There are lessons to be learnt from the Ferguson/ Missouri incident
The Missouri riots should be a lesson that our local police should be required to analyse and learn from, in terms of the Ferguson police’s handling of the post shooting events and to relate applicable aspects in their operational approach to similar situations here. Our politicians could also spend a few reflective moments on how not to vacillate in crises and to be prepared to step up and lead from the front. The point of this column today is the implications of profiling in law enforcement. At first blush it might be assumed, and indeed it has been argued that the Ferguson, Missouri situation stemmed from a police fatal shooting involving a white policeman as the shooter, and a black victim in the person of unarmed teenager Michael Brown. Fatal confrontations are not unknown locally, but they definitely have never aroused the kind of reaction as seen in the Rodney King and now Michael Brown sagas. Arguments have been flowing fast and furious supporting claims that racial profiling was the principal cause for Brown’s demise. Of course other quarters posit that the level of angst displayed in the Ferguson riots, and the virtual mayhem which ensued would not have occurred if the victim was a white person and the policeman was black. The jury will probably almost always come back hung on that question in societies as racially diverse as America. Perhaps the fact that Blacks make up the majority of the affected population would explain the official responses, and the riotous conduct that the world has so far seen up close and personal. President Barrack Obama in a commendable public gesture called on the police to respect peaceful demonstrations, and cautioned against the use of excessive force against peaceful protesters for lawfully exercising constitutional rights. At the same time Obama did not seek to excuse the robust mob behavior which in many instances provided cover for attacks on the police, vandalism, looting, and physical harm against law abiding citizens. Legion are the tales of Afro-Americans being stopped by the police because of their colour, which leaves them with an after sense of victimisation and public humiliation. It is for that reason that law enforcement officers must be sensitive to the feelings and perceptions of those whom they come into contact with daily. It is therefore an interesting intervention that the local police force has initiated in certain communities which hitherto were treated as comprised of mainly ne’er-do-wells. However, what should not be ignored or left to chance is the possibility that there may be members of the force who are repulsed by the unfair and unconstitutional policing practices engaged in by their less than professional colleagues. Moreover justifiable concerns about unreasonable suspicion have been borne out in Australia by an examination of police station diaries. It was found that people were stopped on suspicion of being “criminals loitering”, or because they appeared nervous in the presence of police officers, or were wearing “homeboy clothing.” The findings also revealed that African Australians were more than likely determined to be associated with criminal activity where when in a group they are members of a gang. If singly they are seen as drug dealers. In the final analysis the profile being what it is causes people to be unfairly suspected of criminal activity. In light of the incidents involving the use of CG motorcycles in the commission of gun crimes in recent times it might be a fair assumption that riders of these vehicles would be viewed with more than a modicum of suspicion. The situation is certainly not helped by the fact that a lot of the young men in possession of these motorbikes - if investigated do not have any apparent

New leaders must rise up with practical and innovative ways to heal our wounds DEAR EDITOR, The famous Chinese Philosopher and poet Lao Tzu famously said, “A leader is best when people barely know he exists, when his work is done, his aim fulfilled, they will say: we did it ourselves.” I do not pretend to be a leader, but having considered our past and current political conditions in Guyana, it is incumbent that new leaders rise up with practical and innovative ways to heal the wounds of today and yesterday. Comparatively speaking, we are a very small nation, unknown to most of the world (except when Jim Jones is mentioned), but very innovative and with a population that is always prepared to give of their best when asked to do it. I say innovative, because it amazes me to see that Guyanese can make anything work. This innovation must be credited to Forbes Burnham
who banned almost everything, so the people were forced to make the things they have work for them. The people have done a great job at making things work. In the Bible there is a book called Proverbs. In chapter 29 verse 18 it says, “Where there is no vision, the people perish.” Imagine the innovation of the Guyanese people, yet the political leaders seem to have no vision. I salute the Prime Minister of Trinidad and Tobago who seems to show more intestinal certitude than almost all of our leaders in Guyana. It is a travesty for the people of our country who deserve better. I have proposed that we rewrite our constitution and dramatically change the way we have governed our country. A few of my proposals are a nonexecutive President, a Prime Minister who will head the Executive branch of Government, and a Fulltime
Parliament. My proposals are as follows: PARLIAMENT Each Parliamentarian will be elected within their own constituent of 25,000 persons (men, women, and children) by 50% plus 1 vote. Parliament will be fulltime. A Parliamentarian will NOT be a Minister of Government. PRIME MINISTER The Prime Minister will be elected directly by the entire electorate with 50% plus 1 vote. The Prime Minister will be the Head of Government. The Prime Minister will nominate 12 persons to be ministers of government. The nominee must be approved by a simple majority of parliament. The Prime Minister will nominate 9 (Continued on page 5)
We need to protect our forest Dear Editor, We, at ECHO, speak for the environment; no one else. Today, we raise our voices, loud and strong, for the protection of our forest because we need to protect what is left of it. Without healthy forests the earth cannot sustain life. Already, as much as eighty per cent of the world’s forests have been degraded or destroyed. We need to protect our forest. The importance of forests goes way beyond their own boundaries. Forests assist in regulating the Earth’s climate. They store nearly 300 billion tonnes of carbon in their
living parts. Therefore, when they are destroyed through logging, or burning, this carbon is released into the atmosphere as the climatechanging greenhouse gas carbon dioxide. Also, our forests regulate water flow and rainfall. We depend on them to grow our crops. Therefore, the loss of forests in one part of the world can have impacts in another. With so many of the world’s forests already destroyed, we urgently need to protect what is left. Yet, the industry is still relentlessly felling trees, shipping raw logs, converting forests into disposable products that end
up in our shopping baskets while pushing species to the brink of extinction, destroying the lives and livelihoods of forest communities and exacerbating global climate change. While you were reading this article, logging companies felled more than fifty trees in our hinterland. We honestly need to protect our extraordinary and irreplaceable forest. Let us stop them now! We are asking citizens to demand that their foods, paper and wood products are not linked to the destruction of the forests. We are also asking citizens to plant or
care for a plant or tree in your neighbourhood because we need them, we really do. We are calling upon our politicians to take appropriate action that is needed to protect our forest as well as the rights of the people who depend on it, biodiversity and the climate. We, at ECHO, have committed ourselves to investigate, document, expose and take appropriate action against the destruction of our forest. Royston King Executive Director Environmental Community Health Organization
A punchy sound bite, but where is the substance? DEAR EDITOR, Our attention having been captured by the headline of the Stabroek News report of August 31 (“Parents of home alone children will be charged… ”), we read the article carefully to check that the caption was not out of step with the context of the Minister’s remarks. It was not. The Minister was quoted as saying, “It is not only the state’s responsibility to ensure that children are properly cared for” , a comment which echoes statements made by successive Ministers of
Human Services which indicate the continuation of a deeply dismissive and biased view against poor families, especially those headed by women. Tr u e , p a r e n t s h a v e primary responsibility for children, but does the community not also have a responsibility? Surely, Guyana having acceded to the Convention on the Rights of the Child, the Minister must remind herself that the State committed to many responsibilities to children which are not being met. Can the Minister assure
means of support by which they can generate an income to match their observable lifestyle. The question is how do we balance our recent experiences with the expectation of reasonable cause for suspicion to bring a halt to this spate of robbery and murder? It is important to note that stereotyping does more harm than good and therefore the police are expected to operate in a manner that avoids offending those law abiding citizens on whose support they genuinely depend.
us that the mothers she threatens to penalize are able to access affordable daycare services so that they will not tempt her wrath by leaving children unattended? It is such a punchy sound bite: we will jail these wicked and negligent mothers. But how well-funded and administered are the programmes which claim to help poor families? If we add together public assistance, the uniform vouchers, the $10,000 per schoolchild and any other available social allocation, would this be enough to support a mother and children so that the mother does not have to do shift work as a security guard, or some other lowwaged and exploitative work that takes her away from home? We would rather hear the Minister talk about charging the professionals who fail to do the job for which they are
paid. Let us hear more about how we will arrive at effective monitoring of institutions where children are placed. Tell us about the findings of the investigation into the Camal Home, and the remedies instituted. We also need to understand why the visiting committee first failed to flag problems at this home, then was asked to investigate what amounts to its own failure. It would also be pertinent to have information on the New Opportunity Corps investigation, and the safeguards being put in place. We urge that persons in authority resist the temptation of falling for apparent quickfix solutions which are likely to create greater social grief. Rather, make the budgetary allocations for work which will address the roots of the problems. Joy Marcus and Wintress White For Red Thread

