High praise for the Amerindian The tragic consequences of alcohol
people DEAR EDITOR; Guyanese, more particularly our Amerindian brothers and sisters, mark September as “Amerindian Heritage Month.” This year’s theme “Our Culture, Earth’s Future” could not be more apt, given the rich culture of our First Peoples. In the settlement of the Americas, the various tribes brought their customs and traditions. These customs and traditions have shaped our nation; these customs and traditions we all identify with and benefit from. The names, places, food,
architecture, building materials, etc., of our First Peoples have seamlessly been woven into the nation’s fabric and have helped in shaping our aspiration to be “One People, One Nation, One Destiny”. Guyana (Land of many waters) is of Amerindian origin. So too is the Cacique Crown which graces our Coat-of-Arms and is one of our National Honours. Pepper pot, cassava bread, and cassareep – just to name a few – are among the customs and traditions taken for granted today. What stands out importantly about our brothers and sisters is their
unwavering belief in the right to self-determination. This conviction has seen valiant struggles carried out to protect the innate desire to shape their lives and to live consistent with their ideals. That the Government of Guyana has respected and protect e d t h i s i n t h e Constitution is indicative that our Amerindian brothers and sisters were on the right track centuries ago. Having fought against the odds and live today to tell the stories of struggles and successes from these, such a heritage is worthy of celebration. Happy Amerindian Month! Sharma Solomon
Investment not exploitation is needed in Guyana DEAR EDITOR; The Guyana Forestry Commission must be commended for putting a halt to the massive pillage of our natural resources. Since the middle of the 20th Century, former colonies and leaders of the under developed and developed world have made it clear that their God-given resources must no longer be exploited for the benefit of a few, and in particular, nonnationals. As a country, we must always have foreign investments. It must be to create jobs, skills and secondary industries. Some years ago, I looked in awe and
disbelief when I witnessed huge trucks transporting raw logs by BiaShanlin to the water front. A look at these logs from its shape suggests that some were just yanked out of the ground. That means, that with the compliments of the likes of BiaShanlin, we will inherit swamp lan d s t o b e inhabited with reptiles and infested with harmful insects. Every patriot, irrespective of political persuasion and station in life should applaud this move and end this disrespect for our country; and perhaps start a fund, even if it is $20 each to support, if
necessary, the so called legal battle and send a strong message to our courts that this matter is beyond legal niceties, but as a people whose ancestors are our indigenous people, slaves and indentured labourers would want to say, we’ve had enough of this exploitation. Finally, I hope similar action is taken against the many alien operators who are exploiting our gold and mineral resources, polluting our lakes and rivers, and in many instances, changing the course of those rivers and creeks and mercilessly destroying the natural habitat of our fish life, animal life and fauna. Nigel Bacchus.
PPP Government’s house lot ... From page 4 scheme is a failure. There is no country in the world that has a housing program to give each citizen a plot of land and take out a mortgage. It makes no economic sense, it is not sustainable and it’s poor usage of land and available resources. Guyanese should know that the previous administration had a policy of issuing house lots to persons who lived in Guyana six months! There was no requirement of citizenship. This is just one of the many absurdities of the great house lot selling away program. Citizens of India, Brasil, China, Canada, USA and others are the proud owners of subsidised house lots. I had a most productive meeting with management and staff of the Land Administration department.
I can report that CH&PA is undergoing major changes that will benefit the public. For some, these changes are difficult to accept but it is a necessary transformation that’s long overdue. The agency will be opened during lunch to the public and no one will be turned away for not meeting the dress code requirements of our colonial masters. The staff of the Land Administration department and CH&PA are about to embark on the most rewarding, productive and exciting period of their careers. Not everyone who begins this journey will see it through to the end, but I believe the Central Authority and the nation will be a better place at the end of this short journey. Mark Jacobs Chairman, Land Allocation Committee CH&PA Board
in Guyana DEAR EDITOR; It is only through the deaths of two boys that there are hints at the problem of underage consumption of alcohol in Guyana. One case which has been reported is a suicide, and another is a murder. In the reports of both cases, it seems there was a cultural acceptance that it was okay for persons below the age of 18 to have a few drinks. There are other narratives
of which reports are carried of people in acts of violence drink it seems fuels the rage. There is no news though of any effort to change our culture that drinking is okay, that selling alcohol and having drinks with boys and girls is okay. Instead, there is more aggressive sponsorship of events which attract young people, including sports events. There is greater defense of the industry. There is mockery of attempts to challenge
consumption and to urge that all of us are involved, regardless of how well we hold our drinks in ensuring that we can reduce the problems caused by this culture. The children and others who die though, or who are maimed are collateral damage it seems to the society’s sickening desire to have a good time with a glamourised substance which has not been good for many persons. Apology offered to Minister Allicock DEAR EDITOR; Please permit me the space to offer an apology to the Minister of Indigenous Peoples’ Affairs, the Hon: Mr. S. Allicock MP and the
Indigenous people of Guyana. Firstly, I take full responsibility for my presentation and wish to offer my sincere apology to the Minister, the Hon: Mr. S. Allicock and the Indigenous people of Guyana. However, words cannot adequately
express how I feel about this rather unfortunate turn of event. Although, the intent of my presentation was good, because I believe in the ideals for social cohesion, the message, however, was negatively received. Pandit Deodatt Tillack
The mistakes of the PPP Govt. have cost us dearly DEAR EDITOR; I just want to make a few observations which may be timely today. I offer them in no particular order of importance or with any agenda other than to be helpful. Decades ago the PPP were approached by Brazil to build a 1500 megawatt hydro power project at Tortuba, a deep water Harbour in Demerara or the Essequibo and a highway to Brazil. The Brazilians wanted our hydro power to smell their alumina, and power a series of activities in that country including powering the1.8 million people in the city of Manaus just 600 miles due south from Mt Roraima. It was called the Investe Brazil programme, I want the readers to understand that the Pakaraimas mountain chain, and the high rainfall we get here is available in very few other places in South America. It is why it is so important to Brazil you just don’t build a hydropower dam anywhere, you have to have the rainfall water and the terrain to do it. The landlocked and largely undeveloped states of
Roraima and Amazonas are 10 times bigger than Guyana and it is waiting for only two things, a road to the ocean and power! And we have both to offer!! This is how you develop not by taxing people out of existence. For whatever reason we decided against it, I understand that “they are going to gobble us up” was a statement attributed to Bharat Jagdeo in 2005 at a function with businessmen in Lethem. For all of the 23 years the PPP were in power, they never saw the benefit to our economy of a good reliable and cheap rate for electricity, even though we occupy this very unique geological location on this planet, to become a major manufacturing and industrially powerful nation, because of our hydropower potential and therefore cheap electricity potential. Especially if we are selling it to Brazil. I honestly believe
that we can make more money as a nation that way than from the royalties from oil. Recently we had Ministers and government officials making every conceivable excuse and pronouncements about our manufacturing sector’s cry for better conditions to develop, even GWI is in trouble. GWI’s electricity bill is frightening. I have written about it before, when the PPP brought Seven Trent here I said in a commentary, that they can bring 27 Trents and the result will be the same, unless we fix (Continued on page 6)

