The raw realities of this land

T

here were more than a few plastered in the press.

The picture that painted the Guyana that is; and which should compel all Guyanese - leaders and citizens - as to the raw realities of this land. There is so much to do. If only we would try.

There is so much that could have been done with the many monies spent. It is pointless to look back as to where the cash went and who benefited the most. That is gone and this much could be said with authority: the regular citizens, those who need the facilities - here and there in town and country and elsewhere - did not benefit as they should have. Thus, they struggle with tight and narrow confines, the less than safe, the more than angering facilities from the hands of leaders. The latest case in point should help to illustrate beyond any doubt.

It arrived in the predawn hours. It was a vessel unseen in its waywardness and unseeing of what stood in its passage. The Demerara Harbour Bridge did not move.

But it buckled under the crashing weight of tons of outof-control steel. And when the Harbour Bridge buckled, it also took thousands of daily Guyanese commuters to their knees, too. Their wheels were rendered unmoving; no place to move; no alternative to explore and escape the crush and clamour and cramp. As the weary and worn clamber for footing at rickety travel points, their leaders, due a kick in the derrière, clamour and clash over what degrades and divides.

The little people had their feet (and their children and haversacks and attachments of the day). Look at those pictures in the press again: their feet can carry them only so far, only so painfully slowly. It was many huge clots of massed humanity. And of endless, heaving, harried flows of people going to work, to the first day of school, to the commerce of the day. They do so against the universal backdrop of ceaseless brawling in the political heights.

As they brawl to their heart’s content, the limitations of transportation point an accusing fist at their puniness, their pathetic leadership presences. So much more could have been done with what came our way. That was yesterday.

The new day was that picture of crafts plying the river; tiny dolphins racing back and forth to load up and then deposit its human cargo in one uninterrupted stream throughout the day. The crowds painted a portrait that should shame all self-respecting leaders. Surely, we can do better than this? Surely, we could have done better with the billions (in US, no less) that came and were gone.

Just like that.

Oh, but we argue like intoxicated, enraged addicts lost in the hazes of our own priorities and our own importance.

It is just another day in Guyana; one more in the eternity of decades that saw spending but no building; and planning but for anything but constructive building for the people. Erecting monuments of infrastructure that speak to the unselfish visions of leaders and supporting casts.

Among the pictures, there was one powerful portrait.

It was profound in its ordinariness, its great testimony to the patience and piteous nature of the Guyanese peoples, who surrender to one political injustice after another, era after era. That picture was of a gaggle of travelers climbing up a stairway at the Stelling. It was of less of a climb and more of a crawl, on hands and knees (almost), before the woeful works of wretched leaders, who boast of superior achievements to great applause.

That stairway in that Stelling reminds all, who come near it, of the crude, almost vulgar, dismissal delivered to followers and voters, citizens and comrades, public and passersby: here is a gift for you, compliments of one government after another. Take it. Be thankful. Be joyful.

The strapped, stressed, and surly travellers to and from the West Demerara might as well come to their senses.

Like all Guyana, this is what and how much they matter in the consciousness and calculations of their own comrades.

As local leaders bicker and plot, the poor Guyanese man and woman (and child) are forced to plot their own path,

I remain steadfast in my commitment, regardless of political season or leadership DEAR EDITOR, Reference is being made to GAWU General Secretary Seepaul Narine’s letter “Correcting Lincoln Lewis’ facts on sugar” (KN 5th September, 2019). The facts show to the contrary and it is unfortunate my fellow trade unionist has sought to engage in this deceptive act. A sugar estate comprises factory and cane fields, among other services.

Closing a factory is not closing the estate.

Whereas a factory can close separately, the field (sugar canes) can still be under cultivation, which means the estate is still functioning.

That was the case of the Diamond estate, where while the factory was closed earlier, it was the cane fields (the vital production element) which stopped cultivation under President Bharrat Jagdeo’s leadership.

It was Mr. Jagdeo who put a death knell into the Diamond estate, GuySuCo’s highest yielding cane fields. Evidence will show Diamond was still producing acres of cane since 1985 but its production was ground to a halt in 2010.

Kaieteur News (KN), 31st March 2010 article ‘Diamond estate workers protest for severance pay’ noted, “GAWU contended that the

decision to close the Diamond cultivation is injudicious.” Said article goes on to say, “The Union pointed out that in keeping with the Corporation’s goal of ultimately producing 80,000 tonnes of packaged sugar at Enmore Estate, the maintenance of the Diamond cultivation would ensure an adequate cane supply and would save the Corporation millions of dollars, having to develop new lands on the East Coast of Demerara which certainly would not be as high yielding as the Diamond cultivation.”

It was the Jagdeo government that initiated and put systems in place to realise the closure of the LBI estate, and according to GuySuCo, the GAWU was on board. KN, 3rd March 2011 article, “Sugar workers staged protest over LBI ‘closure’” stated that GuySuCo management said “…in recent times the company and union were in discussions as the company saw it feasible to close the LBI estate ….”

The article further stated the Chief Executive Office, Paul Bhim “added that the protest action came as a shock to the company since the union was actively involved in negotiations and

some workers even agreed.”

The fact that finality was brought in 2016 does not negate the fact as to who initiated the process and put all measures in placed to bring closure.

All evidence will show it was the Bharrat Jagdeo government.

Readers are invited to revisit my article “Mr. Jagdeo, go to work and stop buzing” (KN 1st September) where I spoke about the closure of Diamond and LBI estates. The result of those actions placed thousands of sugar workers on the breadline.

That my brother, Seepaul, sought to give the impression the reference to workers losing jobs dealt with LBI alone is deceptive.

Further, it was sugar workers, utilising the legal service of Khemraj Ramjattan, who took the government to court for their severance pay. If the Guyana Agricultural and General Workers’ Union (GAWU) took GuySuCo to court, using the legal service of Ramjattan, then logic defines it was workers who took the government to court.

In an effort to debunk my statement that the workers had to resort to court action to receive their severance, my brother is now claiming that

the workers did not do this, it was done by GAWU. How more ludicrous can this statement be when the workers’ representative is GAWU. The question that he has made comparisons about what the David Granger/ Moses Nagamootoo has done to the sugar industry, but failed to acknowledge that I have constantly condemned the government’s treatment of sugar workers, indicates that Seepaul’s writing is to serve another objective other than advancing the cause of the sugar workers.

Public record would confirm I have stood with sugar workers on numerous occasions, across all administrations.

Accountability must not be selective.

Mr. Jagdeo must account for what he has done in the same way the Granger/ Nagamootoo government must account for what they have done.

We cannot be having two truths in Guyana.

The fundamental difference manifesting here between the two of us is that I remain steadfast in my commitment, regardless of political season or leadership.

Peeping Tom right on Opinion Polls & Oil DEAR EDITOR, Peeping Tom is spot on in his commentary on opinion polls (KN Sept 4).

I read newspapers in Trinidad almost daily, and as such, am au fait with the political situation there. I myself have been routinely conducting opinion surveys (every few months) since 1995.

Guyana needs to institutionalize polls as is the case in Trinidad and Tobago. Views on the oil contracts would be welcomed.

The peeper is right that the polls in Trinidad conducted last July and August showed the ruling PNM will retain power if elections are held soon. The peeper is also

however they can to wherever it takes them. After all the talking and cheering and supporting, the regular man is on his own.

Look at that stairway (and others) in this hamlet of an existence. It is remote-looking, ancient in appearance, and totally inadequate and unsatisfactory, by any standards of respectable civilization. It is amidst these reminders of a slippery, shallow, sickly existence, that political men fight and maul each other. It is over the expected floods of money to come. They claw at, climb over, and count out each other through the ugly and bizarre and castrating. This land is the one castrated. Of course, all of this is couched in glorious citations of Constitution and concerns for the people.

The people are still wondering if a barge did hit them repeatedly over those years. There are the bruises and wounds of hopes dashed and the failures that flourished. Nowadays, the words and postures from perpetual political disappointments are of who is going to do more with whatever money marches towards Guyana. More for the masses (how much of it?). More for modernity (how about a real Stelling?).

More for making the Magnificent Province truly magnificent (how about sincere transformational leadership?).

The Demerara Harbour Bridge and the accompanying travails emphasize how much those are lacking. As for the disputes and arguments, they emphasize this eerie promise: how we might still be in the same place after all that oil has come and gone. A lot of money did come before. What is there to show for it? The picture of that Stelling should guide towards incontestable answers.

As a recent survey noted, the UNC’s leadership is surrounded by useless chamchas (sycophants and cheerleaders) who only praise the leader.

They are the kind who would tell a leader they milked the bull and got two gallons milk daily. So the PNM will win re-election by default. If, however, the UNC were to reorganize and recruit credible individuals, it would give the PNM a run for its money. But such re-organization is not contemplated. Elections are due a year from now.

The peeper made reference to the poll recently conducted in Guyana by TRPI that described the popularity of various PPP politicians.

The poll was attacked because people don’t like the findings. Whenever a poll shows a party or person in bad light, it is condemned and when the findings show a person in good standing the poll is praised.

It is understandable if PNC (APNU) praised the TRPI poll while some in the PPP attacked the poll. That is

the nature of findings of opinion polls in third world societies like Guyana. Developed countries welcome polls because they help candidates or government to address weaknesses in order to build support. In Guyana, polls are attacked because people don’t want to know truths.

The findings of surveys should not be dismissed.

They should be welcomed.

Short of elections or referendums, polls are the only way to gauge opinions of the public on various issues and how they will vote. Political parties should use them to guide public policy and candidate selection. I also conducted surveys in early July and early August for NACTA. I have no reason to question the authenticity of the TRPI poll.

We need opinion surveys on government policy and on varied matters. For example, should elections be held soon? Which party will win the elections? Which candidate has the highest favourable ratings? Do the public support the contract (and deals) with Exxon and Tullow? Should the contracts be renegotiated? And yes, does the public support the pardoning of criminals?

We are losing our youths - Part 2: Understanding criminal behaviour DEAR EDITOR, I am looking intently at the photographs of the three youths captured during the botched robbery at a Republic Park home, and as I look at these boys to reflect, I am reminded of my article, ‘We are losing our youths’ published in the local dailies, dated August 31st, 2019.

While many may say “good for them” or hurl racial slurs against these young men, I find it extremely difficult to accept the pain and sorrow displayed on their faces. My heart hurts to see them lay on the ground, as their silent cry for help goes unnoticed.

This is why I am writing this article to empathize with our youths and attempt to try to save the lives of our

youths.

I am saddened by the fact that these youths have selected a life in becoming criminals. But, I ask myself, “Are we to be hateful of them for choosing this life?” I think that perhaps if we were to understand why they did, and continue to do what they do; a little empathy can be shown towards them. Having said this, I also stand with the fact that when they perpetuate their cruelty and bestiality to public citizens, then it becomes a situation that will attract public hate.

The problem with these youths in crime is a societal and national one, where the appropriate attention is not being given to these youths, who evidently have their own problems and struggles.

I am sure, that if a background check is done on them, you will more often than not find that they came from troubled backgrounds where they have no parents, where they were neglected and abused, and grew up with probably a single parent (some of whom have done an exceptional job as single parents) or a guardian working tirelessly to make ends meet, and were led into a life of crime out of sheer need.

My concern is that the minds of these youths has become warped from childhood, therefore, they may have grown up with a hate of society, resulting in vicious crimes like merciless beating, rape, etc. towards their victims in order to fulfill their vengeance towards society.

How will they spend our oil money?

DEAR EDITOR, At long last, it appears that our political crisis is coming to a close. Only a few hurdles remain before we actually have clarity on our election timeline. Guyanese rightfully despair the way our democracy was put to the test over the past several months by our leaders and politicians.

But we must now quickly refocus and ask those same leaders what they plan for Guyana’s future.

While an election is approaching, we have seen no clear declarations of party platforms or visions. Proper lip service has and will continue to be paid to the usual areas of concern – “free education!”, “better jobs!” “more opportunity for all!” – yet we all note the lack of concrete plans with great concern.

Having those plans is all the more important with first oil due in 2020.

It goes without saying that an unprecedented

amount of capital will flow into our government’s hands immediately following the results of the upcoming election. Nonetheless, as we go to the polls, it’s crucial that Guyanese elect the party that is best equipped and ready to guide Guyana to economic prosperity and well-being.

It is clear to any observer that we are unprepared and making slow progress, while the powers that be have been busy fighting one another.

Guyanese are looking to our oil windfall as an asset that could have a net-positive effect in the long-run, not merely the short run. But how to spend it?

