Great Presidents are an endangered species Donald Ramotar stands on the cusp of being a great President. Never mind the fact that he heads a minority government that faces a most belligerent opposition whose antics in the National Assembly have led to questions being asked as to how much progress has been made since the 2011 elections. Donald Ramotar stands on the cusp of greatness. All he has to do is to form a coalition government with the opposition. Never mind the fact that the opposition parties are likely to demand that the PPP take a minority role in the government. With his party in a minority within the coalition government, Donald Ramotar can emerge as a great

President. President Ramotar has received unsolicited advice. He has been told that in order to become a great president he should form a coalition government with the opposition. He should ignore that advice for a number of reasons. Firstly, great are an endangered species in Guyana. This is because of constitutional changes that now allow for a president to serve only two elected terms. It is hard for any President, more so one whose first term is as head of a minority government to aspire to greatness. Eight years is just shy of what is needed to achieve great accomplishments

economically and socially. It is therefore hard to imagine a great president emerging with two terms. Of course a president can do great things politically. He can for example unite the country on a common platform of development and democracy. He can even unite the country on an ideological platform. But he cannot become great by simply forming a coalition government unless that coalition government is formed on the basis of some platform. What is the platform around which this coalition is to be founded amongst the opposition parties? These parties have not defined themselves ideologically. It is

the issue that they miss. Therefore there cannot be a common ideological platform unless the parties begin to explore their own ideological orientation to seek some common ground. This is not going to happen with the political parties in Guyana. The parties of course may agree to a consensus programme based on an agenda rather than awaiting the development of ideological synergies. But what is this common programme around which this can be established. And if the parties are not talking long and consistently enough amongst themselves how can this common agenda emerge? It is respectfully submitted that arriving at a

Dem boys seh...

Guyana gone to Ratroop Old people got a saying that whatever people do in darkness does come to light. Now people finding out that everything that dem boys criticize wasn’t because dem want to talk. Dem talk bout de Marriott. Dem seh that all de talk about foreigners putting in money was a bluff because local people who had nuff money decide that dem had to get a laundry. De Marriott was to be de washing machine. Of course, de people behind that hotel get vex and when dem boys refuse to stop talking, dem people decide to sue dem to shut dem mouth.

Now dem boys find out that all de talk bout foreign investor was a sham. Two men come from Hong Kong and seh how dem is de foreign investor. Now dem boys find out that dem Hong Kong people didn’t bring in no money. Somebody was probably using dem as a front, and all foreigner ain’t stupid. De Hong Kong people smell trouble and dem pull out. Dem boys know this and dem does try fuh let de Guyanese people see wha going on. And before de people who doing dem wickedness try fuh keep sweet and live good wid dem

boys, dem hostile. Dem mekking war. When dem boys talk, de people accusing dem of chasing foreign investors. But then again, dem can’t even keep sweet wid demself, suh dem can’t live wid nobody else. Tek de case of de Ratroop group. De government use to get all of its telecommunications from GT&T, all de bandwidth, all de telephone, everything. Nuff of dem even use to get free telephone and free call. That is why dem boys couldn’t understand why de government sell out its share in GT&T. But dem suspect

Dem boys seh that dem don’t have to wear spectacles fuh see how de money siphoning out from de government treasury to Ratroop. Talk half and watch how de people losing Guyana.

common and agreed agenda amongst the political parties is an unrealistic goal. There is no motivation to pursue this objective since the opposition parties are quite comfortable with their one seat majority and the effect the use of this majority has had on the government. The government on the other hand sees the results of the 2011 election as an aberration which is not likely to repeat itself. They believe that the ruling party was robbed of a seat because the votes at seventeen polling stations in Region 3 were not counted. Thirdly, the historical record of coalition governments in Guyana is far from encouraging. It was a coalition government between the PNC and the United Force that ousted the PPP from power in 1964. But it was always, even in those days of the so-called political pragmatism, a shaky coalition. The coalition came close on many occasions to being dissolved. It took in one instance the intervention of US diplomats to prevent the UF from walking out of the coalition

government. And when that term was over and it as time for the 1968 elections, Burnham announced emphatically that he would never again lead the PNC into a coalition government. The PNC is not interested in a coalition government headed by any other party. The PNC is interested in power sharing on its terms. It has said that it will invite the PPP into its government should it win an election. But it has announced no formula for the representation of other parties within its power sharing government. And if one knows the PNC, then any involvement would have to be on the PNC terms. This is how the PNC has always operated. Against this pessimistic background, Donald Ramotar is never going to be a great president. The political and economic context simply will not allow this to happen. But he will always be a great man because he has a big, decent and honest heart.

Power drunk PPP is the only obstacle in the way of constitutional reform - Ramjattan By Abena Rockcliffe Many have recognized the need for constitutional reform in Guyana but so far it seems like an unattainable ideal. Leader of the Alliance For Change (AFC), Khemraj Ramjattan yesterday told Kaieteur News that while it is no longer possible to secure constitutional reform before the upcoming elections, Guyanese can rest assured that an AFC government would make it a reality. The attorney-at-law expressed confidence in the young coalition—A Partnership for National Unity (APNU)—that it would also seek to induce constitutional change if it wins the upcoming election. He said however, that the only way under the sun that the People’s Progressive Party/ Civic (PPP/C) would support constitutional change, is if the party loses. The current Constitution of Guyana is the highest governing document. It officially came into effect on October 6, 1980. It was however not Guyana’s first constitution; previous to this one, Guyana had a different

- says PNCR realized the mistakes of the past and is ready for change constitution that was enacted in 1966, upon the country attaining independent status. Many are convinced that the existing constitution places an unhealthy amount of power into the hands of the President and is commonly referred to as the “Burnham Constitution.” This reference is because it mirrors the administrative style of former President, the late Linden Forbes Sampson Burnham. Wikipedia has it that as “Burnham consolidated his control over Guyanese politics throughout the 1970s, he began to push for changes in the constitution that would muffle the opposition. He and his colleagues argued that the changes were necessary to govern in the best interest of the people, free of opposition interference.” That basically explains why the opposition cannot do much now. Because the constitution has been so drafted that government can operate without interference. When the PPP was in

opposition, the Party had vowed that once it gains power, it would change certain aspects of the constitution, but the most contentious parts, such as the executive presidency remained intact despite a constitution reform process following the controversial 1997 General Elections. Ramjattan said yesterday that while constitutional reform is important to the AFC, unfortunately it cannot

ensure its reality before the upcoming elections. He said that this is because “we see it so necessary to get rid of the PPP as soon as possible. Therefore, the first session in October (when the National Assembly reconvenes) will see a debate on the No confidence Motion. A No-Confidence Motion against the government has been tabled by the AFC. This Motion, once passed, could force President Donald Ramotar to call General Elections. The AFC has already secured the support of APNU, which when combined with the AFC, hold the majority in Parliament.

