Cover-up of duty free concessions…

GRA pursues witch-hunt against Glenn Lall Days after refusing to disclose the grounds under which it granted millions of dollars in duty free concessions to a Chinese logging company, citing confidentiality, the Guyana Revenue Authority (GRA) is continuing its witch-hunt against Kaieteur News to silence the newspaper in its investigations. The tax agency, using the state-owned Guyana Chronicle, has again released information that its boss, Khurshid Sattaur, says is confidential. The latest salvo against Glenn Lall, publisher of Kaieteur News, was carried in yesterday’s edition of the Guyana Chronicle. There was the bold, front page headline, “GRA investigates millions of $$$ in Customs duties evasion- Glenn Lall again implicated.” Citing an unnamed “tax analyst”, the story contended that Lall is now said to be at the “centre of an alleged evasion where his company has, for over a decade now, been “importing printing inks and passing them off as products of the Caribbean Community (CARICOM); therefore enjoying duty free concessions for those importations.” The “tax analyst” believes that several hundreds of millions of dollars were lost. The newspaper reported that the GRA’s Customs is currently investigating “whether” a consignment, consisting of a skid and 64 drums of printing ink, imported into Guyana by National Media and Publishing Company Limited, publisher of Kaieteur News, from the Coates Brothers Caribbean Limited in Trinidad, could have satisfied the criteria for it to be treated as community goods under CARICOM agreements. Under the regulations, goods produced in CARICOM states and sold to each other are exempt from certain taxes. The Guyana Chronicle said that GRA on examining the drums of ink in October last year found that a few had two labels, one of which states that the origin of the product is Chicago, United States of America (USA), and

- Publisher says Sattaur displays an inability to manage the agency in a transparent manner “another that is superimposed on the first, which reads product of Trinidad and Tobago.” The Guyana Chronicle said that it called an official from Sun Chemical, the parent company for Coates Brothers Limited. Sun Chemical insisted that the shipment indeed originated from Trinidad and drums are sometimes reused to pack inks to “save on cost”, the Chronicle reported. NOTHING WRONG The Trinidad Company has not only been supplying Kaieteur News for two decades now, but also the Guyana Chronicle and Stabroek News. They, too, would have been benefitting from the CARICOM concessions. Sun Chemical, according to the Guyana Chronicle report, made it clear that nothing was wrong with the transaction. While the Guyana Chronicle quoted the “tax analyst”, it also unwittingly disclosed that it was GRA itself that released the information. “The Guyana Customs and Trade Administration is contending that the fact is, that Sun Chemicals is suggesting that the raw materials are made from various plants around the world and shipped to Trinidad. This means that there are issues that have to be looked at based on the granting of such concessions, particularly with respect to conditions to be satisfied within the understanding of substantial transformation.” GRA, according to the report, also claimed that it has not made progress in the investigations. Kaieteur News Publisher, Glenn Lall, said he continues to be disappointed in GRA and its CommissionerGeneral, Khurshid Sattaur. He said that Sattaur displays an inability to manage the agency in a transparent manner. He said that in the first instance the ink was imported by National Media

Kaieteur News Publisher, Glenn Lal

GRA Commissioner, Khurshid Sattaur

and Publishing Company, and not Glenn Lall. Lall explained that when the ink was held up by GRA last October, he spoke to Sattaur and was told to lodge just over $2.2M for “possible taxes”, pending checks by Customs. Several months passed before Lall called Sattaur in February asking about the transaction.

“I conveyed to him my disappointment over the fact that the monies were held up and told him that if GRA is treating a newspaper in such a manner, then one can only imagine what could be happening to the ordinary Guyanese out there who have no voice to complain.” Sattaur agreed to quickly end the matter, and in February, deducted the

monies from taxes on a shipment of newsprint that Kaieteur News had shipped in. By settling the matter, GRA in effect agreed that the shipment of ink from Trinidad was above board and nothing was wrong, Lall pointed out. “If one examines the fact that the Trinidad Company is saying that nothing was wrong and that even Stabroek News and the Guyana Chronicle have been buying from that supplier, benefitting also from the CARICOM concessions, then one has to wonder about the article.” COVER-UP According to the Publisher, more worrying is the fact that GRA has refused to investigate several instances of questionable transactions. These include how one top GRA official is building three houses at the back of Eccles, East Bank Demerara, all at once for his three children. There was also silence from GRA on how one prominent businessman from West Coast Demerara brought in a Hummer vehicle but little taxes were paid, or how a

senior Government official brought in a limousine but only paid a pittance. The offence by GRA started after questions were asked about the appropriateness of Sattaur’s three children working at the agency. It would also follow questions posed to Sattaur over details about the duty free concessions granted to Bai Shan Lin, a Chinese logging company that is under fire for its questionable agreements with Government. It appeared that GRA granted the concessions even before Bai Shan Lin’s business plans were approved. In addition to the scores of logging trucks, loaders, bull-dozers and excavators, the company has been allowed tax waivers on high-end Lexus and Infiniti sport utility vehicles. Concessions are supposed to be consistent with the kind of investments being made. GRA’s CommissionerGeneral had said the details of those concessions are confidential. Days after those questions and news reports, GRA released details of “confidential” transactions.

Umana Yana destroyed by fire A significant part of the country’s history went up in flames yesterday after a fire, believed to be of electrical origin, completely destroyed the Umana Yana at Main Street, Kingston. Officer in Charge of Operations at the Guyana Fire Service, Compton Sparman, told media operatives that fire crews and four tenders got to the scene within minutes, but were unable to save the structure. “There is nothing else in there that could have started a fire, it can only be electrical, there was no cooking, no human activities going around to start a fire and fires don’t just happen, they are

caused.” No one was in the building at the time of the blaze, but a security guard who was on duty was rushed to the hospital with minor injuries. Ministers of Government, Jennifer Westford, Robeson Benn and Frank Anthony, were among the onlookers who stood helplessly at the scene as they watched the historic benab go up in flames. Culture Minister Frank Anthony, whose Ministry is responsible for the building, said that the occurrence was “devastating.” He said it is most unfortunate at a time when the country is

observing Amerindian Heritage Month and a number of activities have been planned to observe the month’s celebration. However, the Minister promised to include estimates for reconstruction in the 2015 budget. “We will then have to include this for next year’s budget, because this is an important heritage building and we would want to see it erected back as fast as possible.”

He also praised the Guyana Fire Service for its prompt response. “Unfortunately the nature of the building itself caused it to burn fast … because of its thatched roof in a couple of minutes the whole roof went, we are however, happy that no one was injured. We have some staff here but no one was injured.” The Peoples National Congress Reform last evening sent out a statement (Continued on page 08)

US$18M Specialty Hospital sinks in deeper trouble...

Govt. moves to terminate Surendra’s contract - cites fraud, non-performance More than two years after controversially awarding a US$18.1M ($3.7B) contract to an Indian firm to build a specialty hospital at Turkeyen, Government yesterday announced that it is moving to scrap the deal for fraud and nonperformance. The announcement comes days after reports that one senior official of Surendra Engineering Company Limited (SECL) has skipped the country following a court judgment in favour of a prominent contractor which did works on the East Coast Demerara project site, but was not paid. The signal to pull the contract would also spell a major embarrassment for the administration which had pulled out all stops to defend the Indian company, despite public misgivings over the actual award of that contract. Surendra itself is no stranger to controversy. After building a US$12.8M Enmore Packaging Plant, the former administration under President Bharrat Jagdeo then turned around and granted a US$4M contract to the Indian firm to supply 14 pumps to help reduce flooding on the coastland. Diligent checks found that the company had no history in pumps. That contract is still mired in problems as Government is unable to say where the pumps are and whether Surendra

Former President, Bharrat Jagdeo actually supplied all of them. The answers have been sketchy at best. Regarding the specialty hospital contract, which was award in August 2012, the Government of Guyana “Press Statement” said that SECL was yesterday written to, expressing the country’s “deep concerns” about the execution of the project’s design and construction. Government admitted that all was not well with the performance targets it set for Surendra and monies it had advanced. “Initially, the Government’s concerns related to delayed milestones and inadequate accountability by SECL for public funds the company had received

Umana Yana... From page 07 to the effect that it is saddened at the destruction of the historical benab. The Party called “on the Ministry of Home Affairs to immediately launch an investigation into the destruction of this iconic Guyanese Landmark.” According to the statement “The PNCR has a proud association with this historic landmark, which was commissioned by our Founder Leader Forbes Burnham in 1972 and was erected by a team of about sixty Wai–Wai Amerindians, one of the nine indigenous tribes of Guyana. Everything must be done to ensure that this historic and iconic landmark is rebuilt as soon as possible.” Mayor Hamilton Green told Kaieteur News that the destruction is a loss to the City’s history. He echoed sentiments that it should be rebuilt as soon as possible. Green recalled, “Burnham had contacted Wai-Wai Captain Elca to duplicate one of their homes in Georgetown. He said that Captain Elca and Burnham agreed on the name Umana Yana, as the Captain had told Burnham that that meant ‘meeting place of the people’. “Elca and his men did not use a ladder, hammer, nail or

screw, and only Amerindians worked on it…As Mayor, I hope the government would go beyond rhetoric and preserve all historic sites of the city and beyond, particularly City Hall.” The Umana Yana stood 55 feet (16.78 metres) high and was made from thatched allibanna and manicole palm leaves, and wallaba posts lashed together with mukru, turu and nibbi vines. No nails were used. Fashioned like the Wai-Wai benabs or shelters which are found deep in Guyana’s interior, it occupied an area of 460 square metres, which made it the largest structure of its kind in Guyana. It was specially constructed to serve as a V.I.P. lounge and recreation spot during the NonAligned Foreign Ministers Conference held in Georgetown in August 1972. On 26 August 1974, President Forbes Burnham unveiled the African Liberation Monument outside the benab “in memory of all of those who have struggled and continue to struggle for freedom from Human Bondage”. The monument consists of five polished Greenheart logs encased in a jasper stand on a granite boulder. That was not affected by the fire. (Abena Rockcliffe)