It seems apparent that strides in the Guyanese education system will make the greatest impact on generations to come. The labour market today is not what it will look like in two or five years.

We must provide Guyanese youth with the proper technical education,

specifically in the field of engineering and the sciences, so that, when oil companies are looking for labour they look to Guyanese first—instead of outside Guyana.

As the demand for highly skilled labour will only continue to expand with first oil, we are obliged to grow this type of technical skill-building across our educational institutions. The University of Guyana has already acted on this initiative — sending university professors to primary schools to teach Guyanese youth basic computer science skills.The electorate has been treated to an entertaining soap opera for most of this year. But now it is time to make a decision which will fundamentally impact the direction of our future. Reasoning from this fact, we must call upon the politicians of APNU, PPP, and various political factions, to put forth tangible plans for Guyanese welfare.

By no means am I saying that I am a professional counselor or personality analyst, but I care enough to worry about these boys and empathize with them that our society is not strong enough to cater for them. Obviously they grew up with great pain and trauma in their lives that have influenced them to choose this path.

The neglect and abuse of children often progresses through several generations.

I am afraid that the cycle of abuse and crime will keep repeating itself if there are no

systems in place to save them, their self-confidence, and their interest in society.

I wish we had systems in place like Boot Camps: a system I have been passionately writing about in the media, discussed on my TV program and in sermons at various religious presentations. I raised the idea of Boot Camps numerous times as a former Commissioner of the former National Commission of Law and Order, which was chaired by former Minister, Mr. Clement Rohee.

I emphasize to the govern-

ment and nongovernmental organizations of similar interest that I really believe Boot Camps can instill discipline and effect change.

While I am happy that no one was robbed in the incident, I am worried that when these boys will be placed into the prison system, they will become more hardened. I always refer to our Prisons and Prison systems as ‘Universities of Crimes.’ Very few inmates ever leave the prison system rehabilitated.

THE TRAGEDY CONTINUES TO UNFOLD DEAR EDITOR, The nature of the PNC/ APNU+AFC is unfolding before our very eyes. They are dismantling all the democratic gains made since 1992 and have created an illegal government in our country. Indeed this elite group has resorted to the same type of governance as was done between 1964 -1992.

It must be no surprise to anyone that the governing elite has accumulated huge fortunes in the short period in power. Apart from the newfound wealth, they seem to get a strange delight in wielding power over the people more akin to a feudal lord ruling over his/her peasants.

To stay in power to protect their ill-gotten gains and to increase it even more, this clique is destroying and emasculating all of our more important state institutions.

It is succeeding because many persons in the Public Service, including in Constitutional institutions, are either in cahoots with the clique and therefore part of the elite, or are afraid to stand up for the rights of our people. The clique that wields power is most likely using a combination of threats and bribes to obtain results that it wants from our “independent” offices.

That is the only explanation that makes any sense as we examine events unfolding since this clique seized power in May 2015.

Let us take, for instance, the decision of the GECOM to merge the data from the House to House Registration with the present clean voters’

list, that gave us elections in 2015 and later, Local Government elections. What is the purpose of this and where is it taking us?

It is clear that by undertaking such an exercise, the whole present verified list would be contaminated and therefore made unsuitable for elections. It could be so deliberately damaged that elections could be postponed for years.

This is precisely what the PNC did in 1990 when elections were supposed to have been held. They messed up the list so badly that it was rendered useless. To correct that, a new house to house registration had to be done.

That gave the PNC two extra years in power! This is what it appears they want to repeat.

Without doubt, the PNC has put its rigging machinery in full swing.

The house to house registration of 2019 was an illegal act. I say this boldly because even though I am not a lawyer, I was a member of the National Assembly in 2007 when, in order to do house to house registration, the National Registration Act had to be amended. That was done by amendment 31 of 2007.

That amendment stated that data compiled was the basis for continuous Registration.

The National Assembly made no further amendments to that Act since then. Therefore, the latest house to house Registration was illegal.

Moreover, the law states that any such exercise must be supervised by the Elections Commission. The staff that is recruited to accomplish

that task must be chosen by the Commission, not by the Chief Elections Officer.

Since the Commission was not functioning then, that exercise was not done by the Commission, not in accordance with the law, thus on those two further counts it was illegal.

According to the law, any person who is registered twice is breaking the law. It is a criminal act with penalty of imprisonment. The illegal staff was conducting an illegal activity when they ventured to register persons another time.

The only proper thing to do with the data compiled by GECOM “staff” is to discard it. It must not be allowed to contaminate a list that has been verified, and a good basis for holding elections after a Claims and Objections period.

Trying to merge it is to pursue the plans of the PNC/ APNU which is unfolding in the glare of the public. The PNC/APNU+AFC clique is doing its darnedest to frustrate the will of the Guyanese people.

I have stated before that the sole purpose of establishing a Ministry of Citizenship was to rig elections, to perpetuate themselves in power.

Anyone with the slightest knowledge of the PNC/ APNU knows that they are specialized in corruption, including corrupting elections.

They have the most experience, the world’s best riggers, without a doubt.

From the beginning they decided that they would use the state to enrich themselves and to stay in power by foul means, including criminal

From page 5 Boot Camp that focuses on restorative measures will ensure that they come in the system and be taught to be positive role models with a better chance of turning their lives around.

They should be required to sign a p a r t i c i p a t i o n agreement, in which lessons on discipline a n d a ppropriate skills, counseling, and anger management will be taught, for them to make positive

contributions to society or return to prison.

Participating, and successful completion of this Boot Camp can also place these offenders to be released earlier than their prison sentence.

With my love for disciplinary organizations, and my belief that there is good in every person, we need to find ways to give offenders a fair chance to be rehabilitated

and reintegrated into society.

It is evident that these people need professional help to deal with their p s y c h ological problems from all the many difficulties they faced in their young lives.

How else can we explain the total insensitivity of increasing their salaries by 50% and allowances by an unknown rate? What was the logic in the massive dismissal of Indian and Amerindian Guyanese from the public service? How can we understand the dismissal of workers in forestry and the more than two hundred tax measures placed on our people, including the small and medium scale producers in Mining and Agriculture? This is only a few of the outrages they have committed.

Clearly they are not looking to have people to support them, because they have established a rigging machinery from the beginning with the intent of staying in power without a mandate from our people.

The PNC APNU/AFC operation was disrupted by the No Confidence Motion.

The main aspect of that operation was to use immigration to give themselves some

more seats. This is an operation financed by APNU, most likely using state funds. That is why we can be sure that they would destroy the Audit Office or staff it with loyal PNC activists Who is paying for the air tickets for these people?

These are people given jobs as watchmen and cleaners in this country, it is logical to assume that if they come here to do menial jobs they could not afford an air ticket. I was recently told that Haitians are boarding the plane in Panama with Guyana Passports. How and where did they get those passports?

Added to this is the fact that they are given special attention/privilege at the CJIA and transported in buses to their destinations in Guyana.

The fingerprint of the PNC is all over this operation, it stinks to high heaven.

This is blatant exploitation of poor Black people for the further enrichment of the PNC elite. It will result in degradation and poverty of all

Guyanese, including those being recruited now. What a tragic turn of history!

This PNC elite will be judged harshly. It is also a massive operation of trafficking in persons and given legal covering by the regime. A more naked political prostitution is hard to imagine!

The PNC/APNU/AFC while mouthing nationalist slogans really do not care a damn about the people of this country. All they want is to continue enriching themselves at the nation’s expense. This is a real recipe for disaster. This diabolical plan must be frustrated!

To succeed the people must stand-up against the regime. They must make their voices heard!

Moreover, they must demand that some persons in Constitutional offices stop kowtowing to the PNC, straighten their backs, and prevent another tragedy from visiting our country.

Sydney Allicock again shamefully betrays Amerindians DEAR EDITOR, Sydney Allicock must apologize to his Amerindian sisters and brothers.

His insult to them at the opening of Amerindian Heritage Month 2019 is, unfortunately, only the latest betrayal and disrespect for Amerindians that started since May 2015.

Calling Amerindians unreasonable when they simply ask their legal rights to their lands be honoured is disgraceful for a man who is supposed to ensure the welfare of Amerindians is promoted, protected and respected.

In almost five years, as Minister of Indigenous Peoples’ Affairs, Allicock has stewarded a policy designed to derail Amerindian Land Titling.

This past week in launching Amerindian Heritage Month 2019, in his caretaker role, he admonished his Amerindian sisters and brothers for demanding titles to their land while not fully utilizing their land. Allicock sided with APNU+AFC which has stalled or even completely abandoned the demarcation and titling of Amerindian lands.

Instead of using Amerindian Heritage Month 2019 for appealing to his APNU+AFC colleagues to resuscitate Amerindian Land Demarcation and Titling, he castigated Amerindians for being unreasonable.

Allicock’s repugnant attitude to Amerindian Land

Rights ignored that Joe Harmon had announced on February 22, 2019, in Sand Creek, Region 9, that Granger had ordered land demarcation and titling would restart in March. Eight months later, nothing has happened.

Harmon and the whole APNU+AFC Cabinet visited Region 9 in February because of the No-Confidence Motion which required an election before March 21st.

They were very aware that Amerindians considered they were betrayed, since APNU+AFC had promised them before the 2015 election that land demarcation and titling would be accelerated. Instead, it is now stalled, going absolutely nowhere and now Allicock blames his Amerindian sisters and brothers.

This is not the first time Allicock used an important Amerindian event to insult, disown and betray them. In October 2017, during a meeting of the National Toshaos’ Council, he forcefully admonished Amerindians for protesting the appointment of the Lands Commission of Inquiry, and he sided with those who were openly or silently opposed to Amerindian land titling.

Not only has APNU+AFC, through Allicock’s Ministry, instituted a de facto cease order on titling of Amerindian lands, there has also been a corresponding intrusion into Amerindian communities, re-

ducing lands available to Amerindians and abrogating their fundamental rights.

In converting Lethem, Mabaruma and Bartica into townships and in creation of NDCs in Amerindian communities, without FPIC, boundaries have been extended encroaching on Amerindian lands. This diminution of Amerindian lands and change of governance collide with the Amerindian Act 2006.

Amerindian Land Titling is a Rights Issue, one that Amerindians care deeply about. It is one thing that APNU+AFC has betrayed them with broken promises.

But for permitting himself to be the instrument for Granger and APNU+AFC denying Amerindians their lands guaranteed under the constitution and the A m e r indian Act 2006, Allicock has disgustingly betrayed his people.

Not only has APNU+AFC, through Allicock’s Ministry, instituted a de facto cease order on titling of Amerindian lands, there has also been a corresponding intrusion into Amerindian communities, reducing lands available to Amerindians and abrogating their fundamental rights.

APNU+AFC has utilized other laws, such as the forestry and mining legislation, to breach the Amerindian Act 2006, robbing them of subsurface benefits.

Region 6 has no money to fix rice dams -NDIA pledges $5M to assist The Regional Executive Officer of Region Six, Kim Williams-Stephens, has come under heavy criticism by the Regional Chairman, David Armogan, after she informed him that there is currently no money set aside to fix the deplorable dams in the rice cultivation areas as is normally done on the first and second crop.

Armogan stressed that the rice farmers are already suffering due to the paddy bug infestation that has ripped through their rice crop over the past few months and with the added problem of dams in a deplorable state during the harvesting season will only add to the existing issues.

“I cannot remember a time that farmers are not assisted to fix the dams. These dams are being done twice a year, in the first crop and the second crop, this year, however, things have changed,” he disclosed.

According to Armogan too, in the past, a substantial amount of money totalling approximately $15M would be expended by the region per crop to ensure that the dams in the rice cultivation areas are done to make it less difficult for farmers during harvesting time.

“Unfortunately, this year, the REO has said very clearly to us although we had about $15M in the budget to do dams, this year she has said to us that the money under agriculture has completely expired, she has no further

money to do the dams.”

The Regional Chairman opined that such a development will put the rice farmers in a very difficult situation, one that has already forced many of them to resort to fixing the dams themselves using their own finances.

“There is only so much they could do and only so much expenditure they can involve to do the dams because as you know rice cultivation is an expensive business,” he said.

The region he said, as it is, has let the farmers down “for the first time since I am here and I have been a councillor for 15 years and this is the first time the region will not be assisting farmers to fix the dams.”

