A GOOD MOVE To my recollection, the decision of the government to initiate a fraud probe against the company contracted to build the Specialty Hospital is the first time any such action has been taken against a contracting firm. In this respect, the decision of the government is to be welcomed and commended. It is also likely that the government will initiate civil proceedings against the said company in order to mitigate its losses. The company in turn is anticipated to counter sue the government for not honoring aspects of the State’s contractual
obligations to the company. All of this has a background that is being missed. The action by the government follows a civil action being undertaken by a local company against the firm contracted to build the hospital. The claim by the local company is that it is owed, as a sub contractor, in excess of US$200M for foundation works. This raises a number of issues. From the standpoint of political economy, one has to ask whether the decision of the government to move against the Indian company has to do with the fact that a powerful member of the
propertied class is claiming sums owed to it. In other words, is the fact that a powerful member of the business class felt cheated by the Indian firm the reason why action has been taken by the government? Or are the two actions independent of each other? The two actions, one by the local firm and the other by the government are certainly not mutually exclusive. If the cost to construct the foundation of the hospital is G$400M, then what is likely to be the final cost of the entire hospital? This hospital could end up costing more than the Hope
Irate residents torched a car at Letter Kenny, Corentyne, after a speeding driver struck down and killed an 18 year-old girl at around 18.00 hrs yesterday. Reena Devi Singh, called ‘Asha’ and ‘Ashmanie’ of Lot 222 Letter Kenny, had just gotten off a minibus when she was struck down by a blue Toyota, PMM3080. She was rushed to the Port Mourant Hospital where she succumbed. According to reports, the 20-year-old driver, reportedly of North Ruimveldt, was about to overtake another vehicle when he struck the teen.
Eyewitness Ramdat Singh recalled that he was drinking a beer when he noticed Singh crossing the road “and the car come full speed, hit the girl and swerve into the trench,” on the southern side of the road. The man said the teen was hurled some two hundred feet away from the point of impact. He then saw persons, including the alleged driver of the car, picking up the motionless girl. Another eyewitness said that the driver went to Singh and placed his hands on her neck, apparently to check her pulse. Continued on page 18

Canal. This cost of the foundation certainly needs some explaining. Is this a hospital being built or a bomb shelter? The other main problem concerns the monies outlaid so far on the project. It has been said that about G$800M has been so far disbursed by the government to the Contractor. But has G$800M worth of work been undertaken? This is the multimillion dollar question that is being asked. One would presume that monies would be disbursed in tranches and that each disbursement would only take place after works associated with a previous tranche were satisfactorily completed. Was this done in this case? There needs to be some explanations from the government as to what are its contractual obligations in respect to the disbursement of funds for this project since significant sums reached the contracting company. But whether value for this sum was obtained is not quite clear. If for argument sake we assume that G$400M dollars was used for foundation works, what was the other G$400M used for or allocated towards? This is what the ordinary man in the street is asking.
There will be all manner of conspiracy theories spun around this issue. It is necessary for the government to defuse these theories by going beyond a mere police investigation. The police investigation will only relate the allegations that a forged document was submitted. It does not explain how US$4M was disbursed so far. It does not explain why the foundation work alone costs US$2M. These issues would obviously have been covered in the report by the Consultant to the Project. But it is still necessary that the government undertake a much wider probe to determine a number of other things relating to this project. For one, if as is alleged a fraudulent bond was submitted by the company, what verification checks were immediately done? Were monies disbursed prior to these verification checks being undertaken and who approved the disbursement? Was the government, as alleged by the Contractor, in breach of its contractual obligations? Answers are needed to these and other questions because right now conspiracy theories are being spun. Remember that some political parties had previously
accused the government of running a Ponzi Scheme in relation to another project. The government should avoid similar accusations in regards to this project. The government should have a reputable international agency undertake a forensic audit of this project and determine whether there were any irregularities with the way this project was managed by both the executing agency and by the Contractor. The criminal probe has implications for relations between Guyana and India. In light of what has happened here, it is doubtful whether the Indian government will want to commit further funding on other projects in the pipeline. The Indian government would want a full and transparent probe of all aspects of this contract. I am sure that the international community would be willing to provide the skills to undertake a forensic audit of this contract. Such an audit will demonstrate further the government’s commitment to transparency.

Sooba promises probe into Minister’s tax waiver - if Council approves action Town Clerk (ag) Carol Sooba has promised that should city Mayor Hamilton Green and councillors take a majority vote and demand an investigation into the controversial tax waiver of close to $30M by Local Government Minister Norman Whittaker, then she would have no choice but to obey their direction. During a press conference at the Council’s Chambers last week, the Town Clerk told the media that “whatever direction the Council gives,” she will allow. She stated that any investigation to be conducted is based on the Council’s decision and, “the Town Clerk is the person who is the Chief Executive Officer.” When asked about a report on the tax waiver being made to the Constabulary, Sooba emphasized that, “the Mayor has no authority to give the Chief Constable any instructions,” but the Council’s decision has to be carried over through her. Chief Constable Andrew Foo told the media that he cannot investigate the matter involving the Minister because the procedure in which reports are made was not followed. He explained that “the Constabulary is aware of some kind of report.” He noted however that the Mayor and others have engaged the Guyana Police Force, but were directed back to the Constabulary. In the meantime, the Constabulary is awaiting a report from the Town Clerk, since Foo said that Council’s
decision goes through her and then to the Constabulary. Mayor Green, his Deputy Patricia Chase- Green and some prominent Councillors, a few weeks ago, lodged a complaint with Crime Chief Leslie James against what they say is a breach of procedure and a possible fraud committed by the Local Government Minister. The Council claims that Minister Whittaker, via letter, instructed Sooba to waiver several millions in rates and taxes for the owner of former Strand Cinema, now the Universal Church. The Council claims that the waiver was made for the property owner who is a prominent and well-off individual who owns other businesses. They stated further that the Council was in court with the businessman since he refused to pay his taxes claiming that he was loaning the Charlotte and Wellington Street property to the Universal Church for free. H o w e v e r , investigations by the Council, they said, showed that the church was paying a rent for the property. Outside of that, the period for which the businessman reportedly owed taxes did not include the period when the church was established. It is alleged that the businessman was also seeking to sell the property to the Brazilian church and the Council refused to give approval, since the man owed millions on his taxes.

