The idiocy of the JUSTICE SYSTEM Several issues over the past several weeks bring into focus the state of the justice system in this country. Citizens have been exposed to police inaction on complaints against the Minister of Finance who it is alleged illegally spent over $4.5B from the treasury. Not to appear inconsistent, the police high command halts investigations into reports by the Mayor of Georgetown of damage to property allegedly committed by a known character. The police are unable to institute charges arising from findings of investigations into allegations of abuse committed against juveniles incarcerated at the New Opportunity Corps. What lessons are to be learned from these few incidents is anyone’s guess. The fact that the Mayor of the City of Georgetown finds it alarming enough to go on the picket line outside of the High Court is not an occurrence to be taken lightly. Regardless of how his politics are viewed, the blatant shenanigans emanating from the precincts of City Hall are outrageous and would drive citizens to say “enough is enough and a plague on both your houses.” But it doesn’t end there; the police, it is claimed, are made aware that a murder suspect was seen in the frequent company of a shady character who acts as bodyguard to a city official prior to the commission of a murder and robbery. Yet we do not hear anyone making the type of association about criminal connections in this instance which says a lot about convenient name calling. Now to hear that the Attorney-General may be examining ways to find if the Mayor can be sanctioned for his public position on the state of the judiciary, ranks right up there with the rest of mediocre statements from on high. First of all when persons cast aspersions on the integrity of the police with allegations of corruption we do not hear of any legal avenue being sought to sanction the people making those observations. In Jamaica the private sector is demanding that there must be a cabinet reshuffle. Maybe if the local body was more vibrant and alive to its role and potential as a game changer it might have made a similar call years ago. As it is, the members of the private sector are too engrossed with their own chances of individual survival that to even contemplate such an idea is suicidal. That thought, notwithstanding, there is nothing which effectively prevents the private sector and members of civil society from articulating a demand for professional police investigations to be allowed to run their course and let the chips fall where they may. The murky circumstances surrounding the shooting of policeman, Leroy English, by a fellow member of the force raises the spectre of out-of-control operatives who are not guided by formally established rules of engagement. The zeal with which the Office of Professional Responsibility attempted to interview a popular newspaper columnist should be replicated across the entire force and must not be employed as a harassment technique. The experience of the young man who claims that he was being followed by a car without police markings, and therefore took the necessary evasive maneuvers brings starkly to memory the shooting to death of designer Trevor Rose earlier in the year. So far no one can say without a shadow of doubt that the fate intended for the young businessman at the centre of that incident would not have been a repeat of that suffered by Rose. The public must be told what behaviour is expected of them when a vehicle purporting to be an unmarked police vehicle attempts to stop them. It has also been observed that ranks in uniform manning roadblocks are routinely without their name and regulation number tags. Recall the recent robbery of an outgoing couple along the East Bank highway by ‘bandits’ in police uniform.

Race has destroyed our morality ON RODNEY’S ASSASSINATION DEAR EDITOR, It is time we examine Rodney’s death from a moral and legal standpoint. The discourse is heavy on the actual event but airy on the moral significance of the positions taken by those who accept that Rodney was killed by the PNC government but view the action of the PNC regime as morally, legally, philosophically and logically justified, reasonable, acceptable and non-condemnable for various reasons. There is a significant segment of the country that holds this view and this group is primarily comprised of PNC supporters along with a minority of PPP

supporters. The ‘moral’ position taken by this group is largely rooted in race and racialism. For the larger subset of this group, comprised of PNC supporters, the multiracial appeal of Rodney was a threat to existing African power and his assassination was necessary and justified. For the smaller subset of PPP supporters who endorsed Rodney’s assassination, it was from the basis that Rodney was a threat to Indian power and his killing was accordingly, morally sanctioned. These individuals have fleshed out this fundamental ‘moral’ position by adding other

components such as Rodney the troublemaker tempting fate and reaping what he sowed and the self-defence contention, meaning the PNC was acting in self-defence. Then there are those who genuinely believe the PNC killed Rodney but feel they cannot voice it or constantly challenge this innate sentiment for fear that it would undermine their own race or for fear they would be ostracized by their own ethnic group. These positions are immoral, hypocritical, disgusting, dangerous and destructive. They represent the belief that wrongdoing should be condoned, if

racially expedient. These positions are inherently against democracy, freedom, justice, fairness, decency, morality and equality, not to mention beyond the pale of logic, truth and honesty. The problem is that for some, try as they may, they cannot alter this ‘moral’ entrenchment. An ethnic government armed to the teeth, masterminding a police state and incapable of being militarily confronted is morally entitled to the cloak of self-defence when it assassinates, not prosecutes, a political dissident. Increased APNU pressure on Govt. for LGE…it’s better to be late than never DEAR EDITOR, It took the opposition APNU a while to mount a toughened effort and apply pressure to the government to set a date for urgently needed local government elections (LGE). Nonetheless, it’s better to be late than never. Blue CAPS believe that despite the Alliance For Change’s motion to debate a no-confidence motion against the government in the National Assembly, the government, through the Minister of Local Government, should establish a date for LGE. In the event the no-confidence

motion is carried, then General Elections would constitutionally take precedence over LGE. Blue CAPS notes the efforts of the Ministry of Local Government to expend $1billion on a national cleanup initiative. However, we are less than optimistic that this initiative will achieve much and be sustainable. It is time we move away from short-term fixes and focus on the structural issues afflicting our municipalities and Neighborhood Democratic Councils. LGE is a necessary, fundamental step to hold elected persons accountable for ensuring

sustainable garbage disposal and waste management solutions. Additionally, the current stalemate at the Georgetown municipality also reinforces the need for LGE and the respect for the rule of law. The constitution is designed for the people to elect their leaders at the local level and for those leaders to represent their interest as a Councillor of the municipality. These Councillors are expected to make decisions in the best interest of their constituencies. However, in Georgetown we have an undemocratic development where an administrator of the

municipality’s affairs makes unilateral decisions and disobeys decisions of the democratically-elected Council. This situation represents a grave threat to our democracy. This does not mean that we endorse the performance of the Georgetown City Council; nothing could be further from the truth. We call for LGE so that new and vibrant leadership can permeate and infuse the historic halls with effective and accountable decisionmaking. Clinton Urling Executive Chairman Blue CAPS Inc.

Fabrication of Hope Canal Sluice Gates DEAR EDITOR, In a SN Article of Sept. 8, Minister of Agriculture, Dr. Ramsammy has confirmed that fabrication of the gates for the Hope Canal sluice was not part of the contract awarded to Courtney Benn Construction (CBC). However, once the gates were delivered on site, it would be the responsibility of CBC to install them in accordance with the drawings and specifications. According to Minister Ramsammy, fabrication of these gates was done by the Guyana National Industrial Company (GNIC) under a

Govt. contract and with the objective to prevent CBC getting skewed and be allowed to concentrate its focus on building the infrastructure to house the gates. Unfortunately the Govt. never delivered the gates to CBC during the life of the contract which expired last year, and as of today, the gates are still with GNIC. Much contract work remains to be done before the sluice becomes operational, but CBC must be “smiling all the way to the Church” as it has been let off the hook for its failure to complete its contractual obligations

In light of the unresolved issue of bandits posing as policemen and the likelihood of policemen posing as bandits disguised as policemen there is all the more need to inform the public of this potential menace, and what to do in these circumstances. The authorities can do much more to ensure that the public safety and security system does not continue to fail us.

within the specified time and it now has all the time in the world to complete the project without any penalty hanging over its head for liquidating damages. CBC also has good grounds to recover the additional costs, with mark-up now being paid for extra labour, overtime and equipment to get the sluice completed by the December 31 deadline at Govt.’s directive. This is so because the Client (Govt.) was obligated under its agreement to provide CBC with the gates within a reasonable time frame to enable CBC to install and test them. Govt. however, has failed to execute its part of the contract and as the Client it will have great difficulty recovering liquidating damages from CBC for failure to complete the project within the specified

time, since it was a party to the problem to begin with and therefore there has to be shared responsibilities for failure to perform. The design of these gates appears to have a number of flaws. Firstly, the steel gates will rest on steel plates anchored on the weirs’ concrete surfaces. Wi t h o u t a s u i t a b l e sealing material separating them, leakages can be expected when the gates are closed against differential water levels. Secondly, the gates will be opened by remotely controlled electric motors. Having regard to friction between the gates and their guides and hydraulic pressures on them, once the gates are opened would their weight be sufficient to close them without assistance (Continued on page 7)

Rohan Doodnauth for No Birth Mirth-DUIDeath Under Ignorance ‘Special Person of the Year’ DEAR EDITOR, Once again my entire being contorted with grief on reading of yet another maternal death. Oh no! Oh no! Oh no, were not appropriate responses to the situation. My emotional competency had been dealt yet another blow. So many thoughts raced through my mind, some even attaining homicidal levels. With a return to sobriety or would that be sanity, I began to ask the question: Are the doctors in Guyana, especially those in Obstetrics in need of training or a draining? In a previous article in the Kaieteur News I had addressed this issue, from a qualified standpoint, being a State Certified Midwife, who had held a Charge position in Obstetrics for over 25 years. Following any death, whether maternal, fetal (intra or extra-uterine) or neonatal, are the staff subjected to any form of quality assurance review, maternal morbidity investigation and recommendations, upgrade of nursing standards, policy and procedural review? In fact, what is done to allay the fears of potential mothersto-be, the general public and last but certainly not least those affected by the absence of the mother viz: husbands, children and parents? Taking a slightly off humorous angle to this tragedy- With occurrences come a lot of baggage and sentiment and I can go on to posit the theory that this behaviour may be a succinct form of contraception. Birth is no longer time for mirth? A baby keeper has an appointment with the Grim Reaper. How sad, especially since it only serves to further depict Guyana’s descent into Dante’s inferno.

