Guyana pledges enhanced economic st trade relations … as Brazil celebrates 191 anniversary Enhanced economical commitments were made last evening as Guyana paid tribute to Brazil on the occasion of its 191st anniversary as an independent nation.

President Donald Ramotar pledged enhanced economic trade and social relations between Guyana and Brazil, during a cocktail reception, hosted at the Brazilian Ambassador's residence, Church Street, Queenstown, Georgetown.

“We pay tribute to all the sacrifices made by the many generations who struggled and resolved to provide a firm foundation of this great nation.”

President Ramotar noted that in Guyana's efforts to secure prosperity and improved quality of life in for its people, the Government has embarked on a number of initiatives to create new job opportunities and promote development in key sectors, especially in health, education agriculture and infrastructural development.

Citing the collaborative efforts between the two countries, the President “welcomed the conclusion of the Memorandum of Understanding (MOU) on infrastructural projects” last July.

This mechanism

provided the framework for joint collaboration of the Hydro power resources, the upgrade of Lethem Linden and the development of the deep water port in Guyana.

“We encourage greater Brazilian investment in economic and social sectors of our country…We know that the anticipated development will not happen like a change in the weather it is a process and through determined actions and firm commitment not only on the part of the Government but by the people of our country we will achieve great heights” He underscored that Government is also seeking to develop more focused cooperation programmes and other traditional partnerships with more active policies of likeminded countries. “ We h a v e a l r e a d y witnessed positive results in the case of Brazil we have made significant advances especially in a wide range of areas. This increased level of cooperation and contact which we have witnessed is a demonstration with which we view our relations.

“It is envisaged that the enhancement of the Guyana/Brazil partnership will increase the prosperity of its people and benefit the region as a whole.”

Agri Ministry to set up livestock farm, dairy plant The Government of Guyana, via the Ministry of Agriculture, is looking to allocate 500 acres of land to at least five co-op groups, for the purpose of setting up a livestock farm here.

This was according to Minister of Agriculture, Dr. Leslie Ramsammy, who said that the development of such an initiative would help Guyana to reduce the very high and worrying food importation bill.

He said that the Ministry of Agriculture will be collaborating with the

Mahaica/Mahaicony and Abary Agricultural Development Authority, as well as the Guyana Livestock Development Authority to implement the initiative.

members of UNASUR (the Union of South American Nations) and most recently in MERCOSUR. Brazilian Ambassador to Guyana, Luiz Seixas DeAndrade, said that the Brazilian Government intends to pursue measures to remove the barriers that impede Guyanese exports across the border.

According to the Brazilian Ambassador the joint commission between

the two countries will open new avenues for Brazilian companies to invest in potential projects of Guyana with realistic perspective of taking economic and trade relations to higher levels.

“Technical cooperation has been provided to look at the training of Guyanese technicians, to look at sanitary certification. This will allow for the sale of value added quality Guyanese food and drinks to

Brazil.”

The opening of the Takutu River Bridge has boosted communication linkages between the two countries resulting in an influx of Brazilian entrepreneurs within Guyana's economic sector, the Ambassador said.

Earlier this year, Guyana and Brazil had a third meeting of the joint commission of the group on consular cooperation, police cooperation and drugs and the

fourth bilateral meeting.

The two South American countries have also been implementing together cooperation in a number of technical areas of aquaculture, corn, soybean and rice.

Cooperation between Guyana and Brazil has also been very fruitful in the military area, resulting in the visit of the Brazilian Minister of Defence, Celso Amorim.

Veterinary diagnostic lab likely by November T h e Ve t e r i n a r y Diagnostic Laboratory at Mon Repos, East Coast Demerara, is expected to be completed by November.

Agriculture Minister, Dr. Leslie Ramsammy said that he visited the site recently, and that construction of the facility was just about 55 percent completed.

The Minister expressed satisfaction with the progress of the work, noting that he is confident that the aforementioned deadline will be met.

At a cost of US $2.5M, Dr. Ramsammy said that the lab will have the capability to test, detect, and diagnose diseases affecting animals.

This ability will ultimately improve the livestock sector.

The laboratory is being built where the Animal Health Laboratory once stood, and because the old facility was hardly ever used, and had not been functioning as a full-fledged lab, it was demolished and redesigned.

Dr. Ramsammy explained that the Animal Health Lab was operating as sample holding facility, and that tests had to be done overseas. However, with the new diagnostic lab, the Minister explained that the resources will be made available to allow for testing

He noted that when the laboratory is commissioned November month end, it will be equipped to test for brucellosis which is caused by bacteria, and affects mainly sheep, goats, pigs, cattle, and dogs; bovine (cattle) diseases; leptospirosis; and tuberculosis among others.

The needed equipments for the facility has already been procured and will be installed upon completion of the lab, Ramsammy said.

The Minister noted also that his Ministry is working to have the laboratory accredited, so that the tests done here can be recognized abroad.

Kaieteur News that the Veterinary Diagnostic Lab is critical as Guyana move towards consolidating its food security and lowering its high importation cost.

It was further noted that soon, there will be a database o n t h e Ve t e r i n a r y Practitioner's Act, and a Veterinary Council will be set up to register all veterinarians and veterinary technicians across the country.

Ramsammy also made mention of the Animals (Movement and Disease Prevention) Act, which is intended to address the wellbeing of animals.

He said that wanting to improve the quality of meat produced locally, especially

for exports, would call for healthy animals, thus, a credible animal health lab is necessary.

The challenge to local producers The changing landscape may not be for the better in the eyes of some Guyanese. Many see themselves slowly being pushed aside in the name of development. For example, local contractors are finding it hard to compete for major projects largely because they do not have the resources and surely because they do not have the experience.

Those who have undertaken projects that the large contractors find not to be feasible to undertake are struggling to even get started. The current spate of four-lane highways is being undertaken by local contractors who are meandering from one problem to the next.

Many do not have the heavy duty equipment needed and most do not know what needs to be done after the material has been procured.

Generally, the trend would be to hire those knowledgeable with the various aspects of the project but the Guyanese would not want to pay. They simply watch their pockets and provide to the best of their ability. The result is substandard work that proves more costly that the professional job.

To compound the issue Guyanese tend to work on roads when the traffic is at its busiest. In other countries, the drop in traffic sparks the most work hence most road works in the metropolis are done at nights.

In the past when there were large foreign contractors the authorities created conditions for locals to work alongside the foreign contractors. The aim was that the locals would learn and would later take control of such situations. This is what Singapore did and today it is a First World country with all the requisite skills to the point that it actually builds cars. It is also a prominent player in the information technology sector, globally.

For the records, Singapore and Guyana were at the same place in history a mere sixty years ago. Its people like those in rural Guyana, lived in thatched huts. Skyscrapers have replaced these humble abodes.

Just now, Guyana granted a contract to a Chinese contractor for the erection of a Marriott branded hotel. The contractor employed no Guyanese despite the protests by the various political groups. The government said that it was contented with the arrangement because the Chinese complained that the presence of Guyanese would have slowed the project.

The same thing might have been the case on the airport expansion project but for the threat of hostile action from certain quarters.

Now there is a new development and it involves providing a forum for large international companies to exhibit their products and to seek local markets. Through GuyExpo, Guyana began to exhibit local products and producers. The organisers invited foreigners to view the exhibits and to woo the local investors.

The then administrators insisted that local producers needed a boost and they created that opportunity through the exposition. Today, the exposition seems to be serving a different purpose. It appears to be a location for major international producers to entice local shoppers.

The Chinese are known to produce cheap goods in large quantities. They are supposed to be coming for GuyExpo with the largest of the contingents from any part of the world. For sure they will be bringing some products never seen in Guyana but which would be in demand. Of course, Guyana would have the local substitutes.

The end result is that the Chinese product would be cheaper and more abundant than anything Guyana can offer. The exposition, then, will help place nails in the coffin of local producers unless they actually produce something that no foreigner is likely to exhibit next month.

Local producers are not being protected and local industry would shrink even faster than it is now.

The same situation exists in the field of agriculture.

The UN needs to be much more proactive with respect to the Syrian crisis DEAR EDITOR, The Syrian crisis has brought to the surface the changing and complicated nature of global politics and international diplomacy. Gone are the days when decisions on war and peace were made on the basis of superpower politics, where states got sucked into taking positions on issues depending on where they stood on the political/ideological divide.

This reality has now dawned on the US administration, in its attempt to get international support for its decision to inflict “limited’ warfare against the Assad regime over its alleged use of chemical warfare against opponents of the Syrian government, who for over two years have been engaged in a bitter struggle to unseat the Assad regime.

The world balance of power has changed significantly since the collapse of the World Socialist System and the ultimate disintegration of the Soviet Union. Prior to the 1980s, military interventions by one or the other of the two superpowers - as represented by the United States and the USSR - were held in check by the threat of each other’s military might under the doctrine of mutually assured destruction (MAD).

Those were the days when the arms race between the two superpowers was at its zenith, with both sides stocking up weapons of mass destruction in the form of medium and long range missiles which had the potential of reaching strategic targets. Several treaties were arrived at to limit each other’s military and strategic reach, including what was popularly known as the Strategic Arms Limitation Talks (SALT).

There were also two competing military blocs in the form of the North Atlantic Treaty Organization (NATO) led by the United States and the Warsaw Pact led by the then USSR. With the

collapse of the Soviet Union, the Warsaw Pact became defunct even though the North Atlantic Treaty Organization continues to exist, albeit with a new mandate.

It is important to draw attention to the above, if only to demonstrate that the world has changed since the days of the Cold War. The United States today no longer enjoys the uncritical and almost instinctive support it had in previous years from its western allies, who are today much more circumspect and restrained in terms of their support for military intervention in sovereign states, which as in the case of Iraq and Syria were considered “rogue states”.