Ramjattan said that if his party comes out on top, one of its first priorities would be to secure constitutional reform. He said, “The priorities of an AFC government would be clear. You can expect that the AFC will ensure that the President’s powers are reduced.” Ramjattan said that he believes that the APNU would support constitutional reform as well in or out of office. He opined that the members of the People’s National Congress Reform (PNCR)—the Party with majority stakes in the APNU—have realized how “foolish” it was to have such a constitution. The Parliamentarian said that what the PNCR government, led by Burnham, did was wrong and “it is now staring them in the face. They are regretting it. It is haunting them and they have learned.” Ramjattan, who was a long standing Member of the PPP, said he thinks the ruling Party would not support constitutional reform mainly because the Party’s current members do not believe in the separation of powers. The politician told Kaieteur News, “They are power drunk and can’t think

of operating without the amount of power they have now…they are enjoying the power and simply (are) not willing to give it up.” Cultural activist Tacuma Ogunseye in recent writings said that there is a danger inherent in the passing of a No Confidence Motion without the most critical and necessary constitutional changes. He said “I will continue to argue that it is political suicide for the African leadership in Guyana to contemplate entering another election without first winning the struggle for constitutional reform to ensure shared governance after the elections or, at the least, a return to a system that allows parties – as is done in other countries – to enter into a coalition arrangement after the elections to form the government. I wish to reiterate what the present situation is: once the PPP/C wins the plurality, they get the presidency and the right to form the government and they can achieve this feat by one vote more than the other contesting parties.” Chairman of the AFC, Nigel Hughes had said that the executive’s refusal to even respect motions of the National Assembly, and the Attorney General’s advice to the President not to assent to Continued on page 18

With the rice industry set to begin its peak harvesting season by the end of September, another large crop is expected, according to Agriculture Minister Dr. Leslie Ramsammy. Briefing the media on Saturday, the Minister said that initiatives have been put in place to address the challenges faced by farmers with low yielding fields. “Whilst we have begun to have an average of about 35 bags per acre, in the farms, some farmers have been having over 40,” he stated. The number of farmers with high yield fields has more than doubled, the Minister added and only a small number has been realising low yields. As part of a six - point plan, Minister Ramsammy explained that there are no interactions between the high producing farmers and their low- yield counterparts so that ideas can be exchanged with the goal of upping crop production. “We want to determine what are the reasons why your neighbour has a high yield and you’re having low yields. It couldn’t be the soil because you both are on the same soil.” The Minister said that the aim is to at least have “low yield” farms attain the average national production level.

The desire is not to increase farming costs, but to improve techniques, the Minister said. “By increasing your yield, you’re lowering your cost of production and therefore becoming more competitive on the world market…your ability to compete on the global market must see production above 30 bags per acre. At production of 35 to 40 bags per acre, you can compete with anybody in the world for markets”. Addressing the issue of payments to rice farmers, the Agriculture Minister revealed that the first crop for 2014, realised in excess of $23 billion in paddy being sold. He made it clear that no farmer was owed money from the 2013 crops. “There were some farmers who were not paid, but those would have been the millerfarmers, because they owed themselves, and I’m not counting them”. The Minister estimates that under $250 million is owed to a small amount of farmers for 2014. “In the case of one group in West Demerara, a large part is owed to the group itself. Those who bought paddy, bought from themselves, and they bought from others. They have paid the others off, but they owe themselves. Neither the bank nor the Ministry of Agriculture will

take responsibility for that. They’ll have to figure out how they pay themselves.” The Agriculture Ministry is working to ensure that small farmers are paid off before the current peak of the harvesting season begins. He explained that, previously, when the Ministry could have assisted due to the fact that the Venezuelan market for rice was about 70% of local production and those resources could have been used to pay off farmers, “we were the payers and we could have paid directly to the farmers, whatever we owed to the millers.” He explained that while the amount sold to the neighbouring country has not decreased, it is now a smaller percent of the overall market which has expanded. “That amount is not enough to ensure that we pay off the farmers.” With regards to markets for rice, Dr. Ramsammy said the local market consumes 120,000 tonnes, annually, the bulk of which is returned to the fields as seed material, while some is also used in stock feed and beverage production. The high crop production means that there must be markets found for 500,000 tonnes of rice. The first shipment of packaged rice to Panama is being prepared and the company that does 120kg

packaging has been contracted to do this, with the Latin American country making its own shipping arrangements, according to the Minister. He said that four shipments are contractually due to Panama this year and the private sector is also shipping separately to the country, with more than 25,000 tonnes in total expected to be shipped. There are also other arrangements being made to ship about 10,000 tonnes monthly to Africa, through a trade group, Minister Dr. Ramsammy explained. The focus is currently on premium markets and as production increases, the regular priced market will be tapped into, he said. There is also a renewed focus on value added products such as cereals and even paddy husk, formerly discarded as waste product, will be utilised to see maximum use of all products and by-products. As part of this effort, the Agriculture Ministry is in partnership with The Energy and Research Institute of India and the Institute of Applied Science and Technology, locally. “We want to ensure that everything that leaves the field is utilised and the farmer benefits, from those additional revenue streams….By 2016, the revenue from rice will be more than rice itself”, he asserted.(GINA)

Power drunk PPP is the only obstacle... From page 16 bills passed by the House, have demonstrated the real impotence of the National Assembly. He said, “In Guyana, we now have a House that can pass motions but cannot enforce them. The National Assembly, whenever it sits, gets all dressed up but has nowhere to go…We have a President who is vested with all executive power, part of the parliament but not responsible to it; who has representatives in parliament who cannot be effectively censured or disciplined in spite of their transgressions;

and best of all who is not liable for any of his actions either in the National Assembly or before any court.” “Where else in the world does the citizenry elect a king to rule over them with no responsibility for his actions to the very people who elected him?” Hughes questioned. Former executive member of the PPP, Ralph Ramkarran has called for a change in the system of governance, noting that the executive presidency is not answerable at all for executive decisions.