Now to the crux of the matter—-Pharmacology ignorance, stupidity, or plain downright unconcern comes into focus here and should be addressed. As a Midwife, Regis tered N urs e and Nursing Instructor I have administered the said drug Cytotec (Misoprostol) on multiple occasions. As childbirth educators, doulas, midwives, nurses, and obstetricians and gynecologists (OB/GYNs), we all needed to be aware of the evidence-based interventions that are used in childbirth. The label for Cytotec lists a contraindication that it should not be used on pregnant women. By the way, the package insert for Cytotec actually has a pregnant woman with an x through it. In 2000 due to the off label usage in the United States of America , Searle (the manufacturer of Cytotec) distributed a letter warning against the use of misoprostol in pregnant women. In addition to citing the abortifacient nature of the drug, the letter cited reports of uterine rupture and death associated with using misoprostol to induce labour. All cervical ripening and induction agents can cause uterine hyperstimulation, which can negatively affect the blood supply to the fetus and increases the risk of complications such as uterine rupture. Concern has been raised that uterine hyperstimulation that occurs during a misoprostol-induced labour is more difficult to treat than hyperstimulation during labour induced by other drugs. A product monograph usually accompanies each drug sold, am I to assume that there is one specially

printed for the medical staff in Guyana? One wherein the information differs to even more detrimental levels. Incidentally while a patient is under Cytotec therapy, strict supervision is imperative. After Cytotec is inserted in the vagina, it dissolves instantly. There is no turning back. There is nothing that can be given to reduce the severe tetanic (very violent and painful) contractions wearing on the m o t h e r ’s u t e r u s a n d depriving the baby of oxygen far longer than can be tolerated. The newspaper article does not state by what means the drug was administered, Other side effects of Cytotec include: uteroplacental blood flow, uterine rupture (requiring surgical repair, h y s t e r e c t o m y, a n d / o r salpingo-oophorectomy) amniotic fluid embolism, pelvic pain, retained placenta, severe genital bleeding, shock and fetal bradycardia. This is certainly not personal information to which I am solely privy. The recent death of Evita Singh and her baby was totally avoidable, and all responsible, every last one even to the very nurse administering the cidal drug should be held criminally accountable for both fetal and maternal death. Was the patient informed before she went into labour, of all the known side effects of interventions that would be used in labour and birth for both the mother and baby? Was Evita made aware that she had the right to refuse any drug? Is the right to informed consent not in practice in Guyana? The use of misoprostol (Cytotec) for cervical (Continued on page 7)

DEAR EDITOR, I would like to respond to KN article on August 31, 2014, “Strong-willed engineer, Rohan Doodnauth, is a ‘Special Person.’” In my opinion, he is an extraordinary and inspiring person. In a society plague by beggars, laziness, people who want to be pitied, and people who always looking for a handout, Rohan stands out as a different breed. He doesn’t believe in begging. He likes to work hard and doesn’t want to be pitied. He also doesn’t believe in giving up; he is unbelievably resilient. Nothing can hold him back, not a broken spine, not thieves who robbed him, and not even the wheel chair to which he is confined. Men like him are born that way; they’re not made that way. When life gives them lime, they make lime drink (swank) with it. They never give up, and they never, never surrender. They never ask, why me? Rather, they say why not me. They never see themselves as victims but as victorious. In addition, they always turn tragedy into triumph. After he suffered a spinal injury, Rohan used his setback to teach school dropouts welding so that they can better themselves. And in the process of them bettering themselves, he became better. You have to give in order to receive. He gave to the boys, and he received a

new and better life from God. His disability didn’t make him a stronger man; rather it revealed to him the man he was on the inside. Tragedy doesn’t make us who we are, it reveal to us who we are. After the tragedy, he felt down and depressed, but he refused to stay down and depressed; instead, he chose to stand up and fight against the depression. It’s a fact that during adversity, most people choose to stay down and give up rather than get up and not give up, but not Rohan, he is not like most people. During our adversity, God always sends a messenger to bring hope and comfort. In Rohan’s case, God sent him a messenger (one of Rohan’s friends). God’s messenger encouraged him to open a machine shop, which he did. God will only send the messenger when we are willing to do what He says. Rohan listened to the advice because he didn’t want to spend his life depending on people for handouts. This is why he refused to take gifts from people who felt sorry for him. He believes that people who chose to be pitied will remain poor, and those who refused to be pitied will become rich. To succeed in life, he believes that it’s better to give a man or woman a fishing pole than a fish. The messenger of God

told Rohan he wanted him to become a teacher and to teach boys how to weld. Always remember that a tragedy can make us better or bitter. His tragedy made him better. He believes that whenever a person encounters a tragedy, the best way to overcome it is to try to help others and not yourself, and by helping others, we are helping ourselves. I believe Rohan picked the most difficult group (school drop-outs) of boys to help because no one else wanted to help them. Nobody wants to work with school drop-outs; most of them are dunces, lazy, indisciplined, and rejects. I know this for a fact, because I was a school drop-out. And I believe that if it wasn’t for the accident, Rohan probably wouldn’t want to work with them either, but the accident made him more compassionate and gave him compassion for them. Even though I have never met Rohan, his story, perseverance, determination, and resiliency inspired me; he is an unusually rare disabled person and an even rarer human being. I would like to encourage you to start a weekly column in your newspaper on inspirational Guyanese living inside and outside of Guyana. And I would like to nominate Rohan for the special person of the year award. Anthony Pantlitz

Louis Farrakhan for Jamaica’s Race has destroyed our morality... ‘Million Man March’ Letters... Where your views make the news

From page 4 accumulating a few guns, arguably for self-defence, is to be killed, not tried and prosecuted, even by a legal, policing and prosecutorial system dominated and manipulated by the dictatorship. Apartheid South Africa tried Nelson Mandela whose ANC movement killed many in the war of liberation. It did not kill him. Walter Rodney, running for his life and jumping fences to avoid death or injury by PNC thugs, is exactly the kind of threat that required the self-defence of assassination. If a state is entitled to selfdefence and is morally exonerated against political troublemakers by extra-judicial murder and by bypassing due process, then the murders of Rodney, Waddell, the more than 400 African men, the Ballot Box Martyrs and the illegal incarceration and harassment of thousands of citizens of all races by the PPP and PNC must be acceptable by

this standard. Clearly, what is good or bad for one government, and ethnic group, must be good or bad for the other, right? Are African and Indian ethnic governments morally excused in killing their own if they present a threat to ethnic power? By these morally convenient positions, they surely must be justified in liquidating anyone, period, for the sake of maintaining ethnic power, right? This cheap, racially expedient price on life philosophy engenders the wider disregard for life within society. The moral hypocrisy of these individuals is telling and chilling. It twists and eviscerates the fundamental notion of right and wrong that is critical for any society to achieve a basic dignity. Without a core morality and with a virulent core immorality guided by race, the nation will forever lack empathy, rationality, decency and

the capacity for reconciliation and healing. It shreds and mocks the essence of struggle of the ancestors against oppression, terror and dictatorship. It atones the oppressor and in doing so justifies the brutalization of our ancestors and leaders like Cuffy, Quamina, Damon, the Enmore Martyrs, Ruimveldt protestors and Devonshire Castle resistors. The hypocritical swindle and moral shamefulness of this kind of reasoning vaunts the oppressor and despot above the freedom fighter when racially suitable. It enables a society of retributive eye-for-an-eye justice, murder, mayhem, criminality and debased vigilantism when ethnically advantageous. The debauchery that masquerades as morality on Rodney’s assassination is a stark reminder that Guyana is likely doomed and beyond the reach of moral advancement. M. Maxwell

