The emissions which will come from ExxonMobil's sixth project will increase greenhouse gas emissions by 34%, according to an Environmental Impact Assessment (EIA) The Whiptail project, with anticipated costs nearing US$13 billion, is currently being examined by the Environmental Protection Agency (EPA). Part of the regulator'sjobistodetermine whethertheimpacttheproject will have on Guyana is manageable, and decide whether to grant an environmentalpermit.
Expectedtobeginin2028, theprojectedaugmentationof Guyana's annual carbon dioxide equivalent emissions by approximately 34% is striking Most of these emissions stem from specific point sources like diesel combustion from power generating units, drill ships, and the floating production storage and offloading vessel (FPSO). Another contributor is general sources of diesel combustion, such as marine support vessels and helicopters.
In terms of numbers, the total estimated annual greenhouse gas emissions during its construction phase are forecasted to leap from 150 kilotons per year in 2024 and 2026, reaching 2,580 kilotonsperyearfrom2027to 2029. Once operational, the project is slated to produce about 1,620 kilotons of greenhouse gas emissions annually
However, Guyana has significant carbon sink capacity,asmorethan80%of its land mass is covered in forests. They play a pivotal role in capturing carbon, eliminating a staggering 154 milliontonsofcarbondioxide equivalents (CO2e) annually This makes the country a crucial environmental asset, capturing more carbon from the atmosphere than it releases.
Even when considering ExxonMobil's projected peak
emissionyearin2028,withan estimated 9,700 kilotons of emissions, this surge would represent just about 5.3% of Guyana's carbon sink capacity While there is no denying that projects like Whiptail contribute to increased greenhouse gas emissions, Guyana's robust carbon sink plays a pivotal role in balancing out these emissions, ensuring that the nation remains a net positive contributor to global efforts againstclimatechange.
The Whiptail project will targetadailyoilproductionof about 250,000 barrels, with theFPSOhavingtheabilityto store 2 million barrels of oil. ExxonMobil has already submitted its environmental impact assessment to the governmentforapproval,and will submit a field developmentplan(FDP)later thisyear

Will it ever end with theseso-called‘fixes?’ NoGuyaneseshouldhesitatefora second about what is going on here: fix after fix is being hung the necks of Guyanese taxpayers at the cash cow and milkingcowthattheCJIAhasbecomeforthecalculatorsin thePPPCGovernment.
TheCJIAhasbeenmadeintoa24/7cashregisterforthe operatorsinthePPPCGovernment,whoseeyesarealways on the lookout for a juicy opportunity.The baggage area is the latest sweet spot that has been identified by the governmentforattention. Itisinterestinghowthesethings unfold, and become an established fact of hard, gritty Guyanese life. For years, travelers coming into CJIA suffered all types of anxieties over their baggage and harbored some nervousness about the uncertainty of their luggage being collected with contents intact, or being collectedatall. Thoughittookyears,therehasbeensome improvement relative to baggage security and pilferage in thebaggageareabythehandlersandothersthatwerepartof theseracketsthatplaguedpassengers.
With the baggage collection improvements in mind, travelerscouldfinallybreatheasighofrelief. Now,asthey say,thereisnorestforthedevil,fornosoonerhadthecivil authoritieswrappedtheirarmsaroundwhatwasgoingatthe groundlevel,thatanewformofthieveryisnowshowingits face. The point is that this is madness, and that what is supposed to be an expansion project just keeps expanding and expanding into eternity

T h e G u y a n a Government's approval of a one-year exploration extension for the Stabroek B l o c k s i g n a l s i t s understanding of the challenges ExxonMobil and its partners faced during the COVID-19 pandemic says HessCorporation.
The company further noted that it also d e m o n s t r a t e s t h e administration's support for Exxon's operations in the deepwater concession Specifically, making these and other comments at a recent energy conference was Hess' Chief Executive Officer(CEO),JohnHess.
During his presentation, Hess said the partners' exploration licence was extendedfrom2026to2027. This followed a petition that
was made back in 2020 by ExxonMobil's subsidiary, Esso Exploration and Production Guyana Limited (EEPGL) along with Hess Corporation and CNOOC PetroleumGuyanaLimited.
Hess said, “During COVID-19,wehadtoputthe drilling on hold for safety reasons…Wewereoperating three rigs in the basin basically for development but we shut down exploration because we just couldn't get all the people to operate…We went to the government as a joint venture and said we really would appreciate getting another year on the exploration licence because COVID almost forcemajeuredoperations…”
The CEO added, “The government was very
reasonable with us and we got an extension for our exploration licence from 2026to2027.