Ramkarran said that the broken system must be repaired. Ramkarran, who chaired the Constitution Reform Commission in 1999-2000 said, “I have struggled mightily and for a long time, and so have many others, with ideas for an appropriate structure for our government, having regard to the specific challenges faced by Guyana. I had supported the current system because it allowed the largest party to retain the presidency. I felt that if a situation like the current one arose, a coalition government would be the

natural outcome. Clearly I was wrong,” Ramkarran stated. Guyana has an executive presidency, answerable to neither parliament nor cabinet for executive decisions. The president is not bound by cabinet decisions, cannot be charged or sued, virtually cannot be impeached and controls the date for elections. “Where the president’s party does not have a majority (in parliament) and refuses to bring other forces in the government, chaos and gridlock prevail as at the present time”, Ramkarran stated.

Trinidad AG to release emails linked to “emailgate” scandal probe PORT OF SPAIN, Trinidad - CMC – E-mail service provider, Google Inc, will have access to the personal email account of Attorney General Anand Ramlogan who has decided not to challenge the subpoena issued to Google surrounding the ‘Emailgate’ scandal. This latest development was revealed in a letter from the US law firm representing Ramlogan, ComputerLaw Group LLP to Timothy Alger, one of the attorneys representing Google Inc. The letter, sent to the Sunday Express newspaper by Ramlogan, outlined several grounds on which it said the Attorney General had a right to challenge the “overboard request” by the Integrity Commission including the release of confidential information related to national security, confidential financial records and spousal communications.

Anand Ramlogan However, it pointed out that Ramlogan did not wish to challenge the subpoena issued to Google from the Integrity Commission seeking the information “so that his good name can be cleared”. The Integrity Commission had initially issued a subpoena to Google requesting information on emails exchanged between the address anand@tstt.net.tt

and the following accounts, kamlapb1@gmail.com, captaingarygriffith@hotmail.com a n d surujrambachan@gmail.com for several dates in the month September 2012. The alleged e-mails which Opposition Leader Dr Keith Rowley raised in Parliament in May last year alleging criminal conspiracy related to the Section 34 fiasco by Ramlogan, Prime Minister Kamla Persad-Bissessar, Minister of National Security Gary Griffith and Works Minister Surujrattan Rambachan. The allegations included intention to harm a newspaper reporter. On August 14, Justice William H Orrick of the Northern District of California Court granted the application for subpoena seeking information for the accounts, which according to the Commission, are relevant to a criminal investigation into possible governmental corruption.

Bitumen imported from Barbados for TT roads NEWSDAY - “Why was there no official statement from either Petrotrin or the Energy Ministry?” asks President of the Asphalt Pavers Association (APA), Sieunarine Coosal, “about ‘scheduled maintenance works’ at Petrotrin, which has led to a shortage of locallyproduced bitumen?” Coosal posed the question Saturday, following a recent statement by Works and Infrastructure Minister, Dr Suruj Rambachan about the cause of the bitumen shortage, which has resulted in milled roads across the country remaining unpaved until supplies are imported from Barbados. “I find it strange,” Coosal stated, “that if Petrotrin knew the #4VDU Plant would be ‘down’ for maintenance that we were not informed about a possible shortfall in supplies, and that no contingencies were put in place to avoid the situation we now find ourselves in.” Last Wednesday (September 3), Rambachan issued an apology to motorists for the inconvenience caused by unpaved roads, saying the shortage was due to a “malfunctioning plant” at Petrotrin. Responding to Newsday’s queries on Thursday (September 4),

Petrotrin said while its Bitumen Plant is in operation, the Number Four Vacuum and Distillation Unit (#4VDU) Plant, which supplies feedstock to the Bitumen Plant, “is currently undergoing scheduled maintenance works.” This meant that once bitumen stocks ran out, roadpaving works “ground to a halt” across the country, including along the Eastern Main Road between St Michael’s Road and Orange Grove Road in Tacarigua. This particular roadpaving exercise is being done by Coosal’s Group of Companies (Coosal’s), of which Coosal is Executive Chairman. He told Newsday about motorists in the area “blaming us for leaving the road unfinished” when the problem lies elsewhere. “This is why Petrotrin, the Energy Minister or both should have put out advertisements informing the public about the situation,” Coosal stated. “There needs to be an official statement clarifying the matter. They

Sieunarine Coosal have yet to tell us (APA) anything. I had to find out the cause from you (Newsday).” Coosal also revealed that with no clear idea on when Petrotrin would resume selling bitumen, he recently made the decision to import supplies from another Caribbean island. “It’s very expensive to import bitumen; about US $30 per imperial gallon, but we (Coosal’s) can’t complete those roads without it, so I went ahead and placed an order. The shipment should arrive in a week or so.”