Local Govt. Minister Norman Whittaker
Without the Council’s knowledge, the tax was waivered and the Council claims that the property has been sold for a price in US dollars. The Mayor and Councillors later voted for the Town Clerk and the City Treasurer to go on Administrative leave to facilitate a probe. But the two officers are still on duty and
Councillors have been told that their decision is “not implementable”. However, the Council’s Public Relations Officer Royston King, who had acted as Town Clerk for a brief period, is to return to court on Tuesday over the alleged waiver of taxes for a legitimate not –for- profit, charitable organization, Beacon Foundation.
The Mayor and Councillors are the only ones legally authorized to waiver any tax amounts, and despite them stating repeatedly that they gave King permission to write the tax waiver approval letter, King was brought before the courts. The Council claims that King had merely written to the Foundation to say they were approved for exemption.
Mazaruni prisoner stabbed to death over stolen cell phone A prison brawl has left one dead and another facing additional charges following an altercation at around noon yesterday at the Mazaruni Prisons. The dead man has been identified as 24 year-old, Theon Smith, also known as Theon Branche, who was at the time serving a 15 year sentence for robbery under arms, possession of an illegal firearm as well as break and entry. His attacker was identified as Akeem Edwards, also 24 years-old, was serving
a similar sentence for the same offences. According to reports, shortly before noon yesterday, Smith, who was being housed in the ‘Brick Prison’ reportedly hid a cellular phone in the roof of the walkway, but when he returned the phone was missing and he accused Edwards of stealing it. Edwards was reportedly overheard telling Smith “a gun fix you later.” This publication understands that when a prison officer opened the
cells to feed the inmates, Smith left his cell and went to another occupied by another prisoner. Edwards, armed with a knife, reportedly followed Smith and repeatedly stabbed him during the altercation. Smith was pronounced dead on arrival at the Bartica Hospital. This publication understands that following the incident a team of detectives was dispatched to Mazaruni to investigate the incident.
‘Bull Dog’ shot dead... (From page 6) to the hospital. “I see my son 7’ o clock yesterday (19:00 hrs on Saturday). He come by me and he eat and so and then he leave,” the mother said, adding that her son had gotten himself into some trouble sometime back and was forced to take shelter at different locations. “He does be here, in Diamond and Tiger Bay because of them same madness. I talk to him so many times but he wouldn’t listen to me but if you live by the sword you will die by the sword,” the distraught woman said. She added that people would often tell her that they heard that her son had been involved in some robbery but whenever she confronted him,
he would deny it and claim that “people only using his name.” “He never like to listen; he does play like he knows everything and he ain’t even start life yet.” But Mrs. Fredericks said that despite her son’s “bad ways,” he had a good side. This newspaper was told that the now dead man was employed with a large firm but left the job sometime last month. “I don’t even know why he leave the job up to now because he use to work for good money,” the mother said. The police have not been able to identify Orlando Fredericks’ accomplices. A post mortem examination is scheduled for today.

Residents torch... Several more communities to benefit from From page 9 Kaieteur News understands that there were three passengers in the car, but they fled the scene. Residents reportedly were further incensed after they a found a bag containing a toy gun, a head toque, and three fake identification cards along with clothing in the vehicle. The furious crowd upturned the car in a trench, then dragged it to an empty lot which once housed the Letter Kenny Market, They then set the car ablaze. Members of the Guyana Fire Service had arrived moments before the car was torched but were unable to intervene after residents threatened to damage the fire service vehicle as well. Expressing disgust at the frequency of fatal accidents on the Corentyne Public Road, the crowd turned up to the Whim Police Station where the driver was being held and demanded to see him and have his name. The officer in charge of the sub-division intervened and calmed the crowd down. They plan to return today if justice is not done.

‘Clean-Up My Country’ programme While community cleanup exercises in Albouystown and West Ruimveldt are wrapping up, several more communities have commenced their community enhancement and sanitation improvement programme under the Government of Guyana ‘Clean-Up My Country’ programme. Last week East La Penitence, Lamaha Park and Stevedore have signed their contracts, received their tools and have commenced de-bushing alleyways and parapets and cleaning of drains within the communities. On Friday, the Programme Implementation Community Monitoring Unit made a site visit to Lamaha Park. Walter Charles, Lamaha Park
Community Coordinator who was on site told the team that Block One, which comprises some 3600 square foot of land, is totally de-bushed; drains are de-silted. Charles cheerfully noted that during the exercise, his team was able to remove five large alligators, one anaconda and another large snake. This he said is a great relief to the community since the area was crowded with thick vegetation which created dwelling space for the reptiles. Cleaning of the second block of that community is expected to commence on Monday (September 15). Lamaha Park is divided into three blocks and forty two residents from the community are involved in the cleanup exercise.