on signing the contract with the Ministry of Health.” The situation took a turn for the worse when in late June, Government also started engaging SECL on a number of issues regarding “allegations of fraud and financial irregularities.” Government started investigating and made a startling discovery, reportedly with the key tender document. “Subsequently, the Government of Guyana discovered that SECL’s representative in Guyana had submitted a fraudulent document purporting to emanate from the Central Bank of Trinidad and Tobago.” Since the “fraudulent act by SECL” was confirmed by the Central Bank of Trinidad & Tobago, Government decided to act. In its letter to Surendra yesterday, Government told SECL of Guyana’s intention to terminate the contract and pursue legal action against the company for fraud. Guyana will also move to recover public funds from SECL which had been advanced, and for which it has failed to account fully. It was only recently that BK International, a prominent contractor, indicated that it was

contemplating taking SECL to a court in India after that company failed to pay it over $400M for work done in driving piles for the foundation. BK International said that the Brijen Parikh, the Managing Director, left the country after a court judgment in Guyana in which BK was awarded $180M. Of course, BK International has not been able to collect. Regarding the actual award of the contract, Fedders Lloyd Corporation Ltd of India, another Indian company had objected to SECL being awarded. Fedders Lloyd had bid the lowest.

There were questions over the actual bidding process, with Leader of the Alliance For Change, Khemraj Ramjattan, taking up the matter, and with searching questions being raised in the National Assembly. Still, the administration refused to budge and continued to back Surendra. Considering the fact that the specialty hospital was being funded through an Indian line of credit for US$18M, Fedders Lloyd even took the matter up with the Indian Parliament where the matter was reportedly being addressed. It is unclear whether

the complaint to the Indian Parliament had any bearing on Government’s decision yesterday. The announcement for construction of the 150-bed hospital was made in February 2011 by former President Bharrat Jagdeo when he returned from India. Government had budgeted $150 million to commence the preparatory work. Cabinet awarded $97M to G. Bovell Construction Services in January 2012 to commence those works which included the construction of a fence, bridges and gateways.

Female soldier to stand trial for murder of ex-boyfriend’s mother A former rank of the Guyana Defence Force (GDF) accused of killing her exboyfriend’s mother earlier this year, was yesterday ordered to stand trial by Chief Magistrate Priya SewnarineBeharry for the murder. Abiola Jacobs, 22, is slated to be called before a Supreme Court Judge and Jury for trial at the next sitting of the Demerara Assizes. She was charged with murder days after the body of 55-year-old Donna Taylor was reportedly found lying motionless in her yard at Lot 16-17 Agricola, East Bank Demerara. The housewife was said to have been attacked in her bed around 23:00 hours on January 31, last, and slain, after she was dragged to her backyard. The other occupant of the rented upper flat, Samantha Sabatt, was subsequently found lying unconscious in the front yard. Sabatt, a British-based citizen was a guest of the Taylors, who reportedly escaped by removing the panes from her bedroom window and jumping to the ground from the top flat of the two-storey structure. A neighbour and the victim’s son found Taylor’s body with her hands bound behind her back, a slit throat, and a piece of cloth was

wrapped around her neck. A post mortem later conducted showed that Taylor had suffered blunt trauma to the head, as well as injuries to the neck and other parts of the body. Death was due to shock and haemorrhage. The former army rank, who was the girlfriend of one of Taylor ’s sons, was apprehended and charged for murder after Sabatt, who survived the attack, fingered her as one of the individuals who forced their way into the residence and launched an attack on them. She was first brought before the Chief Magistrate on February 5, last, to face the

capital charge. Jacobs was represented by Attorney-atLaw Adrian Thompson and prosecuted by Director of Public Prosecutions (DPP) Prosecutor, Police Corporal Bharat Mangru. Amongst those who testified during the preliminary inquiry (PI) was the deceased woman’s husband Bertrand Taylor Sr., her son Bertrand Taylor Jr., daughter Marcel Collymore and son-in-law Charles Collymore. Jacobs’ mother, Gwendolyn Younge, also testified at the Prosecution’s behest. It was the said PI that made local history for the Magistrates’ Court after the

Chief Magistrate delivered a decision allowing a witness to testify over the internet via computer software technology, Skype. The Prosecution’s star witness, Samantha Sabatt, on August 8, last, related what she witnessed in relation to the matter via the computer software. It was reportedly the first time such a decision was made in the Magistrates’ Court. Sabatt was the last to testify and as the case was called again yesterday, the Prosecution moved to close its case. This was followed by submissions from Thompson (Jacob’s attorney) who claimed that the Prosecution had failed to prove that Jacobs had murdered Taylor. The Magistrate however ruled that a prima facie case of murder had been made out against Jacobs. As the PI concluded, the Chief Magistrate called on the accused to lead a defence and she opted to offer an unsworn testimony. Jacobs stood in the prisoners’ dock and for a few minutes told the court her version of events. The Chief Magistrate indicated that based on the evidence she is of the opinion that a sufficient case of murder was made out against her to stand trial for the housewife’s murder.

support for a no-confidence motion against the government. APNU was hoping that the passage of this motion would have triggered elections in the run-up to which APNU and the AFC would have joined in a grand alliance to contest those elections. It is now clear that all along the AFC had no intention of forming a preelection coalition with APNU. There is a saying ‘once bitten twice shy’. APNU ought to have been shy of the AFC, since the AFC has more than once broken ranks with APNU in the National Assembly. It also refused in 2011 to come under the Big Tent. APNU has also suddenly realized that the ruling PPP was pretending that it was not interested in local government elections, but that behind the scenes the PPP administration was doing tremendous development works in communities across Guyana as it secretly prepared for local government elections. The recent opening of a $604M access road to La Parfaite Harmonie, the resurfacing of roads in many villages along the coast, the launch of a billion-dollar countrywide clean upcampaign, the commencement of major road works in East Bank Berbice, the impending distribution of close to a billion dollars as a grant to parents of school children are all signs that the

PPP is ready for local government elections, but was hedging so as to allow these works to be completed. APNU, which was drawn back into its constituencies in checking the Preliminary List of Electors, must have been taken aback by the massive amount of work that it saw being undertaken in many communities in Guyana. APNU has therefore taken a decision to press for local government polls, so as to defuse the PPP making further gains. The problem, however, is that the people are not in any mood for elections. Right now the main concern of the Guyanese people is Chikungunya. There have been many kinds of flu to have hit Guyana. One recalls the deadly effects of a flu which was called the Hong Kong Flu. Guyana was spared the Bird Flu and SARS, but there has been no avoiding Chikunguya. While there have not been significant fatalities associated with this f l u , many Guyanese are literally hurting because of the outbreak of Chikungunya. As Guyanese would say, the pains in their joints caused by the Chikungunya are no “three cents” affairs.

Chikungunya is extremely painful. Many have complained that the pain can at times be excruciating. And it seems as if there is not letting up with this virus. It is spreading throughout the coast, even if it is at a lesser rate than when it first began a few months ago. And while Guyanese are trying their best to avoid contracting Chikunguna, they are also well aware of the fact that in West Africa there has been a deadly outbreak of the Ebola virus. It is understood that nationally there is a plan being developed to help prevent an outbreak in Guyana and if necessary, to deal with any possible outbreak. Well, I would like to warn those involved in developing a national response to any possible outbreak of Ebola in Guyana, that if Ebola comes here, it will rapidly increase the number of dead on the Preliminary Voters’ List. THE FREDDIE KISSOON COLUMN

Dave Martins, Oscar Ramjeet, Shaun Samaroo and Guyana’s tragedy This is such a depressed country that it does nothing for the optimism of the younger generation when they see some of the most outrageous things being written by people who should not attempt to write such things. It is really irritating. This sad country can do without these unholy emanations. I once did a column (September 25, 2012 captioned, “Every country has corruption, beggars but …”) in response to Dave Martins, in the Stabroek News, who wrote that he saw corruption and beggars in Canada and the US, so he couldn’t understand why people in Guyana keep carping on and lamenting about corruption and beggars in Guyana. The United States is the world’s only superpower in endless ways – economy, world influence, military

might, world trade, scientific discoveries etc. Canada is among the eight strongest economies in the world. The US has over three hundred million people and is a very large territory, a couple hundred years old in terms of sovereignty. Over that time, institutions that are not easy to demolish, have been built up, and their viability and independence safeguard the democratic content of the US nation-state. It is unacceptable for any Guyanese to say that corruption and beggary in the US have the same effect in Guyana. Guyana is one of the poorest states in the world. It never really got started in terms of democracy and independent State institutions. It remains an authoritarian polity since colonial times; it has a very small population— under 800,000. Whereas corruption

among State employees would not even have dented the economy of the US, corruption in Guyana can be as devastating as elephants on a rampage on a baby’s stroller. Mr. Martins is at it again. This time he substitutes ethnic discrimination for corruption, informing his readers that like corruption, he sees ethnic hostilities in most countries in the world, and it exists all over the world. He cites the US again. The trouble with his example of the US is that while race and corruption taint the US, it hasn’t destroyed it. The US continues to be a better economy than most countries in the world and dishes out money on military spending and aid as if it has trillions of trees and notes fall freely from them all over the US. Ethnic domination has virtually destroyed Guyana. It has devastated our political

economy and has reduced us to a virtual pariah in the CARICOM family. In a poor economy with 800,000 persons, race discrimination is bound to harm Guyana in irreparable ways. It has. Why is Guyana so annoying? Up comes Oscar Ramjeet, a PPP supporter who migrated many moons ago. Does he know what is going on in Guyana or like Rickey Singh, he cannot see beyond his ethnic nose? Ramjeet (people like Martins and Ramjeet should have some respect for their age) took umbrage at Carl Greenidge’s observation that there is political interference in the judiciary. He calls Greenidge’s statement rubbish and declares that since Greenidge is not an attorney he has limited skills. Ramjeet is a lawyer and not one that I know that has excelled. In fact, he can be regarded as a low-rated

attorney. Maybe Ramjeet (he made some awful statements about Buxton to which he got a fitting reply from Dr. David Hinds) is more of a politician than a lawyer. The political interference in the judiciary in Guyana is so glaring that it is bound to enhance the fear of those in Jamaica and Trinidad about the appellate dimension of the Caribbean Court of Justice. It is a waste of time to engage people like Rickey Singh and Oscar Ramjeet, but what is necessary is to reply to their sycophantic support for a depraved regime in Guyana. Such exposure is necessary. I will leave Ramjeet with just one example. A libel writ filed by President Jagdeo in September 2010 came to be heard eleven months after. This has to be a record, even by North American and European standards. Libel writs for 2002 are yet to be

