Citizens demanding more engagements on environmental dangers of Exxon’s multi-billion dollar projects – EIA

As ExxonMobil advances plans to move ahead with its sixthoilprojectintheStabroekBlock, citizenshaveexpressed concernsabouttheneedformoreengagementsonthesemultibilliondollarventures.

In fact, citizens have urged theAmerican oil giant to do more public awareness sessions about the environmental implicationsofitsprojectswhilealsoinformingGuyaneseon theextenttowhichtheyhaveaddressedtheirconcernsabout thesedeepwaterdevelopments.

TheextentoftheseconcernswasnotedinExxonMobil’s EnvironmentalImpactAssessment(EIA)foritssixthproject called Whiptail.According to the EIA, Whiptail will extract between 220,000 and 275,000 barrels of oil per day (bpd) using a floating production, storage and offloading (FPSO) vessel. First oil for Whiptail is expected between the fourth quarterof2027andthesecondquarterof2028,foratleast20 years.

Opposition and sixth oil project

ItishearteningtoheartheOppositionhavingsomething ofsubstancetosayaboutthiscountry’soilwealth. Though thepreferenceisfortheleadingPNCROppositiontomake itspositionclearonthewholeoilwealthpicture, thereisstill anodofapprovalifitsdecisionistodosoonaproject-byproject basis. On the pending sixth oil project, the OppositionPNCRhascomeoutandmadeitspositionclear: let there be ring-fencing, and more royalty, and the provisionsofthenewProductionSharingAgreement(PSA) mustapply

Thosehavebeenamongthethingswehavebeencalling for, pushingaheadwith, overthelastfewmonths. Itseems that there is hardly a pause before ExxonMobil races from oneoilprojecttoanother, anddraggingGuyanaalongforthe ride, whether this country agrees with it or not. More accurately, the American supergiant drags Vice President Bharrat Jagdeo along, who then drags along this captive countrytosatetheappetitesandaddictionsofExxonMobil forcheap,high-qualityGuyaneseoil.

Ring-fencinghasbeenonourlipsforyearsnow,andthe volume is turned up again for this sixth project. The Government of Guyana (Jagdeo) does not want to hear the first word about ring-fencing though its leaders are fully awareofthebenefitstothiscountry Ring-fencingisalltied up in expenses for the projects that are in motion offshore. Are the expenses presented by ExxonMobil from the projects of this country? That is the first test that must be probed for, to determine what kind of partner ExxonMobil is. If expenses are from Guyana’s oil projects, then which one? Whatistheaccounting, andthedepthofthescrutiny, fortheexpensesofeachproject? Thisistofigureouttoour satisfaction that within a project itself, the bills that ExxonMobil submit to this country for payment are valid and pass muster Then, the next points are, how much is being presented, and how much is left to be transferred to anotherprojectalreadystarted?

Anyreasonablepersonabsorbingallthisshouldbeable to see clearly and quickly how a company possessing the financial sophistication of ExxonMobil could make rings around us, ring-fencing or no ring-fencing. Without ringfencing,Guyanaisnothingbutasittingduckandsubjectto anykindoffinancialtrickeryandcapricethatExxonMobilis capableofdrummingupanddroppingonourheads. Inthe presenceofring-fencing,atleasttherearethefirstlayersof protection in place, so that we can focus on what belongs where, andontheaccuracyandrelevanceoftheUSbillions thatExxonMobilsubmitslikeclockworkforpayment. The bottom line is that Guyana gives itself a chance to manage the possible expense predations of a company like ExxonMobil.

Regarding royalties, each time that the word comes up, whichmeansthatthe2%hastobementioned,amistofred comes out of nowhere and hovers, and blazing anger takes over Thisroyaltyamountisacrimeallbyitself, andthough 10% is not where we are, as embedded in the new PSA, it willbeacceptable. Onthisone, therefore, weareasonewith theOpposition. Itisafairstartingpoint, notnecessarilythe overallfairnessthatissoughtfromtheExxonMobil-Guyana relationship. Of the other terms and conditions in the new PSA, they must all apply, including the expense ratios and the rest. Given the billions that have been wrested away (cheated) from this country in lost taxes to ExxonMobil’s benefit, the 10% provision in the new PSA is a small beginning, butitwillhavetoworkfornow

But of all these provisions, and outside of the environmentalandlivelihoodsecurityaspects,ring-fencing isthegranddaddyofthehaulsthatExxonMobilarrangedfor itselfbyensuringthattherewasnoclauseforitinthe2016 oilcontract. Thisisbutoneconfirmationofhowslickand savvy the people at ExxonMobil are. They think of everything, and they look for every area in which they can gain the upper hand on a poor country, and throttle the life outofit.

Nigel Hoppie was never appointed acting Commissioner of Police

DEAREDITOR, Please permit me space in your newspaper to respond to an article captioned “AttorneyGeneral exposes APNU’s constitutional atrocity”, which was published in the Guyana Chronicle on SaturdaySeptember2,2023.

Let me from the outset state that I hold no brief for the APNU. However, I was mentioned by name in the articlesoIfeelcompelledto respond and set the records straight.

Thearticlestatedthatthe “Attorney General and Minister of Legal Affairs, Anil Nandlall, S C , has raised serious concerns about what he calls a constitutional atrocity, relatedtotheappointmentof former Commissioner (ag)

Nigel Hoppie by the then APNU+AFCgovernment”.

The article attributed several statements to the Attorney General and published a letter from the Ministry of Public Security, dated July 30, 2020, which was addressed to Mr Leslie James, DSS, DSM Commissioner of Police, in what appears to be a futile attempt to justify the “constitutional atrocity” claim. The letter in question informed Commissioner James that approval was granted for him to proceed on two hundred and seventy four days (274) preretirement leave with effect from July 31, 2020. The letter also stated that approval was granted for DeputyCommissionerNigel Hoppietoperformtheduties

of Commissioner of Police. The letter was signed by the Permanent Secretary Ministry of Public Security, Ms. Daneilla Mc Calmon, and copied to the Secretary Police Service Commission, the Auditor General and the Accountant General. It must be noted that the letter was not addressed nor copied to Hoppie.