Shawn Edinboro, who is responsible for coordinating the cleanup activities to improve the aesthetics and sanitation of East La Penitence, told the Monitor Unit whist on inspection in community that BLOCK One, bound by Cocorite and Freeman Streets, was completed. Overgrown vegetation was removed from alleyways, parapets were weeded, and drains were cleaned. In addition, the coordinator opted to clean the secondary canal which streams from Vlissengen Road to Mandela Avenue in three phases based on the boundaries of the community blocks. So far, the portion within BLOCK One is already cleaned. East La Penitence is
divided into three blocks. The group comprising twenty persons commenced cleaning the community on September 4 and is expected to complete their community enhancement and sanitation improvement project on October 3 2014. On September 11, La Penitence Development Group commenced their community clean up exercise, while at Stevedore work commenced on Friday 12 September. During a community walk about two weeks ago in Stevedore, it was noticed that the area was crowded with thick vegetation on parapets, in alleyway and the drains and secondary canals were completely consumed by think overgrown vegetation. Two overseas-based Guyanese were killed and at least two others injured, after a speeding pickup they were travelling in suffered a blowout and overturned on the Linden-Lethem roadway at around 08.15hrs yesterday. Raymond Khan, 64, of Canada, and Jean Williams, 63, of Trinidad, succumbed on their way to the Georgetown Public Hospital. Kaieteur News understands that they both arrived in
Guyana on separate flights on Sunday, and the accident occurred at the Rockstone junction. Sources identified the injured as Leroy Williams; his wife, Sandra Sookdeo; and the driver, identified as Michael Jordan, 43. Sookdeo and Jordan are said to be hospitalized at Linden, while Williams was treated and discharged. Kaieteur News understands that the
occupants of the Ford F-1 pickup were in the vicinity of Rockstone, when one of the wheels suffered a “blow out.” Eyewitnesses, who disclosed that the driver was going at a fast rate, said that the vehicle toppled several times before coming to a stop. Persons who were in the area pulled the victims out of the wrecked pickup, but Khan and Williams reportedly succumbed shortly after.

Senior UN official voices concern over ‘political stalemate’ in Haiti NEW YORK, United States - CMC - Amid continuing mistrust and disagreement over the electoral process in Haiti, a senior United Nations official has voiced deep concern over the political stalemate in the French-speaking Caribbean Community (CARICOM) country. Briefing the Security Council last week, Trinidadian Sandra Honoré, head of the UN Stabilization Mission in Haiti (MINUSTAH) said that a key provision of the recentlyagreed El Rancho Accord, implied the formation of a new government, changes in the composition of the electoral council, and a new Legislature installed, have not been implemented due to political deadlock. She said the timely establishment of the electoral body was hampered by “a group of politicians opposed to the El Rancho Accord who consistently blocked the required quorum”. Stressing that no agreement had been reached on the required framework for the elections to be held, Honoré expressed particular concern that inability to carry out the polls before the end of the year that may result in “creating an institutional vacuum” after the current Parliament will be rendered dysfunctional on January 12. In this context, she called for an immediate solution to be found on the basis of the rule of law, hailing the recent signs of willingness of the political parties to renew an inclusive dialogue, and President Michel Martelly’s intention to engage in discussion with opposition groups and civil society. “While I welcome these various attempts at identifying a consensual solution, through dialogue, as soon as possible, I also wish to call on all actors concerned to ensure that the solution be on the basis of the Constitution and within a solid legal framework that allows for credible, inclusive, and transparent elections in support of a peaceful democratic transition in 2015,” she told the Council. Honoré said the overall security environment, including the five Departments vacated by MINUSTAH’s military component, has remained relatively stable, adding that only one-fifth of demonstrations are politically-motivated, while the causes of most of them
Special Representative for Haiti Sandra Honoré briefs the Security Council (UN Photo) are rooted in socio-economic problems, such as lack of access to education, electricity and water. Underlining the critical importance of guaranteeing the security and, in line with the implementation of the Haitian National Police (HNP) Development Plan 2012-2016, she called for improvements in the operational capacity of the national police force. “Structural and technical challenges such as a weak administrative and internal oversight capacity, limited regional coverage and scarce institutional capacity in specialized fields, including prison management remain, and require a redoubling of efforts by both the Haitian Government and its international partners,” she said. As for the humanitarian situation, Honoré praised the Haitian government and its international partners for their efforts in implementing the national cholera elimination plan that has led to the significant reduction of the toll of the epidemic. She also welcomed government’s initiatives in economic sphere aimed at attracting investors, stimulating economic growth and creating more jobs. Honoré also noted that amid challenges facing Haiti in the field of democratic consolidation and the rule of law, the reconfiguration of MINUSTAH’s military component as two battalions, recommended by UN Secretary-General Ban Kimoon, would ensure “an adequate stabilization presence to support Haitian institutions, particularly in the context of the next electoral cycle and the continuing development of the Haitian National Police.” The envoy also underscored the essential role of the comprehensive reforms of the justice sector for the positive development of the
country. “Without a wellfunctioning justice system, including corrections, even the best trained and equipped police force will be unable to perform its duties to provide a safe and secure environment, enforce the law, and, ultimately, protect the rights of Haitian citizens,” she said. Honoré reiterated her call for the State institutions and public life actors to continue fulfilling their obligations and to assume greater leadership in order to maintain gains in peace, security and stability through the consolidation of the democratic process, the rule of law and good governance. She also underlined that these goals demanded international cooperation, including additional financial aid from global partners. “We will work with the Government, the UN country team and Haiti’s international partners to develop a comprehensive transition plan that underpins the gradual reduction of the Mission’s footprint,” she said.