Suggestions for the overhauling of Guyana’s water system DEAR EDITOR, Thank you for publishing my thoughts on GWI, under the caption; “The Guyana Association of Professional Engineers has failed the nation,” in your Monday September 05, 2016 Kaieteur Newspaper. Today I just want to fulfill the promise made to comment later, on the role of a progressive government with specific reference to GWI. · Ensure that the GWI board comprises of independent and professional individuals, not political appointees. · Empower the GWI board to take corrective actions when the performance of the Chief Executive Officer and senior managers are unacceptable. Management by objective is the recommended management tool, where objectives that are measurable in terms of quantity, quality, cost and time, are given to all employees, from the head to the tail. · Whilst it may be necessary for government to continue subsidizing GWI’s operation, because of its inability to attain self financing status, a feature that exist for many years, this practice cannot continue indefinitely. Taxpayers’ money should never be ploughed into an inefficient manufacturing entity that has the capacity/potential to generate adequate revenue to maintain itself and grow. The management must therefore be given reasonable time and the necessary help to shape up or shape out. Privatization of the water sector should never be ruled out, on the
basis of ideology. If we do, then we will get caught up with fire fighting activities and in the process lose sight of the objectives. The focus should be on reliable service delivery, affordability and sustainability. · T h e Government of Guyana, via the Ministry of Public Infrastructure, must move without delay in setting up a task force to review the country’s Engineer’s Act via parliament. The task force assignment can only be completed when the mechanism to activate and enforce the Act is put into place. The present role of GAPE to maintain a register of Engineering graduates serves little or no purpose. Public consultation is extremely important in this regards. · The Government of Guyana can mandate the GWI board to initiate a review of the Guywa Act and assist in its passage through Parliament, followed by the setting up of mechanisms to implement and execute. This is necessary for obvious reasons which may include ignorance of the existing Act, exhibited by senior operatives in the organization. · The Government of Guyana via its Housing Ministry, can examine the possibility to regularized squatting areas and complete unfinished infrastructure work in housing schemes, to facilitate the provision of regular water supply services. · We are all aware of the threats (depletion of groundwater) imposed by ground water extraction and climate changes. Hence, Government can consider having the building code revised, to include underground water storage
tanks, using the roof of buildings as a catchment. This is a reality in Bermuda, The Turks and Caicos Islands and other countries, even though their main stream of potable water supply comes from desalination. This will certainly reduce the dependency on groundwater and improve GWI service levels. · The water sector in Guyana has added value potential, due to the high demand for imported bottle water. A study is therefore needed to determine whether an investment of this nature is sustainable. · The Government of Guyana via the GWI board can initiate the development of an incentive program, aimed at reducing water consumption, thus preserving the water resource. Many environment friendly governments have invested in such programs because of the potential benefits. · The misuse of treated water for purposes such as watering plants, washing vehicles and driveways, construction purposes, fire hydrants, toilet flushing etc, increases the demand on GWI’s supply system. This represents a waste of money utilized to add physical, chemical and hygienic properties to water unnecessarily. Hence a study may be necessary to determine whether a parallel raw water system is sustainable and increases affordability from a customer perspective. The local kitchen garden farmers may rejoice. · A body to protect the public from incapable and morally challenged
Suggestion for the traffic cops at major junctions DEAR EDITOR, I am sure everyone has noticed, as I have, that the Police have taken over the control of traffic at major junctions, where traffic lights have been installed, and indeed I have to compliment them on the way they perform this task. Despite the lights being green, traffic is stopped, and
when red, relentlessly waved on, until you wonder how these police can rest their rapidly-waving hands at night. There is a problem, though, in that, some police are not very tall and cannot be seen by a driver approaching a junction, especially if blocked by a tinted SUV or a stray horse or cow, for example. In this
instance, could I suggest that the police perhaps can be issued with large, lightweight (cardboard?) day-glow orange hands on sticks, with which they can signal and control the traffic in a safer manner than is presently the case? Or, perhaps, they could have signal lights, with a red for stop and a green for go? Oh shucks, I forgot, we already have those! Peter Bouchard
contractors is more than necessary. The present system of granting a contractor license is useless and quite understandably is adding to GWI’s woes, even though clerk of works are normally assigned to capital projects. · Seeking assistance from international funding agencies, to finance a GWI institutional framework strengthening project is necessary, as well as implementing the resultant recommendations. · Because the water industry has been taken for granted over the years, an acute shortage of technical skills exist. Many reputable institutions provide training/ education in water engineering. The Government via the Ministry of Education can exploit this
provision. · The Government of Guyana via the GWI board should initiate a comprehensive investigation to determine solutions for the following; (a) The unacceptable level of “Unaccounted for Water”, which in real sense, represents excessive loss of needed and scarce revenue. (b) The relatively high unit production cost of treated water. (c) The inefficient operation of water supply systems, that may be due to the removal of overhead tanks, design and/or construction anomalies, unconventional operation procedures and practices, inadequate and/or more than adequate well pump capacities, as-built water supply systems varying from
the intended design/ technical specifications etc. (d) The negative effects of the absence of a certification program for system operators and technicians in the water sector. (e) The significantly reduced economic useful life of water supply systems. The points outlined may not be applicable in all cases. However, what I attempted to do here, is to differentiate roles that government can play in helping GWI to enhance its performance level, without interfering in operational matters. Managers must be allowed to manage within specific guidelines and be held responsible for exceptional performance as well as under achievement. Hector Lambert
The mistakes of the PPP Govt.... From page 5 the electricity rate we are wasting time and money, and the electricity rate in Guyana is higher than almost everywhere and is a disincentive to all manufacturing and industry. Fix that and everything else will fall in line. For example in this country in 2006 we produced 307,000 MT of rice; in 9 years by 2015 we produced 688 M/T of rice and our farmers did this with incentive other than the Pertocaribe deal with Venezuela. Now they are saying that if the price of rice does not go back up, they will return to producing 300,000 tonnes. And earn less badly needed foreign exchange for us. We must listen to them. It is so simple, and yet we just don’t seem to understand it, what is wrong with us? We are so busy fighting each other that we don’t recognize it is the real enemy and what it is doing to us! There are problems which we can be easily addressed for the benefit of the country and everyone in it, but we don’t, since our system of governance has moved so far away from what it should be, that it has produced a completely dysfunctional legal system, a government which does not function as it is supposed to function and a manufacturing and industrial sector which cannot
flourish under our present poor policies, which fail to enable them. Instead of the Westminster System which sees the Permanent Secretaries, who are supposed to be highly trained administrators in their particular field as the real managers of our system and are, according to our laws, legally responsible for their ministries, we have Ministers who assume managerial roles which they are totally unprepared and untrained to do; they are really only supposed to give political guidance to their PS ‘not to be an optometrist one day, and managing and totally responsible for a multi-billion dollar budget Ministry the next day, Am I singling out one Minister in this statement? Yes I am! Since it is helping me to make my point, I am not taking issue with the bondgate matter, I don’t know enough about it to do so, but I heard this particular Minister on television saying that he has to shoulder the full responsibility of the Public Health Ministry, well he does not! His Permanent Secretary has that invidious responsibility. Since they are legally to be blamed when their ministers are allowed to take over their functions and make these mistakes. Why anyone in this country would take a job as a Permanent Secretary is beyond me. When we have senior political Government
officials saying that they are on a learning curve, and will inevitably make mistakes, is an incredibly stupid thing to say. Our system of governance, which works very well in the UK where it originated, tells us that in fact these political Ministers are interfering in matters far above their competence, mostly with disastrous results. So they have concocted an excuse to tell us, the public, why, what is not supposed to happen, is causing problems! If these political appointees can’t take the time to read up on our system of Governance, and operate in a manner which is inconsistent with the Westminster model, then we have no obligation to accept these excuses or them. But let’s see what happens when people work together. A good example is the Pinehill UHT liquid milk which features in letter on Saturday 20thAugust in the K/N captioned “Imagine! We are importing milk from Barbados” which is written by one Mr. Conrad Barrow, Mr. Barrow is perfectly right, Pinehillmilk from Barbados is selling here in Guyana in our supermarkets, but there is more to the story about how a tiny island like Barbados [430 sq. kilometers] can achieve this distinction and we cannot. We don’t do anything evenly remotely comparable to it, notwithstanding the vast land space we have in this country compared to Barbados [215,000 sq. Kilometers] Tony Vieira Editor ’s note; Mr. Vieira’s letter is long so we will carry its conclusion in a later edition

Health Ministry resolute on Guyanese ill-treatment in Barbados gaining attention improving health care accessibility The reported ill-treatment of Guyanese, Annecia Alfred, at Barbados’ Grantley Adams International Airport Tuesday has reached the attention of St Vincent Prime Minister, Ralph Gonsalves. The Prime Minister has now warned immigration officials not to take the law unto themselves. Kaieteur News, on Wednesday, first reported the story of Barbados immigration officials forcing the pregnant young Guyanese to sit in one place for some 12 hours while awaiting a return flight to Guyana, after she was denied entry into the island last Tuesday. This report has since been taken up in Barbados media. “ To o m a n y o ff i c e r s within immigration departments behave as though they’re laws on to themselves,” the Barbados Nation newspaper quoted Gonsalves as saying in its Saturday edition, as he commented on the case of Alfred along with two Jamaicans who recently suffered similar treatment. “ E v e n w h e n you’re refusing them admission, they have to be treated properly and humanely. It’s simple and straightforward.” The Vincentian leader and elder Caribbean statesman continued, “There are also international obligations which all of us have to treat people in a humane way as mandated by international law.” “You can’t just take them and put them inside a room and tell them straight and plain that they’re not coming in, or you tell them to sleep on some mattress that is nasty. These things are entirely unacceptable.” Gonsalves’s reference to international obligations echoed those of the Jamaica High Commissioner to Trinidad, David Prendergast, who also holds responsibility for his country’s nationals in Barbados. Prendergast had on
Jamaican High Commissioner, David Prendergast, speaking to nationals in Barbados Tuesday flown into Barbados to meet with Jamaicans residents there to tell them of their rights when detained by immigration officers. Among those whose rights were said to have been violated at the Grantley Adams International Airport was a Jamaican mother, Sonya King, and her 14month-old baby, who had arrived on August 27, last, and was initially denied entry, kept at the airport overnight, and made to sleep on a ‘dirty’ mattress. King said that in the cold room she was given a blanket. “The blanket was full of hair like other people were using it before. I use it to cover the baby because the place was really cold.” The other recent highly publicised case involved Jamaican, Marsha-Lee Cooke, whose story made it to the Barbados news media on September 4, after charges against her for assaulting police officers at the airport were dismissed. Cooke, who arrived in Barbados on June 28 for a vacation, claimed that she was strip-searched after being accused of bringing drugs into Barbados, then carted off to jail to await trial on charges of assault.
She spent a total of 16 days in jail, won a dismissal of charges on September 1, and left the island two days later. Emphasizing the importance of being allowed to call someone when in distress with the Barbados immigration, Prendergast said, “Sometimes we hear about issues afterwards, like Ms Cooke, we heard about her situation after she had gone to Dodd’s (the Barbados prison)”. He said, “A lot of people don’t know their rights. It’s a challenge we’ve had. Under the Vienna Convention on Consular Relations, you are entitled to a call. Some immigration officers don’t seem to realise that, but it’s there, and all of our countries have signed onto the Vienna Convention”. The Jamaican diplomat said that so concerned was his country about the treatment of nationals at the Barbados airport, that an honorary consul had been recently appointed to deal with issues in that east Caribbean island. But St Vincent and the Grenadines Prime Minister, Ralph Gonsalves, cautioned in the Barbados Nation newspaper yesterday that the problem with immigration officers disregarding the law does not exist in Barbados alone. “It’s not a commentary on the immigration in Barbados. I’m making the point about my country too, about immigration there. Sometimes some of our officials do not follow the law which they are sworn to uphold and follow, and don’t treat people with the basic decency they should be treated with”.
by 2020- Junior Health Minister
The Ministry of Public Health (MoPH) is moving forward with initiatives to achieve the strategies outlined in the health strategy entitled Health Vision 20/20. According to Junior Minister of Health, Dr. Karen Cummings, achieving the goals set out in Health Vision 20/20 is a national priority for the Health Ministry. Dr. Cummings said that at present the focus is on strategic approaches towards improving the delivery of the best quality health care, to all people living in Guyana. She said that the intention is to ensure that universal access to superior health care offered by the Ministry of Public Health becomes a reality by 2020. According to Dr. Cummings the Ministry of Public Health is working on improving accessibility to excellent healthcare services and facilities across Guyana. “There are a number of different aspects that we are looking at but our main focus at this point is improving chronic diseases control, fighting vector borne diseases and improving maternal and childcare health. “We have already seen some amount of progress in the areas of maternal health and combating vector borne diseases. We are now working towards dispersing adequate health services at facilities across the regions.” Health Vision 20/20 Goal was launched in 2013 with increased emphasis on creating and enabling the implementation of the legislative framework for integrated delivery of quality effective and responsive health care services. According to the strategy, Health Vision 20/20
Dr Karen Cummings will address good governance in the health sector through encouraging increased compliance of strengthened rules and regulations. The information provided in the 133-page document, outlines key strategic actions that include the establishment of a new governance and strategic oversight structure for the health sector led by the national Health Policy Committee, the updating of policy and legislative framework for health and the rollout of the Regional Health Act (RHA) Act of 2005, which is to establish regional health authorities with
responsibility for providing and administering quality health services at hospitals and health centres, countrywide. The document describes the new strategy as being supported by values of human rights, equity and solidarity in health, as well as principles and approaches that emphasize individual empowerment and social participation, evidence-based planning for primary health care and sustainable development. The document also states that Health Vision 20/20 is aimed at addressing the need to establish good governance in the public and private health sector in Guyana, thereby ensuring accountability efficiency and effectiveness participation t r a n s p a r e n c y responsiveness, consensus orientation and equity through compliance with rules and regulations established. “There will be focus on the implementation of reforms to deliver key agenda items such as the revised Health Facility Licencing Act, the new Guyana National Medicine Policy and (Continued on page 12)