Politics is about people and their development, not violating laws/rules and transgressing rights DEAR EDITOR, The Guyana Constitution must be given a chance to work. The ongoing discussion on its relevance and application must be encouraged. For such allows the ventilation of diverse views in efforts to seek understanding and establish a political system the citizenry can be subject to. As citizens/workers we need to accept that constitution and changes are dead at their hearts unless they are activated by the people. Article 119 (A) of the Constitution expressly states - “(1) The National Assembly shall establish a Parliamentary Standing Committee for Constitutional Reform for the purpose of continually reviewing the effectiveness of the working of the Constitution and making periodic reports thereon to the Assembly, with proposals for reform as necessary. (2) To assist in its work, the committee shall have power to co-opt experts or enlist the aid of other persons of appropriate expertise, whether or not such experts or other persons are members of the Assembly.” In the 8th and 9th Parliament this Committee was chaired by the PPP. In the 10th Parliament it is headed by David Granger,
Leader of the Opposition. While commentators and politicians are articulating the view that constitutional changes must be addressed, at the same time not one iota of recommendation has been put forward by the Committee for at least the last decade. Neither has this nation seen any activity that informs us that those who were and are tasked with the responsibility for leading the way have responded in a constructive manner to the calls made over the years. It is obvious that the Committee has the latitude to engage the citizenry throughout the length and breadth of this country, soliciting their ideas and working to strengthen this supreme instrument. What is obvious here is that the constitution has not failed the society; it is the persons tasked with the responsibility under the constitution that have not delivered the appropriate leadership. This constitution at Title 1 guarantees the “Protection of Fundamental Rights and Freedoms of the Individual.” This protection is consistent with United Nations Declarations. Out of recognition for this vital aspect of man’s development and peaceful co-existence, the society needs to be
advised whether the present disregard for Title 1 means it ought to be excised in constitutional change, or, if not, why the current political leadership isn’t being held accountable for respecting us. Constitutional condemnation may be politically expedient, but the society stands a better chance for immediate benefits from constitutional respect. It is known constitutional violation occurs on both sides of the House. And this will continue so long as we are prepared to cherry pick issues rather than hold every elected official accountable. The call for change becomes meaningless without the call for elected officials respecting the constitution. The demand for change must start with us demanding of them to comply with this instrument. We continue to witness political leaders who are also not prepared to respect the rules in their own party in the conduct of their day-to-day activities. This country is at dangerous crossroads where might is replacing right, and the rule of lawlessness is replacing the rule of law. Laws, rules and citizens are violated with impunity yet some would like it to be believed that respect will be achieved when there is executive power-sharing. In
New leaders must rise up... From page 4 members for each constitutional board. Each nominee must be approved by a simple majority of parliament. PRESIDENT The President will be elected directly by the people with 50% plus 1 vote. The President will be the Head of State and the Commander in Chief of the Armed Forces. All constitutional boards will report to the President. END OF RACIAL VOTING My proposal for the reduction or elimination of racial voting will require that EACH political party MUST be composed of all ethnic groups within Guyana that is proportionate to the ethnic composition of the population. In other words, if the population is 40%
Indian origin, 30% African origin, 20% mixed race, and 10% Amerindian, then in order for any political party to contest an election it MUST have that composition in its leadership and members. Obviously this combination will change after every census to reflect the new reality. It will be the responsibility of the Elections Commission to ensure that this mechanism is in place. This applies only to a political party that seeks to contest for political office. Any individual will be allowed to contest for any seat within any constituency without the need to fulfill this requirement. However, that individual will have to secure a set number of signatures within the constituency, or a deposit on their nomination, or both. If
the individual does not get a certain percentage of the total votes cast, the deposit made will be forfeited. This will likely reduce the amount of independent candidates, and be less complicated for the elections commission. The American President Harry Truman said, “Men make history and not the other way around. In periods where there is no leadership, society stands still. Progress occurs when courageous, skillful leaders seize the opportunity to change things for the better”. Charles Sugrim
our present state it would be in order to be sceptical that things will get better with constitutional change, when there is flagrant violation for what currently exists and persons are not prepared to hold the violators accountable. Executive powersharing, shared governance, government of national unity, or whatever it is called, must be discussed and grounded by strong philosophical underpinning, guided by universal accepted principles to ensure what we seek is not tyranny of the majority or minority. Today we have an executive without the parliamentary majority, yet this branch of government continues to disrespect the decisions of the legislature and refuses to acknowledge
the people’s will or interests. If in the present circumstance a minority government is not held accountable, what assurances do we have that when all the parties are in the executive there will not be the deepening of violations? The youths of today are called upon to immerse themselves in the discussion to determine the direction of this country. Some of my generation hold the view that marginalisation is a result of being excluded from the executive. It is a view that awaits supporting evidence that an amalgamated executive structure can guarantee respect for every group or individual, whether in the minority or the majority. The Constitution protects every group and
individual regardless of political affiliation, race, class, sex, creed, being in the opposition or government, but this instrument continues to be disregarded. If the major leaders in the present political class have no respect for Rights and the Rule of Law, no powersharing, shared governance or government of national unity would change their contempt for citizens and the n a t i o n ’s i n s t i t u t i o n a l structures. It is a contempt that is seeping down and engulfing the wider society and it is only a matter of time before complete anarchy reigns. Politics is about people and their development. Politics is not about violating laws/rules and transgressing rights. Lincoln Lewis
Not a word from Bai Shan Lin - this silence speaks volumes DEAR EDITOR, Doesn’t it seem odd that Bai Shan Lin has remained silent during the national debates concerning misuse of their concessions and Guyana’s forestry resources? Isn’t it strange too that the Guyana Forestry Commission, Government representatives, individuals and groups aligned to the governing administration have become the spokespersons for Bai Shan Lin? Well, as the saying goes, the person paying the piper requests the tunes. This strange silence is not only indicative of how the company does business, but it is clear that it is part of a coordinated effort to mislead Guyanese into thinking that Bai Shan Lin is doing so good for small loggers and local sawmills that the c o m p a n y ’s i l l e g a l i t i e s should be overlooked.
What makes Bai Shan Lin so special that it does not have to directly engage with the Guyanese public? Or is it that the company does not have a public relations officer or its representatives are unable to speak English yet they communicate in their daily operations with Englishspeaking Guyanese? Imagine the President of the United States of America assuming the role of Public Relations Officer or Consultant for a foreign investor, strange and very unlikely right? What is even more hurtful is that this same Government does not speak out and show the same strong interest in
many domestic affairs affecting the populace; for example police corruption, low public sector wages and salaries, trafficking-inpersons, high incidences of youth crime and the list goes on. Imagine in 2014 we have a Government more interested in the well-being of foreign companies and nationals than that of a vast majority of its population. Let me take this time to remind the Government that words are just that, words. Actions in the interest of all Guyanese speak louder than any press conference or Presidential address. Mike Archer

Islamists in Iraq driving large-scale atrocities: U.N. (Reuters) - Islamist fighters have carried out atrocities on “an unimaginable scale” in months of fighting with Iraqi forces, who have also killed detainees and shelled civilian areas, a U.N. official said yesterday. There is “strong evidence” Islamic State and allied groups have carried out targeted killings, forced conversions, sexual abuse and torture in Iraq, U.N. Deputy High Commissioner for Human Rights Flavia Pansieri said, opening an emergency debate on the conflict in Geneva. Iraq’s human rights minister, Mohammed Shia’ Al Sudani, told the session that Islamic State militants, “oozing with barbarity”, threatened his country and the world, but did not immediately respond to allegations against state troops. Islamic State has grabbed large areas of Iraq and neighboring Syria, declaring a cross-border caliphate and driving hundreds of thousands from their homes. At least 1,420 people were killed in Iraq in August alone, U.N. figures showed yesterday. The one-day U.N. Human Rights Council session, called by Iraq with the support of allies including the United States, is expected to agree to Baghdad’s request to send a team of U.N. experts to investigate crimes committed in the conflict. “The reports we have received reveal acts of inhumanity on an unimaginable scale,” Pansieri told the Council, on its first meeting about the latest surge in violence. She later told Reuters she was referring to Islamic State. Iraqi government forces,
Ambulances arrive to transport people injured in a suicide bombing in the centre of Ramadi, western Anbar province. CREDIT: REUTERS/ ALI AL-MASHHADANI police and allied militia had also committed acts that may amount to war crimes, she said. “TRANS-NATIONAL PHENOMENON” Human Rights Watch said yesterday it had “credible evidence” including photographs that Islamic State forces had used ground-fired cluster munitions in northern Syria the first known use of cluster munitions by the militants, although the New York-based watchdog says government forces have used them since 2012. Pansieri said she was particularly worried about the persecution of Christians, Yazidis, Shia, Turkmen and other ethnic groups by Islamic State forces that have swept through western and northern Iraq. Such “ethnic and religious cleansing” may amount to crimes against humanity, she said. Children belonging to
targeted minorities have been forcibly recruited and positioned on front lines to shield its fighters or made to donate blood, she said. Women are beaten for breaking rules requiring them to be veiled and escorted by men. Iraqi police have also executed detainees in Tal Afar and government-allied militias opened fire on a mosque in Khanaqin district northeast of Baghdad killing 73 men and boys, she said. Iraqi soldiers have shelled towns and carried out air strikes near Kirkuk, Falluja, and Salahuddin, killing and injuring many dozens of civilians, she added. Iraq’s minister al-Sudani told the session Islamic State was threatening the makeup of his country. “The land of ancient Babylon is subjected to threats starting to its very independence, they are attempting to change its demographic and cultural
composition,” he said in Arabic. Islamic State was not just a problem for his country, he added. “It is a trans-national phenomenon that poses an imminent danger to all countries of the world, it defies all human rights principles and international law.” “BURNED ALIVE, BEHEADED”
The U.S. ambassador to the rights forum, Keith Harper, urged Iraq’s Prime Minister designate Haider al-Abadi to set up a multi-ethnic government that would investigate all allegations against government forces and “terrorist groups”. “The stories that have emerged from ISIL’s (Islamic State’s) bloody assault on Iraq are the ones of
nightmares. Christians and others have been driven from their homes with the threat of ‘convert or die’,” Harper said. “The Yazidis have been buried alive, beheaded or killed in mass executions,” he said. Western and Gulf countries denounced Islamic State abuses. “This organization has nothing to do with Islam, even if they carry the name,” said Kuwait’s ambassador Jamal Al-Ghunaim. But Russia and its ally Syria blamed Western and Arab states for allowing the Sunni extremists to thrive in the region. Russia had supplied arms to counter Islamic State in Iraq, including Sukhoi 25 strike aircraft, ambassador Alexey Borodavkin said. “ISIL acquired a huge potential: it now controls colossal financial resources that it has seized, is pursuing illegal oil trade and has a considerable arsenal of modern weaponry. All this could have been avoided if the international community had taken measures at the time to remove this cancer at an early stage of its formation,” he said.

