the fact that to practice medicine in TT you must have higher qualifications than are required in Guyana. That’s not an indictment on them, it’s an indictment on

us to allow some very poorly trained Guyanese doctors in Cuba, India and China on an unsuspecting public here in Guyana. Furthermore, when exactly did they decide that if a job existed in TT that they were obligated to give the job to a Guyanese in preference to a Trinidadian? Which country’s government has such a rule and expects to get reelected? The other letter from our Chamber of Commerce makes a totally different set of points and recommendations i.e. that the Trinidadians have a very thriving private sector and our Chamber of Commerce is welcoming them to invest here. We could reap a special benefit from tapping into the Trinidadian white-collar workers of their oil industry to help us with ours . Given our unprepared situation here, where we clearly lack the capacity to monitor and regulate the oil industry for Guyanese, I see this as a very persuasive argument in favor of our collaborating with them, since I for one accept how vulnerable we are in this situation where we are completely outgunned by EXXON. In fact, I am astonished

that the Trinis were not more involved than they have been up to this time in our interaction with the Extractors. I want to say here that I have nothing at all against EXXON; they are doing what they are supposed to do, to get the best deal for their shareholders. If we send people ‘who nah ready yet” to negotiate with them that’s not their fault; it’s ours. So, for the few persons who think that I have some sort of grouse against EXXON it is not so. People have been prospecting for oil out there for decades, but EXXON are the ones experienced enough to find it, so I take my hat off to them and offer my thanks. The rest is up to us. Speaking for myself, as fellow members of CARICOM and not overlooking the ills of the past, if it is possible to use Trinidadian expertise to establish institutions which can lessen the impact of the resource curse, we should use them. Government to Government, since whatever else may have happened in Trinidad, the oil industry built up the Island over more than a century. Trinidad is miles ahead of the development we

can see here. It is to their credit that unlike so many other countries the oil money went where it was supposed to go, to the people of TT. I for one would support using them to help us to reinforce our institutions to deal with the tsunami of revenue income we are soon to experience, and it would cost less than bringing in a full team from further abroad. We must always retain the right to hire the best we can afford in the oil industry abroad, and I believe that getting them to enter a joint venture with us to set up their now closed oil refinery, here, is a good plan. I don’t think that I am in favour of taking our oil there for refining; I support fully our refining here. Remember Editor that the refinery employed 1800 Trinidadians and in time it could employ a similar number of Guyanese here. But to refine and add value to the oil here, would not only make us more revenue from our share of the oil, it would make us the new economic powerhouse in the Caribbean where we have always, since independence, been the underdogs. Tony Vieira.

OUR PROFESSIONALS AND ACADEMICS HAVE TO TAKE UP THE CHALLENGE

DEAR EDITOR, Patrick Davis (KN 09/14/ 18) takes it upon himself to deride Jan Mangal’s efforts to ensure that Guyana’s oil resources receive the appropriate international expert supervision necessary to secure the best returns from these resources. Jan Mangal stands as probably one of only two Guyanese who are qualified, with international experience in the oil and gas industry, who have joined the public discourse on the coalition’s inept handling of virtually all aspects of our emerging Oil and Gas Sector. As recent as Sept 13, for example, Granger was firmly convinced that moving ahead with efforts to establish an Energy Ministry, after all these years, is premature. The man and his administration are obviously not aware that one of the reasons for the underperformance of our economy is a lack of cheap, stable energy supply. What more does the coalition administration have to do to convince Guyanese that they are clueless about our priorities as these relate to creating and maintaining an environment to facilitate the utilization of probably hundreds of billions of dollars in underutilized resources, much

less those pushing to come on stream to meet our changing economic landscape? Do these folks understand ‘environment’ used in this context? GRA would in all honesty admit that the audit of Exxon’s financial affairs be best conducted by international experts in the field, but Government has the responsibility of deciding that this indeed is the best approach. One gets the impression that Exxon is digging a well every hundred yards or so from the previous one. One of the things that Exxon could do is state unequivocally that all of these nine or twelve wells are indeed from separate, independent oil reserves and not from one large oil reserve table. All of these ‘wells’ drastically alter the cost of bringing oil to the surface and obviously impacts on Guyana’s returns. We need to understand that Exxon has been in the business of buying and conning governments, probably much longer than Guyana has been an independent state. There is definitely a need for the tapping international expertise in the field, preferably from more than one firm or independent consultant, with no underhand ‘hanky

panky’ relationships with Exxon. Our future seems to be unfolding before us at an increasing rate as we continue to labor under the incompetence offered by our recent administrations. I wish to reiterate that fixing our future requires putting the right persons in the right places, more precisely, in government. It took us 24 years, with much interna-

tional assistance, and at much economic cost, to rid ourselves of the earlier incompetent, election-rigging PNC administration. Some of those in positions of power then who may have been instrumental in rigging elections then, now hold much higher offices in the current administration. It took us another 23 years to realize that the PPP administration (Contiued on page 6)

We Need Solutions

DEAR EDITOR, My experience and studies in leadership has instilled one basic principle – When communicating problems, also advance solutions. You’re either a part of the solution or fall back to allow someone else’s. Ever so often the president and government ministers extoll problems they are encountering in governing the country. Lacking are their opinions and/or proposed solutions to the myriad issues they are encountering. We are aware of Mr. Greenidge’s retort that the Foreign Affairs is not an employment bureau, to the flood of aspirants from the diaspora. We are also aware of Finance Minister Jordan on the lack of audit capacity for ExxonMobil’s US$460M bill. Now President Granger’s ‘haemorrhaging’. The public is left with the empty feeling that some folks may not be able to handle what’s coming their way. More open press conferences are means to get out the solution messages for public scrutiny. This step could be perilous for the uninitiated, but helpful if one is on a continuous learning journey. The fact is that the public often knows of the problems before they are acknowledged by the government. So, it seems to be a fair question to ask – What do ministers do if not advancing solutions and solving problems? Phil Edwards

POLICE BULLYING DEAR EDITOR Please allow me space in your paper to have two of my experiences with police made public. Let me first say that I am not writing about the treatment I received at the hands of police to embarrass any and neither am I targeting any police rank. I am simply relating what the police do because they do it all the time and to anyone. And they get away with it. Just minutes ago I was listening to my friend and colleague give vent, on Social Media, to his anger because he was stopped by a police rank on the road and NOT told by said police why he was stopped and I felt compelled to have my say. On Friday August 24, 2018 about 8.50pm I was stopped at Vigilance at a “roadblock”. No ‘goodnight’, no ‘please’ was offered to me. I was told to produce my driver’s licence. I must let the public know this because it is

our right. A policeman must tell you why he has stopped you. I asked the rank why he stopped me and he simply said he wanted to see my driver’s licence. I refused to give it to him. An inspector came over to me and said ‘pull in the compound’. Again I asked why and boldly the inspector said my window is too dark because of the tint—the same thing that Ryan Crawford had to put up with earlier today. Our rights are being destroyed by a few of those who wear uniforms and are trying to show how much they know. Mind you I will also agree that my friend and colleague lost his ‘cool’ and blurted out some expletives that weren’t in order. I did not. This Inspector told me to pull into the compound at Vigilance and I did. Mr. Editor, I had just got off a plane at the CJIA after a

six-hour delay in departing from Toronto and had to go to Berbice. I told the inspector all of that and he simply told me to drive into the compound because the tint on my car was too dark. I drove into the compound and after I told the constable my name he went to the inspector and returned to my car and told me to drive out. I had to and so I did. I asked the inspector why he stopped me and this fool said, ‘I have the power to stop and search any car I want”. They do it all the time and so I went through with the whole episode to see how it would have ended. I was sent out because the inspector knew I was an MP. Had that not been known I would have had to remain there for a very long time and they would have gone on to remove the tint from my car. Here is my Sunday night, big Amazon Warriors victory (Continued on page 6)

Private sector managers should declare their relationships with ExxonMobil DEAR EDITOR, Recent comments by the former Petroleum Presidential Advisor, Dr. Jan Mangal, provided for interesting reading; more particularly where he comments on the “stages of influence” that oil companies exert to make countries forfeit their wealth. Dr. Mangal has said, “The oil company and their agents will first influence the politicians. They do this very well. They do it all the time all around the world (in the rich countries as well). This has already happened in Guyana. Then they will influence the private sector by giving them some contracts. This has already happened in Guyana, judging by the words/ actions of the private sector, judging by how some prominent Guyanese have suddenly gone quiet or changed their tune.” The latter point, regarding the private sector, is particu-

larly interesting. Politicians will be frowned on for having engagements (contracts, etc.) with the oil companies, but what about the Heads and Executives of private sector groups? Guyanese are treated to an endless stream of comments from private sector officials, which are portrayed as impartial positions. But how can we be sure? The answer, I think, and more so to lend greater credibility to voices from the private sector, could lie in there being full disclosure. Maybe it is time that there is a declaration by private sector Heads and Executives, in particular, about what contracts or agreements that they are engaged in with ExxonMobil. Maybe it is time that Guyanese are made aware of how these Heads and Executives of private sector groups are personally benefiting from the oil company.

Guyanese have also been treated to the trend where private sector groups bring in consultants for oil and gas forums; another attempt to lend credibility, in my view, to some of the positions taken. But we have seen that some of the very consultants who were brought in were linked to the oil companies – as was the case with Rystad Energy and ExxonMobil. It was Dr. Mangal himself who pointed out that Rystad Energy was part of ExxonMobil’s lobbying machinery. I agree with Dr. Mangal when he says, “The odds are stacked against Guyana, but Guyana can succeed.” But such success, I think, can be realised if we start with greater transparency from, not only the politicians, but also from the private sector groups and their Heads and Executives. All for your consideration Bladeo Mathura

REMOVE THE BARRIERS TO INDUSTRIAL HEMP DEAR EDITOR Industrial Hemp is set to be huge economic driver in the not so distant future and is estimated could be developed into US $5 billion dollars a year market if the loosening up of the Laws is swiftly done by President David Granger. What industrial Hemp can do and will do is significant, but the fact is that it still remains illegal. The uses of industrial hemp are vast and impressive and also has benefits for the soil in which is grown. Hemp is a plant that develops a real large root system and so it leaves lots of organic biomass that is from decaying roots. Industrial hemp is rising in popularity, the number of farmers and potential hemp farmers looking to grow this crop has greatly increased.