With the money reportedly exhausted, Armogan said that he had to find a way to assist and as such made contact with the Chief Executive Officer of the National Drainage and Irrigation Authority (NDIA) and they have since promised to assist with $5M. The Chairman said that the money will be split 50/50 with $2.5 M going to Black Bush Polder (BBP) and the other $2.5 M to the 52/74 rice cultivation area. Farmers in Crabwood Creek, he said, will “unfortunately have to fend for themselves” since the money will be split to the two largest areas under cultivation (BBP and 52/74).

Armogan went on to chastize the government and said that the administration is

operating in a callous manner “because they are still holding on to the belief when they came into government that rice is a private business and rice farmers have to look after whatever is in their interest in entirety. Now that cannot be so, the government will always have to provide the infrastructure for rice production and cultivation and that has not been happening here in Guyana”.

He said that the government on this occasion has neglected their responsibility at the regional level because “the REO should have been able to hold this money to do the dams

because this is something that we anticipate.” Armogan, however, remained hopeful that the dry period holds for the farmers. He added that the

farmers will have to utilize their tractors and harrows to remedy the dams.

and expending the money promised by NDIA, Armogan said. A sum of $117 M was allocated to Agriculture in Region Six for this year.

Consumer Affairs Unit to ‘name and shame’ non-compliant businesses The Consumer Affairs Unit (CAU) will soon be staging a ‘Name and Shame’ campaign against businesses countrywide that have remained deliberately noncompliant with CAU regulations.

Yesterday in an interview with Kaieteur News, CAU’s Feyona Austin-Paul noted that over time businesses have been openly defiant of becoming compliant, emphasizing that the unit has been faced with resistance from several businesses in the West Demerara District and Berbice too.

She said the particulars of those businesses (name, location and area of default) will be featured on the unit’s website and maybe in sections of the media if the need arises. She said that following several countrywide inspections, a high percentage of business

have been found to be noncompliant to consumer policies. She said many have reported that they are ignorant of what’s required of them and as such they have been educated.

The Head of CAU noted that on a second visit, most of the said businesses had made no effort to rectify their game, and some have even openly refused to comply with business expectations, hence the unit’s decision to initiate the ‘Name and Shame” campaign. She said during their inspections it has been discovered that many businesses are not up to standard in the areas of packaging, return of goods policies, pricing, proper labeling and other areas.

She added that the campaign will show a zero tolerance approach for non – compliant businesses, adding that the unity may soon derive additional remedies to deal with businesses that fail to “get in shape after this exercise”.

She explained further that for 2018, 45 percent of businesses were actually in compliance with the Consumer Affairs Act, but thus far for this year, only 15 percent have been complying.

Meanwhile, in 2018 some159 businesses were inspected of which 88 were non-compliant.

This year, so far, 82 businesses have already been inspected and 70 are not in adherence of the consumer laws.

All non-conforming businesses were given a timeframe to correct noncompliance. Re-inspection exercises will be conducted during which the businesses are expected to be fully compliant with the Consumer Affairs Act. Re-inspections have already commenced, according to CAU officials.

The CAU is demanding that businesses comply in

order to give consumers value for their money.

According to Austin-Paul too, “The Unit has employed a two-pronged approach whereby suppliers are also educated on the first inspection and given an opportunity to correct any breech of the CAA, but they will be held accountable after.

The interest of the consumer is the driving force of the Unit and this will be done objectively at all times ensuring that a level playing field is always maintained for all stakeholders.”

WE HAVE HEARD IT ALL BEFORE

D

oes anyone seri ously believe that Guyanese are swayed by what is said during the course of presidential campaigns between the various presidential candidates?

How many Guyanese decide on how they will vote as a result of a presidential debate?

Most Guyanese already know how they will vote come Election Day. Nothing that the presidential candidates say is going to sway the voters into changing their minds.

There may be the undecided, but their final decision will depend on more than just the outcome of a presidential debate.

In the run-up to the 1992 elections there was a presidential debate between Mr. Desmond Hoyte and Dr. Cheddi Jagan.

Those who support the PNC felt that Hoyte won the debate, even though others felt that he came across as a grumpy and agitated old man who kept demanding from the PPP’s presidential candidate to state whether he was still a communist.

The PPP supporters on the other hand felt that Jagan won the debate, even though some felt that he was longwinded in his answers.

The debate did not settle anything because the people had already decided how they were going to vote.

No debate is going to determine the outcome of an election in Guyana. No debate is going to swing voters’ preferences.

Those are settled long before Election Day. That particular debate between Mr. Hoyte and Dr. Jagan was held on the radio.

It was not televised.

There was no live audi-

ence such as what happens presently. These days presidential debates are televised live to mass audiences in the United State. Unlike in Guyana, the studio audience is carefully screened and remains civil and respectful, as do the candidates to each other.

But unlike America, our presidential debates in the past were not televised live.

But they are likely now to be streamed live on social media and broadcast live on some radio stations.

The presidential candidates in our debates try to debate each other, while the two camps in the audience try to outdo each other in their support for one or the other of the candidates.

The political lines are usually drawn prior to any debate.

The respective parties position their supporters in the audience.

Presidential political debates make for an interesting couple of hours, full of fun, but it will not sway voters because those who are there have already made up their minds where their X is going come Election Day, and no blunder made by any candidate is going to change that decision.

The debates however must go on. How can we have an election campaign without a debate?

Unthinkable! Not that we have not had such debates before.

We have! We have also had the distinction of debates marred by the absence of the presidential candidate of the ruling party; something that it is suspected has more to do with the hostility of the turf and the inability to deal with such hostility.

This is why, given Guyana’s

realities, it would be much more preferred if there was a controlled debate without all the drama that is likely to take place at certain locations such as the University of Guyana.

At the end of any debate, if a poll is taken, the results would be predictable as to who won the debate.

The PNCR supporters will say that their candidate emerged victorious.

The PPP supporters will disagree and say that their candidate came out ahead.

Since the candidates are not in a debating competition but are simply there to indicate their positions on issues so that the public at large can eventually make an informed choice come Election Day, these fora should not really have winners and l o s e r s .

Presidential debates in Guyana are for the converted.

It allows them to root and cheer for their candidate and to put down the other side.

Such a divisive attitude defeats the purposes of a presidential debate, which should allow for issues rather than personalities to take centre stage.

For most of the political pundits, the debates are not about discussing issues but about ensuring that their candidate looks good and comes out the winner, even if that is their own estimation.

So what purpose does a presidential debate serve?

None whatsoever!

Guyanese do not need presidential debates to know what their candidates stand for. There is hardly a week that goes by – and as elections get nearer, there will hardly be a day that goes by – without a candidate being quoted on some policy issue in the news-

In addition, the five stakeholder groups will be involved in identifying strategies for fostering collaboration for ending AIDS, areas for cooperation between stakeholders and support needs for advancing stakeholders’ work at the national level. Participants will include parliamentarians representing government and Opposition, members of the regional Faith Leaders Steering Committee and other selected Faith Leaders, Regional Civil Society Leaders who work with Key Populations, members of the PANCAP Youth Advocacy Steering Committee and National AIDS Programme Managers.

THE FREDDIE KISSOON COLUMN

Never before has a political party been so demonized I have lived my entire life in this country. I studied abroad and worked for a few months as an advisor to the Foreign Affairs Minister of the Bishop Government in Grenada. I saw that as Caribbean solidarity. I will do it again within Caricom, because I am passionate about Caribbean integration. Except for those two circumstances, I have lived consistently in Guyana. I have been engaged in political activism since age sixteen.

I pick up the vibes, feelings, thinking, desires and fulminations from the Guyanese people all the time.

I am never out of Guyana, so I mingle with the people of Guyana all the time. The last time I left Guyana was in 2000 for eye surgery in Trinidad. I don’t like to travel. Mr. Glenn Lall extends his requests, but he knows that I am not the travelling kind.

The expressions here are fact-based. If people choose to deny them, accuse me of amplification or outright fiction, I will not be moved for a fleeting second, because I believe in me, and what I will write below is what I have felt living among the Guyanese people.

I do believe of all the par-

ties that have been part of the government of Guyana, none has been so despicably condemned by its former voters like the Alliance For Change (AFC) since 2015.

There have been five parties of some substance that have been part of the power establishment – PPP, PNC, The United Force, AFC, WPA. I have omitted the Civic Component of successive post1992 PPP administrations.

There was no such entity. In an interview, Dr. Henry Jeffrey admitted to that. I have omitted the tiny parties of APNU, whose names no one in Guyana can recall.

When the PNC pushed out the United Force after the 1968 elections, the Portuguese business class migrated. Their party had served their interests. Their party had lost power and the Portuguese lost interest in politics. Their leader, Banks DIH tycoon, Peter D’Aguiar remained their hero. The continuous thread running through the history of this nation is the animosity Indian people view the PNC with and the deep distrust African Guyanese have of the PPP. But this attitude has to be contextualized. And there are many contexts. The first is

ethnicity. Indians fear race domination by the PNC. Black Guyanese fear Indian domination by the PPP. The second context is the psychological matrix. Indians do not hate PNC leaders. African Guyanese do not despise PPP leaders. They simply do not want them to control the government. And when they are in power, they expect no generosity and they resign.

The third context is the beneficiary syndrome. Indians and Africans have no implacable emotional hate of PNC and PPP leaders. They have come to accept that whichever party is in power, the perks will go to their constituencies. They have accepted that as reality.

Indians are not deeply resentful of Hoyte and Granger.

Except for Jagdeo, Black people found PPP leaders to be open and friendly politicians they can reason with.

The bottom line is that Indians do not want the PNC in government.

African Guyanese do not trust the PPP. There is simply no hatred among the other side for the leaders on the opposite pole.

My life in Guyana shows me a different canvas in relation to the AFC. All the sur-

veys and polls that I have done, take the form of my interactions with people who had high hopes for the AFC since 2006, and embraced them as the party that would transform Guyana. In all these interactions, without exception, there is a deep-seated hatred for the AFC hierarchy.

It has an explanation in psychology.

The PPP never promised Africans the moon and sun and if they did, they never believed them for a second.

The PNC never sought to endear itself to Indians, and Indians never expected anything from them. Unlike all the parties since 1964 that went into government, the AFC

comes across to the people who voted for them as deceitful politicians who invented a plan to fool them and never attempted to implement what they promised their voters.

Here is the huge psychological difference in Indians and African voters who balloted for the PPP and PNC. Substantial numbers in the Indian and African communities believe their respective parties have their interests at heart, even though there are times the leaders appear uncaring and insensitive. Not so with the AFC. People hate them for what they believe is their deliberate abandonment of what they promised to do, some of which were very sa-

But still de oil company claim how it doing a lot fuh Guyana. It training people and it paying taxes. But Guyana still failing to tek advantage of what it entitled to.

Imagine local content is something that is a must fuh Guyana.

De oil company must use what dem need from Guyana. Once Guyana got it and at a competitive cost dem got to use it. Guyana cant have bottled water and de oil company going and buy de water from outside.

But Soulja Bai people aint even demand such a thing. Instead it look like if he giving everything to de foreigners and dem boys dont like that.

Draft Local Content Policy proposes...

By Kiana Wilburg The final draft of Guyanas Local Content Policy is proposing that oil companies provide detailed reports on their use of local goods and services to the Ministry of Business.

But those transparency advocates who wish to hold the government and the oil companies accountable in this regard could be stymied in their efforts since the draft policy states that those reports would not be made public.

According to the draft policy, which was perused by Kaieteur News, the Business Minister shall only disclose to the general public whether or not, Operators have submitted yearly Local Content Plans and half-year and endyear Local Content Reports.

Further to this, the draft policy states that on an annual basis, the Minister shall prepare and submit to the Cabinet and Parliament, a report on the implementation of this policy and shall, for this purpose, set out information on several things.

These include the achievements of each operator in delivering the objectives and undertakings of their annual Local Content Plans, objectives that are yet to be attained by an operator and the Minister under this policy and the reasons for such observation, agreed strategies for corrective measures by operators and Ministry where objectives are yet to be attained, and recommendations for improvement.

General of the Ministry of the Presidency, Joseph Harmon, had announced that Oil Consultant, Dr. Michael Warner, was hired to complete the policy.

The cost of that contract was $22M. Kaieteur News had confirmed with former Business Minister, Dominic Gaskin, that this contract was never advertised.

Kaieteur News had also raised several questions about Dr. Warners connection to ExxonMobil; the firm which brought him to Guyana in the first place to train local businesses trying to access the supply chain. Dr. Warner was actually a fixture at Exxons

Centre for Local Business Development on South Road for this matter.

But instead of facing Kaieteur News, the Ministry of the Presidency had released a video recording of the Head of the Energy Department, Dr. Mark Bynoe speaking selectively on issues related to the contract granted to Warner.