HOW MUCH DO YOU LOVE YOUR COUNTRY? After the fourth beer my friend’s tongue loosened. “Boy, Guyana is a beautiful place. Folks back home just do not know how good they have it. Look at us here in this freezing place. I would give anything to be outside Petboy Shop sipping a cold one on a Friday afternoon.” “You miss home?” I asked. “If I miss home? If I miss home? I love Guyana. I love Guyana!” he replied “Are you willing to help out the people of Guyana?” I queried “I am always up to help out. Just name it and you will have it. I love my country, he said, pointing to his car parked outside.” he said. There was a Guyana flag hanging on a thin slender pole attached to his front fender; a miniature flagpole flying the Golden Arrowhead, the symbol of patriotism for so many immigrants. The flag hung wet and wilted from the weather. It was faded but still much visible for all to see. “See that flag,” he said, “it goes wherever I go.” That was obvious since
wherever he went he did so in his car. The conversation switched to other topics. But that was only a temporary reprieve. After the fifth beer, the love relationship with Guyana resurfaced again. My friend began again about how much he loved his homeland. I decided to question whether it was love or nostalgia. So I asked him, “ You love Guyana? Why do you love Guyana?” He paused for a very long time. He took a sip. Looked at me, took another sip, but did not answer. I asked him again, “Why do you love Guyana?” He looked at me and then
said, “Guyana is my homeland. I love Guyana because I just love Guyana. It is where I was born. It was where I grew up. Why would I not like Guyana?” I interjected. “I was not disputing that you loved Guyana. I was just asking why. If you love something or somewhere, there has to be a reason why you love it. Is that not so?” “Sure bro, but I love Guyana and I know that you love Guyana. Do you not love Guyana?” he asked turning the question back on me. I had to remind him that he was the one who said that he loved Guyana and I was really trying to find out just
what it is that he loved about Guyana. He continued. “Guyana is my country. I don’t care what nobody says; Guyana will always be my country. I am not going to sit here and deny that I come from Guyana. I love Guyana because I come from Guyana. It is my country.” “You had a dog which you gave away last week,” I reminded. Sure he said, “I gave the dog away.” “It was your dog?” “Sure. It was my dog.” “You loved that dog, did you not?” I asked “Yes I loved it.” “If you loved it why then
did you give it away?” “I gave it away because I had to?” “Just like how you had to leave Guyana,” I reminded He was finally seeing my point. “Look he said, I know where you are coming from. If I love my country so much, if it belongs to me, why then did I leave it. We all had to leave it for our own good. Sometimes you have to leave what you love.” “But you still love Guyana?” I asked. “Yes, most definitely.” “How deep is your love for your country?” He said, “I love my country and I will go back
there because I love Guyana.” “Would you give up your job and go back and live in Guyana?” I asked. He looked at me, pushed his glass away, stood up, and strode away from the table. “I have to go now,” he said. He went out to his car and drove off. The flag on his car still hung limply, refusing to be revived by the draft caused by his sudden acceleration.

Corporation (GPHC), but the company is in murky waters with at least two of the revised criteria used. One of the criteria refers to legal proceedings against the drug supplier that could lead to disqualification. It asks, “Are there litigation issues that could potentially affect the solvency of the company and or conflicts with personnel working at the MOH/GPHC and is the company’s facilities and stocks adequately insured?” While the New GPC’s insurance is not in question, the company is involved in a number of lawsuits that could potentially hurt it financially. New GPC has taken Kaieteur News, its Publisher Glenn Lall as well as its Editorin-Chief to court on numerous occasions both locally and in New York, all of which are still pending. Another of the revised criteria used by the National Procurement and Tender Administration Board; seeks to ascertain if by default, inability or refusal, the company’s contractual obligations have not been
New GPC’s boss, Dr. Ranjisinghi ‘Bobby’ Ramroop met in the past. New GPC has been cited in the Auditor General’s report over the years as it relates to late delivery of drugs on numerous occasions. The Audit Office in some cases has been unable to ascertain whether drugs to the tune of millions were ever delivered. At least two companies, International Pharmaceutical Agency (IPA) and Ansa McAl, protested the decision by the tender board and both claimed they met all of the
requirements to be successfully chosen, which has now led to stakeholders calling for a review of the decision. IPA has taken it one step further and has moved to the court to have the decision to appoint New GPC as the sole pre-qualified supplier, quashed. Lloyd Singh, the Chief Executive Officer of IPA, last week filed a motion in the court against the Attorney General. Singh in his affidavit, claims that the revised criteria
which came even after the Ministry of Health would have advertised for prequalified suppliers, was discriminatory of itself, or in its effect and decision. He further argues that the decision by the Ministry was unconstitutional, in that it violated Article 149 and as such, has asked that the court order the decision that New GPC be the sole prequalified supplier of drugs and medical supplies, null and void. Singh’s petition is also (continued on page 24)

=== The Freddie Kissoon column ===
From Kwame McCoy to Donald Ramotar to Manzoor Nadir I begin this column with the bold declaration that I would be the last person in the world to be flippant about the lack of education in people. My parents nurtured seven children and none of us made it to high school. We hardly had food to carry us through primary school much less the secondary level. Poverty in our household was simply staggering. Poverty should force one
to pull out all the stops in search of an education. Once you acquire some resources, however meagre, education should be in your sight. I remember that before he joined the PPP, Mr. Manzoor Nadir drove a taxi and his base was his home in Garnett Street. After getting into government, Mr. Nadir never looked back. But however intellectually limited we are, however poor our
background, we must strive to be thinking people. My deeply honest opinion is that what Manzoor said about the no-confidence clause in our constitution constitutes ignorance that is so sickening and disgusting that he should apologize to God who made him. Nadir said that for a no-confidence vote to succeed, all the members of the National Assembly have to be present.
Let me say to readers that I am not engaging Manzoor Nadir. You may dislike me for the next few lines you are about to read, you may think that I am arrogant and pompous when I say that I think so little of Manzoor Nadir that I cannot bring myself to have a debate with him. If you think so of me, then maybe I deserve it, but this is my sincere attitude to Mr. Nadir. At least I have not hidden my feeling. I write this column on Nadir because I am disgusted to the core on what the PPP is doing to my country. How can the PPP produce a parliamentarian who was one of their Ministers that can say such an ignorant thing that it automatically causes you to see him as a person without dignity? Prior to Nadir, I truly believe the PPP should have removed Neil Kumar from its group of parliamentarians for the inanities that come out of his mouth. Let us repeat what Manzoor has publicly said. If
the opposition tables a noconfidence motion it cannot be effective unless when the vote was taken all the members of the House were present. Could there be a more diseased manifestation of ignorance? A vote of noconfidence is to remove a government. Surely that government has a head, be it a Prime Minister or President. Surely that Prime Minister or President has parliamentarians that are loyal to him/her and would not want to see the government fall. So all the head of government has to do, is to instruct his trusted apparatchiks not to attend that particular sitting of Parliament, and there can never, I repeat, never, be a successful no-confidence motion. There is absolutely no complexity about it. What Nadir has actually said is that the Guyana Constitution does not in fact have a noconfidence clause. There can be no other
Frederick Kissoon interpretation. If I am the Prime Minister and you put a no-confidence motion against me, I will not go to parliament on the day of the voting and I will tell my loyal lieutenants not to attend too. Thus I cannot be removed. In the twisted, convoluted, comical logic of Manzoor Nadir, a noconfidence motion is an impossibility. It becomes impossible because you can kill it by one or two or three or four parliamentarians staying away. Here then is what will happen in October when Parliament convenes. The Speakers put the motion before the House. The debate proceeds. The voting takes place. But this was just a waste of time, because the PPP parliamentarians did not attend the sitting, therefore the motion cannot be carried. The question that must be asked is, if the PPP leadership came up with this stale milk and gave Nadir to run with it. It meant, therefore, they asked Nadir to take the humiliation. One should seriously think about this. It may not have been Nadir’s asininity at all. Could it have been the idea of the “goat nah bite meh man”? Could it have been the discovery of the legal mind who when he was in the Cabinet called a press conference and told the media, “I is a man who like fuh do illegal things.” But wait a minute! Could this guy be the culprit? Since he says he does illegal things he could have concocted this miasmic recipe. Is it possible Kwame McCoy thought of this and ran to Donald Ramotar who in turn gave it to Nadir?

More questions surface... From page 9 seeking, “a declaration that the revised evaluation criteria for prequalification for the supply and delivery of pharmaceutical drugs and medical supplies for the period 2014-2016, are so heavily and obviously weighted in favour of a particular local supplier of pharmaceutical drugs and medical supplies to the government, that it renders the prequalification process unfair and unreasonable and deprives the applicant (IPA) of equality before the law or equal protection and benefit of the law and of the full and equal enjoyments of all rights and freedoms in contravention of Article 149 (D) of the Constitution is null, void and of no legal effect.” Singh wants the court to declare that the decision by the NPTAB, that IPA did not satisfy the requirements, is unreasonable, unconstitutional, unlawful, null, void and of no legal effect. According to the court documents filed by IPA, the company is looking to have the court declare that the revised criteria set out by the Ministry, violates the
Former President, Bharrat Jagdeo
IPA’s Lloyd Singh
constitution and as such has no legal effect. He is also seeking a conservatory order suspending or staying the decision by the NPTAB, that the New GPC is the only prequalified supplier to Government over the next three years. Under the contentious revised criteria, bidders had to demonstrate a gross annual turnover of US$5M and net assets of US$2.5M. Another criterion was that maximum score was to be awarded to applicants who
would have paid $50M in Corporate taxes, annually. Additionally, the company that has 50 or more employees, and warehousing capacity of 30,000 square feet in the city, will also gain an edge. New GPC is owned by Dr. Ranjisinghi ‘Bobby’ Ramroop who happens to be the best friend of former President, Bharrat Jagdeo. That company has been supplying the bulk of the drugs to Government for the past 15 years, ever since it was acquired by Ramroop in 1999.
Why do we need foreign investment? From page 19 from the date of import. In other words, not to use the FDI arrangement simply for mercantile trading without value addition. 4. Tax holidays – freedom from corporation and property taxes for a defined period, usually five years. 5. Assistance with obtaining government permits and licences to establish and operate a business. But, again, not more favourable than is offered to Guyanese nationals. Note that duty-free imports of fuel often figure in
FDI agreements, but when Guyana benefits from the Petro-Caribe arrangement with Venezuela, how does this make sense? But it is widely said that the duty-free fuel for Asian loggers helps to give them an unbeatable 30 per cent cost advantage over Guyanese loggers. Any such arrangement should be only for own verified consumption, not for onward sale to contractors or subsidiaries (again, like Barama to IWPI in 2006). BUT WHAT HAVE WE ACTUALLYALLOWED
IN THE PAST? Unlike, many other countries, FDI agreements have traditionally been considered to be Cabinet secrets even though public money is involved, in cash supplied or taxes foregone. The only FDI agreement which has been leaked into the public domain is that written by the Malaysians themselves for Barama in 1991, a dreadful display of incompetence by Government negotiators, repeated in the successor agreement(s). We can do much better than that.