Unlike what happened in the case of military intervention in Iraq - when the United States managed to put together a “coalition of the willing” which saw a number of western powers lending military support – the US is now finding itself increasingly isolated in its desire to get military backing. Britain, for example, has declared in no uncertain terms its unwillingness to get involved militarily in the conflict. The authorities in France are facing strong opposition in terms of its possible involvement in the conflict, with opposition parties calling for parliamentary endorsement of any military involvement.

In the United States itself, President Obama, having signaled a decision for military strikes in Syria, is now seeking to have congressional approval, a move that has effectively delayed any imminent strike. Strong attempts are being made to lobby Republican support for military action. The prevailing mood in the United States and other western countries seems not to favour military action, having learnt from the bitter experiences of Iraq and Afghanistan, where thousands of lives were lost, including a significant

number of Americans, without any real prospects for a lasting resolution to the crisis.

In the case of Syria, the situation is not helped from a United States perspective by the positions taken by both China and Russia, who are insisting on a United Nations Security Council consensus on the matter before the commencement of military action.

Both China and Russia have veto powers in the UN Security Council, which makes it all the more problematic for the United States to get its way on the issue of military strikes.

Meanwhile, the killings in Syria continue unabated, with Syrians fleeing by droves to neighbouring countries, in particular Lebanon. Over one hundred thousand lives were lost since the crisis began two years ago, not to mention the billions of dollars lost by way of destruction to property.

The Syrian crisis has demonstrated the fragility and inability of the international community to come up with solutions to conflict situations, not only in Syria, but other crisis flashpoints. Syria is crying out for help.

What is required is a meeting of minds by important policy makers to bring to the table all the parties to the conflict with a view to finding lasting solutions.

At a more fundamental level, there is need for conflict management skills to deal with potential conflict situations before they reach critical levels, as in the case of Syria. Military solutions have not proven effective and as is so often the case, turn out to be counterproductive and much more costly. The United Nations for its part needs to be much more proactive in finding a diplomatic solution to the Syrian crisis rather than allowing the situation to degenerate further.

The area around Parliament can be clean and beautiful only if the political will exists DEAR EDITOR, A year ago I wrote pleading with the authorities to give the entire external area around parliament a good facelift. I wrote thus, “My heart bleeds every time I pass by the Parliament Building which sits amidst the most foul-smelling part of the City of Georgetown.

The pavements around it are a favourite sleepover spot for vagrants, a haven for touts, an open-air public convenience, a ganja smokers’ paradise, a spot for junkies to congregate, a dumping ground for garbage…”

I further observed that, “The Parliament Building is probably our most important symbol of nationhood, independence and selfdetermination; to have it submerged in filth and overgrown by a shantytown are telltale signs of a country falling apart at its foundations.” (SN Sept. 8, 2012).

It was heartening to pass around that area yesterday and see a lot of upgrade works in progress. Because of a heartfelt desire to see this institution of pride in good aesthetically order, I did some sleuthing and got details about the nature and

A year ago I observed the continuing practice among parliamentarians to sit behind, “guarded steel barricades to insulate themselves and numb their consciences to the real

degradation of the rest of society while they sip tea and cast legislative dice for the destiny of our souls.”

As such, this piece seeks to plead with the relevant entities, among them The Mayor and City Council (M&CC), to seek assistance from the Ministry of Human Services to rid the area of the destitute and imbecilic. The M&CC in partnership with the management of the parliament office should also seek assistance from the Ministries of Works and Local Government to repair the west and south pavements, along with the cleaning and rebuilding of the west side gutter.

Further, I recommend the dismantling of the current makeshift security hut at the back (Hadfield Street side) of the parliament building and an adjoining extension (Continued on page 5)

Unemployment and private sector working hours DEAR EDITOR, Each day you open the newspaper, it is always about the Amaila Hydro Project. As a Guyanese, I stopped reading about it a few weeks ago, and I am sure many other Guyanese have stopped too.

It is like children writing each other, trying to justify something.

In life, people do not want to hear what are the issues, we need solutions, I remember many years ago my boss telling me, ‘do not bring problems to me, tell me what are the solutions to deal with those problems’.

It is good to read that Qualfon will be opening a new office at Providence, possibly in the next two years.

If it is true that 6000 people will be employed or even half of that number, it is still better for the working class in Guyana.

Now to the subject of this letter.

I would like to make some suggestions to the Private Sector, Ministry of Labour, and to all those that are involved in helping to reduce the nation’s unemployment and to share the pie to almost everyone.

The reason I used the word almost, is because many people might not agree with my suggestions, but if we are a Cooperative Republic, then why should anyone have any issues?

Almost all the developed countries’ private stores, supermarkets, malls, shops, bars etc., are open 12 or more hours per day for many reasons, here are some of them:(1) Have double employees (6 hours per shift) – more people are employed (helping the Government) (2) Increased profit/sales.

(3) Encourages employment and of course,

reduces unemployment (4) Assists in the development of the country (5) Caters for workers who work late and need to shop (6) Caters for people who generally like shopping late and not during the day, but in the evening.

(7) Caters for family shopping (this means the whole family comes, instead of just mom or dad, (builds togetherness).

The Government should work with the private sector at changing their business hours, possibly from 8am to 8pm (12 hours) with double shifts. This means we will employ double the people we presently have employed, Georgetown will be busier and more money will circulate.

There will be more spending for everyone as you will have more people with jobs.

The security sector should be involved in the discussion for the protection of all. The operators of minibuses, taxis and other forms of transportation will operate later, to everyone’s benefit. Not only the private sector will gain based on more spending, but so will the Government, on NIS contributions, employment tax, etc.

This can also be a benefit for part time work of young people going to university and for parents that do not need a full time job. Families will have more spending opportunities and will be able to support their households better. This can reduce many social issues affecting the country.

I hope the people that have the power to make some changes for all, read, understand and possibly implement the above mentioned in the near future.

I wish to further recommend that the derelict build-

ing on the west side of the building, now occupied by vendors, be dismantled and vendors be suitably relocated.

I will be bold enough to further suggest that if there is a shortfall in allocation of funding, each parliamentarian should give up their parliamentary meal/snack for the first sitting after the recess and take their own snack to that first session and use the nearly two million dollars to help fund the restoration of external beauty of the country’s most important constitutional law symbol.

Australia’s electoral system can be a model to democratise Guyana DEAR EDITOR, There is significant disgruntlement with our political system established in December 1980 that allows an elected minority to run the affairs of the state.

This has led to political paralysis since December 2011 after the voters rendered a split verdict.

The system also allows political leaders to forcibly impose unpopular Members of Parliament (MPs) and Ministers on the population.

Even the parties foist unacceptable, dour, uncharismatic leaders on their supporters, when others are more popular.

Our political system is in dire need of radical change to make it thoroughly democratic, so that people are offered choices of political leaders and candidates as MPs, and by extension as Ministers. In addition, we need a political system that mandates that any government must be supported by a majority of elected MPs. If, for example, no party wins a majority of seats in elections, then the system must force the formation of a coalition arrangement in order to prevent the political paralysis that has characterized governance since the last elections.

In looking at some of the persons serving in parliament, would any Guyanese seriously consider giving them a second look if they had applied for a nonpolitical job? The voters need choices, so that they can select the best persons among the lot to represent and serve them.

Our political system does not offer choices, as we vote for the party and the leadership imposes the MPs on their supporters. I think we should look to reforming the system, perhaps emulating the Australia electoral system and political structure that is very democratic in nature and that offers voters preferences in terms of the candidates being offered by the parties.

Australia holds elections soon, with opinion polls suggesting that the incumbent Labour Party led

by Kevin Rudd (since last June), in coalition with the Greens, will be defeated by the opposition Coalition led by Tony Abbott of the Liberal Party. Because Labour does not have a majority, it was forced to form a coalition with another party.

A similar coalition would have been formed in Guyana had we the retained the political system handed down by the British, instead of Burnham changing it to

allow a minority to govern the majority. I visited Australia sometime ago and have studied its political system during my doctoral studies in comparative politics.

Australia’s electoral system allows voters to rank their candidates when they cast their votes, so that a winner is chosen by a majority (not a plurality) of their preferences.

In this way, a candidate becomes a true selection of the voters as representative (preferred by voters) of a district (or division as a district is called in Australia) and not necessarily imposed by the party leadership as in Guyana’s PR system. Thus, although Labour is trailing in the opinion polls, it could win more seats than surveys project, based on people’s preferences.

The Australian electoral system offers voters an order of “preferences” in the selection of representatives, resulting in the most liked candidate (with a majority) being chosen to represent a district. If a candidate does not get a majority, (the second or third) preferences are added and the candidate with

majority of preferences wins.

Although people generally vote for a party, the candidate could help to make a difference in certain areas, adding seats to a party, and it is a system that could be ideal for Guyana, given the unpopularity (an understatement) of some political figures of the parties.

Unlike in Guyana, Australia has a bicameral or two-chamber parliament — House of Representatives and the Senate.

Guyana should also give consideration to having a similar bicameral legislature as we had prior to 1968 - to allow for greater use of talent of non-political people.

Guyana also needs a mandatory system in which supporters of a party are given the power to select the leadership and its executives.

The delegate system is undemocratic as it is subjected to political manipulation and even outright fraud.

The members should be allowed to vote for their party’s leaders. In bourgeois democracies like Australia and even imperialist America, party members choose their

leaders in competitive elections that are held at regular intervals, and one can join a party anytime and be given voting rights.

Why shouldn’t Socialist Guyana that champions the rights of the small (poor) man allow the small man to choose his party leader and open challenges to party leadership?

Australia, for example, allows regular elections to choose party leaders, with the leader being challenged in 2011 and defeated, and the victor herself challenged in 2012 only to lose in 2013.

Australia’s political and electoral system – the Preferential System of voting — should be examined by Guyanese political leaders to democratise voting and ensure that the country is governed with the support of a majority of parliament (in coalition, if lacking a majority), with MPs and leaders chosen by voters and not imposed by the privileged few. This will help to keep away those unfit to be in parliament or serving as Ministers.