The Prime Minister explained that significant investments and initiatives both in the short and long term are underway as part of the Government's broader efforts

Speaking specifically to the Gas-to Energy project, Prime Minister Phillips described three criticalcomponentsofthissizable project:first,layingapipelinethat will bring gas ashore; second, building a power plant; and third, rebuilding the transmission and distribution system He emphasised that upgrading the existing transmission network is
crucial for successfully implementing these ambitious projects.
Addressing Guyana's commitment to adopting a low carbonstrategy,thePrimeMinister stated, “Over the short, medium, and long term, we will, as a Government, fund numerous projects aimed at greater utilisation of clean and green energy – more solar, more wind, more hydro.” This, he noted, will contribute to cleaner and greener energyuseacrossthenationwithin thedecade.

Moreover, it was stated that the estimation of decommissioning costs requires making assumptions on the Cessation of Production (CoP), time estimates for when the decommissioning operations will take place, how each aspect of operations will be performed and catering for inflation of these associated costs.
“Decommissioning liabilities are also complex andcanhaveuncertainties,as they may depend on contractual agreements, legal obligations, regulatory
frameworks, and social expectations,”itwasnoted.
The company also stated that it is estimated that more than70percentoftheworld's oilandgasproductioncomes from mature fields and flows through infrastructure that is ageing. Although it has called on government to pursue more benefits for Guyanese from the sixth oil project currently pending approval, the Opposition said it is not optimistic the government will heed to its calls.
Leader of the Opposition, Aubrey Norton on Friday during a virtual press conference said, “The government is not expected to respond positively. Our approach is, we are working to become the government, we believe we will become the government; we have a clear idea as to what we want.” To this end, Norton said a government under his leadership would ensure citizens benefit more from the resources discovered in the Stabroek Block.
He was at the time responding to a question from Kaieteur News on what steps he is willing to take should government refuse to budge on calls made from his side of the political divide for the sixth project to include more
royalty and a ring-fencing provision.
It was the Economic Advisor to the Opposition Leader, Elson Low that explained the 10 percent royalty other oil companies will be subjected to, in the new Production Sharing Agreements (PSAs), should also be applied to Exxon for the new development. In addition, he pointed to the need for government to introduce a ringfencing provision to safeguard the revenue generated in that field.
A ring-fencing provision would prevent oil companies from using revenue generated from a production field to offset costs in another project. In the absence of such a provision, ExxonMobil have been using the proceeds from the Liza One and Liza Two projects, currently producing about 400,000 barrels of oil per day, to pay for costs related to other Stabroek Block projects.
Though a ring-fencing
provision is not catered for in the 2016 PSA, government can include this clause in the Environmental Permits, it grants to Exxon for each new project. So far, Guyana has already approved five projects for the oil giant without this provision.
On Friday, Norton said, “There are positives to ringfencing (and) there are negative elements to it, we will analyze each case, case by case and make decisions that are in the interest of the people of Guyana.”
The sixth project, Whiptail is the largest oil project yet. It is pegged at a whopping US$12.9 billion and seeks to develop the resources discovered in the Whiptail, Pinktail, and Tilapia fields of the Stabroek Block. These fields are approximately 1,500 to 2,200 meters deep.