One dead, another hospitalised after car slams into truck seized from BaiShanLin
Nathan Halygar at the GPHC yesterday.
Carla and Rona Dundas The Dundas family of Kuru-Kuru, on the Soesdyke/ Linden Highway is now mourning the loss of a loved one after the car he was travelling in slammed into a truck that was reportedly seized from the Chinese company, BaiShanLin International Forest Development Inc., earlier that day. According to sources, the incident occurred around 21:00hrs on Sunday night, just past Kuru-Kuru. Dead is 41-year-old Carl Dundas, while his wife, 35year-old Rona Dundas; and the 21-year-old driver, Nathan Heyligar, were rushed to the Diamond Diagnostic Centre. They were subsequently transferred to the Georgetown Public Hospital
Corporation (GPHC) for further treatment. Rona Dundas suffered lacerations about her body and was discharged from t h e h o s p i t a l y e s t e r d a y. She told Kaieteur News that she and her husband, along with Heyligar and another female, whom she identified as Alana Barker, were in Yarrowkabra on the Highway participating in the Amerindian Heritage Celebrations when a call was made for them to return home. The distraught woman continued that her husband and Heyligar were imbibing and she was concerned about their s a f e t y. Q u e s t i o n s , s h e said, were asked about
Six of the couple’s eight children. Heyligar’s ability to take them home safe. However, they departed for Kuru-Kuru after some deliberation. Mrs. Dundas said that Heyligar began speeding on the highway. The woman said that she cautioned him twice but her warnings fell on deaf ears. “Carl was in the front seat and I hear him say, ‘Look the truck’ and that is all I remember,” she said. Mrs. Dundas said that after she woke up, she inquired about the other female, Barker and was told that the young woman escaped the incident unhurt and had returned to her Kuru-Kuru home.
Meanwhile, Heyligar remains hospitalised at the GPHC. He is nursing a broken right leg and lacerations about his upper body. The injured driver told this publication that he is trying his best to remember what exactly transpired however, all he remembers is slamming into the back of a truck – which he said, had no
backlights. Carl Dundas and Heyligar were workmates who operated a truck for a dredge owner in the interior. The Dundases have eight children together of whom six are of school-age. Mrs. Dundas is now contemplating her next move since her husband was the sole breadwinner in the family. The truck that the car slammed into was reportedly one of the vehicles that were seized from BaiShanLin by officials of the Guyana
Revenue Authority (GRA) on Sunday last at Coomacka, Linden. Reports were that the GRA Officials descended upon BaiShanLin Company to confiscate machinery amongst other things, due to an alleged breach of contract on the part of the C o m p a n y. T h e r e w a s reportedly an altercation between the two entities which resulted in guns being drawn. The truck was being driven to the City when tragedy struck.
Pensioner goes missing at Timehri Airport A 74-year-old pensioner, Hedley Williams, of 74 Third Street, Montrose, East Coast Demerara is missing. According to reports, the man and some relatives had journeyed to the Cheddi Jagan International Airport (CJIA) on Sunday to uplift a family member who was coming in to the country. According one of the man’s daughters, Rajkumarie Williams, the minibus which they had used to travel to the airport was parked adjacent to the facility. Her father remained in the vehicle. Rajkumarie explained that her father is a diabetic which
would result in him “losing himself” from time to time. She added that after examining the Airports CCTV footage, they saw that Williams exited the vehicle and proceeded north where several stands are situated. He proceeded into that direction until he was out of the cameras’ range. A report was subsequently made at the Timehri Police Outpost. Searches were also conducted in the area but to no avail. The man was last seen wearing a pink plaid shirt, a grey pants and grey boots.
Missing: Hedley Williams. Persons knowing the whereabouts of Hedley Williams are asked to contact the nearest police station or make contact with his relatives on telephone numbers: 6150694, 270-4919, 682-1452, or 262-0039.

Do not reward law-breakers
The easiest way to get a government house lot in Guyana is to squat on Government reserves. The government will quickly reward those who break the laws by squatting; it will reward them with Government house lots, often at subsidized rates. Squatters run things in Guyana! They squat on Government reserves and they are given Government lots. They either return to the place on which they are squatting or they rent out the spot. There are hundreds of persons who are placing the lives of forty per cent of Guyana’s population at risk of cholera. These persons are squatting on the banks of major drainage canals in the city. Their bodily wastes are disposed into these canals. The canals cannot be cleaned because of the encumbrances of the squatter structures. The canals get clogged up with weeds and when it rains it overtops into the residential
areas. The country is sitting on a ticking time bomb. It is only a matter of time before cholera breaks out. The consequences will be tragic for Guyana. Vendors are squatters. They contribute to the build-up of garbage in the city. This past week the Town Clerk was criticized for removing some of them from Robb Street, between Alexander and Bourda Streets. They leave the place untidy and blame the lack of dumping facilities for the nastiness of the area. Food should not be sold under those conditions. It constitutes a threat to the health of citizens. In any Caribbean country vending food on the pavements and along the road edges of Robb Street would have been outlawed. But guess what? The health of citizens is secondary to the need to accommodate illegal
vending and squatting. The situation is not getting better with each p a s s i n g d a y. O n t h e pavement on Regent Street there is a barber who is plying his trade on the pavement where thousands have to pass each day. Now we are learning that further regularization of squatters is to take place. The Housing Department of the Ministry of Housing is looking for land to place squatters. Persons occupying the reserves illegally are going to be given land by the government. It pays to be a squatter in Guyana. The recent census r e p o r t s that as much as 10.5% of Guyana’s building stock is unoccupied. If Guyana has such a high rate of unoccupied buildings – one of the highest in the world – how come there are so many squatters. Migration is one answer. People have gone away and they do not want to rent out

GECOM playing dumb over de kak radios Everywhere dem boys tun is a scandal. Somebody gone wid $100 million and not even de GECOM boss can seh is who. In fact, nobody inside GECOM talking. De story break when de auditors find out that GECOM order some radio fuh de elections. Ramotar fork over $100 million because de GECOM people seh dem want radio to help wid de elections. GECOM put out a tender and indeed somebody contact de company that does mek de radio. Dem boys find out that when de tender went out de company believe that it gun get it but a smart Alec find another one who decide that he can mek money. He go to a junk heap and pick up some radio. De same
GECOM that seh it want these radio sets so urgently never even touch dem. Like somebody know that de radio dem wasn’t wukking. De foreign company now telling dem boys that de people never contact dem after de first time. Wuss yet, de company stop mekking dem radio since 2009 so dem couldn’t supply that set. Who supply de radio is now de big question. And who collect de money? Dem boys seh everybody eye pass Guyana. Imagine that normally, dem radio, when dem new, cost $300,000 apiece. But de story ain’t done deh. Who gun spend money on expensive equipment and don’t get a warranty. De radios didn’t have any suh GECOM couldn’t send dem back fuh

But everybody know GECOM got de records about who supply de radio and who de cheque mek out to. This thing so shameful that even Jagdeo ain’t putting he mouth in de story. Donald wuss. Talk half and wait to see who gun get lock up
their houses because when they come back they want somewhere to stay. There are many homeowners in Guyana who are afraid of renting out their homes because of the high rate of rental default in this country. Taking tenants to court is long-winded process and therefore house owners prefer not to rent but to leave the building unoccupied. The problem is not a shortage of places for people to live. The PPPC distributed over 50,000 house lots. Houses have been constructed on most of these. We do not have a housing shortage. We have too many houses and not enough people to occupy these houses. This is why there are so many unoccupied houses in Guyana. There is squatting
because thousands of persons who were property owners were able to obtain Government house lots because of the Wild West “One Stop Shop” system which the Ministry of Housing employed under the PPPC. There was and still is no effective system of asc e r t a i n i n g w h o o w n s property and therefore who is not qualified for a house lot. The system has been abused left, right and centre and there are thousands of persons who were property owners who managed to gain Government house lots. The government does not need to find any land to place squatters. Squatters should be removed. They should not be rewarded. At the same
time, all those persons who signed statutory declarations saying that they never owned a property before, when in fact, they were double dipping, should be taken to court civilly for making false statements to the Ministry of Housing. They should be asked to surrender their house lot and the structures they have erected on these lands. There is no need to find land for squatters. Find the dishonest Government house lot owners and repossess the house lots in accordance with the law and after due process.

=== The Freddie Kissoon column ===
The clownish journalism of a newspaper that doesn’t sell Kit Nascimento calls the Guyana Times the New York Times of Guyana. Ramon Gaskin is the Guyana Times’s frequent interviewer on the government’s performance. The Guyana Times is owned by Bobby Ramroop and Bharrat Jagdeo; the Guyana Times chief consultant is Ravi Dev. The newspaper left out those persons but chose me to deem as insane. And I am insane for the Guyana Times because in the trial of Kwame McCoy and others, I refused to answer the badly grammatically constructed words, and the semantically and linguistically faulty sentence construction of
the defence counsel who promptly requested to the magistrate that I be declared an incompetent witness. The Magistrate refused to do so. In its S a t u r d a y, September 10 edition, the Guyana Times reported on the court case but its reporter wrote on another trial not the one that I gave testimony in. It was if the paper was reporting from another c o u n t r y. N i n e t y n i n e percent of the content of that report of the trial in the paper was fictional. When I read the news item which carried my photograph on the front page, I was laughing. If it was
intended to be a hatchet job on me it ended up being the most clownish piece of journalism I have ever seen. O b v i o u s l y, i f t h e Magistrate is aware of her role, she would summon the Guyana Times to explain what exactly was the reporter listening to when she was in court. Here now is a juxtaposition of what the paper carried and what the Kaieteur News published. The two accounts are very different so one newspaper was either sailing or being mischievous. GT stands for the Times, KN for Kaieteur News My testimony lasted for about half an hour and I faced questions from Mr. Glenn Hanoman. G T- “ T h e d e f e n c e counsel told the court that Kissoon was unaware he had to tell the whole truth.” KN – “According to Hanoman, Kissoon told the court he was not aware that he is obligated to tell the whole truth but Magistrate Latchman perused the evidence and found that Kissoon had
said he was there to tell the whole truth.” GT – “More than once Kissoon sought to overpower the attorney and instead began to question him.” KN- “There were (sic) a number of outburst between the witness and attorney which prompted the magistrate to intervene - a l r i g h t , a l r i g h t , M r. Kissoon, Mr. Hanoman, let’s move on.” Now let us look at some of the reporting that either was an invention of the mind of the reporter, who incidentally was fired from the Kaieteur News for nonperformance or the Times editors invented it themselves. The Headline of GT s c r e a m e d , “ K i s s o o n ’s sanity in question.” At no time since I took the stand was the word “sanity” used by any defence attorney. Maybe someone at GT suffers from a loss of sanity and wants to see others do the same. The Times wrote, “Kissoon went on to ask the Magistrate if he was required to answer certain questions of which the Magistrate replied in the
affirmative. “ In fact there was only one question and that was when I pointed out that it was so badly constructed, it made no sense. The words I used were, “the inherent absurdity in the question.” I then asked the magistrate if she wants me to answer it. These were her exact words, “Mr. Kissoon, why would you want to answer a question that you think is inherently absurd but you can answer the question.” By now readers would have read a full account in Kaieteur News of what transpired on Friday morning by a professional journalist writing in a professional way and whose reporting was professionally edited. That reporting had absolutely nothing to do with my status at Kaieteur News. What was published by the KN journalist was a recounting of what took place in the court room. In my caption above, I used the word “clownish” to describe the journalism of Guyana Times. Here is a graphic example of the journalism of the circus.
Frederick Kissoon The Times began its publication of the Friday trial by the following words, “Columnist Freddie KIssoon failed to d e m o n s t r a t e comprehension of basic questions posited to him by defence attorney.” This is incompetent editing of the worst kind. Yo u c a n n o t “ p o s i t ” a question to someone. That is atrocious grammar. Secondly, there was no pronouncement by the court that I failed to comprehend basic questions. I do confess I failed to answer many questions “posited” to me since I cannot answer questions that have no grammatical and semantic fabric. Words have meanings, so one has to use them properly to bring out their meanings.