I wish to state that contrary to the statement attributed to the Attorney G e n e r a l , D e p u t y CommissionerNigelHoppie was never appointed acting CommissionerofPolice.

When Commissioner James proceeded on preretirement leave on July 31, 2020, Hoppie, as the next senior rank in the Guyana Police Force, was made to perform the duties of

Commissioner, that fact is clearly stated in the letter to James. This was in keeping with the long established protocol in the Guyana PoliceForce.Onatleasttwo occasions, as the second most senior rank in the Force,Iwasmadetoperform the duties of Commissioner of Police in the absence of t h e s u b s t a n t i v e Commissioner

Let me point out that there is a significant differencebetweensomeone who is made to act as the CommissionerofPoliceand someone who is made to carry out those duties: Article 211 of the Constitution of the Cooperative Republic of Guyana outlines the proceduretoappointa

PPP/C’sresistancetoelectronicfingerprintcaptureandidentification atpollssignalsintenttoretainsystemthatfacilitatedvoterrigging

DEAREDITOR,

It seems as if there is never a dull day, these days, onourpoliticallandscape,as the country continues, oxymoronically, to be taken d o w n t h a t d a r k , undemocratic, autocratic and dictatorial path in the name of righteousness. I am advised that in some circles Jagdeo is regarded as a Deity, thus his word is Gospel and all others are heresy Thatobviouslyisnot

applicable to the real adherentsofdemocracy

Jagdeo’s latest remark is that the “PNCR-led APNU must acknowledge election rigging before involvement in executive” This is tantamount to nonrecognition of the election resultsbyvirtueofwhichthe PPP/C is in government. Thatisprobablyaptgivenall of the unresolved shenanigans surrounding a significant amount of votes

for which validating documentationmysteriously disappeared. However, it is the said election which allows the PPP/C to occupy the seat of government that vests the APNU-AFC the right to occupy the seat of Opposition and the right to participate in Governance just as much as the PPP/C exercisestherighttogovern.

In that regard, the Government must act in accordance with the

Stripping these workers for public mugshots is tantamountto psychological torment The very act humiliates, objectifies, and dehumanizes individuals, making it evident that the agendaextendsbeyondmere lawenforcement.

In addition to Jagdeo’s non-sequitur, what logical and moral grounds do Jagdeoandhisilkstandonin theirdemandforanapology, from the APNU for alleged electoralrigging, beforethey canbeengaged?

Jagdeo’s foray seeks to direct attention away from the real issues that confront the practice, or lack thereof, of democracy in Guyana. In fact,Jagdeohasledhisband to deny local democratic o r g a n s a n d n o ngovernmental organizations theirconstitutionalrights,as provided for in Articles 71 and 13 respectively, to participate in the decisionmaking processes of the State, not to mention the constant denial, in the National Assembly, of the Opposition‘s right to have matters of national interest discussed This clearly demonstratesthatthePPP/C in its communistic, undemocratic and winner-

Theaccusationofrigged elections is probably most applicabletothePPP/Cthan it may be to any other political party Their record of electoral infractions and theirsupportfor, anddefense of, riggers validate this contention.

Citizensdemandingmoreengagements onenvironmentaldangersofExxon’s...

Citizens also reported during those meetings that there has been a significant decline in fish resources overthelastdecade

While Exxon noted that this is attributed to various factors including unregulated fishing practices, having toomanypeople/companiesinvolvedinthe sector, andtheuseofunsustainablefishing methods, some fisherfolk still questioned the impact of offshore exploration and development on the movements of fish populations.

Exxon did acknowledge that industrial activities are suspected to affect fish populations, including activities associated with the oil and gas sector (e g , flaring, dredging, underwater noise), and other marine industrialdevelopments

Exxon also said it took note of the concern of some stakeholders about potential impacts on shorelines (including mangroves and other ecosystems)fromoffshoreand nearshore activities,includingthereleaseofoil-related pollutants

It did not say however how it addressed this concern or if it only receivedamereacknowledgement

Beyond the fishing industry, Exxon said Guyanese raised concerns about the cost of living across Guyana, but particularlyinmoreremoteregions

Exxon’s report said prices for commodities and materials have increased (including food, fuel, and operational supplies) Transportation costshavealsoincreased

Exxon said the lingering impacts of the COVID-19 pandemic, and related restrictions, are one factor believed to be influencing the cost of living. Other factors include the war in Ukraine and global supply chain disruption, and—for agricultural food prices in Region One—inclement weather damaging food crops.

In Region One, Exxon said communities reported that the agricultural sector has been challenged byincreasedmaterialcosts(e g ,priceof feed for livestock) and the low availability of raw materials (such as cassava)

It said this has been particularly evidentforcropsandpoultryfarmers

“Region One communities also shared their concern about the lack of jobsandincome-earningopportunitiesin Indigenous communities, including opportunities for men, women, and youths graduatingfromhighschool.

Income-earning opportunities in the communities become more important as their traditional diets and livelihoods are affected by climate change, and a shift to consumer goods is part of coping with this change,”Exxon’sreportsaid.

Those concerns aside, Exxon insisted in its report that its sixth project set to cost a jaw-dropping US$13B is in the country’sinterest

Several advocates within the industry have urged for authorities to secure further fiscal benefits from this project such as a higher royalty or to at least protect the revenues from having to serve other expenses in the block. Government has refused to do so, arguing that it would hamperinvestorconfidence.