Dr. Bynoe had said that there are several procurement processes, which can be used to expedite the award of a contract.

He said that the one used for the $22M Local Content Policy Contract is called a limited competitive selection of

individual consultants.

He said this is consistent with the World Banks regulations of July 2016, which was revised in November 2017 and further in August 2018.

Further, the Energy Department Head said that this process allowed for the use of a three CV process and the subsequent assessment of the consultants based on their expertise and qualifications as well as their ability to deliver.

After this assessment, Dr. Bynoe said an evaluation report would have been completed and sent to the World Bank for its no-objection.

Based on that, Dr. Warner who has no track record of independently producing a local content policy for a country was selected as the “best candidate” to execute the consultancy.In spite of the a n s w e r s p r o v i d e d , Dr. Bynoe failed to say who were the other two individuals given the invite to submit proposals for the tender, who recommended the individuals, what criteria were used to determine their abilit y t o d e l i v e r, what level of due diligence was conducted on the invited consultants beyond the mere scrutiny of their work resume, and why three, and not all individuals familiar with providing such services to Guyana, were invited to submit proposals.

Butcher, nephew held for murder of NDC employee Police are questioning a butcher and his nephew in connection with the murder of Neighbourhood Democratic Council (NDC) employee David Gentle, whose body, with neck almost severed, was found near a bridge at Haslington, East Coast Demerara last Monday.

The suspects are said to be from Nabaclis, East Coast Demerara. Kaieteur news understands that Gentle, who was employed at the Haslington/Grove NDC, had made numerous complaints to the police about individuals from nearby communities who were allegedly involved in illegal activities.

“He used to complain that there were a lot of people who were stealing cattle and slaughtering them at the abattoir,” a source said.

It is alleged that on Sunday night, Gentle had told some individuals that he was following three men who he suspected were involved in

illegal activities. Prior to following the men, the 58-yearold was allegedly seen drinking at a shop.

There are reports that Gentle was at a bar for a Karaoke session, when he got into a confrontation with another patron. Gentle reportedly left that location sometime around 01:30 hrs. This was the last time he was seen alive.

At around 05:30 hours on Monday, a woman who was heading to work came across the gruesome sight of Gentle’s mutilated body at the edge of a bridge, located near the Haslington Bus Shed Street.

He was lying face-down, with his head and hand on the bridge and a bicycle next to him. There were gaping wounds which appeared to be chops to the centre of his head and the back of the neck.

All the contents of his pockets as well as his other personal belongings and valu-

Residents told Kaieteur News that Gentle would usually visit a sister of his who lives some distance away from where his body was found.

There was a small amount of blood at the scene. This led to speculation that the victim was killed elsewhere.

Some residents also said it was “impossible” for someone to be hacked to death in that area, without anyone seeing or hearing anything.

Oscar Phillander still batting in the game of life at 100 Oscar Haydock Phillander is a jolly old soul and at the ripe age of 100 he is still batting in the game of life and appears to be quite the optimist.

Oscars birthday was celebrated on Tuesday September 3rd which was the actual date on which he graced the earth with the beginning of his existence. The party celebration was held at the Tipperary Hall in Buxton and was widely a family affair.

Arriving at the Tipperary Hall on Tuesday afternoon, there was an atmosphere that emitted mixed emotions. On one hand there was excitement as news came that Oscar was on his way; on the other hand there was some amount of disappointment and anger over the late arrival of the music set.

A few minutes in waiting and a canter pulled up with the music. There were loud cheers as the music was being set up but even louder cheers could be heard when the man of the hour arrived.

A chat with his only surviving sibling, Carmene, revealed that as a child growing up and right into adult hood Oscar was very caring and loving to his sister. Even though they never lived together since he was the eldest and at aged 12 was sent to live with an aunt.

As her brother was celebrating his 100th birthday, she expressed joy and happiness and wished him all the best that life had to offer.

Summing up her brother in one word she chose “kind”.

Oscars son, Dennis Phillander, was enthusiastic and very eager to give information on his dad, whom he was extremely grateful for and proud of. “He was a very caring and loving father to his children, very dedicated, very strict with us.” It wasnt surprising when all of his siblings shared the same sentiments.

His father loves to read so he was always abreast with the news and always ready to give updates on whatever was asked as long as it was published in the papers.

Dennis proudly stated that his father loved cricket so much he named him after one of the best English cricketers, Dennis Compton, and over time he himself developed a love for the sport.

Everything was just about to be settled when a cars horn was heard. There was accelerated bustle as everyone rushed to the door to get a glimpse of the man who was the reason for the celebration.

As he couldnt make it up the stairs Oscar was hoisted onto a chair and carried up the stairs to the stage. As he sat on his chair like a king he

smiled and looked around as relatives flocked around him, inquiring if he was alright.

He seemed to be a man of few words but a quick interview was snagged as he was being adorned with his birthday sash and crown. Oscar happily greeted the reporter and went on to inquire how she was doing, proving that he was indeed a gentleman.

“I am not of the best but I am trying and I am fighting.”

Was his reply when asked how he was feeling, “I am happy to be celebrating my

100th birthday today.” In a strong voice, he explained that his secret to long life is hard work and being a helpful and dedicated person.

He wasnt a man of many words but it was gathered that he was born on September 3rd 1919, in the Mahaicony area and was the first of two children. Growing up was very simple back then and he was taught to be re-

sponsible at a young age.

He learned the art of sugar boiling at Cane Grove and went on to many countries to share his skill and work including Guadeloupe, Martinique, Honduras, Antigua and the United States.

Oscar would spend a period of 3-6 months abroad and then return home, he worked at a number of sugar estates

including Albion, Blairmont, Enmore and Skeldon.

He related that he couldnt complain about anything in life as being a devoted Christian was very high on his list.

Lastly, before the party came into full swing he wanted to thank everyone who kept him in their prayers and his family and friends for making his day a memorable one. (Anasa Williams)

Guyanese, on holiday, charged in arson that killed Dundee woman New York (New York Daily News-An ungrateful tenant who lived rent-free for months with his girlfriend in her aunts Queens home torched the property, killing the disabled homeowner after she told the couple theyd have to leave, the victims heartbroken family told the Daily News Wednesday.

Rampersaud Persaud, 49, said to be from Guyana, was busted Wednesday and charged with murder and arson, accused of setting the Tuesday night fire in the Queens Village house that killed 63-year-old owner Bibi Azmin “Shaw” Jaomin, a stroke victim who used a wheelchair.

Persaud was accused of using an incendiary liquid to start the fast-moving blaze that killed Jaomin, said to be from Dundee, Mahaicony, in her first-floor bedroom, authorities said.

According to a law enforcement source, a neighbours security video shows the suspect pacing around outside the building on 219th St. near Hillside Ave. before he rushes in and sets the blaze, with smoke appearing as he bolts from the home. Its believed the suspect used a flammable liquid to ignite the deadly fire,

About four months ago, Persaud and his girlfriend, Shan Shaw, showed up at Jaomins door, saying theyd come to New York from Guyana for a vacation, and didnt have a place to live, the victims daughter, Zorena Jagnandan, 42, told the News.

That vacation turned into an indefinite stay. “They didnt pay bills. They didnt

pay rent. They didnt give her anything,” she said. “She asked them to leave by August 31st.”

Worse still, Persaud repaid Jaomin s generosity with abuse and threats, her daughter told The News as mourners packed Jaomins wake Wednesday night.

“He threatened to shoot her in the face three weeks ago,” Jagnandad said. “She

Its not clear if that call was ever made.

“My mother helped everybody. The list goes on and on,” Jagnandad said.

“But her kindness got her killed.”

Persaud awaits arraignment in Queens criminal court.

“Im glad they caught him, but what he took from us cannot be replaced. Ill never

have my mother again. My children will never have a grandmother again,” Jagnandad said.

Neighbours described a terrifying scene after the flames were first spotted around 11:10 p.m. Tuesday, with one local mans rescue attempt foiled by the fire and heat.

“By the time he got here, it was already flaming,” said heartbroken neighbour Angelica Estrada. “He broke the window from the side and tried to put water in there. But the flames were just coming up too high.”

The investigation into the cause of the lethal blaze was continuing, according to the FDNY. Three of Jaomins brothers she was one of 17 siblings as well as her son, whod moved out a couple of months earlier, came to the fire-damaged home after learning of their sisters death. “She was all by herself,” said a somber Estrada. “Since she had a stroke, she couldnt function so much.”

Estradas partner said he was awakened by his sons screams as the fire spread inside Jaomins home. The blaze was declared under control shortly before midnight, with one firefighter suffering a minor injury, authorities said.

“Im like, What the hells going on?” recounted Isaac Rodriguez. “I come upstairs, I see the house on fire.”

“Its shocking,” said the victims brother Rafeek Shah, 66, after arriving Wednesday morning at the fire-damaged home. “But what are you going to do? Thats just life.”

Shah said his sister, who once owned a pair of 99-cent stores in Queens and Hempstead, L.I., remained optimistic about getting her health back after the stroke.

“She was able to stand on her own,” said Shah. “I saw her a couple of months ago. I came by and spent half a day.

She told me she was going to feel better and drive her car again.”

Demerara Harbour Bridge retracting to allow vessels to pass The Demerara Harbour Bridge (DHB) is once again being retracted to allow vessels to pass.

Kaieteur News understands that the bridge operators retracted the structure yesterday, allowing five vessels to traverse the area.

This comes three days after a tug and barge crashed into the bridge, causing extensive damage. Officials are still to assess the full cost of repairs.

In an interview yesterday on the National Communications Network (NCN), Minister within the Ministry of Public Infrastructure, Jaipaul Sharma, said an investigation is underway to determine the cause, look at the state of the vessels involved, the vessels logbook, anchorage records, the crew, and possible criminal responsibility..

The minister explained that vessels approaching the DHB should be under control of a Transport and Harbours River Pilot, who would be familiar with the area. This was

About 4000 new students registered at UG for new academic year The University of Guyana (UG), the countrys leading institution for tertiary education, has recorded an estimated number of 4000 new registered students, for the 2019/2020 academic year. This whopping number has been recorded as the largest at the university since its establishment in April of 1963.

On Monday at the ceremonial launch of the opening day at the university, hundreds of new students gathered in the campus more recognized room, the George Walcott Lecture Theatre (GWLT). In GWLT the students enjoyed a lengthy programme of entertainment and motivational speeches, as they moved forward in their advanced studies.

During her feature address, Deputy Vice Chancellor, Professor Paloma Mohamed, expressed that, “A university education will set you apart immediately from others who have not had this opportunity. A university education is the first of all life changing indicators and this confers mobility and lifelong opportunities that are not available to others. A university education really is an opportunity because for every one of you sitting there, theres an average of about

four others who applied and did not gain entry.”

In light of what the professor noted, she encouraged the new students to take full advantage of the goals and opportunities offered to them not only at the university, but throughout their lifetimes.

She noted that while education is very important, in many instances, even university students do not give enough thought to their future. “Everybody is going to get a first degree eventually, so if you really want to keep climbing, if you want to be distinguished, you need to think about how else you are going to move forward, and the GPAs really important to that,” she said. Professor Mohamed cautioned students to understand the importance of their grade point average (GPA), as it sets them apart from others, notes their level of achievements in their varied courses at the university, and opportunities in the future. She also remarked that the students presence at an orientation meant that they made it. “The fact that you are here means that you have developed a mindset, not yesterday, but a long time ago to make a difference to invest the time and energy in your life.” “ …Your university edu-

He commended the efforts made by the DHBs management, engineers and workers who effected bridge repairs within 36 hours of the “massive collision”, describing their work as “highly commendable.”

But the Minister also suggested that even when a new, fixed harbour bridge is constructed, “we should have other bridges… We should even have the two stellings up and running…in case of emergencies…for passengers and commuters.”

In the wake of the mishap, the Maritime Administration Department (MARAD) is recommending several stringent regulations for vessels traversing the area.

Reports indicate that the crew operating the Panamaregistered tug, Marina Oceanic and the barge, had shut the engine off, and anchored in an area where vessels are prohibited from doing so.

It is believed that the crew wanted to be among the first to pass when the bridge was opened for vessels to traverse. However, they apparently didn’t reckon with

the strong tides.

“They may have wanted to be first when the bridge opens, (but) the current and the force of the water pushed them into the bridge and they lost control of the tug,” a source said.

Minister of Public Infrastructure, David Patterson has confirmed that the owners of the vessels would have to bear the costs for the repair of the Harbour Bridge.