Heavy rains, flooding in St Vincent damage homes, hospitalize one

E.T Joshua airport (Credit: TÐ$shÐ$~Na†uralBeau†y®)/Twitter KINGSTOWN, St. Vincent - CMC - At least one person was hospitalized as a result of torrential rains that caused damage to some houses and flooded sections of Buccament Bay and Kingstown, early Saturday. The rains, which began before dawn and continued until around 8 a.m. triggered landslides and flash floods in some areas, reminiscent of the trough system on December 24 that left nine confirmed dead, three missing, and extensive damage to infrastructure and housing. Prime Minister Ralph Gonsalves, in an update to the nation around 1:30 p.m. Saturday, said while there were no deaths, someone from the Largo Height area was hospitalized when a wall

fell and damaged a house. Arrangements were being made to have the residents of that house placed in a shelter, said Gonsalves, who has ministerial responsibility for disaster management. In Trigger Ridge, a community in Central Kingstown, a house was in “a precarious position”, and the government was making alternative arrangement for the family of eight, Gonsalves said. Chair of the Housing and Land Development Corporation, Berisford Phillips, whose name has been flaunted as a potential candidate for Gonsalves Unity Labour Party in that constituency in the next general election, had visited the two families. In Rose Place, Kingstown,

the National Emergency Management Organization (NEMO) and the Social Welfare visited an elderly man who was affected by the extreme whether and arranged for him to be taken to hospital, Gonsalves said. Kingstown was flooded and the clean up was already underway, while the main E.T. Joshua Airport, which was also flooded. Gonsalves said there were landslides across the country and two families in Buccament Bay who were affected and will be housed at the RIllan Hill Community Centre. Several persons from Buccament Bay who were affected by the December floods are still being housed at the community centre in the neighbouring village.

Palestinian president urges Hamas to yield power RAMALLAH, West Bank (AP) — The new Palestinian unity government faced a new crisis yesterday after President Mahmoud Abbas threatened to dissolve his alliance with Hamas if the Islamic militant group does not give up power in the Gaza Strip. The dispute erupted just over two weeks after Israel’s war against Hamas in Gaza ended in a cease-fire. Abbas is looking to regain a foothold in Gaza, which suffered heavy losses during the fighting, and expects to play a leading role in internationally backed reconstruction efforts. His comments, which also included harsh criticism of Hamas’ conduct in the war, appeared to be part of a brewing power struggle over who will control post-war Gaza. Hamas has controlled Gaza since overrunning Abbas’ forces in 2007. Facing international isolation and a deep financial crisis, the Islamic militant group agreed to the formation of a new unity government with Abbas’ Fatah movement in June, in which it would restore

governing power to Abbas in the territory. But it has yet to yield power — even after the devastating war against Israel, which killed more than 2,100 Palestinians and caused billions of dollars of damage. “We will not accept having a partnership if their status in Gaza remains this way,” Abbas said late Saturday in Cairo in comments carried by Egypt’s state news agency MENA. “Unity has terms. This situation does not represent any kind of unity,” Abbas said. “If Hamas does not want one authority, one law, one weapon, we will not accept a partnership with it.” Abbas said that as long as Hamas remains in control of Gaza, he added, “the government of national unity can do nothing on the ground.” The comments set the stage for what are expected to be difficult negotiations with Hamas in the coming days. With his criticism, Abbas appears to be putting pressure on Hamas to make concessions in the talks. Ismail Radwan, a Hamas leader, denounced Abbas’ comments, saying they

“contradict the spirit of the new partnership and play down the victory of the resistance.” Under the unity agreement, Abbas formed a Cabinet of apolitical technocrats. Hamas, which is shunned by the international community as a terrorist group, has no formal role, but it has offered its backing from the outside. Israel has boycotted the government, saying Hamas’ involvement is clear, while Western countries are giving the government a chance to prove itself. The government, however, has failed to get off the ground. Shortly after it was formed, three Israeli teenagers in the West Bank were kidnapped and killed by Hamas members, setting off a chain of events that led to the Gaza war. Hamas, meanwhile, remains in firm control of Gaza, with a depleted, but still significant, arsenal of rockets and thousands of armed fighters. Abbas heaped fierce criticism of the group’s handling of the war, accusing it of making unrealistic

(AP Photo/Hassan Ammar) demands for a full lifting of Israel’s blockade of Gaza and dragging out cease-fire talks. “With every passing day,

more blood was shed,” he said, criticizing the heavy death toll and damage. “Is this the victory they talk about?

Regrettably, I can only say the results are tragic,” he said. In the coming weeks, Israel and Hamas are expected to start a new round of indirect, Egyptian-mediated talks for an extended ceasefire. Hamas is demanding a full lifting of an Israeli-Egyptian blockade of Gaza, including the reopening of a sea and airport. Israel has said the blockade will remain in effect as long as Hamas controls Gaza. The international community has made clear that all funding and reconstruction efforts be handled through Abbas’ government. Israel, and the West, want guarantees that none of the aid will be diverted for military use by Hamas. A conference of donor nations is expected to take place in October.

Obama to set out plan to go on offensive against Islamic State (Reuters) - President Barack Obama will deliver a speech to Americans and consult with lawmakers this week to sell his plan to go on the offensive against Islamic State militants, but is trying to head off public concern about another big military escapade. Obama said that in his remarks on Wednesday he would “describe what our game plan’s going to be.” He will meet congressional leaders tomorrow to seek their support for his strategy to halt the militant Islamist group. Obama indicated he did not believe he needed additional authorization from Congress to carry out the plan, although he intends to consult with lawmakers and might seek approval for additional funds. “I’m confident that I have the authorization that I need to protect the American people,” Obama said. “But I do think it’s important for Congress to understand what the plan is, to have ‘buy in,’ to debate it.” The president, who campaigned for the White House in 2008 on getting U.S. troops out of Iraq, has struggled to articulate how he wants to address Islamic State, telling reporters last month that “we don’t have a strategy yet” to tackle the group. “I’m preparing the country to make sure that we deal with a threat from ISIL,” Obama said in an interview aired yesterday with NBC’s “Meet the Press” program, using an acronym for Islamic State. “The next phase is now