Frederick Kissoon heard. Yet Ramjeet has the gall to sprout his nonsense. Thank God people like him don’t live in Guyana. Finally, Shaun Samaroo, the Stabroek News columnist who covers the Rodney Commission. The Stabroek News is a respected national institution that has the unswerving support of this columnist. If the Kaieteur News and the Stabroek News are weakened, this country goes deeper in darkness. What Samaroo is doing with his reporting on the Rodney Commission is not only gutter journalism, but dangerous propaganda. His Chronicle infamy is bound to affect Stabroek News’s great image.

Police emblem on Top Cop’s vehicle…

“The Commissioner is the best person to ask about that” - Rohee The Commissioner’s vehicle with the force emblem.

Home Affairs Minister Clement Rohee

Commissioner of Police (ag) Seelall Persaud “I don’t know if there is anything wrong with it, but as far as I can recall it is only the President and the Chief of Staff of the GDF (Guyana Defence Force) that have that kind of facility and I think the best person to ask is the Commissioner of Police.” This was the assertion of the Home Affairs Minister, Clement Rohee on Monday, when asked if it is legal for the vehicle of acting Commissioner of Police, Seelall Persaud, to be wearing the force’s emblem as opposed to a number plate. Rohee said that since he assumed the post as Home Affairs Minister, he has never witnessed any vehicle used by the Commissioner of Police, bearing the force’s emblem. During last week, a photograph with Persaud’s vehicle, bearing the force’s emblem instead of a number plate, started to circulate, and a number of persons including senior police officers have been questioning this new move. “I have never seen something like this since I am working in the Police Force, and that is for the past two decades. No Commissioner of Police ever had the emblem, but I guess this one is special,” a senior officer related yesterday. Another senior Officer

who requested that his name be withheld said that when he first saw the photograph he was surprised, and so were his colleagues. “I read the papers every day and I didn’t know anything about the force emblem on that vehicle, so when I saw the photograph, I was more than surprised because that was out of the blue… My colleagues also saw the picture and showed me,” the officer said. Former Police Commissioner and A Partnership for National Unity (APNU) Member of Parliament, Winston Felix, in an invited comment, explained that all vehicles imported must be registered with the Guyana

Revenue Authority (GRA). He related that the force’s emblem on the Commissioner of Police’s vehicle cannot be a registration. Felix said for that to happen, there has to be a change in the law to accommodate what the present Commissioner of Police is doing. According to the former Top Cop, the law has not been changed as far as he is aware. The Army has a special licence plate and this was approved by Parliament a couple of decades ago. When this newspaper tried to contact the Commissioner yesterday, all calls went unanswered.

“Flawed” Preliminary List of Electors…

“The dead” refuting PPP’s claims By Abena Rockcliffe Several persons who the People’s Progressive Party (PPP) had written off as dead are alive to tell the tale, and while some are taking it with a proverbial pinch of salt, others are extremely anger. Last week PPP General Secretary, Clement Rohee disclosed that Party activists found approximately 2,958 dead persons on the Preliminary List of Electors (PLE). But after being asked several follow-up questions pertaining to this, Rohee told reporters that they would have just have to accept the information as credible. According to Rohee, checks on the PLE for Regions One, Seven, Eight and Nine accumulatively accounted for 450 of the overall sum of dead voters. He added that Region Three’s list had 232 “dead persons” and

345 were discovered on the Region Two list. Further, Rohee noted that 430 names of persons who no longer exist were on the list for Region Five while the list for Region Six has the highest number of dead people; 925. Regions Four and 10, separately, had the same number of dead voters; 288 each. When asked what evidence the PPP has to confirm the deaths, Rohee said that Party members on the ground got their information from neighbours and relatives. But it now seems as if the PPP has made a big blunder. Kaieteur News has received numerous calls from persons who, according to the PPP, are dead. Some persons have even visited this publication to prove that they are alive. Some of the living who PPP claimed is dead, include

Gavin Baynes, Magistrate Zamilla Ally and Lallman Ramgulam. GECOM had earlier indicated that no other political party, apart from the PPP/C, had raised concerns about the PLE and Chairman of the Elections Commission, Dr. Steve Surujbally, had blasted accusations by the ruling PPP/C that the PLE is padded. APNU’s view, as expressed by representatives, is that even though the Preliminary List of Electors (PLE) is not “perfect” the PPP is making “unnecessary noise”. The coalition said that there were several places where a large number of objections to names on the list have been lodged, but many of those people are still alive. APNU said that many of these persons are prominent Continued on page 14

No electricity at Bonasika Health Outpost for more than two years

AFC Councillor Harry Narine Deokinanan It has been described as a classic case of the ruling administration’s neglect of the people. There has been no electricity supply at the Lower Bonasika Creek Health Outpost for more than two years. Last week, Alliance for Change (AFC) Region Three Councillor, Harry Narine Deokinanan, had cause to amplify the situation when the Regional Democratic Council (RDC) of Region Three

convened its statutory meeting at the Vreed-enHoop, West Coast Demerara, Regional Office. According to Deokinanan, although the Essequibo Islands-West Demerara locale of Bonasika Creek is not yet outfitted with electricity service as provided by the Guyana Power and Light Inc., it was some years ago afforded this facility via solar panels. The AFC Councillor explained that the service is one that is powered by battery, but the battery which is intended to cater to the Health Outpost has been inoperable for “over two and a half years.”And according to him, he has been reliably informed that the operation of the health facility is greatly impacted because of this limitation. “The Region was supposed to provide a battery to the health outpost and they didn’t; they neglected those people and they were shocked when I brought it up at the meeting,” said Deokinanan during a

— AFC Councillor calls for matter to be urgently addressed The Bonasika Health Outpost

recent interview with this publication. Deokinanan said that he was forced to bring the matter to the meeting because “this is my Region and I want this situation to be known. This situation has been happening for far too long and nothing is being done to fix it, and that

cannot continue.” The evidently concerned AFC Councillor stressed his conviction that “the administration has failed those people for not setting things in order; they should and must take the blame.” Deokinanan qualified his argument by pointing out that

the hundreds of people who reside at Bonasika Creek are also taxpayers and therefore must be adequately taken care of like the rest of the country. “The administration must do its job properly,” added Deokinanan, even as he turned his attention to allegations that the residents of the area are further dealt a disservice by a health worker attached to the very health outpost. He explained that there are reports that can be

The AFC Councillor’s deliberations on the issues during the meeting saw Regional Chairman, Julius Faerber, assuring that the allegations concerning the Bonasika Creek situation will be seriously investigated.

“The dead” refuting... From page 13 people – “teachers, clerks, mechanics, etc.” At his most recent press conference, Rohee, when told that some of those whom his Party said are dead are indeed alive and well, said that what is happening now is nothing different to what happened in 2011. He said that in 2011, APNU claimed to have discovered a number of dead people on the list who were alive. Rohee said that the PPP then went and did its work to prove that those people were not dead. Rohee told the media that APNU should now do the same, “we put our findings on the table, now they need to bring the evidence to prove us wrong.” Yesterday APNU’s Earnest Elliot said that the coalition is dissatisfied with the “willy-nilly” manner in which the PPP is operating in this regard. He said that even some of the PPP scrutineers are upset about what they are being forced to do.

If Ebola hits Guyana many of us...

Meanwhile, the Supreme Court of Judicature received bids for the rehabilitation of Weldaad Magistrate’s Court, Region five.

From page 9 GECOM is not worried about the couple of thousand dead persons whose names still appear on the PLE, it would have to think differently if Ebola comes here. If Ebola hits here, the hospitals are not going to be filled. They are going to be emptied, because no one will want to go anywhere near where an Ebola patient is. Ebola is serious. There is no national plan that Guyana can launch to contain Ebola within our borders. The only solution is for Guyana to prevent it from reaching our shores. And in

order for this to happen, Guyana has to immediately place immigration controls on any person coming from countries in which the Ebola virus has broken out. It also has to prevent entry into Guyana to any individual landing from those countries. This is the ultimatum that APNU should be issuing to the government. It should be ordering the government to close its ports of entry and border to persons coming from those countries where the epidemic has been discovered. If Ebola hits Guyana, there is no election, local or national, that will rescue this country.