Fabrication of Hope Canal... From page 4 from counter forces? Thirdly, provisions have not been made for stop logs in-case the sluice needs to be de-watered for repairs/servicing. The decision to split-up the work on these sluice gates was not only shortsighted but will cost the Govt. dearly as construction problems are likely to crop up everywhere with costs continue soaring. Instead of CBC bearing the risks and keeping costs within the tendered sum for this project, responsibility for construction of a critical part of it has now been shifted to the govt. who will have to find solutions to the many construction problems likely to pop-up with respect to in-

stallation and operation of the gates, fabricated by others. There was no need for the Govt. to be involved in buying stainless steel for the gates and then finding Guyana National Industrial Company to fabricate them when CBC had the competency to do so. It was therefore disingenuous for Minister Ramsammy to state that he did not want CBC to get skewed but focus its resources on building the infrastructure to house the gates. There is no doubt that given the mandate, CBC would have probably got a better deal in fabricating the gates than the Govt. did and had it completed in record time. Completion of the sluice

does not make the Hope Canal Project (HCP) functional. For this to be, so many non-HCP works will have to be completed, such as the channel yet to be dug from the sluice to the ocean, tieins of the abutments of the sluice and head regulator with their existing dams and much, much more. Additional funding to the $3.6B earmarked for project will have to be provided, and no one knows what the final cost will be. Will additional funding be provided to complete HCP to allow flood water from the East Demerara Water Conservancy to flow freely into the ocean by December 31? Let’s all hope so. Charles Sohan

No Birth Mirth-DUI-Death... From page 5 ripening and induction of labour should take place in a hospital setting. All women should be carefully assessed before induction begins, with a minimum of 30 minutes of electronic fetal heart rate monitoring. At the time of each planned misoprostol dose, the motherto-be should be clinically reassessed. Was this protocol in place and effected? Absorption is fast in all routes of administrations, but the most rapid action occurs when misoprostol is given orally (peak concentration after 12 min, half-life 20-30 minutes. On a final note of inquiry: what was the outcome or fate of those responsible for the previous multiplicity of maternal deaths, of which Evita has become yet another

grim statistic? Families will endure the lifelong agony of waiting with joy-filled hearts for the birth of a new life only to ache endlessly because that day ended the life of the mother and/or the baby. To quote John Stevenson “A mother does not become pregnant in order to provide employment to medical people. Giving birth is an ecstatic jubilant adventure not available to males. It is a woman’s crowning creative experience of a lifetime.” Pray tell me then why in Guyana are wombs being transformed

into tombs?. Only a public outcry, as well as exemplary punishment of a nature never before seen in the history of Guyana for the shoddy practitioners, will halt the use of Cytotec in the field of obstetrics, and the resultant increased maternal mortality. Let the buck, muck and luck stop here and now. In the interim, to humanize birth is to get to hell out of the hospital. Aleuta - The struggle continues. Yvonne Sam. R.N. R.M.N. S.C.M BSN. M.Ed. Jamaica Observer Nation of Islam Leader Louis Farrakhan will be attending Jamaica’s ‘Million Man March’, to be held on October 19. Details of Farrakhan’s participation announced yesterday at a press conference held at the Jamaica Pegasus Hotel in Kingston. The Million Man March — the brainchild of Farrakhan — was first held in 1995 and was dubbed “one of the most historic organising and mobilising events in the history of Black people in the United States”. Jamaica will be hosting the event for the first time. In a press release Tuesday, the Nation of Islam said its main objective is to see more than one million

black men heed the call to declare their right to justice, as well as to atone for their failure to accept responsibility as heads of their families.Formerly known as Louis X, Farrakhan was mentored by Malcolm X and was appointed national representative of the Nation of Islam by its long-time spiritual leader Elijah Muhammad. Farrakhan was preceded by Warith Deen Mohammed as leader of the Nation Of Islam. He has made several visits to Jamaica over the years, including attendance at the funeral services of late former Prime Minister Michael Manley and former minister of national security Ambassador Dudley Thompson.

APNU WANTS A DRY RUN After the 2006 elections, it was the PNCR which demanded that a new house to house registration be launched. The concern then was that there were large numbers of persons on the Register of List of Electors who had since migrated and whose continued presence on Final Voters’ List presented two concerns. The first concern was that the large number of nonresident Guyanese on the list could open the floodgates for fraud in the sense that persons could vote on their behalf. It was explained, however, that fraud was not likely to take place since even though someone’s name may be in the Final Voters’ List (FVL) there were numerous checks and balances in the system to prevent voter fraud. The PNC however, was still concerned because it was aware of its own methods in elections prior to 1992. As such it successfully sustained the pressure for fresh houseto-house registration. The second concern was that having large numbers of nonresident voters on the FVL distorts the actual voter turnout. Since the turnout of electors during elections is found by dividing the total number of persons who voted by the total

number of electors on the FVL, if the latter is inflated with nonresident Guyanese, it would give a lower turnout than if only the resident number of voters were used as the divisor. In other words, the voter turnout would be higher. With high migration rates however, it is now being once again discovered that many persons are legitimately on the voters’ list that those who are likely to vote. This complicates electoral projections because the universal set of electors is not a realistic indicator of those who have a chance of voting. If for example there are 400,000 voters on the FVL and a political party is aiming for 10% of the total votes cast, the party may assume that if there is a 75% turn out, then a total of 300,000 persons will cast their votes. In reality however, the list may contain about 20% non-resident Guyanese who will not vote. This means that the maximum number of persons who are in Guyana to vote will be 220,000 rather than the 300,000 that was originally assumed. APNU’s best chance of winning an election is to hope that there is a high voter turnout within its constituencies and a low voter turnout by supporters of the opposition. Indeed, it knows that the PPPC has been

having problems with voter turnout dating back to 2006. In those elections which the PPP won a comprehensive majority, there were concerns on polling day that many of the supporters of the PPP on East Coast Demerara were not turning out to vote. By midday on Election Day, the PPP leadership was so concerned that its top leadership rushed up to parts of the East Coast urging their membership to go out and cast their votes. Having an accurate assessment of the possible number of persons who will be available to vote is therefore critical to devising the right strategies to win a general election. One major hurdle that the opposition faces is that the breakdown of the census which was conducted has not been fully released. The opposition, for example, does not know the ethnic breakdown of the population or for that matter the demographic breakdown. This data is necessary in order to determine whether there is padding of the voters’ list as well as to determine the right strategies to maximize voter turnout. The government holds the upper hand here because it may be in receipt of these numbers. APNU, it is suspected, is not certain what the percentage of

resident Guyanese on the list is. Of course it can conduct a scientific poll to arrive at an accurate estimate. The problem with this is however two fold. It is always difficult to precisely calculate this. For one, there have been significant population shifts as a result of the housing drive. Indeed, verification checks conducted by the PPP have found that many voters cannot be found at the addresses listed on the Preliminary List of Electors. Indeed since the gold rush tens of thousands of Guyanese are working in the interior. A related problem is the factor of constant migration and the large numbers of persons who continue to go

overseas. These considerations will induce measurement problems in any poll to estimate the actual resident voting population. The second part of the problem in conducting such a poll is the lack of qualified pollsters and the high cost associated with such an exercise in a country such as Guyana where there are numerous small village and interior settlements. APNU therefore may be keen to have a test run in the form of local government elections in order to assess the actual voting strength of the respective parties and the number of resident voters in the population. The local government polls can be used also to gauge how the

population has responded to obstructionist policies pursued by the opposition in the National Assembly. The need for this test run in the form of local government elections may explain the motives of APNU in issuing an ultimatum for local government elections. This, along with the fact that APNU may not yet be ready for general and regional elections may explain its demand that the President announces a date for local government elections.

Works Ministry says Linden/ Lethem road taking shape - comments on photo of non-existent “collapsed bridge” Maintenance to critical sections of the Linden/ Lethem road is moving apace. This is according to a statement issued by the Ministry of Public Works, Tuesday. The Ministry stated that the works are slated to be completed in mid-September. The Ministry in its statement issued by Public Relations Officer, Aneka Edwards, said that sections of the road are being resurfaced with lateritic material and compacted. The contractors employed for the project, which is being executed in phases, are Troy Resources; Omai Gold Mines (OGM); Demerara Timbers Limited (DTL); Mekdeci Machinery and Construction (MMC) and Vevakanand Dalip Enterprise (DALIP). This development, the statement said, has therefore

allowed for travel time on the road to be reduced from 16 hours to 12 hours. Meanwhile, the Ministry in the same statement slammed the publication of a photograph in the Monday Edition of the Kaieteur News captioned, “Taking a Chance!! Commuters using the Lethem trail about to take a chance to cross this collapsed bridge.” “The photograph of a collapsed bridge splashed on the front page of the September 8, 2014 Kaieteur Newspaper is another malicious attempt to mislead the public and create unfounded anxiety amongst

commuters along the Linden/ Lethem road,” the Works Ministry said. It was pointed out that the photograph referenced is one dated more than six months ago when severe difficulties were being experienced due to overloaded trucks crossing the bridge. The bridge, located 33 miles from Kurupukari, was fixed some six months ago, the statement added. It was highlighted, too, that contractors working on the road’s critical sections, as well as road users, have also confirmed that no such bridge currently exists along the road.