ECLAC: Lower growth for Caribbean in 2014 (Trinidad Express) The Economic Commission for Latin America and the Caribbean (ECLAC) has lowered its growth projections for Latin American and Caribbean economies in 2014. In its new report, “Economic Survey of Latin America and the Caribbean 2014”, released last month, the United Nations commission said the region will experience average growth of 2.2 per cent in 2014, down from its previous estimate of 2.7 per cent. There is some good news for Trinidad and Tobago in the report. “Economic growth in Trinidad and Tobago continues to rebound from the negative and negligibly positive rates seen during the period 2009-2011. Estimates indicate that the economy grew by 1.6 per cent in 2013, up from the 1.2 per cent recorded in 2012, and a figure of two per cent is projected for 2014,” the survey said. The region is being affected by weakness in external demand, less dynamic domestic demand, insufficient investment, and limited room for implementing policies to spur an upturn, the survey found. “These elements have a differentiated impact on Latin American and Caribbean countries and sub-regions, confirming a high degree of heterogeneity in growth
dynamics,” ECLAC stated, adding that it cut the regional growth forecast for 2014 of 2.7 per cent that was issued last April. “The study indicates that the economic slowdown observed in the last quarter of 2013 persisted during the first months of 2014, meaning that the region will grow less than it did last year (2.5 per cent). Nevertheless, the report signals that a gradual improvement in some of the world’s major economies should enable the trend to change towards the end of 2014,” ECLAC said. “Macroeconomic policies have to take into account each country’s specific vulnerabilities. Without a doubt, it is important in all cases to increase investment and productivity to guarantee structural change with equality in the medium term. Both factors are key challenges for the economic sustainability of development, especially in the current context,” said Alicia Bárcena, ECLAC’s executive secretary, during the presentation of the document. On a regional level, 2014 growth will be led by Panama, with an increase in its Gross Domestic Product (GDP) of 6.7 per cent. That country will be followed by Bolivia (5.5 per cent) and Colombia, the Dominican Republic, Ecuador and Nicaragua, with expansions of 5.0 per cent.
The Central American Isthmus plus Haiti and the Dominican Republic is expected to grow 4.4 per cent, while South America will expand 1.8 per cent, although with great diversity among countries. The Caribbean will grow 2.0 per cent, which implies a recovery from the 1.2 per cent registered in 2013. The reduction in estimated growth for 2014 responds to different factors, depending on the country being analysed, the document states. In the cases of Argentina - whose GDP will barely grow this year -and Venezuela - which should experience a contraction of 0.5 per cent - the available data for the early months of the year reflects the impact of some imbalances that have been manifesting themselves in recent years. In Chile and Peru, which will expand 3.0 per cent and 4.8 per cent, respectively, the decline in economic dynamism is linked to lower levels of investment and a deceleration in household consumption. In Mexico, a rebound in growth is expected (2.5 per cent compared with 1.1 per cent in 2013), although the rate will be lower than previously forecast (3.0 per cent), while Brazil will undergo a smaller annual expansion of 1.4 per cent, compared to 2.5 per cent last year.
Under-pressure Bai Shan Lin... From page 2 community, according to the village Toshao. Their stories were similar to those of a number of other villagers. The issue has come to the attention of one of the Amerindian associations. SILENCE The GFC and its governing authority, the Ministry of Natural Resources and the Environment, and Government had launched an unprecedented public relations campaign to defend Bai Shan Lin. The parliamentary opposition has already accused senior government officials of colluding with the company to hide the true nature of its operations, noting that kickbacks are what have caused it to shut up in the face of what could be glaring violations of Guyanese law. GFC has said that the Chinese company is doing nothing wrong but there are many questions over the joint venture that still remain. These include the arrangement and the many concessions granted to the Chinese company, including duty free concessions on luxury vehicles like Lexus and Infiniti, hun-
dreds of container trucks, loaders, excavators, bulldozers and other heavy duty vehicles. This equipment is mainly for primary logging activities. The company has failed to put down any processing facilities. A number of other logging companies are now being scrutinized. Questions over the duty free concessions to especially Bai Shan Lin had sparked a swift retaliation from the Guyana Revenue Authority after questions were posed to them. Over the weekend, GRA's boss, Khurshid Sattaur, in obvious response also to reports by this newspaper of his three children who are all working with him, seized two Lexus vehicles belonging to family friends of Publisher, Glenn Lall. The vehicles were part of fleet used by Lall, in face of an increased number of threats regarding the newspaper's investigations of a number of questionable deals and practices by the administration. A few weeks ago, a vehicle assigned to a senior Minister of Government was seen taking pictures of the
Lexus vehicle that had been parked in front of Kaieteur News office. There is nothing in law that stops a remigrant from lending his vehicles to others. But GRA insisted on removing the vehicles from the home of the remigrant's son, in Continental Park, East Bank Demerara, where they had been parked. The move has been widely seen as a strike to silence the newspaper's reporting on questions over the many duty free and other tax concessions being granted to especially foreign investors. Questions posed to GFC had been referred to GRA whose boss, Khurshid Sattaur, said he cannot by law divulge information. Of course, the Guyana Chronicle was given all “confidential documents” regarding the two Lexus belonging to the family friends of the Lalls. Yesterday, the Amerindian Toshao in expressing his gratitude said that, was it not for Kaieteur News' report of the outstanding monies, the residents would have remained without their monies.

Disruptive Hong Kong protests loom after China rules out democracy
Pro-democracy lawmaker Leung Kwok-hung is dragged away by security guards as he protests against Li Fei (not pictured), deputy general secretary of the National People’s Congress (NPC) CREDIT: REUTERS/BOBBY YIP (Reuters) - Hong Kong police used pepper spray to disperse pro-democracy activists yesterday as the Asian financial centre braces for a wave of disruptive protests against China’s decision to rule out full democracy. China’s National People’s Congress (NPC) Standing Committee set the stage for a political showdown on Sunday when it rejected democrats’ demands for the right to freely choose Hong Kong’s next leader in 2017, leading scores of protesters to take to the streets. Scuffles broke out yesterday during a tense stand-off at the entrance to a centre where a senior Chinese official was explaining Beijing’s decision, prompting police to use pepper spray amid chaotic scenes inside and outside the venue. Activists from a movement called Occupy Central have threatened to lock down Hong Kong’s financial district on an unspecified date unless Beijing grants full democracy. “Occupy Central is an illegal activity. If we give in, it will trigger more illegal activities,” said Li Fei, deputy secretary general of the NPC Standing Committee, who flew to Hong Kong to explain Beijing’s decision. Pro-democracy activists inside the building heckled Li, shouting slogans and interrupting his speech. Hong Kong returned to Chinese rule in 1997 with wide-ranging autonomy and freedoms not enjoyed on the mainland under a policy of “one country, two systems”. The activists want universal suffrage, but Communist Party rulers in Beijing say any candidate for the territory’s chief executive has to be first approved by a nominating panel - likely to be stacked with pro-Beijing loyalists and making it almost impossible for an opposition democrat to get on the ballot. “ROOM FOR DISCUSSION” If Hong Kong lawmakers voted down the package, governing Hong Kong would become much more difficult, Li said. The next leader would again be chosen by a small committee without any form of popular vote. But Hong Kong leader Leung Chun-ying tried to cast the NPC decision in a good light. “There is still room for discussion in regards to the issue in Hong Kong legislation,” he said. Dressed in black and wearing yellow ribbons, members of the democratic camp were escorted out of the auditorium after they shouted and held up signs reading “shameful” and saying Beijing had lost credibility. Proestablishment people in the crowd clapped as
the democrats were led out. Alex Chow, head of the Hong Kong Federation of Students, was also removed as he criticized the NPC’s Li. “Hong Kong is our turf,” Chow shouted. “The NPC doesn’t represent us. Stop insulting us. Hong Kong people won’t be insulted by you again.” Student activists said they would begin boycotting classes in mid-September. Prominent pro-establishment figure and former Hong Kong security chief Regina Ip said she expected six months of unrest in the lead-up to Hong Kong lawmakers’ vote on the NPC proposal, media reported. About 100 activists had gathered for Li’s speech, some waving British colonial flags and banners with an “X” over the Chinese characters for “communism” amid a heavy police presence. A group of Beijing loyalists stood nearby waving China’s flag. The NPC Standing Committee endorsed a framework to let only two or three candidates run in Hong Kong’s 2017 leadership vote. All candidates must first obtain majority backing from the nominating committee. TAIWAN EXPRESSES REGRET Political reform has been a major source of tension in Hong Kong, with China party leaders fearful of calls for democracy spreading to other cities. The Mainland Affairs Council in self-ruled Taiwan, which China regards as a breakaway province, expressed “regret” at the NPC’s decision while activist groups posted messages of support for the democracy movement online. China has held out the “one country, two systems” formula as a solution for Taiwan, an idea ridiculed by Taipei. Following the publication by Beijing of a white paper outlining China’s authority over Hong Kong in June, democracy activists held an unofficial referendum on voting in the “special administrative region”, and hundreds of thousands marched to the city’s business district and staged a sit-in. Charles Rivkin, U.S. Assistant Secretary of State for Economic and Business Affairs, said in Singapore the United States backed “free and fair elections and transparency”. “We believe, in the case of Hong Kong, in one country and two systems,” he said. British Deputy Prime Minister Nick Clegg said in July that Britain “would not shy away from defending” one country, two systems. Britain made no mention of democracy for Hong Kong until the dying days of about 150 years of colonial rule.