New five-year Strategic Plan to guide literacy improvement Guided by a five-year Strategic Plan, the Ministry of Education is well on its way to ensuring that all children attending school will be literate by Grade Four. But according to Minister of Education, Priya Manickchand, since her Ministry is cognisant of the fact that it cannot work alone to achieve the desired results, efforts are being made to solicit the support of other stakeholders. It is for this reason that the Ministry has embraced the theme “Literate by Grade Four through consistent home, school and community involvement” as it celebrates Education Month. The Education Month observances commenced on September 1 and will culminate on October 5. Speaking at a forum on Monday to launch a strategic literacy programme, Minister Manickchand disclosed that a crucial outcome the Strategic Plan is expected to help realise is that of stakeholders’ alliance and support towards the improvement of the level of literacy. And according to her, too, measures will be put in place to monitor and track the progress of efforts in this regard.

– Education Minister In fact the Minister disclosed that once all needful measures are implemented “the monitoring aspect of our teachers and pupils will be seriously tightened so that we can measure whether there is satisfactory growth...” Every school will therefore be required to have in place a school improvement plan with a literacy component, and, according to the Minister, literacy communities will be established in every school to assess performances of pupils and devise strategies for improvement. Moreover, an accountability framework will be implemented to assess class performance of teachers, and Minister Manickchand made it clear that based on the findings “appropriate action will be taken, one way or the other.” She pointed out that as part of the efforts to ascertain whether progress is being made, diagnostic assessments will be conducted with each pupil, nationally, to determine their literacy level, with a view to developing appropriate plans

of actions for remediation. Manickchand informed too that ‘action research’ in classrooms will be conducted to determine issues affecting pupils in order to resolve any that are uncovered. She disclosed that District Education Officers will be given a monitoring checklist to effectively supervise the literacy programmes of schools. “These are some of the initiatives that will be taken over the next five years...it is a small component of a much larger plan to ensure that our children are literate by Grade Four.” As part of the measures to ensure that the Ministry is on the right track, the Minister said that the Strategic Plan has components in place that will see the establishment of reading tents and centres across the country, where public officials and representatives of FaithBased and NonGovernmental Organisations can read in order to stimulate children’s interest in reading. This venture is one that is set to be introduced in the very near future, according to the

Minister of Education Priya Manickchand interacts with pupils. Minister, who went on to inform that the Ministry will also be looking to raise literacy awareness via television, radio, text messaging and even Facebook. But the focus will not only be on children, the Minister intimated, as she pointed out that classes for parents with reading difficulties will be organised in order to fully get their support, too, to help bring the country’s children to the place they need to be in terms of literacy. Added to this, Manickchand said that resource materials will be given to parents that outline how they can help enhance the ability of their children. In its literacy improvement quest, the Education Minister said that the Ministry will also be working with the wider society to create literacyfriendly environments. Moreover, she noted that the Ministry will be relying on business organisations, clinics, Government agencies

and managers of public places to create such environments by displaying alphabet and vowel charts as well as reading materials, all intended to help encourage reading among children. Added to this, reading clubs and libraries will be established at every school and deliberate moves will be made to utilise locally produced readers such as the Roraima Readers for the Nursery level and the Atlantic Readers for primary level. These readers are expected to be especially effective since, according to Minister Manickchand, they fully embrace established literacy standards and guidelines. Of interest, too, is the fact that the Ministry’s Strategic Plan speaks to the creation of learning packages for absentee children with a view of ensuring that they can catch-up on classes that they would have missed. Based on a recently completed study conducted

by the Education Ministry, only 32 per cent of pupils are currently able to read at Grade Level, a daunting trend that the Ministry is strategically battling to reverse. Minister Manickchand said that efforts will even be directed at improving teachers’ capacity to implement effective literacy programmes. “Under this we will ensure that there is massive training and re-training of teachers to deliver literacy programmes countrywide,” said the Education Minister as she informed that even Head Teachers will be trained as Instructional Leaders so that they will be able to better guide their teachers in the delivery process. The tactical literacy drive being rolled-out by the Ministry will also include the establishment of learning communities through training of schools where necessary, and the facilitation of remediation through specialist teachers at foundational classes. Of great importance to the intensified literacy drive will be the development or implementation of support materials to improve literacy throughout the education sector, Manickchand added.

A 44-year-old manager at the National Insurance Scheme (NIS) Port Mourant branch was yesterday afternoon arrested following a sting operation by the police in ‘B’ division. This was after the Manager had allegedly demanded that a popular Corentyne businessman and Contractor pay him $400,000 to help him get his compliance urgently. The businessman was bidding

Escalation due to... (From page 21) technical. The political parties and those on the Opposition side need to accept that they have a responsibility to bear skill needs in mind when they chose MPs from their lists, and when they assign persons to Committees. That is not always evident, and in that regard the Government side has a big advantage, because they seem to have organized briefings and they have been in the house for longer periods,” the politician added. As it relates to repairing the image of the Parliament, Trotman had said that he does not agree with some critics that it is but a mere rubber stamp. However, Greenidge opines that this image is almost unavoidable. “A parliament works within limited rules. It cannot lock up criminals, for example, and unfortunately, most Guyanese seem to believe that it should. The failure of Parliament is in mobilizing its muscles at the party levels to support parliamentary work with extra-parliamentary pressure. Apart from lack of civility in the Parliament, I do not think that the House has anything to be ashamed about. Electorates are becoming impatient with Parliaments all over the world. They want them to constrain Governments and not be rubber stamps, but they also want less confrontation. They cannot have both. The failure here is on the party front, not so much in the House,” Greenidge said. While Trotman had said that he doesn’t believe the house has become a rubber stamp, since government now

for a contract and needed his compliance to be sorted out by Monday last, in order to be able to bid for the job which was expected to be closed on Monday. According to information, the businessman approached the manager last Friday and sought his assistance. The manager in turn agreed but demanded that in order for him to assist the businessman, the man would have to fork up $400,000. He

complains of not getting its way in the tenth parliament as opposed to getting its way in the past, he did note that he will make efforts to get the MPs to engage in better ways of handling their problems. “But at the end of the day, the image the citizens get is one of disagreement, discord and fighting, and as House Speaker, there isn’t much I can do. I try to maintain order and remind our MPs that we have people watching on, but if people want to go at each other in personal ways in the Assembly there is very little that I can do,” Trotman had noted. He had emphasized that repairing the image requires a collective effort by both government and opposition. Greenidge said that he agrees that there is little respect in Parliament and has said before that as a former Minister, he had never heard Government MPs, including Ministers, refer to other MPs in a certain manner. “Their comments in the Assembly include rudeness, untruths and slander. This largely occurs when Government proposals are opposed. Offenders are not always dealt with condignly. It therefore leads to escalation. The Speaker and I have had words on this. It is unacceptable and often hides the lack of arguments on the other side. The minority government is just a nuisance and should be treated as such. When Ministers change their attitude of contempt for others, things will change.” Greenidge insisted that no new Government will be able to behave in that manner, because it is precisely that approach which has caused the PPP to lose public support. “We should not behave as though there is something perverse or unusual in the character of current MPs. On the Opposition side, they recognize that they are a majority and expect their views and votes to be respected. They will not accept that abuse and dismissal is all they deserve because they are only a majority of one,” the Parliamentarian asserted.

then lowered the figure to $350,000 which was to be handed over when the compliance was ready. However the manager demanded that the money be paid over before he completed the job. The manager did not live up to his promise to have the compliance ready on time. The businessman in turn lost his chance to bid for the job. The manager however still insisted that the businessman give him the money, before anything is done. Contact was made yesterday between the two and the businessman agreed that he would pay. The businessman then

contacted the police and reported the matter. A plan was then hatched to snare the manager in a corrupt transaction. The money was withdrawn from the bank and initialed by the police. Telephone contacts were made and a prearranged spot was decided for the two to meet to do the transaction. The police were a distance away when the manager arrived to collect the wad of money. As soon as the police were satisfied that he was in possession of the currency they moved in and nabbed him. He was cautioned and arrested. Investigations are continuing.

Ahead of speech, Obama briefs Congress on Islamic State strategy (Reuters) - President Barack Obama told leaders of Congress yesterday that he did not need for them to authorize his strategy to fight Islamic State, ahead of a speech to Americans that may herald expanded operations against the group in Iraq and perhaps Syria. Obama’s White House speech at 9 p.m. ET today (0100 GMT on Thursday) will be his most significant effort to outline a strategy against a group whose savage methods have included the beheading of two American captives. Obama met Harry Reid and Nancy Pelosi, the top Democrats in the U.S. Senate and House of Representatives, and Republican counterparts Mitch McConnell and John Boehner, to discuss the next phase of his campaign. “The president told the leaders that he has the authority he needs to take action against ISIL in accordance with the mission he will lay out in his address tomorrow night,” the White House said in a statement, using an acronym for Islamic State. The 1973 War Powers Resolution requires that the president consult Congress before introducing U.S. armed forces into hostilities but allows them to remain for 60 days before he has to obtain Congress’ approval for action. Elected in 2008 on a promise to get U.S. troops out of Iraq, Obama has been limiting military operations to protecting minority Iraqi Yazidis and attacking Islamic State positions near the Kurdish capital Arbil and

around the Mosul and Haditha dams. He has the option of ordering air strikes on an expanded list of targets within Iraq and has been considering strikes in Syria as well, on condition that moderate rebels be in a position to hold territory cleared of Islamic State fighters by the strikes. Obama said in an interview with NBC broadcast on Sunday that the United States would hit the militant leaders wherever it could. A Washington Post-ABC News opinion poll yesterday said 71 percent of Americans support air strikes in Iraq and 65 percent support using them in Syria. It found Obama’s approval rating was at nearrecord lows, with only 43 percent saying he is a strong leader. Iraq’s formation on Monday of a unity government involving disenfranchised Sunni and Kurdish minorities met U.S. demands and cleared the way for increased American military assistance, White House spokesman Josh Earnest told reporters. Policymakers in recent weeks have called Islamic State a threat to the U.S. homeland out of concern that foreign fighters who have sworn allegiance to the group, including some Americans, could return home to attack civilians. In the White House meeting, Speaker of the House Boehner expressed support for options Obama has proposed including “increasing the effectiveness of the Iraqi Security Forces” and equipping some groups in the Syrian opposition, an