With a knife, dear Henry The knife is too dull, dear Liza Then sharpen it, dear Henry On what shall I sharpen it, dear Liza On a stone, dear Henry The stone is too dry, dear Liza Well wet it, dear Henry With what shall I wet it, dear Liza Try water, dear Henry In what shall I fetch it, dear Liza, In a bucket, dear Henry There’s a hole in my bucket, dear Liza

Use your head, then! dear Henry Commenting on Nigel Hughes for the prime ministerial slot in an AFC ticket for the upcoming general elections, Dr. Henry Jeffrey thinks that Hughes’s profile will be problematic because of the Amaila Falls thing and the story of the foreman in the Lusignan massacre trial. “Many believe that Hughes speaks about constitutional reform because he finds the subject attractive to African Guyanese but there are no visible signs that he is fighting hard for them in the AFC,” Jeffrey said. First a word about Jeffrey. If Hughes’s political profile is problematic then surely Jeffrey’s profile was in such a terrible mess that you wonder in the context of Guyana’s volcanic political and ethnic divide how he became a political commentator for one of the leading independent newspapers in Guyana. In Guyana, Jeffrey’s profile as an independent columnist is surely a problematical one. And

because of this, it calls into question the soundness, moral input and political plausibility in his commentaries. Henry Jeffrey was a Cabinet Minister for eighteen years serving for eleven years under Bharrat Jagdeo. Jeffrey is of course, as most Guyanese may think, is the twin of Mr. Ralph Ramkarran. What a combination. Ramkarran served the PPP leadership for over forty years. Now Ramkarran and Jeffrey are columnists who inform Guyanese on the natural tendencies of political and ethnic depravities that inhere in the PPP. Ramkarran is yet to tell us about why he left the PPP. Jeffrey is still to do couple (just a tine few) columns on the roads of destruction he saw in those eighteen years. The man is afraid of that topic more than the advent of Ebola. Let us examine some contentious critiques of Hughes that Jeffrey described. One is that “many believe” that Hughes is just sprouting about constitutional reform because he knows Africans want to hear this. Who are these

“many.” Hughes enjoys a healthy relation with perhaps all the major African rights organizations (ACDA, Cuffy 250, Ghana Day Committee, 1823 Coalition etc) and is always on their lists of speakers on the African condition in Guyana. Part of my praxis is deeply connected to the struggle for African rights and I see a deep respect for Hughes among African Guyanese. I don’t know of any activist in the major African rights organizations that believe Hughes talk about constitutional reform as the politics of convenience as Jeffrey implies. In fact, social activist, Leonard Craig said on Chris Ram television show that the PNC

leadership sees Hughes as a rival for the support of African Guyanese. Jeffrey went on to add, there are no visible signs that Hughes is fighting hard for African Guyanese inside the AFC. This criticism here is bewildering. Jeffrey must have some insider in the AFC that gives him news about Hughes’s performance in the AFC. I take the liberty of saying that some personal friends of mine reside in the AFC and there is no such suspicion

Frederick Kissoon about Hughes in the AFC. But what “visible signs” is Jeffrey talking about? Ask any journalist, commentator or political activist in Guyanese and he/she will tell you that the most active voice in the AFC for African rights among African leaders in the AFC is Nigel Hughes Finally, Jeffrey flays the AFC for going it alone with a Nagamootoo/Hughes ticket. He wants an APNU-AFC unity slate for the elections. This is non-starter from the beginning. An election coalition of AFC with APNU could dislodge the PPP with a majority victory but it requires three factors; a rainbow entity; a brand new name and a Nagamootoo presidential candidacy. PNC stalwarts won’t buy it. Henry is not using his head and his bucket has more holes than a basket.

PORT-AU-PRINCE, Haiti (AP) — Haiti has received a large shipment of treatment packets to help it deal with an outbreak of the mosquito-borne virus known as chikungunya amid a rainy season expected to result in a surge of new cases in the country, officials said yesterday. The treatment kits provided by medical aid group Direct Relief include oral rehydration packs, mosquito spray and the pain reliever acetaminophen for a disease that has sickened tens of thousands of people in recent months. Haiti is receiving 6.1 million Defined Daily Doses, considered enough to treat 1 million people. Haitian First Lady Sophia Martelly and Health Minister Florence Duperval Guillaume announced the delivery at a ceremony in Cite Soleil and said the kits would be distributed to treatment centers around the country. Haiti has had more than 65,000 suspected cases of chikungunya this year, according to the Pan American Health Organization. Health authorities have said many cases in the country have likely gone unreported since so many people do not have access to health

care. The neighboring Dominican Republic has reported more than 430,000 cases. Chikungunya has spread rapidly throughout the Western Hemisphere since the first locally transmitted case was documented in late 2013. After emerging in the Caribbean, it has since reached the United States and parts of Central and South America. The government of Colombia announced yesterday that it was preparing for the imminent arrival of the virus and projected up to 700,000 cases in the first four months of the outbreak. There is no cure for chikungunya, but the treatment kits can address symptoms that include high fever, severe headaches and debilitating joint pain. Direct Relief, based in Santa Barbara, California, said the treatment kits sent to Haiti comprised of $2.6 million in donated products from Canadian pharmaceutical company Apotex and seven other companies. The aid group says it has channeled more than $125 million in private-sector aid to Haitian hospitals and clinics since the January 2010 earthquake that devastated the capital and parts of southern Haiti.

Businesswoman, Christine Edun at the fogged out store yesterday From page 6 panicked and hurried to her business place but had soon realised that it was the fogging that had caused the alarm. “Chikungunya is hitting everyone. We all got it – my daughter went in the hospital for it just the other day. So we decide to fog out the place,” she stated. The businesswoman expressed thanks to the Guyana Fire Service for

the way they handled the situation. The owner of Tatabu Trading Enterprise had also arrived and opened his half of the building. Even the seemingly confused man questioned the amount of fog that was coming from the building. After both businesspersons opened their premises, it was confirmed that the cause of the confusion was indeed the chemical fog.

Opposition demands sacking of... From page 15 that if Guyana funds and imprimaturs are required, the arrangements should be above board. Believing that we were refusing to fund more facilities for local patients, many people supported the Government.” Greenidge made it clear that the finance minister is to answer for that when the Parliament re-convenes next month. BLAME GOVT. TOO “The Government's recent revelation is a testimony to the complete irresponsibility and corrupt state of the Government. The monies, apparently fraudulently spent or not accounted for, need not have been lost if the regime

had paid attention to the protests, respected the Assembly's decisions and heeded the laws of the country.” Greenidge said that as a critic he was even accused by an Ambassador and a High Commissioner of not having a defensible case for blocking this project “and I was blamed for blocking Guyana's development - a blatant PPP line.” Greenidge also argued that Surendra cannot be faulted alone. “There are two culpable parties, one of which is the PPP Government. The Government having unearthed their information and bearing in mind what I have said about the role of Government agents in the exercise, needs to let us know

therefore, what it proposes to do apart from terminating the contract.” The MP also called on Government to investigate Surendra over the supply of the US$4M pumps. It is unclear how much of the 14 pumps are in the country despite the contract being signed since 2011. “I, as Chairman of the PAC (Public Accounts Committee), followed up fresh press revelations regarding the pumps, by calling on the Auditor General to undertake a special investigation into it. He undertook to report on it to the PAC in his 2013 report which is due to be presented in October. I look forward to that report.”