In their world citizens cannot and must not exist outside of the destructive PPPandPNC/APNUcontest forpower

They actively deny and try to destroy any citizen space in which legitimate democratic concerns can be addressed, freeofthecontrol ofpoliticalparties.

This is just one example of existing hostility towards the emergence of authentic democracy in Guyana, and both major political parties have been guilty of this at onetimeoranother

The maltreatment of the strikingsugarworkersisnot an isolated incident; it’s another indicator of the oppressivenessoursocietyis devolving into as most citizens choose to remain passive spectators, lest they be victimized in turn It beckonsustoquestion:What kind of nation do we envisionforourselves?

One that suppresses and shames or one that listens, understands, and reforms? Do we expect the latter to emergefromsilence?

And do we not see our democratic power in collectively breaking this silence?

I have noticed the

To be clear this word, ‘development’, only means ‘change’.

The important question is what kind of change or developmentdoweneedasa society?

For sure, we desperately need ‘development’ in how thiscountryisgoverned.

Commissioner and Deputy Commissioners of Police, eithersubstantivelyortoact inthosepositions.

That Article clearly states that those appointments are made by the President after consultationwiththeLeader of the Opposition and the Chairman of the Police Service Commission, who must first consult with the other members of the Commission.

I submit that in the a b s e n c e o f t h a t constitutionally mandated procedure Hoppie could not be said to have been a p p o i n t e d a c t i n g Commissioner of Police; as stated in the letter, he was onlyperformingthedutiesof thatoffice.

To support this contention, it must be noted thatbetweenFriday,July31, 2020 when Hoppie commenced performing the duties of Commissioner of Police and Sunday, March 27,2022whenheproceeded on pre-retirement leave, he neverworethebadgeofrank of Commissioner of Police.

He correctly continued to wear the badge of rank of Deputy Commissioner of Police.

Itisappositetonotethat Assistant Commissioner Clifton Hicken who was controversially appointed to act as Commissioner of Police has been wearing the b a d g e o f r a n k o f Commissioner of Police sincehisappointment.

The main claim by the Attorney General is that the APNU+AFC government violated the constitution by appointing Deputy CommissionerNigelHoppie to act as Commissioner of Police without complying with Article 211 of the Constitution.

As stated above, this assertion by the Attorney General is disingenuous, totally misleading and demonstrablyfalse.

To highlight the false nature of the statements allegedly made by the Attorney General, I would like to point out the following: the letter for Commissioner James to proceed on pre-retirement

leaveisdatedJuly30,2020. James proceeded on leave the following day, July 31, and Hoppie commenced performing the duties of Commissioner from that very day President Mohamed Irfaan Ali was sworn in on Sunday August 2,2020.

The Attorney General was also sworn in that same day It simply means that even if the APNU+AFC government intended to initiate the constitutional processtoappointHoppieas acting Commissioner of Police, therewasnotimefor themtodoso.

The article further stated that at the time of Hoppie’s appointment,BharratJagdeo was the Leader of the Opposition while Paul Slowe was the Chairman of the Police Service Commission.

Asstatedbefore,Hoppie was never appointed acting Commissioner of Police. I challenge the Attorney General, or anyone else, to produce any letter or other document to show that DeputyCommissionerNigel

Hoppiewasappointedtoact asCommissionerofPolice.

It should be noted that Guyana’s 12th Parliament was convened in September 2020 and Lt. Col. (Ret’d) Joseph Harmon, MSM, became the Leader of the Opposition.Heremainedthe Leader of the Opposition until he resigned from that position in January 2022.

When Mr Harmon became theLeaderoftheOpposition, the Police Service Commission, ofwhichIwas the Chairman, was in place until it was unlawfully suspendedonJune16,2021.

This means that the constitutionalbodies,i.e.the LeaderoftheOppositionand the Police Service Commission were in place for approximately nine months during which time President Mohamed Irfaan Ali could have initiated the constitutional process to appointHoppieastheacting Commissioner of Police The loquacious Attorney General should explain to the Guyanese public why thiswasnotdone. In the challenge to the

appointment of Assistant Commissioner Clifton

H i c k e n t o a c t a s Commissioner of Police, it was submitted that Article 211 was not complied with (there was no consultation with the Leader of the O p p o s i t i o n ) , t h e government’s contended, that there was no Leader of theOppositionatthetimeof the appointment in March 2022 and because of the importance of the office of theCommissionerofPolice, it was necessary for that appointmenttobemade.

The Attorney General shouldalsoexplainwhenthe office of Commissioner of Policebecameimportant.

Itsurelywasnotbetween September 2020 and June 2021whentheconstitutional bodieswereinplaceandthe appointment of Hoppie as acting Commissioner of Police could have been lawfullymade.

Let me remind the Attorney General and readers that inAugust 2018, President David Granger consulted with the Opposition Leader, Mr.

Bharrat Jagdeo, who was accompanied by Ms. Gail Teixeira and Mr Mohamed IrfaanAli,andIasChairman of the Police Service Commission, as stipulated by the Constitution, before appointing Assistant Commissioner Leslie James as Commissioner of Police a n d A s s i s t a n t Commissioners Paul Williams, Nigel Hoppie, Lyndon Alves and Woman Assistant Commissioner Maxine Graham as Deputy Commissioners.

It therefore shows that the “constitutional atrocity” theAttorney General speaks ofisafigmentofhistwisted imagination.

I end with a quote from Norodom Sihanouk former PrimeMinisterofCambodia who said that “Time will inevitably uncover dishonesty and lies; history hasnoplaceforthem”.

PAHO director warns suicide is ‘significant public health concern’ for the Caribbean

CMC – The Director of the Pan American Health Organization (PAHO) Dr Jarbas Barbosa has warned that with nearly 100,000 deaths by suicide each year in the Americas, it is a “significant public health concern”fortheregion.