“But it is not only the bridge; a young woman’s car has to be repaired. Also there is loss of revenue, since two days of revenue would have been lost,” Patterson added.

MARAD officials explained that there are already regulations in place, which require the captains of vessels to notify authorities 72

hours before they come into port. “But now, they will have to also send information about the registration of the vessel, whether it is insured, whether the captain has a certified Master’s Licence; and whether the crew is also licensed.”

This also goes for vessels that are going beyond the Harbour Bridge.

MARAD is also seeking to ensure that all barges are piloted by tugs that are adequate in size.

“Most barges can’t be operated by themselves. The size of the barge must correspond with the size of the tug.

Some also need two tugs. “ MARAD is proposing that the owners of vessels notify officials about the size of tugs, which they require.

Elections first, then oil Jagdeo General and Regional Elections must occur first, before the People s Progressive Party (PPP) lends a hand to the preparation of the framework Guyana needs to manage the Petroleum industry.

That s according to Opposition Leader, Bharrat Jagdeo, who participated in an interview with Kaieteur Radio 99.1 FM on August 4, 2019.

The Opposition Leader has held firm that, because the Government was defeated by a vote of no confidence on December 21, 2018, it is not in any capacity to work with the development of the oil sector.

“This President is no longer President. Hes caretaker President… The caretaker means a lot.”

The Caribbean Court of Justice (CCJ) had, in its consequential orders on the No Confidence Cases, declared that the Government is in a caretaker capacity.

According to Jagdeo, because of the three-month timeframe stipulated by the Constitution in the case of a validly passed No Confidence Motion, General and Regional Elections should have happened by March 21, 2019.

“This President has been running an illegal, unconstitutional Government since March 21. He behaves as though he has full powers.

But in the eyes of the CCJ… he s a Caretaker President.”

Jagdeo said, “Everyone should be in campaign mode now. The oil companies are not going to leave.”

Opposition Leader, Bharrat Jagdeo First Oil in 2020, which is months away. Questions a b o u n d a b o u t w hether Guyana is ready to handle it.

As Government is in a Caretaker mode, it has limited its power out of respect for the CCJ s ruling. Yet, it is scrambling to make sure there are sufficient provisions in place.

Jagdeo does not appear concerned about the time that will be lost, as long as elections are held in a timely manner. In that event, he contends that the PPP would win, and that it will fix the deficits in the current framework in a very short period.

Another option would be to work with the Government right now, but the Opposition Leader is not entertaining that.

“I dont want to waste my time. Lets have early elections and well fix this. The PPP will fix this issue, so that our people benefit more from these things.”

He said that, after elections, “We [will] set the local content, the regulatory framework, a sovereign wealth fund, auctioning of the future blocks, everything. The entire architecture for proper management of the resources will be completed within six months.”

He said that the Government has been found lacking in its engagement with the oil companies, their contractual agreements and in the architecture it has devised to manage the industry. He also said that the hiding of the US$18M signing bonus that came with the Stabroek Production Sharing Agreement (PSA) indicates that the current administration does not look out for the interests of the people.

He decried several aspects of the Stabroek PSA, including the blanket tax waivers, lack of ring-fencing provisions, and the meager two percent royalty.

He also criticised the Orinduik PSA which allows the oil companies to recover the one percent royalty, or as he calls it, zero royalty.

He even criticised the Natural Resource Fund and its Act, which, he said, places the “Minister of Finance [Winston Jordan] in charge of the fund”. He has advocated for the management of the fund, and the rest of the sector, to be placed at quite a distance from politicians.

He added that, in the postelection period, there will be plenty of opportunities for a PPP government to work with other parties.

Citizens express mixed feelings about CCTV Cameras around the city CCTV Camera Located at High Street

During a walk around the streets of Georgetown, one would notice the many white poles housing closed-circuit television (CCTV) cameras.

This initiative has been spearheaded by the Ministry of Public Telecommunications and the Ministry of Public Security.

These Chinese-built surveillance systems are part of the safe city solution, launched by the government to moderate and minimize the many criminal activities and traffic offences committed around the city. According to statements by Government

officials, Guyana is now in a better position to solve crimes and traffic violations.

However, yesterday Kaieteur News spoke with members of the public – vendors, residents, workers and business owners who expressed mixed feelings towards the installed CCTV cameras. While it is the general view of citizens that the cameras are good and it serves to keep crime in check, there are concerns that more is needed to ensure optimum results.

One vendor said, ‘‘the cameras are really good but every day I sit here and see vehicles violating traffic regulations right in front of the camera so in my opinion I think that the cameras need to be monitored.’’ It is the opinion of this citizen that while a good was done by installing cameras around the city, it is important that the

cameras are monitored in order to effectively combat crime and traffic violations. ‘‘I am glad for the cameras but I think more cameras will be needed, especially at certain points in Georgetown, ’’ highlighted another citizen.

She was of the opinion that cameras should be installed at more of the strategic locations in Georgetown such as bus parks, business places and crime prone areas.

“What is the purpose of a camera that cannot recognize a person?” were the words of a businessman who was initially reluctant to comment about an incident which saw a woman being robbed near a CCTV camera. He disclosed that the woman reported the matter to the police station but when a footage was obtained from the camera they were unable to recognize the perpetrators since the quality of the footage was poor.

cross-matching can be done in less than two weeks Today, the Guyana Elections Commission (GECOM) is expected to make vital decisions about the planned merger of the data garnered from House-to-House Registration and the National Register of Registrants (NRR).

The first major decision has to do with who will crossmatch the fingerprints. With 370,000+ persons registered, the quickest option appears to be an international digital security company called Gemalto. It has been calculated, tentatively, that the approximate cost to cross-match 350,000 registrants against

the NRR (10 prints each) will be US$105,000 (approx.

GY$21.9M), at US$0.30 per registrant. It has been estimated that that will take 10-12 days.

It has been reported that 370,000+ persons were registered at the recently suspended House-to-House exercise, but an advantage noted by GECOM is that the cost would only be for 350,000 registrants. Also, Gemalto has already de-duplicated the 663,365 registrants listed in the National Register of Registrants Database 2007 (NRRDB2007), and GECOM

could, perhaps, dispatch prints to advance the process as they become available.

Gemalto is GECOMs likely choice as the other options available would take much longer to be completed.

Another option would be to have the prints crossmatched at the Electoral Office of Jamaica (EOJ), but the current matching engine there does not meet the speed requirement necessary to perform the task in a timely manner. And the machine matches four prints, not 10, like GECOM is requesting. The option is also being explored

Vagrant crushed to death on New Amsterdam public road The area where the incident occurred

A

known vagrant from the town of New Amsterdam was crushed to death Wednesday night by a hire car driver.

The driver is presently in police custody while his car is impounded at the Central Police Station.

Reports are that sometime around 22:30 hrs Wednesday night the driver of HC 6742 was proceeding along the main road of St. John Streets, New Amsterdam when his vehicle came into contact with something on the roadway.

Concerned that he may have hit something, the driver

stopped his car and exited, he immediately noticed that it was a person that he had just driven over.

The man was bleeding profusely from his head but was still breathing.

The driver told police that he rushed the injured man, later identified as a vagrant, to the New Amsterdam Public Hospital where he was pronounced dead on arrival.

The driver then ventured to the Central Police Station to report the incident and was subsequently taken into police custody.

His car was also lodged.

A blood alcohol level test was

conducted on him and it was found that he was not under the influence of alcohol when the accident occurred.

Investigations are ongoing.

The third option would be to have the matching done right here in Guyana. In that case, GECOM would have to procure an ABIS (matcher) solution. As GECOM already has the ability to scan fingerprints in a certain format, the ABIS solution would be modularly implemented into GECOMs technological infrastructure.

The cost of purchase could be near US$1M, with additional consultancy and administration costs. The solution could be installed in two weeks, and the crossmatching could be done in another two weeks. GECOM would need assistance from EOJs technical team, as the training of local personnel just wouldnt fit into a reasonable timeline for elections.

EOJ could explore this option with GECOM, but that choice would involve a high level of risk as the timelines

are not guaranteed. Also, the cost is very high and is not budgeted for in GECOMs 2019 subvention.

Another major decision GECOM needs to make is about production of identification (ID) cards.

EOJ can personalize 750,000 cards within eight weeks. At a cost of US$0.70 per card, that would total US$525,000 (approx.

GY$109.6M).

On the other (less costly) hand, GECOM would procure its own card issuance system at a cost of US$450,000 (approx. GY$93.9M). There would also be consulting and

administration costs.

These are the choices before the Guyana Elections Commission, and while Mondays statutory meeting was widely criticised by Commissioners (especially the Opposition-nominated ones) as having borne no fruit, Commissioner Charles Corbin said that the meeting today should see them focusing much more on the specific decisions which need to be made.

After those decisions are made, GECOM will be able to provide timelines to President David Granger for General and Regional Elections. (Kemol King)

ducation is a partnership and therefore all must be involved. This was the assertion of Region Six Secondary Education Officer, Ms Celeste La Rose, as she recognised recent support given to three of the Region's top Caribbean Secondary Education Certificate (CSEC) performers, compliments of the National Industrial and Commercial and I n v e s t m e n t s Limited/Special Projects Unit (NICIL/SPU).

According to La Rose, oftentimes persons say they are desirous of lending support but fail to follow through. This was not the case with NICIL/SPU, she said.

Her views were mirrored by the Region Six Regional Education Officer (REdO), Ms. Bhagmatie La Cruzo.

She said that although NICIL/SPU's day to day operation has nothing to do with the education sector, it had taken on the responsibility of not only

rewarding the students but offering assistance and support over a sustained period of time.

“This is something that pleases me because I can tell you that these students have all demonstrated that commitment, dedication, discipline and hard work certainly pays off,” said La Cruzo “Despite one's economic and/or socio economic situation, they can come out shining and for that I am excited to see how NICIL/SPU has chosen to reward these students,” said La Cruzo who is eager to see others emulate such level of support to the education sector.

Echoing the view of the REdO, La Rose made a passionate appeal for other companies and individuals to come on board, noting that her department cannot do it alone. She said that recognising the students when they have excelled is important as it can prove to be a motivating factor.

“I call upon parents too,

to not lose sight and remain focused by attending school regularly and keeping their grades up.

The students who recently benefited from the NICIL/SPU support were: Pawan Ketwaro and Chitra Ramdeen, who both scored 520 marks, and Marissa Siriram who got 514. The students are the children of former or current workers of

the Guyana Sugar Corporation. Ketwaro and Ramdeen were awarded places at Queen's College and Siriram a place at The Bishops High.

Although NICIL/SPU through its Chief Executive Officer (ag), Colvin HeathLondon, had committed to supporting the children to attend the Georgetown schools, they have all opted

to attend the Berbice High School.

The students were also the recipients of bag packs containing books and stationaries; $60,000 to open a savings account, a weekend trip for themselves and parents to either the Berbice Inn or Watooka Guest House, support with textbooks and a monthly financial contributions to ensure that their transition into secondary school is a comfortable one.

obert De Niro is the last person you’d think to cast in a remake of Amélie, but if Nancy Meyers’s love letter to workaholism is good for anything, it’s seeing the star of Taxi Driver and Mean Streets as a fastidious fixer of other people’s problems. Despite a dopey elevator pitch and some truly wretched screenwriting, The Intern still manages to be the most interesting thing De Niro has done in quite some time. If you don’t get permanent ocular damage from continuously rolling your eyes during the first 90 minutes, the final half-hour will remind you why he was once considered a great actor.

We meet Ben Whittaker, a 70-year-old retired widower in Brooklyn, via a video cover letter. Battling boredom, he’s applying as a senior (as in senior citizen) intern for a local internet startup, an online clothing shop created by Jules Ostin (Anne Hathaway) that has turned into a manic, overnight success.

While Ostin is the type of boss that has a hand in every aspect of the business – and zanily rides her bicycle from the customerservice phone banks across the open-plan office to a designer’s meeting – she has no recollection of approving this new outreach program. Her chipper but worried lieutenant Cameron (Andrew Rannells, as the smiling physical embodiment of exposition) pushes for the unlikely idea. Everyone at the company is so young; maybe some experience would do them some good.

Experience is oozing out of Whittaker’s pores.

He worked for 40 years designing phone books, and, while they may not be in demand any more, the man knows business.

After a lengthy stint of merely smiling and staying out of everyone’s way, he soon gets the ear of the boss, and benignly starts guiding her toward more confident decision-making, both at work and at home.