Police continue hunt for Cops to re-open Delon Melville murder probe gunmen in taxi driver’s execution Only recently the Guyana Police Force (GPF) announced its intention of revisiting a number of cold cases which had been on the back burner for quite some time —One such case is the 2013 killing of Delon Melville. The partly decomposed body of 26-year-old Delon Melville, a Mocha East Bank Demerara (EBD) resident, was discovered in a clump of bushes, a short distance from his home, four days after he had gone missing. It is believed that the killing was one of a vigilante nature. No one has ever been arrested for the Melville’s murder. Recently, this newspaper learnt that ranks from the force’s Major Crimes Unit will be reviewing the case in an effort to eliminate it from the list of unsolved murders. Will the relatives of Delon Melville finally get closure? When this newspaper reached out to Paulette Vickerie, the mother of the young man, she was not in a position to speak. She said that she has not yet recovered from the death of her son but hopes to get closure on this matter. She explained that her daughter and sister are directly connected to the case and are working with the police to bring closure. Meanwhile, this newspaper understands that Melville was not accepted by everyone in the community of Mocha because he was reportedly homosexual and this type of behaviour was not acceptable in Mocha. As
Delon Melville a result of this, the 26-year was taunted by residents. According to relatives, Melville disappeared after leaving his home because he received a mysterious telephone call. He had been last seen entering a motor vehicle several blocks from his home, clad in a brown shirt, denim pants, brown cap and a pair
of slippers. Back in 2013, Vickerie said that she had spoken to her son on the night that he vanished. “At around seven o’clock on Monday, I told Delon that I wanted to watch the news so I turn on the television and was watching. My son said that he was going on the road to get some DVDs to watch with his nephew…And I fell asleep.” Vickerie said that it was not until the following day that she realized that something was amiss. “The following day (Tuesday) after I woke up to do my regular devotion, around 4 am, I notice that Delon was not in his bed. I told my daughter that I was worried, but she said to me ‘Mommy, Delon will come home and I will call’, so I left for work.” The woman said that her grandson subsequently related that whilst watching television his uncle received a phone call at eight o’clock and left immediately. He was not seen or heard from since then until his body was discovered.
Several persons have been questioned, including an eyewitness, as police hunt the gunmen who killed Oswald Rambarran, a 007 taxi driver, Sunday night in King Edward Street, Albouystown. The taxi driver had been called by a resident to deliver a meal. Rambarran, 42, also known as ‘Downs’ of Middle Road, La Penitence, was shot in the head around 21:30hrs while drinking with a resident of Lot 139 King Edward Street, Albouystown, and two other men, who fled the scene unharmed. Kaieteur News understands that detectives have so far taken statements from three individuals, one of whom witnessed the shooting. They were not detained. A police source said that
DEAD: Oswald Rambarran six spent shells were recovered from the crime scene. It is alleged that after dropping off the meal, Rambarran sat at a table outside the house with the
resident and two others. They were reportedly drinking when two men rode up on motorcycles, drew guns and opened fire hitting Rambarran in the head. The father of four died shortly after at the Georgetown Public Hospital Corporation (GPHC). Based on reports, in June 2008, Rambarran was remanded to prison on a charge of escaping from l a w f u l c u s t o d y. I t w a s alleged that he escaped from the GPHC, where he was being treated for gunshot wounds. According to reports, Rambarran was shot during a high speed chase with police on mobile patrol after he and an accomplice were caught forcing a man into the trunk of a motorcar.

Sheriff St. fatal accident…
Friend of Tacoma driver says death car “jumped over Garnett Street” A friend of Heeranand Boodhram, the alleged drunk driver who reportedly killed four-year-old, Ambeka Providence, and injured her mother, on Sheriff Street Saturday night says his friend is not to be blamed for the accident. His friend’s vehicle crashed into a car Anthony McKenzie, called ‘Cake Soap’ in an interview Kaieteur News yesterday, said that he was seated in the front passenger seat of his friend’s white Toyota Tacoma PRR 3500, when the motorcar transporting Providence of Lot 133 D’Andrade Street, Newton, and her mother Abiola Trotman, drove into their path. “I see a car jump out Royal Castle parking lot and tried to jump over Garnett Street”, McKenzie recalled. And contrary to reports, Sunil Boodhram, the father of the driver, stated that his son is 21 years old and not 19. According to the older Boodhram, his son resides with him at First Street Sachi Bazaar, Prashad Nagar, Georgetown. Police in a statement had said, “In addition to an investigation into the accident, police plan to direct attention to the issue of how

It was then, he stated, the car that was heading east along Garnett Street collided with their vehicle. Military plane mystery in T&T ...no comment from Civil Aviation Authority
A Lockheed C-5 Galaxy at the Piarco International Airport. Source: Facebook page of JetSteamT&T (Trinidad Express) P l an e s p o t t e r s h a d lots to talk about last weekend in Trinidad when a gigantic American war plane landed. The plane was seen at Piarco International Airport on Sunday and a photo of it parked on the runway was shared widely on social media. Director General of the Civil Aviation Authority Ramesh Lutchmedial when contacted yesterday said he could not comment the
presence of the aircraft, considered one of the largest military aircraft in the world. “I am not at liberty to say. That’s a matter for the US Government and the Ministry of National Security”, said Lutchmedial. According to Wikipedia: “The Lockheed C-5 Galaxy is a large military transport aircraft originally designed and built by Lockheed, and now maintained and
upgraded by its successor, Lockheed Martin. It provides the United States Air Force (USAF) with a heavy intercontinental-range strategic airlift capability, one that can carry outsize and oversize loads, including all air-certifiable cargo. The Galaxy has many similarities to its smaller Lockheed C-141 Starlifter predecessor, and the later Boeing C-17 Globemaster III”.

Rowley announces new crime fighting initiatives PORT OF SPAIN, Trinidad (CMC) – Prime Minister Dr. Keith Rowley, says his administration will be spending US$17.5 million on equipment that will enable the Trinidad and Tobago Police Service (TTPS) to boost intelligence-gathering efforts in the fight against crime. Rowley, in a 37-minute address to the nation late Sunday, said the twin island republic has been grappling with an increase in crime even as the government also deals with some economic challenges. “We wake up each day to the numbing news of the depressing actions of a proportionately small number of our citizens; non-stop killings; from the revenge murders among the organised criminal gangs to the ever too frequent tragedies of domestic violence; to the inexplicable mindless acts of wantonness which defy logic, causing us to believe that amongst us there are warped minds which place no value on human life.” He said his government is resolute in its commitment to confront those who choose crime as a way of life and undertake to work tirelessly to rebuild a sense of safety through meaningful reduction of crime and removal of the fear of crime in our communities. The Prime Minister said the Government will sustain its resourcing of the TTPS and other security agencies
T&T PM Dr. Keith Rowley to allow them to better engage in crime prevention and detection. “To this end recently the National Security Council had Cabinet authorise a US$17.5 major equipment purchase to upgrade the intelligence gathering efforts of the Police… this is expected to significantly boost evidence gathering and greatly assist the law enforcement capabilities of the security agencies.” The Prime Minister also said the government is eagerly awaiting the appointment of a Police Commissioner, and live in hope to bear fruit from the new spirit of collaboration and cooperation between the Government and the Opposition. “Only time will tell….steps have been taken to initiate the still cumbersome process with the intention of having a substantive Commissioner of
Police appointed. It is the intention of the Government to invite the Opposition to cooperate with us to abolish the current failed process and replace it with some new arrangement such as an accountable Police Service Commission cloaked with the responsibility and authority to supervise an effective modern Police Service.” Rowley also noted that the government has been encouraging the TTPS to decentralise its efforts by concentrating its manpower and leadership over an aggressive regional substructure. He suggested that this would bring greater accountability alongside more actionable information and boots on the pavement over more hours of the day. The address comes ahead of the Budget for fiscal 20162017 which is expected to be presented in Parliament by month’s end.