Govt spends US$42M to save 2% line loss Guyana Power and Light Company (GPL) will go ahead and prepare for the Amaila Falls Hydroelectric Project given that it has been advised by the administration that the project has only been delayed by a year.

Chief Executive Officer of the power company, Bharrat Dindyal, yesterday met with members of the public and supported by his top lieutenants, provided a briefing on the operations of the company in the past year and the first half of 2013.

Dindyal, during the presentation, said that the administration had informed the power company that it was in search of additional partners to ensure the completion of the project.

LOSSES The power company boss also disclosed that on the matter of technical and commercial losses which stand at some 31 per cent, now that GPL has done a significant amount of work on the generation side of things they can now focus on loss reduction.

He said that the massive US$42M upgrade to the distribution network being undertaken by the Chinese, when completed will reduce the losses by about two per cent.

As it relates to the massive theft and significant commercial losses through meter tampering and illegal

the losses it suffers, Dindyal retorted that the current upgrade to the system in the form of the Chinese funded programme, represents the first major investment to tackle losses in the system in the history of GPL. According to Dindyal what the company had been focusing on initially was the generation capacity of power company.

He said that with the coming on stream of the 26MW plant at Vreed-en-

reduction strategy for the power company said that “the strategies being employed to date to fight losses are too labour intensive with a high probability for fraud and corruption practices resulting from unscrupulous employees.”

He said that the loss reduction department has the highest staff turn-over for the power company given that

the employees are routinely found to be engaged in corrupt practices and would have to be fired.

Kumar concluded that “technological solutions are extremely costly but have shown to work in many parts of the world…we as a company and a country will have to embrace technology to help us reduce the levels of losses.”

UG Library needs books and qualified librarians Having played a primary role in the University of Guyana (UG)’s existence, concerns are being raised regarding the current state of the UG library, due to it having to operate under severe shortages and lack of skilled personnel.

This fact was admitted by Chief Librarian, Gwyneth George, who noted that lack of funding, which has lately been rendered as a university problem, is having severe effects on the stock of

publications available for research at the library.

The Librarian said that as a result, most of the collections that are currently available for use are outdated.

She added that this problem is not new and has been “out in the open” for years.

Although being a beneficiary of book donations from several entities, the Librarian said that the literature does not always fall under the subject area in which the library is

most lacking. The library recently received once such donation from the Mexican Embassy.

The donation comprised a number of Spanish-titled books, based on Culture, History and Migration among other topics.

She said that in order to adequately bring their research material up-to-date, a massive funding dedicated solely to boosting the collection, is needed.

Identified as a difficulty that is an even greater limitation than funding, is the diminishing skill bank. She said that the library has been suffering from a lack of skills due to the resignation or migration of several trained personnel.

Furthermore, the opportunity is not open for training of personnel in the profession, as the local university does not offer a course in Library Science.

The Librarian said that the she was able to qualify for the position after having studied the course at the University of the West Indies (UWI) in Jamaica. Previous librarians too, she noted, studied at universities in

London and in the USA. She added that while prospective librarians are available, some do not acquire the necessary qualifications to go forward in the field.

“We have people who are First Degree holders; some have Masters, but not in Library Science.”

She said that with just two “professionally trained” librarians currently operating at the UG library, its progress is retarded since, even with available funds, there would still be need for personnel with the “skill and vision” to push development plans and goals.

“You have to understand the technicalities and uniqueness of librarianship to be able to push some of the projects,” she said.

“You must be trained in the area to understand the technicalities of the area.”

The Librarian made mention of the goal of digitising collections that fall within copyright limitations for the benefit of those who have no access to the physical library. However, since equipment, and staff with the skill to do it, are lacking; the goal remains distant.

Even though there is an interest in running courses in

UG’s Chief Librarian, Gwyneth George the field, teachers of the subject are not available. The Librarian said that an educator with at least a Masters Degree in Library Science would be required to teach the courses.

She added that the current Vice Chancellor of UG, Jacob Opadeyi, is embarking on the task of collaborating with other universities in having an online course in Library Science done, so as to recruit new librarians.

Despite the challenges, however, George reported that the library will continue

to serve the university. She said that the UG library continues to operate as a depository for materials peculiar to Guyana and the Caribbean, which do not appear on the web.

She added that although studies have shown a dip in the use of libraries with the current age of technology, one should not regard that fact as an indication that libraries are no longer used. In fact, she stressed that libraries can never become obsolete for the simple reason that everything cannot be uploaded onto the World Wide Web. “Even though usage would tip, libraries are still be used in other areas and they are going into other fields.”

George informed that the UG library has now tilted their services towards the age of technology by offering ‘commons’, which are spaces with computers which afford students the opportunity to study on campus.

Also, having started the process of uploading catalogues online, the library has received international recognition, as calls are being received from individuals around the globe for copies of literature that are present online.

Jamaica’s AG rubbishes claim of US hold on Goat Islands (Jamaica Gleaner) Describing the discussions surrounding the ownership of Goat Islands as a non-issue, Attorney General Patrick Atkinson said suggestions that the United States (US) has a 99-year lease on the property “is a fact that should be relegated to trivia”.

“It is really a non-issue. It is something that you talk about in a bar, over a drink,” Atkinson said.

The attorney general told The Gleaner Thursday that while he has not been asked by any member of the Government to examine the matter, “out of interest”, he would be doing research on the purported lease.

“I don’t know if a lease existed. It might have been some informal agreement made between England and the United States,” Atkinson said. “Until America, through the diplomatic channel, has exerted some kind of claim, it [the conversation] is not relevant,” he added.

The Government of Jamaica, through Environment Minister Robert Pickersgill, has indicated to China Communications Construction Company, the parent company for China Harbour Construction and Engineering Company, that it will be giving serious consideration to its proposal for the development of a port and industrial park at Goat Islands.

The Chinese have indicated they are willing to invest US$1.5 billion in the facility, which will complement the country’s logistics-hub project.

1940 AGREEMENT WITH BRITAIN However, historians have

Attorney General Patrick Atkinson pointed to a 99-year lease signed in 1940 between Britain and the US, which could be a major obstacle in Jamaica, which gained independence from Britain in 1962, giving the go-ahead for the project.

US Secretary of State Cordell Hull is said to have signed the Destroyers for Bases Agreement on September 2, 1940, as the Battle of Britain intensified, to approve the transfer of the warships to the Royal Navy.

In exchange, the US was granted land in various British possessions for the establishment of naval or airbases, on 99-year rent-free leases. The agreement allowed for Little Goat Island, a 152-acre property located off the coast of Old Harbour, St Catherine, to be used as a naval air station. It also made Vernamfield in Clarendon an army airfield, and a naval facility was built at Port Royal.

But as the discussion intensifies over the possible ownership, Atkinson said he was not aware that anybody asserted any rights over Goat

Islands, either by way of leasehold or ownership. “I am fairly sure that nobody has been making any lease payments to Jamaica,” he also said. Atkinson suggested that it would be worthwhile to contact the US Embassy to find out if the US has made any claim “to any piece of Jamaican property”.

Up to press time Thursday, the US Embassy had not responded to questions from The Gleaner as to whether there are documents supporting the Destroyers for Bases Agreement, and whether the US has any interest in Little Goat Island.

In the meantime, official records supplied by the National Land Agency indicate that Goat Islands are owned by the people of Jamaica, through the Urban Development Corporation (UDC).

The certificate of title indicates that the lands, comprising Great Goat Island and Little Goat Island, were transferred from the commissioner of lands on September 21, 1970 to the UDC, which paid $37,077.38 for the properties. Earlier this week, attorney-at-law Bert Samuels opined that despite Jamaica’s achievement of Independence in 1962, the agreement still stands under what’s termed the ‘principle of transition’.

He cites Section 4 of the Constitution, which mandated that laws prior to 1962 be continued in force, and argued that agreements such as the one resulting in Little Goat Island being leased to the US would have to be honoured by the Government until it expires in 2039.

THE PROBLEM OF SUICIDES IN GUYANA I am surprised that A Partnership for National Unity (APNU) is not calling for a Commission of Inquiry into suicides in Guyana. Of late it seems that APNU has been passing numerous motions in the National Assembly calling for all COIs into all manner of problems.

Just recently APNU moved a motion calling for a Commission of Inquiry into river deaths. This move was described as serving only to devalue such bodies since commissions of inquiry were not intended to be employed for any and every situation.

Commissions of Inquiry are usually used in relation to a specific incident, such as the shooting to death of protestors as was the case with last year’s tragedy in Linden, or it can relate to a series of related incidents such as the Commission of Inquiry that was launched into violence after the 1992 general and regional elections. The PPP also launched commissions of inquiry into a sea defense project and into a breach of the East Demerara Water Conservancy.

COIs fall into a broad range which could include inquiring into administrative decisions or into the exercise of authority or power.

However, the primary purpose of COIs is to determine facts, gather information, settle

contentious issues that are in dispute and to make recommendations where necessary.

The PPPC record on the use of this important mechanism has been poor.

Major tragedies occurred.

These tragedies ought to have been the subject of commissions of inquiry. But none was established.

This sadly remains one of the signal failures of the Jagdeo administration and one in which the combined opposition with its gifted oneseat majority is no doubt attempting to reverse.

However, APNU must appreciate the distinction between a Commission of Inquiry and a Commission.

It must also appreciate the nature of the circumstances and seriousness of such circumstances which should give rise to a Commission of Inquiry.

Not every incident justifies a commission of inquiry and the real purpose of these inquiries is to ascertain facts and in some cases make recommendations.

Commissions on the other hand are used to examine more broad based and generalized problems rather than an incident or a series of related incidents.

the Venn Commission and the Waddington Commission. In 1948, the Venn Commission was established to study the problems of the sugar industry, and in 1950, the Waddington Commission was appointed to examine the issue of a constitution for the colony.

Under the PPPC, there was established a Disciplined Services Commission whose recommendations were left to be incrementally implemented at a snail’s pace, once again one of the monumental failures of the Jagdeo administration.