Meyers and Hathaway tackle a tough subject: young mothers with demanding jobs. Ostin is a caring, intelligent woman whose only real foe is the human need to waste a few hours each night on sleep. Her

stay-at-home husband Matt (Anders Holm) seems, at first, to be the perfect partner for this set-up. But to quote Meyers’s earlier picture, something’s gotta give. These frustrations eventually come pouring out in an emotional third act that is tender and relatable. The problem is getting there.

The bulk of The Intern is a morass of wackiness, a chain of sequences shot in a flat and predictable manner that range from tedious to idiotic.

There’s a moment when one character mistakenly thinks they’ve walked in on a sex act, a gag that was tired when Three’s Company repeated it each week. There’s another bit where everyone suddenly becomes a cat burglar.

Meyers cribs from a source worse than sitcoms: her pacing is more like reality television, and composer Theodore Shapiro enhances this with awful transition cues like cymbal rolls, making everything feel like a cheap trailer for a movie you may one day actually see.

Weirder still is Meyers’s lust for the corporate world. Again, it’s hard to frown too much on a film about the struggles of working women, and Hathaway gives a strong performance, but take a step back and there’s the realisation that all this sturm und drang isn’t for a surgeon, but a gal hawking schmattes. De Niro’s Whittaker applied for this job because he was bored in retirement.

He couldn’t maybe have done some charitable volunteer work? Later, he positions himself as the linchpin of the organisation, but at no point does anyone offer him a paying job. (It’s OK, though: in Meyers’s New York, everyone drives their SUV home to their enormous brownstone.)

If the scenario for The Intern sounds awful, that’s because it is. And it isn’t as if Meyers writes dialogue like Oscar Wilde. Still, Hathaway and De Niro have some real chemistry, and by the end of the picture, they have developed something you rarely see represented in films: a male-female friendship that isn’t familial or sexual. And for that, this internship deserves a little bit of credit.

As Corentyne Chamber of Commerce launches 16th Berbice Expo and Trade Fair - Need for hassle-free investment climate amplified The Central Corentyne Chamber of Commerce recently launched the 16th Berbice Expo and Trade Fair in Rose Hall Town with a focus on small businesses and the difficulty of starting up new business ventures in Berbice.

Launched under the theme: “Promoting a favourable business and investment climate”, the Regional Chairman, David Armogan, during his address to the business community in attendance underscored the need for a hassle-free investment climate for investors looking to start their businesses in Berbice and Guyana in general. He mentioned that for such to take shape he had suggested to the former Minister of Business, Dominic Gaskin, who was also present at the launch, that an agency should be put in place by the Business Ministry for small businesses.

“That agency must be a one-stop-shop agency where you can have all the different licences and so processed within about a month. It takes time for small businesses to get moving with all the places that they need approval from that sometimes pushes to a whole year. We need to be able to make the system easier for people to invest in our region,” he stated.

Rounding off his point, Armogan spoke about the existing businesses in Berbice with his attention turned to Agriculture in the region. While noting that “Agriculture has been the mainstay of the economy with persons depending on the industry for sustenance,” he observed that “over the past two years Agri. has taken a beating.”

He added that “with sugar almost dissolved and the rice industry not doing well in the region due to the

paddy bug infestation which has hampered development”, farmers have been complaining that they have loans to pay and financially it has been a strain.

Armogan, in closing, congratulated the Chamber for another bold step and continuing with the expo, an event, he said, is an important medium to showcase “what we have but it is also an event that brings our people together regardless of the racial and social backgrounds of everyone.”

Meanwhile, Dominic Gaskin, in resp o n s e t o Armogan explained that while there is work that still needs to be done to reduce the bureaucracy in the

business community to have a favourable business climate “persons have to take it seriously, only then will it attract investment that will ultimately create the jobs and opportunities to garner revenue to run the country.”

Gaskin said too, “corruption is still at a stage where it is affecting legitimate businesses so there are many areas that need to be functioning smoothly if we are to make businesses in Guyana profitable.”

He also agreed with the Chairman that small businesses should not be subjected to the long processes but pointed out that such a system was inher-

ited “and over the last 50 years we have not done enough to deal with it and fix it.”

President of the Chamber and businessman, Mohammed Raffik, during a brief address recalled that the Minister of Finance, Winston Jordan, had announced that there was a four percent growth in the economy but in a survey done by their Chamber, showed differently. He added that the business community in Berbice actually said there was a sloth or drop in business.

Raffik also touched on the oil and gas sector and said that the country is heading for “exciting times” and as such, there should be understand-

ing and a temperament of expectation. He added, “the first few years will not be nothing much to shout about but I am urging the government to have all the regulations and regulatory bodies in place.”

The Berbice Expo and Trade Fair will run from the 27th - 30th of September. Entry fees for adults and children remain the same as the previous year’s expo. It is expected that that monies garnered from the fair would go to the development of schools and community projects in the region.

Recently, a Memorandum of Understanding was signed between the Chamber and the Rose Hall Town Council to develop a play field.

Refrain from using herbal medicines as cancer treatment - Cancer Institute In the Caribbean region and especially in Guyana, herbal medicines often play an essential role in ones health. These plants or parts of them can be used for their scent, flavour or therapeutic properties, and in Guyana, it is often used for the latter.

Even though little testing is conducted on these herbs in Guyana, many people believe that these “organic and natural” medicinal products are safe and promote healthy bodies.

So, persons use them for all sorts of ailments such as colds, influenza, as an antioxidant, and in some cases, even cancers.

Studies have shown that as many as six out of 10 people with cancer use herbal remedies to treat

their disease. This is because they feel “more in control” and it assists them in feeling as if they have some responsibility for their treatment.

The Cancer Institute of Guyana (CIG), which is highly recognized for its cancer diagnoses and treatments not just within the country but the Caribbean region, warns against using herbal medicine, and conventional ways, as a form of cancer treatment.

Kaieteur News spoke to the medical director and clinical oncologist of the cancer institute, Dr. Sayan Chakraborty, and he expressed that using herbal medicines to treat cancer is “not very wise”. He appeals to the Guyanese public to abandon the practice.

“First off, I have nothing against herbal treatment because what I have found is that if we go to the history of cancer treatment, many of the modern- day chemotherapy actually came from the bark of trees or from the plant kingdom,” said Dr. Chakraborty.

But the oncologist was keen to note that while they may use s ome herbs in their chemotherapy treatment, oncologists had to first conduct varied studies and testing for the purification, production and administration of the medicine, in an effort to make sure that it would be safe for cancer treatment.

“I think that going away from the main stay o f treatmentbeing radiation, and chemotherapy, is prob-

ably not a very wise decision. It is common knowledge that these types of therapies have been proven by medical journalistic articles and studies,” the oncologist said.

The Cancer Institute is equipped with a brachytherapy machine, which is used for destroying cancerous tumors in any part of the body, and this can be conducted without harm to the nearby organs. Dr. Chakraborty says that cost that Guyanese pay for therapy with the radiation machine is a fraction of what other patients in the Caribbean pay.

“Cancer treatment does not depend on what anyone thinks. For every cancer treatment, there is a specific international, pro-

vided guideline. We will stick to that guideline, we would maintain that guideline. There can be some individual modifications for the patient, but basic guidelines are going to be the same. So, I would advise one to stick to the modality of treatment, which has much vast expe-

rience and studies, scientific experience as well,” the oncologist concluded.

D r. C h a k r a b o r t y b e lieves that public awareness over the past years has been paying off, but says that it is too early to calculate whether there is a decline in the number of cases.

Duo slapped with four Charges against strip club counts of identification fraud owner for assaulting cop, disorderly behaviour, dismissed Nine months after he was charged for assaulting a cop and behaving in a disorderly manner, the charges against Freeman Fordyce, the owner of the Diamond Club located in Georgetown, was yesterday dismissed.

Fordyce was on trial for the two charges before Senior Magistrate Dylon Bess in the Georgetown Magistrate Courts.

It was alleged that on November 9, 2018 at George Street, Georgetown, he assaulted Police Inspector, Prem Narine. Also, it was further alleged that on the same day, and at the same location, Fordyce behaved in a disorderly manner.

Yesterday Magistrate Bess in dismissing the charges against the defendant stated that this comes as a result of insufficient evidence provided by the prosecutor and given that after five occasions the virtual complainant, Inspector Narine, failed to show up in court during the trial.

According to information, the charges stemmed from an investigation after Fordyce alleged that Narine threatened him with a firearm. However, video footage posted online showed Fordyce resisting being searched and then punching Inspector Narine in the face. It was then that the rank drew his firearm. In February 2019, Freeman was given a four-year suspended sentence for being in possession of an illegal gun after he was found guilty of the offence. The Chambers of the Director of Public Prosecutions (DPP) has since appealed the Magistrates decision. However, in the following month he was charged again for human traffick-

Freeman Fordyce ing. The defendant, 41, of Lot 99 Collingswood Avenue, Nandy Park, East Bank Demerara, is accused of trafficking two Venezuelans for sexual exploitation at his club. This matter is still before the courts being presided over by Senior Magistrate Leron Daly. In relation to this matter, police had carried out a raid at the Diamond Club which led to the arrest of 15 women, all said to be foreign nationals. This was after a video circulated on social media, which showed a woman jumping over a locked gate to get into the compound.

The woman was being assisted by four of her friends who were on the other side of the

fence. They were holding up the security barbed wire so that the woman could have gained entry. Hours after the video hit social media, police raided the compound and detained the 15 women, suspected to be victims of trafficking in persons (TIP).

The woman, Dailyn Garcia, 25, a Venezuelan, who was seen climbing the fence, was later charged for overstaying her time in Guyana. She was fined $30,000 for the offence or in default six months imprisonment.

Upon paying the fine or spending the time, Garcia will be escorted to the nearest port of exit and deported to her homeland. (Trishan Craig)

Berbice Bridge Company refuses Govt.s help to maintain pontoons Patterson Minister of Public Infrastructure, David Patterson, has said that even though Government made $120M available to the Berbice Bridge Company Incorporated (BBCI) about nine months ago to conduct long overdue maintenance works on several pontoons, BBCI has refused to have those works done.

Patterson said that it is important for people to be aware that the pontoons, which have been in the river since 2008, have gone 11 years without maintenance, despite the fact that the recommended maintenance period is three years.

In a Facebook post, the Minister stated “There are 39 pontoons supporting this bridge. A simple calculation would reveal that if repairs are effected at six per year, it would take almost seven

years to repair all the pontoons. Yes, there is a possibility of some pontoons being in the river for 18 years without repairs.”

He added that the money Government made available to them is for the maintenance of at least six of the pontoons that support the bridge.

He said that the recent accident at the Demerara Harbour Bridge has shown what could go wrong if a major part of a bridge becomes compromised, impeding accessibility for commuters.

He said that unlike, the Demerara Harbour Bridges team, BBCI is yet to present an emergency plan in the case of an accident.

The Minister was, at the time, responding to a release from BBCI that he refused to meet with the company.

“It is correct that I have declined to meet with this

company to discuss “a possible sale”, since our priorities are very different.” Patterson said.

He added that his focus is on ensuring commuters have safe and affordable transit over the Berbice River, but that the company is more focused on maximizing financial returns for its shareholders “at the expense of the citizens of Guyana.”

He said he would meet to discuss maintenance and repairs, only.

For other matters, he provided that financial matters are under the domain of the Ministry of Finance, while the Attorney Generals Chambers will handle legal issues.

On that front, the BCCI had challenged Governments intention to nationalize the BBCI. That matter is currently in Court.

Two men were yesterday hauled before a city magistrate and made to answer four fraud related charges which include forging identification documents and presenting forged documents. The defendants are Benvolio Valenski, called “Roy Anthony Sewnarine” 28, of Betterhope, East Coast Demerara and Ganesh Singh, 38, of Herstelling, East Bank Demerara.

Particulars of the first charge read that between February 1, 2019 and September 2, 2019, at Georgetown, with intent to defraud, Singh conspired with Valenski, to forge one Republic of Guyana Drivers Licence in favour of Roy Anthony, purporting to show that same was issued by the Guyana Revenue Authority. Secondly, it was alleged that between February 1, 2019 and September 2, 2019, at Georgetown, with intent to defraud, Singh conspired with Valenski to forge one Guyana National Identification Card in favour of Roy Anthony Sewnarine, purporting to show that same was issued by the Guyana Elections Commission.