to start going on some offense,” he added, promising to “defeat” the group. Obama’s comments also seemed tailored to head off the fears of some Americans and anti-war members of his own party of another fullscale war. For example, he ruled out sending U.S. ground troops to fight the militants in Iraq or Syria. “This is not the equivalent of the Iraq war,” Obama added. “What this is, is similar to the kinds of counterterrorism campaigns that we’ve been engaging in consistently over the last five, six, seven years. The speech underscores the degree to which Islamic State has become an urgent issue for the United States. The Sunni militants have seized territory in northern Iraq and eastern Syria, declared a border-blurring Islamic caliphate and released grisly videos of the beheading of two U.S. journalists it had held hostage. Obama authorized American airstrikes in Iraq against Islamic State last month and U.S. warplanes carried out strikes on Islamic State insurgents menacing Iraq’s Haditha Dam yesterday. A video released last week of American freelance journalist Steven Sotloff being beheaded by the militants led to fresh calls from lawmakers in both parties for a more aggressive approach. Republicans in Congress, which returns from its summer recess today, have

blocked Obama proposals on a wide range of issues, but many back stronger action against Islamic State. Obama, however, may face resistance from liberal fellow Democrats if they feel his plan requires too big a military commitment. In the interview, conducted in Washington on Saturday, Obama said he wanted Americans to understand the nature of the threat and “have confidence that we’ll be able to deal with it.” The Wednesday speech will come a day before the 13th anniversary of the Sept. 11, 2001, attacks on the United States that killed about 3,000 people. Obama said while there was no immediate U.S. intelligence about threats to the homeland from Islamic State, the group had attracted foreign fighters from Western nations who could travel to the United States “unimpeded” and eventually pose a threat. Obama emphasized the United States was not going it alone. Nine other countries have agreed to be “core” members of a coalition he spent time building last week at a NATO meeting in Wales. “We are going to be a part of an international coalition, carrying out airstrikes in support of work on the ground by Iraqi troops, Kurdish troops,” Obama said. The heads of both the Senate and House of Representatives intelligence committees urged Obama yesterday to use U.S. special operations forces as part of his plans.

Ceasefire in east Ukraine frays

Ukrainian soldiers inspect a damaged tank on the outskirts of the southern coastal town of Mariupol. REUTERS/Vasily Fedosenko DONETSK/MARIUPOL Ukraine (Reuters) - A woman died and at least four people were wounded when fighting flared again in eastern Ukraine yesterday, jeopardizing a ceasefire struck less than two days earlier between Ukrainian government forces and proRussian separatists. The accord, brokered by envoys from Ukraine, the separatist leadership, Russia and Europe’s OSCE security watchdog, is part of a peace plan intended to end a fivemonth conflict that has killed nearly 3,000 people and caused the sharpest confrontation between Russia and the West since the Cold War. Shelling resumed near the port of Mariupol on the Sea of Azov late on Saturday, just hours after Russian President

Vladimir Putin and Ukrainian counterpart Petro Poroshenko had agreed in a phone call that the truce was holding. Fighting also broke out early yesterday on the northern outskirts of rebelheld Donetsk, the region’s industrial hub. A Reuters reporter saw plumes of black smoke filling the sky near the airport, which has been in the hands of government forces. “Listen to the sound of the ceasefire,” joked one armed rebel. “There’s a proper battle going on there.” The two cities then turned quiet for much of yesterday, but a Reuters witness in the early evening reported several mortar blasts within the city confines of Donetsk. They damaged a bridge where the rebels had erected a roadblock.

In a new report on the conflict, Amnesty International accused both the rebels and Ukrainian militia of war crimes and it published satellite images it said showed a build-up of Russian armor and artillery in eastern Ukraine. “Our evidence shows that Russia is fuelling the conflict, both through direct interference and by supporting the separatists in the east. Russia must stop the steady flow of weapons and other support to an insurgent force heavily implicated in gross human rights violations,” Amnesty’s secretary-general, Salil Shetty, said in a statement. Moscow denies dispatching forces or arming the rebels despite what NATO says is overwhelming evidence to the contrary.

After Syria and Iraq, Islamic State makes inroads in South Asia PESHAWAR/DERA ISMAIL KHAN Pakistan (Reuters) - Islamic State pamphlets and flags have appeared in parts of Pakistan and India, alongside signs that the ultraradical group is inspiring militants even in the strongholds of the Taliban and al Qaeda. A splinter group of Pakistan’s Taliban insurgents, Jamat-ul Ahrar, has already declared its support for the well-funded and ruthless Islamic State fighters, who have captured large swathes of territory in Iraq and Syria in a drive to set up a self-declared caliphate. “IS (Islamic State) is an Islamic Jihadi organization working for the implementation of the Islamic system and creation of the Caliphate,” Jamat-ul Ahrar’s leader and a prominent Taliban figure, Ehsanullah Ehsan, told Reuters by telephone. “We respect them. If they ask us for help, we will look into it and decide.” Islamist militants of various hues already hold sway across restive and impoverished areas of South Asia, but Islamic State, with its rapid capture of territory, beheadings and mass executions, is starting to draw a measure of support among younger fighters in the region. Al Qaeda’s ageing leaders, mostly holed up in the lawless region along the PakistanAfghanistan border, are increasingly seen as stale, tired and ineffectual on hardcore jihadi

social media forums and Twitter accounts that incubate potential militant recruits. Security experts say Islamic State’s increasing lure may have prompted al Qaeda leader Ayman al-Zawahri to announce the establishment of an Indian franchise to raise the flag of jihad across South Asia, home to more than 400 million Muslims. Seeking to boost its influence in the Afghanistan-Pakistan region, a local cell with allegiance to Islamic State has been distributing pamphlets in the Pakistani city of Peshawar and eastern Afghanistan in the past few weeks, residents said. The 12-page booklet called “Fatah” (Victory), published in the Pashto and Dari languages of Afghanistan, was being mainly distributed in Afghan refugee camps on the outskirts of Peshawar. A top official at India’s Intelligence Bureau in New Delhi told Reuters: “The problem is we know so little about this network or who is acting on their behalf here. “We know roughly where the Lashkar-eTaiba, the Indian Mujahideen (organizations backed by Pakistan) support groups are, where they make contacts. But this is a different challenge. Youth getting radicalized in their homes on the Internet, in chatrooms and through Facebook are not easy to track.”