APNU has recently been moving motions for COIs when in some instances what should have been requested were commissions. It is true, for example, that there were a series of boating mishaps recently in Guyana. But these mishaps were not related incidents and therefore it was

not appropriate to call for a commission of inquiry into these accidents.

What may have been more plausible would have been to call for a Commission to study marine safety.

This would have been far more appropriate and would have demonstrated that APNU understands the difference between a Commission and a Commission of Inquiry. At present, APNU has raised an issue which for many years was swept under the carpet by our political leaders. That issue concerns suicide.

Guyana has a high incidence of suicides and it is known that this social problem is particularly acute within the East Indian community. It is a problem that requires detailed study, investigation and analysis.

Unfortunately, parliament is in recess and therefore

cannot at this stage move a motion to call for a commission to delve into this issue. It is however hoped that once parliament convenes that such a motion would be moved and hopefully there would be consensus in appointing a commission to examine the issue of suicides in Guyana.

In 2011, the Prime Minister of Trinidad and Tobago convened a committee to inquire into the causes of criminal behaviour in that country and to propose solutions to the challenges posed by criminality.

The report of that committee, entitled No Time to Quit: Youth at Risk is a most impressive, but by no means uncontroversial document.

It is a work worth studying by our own parliamentarians and can be of tremendous value in terms of the methodology

employed and the scope of the work of the committee.

Since suicide in Guyana is recognized as a serious problem, the President should launch a commission (or committee) to delve into this issue in the same way as the Ryan Committee dealt with crime in Trinidad and Tobago.

And if the opposition is concerned about finding a solution to this problem, rather than merely using the issue of suicide to hammer the government, then it should move for a commission to study suicides in Guyana, and more importantly to provide the resources to fund such a study.

Delivering a message on behalf of Minister Frank Anthony, Permanent Secretary of the Ministry of Youth Sports and Culture, Alfred King, explained that the Skills Training Programme imparted to students were delivered under two main areas— Youth Entrepreneurial skills Training Programme and Introductory to technical and vocational Education.

Two new skills areas were introduced. They are Agricultural Science and Catering. Meanwhile, eight skill areas were offered this year compared to four last year. King explained that the re-integration programme offers support to discharge students in the form of job placement, continuing Education and Entrepreneurial activity.

Mentally ill man languishes in prison Murder accused, Lloyd Greene, is currently incarcerated awaiting the conclusion of a Preliminary Investigation (PI) into a murder trial that has dragged on for more than four years.

Greene, 36, of Lot 140 Laing Avenue, Georgetown is accused of fatally wounding Earl France on April 26, 2009.

The victim, Greene’s inlaw, was stabbed in the region of his heart during a heated disagreement.

Details suggest that France and the accused were involved in a brawl, at which time, Greene was injured.

Greene reportedly fled the scene and armed himself with a knife.

Upon his return, Greene wounded France several times and the man subsequently succumbed to his injuries on his way to the

- pending conclusion of stalled murder PI Georgetown Public Hospital.

Now relatives of the accused are requesting the intervention of the relevant authorities citing what they believe is a deliberate act to keep Greene incarcerated.

Greene has endured Preliminary Inquiries into the matter, under the supervision of at least four different Magistrates. However, the PI was never concluded.

“Every time is always something; the Magistrate dem change steady and all we telling dem that it ain’t fair. M son has a mental illness; he is a patient of Dr. Bhiro Harry since he was 22 years old,” Brenda Greene said. She produced documents to support her claims.

“I have his entire clinic cards to prove his mental problems and that he has been a patient of Dr. Harry and psychiatric unit. My son was not on his medication when he had the problem.”

She explained at that the initial hearing, Dr. Harry was summoned to the court but never showed up.

Kaieteur News understands that the matter was also stalled because of Greene’s “unruly behavior in the courtroom.” Attorney at Law Troy Deygoo is representing the accused.

Deygoo had written to the Director of Public Prosecutions (DPP) requesting that the murder charge be withdrawn based on the mental state of his client. However, the DPP responded in the negative, which indicated an assurance that the accused was mentally fit to stand trial.

The lawyer had submitted to the court that at the time of the murder, Greene was mentally ill and lacked legal motive to commit the crime.

However, Dr. Harry subsequently appeared before the court bearing evidence that the accused is

sufficiently lucid for trial.

Relatives believe that Greene should be deemed unfit to stand trial because of his illness. “He does go and come. This thing does bother him; he done spend two years in the infirmary of the prison.”

At present, Greene is before a fresh Magistrate at Court six of the Georgetown Magistrates’ Court, for another PI. “It half way through. We hoping for a proper outcome but is four years, five months.

I am 61 years old; I can’t keep up with it. I’ve have been supporting my son throughout de trials. I have to carry food every day at the prison because he can’t eat prison food. I don’t wuk no way. My daughters, dem does help sometimes but it is fatiguing.”

Relatives say Greene has suffered several seizures while in prison. Attorney-atlaw, Haymant Ramdhani, a former Magistrate who also presided over the matter, explained that while relatives may see the undertaking as unfair, “it is the structure of the judicial system. Unless the system changes other defendants are likely to endure similar hardships.”

Expanding education crucial to local development The fact that education is vital to the development of any country has seen the Private Sector Commission (PSC) opting to embrace the work of one of its most recent members, the Texila American University.

The medical university has two campuses —one at Woolford Avenue, Georgetown, and another at Sparendaam, East Coast Demerara. Both cater to foreign and local students.

Local students account for just over 20 per cent of the university population, according to Director of International Operations of the University, Ashok Kumar.

He was at the time sharing the spotlight with executives of the PSC during a forum to honour the top Caribbean Secondary Education Certificate examination students - Zimeena Rasheed and Yogeeta Persaud.

It was during that forum that it was disclosed that there are plans to construct a larger campus in the near future.

This move is fully endorsed by the private sector body.

According to the PSC Chairman, Ronald Webster, “Something that we don’t often realise is that having foreign universities here provides an opportunity for

He said that not only will foreign students spend money here but there will be an exchange of ideas which by extension allows for “cross fertilisation that helps to build knowledge. A university is all about gaining breadths of knowledge; it is not just focused on narrow limits and specifics.”

Webster said that not only has the PSC carefully scrutinised the work of the university but according to him, “I am impressed...I am particularly impressed with their commitment and this is just a simple demonstration and I personally wish them

well. We are proud of them as Corporate Members of the private sector communities.”

PSC’s Communications sub-committee Chairman, Kit Nascimento, said that moves were made to embrace the university in light of the importance of education.

He expressed his conviction that “We are at the moment in great difficulty in Guyana in that all too often our best students leave and don’t return.”

This state of affairs, he said, has contributed to a difficulty in realising efficient, well trained and well educated middle management personnel with a general knowledge of the country

and of world affairs in which businesses are required to function and compete.

He noted that anything that increases the level of knowledge or any activity that increases the level of education is absolutely vital to moving forward in terms of development.

Against this backdrop Nascimento said that “we should welcome any significant and serious investment in broadening the educational opportunity in this country.”

“I do not know what the policy of Texila is but I hope that part of it is to encourage the students they qualify to return and serve their country

from which they came.”

He spoke well of the university even disclosing that it has important affiliations with the Broward Community College in Florida, United States of America and the University of West England, United Kingdom.

“We are keen to support any activity of this nature that moves us forward in terms of a well trained, well educated population,” said Nascimento who was recently elected President of the Tourism and Hospitality Association of Guyana (THAG).

as THAG President, Nascimento said that there is no way that a solid and efficient tourism sector can be developed unless there are well trained and educated employees available in every field. According to him, “Tourism touches every field,” even as he noted for instance the importance of health care. “You need good medexes in this country; we need good doctors and if we don’t have them we can’t provide the kind of medical services that a typical tourist looks for when they go to a country,” asserted Nascimento.

Gov’t must lead in suicide Taxi driver remanded prevention - APNU As Guyana prepares to join the world next week to celebrate “World Suicide Prevention Day” on September 10, APNU yesterday called for Government to make a genuine effort to address this pressing problem.

Member of Parliament Dr George Norton said that for this year’s observance Government should be demonstrating a more dynamic leadership in curbing the spate of suicides in this country. He said that the administration’s complacency towards suicide contributes to the continuation of the crisis.

He said that he recalled back in 2000, when clinical and forensic psychiatrist Dr. Frank Beckles commissioned a landmark study entitled “The

Shadow of Death: A recent study of suicides in Guyana, Incidence, Causes and Solutions” the findings aroused the government’s interest in this previously neglected sector of public health.

Dr Norton said that in Dr. Beckles’s study there had been 501 reported cases of suicide deaths between 1995 and 1999. The majority of those committing suicide were young males below the age of 35 years. He said that data indicated that suicide was the leading cause of death among young people age 15-24 and the third leading cause of death among persons age 25-44 with averages of between 150 to 200 deaths annually.

Norton further stated that the APNU considers the PPP/ C administration’s attempts to implement coherent strategies aimed at reducing and preventing the incidence of suicide to be unsatisfactory, unsubstantial and unsuccessful.

He said that the establishment of a National Committee for Suicide Prevention - NCSP - six years ago in 2007 under the chairmanship of the Minister of Home Affairs failed to curb the suicide epidemic.

“The so-called National Suicide Prevention Strategy, apparently, has been abandoned and something else needs to be done” Norton posited.

Norton added that government needs to get more psychiatric staff in the various health centers around Guyana. He said that more focus needed to be placed on the rural areas.

APNU is calling for the administration to take the lead in the fight to prevent suicide.

“The Government must use the occasion of World Suicide Prevention Day next Tuesday to announce a new plan to deal with this crisis,” Norton stressed.

A 34-year-old taxi driver yesterday appeared before Chief Magistrate Priya Beharry at the Georgetown Magistrates’ Court charged with murdering a clothes vendor outside Baroombar, a popular strip club on North Road, Georgetown.