Also it was alleged that on September 2, 2019, at Central Immigration and Passport Office, Camp Street, Georgetown, with intent to defraud, Valenski uttered to a police constable, who is an Immigration Officer, one forged Guyana National Identification card #101263701 in favor of himself, purporting to show that same was issued by the Guyana Elections Commission, knowing same to be forged.

Finally, it was alleged that on September 2, 2019, at Central Immigration and Passport Office, Georgetown, for the purpose of procuring a new passport, Valenski made a false statement, that is to say, he signed a written

Both defendants pleaded not guilty to all of the charges which were read to them by Senior Magistrate, Clive Nurse, in the Georgetown Magistrates Courts. The men who are both construction workers were represented by attorney-at-law Adrian Thompson who asked for bail to be granted to his clients in the most reasonable sum.

Information received stated that the men are known to each other. Valenski, resides in the United States of America and it was only in January 2019 that he returned to Guyana.

He later made contact with his co-accused, informing him that he is in need of a birth certificate, identification card and a drivers licence. The two then allegedly made arrangements for Valenski to pay Singh a large sum

of cash to provide the documents. On September 2, 2019, Valenski went to the Central Immigration Office where he reportedly used the forged documents to apply for a passport. The documents were examined and found to be forged. As a result he was arrested and taken into custody by the police.

Police Prosecutor Gordon Mansfield had no objections for bail to be granted to the defendants, however, he asked for conditions to be attached.

After listening to both sides, Magistrate Nurse granted bail in the sum of $300,000 for each defendant under the condition that they lodge their passports with the court and report every Friday to the Criminal Investigation Department (CID) Headquarters.

The matter was then adjourned to September 11, 2019. (Trishan Craig)

Surveillance is at a peak within the Ministry of Public Health even as efforts are made to keep dengue fever at bay. This is according to Dr. Cassindra Alonzo-Ash who revealed that through surveillance, the Ministry is able to detect areas where there is a high concentration of the mosquito vector, Aedes Aegypti, which is known to cause the tropical disease.

“We are using surveillance so that we can get in the data and have a better awareness of which areas we need to target more urgently...” said the health official even as she pointed out that when an area is recognised as a hot spot for mosquitoes, efforts are immediately made to counter this.

Once information of this nature is provided to the Vector Control Services Unit, the Aedes Diseases Programme Head said that this is shared with the Unit’s Entomology team which consists of Field Officers and Inspectors who head out into the field to assess the situation. “They would respond to the areas to do their own surveillance and this may be as a result of a call from residents informing us that they have an increase in their mosquito population...so our team would investigate to see why this has happened,” the doctor explained.

But vector control officers in the field do not only help to identify breeding sites but they also sensitise residents about the important role they too must play to rid their environment of mosquitoes.

“We have to let residents know not only to get rid of the breeding sites but exactly how they must do this. There are times people may throw away an old bucket which is a breeding site but on the walls of the container there are eggs and the minute it is submerged into water another colony of mosquito will be produced...so we need residents to be more aware of things like this,” Dr. AlonzoAsh underscored.

While the ideal situation would be to travel house to house across the coastland, where the vector thrives, to ensure that communities are free of breeding sites, Dr. Alonzo-Ash said that human resource does not allow for this to materialise. For this reason, the Unit must rely heavily on surveillance which points to the areas with increased cases. “We have been doing some house to house visits between Georgetown and the East Bank...we have seen a lot of cases on the East Coast too, so we have been trying to sensitise more and more people there,” said Dr. Alonzo-Ash. She noted too that while fogging is a key tactic to help kill the dengue transmitting mosquitoes, without the proper removal of breeding sites, this could at times be in vain.

In addition to clearing clogged guttering, changing the water in vases, covering drums and barrels with mesh or nettings and the removal of other breeding sites, Alonzo said that residents must allow the fog, during fogging activities to pass through their homes. This therefore means that in communities being fogged, residents must leave their windows and even doors opened so that the purpose of fogging – killing the mosquitoes – can be accomplished.

“Some people close up their doors and windows when we fog but we keep reminding them that they are only protecting the mosquitoes when they do that,” said Dr. AlonzoAsh as she assured that although the chemical used may have a repugnant stench it will not harm residents once inhaled. However, it is advised that persons with asthma and other respiratory ailments take precautions during fogging exercises since this can exacerbate their conditions.

Second NBS wrongful dismissal trial nears end The final cross-examination of former New Building Society (NBS) Manager, Kent Vincent, surrounded the alleged and questionable transaction, which served as the basis for which three top ranking officials (Vincent included) of the Society were dismissed from duties back in 2007.

Vincent, the Chief Executive Officer attached to Food for the Poor Guyana Inc, is the last witness in the trial.

NBS had faced a similar lawsuit filed by its former Chief Executive Officer (CEO), Maurice Arjoon.

The High Court ruled in favour of Arjoon, who had claimed that he and two of his Managers (Vincent and Kissoon Baldeo) were set up and charged.

The trio had faced charges of conspiracy to defraud the NBS of $69M, back in 2007. The sum was allegedly withdrawn from an account belonging to a customer, Bibi Khan, using unverified bogus documents. Arjoon had contended that the charges were trumped up. Citing irreparable harm from the negative publicity and loss of salaries and benefits, Arjoon and Vincent moved to the High Court to seek redress.

In separate lawsuits, the former CEO and the former Manager each claimed $550 million in damages from NBS for the wrongful dismissal.

Yesterday, it was announced by Chief Justice (Ag), Roxane George that attorneys in the matter will make their final submissions in the case when the matter resumes next month.

However, before the matter concluded yesterday, NBS’ Lead Attorney, Devindra Kissoon continued to press the former Manager about the rules, systems, manual and principles which guide transactions at the institution.

The lawyer specifically asked about the process of verifying documents produced to conduct transactions at the Society.

“Did you have to verify the address on the index card before the transaction is completed?”

“Yes, each cosigning officer has to verify the documents,” said Vincent.

“All customers must have a passbook? Or if it is lost, the customer must provide written notice to the bank [NBS]?” Kissoon asked.

Vincent added, “If the rules say so, that is right.”

Kissoon continued by asking, “NBS had written to the staff emphasizing the importance of passbook?”

To this Vincent said, “Yes.” His response was “Yes,” again when Kissoon asked, “As operations manager, you would know the importance of a passbook. Is that right?”

Referencing the systems manual, the attorney enquired of the witness his familiarity with the use of Power-of-Attorneys to conduct business at the Society.

“During your time at NBS, were there many instances of fraud?” Kissoon asked to which Vincent replied, “No, not to my knowledge.”

Alluding to the alleged suspicious transaction, involving account holder Bibi Khan, Kissoon enquired whether the former Manager had authorized the withdrawal before verifying the authenticity of the documents used.

“In November, 2006 you were one of two officers who authorized the withdrawal?”

“Yes that is correct,” said Vincent.

Kissoon continued, “But before the transaction

In response, the witness explained that he was informed via telephone that the passbook was misplaced.

“Did you require that a n i n d e m n i t y f o r m be filled out for a replacement of passbook to complete the transaction?” Kissoon asked and Vincent replied “No”.

Kissoon then asked, “So you went ahead and approved the

withdrawals without a passbook or a signed indemnity?”

The witness exp l a i n e d t h a t n e i t h er indemnity form nor passbook were required for the transactions to be completed.

“But it doesn’t says so in the systems manual,” the attorney retorted.

“Not everything is in the manual,” Vincent rep l i e d . “ Te l l m e , M r.

Vincent, for the transaction to be complete did you require any original signed document?”

“The Power of Attorney (P.O.A) was an original signed document,” Vincent responded.

“And was the Power of Attorney verified by the Deeds Registry?” asked Kissoon to which Vincent said, “I personally did not but it was verified.”

In addition to that Vincent said that he relied on faxed authorization letter from the account holder.

The lawyer then queried whether the fax documents contained an original pen inked signature.

“You can’t have an original pen inked fax, a fax is a fax, Mr. Kissoon,” interjected Chief Justice George as she instructed

the Attorney to move on from the line of questioning.

As such, the lawyer quizzed Vincent on his conduct prior to the dismissal from the Society.

Kissoon enquired from the witness whether he deliberately refused to attend a meeting with the Society in 2007.

“I had been charged and my attorney was not available to attend the meeting with me so I did not go,” said Vincent.

“By not attending the meeting you would have vitiated your contract with NBS?” questioned Kissoon.

Vincent replied, “No sir I was under a charge.”

Kissoon continued, “I put it to you that you were dismissed because you were guilty of gross misconduct by the society.”

“No sir, I was not dismissed for gross misconduct but serious misconduct according to the dismissal letter I received,” said Vincent. But Kissoon concluded “that is because you were negligent in the performance of your duties. “ “No sir that is incorrect,” maintained the witness.

PPP not budging on choice of Irfaan Ali as presidential candidate

A

lmost eight months after choosing Irfaan Ali as the presidential candidate of the Peoples Progressive Party (PPP) for the next general elections, leader Bharrat Jagdeo remains convinced that it was the right decision.

Jagdeo stood by the choice on Wednesday evening while a guest on Kaieteur Radio on the Political Show hosted by Senior Reporter, Leonard Gildarie, and civil society advocate, Sara Bharrat.

Jagdeo, a former president who served 12 years before his constitutional two terms ended in 2011, returned to his party in 2015 and became the General Secretary and Leader of the Opposition.

A recent poll said to be carried out by Turkeyen Research and Polling Institute (TRPI)an initiative headed by Trinidad-born political analyst, Dr. Kirk Meighoo, favoured Dr. Frank Anthony, a former Health Minister, and Anil Nandlall, who served as Attorney General, ahead of Ali. The same poll also suggested that the ruling Coalition would prefer their chances in any elections against Ali, a former Housing

Minister.

On Wednesday, Jagdeo scoffed at the poll saying that there are questions over the methodology and who really initiated it.

He did not rule out the Coalition as behind it to create dissent in the ranks of the PPP. According to Jagdeo, it is a fact that Nandlall, one of the leading contenders for that presidential candidate post, is still in the PPP. So, too, is Anthony and himself.

Ali will be implementing the programme of the PPP if the party wins.

According to Jagdeo, the process to choose Ali was democratic with 24 out of 35 persons of the party s Central Executive giving him the nod.

Jagdeo, during the radio show, suggested that comparing Ali to President David Granger is like chalk to cheese.

Granger since 2015 has been breaking promises and not meeting the people and the media.

According to the former president, the President has blundered and squandered opportunities, including the oil and gas contract and is now in charge of the “most corrupt government”.

Port Kaituma cook jailed 23 years for raping boy, 6 Convicted by a mixed panel of jurors for the rape of a minor, Leonard Alberts, 46, a cook from Port Kaituma, Region One has been jailed for 23 years.

His sentence was imposed by Justice Simone Ramlall yesterday at the Sexual Offences Court of the Georgetown Supreme Court.

Alberts had been found guilty of the rape of a six year old boy last June. His sentence was deferred to facilitate a probation report requested by his Attorney, Maxwell Mc Kay. The indictment stated that the rape occurred on June 9, 2012 in Essequibo.

The probation report was tendered and read in court prior to the sentence, by Welfare and Probation Officer, Collis Jacobs.

Jacob’s report pointed to Alberts’ humble catholic upbringings in Yarakita Region One. “Alberts was living with his wife and five young children at Port Kaituma prior to his incarceration,” the Probation officer said in his report.

It was further revealed by Jacobs that when interviewed, Alberts said he felt that he was wrongly accused.

“He denies any sexual activity with the child and hopes God will be on his side.”

At the same time, the Port Kaituma resident expressed concern for his family.

He is worried about a loan he has to repay to his former employer for the recent construction of his family home.

Players threaten strike over pay wrangle

Kingston, Jamaica, CMC – A pay dispute between the Reggae Girlz and local football governing body, the Jamaica Football Federation, is threatening the team’s participation in the regional Olympic qualifiers which begin month end.

Thailand, Bangladesh qualify for 2020 Women’s T20 World Cup ESPNcricinfo - Thailand women made history yesterday by qualifying for their maiden Women’s T20 World Cup, to be played in Australia next year. They did so with an emphatic eightwicket win by chasing 68 against Papua New Guinea in Dundee, where Thailand dominated the game with an all-round display that saw a frugal bowling performance, two run-outs and a convincing batting show.

Thailand’s feat was achieved in the 18th over with 15 balls to spare when lefthanded Nattaya Boochatham flicked a full toss from medium-pacer Ravina Oa to midwicket where a fumble helped the batsmen complete a quick single.