Sniper takes out ISIS executioner from a mile away
A sharpshooter killed a top ISIS executioner and three other jihadists with a single bullet from nearly a mile away — just seconds before the fiend was set to burn 12 hostages alive with a flamethrower, according to a news report. The British Special Air Service marksman turned one of the most hated terrorists in Syria into a fireball by using a Barett .50-caliber rifle to strike a fuel tank affixed to the jihadi’s back, the UK’s Daily Star reported Sunday. The pack exploded, killing the sadistic terrorist and three of his flunkies, who were supposed to film the execution, last month, the paper said. The ISIS butcher — who reportedly delighted in burning hostages alive — had been on a US “kill list” for several months, sources told the paper, which did not identify the sniper or the executioner. He and his band of wicked men had been traveling around ISIS-held compounds in Syria slaughtering civilians labeled as spies. Their prisoners were tied to stakes or thrown in cages before being torched by the
executioner, according to the report. ISIS started using flamethrowers after the torture method was popularized in North Korea. The ISIS killer was so feared that his victims would beg to be shot rather than be set on fire. Just before the sniper rescue operation outside of Raqqa, Syria, “the SAS team moved into an overwatch position above a village where they were told the execution was going to take place,” a source told the Star. “Up to 12 civilians were going to be murdered — eight men and four women. “The executioner gave some sort of rambling speech . . . then when he finished, the SAS sniper opened fire,” the source said. The captives were then rescued by British and US special forces. The rescue comes just months after another SAS sniper killed two ISIS car bombers as they drove toward Libya. Guyana Hemp Association seeks to create employment opportunities, eradicate poverty The Guyana Hemp Association, (GHA) believes that sensitizing Guyanese to the importance of producing hemp in the country will create employment opportunities and help eradicate poverty. The GHA is having an awareness week which commenced yesterday and will conclude on September 17, next. The focus of the weeklong programme will be on a number of public forums and video shows to be held countrywide as well as sporting activities, mini exhibitions and media promotions. The Association which was founded in May has been seeking approval to produce and export industrial hemp, a plant that belongs to the same family as marijuana, to help create a large number of jobs. Head of the Association, Dr. Turhane Doerga, said the group is aiming to bring development to the agriculture sector through the production of hemp. At a public forum held at the Girl Guides Pavilion on Brickdam on Sunday, Doerga noted that Guyanese people are survivors. He expressed the firm belief that the Guyana Rice Industry can be developed more based on the performance over the years. He also noted that sugar
in making body oils, fuel, medicine, plastic and paper among others.”
Head of GHA, Dr Turhane Doerga can be a success if the management and marketing problems are fixed. The cassava development can be enhanced and packaged in several varieties. He said that farmers need to be educated on the evolving locally and globally. According to Doerga, hemp can be very useful in the production sector. The products are utilized in the creation of biodegradable plastics, such as dashboards from popular automobiles. “Hemp has many uses, including being used as food,
Doerga added that during the planting process the drug has to be monitored throughout its growth, to ensure that its potency is within legal limits. In Guyana, industrial hemp is not marijuana because it contains THC ( Te t r a h y d r o c a n n a b i n o l ) levels of less than one percent. This prevents any narcotic effect upon anyone who would wish to smoke it, unlike marijuana which contains over three percent THC. Over 50 countries including the USA, Canada, Kenya, Japan and within the region Countries like Jamaica, Uruguay, Brazil, Venezuela, Trinidad among others have allowed through easing restrictions and legislation, the commercial cultivation of industrial hemp, by declassification of Narcotic Act pertaining to Hemp. The GHA is the first official hemp association in Guyana. The focus of the hemp association is to help build, and facilitate the expansion of Global Hemp industries and communities. The hope is to propel Guyana to the forefront of one of the world’s oldest, fastest growing and most viable industries.
Friend of Tacoma driver says death... From page 12 indicated that the four-year old was in the back seat of the car with her mother and Cheryl Williams, a relative. McKenzie alleged that he and his friend were beaten and robbed of gold jewellery by persons at the scene. However, eyewitnesses told this publication that the driver of the Toyota Tacoma got out of his vehicle and attempted to remove his number plate. This, they said, angered citizens who began beating the young man. The driver reportedly sought refuge in his vehicle, locking
the doors. It was reported that his relatives arrived within minutes and someone allegedly brandished a gun to clear the way for the driver to be escorted into another vehicle. According to reports, Providence, her mother and the relative were returning home by car after visiting the Giftland Mall when tragedy struck. It was reported that the accident occurred around 22:00hrs when an allegedly drunk driver rammed his SUV into a car on Sheriff Street. Providence died on the spot. Based on reports, Providence and her family
were in the back seat of vehicle PMM 1426, which was proceeding south along Sheriff Street. The driver then stopped at the Sheriff and Garnett Street junction. It was in this moment that the Toyota Tacoma, heading north on Sheriff Street, struck the side of the car. The four-yearold girl was flung through the window of the vehicle and onto the roadway. Her mother was admitted to the Georgetown Public Hospital Corporation (GPHC) after sustaining injuries to her head and face. Boodhram remains hospitalized.

Syria ceasefire takes effect with Duterte says he wants U.S. Special Assad emboldened, opposition wary Forces out of southern Philippines
Syria’s president Bashar al-Assad (4th R), prays at a mosque in a Damascus suburb of Daraya, Syria in this handout picture provided by SANA on September 12, 2016. SANA/Handout via REUTERS (Reuters) - A nationwide ceasefire brokered by the United States and Russia went into effect in Syria yesterday evening, the second attempt this year by Washington and Moscow to halt the five-year civil war. The Syrian army, announced the truce at 7 p.m. (1600 GMT), the moment it took effect, saying the sevenday “regime of calm” would be applied across Syria. It reserved the right to respond with all forms of firepower to any violation by “armed groups”. Rebel groups fighting to topple President Bashar alAssad issued a joint statement listing deep reservations with the agreement they described as unjust, echoing concerns outlined in a letter to the United States on Sunday. While the statement did not explicitly back the ceasefire, rebel sources said the groups
were abiding by it. “Regarding a truce, a ceasefire, the delivery of aid, this is a moral question and there is no debate around this, we absolutely welcome this, but there are other articles around which there are reservations,” Zakaria Malahifji of an Aleppo-based rebel faction told Reuters. Combatant sources on both sides said calm was prevailing in the first hours of the ceasefire. The Syrian Observatory for Human Rights, a Britain-based monitoring group, shared that assessment. Russia is a major backer of Assad, while the United States supports some of the rebel groups fighting to topple him. U.S. Secretary of State John Kerry said early reports suggested there had been some reduction in violence. He told reporters at the State Department that it was
too early to draw a definitive conclusion about how effective the truce will be, and that there would no doubt be some reports of violations “here and there”. The agreement’s initial aims include allowing humanitarian access and joint U.S.-Russian targeting of jihadist groups, which are not covered by the agreement. Russia’s Foreign Ministry said in a statement that aid to the besieged city of Aleppo would start immediately. Besher Hawi, a resident of opposition-held Aleppo, said the city had been calm since the ceasefire came into force, after a heavy day of bombardment. “It’s excellent but I certainly have no confidence in the regime. It could bomb at any moment,” he told Reuters from Aleppo, speaking via a web-based messaging system.
(Reuters) - Philippine President Rodrigo Duterte yesterday called for the withdrawal of U.S. military from a restive southern island, fearing an American troop presence could complicate offensives against Islamist militants notorious for beheading Westerners. Duterte, who was in the spotlight last week over his televised tirade against the United States and President Barack Obama, said Special Forces now training Filipino troops were high-value targets for the Islamic Statelinked Abu Sayyaf as counterinsurgency operations intensify. “These special forces, they have to go,” Duterte said in a speech during an oath-taking ceremony for new officials. “I do not want a rift with America. But they have to go.” He added: “Americans, they will really kill them, they will try to kidnap them to get ransom.” The comment by Duterte, a former southern mayor known for his terse words and volatile temperament, adds to uncertainty about what impact his rise to the presidency will have on one of Washington’s best alliances in Asia. Duterte wants an independent foreign policy and says close ties with the
Philippines President Rodrigo Duterte during the ASEAN Summit in Vientiane, Laos. REUTERS/Soe Zeya Tun United States are crucial, but he has frequently accused the former colonial power of hypocrisy when criticized for his deadly drugs war. He denied on Friday calling Obama a “son of a bitch”. Some U.S. special forces have been killed in the southern Philippines since 2002, when Washington deployed soldiers to train and advise local units fighting Abu Sayyaf in Operation Enduring Freedom, part of its global anti-terror strategy. At the height of that, some 1,200 Americans were in Zamboanga City and on Jolo and Basilan islands, both strongholds of Abu Sayyaf,
which is known for its brutality and for earning huge sums of money from hostagetaking. The U.S. program was discontinued in the Philippines in 2015 but a small troop presence has remained for logistics and technical support. Washington has shifted much of its security focus in the Philippines towards the South China Sea. In his speech to officials yesterday, Duterte repeated comments from last week when he accused the United States of committing atrocities against Muslims over a century ago on Jolo Island.
Former PM Cameron resigns as MP - ends political career Former Prime Minister David Cameron said yesterday he was resigning from his seat in parliament to avoid becoming a distraction for his successor, ending his political career just weeks after he lost a referendum to stay in the European Union. Cameron, who came to power in 2010, said he had told Prime Minister Theresa May of his decision to stop representing his constituency in Oxfordshire to make way for someone who could concentrate on the area in central England. “I’ve thought about this long and hard over the summer and I’ve decided the right thing to do is to stand down as the Member of Parliament for Witney,” he told BBC TV.
“In my view with modern politics, with the c i r c u m s t a n c e s o f my resignation, it isn’t really possible to be a proper back bench MP (lawmaker) as a former prime minister. I think everything you do will become a big distraction and a big diversion from what the government needs to do for our country.” The former prime minister, 49, stepped down from the role in June shortly after 52 percent of Britons ignored his pleas and voted to leave the European Union, saying the country needed “fresh leadership” to negotiate the country’s exit, or Brexit. Cameron had sat on the ‘back benches’ of parliament several times since he quit the top job, but made little impact. He had earlier said he would complete his term in office until the next election due in 2020. May has moved to distance herself from some o f C a m e r o n ’s p o l i c i e s , particularly in education
where she has ditched his pledge not to increase the number of selective state schools. In a statement, May praised her former boss and vowed to continue his legacy of “one-nation conservatism”, a modernising social reform agenda which included legalising gay marriage. “I was proud to serve in David Cameron’s government – and under his leadership we achieved great things. Not just stabilising the economy, but also making great strides in delivering serious social reform,” s a i d M a y, w ho was Cameron’s Home Secretary. “His commitment to lead a one-nation government is one that I will continue.” Cameron also played down any splits. “I support her, I support w h a t ’s s h e d o i n g , a n d she’s got off to a cracking start,” Cameron said. “Obviously I’m going to have my own views about different issues…That’s really the point.”