Kurt Clarke of Lot 1159 Pigeon Place, South Ruimveldt, Georgetown was not required to plead to the indictable charge which stated that on September 4 on North Road, Bourda, he allegedly murdered Jamal “Gaga” Fernandes of Lot 14 West LaPenitence, Housing Scheme.

According to Police Prosecutor Bharat Mangru, on the day in question at about 3:20 hours, Fernandes was standing outside the club with two female acquaintances. The accused referred to one of the women as, “sexy,” and Fernandes who became annoyed told the defendant that he is an “anti-man.”

The defendant became annoyed by the remark, got out of his car and armed with a knife, stabbed the deceased

five times in his chest.

Fernandes died on his way to the Georgetown Public Hospital.

Attorney at Law Peter Hugh who is representing Clarke, told the court that his client has already received several threats as to what would be done to him the minute he is placed at the Camp Street jail.

Elderly woman collapses and dies after fit The body of a 63-year old woman was pulled from the drain in front of her house about an hour after she reportedly suffered a fit while cleaning her yard early yesterday morning.

The sudden death of Gertrude Thompson, of Melanie Damishana, East Coast Demerara has left the entire community in shock.

The woman, who is said to be an epileptic, was discovered lying motionless in the drain by passersby on their way to work. The garden rake and the broom she was using were lying on the parapet.

While no one saw when she collapsed and fell into the drain, neighbours are convinced that she suffered one of her many epileptic attacks, which had been increasing in frequency within recent times.

The woman's neighbour, who gave his name as Rusty, told Kaieteur News that Thompson, who lived alone, had suffered two seizures recently and he had urged her to take it easy.

News of the tragic death spread quickly through the village and many villagers arrived in time to see Thompson's body lying in the drain until it was removed when the police turned up.

Education Month launched in Berbice “ Tr a n s f o r m i n g t h e Classrooms in the 21st Century” was the theme under which Education Month 2013 was launched yesterday on the lawns of the Region Six Department of Education.

The event was attended by school children, teachers, senior officials of the Ministry of Education and Regional officials.

Region Six Chairman, David Armogan, stated that the theme is important because whatever takes place in the classroom “is fundamental to what generally takes place in the education system.”

quite rightly by the gadgets—computers and other gadgets…but one of the things I read—someone did a research and they were able to prove that teachers who have a stronger relationship with their students – classroom relationships—those students tend to perform better by having a closer rapport.”

He noted that teachers also have a role to ensure that they create a conducive learning atmosphere in the classroom. “You're not going there as a policeman to threaten children or as a person with salts and senna pod to the students to frighten them away; you're going there to ensure that the environment is conducive to learning and you make

students comfortable.”

Armogan urged those teachers with “antagonistic attitudes” in the classroom to put those behaviours behind “.

Some of our teachers—and I know they are doing these things in the training colleges—are trained in the modern way to deal with students.”

“Long gone are the days of the whip. Some people say bring back the whip but the United Nations (UN) and other countries are saying that the days of the whip are over. We haven't completely abandoned it in Guyana but we have limited its use.

Media involvement integral in fight against domestic abuse As Public Service Announcements (PSA) play a critical role in sensitizing society on issues of gender based violence, it is even more vital for various fragments of the media, to highlight the services available to victims of abuse.

Coordinator of Help and Shelter, Margaret Kertzious explained that the media plays a significant role in sensitizing the public to the availability of the hotline counseling services and to the function of the crisis centre. Kertzious said that a lack of financial support to promote the services of Help and Shelter, has daunted the public response.

“In light of all that happening we have not been overwhelmed by responses via our hotline service, but whenever we did PSA via television or radio we have

seen more people connect to us for assistance. Whenever our services are exposed to public via the media, people reach out to us much faster; we see a much greater response from the public,” she explained.

H e l p a n d S h e l t e r, “Guyana's premier safe house for battered women and children,” has been in operation for more than 18 years. The crisis centre is located on Homestretch Avenue, Georgetown, offers face to face and 24 hours hotline counseling, public education outreach programmes, and referrals to the necessary agencies.

“We also offer moral court support to our clients and we have a shelter, where women and children are referred to, based on request to remove from an abusive home or situation.

“ We p r o v i d e f o o d , clothing, and shelter and everything is free at the shelter. In fact, all our services are free and confidential,” Ms. Kertzious added.

She suggested that a forward approach by the media, to tackle the scourge of violence and abuse in today's culture.

“What we have found is that men and women are not aptly sensitized on the relevant policies of legislative decrees and assistance available to those, who find themselves in abusive situations.

Men often misinterpret 2010 domestic violence act, they believe that it is there to protect the women only, which is not true.”

Taking in consideration, the growing statistics on the issues related to domestic violence, Kertzious said that it would be beneficial to the public if newspaper writers, radio/television announcers

and programmers can utilize the airwaves or whatever resources are available to them in an informative way to address the overall misconception on the subject and create awareness on how they can obtain the help they need, she said.

“It is not sufficient to wait until something horrible like a murder occurs to report.” Throughout the years, Help and Shelter has provided voluntary services to hundreds of women and children, who suffered physical and psychological abuse by providing safe and adequate accommodation.

The shelter can house 48 women and children at a time.

Ms. Kertzious told this newspaper that initially each person is given a six-month permit to stay at the shelter.

“However it varies. Persons can stay for long periods it just depends on their individual circumstances.”

Even as, adequate management is needed for the smooth operations of any safe house, Kertzious says that the shelter has security officers, supervisors and managers consigned to the safe house to ensure security and maintain order within the system.

“We basically cater for women and children, no males, but there are emergency cases where we have to house teenage boys because it's a matter of urgency, that they must leave the abusive environments.

“We accept them at the safe house but we must make contact with the Childcare and Protection Agency.”

Kertzious believes that the Men's Affairs Bureau managed by the Ministry of Human Services should adapt similar programmes and institution.”

Thief escapes with loot, leaves toy gun behind … after tying up elderly woman Eighty-nine-year-old Sukra Mangray was on Thursday robbed for the second time by the same burglar. Only this time the culprit left behind his toy gun after tying up the elderly woman who was later discovered unconscious in her kitchen According to Sabattie Ramlall, Mangray's daughter, the elderly woman was left alone around 8:00 am expecting another relative to keep her company during the day. Ramlall said that Mangray told her that about 9:30 am, while she was preparing lunch, the burglar whom she knew from a prior incident came into the kitchen, armed with a toy and

The relative added that according to Mangray the

burglar then tied her feet and her hands, and then wrapped a table cloth around her mouth; before proceeding upstairs rooms and stealing two gold chains, two gold rings and $20,000 in cash.

Ramlall said that when she arrived home around 2:30 pm, five hours after the incident, she met dozens of persons outside her two-storey home watching in the house.

The woman added that when she entered her home she discovered her mother lying in an unconscious state on the kitchen floor and immediately rushed her to the Enterprise Health Centre.

“I touch her and called her name a couple of times but she didn't respond so I

loose out the cloth them he tie she up with,” Ramlall said.

Ramlall explained to this publication that in June, the same burglar was contracted along with some other men to re-paint their home. “A day he turned up to the house while she was alone and he pulled out a knife at her and took her up to the bedroom and stole $40,000 in cash, a cell phone and a digital camera,” Ramlall said.

The daughter said that she was unaware of the robbery up until she realized that some of the items were missing from the rooms.

“A day I was cleaning up and I realized that some of the things were missing so I asked her where they money deh, and she said she didn't know and then I asked her where is the camera and cell phone then is when she tell me that the boy came in the house with a knife and threatened to kill her if she didn't give him the stuff,” Ramlall said.

The woman said that Mangray suffered abrasions to her hands legs, lips and bruises to her nose and ears.

The toy gun on this occasion was left behind while the burglar still remains on the run and Mangray, in a traumatized state.

Search begins again US Embassy donates for new UGBC Director microscopes to GLDA Less than six months after appointing a new Director, the University of Guyana (UG) has once again begun the search for a new Director of the University of Guyana Berbice Campus (UGBC).

Prof. Daizal Samad tendered his resignation from the campus with effect from October 4, 2013, and has proceeded on leave. He h a d e x p r e s s e d dissatisfaction at being “dictated to” to run the campus.

Samad said that since his resignation, he has not spoken to or met with new Vice- Chancellor, Prof.

Jacob Opadeyi but related that President Donald Ramotar has spoken with him and was very supportive.

“I will never say a word bad about His Excellency.

He is a good man; kind to me personally…The man listens but this is an issue where we got to be listening much more than if we're talking about a piece of road.”

While he believes Ramotar “is thinking very deeply about the issue”, he believes the government can do more. “Any government or any politician that sees and does that which is good

for its people, will prosper.

“His Excellency said simply that no one is indispensible and he is right.

In America, no one is indispensible.

“It makes no sense to me, that a place like Turkeyen, that has collapsed, would exercise this kind of control over a successful enterprise.”

When asked if resigning was the last resort to him staying on the job and helping to fight the issues between UGBC and Turkeyen, Samad stated that he has tried over the past years, and “I've been fighting a battle for the last four-and- a-half years, so am I just giving up? No!” “We were winning but we were winning way against the odds,” he said.

“When you start gouging our budget and saying you have no authority to do anything and when we produce to you, new administrative structures at the cost of US$250,000…and it's all thrown to the wind, you got to stop.”

Another difference with UGBC and Turkeyen, he added, is that Turkeyen is in favour of raising tuition fees from $127,000 to $250,000.

Law programmes could go

from $300,000 to $600,000; medicine from $500,000 per year to $1M per year. “Who has that kind of money?!”

Samad believes the government has been “inactive” regarding the affairs and happenings at the Berbice campus over the past months, as well. “It doesn't mean that our government doesn't care…You need to act on this and our government has been profoundly generous to both campuses.”

He noted, too, that he developed a Strategic Planning Engine from a model he knew from the Sultanate of Oman, “big money place—and it worked!” He claims Turkeyen rejected this plan.

Prof Samad does not believe it is too late for him to reconsider and return on the job after October 4, 2013 and is making an appeal to the government and UG Council to give UGBC the chance to work on its own.