Obama will pledge that large numbers of U.S. ground forces will not be deployed. The United States has more than 800 military personnel in Iraq to provide protection for American embassy personnel and serve as forward spotters for air strikes. Obama ran for president by declaring he would end the Iraq war begun by President George W. Bush and the last combat troops were pulled out in 2011. Obama is tying deeper U.S. military involvement to creating an international coalition so that the United States does not act alone. Secretary of State John Kerry is in Saudi Arabia and Jordan

Britain to send machine guns and ammunition to Iraqi army, Kurds LONDON (Reuters) Britain said yesterday it would send machine guns and ammunition to Iraq to help the new government in its battle against Islamic State militants, the first weapons it has supplied since the conflict that flared in June. British Prime Minister David Cameron has said he would not rule anything out in the effort to “squeeze” the militants “out of existence”, but had signaled Britain would not join U.S. airstrikes before a new Iraqi government was in place. Britain’s Ministry of

Defence said it would send machine guns and ammunition worth about 1.6 million pounds ($2.6 million) at the request of the Iraqi government and that the weapons would be used by Iraqi and Iraqi Kurdish forces. “The Kurdish forces remain significantly less well equipped than (Islamic State) and we are responding to help them defend themselves, protect citizens and push back (Islamic State) advances,” it said in a statement. Iraq created a new government on Monday under Prime Minister Haider

al-Abadi, sharing posts between the Shia Arab majority, Sunnis and Kurds. The shipment is due to arrive today. Cameron has said several times that Britain was considering arming Kurdish forces. It joins Germany, France and Italy which have already agreed to send weapons. To date, Britain has carried out aid drops and surveillance missions and also transported military supplies to Iraqi Kurdish forces allied with the central government in Baghdad.

this week seeking active support from Arab states. Obama has been harshly criticized by Republicans and even some Democrats for what they call a tentative response to the Islamic State

challenge. In late August he said “we don’t have a strategy yet” for tackling Islamic State in Syria. House Republicans invited former Vice President Dick Cheney, a Republican

and an Obama critic, to address their weekly caucus meeting yesterday. Attendees said Cheney, an architect of the 2003 Iraq invasion, blamed Obama for international instability.

Iran, U.S. meet as search Ukraine death toll edges up for nuclear deal intensifies despite ceasefire, more POWs freed

(Reuters) - Iran and the United States met in Geneva for bilateral talks tomorrow as international diplomacy intensifies to end a decadeold dispute over Tehran’s atomic activities by a new deadline in late November. The office of European Union foreign policy chief Catherine Ashton confirmed Iran and six world powers would hold their first negotiating round since they failed to meet a July 20 target date for an agreement in New York on Sept. 18. The deadline was extended until Nov. 24 after six months of talks because wide gaps persisted over the future scope of Iran’s uranium enrichment programme, which can have both civilian and military applications. The six powers - the United States, Russia, China, France, Germany and Britain - aim to persuade Iran to scale back its nuclear programme in exchange for phasing out sanctions that have severely hurt its oil-dependent economy. The election last year of President Hassan

Abbas Araqchi Rouhani, widely seen as a pragmatist, raised hopes of a settlement of the stand-off after years of tension and fears of a new Middle East war, and an interim accord was reached between Iran and the six powers in Geneva late last year. But Western diplomats say the sides remain far apart on what a final deal should look like - especially on the issue of how many enrichment centrifuges Iran can operate - and that a

successful outcome in the negotiations is far from guaranteed. Western countries suspect Iran’s programme is aimed at seeking the capability to build a nuclear bomb. Tehran says it is a peaceful project to generate electricity. Tomorrow’s meeting in Geneva between senior Iranian and U.S. officials was the second time they held talks in the Swiss city in the past month. State news agency IRNA and a U.S. official confirmed the discussions were underway. “I believe we are still not in a position to judge whether or not we can reach a deal before the deadline of Nov. 24, but we are trying our best and are hopeful and optimistic,” Iranian Deputy Foreign Minister Abbas Araqchi told France 24 today after talks with French officials in Paris this week. “The good news is that both sides are serious enough to come to a deal by the deadline,” Araqchi said. One of Iran’s chief negotiators, he took part in the Geneva talks tomorrow.

KIEV/MARIUPOL Ukraine (Reuters) - Five Ukrainian servicemen have been killed in the past four days, the military said yesterday, underscoring the strains in a ceasefire between government forces and proRussian separatists that officials insist is still broadly holding. The ceasefire, agreed on Friday, is part of a peace plan meant to end a five-month conflict that has killed more than 3,000 people and caused the sharpest confrontation between Russia and the West since the Cold War. Russia, accused by Kiev and the West of sending troops into eastern Ukraine and arming the rebels, urged the two sides in the conflict to begin talks soon on the region’s final political status. It denies accusations of intervening in the conflict. Under the terms of the ceasefire, Ukrainian military spokesman Andriy Lysenko said the rebels had so far released 648 prisoners-of-war to the government side. He said the Ukrainian side was working to secure the release of a further 500 POWs. A rebel leader, Andrei Purgin, told Interfax news agency he expected an exchange of 36 more POWs yesterday. The ceasefire largely held overnight into yesterday despite sporadic

Sergei Lavrov violations, including in rebelheld Donetsk, the region’s largest city, where government forces hold the airport. A woman was wounded in Donetsk overnight, officials said. Lysenko said the death toll among servicemen since the start of the ceasefire now stood at five, with 33 wounded. At the weekend, one woman was killed and at least four other civilians were wounded when government forces came under heavy shelling near the port of Mariupol on the Sea of Azov. Both sides say they are observing the ceasefire and blame each other for any violations. “Russian troops and terrorists are continuing their brazen violations of the conditions of the ceasefire, shooting at the positions of the Ukrainian forces, including with heavy

weaponry,” defense analyst Dmytro Tymchuk, who has close ties to the Ukrainian military, said in a statement. Speaking in Moscow, Russian Foreign Minister Sergei Lavrov accused the Ukrainian forces of preparing a strike against the rebels, based on what he said were reports of a “heavy concentration” of troops in an area northeast of Donetsk. Lavrov also said Moscow hoped talks could start soon on the status of southeast Ukraine, where the rebels have declared two “people’s republics” outside Kiev’s control. Kiev has said it could grant greater autonomy to the mainly Russian-speaking region, which is home to much of Ukraine’s heavy industry and accounts for about 18 percent of its economic output, but firmly rules out independence. Russian Prime Minister Dmitry Medvedev was quoted yesterday as saying his government would support domestic firms targeted by Western sanctions over Russia’s role in Ukraine. The European Union formally adopted a package of new sanctions targeting Russia’s energy sector on Monday but said their entry into force would be delayed to allow time to assess whether the ceasefire in Ukraine was working.

Wife of China dissident appeals to Obama and Kerry to aid reunion WASHINGTON (Reuters) - The wife of a prominent Chinese dissident appealed to U.S. President Barack Obama yesterday to make a public call for her husband to be allowed to travel to the United States, saying he was in “alarmingly poor health” and needed medical treatment. Human rights lawyer Gao Zhisheng was released from jail in August after three years in prison, but remains under house arrest in China. His family and human rights groups say he was physically and psychologically abused by prison authorities. “Gao Zhisheng is now in alarmingly poor health,” his wife, Geng He, who has political asylum in the United States and lives in San Francisco with their children, told a news briefing in Washington. She said that, while her husband was recovering and learning to speak again, he was suffering the effects of severe lack of nutrition, low blood sugar and had a cyst

on his gall bladder. She said his weight had fallen from 175 pounds (79 kg) before his incarceration to 137 pounds (62 kg) and he had many loose teeth. Some could “easily be pulled out by hand,” she said, adding he could now only eat baby food. Geng He appealed to Obama and U.S. Secretary of State John Kerry to make public expressions of concern. She said she had spoken to her husband two days ago and he was able to talk only with difficulty. “He said he wants very much to come to the United States to reunite with his family and his body needs to be able to recover,” she added. Jared Genser, a lawyer from Freedom Now, which campaigns for prisoners of conscience, said the fact that Gao’s family had political asylum made it “the unique responsibility of the United States to actually help and make family reunification possible.”

A State Department spokeswoman said in August the United States had raised Gao’s case publicly and privately with senior Chinese officials and would continue to do so. It urged Beijing to allow Gao to travel freely and be reunited with his family. Geng He said Gao, who was originally sentenced in 2006 to three years in jail for “inciting subversion of state power,” had been told by police in prison that his wish to go to the United States was “nothing but a dream, especially if the U.S. government wants you to go.” The combative rights advocate attained international publicity for his campaigning for religious freedom, particularly for members of the banned religious group Falun Gong. He had also defended underground Christians and villagers embroiled in property disputes with government officials.