As soon as Boochatham and her partner Nannapat Koncharoenkai completed the winning run, their teammates burst onto the ground from the boundary ropes, some with with arms lofted, some running towards the pitch and eventually all of them huddled around the two unbeaten batsmen.

After the necessary handshakes with their opponents and match officials, the entire team came together once again to form a line and thank the crowd with their hands pressed together and a slight bow, before breaking out into wilder celebrations.

Neesham gives reigning champions winning start Port of Spain, Trinidad, CMC – Two-time reigning champions Trinbago Knight Riders made a successful start to the defence of their Caribean Premier League title here Wednesday night, when they beat St Kitts and Nevis Patriots by 11 runs at Queen’s Park Oval.

Slumping on 20 for three in the fourth over after being sent in, TKR recovered to reach 152 for seven off their 20 overs, thanks to captain Kieron Pollard’s top score of 47 and 33 apiece from Denesh Ramdin and New Zealander Jimmy Neesham.

In reply, Patriots looked in the hunt at 70 for one but seamer Neesham (3-18) and Pakistani new-ball pacer Mohammad Hasnain (3-36) snatched three wickets each to restrict them to 141 all out with two balls left.

TKR looked in early trouble when left-arm seamer Sheldon Cottrell (3-13) removed Sunil Narine’s middle stump without scoring with the fifth ball of the match, and then also shattered Tion Webster’s stumps in his next over for for six with 11 runs on the board.

And when Lendl Simmons played on to fast bowler Alzarri Joseph for 11, Patriots boasted all the momentum. However, the recovery started through Neeshan and Ramdin who put on 60 for the fourth, before Ramdin added a further 54 for the fifth wicket with Pollard.

Neesham lashed three fours and a six off 30 balls before holing out to long off off pacer Rayad Emrit in the 12th over and Ramdin’s innings was ended when he skied Cottrell to deep square,

Guyana will be seeking to build on the momentum created on debut at this year’s edition of the Concacaf Gold Cup. Coach Máximo posited that they are very optimistic while noting the reality is not easy when it comes to

opening their campaign away.

“But we go to the pitch with high confidence and we will do our best job. We’ll do our best in the three days possible to evaluate the team.

We will do our best to come back with a good result to

play Jamaica on Monday. I also look forward to the full support of everyone in Guyana to back this team.”

Steve Smith 211 punishes wasteful England in fourth Test BBCsport - Steve Smith’s relentless double century demoralised England and put Australia in prime position to retain the Ashes after two days of the fourth Test at Old Trafford. Smith remorselessly worked his way to 211 - taking advantage of being dropped

by Jofra Archer on 65 and dismissed off a Jack Leach no-ball on 118 - to lead the tourists to 497-8 declared.

His third century of the series took his tally of runs to 584 and average to 194.66, all despite having missed the third Test because of concussion. Even with the brilliance of Smith, England may have had the chance to chip away at the other end had Australia captain Tim Paine not been dropped twice in his 58.

Instead, their tired attack was flogged by Mitchell Starc’s 54 not out as the tourists, who at various points could have been 246-6 or 273-6, surged towards a declaration. England were given a difficult 10 overs to bat and lost Joe Denly to Matthew Wade’s superb reaction catch at short leg to close on 23-1. Rory Burns has 15 and night watchman Craig Overton three.

All is not lost for the home side - the placid pitch should provide no obstacles as they bid to bat well into tomorrow in order to get close to the Australia total. However, because Australia have such a large score on the board, any sort of England collapse could see the Ashes secured with a Test to spare.

In the same way that all of England’s plans for Smith have been exhausted - he also racked up 687 runs in the

Steve Smith 2017-18 Ashes series down under - so too are there no more superlatives for unquenchable desire to bat for hours on end.

In just four innings he has become the leading runscorer in Test cricket this year, a remarkable achievement considering he did not play a five-day match until 1 August because of his ban for the balltampering scandal.

If there was any question that he would be rattled by the blow from Archer that concussed him at Lord’s, Smith answered with another peerless display of patience, sound judgement and an ability to hit the ball in areas where only he is capable.

Yes, he had the fortune of the reprieves, but he capitalised to flatten both the

home side and the Old Trafford crowd, the latter mercifully allowed to watch in more pleasant conditions after the rain and cold of Wednesday.

Throughout the World Cup and the first two Tests, Smith was booed at every opportunity - when he walked out to the middle, reached a milestone, even when he came back out to bat after being hit by Archer.

Warriors beat Zouks by 13 runs

By Sean Devers Watched a vocal and colourful crowd of close 13, 000 flag-waving fans, the Guyana Amazon Warriors (GAW) took their first step towards reaching their fifth final when they beat the St Lucia Zouks by 13 runs in their opening game of the 2019 Hero CPL T20 last night at Providence.

Led by a cameo 38 from 22 balls with three sixes and fours from Keemo Paul, 28 from Skipper Shoib Malik and Chris Green and a 26-ball 24 from Shimron Hetymer, the Warriors recovered from 50-2 in the 10th over to reach 1559 off 20 overs.

Obed McCoy had 4-41 from his four overs while spinner Fauaz Ahmed supported with 2-25 for the Zouks which reached 142-9 in 20 overs despite a cameo from the burly Rakeem Cornwall, who took just 14 balls for his blistering 36 with seven fours and a six and 23 from 21 balls

Leg-spinner Shadab Khan followed up his 3-14 in the practice match, to bag 3-16 and got support from offspinner Green (2-28) and Romario Shepherd (2-18).

Zouks invited the Warriors to bat under a clear night sky on a track with a tinge of green on a lightning fast outfield and Brandon King got off the mark with first ball of the 15th contest between the two sides in CPL cricket by square cutting Krishmar Santokie for four before he was caught behind off Kesrick Williams for seven at 14-1.

Chanderpaul Hemraj (14) looked in good touch when he smashed Santokie gloriously over cover for the first six of the night before he was deceived by a slower ball and was taken at long-on as Perera struck at 25-2 in the 12th over.

Shimron Hetmyer, who hit a sedate 24 from 26 balls and Skipper Malik, added 47 as the Warriors were kept on a tight leash with their 50 coming up in the 10th over as they played a patient rebuilding innings after the loss of the openers.

Hetymer’s first aerial shot went to Chris Barnwell on the cover boundary before McCoy bowled Nicolas Pooran first ball as two wickets fell at 73 to leave McCoy on a hat-trick.

Paul and Shadab were dismissed in successive balls in the final over of the innings as McCoy found himself on a hat-trick for the second time in the night. Cornwall, who made his West Indies Test debut last week, blasted 36 from just 13 balls, including a huge six over long-leg and pair of fours as Ben Laughlin was introduced before he was LBW for Green at 53-3.

Dream come true, says Afghanistan’s first Test centurion Rahmat Shah ESPNcricinfo - In Afghanistan’s captaincy debacle this year, Rahmat Shah unwittingly led the side in no Tests after being named captain. That’s right. He was appointed to the role in their leadership reshuffle in April, and Rashid Khan replaced him in July.

Going by what he achieved today (yesterday) in Chattogram, becoming Afghanistan’s first Test centurion, any regret over losing the pha n t o m captaincy is not affecting his game. Without taking away any credit from that trio who undoubtedly have made massive contributions to

Afghanistan cricket, the likes of Rahmat Shah are like the building blocks in a team’s overall development.

Rahmat has etched his name forever in Afghanistan cricket team’s history and, given how he bats so responsibly at No. 3, the milestone couldn’t have gone to a more appropriate batsman.

Demerara Rotary plans first 1320 Heat rematch fixed for off-road rally for next month October 20 GMR&SC Drag Championship Round 4

The Guyana Motor Racing & Sports and Club (GMR&SC) on Wednesday night confirmed that the fourth round of the Drag Championship will be held on Sunday, October 20th at the South Dakota Circuit’s quarter-mile strip.

The event has been dubbed 1320 heat rematch, after the third round of the GMR&SC Drag Championship (1320 heat International) that had sped off on August 25th at South Dakota.

In motor racing forums, dragsters have begun praising the proactive GMR&SC for planning another event already and fans will surely be delighted since each drag race meet this year thus far has been successful and full of excitement.

At last month’s meet, Team Trinidad & Tobago (T&T) carted off the unlimited bikes’ (Joel Bruce) and cars’ (Andy Bissessar – Rail Car) classes along with victory in the 11second bracket (Jagdeo Seecharran).

Mark ‘Mad Max’ Menezes (bikes) will be rearing to reclaim his title next month after losing out to the Trinidadians. In addition, Team Mohamed’s Godzilla (white Nissan GTR) suffered a mechanical malfunction and was unable to compete on race day but Terrence Cox shared with Pit Stop that the machine did 7.8s during practice the day before the event without any boost, so the former champions will be revving to completely shatter the new strip record (7.9s), set by Bissessar of T&T. More good news, a source close to the club shared that next month’s meet could see the return of the Surinamese with as much as eight competitors or more coming to compete.

Demerara Rotary off-road fundraising event next month will have four routes with varying difficulty.

The Rotary Club of Demerara has put out a challenge to motorsport enthusiasts to sign up for next month’s off-road rally fundraising event. The event gets underway on October 6 and teams can register with their vehicle or bike and navigate four separate routes with varying difficulty around the Linden/ Soesdyke Highway area using GPS coordinates provided.

Singh further noted that off-road driving experience is not necessary but will be an asset and teams don’t have to do all four routes since route prizes will be awarded

as well as an overall prize.

If interested persons don’t have an off-road vehicle but still want to participate, they will still be eligible to navigate certain routes. The Rally begins at 07:00hrs on the day and registration cost is $15,000 per vehicle and $5,000 per motorbike.

‘Not in my House’ International Boxing card set for Sept. 28th

Caribbean Knockouts in association with Nexgen Global Marketing and Hits and Jams Entertainment will be hosting the ‘Not in my House’ International Boxing card on September 28th next at Durban Park.

This is the first time a professional card will be held at the venue and yesterday at the launch of the event at Pegasus Hotel, the Guyana Boxing Board of Control (GBBC) confirmed their sanctioning of the unique card.

The feature bout will see a Flyweight 10-round fight between Guyana’s Dexter Marques and Colombia’s Jose Antonio Jimenez, who has 21 wins under his belt.

Marques will use the fight against the Colombian as a warm up as he aims to get back into the World Championship Boxing (WBC) top rankings and he also posited during brief remarks that, “I do my talking in the ring, I am fully prepared and just waiting for the fight.”

In addition to the professional bouts, the Guyana Boxing Association (GBA) has signed on to provide four amateur fights that will see Commonwealth Silver medalist Keevin

Allicock in action as well.

Head of the GBBC, Peter Abdool, hailed the initiative and posited during the launch that such a project will see, “Our amateur boys having the opportunity to fight more frequently and in front of a large crowd.”

HJ Entertainment will be the managing some promotional aspects of the event and an after party is set following the “56 rounds” of fistic fury. KKSUC/TMT Global Inc. to host Sports Camp Formed in February of this year, the Kwakwani United Sports Club (KKSUC) and TMT Global Inc. will host cricket, football and basketball camps later this month. TMT Global Inc. is a foreign owned local lumbering business in Kwakwani which has been assisting in the development of sport there since the beginning of the year. Anthony D’Andrade is the Sport Consultant of this company and has been in charge of the project which is called the Kwakwani Sport Project.

The camps, scheduled for September 16-27, is geared at teaching the basic skills of the three sporting disciplines to youngsters along with other life skills including leadership and the importance of education.

It was initially scheduled for August but because of a number of persons being on holiday, in particularly those from Berbice River that are attending the Kwakwani Secondary School, it was r e s c h e d u l e d t o accommodate them.

One of the main aims of this camp is to regenerate the interest of sport, primarily cricket, in the area. Coaching activities will take place at Worrell’s Park in Kwakwani and will begin at 15:30hrs Monday to Friday. Young boys and girls aged 10 and over are invited.

D’Andrade, a former national youth player and Berbice senior team batsman, who recently completed the Cricket West Indies (CWI) Level 2 coaching course will coordinate the cricket sessions while West Indies female all-rounder Tremayne Smartt, also CWI Level 2 coach, will assist.

Jimmy McLean and Kinesha Stewart will be the Coaches for football while Ann Gordon and Dave Causway will be in charge of basketball coaching.

GSCL Prime Minister’s T20 Cup to be launched today The Georgetown Softball Cricket League Inc. (GSCL) will be launching the 2019 edition of the Prime Minister’s T20 Cup at 17:00hrs today at GNIC Sports Club. The tournament is set to start on November 1 and conclude two days later at the Everest CC.