CARICOM seeking UN assistance on statistics for development BRIDGETOWN, Barbados (CMC) – Caribbean Community (CARICOM) Secretary General Irwin La Rocque yesterday said CARICOM would be requesting assistance from the United Nations with regards to statistics that has been identified by a report on Caribbean Human Development for making evidence-based decision and policy making “extremely difficult”. Addressing the launch of the United National Development Programme (UNDP) Caribbean Human Development Report (HDR) 2016, La Rocque said while the Caribbean Community has been pursuing the path to sustainable development with the firm belief that people must be at the centre of development, a notable shortcoming identified by the authors of the report relates to the “unavailability of statistics, or of up-to-date statistics which they point out makes evidence-based decision and policy making “extremely difficult”. He said it is a deficiency that has been recognised by regional leaders, who at their last summit in Guyana in July acknowledged the importance of statistics to governance, to planning and policy making, and to the region’s efforts to attain sustainable development. He said the leaders have since endorsed an Action Plan for Statistics, which among other things, will seek to strengthen national statistical systems, as well as upgrade the Information and Communications Technology (ICT) infrastructure to support these systems. “Success in this regard would provide a more reliable foundation for research in your succeeding reports,” La Rocque told the UNDP officials, noting that the Caribbean would be requesting of the UN that with regard to Statistics, CARICOM should be viewed as a distinct grouping within the Latin America and Caribbean area. “This distinction is fundamental, as the data would be focused on the peculiar challenges that are faced by the Small Island Developing and Low-Lying Coastal States (SIDS), which constitute our Community, most of which are designated as Middle Income Countries. This Report has demonstrated the value of such an approach. “ La Rocque said that CARICOM has been actively
CARICOM Secretary General Irwin La Rocque pursuing its goals, notwithstanding its limitations with respect to human and financial resources. “We are extremely appreciative of the assistance towards achieving those goals, which is being rendered by our development partners. In that regard, the United Nations system, particularly the UNDP, is a most valuable and longstanding ally,” he said. The 227-page report titled “Multidimensional Progress: human resilience beyond income” examines human development gains in the Caribbean to date, and discusses how the region’s structural and external challenges, such as high debt, low growth, a volatile global economy, and frequent natural disasters, combine to put these gains at risk. La Rocque said that the document gives the region an insight into the impact that “our development efforts are making on the lives of our people,” noting that of equal importance is widespread acknowledgement that development is about improving all aspects of life. He said the report emphasises that as important as economic and financial status as indicators undoubtedly are, quality of life is also a critical determining factor in the level of development of a society. “The first Objective of the Community listed in the CARICOM Treaty is “improved standards of living and work”. Indeed, this was re-enforced in 2011 by Heads of Government when they “agreed that the objective of the Regional Agenda should be focussed on Improving the Lives of the People of the Caribbean Community”. He said in pursuing that objective, CARICOM among other things, devised a Strategic Plan for the period 2015-2019 which emerged from exhaustive and widespread consultations throughout the Community, among an extensive range of stakeholders. He said the plan includes building social resilience
among its integrated strategic priorities and that the goal of that priority is “to ensure sustainable human and social development in the Region, with reduced levels of poverty and equitable access by vulnerable groups and significant improvement of citizen security by facilitating a safe, just and free Community”. La Rocque said that the perspectives outlined in the HDR will be of value to CARICOM as it strives to achieve the desired outcomes of the Strategic Plan. He said these are strong economic growth and reduction in poverty and unemployment; improved quality of life; reduced environmental vulnerability and an integrated Community with equity for all. “The themes of resilience and vulnerability are central to the Report and resonate strongly with us in the Caribbean Community. Of particular interest is the focus on the vulnerability of our citizens as we grapple with the significant challenges of this period. “Our peculiar economic, social and environmental vulnerabilities lie at the core of the difficulties we are experiencing as we strive to advance our development goals,” La Rocque said. The report recognises the multi-dimensional nature of human vulnerability and proposes an inter-sectoral approach to address the issue and La Rocque said building resilience to counteract vulnerabilities; the participation and meaningful involvement of the youth and other vulnerable groups; and investing in skills training are essential requirements in our pursuit of a prosperous, stable and viable society. The Secretary General said that the report recommends that “a fundamentally new approach to Caribbean economic growth focused on human progress is needed” and that “issues affecting human progress should be treated as central and priority elements in comprehensive growth and development strategies”.

North Korea ready for another nuclear test any time: South Korea (Reuters) - North Korea is ready to conduct an additional nuclear test at any time, South Korea’s Defense Ministry said yesterday, three days after the reclusive North’s fifth test drew widespread condemnation. Pyongyang set off its most powerful nuclear blast to date on Friday, saying it had mastered the ability to mount a warhead on a ballistic missile and ratcheting up a threat that its rivals and the United Nations have been powerless to contain. “Assessment by South Korean and U.S. intelligence is that the North is always ready for an additional nuclear test in the Punggyeri area,” the site of the North’s five nuclear explosions, South Korean Defense Ministry
spokesman Moon Sang-gyun told a news briefing. “North Korea has a tunnel where it can conduct an additional nuclear test,” Moon said. South Korea is pushing for more sanctions against Pyongyang to close what it says were loopholes left in the last United Nations Security Council resolution adopted in March. Both China and Russia backed sanctions imposed in March following the North’s January nuclear test, but their apparent ambivalence about fresh sanctions cast doubt on the Security Council’s ability to quickly form a consensus. “We expect that China, as one of the Security Council member states, should take
this issue seriously and play a very constructive role to come up with a very effective and strong sanctions resolution,” a South Korean foreign ministry official said. NEW SANCTIONS? The Security Council denounced the latest test on Friday and said it would begin work immediately on a resolution. The United States, Britain and France - three of the five veto-wielding permanent members - pushed for the 15-member body to impose new sanctions. However, China’s foreign ministry spokeswoman Hua Chunying said sanctions alone could not solve the North Korean nuclear issue. The crux of the issue lay with the United States, not China, she added.
Venezuelan company Polar says food production down 30% CARACAS, Venezuela (UPI) — One of Venezuela’s largest corporations announced yesterday that its production of food has fallen 30 percent so far in 2016 because of a shortage of corn, wheat and rice. Manuel Felipe Larrazába, Empresas Polar’s director of food operations, said a shortage of raw materials such as white corn, rice plants and durum wheat are the cause of the fall in production. He said the government’s allocations of the raw materials are “well below” the required amount to produce corn flour, rice and pasta. Polar has the processing ability to satisfy 10 percent of Venezuela’s rice needs, Felipe Larrazába said, but the country has so far only received 3.9 percent of the materials needed to make the rice by Venezuelan President Nicolas Maduro’s
government, which imports the materials. The conglomerate accused Maduro’s regime of “unequal and discriminatory” access to raw materials. Felipe Larrazába said the shortage of raw materials has affected one of Venezuela’s staple foods, Harina P.A.N. — a white corn meal used to make a variety of dishes including traditional Venezuelan arepas and empanadas. The popular Primor pasta brand is also affected. “Overall, Polar Foods has stopped producing almost 40 million kilos [88 million pounds] of Harina P.A.N. and have produced 26 percent below our ability and what was our normal production,” Felipe Larrazába said at a press conference. “We have stopped making 11,314,000 kilograms [nearly 25 million pounds] of Primor pasta.”
Maduro’s government heavily regulates most of the country’s economy, including food production and food imports. Empresas Polar, or Polar Companies, has proposed a plan to Maduro’s regime to allocate a steady supply of raw material to increase food production by 67 percent. Venezuela’s economic crisis, which was exacerbated by a decrease in oil prices, has led to a shortage of basic goods — including food and medicines. “The commitment of Polar Foods with Venezuela is what has driven us to continue to insist in increasing domestic food production,” Empresas Polar said in a statement. Despite the obstacles, we know that it is the only way that the country can overcome the crisis that currently bedevils Venezuelans.”

Short-handed Patriots hang on to defeat Cardinals (Reuters) Even without their stars and other starters as well, the New England Patriots proved they are no pushovers when playing short-handed. Just ask the Arizona Cardinals, who fell 23-21 Sunday night in the season-opener for both teams at University of Phoenix Stadium. “I’m happy to win, fortunate to win,” Patriots coach Bill Belichick said. “We’re going to need to play better next week and succeeding weeks.” It was good enough, though, to earn a road victory over a team that went 13-3 a year ago and advanced to the
NFC Championship Game. Playing without suspended quarterback Tom Brady, All-Pro tight end Rob Gronkowski, suspended defensive end Rob Ninkovich and two starting offensive linemen, the Patriots rode the arm of Jimmy Garoppolo and the leg of kicker Stephen Gostkowski to deal Arizona its first home loss in September since 2009. The Cardinals rallied from a 10-0 first-quarter deficit and eventually took the lead with 9:46 left to play when Carson Palmer threw a 1-yard fade pass to Larry Fitzgerald in the corner of the end zone. Chandler Catanzaro’s extra point
made it 21-20, Arizona. However, Garoppolo, charged with replacing Brady during the future Hall of Famer’s four-game suspension for his alleged role in the Deflategate controversy, brought his team back and proved the Las Vegas oddsmakers, who listed New England as 9-point underdogs, to be dead wrong. He guided the Patriots on a 13-play, 61-yard drive that was capped by Gostkowski’s third field goal of the game, a 32-yarder, with 3:44 remaining. Gostkowski also connected from 47 and 53 yards. “He’s incredible,” Patriots safety Devin McCourty said
of Garoppolo. “All game he went out there and made the plays he was supposed to make. We knew as a team. We believed in him.” There was no doubt in this locker room that Jimmy could go out there and play.” The Cardinals had a chance to win it, driving to the Patriots’ 29-yard line in the final minute of play. However, Catanzaro was wide left on a 47-yard field-goal attempt. The snap from rookie Kameron Canaday was low to holder Drew Butler, which threw Catanzaro off. “I wish I could take it back, but I can’t,” Canaday said. “I am just going to have to move forward and focus on next week and improving.”

NFL players join Colin Kaepernick protests
Kaepernick’s protest over the treatment of black people sparked a strong reaction. BBC Sport Fellow players joined San Francisco 49er Colin Kaepernick in protesting about racial inequality on the NFL’s opening weekend, which also marked the anniversary of the 9/11 attacks. Kaepernick’s refusal to stand for the national anthem at the start of each game in pre-season has divided opinion. While many have backed him, others say he is disrespecting the American
flag. But several players raised fists or knelt to support Kaepernick’s aim to highlight oppression of black people. Four Miami Dolphins players - Arian Foster, Jelani Jenkins, Michael Thomas, and Kenny Stills - knelt as the Star Spangled Banner played. Their opponents, the Seattle Seahawks, locked arms as they stood. Kansas City Chiefs players also locked arms to
show unity, while Marcus Peters raised a black-gloved fist - a gesture reminiscent of US sprinters Tommie Smith and John Carlos as they stood on the podium following their 200m final at the 1968 Olympic Games in Mexico City. In a statement, the Chiefs players said it was their goal to be “unified as a team and to be respectful of everyone’s opinions” as well as remember 9/11. It continued: “It’s our job as professional athletes to