Obama notifies Ukraine accuses Russia of “undisguised Congress of ordering aggression” as rebels advance (Reuters) - Ukrainian President Petro Poroshenko accused Russia yesterday of “direct and undisguised aggression” which he said had radically changed the battlefield balance as Kiev’s forces suffered a further reverse in their war with proMoscow separatists. In the latest in a string of setbacks in the past week, Ukraine’s military said it had pulled back from defending a vital airport in the east of the country, near the city of Luhansk, where troops had been battling a Russian tank battalion. Poroshenko said in a speech there would be highlevel personnel changes in the Ukrainian armed forces, whose troops fled a new rebel advance in the south which Kiev and its Western allies say has been backed up by Russian armored columns. Russian President Vladimir Putin, who called on Sunday for immediate negotiations on the “statehood” of southern and eastern Ukraine, blamed Kiev’s leadership for refusing to enter into direct political talks with the separatists. European Union leaders decided at a summit on Saturday that the direct engagement of Russian troops in the war - still denied by the Kremlin - called for a stepping up of economic sanctions unless Moscow pulled its soldiers back. With German Chancellor Angela Merkel stressing that accepting Russia’s behavior was not an option, EU ambassadors were to start discussing a new package of measures that could include a ban on Europeans buying Russian government bonds, EU sources said. Until last week Ukraine had appeared close to crushing the four-month rebellion in the east, which erupted after a pro-Moscow president was forced out of power by popular protests. But then the rebels opened a new front to the south on the coast of the Sea of Azov, pushing towards the city of Mariupol. AGGRESSION Poroshenko repeated Kiev’s belief that Russian forces are helping the rebels to turn the tide of the war. “Direct and undisguised aggression has been launched against Ukraine from a neighboring state. This has changed the situation in the zone of conflict in a radical way,” he said in his speech at a military academy in Kiev. Defense Minister Valery Heletey added on his

Pro-Russian separatists stand in front of destroyed trains at a railway station in the eastern Ukrainian town of Ilovaysk Facebook page that Ukraine no longer faced a threat from separatists but outright war with Russian troops. “Unfortunately, in such a war, the losses will be numbered not in their hundreds, but in thousands, even tens of thousands,” he said. “We must refrain from panic and show that Ukrainians are not about to surrender.” In the Belarussian capital, Minsk, separatists sat down for preliminary peace talks with Ukraine, saying they would be prepared to stay part of Ukraine if they were granted “special status”, according to Russian news agencies. But they said one of their key conditions would be for Kiev to immediately end its military offensive. The separatists’ demands did not appear, at first sight, to be acceptable to Kiev since they would leave the rebels in control of the territories of Ukraine’s industrialized east and exercising a trade policy tilted towards Russia and away from integration with the European Union, which is Kiev’s key aim. Military spokesman Andriy Lysenko said Ukrainian forces had pulled back from the airport near Luhansk. However, they had destroyed seven Russian tanks and identified a major build-up of Russian forces to the north and south of the city. “According to our operational data, there are no fewer than four (Russian) battalion-tactical groups in Ukraine,” he told reporters, adding that each one comprised 400 men. Speaking during a visit to Siberia, Putin repeated his call for talks. “The current Kiev leadership does not want to carry out a substantive political dialogue with the east of its country,” state news agency Itar-Tass cited him as telling journalists.
Putin also said the separatists were trying to force Ukrainian troops from their current positions where they were firing on civilian targets. “The aim of the militia fighters is to push away these armed forces and their artillery to not give them the possibility to shoot on residential areas,” he said. NON-ALIGNED STATUS IN DOUBT Kiev has clung to a nonaligned status as it tried to steer between two dominant powers - Russia to the east and Europe to the west. However, NATO SecretaryGeneral Anders Fogh Rasmussen said Ukraine’s political leaders expect a new parliament to abandon this status after an election next month in a possible prelude to an application to join the Western alliance. Putin made his statehood remarks two days after comparing the Kiev government with Nazis and warning the West not to “mess with us”. On Sunday, Putin’s spokesman said his call for talks on the statehood of southern and eastern Ukraine did not mean Moscow now endorsed rebel calls for independence for territory they have seized. However, Merkel took a hard line, although she acknowledged the sanctions have hurt German exporters to the Russian market. “I have to say there is also an impact when you are allowed to move borders in Europe and attack other countries with your troops,” she told a news conference. “Accepting Russia’s behavior is not an option. And therefore it was necessary to prepare further sanctions.” EU leaders asked the executive European Commission to prepare further sanctions within a week, building on steps taken at the end of July, which
targeted the energy, banking and defense sectors. “I’m hearing that a ban on buying Russian government bonds could be in the next package,” an EU official familiar with the preparations said. The July round forbade Europeans from buying or selling new bonds, shares or other financial instruments with a maturity of more than 90 days issued by major stateowned Russian banks. COMMON SENSE Putin called for the EU to think twice about stepping up the sanctions, which were first imposed after Russia’s annexation of Ukraine in March. “I hope that common sense will prevail and we will work in a normal modern way,” the Interfax news agency reported him as saying. He won support from China, with which Putin wants to trade more as the West tightens its restrictions. “A political solution is the only way out. Sanctions do not help to solve the underlying problems in Ukraine,” Chinese Foreign Ministry spokesman Qin Gang said. Several EU countries heavily dependent on Russian gas supplies, including the Czech Republic, Slovakia and Austria, opposed new measures, which require unanimous agreement. “I consider sanctions meaningless and counterproductive,” Slovak Prime Minister Robert Fico said on Sunday. “I reserve a right to veto sanctions harming national interests of Slovakia.” The EU could ban gas exports and limit industrial use as part of emergency measures to protect household energy supplies this winter as it prepares for a possible halt in Russian supplies due to the crisis, a source told Reuters.
(Reuters) - President Barack Obama yesterday formally notified Congress that he had authorized targeted air strikes in Iraq to help deliver a humanitarian aid to the besieged Shi’ite town of Amerli, the White House said in a statement. Iraqi security forces backed by Shi’ite militias on Sunday broke the two-month siege of Amerli by Islamic State militants and entered the northern town, after U.S. military carried out air strikes on IS militant positions near
the town and airdropped humanitarian supplies to the trapped residents there. Obama has to notify Congress of the authorization under the the War Powers Resolution. “This operation is consistent with the military missions we have outlined to date in Iraq – to protect U.S. personnel and facilities and to address the humanitarian situation on the ground,” National Security Council spokeswoman Caitlin Hayden said in a statement.
EU regulators to decide on Facebook, WhatsApp deal by October 3
(Reuters) - European Union antitrust regulators will decide by Oct. 3 whether to clear world No. 1 online social network Facebook’s $19 billion offer for mobile messaging startup WhatsApp, the European Commission said yesterday. Facebook requested EU approval last week, the Commission’s website showed. The EU competition watchdog can either clear the
deal unconditionally, demand concessions or extend the preliminary review into a wider probe. Facebook expects to close the deal, its largest in its 10-year history, this year. U.S. regulators cleared the takeover in April, telling WhatsApp to stick to its current privacy practices after the merger, including not to use users’ personal data for targeted ads.

T&T President warns no room for ‘bull-headed Popular Jamaican food company sued partisanship’ in Constitution reform (Trinidad Express) President Anthony Carmona has weighed in on the controversial Constitution (Amendment) Bill, 2014, saying Sunday that “forays” into reform were to be expected from a young nation, but there was no room for “bull-headed partisanship”. Carmona said the constitutional reform exercise must be done transparently as he stressed his own role in the process. He reminded the population that he was not a “former politician” but a former judge who seeks counsel. The President broke with tradition this year, choosing to address the nation in a toast Sunday, Independence Day, rather than issue a statement on the eve of the occasion. With Independence Day falling just three days after the passage in the Senate of the contentious Bill, Carmona stated: “As a relatively young independent nation, we will experience growing pains. “There will be lessons to learn. Our recent forays into constitutional reform are to be expected. “These attempts to refresh the foundation of our nationhood must, however,
CELEBRATING T&T: President Anthony Carmona leads the toast to commemorate the 52nd anniversary of Independence be conducted in an atmosphere that is transparent, well-informed, inclusive, tolerant and driven by critical analysis. In this exercise there is no room for blasé statements and bullheaded partisanship,” he added. “Change is the only constant and to turn one’s back and pretend that it is not coming is an exercise in futility. “Actively engaging in the discourse and discussion is the right of every citizen and the responsibility of
every elected and appointed representative.” Carmona also sent a message about the role of the President in the reform process. “It is not lost on the Office of The President the role that the Head of State must play in constitutional reform concomitant with constitutional restraints and neutrality.” He added: “The national community would do well to remember that the current Head of State is not a former politician but a former judge
who seeks counsel.” G o v e r n m e n t ’s Constitution (Amendment) Bill, 2014-which was piloted by Prime Minister Kamla Persad-Bissessar in the Senate last Tuesday, the first time a PM has done so in the Upper House-has received criticism from several quarters. Three provisions of the Bill have drew debate and criticism—a two-term limit for prime ministers; right of recall of MPs; and an election runoff clause that anti-Bill activists contend was foisted on the population without consultation. Consultations on reform had been carried out by the Constitutional Reform Commission (CRC), headed by Legal Affairs Minister Prakash Ramadhar, but former CRC member, Dr Merle Hodge, claimed that the runoff clause was not discussed. The Bill was passed with amendments in the Senate on Thursday night with a vote of 18 for and 12 against. Independent Senators Dr Rolph Balgobin, Dr Dhanayshar Mahabir and David Small supported the Bill. It required the support of one Independent.