The real money is going to be in industrial hemp and once folks realize how profitable hemp can be , it won’t be long before you’d start seeing massive protest and the government will no longer be able to sweep hemp farming under the rug and attempt to stall progress with the establishment of an industrial hemp industry in Guyana. Guyanese Farmers and manufactures are looking forward to capitalizing a new way of life and a new generation of wealth. As an industrial crop it’s quiet impressive for one acre of hemp produce four times more paper than one acre of trees, hemp fiber is ten times stronger than cotton and can be use to make clothing and doesn’t require nearly as much in the way of pesticide as cotton.Hemp can serve as

a substitute for wood in building materials, not only it is stronger than wood, but is cheaper to produce. Industrial Hemp can be grown anywhere in Guyana and requires only moderate work. We o f t h e E a s t Ruimveldt Hemp Farmers Association call on President Granger to swiftly remove the barriers for hemp is not marijuana, although they are both varieties of the cannabis Sativa Plant. Same Plant Family Lineage, and very different chemical makeup. Hemp has the potential to provide a cash crop for Guyana’s farmers with broad commercial applications that will enhance the economic, diversity and stability of our Nation’s agricultural economy. Indigenous Brazilian culture and history reduced to ashes DEAR EDITOR, It was a sad day for those who love to research and admire artefacts, documents and artworks, to witness them reduced to ashes on September 2 at the National Museum of Brazil in Rio de Janeiro. The destruction of indigenous artefacts and research documents, including relics of tribes that are considered extinct, represented a far more personal blow for the descendants of Brazil’s oldest inhabitants, who have spent decades fighting to preserve their heritage and ancestral lands. The museum contained a collection of thousands of indigenous artefacts pertaining to hundreds of ethnic groups. This collection gave insight into understanding indigenous roots. It has given the indigenous people identify in the national and international arena.Having lived in Brazil and in Aishalton, my heart goes out to the indig-

enous people who painstakingly try to uphold their ancient culture and history. I appreciate the hard work and commitment that some people display to safeguard the identity of indigenous people through artefacts and documents of yesteryear. The collection of these artefacts and documents can empower their fight for identity and lands. When this is all gutted in the fire, what is left of them now? There is only ash left of it at the smouldering museum

ground. As I sympathize with everyone who has felt the loss of the museum in Brazil, I wish to appeal to everyone to be extra careful in safeguarding the ancient artefacts and documents especially that of our indigenous people. These ancestral properties could give great and significant insight into the culture, history, language and importantly identity of those people in our contemporary world. Jerri Melwin Dias

Granger is promoting elections rigging DEAR EDITORS, President Granger has been quoted as saying that the Carter-Price formula for selecting GECOM Commissioners has outlived its usefulness (KN Sept 1, 2018.) The formula was good enough for electing him into office though. Whether it has outlived its usefulness or not, it is the formula under which the nation is currently operating and President Granger was out of line to hand pick a Chairman of the Commission who is partisan to him. He knew well that the balance of power under the Carter-Price formula rests with the Chairman of the Guyana Elections Commission. The country will never forgive him and never again trust him. The only reason that he got away with this was because the people of this country did not take to the streets. Power rests in the hands of the people, not in politicians.

For President Granger to come now, after the fact, to call for reforms is just deceitful and a diversion. The PPP/ C is already in the courts as a result of the corruption already happening inside GECOM with gerrymandering the boundaries. When we listen objectively to what the Opposition is saying, it is clear that electoral rigging is taking place with the full support of the Political Parties in government. What a shame and disgrace. When you have to rig elections, it means nobody wants you. Get out. The people of this country are fed up of being oppressed by corrupt politics. This kind of deceitfulness would never happen if Lawrence Lachmansingh, for example, was the Chairman of GECOM. The President knew exactly what he was doing when he hand-picked the Chairman of the Elections Commission.

What President Granger does not realise is that upholding democracy is the concern of the People of this Nation, not only a concern for the political parties. Is local Government Elections only a matter for politicians? Let us suppose, for the sake of argument, that the ‘political consensus’, that the President is calling for, around reform of the CarterPrice Formula decides that Guyana will have an Independent Elections Commission, much like Trinidad and Tobago’s Election and Boundaries Commission, will the President hand pick those independent Commissioners too? Seeing that the Leader of the Opposition’s 18 outstanding members of Guyanese society were not ‘fit and proper’ to rig elections? Sincerely, Sandra Khan

REMOVE THIS CONTRACTOR DEAR EDITOR, Information has come from Fort Island residents, Region Three (Essequibo Islands- West Demerara) that a task force was established by the Region Three administration. It is alleged that this task force got a contracting company from the Essequibo Coast to rehabilitate parts of

the Sea defence system on the island. The work started from June-August 2018. Residents are claiming that the work done by the contracting company on the island is being sub-standard because water continues to pour through the rehabilitated sea defence system causing the very residents to get very scared and

concerned. It is also alleged that the contracting company at the moment does not pay a resident of Fort Island $50,000 for work done. Fort Island residents are calling on the Region Three administration and the task force appointed to stop having unfit contracting companies doing work on the Island and that monitoring and evaluation must be conducted during and after work is completed by any contracting company so that the payment of taxpayer’s dollars is justified.Fort Island residents are calling on the relevant authorities to put the contracting company from the Essequibo Coast on the radar and to quickly visit the island to conduct assessments on the work done by that contracting company. Residents also claim that they are anxiously awaiting the assessment team. Yours Sincerely, Peter Persaud.

THE EVIDENCE SUPPORTS A HATCHET JOB IN PROGRESS DEAR EDITOR For the umpteenth time the decisions and the ranting of Attorney General Basil Williams comes into focus. This time it is his intention to appeal the decision of Judge Fidela Corbin- Lincoln to quash a decision by former commissioner of police, David Ramnarine to send former SWAT boss Motie Dookie on “Special Leave in the Public Interest”. It is public knowledge that Ramnarine was instructed by citizenship minister Winston Felix to send Dookie on leave. It is clear as day, the political directorate has eroded the independence of the post of the police commissioner. In this scenario, we are rapidly becoming a full blown police state. It takes a depraved mind to imagine that a judge would have ruled against article 212(1) of the constitution- which clearly states that the sole and exclusive jurisdiction and authority to exercise disciplinary control in respect of a police officer of Dookie’s rank is the PSC. Article 212 taken into consideration, should have inspired Williams to be in defence of the Constitution and Dookie, rather than allowing the matter to go to Court with

Williams listed as a respondent. It’s a pity! While our constitution lists the laws, it has no scripted penalty attached for those in power who breached them. That would have put Williams on the “long side of the stick” since it is human to err. It is expedient to affix severe penalties behind every law or article in the constitution that is intended to protect the rights and interest of the citizenry. It is the only method by which we can achieve separation of Government from state. Williams opined that his premise for the Dookie case appeal will be based on – in the absence of the Police Service Commission – that the common law principle of necessity comes into force. This is brash arrogance to suggest that the law of necessity should take precedence over written rules of the constitution; that would be the recipe for chaos. Is Dookie some kind of threat to the Nation? I think not. Williams found it politically correct, not to mention that it was President Granger who was responsible for the absence of a PSC by capitation of the former PSC— another constitutional violation, which in my opinion should be listed with im-

peachment as penalty if it pertains to the president holding a bible and repeating, “I (whomsoever) herby duly swear to uphold and protect the constitution”, is not working for us. All this little action and few words do is to bring to focus, the credibility or lack thereof, of the people that govern us. When they speak of integrity, honesty and impartiality, you know they are trying to create a mirage. Our constitution is so twisted-even impeachment will not work because our parliament is based on a cult of numbers and not people’s representation. Yes! Dookie seems complicit in the smuggling of whiskey. But like everyone else he deserves a fair trial to establish his innocence or guilt. While there are other high ranking officers who are under sanctions for different misconduct, they are not treated with the crassness as Dookie. Dookie is a brilliant officer with a lot to offer to the GPF. Efforts to sideline him from serving, coupled with the dispensing of David Ramnarine as Commissioner of Police (ag) is indicative of an hatchet job on the hierarchy of the GPF. Rudolph Singh

POLICE BULLYING From page 5 night, September 9, 2018 experience. I was in a car, driven by my nephew, heading home to Berbice, after watching one of the hottest cricket matches ever, when we were stopped by a police in a pickup, just before we approached Enmore. This was about 11.pm and all those who know me know that I do not drink alcohol. I will say that my nephew also does not drink alcohol.

Our professionals... From page 4 under Jagdeo had made Guyana its personal fiefdom and had ingrained corruption within its administration to such an extent that many of its own supporters were pulverized by their government. These are definitely folks we don’t want running our affairs post 2020. The coalition administration has done an excellent job of smashing whatever hopes Indian Guyanese might have had of getting fair treatment under its government. As of December last year, administration has lost the confidence also of both the population and business community regarding its intentions at the next general elections. The PNC record is not one any Guyanese could seriously consider in providing a ‘fit and proper’ government, post-2020, and the coalition administration’s likelihood of winning a second term fairly seems clearly out the window. Respectfully, Craig Sylvester, Democratic National Congress.

My nephew wound his window down and spoke to the police rank who was driving. His pick-up was stopped beside our car. Just like the raving lunatic wearing an inspector’s uniform, who stopped me on August 24, 2018, this madman asked, ‘Where you goin’? My nephew simply said, ‘Berbice’. This jackass in uniform said, ‘You have to do a breathalyzer so drive back to Vigilance’. Please Mr. Commissioner, Mr. Minister of Public Security, and anyone out there — what is going on?? I had to say and/or do something so I told my nephew not to turn the car around. He was going to do it!! I then told the rank that he should have his Breathalyzer with him and also asked why he wanted my nephew to blow in one. All this man said was, ‘Drive to Vigilance’. I told him we are not going to Vigilance. Then it started to rain. He demanded the driver’s licence and I told my nephew to wind the window up. The window of the pickup was still down and he signalled us to go. We headed home to

Berbice. Mr. Editor, this is what the public has to put up with and my experiences are not new and not peculiar to me alone. Other road users have to put up with the garbage dished out by ranks on the roads. For what purpose and to achieve what? There are roadblocks in Regions Five and Six that are permanent and yet not one day was I ever told why I was being stopped every time my car drove by those roadblocks. The police in these regions know me and I must say that I have always been treated with great smiles and friendly faces but I still say that ranks stopping people on the roads must be knowledgeable and polite Someone do something to stop the exhibition of police bullyism and ignorance on our roads. Please!!!! Respectfully Charrandass Persaud (MP) Editor’s note: The policeman did sayto Mr Ryan Crawford that he could not see the driver of the vehicle.