Planning Minister slams Arbor/ Rosewood schools director over lack of Town and Country approvals Trinidad Express Director of the Arbor and Rose--wood schools and former senator Philip HamelSmith last month met with Planning Minister Dr Bhoe Tewarie in a last-ditch effort to reopen the schools, even though the facilities did not have the necessary Town and Country Planning approval. Hamel-Smith wanted the minister to intervene in the impasse between the school and officials of the Diego Martin Regional Corporation. Hamel-Smith wrote to Tewarie on August 29, asking the minister to grant temporary relief for the schools to be operational. But Tewarie, in a letter dated August 29, told HamelSmith he needed to “abide by the law, to be pru-dent and to set a good example”. Tewarie’s response came follow-ing Hamel-Smith’s letter, dated the same day, in which the latter asked the minister to grant temporary permission for the site at 129 Long Circular Road despite not having the required legal approvals. The site is to house the Arbor and Rosewood schools and does not have Town and Country Planning approval nor approval from the Ministry of Education. A copy of the letter, which was obtained by the Sunday Express, states the minister empathised with the children concerned and their parents, but said blame should be placed on Hamel-Smith. Tewarie wrote: “The predicament in which you find yourself is entirely your own making. “There was ample time for you to avoid running headlong into a waiting conflict situation and you
proceeded to prepare the building for school, knowing that you had no permission. “The building does not have Town and Country Planning approval. Please be guided.” On September 9, Justice Mira Dean-Armourer granted the Diego Martin Regional Corporation an ex-parte injunction, stopping the relocation of the Arbor and Rose-wood Schools to Long Circular Road, Maraval. The injunction came after the man-agement of the schools did not adhere to two stop orders issued by the corporation’s building inspection department. The corporation is alleging the company EDFAM, which has overall jurisdiction for Arbor and Rosewood schools, does not have permission to convert three residential properties into a school. Tewarie, in his letter, said Town and Country Planning, “by letter dated August 27, 2014, advised you that ‘any continuation of devel-opment, in terms of building opera-tions and change of use, without the necessary planning permission shall be in breach of the Town and Country Planning Act, Chap 35:01, and subject to legal action’”. The minister further said a “letter of advice” was sent to Hamel-Smith on August 4, which stated the pro-posed schools and proposed parking and other facilities on the site will not be permitted under the present planning policy. Tewarie further pointed out he met with Hamel-Smith on August 15, together with the permanent secre-tary and acting director of the Town and Country Planning, in
Dr. Bhoe Tewarie which it was explained to Hamel-Smith “that objections in writing had come from the community, that Town and Country Planning could not consider granting permission for the opening of a school in the face of widespread community objection and indicated that no further consideration could be given to this matter unless a con-sensus were achieved”. “As minister, I cannot in good conscience sanction a decision in part of the Ministry of Planning and Sustainable Development that would lead to intense disruption of a community and create ill will, which can be avoided by prudent and considerate action on your part.” He continued: “I wish to indicate that the inevitable consequence of having the parents of 200 children drive into a community that is opposed to the school being there in the first place is to create a clash of interests between residents and parents of children attending the school. I am not raising other issues of which you are fully aware.”

U.S. sees Middle East help fighting IS, Britain cautious after beheading (Reuters) - Washington said countries in the Middle East had offered to join air strikes against Islamic State militants and Australia said it would send troops, but Britain held back even after the group beheaded a British hostage and threatened to kill another. U.S. Secretary of State John Kerry has been touring the Middle East to try to secure backing for U.S. efforts to build a coalition to fight the Islamic State militants who have grabbed territory in Syria and Iraq. The United States resumed air strikes in Iraq in August for the first time since the 2011 withdrawal of the last U.S. troops, fearful the militants would break the country up and use it as a base for attacks on the West. The addition of Arab fighter jets would greatly strengthen the credibility of what is a risky and complicated campaign. “We have countries in this region, countries outside of this region, in addition to
the United States, all of whom are prepared to engage in military assistance, in actual strikes if that is what it requires,” Kerry said. “And we also have a growing number of people who are prepared to do all the other things,” he said in remarks broadcast on Sunday on the CBS program “Face the Nation”. Australia became the first country to detail troop numbers and aircraft to fight the militants in Iraq. It said it would send a 600 strong force and eight fighter jets to the region but did not intend to operate in Syria. Russia, at odds with the West over Ukraine, has said any air strikes in Syria would be an act of aggression without the consent of President Bashar al-Assad or an international mandate. Britain has often been the first country to join U.S. military action overseas and is under pressure to get much tougher with IS after video footage of the killing of Briton