Trinidad finance minister presents tax-free TT$64 billion budget P O R T- O F - S PA I N , Trinidad - CMC – The Trinidad and Tobago government Monday presented a TT$64.4 billion (One TT dollar =US$0.16 cents) budget to Parliament announcing a number of incentives and a tax amnesty for defaulters. Finance Minister Larry Howai during a presentation lasting just over two hours, said that the budget was based on a price of a barrel of oil at US$80 and a gar price of US$2.75 per mmBtu. He said the total revenue was estimated at TT$60.35 billion with the non-oil sector accounting for TT$39.12 billion. He told legislators that the total expenditure net of capital repayments and sinking fund contributions stood at TT$64.664 billion and

that the fiscal year, the government envisages a fiscal deficit of 2.3 per cent of Gross Domestic Product (GDP), down from the 3.6 per cent during the last fiscal year. He said that this year’s fiscal package is “in keeping with our commitment to reduce the deficit by one per cent per year. “ We a r e m a k i n g t h e appropriate capital investments to drive modernization but this is being done in the context of the consolidation of our fiscal situation. We are ensuring that the budget deficit does not undermine monetary stability nor crowd out the private s e c t o r, ” H o w a i t o l d legislators. Rousseff, Silva almost neck and neck in Brazil race Brasília (AFP) Incumbent Dilma Rousseff has closed the gap on rival Marina Silva, with the pair running almost neck and neck ahead of next month’s presidential elections, a new poll showed Tuesday. The poll by the National Transport Confederation (CNT), which carries out polling in parallel with the main polling institutions, showed Silva edging out Rousseff by 45.5 percent to 42.7 percent in an October 26 run-off. That means the pair are locked in a technical dead heat, given the 2.2 percent margin of error for the sample of 2,002 voters in a poll carried out between September 5 and 7. Previous polls had indicated a larger lead of as much as ten percent for Silva, an ecologist who was born to poor Amazon rubber tappers. In the first round of voting on October 5, Wo r k e r s P a r t y ( P T ) candidate Rousseff would receive 38.1 percent, up from 34.2 two weeks ago, compared with 33.5 percent for Silva, up from 28.2, the CNT sample shows. Third-placed social democrat Aecio Neves was trailing at 14.7 percent, down from 16 percent in August. It was only in midAugust that Silva, who secured almost 20 percent and 20 million votes to come third as the green candidate in 2010, entered the race as a replacement

for Socialist candidate Eduardo Campos, who was killed in an air crash. “The poll shows a rise in voter intentions for Dilma Rousseff, a consequence of an improvement in (voters’) assessment of the government and of her electoral program,” which gets twice as much air time as those of her rivals, the CNT indicated. The CNT poll coincided with weekend revelations by a former director of state oil giant Petrobras alleging kickbacks to a swath of politicians, predominantly from the ruling coalition. Batista said he believed the Petrobras scandal had broken too late for it to have a major impact on latest polling. Voter satisfaction with 66-year-old Rousseff, a guerrilla during the 1964-

85 military dictatorship who replaced two-term PT president Luiz Inacio Lula da Silva in 2011, rose four percent from August to 37.5 percent. “Marina Silva enjoyed giddy growth in the last poll, taking support amid the general commotion which followed (Campos’) plane crash,” said CNT director Bruno Batista. “Today, we are seeing support for Marina Silva still on the rise, albeit at a slower rate,” he added. Polls since she entered the race show Silva, who served as environment minister under Lula as well a s a s e n a t o r, r e c e i v i n g backing from undecided electors who have “started to see in Marina a possible third way” candidate between Rousseff and the more pro-market approach of Neves.

“The amnesty will apply to returns, penalties and interest on outstanding tax liabilities for years of i n c o m e up to 2013. Accordingly, all individuals and corporations who have outstanding tax returns or outstanding tax liabilities and associated interest charges will have these interest and

penalties waived if they comply by March 31,” he said. Howai said that the measure will require amendments to the Income Tax Act, the Corporation Tax Act and the Value Added Tax Act and will take place with immediate effect and will expire on March 31, 2015.

The Finance Minister said he was also proposing to waive all penalties outstanding or chargeable on the filing by corporations of documents with the Registrar of Companies. The proposed waiver will be applicable until March 31, next year. The government has also announced plans to introduce a savings bond which will allow small investors and pensioners to purchase bonds in much smaller denominations, including TT$1,000 per bond. He said purchases of bonds from the Government will be tax deductible up to TT$5,000 per annum for a period of five years. Howai said that the government intends to expand the social safety net by modifying a number of benefits effective October 1, this year. These include a TT$300 monthly increase in the disability grant that will cost the state TT$86.8 million and an increase of the public assistance grant of TT$300 that will cost TT$89.3 million annually.

JCA President backs franchise system Jamaica Star - Kingston, Jamaica - Jamaica Cricket Association (JCA) President Billy Heaven believes the planned introduction of a franchise system for the upcoming West Indies Cricket Board (WICB) fourday tournament is the way to go. According to Heaven, who is in his first year as president of the JCA, the time

has come for the full professionalisation of the tournament. “Sports on the global landscape has evolved, and cricket has to get in line,” said Heaven. “No longer can we sit and hope for first-class cricket in the region to improve. We have to do something about it, and with the new franchise system, this is a step in that

direction. “What we have now are countries on a year-in, yearout basis turning out substandard teams, due to a lack of quality players, and this is affecting the overall quality of play, and the performance of players. “This has to change, and by having a franchise tournament structure, which facilitates having the best

Letter to the Sports Editor

Golden Jaguars first round exit An end to 2018 World Cup dream DEAR EDITOR, With a goalless stalemate in their opening encounter against Dominica, followed by a 0-2 loss to St. Lucia and a similar margin of defeat by hosts St. Kitts & Nevis, the unbeaten group winners, Guyana’s new look senior national men’s team under the stewardship of head coach Denzil “Hunky Brains” Thompson, who had publicly advocated “the team is being prepared for the 2018 World Cup”, maybe, in all due fairness to the individual, his statement was incomplete since he didn’t state the World Cup preliminaries. Meanwhile, with Guyana securing the third spot behind St. Kitts & Nevis and St. Lucia, but ahead of Dominica who scored a goal in their 3 matches, was also winless like the Jaguars, both with 1 point apiece from a draw along with 2 losses. So, realistically Guyana would be the worst of the third place qualifiers, with 1 point and a goal difference of -4, Thus, ruling out any possibility of advancing to the next round as one of the best third place qualifiers. That there is no longer a roar from the Jaguars, but

rather “a whimper of a domesticated house cat, meow ………” and was also scoreless, a historical first for a local senior men’s team! In the final analysis, “failing to prepare, is preparing to fail, while with a lack of vision, a nation perishes”, so, with the absence of an international friendly for the nation’s senior male team under the stewardship of Matthias for a period of 16 months, Editor I’m inclined to ask publicly of course; Under which sun with a significant number of rookies, compounded by 10 days of preparation, did the GFF envisage the senior male team qualifying for the next round, in the ongoing CFU Championship? Moreover, when only 2 Associations out of a total of 8; have senior competitions in progress and the GFF absolutely nothing! Also, it must be noted that from the under -19 to under-23, the last of the age-limit competitions, the GFF has nothing tangible to show, in relation to coordinating, likewise a significant number of associations. However, with Germany

securing their 4th World Cup title, in neighbouring Brazil, recently, an 8-10 year development plan was in place. So, how can “Hunky Brains” hope to build a team for the 2018 World Cup in 4 years? Is this a daylight, or night-time dream? What would happen when he awakes, from subconsciousness to consciousness? Suffice it to say that apart from qualifying for the last of the age-limit World Cups finals-under-20. Qualification for the Olympics (under -23) and the Gold Cup (of which this CFU Tournament is the precursor) paves the way for a senior World Cup qualification. Within CFU, Jamaica and Trinidad and Tobago are typical examples having previously qualified for youth (age-limit) World Cups, in the past, along with the Gold Cup ahead of a senior World Cup, while not forgoing playing numerous international friendlies! Editor, what local football needs is a total metamorphosis, albeit a total rebirth, in addition to administrators and coaches with vision, definitely not

(pro) vision. “Hunky Brains” needs to be honest with himself and pursue Goalkeeping/ Training courses, in pursuit of becoming a certified CONCACAF/CFU instructor, since “Brawns and Brains” was applied with the senior national team. Whereas a stop gap measure for selection, at least 40-50% of the squad should have emanated from the national club champions, Alpha United, due to their present activity and cohesiveness. This in essence would have been a combination of experience and youth. Would “Hunky Brains” with this historical failure still be considered as the senior national team head coach? Or would he do the honourable thing and resign forthwith? Wouldn’t have it been more prudent to select both Trayon Bobb and Pernell Schultz (under-23’s) with semi/ professional experience abroad? Instead of an ageing defender in Walter Moore, no disrespect meant, wherein creativity at midfield and prolific goalscoring was needed. Respectfully yours, Lester Sealey

So I am 100% positive and hoping for the best.” Ajmal is the No. 1 ranked bowler in the ICC ODI rankings and is among the top ten in Tests and Twenty20 internationals. He his the highest wicket-taker across formats in the last three years. This was the second instance of Ajmal being reported for a suspect action. In April 2009, the bowler had been reported while bowling the doosra, and was cleared the following month. The issue of suspect bowling actions had come up during the ICC cricket committee meeting in June, where there was a general consen-

Nigeria avoid a global football ban from Fifa Former F1 champion Schumacher leaves hospital for home

BBC Sport, Lagos - Fifa has confirmed that African champions Nigeria have avoided a ban from global football. The threat of suspension was lifted after Aminu Maigari was allowed to continue as president of the Nigeria Football Federation (NFF). His position has been questioned by Chris Giwa, whose election last month Fifa refused to recognise. “Conditions in our correspondence of 3 September have been complied with and the NFF is not suspended,” said Fifa. However, Fifa warned that further complications in holding elections will lead to a ban. Maigari’s main task now is to plan for elections to be held as soon as possible for the NFF presidency and board members. “We inform you that should the electoral process be affected by any interference or mishap, the case will be referred again and without prior notice or warning - to the appropriate Fifa bodies for immediate suspension of the NFF until the next Fifa Congress,” the letter stated. Fifa’s next congress is in May 2015. Giwa had

Aminu Maigari claimed to have been elected NFF president on 26 August but Fifa did not recognise him and gave him a deadline of Monday morning for him to step aside. He failed to appear at the NFF offices on Monday and a case has been taken to the Court of Arbitration for Sport on behalf of Giwa’s committee. A Fifa suspension could have led to Nigeria missing Wednesday’s Africa Cup of Nations qualifier in South Africa. The Confederation of African Football said last week that the Super Eagles would be kicked out of the 2015 qualifying campaign if they failed to play the fixture.