Second draft of Local Content Policy contains several deficiencies - Georgetown Chamber of Commerce

T

he Georgetown Chamber of Com merce and Industry (GCCI) believes that the second draft of the country’s Local Content Policy contains several deficiencies. In this regard, the Chamber believes that the draft document is silent on the need for partnerships between local and foreign companies. According to the Chamber, such partnerships are crucial if there is to be real development. The Chamber said too, that there should be awareness sessions to bring Guyanese up to date on their resources as well as discussions on the tiers of the supplier’s development plan and by category.

-says it must ensure partnership between foreign and indigenous businesses

In addition to this, the Chamber said that there should be a clear plan of ac-

tion by Government to directly or indirectly support the development of the ca-

$330M property valuation survey…

Govt. will not impose recommendations of Canadian study on Local Govt. organs - Bulkan The recommendations from the $330M property valuation survey, is intended to be used as a tool to guide municipalities and Neighbour Democratic Councils (NDCs). This was disclosed by Minister of Communities, Ronald Bulkan, who shared that that Municipal Property Assessment Corporation (MPAC) /Axilogic of Canada will launch a pilot programme in New Amsterdam next month. “That information will be made available to each council for them to make their own individual decisions as to what level of rates they want to institute or apply. It will not be a central Government decision. We are merely providing accurate and robust information,” Bulkan stated. The plan is for a national mass appraisal within 18 months, as part of a promise to assist in the strengthening of revenue base and financial sustainability for local democratic organs. This essentially means that following the study, local government organs can use the findings to justify property rates increases. Property rates are one of the key revenue streams for those organs. In 2017, at the municipal level, it represented between 11% of the total estimated revenue in Linden to 61% of the total in Georgetown. The Canadian firm is expected to complete a national property inventory before the end of next year. ”We are not going to make the determination. Each council will make its own decision as to what level of rates, if any will be increased. Right now they are handicapped because they

Minister ofCommunities, Ronald Bulkan don’t have accurate information on which to derive new rates,” Bulkan noted. The Minister has previously pointed to the constant complaints of the inadequacy of finance, although not a phenomenon

that is unique to local organs in Guyana only, but remains a sore issue that must be addressed if municipalities and capital towns are to realise their full potential. Bulkan has supported the view that it is a constitutional prescription that local government areas be economically viable and have an adequate resource base for management and development. During the 2018 budget presentation, Minister of Finance Winston Jordan said Government would explore the possibility of conducting a country-wide valuation exercise to bring all property values up to date, so that NDCs and municipalities are equipped with appropriate revenue streams to deliver their mandate. Jordan had outlined that the issue of outdated land values must be addressed.

pacity of local businesses, as well as providing suitable infrastructure (physical, financial, technological etc). It posits that this will ensure that companies can participate in the oil industry in a competitive manner. Further to this, the Chamber said that there should be emphasis on ensuring the relevant standards and certifications are made readily accessible to Guyanese businesses. It said that a plan of action in this regard should be clearly delineated in this regard. It said, “A course of action similar to that of ‘STOW’ in Trinidad & Tobago can be explored to adapt for the context of Guyana.” GCCI also shared its take on how participation of local firms and individuals needs to be done so that the value of the industry can be maximized. The Chamber said that in a general sense, first consideration should be given to local companies and local individuals. GCCI also believes that the burden of proof should fall on the contractor in the event that a local is not

selected. It said, “An operator or contractor must ensure that first consideration be given to Guyanese companies in the provision of goods and/or services directly related to the petroleum industry. In the event that a Guyanese company is not selected to provide a good and/or services, the burden of proof lies with the relevant party in the form of the operator or contractor to demonstrate why the Guyanese company has not been selected. The Guyanese company should be informed in detail by the operator or contractor, within a reasonable time period, on the reason(s) for their non-selection in the provision of a good and/or service.” With respect to individu-

als, the Chamber said, “Citizens of Guyana should be given first consideration for employment and training in any project executed by any operator or contractor in the petroleum sector. Citizens of Guyana possessing the necessary and/or adequate qualifications and, having the requisite expertise and experience should be given preference for employment in all phases of operations in the entire petroleum sector and in accordance with the national labour laws.” The Chamber is of the view that an operator or contractor with operations in the petroleum sector should not import unskilled labour for conducting its operations undertaken under a right, license, permit, contract or concession.

In wake of armed robberies… Hotelier in Subryanville fatal Ramjattan, Top Cop to meet with shooting served with statements Chinese business community Minister of Public Security Khemraj Ramjattan yesterday sought to discuss security issues concerning the local Chinese community with Ambassador to the People’s Republic of China, Mr. Cui Jianchun. He was accompanied by newly appointed Police Commissioner, Leslie James.High on the list of concerns for the ambassador was the string of burglaries that seemed to disproportionately target Chinese businesses.

Reports indicate that many Chinese business owners have lost properties to theft, and some have even been subjected to violence. Because the Chinese business community feels as though it is being targeted, Minister Ramjattan and Commissioner Leslie James have committed to meeting with them to address these concerns as soon as possible. In advance, they have committed to employing a strategic

increase of police patrols in key, commercial areas in Georgetown and some other communities. They also indicated that recent statistics on crime do not suggest that Chinese are being racially profiled; that the Chinese business community and, by extension, the Chinese demographic, have no reason to feel as though they are under threat or being discriminated against. The Ministry of Public Security expressed that reports of burglaries are as a result of opportunistic criminals who prey on those who seem vulnerable.Additionally, the Ambassador and Minister Ramjattan discussed the loan that China is providing to Guyana for the Smart City Project, as well as the ChinaCaribbean Countries AntiCorruption Law Enforcement Conference recently concluded in Grenada. The People’s Republic of China, according to Minister Ramjattan, has the gratitude of the Government of Guyana for all the support it has provided, including the support in assets and materials given to the Guyana Police Force, and the training of its ranks.

B

usinessman, Erwin Bacchus, who is accused of shooting his neighbour several times in the back, was yesterday served with statements in the matter. Bacchus, who was granted $1.5 M bail on a manslaughter charge, yesterday appeared before Senior Magistrate Fabayo Azore in the Georgetown Magistrates’ Court. Bacchus, 45, the owner of the Tourist Villa Hotel and of 260 Fifth Avenue, Subryanville, is accused of killing his neighbour, Jason De Florimonte. The allegation stated that on August 4 last, at Subryanville, Kitty, he unlawfully killed De Florimonte. He was not required to plead to the indictable charge after it was read to him in the Georgetown Magistrates’ Courts by Chief Magistrate Ann McLennan. However, Magistrate Azore after serving the defendant statements in the matter told the court that she would not be conducting the Preliminary Inquiry (PI) since she knows the deceased and his family. She reassigned the matter back to Chief Magistrate Ann McLennan who will now have to assign another City Magistrate to conduct the PI. The matter was adjourned until September 17. Bacchus is being represented by Attorneyat-Law, Glen Hanoman. According to information, around 01:00 hrs on the day in question, De Florimonte was seen abusing a female and a handyman attached to the hotel went to part them. Soon after, an argument ensued between them. The court was told that De Florimonte began attacking the handyman with a knife and rolling pin. It was then that Bacchus fired

Charged Erwin Bacchus several shots at De Florimonte causing him to sustain injuries. An autopsy conducted on 30-year-old De Florimonte, of 96 Fifth Avenue Subryanville, revealed that he was shot three times about his body.

eachers should pay close attention to the ongoing talks between their union and the government in order to select an arbitration panel to decide on wage increases. Teachers should insist on being consulted, directly, and on having an input into the union’s position regarding the nominees for the arbitration panel. New reports last evening indicated that no agreement was reached between the Guyana Teachers’ Union (GTU) and the Ministry of Education over the appointment of a Chairperson for the arbitral panel. The impasse at one meeting should, however,

not be the source of worry for teachers. Teachers should be more concerned about the criteria which the union is using for its nominees. According to reports on social media, the GTU nominated three persons two of whom had served as Ministers under previous PNC administrations while another had worked in a senior position within the State Planning Secretariat alongside former President Desmond Hoyte. The nominees of the union are all over 60 years, have all at one time of the other worked for PNC governments and are all of the same

ethnic group. The Ministry of Education is reported to have proposed two persons, one of whom is a sitting Permanent Secretary and the other is attached to the Guyana Revenue Authority. The union wisely rejected these names on the grounds that it does not prefer to have persons who are presently employed. No ‘fit and proper’ East Indian has yet been nominated. But perhaps that will be forthcoming in the second round. It was also reported that agreement has been reached on additional terms of reference for the arbitration. One would have presumed that the

logical course of action would have been for both parties to have finalized the full terms of reference before moving onwards to the selection of the panel. After all, how would both sides know that they have found a suitable panel unless they know what exactly are the terms of reference of the panel? On the assumption that both sides would have contacted their nominees to ask whether they would consent to being on the panel, how did either side approach these nominees when discussions are still taking place on the terms of reference? Teachers have to pay close attention to what is taking place here. They should demand that the union publicly declare the terms of reference which have so far been agreed upon, the sums which are to be paid to those on the proposed arbitration panel and the time frame which has been agreed upon. Teachers already have reasons to worry. The union

has unwisely admitted that it was prepared to accept a 20% offer, a confession which will prejudice its case in the arbitration. Teachers should also be concerned about the actions of the government. Why would a government which is fond of establishing criteria about impartiality and independence have nominated persons who are presently in the employ of the government? The government could not have reasonably expect that the union would have agreed to persons who are presently employed by the government. Teachers therefore should impress on their union to first decide on the criteria which the members of the arbitration panel should satisfy, before selecting names. What criteria is the union demanding? What constitutes a ‘fit and proper’ person for the arbitration? Should the person be a judge, have judgelike qualities or be qualified to be a judge? What would the union consider as an impar-

tial nominee? What happens if there is no agreement on the members of the arbitration panel? Is there an agreed-upon mechanism to break the deadlock? Has the Carter formula been considered in which the union will be asked to submit six names not unacceptable to the Ministry of Education for one to be selected as Chairman. Or will the two sides continue to make nominations indefinitely until an agreed person is found. These are some of the questions which teachers should demand of their union. There is something very mysterious going on both sides of the negotiating table. Some strange things are happening! Teachers had better take note!