David Haines by IS militants was released on Saturday. In footage consistent with the filmed executions of two American journalists, James Foley and Steven Sotloff, in the past month, they also threatened to kill another British hostage. Speaking after chairing a meeting of the government’s emergency response committee in London, Prime Minister David Cameron called the killing of Haines, a 44 year-old Scottish aid worker, callous and brutal and hailed him as a “British hero”. “We will hunt down those responsible and bring them to justice no matter how long it takes,” he said, calling IS “the embodiment of evil” and saying his government was prepared “to take whatever steps are necessary” against the militants. But he did not announce any air strikes, mindful of warweary public opinion, parliament’s rejection last year of air strikes on Syria, and sensitivities surrounding
Scotland’s independence referendum on Thursday. U.S. allies are sceptical of how far Washington will commit to a conflict in which nearly every country in the region has a stake, set against the backdrop of Islam’s 1,300-year-old rift between Sunnis and Shi’ites. Many fear there is not enough emphasis on ensuring the Iraqi government is strong and united enough to overcome sectarian divisions and run the country effectively after any intervention. Britain and the U.S. have ruled out sending ground troops back into Iraq and Kerry did not say which countries had offered. “We’re not looking to put troops on the ground,” he said. “There are some who have offered to do so, but we are not looking for that at this moment anyway.” On the CNN program “State of the Union,” White House Chief of Staff Denis McDonough was asked if this coalition would need ground troops beyond opposition forces in Syria and Kurdish and government forces in Iraq. “Ultimately to destroy ISIL we do need to have a force, an anvil against which
they will be pushed - ideally Sunni forces,” he said, using an acronym for Islamic State. On Thursday, Kerry won the backing for a “coordinated military campaign” from 10 Arab countries - Egypt, Iraq, Jordan, Lebanon and six Gulf states including rich rivals Saudi Arabia and Qatar. “This is a strategy coming together as the coalition comes together and the countries declare what they are prepared to do,” Kerry said in the interview, taped on Saturday in Egypt. “I’ve been extremely encouraged to hear from all of the people that I’ve been meeting with about their readiness and willingness and to participate,” Kerry added. France has offered to take part in air strikes in Iraq and is expected to give more details this week on what it is willing to do, although its financial resources and forces are already stretched with more than 5,000 soldiers in West Africa. Michael McCaul, a Republican who chairs the House of Representatives Committee on Homeland Security, told the same CBS program that Prince Ali bin Al Hussein of Jordan told him
John Kerry “he is ready to put his troops into Syria to fight ISIS”. The U.S. could also try to persuade Egypt to put troops in Syria,” McCaul said. A conference in Paris on Monday brings Iraqi authorities together with about 30 countries and organisations to coordinate their response to the Islamic State. “It will also be the first time to really gage what Russia thinks and is ready to do,” a French diplomat said. The diplomat said Syria was a different case. “The situation is not the same either legally or militarily. We do not want to strengthen Assad so we have to be sure that strikes there don’t do that,” the diplomat said. “We are ready to help Iraq’s government which has asked for our help, but not Assad’s dictatorship.”
Liberian President appeals to Obama for U.S. help to beat Ebola DAKAR (Reuters) Liberian President Ellen Jo h n s o n S i r l e a f h a s appealed to U.S. President Barack Obama for urgent aid in tackling the worst recorded outbreak of the deadly Ebola virus, saying that without it her country would lose the fight against the disease. The outbreak, which was first discovered in March, has now killed more than 2,400 people mostly in Liberia, neighbouring Guinea and Sierra Leone, as understaffed and poorly resourced West African healthcare systems have been overrun. T h e Wo r l d H e a l t h Organization (WHO) has warned that the epidemic is spreading exponentially in Liberia, where more than half of the deaths have been recorded. It has said that thousands are at risk of contagion in the coming weeks. Medical charity Medecins Sans Frontieres (MSF) has set up several treatment centres
Ellen Johnson Sirleaf in the affected countries but has also repeatedly warned it has reached the limits of its capacity and appealed for foreign governments to intervene. In a letter dated September 9 seen by Reuters, Johnson Sirleaf appealed to Obama to build and operate at least one Ebola treatment unit in the capital Monrovia, saying that U.S. civilian and military
teams had experience in dealing with biological hazards. With the Liberian government due to open a 100-bed treatment centre and MSF scaling up its Ebola facility in Monrovia to 400 beds, Johnson Sirleaf said there was still a shortfall of 1,000 beds in the capital as well as a need for 10 new centres in the rest of the country. “Without more direct help from your government, we will lose this battle against Ebola,” Johnson Sirleaf, who won the Nobel Peace Prize for her work on women’s rights, wrote to Obama. The U.S. government has committed around $100 million to tackle the outbreak by providing protective equipment for healthcare workers, food, water, medical and hygiene equipment. The U.S. military said this week it would build a 25-bed field hospital in Liberia to care for infected health workers but it would hand this to Liberians to run.