“I don't believe it is too late…what is late is the political will…I think Turkeyen is a lost cause.”

“There is a turning back; but if we have autonomy—full autonomy. I am not saying we will not cooperate with Turkeyen…”

Two of the five microscopes expected to help detect parasites in livestock The US-Embassy, under its Humanitarian Assistance Programme (HAP), on Wednesday donated five microscopes to the Guyana Livestock Development Authority (GLDA).

At a cost of US $1000 each, the microscopes will be housed at the Veterinary Diagnostic Lab which is currently under construction at Mon Repos, East Bank Demerara.

During a simple handing over at the Agriculture Ministry on Regent Street, the Minister, Dr. Leslie Ramsammy said that he is grateful for the donation of the equipment that will help the Ministry in its aim to remove parasites from livestock.

“We are endeavouring to ensure that we build a comprehensive animal health laboratory so that not

only can we provide safe and quality food for our people, but also ensure that we meet the sanitary and phytosanitary standard that allow us to export,” Dr Ramsammy added.

He said that his Ministry is moving towards becoming a major exporter of meat, meat products, and milk, to the Caribbean and beyond.

“Our vision, 2020, is to see Guyana a country that exports meat products, and dairy products. That ambition can only be realized if we have a good quality animal health laboratory and so this support that we been getting and continue to get from USAID is critical,” the Agriculture Minister said.

He added that emphasis is being placed on the training of animal health personnel, including veterinarians and lab technicians, in all labs countrywide.

Chief Executive Officer of the GLDA, Dr. Dindiyal Permaul, noted that staffers have also benefited from a few hours of lectures and practical sessions, compliments of the US Embassy.

Mahdia headmaster awaits long overdue payments …regional authorities say there are discrepancies Having served as the Head Master for the Mahdia Primary School for the past year, Wayne Robinson is contemplating turning in his resignation; he has been forced, on more than one occasion, to cover for expenses that, by ordinance, should be incurred by the Ministry of Education.

Prior to serving as head master in the hinterland region, Robinson explained that he had served in the capacity for the past seven years and is well informed of the obligations of the Ministry towards transferred teachers.

He said that in accordance with an agreement between the Guyana Teachers' Union (GTU) and the Ministry of Education, travel expenses into and out of the Region should be covered by the Ministry, for any teacher that has been transferred to work in the hinterland. This is in addition to allowances that go towards the provision of the teacher's spouse and two children below the age of 18.

Robinson said since his appointment as head master of the Mahdia Primary School to present, this agreement has not been honoured. He made known that at the end of every term; his family would travel out of Mahdia to their East Coast Demerara home and back.

He said that each trip would, on average, cost $75,000; a sum that he has been forced to cover personally. This he said has been causing him strain; as the travelling expenses are not catered for in his list of primary obligations and he is still required to maintain his family.

Wayne Robinson The head master explained that upon return from his vacations, he would “do all the necessaries” by filling up the relevant claim forms and submitting them to the Regional Education Office (Region Eight).

Having already submitted claims for the past Christmas and Easter Vacations, the Head Teacher said he is yet to receive a reimbursement.

He said that he is of the opinion that he is being “pushed around”, since repeated attempts to confront the root of the problem, why he has not received at least one payment, has been to no avail.

The head master is convinced that the “attack” on him is personal since, according to him, “every other teacher is being paid for their travel expenses”.

Robinson made known that “teachers that are his juniors” are even being issued plane tickets for their entry and exit into the Region, whereas, “the appointed HM is being treated like the lowest class.” The HM said that he has no choice other than to use

buses to travel into and out of the Region.

He reported that everyone with whom he has solicited assistance has “promised to look into the matter” but have not contacted him since.

The Regional Education Office said that it was informed that due to a “problem” with some of his claims, Robinson's payments could not be issued.

According to education officer, Rabindra Singh, the HM would have to “sort out his problem with the accountant, first.”

Kaieteur News understands that Robinson's claims were subjected to querying in order to ensure that the HM had indeed spent money to travel out of the Region before claiming for a reimbursement. Regional Executive Officer of Region Eight, Ronald Harsawack, acknowledged that the claims were initially sent to his office for approval; however, the forms were put under scrutiny since the Accounts Department found a number of discrepancies and disparities within them, particularly the dates and figures stated.

The REO said that as a result, the claims were sent back to the Regional Education Office in order to clarify and confirm the information stated.

Harsawack said once the clarification process is “straightened out”; the HM will receive his payments.

In the event that the information stated in the claims is false, however, the REO said that the teacher can be charged for a breach of GTU regulations by falsifying documents.

Study ongoing to determine effects AFC wants Govt. to heed the of waste emptied in Atlantic Ocean call of Kwakwani protesters Sample testing of waste waters and sewage discharge into the Atlantic Ocean is ongoing to determine their effects on the marine environment and the need for a sewage treatment plant.

This is according to Arshad Yacoub, Senior Engineer, Guyana Water Incorporated (GWI), yesterday. He said that a foreign consultancy firm, Hydroplan, working into collaboration with a local counterpart, E&A Consultant is conducting is contracted.

Yacoub said that six sample testing areas including outlets of Banks DIH, Demerara Distillers Limited, Courtney Benn Contracting Services Limited and Kingston Wharf have been identified.

The consultant is tasked with testing samples directly from the entities and one kilometer out in the Atlantic Ocean, where the waste would have diluted.

According to Yacoub, this consultancy would allow GWI to definitely determine whether there is a need to construct a sewage treatment plant. Currently, there is no mechanism in place to treat matters being discharged from Georgetown sewage network about two kilometers out in the Atlantic Ocean.

He said following the completion of the report from the consultant GWI would have to assess the findings and pursue implementation of the recommendations. An expected conclusion date for the project has not yet been determined since it is delayed.

Yacoub said the consultancy started in

GWI’s Senior Engineer, Arshad Yacoub August 2012 and was expected to conclude in April 2013 but was delayed because of the lengthy procurement process the consultant encountered.

According to Yacoub, as part of the project the consultant was expected to procure some very important pieces of equipment and train GWI’s laboratory technicians.

In fact, the team leader of the consultancy is expected in Guyana this month-end to train GWI’s staff to utilize the equipment in conducting

tests and monitoring sections of the sewer network.

The pieces of equipment the staff will be trained to operate include the PH meter, sewer camera and flow meter.

They would have to conduct tests on the biochemical oxygen demand; chemical oxygen demand; total suspended solids; fecal coliforms; total coliforms; PH and total nitrogen; and oil and grease.

Yacoub emphasized this consultancy project has two objectives. Other than to establish a water quality base line and develop a monitoring system to determine the resulting effect of the sewage discharge, it aims to assess the conditions of the sewer pipes and fittings within the Stevedore community.

And, a database of the Stevedore sewage network would be developed and monitored by the cameras placed inside.

The engineer explained that most of the pipelines within the Stevedore sewer network are clogged.

Domestic waste is transported along four-inch pipelines to the Tucville sewer station.

On the heels of the protest action that saw the blocking of the Kwakwani/Ituni access road, the Alliance For Change (AFC) is calling on the Government to heed the call of residents.

The protesters say that the road has been in a deplorable state for the past 40 years.

At a recent press conference, AFC Member of Parliament, Trevor Williams, delivered his Party’s call on the government to ensure that the road is rehabilitated in a timely manner.

He said that it is time the government recognizes the importance of the Kwakwani/ Ituni road to the livelihoods of thousands of ordinary Guyanese, local and international businessmen and investors.

Williams said that through that access road, hundreds of millions of dollars worth of forestry products and other resources from the Natural Resource sector is transported. He stated that transporters continually grapple with avoidable destruction and wear and tear to their vehicles.

Williams said that it is clear that the Government either does not recognize

AFC’s Trevor Williams the importance of this road to the economy or simply does not care.

He emphasized that the deplorable condition of the road, especially during the rainy season has remained a sore point to commuters and major discouragement to travelling residents and visitors alike.

According to Williams, the Ministry of Public Works and contractors have over the years been guilty of providing “substandard” repairs and maintenance.

He said, “Pot-holes filled with sand and loam quickly

reopen when trucks and other vehicles use the road. It is a waste of taxpayers’ money.

RUSAL Bauxite Company has demonstrated that the same road; that is the section under their care, can be better maintained by using laterite.

It provides a longer lasting surface.”

Williams told media operatives that the AFC calls on the government and the Guyana Police Force to respect the right of the people to protest and to desist from using force and violent confrontation when attempting to disperse peaceful protestors.

Williams said that his party is in receipt of information and complaints of brutality and excessive force being used to break up the protests.

“We have reports of a pregnant woman being kicked in the abdomen by a police rank and of another resident being bitten by another rank.”

The AFC is therefore urging that the Government heed the urgent request to meet stakeholders and peaceably resolve this deteriorating situation. We call on the government to stop the brutality now.

Answer #1: Yes, but your son would have to be age 21 before he can file a family-based sponsorship petition for you and your wife to gain permanent resident status in the U.S. Question #2: My family and I are considered working and living in the USA. I have a degree in accounting and am currently pursuing MBA which I am scheduled to complete in April 2014. My wife also possesses a degree in accounting. My daughter is six years old. My family

also holds B2 visas. Can you advise us which type of visa may be suitable and estimate processing time?

Answer #2: You may be qualified for H-1B temporary work visa but you need to find a U.S. employer willing to sponsor you. You apply for H-1B visas in April and start working in October if you are successful in establishing accounting is a “specialty occupation”.

Question #3: My father sponsored me on 10th October 2003 as married. He was around the age of 70. How much longer will the sponsor take?

Answer #3: Visas for married child of a U.S. citizen (F-3) are being processed for petitions filed on or before January 2003 so you have about another 6-9 months.

Your father should have been contacted by the National Visa Center to pay visa fees and submit other required documents.

Man on trial for 2007 Rosignol Sawmill murder Murder accused Andy Adams, 24, of Bath Settlement, West Coast Berbice, who has been charged since 2007 with another man, Sebastian Clato, is on trial for the capital offence in the Berbice High Court.