THE FREDDIE KISSOON COLUMN

Questions for Manickchand and “Bruck Up” Benn

P

riya Manickchand in newspaper letter ac cused someone of scandalizing her. She claimed that the letter-writer derogated her for hypocrisy over

her support for the recent teachers’ strike. The person cited a statement she made when she was Minister of Education. She was accused of saying that if teachers

don’t like the pay then they should leave the job. Manickchand said she never uttered such words. She opined that the letterwriter is from a school of

bloggers that the government has working on its behalf. The PPP government of which Priya Manickchand was a senior minister was notorious for having bloggers

and anonymous letter-writers using the dirtiest fictions to attack PPP critics. The outfit was headed by Kwame McCoy and included Jason Abdulla who was recently jailed for throwing a miasmic substance on me during the semi-fascist rule of Manickchand’s government. I do not have a Facebook account and do not participate in social media activities but friendly folks showed me Facebook postings by Bibi Shadick and PPP MP, Nigel Dharamlall, jumping for joy when the Hig h C o u r t granted bail to Abdulla. This same school of bloggers put out a photograph on the internet of two naked girls together and listed one as my daughter. The PPP leaders are some of the worst depraved humans in this entire world. How can anyone be so sick as to feature the child of an anti-government critic in their nasty propaganda methods? I ask Manickchand here and now how she feels about what McCoy was doing when the PPP was d o m inating this land. Manickchand has two small children. She must understand how parents feel. Manickchand is in the news, and again for the wrong reason and maybe another letter should follow from her. Minister Jaipaul Sharma has taken a devastating swipe at her. In yesterday’s edition of this newspaper, he rejected the explanation from Robeson Benn that Pradoville 2 was created to offer a fortress of security for ministers. Sharma debunked Benn’s position because he said that Manickchand and Robert Persaud sold their houses. When the government changed hands in 2015 and SARA was created (known as SARU then), it put out a statement on the Pradoville 2 scandal and listed Priya Manickchand as selling her home to businessmen, David Narine, for a purported figure of one million American dollars ($210M) .One would expect Manickchand to display the same eagerness in replying to Sharma as she did with her accuser over the teachers’ strike and explain why she turned her back on the security dilemma Benn said she and her ministerial colleagues faced. But Benn, too, has

Frederick Kissoon some explaining to do over his thesis of the security dilemma. Jaipaul Sharma is spot on and “Bruck Up” Benn has to save his theory from being broken up. Benn needs to tell this nation if the state had to provide security for its ministers and the strategic choice was a special community at Sparendaam, why then was it not funded by the state with round-theclock surveillance by the security forces? Why were the lots sold privately? This contradicts Benn’s thesis because how would the government know that each minister would have the finance to architecture a structure that would withstand a physical assault from terrorists. If it was a state financed project then the architecture would have been uniform. Why were some ministers not allocated lots at Pradovile 2? Were they not facing security concerns too? Why if the government was afraid for the safety of its ministers, it invited a senior member of the PNC, Mr. Mingo of Linden to take up a lot at Pradolvile 2? If Ministers were the target of gunmen after the assassination of Agriculture Minister “Sash” Sawh, it is logical to assume that some state security personnel closely associated with the government would be susceptible to attacks too. But no police officer, senior or junior, was assigned space at Pradoville 2. Minister Nanda Gopaul stayed at his home in Happy Acres, while his son, Dr. Singh, who had just returned to Guyana, built a home at Pradoville 2. Benn should tell us why the gunmen would target Singh and not his father who at the time was a senior minister. The explanation of “Bruck Up” Benn dissolves into asininity because of who Leslie Ramsammy is. A witness in the Roger Khan/Robert Simmels criminal case implicated Ramsammy in the assassination of Ronald Waddell. Leslie Ramsammy was cited as the government minister who purchased the spy equipment for Roger Khan. It is exceedingly logical that if anyone was to be protected it would have been Ramsammy. But Ramsammy never moved to Pradovile 2

Taxi driver charged with raping Cigarette row leads to stabbing death of mini-mart worker teen on $400,000 bail Tevin Vickerie, a 21-year-old taxi driver was yesterday released on $400,000 bail after being charged with raping a 13-year-old girl. It is alleged that between January 1 and January 31, last, at Soesdyke, Linden Highway, he engaged in sexual penetration with a child under the age of 16. He was not required to plead to the charge after it was read to him by Principal Magistrate Judy Latchman in the Georgetown Magistrates’ Court. The matter was held in-camera and members of the public and the media were asked to exit the courtroom. According to information, Vickerie and the teen were involved in a relationship and he would normally take her home from school in his vehicle. It was stated that during the periods mentioned in the charge the defendant picked up the teen from school and was taking her home. Vickerie allegedly drove past the teen’s home and went to a lonely area where he had sex with her. He later took her home after committing the act. The teen on her arrival home complained about having abdominal pains and told her parents what had allegedly transpired. The matter was reported and following an investigation Vickerie was arrested and charged. Magistrate Latchman ordered the defendant to not make contact or cause

Charged Tevin Vickerie anyone to make contact with the alleged victim and her family. He will make his next court appearance on September 19 when he will appear before Chief Magistrate Ann McLennan for assignment in the matter.

Cabinet Sub-Committee begins review of new parking meter agreement Modifications of the parking meter agreement between City Hall and overseas-based concessionaire, Smart City Solutions, (SCS) is yet to receive the blessing of the Government. Following presentations made by the Georgetown Mayor and City Council, (M&CC), Cabinet has appointed a sub-committee which met for the first time on Thursday to commence their review of the new changes. The sub-committee is chaired by the Ministry of Communities and includes the Ministry of Finance, Ministry of Public Infrastructure, Ministry of Business and the Ministry of Legal Affairs. Minister of Communities, Ronald Bulkan said that the sub-committee will “take into account the concerns that have been expressed by the central government previously as well as those of citizens as well as make recommendations to the Cabinet’. “I think once the rates are not onerous or excessive that the benefits will outlay the contributions that motorist will have to pay,” Bulkan explained. The Minister had always supported the concept of paid parking in the city, pointing out that it will help to restore order to the chaotic conditions in city streets by helping to regulate and manage the flow of traffic. The controversial contract has been subjected to public debate, litigation and

The parking meter project has faced widespread criticisms intervention by the State. However, the changes were approved by majority decision by the full Council, paving the way for a new deal to be explored with the approval of Government. Head of the Council’s renegotiating committee, Deputy Mayor Akeem Peters had outlined that the changes were agreed upon by members of the Council and representatives of SCS. Peters explained that the renegotiating team successfully engaged the concessionaire on a number of issues outlined in the contract. Among the amendment was the expansion of the scope of vehicles exempt from paid parking, the issue of payment for city ranks, and a reduction of the parking meter fees. However, one of the con-

troversial elements was the profit split being overly favourable to the concessionaire. Peters reported to the council that no adjustment was made to the profit sharing agreement with SCS. The company had agreed to hold 80 percent of the profits while the remainder would be remitted to the Council. Peters explained that the team was advised that it would be more advantageous to keep the current profit deal rather than accept a 50-50 share of net earnings. According to Peters, when the company takes out its operational expenses, it will actually be earning 30 percent of the revenue and City Hall 20 percent. Some councillors have expressed the view that the entire contract be scrapped.

An argument between two friends over the sale of cigarettes has left one dead and the other in police custody. Police identified the victim as Roger Allen 23, of Lot 60 Freeman Street, East La Penitence. It is alleged that Allen had visited Matthew Parks, 20, of Lot 214 Freeman Street, East La Penitence, who operated his father’s mini mart located on D’urban Street. Allen requested cigarettes and wanted to remove the items from the package himself but Parks said that it was insanitary for him to do so, since other persons may order cigarettes from the same pack. This resulted in a heated exchange that ended in Allen being slain. According to a police press release, at about 17:00hrs, as Parks exited his work place, he was confronted by Allen who was reportedly armed with a piece of wood and a knife. A scuffle ensued and both men received injuries. Both men were escorted to the GPHC, where Allen underwent emergency surgery for two suspected stab wounds but later succumbed. Parks who was treated

“I collected GRA in a run-down state” - GRA Boss -assures data integrity issues being addressed By Kiana Wilburg The International Monetary Fund (IMF) recently noted that two of the biggest issues facing the Guyana Revenue Authority (GRA) are the integrity of its data as well as its availability. GRA’s Commissioner General, Godfrey Statia recently said that while this may be the case, it is linked to the poor IT systems of the entity. In an interview with Kaieteur News, Statia said, “I don’t deny that we are facing those issues. We never thought of or tried to hide that fact from the IMF. I know it is a major issue but you have to understand that I collected GRA in a run-down state. Data integrity is an issue that exists strictly because of the Total Revenue Integrated Processing System (TRIPS) system.” The tax chief added, “All the modules for that system were never implemented. But that is being fixed now. We are moving to ASYCUDA. You need to understand that cleaning up this process is not going to happen overnight...” FOR TEN YEARS Statia noted that for10 years, management at GRA failed to implement critical parts of TRIPS. He explained that TRIPS was intended to merge all departments by having a common database where all tax records could be scanned or entered into the system and found when needed. It was introduced with the aim of boosting efficiency in the assessment, collection and accounting for revenue. TRIPS comprises of two

GRA’s Commissioner General, Godfrey Statia core applications: Taxes and Customs, which share information with each other and each application encompasses a total of 13 modules. The CUSTOMES MODULES include; Lodgment; Data Entry; Goods Inspection/Enforcement, Valuation and Document Check, Risk Profiling, Cashiering, Release, Remissions, and Warehouse. The TAX Modules include; Taxpayer Identification, Tax, Accounting, Audit, Reports/Notices/Certificates. Statia noted however that since all of the modules were not implemented, the “TRIPS system was just tripping.” The GRA Commissioner General said that the Authority has been trying to implement TRIPS completely since 2007. He said disappointingly, that the entity spent over