“Alarmingly, the region experienced a 17 per cent increaseinsuicideratefrom 2000 to 2019, making it the only World Health Organization (WHO) region to witness an increase,”said Dr Barbosa in a message to mark World Suicide Prevention Day, which will beobservedonSunday

The PAHO director stressed that “every case of suicide is a tragedy that severely impacts not only individuals, butalsofamilies and communities.” He said suicidecanbepreventedand askedCaribbeancountriesto

“create hope through our actions”and“reducesuicide intheregion.”

Whileitcanaffectpeople of any age, PAHO said that, in 2019, suicide was the fourthleadingcauseofdeath among young people aged 15-29 years worldwide and women are more likely to attemptsuicide, but men are more likely to complete the act.

According to PAHO, of every woman who dies by suicide in the region, 3.5 mencommittheact.

In addition, available

evidence indicates a disproportionate impact of suicide among groups in situation of vulnerability, such as Indigenous populations and LGBTQI+ people.

“The COVID-19 p a n d e m i c f u r t h e r exacerbated many risk

factorsforsuicide, including unemployment, financial insecurity and social isolation,” said Barbosa, adding that addressing suicide requires a collective effort.

During the last week of September this year, PAHO said ministers and senior health authorities from the Americas, including the Caribbean, will meet at PAHO’s 60th Directing Council, where they will discuss a new strategy to improve mental health and prevent suicide. PAHO said the strategy will “highlight suicide prevention as a priority”forallcountriesand areas of government and “emphasize the need for multisectoral commitment” topreventit.

Strategies to address suicide include restricting access to the means of self-

harm for a person at risk of suicide, developing social and-emotional life skills in adolescents, having accessible and integrated mental health services and professionals at the first levelofcare, andeliminating stigma about mental health, one of the main barriers to help-seeking,PAHOsaid.

This week, and to mark the world day, PAHO organised a webinar to promote responsible reportingofsuicideinmedia andthroughsocialnetworks, another of the main evidence-based strategies thatcanhelppreventit.

Notably, 1,160 students have been admitted to the Professional Nursing Training Program by midyear, a substantial increase comparedtopreviousyearly intakes.

GOLD BOARD – FACTS AND STANDING TRUTHS

Irefer to the letter captioned“Aglimpse into gold board operations between 20102019” (SN September 07).

On each occasion that the PPP tries to stick something on me, it falls flat or backfires.

This is another of those instances, in which I recognize different subtle andbrazenpensinattemptsat e v e n m o r e s l i c k , underhandedworktopointin my direction There is gratitude to the PPP Government, with special thanks to Vice President Jagdeofortheopportunityto share publicly some of the innerworkingsoftheGuyana Gold Board (GGB) during a mostturbulenttime, andinso doing, lettherecordspeakfor itself.

First, the contexts encountered. There was the hugeRasoolshadowhanging over the GGB (anti-money laundering failures); the relatedRoyalCanadianMint (RCM) stoppage, then stringencies; the major (I meanmajor)contributionsof goldtothenationaleconomy; the industrial sabotage at the GGB plant operations in the compoundoftheGGMC;the emergency movement of GGB ops to a new location; the state of the GGB on my arrival; and the state of the environment are essential needs for equipment, processes, and services in a timesensitiveenvironment.

Second,thewritersspoke of Natural Resources staff

beingpaidbytheGGB. Itis correct, and it was inherited Then, theexpensesofthe b o a r d i n c r e a s e d substantially, which is also correct, and also was inherited Both of these items were repeatedly discussed at the board level, and because they had originated from the ministry, both were escalated repeatedly to the Permanent Secretary and ministerial levels. For whatever it is worth, it came to my understanding that one director was serving in an expert capacity to the minister and others, which accounted for almost all of this increase. Also, my monthly director stipend of GY$42,000 was always donated to a number of demanding situations including education, funeral expenses, and the Roman Catholic Church, among others.

Third, employment costs did increase heavily, but I refer to the aforementioned contexts in the preceding paragraph Part of the n e g o t i a t i o n s a n d arrangements finalized between the GGB and the RCM included compliance andauditstaffing, soastobe better equipped to oversee the operations For emphasis, there was no compliance to speak of, and theresidentauditorneverhad a finding in the 10 years he was present. Additionally, the non-existent Human Resourcesareahadtobebuilt

fromscratch. Forthosewho think that this was too much too quickly, the reality was that gold was the biggest foreignexchangeearner, and it was operating within state parameters: enhanced risks programmes and processes, enhanced compliance p r o c e d u r e s a n d implementation, among others. The RCM visited twice, ifnotthrice, duringmy tenure.

The policing was that rigorous. There was never any further talk, not even a hint, ofdistancingfromGGB business, whichhadthedeep taints that greeted me. In termsofemploymentcosts,it wasmoneywellspent, forthe GGB remained open and with a better reputation outsideofGuyana.

Fourth, I like the trick of the writers under 'Other expenses'whichspokeofthe massive increase in this category from 2014-2019, buthadnofurtherdetails. As to what that means is anyone's guess, but recall I wenttotheGGBinQ2,2017. But it is a classic of PPP operations and operators; they ring bells in public, and thendisappear, whileleaving others to deal with the echoes.

Fifth, under the category of “Disposal of Non-Current Assets”, nothing was disposed of during my tenure.

Nothing. Writtendown, yes; not disposed. It may apply to the materials (new carpets at the old GGMC location) that had to left

behind.

Sixth, all dealers were subject to the most intense scrutiny, to the extent that they protested. There were no procedures in 2017, but these were put in place. All had to sign: dealers, directors, General Manager As for 'no objection' letters from the minister, there was no exception in any year to this standing requirement. There are records to this effect.