(Jamaica Gleaner) The owners of the popular Golden Krust food chain in New York have filed a lawsuit to stop a rival Jamaican food company - Silver Krust from partially using its name. In papers filed in the Manhattan Federal Court on Friday, Golden Krust said it has been among the most successful minority-owned businesses in the US since opening in the 1990s, and the knockoff is hurting its reputation. Golden Krust claims that Silver Krust sells some of its products, and has gradually expanded the Silver Krust restaurant locations so that

Barbados tourism sector now an export industry - Incentives negotiated by hotelier ‘Butch’ Stewart to benefit local investors (Jamaica Observer) Barbados is to legally declare its tourism sector an export industry, as part of two major developments which will radically transform the sector in that eastern Caribbean island. In the second development announced recently by Finance Minister Christopher Sinckler, all local tourism investors will benefit from the unprecedented incentives negotiated by leading Caribbean hotelier, Gordon ‘Butch’ Stewart’s Sandals Resorts International (SRI). The decision to declare the tourism industry as an export industry is something Stewart had himself championed in Jamaica, arguing that it would empower the sector to compete more substantially with the industry worldwide and bring greater benefits to the local economy. Sinckler announced a comprehensive and permanent overhaul of the country’s tourism incentive legislation which would recognise tourism as an export industry, during a site visit of the Sandals Barbados Resort, now undergoing

Golden Krust further says there are currently six Silver Krust restaurants in Brooklyn and Queens, and there’s been confusion about the relationship between the two chains. The suit claims that when a Golden Krust representative communicated with Silver Krust about the problem, a Silver Krust official readily apologised for the name, but failed to change it. SRI is pumping US$350 million and its vaunted Sandals and Beaches brands into the Barbadian economy to operate two financially challenged resorts – the 260-room Almond Causirina, at Dover in Christ Church and the 460room Almond Beach Village at St Peter.Sinckler also pointed out that Sandals would not merely bring more rooms but would inspire elevated standard levels in the country’s tourism sector. “Sandals will cause many of our resorts to raise the bar and operate at a higher level. And when the Beaches Brand comes along in St Peter it will raise the bar even further. So we are very assured that we have done the right thing by inviting the Sandals group here. “Already we are seeing a different attitude from the airlines and travel community as it relates to investing in Barbados and that is because of the presence of the Sandals brand. Sinckler suggested that the new legislation would transform the industry in an unprecedented manner.
grounds. Director, Emergency, Disaster Management and Special Services, Dr Marion Bullock DuCasse says this should be an ongoing exercise. She says the Aedes aegypti mosquito which spreads Chikungunya mostly bites in the day time and is generally found in and around places where people gather including schools. Bullock Ducasse adds that recent rainfall may have provided opportunities for mosquitoes to breed. As a result she says it important for School Administrators to take the time to ensure that anything that can collect water is removed from school grounds. Persons can search for and destroy mosquito breeding sites by getting rid of old tyres and containers in which water can settle, punching holes in tins before disposing, and covering large drums, barrels and tanks holding water. The Health Ministry says individuals should also protect themselves and children from mosquito bites by using insect repellent containing DEET. Persons are also being advised to cover their body as much as possible by wearing long sleeved clothing and putting mesh on doors and windows. Twenty one cases of Chikungunya have so far been confirmed in the country. The affected parishes remain St Thomas, St Catherine, St Ann and Kingston and St Andrew. There have been no deaths.

India rise to No. 1 in ODIs India have risen to No. 1 in the ODI rankings, while Australia toppled to fourth place after their defeat to Zimbabwe on Sunday. Elton Chigumbura lifting his No. 10ranked team to only their second success against Australia - the first in 31 years - has meant South Africa and Sri Lanka have leapfrogged the free-falling Australia, who were joint-No. 1 with India ahead of that match. India had equalled Australia’s points tally following their victory at Trent Bridge, in the third ODI against England on August 30. However, the situation at the top remains quite fluid. India will retain their place at No. 1 if they beat England in the remaining two matches of the Royal London ODI series and Australia beat South Africa at least once over the coming week - either on today or, if they make the final, on Saturday. South
Africa will move to the top if they win their two remaining league games and the subsequent final, even if India win the fourth and fifth ODIs. Australia, too, have a chance at reclaiming No. 1 if they beat South Africa in their remaining league stage game and again in the final.
Concurrently, though, India would have to lose at least one of their two ODIs to England. India had been the No. 1 side when they visited New Zealand in January, but lost the top rank after failing to win a match there. (ESPNcricinfo)