US$4M on the IT system and it is still not up to date. Furthermore, the TAX chief said that the failure to implement all of the modules affected the entity to a large extent. He explained, “In the olden days, it used to be a manual system and it worked up to a particular point. So you know for sure that if TRIPS is in place, the IT system would help you to do a lot of these things. If you have the right IT software, half of your work is completed. You would be able to do proper audits and these things at the touch of a button you would be able to recognize what is wrong and what is right; whether a taxpayer has complied…” The Tax Chief continued, “Unfortunately, you can’t do

that with the present system and that has gone on for the last 10 years. That was probably one of the reasons why the GRA has been in such decay. It was in a state of decay.” Statia added, “What I did now is instead of them using an entire TRIPS system, I said, ‘No. concentrate on the internal revenue modules.’ And we are going to go to the Automated System for Customs Data (ASYCUDA). That is what we are doing.” The GRA Commissioner General said that the ASYCUDA system will cost just about US$2.5M. As for TRIPS, he sought to stress that “We must get something out of what we have paid for so while we are moving to ASYCUDA for customs and we will keep (aspects of) TRIPS... In that way we would be able to turn up certain things faster. For instance we expect that people must be able to E-file their tax returns for 2018…” Statia added, “If TRIPS used to work you could have been doing all your applications online. So you could have applied for your compliance online… but in the absence of that, we will be exploring other things in its place.” Additionally, Statia had updated the media on the ASYCUDA system stating that Cabinet has already given

the approval for the funds. The new programme is slated for implementation in a month or two. “So with that new system you will reduce collusion and under-invoicing and you would get a smooth system,” the Commissioner General said. OVERCOMING WEAKNESSES To overcome its inherent weaknesses, the International Monetary Fund recently stated that GRA must undertake a suite of reforms. It said that this is necessary to modernize the way GRA conducts tax administration. The IMF said that GRA must develop a three to fiveyear strategic plan as a roadmap to guide operational delivery. It said that GRA must establish a dedicated reform unit to coordinate the implementation of reforms, and improve management control through performance targets. It also called for the authority to improve information technology systems, particularly in the use of third party data, business process simplification, and data analytics to build an evidence-driven compliance strategy. Further to this, the Fund said that GRA needs to address inadequacies in the integrity of the taxpayer register and accounts, institutionalize a compliance risk management program to enable

risk profiling and assessment, reorganize its structure to place all core specialized functional areas of Customs under the full purview of the Head of Customs and reorganize field offices along segmentation principles. The Fund also called for GRA to be established as the single revenue collection agency for the petroleum sector, and that it creates a specialized petroleum revenue team within the Large Taxpayers Unit. GOOD PRACTICES While the revenue authority has a number of areas to improve on, the Fund did note that there are some areas of good practice in tax administration. In this regard, the Fund said that its recent Tax Administration Diagnostic Assessment Tool identified strong performance in several areas. It said that GRA’s include a highly qualified cadre of staff, extensive information available to taxpayers through a variety of channels, withholding and advance payment mechanism in place, independent graduated dispute resolution mechanism and strong external oversight mechanisms. The International Monetary Fund also stated that fiscal structural reforms such as those required by GRA are important as Guyana prepares to become an oil producer.

CCJ rejects another Bisram appeal The Caribbean Court of Justice, (CCJ), has dismissed an application to fast track a hearing of the appeal of New York-based murder accused, Marcus Bisram. The CCJ in a ruling yesterday refused the application mounted by Shermelia Inderjali, the mother of the accused. In arriving at their decision, the CCJ noted that it considered arguments from attorneys for both the accused and the State. Bisram, a Guyanese multimillionaire based in New York was charged for the murder of Berbice carpenter Faiyaz Narinedatt. In November 2016, Narinedatt, was beaten after he allegedly rebuffed Bisram’s sexual advances. The carpenter was allegedly dumped in the trunk of a car belonging to an acquaintance of the businessman, driven to a public road in Berbice, and the scene made to look like a hit-and-run accident had taken place. The case has garnered widespread publicity among locals and Diaspora. At present, Bisram is resident of New York, where he is fighting extradition proceedings in a US court. New York Judge, Peggy

Murder Accused: Marcus Bisram Kuo, filed the Certificate of Extraditability and Order of Commitment, paving the way for Bisram, who was arrested at a New York beachfront property, in Far Rockaway, Queens, on July 4, 2017 to return to his native Guyana. The US-based Guyanese has since made several attempts to have the charges against him thrown out of the local Courts. He has also filed a number of proceedings to have the hearing expedited. Yesterday, Bisram failed at yet another attempt to speed

up the proceeding when the Trinidad –based final Appellate Court decided against granting special leave to hear his appeal during its vacation period. This is not the first time he was turned down. Last April, Guyana’s Appeal Court handed down a similar ruling ordering that Bisram’s mother, pay costs to the Court in the sum of $250,000 instead. The woman had through, Attorneys-at-law Siand Dhurjon and Sanjeev Datadin, approached the Appeal Court seeking an order to overturn a ruling by High Court Judge Navindra Singh. Justice Singh had ruled against an application to have murder charge against Bisram thrown out. Justice Singh’s decision was given in proceedings brought by way of a Fixed Date Application in November 2017, in which the applicant sought two prerogative orders against the Director of Public Prosecutions (DPP) to prohibit any further proceeding to prosecute Bisram for the murder of Faiyaz Narinedatt on the ground that so to proceed would be irrational, unreasonable, an abuse of power, capricious. National approach needed to revamp nation’s cooperatives - officials A cooperative, simply defined, is an autonomous association of persons united voluntarily to meet their common economic, social and cultural needs and aspirations through a jointly-owned and democratic controlled enterprise. Moreover, cooperatives are institutions that have been known to help those within society realise developmental gains. But over the past 30 years Guyana’s once-vibrant cooperative movement took what is being described as “a nose dive...it almost died.” This state of affairs was brought to the fore during the work of a Ministerial Task Force which was set up by the Ministry of Social Protection to assess the compliance of those cooperatives in existence. The Task Force was, moreover, tasked with compiling data regarding the amount of cooperatives within the various regions of Guyana and examine their functioning and non-functioning cooperatives to see their feasibility to the nation. This was in light of the belief of Social Protection Minister, Amna Ally that “cooperatives are the way for a bright future for Guyana.”

But based on the report of the Task Force presented to the Social Protection Ministry, following the assessment of the Task Force, it was ascertained that although “many coops are still on the books, when we did the examination it was found that some of them are dormant.” This is according to Mr. Ed Caesar who was tasked with chairing the ministerial Task Force and handed over its report to Minister Ally last year. Based on the findings contained in the report entitled “Revitalization of the Co-operative Movement”, Caesar said, “What we did, we met every day sometimes from 5 – 11 hours. The task was to revitalise the whole coop movement...if you look at the register of coops that exists and that are functioning, you will be disappointed.” He pointed out recently too that some of the coops “could not have been revitalised or brought back to life.” Moreover, Caesar disclosed that the report of the Task Force has caused a number of things to happen. This, he said, included efforts by the Coop Department to steer Cooperatives in the way that they are supposed to be.

To fast track this movement though, Caesar is hopeful that the services of the Kuru Kuru Cooperative College, will be retained. Caesar who holds the position of Chairman of the Board of Directors at the College said, “We are hoping that the task of working with the schools’ thrift society will get right back into the hands of the College so that we can train teachers.” “Many schools have thrift societies but they are dormant,” said Caesar as added, “There are many schools when I did the chairmanship of that body [the Ministerial Task Force] that still have a lot of money in bank accounts.” Also stressing the importance of cooperatives recently was Board Member of the College, Mr. Rollingston Robinson. It is his view that “there should be a national approach as to the way how we should move forward with respect to cooperatives, particularly cooperative education.” “If you look at places like Europe cooperatives have done exceedingly well,” said Robinson. He however lamented that “the whole ideology behind cooperatives [here in Guyana] over the

Transformation of D’Urban Park slated for 2019 The transformation of D’Urban Park among other things are some proposals by National Sports Commission (NSC) to be included in its National Budget for 2019. This was disclosed by Director of Sport Christopher Jones during an interview with the Department of Public Information. Jones said the D’Urban Park will be enhanced with fencing and sanitary blocks. “We recognize in the afternoons and in the mornings it is heavily used by the public. We want to encourage that but of course, we want to

ensure that the venue itself is protected and the persons who use the space between that time are comfortable.” He also highlighted that the NSC is looking to pave a significant portion of the inner space of the park to make it more user-friendly. “It is noteworthy to mention that when we have observances such as Mashramani and Independence we have people who would be performing and currently you have children who are performing on bricks, which is not a situation we want to see continue.”

He added that “By paving that space, in absence of events, you can simply just erect a lawn tennis net for example and several other sporting activities could be had in the entire space simultaneously.” As it relates to synthetic tracks in Linden and Berbice, Jones said that major works would be completed this year with ground preparations, fencing and securing of the synthetic materials. Come 2019, the actual laying of the tracks will be done along with other works to complete both facilities.

CCJ rejects another Bisram appeal From page 12 The Court was also asked for Order or Rule Nisi of Mandamus compelling the DPP to wholly withdraw and discontinue the charge against Bisram on the said grounds. Following a hearing in the High Court, Justice Singh refused the orders sought and dismissed the application. The decision taken by the Judge was appealed and an application to have the matter heard expeditiously at the Appeal Cou r t w a s a l s o filed. The application for urgent hearing was consid-

ered following arguments presented by attorneys representing Bisram and Solicitor General Kim Kyte and State Attorney Stacy Gooding. Last April, Justices of Appeal, Rishi Persaud, Rafiq Khan and Arif Bulkan delivered a ruling in which they outlined that the applicant failed to satisfy the criteria set out for matters to be heard expeditiously. In handing down the rul-

ing, the Court pointed out that given a number of prevailing realties, speedy justice for an individual must yield considerations of equity and even handed treatment of all; the applicant on behalf of Bisram failed to satisfy those grounds. In the circumstances, the Court noted that the appeal against Justice Singh’s ruling must take the normal course.

years have been defeated.” He, however, noted that with the new thrust that Guyana is going into “I think cooperatives is really going to auger well... maybe some oil funding can be aside and

can help the younger generation to really achieve heights especially in value added production because more often it is just a farm to market practice with respect to agriculture.”

But according to Robinson, cooperatives do not only revolve around agriculture but they can be used in any other business enterprise and it is something that should be national front.