Scots independence battle reaches fever pitch on streets and screens (Reuters) - Thousands of independence supporters took to the streets of Scotland’s largest city, Glasgow, yesterday as polls showed the rival camps running desperately close just five days before a referendum which could bring the break-up of the United Kingdom. Separatist and unionist leaders worked across the country to woo undecided voters among the four million people Scots and Scotland residents who will vote on their future on Thursday. Scottish National Party leader Alex Salmond, who has spearheaded the drive for independence, said he was confident the “Yes” campaign would win. “We’re not aiming to win by one vote. We’re aiming to achieve a substantial majority if we can,” he said on the BBC. Alistair Darling, a former British finance minister and leader of the “Better Together” campaign, warned that if Scots vote to split from the United Kingdom, it would be an irreversible decision that would bring economic doom and gloom. With promises from British political leaders of greater powers for Scotland in the event of a “No” vote, Scots could have the best of both worlds, Darling said. And Queen Elizabeth, coming out of a Sunday morning church service near her Scottish residence Balmoral, told a well-wisher she hoped Scots would think very carefully about the future. In Glasgow, the blue badges of the “Yes” to independence campaign dominated central Buchanan Street, with a convoy of cars driving through the downtown waving “Yes” banners and tooting horns. Buskers also sang in support of independence and a bagpipe-and-drum band drew a large crowd. The Glasgow vote will be crucial to the result, given the
A boy walks in front of band members during a pro-Union rally in Edinburgh, Scotland September 13, 2014. city’s size. Thousands of people marched to the BBC headquarters, complaining that the state-run broadcaster was biased against the “Yes” campaign. “We pay our license fees. We don’t want them to favour us - we were just marching for an impartial state broadcaster,” said Liz, a teacher. Salmond has frequently accused the BBC - which could be carved up if Scotland votes for independence - of siding with the unionists. A BBC spokesperson said the corporation has been “rigorously impartial”. But the incident showed the high emotions and divisions stirred by the referendum, which could
result in the end of the 307year-old union with England and the break-up of the United Kingdom. “No one wants to forget what we achieved together during the two World Wars. But where’s the vision for the future?” said Ian, an IT manager from Glasgow who had been on the march. Independence supporters say it is time for Scotland to choose its own leaders and rule itself, free of control from London and politicians they say ignore their views and needs. “No” campaigners say Scotland is more secure and prosperous as part of the United Kingdom and the end of the union would destroy three centuries of bonds and shared history as well as bring
in economic and financial hardship. More than 4 million Scots as well as English and foreign residents, from the Highands and Islands to Glasgow’s gritty inner city estates, are eligible to vote. The question on the ballot paper will ask simply: “Should Scotland be an independent country?” Out of four new polls, three showed those in favour of maintaining the union with a lead of between 2 and 8 percentage points. But an
ICM poll conducted over the Internet showed supporters of independence in the lead with 54 percent and unionists on 46 percent. Last week, Scottish– based banks including RBS said they had plans to relocate should independence happen, big retailers spoke of possible price rises north of the border and Germany’s Deutsche Bank warned of economic meltdown. Salmond has dismissed this as a London-contrived campaign of bullying and scare-mongering. However, the pound had dropped on market concerns of a “Yes” victory and investors have pulled billions out of British financial assets. The biggest financial question is what currency an independent Scotland would use. Salmond insists it would keep the pound in a currency union with the rump UK, but Prime Minister David Cameron and others have ruled this out. Until September, all polls but one in 2013 had shown the unionists with a comfortable lead. But such is the gravity of the situation
that finance minister George Osborne cancelled a trip to the G20 meeting in Australia after the vote. Bank of England Governor Mark Carney will leave the G20 meeting early. The Queen’s comment was taken by unionists as a sign of support for Scotland remaining within the United Kingdom. A Buckingham Palace source stressed that the queen was constitutionally above politics and would express no view. Salmond has said she should stay on as Queen of Scots if independence happens. Meanwhile the head of the Church of Scotland appealed for Scots to put their differences aside and reconcile after the referendum, whatever the outcome. In a nationally-broadcast sermon at Edinburgh’s St. Mary’s Episcopal Cathedral, Reverend John Chalmers urged Scots to vote. But he added: “The real success of next Thursday will be that...every voice will continue to play its part in shaping the kind of Scotland that people in Scotland vote for,” he said.

Dottin, Mohamed propel Chanderpaul’s unbeaten 83, Roach’s Windies Women to 65-run victory 2nd Dhaka Bank Test
5-33 put Windies in command By Sean Devers in St Lucia In Association with Mike’s Pharmacy, Raj Singh Insurance, Universal Sports Store, Carib Beer & Rex Resorts St Lucia A laborious innings from veteran Shiv Chanderpaul, who batted for four hours and 28 minutes, and a five-wicket haul from Kemar Roach put West Indies in a commanding position against Bangladesh when the second day of the second Dhaka Bank Test ended at the Beausejour Cricket ground yesterday with the hosts well positioned for only their 17th win in their last 100 Test matches. Chanderpaul, who resumed the day on 34, faced 198 balls and batted for 268 minutes as he crawled to an undefeated 83 yesterday, while tail enders Jerome Taylor (40) and Suleiman Benn (25), who both shared in halfcentury stands with Chanderpaul, batted in positive fashion to help West Indies to 380 all out. Pacers Al Amin took 3-80 while fellow fast bowlers Shafiul, Rubiul and left-arm spinner Taijul supported with two wickets each for Bangladesh who crashed to 104-7 in reply by the close with Mahmudullah (13) and Shafiul (6) at the crease. The visitors are still 276 runs in arrears and 76 away from avoiding the follow-on. Tamin Iqbal led the fight with a cultured 48 from 118 minutes and 75 balls with six fours, before Barbadian Roach had him caught