Seventh, reference procurement, there were discussions with the Permanent Secretary who was familiar with the urgent needs due to the exigencies under which the GGB operated Guidance was furnished on how to operate in what was an emergency situation. The GGB made use of the provisions of the Procurement Act 2003, Section 28 (a)(b)(c) and (d), as all applied in the exceptional circumstances livedwith, especiallyassuch pertained to the mercury abatement system and the generator and related services.

Eighth, the KNA relationship/contract was finalized after all other architects and consultants said the job could not be done, given space constraints. ThisincludedRodrigues Architects, whose principal is personally known to me. Hewastheonlyone.

Ninth, relative to evaluation of bids, from the inception I made clear to the

board that I would have no part of any bid evaluations, which the minutes should confirm Subject to correction, the evaluation committee consisted of the GM of the GGB,averyseniorofficerof the Health Ministry and a very senior officer from the Ministry of Works. I would think they had very sound reasons to disqualify the bidders that failed to make themark.

Tenth, the AXIS relationship was driven by a cabinet memorandum. No vehicleswereimportedtothe time I left, which was February29,2020.

Eleventh, the Big Boss Transportation arrangement originated in the Natural ResourcesMinistry.

Nowformysummation.I commence with this vital bit of information: all decisions were made in the open and with the involvement of the full board. I knew none of theplayers(dealers, vendors, contractors or staff) before, saveforMr Rodrigues. Still, whatever responsibility has tobetaken, itstartsandstops with me, the non-executive chairman.

I urge the PPP to push forward since it has all this believed ammunition Clearly, thePPPGovernment spent a tremendous amount of time and effort to dig up what it believed was dirt on me. Itcameupshort. Ifthere was a genuine need to know thecircumstancesatthetime attheGGB,Iamaphonecall away

But that cannot be when payback for my media writings was a clear objective, asopenlyadmitted byoneofthecompilersofthe SN letter. I recognize numerous cut and paste jobs from minutes, selective culling of records, different writers, and grasping at straws throughout the missive.

The objectives are clear: smearandsilence. Itwillnot succeed.

IfIwantedtotakethelow PPProad,Icouldspeakofthe GY$20 billion debt inherited; no anti money laundering supervision, which triggered the Rasool fiasco and sanctions; no compliance monitoring of dealers; no implementation ofauditrecommendationsad infinitum or I could pursue other actions, which is a favourite tactic of the PPPat was clearly defamation by innuendo.

I take the high road, instead. I leave the malice andmischieftothoseathome with it. What is your next step, brotherBharratJagdeo? Godblessall!

Oil spill from 6th oil project could devastate livelihoods of citizens in Regions 1 to 6 ...saysExxonReport

Based on oil spill modeling conducted for ExxonMobil’s sixth project, an unmitigated incident could devastate the livelihoods of citizens in Regions One through Six This is outlined in the Environmental Impact Assessment (EIA) for the company’s US$13BventurecalledWhiptail.

The document notes that Exxon is expected to produce oil from the Whiptail, Pinktail, and Tilapia fields of the Stabroek Block. These fields are approximately 1,500 to 2,200 meters deep.Theoilisexpectedtobeextracted from 33 to 72 development wells (including production and water/gas injection wells). It will also see the installation of a Floating Production, Storage, and Offloading (FPSO) vessel to process, store, and offload the recovered oil. Currently, the FPSO’s basic design has an upper production limitof263,000barrelsperday(bpd).

…for direct negotiations on oil block exploration; new embassy – Pres.Ali

Qatar’s Amir Sheikh

Tamim bin HamadAlThani is expected to visit Guyana soon to discuss areas of cooperation, including direct negotiations between the twostatesforoilexploration inGuyana.

This was revealed by PresidentIrfaanAliduringa press conference at State HouseonSaturdaymorning. During the question-andanswer segment, the Headof-State told reporters that Guyana has been expanding its bilateral relations with variouscountries.

To this end, he noted, “We have a very active bilateral engagement with the state of Qatar TheAmir is coming to Guyana to pursue and follow up on a numberofinitiativesthatwe have under discussion including investment, including support in oil and gas- they have already offeredtechnicalsupport.”

Inaddition,PresidentAli pointed out that companies from Qatar are participating intheongoingauctionof14 of Guyana’s oil blocks offshore. Moreover, he said, “They (Qatar) have

expressed a direct government to government interestinexplorationthatis a g o v e r n m e n t - t ogovernment collaboration on exploration. They are working with us on some loansandIknowtheyarein the process of finalizing arrangements to establish a formal footprint with an EmbassyhereinGuyana.”

Ali was not inclined to share further details regardingtheupcomingvisit by the Qatar leader but assuredthatthemediawould beinformedinduecourseon whentheofficialwillarrive.

His Highness Sheikh TamimBinHamadAlThani is the Head-of-State of the country and commander-inchief of the Armed Forces and guarantor of the Constitution.

Back in May this year, President Irfaan Ali held talkswiththeAmirduringan official visit to Qatar. It was reportedthatthetwoleaders discussed co-operation relations and ways to enhance and develop them, especially in the areas of investment and energy, amongothers.

The United States

Energy Information Administration in a March 2023 Country Analysis of Qatar highlighted the major role that the energy industry plays in the country’s economy According to the International Monetary Fund,Qatar’searningsfrom

its hydrocarbon sector accounted for 81 percent of the country’s total government revenues in 2021, up from 77 percent in 2020. Hydrocarbon export revenues rose from $47 billionin2020tonearly$77 billionin2021.

Qatar was also listed as

the world’s sixth-largest dry naturalgasproducer(behind the United States, Russia, Iran, China, and Canada), thesecond-largestLiquefied NaturalGas(LNG)exporter, and the third-largest holder of natural gas reserves in 2021.