Contractors, Ministry blamed as two Linden schools remain closed One Mile Nursery Wisroc Nursery School

Schools across Guyana, including those in Linden officially opened their doors for the new school term on September 3, despite strike action that teachers had staged for salary increases. The strike however saw several parents, keeping their children at home. However things eventually

returned to normalcy after arbitration was decided upon by both sides and schools were officially opened on Monday last. But two nursery schools in Linden, the One Mile Nursery and Wisroc Nursery had not opened because of unfinished rehabilitative works according to disgruntled parents. The children from One Mile

Nursery were as a result housed at the Wismar Hill Primary school. But parents of the pupils of the Wisroc Primary School were forced to keep their children at home. One vocal parent vented: “we already had to keep these children at home due to the strike, now because of nonsense, the children can’t go to their rightful school...they got to be

shifting them to another school. It is very frustrating and hard on parents.” Another parent named Donna(only name given) also voiced her disapproval at this state of affairs. “I think it’s ridiculous that construction is now being done on my child’s school since the Ministry and the relevant

authorities had two months plus an extra week of strike action to get the building ready for the kids. It’s funny how when the Ministry is at fault no one thinks it best to notify parents!” But Acting Regional Education Officer, Keane Adams is blaming the tardiness of the contractors, who he said did not complete the rehabilitative works

in a timely manner. “This is something that’s been happening all the time, it’s very frustrating and totally unacceptable.” Adams however pointed out that the One Mile Nursery resumed classes at the school on Wednesday, while the Wisroc Nursery should be ready by Monday.

A section of the road where vehicles are made to divert Commuters and villagers along the East Coast Demerara public road continue to face various woes in wake of the US$45 million upgrade works going on. Residents, businesses and traffic between Better Hope and Annandale are experiencing the brunt of the inconveniences being caused by the contractor, China Railway First Group. Commuters traversing the areas currently under works are made to manoeuvre a flurry of potholes. At some points, the road is dug out, leaving drivers to traverse along sand and stone laid out along the side of the road to facilitate the expansion. The need to carefully and cautiously proceed along what is essentially a gravel pathway, has led to traffic being backed up during off peak hours, making traversal during peak hours

extremely frustrating. This is further complicated by the complete absence of any form of traffic management, leaving drivers at the mercy of fellow drivers, allowing for a “first come first served mode of driving on the roadway. Many businesses have suffered as well, as the entrances to businesses were uprooted to facilitate the expansion of the roadway. Even the Regional Democratic Council has suffered some setback as the entrance to the compound was removed and replaced with a makeshift sand bridge, leading to them having to find alternative routes out of the compound. The residents of Annandale have been subjected to extreme flooding due to the drains and canals being blocked by debris.

Guyana’s debt level will rise this Contempt proceedings against year and the next - IMF projects Attorney General withdrawn The International Monetary Fund (IMF) is projecting Guyana’s debt levels to rise in 2018-19 due to the expansionary fiscal policy. The IMF stated this in its most recent staff report. The Fund said that Guyana’s fiscal deficit is projected at around 4.7 percent of GDP, on average, over the medium term, driven largely by capital spending on Infrastructural projects. IMF noted that government’s oil revenue averages 5.5 percent of GDP in 2020-22 and 21 percent of GDP in the long run, underpinning the initial reduction in the overall deficit as oil production starts, and subsequent fiscal surpluses which will be accumulated in a sovereign wealth fund. The Fund said that under these assumptions, while total public and publicly-guaranteed debt increases to 61 percent of GDP by end-2018,

it will stabilize at 56.3 percent of GDP at the start of oil production in 2020. “The debt ratio gradually tapers to 21.9 percent of GDP by 2038, based on increasing oil revenue and an assumption that outstanding domestic government debt securities will be maintained at 20 percent of GDP for the sake of developing and maintaining a liquid domestic bond market.” Further, the IMF stated that the analysis of Guyana’s debt sustainability takes into consideration a publicly guaranteed debt to finance the restructuring of the stateowned sugar enterprise. The Fund acknowledged that following continued losses in the state-owned Guyana Sugar Corporation (GuySuCo) which resulted in heavy subsidies amounting to 1-2 percent of GDP per year over the last three years, the government had undertaken a restructuring which in-

cludes a reduction in its workforce and the establishment of a Special Purposes Unit, at the National Industrial and Commercial Investments Limited (NICIL), to divest its assets. IMF noted that NICIL is raising G$30 billion (3.7 percent of GDP) through a fiveyear syndicated external bond, secured by its assets and guaranteed by the government. That bond carries an interest rate of 4.75 percent, making Guyana one of the lowest credit risks in the Caribbean. IMF said that the borrowing will cover part of the workers’ severance payments and the revitalization of three out of six of GuySuCo’s sugar estates prior to their privatization. IMF further noted, “NICIL was incorporated as a Private Limited Company under the Companies Act of 1991 and is 100 percent owned by the Government of Guyana. Revenue from GuySuCo and associated businesses, and proceeds from the privatization of GuySuCo’s estates will be used to repay this bond. The principal repayment is spread evenly over five years. To be conservative and to ensure that the public guarantee is fully reflected in the debt statistics, this analysis takes into account the G$30 billion borrowing by NICIL, although it is secured by the company’s assets.”

The contempt proceedings filed against Attorney General Basil Williams have been withdrawn. The decision to withdraw the proceeding was made yesterday after the case came up at the High Court before Justice Navindra Singh. Earlier this year, Attorneyat-law Anil Nandlall had filed contempt proceeding against the AG for failing to operationsalise the Judicial Review Act,(JRA) in keeping with a Court order issued by Chief Justice (Ag) Roxanne George.. The JRA is an area of public law which is designed to specifically assist members of the public in challenging acts committed against them by State officials including Government Ministers. The Act was passed in 2010 but was scheduled to be enacted after the new High Court rules /Civil Procedure Rules, (CPR) were in place. The new High Court rules came into being in 2017 and the Attorney General and Minister of Legal Affairs Basil Williams was tasked with bringing the Act into effect by publishing an order signed by him in the Official Gazette. However, Williams has been accused of procrastinating on the matter. In May, the Chief Justice, (CJ) issued an order for Minister Williams to operationalise the Act on July 31, but Williams sought to challenge and stay the order of the CJ by filing motions of

Attorney General Basil Williams Appeal. Following a ruling by the Appeal Court in favour of bringing the act into operation, information was issued in the official gazette purportedly to bring the JRA into force. However the date of commencement was not in keeping with CJ’s order. Instead, the information published in the official Gazette noted that the JRA will commence on January 1, 2019. A new commencement order for July 31 was later issued by the AG’s chambers. Nandlall had filed contempt proceedings against the AG and Williams had asked that contempt proceedings filed

against him be struck out on the grounds that it will constitute an abuse of the court process since he has already complied with the court order. When the matter came up yesterday Nandlall through his attorney expressed that although there is basis to proceed with the Contempt of Court proceedings, he did not desire to do so. Following the hearing Nandlall told the court that his intention his intention from the beginning was always to cause the J. R. A. to be operationalized “so that the citizens can access the remedies under the Act to ensure that there is good and accountable government and public administration. I am happy that I was able to achieve that objective. That is what is important.” It was pointed out however that the Attorney General is in further Contempt of Court in that he has not paid 100,000 cost awarded by Chief Justice George nor 150,000 ordered by Justice of Appeal Khan in the Court of Appeal have been paid. “My lawyer indicated that once these costs are paid he is prepared to withdraw the Contempt proceedings. The judge agreed and imposed another twenty-five thousand dollars (25,000) which the Attorney General must pay for the Contempt proceedings. The judge ordered that these costs be paid by the 12th of October, 2018. “ Nandlall said.

Over 57,000 applicants on record at CH&PA

LEGAL NOTICE 2

- Minister Patterson-Yearwood says hoping to reduce the number The Central Housing and Planning Authority (CH&PA) says it is working to address the needs of the 57,000 applications it has on record. Minister within the Ministry of Communities with responsibility for housing Valerie Adams Patterson-Yearwood said on Thursday that “we can’t get it all in one year, in two or three years, but what I can assure you is that we are working towards that.” She was addressing new landowners in Region Three (Essequibo Island/ West Demerara) at the Regional Democratic Council office. The Minister distributed close to 100 house lots to a number of applicants in the region, some as far back as 1989. According to the Minister, there are currently available house lots at Tuschen Village, Essequibo Coast, however, the

CH&PA has made submissions in its 2019 budget for some other areas in the region to be made available to citizens. Minister Patterson-Yearwood spoke of the houses that are currently being built at Onderneeming on the Essequibo coast and encouraged persons who are interested to contact the Regional Office. Minister Patterson-Yearwood said the CH&PA will be focusing on building homes especially for persons in the lowincome bracket. She said it has been found that the greatest need for housing is at the low-income level. Houses will be constructed at Prospect, East Bank Demerara for prices ranging from $3.5Million to $6Million to meet the needs of low-income earners. The construction of the homes will follow a housing exhibition, which is slated for December.

Bitter debate as cops look to question lawyer who “cussed” traffic rank after pulled over There is a bitter debate raging after a “routine” traffic stop Thursday by a police rank ended up with a video going viral and questions about the powers of the police. The police rank posted the video on his Facebook page. It quickly went viral. In the video, which lasted just over 3:50 minutes, a man who identified himself as “Ryan f#@king Crawford”, an attorney-at-law, was highly upset at being stopped, questioning the cop about the legality of it. He later drove away. The cop was videoing the stop and the lawyer seemed to be fully aware of it. The incident was said to have occurred on the East Coast of Demerara. Yesterday, Commander of ‘D’ Division, Calvin Brutus, said that he has requested the assistance of the ‘B’ Division, in East Berbice, for a statement to be taken from the lawyer. The commander said that the file will be sent for advice. According to the video, the BMW sedan, driven by Crawford, was pulled over somewhere along the East Coast Demerara roadway. The lawyer, who had a male passenger seated next to him, demanded to know why he was stopped. The rank said he could not see the driver properly and therefore stopped the car. However, this angered the lawyer who insisted that he was behind two trucks and was not buying that explanation. “What sc#%t you telling me man? What f#%ing nonsence you telling me?” The tirade continued. “My name is Ryan f#%ing Crawford. You tell whoever you talking to… attorney-at-%&ing law. You heard me? So #%k you.” The lawyer said he did nothing wrong and refused to produce his driver’s licence. “I don’t give a #%k. I did not do anything wrong,” the lawyer responded on a re-