UK scrambles to promise more powers if Scots reject independence (Reuters) - The British government is scrambling to respond to a lurch in the opinion polls towards a vote for Scottish independence this month by promising a range of new powers for Scotland if it chooses to stay within the United Kingdom. British finance minister George Osborne said yesterday that plans would be set out in the coming days to give Scotland more autonomy on tax, spending and welfare if Scots vote against independence in a historic referendum on Sept. 18. Prime Minister David Cameron had, ironically, vetoed a third ballot option for greater devolution, betting that the stark choice of yes or no to independence would deliver a clear victory for the status quo as cautious voters turned away from an uncertain future. That looked like a precarious calculation after a YouGov poll for the Sunday Times showed supporters of independence had taken their first opinion poll lead since the referendum campaign

George Osborne began. With less than two weeks to go before the vote, the poll put the “Yes” to independence campaign on 51 percent and the “No” camp on 49 percent, overturning a 22-point lead for the unionist position in just a month. “You will see in the next few days a plan of action to give more powers to Scotland ... Then Scotland will have the best of both worlds. They will both avoid the risks of separation but have more control over their own

destiny, which is where I think many Scots want to be,” Osborne told the BBC. “More tax-raising powers, much greater fiscal autonomy ... more control over public expenditure, more control over welfare rates and a host of other changes.” Osborne said the changes, being agreed by all three major parties in the British parliament, would be put into effect the moment there was a ‘no’ vote in the referendum. His comments echo those of former British Prime Minister and opposition Labour party lawmaker Gordon Brown, who said on Friday he would spearhead a push for Scotland to gain more powers if it voted against independence. All three major British political parties have already set out differing proposals on extra powers for Scotland if it rejects independence. Former finance minister Alistair Darling, who is leading the pro-union Better Together campaign, said the upcoming plans would not go beyond these.

Williams cops Lezo Import and Media XI go down to Gas Masters Online Shopping cycle race Marlon ‘Fishy’ Williams overpowered Michael Anthony to capture the Lezo Import and Online Shopping 30-lap cycle race yesterday at inner Circuit of the National Park. Williams clocked 1 hour 04 minutes and 42 seconds to cross the finish line just ahead of Michael Anthony. Alonzo Greaves placed third, Godfrey Pollydore fourth, Raynauth Jeffery fifth and Mario King sixth. The race, which attracted 33 starters, was led by Jeffery early on, but he was strongly followed by Williams, Anthony, Greaves, King and Pollydore. Williams and Anthony made their presence felt from as early as lap six, and their efforts

were hardly match as they separated themselves from the bunch in scorching heat. The duo shared the remaining primes and the fans were eagerly waiting to see the closing stages which was ridden at an awesome pace from the start by some of the nation’s leading cyclists. Williams and Anthony began the final lap some distance from the bunch and rode shoulder to shoulder, but it was Williams who edged his rival by the slimmest of margins at the finish line. Williams grabbed 14 primes, Anthony 13 and Jeffery two. The first sixth finishers were rewarded.

1st Dhaka Bank Test

Chanderpaul, Benn put Windies in control but rain could aid Bangladesh’s cause By Sean Devers in St Vincent In association with Sterling Products Ltd, Universal Sports Store, Payless Varity Store & Carib Beer A dogged unbeaten 85 from 309 minutes and 226 balls with six boundaries from veteran Guyanese Shiv Chanderpaul and 5-39 from 24.4 overs from Bajan left-arm spinner Suleiman Benn put West Indies in a firm position to take a 1-nil lead in the two-Test Dhaka Bank series at the Arnos Vale ground here in St Vincent when the third day’s play in the first Test ended yesterday with Bangladesh being bowled out for 182 in reply the 4847 declared made by the host. Only Mominul Haque who struck seven fours in 51, Skipper Mushfiqur Rahim who was unbeaten on a fighting 48 from 79 balls and 134 minutes with six fours and Shamsur Rahman (38) offered any resistance AS Benn sliced through the Bangladesh innings on a flat track and heavy outfield to leave the visitors 103 runs short of the follow-on target. West Indies enjoy a lead of 302 runs but their decision regarding the follow-on would be announced this morning. Resuming on 407-3, West Indies lost Kraigg Braithwaite when played a sweep at left-arm spinner Taijul Islam and spooned a catch to short fine leg to end his 161-run stand with Chanderpaul after both batsmen showed positive intentions yesterday morning after scoring at a

depressing run rate of 2.5 on the second day. Braithwaite, the third youngest West Indian, behind George Headley and Sir Garfield, to score a Test century, added just seven to his overnight 205 before the 21-year-old Bajan departed at 422-4 after joining Brian Lara and Tamin Iqbal as the only batsmen to score a century at this venue Jamaican Blackwood, who scored a fifty on debut against New Zealand in Trinidad before being dropped for the final Test of that series in Barbados, returned to the team but did not last long as he looked to attack in the interest of the team. Blackwood (10) played around a ball from Rubel and was trapped LBW at 451-5, while Skipper Denesh Ramdin (5) soon skied Taijul to short mid wicket as the hosts, hunting quick runs, slipped to 466-6. Jermaine Taylor has a Test century to his name and got off the Mark with an effortless six and followed it up with a four while Chanderpaul stroked Rubel down the ground for four as he approached his 30th test ton and fourth against Bangladesh. But once Taylor was taken at long-on going after Taijul for 10 to give the spinner his fifth wicket, Chanderpaul, maybe realizing that he did not have enough time to reach his hundred without taking undue chances, seemed to be satisfied with recording his 47th not out at this level when the declaration was made with an hour and 10 minutes left in the morning session. This was the 34th time Chanderpaul has not been