Bulls bulldoze Raiders to book final four spot; Kings, Jets & Royals also advance There was one major upset as the other three top flight clubs coasted through when the Victory Valley Royals 20th Anniversary 8team knock-out basketball competition was contested on Friday and Saturday night at the Mackenzie Sports Club Hard Court, Linden. Fourth seed Retrieve Raiders were felled by the 4th ranked Half Mile Bulls but the number one ranked Kings, 2nd seed Amelia’s Ward Jets and 3rd rated Victory Valley Royals all reached the semifinals which are to be played on Friday at the same venue. Last Friday the opening game saw hosts Royals out bouncing Block 22 Flames 5344 after trailing the Flames by the end of the first quarter 713 before taking a 21-15 half time lead. The Royals never looked back and were in cruise control after the third quarter 34-30. They went on to win 5344 led by the top score of 19 from Orlando Glasgow and Chris Williams 10. Selwyn Henry and Shane Carmichael netted 17 and 15 points for the losers. Jets then flew past Falcons in a battle of teams from the Amelia’s Ward community; centre Allister Webster and guard Amaniniki Archibald were the top markers for the winners with 17 and 16 points respectively. Leonard Caleb (14) and Marlon Persaud (11) could not prevent the Falcons from booking their final four spot. On Saturday evening, Linden champions Kings, whipped Bluberry Hill by a whopping 70-33 margin, seizing the initiative from jump ball as they led in the first quarter 23-8, by half time the score line read 45-17. By the end of the penultimate quarter, a 30 point advantage 56-26 was established before the game ended 70-33. Former National Guard Steve Neils (Jr.) fired in six shots from beyond the paint for the joint top score of 23, Quincy Easton matching Neils’ score while Eon Reddock supported with 12 for the Kings. “The Amazon Warriors at CPL 2014” - A Critique DEAR EDITOR, Now that the curtains have come down on CPL 2014, arguably the biggest entertainment in the Caribbean Sports Calendar it would be appropriate to attempt a critique of the team’s performance under Coach Roger Harper and Captain Denish Ramdin. The time-honoured adage “always a bridesmaid and never the bride” aptly describes the Amazon Warrior’s performance over the inaugural year of the CPL whereby the Warriors have emerged runners- up on both occasions. Let me start by quoting the famous cliché that “cricket is a game of glorious uncertainty “but it would appear that, in some instances, uncertainty characterized the posture of the Warriors administration which subsequently morphed into indecision, faulty choices and flawed options. One did not get the impression that strategies were formulated at planning sessions and adopted on the field of play. We did not witness tactics being devised and employed against particular batsmen nor were there any planned changes of approach and execution whenever the occasion dictated such a course of action. It is an exercise in futility (and moreover being wise after the event) to declare that with the benefit of hindsight… - The batting order could have been re-arranged; - Neesham should have batted more aggressively; - Scoring should have been more prolific; - Barnwell should have been promoted in the batting order; - Barnwell could have been used to bowl but the question of his economy rate precluded this; It is pertinent to note that Barnwell’s economy rate is approximately 7.5 - excellent for T20 Cricket - and compares favorably with other bowlers in the competition but it would appear that this was not factored into the equation. As evidence of Barnwell’s bowling bona
fides we are minded to recall his ability to defend 10 (ten) runs in the last over he bowled against the Jamaica Tallawahs in order for the Warriors to qualify for last year’s competition. Indeed there can be no justification to bowl Navin Stewart instead of Barnwell and it begs the question of the need to play him in the first place. Likewise Lendl Simmons - a batsman who sometimes bowl - was given a bowling spell of at least 3 (three) overs in one of the games ahead of Permaul who did not even bowl an over in 2 (two) matches. Similarly, when it was discovered from the early round of matches that Neesham should have batted more aggressively that was the moment to juxtapose Barnwell- a batting all rounderwho has continuously shown his explosive nature with limited overs remaining almost every time he goes to the crease . The man in the street and every Amazon Warrior fan believes so. Perhaps the Warriors should have invested in designated “pinch hitters” in a Trevon Griffith or Robin Bacchus and emulate the Tallawahs’ Russell or the Tridents’ Holder. It took an inordinately long time to realize that Neesham was not fulfilling the role he was selected for. In essence, the Guyanese contingent on the Warriors team was not afforded the opportunity to showcase their talent so as to catch the nod of the West Indies Selectors. It cannot be denied that this marquee tournament assumes a seed-bed function for preferment to the West Indies side. Alas, this was made very pellucid in the recent selections of players to oppose Bangladesh- no Guyanese players being included but players from other Regional countries that played for Guyana were rewarded. I believe in a WIN/WIN situation by giving the lads an opportunity to express themselves and showcasing their talents. Today, I would
have sat a happier man, more satisfied, knowing that we did not win the tournament but our Guyanese cricketers were given a chance to express themselves, market our brand and possibly won places on the West Indies representative teams. Great “strategists” are relentless “thinkers” who are pro-active rather than reactive and can analyze the dynamics of a situation and adopt appropriate measures as a counterpoint. Constantly weighing, evaluating, and executing pre-determined plans when confronted with changing circumstances and situations. Coach Harper was too laid back almost sedentary and did not exhibit the qualities of a dynamic leader who could have motivated the players under his charge to attempt that quantum leap and reach out to grasp CPL’S coveted crown. Amidst all the confusion created by Duckworth/Lewis fiasco and the knowledge that the match is about three hours and one hour for rain interruptions, Coach Harper should have been at the centre of the conversation making representations and positing forceful objections to the feeble rationale for awarding the match to the Barbados Tridents. Suffice it to say, this did not seem to be the case. This critique could not be complete if the foresight and enterprising genius of Mr. Bobby Ramroop the owner of the Warriors was not given due recognition and kudos. Serena Williams, Djokovic into U.S. Open quarters Reuters - Serena Williams gave a premature victory leap in her fourth-round match and later allowed herself a selfdeprecating celebration after beating Kaia Kanepi to reach the U.S. Open quarter-finals yesterday. World number one Williams is gunning for her third U.S. Open title in a row but for the moment, she saw her 6-3 6-3 victory over the Estonian as an important hurdle after failing to get past the fourth round in this year’s other grand slams. Williams jumped up and thrust her arms after 50thranked Kanepi netted a backhand on break point, but the mistake only made it 5-3 in the American’s favor. Top seeded Williams failed to serve out the match, but made amends by breaking Kanepi for the fourth time in the set to complete a 65-minute victory and advance to the last eight at Flushing Meadows. Williams will meet Italian 11th seed Flavia Pennetta, a semi-finalist last year who advanced with a 7-5 6-2 win against 29th-seeded Australian Casey Dellacqua. Serena and sister Venus Williams have already reached the quarter-finals of the women’s doubles tournament. Pennetta made the singles quarters for the fifth time in seven years with her straight-set victory. Russian Ekaterina Makarova also moved into the quarterfinals with a 7-6(2) 6-4 win over seventh seed Eugenie Bouchard as the Canadian wilted under the punishing conditions. Novak Djokovic Philipp Kohlschreiber of Germany 6-1 7-5 6-4. Djokovic will meet either eighth seed Andy Murray of Britain or ninth-seeded Frenchman JoWilfried Tsonga. Andy Murray fended off Jo-Wilfried Tsonga 7-5 7-5 64 to also advance to the quarter-finals yesterday. The 2012 champion earned his first win over a top-10 player since the Scotsman won
Wimbledon last summer to set up a clash with world number one Novak Djokovic. Eighth seed Murray dominated the first set, taking it thanks to one break in the 12th game, but had to come from 4-2 down in the second set. Ninth seed Tsonga had break points to lead 3-0 in the third but Murray hit back again to clinch victory in two hours, 35 minutes.
FIFA opens talks on 2022 World Cup dates in Qatar Zurich (AP) - FIFA will step up the search for new dates to play the 2022 World Cup in Qatar at talks with football officials next Monday. Consultation was promised last year after FIFA President Sepp Blatter insisted the tournament cannot be played in the summer desert heat. FIFA said yesterday the six continental confederations plus clubs, leagues and players’ unions from around the world will be represented at its Zurich headquarters on September 8. The meeting will be led by Asian Football Confederation President Sheik Salman bin Ebrahim al Khalifa of Bahrain.
A second session is scheduled for November, FIFA said. Blatter has suggested his executive committee should make a decision next March. Blatter and FIFA Secretary General Jerome Valcke have repeatedly said in interviews that only a November 2022 kickoff will work. Qatar was awarded
hosting rights in a December 2010 vote of FIFA’s ruling board. The local organizing committee has stood by a bid promise of hosting a traditional June-July tournament in air-cooled stadiums. FIFA shifted its position last year after previously stating that any change must be requested by Qatari
organizers. Blatter said it was ‘’not rational’’ to play in summer when temperatures in Qatar rise above 40 degrees C (104 degrees F). Last October, Blatter’s board called for consultation to follow the World Cup in Brazil. Qatari officials have said they can change their hosting plan ‘’if the international football community reaches a consensus.’’ Europeans leagues and clubs are the biggest critics of a tournament played in their winter. Top club competitions face a two-month stoppage, and knock-on effect of changing calendars over three seasons from 2021 to 2024.

Action in the Brazil vs Spain clash.
World No.2 Spain overpowers Brazil The first two days of World Cup action didn’t see too many surprises. Spain and the United States flexed their muscles, mid-tier countries battled through the most exciting contests and Argentina showed just how quickly an aging team can start to fall apart. Senegal ensured things wouldn’t be so predictable early yesterday morning. Spurred by a dominant outing from Timberwolves c e n t e r G o rg u i D i e n g , Senegal played Croatia basket-for-basket for the first three quarters and staved off a last-ditch comeback effort for a 77-75 upset. Dieng scored 27 points, grabbed eight rebounds and blocked two shots as the Croatians struggled to find an answer. He also went 11of-12 from the charity stripe, a streak Timberwolves fans will undoubtedly hope carries over to the NBA season. Expected to be one of the teams cut from Group B after a blowout loss to Greece in the opener, the Senegalese are now in a good position with two straight wins. They were helped along in their effort later in the afternoon by Argentina, which continued its less-thanstellar play but was able squeak by for a close win over the Philippines. Continuing his allaround brilliant tournament, Luis Scola scored a gamehigh 19 points in the 85-81 win. The Philippines had multiple opportunities in the last minute to tie the game or go ahead, but an ill-timed turnover from Jayson Williams and two missed threes from Andray Blatche clinched their fate. Blatche, whose decisionmaking on the threes could have been better, finished with 14 points and 15 rebounds. He’s been the star of a surprisingly competitive effort from the Filipinos, who have lost their three games by a total of 19 points. Ranidel De Ocampo scored a
team-high 18 points and Jim Alapag knocked down five threes off the bench in the loss. The Philippines will need to defeat Puerto Rico and Croatia in back-to-back days if it hopes to advance. Argentina, which got 17 points from Marcos Mata off the bench, should be through and may now have a chance to take Group B thanks to Croatia’s loss. Things went far more as planned on the other side of the bracket, which saw Serbia and France earn easy wins over the group’s worst competition. Nemanja Bjelica scored 18 points, Bogdan Bogdanovic helped out with 16 and Serbia shot over 58 percent in an 83-70 win over Iran. Hamed Haddadi and Samad Nikkhah Bahrami combined to score 49 points in the loss for Iran, which dropped to 03. France also didn’t need much effort to earn an overwhelming 94-55 triumph over Egypt. Every French player scored at least a basket, while the starters spent most of their afternoon on the bench. Egypt, led by Ibrahim Elgammal with 12 points, made less than onethird of its shots. The first of the evening matches saw Greece defeat Puerto Rico to move to 3-0 for the tournament and gain a stranglehold on Group B due to Croatia’s upset loss earlier in the day. Greece remained consistent throughout the match, scoring at least 20 points in each quarter along the way. The team’s size advantage was well on display, and that led to 44 points in the paint—16 more than Puerto Rico accumulated—and 37 total rebounds. Nikolaos Zisis was absolutely on fire for the Greeks, collecting 19 points while shooting 77.8 percent from the floor and an impressive 80 percent from downtown. Kostas Kaimakoglou was a monster in the paint, leading both teams in total rebounds with
11. Puerto Rico saw two great scoring efforts from Renaldo Balkman and Jose Barea, as the duo combined for 44 of the team’s 79 points. Although, shooting 38.7 percent from the floor as a team just wasn’t good enough to come away with the win. The day’s final contest featured a matchup of unbeaten teams. Brazil took on world No. 2 Spain looking for an upset victory and big advantage in Group A. Well, that didn’t come close to happening, as a 30point first quarter for the Spaniards propelled them to a decisive 82-63 win and 3-0 record in tournament play. Paul Gasol was amped up for the game, and it showed: Gasol was simply too much for Brazil to handle. He dominated the interior, and even showcased a nice stroke from outside, racking up a game-high 26 points while shooting 73 percent from the floor. Gasol also racked up a game-high nine rebounds along the way as well. Serge Ibaka and Marc Gasol weren’t exactly huge offensive threats yesterday, tallying a combined 13 points; however, both showcased their defensive abilities, helping Spain hold Brazil to shoot 41 percent from the floor as a team. Anderson Varejao was held to make just 5-of-8 attempts from short range, resulting in a 10-point performancegood enough for second on
the team behind the 11 points of Leandro Barbosa. Spain
continues to look more and more like the biggest threat
to Team USA in this year’s FIBA World Cup.