(AP) make a positive impact on our communities and to be proactive when change is needed.” Dolphins player Jelani Jenkins said: “I chose to get involved to see if I could create change, raise awareness. “I want to make it clear that there is no disrespect to the military or to police officers. I’m not about that. “I would like to keep moving forward in the right direction with everybody: equal rights, equal
opportunity. “It doesn’t seem that it’s happening. That’s why I took a stand.” Seahawks players and staff had been in talks before their game to discuss how best to show support. Wide receiver Doug Baldwin said they wanted to meet with the mayor of Seattle and local law enforcement. “We know that there has to be change and progress, but you got to apply direction to change,” he said.
New England Patriots duo Martellus Bennett and Devin McCourty also held up their right arms, while team-mate Danny Amendola was seen to grab the unfurled American flag on the field during the anthem. In Thursday’s seasonopener between the Denver Broncos and the Carolina Panthers - a repeat of last season’s Super Bowl Denver linebacker Brandon Marshall knelt during the national anthem.
NSC U19 Futsal Trials to Liverpool move continue this weekend ‘worst mistake of Players vying for place on Inter Guiana Goodwill team By Franklin Wilson The ongoing trials being conducted by the National Sports Commission (NSC) in collaboration with the Guyana Football Federation (GFF) aimed at selecting a squad for the imminent Inter Guiana Goodwill Games next month against old rivals Suriname is set to continue this weekend at the Cliff Anderson Sports Hall Tarmac. On Saturday last, the said venue hosted trials which saw a handful of players turning up to stake a claim for a spot on the squad. Some of those players turning up were part of the Guyana National Under-17 team which competed in the USVI recently and can very well form the core of the squad given their abilities and zeal to play. Speaking with Kaieteur Sport, Local Seon Erskine who is also an NSC Officer stated that a total of seven (7)
disciplines would be competed between the two nations who have had healthy rivalry over the years at this level. ”We would be taking on each other in futsal, basketball, volleyball, badminton, table tennis, swimming and athletics from October 21st to 23rd at this same venue.” Erskine noted that the NSC would be pulling out all the stops to ensure that, in association with the respective national federations/associations, the best teams are selected to represent Guyana against the very competitive, Surinamese. T h e n a t i o n a l federations/associations would be required to shoulder full responsibility in preparing their teams while the NSC would be taking over full responsibility for encampment of the teams and game officials from
October 14, next. Erskine noted that this is a very important move to ensure that the players are able to gel together as a collective. He posited that this should not only be done when a team is travelling overseas but is equally important when playing at home also. Futsal trials will be held for all areas this Saturday and Sunday; players would be under the watchful eyes of Coaches Ian D’Vieira and Challus McKinnon. In an invited comment, McKinnon informed that in short-listing a squad, they would be looking at the technique of the players, their intelligence level in this format of the game, their personality and composure among other attributes. Players who are born in 1997 and after are welcome to attend this weekend’s trials at the Tarmac of the Cliff Anderson Sports Hall from 10:00hrs.

The 26-year-old former Inter Milan and Manchester City forward helped Nice to a 3-2 win over Olympique Marseille to leave his team second in league standings, behind leaders Monaco on goal difference. Balotelli scored only once in 16 Premier League appearances in his first season at the Merseyside club and was sent back to AC Milan on loan last season in an injury-hit campaign. “I joined Liverpool (in 2014)... it was the worst mistake of my life. GBA National Intermediate Boxing Championships
Guyana Defence Force retains championship trophy Julius Kesney/ Keevin Allicock voted best boxers in their categories On a night of unbridled fistic fury, where no quarters were asked and none given, boxers of the Guyana Defence Force won 7 titles and reclaimed the championship trophy when the curtains came down on the Guyana Boxing Association (GBA) National Intermediate Boxing Championships at the National Gymnasium, Mandela Avenue, last Sunday evening. The Republican Boxing Gym fielded three finalists who all won in their respective categories but once again had to be content with the second place slot as they were overwhelmed by the vast numbers of their arch-rivals. Keevin Allicock represented the Forgotten Youth Foundation and turned in a wonderful display of aggressive punching to win the (Youth) bantamweight title. He was all business and after an especially vicious attack, the rampaging Allicock forced the referee to halt his contest against Albert Thomas, of the Rose Hall Jammers (RHJ) at 2:11secs of the third round. Allicock’s performance impressed the judges and he was also adjudged best boxer of his category. Bantamweight boxer,
Julius Kesney (RHJ) followed up his excellent showing in the semi-finals, where he defeated Republican, Orin Rodrigues, to carve out another impressive win against Courtney Lynch (GDF) and take the honours in the bantamweight division. So impressive was Kesney’s display that the judges unanimously voted for him as the best elite boxer on show. The Republicans certainly hadn’t the quantity of boxers as their nemesis, the GDF, but what they lacked in that department they compensated in qualitative displays. In an earlier report, Kaieteur Sport had inadvertently stated that Republican, Delroy Nero, had conceded a walk over to his gym mate, Dennis Holligan when in fact it was the latter boxer who had failed to turn up for the fight. Nero returned in the finals to defeat Rhondel Douglas (GDF) in an action packed affair to take the jnr/welterweight title. His colleague, Joshua Joseph, retained the tempo one fight later to defeat Orlando Norton (GDF) even after the referee had harshly deducted 2 points from his (Joseph) score because his mouthpiece became
dislodged. Even as his supporters displayed disgust and annoyance by the unfair ruling, Joseph shrugged it aside and launched a vicious attack that forced the referee to institute a mandatory 8 count on the soldier. Joseph picked up the pace and during an exchange his mouthpiece once again fell on the canvass and the referee once again punished the erring boxer by deducting a point. Upon resumption, Joseph lashed out and forced his man to seek refuge behind high guards. This pattern continued right up to the bell and Joseph must be commended for the high level of discipline exhibited where he remained calm and even unperturbed amidst the unorthodox tactics of the third man. He was eventually adjudged winner and welterweight champion. Republican, Bryan Leitch, replicated his semi final performance where he defeated Renaldo Niles (GDF) with another commendable display that earned him a points victory over Niles’ colleague, Ryan Roberts, and the heavyweight title. Earlier in the night, Jamal Eastman was forced to quit on his stool at the start of the second round after
sustaining an injury to his h a n d i n h i s ( Yo u t h ) lightweight bout against Travis Hubbard (GDF) for the latter boxer to be declared winner and champion by a TKO. Akil Mounter of the Essequibo Boxing Gym (EBG) faced off with his gym mate, Richard Lanferman, for the (Youth) welterweight title and the latter boxer gifted the former the (Youth) welterweight title after inexplicably quitting on his stool after just one round of tame aggression. Anil Chitraj (GDF) then won the jnr/flyweight (elite) title after defeating his gym mate Royden Nicholson, while Don Cumberbatch (GDF) forced the referee to call a halt to his flyweight (elite) bout) after subjecting his opponent, Reeaz Jaburali to 2 mandatory 8 counts. Lightweight, Jemol Brisport (GDF), won the championship after outpointing his gym mate, Triston Browne one fight before light/heavyweight pugilist, Aluku Bess (GDF) defeated another soldier, Marvin Williams, to capture those honours. The curtains came down after Renee Lewis (GDF) outpointed his gym mate, Floyd Cato for the super/heavyweight title.
Platini allowed to address UEFA Congress as ‘gesture of humanity’ AT H E N S ( R e u t e r s ) UEFA’s disgraced former president Michel Platini will be allowed to address its Congress on Wednesday as a “gesture of humanity” despite his ban from the sport, FIFA’s ethics committee said on Monday. The Frenchman has been banned for four years from all soccer-related activity for ethics violations and his replacement to head the sport’s European governing body will be elected at the event in Athens. The ethics committee of soccer’s governing body said an exception had been made for Wednesday’s event following a request from UEFA.
“UEFA formally asked the adjudicatory chamber of the independent ethics committee for an exception for Mr Platini to be able to make a short farewell address to its congress in Athens,” said the committee in a statement. “The chairman of the adjudicatory chamber, Mr. Hans-Joachim Eckert, granted this exception as a gesture of humanity.” One of the finest players of his generation who went on to become a powerful sporting official, Platini was suspended over his dealings with fallen world soccer chief Sepp Blatter during the scandal which shook the sport’s global governing body last year.
Platini was banished along with former FIFA President Blatter over a payment of two million Swiss francs ($2.08 million) made to the Frenchman by FIFA with Blatter’s approval in 2011 for work done a decade earlier. FIFA’s ethics committee said the payment, made at a time when Blatter was seeking re-election, lacked transparency and presented conflicts of interest. Both men denied wrongdoing. Platini, who was first elected as UEFA president in 2007, had been favorite to replace Blatter at the time. Instead, his former general secretary at UEFA, Gianni Infantino was voted to the

Canada’s Montreal YMCA only Canadian Semi- Pro B/ball team to visit here in 1978
Members of the Montreal YMCA team during a reception hosted by the then Canadian High Commissioner to Guyana Ailan Roger. Invited by their counterparts Linden YMCA, the touring Montreal YMCA Basketball team lived up to their international standards during their Guyana visit in March 1978. With players like the phenomenal Olympic Star Joseph Farroba who was the talk of
the series. Farroba left an indelible mark on Guyanese basketball fans as Statistician Charwayne Walker informs. From the opening match at Mackenzie Sports Club to the series finale at the National Sports Hall, Farroba was the crowd
favourite. His aggregate from four matches was 127 points at an average of 31:75. His 42 points vs Guyana at the National Sports Hall still remains as the highest individual score in an international match at that venue. The two other outstanding Canadian
Graham’s presence could boost CMRC Superbike category The final leg of the Caribbean Motor Racing Championship (CMRC) could receive a real boost should Canadian Superbike racer Kevin Graham confirm his participation for the upcoming event scheduled to be staged here in Guyana, at the South Dakota Circuit. Graham, who was a starter at the recently held penultimate leg of the Series at Bushy Park in Barbados, is being courted by the Guyana Motor Racing & Sports Club (GMR&SC), host of the CMRC to make his presence at the Meet and the early signs are that he will be coming. Speaking with Kaieteur Sport last week, President of the GMR&SC Raj Boodhoo confirmed that they are currently working to get the
Canadian maestro to come to Guyana to thrill the fans. Graham, who used to be a regular fixture at Meets here in Guyana, is credited for the resurgence of Superbike racing here, while also having to take some credit for the outstanding career of Stephen ‘Valentino Rossi’, someone who had benefitted a lot from the skills of the Canadian. The easy going Canadian had done a lot for a number of Guyanese riders, teaching them the art of the sport which was evidently done for the love of the sport and perhaps payback for the affection he received over the years. Graham came at a time when Superbike racing was in a depressive state and with the support of the Administration at the time
along with that of the c o r p o r a t e c o m m u n i t y, instigated a resurgence that has lasted until now. Many local fans loved to see him race and display his skills on the bike and while he is not in contention for the regional title, his mere presence on the track is something that they will truly embrace. Young riders such as Elliott and Matthew Vieira, who many believe will soon take over the mantle from Stephen, are still in their maturation period and they could use his presence as an opportunity to learn even more. They are the future of the sport and whatever they can glean from the experience Graham could serve as a plus for their respective careers.