dismissed in 93 Test innings where he has scored more than 50 and he was aided by Mushfiqur Rahim who missed a stumping chance in the 155th over off Taijul, who captured 5-115 from 47 overs on debut. By lunch Bangladesh had reached 41-2 after losing Tamin (1) to Kemar Roach and Imrul Kayes (9) to Taylor at 18-2, both to slip catches by Darren Bravo to start the slide in sunny conditions. By Tea, the visitors had lost two more wickets after Shamsur and Mominul had staged a recovery by taking the score to 80 before Benn removed Shamsur to another catch at slip off Bravo, while Mominul edged Shannon Gabriel to the Keeper on the stroke of Tea. After the break only Shuvagata Hom (16) reached double figures as Rahim ran out of partners as part-time off-spinner Jermaine Blackwood (2-14) got rid of Mahmudullah (7) and Nasir (2) to sink Bangladesh, who beat the West Indies on this ground by 95 runs five years ago, to 118-6. Benn then completed the demolition job by removing the last four batsmen to capture his fourth five-wicket haul in Test cricket as Bravo finished off the innings with his fifth catch. West Indies will be keen to finish off this match as quickly as possible since this is in the middle of the Hurricane season here and thunder storms are forecast for today. Scores: West Indies 484 for 7 dec (Brathwaite 205, Chanderpaul 85*, Taijul 5135) lead Bangladesh 182 (Mominul 51, Mushfiqur 48*, Benn 5-39) by 302 runs.

Some members of Gas Masters pose with their trophies after the game. Despite a valiant effort, Guyana Media XI went down to Gas Masters by 29 runs in a feature T20 match on Friday afternoon last at the Everest Cricket Club ground, Camp Road. Batting first after winning the toss, Gas Masters, led by 88* from Saeed Mohamed reached 157-4, before good bowling restricted Guyana Media XI to 128-8 when the overs expired. Seamer Ishaka Jackman gave Guyana Media XI a fantastic start, uprooting the legstump of Chandrika Jeenarine (00) off the fourth ball of the innings, before trapping the other opener Fazleem Mohamed (00) via the same route in the third over as Gas Masters slipped to 12-2. The burly S. Mohamed, who came in at three and the experienced Ramo Malone repaired the damage with a workman-like partnership of 28, before the latter was brilliantly caught by Esan Griffith running back from wide mid-off to take a diving catch on the rebound. Malone went for 19 (1x4), handing debutant leg-spinner Shahrukh Imran his first wicket at 40-3 in the ninth over. Skipper Nadir Baksh joined Mohamed and the pair batted to the water break, which was taken at the end of the 10th, 51-3. After the resumption, the pair proceeded to dominate the Media XI bowling attack, racking up 106 from the last 10 overs during a partnership of exactly 100 runs for the fourth wicket in nine overs. Mohamed, who was dropped by Roberts at mid-off on 13, brought up his fifty off 34 balls with his seventh boundary, while Baksh played the perfect foil, rotating the strike and putting away the bad balls when they were offered. The partnership ended when Ravi Persaud threw down the stumps at the non-striker end with Baksh short of his crease as they attempted a single at 140-4 in the 19th over. Baksh’s innings included one towering six. After his dismissal, Mohamed continued

to bat with ease, finishing strongly with a few fours in the death overs to take Gas Masters to 157-4. His innings spanned 52 balls and included 15 sweetly timed boundaries. Bowling for Guyana Media XI, Jackman ended with 2-11 from four overs, while Imran had 1-32. Faced with an asking rate of 7.9, the Media XI lost openers Rajiv Bisnauth (03) and John Ramsingh (16) inside the six-over Powerplay, which yielded just 28 runs. Keon Blades, promoted as a pinch-hitter, and Ravi Persaud took the score to 45 in the ninth over before Blades was bowled by Harish Loaknauth for seven (1x4), and Persaud 14 (1x4) followed soon after at 60-4 in the 12th over. Daniel Singh and Avenash Ramzan then posted the best partnership of the innings, adding a brisk 47 in six overs, but their efforts were a tad late as the required rate jumped to 12 an over. Singh, who was the aggressor, hit three fours in a top score of 32, while Ramzan made 10. Roberts and Imran struck a pair of boundaries each in the dying stages, scoring 13 and 10 not out respectively, as the Media XI closed on 128-8. Bowling for Gas Masters, S. Mohamed claimed 2-16, while there was one apiece for Terry Narine, Jeenarine, Loaknauth and Talish Ramotar. Gas Masters collected the winner’s trophy, while Media XI copped the runner-up trophy. Mohamed was named man-of-the-match and Best Batsman for Gas Masters, while Narine was named Best Bowler for the winning team. For the Media XI, Singh was named Best Batsman while Jackman copped a trophy for being the Best Bowler. Both teams have expressed gratitude to Executive of the Everest Cricket Club for uses of the facility. Meanwhile, the Media XI is expected to be back in action again next Sunday against Jasper Renegades at the YMCA ground, Thomas Lands.

GBL after School Baseball Programme begins September 8 The Guyana Baseball League will start its after school baseball programme beginning today 8th September 2014 at the Queen’s College playground, Georgetown. Sessions run Monday to Friday from 3pm to Sunset and the programme is open to children ages 5 and older. Registration can be done at the ground and parents can select practice days for their children. The after school programme will be headed by Coach Harold Castillo of Cuba and supported by a cadre of local coaches, the programme seeks to build on the GBL summer camp which was well attended but severely hampered by inclement weather. “At this point in our development we