Clato has since being killed in a prison brawl.

The two were accused of killing Nizamudeen Khan, a security guard attached to a Rosignol sawmill on July 20, 2007. The case which began on Friday before Justice Narendra Singh and a mixed jury saw four police witnesses testifying.

When the matter commenced, State Prosecutor Attorney at Law Judith Gildharie-Mursalin waived

her right to present an opening statement and instead began by presenting her witnesses.

The first witness to testify was Ex Police Sergeant Simon Johnson who testified to the part he played in the investigations. He said that he took the caution statement from the accused. The statement was subsequently admitted and read in court.

In the statement the accused noted, “Me and them boys been and drink. Orin got drunk and we carry he home.

When we reach the sawmill gate the watchman na want let we in and he start bad up.

“He pick up wood fuh lash me and I pick up wood and lash he. I don’t know how

much time I lash he because I been high.”

The next witness was Detective Lance Corporal Dinesh Baichu who testified to witnessing the post mortem examination on July 26, 2007

by Dr. Nehaul Singh.

The post mortem report was then tendered and gave the cause of death as cerebral hemorrhage, due to a fractured skull and brain Bronchopneumonia and Plueritis.

Corporal Duke Jacques was next on the witness stand. He testified to witnessing the taking of the caution statement which was given by the accused on August 6. He stated that the statement which was taken

by Sergeant Johnson between 09:35 and 09:40 hrs.

Corporal Mark Fraser, the final witness that day, testified to visiting the scene on July 20, 2007 after receiving certain information.

Upon arriving at the sawmill

compound he noticed a male lying on the ground. He subsequently contacted the two accused. They were later interviewed and charged.

He said that he visited the Georgetown Public Hospital where he saw the injured Nizamudeen Khan. He later received a telephone call on July 24, 2007 that Khan had died. Under cross examination

by Defence Attorney Joel Persid Edmond, he said that he was not sure which day he visited the injured man; that it was either July 22 or July 23.

The accused were employed at a sawmill and resided in the compound.

They had allegedly gone out and upon their return had a misunderstanding with Khan the gate man, who refused to open the gate. Khan subsequently opened the gate and when the men entered they allegedly had a fight. Khan subsequently died a few days later at the

Both Adams and Clato were allegedly injured in a fight with other inmates after a misunderstanding in the penitentiary. Clato was rushed to the Georgetown Public Hospital where he subsequently died.

Four men were subsequently charged.

However, one Jason Mc

Kenzie, 23, of Rosignol, West Bank Berbice was committed to stand trial in the High Court. Another, Rickford LaFleur has since escaped from Prison.

Adams was also allegedly nabbed with a quantity of marijuana while being incarcerated on the capital offence. The matter will continue on Monday.

Chinese not given jobs over J’can workers, says Kellier (Jamaica Observer) Labour and Social Security Minister Derrick Kellier insisted Thursday that his ministry was “not distributing work permits willy-nilly”, while rejecting suggestions that jobs were being given to Chinese nationals over Jamaican workers.

“The business of permits falls under the control of the Ministry of Labour and we do administer a rigorous regime in this regard; in doing so we take an account of certain conditionalities such as investment, economic growth and employment opportunities.

Foremost in all these considerations is the protection of the Jamaican worker,” Kellier told journalists at a press briefing at Jamaica House in St Andrew.

“In other words, qualified and skilled Jamaicans are always given preference over foreigners. Jamaica is constantly in search of investments and in fact one of the major priorities of government is to promote and encourage investments that have the potential not only for economic growth but also for employment opportunities,” the labour

minister told journalists.

He, however, admitted that for a number of these investments there are conditionalities and employment ratios that are predetermined.

Kellier said for the period April 2012 to July 2013 a total 4,098 work permits were issued, with 1,741 or 43 per cent going to Chinese nationals.

According to the labour minister, this is indicative of the level of Chinese investment in the country at this time.

“These Chinese nationals are employed mainly in the wholesale and retail trade and on construction, road improvement and basic medical facilities construction, just to name a few, and the list is growing.

In most of these instances Chinese nationals engaged are of a technical and professional nature and in no way displace Jamaican workers,” Kellier said. “...Due diligence is being done to ensure that the Jamaican worker is in no way impeded from access to these sites,” the labour minister continued.

He noted further that the

general position is that when there is need in an establishment for work permits to be issued those jobs have to be advertised locally first.

“So long as there is no one responding to those applications that are suitable to the employers, then the ministry goes ahead to support them with a work permit to bring someone from abroad. There are some categories for which we do not issue work permits and we know it is a concern to a lot of persons particularly because the unemployment rate at this time is quite high,” Kellier noted.

He said the ministry, as a rule, does not give work permits for labourers on work sites.

“Furthermore, it must be understood that the percentage ratio that exists on work sites is to give an opportunity as well for technology transfer to take place so that those persons who come from abroad to work here are somewhat on the work site to understudy so that when they leave we are in a position to fill those slots ourselves,” he added.

Addressing allegations that Chinese professionals have been working as labourers under false pretences, Kellier said there was a gross misunderstanding.

“What persons have to understand is that the culture of the Chinese is a little different from the culture of the Jamaican worker. You will find that on a Jamaican worksite where you have all Jamaicans and there is an engineer on that site and he is walking past a wheelbarrow that is on that site he will walk around it; the Chinese engineer is going to take it up and move it. People will see that and say we have persons here as engineers but are pushing wheelbarrows on site,” he explained.

“We monitor all sites whether they are Chinese, Indians or our nationals.

Basically, if we get reports of any violations we make sure we investigate to see whether or not these allegations are true and if we find that persons are not conforming we will take the necessary action,” Kellier said.

Taxi driver jailed for “Remorseful” Lindener fined, forging legal documents jailed for ganja possession A taxi driver who was hoping to close a $10M deal earned himself a prison sentence after he was found guilty of forging a Power of Attorney and an agreement of sale.

When the matter was first called before former Magistrate Hazel OctiveHamilton, 44-year-old Tyrone Semple pleaded not guilty to the charges which stated that on March 15, 2012, with intent to defraud, he forged one Power of Attorney document.

It was further alleged that he signed his name as Gregory James on an agreement of sale knowing same to be false. He then used the said signed document to obtain $6M from Peter Ramcharran of Lot 32 Area G, Goedverwagting, East Coast Demerara.

According to court documents, on the said date the defendant acted as Gregory James and sold a property to the complainant for $10M but only received $6M. The defendant claimed that he obtained a false Power

of Attorney which he claimed was given to him by Christine and Ingrid James, the owners of the said property he sold.

The trial commenced in January and had the court’s attention for some time.

Detained girl ingests methylated spirits at police station Ranks at the Brickdam Police Station had a scare around 13:00 hrs yesterday after a teenage girl being held for wandering, ingested methylated spirits.

The 15-year-old was reportedly found lying on the station floor and clutching her throat. She is being treated at the Georgetown Public Hospital Corporation.

Kaieteur News understands that the minor was picked up two days ago and detained at the East La Penitence Police Station for wandering. Yesterday, ranks took her to the Brickdam Police Station with the intention of questioning her in her mother’s presence.

She was reportedly left unattended for a few minutes, and during this time, the teen reportedly took a bottle of methylated spirits from a nearby counter and drank the

contents. When ranks returned to check on the girl, they found her lying on the

floor. She was rushed to the GPHC where doctors were monitoring her condition.

Stewartville man dies at Haags Bosch A Stewartville, West Coast Demerara man, died last night at the Haags Bosch dumpsite located at Eccles, East Bank Demerara. He was identified as L. Lynch.

While details are sketchy, Kaieteur News learnt that following a freak accident, the man’s lifeless body was taken to the Georgetown Public Hospital Corporation (GPHC)

where a pronouncement was made. The colleagues, who transported the body to the public health facility, reportedly left before traffic ranks could conduct interviews to ascertain how Lynch died.

This newspaper understands that a search is ongoing for the dead man’s colleagues.

“My Worship, I was never in any brush with the law or in any police matter. I was out of a job for some time. I applied for jobs in Linden for the past three months and I have not heard anything. I just did this to put food on the table.

“School just open the other day and I ain’t got nothing to give me children.

They hungry and ain’t got nothing. I had no other alternative and I took it upon myself to try this thing. I am so sorry. Please be lenient with me. That is all I am begging.”

Those were the words of a father of two who said that he was determined to provide for his children at any cost.

Yesterday at the Georgetown Magistrates’ Court, Chief Magistrate Priya Beharry read the charge to Ducy Skeete, 27, of Linden.

On September 5 at Mabaruma Public Road, he had in his possession 470 grams of

Ducy Skeete cannabis for the purpose of trafficking. He pleaded guilty.

According to police reports, on the day in question, police were on mobile patrol when they stopped motor car HC1228 on the Mabaruma Public Road.

The officers then conducted a search of the occupants and noticed that the accused was acting in a suspicious manner.

A black bag was discovered and Skeete informed the officers that the parcel belonged to him. It contained leaves, seeds and stems suspected to be cannabis. The defendant was charged with the said offence.

Skeete continued to apologize to the court and begged for mercy as the Chief Magistrate prepared to give her ruling on the matter.

Chief Magistrate Beharry then said, “Considering the amount trafficked, the fact that the defendant is remorseful, seriousness and prevalence of the offence…you are here by sentenced to a term of three years imprisonment coupled with a $30,000 fine.”

BBC Sport - Floyd Mayweather will beat Saul Alvarez in Las Vegas on 14 September, according to the American’s old foe Ricky Hatton.

Mayweather, 36, is a fiveweight world champion and has not lost in 44 pro fights, while Mexican Alvarez, 23, is unbeaten in 43 paid encounters. The fight at the MGM Grand is for the WBC and WBA light-middleweight titles.