Moreover, with proved

reserves of crude oil estimated at 25 2 billion barrelsasofJanuary1,2023, Qatar held the 6th largest reserves in the Middle East and the 14th largest in the world.BecauseallofQatar’s oilfieldsaremature,Qatar’s crude oil production declined from its highest level of 852,000 barrels per day(bpd)in2008to616,000 bpdin2022.

Givenitsvastexperience in the petroleum sector, Guyanaiswellpositionedto learn from the experiences and gain from technical capabilitiesofQatar

While there can be no question of the wealth of knowledgetobesharedwith Guyana, the local administrationhasrefusedto allow Parliamentary scrutiny for oil blocks awarded through direct negotiations.

In fact, Government is now empowered to conduct direct negotiations for the award of the country’s oil blocks through the updated oillaw.

Statement by Sir Ronald Sanders on Climate Policy and other key issues in the Western Hemisphere

(The writer is Antigua and Barbuda's Ambassador to the United States and the Organization of American States. He is also a Senior Fellow at the Institute of Commonwealth Studies at theUniversityofLondonand Massey College in the University of Toronto. The views expressed are entirely hisown.)

Two years ago, in the margins of the COP 26 meeting in Glasgow, two small island states in two different parts of the world, made a decision to form an inter-governmental organization that would use the international legal systemtoseekjusticeforthe considerable impact of Climate Change on their countries.

The Prime Ministers of Antigua and Barbuda in the CaribbeanandTuvaluinthe Pacific, frustrated by the lip service being paid by the world'smajorcontributorsto Climate Change, and the broken promises of every previous COP meeting, decidedthattheywouldseek an Advisory Opinion from the InternationalTribunal of theLawoftheSea(ITLOS). Consequently, theylaunched the Commission of Small Island States on Climate Change and International Law(COSIS).

They were subsequently joinedbyseveralothersmall states, including the Bahamas, St Lucia, St Kitts-Nevis,andSt.Vincent, and the Grenadines in the Caribbean and by Vanuatu, Palau, andNiue.

ITLOS has agreed to a full hearing of the case that small island states are advancing. The first session willbeheldinHamburg–on th September11

Whateachofthesesmall islands faces is a real and present threat to their existence.

TheGravityofthe

Situation

Let'sputintoperspective thelevelofexistentialthreat we'retalkingabout.

We are looking at the potential disappearance of nations—entire cultures and histories wiped out due to climate change. This is not mere theory; the science is clear and irrefutable. The primary culprits are the major polluters who have, thus far, shown a staggering lack of political will to remedytheiractions.

COSIS:AMandate

f o r J u s t i c e

COSIShasastraightforward mandate: to develop rules and principles of international law to fight climate change. Time is of the essence, and the stakes are as high as they could possibly get – the very survival of these countries and their people. It isn't about politics; it's about the sanctity of human life and oursharedplanet.

W h y I T L O S ?

Why go to ITLOS? Small island nations are primarily maritimestates.

They depend on the ocean not just for sustenance, but as a crucial part of their heritage and identity But there's more. The ocean is a vital carbon sink. Withincreasingocean temperatures reaching recordhighsthissummer, all nations must act now to safeguard this critical component of Earth's climatesystem.

ITLOS, the guardian of the1982UNConventionon the Law of the Sea, is the natural venue to seek legal clarity on the obligations of states to protect our marine environment.

Compensation and the PrincipleofEquity

One of the most glaring injusticesisthatwhilesmall island states contribute the leasttoclimatechange, they suffer the most from its ravages.

The situation calls not

just for mitigation but also for compensation The concept of loss and damage must be squarely addressed. Wearenotjusttalkingabout climate change adaptation but also about building resilience against future threats. All these require substantial financing If justiceistobeserved, major polluters must be held financiallyaccountable.

ABeaconofHope

By going to ITLOS, we are not seeking to rewrite laws; we are seeking clarity on existing ones. What are states obligated to do under the UN Convention on the LawoftheSea?Smallstates

needauthoritative,scientific answersonthiscriticalissue; but so too do the major contributors to Climate Change–theremustbeclear g u i d a n c e o n t h e consequences of their actions.

This Advisory Opinion from ITLOS can serve as a benchmark, a guidepost, for international actions going forward.

TheHourofDecision

We are at a fork in the road of human history On one hand, inaction and the continuation of empty promises, leading to an existential loss for small island states; on the other, immediate, effective action

i n f o r m e d b y international law And, w e s h o u l d a l l understandthisreality

As climate change continues to simultaneously burn our world, while flooding it; as climate change upends weather patterns, ruining food production, and creating water shortages; as glaciers melt and the levels of seas rise, drowning small islands anderodingcoastalareas;as people are displaced from their natural habitats and seek refuge on other shores, small island states are the first to suffer; but they will not be the last. All are involved and all will be

consumed.

So to quote John Donne “Do not ask for whom the bell tolls; it tolls for everyone”.

Small Island States are working to tip the scales toward justice and survival. Butourpleaisnotjustforus; itisforthehealthofaplanet weallshare.

Benefits of Drinking Wine

Science says you should raise your glass. Here's why wineisactuallygoodforyou. You've probably heard thatwineisgoodforyou, but maybe you've also heard that you shouldn't be drinking too much. How can anything so delightful be good for you? Well, the science says we should crack open a bottle of pinot-andwhoarewetoargue with science? Here are all of thehealthyreasonstopickup abottleofthegoodstuff.

Herearesomebenefits

1.KeepYourHeartStrong

Red wine is everyone's favorite source of powerful plant antioxidants, and while

they might be more abundant in broccoli, they're way more fun with a bit of a buzz. The most notable disease-fighting compounds in red wine are r e s v e r a t r o l a n d proanthocyanidins. Research has found that people who drink red wine tend to have lower risk of heart disease, although other lifestyle factorsmayplayarole.Itdoes seem that the powerful antioxidants in red wine help toreducebadLDLcholesterol while retaining good HDL cholesterol, and may even help reduce blood pressure when consumed in moderation.