Sports officials updated on intricacies of banned substances at WADO workshop

Minister of Sports, Dr. Frank Anthony (right) and President of the GOA points to the message, displayed at the workshop Saturday morning. The widespread use of anabolic steroids and other performance enhancing drugs has tainted the sports landscape worldwide and officials are valiantly advocating the minimization, or better yet, the total eradication of such practices. Towards this end, these officials remain adamant that education is the sole means by which the stakeholders can become aware of these practices thus fostering new approaches to the elimination of the scourge. It was with this focus that the Caribbean arm of the World Anti-Doping Organization (CRADO), the Regional Anti-Doping Organization (RADO), organized a workshop for affiliates of local sports Associations/Federations at the National Resource Centre, Woolford Avenue Saturday morning. Conducted under the theme, ‘Understanding AntiDoping and the Requirements to Keep Athletes Clean,’ the forum attracted more than 50 representatives from the local administrative sports landscape along with top government officials including Minister of Culture, Youth and Sports, Dr Frank Anthony, Permanent Secretary within that Ministry and CRADO Board Member, Alfred King, President of the Guyana Olympic Association, K A Juman Yassin and other popular personalities within the sports sector. Minister Anthony delivered the feature address and lauded the organizers for what he described as a comprehensive programme. He also expressed his regards, on behalf of the government, to officials of the RADO while reflecting on the fact that

doping is as old as organized sports. He said that officials operated devoid of the methodology for testing until 1928 when the International Amateur Athletic Federation (IAAF) took an assertive stance and banned the use of illicit drugs in sports. Minister Anthony said that 30 years onward, following the world famed event, Tour de France, when officials were pressured to intensify efforts to curtail the scourge. France was then credited with being the first nation to implement antidoping legislation. “In 1999, the International Olympic Committee (IOC) introduced the first anti-doping legislation and world sports administrators now operate on a common platform,” informed the Sports Minister. He reiterated the ill effects of drugs on athletes and said that he was impressed with the work of WADA over the years. Minister Anthony also noted that on many occasions the athlete is unaware that he/ she is using banned substance; he said that officials are concerned that influential individuals associated to the athlete might be instrumental in the administration of the banned substances. He said that officials have since widened the net to sanction those persons in their bid (WADA officials) to truly contain the scourge. He subsequently warned the athletes and officials responsible for their sports training, to familiarize themselves with the wide list of banned substances in order to familiarize themselves. “The smarter athletes become in attempting to avoid detection, so too are international organizations engaging in research to

detect these (illicit) drugs before instituting sanctions,” said Mr. Anthony. He said that the onus is on the athlete to educate him/herself on the issues pertaining to the subject as there is much to be learnt. Earlier, Mr. Alfred, who delivered opening remarks, noted that doping is now a public issue and need to be addressed. His remarks were preceded by those of Ms Tessa Chaderton Shaw, Executive Director of Caribbean RADO, who spoke on the role of the RADO and the 2015 World Anti Doping Code, therapeutic Use Exemption and results management. Later in the day, several facilitators spoke on varying topics including Sasha Sutherland; Executive Assistant (CRADO), on the doping control process, Karen Pilgrim and Charles Corbin, Doping Control Officers of CRADO, discussed the doping control process while Dr Navindranauth Rambaran, another doping control officer of CRADO, spoke of the 2014 prohibited list of drugs.

GCB senior Inter County 50-over continues...

Essequibo and Berbice battle for final berth, Demerara take on U-19 By Zaheer Mohamed A place in the final is up for grabs when Essequibo take on Berbice in third and final preliminary round of the Guyana Cricket Board (GCB) senior Inter County 50-over tournament today at the Everest Cricket Club. Demerara have already assured themselves a final berth and their fixture against the National U-19 team at Bourda is of academic interest since the latter have lost their previous matches. Berbice only managed 88 in their second round game against Demerara at Wales, while Essequibo scored 152 against the same opponent at the said venue, but the difference is Berbice batted second and Essequibo first; Demerara struggled chasing against Essequibo as well. Essequibo wicketkeeper batsman Kevon Boodie became the first player to score a double century at this level when he achieved the feat at DCC in the second round against the National U19 team who only recently copped Guyana’s first double at the regional level; they won the 3-day and 50-over format. Another good showing by Boodie, who hails from the East Bank of Essequibo, can land him a place in the national team. Essequibo no doubt have a talented team despite missing fast bowler Ronsford Beaton (West Indies A) and Dillon Heyliger for some reason. Their top order has provided them with good starts so far with Norman Fredericks partnering Boodie. Royan Fredericks and Ricardo Adams are capable batters, while their bowling have been admirably led by Anthony Adams and Ricardo. Berbice can expect a

Clements, Deonarine, Keon Joseph and Raun Johnson. The in-from Trevon Griffith and Andrew Lyght Jnr are two dangerous opening batsmen and the U-19 will be wary of them. With Christopher Barnwell, Steven Jacobs, Robin Bacchus and Shemroy Barrington Demerara possess a decent middle order while all-rounder Paul Wintz, Raj Nanan and Jacobs are expected to spearhead their bowling. Zaheer Mohamed, Amir Khan and Chanderpaul Hemraj missed the second round due to the flu virus and their place in the final 11 will depend on how fast they recover. Essequibian Keemo Paul is the most consistent cricketer in the U-19 team and a lot will depend on him once again with both bat and ball. Tagenarine Chanderpaul, Shimron Hetymer, Ashkay Homraj and Balchan Baldeo are all talented players, but they must up their game since this is a higher level. Steven Sankar and Sharaz Ramcharran will spearhead their spin attack. Both matches get underway at 09:00 hrs.

tough battle and Narsingh Deonarine men will have to better their performance at Wales if they are to prevail. Consistency should be the key word for Kandasammy Surujnarine, Devon Clements, Anthony Bramble and Jonathan Foo. Seon Hetmyer is a talented player and there is no doubt in Deonarine ability. Veerasammy Permaul has only managed two wickets so far, nevertheless their bowling attack is a strong one with the likes of Gudakesh Motie Kanhai,

ROYALS WIN AGAINST BULLS T h e Vi c t o r y Va l l e y Royals reigned supreme over the Half Mile Bulls to take their 20th Anniversary Basketball championship 73-54 thus claiming the top prize of $70,000 which was put up by their former national women’s coach and founder Linden Alphonso as the Amelia’s ward jets took the third place from kings with a 4643 win. Royals entered the final having taken care of

the third ranked Jets on Saturday night, while the Bulls, rated number five, shocked Kings as Terron Welch raked in 40 points in the 76-46 demolition triumph. However, it all boiled down to the final where the third ranked Royals were never going to entertain their opponents as they took control early to lead 14-12 when the first quarter expired. By half time Royals

were leading 40-32 and with the balanced scoring proving too much for the Bulls to stop, it was a 6542 score going into the final quarter.