The first person back into the NFF headquarters in Abuja to resume his duties was general secretary Musa Amadu resumed work at the federation’s offices in Abuja on Monday. “It has been a difficult time for our football but everything is over now,” Musa Amadu told BBC Sport on Monday. “Our attention should shift towards moving our football forward because the country’s football has gone through a tough period. “The next step is to have an extra-ordinary assembly that will set a date for elections for the new executive committee. “It is important to emphasise that this will not happen beyond 25 September, as directed by Fifa.” Nigeria were banned from global football for nine days in July for government interference in the running of the football federation when Maigari was forced out of his post by a court ruling. After his reinstatement, he was voted out of office by t h e N F F ’s e x e c u t i v e committee a few days later. However, Fifa did not accept this and Maigari was once again back as president in August.

The team of seven-time national champion, Yvonne Foster, current national women’s champion Dadrian Lewis and Shenique Clare are now buoyant about their qualification which at one point seemed improbable due to a lack of sponsorship. The players, along with a lone female sponsor, had to foot the expenses to get to the qualifying tournament, which was held in El Salvador recently. “It is a mission accomplished,” Clare told the Jamaica Observer in an interview Monday. “We earned our spot to the CAC despite uncertainties, and knowing that we backed ourselves to achieve this goal, makes it even more rewarding for us as a team,” she added. The 25-year-old and her teammates secured their spot in Mexico despite their semi-final round elimination. She declared that the team members are in high spirits as they intend

to be formidable opponents. “The team has been performing exceptionally well against our regional and international opponents and we have been improving at every tournament. “Our presence in Mexico will see us continuing this trend and we will be playing at the highest level possible to showcase our skills,” said the Glenmuir old girl. Clare, along with 13year-old Lewis, will be making their first appearance at the games, while Foster, who travelled with a junior team back in 2010, will be competing at the games for the first time as a senior player. Foster explained that she will now relish this opportunity as a mature player. “When I was younger I didn’t pay much attention to certain details of my game...I usually left that up to my coach. But now that I am older, I have started to give more attention to my game and make suggestions in training and work in tandem with my coach as to what I want to achieve. “My teammates expect a lot from me and I am more confident now,

so we are going to work towards what we want as a team,” she said. The 21-year-old also expressed disappointment about the lack of support, stating that enough is not being done to fund the female team in particular. “It is something that has happened time and time again and had someone not stepped in to help us, we would have missed out on a wonderful opportunity, so I am very grateful for what she did,” said Foster. The male team of Michael Hyatt, Kane Watson and Simon Tomlinson also progressed to the games scheduled for November 1530.

GENEVA (Reuters) Michael Schumacher has left hospital to continue his recovery at home but the former Formula One champion faces “a long and difficult road ahead” after his skiing accident last year, a statement said on Tuesday. “Henceforth, Michael’s rehabilitation will take place at his home. Considering the severe injuries he suffered, progress has been made in the past weeks and months,” said the brief statement issued by manager Sabine Kehm. “There is still, however, a long and difficult road ahead. “We ask that the privacy of Michael’s family continue to be respected, and that speculations about his state of health are avoided.” A spokesman for the university hospital in Lausanne, confirmed that the 45-year-old German, a seven-times world champion, had been discharged earlier in the day. No details were given on Schumacher’s condition. Schumacher suffered severe head injuries in a ski accident in Meribel in the French Alps on Dec. 29 and was transferred by ambulance to Lausanne in June after emerging from a coma. He underwent nearly three months of treatment in an outdoor section of the hospital known as “Jardin des Sens” or Garden of the Senses, shielded from view. It specializes in the recovery

The family home is along Lake Geneva in the Swiss town of Gland, where he has lived quietly for years with his German wife Corinna and their two teenaged children. Since the accident, she has visited her husband almost daily in Grenoble and Lausanne, taking time out recently for horse riding events or to attend the Montreux Jazz Festival in July. Last month a man suspected of leaking Schumacher’s medical files was found hanged in his police cell, Zurich’s cantonal prosecutor said. The man, who was not named, worked as a manager at Swiss air rescue service

Rega, which was involved in Schumacher’s transfer from Grenoble hospital to University Hospital of Lausanne (CHUV). The French daily “Le Dauphine Libere” reported in July that leaked documents were being offered to European media for some 60,000 Swiss francs. Schumacher ’s family, via his agent Kehm, had said criminal charges and damages would be sought against anyone involved in the illegal sale or publication of his confidential records. Schumacher, who won a record 91 F1 races, left the sport last year after a disappointing three-year comeback with Mercedes following an earlier retirement from Ferrari at the end of 2006.

Saeed Ajmal banned from bowling ESPNcricinfo - In a huge blow to Pakistan, offspinner Saeed Ajmal has been banned from bowling in international cricket by the ICC after his action was deemed to be illegal for all deliveries. Ajmal, who has been Pakistan’s lead spinner in all formats in recent years, was reported after the first Test against Sri Lanka in Galle last month. The decision to ban him was taken after an ICC

accredited team of biomechanics experts tested his action at the National Cricket Centre in Brisbane. Ajmal can apply to the ICC for a reassessment at any time after modifying his action. “An independent analysis has found the bowling action of Pakistan’s offspinner Saeed Ajmal to be illegal and, as such, the player has been suspended from bowling in international cricket with immediate effect,” the ICC

said. “The analysis revealed that all his deliveries exceeded the 15 degrees level of tolerance permitted under the regulations.” Ajmal, however, was hopeful that a medical condition - the natural bend in his arm because of an accident - would work in his favour when the appeal is made to the ICC’s bowling review group. “I am positive about this (Continued on page 30)

Romallo Crawford tales top honours YBG has a place, but order must prevail By Edison Jefford certainly not the way. in Corskeld 1st anniversary cycle event Youth Basketball Guyana With that aside, the fact

Romallo Crawford of the Trojan Cycle Club took his turn, this time to do m i n a t e proceedings, as he out sprinted his competitors to take the top spot when the Corskeld Trackers Cycle Club of Corriverton staged their firstanniversarycyclerace. The 50mile event which was held last Sunday saw some 20 cyclists taking to the starting line. The event, which got underway at approximately 09:35hrs, saw the riders journeying from infront of the M and V Ganga Online Shopping and General Store at Springlands Corriverton, before proceeding to the Hack’s Rice mill at Number 35 Village before turning back to finish at its place of origin. Whentheridersweresent on their way a six man pack of Romallo Crawford, Andrea ‘Padlock’ Green, Jabon Crawford, Brian Harris of Trojan and Roopchand Kedarnauth and Bharesh Sahade of the host club were out early as they made their move to dominate. However, it was soon the four riders of Trojan in Romallo and Juban Crawford, Green and Harris that had taken over and was

The rest of the journey was done in the same manner as four riders continued their battle. With less than a mile to go it was down to a two man race with Romello Crawford out sprinting Green to the line for the top two spots. Juban Crawford then had a horrid time keeping off Harris as the two battled for the third spot. The three sprint point prizes were taken by the Crawford siblings and Harris with one apiece. The

juvenile event was won by Roopchand Kedernauth with Ryan Singh coming in second. Kedernauth took the sprint point prizeinthatcategory. Christine Matherson won the 30 miles event in the novices category ahead of David Sampson. They rode from the starting point to the No 51 Police Stationandback. The Corskeld Trackers Cycle Club, which was formed just over a year ago, has over 27 members and is being touted as the largest in Berbice.

(YBG) has a place on the annual calendar, make no mistake about that but it raises serious questions about its character if it continues to paddle against the tide of order, which the national federation is attempting to impose. The YBG programme that hosts the National Schools Basketball Festival (NSBF) is an authentic youth programme; it has a great vision, and its structure is correct with conferencing nationwide, before the top teams converge in Georgetown for the final. The NSBF turned nine this year, which among enduring sport activity in Guyana, represented an important milestone being just one year short of a decade. In addition, it characterise the building of a formidable foundation of the nursery of basketball in Guyana. With that said, and having achieved its goals over the years in the absence of a proactive national federation in the form of the Guyana Amateur Basketball Federation (GABF), YBG cannot be so short-sighted to stumble in a soluble administrative ditch. Basketball in Guyana needs the NSBF, but what basketball also needs is structure and order. The YBG programme cannot run in contravention to the rules and regulations of the GABF, which is the governing body for all basketball in Guyana. The GABF has that mandate from International Basketball Federation (FIBA).