Upset lawyer: Ryan Crawford

quest for his documents. The lawyer loudly said that there must be reasonable suspicion and probable cause to stop him. The lawyer also refused to wind up his driver’s side window, demanding that the cop use a “tintometer”. “Bring your tintometer. Bring your tintometer and check my f#%king glass.” The upset lawyer challenged the police rank to go and tell each and everyone – the f#%king Commander; the f#%king president and the #%king vice president. Crawford made it clear that he has a “#%king” right to travel on the road freely without interference, unless he breaks the “#%king” law. “I did not. You have no right.” The audio on the video went off and then shortly after, the car drove away. The video ended. Yesterday, social media bitterly debated the stop with critics divided on the incident. On one hand, there were cheers for Crawford’s behaviour, for saying what many felt about the “abuse” by traffic cops in shakedowns of motorists. There were others who felt that he went overboard and should have produced his

documents when asked. Attorney-at-law, Sanjeev Datadin, raised the question about the legality of the stop although admonishing the way that Crawford conducted himself. “So my friend Ryan Crawford has done more in three minutes and 39 seconds to inform every citizen that the Police must have a reason to stop you on the public roadways BEFORE they stop you than the judges and magistrates have done for the past 25 years. Everyone has a view on the way he delivered his lesson on the law but it’s a clear and accurate lesson all the same.” Datadin said that for too long, there are police roadblocks and ranks on road corners stopping citizens for no apparent reason. “…well they need a reason to stop you first ... a good and valid reason ... not because they feel like or they are doing “spot checks” ... the Police also like to say it’s “random” checks ... random checks are arbitrary and unlawful. Ryan Crawford …that was some “speech” tho ... great birthday present ... ha ha ha ... won’t be forgotten ... lol.” However, police spokesman, Jairam Ramlackhan, explained that the police have

the power to stop and search and detain. It must be followed by a suspicion, for example if the car is driving dangerously. According to Ramlackhan, any policeman can stop and search, once there is reasonable suspicion. The issue of stopping and demanding documents from drivers has been a hotly contested one. Many drivers complain of being victims of shakedowns to buy a ticket to some police function or leave a “lil drinks money.” In December 2013, a groundbreaking High Court ruling and a judgment of over $2M had raised the issue. The plaintiff was none other than a sitting judge, Navindra Singh. The judge was a lawyer in 2006 when he said his car started giving problems. He was accused by a police patrol of obstructing traffic and then pulled into the corner and told they wanted to search his vehicle. The lawyer resisted and was later taken to the station. He was charged for having expired documents but the case went nowhere. He later sued and won. In the judgment, Justice William Ramlal said that research of the Police Act found that ranks may also stop, search and detain any person who may be reasonably suspected of having or conveying in any manner anything stolen or unlawfully obtained. The instances must contemplate a situation where an offence has already been committed. ”Let me say at the outset that the police have no power to stop, search, arrest and detain any citizen under Section 17 and/or Section 19 unless he has reasonable grounds for suspicion that he will find stolen or prohibited articles or that he has reasonable grounds to suspect that a person whom he reasonably suspected has committed (Continued on page 24)

Bitter debate as cops look to question lawyer who “cussed” traffic rank ... From page 23 ‘an indictable offence will be found, or that any person has committed a summary or indictable offence in his view or presence or that he has credible and reliable information from someone that a person has committed a summary or indictable offence.” T h e c o u rt also questioned how the police ranks moved from traffic offences to searching for guns and ammu-

nition. Justice Ramlal said that the conduct of the policemen was wholly unacceptable and renders them incapable of discharging their functions as members of the Guyana Police Force in a manner acceptable to the public. In January 2016, the police force had issued a statement saying that “traffic ranks are not authorised to stop motorists

for routine checks of documents. They should only do so if an offence is committed in their view or where there is reasonable suspicion.” The Police Force also said that “its policy is that police ranks in plain clothes and in unmarked vehicles are not authorised to stop motorists except when they are performing duties on the roadway in front of a Police Station.”

WADA committee recommends reinstatement of Russia’s anti-doping... From page 26 of the U.S. Anti-Doping Agency, was concerned about its transparency. Russia’s anti-doping agency has been suspended since 2015 after a WADA commissioned report revealed alleged widespread doping in the country, although Russia has repeatedly denied state involvement. WADA President Craig Reedie said in March that Russia’s refusal to acknowledge the systemic doping alleged in the McLaren report and its failure to allow access to Moscow’s suspended antidoping laboratory were blocking its return. HUGE WORK Russian Sports minister Pavel Kolobkov told Russian

news agencies yesterday: “I was certain that the compliance review committee would, sooner or later, recognize the huge work that has been done by Russia in the fight against doping. ”We have always strived toward cooperation, we did everything that depended on us... We are open to the maximum because we have nothing to hide. Only together were we able to reach this result.” He added that Russia looked forward to returning to WADA. ”For us the reinstatement of RUSADA at the next WADA executive committee is important. We will wait for the September 20 decision with hope. Believe that we did everything that we could.

And we are ready to cooperate with our foreign partners, to continue work in that direction, to follow uniform rules that are equal for all.” However, USADA’s Tygart said in a statement to Reuters that he had mixed reactions. “Frankly, it stinks to h i g h h e a v e n . WA D A should stop the sleight of hand and release the new CRC recommendation as well as any information received from Russia now showing they are compliant,” Tygart said. ”If they are compliant then great, we will get access to all the data and samples at the Moscow laboratory and finally justice can be served in the hundreds of cases that have been derailed up to now.”

‘SYSTEMATIC MANIPULATION’ The International Olympic Committee (IOC) reinstated Russia in late February after the remaining tests from this year’s Pyeongchang Winter Games all returned negative. The IOC had banned Russia from the Pyeongchang Olympics after it found evidence of an “unprecedented systematic manipulation” of the anti-doping system. But it had allowed Russians to compete in the Winter Games as an “Olympic Athlete of Russia”, as long as they satisfied strict conditions that showed they had a doping-free background. Singapore GP: Kimi Raikkonen top as Sebastian Vettel hits wall

Text and audio commentary of final practice and qualifying is on the BBC Sport website. BBCsport - Ferrari’s Kimi Raikkonen led Lewis Hamilton’s Mercedes by just 0.011 seconds in second practice at the Singapore Grand Prix. Hamilton’s title rival Sebastian Vettel was ninth after hitting the wall and damaging his car’s right rear corner. Vettel was one corner from the end of a lap that looked set to put him up with Raikkonen and Hamilton. The German was able to get the car back to the pits but the extent of the damage ended his session. Vettel slid sideways into the wall on the exit of Turn 21, at the end of what would have been his fastest lap of the season, catching it with his right rear wheel. It was a glancing blow and the wheel stayed attached to the car but he immediately felt damage and pulled straight into the pit entry. As he parked in the Ferrari pit, hydraulic fluid was pouring from the back of the car. Vettel is 30 points behind

Hamilton with seven races to go. ”The bad was the touch to the wall, which made the session come to an end. We lost some time, which is not ideal but nevertheless the feel I had for the car was all right and we should be fine for tomorrow (today). “It was very close and I expect it to be very close tomorrow (today).” Ferrari came into the weekend as favourites on a track where Mercedes have traditionally struggled. Hamilton said on Thursday that he “hoped” Mercedes would be competitive but that “Ferrari should have the upper hand”. Ferrari have ended the day quickest, but the Mercedes is much closer to it on pace than had been expected - both in qualifying trim and later in the session on race fuel loads. Raikkonen and Hamilton were very evenly matched on their race simulation runs. Hamilton ended his run on the hypersoft tyres on which teams are

likely to start the race with a slightly quicker average lap time than the Finn. But it was difficult to be absolutely sure of the relative pace of the cars because Hamilton punctuated his run with a number of slow laps that might have helped the longevity of his tyres. Max Verstappen was third fastest for Red Bull ahead of team-mate Daniel Ricciardo. The Dutchman was 0.522secs off the pace but Red Bull appeared to be much closer on race pace, Ricciardo setting an average 0.064secs quicker than Hamilton but on a slightly shorter run. The second Mercedes of Valtteri Bottas was off the pace - 0.669secs off the Briton’s pace. Best of the rest was Renault’s Carlos Sainz, ahead of Haas’ Romain Grosjean and the McLaren of Fernando Alonso, an encouraging start for the Spanish double world champion on a track where he has always excelled.

Hamilton likes the look of F1’s future cars Singapore (Reuters) - Formula One showed off a vision of its car of the future on Friday and world champion Lewis Hamilton liked what he saw, even if Ferrari were less excited. Ross Brawn, the former team boss who is now F1’s managing director for sport, presented images created by a graphic artist showing how the next generation might look after a rules revolution post-2020. The sleek and aggressive cars featured bigger wheels with a more integrated halo head-protection system and

simpler front and rear wings. Mercedes driver Hamilton, 30 points clear of Ferrari rival Sebastian Vettel ahead of Sunday’s Singapore Grand Prix, had sounded positive already after images began to circulate on social media. ”I’m def (definitely) gonna be driving if cars look like this,” the 33-year-old Briton said on his Instagram account. “Just please bring a V12 or V10 back.” Ferrari team principal Maurizio Arrivabene offered more of a verbal shrug, however. “I was looking at the car

presented a couple of days ago by Ross,” he told reporters in a news conference after first practice. ”It’s a good exercise. I was asking our engineers what they thought about this, they said it’s a bit underwhelming in their opinion and it looks like an old ChampCar. But it’s an exercise.” Brawn said Formula One wanted drivers in cars that “young people want to stick up on their walls. ”I see no reason why we can’t have exciting-looking cars. Simon Yates increases lead to over a minute after stage 19