OP now probing Surendra over US$4M pumps - injunction bars Guyana from releasing outstanding monies

A heavy duty equipment remains idle at the Turkeyen site of the specialty hospital. Surendra Engineering Company Limited (SECL), the Indian firm that is accused of submitting a fake bank guarantee to Government for the Turkeyen specialty hospital, is headed for even more trouble. Not only has Government moved to terminate that US$18M contract, filing a court case and involving the police, but an active assessment is also being conducted into another controversial deal involving the supply of 14 drainage pumps to the tune of US$4M. That contract was awarded since 2011, shortly before former President Bharrat Jagdeo ended his second term. There have not been any straight answers from the Ministry of Agriculture, and by extension the administration, whether all the pumps are here. The eight fixed and six mobile pumps are crucial in fighting flooding in especially low-lying farming areas across the coastlands. Yesterday, Minister of Legal Affairs, Attorney General, Anil Nandlall, said that both the Ministry of Agriculture and the Office of the President are reviewing the pump contract with Government not “oblivious” to the fact that there is another deal. However, the official declined to go into details, saying it was too early. The admission by Nandlall of another probe into Surendra’s dealings in Guyana would all but shut the door on that company regarding state contracts in Guyana. Its Managing Director, Brijen Parikh, has reportedly skipped the country, leaving one sub-contractor, BK International, out-of-pocket for over $400M in outstanding monies for the specialty hospital project. Government has been

facing fire for Surendra after that company was first granted the pump contract, but it was discovered that it had no experience in that area. Government then turned around and gave its blessings for the US$18M specialty hospital to Surendra. Again, there was no history of the company building hospitals. One Indian company, Fedders Lloyd Corporation Limited, had objected, filing a complaint in India’s Parliament and with India’s EX-IM Bank. Both Nandlall and Health Minister, Dr. Bheri Ramsaran, during a press conference yesterday, defended the award of the contract saying it was above board. A number of Health Ministry officials were part of the evaluating team for the contract which was also overlooked by the Indian EX-IM Bank. Regarding the decision to terminate the hospital contract, the Ministers said that the troubles all started when Surendra’s security bond, a requirement for state contracts, expired in March. The bond, which is like a bank guarantee, is necessary in case something goes wrong, like shoddy work, and Government has to recoup monies. Initially, when the contract was awarded in 2012, Surendra submitted a bond from Caricom Insurance, a local company. However, the company refused to renew the bond when it expired in March. Surendra then submitted a bond purportedly from Worldwide Banker Limited, a company from Trinidad. According to Nandlall, the bond documents aroused suspicions because it bore a notary seal, something not normal on bonds. Surendra when questioned then submitted another bond, this time from the Central Bank of Trinidad.

The Health Ministry said that in total, up to March of this year, it had paid up to US$4.2M to Surendra, with US$3.6M being mobilization fees. Checks were made with the Central Bank in Trinidad which dropped the bombshell…the bond was not from them. The company was called in for meetings and as questions were asked, Surendra ceased work on the Turkeyen site somewhere in mid-June. The Government official made it clear that Government has lost all confidence in Surendra and the fact that complaints were coming in that it owed sub-contractors, including BK International, only made matters worse. Surendra itself seemed to have been cutting corners, resisting attempts to have site insurance in place. Already, the Indian High Commission and the EX-IM Bank have been apprised of the situation. Government at the moment is also unclear on whether it lost monies, as an on-theground assessment is needed of the work that has been done. It is unlikely, too, that any work will be done soon as talks will have to be held between the Indian Government and Guyana on the way forward. Government said that there is nothing blocking Fedders Lloyd, the lowest bidder in 2012, from putting in a tender if the contract is up for bids again. With regard to the court case, Nandlall said that Guyana can file a court case here and any favorable judgment can then be effected in the Commonwealth courts. India, like Guyana, is part of the Commonwealth countries. As such, Surendra, which does not appear to have many assets in Guyana, can be touched in India.

PM takes control of crime-fighting National Operations Centre Trinidad Express - The National Operations Centre (NOC) has been moved from the Ministry of National Security and placed under the Office of the Prime Minister (OPM), according to the Draft Estimates of Recurrent Expenditure, 2015. The NOC, the body which coordinates national joint operations, disaster and emergency crises, and interagency operations, was listed as an expenditure item under the Ministry of National Security in 2014 when it was allocated $80 million. This year, it has been placed as a “new sub-item” under the Office of the Prime Minister and has been allocated $355.6 million, according to the Draft Estimates of Recurrent Expenditure, 2015. The document does not explain the reason for the significant increase. Asked to explain the transfer of the NOC Tuesday

night, National Security Minister Gary Griffith said the NOC always fell under the umbrella of the Prime Minister because she is head of the National Security Council. “The NOC deals with all aspects of national security. The Prime Minister Kamla Persad-Bissessar is the chair of the National Security Council...however, for all operational purposes, it is run on a daily basis by the Ministry of National Security,” he said. He noted almost every arm of the NOC involved national security personnel. However, he said administratively, it came under the Prime Minister. Where there is a manmade or natural disaster, it would function from the OPM because it might dictate a joint working relationship among several ministers,” he said. “Now that we are totally establishing the NOC, funding, payment and expenditure are coming under the Office of the Prime Minister,” he said. The Office of the Prime Minister is spending $408.6 million more than it did last year and much of this increase is going towards the NOC. According to the document, the Unemployment Relief Programme (URP), which was under the OPM, has been moved to the Ministry of Works and Infrastructure. Other allocations of interest under the OPM are the $1 million allocation to the “National Association of A d m i n i s t r a t i v e Professionals”. Also, after a one-year hiatus, the Divine Echoes

orchestra returns to the Office of the Prime Minister as an expenditure item and would receive $60,000. The Divine Echoes orchestra was created by former prime minister Patrick Manning in 2007 and received millions. Its allocation was $1.4 million in fiscal year 2013. In many of the ministries, there is an increase in the allocation for contract employment. In the Office of the Prime Minister, $12 million has been allocated for salaries to public servants but $13 million has been allocated for salaries for contract employment. The biggest increase in expenditure comes in the Ministry of the People and Social Development, which has been allocated $848.2 million more in 2015. According to the Draft Estimates of Expenditure, 2015, the lion’s share of this increased revenue would go towards the Senior Citizens Grant, which has been allocated $2.8 billion ($535.5 million more than 2014); social assistance, which was allo-cated $409 million ($155.6 million more than 2014); the Disability Grant, which was allocated $429 million ($82 million more than 2014); and the newly created “Relief for Underprivileged Mothers”, which has been allocated $120 million and is a new “sub-item”. According to the document, under the heading Ministry of Finance, Caribbean Airlines has been allocated a whopping $718 million in 2015, an increase of $465.2 million over last year’s allocation of $252 million.

Hawks discipline general manager... PCB in talks with Saqlain to help... From page 28 Angeles Clippers owner Donald Sterling from the league and fined him $2.5 million for making racist remarks. The Clippers were subsequently sold to former Microsoft Chief Executive Steve Ballmer for an NBA record $2 billion. The Hawks launched the probe of Ferry after a June conference call in which he said a potential free agent, Luol Deng, “has a little African in him,” according to Hawks’ coowner Michael Gearon Jr., who said he recorded the conversation. “Not in a bad way, but he’s like a guy who would have a nice store out front but sell you counterfeit stuff out of the back,” Ferry said during the call in reference to Deng, who was born in what is now South Sudan. Deng issued a statement late Tuesday saying he’s “proud to say I actually have a lot of African in me, not just ‘a little.’” “For my entire life, my identity has been a source of pride and strength,” he said. “Among my family and friends, in my country of South Sudan and across the broader continent of Africa, I can do no greater privilege than to do what I love for a living while also representing my heritage on the highest stage. “Unfortunately, the comment about my

heritage was not made with the same respect and appreciation.” Gearon included the quotes in a letter to Levenson that called for Ferry’s resignation. “If Ferry’s comments are ever made public, and it’s a safe bet to say they will someday, it could be fatal to the franchise,” Gearon said in the letter. During the conference call, Ferry described Deng, a 10-year NBA veteran who played last season with the Cleveland Cavaliers and has now signed with the Miami Heat, as “a twofaced liar and cheat.” Ferry said in his statement: “In regards to the insensitive remarks that were used during our due diligence process, I was repeating comments that were gathered from numerous sources during background conversations and scouting about different players.” “Those words do not reflect my views, or words that I would use to describe an individual and I certainly regret it.” Even so, Ferry apologized for his remarks during the conference call and said he “reached out” to Deng on Monday. Hall of Famer Magic Johnson said it was time for Ferry to look for another job. “Atlanta Hawks GM Danny Ferry should step down after making racist statements about NBA player Luol Deng,” he said in a tweet.

From page 29 World. “I thought he must be bowling legal deliveries so I was focusing on his tactical aspects: how he is setting his field, which ball he would deliver next, how he would trap the batsman,” Saqlain, who was on commentary for the game, said. “In that match I was speaking on those lines.” Saqlain said he had not worked with Ajmal previously, apart from an informal chat during Pakistan’s tour of England in 2010, when they discussed a variation that did not concern Ajmal’s stock ball or doosra. Several concerns have been raised over whether the doosra can be bowled with a clean action, and Saqlain said it could be delivered within the ICC’s 15-degree limit for straightening of the elbow. “Of course, it can be bowled within the rules,” he said. A spinner begins to face technical issues, according to Saqlain, if his muscles have not developed properly. “You have to work on four important things: endurance, strength and power, flexibility, and finally quickness or speed,” he said. “These are the things to be sorted out first, even before we arrive at the bowler’s action, run-up, loading and follow-through.” When asked if Ajmal’s workload could have contributed to the deterioration of his action, Saqlain said it could be a factor. “If you tire yourself too much, it might affect your strength and power, it might affect your flexibility, it could reduce your bowling speed. So over-working or bowling wrong, or not working at all, depends on the four aspects I mentioned above.” Despite Ajmal’s age - he’s 36 - Saqlain said he could bounce back through hard work, but making the World Cup depended on how willing Ajmal was. “It depends on the individual. It depends on how much effort he puts in, how early his muscles respond to his routines and how he adjusts to the remodeled action.” Saqlain said he had two 16-year olds with suspect actions but they started bowling legally again after four months of work. The PCB remained positive about Ajmal. Its illegal bowling committee understands Ajmal’s action needs significant remedial work and a decision on the next course of action, including the possibility of bringing in Saqlain, is likely to be taken by the end of this week. “We can’t just fight with the scientific evidence,” a PCB official told ESPNcricinfo. “He is on the wrong side of 30 but he has done enough in terms of re-

habilitating Pakistan’s image in last four years. His services are significant so we are putting every effort to help him out. At the moment we have called Saqlain and are working out an arrangement to get him here as soon as possible.”