Chris Bowman Understandably, in the absence of a stronger and properly constituted national federation, NSBF forged ahead. But in the advent of a federation that understands its role and functions locally, the YBG programme has to fall in line with the tenets of the federation. In a previous article, where I called for stakeholder support for GABF in enforcing its relevance, I angled this subject from the perspective of the federation. The result was a response via Guyana Times calling for an end to a “devious and unfounded crusade” on the YBG programme in which several inaccuracies and isolation of holistic thought surfaced. I will not, however, respond to the mischievous attempts to denigrate my work in the context of libel. I am sure Chris Bowman, who is the head of YBG, knows how to deal with matters, which he believes to be libellous; publishing a letter in one section of the print media is

remains the fact: YBG is a good programme that needs to appreciate the existence of the parent body for basketball in Guyana. That was and remains my point. The YBG programme cannot claim to lead parents and students when it is in contravention of the rules and regulation of the national federation. As I had written before and I maintain: “The federation is simply asking that programmes such as YBG comply with its regulations and rules.” Why is compliance such a difficult task for the YBG programme that has done most things right up until now? The National Sports Commission cannot continue to disregard the role of the national federation in the selection of national teams, opting rather to allow YBG to select the team. Bowman would be untoward to defend YBG selecting a national team ahead of the federation, especially since all other associations are allowed to select their teams for the InterGuiana Games. This is a simple matter, YBG must hasten to bring itself under the umbrella of the federation, and obtain the right empowerment to function. I don’t think that Bowman and YBG want disorder to be one of the lessons their programme teach student-athletes. Bowman can get emotional, and on his haughty horse again and rant in the Guyana Times, but until he does so, he will undermine an entire decade of his work.

Warriors beat Knights to book place in Berbice finals It was set to be a clash between the rampaging New Amsterdam Warriors and the roving East Canje Knights, however, in the end it was the New Amsterdam Warriors Basketball club that were able to book their place in the final of the Legend Classic Basketball competition when they defeated the East Canje Knights 59-46 in their semi final clash. The seasoned Warriors seemed more prepared and ready for battle against the younger Knights line up. Using their experience the Warriors jumped out to a quick start and never looked back. They led 13-04 at the end of the first quarter. The Warriors led the Knights by 13 point at the end of the first half as

they took the half time break at 33-20. The Knights seemed rejuvenated after the break and made a gallant effort to close the gap as they had a good third sessions which ended at 39-30 in favour of the Warriors. However in the fourth session the Warriors were back to their best as they poured in some 20 points to the Knights 16 for the 59-46 victory and a spot in the finals. GCB, WICB and Sports Minister discuss National School Cricket League Representatives of the Guyana Cricket Board (GCB) and West Indies Cricket Board (WICB) met with Sports Minister, Dr. F r a n k A n t h o n y, a n d discussed the National School Cricket League. Apart from Dr. Anthony, present at the discussion were WICB Senior Project Officer of School Cricket, KJ Singh, GCB Secretary, Anand Sanasie, and GCB Territorial Developmental Officer, Colin Stuart. The League is proposed t o b e a j o i n t WICB/GCB/GOG Venture. Singh explained that the League came about to fill the gap existing in school cricket. According to him, a research by the WICB found that almost 75% of member territories had significant gaps in their development pathway between age groups, which encourage later development of cricketing skill sets. Instead of the youth players grasping the fundamentals of the game at ages 7-13, it is now done until ages 14-17, especially as it relates to hard

ball cricket exposure at the school level. Only the Under-15 age group is sustainable and functioning annually. So r i g h t n o w, t h e m o s t important group is the Under-7 to Under-11 age groups. The WICB/GCB is hoping to have full tournaments in these different age groups in another two years time. Minister Anthony welcomed the initiative and discussed the proposed structures with the representatives while adding some ideas of his own. The Minister was of the opinion that when all the schools are staffed with a Physical Education Specialist, all the National Sporting disciplines can benefit. He also briefed the panel on the current plans by his Government to develop Community Grounds country wide. Sanasie noted that covering all schools in Guyana is a challenge because of its wide geography and many schools. Focus on cricket is

primarily done on the coastland and some parts in the Essequibo but the GCB is working on bringing in Lethem and North West soon. He stated that the National School Cricket League is a priority for him, the GCB and WICB as this will create a reliable feeder system for Guyana’s Club Cricket. Sanasie emphasized that a body is needed to run school cricket which the National Schools Cricket League can do. The concept of the League is to facilitate and streamline the planning, management and execution of all primary and secondary school programmes and tournaments, with the overall mandate to develop and sustain a complete school cricket development pathway from under-9 to under-19 on an annual basis. It will manage all annual cricket programme and tournaments in the Primary and Secondary School across its territory; and develop and execute an annual schedule of community based cricket

matches for Primary and Secondary school (for both boys and girls), which leads into National Schools Tournaments. The National School Cricket League in conjunction with the GCB, Ministry of Sports, and the Ministry of Education would develop all playing conditions and regulation for all age group tournaments, secure sponsorship for all age group based tournaments and programme, promote migration of primary and secondary school cricketers to localized Club System, perform scouting exercises to identify talented player (both Boys and Girls) for further development at the Club and National Cricket Systems, work with the Local Territorial Cricket Board and national stakeholder to ensure that

sufficient qualified human resources (School Coaches, etc.) and cricket gear are available to build cricket capacity at all age groups in schools, develop proposal and seek sponsorship for the implementation of annual cricket infrastructure development initiatives at primary and secondary schools/community grounds, and monitor and manage all infrastructure development programme. Sanasie stated, coming out of the League should be one point person from the GCB (coach), one from the Ministry of Sports, and one from the Ministry of Education in each district. He added that the GCB will create an office with one person overlooking primary school, one secondary, and one the club structure. Singh posited that one of the aims is have a games

master in every school. Guyana has 19 qualified cricket coaches (level 1 and 2) who are disbursed across the country. Singh further informed that by 2017, at least one person in each school would be specialized at the foundation coaching level; they can be Physical Education teachers or anyone who is interested in cricket. The Senior Project Officer of School Cricket in the West Indies stressed that cricket is an expensive sport; hence, it’s a challenge for everyone to acquire the equipment. Dr. Anthony suggested that his Ministry and the WICB/GCB work out an arrangement to buy equipment in bulk, as such, equipment can be made available at a cheaper and realistic cost for Guyanese cricketers. Singh agreed that (Continued on page 30)

Dhaka Bank 1st Test

Windies crush Bangladesh by 10wkts despite 3rd Test ton from Rahim By Sean Devers in St Vincent In association with Sterling Products Ltd, Universal Sports Store, Payless Varity Store & Carib Beer Mushfiqur Rahim hit his third century yesterday before he was last out to ensure the West Indies had to bat a second time needing 13 to win, which they reached 14 without loss in 2.4 overs to win the first Dhaka Cricket Test by 10 wickets at the Arnos Vale ground with over two sessions to spare to head into Saturday’s second and final Test in St Lucia with a 1-nil lead. At 107-4 on the fourth morning chasing 302 to avoid an innings defeat Bangladesh seemed to be heading for an innings loss inside four days before Mahmudullah and Rahim fashioned a fighting 133-run partnership to take the game in the final day yesterday as the visitors resumed the final day on 256-5 still 46 runs away from avoiding an innings defeat. Rahim batted for 307 minutes, faced 243 balls and stroked 15 fours and a six in well constructed 166 before he last dismissed, caught on the mid-wicket boundary off Jerome Taylor to leave Bangladesh all out for 314. Kemar took 4-64 from 22 overs, while Shannon Gabriel (2-25 from 17 overs) and Suleiman Benn (2-44 from 28 overs) supported with the ball for the hosts. The diminutive Rahim,

who has a double century against Sri Lanka, began the final day on 70 and looked rock solid from the start and picked up easy singles as Jerome Taylor strangely opted to bowl on leg stump line. This ploy by Taylor forced Skipper Denesh Ramdin to move the gully to a short mid wicket but then Taylor got one to leave the diminutive Rahim which he edged to Chris Gayle at second slip only to be dropped for the second time in his innings by the Jamaican at 75 and his team 268-5. The pint size Rahim, not much taller than the stumps, fought fire with fire and took three boundaries in an over from Taylor, cutting him gloriously for four, driving majestically through cover a ball which was pitched up before flicking him elegantly when he over compensated and strayed into his pads. Rahim gained in confidence as his innings progressed and took most of the strike especially after overnight batsman Nasir was dismissed by Roach for 19 at 279-6 and Shuvagata Hom was trapped LBW to the Barbadian for a duck at 291-7. Rahim soon found himself running out of partners as Gabriel, the impressive bowler on show yesterday despite not getting more wickets, made inroads. The powerfully built Trinidadian bowled with genuine pace on the slow track in sweltering heat and

soon bowled Taijul for a duck off his body as the lefthander showed no desire to get behind the ball to leave Bangladesh on 291-8. Rubel (0) was beaten for pace and bowled by the hostile Gabriel one run later with 10 runs still required to make the West Indies bat again, but Rahim, who finished unbeaten on 48 in the first innings, soon got to his third Test century and along with last man Al Amin, who was dropped by Taylor off Gabriel before he had scored when he got himself into a tangle to a bouncer and spooned the offering to mid on, frustrated the home team for 38 minutes with a last wicket stand worth 22 runs to insure the West Indies had to bat again. Man-of-theMatch Kraigg Braithwaite played an exquisite extra cover drive for a boundary off left-arm spinner Taijul to remain unbeaten on four, while Gayle who edged a lively Al Amin past the slip cordon for four before ending the contest in style with a thunderous on-driven boundary in Al Amin’s second over, finished on nine to give the West Indies their seventh win in ten matches against Bangladesh. Bangladesh’s only two wins against the West Indies were achieved here at this ground and in Grenada on their last tour to the Caribbean five years ago but then those victories were against a third string side and despite their spirited fight back in here, they now head to St Lucia