behind to trigger a dramatic collapse. The 26-year-old Roach captured 5-33 to claim his 6th five-wicket haul, while Jermaine Taylor (2-33) and Shannon Gabriel all bowled with genuine pace and exploited a track with some grass with a barrage of nasty bouncers to excite the small but vocal crowd. West Indies resumed on 246-3 and labored for 40 minutes in overcast conditions to add just five runs before losing their first wicket. The first run off the bat was scored by Chanderpaul after 35 minutes of play. Darren Bravo, who began the second day on 44, was caught behind for 46 off Rubel at 251-4 after batting for 190 minutes, facing 123 balls and hitting four fours and two sixes. Chanderpaul, edged Al Amin for four past third slip for the day’s first boundary after 48 minutes of play, while Jermaine Blackwood was off in a hurry with a glorious cover drive for four off Shafiul before thumping Al Amin back over his head for a two-bounce boundary. But Al Amin, who bowled impressively and got the ball to move both ways, had the last laugh when he removed Blackwood (8) and skipper Denesh Ramdin (0) in two balls to finish the over on a hat-trick and leave West Indies 268-6. One run later, Roach was removed for a first ball duck by Shafiul at 269-7 before Chanderpaul edged one from Al Amin that Continued on page 24
Purposeful batting led by Deandra Dottin coupled by steady bowling from Anisa Mohammed guided West Indies Women to a 65-run victory over New Zealand Women in the ICC Women’s Championship at Warner Park, St, Kitts yesterday, giving the host a 2-0 lead in the series. Dottin curbing her natural instincts, cracked seven fours and one six in an unbeaten 82 from 99 balls, as the Windies Women posted 246 for five from their allocation of 50 overs, after they chose to bat in the second One-day International on another hard, easy-paced Warner Park
pitch. Stafanie Taylor supported with 50 from 41 balls that included three fours and two sixes, left-hander opener Kycia Knight made a chancy 48 and Shemaine Campbelle got 27. S. Bates claimed 2-40 while there was a wicket each for M. Nielsen, G. Guy and S. Curtis. Mohammed then grabbed 4-32 from her allotment of 10 overs, putting the skids on the New Zealanders before they were bowled out for 181 in 45.3 overs. Taylor and left-arm spinner Shanel Daley captured two wickets apiece in the face of defiant Sophie
Devine, whose 89 from 93 balls was the top score for the White Ferns before she became the last of Mohammed scalps in the 44th over with 68 required. Bates made 38 at the top of the order, but only Nielsen with 17 managed double figures of the other batters. The Caribbean side gained another valuable two points that will count towards their tally in the IWC. Scores: WI 246-5 Deandra Dottin 82, Stafanie Taylor 50, Kycia Knight 48, Shemaine Campbelle 27; S. Bates 2-40; New Zealand 181 (45.3) Sophie Devine 89, Susie Bates 38; Anisa Mohammed 4-32.

Mullings win by KO; Russell on points as Jamaicans dominate Guyanese counterparts By Michael Benjamin 2014 Jamaica Welterweight ‘Contender’ Champion, Sakima Mullings, continued his unbeaten streak of Guyanese fighters when he unleashed a sustained attack on Derick Richmond, reducing his nose to a bloody mess and forcing the ringside physicians to call a premature halt to their 8 rounds jnr/middleweight bout when the two clashed in the Guyana Boxing Board of Control (GBBC), ‘Battle of Contenders’ at the Cliff Anderson Sports Hall (CASH), last Sunday evening. Mullings’ countryman, Kamahl Russell, also continued his dominance over local fighters and followed up an earlier knockout verdict over Romeo Norville with a power punching display that earned him a lopsided unanimous verdict over his Guyanese opponent, Winston Pompey. Local jnr/welterweight
champion, Dexter Gonsalves then turned in a masterful display to dispose of Mark Austin in the final of their 8 rounds welterweight affair, moments before Leon Moore ‘Hurried Up’ Mark Murray and forced him to quit on his stool at the start of the third stanza. Quincy Gomes, coming in as a substitute for Dexter Marques, surprised Richard Williamson and carted off their jnr/lightweight fight by a unanimous verdict. The Pompey/Russell shindig was billed as the main supporting bout but was undoubtedly the most action packed duel of the night. The Jamaican sent out an ominous warning from the very first round when he slammed home a stiff left hook that rocked his man and forced referee, Eon Jardine, to institute the mandatory eight count. More surprised than hurt, Pompey resumed duties with a crunching right that staggered his man and compensated for the earlier
blow. The Jamaican stood his ground and both traded delightful punches as those in attendance settled down for the anticipated slugfest. They hadn’t long to wait as both gladiators, with a combined poundage of 322, went after each other with gusto. Bombs were launched with unerring frequency and it was a miracle that no one’s head was punched off. Nearing the end of that round, Russell distinguished himself with a 3 punch combination that served its purpose of impressing the judges. Both boxers continued their aggression in the third frame and this time it was Pompey who launched a wicked body attack that had his man covering up. This was not for long, though, as Russell recovered and launched a few UFOs of his own. Pompey responded with several wicked body blows just as the bell sounded. The crowd was into the
action and both pugilists enjoyed reasonable support as the tide swayed from one to the other. Buoyed by the support, Pompey lashed out and opened his account in the fourth round with a wicked straight right, following up with a crunching left hook for good measure. Russell backed off and Pompey followed through with a one two combination. Undaunted, Russell served up a vicious left hook and a looping right moments before the bell separated them. The fifth round was testing for the Guyanese pugilist as Russell upped the ante with a vicious right cross. Pompey then got into the act with a similar combination and thereafter, the tide swayed with each fighter going after each other with venom. The two pugilists met each other center ring at the start of the sixth stanza and engaged in a wicked, ‘no holds barred’ toe to toe
Hornets crowned GRFU 10s champions