Ajmal had his action tested at an ICC-accredited facility at the National Cricket Centre in Brisbane. He was reported by on-field umpires Ian Gould and Bruce Oxenford after the first Test of Pakistan’s tour of Sri Lanka in Galle this August.

Johnson in second Test... From page 31 was the partnership that took it away a little from us. But we bowled in some good areas and created chances. GOAL SQUANDERING ... From page 30 created several opportunities for Jamaica after he was brought on in the second half to replace an ineffective Jermaine Anderson. However Loza failed to convert three opportunities into goals within a seven minute span which saw him heading Lawrence’s cross past the upright, minutes later his shot from a solo run was saved by Borjan and later he was unable to finish from a tight angle after beating the goal keeper.

Canada broke the deadlock in the 67th minute through Marcel De Jong who placed a free kick into the top corner, knocking the fight out of the Reggae Boyz. Five minutes later Jamaican custodian Blake spilled a simple shot into the path of Canadian forward Tosaint Ricketts who widened the lead to seal a disappointing night for the visitors. The match was played in front of a sparse crowd which included former world heavyweight boxing champion Mike Tyson.

September 28 being The foreign players Guyana need for used as precursor for the new franchise first-class system CMRA showdown - GMR&SC BOSS >>> LETTER TO SPORTS EDITOR <<<

DEAR EDITOR, Recently the WICB President, Dave Cameron officially announced that for future domestic season’s starting from November, Caribbean players will be allowed to play for other countries, similar to the Caribbean Premier League (CPL). The historic West Indies domestic tradition, of only born nationals playing for the respective sovereign territories is over. Since the turn of the millennium the four-day tournament has only been won by Jamaica, Trinidad & Tobago and Barbados. This imbalance of competition is arguably a reason for the Windies declined in test cricket. Guyana’s performance in regional four-day cricket in the last 15 years is particularly abysmal. The shared 1997/1998 title with Leeward Islands was last time Guyana tasted first-class triumph, while their previous appearance in a four-day final was 2001. And, following the 2013/14 season (losing outright to Leewards, Combined Campuses & Colleges & failing to win a game) which was arguably

Guyana’s worst ever in the history of regional four-day cricket that commenced in 1965/66 - the impending foreign intervention is a potential life saver. Guyana’s senior teams aren’t very good in any format in recent years and as the CPL displayed, the Amazon Warriors best players are not Guyanese. But this revamped firstclass system is bigger than Guyana cricket, it’s about strengthening West Indies cricket, so that they can become a better test team. With Shivnarine Chanderpaul the only Guyanese contracted by the WICB, picking the stipulated 10 home players should not be difficult. Therefore Guyana selectors have to be intuitive in the five foreign players they select. Retirements and decline in form of players such as Azeemul Haniff, Sewnarine Chattergoon, Ryan Ramdass and Krishna Arjune has left Guyana struggling for a solid opening pair. Young Tagenarine Chanderpaul is certainly a star for the future in that role, but whether he is truly ready now is debatable. Trevon

Griffith despite his talent, early career numbers aren’t impressive. Trinidad’s Adrian Barath looks the ideal player to acquire. From a Guyana perspective, a seasoned opener like him with international experience to bat with young Chanderpaul or Griffith is preferable. This could help revive Barath’s career to the West Indies benefit, because he is unlikely to get picked for Trinidad now that Lendl Simmons and Evan Lewis are their incumbent openers. Colin Croft is the only fast bowler Guyana has produced that dominated for the West Indies. Currently once injuries don’t affect his career like Reon King and Colin Stuart Ronsford Beaton has all the tools to emulate Croft – but he needs support. Barbados will have a lot of fast bowlers spread around, thus Kevin McClean, Tino Best, Fidel Edwards and Trinidad’s Marlon Richards (who has Guyanese heritage) are obvious options to recruit. The keeper position has not been stable after Vishaul Nagamootoo departed. Derwin Christian never cemented his place and

the jury is out on Anthony Bramble. Now that the CCC team is disbanded, Jamaican keeper Chadwick Walton could be available for purchase if Jamaica retains Carlton Baugh. Trinidad keeper Stephen Katwaroo is another good option, with Ramdin and Pooran ahead of him in the pecking order. The West Indies upcoming international schedule mean’s that Chanderpaul may not play much for Guyana. Sarwan’s back injury woes and Deonarine poor form leaves a question mark over their futures also. This leaves Leon Johnson and Assad Fudadin as the only stable middle-order batsmen Guyana have and reinforcements in this area would be needed. However the options here are harder to state, because one would have to see what players the other territories release into the auction. All ardent Guyana cricket supporters locally & worldwide should keenly observe franchise draft. A new reality for how the Guyana senior team will be comprised beckons. Colin Benjamin.

although these are legitimate questions,” he told reporters afterwards. “This not new, we have been aware of these kinds of developments since 2003 but there is an ongoing police investigation. It’s a very serious matter.” Medeiros, the former chief executive of the European Professional Football Leagues (EPFL), told reporters after the debate that all sport needed “a wake-up call” and could not be complacent about the threat that match-fixing and irregular betting could have if it was not tackled. “It is no longer a silent cancer. It is widespread and very evident that this is a deadly cancer for sport. “I am here to issue a wakeup call to the political authorities and sports movements to work with those whose responsibility is to investigate these crimes. “Sport must govern itself properly and positive developments have been made in the last decade but we urgently need a unified,

credible, concerted effort now. “It’s not acceptable that sporting fraud is considered a crime in only five European countries. We need concrete, robust regulation of the sports betting market which at the moment does not exist. “We need better regulation, good governance, enhanced prevention and education and a serious international approach. Only if we do these (things) can we put an end to football being dragged into shame.” The session included the signing of an agreement between Sportradar, which monitors the world’s betting industry, identifying fraud and unusual patterns of behavior, and the Hong Kong FA. Mark Sutcliffe, Hong Kong FA chief executive, said he was horrified to discover an Under-16 invitational friendly tournament in Hong Kong was being targeted by match-fixers. “If it is infiltrating that level of the game at that age group, it does not bear thinking about,” he said.

Up to 80 countries a year hit by soccer match-fixing: INTERPOL MANCHESTER England (Reuters) - Between 60 and 80 countries have reported allegations of match-fixing for each of the last three years, the head of the Interpol-FIFA initiative set up to fight the crime said yesterday. John Abbott, who is also leading Interpol’s and FIFA’s fight against irregular betting, told delegates at the Soccerex Global Convention that far tougher legislation is needed worldwide to fight the crime. “It is a global problem and it is showing no signs of abating. “Match-fixing itself is not new, a LiverpoolManchester United game was fixed in the early years of the 20th century, but the really big change is that professional criminals have got involved for fraud purposes. “We have evidence of organized crime groups in China, Russia, the Balkans, the United States and Italy making substantial money. Abbott claimed billions of dollars were involved, adding: “Sports governing bodies and football associations need to

get real about prevention. “Many sports, of course, are affected by match-fixing, but football, the global game, is top of the league and cricket is second. “The extent of the problem is that each year for the last three years between 60 and 80 countries have reported allegations of match-fixing. “We need better legislation throughout the world, but I don’t think we will ever have one global law covering match-fixing but all the authorities need to work closer with each other to stop it happening.” CRIME SYNDICATE During the same debate, entitled “Fixing Football’s Dark Side”, Emanuel Medeiros, the head of the Qatar-based International Centre for Sport Security, told delegates at least one professional European soccer club is being run by an organized crime syndicate through a front company. “I have evidence that this is the case but I cannot say which club or which country

Shortly after sharing a press briefing with Caribbean Motor Racing Association (CMRA) Chairman Ray Rahaman recently, President of the Guyana Motor Racing & Sports Club John Carpenter announced September 28, 2014 as the next scheduled engagement for local drivers. Carpenter was at the time reporting on the performances of the local drivers who participated in the second leg of the CMRA at Wallerfield in Trinidad and Tobago where Group 4 driver Danny Persaud stole the spotlight from his regional counterparts. At the briefing it was discussed the importance of local competitors coming out in their numbers to afford Guyana the opportunity to get to the final leg of the Series in Jamaica with the maximum amount of points and a chance to win the overall Caribbean title. Carpenter said the local competitors will have the chance to test their machines

readiness at the upcoming Race Meet, referring to it as the precursor for the big showdown in November where the best drivers and riders in the Region are expected to attend. He said he expects most if not all the local racers to take to the starting grid as Guyana continues its bid to be well prepared for the anticipated showdown against what is clearly going to be a strong foreign invasion from the other territories. As customary, all the categories are anticipated to be fully booked and fans could look forward to a day of keen rivalry. Meanwhile, Guyana’s Kristian Jeffrey leads the CMRA individual points standing with 85 points and he is followed by Danny Persaud who is 11 adrift, while another Guyanese Paul Vieira has 43. In the Country standings, T&T leads on 314 followed by Barbados with 300, Guyana in third on 297 and Jamaica in the cellar on 151.