“Alvarez is younger, bigger and stronger but Floyd will have the speed and movement to keep out of the way,” said ex-world champion Hatton, 34. “He will be Floyd’s toughest fight, because Floyd is getting on a bit. Having said that, he lives the life and looks after his body. “He’s also a master of defence so he hasn’t been in too many wars, and there aren’t too many miles on the clock, despite his age. “Floyd will make Alvarez miss and any boxer will tell you that there’s nothing that tires you out more than hitting fresh air continually.”

Mayweather inflicted a first defeat on Hatton in 2007, stopping the Manchester fighter, now a promoter, in the 10th round, and has rarely been taken to the limit in his 17-year professional career.

Lusignan Golf Club season resumes today The local golf season will resume today after a prolong break due to recent inclement weather, officials of the Lusignan Golf Club disclosed.

Vice President Dave Mohamed disclosed that a Club tournament to get golfers in shape for several major tournaments planned for the remainder of 2013 will be staged from 12:00hrs today.

According to Mohamed, the course is in excellent shape and players can expect the greens and fairway to be

in excellent condition.

Among the tournaments expected to be played off are the annual Guyana Open, Digicel Two-Day Classic, Courts Furniture Store Anniversary tournament and the Players Cup sponsored

by Citizens Bank.

Mohamed said the prolonged rainy season has taken a toll on events at the club but once tournaments resume the club will be very active again.

“The rain has kept players off the course but our intention is to keep them busy

for the rest of the year,” he added. The Guyana Open is once again expected to feature players from the United States, Canada, Suriname and Trinidad and Tobago competing against Guyana’s best. Avinash Persaud and Christine Sukhram are the defending men’s and women’s champions respectively.

RHT Gizmos & Gadgets thumps Moruga Life Sports Centre of T&T in 30 overs match Rose Hall Town Gizmos & Gadgets First Division Team on Tuesday last defeated the Moruga Life Sports Centre of Trinidad by three wickets at the Port Mourant Cricket Ground in an exciting match.

Winning the toss and batting first, Moruga Life Sports Centre was given a solid 51 run opening partnership between Gabriel Blackwell and former Trinidad Under-17 player Silvis Cooper in ten overs before West Indies female pacer Erva Giddings bowled Blackwell for 15.

Richie Joseph joined Cooper and together they added 54 for the 2nd wicket in seven overs before offspinner Khemraj Mahadeo bowled Joseph for 35.

Former Trinidad Under-19 cricketer Adrian Cooper then took the home team’s bowling attack apart with an aggressive 59 (3x4 5x6) as the

visitors reached 192 for 8 off their allotted 30 overs. Silvis Cooper supported his elder brother with a solid 49 (5x4).

Bowling for RHTG&G, Erva Giddings took 2 for 15 and Khemraj Mahadeo 3 for 33.

In response, RHTG&G playing without most of their senior players were given a solid start of 56 by National Under-19 player Shawn Pereira (25) and Askay Homraj (28) in nine overs.

They however soon found themselves in a spot of bother at 99 for 5 in 17 overs; left arm spinner Adrian Cooper snaring 3 quick wickets.

Executives elected as Christianburg Wismar Secondary School Athletic Club formalized In an effort to groom the talent of young athletes in the Linden community, a group of administrators have been installed at the Christianburg Wismar Secondary School athletic club to oversee administrative matters over the next year.

Already, the club has etched its name among other top units when it finished in the third place in just concluded Boyce/ Jeffords Classic meet.

Cleveland Thomas has been elected as the President with Moses Pantlitz as his Vice President. Latoya Barker is the Secretary with Annecia Benjamin as the Treasurer.

The Assistant Secretary Treasurer is Trelicia Nicholson, while Rollin Tappin is the Public Relations

Officer. The committee members are Sheldene Lacon, Jennifer Kirton, Sonia

Racquet wielders in Berbice are set to return to the table on Sunday when the Berbice Table Tennis Sub Association stages a one day six teams knockout tournament at the Skeldon Community Centre Pavilion beginning at 09:00hrs.

The tournament, which has the blessing of the Guyana Table Tennis Association, is expected to see the best racquet wielders in Berbice in action.

Three teams are expected from New Amsterdam, Two from Skeldon, while another is expected from the Port Mourant Training School.

The teams, made up of three players each which will be divided into two groups where they will oppose each other, with the winner and runner up of each group advancing to clash in the semifinals.

Incentives will be

available for the top two teams and outstanding performers during the tournament. The competition is open to Berbicians only and those who would have been living and working in the county for the past three years.

Officials from the Guyana Table Tennis Association including President Godfrey Munroe and General Secretary Linden Johnson are expected to be on hand to help oversee the proceedings and assist with the distribution of the prizes.

The tournament will be used as a yard stick for the second annual Berbice open which is expected to be bigger and better this year. That tournament which is sponsored by overseas based Guyanese, Berbician Souvenir Ranmdyal, a 2009 Hall of Fame Realtor of Queens NY,

will be held over two days this year with a number of overseas based Guyanese expected to return to participate. Floyd Conway is the coordinator.

Berbice has a rich history in the Table Tennis arena and among some who would have gained stardom in the past are former Caribbean champions Anand Sookram and Doreen Chow Wah, former national Female Table Tennis Queen and nine times champion Desiree Lancaster, who is the only female to have won the tournament on five consecutive occasions, former national champions Donna Sue and Vida Moore.

Former national junior player Petal Bennet also won the Caribbean junior doubles title in the 90s and is among some of the outstanding players to have emerged from the ancient county.

Chris Nurse named North American Soccer League Player of the Month for August MIAMI, Fla.– FC Edmonton midfielder Chris Nurse has won the North American Soccer League Player of the Month award for August, which is voted for by media who regularly cover the NASL. In a close contest, Nurse edged out Carolina RailHawks striker Brian Shriver and Tampa Bay Rowdies goalkeeper Diego Restrepo by a single vote.

Nurse, a Guyana international who has captained his country, scored three goals in consecutive games and played a key role in a fourth goal as his side won once and drew twice at home and picked up a point on the road. He has been named to the NASL Team of the Week four consecutive times.

tournament and a date could not have been fixed for the ‘Sixhead’ bout. Mullings had defeated former European Middleweight champion, Howard ‘Battersea Bomber’ Eastman last April at the Princes Hotel, Providence for the CABOFE welterweight title. He had registered a clear

cut victory in that bout where the Guyanese had only won one round.

The Jamaican had then called out former World Boxing Association (WBA) welterweight champion, Andrew ‘Sixhead’ Lewis, to a showdown while saying that a victory over the former

world champion would have done wonders for his resume.

Lewis was scheduled to travel to Jamaica to sign the contract but it now seems as though that bout has been cancelled. Iwan Azore will now fight Mullings in a non title 10 rounds welterweight affair.

The other fighters expected to travel to the ‘Land of Reggae’ are Gladwin Dorway wh o t a c k l e s Jamaican, Donovan Campbell in an 8 rounds welterweight affair, while middleweight Derick Richmond will oppose another Jamaican, Anthony

Osborne, also over 8 rounds.

Three of the fights will be for World Boxing Council Caribbean Boxing Federation (WBCCABOFE) titles and local boxer, Dexter Marques will lace up his gloves against Jamaican, Rudolph Hedge over 12 rounds for the flyweight version, while Guyanese, Edmond DeClou, opposes Jamaican, Devon Mancrieffe, in defence of his CABOFE middleweight crown. Mark Austin will also get another opportunity to revamp his career when he opposes Jamaican, Tsetsi Davis, for the CABOFE middleweight crown.

Mr. Abdool had intimated that the contracts were expected in Guyana earlier this week and all of the boxers would have adhered to the formalities. In the meantime all of the pugilists are in training at their respective gyms.

Balchand Baldeo’s 102* secures title for Lower Corentyne

Captain Daniel Lewis receives the winning trophy from BCB Secretary Angela Haniff A brilliant undefeated century from opening batsman and man-of-thematch Balchand Baldeo made it easy for Lower Corentyne to become the 2013 Republic Bank Under-17 Inter Zone champion in the Ancient County of Berbice, taking first innings points from Upper Corentyne in a drawn final played at the Albion Community Centre Ground.

As a result of rain, the first innings for both teams was limited to 45 overs. Lower Corentyne choose to bat

first, Baldeo and his fellow opening partner Jason Anderson put on 53 for the opening stand before Anderson fell for 15.

Another wicket fell shortly after and Baldeo, who earlier this year represented Berbice in the Under-17 Inter County tournament was joined by Guyana Under-17 batsman Brandon Persaud, together they were involved in an 81 run 3rd wicket partnership.

After Persaud went for 41, Baldeo batted on to steer

Lower Corentyne to 193 for 4 in their 45 overs, he {Baldeo} ended on 102 (5x4).

When Upper Corentyne began their response cognizant that gaining first innings points was crucial, they had an opening stand of 16 but soo n f o u n d themselves at 29 for 2.

Shortly after that Guyana Under-17 offspinner Daniel Lewis got into his stride a n d p i c k e d u p t hree consecutive wickets put Upper Corentyne on the back foot at 57 for 5.

Offspinner Baldeo snared the next two to leave them 70 for 7 before Lewis continued with the demolition act by taking the last three wickets, Upper Corentyne were bowled out for 94 in 41.1 overs.

Lewis ended with 6 for 15 from 16 overs and Baldeo 2 for 32 from 11. Top scoring for Upper Corentyne was Parmeshwar Chaterpal with 23, Nicholas Seenarine hit 18.

At the presentation ceremony, both teams were complimented for reaching

the final and particularly Lower Corentyne for becoming champions.

The players were urged to continue practicing and stick with the game as there are many opportunities for their advancement.

A trophy and $50,000

was presented to the Captain of the Lower Corentyne team Daniel Lewis, while Upper Corentyne received $40,000 as the runners-up.

Meanwhile, defending champion, East Bank/New Amsterdam/Canje ended up as the second runnerup after defeating West Berbice on first innings in their drawn third place encounter.

East Bank/New Amsterdam/Canje received $25,000 while West Berbice got $15,000.