It was also stated that poorly managed assets incurring unnecessary decommissioning costs, or even entering into decommissioning unexpectedly and asset sales values, are being eroded by presenting unrealistic decommissioning liabilities in the vendor data room.
The company stated that its engineering services and software focus on aged infrastructure and have successfully delivered a range of decommissioning projects from advisory support through to full project management delivery for onshore and offshore projects.
AIE said it has a unique understanding of the regional and international decommissioning landscape. It was also disclosed that the company was recently awarded several strategic decommissioning contracts and noted that a world-class team was developed to support a range of related initiatives.
Importantly, AIE based its research for the publication on the Commonwealth Secretariat guide titled “Oil and Gas Decommissioning Toolkit,” where the Secretariat highlighted key issues of decommissioning and made suggestions for Governments. The guide was published earlier this year and warned its member countries, including Guyana, who is a part of the oil and gas industry of the uncertainty of decommissioning costs, which can result in
the price tag to restore the ocean floor, easily moving from US-millions to US-billions.
Kaieteur News had reported that Commonwealth Secretariat Economic Adviser, Naadira Ogeer, cautioned developing countries that the price tag attached to decommissioning could easily wipe out any benefits the country sees from oil project.
Ogeer, who led the development of the toolkit, explained that, decommissioning is another dimension to the just energy transition. It goes without saying that companies who have benefitted from these fossil fuels should pay for all clean up and restoration activities.
Ogeer stated too, “It would be unreasonable for developing countries with low capacitated regulators and weak legal requirements to shoulder the significant financial, environmental and social costs. This would easily wipe away any benefits seen from a project.” As such, she added that the international community must be extremely vigilant and united to ensure that the ‘polluter pays’ principle is adhered to.”

American oil giant, ExxonMobil’s affiliate, Esso Exploration and Production Guyana Limited (EEPGL) has been taking out money from Guyana’s oil production for decommissioning.
Exxon’s affiliate is the operator of Guyana’s lucrative Stabroek Block which has over 11 billion proven barrels of oil.

Currently, the FPSO’s basic design has an upper production limit of 263,000 barrels per day (bpd).

Under a signed deal – the Production Sharing Agreement (PSA) – the oil giant has been taking out money from the first day of production (2019) to set aside as a decommissioning fee. It should be noted that the revenue has to be set aside in a special account, held by the Government to cover these costs when the time comes.
However, the Stabroek PSA jumps off the precipice of international best practice, and into a bottomless pit of abnormality on this front. ExxonMobil and its Partners which include Hess Corporation and CNOOC Petroleum Guyana Limited are able to benefit from a lopsided system that allows them to keep decommissioning funds in their pockets.
Based on its 2021 financial statements, for 2020 and 2021, ExxonMobil and its partners, Hess Corporation and CNOOC Group, have recovered a whopping US$355.7 million for decommissioning costs which would be incurred in another 18 years for the Liza Phase One Project.
During an engagement with the media last June, ExxonMobil Guyana acknowledged that decommissioning funds are not needed until 20 to 30 years down the line.
Be that as it may, the company noted that the provisions of the 2016 Stabroek Block deal allow for early recovery.
However, the oil giant assured nonetheless, that when Guyana needs that money for clean-up, the money will be handed over.
Given the vast resources to be extracted from the project, the Opposition had called on government to take a stand for the citizens of Guyana in approving Exxon’s new development.
The Opposition’s call
During his August 31, 2023 press conference hosted at Office of the President, Georgetown, the VP refused to provide a response to the specific query from Kaieteur News. He would only say, “Asked and answered a hundred times before, 100 times before. I am not gonna go through this again.”

OppositionLeader, Aubrey Norton has informed ExxonMobil of the People's National Congress Reform (PNC/R) plans to utilize the provisions in the 2016 Production Sharing Agreement (PSA) to extract greater benefits for Guyanese.
He made the revelation yesterday while engaging reporters at his weekly press conference.
The Opposition Leader explained that he met with officials from the company onFridaywherethetwosides discussed progress on production activities in the StabroekBlock.
According to Norton, “The meeting was specifically focused on first ofalltogetanunderstanding astowhereExxonMobilisat this stage of production. I think they felt that as a government in waiting, they needtoupdateuswhichthey did.”
Meanwhile,headded,“In terms of our position, we haveoutlinedsomeelements tothemofourposition.

Powell, who has long been associated with the Memorial Van Damme, participated in the event nine times between 2003 and 2017. Over the years, he earned his place as a crowd favorite, competing in the 100m at the King Baudouin Stadium and clinching victory on five occasions.
Wilfried Meert, the former meeting director of the Allianz Memorial Van Damme from 1977 to 2016, recalled Powell’s memorable moments, saying, “Powell then won in 9.87, a Jamaican record.