Hawks discipline general manager for racial comments about Deng

Luol Deng (Getty Images), Danny Ferry (AP) (Reuters) - The NBA’s Atlanta Hawks said on Tuesday they would discipline general manager Danny Ferry for making racially charged remarks, the latest incident that has raised concerns about racial attitudes in the franchise’s front office. The team did not reveal what steps it was taking, but Ferry, a former NBA player who has been the Hawks’ general manager since 2012, said he had no plans to resign. Ferry defended himself in a statement on Tuesday, saying he was simply repeating words used in the team’s scouting reports.

The incident was the second of its kind involving the Hawks this week. When the team launched the probe into Ferry’s remarks, it also uncovered an email written by majority owner Bruce Levenson that discussed the lack of white fans at the team’s home arena, Philips Arena. In disclosing on Sunday what he acknowledged was a racially insensitive email, Levenson said he would sell his controlling interest in the Hawks. Levenson’s announcement to sell the team came about four months after NBA Commissioner Adam Silver banned then-Los (Continued on page 27)

A first-half goal from Chelsea’s Willian was enough to give Brazil victory over Ecuador in Tuesday’s international friendly. (AP) BBC Sport - A first-half goal from Chelsea’s Willian was enough to give Brazil victory over Ecuador in Tuesday’s international friendly in New Jersey. It was a second successive 1-0 win for new coach Dunga, following last week’s friendly with Colombia in Miami. Chelsea’s Oscar, Ramires and Filipe Luis were also in the Brazil line-up. The winner came from a free-kick on the half-hour as Oscar found Neymar, who lifted over the defence for Willian to score with the outside of his foot. Ecuador almost equalised six minutes later but Enner Valencia’s right-foot shot hit the base of the post after beating goalkeeper

Jefferson. The West Ham striker also saw a looping header cleared off the line by Luis 16 minutes into the second half as Ecuador enjoyed their best spell of the game. Brazil, who also included Liverpool’s Philippe Coutinho and Manchester City’s Fernandinho among their substitutes, had their best chance of the second half in the 47th minute but Neymar missed an open goal from four yards out with the goalkeeper on the ground. The next match for Dunga’s team will be against Argentina in Beijing on 11 October, with his first competitive fixtures in next year’s Copa America in Chile.

Golden Jubilee Celebration 1939 - 2014...

Williams’ 12-wicket haul, Six honoured as BCB Algoo’s 70 ensure Young launches historicHall of Warriors reach ‘quarters’ Fame for Administrators

The Young Warriors Cricket Club team have taken the final quarterfinal spot in the Tenelec Inc 2014 Under-15 Cricket Competition when they registered an outright win over Rose Hall Community Center in their final zone B (New Amsterdam/Canje) preliminary match. They ended up with 18 points and runners up to Tucber Park, joining Blairmont Community Center, Bush Lot New Generation, Tucber Park, Rose Hall Town Farfan and Mendes, Albion Community Center, Port Mourant and No 72 Cut and Load, who all advanced earlier. In the match, Rose Hall Community Center batting first were skittled out for a paltry 48 in their innings compliments of Berbice under-15 pacer Junior Williams who took 6 for 8 from 6 overs and Mahendra

Junior Williams Parsram 2 for 10 from 7 overs. When Young Warriors replied, their Berbice under15 batsman Alex Algoo, opening the batting, held the innings together as wickets tumbled around him to make 70 in his team’s total of 112 all out in their first innings. The next highest score was 8 made by Jamal Frank. Bowling for Rose Hall CC, pacer Gordon Schultz did

Alex Algoo the damage with 7 for 24 off 7 overs. Needing to erase a first innings deficit of 74 runs, Rose Hall CC could only make 53 in their second turn at the wicket. Williams once again was the destroyer with 6 for 20 to end with match figures of 12 for 28 from 14 overs, the best in the competition so far, to help Young Warriors to an innings and 21 runs victory.

Mortimer George is inducted into the Hall of Fame by former BCB Secretary Oscar Ramjeet in the presence of BCB President Keith Foster (left) and Malcolm Peters. “We the current leaders of Berbice Cricket Board are pleased to honour you today as it was you who laid the foundation for us to build on. Administrators are always unsung heroes as it is always the cricketers in the spotlight but, today the BCB wants you to know you are all heroes.” Those were the words of Chairman of the Berbice Cricket Board Special Events Committee Hilbert Foster when the board launched a Hall of Fame for Administrators as part of its Diamond Jubilee Celebration. At a simple ceremony at its Dr. Cheddi B. Jagan Street, New Amsterdam Office, the BCB inducted Lennox Phillips, Victor Omrow, Mortimer George, Ancel Hazel, Duncan Stuart and Leslie Amsterdam into its Hall of Fame for Administrators. Foster hailed the contribution for the six administrators and described them as hardworking, visionary and dedicated leaders, while expressing the hope that the current leaders of Berbice cricket at the club level would take a page out of their book. Foster also gave a comprehensive background on each of the inductees’ career as an administrator. Duncan Stuart is the first known President of the BCB and served for two periods 1948 – 1953 and 1956 – 1959. George served the BCB for 25 years and was

Secretary between 1976 1983. Amsterdam, a former Guyanese opening batsman was the BCB President from 1987 up to his death in 1999, while Ancel Hazel is the only person to serve the BCB in every elected position, serving as President in 1986. Lennox Phillips is the only serving President of the BCB 1972 – 1985 under whose leadership the board hosted six One Day International matches at the Albion Cricket ground, while Victor Omrow served as the BCB Secretary from 1969 – 1975. President Keith Foster, First Vice President Anil Beharry and former President Malcolm Peters all spoke at the ceremony and hailed the six inductees as heroes of Berbice cricket. Keith Foster, who has served

as President since 2009, stated that under his administration, countless heroes of the game have been recognized and honoured. Beharry stated quite frankly that while cricketers enjoy massive financial benefits from the game, administrators serve voluntarily and are most times the unsung heroes. Peters, who has over 30 years experience as a cricket Administrator, noted that it was a pleasure to see the outstanding leaders being recognized and honoured. Hall of Fame inductee, Mortimer George speaking on behalf of his colleagues expressed gratitude to the Berbice Cricket Board for honouring them. The BCB, the former Secretary stated, was doing an outstanding job on and off the field of play.

GOAL SQUANDERING J’ca lose 1-3 to Canada TORONTO, Canada (CMC) - Caribbean giants Jamaica squandered an early lead and second half chances before succumbing 1-3 to Canada in a friendly football international Tuesday night. A first half goal from Kemar Lawrence stunned Canada momentarily but an equalizer 60 seconds later and two second half goals sealed the match for the home side. The Reggae Boyz opened the scoring in the 30th minute of play after Simon Dawkins was brought down 25 yards from the goal line at the BMO field. Lawrence’s curling left foot shot was adequate enough to elude a sprawling Milan Borjan in Canada’s goal. However, the Canadians hit back in the 31st minute from a clever set piece when Patrice Bernier’s long corner was met with a thunderous right-foot volley by David Edgar, beyond the reach of goalkeeper André Blake. The need for corporate intervention for these promotions cannot be overemphasized and yesterday morning, Furniture giants, Courts Inc acquiesced to a request by the organizers of the card and donated more than $300,000 to alleviate the huge expenses associated with the organizing of the card. The donation is also in keeping with Courts’ service to the Guyanese society since its inauguration 21 years ago and the management is giving back to a loyal Guyana. Just one week ago, the executives of the Lusignan Golf Course benefitted when Courts sponsored their one day Golf tournament and now the furniture giants are throwing their weight behind the GBBC. Public Relations Officer (Courts), Roberta Ferguson was joined by Marketing Manager, Pernell Cummings and handed over a cheque valued over $300,000 to President of the GBBC, Peter Abdool who was accompanied by another Board member, Howard

Cox. Mr. Cummings endorsed the card and said that Courts is always eager to render support to the local sports community. He reminded of the close ties with the boxing community and the input of his organization towards the development of the sport. His words were echoed by PRO, Roberta Ferguson, who also expressed delight to support the impending card. Mr. Cox expressed gratitude to his benefactor and noted that Courts has never wavered from its corporate obligations. He reminded of the furniture giant’s input in the Guyana Fight Night as well as other initiatives of the GBBC. Meanwhile, the Jamaican boxers, Sakima Mullings and Russell Kamal are expected to arrive in Guyana today for their respective engagements. Mullings tackles local middleweight champion, Derek Richmond in an 8 round catchweight bout, while Winston Pompey will battle Mullings’ countryman, Russell Kamal in a potential thriller. Much action is also anticipated in the bantamweight encounter between CABOFE champion, Dexter Marques and Richard Williamson in their return clash with the latter pugilist vowing to reverse his fortunes, while Leon ‘Hurry Up’ Moore will match punches with Mark Murray in another 6 rounds catchweight scrap.