Yates (centre in red shirt) produced a superb break to take the lead in stage 19 before Pinot won on the final stretch. BBCsport - Britain’s Simon Yates took a big step towards winning his first Grand Tour after finishing second on stage 19 of the Vuelta a Espana to increase his lead to one minute 38 seconds. The 26-year-old, bidding to become only the second Briton to win the Vuelta after Chris Froome in 2017, was 25 seconds clear before yesterday’s stage. A superb burst saw him go clear before Thibaut Pinot won the 154.5km stage from Lleida to Coll de la Rabassa. Nearest rival Alejandro Valverde lost ground after finishing eighth. Today’s penultimate stage is a 97km ride through the mountains, ending with a gruelling 17km climb of Rabassa, before Sunday’s closing stage from Alcorcon to Madrid. Mitchelton-Scott rider Yates made his move with 10km remaining on Friday, but Valverde, who won the race in 2009, could find no answer. Nairo Quintana dropped back to assist his Movistar teammate but their chase faltered when the Colombian suffered a puncture, while Yates continued to drive the pace at the front. He beat Valverde by 67 seconds on the road and

picked up another six seconds in bonuses for second place. “I’m very wary of tomorrow, about what could happen in one day,” Yates insisted. ”So I’ll try to stay focused now and of course enjoy the day, but really it’s not over until it’s over. ”The team did a fantastic job again. Jack [Haig] did a really good job to set me up before I went away, and [twin brother] Adam was always behind in case I came back, so we did a fantastic job, but we’re focused on tomorrow now. ”I have to thank Thibaut for helping me. WADA committee recommends reinstatement of Russia’s anti-doping agency Moscow (Reuters) - The World Anti-Doping Agency said yesterday that its compliance review committee (CRC) had recommended the reinstatement of Russian antidoping agency RUSADA, which has been suspended since 2015 over alleged statebacked doping. WADA said the committee had reviewed a letter from

the Russian sports ministry it said had “sufficiently acknowledged the issues identified in Russia,” thus fulfilling the first of two remaining criteria for its reinstatement. ”For the second outstanding criterion, the CRC accepted that the new commitment to provide access to the data and samples in the Moscow laboratory to

WADA via an independent expert would be sufficient to justify reinstatement...” WADA added. WADA’s executive committee will meet on Sept. 20 to review RUSADA’s efforts to bring about a reinstatement. 23rd World Masters Athletics C/ships – Malaga, Spain

Fortune glides to silver medal in season best time; end with 1 gold and 2 silver Guyana’s Alisha Fortune closed off participation at the World Masters Athletics Championships in Malaga, Spain yesterday by gliding to the 400m silver medal in the Women Over-40 Division which capped a fantastic campaign for the Guyanese who bagged 1 gold two silver medals in the three events she contested. Not being in the best of shape owing to many challenges including lack of finances, Fortune was the fifth fastest qualifier for the final, kept in close touch with her Coach Julian Edmonds here in Guyana and was able to rally to make herself and country proud by taking the silver medal in 58.36 behind gold medalist, Susie McLoughlin of Great Britain who won in 57.79.McLoughlin turned the tables on Fortune having had to settle for the silver medal in the 200m which Fortune won and bronze in the 100m behind Fortune who had taken the silver medal. The 400m bronze went to Cynthia Monteleone of the USA, the fastest qualifier for the final. As she had stated after

the previous two races, Fortune reiterated that her being there and subsequent performances is nothing short of a miracle. ”Again it’s a miracle that I ended up on the podium, able to capture another medal. I wanted the gold but had to be content with eth silver but nobody thought that I would have been able to medal based on the times that I did during the preliminary qualifying stages. I am still not well ever since I got here in Spain; I cannot eat the way I’m supposed to due to not having enough funds.” Foster revealed that Thursday was a rest day and she choose to rest the entire day which allowed her to be a bit stronger for the final yesterday. “Immediately after the race I had to go test by pressure due to head swings and my blood count was also low. I could not wait for the medal ceremony, the organizers had to just give me my medal and send me back to the hotel.” The time recorded by Fortune is her seasons best, she has not ran such a time since 2015, the last time she ran this distance at the international level. ”To God be the glory for

Alisha Fortune and former Guyanese athlete Euleen Josiah-Tanner now representing the USA. allowing me to do what I have done against the odds here in Spain. I am happy and I am satisfied that I was able to on the podium three times. I didn’t get the financial support that I needed, for me to do what I have dome I need support, it just don’t happen like that.” It was also noted by Fortune that having one’s personal coach as well as a massage therapist is very important when competing on the international circuit. Athletes

from all across the world are here competing. For example, the Kenyan athletes are being highly rewarded by their government for podium fin400m Final Results Pos Bib Lane 1 3197 5 2 3520 7 3 7986 6 4 7972 4 5 3900 2 6 5079 8 7 4386 3 8 7996 1

ishes and the same is happening with the USA athletes.” It is by pure discipline, grit and determination that Fortune was able to excel in Spain, she pointed out that the other countries athletes would have had all the necessary medical and other personnel available to them to ensure that they were well prepared for the battles. ”You have to be here to see, these games are huge I tell you, it is taking place t four different stadiums at the same time since September 4th.” ”I want to thank my coach who believes in me, he gave me the relevant advice for the 400m final and I stuck to that which brought me through. Thanks to the VP of the Masters Association Malcolm De Freitas, Demerara Distillers Limited, Caricom Inc., Guyana Geology and Mines, KP Thomas and Sons, Modern Optical, Kenrick Smith my Pastors and leaders for their collective support and assistance.” Fortune further disclosed

that she had to burrow monies to take care of her hotel expenses in Spain to the tune of $320,000. She had to seek accommodation at a hotel over 30 minutes away from the main hotel since staying closer would have been more expensive. ”It did not come easy but I would have been able to win three medals, I would have liked to win three gold medals again but it did not happen. It’s a team thing, I alone could not have done it, I need support from my people back home, the government and corporate Guyana; other athletes need support also. We have the talent in Guyana but we have to start looking at our athletes, we are the ones who have the Golden Arrowhead flying high. These people did not even want me to run because of the way I am feeling but I insisted that I do so for my country and I think this ought to be respected.” Fortune concluded.

Proteas women still have room for 102-year-old Man Kaur from Patiala wins 200m gold at improvement despite victory =Bridgetown, Barbados, CMC – Following a mammoth 137-run victory by the South African women over a Barbados Cricket Association Women’s Select XI on Thursday, assistant coach Salieg Nackerdien still believes the visitors have room for improvement. The Proteas scored 222 for four in their rain-affected 33-overs a side contest, with Suné Luus top scoring with 86 runs from 91 deliveries, while other meaningful contributions came from captain Dané van Niekerk who scored 48 off 43 balls and Mignon du Preez who blasted an unbeaten 36 off just 18 balls. They then restricted the Barbados side to 85 for eight, with Masabata Klaas (2-13) and Zintle Mali, who took two wickets for 18 runs being the main destroyers. Nackerdien said he was happy with the performance and saw some improvements from his side’s last tour of England. ”I’m very, very pleased with the way we went about our batting, the intent that we

It was also nice to be outdoors and in a game situation after we’ve been practicing for two days now in the nets,” he said. However, he said there were still some areas which needed to be finetuned ahead of their ODI clash with the West Indies women tomorrow.”An area that we can improve on is running between the wickets, espe-

cially when we’re hitting the boundary riders. We can definitely turn our twos into threes, but I must also say that we’ve improved massively in terms of getting off strike quickly and that was pleasing to see. ”From a bowling point of view, the extras are a bit of a concern, but that can be addressed along with the bowlers’ personal game plans. They did well today in unaccustomed heat and heavy humidity. All in all, it was a good day out,” Nackerdien said.

IndiaToday - Man Kaur has done it again! The 102year-old Indian athlete has clinched her second successive medal at the World Masters Athletics Championship in Malaga, Spain. Bravo brothers, Pollard, Simmons edge closer to West Indies returns

Dwayne Bravo takes flight Getty Images ESPNcricinfo - The Bravo brothers, Kieron Pollard and Lendl Simmons have all made themselves available for the Trinidad and Tobago Red Force in Cricket West Indies’ upcoming Super50 Tournament, in another step towards returning to the national side for the 2019 World Cup in England. A release from the Trinidad and Tobago Cricket

Board stated that Bravo would, in fact, be the vicecaptain of the Red Force, which will be led by wicketkeeper-batsman Denesh Ramdin. Also named in the squad was fast bowler Ravi Rampaul, who last played for West Indies in November 2015. The latest development came after it had emerged in July this year that talks were

ongoing between the players and Cricket West Indies. The board subsequently shifted the Super50 from February 2019 to October this year, to ensure minimal clash between the domestic 50over competition and various T20 leagues around the world that the players are a part of. Johnny Grave, the CWI chief executive officer, had

Denesh Ramdin © Getty Images told ESPNcricinfo then that the board intended to let the players perform in the Super50 to earn their way back into the national squad. The view was seconded by Courtney Browne, the chairman of selectors. The developments serve to further bridge the differences between the players and the board that began when Narine, Pollard

and Darren Bravo chose the Pakistan Super League (PSL) over representing West Indies in the World Cup Qualifiers. Matters then took a turn for the worse when the Bravo brothers, Pollard and Narine claimed that they were denied an opportunity to help the Caribbean people after being ignored for a Hurricane Relief

charity game between West Indies and a World XI side in May. This move is now the latest in a series of remedial measures that has resulted in the comebacks of Chris Gayle and Marlon Samuels, Andre Russell returning to the ODI fold for the first time since November 2015, and a revamped player contract system.

Georgetown, Guyana, CMC – The Guyana Amazon Warriors’ Chris Green is hoping that the fourth time will be the charm when the team contest tomorrow’s Hero Caribbean Premier League (CPL) final. The Warriors qualified for their fourth CPL final when they defeated the Trinbago Knight Riders by two wickets in Tuesday’s first playoff match. They will now await the winner of last night’s match between the Knight Riders and the St Kitts and Nevis Patriots.

However, they will be looking to go one step further this time around and win their first title, having lost to the Jamaica Tallawahs in the 2013 final and again in 2016, while they also suffered defeat at the hands of the Barbados Tridents in 2014. Green, who originally joined the Warriors as cover for Cameron Delport but stayed on after Shoab Malik returned to Pakistan, said he is hoping they can end that drought. ”We’d like to think that this is the year, but it is just another game of cricket that

we get to enjoy each other’s company. We’ve really had a tremendous journey as one big family and we’ve thoroughly enjoyed it, so the fact that we get one more game with each other and it is in a final, we’ve got a great opportunity to bring that trophy home to the people of Guyana who have been so supportive of us throughout the Caribbean. ”Naturally we’re going to gear up for the final by keep doing what we do best; one last, big effort from us and keep enjoying our cricket,” Green said.

interest in Saturday’s card and a title sponsor will be disclosed at Friday’s press conference. “Since the big promoters like Carwyn Holland and Odinga Lumumba are no longer around boxing the sport is dying so we decided to set in the help to keep boxing alive” Marques said.”We need the support from the public and business to keep boxing afloat since we will do more promotions in the future” Marques concluded.