GRFU 10s’ champions Hornets and University of Guyana seen in action yesterday. Displaying the resolve of champions, Hornets roared back from a 12-21 half time deficit to beat the University of Guyana (UG) 34-28 to capture the Guyana Rugby Football Union 10s’ Championship which ended yesterday, at the National Park Playfield. On target for the winners were national Captain Ryan Gonsalves, who scored two tries and connected on two conversions along with singular tries from Christopher Singh, Dane Parks, Blaize Bailey and Elwyn Chase, while UG’s points
came from Jose McKenzie, who went over the tryline twice, Lancelot Adonis with a try and three conversions, Ryan Dey a try and Godfrey Broomes a conversion. Playing in the final before a fair-sized crowd, the champions went ahead very early when a long kick from Chase was raced on to by Singh, who outran his markers, before ending over the backiline. The conversion was misssed by Gonsalves, but they led 5-0. However, UG responded shortly after through McKenzie who collected a
gem of a pass from an opposing player only to find himself unmarked as he burst down the middle for an unimpeded try. The conversion was successful by Adonis. Hornets restored their advantage following a beautiful run from the speedy Parks, who snared a fumble, before putting on the after burners, leaving defenders in his wake to finish over the backline, evoking memories of him in his heyday. Gonsalves easily converted for a 12-7 lead. Once again, the academics
would not relent as they McKenzie broke two tackles to end over the tryline, before Adonis converted for a14-12 ascendancy. Adonis then scored a try and converted shortly before the half for a 21-12 UG lead at the break. On the resumption, Hornets went beserk, applying relentless pressure and they eventually reaped the rewards as when Bailey collected wide on the left flank and tore downfield to score a try. The conversion was good by Gonsalves. Thereafter, Hornets completely dominated with Chase and Gonsalves scoring tries which effectively put the game out of reach of UG, thereby handing Hornets the win and title. After the game, President of the Union Peter Green congratulated the teams for putting on an exciting final and urged players, who will be selected to a shortlist, to attend practice sessions since Guyana will be going all out to regain what he described as rightfully theirs, the NACRA Sevens title. Public Relations Officer, Easn Griffith in his remarks also extened congratulations to all the teams for exhibiting the skills and tenacity that has made the game such a force on the local scene. The Banks DIH Sevens Tournament is set for this Sunday at the National Park.
slugfest. The Jamaican slammed in a looping right while Pompey, playing catch up, responded with one of his own. The crowd egged them on and it was Russell that best responded with several unanswered punches. The battle went all the way to the wire as the two musclemen delivered on the pre-fight boast of an action packed encounter. In the end, judges, Andrew Thorne, Rawle Aaron and Carlton Hopkinson ruled in favour of the Jamaican, 58-55, 59-54 and 59-54 respectively. One fight later, Mullings entered the ring draped in the Jamaican flag while Richmond entered with less fanfare. The Guyanese started the bout in a hurry, with a quick right cross while the Jamaican jabbed and circled as he settled in. Mullings continued to stalk his man in the second round while holding a high guard. Richmond continued to dance around, pouncing occasionally with looping punches. Patience and perseverance eventually paid off for the Jamaican and he unleashed a three punch combination before the two became locked in close combat. When they separated, blood oozed from Richmond’s nose and when the bell rang to end the round seconds later, ringside physicians, Doctor Laxa and Nurse Green, were summoned to examine the injury. It seemed as though the cut was worse than it appeared as gobs of blood spurted from Richmond’s nose and forced the medical specialists to call a premature halt to the contest at the end of the second round. Gonsalves resumed his dominance in the ‘square jungle’ with a clinical display against a determined but clearly outclassed Mark Austin. The latter fighter demonstrated pluck and determination as he bustled forward with probing punches but was met by an elusive Gonsalves who danced and jabbed his way out of trouble. The pattern continued into the third round when a dancing Gonsalves stopped his footwork antics to deliver several pinpoint punches while Austin plodded forward, his retaliations landing in thin air. Austin tried to quarter the ring and trap his man in the corner but the wily Gonsalves would have none of it and danced his way out of trouble before unleashing a few bombs of
his own. This pattern continued up to the 5th round when Austin eventually stepped up the pace and cornered his man to unleash a wicked body attack. Gonsalves resumed control in the sixth round and both pugilists, tired from the previous hectic rounds, stood toe to toe in one of the neutral corners in wicked exchanges. It was Austin’s best round but just when it appeared like he was getting his own way, Gonsalves sprang into action with a flurry to the head and body. Not to be outdone, Austin sent in several stiff punches upon the bell. The 7th round was a replica of the preceding round; Austin advanced throwing leathers while Gonsalves countered with stiff jabs and looping hooks. When the bell to start the final round started, most of the patrons, already predicting the outcome of the fight, started wending their way to the entrance, anxious to get home to view the Mayweather/Maidana world title fight. Most of them missed the crunching straight right that connected to Austin’s temple and drifted him to the western neutral corner. A savage onslaught followed and forced referee, Dexter Torrington to jump in and halt the contest. Gonsalves threw himself to the canvass in ecstasy and the uninitiated would have believed that he was the victim of a knockout; the referee’s decision spoke to the contrary at 1:14secs of the final round. Gomes’ onslaught was indeed a joy to behold as he whipped his more seasoned opponent, Williamson, into submission. When one remembers that Gomes came in as a substitute, the feat becomes even more commendable; he won on all three judges scorecard. Moore went through the routine of jabbing and crossing, while Murray went through his routine of covering up. Murray then decided that maybe two rounds was justifiable for his purse and refused to leave his corner at the end of the second frame. Mullings now sits pretty after defeating most of his Guyanese counterparts. Word is circulating that his next opponent might be world rater, Clive Atwell. The latter fighter was at ringside and viewed the Mullings/ Richmond bout even as speculation runs high.