2 Reduce Risk of

Alzheimer'sdisease

A drink a day may also keep Alzheimer's away! Recent research suggests that drinking1to3dailyglassesof red wine was linked to a reduced risk of dementia and Alzheimer's. Scientists found that when red wine passes through the gut, it leaves behind unique antioxidant compounds that can protect our brain neurons from gettingdamagedordestroyed. This, inturn, mayhelpreduce the chance of developing neurological diseases like Alzheimer'sorParkinson's.

3 Get Happier Gut

Bacteria

We know we should eat

more probiotics like yogurt and sauerkraut for their natural gut-health benefits, but the good news is you can addyourfavoritewinetothat list, too! Yes, it's a naturally fermentedproduct, muchlike yogurt, pickles, kombucha and other bacteria-friendly foods, but early research has shown that wine may have more of a prebiotic effect, helping improve the bacterial composition of our gut Bottomsupforgoodbacteria!

4.BoostYourMood

Most of us already consideragoodglassofvinoa bit of a party starter, but research suggests it may do a lot more than just help you crack a smile. Research has linked moderate wine drinking (that's about 2-7 glasses per week) to a significantly reduced risk of depression.

5.WardoffDiabetes

Onelargestudyfoundthat moderate red wine consumption was linked to a reducedriskoftype2diabetes in women, while another found that moderate drinking (ofanytypeofalcohol)could reduce your risk by about 30 percent.(Ifyouhavediabetes, though, talk to your doctor aboutdrinking, asalcoholcan cause dangerously low blood sugar and also may interact withmedications.)

From page 18 300,000 bpd is considered to assess potential impacts from the project and cover potential production optimization after facility start-up.

In the event that there is an oil spill, the report notes that portions of the coastline in Regions One and Two could potentially be impacted. Exxon’s modeling also indicates an oil spill would not have a reasonable likelihood of affecting marine waters southeastward or seaward of the FPSO. “However, all six coastal regions and the entire extent of Guyana’s marine territorial waters were defined collectively as the Indirect AOI (Area of Influence). These areas are included due to the potential for community members from all coastal regions (in particular fisherfolk and other marine users) to be directly or indirectly affected in the event of an unplanned event such as

an oil spill…,” the report stated. It also notes that the minimum time for an oil spill to reach the shoreline predicted by its model was five to 10 days after the release event for both Regions One and Two in both scenarios.

Exxon was keen to note that this does not account for any oil spill response (e.g., aerial, vessel, or subsea dispersant application; offshore containment and recovery; or source control operations). As such, the company said any preventive measures taken to keep oil from reaching the coast during a response would reduce the potential of shoreline oiling in Guyana. In fact, the company said the five to 10-day travel time for oil would allow ample time for mobilization of spill response resources to further reduce the risk of oil actually reaching the shoreline.

Nonetheless, if oil were to reach the Guyana shoreline, Exxon said those resources most at risk would include protected areas (i.e., Shell Beach Protected Area), coastal habitats (especially mangroves and marshes), and coastal wildlife (especially birds), as well as coastal

communities and Indigenous Peoples dependent on fishing in the ocean and other ecosystem services.

Exxon also noted that its oil spill modeling indicates that transboundary impacts could potentially occur, assuming no mitigation measures were implemented. The modeling results for these scenarios indicate there is the potential for an unmitigated oil spill to reach Trinidad and Tobago, Venezuela, Grenada, Haiti, the northern South American coast, and the socalled “ABC Islands” (Aruba, Bonaire, and Curaçao).

Exxon was keen to note that it has established a response plan that will enable the deployment of a capping stack on well locations within 5.5 days, assuming no debris removal. The company said its modeling of the mitigated scenario demonstrates that this, in combination with other response measures (e.g., dispersant application), would significantly reduce the extent of transboundary impacts. In any case, Exxon said it will work through the Ministry of Foreign Affairs, at the direction of the Government of Guyana, with repre-

sentatives of the respective countries that could be potentially impacted by a large oil spill to be prepared for the unlikely event of a spill.

Exxon’s subsidiary, Esso Exploration and Production Guyana Limited (EEPGL) is the designated Operator of the Stabroek Block under a Petroleum Agreement signed by EEPGL and its co-venturers, Hess Guyana Exploration Limited and CNOOC Petroleum Guyana Limited, with the Government of Guyana.

The 2016 Petroleum Agreement covers approximately 26,806 square kilometers and was executed together with a Petroleum Prospecting Licence for the Stabroek Block. Per the Petroleum Agreement, EEPGL previously obtained approval from the Government of Guyana for five development projects in the Stabroek Block—the Liza Phase 1 Development Project, Liza Phase 2 Development Project, Payara Development Project, Yellowtail Development Project, and Uaru Development Project. Whiptail is the sixth EEPGL development project proposed in the eastern portion of the Stabroek Block.

Act, the process to grant a licence can be executed through two primary mechanisms: a competitive tender or through direct negotiations. The latter is permitted when “special circumstances exist, which, in the national interest or national security, justify the use of direct negotiation to grant a licence.”

While the provision may ostensibly provide flexibility to the government in its licensing process, it remains contentious among transparency advocates and certain sections of the public.

Although the government has cited reasons such as the opportunity to foster regional

energy cooperation and safeguarding national interests, for the potential governmentto-government partnerships, this process requires a deeper layer of scrutiny. The government has said very little about how such partnerships would work. The provision explicitly allows for potential partnerships with nations such as Qatar and India, which government said have shown interest in Guyana’s oil.