Big signings to hit profits at Manchester United (Reuters) Manchester United expect profits to fall back from last season’s record levels after the club splashed out on new players to try to regain its place in Europe’s soccer elite. The English club paid a world-beating 89 million pounds last month for French midfielder Paul Pogba and has brought in other big name players including Swedish striker Zlatan Ibrahimovic as it seeks to recover after failing to qualify for this season’s Champions League competition. That failure, and the cost of rebuilding the squad under new team manager Jose Mourinho, will push adjusted core earnings this financial year down to around 170-180 million pounds from a record 192
million in the year ended June 30, it said on Monday. Executive Vice Chairman Ed Woodward said last season’s strong financial results had allowed the club to “invest in our squad, team management and facilities to position us to challenge for, and win, trophies in the coming years.” The club also said it took 15.1 million pounds in exceptional changes in the year to June 30 related to its renewal plan. This included 8.4 million pounds in payouts to previous team manager Louis van Gaal and his backroom staff and a charge of 6.7 million on the fall in “carrying value of a player no longer considered to be a member of the first team playing squad”. It did not name the player
but local media said it was German World Cup winner Bastian Schweinsteiger. Signed by Van Gaal in 2015, Schweinsteiger has not yet played under Mourinho, who has said it would be “very difficult” for him to play for Manchester United again. Missing out on the panEuropean Champions League will reduce the c l u b ’s r e v e n u e t h i s financial year by more than 30 million pounds, United has said. Despite this, it forecast on Monday a new television deal for English Premier League matches would help push revenues up to a record 530-540 million pounds from last season’s 515 million. Rohit Sharma is part of the Mumbai squad for a tour match against the New Zealanders in Delhi from September 16. When asked if Rohit would play, a Mumbai team official said they were waiting for confirmation from the BCCI about his availability. “Rohit is a fabulous player, immense talent he has got, but he hasn’t got a longer run in Test cricket,” chairman of selectors Sandeep Patil said after the selection meeting in Mumbai. “What we have seen with Rohit Sharma is, he has been picked for one Test and then rested an entire season and again picked. So the selection committee, along with coach and captain, have decided that whoever is be picked will be given a fair amount of chances.” Perhaps the biggest question ahead of the selection of India’s XI for

Farah’s golds should not be devalued by Salazar accusations: Coe
Mo Farah (GBR) of Britain celebrates winning the gold. (REUTERS/Lucy Nicholson) (Reuters) Mo Farah should be respected for winning two golds at the Rio Olympics despite his coach Alberto Salazar being under investigation by the United States Anti-Doping Agency (USADA), IAAF President Sebastian Coe said. American Salazar, who has worked with Farah since 2011, was accused of violating anti-doping rules in a BBC documentary last year, including allegations he had given 2012 Olympic 10,000m silver medalist Galen Rupp the banned anabolic steroid testosterone. Farah became the only the second man to retain the
5,000m and 10,000m Olympic titles at Rio last month but his association with Salazar led to a taint of suspicion. “There are some systems where you can’t have that presumption of innocence any more, but Mo — and I am not here as his spokesman or his defender — has made all his readings public,” Coe, who won 1500 m golds at the 1980 and 1984 Olympics, was quoted as saying by the Times newspaper. “He is subjected to all the tests that anyone is subjected to, and if he has had issues with his coach then you have to assume he has asked some pretty tough
questions which have been answered satisfactorily to his way of thinking.” Salazar issued a lengthy and detailed denial of the a l l e g a t i o n s l a s t y e a r. USADA has been investigating him but is yet to release a finding. Farah has been exonerated by UK Athletics who found no impropriety on his part after receiving the initial findings of a review into his relationship with Salazar. He also agreed to release blood test results going back to 2005 - against the advice of governing body the International Association of Athletics Federations (IAAF).

Klitschko obsessed with regaining heavyweight crown LONDON (Reuters) Former champion Wladimir Klitschko said he is obsessed with regaining his world heavyweight crown and he would wait for as long as it takes for his re-match with Britain’s Tyson Fury. The fight has been fixed for Oct. 29 in Manchester, having been postponed in July when Fury suffered an ankle injury, although doubts have been raised about whether it would go ahead after Fury was charged with an anti-doping violation. Fury, who denies the allegations, caused a huge shock when he deservedly took a unanimous points victory over Klitschko in Dusseldorf last November to de-throne the Ukrainian who had ruled the heavyweight division for a decade. Klitschko, who has since turned 40, said that defeat by the 28-year-old so-called Gypsy King had motivated him to get better. “It was actually a great experience for me,” he said at a news conference in London at which Fury failed to show. “I always say that when one door closes another opens. I’ve gained out of it and have great motivation and I’m obsessed with the goal to get my titles back. “I’m patient. Even if it doesn’t happen in October, I w i l l w a i t . Ti m e w i l l eventually run out for Fury,” he added. Fury’s promoter Frank Warren said there were no “contractual” problems surrounding the fight and

Klitschko, who will be fighting to reclaim the WBO and WBA belts after Fury was stripped of his IBF crown because he did not fight a mandatory challenger, laughed off Fury’s no-show. “Maybe he’s here as the Invisible Man,” he said. “It doesn’t matter to me whether he shows up singing or as Batman or the Invisible Man, I’m ready for everything. I have my goal and I’m obsessed with that. I’m preparing well and just hope that he shows up in the ring in October.” He suggested Fury would be a better opponent second time round, even if he is clearly not a fan of the Britain who he described as a
“lunatic” for homophobic, sexist and anti-Semitic comments he posted in a video posted online this year. “I expect him to be better this time and I’m going to better and going to be different,” Klitschko said. “We fought previously and know each other well. I hope he’s training well because I want to fight the best Fury.” Unbeaten Fury, who has courted controversy throughout his career, was charged with a doping offence by UK Anti-Doping (UKAD) on June 24 after a urine sample taken nine months before he beat Klitschko showed traces of banned substance nandrolone. However, Fury’s legal team said the result of tests on the samples in March and M a y 2 0 1 5 w e r e contradictory and launched High Court proceedings against UKAD. A provisional suspension was lifted pending the result of an independent hearing.

Four Paralympians ran the 1500m faster than anyone at the Rio Olympics Final Even the fourth-place finisher would have won gold in August
Silver medalist Tamiru Demisse, gold medalist Abdellatif Baka and bronze medalist Henry Kirwa celebrate on the podium at the medal ceremony for the Men’s 1500m - T13 Final. (ALEXANDRE LOUREIRO VIA GETTY IMAGES) (The Huffington Post) On Sunday, Fouad Baka of Algeria finished a 1500meter race in just 3 minutes and 49.59 seconds at Maracanã Stadium in Rio de Janeiro. That’s fast, so fast that if Baka had finished with that time at that exact stadium in August, he would have beat out Matthew Centrowitz Jr. of the U.S. for the Olympic gold medal.
Centrowitz Jr. finished the final in 3 minutes and 50 seconds. Unfortunately for Baka, he wasn’t racing in the Olympics. He was racing in the Paralympics, where not one or two runners finished ahead of him, but three. Baka ended up placing fourth in the men’s 1500m T12/13 Final, a race for the visually impaired. In front of him was bronze medalist

Speaking with Kaieteur Sport on team preparation yesterday, GFF head Wayne Forde when asked if he was satisfied with the time frame that would be given to the players and Technical staff headed by Jamaal Shabazz to prepare had this to say: “This is the last time that Guyana will be in this position of under preparation at every level, you have my word on that.” Last week, when Kaieteur Sport posed a similar question to Shabazz, this was his reaction: “Time is the most precious commodity in international football. It is the big difference between coaching at the club and the national team level. I am one who complies and then complains. At the moment I feel like we have been given a fork to fight Goliath who possesses nuclear armaments. But then again the battle between David and Goliath was not won based on superiority in weaponry. These are difficult times but we must accept that there must be no excuse for committing ourselves to the task at hand.” Forde was frank in stating that as head of the sport in Guyana he is not pleased that consistently, time to get in shape is always a challenge. ”No I am absolutely not satisfied with our preparation but it is the best we can do under the current circumstances. The initial plan had several international friendlies but unavoidable delays with our funding severely affected those plans. We tried to get some of our CFU colleagues to visit us but they too are finding it difficult to fund the cost of travel within the region. We are however still pursuing some warm-up games.”
Wayne S. Forde - President GFF Forde informed that the Elite Clubs were advised to commence pre-season training four weeks ago and encouraged to play practice matches but only some of these clubs complied, while others didn’t. Based on updated CFU fixtures, Guyana is down to face Suriname on October 8 at the Andre Kamperveen Stadium in Paramaribo and Jamaica’s Reggae Boyz three days later at the Guyana National Stadium, Providence. Forde shared that a team of inspectors from the Caribbean Football Union are expected to be in Guyana within the coming days to inspect the field at Providence. The GFF head also shared his thoughts on how Guyana would do against Jamaica and Suriname: “I think Guyana has proven time and time again over the past years that despite the huge disparity in funding, access to high quality facilities, endemic organisational inefficiencies etc, the players and management staff seems to know when and where to leave those challenges; they step onto the field of play with an aura of pride and confidence that all of the regional powerhouses are far too aware of. Suriname and Jamaica are formidable opponents and we have to be at our best on that night to secure a victory.”
Paralympic chiefs suspicious on Algeria’s Israel no-show RIO DE JANEIRO, Brazil (AFP) — Paralympic authorities said yesterday they are suspicious about Algeria’s claim that its women’s goalball team missed a game against Israel in Rio purely due to travel delays. The Algerians did not show up for opening matches against the US team on Friday or Israel on S a t u r d a y, l e a d i n g t o accusations in the Israeli media of a boycott by the Muslim-majority country. However, Algeria’s team spokesman insisted yesterday that there was nothing political about the absence, saying he was
“astonished” by the accusation. “I wonder why the team would boycott the Paralympics tournament that it has prepared so hard for and which the Algerian State has spent so much money on,” spokesman Abdelkader Kelfat told AFP. Kelfat said the team had now arrived in Rio after a travel snarl-up caused by a missed connection in Rome on September 5. “This missed plane had a knock-on effect for the rest of the trip,” he said. However, following an incident at the earlier Olympic Games in Rio
where an Egyptian judoka broke protocol by refusing to shake hands with his Israeli opponent, the explanation was far from sufficient to satisfy the International Paralympic Committee (IPC). Political protests are banned at the Olympics and Paralympics. “The IPC will continue to investigate why more than 4,300 other athletes managed to arrive on time for these Games, yet the five players and two coaches that make up the Algerian women’s goalball team have suffered such trouble,” the governing body said in a (Continued on page 25)