GCA tournaments continue this weekend

T

he Georgetown Cricket Association (GCA) Hadi’s World City Mall Inc first division and Noble House Sea Foods second division two-day tournaments are to continue on Saturday with several matches. In the first division games which start at 09:30 hrs, GNIC travel to Georgetown Cricket Club with M Yosef Yisrael and Ryan Banwarie umpiring, Demerara Cricket Club will host Transport Sports Club under the guidance of Hortence Isaacs and Cyril Garnath in charge. Gandhi Youth Organisation will journey to Everest with Edward Nicholls and Javed Persaud doing on field duties and Malteenoes Sports Club will entertain Guyana Defence Force under the watchful eyes of Anthony Ramsahoi and Edward Bowen. In the lone second division fixture slated for Gandhi Youth Organisation ground, GNIC match skills with the hosts; Randolph Rose and Daniel Richmond are the umpires. The games commences at 10:30 hrs.

Local jnr/lightweight champion, Dexter Gonsalves, was to have fought Iwan Azore but the latter pugilist incurred an injury to his hand during training sessions and the fight had to be cancelled. Not one to allow an opportunity to slip him by and already in training, Mark Austin grabbed the chance to fill the breach with both hands. He said that those very hands will dish out a severe beating to Gonsalves. Gonsalves is not a talkative boxer but he possesses destructive punching power, exhibited in his last bout with Lake and over the past weeks has been intensely honing his skills at t h e F o r g o t t e n Yo u t h Foundation Boxing Gym in James Street Albouystown. With such determination and bravado exhibited by both pugilists fans would want to grab a ringside seat so as to witness every jab; every straight right; every left hook. Admission for such a seat is only $2000 with those preferring seats in the stand beings asked to contribute a small fee of $1000. It’s a ‘don’t you dare miss it affair’ and fans are asked to be seated early to facilitate a prompt start at 20:00hrs.

Johnson in second Test squad Ramdin wants ‘greener’ pitch for final Test By Sean Devers in St Lucia In Association with Mike’s Pharmacy, Raj Singh Insurance, Universal Sports Store & Carib Beer At 27, left-handed middle order batsman Leon Johnson gets another chance to make his Test debut on Saturday when West Indies oppose Bangladesh in the second and final Dhaka Bank Test match here in St Lucia. The Guyana First-Class Captain has been asked to join the squad since opener Chris Gayle is reportedly injured. Johnson traveled from Barbados yesterday where he is attending the University of the West Indies (UWI) and representing them in BCA tournaments. Johnson, who has played three ODIs for the West Indies but none since 2008 when the Regional team faced Canada at King City in North America, has two centuries and 19 fifties from 50 First-Class matches after making his debut at this level as a 16-year-old. The Guyanese recently played against Bangladesh ‘A’ where he scored four half-centuries in that series in Barbados to earn him a place in the Test squad for the second Test against New Zealand in Trinidad but failed to make the final X1 as

Jamaican Jermaine Blackwood was given his debut. Johnson was then surprisingly dropped from the squad for this series but he said he was hopeful of playing on Saturday and was happy that he is still being looked at. If selected in the final X1, Johnson, who hails from Kumauni Creek in the D e m e r a r a R i v e r, w i l l become the 48th Guyanese to play Test cricket and the first since Veerasammy Permaul made his debut against Bangladesh in 2012. “I just want to continue scoring runs as I have been doing and make meaningful contributions in whichever way I can to the team. I have been working hard on my cricket and my batting has improved,” Johnson, the only Guyanese to score a hundred in this year ’s Regional First-Class session, said. Johnson has a realistic chance of playing Saturday since Kirk Edwards has had a poor run of form and could lose his place in the side. Meanwhile, West Indies Captain Denesh Ramdin wants his team to improve in the fielding department and is hoping for a ‘greener’ pitch for the second Test. West Indies won the first Test by 10 wickets although

five catches were floored at Arnos Vale by the home team with Mushfiqur Rahim, who scored his third Test century, benefiting most from the poor catching. He got three lives - Chris Gayle dropped him at first slip on 10, Darren Bravo dropped him at gully on 25, Gayle again dropped him on 71, while Edwards also put down a simple chance offered by Mahmudullah when the batsman skied a catch off Gayle to cover. “I think our team is in a good place. Our batsmen are getting runs and our bowlers are getting wickets. We hope the pitch in St Lucia will be a lot greener than the one for the first Test,” Ramdin said. Ramdin said the dropped catches are a cause for concern. ”Our slip catching has hampered us in the past and in St Lucia we definitely need to hold all our chances. “I think after the first innings, they came back and batted well in the second innings. They applied themselves. It was going to be hard following on, our bowlers had a good run in the first innings,” Ramdin said. “It was a good pitch and it got better as the game went along. “Rahim came in and batted really well with Mahmudullah. I think that (Continued on page 27)

Benn and Brathwaite achieve best rankings ICC Media - Dubai, United Arab Emirates Kemar Roach has broken into the top 10 of the Reliance ICC Player Rankings for Test Bowlers for the first time in his career after steering the West Indies to a 10-wicket victory over Bangladesh in the first Test in Kingstown on Tuesday. Roach has earned 17 rating points for his match figures of five for 95 that has moved him one place to 10th. However, it is Sulieman Benn who has gained the most. The left-arm spinner was the pick of the West Indies bowlers, having returned match figures of seven for 83, for which he has been rewarded with a jump of six places that has put him in 24th position, his highest ranking to date. Shannon Gabriel, the 26year-old fast bowler from Trinidad, has also shown improvement on the table. Following his three for 75 in the match, he has climbed up six spots to occupy 60th place. The Reliance ICC Player

Kemar Roach Rankings for Test Batsmen have seen Bangladesh captain Mushfiqur Rahim and West Indies opener Kraigg Brathwaite on the charge. The Bangladesh captain followed up his 48 not out in the first innings with 116 that has lifted him eight spots to 30th. He is now the highestranked Bangladesh batsman, followed by Tamim Iqbal in 44th place. Brathwaite scored 212 in the West Indies’ first innings score of 484 for seven

Sulieman Benn declared, which has allowed him to vault 18 places to a career-high 48th position. Shivnarine Chanderpaul, who scored 85 not out in his only innings, remains the highest-ranked batsman from either side, having moved up a spot to fifth. He now trails second-ranked AB de Villiers by 21 ratings points. This means he can move further up the order depending how he performs in the second Test which starts in St Lucia on Saturday.

Al-Amin Hossain reported for suspect action ESPNcricinfo - Bangladesh seamer Al-Amin Hossain has been reported for a suspect action following his team’s 10-wicket loss to West Indies in the first Test in St Vincent that ended on Tuesday. AlAmin is the sixth bowler - and the first one who isn’t an offspinner - to be reported by the ICC’s match officials since July. Al-Amin will have to get his action tested within 21 days at an ICC accredited facility either in Cardiff or Brisbane and can continue bowling in international cricket until the results of the tests are known. Bangladesh’s team manager Habibul Bashar said Al-Amin was not going to return to Bangladesh and would be available for selection for the second Test, which begins in St Lucia on September 20. Al-Amin’s team-mate, offspinner Sohag Gazi, had also had his action reported during the limitedovers leg in the Caribbean. In the last few months, Sri Lanka offspinner Sachithra Senanayake, New Zealand’s Kane Williamson, Zimbabwe’s Prosper Utseya and Pakistan’s Saeed Ajmal were reported. Senanayake, Williamson and Ajmal were subsequently banned from bowling after testing. The issue of suspect bowling actions had come up during the ICC cricket committee meeting in June, where there was a general consensus among members that the methods used to detect illegal actions were imperfect. It had recommended changes to help match officials get more support from biomechanists in order to identify illegal actions with “more confidence”.