During the International Energy Conference hosted in Guyana this year at the Marriott Hotel, Vice President Bharrat Jagdeo revealed that the governments of Brazil, Qatar, India and Kuwait have just expressed interest in di-

rect negotiations with Guyana.

Guyana has become a hot spot for exploration activity as a result of the exciting success of the Stabroek Block operated by U.S oil giant, ExxonMobil. The company and its partners, Hess Corporation and CNOOC have since discovered more than 11 billion barrels of oil, while exploration of the 26,800 square kilometer block continues.

Presently, Exxon is the only company producing oil in Guyana. The company has reported an average production rate of 400,000 barrels per day but government hopes to increase production to about one million bpd by 2027.

“This performance is drivenbyloweryear-on-year output from both producers amid weak world market conditions, combined with marketing, demand and

technical challenges,” the government reported It added that the sector is expectedtoperformbetterin the second half of 2023; however, it is projected to contract by 3.2 percent by yearend.

Suffering a similar decline was the gold mining sector, contracting by 11.4 percentduringthefirsthalfof the year The Ministry of Finance explained that the reduction was “due to lower declarations from the smallandmedium-scaleminers.”It reported that at the end of June, golddeclarationsstood at209,756ounces,compared

Govt. temporarily bans export of monkeys after applications spike

The Government has placed a temporary ban (Moratorium) on the export of three species of monkeys from Guyana after export applications spike, Executive Director of the G u y a n a W i l d l i f e C o n s e r v a t i o n a n d Management Commission (GWCMC), Alona Sankar told Kaieteur News on Sunday These species include the howler monkey, the bearded Saki, and the white-face Saki The GWCMC issued a notice of thebanonAugust31,stating that it “will no longer be accepting applications for theexportofthesespecies”.

Sankar during a

telephone conversation with Kaieteur News said that a scientific committee recommendedthebanbeput inplaceuntilacountisdone todetermineifthemonkeys' are“healthy”.

She explained that licensed wild life traders wouldsubmitapplicationsto export animals from the country If approval is granted, thereisonlylimited amountthattheycanexport.

However, in the case of the three monkey species, Sankar noted that there has

b e e n a significant increase in applicationsoverthelastfew years. “…It (applications) start increasing a lot,” Sankar said while adding that the increase has influenced the scientific committee's decision to temporarily halt the export of the monkeys. A study of their population will be conducted and if it remains healthy in the country then the Commission will consider lifting the ban Kaieteur News understands that conservationists fear

that traders might be over exportingthemonkeysandit canleadtonotonlyadecline in its population but also endangering the species of becoming extinct. Howler monkeys, bearded Saki, and the white-faced Saki are all listed under Appendix II of the Convention on International Trade in Endangered Species

(CITES) According to CITES, “Appendix II

includes species not necessarily threatened with extinction, butinwhichtrade

mustbecontrolledinorderto a v o i d u t i l i z a t i o n incompatible with their survival”.

The three monkey species are key part of Guyana's eco-system and adds to the country's diversity in wild life. They are also among the most sought-after animals in the wild life trade, especially as exotic pets and to fill zoos around the world. If not controlled, Guyana is at risk of endangering the population of these three species.

US Open 2023: Medvedev to play Djokovic in final after beating Alcaraz

(BBC Sport) - Carlos Alcaraz had his reign as US Open champion ended by Daniil Medvedev as the Russian set up another New York final against Novak Djokovic.

The Spanish top seed lost 7-6 (7-3) 6-1 3-6 6-3 to Medvedev, ensuring there will be no repeat of the Wimbledon final between Alcaraz and Djokovic.

Djokovic swatted aside young American Ben Shelton to move within one more win of a record-equalling 24th major title.

Alcaraz, 20, prevented Djokovic levelling Court when they met at the All England Club in July and Russian third seed Medvedev, who won his sole major at Flushing Meadows two years ago, could do the same on Sunday.

Medvedev regained his composure in a tense finish to serve out victory, taking a fourth match point to win a captivating contest which left most of the 24,000 crowd on Arthur Ashe Stadium on their feet. Djokovic lost to Medvedev in the 2021 final and was not allowed to enter

the United States for last year’s tournament because he was unvaccinated against Covid-19. However, he has now has reached a 10th US Open final on his return and

will aim for a fourth triumph on Sunday.

Djokovic reacted by mimicking Shelton’s celebration of picking up a phone - to indicate he was dialled in - and slamming it down.

“These are the matches and occasions I thrive on, they inspire me every day to keep working as hard as the young guys,” said Djokovic, who, for the third time in his career, has reached every Grand Slam final in a year.

“I still feel I have something left in the legs and something to give to the sport. I couldn’t be happier.”

Djokovic teaches another lesson to another youngster

A sign of Djokovic’s greatness has been his ability to dominate much younger opponents on the biggest stages over recent years.

In the past five seasons, Djokovic has lost only eight of the 53 matches he has played against opponents under the age of 23.

At Wimbledon, Alcaraz was only the second player younger than Djokovic - after Medvedev at the 2021 US Open - to beat him in a major final since 2020.

With Djokovic’s technique, mentality and athleticism showing few signs of weakening, Shelton was the latest young pretender to be taught a lesson.

The second seed enforced his quality and experience from the start, serving

smartly and returning Shelton’s biggest weapon well before intensifying the pressure. Djokovic remained utterly calm and controlled to quieten the home crowd, further flattening the mood at the start of the third set.

Shelton made a trip to the locker room in a bid to change the dynamic, but two double faults led to Djokovic breaking in the first game with a superb passing winner.

Winning in straight sets looked a formality for the 23time major champion until Shelton found his best level of the match to break back for 4-4.

The world number 47 created a set point at 5-4 which Djokovic saved with a pinpoint service winner, before a sloppy game allowed Djokovic to strike for 6-5. Shelton was not finished yet.