National U-19 Team to debut Republican Boxing Gym takes top Inter-County cricket spot; Clifton Graham is Best Boxer in senior One-Day tourney starts Thursday 2014 Intermediate Boxing Championship...
By Michael Benjamin
The experts advocate that perseverance is the key to success and the boxers of the Republican Boxing Gym (REP) endorsed this belief when they blasted away their counterparts from the Guyana Defense Force (GDF) to accrue the most points and cart off championship honours while the GDF clinched the second prize when the curtains came down on the Guyana Boxing Association (GBA) 2014 Intermediate Boxing Championship at the M&CC Municipal Centre, California Square, East Ruimveldt, Sunday evening last. Republican, Clifton Graham earned a unanimous verdict over Jason Phillips in the 69 kgs category after an exhibition of power punching and was eventually adjudged Best Boxer of the tournament. The two gladiators turned in an exhibition of power punching and the organizers were required to control the crowd who screamed in delight right throughout the action packed encounter. Watched by Deputy Director of the Guyana Prison Service, Carl Graham and the Officer in Charge of the Camp Street P e n i t e n t i a r y, G l a d w i n Samuels, the Republican boxers resumed from where they had left off one night earlier to win seven of their eight encounters. So dominant was their first night performance that several of their bouts were matched against their gym mates on the final night. The Republicans started on a losing note after Ravindra Bissoondia lost to GDF
boxer Victor Low by a TKO 1:54secs of the second round of their 49kgsOpen encounter. The Army pugilist pursued his man and connected with several wicked clouts and after one of them connected to Bissoondia’s temple, he crashed to the canvass and clutched his tummy. His face remained contorted in pain as the referee tolled away the count and eventually waved the bout off. Christopher DaSilva (REP) made amends when he earned a unanimous verdict over Rupert Gillis (GDF) in their 60kgs bout. These two behaved as though they had an old grudge to settle and stood toe to toe for the duration of the bout, locked in vicious exchanges. The action was exciting and sent the crowd into screaming ecstasy, at times encroaching the ring and forcing officials to call temporary halts until order was restored. The fans all agreed that they had received their money’s worth at the end of the slugfest. In the sole female encounter, the 54kgs scrap between Taseka Howard (FYF) and Tandi Benjamin (RHJ), the former boxer stamped her authority with several right crosses that pushed her opponent on the back foot before a wicked straight right connected to Benjamin’s temple and forced the referee to institute a mandatory 8 count. By then, Benjamin has decided that she had had enough and decided to quit at 1:23secs of the first stanza. Delon Gordon (REP) maintained the tradition for his club with a decisive
Robinho recalled to Brazil’s national team Sao Paulo (AP) - Striker Robinho is back with Brazil’s national team for the first time since being left out of the World Cup. Coach Dunga called him up on Sunday for Brazil’s friendlies against Colombia and Ecuador next month to replace injured Zenit striker Hulk, who hurt a leg muscle in a Russian league match. The 30-year-old Robinho hadn’t made the national team since being summoned by coach Luiz Felipe Scolari for friendlies in late 2013. Despite playing well in the matches against Honduras and Chile at the time, he was left out of the squad that finished fourth at the home World Cup in July.
points decision over GDF pugilist, Mark Hyndman in the 81kgs Class while Colin Martin was gifted a walk over from another Republican, Tyron Hamid. There were several bouts where the Republican boxers battled each other and Anandram Dharamraj out-boxed Klaus Daniels to take the honours in their 64kgs bout. Stephen Andrews (REP) then won on points from Delon Naitiram (REP) in their 56kgs encounter. In the 75kgs Class, Glenroy Smith (EBG) won on points over Wayne Murray (GDF). In the Junior category, Orwayne Harris (FYF) defeated Shaquancy Wright (EBG) to take the 65-69lbs title shortly before Seon Griffith (FYF) punched his way to a unanimous verdict over Jamal Eastman (RHJ) in the 52kgs division. Joel Williamson then defeated his gym mate from Rosehall Jammers (RHJ), Colin Hinds in the 60kgs class before RHJ lost another bout in the 52kgs division when Seon Griffith out-pointed Jamal Eastman. The night’s proceedings was graced by several boxing stalwarts including former Commonwealth Champion, Kenny Bristol, f o r m e r d o u b l e Wo r l d Champion, Gary St. Clair, Woman’s World champion, Shondelle Alfred and former local boxing Champion, Vincent Howard. These stalwarts assisted in presentation of prizes. The tournament was sponsored by the Ministry of Culture, Youth and Sports, National Sports Commission, GT&T, Hand in Hand Insurance and Courts.

By Sean Devers The all conquering National Under-19 team which joined Jamaica and Trinidad & Tobago as the only teams to win both Regional titles in the same year by taking the three-day and 50-over titles for the first t i m e i n t h i s y e a r ’s tournament in Guyana, will make their debut in the 2014 senior Inter-County competition which starts with the 50-over format on Thursday. The Brian Sattuar led team played unbeaten in both formats and could provided a stern test for their much more senior counterparts as they replace the President’s X1 as the fourth team in the competition in what must be seen as a wonderful developmental plan by the Guyana Cricket Board (GCB) for the teenagers to rub shoulders with their more experienced players, many of whom would have played at the Test and First-Class levels. The Under-19 unit, which includes First-Class p l a y e r s Ta i g n a r i n e Chanderpaul and Shemron Hetmyer, has the ability to beat the County teams, especially in the limited overs version. On Thursday at Everest they will make history by becoming the first National team to play in this tournament when they face a powerful Berbice line-up even without Test players Devendra Bishoo and Assad Fudadin who will be unavailable due to West Indies ‘A’ duties. The Berbice pair, along with Essequibo pacer Ronsford Beaton, left this week for a one-month Camp in Barbados before leaving for Sri Lanka where a West Indies ‘A’ first toured in 2005. Berbice includes Test players, Captain Narsingh Deonarine and his deputy Veerasammy Permaul and team from the Ancient County will start as favorites. They have the best new ball pair in Keon Joseph and Raun Johnson, both with First-Class experience, along with the in-form Jonathan Foo and National Wicketkeeper Anthony Bramble. The U-19s will have the advantage of

Anthony Adams spending time together as a team during the Regional tournament and also include Essequibo senior team allrounder Kemo Paul, Askay Homray, Vice Captain Sharaz Ramcharran, and Wi c k e t k e e p e r K e m o l Savory. At Wales, Essequibo face-off with home team Demerara who will be without National Captain Leon Johnson but could still prove too strong for the lads from the Cinderella County which plays the least amount of competitive cricket among the three counties. Demerara will be spearheaded their CPL quartette Skipper Chris Barnwell, Trevon Griffith, Steven Jacobs and Robin
Bacchus while Shemroy Barrington, Chanderpaul Hemraj, Zaheer Mohamed, Rajendra Chandrika, Amir Khan and Paul Wintz have all played First-Class cricket and are expected to lend support. Essequibo will be led by Anthony Adams with unrelated namesake Ricardo Adams as his deputy while siblings Royan and Norman Fredericks will expect support with the bat from Kevon Boodie, Ricardo Peters and former National U-19 player Royston Alkins. The Four-Day format will get going on September 18 and the teams and fixtures are below: Demerara: Christopher Barnwell (Captain), Paul Wintz (V/Captain), Trevon Griffith, Robin Bacchus, Andrew Light, Shemroy Barrington, Rajendra Chandrika, Raj Nanan, Zaheer Mohamed, Amir Khan, Yatesh Dhanpaul, Steven Jacobs, Chanderpaul Hemraj, , Seon Daniels, Garvin Nedd (Coach), Clive G r i m o n d (Manager/Assistant Coach). Chanderpaul sends warning with big ton Basseterre, St Kitts, CMC – Veteran left-hander Shiv Chanderpaul issued a stern warning to Bangladesh ahead of Saturday’s start of the first Test, when he hammered a top class hundred in the Tour Match here yesterday. The West Indies batsman carved out a brilliant 183 as St Kitts and Nevis and Bangladesh played to a predictable draw on the final day of the three-day game at Warner Park. Resuming the day on 232 for four, St Kitts were eventually dismissed for 399 in response to Bangladesh’s first innings of 377 for seven declared. Chanderpaul, who resumed the day unbeaten on 70, reached his hundred before lunch when he square drove seamer Robiul Islam to the point boundary for his 12th four. He required just over 4-1/2 hours and 207 balls, to reach three figures. Overall, Chanderpaul faced 315 deliveries, batted just shy of seven hours and counted 20 fours and two sixes. He put on 94 for the fifth wicket with Jeremiah Louis who scored 35, as St Kitts and Nevis reached lunch strongly at 328 for six. Pacesetters evade late scare to win GABA Trifecta title Trinity Grid Holdings (TGH) Pacesetters evaded a late scare in the fourth quarter against Pepsi Sonics to win the Georgetown Amateur Basketball Association (GABA) Trifecta First Division title Sunday night at Burnham Basketball Court. Pacesetters held on for a 75-71 win after leading 6150 going into the final period. The eventual Most Valuable Player (MVP) of the tournament Sonics’ guard, Jason Squires with assistance from Junior Lovell, went on a rampage in the period, almost pulling off a stunning come-frombehind victory. However, Pacesetters held their nerves with Point guard, Travis Burnett putting up 24 points and forwards, Travis Williams and Joslyn Crawford adding 21 and 12 points respectively. For Pepsi Sonics, Squires had 28 points while Earl O’Neil had 11 points. Squires scored eight of his 28 points in the
final period, including a huge three-point jumper to open the deciding period of the game. Pepsi went on a 15-0 run in the period that landed them the lead at 65-61 with five minutes to play in the period. Burnett then got Pacesetters’ offense back on track and soon the momentum shifted back to the top seeded club in Georgetown. Pacesetters regained the lead at 70-68 before Burnette, Crawford, Williams and Royston Siland came together to take Pacesetters to victory. Pacesetters held a 20-16 lead i n t h e f i r s t q u a r t e r, compliments of 11 points from Williams, which included three huge shots from downtown. Pacesetters also held the lead at halftime with a 36-33 advantage in a contest that showed early signs of going down to the wire. Pepsi Sonics’ free throw shooting didn’t help them,
missing 11 attempts to be outscored 25-17 in the p e n u l t i m a t e q u a r t e r. Burnette rose to the occasion as he has done so many times before in the third quarter, scoring 10 points before setting Pacesetters on path to victory in the final chapter.
