hana, a West African oil producer whose people are trapped in a lopsided gas deal with oil companies—including ExxonMobil—is now set to advise Guyana on how to best execute its US$900 gasto-shore venture.

According to Head of State, Dr. Irfaan Ali, a technical team from Ghana will be heading to Guyana early next month to advise the country on how it should be going about its US$900M gas project in partnership with ExxonMobil's subsidiary, Esso Exploration and Production Guyana Limited (EEPGL).

During a virtual engagement with members of the media yesterday, President Ali said the decision on the visit by the technical team follows a bilateral meeting that was held between a delegation l e d r e c e n t l y b y Vi c e President, Dr. Bharrat

Jagdeo and Vice President of Ghana, Mahamudu Bawumia.

He said the outcome of this meeting will also see assistance from Ghana's experts on amendments to the nation's Natural Resource Fund Law as well as is draft Local Content Legislation. Both documents are expected to be tabled and passed in the National Assembly before the end of the year.

Ali said too that the Vice President of Ghana, Mahamudu Bawumia, will be visiting Guyana later this year while adding that it is anticipated that the President of Ghana, Nana AkufoAddo, would be in Guyana for its International Oil and Gas Expo in February next year.

He said as well that a team of private sector investors from Ghana is expected to be visiting Guyana, in an attempt to forge ties with their local

counterparts.

“So in addition to the technical teams and the cooperation at the bilateral level, we have also established an opportunity for cooperation and collaboration and partnership with the private sector from Ghana and that of Guyana.”

President Ali suggested too, that outside of the areas of oil and gas, the Ghanaians have also expressed an interest in Guyana's other extractive industry namely gold, in addition to Agriculture and Tourism.

As it relates to Ghana's experience with gas to power initiatives, industry stakeholders are of the view that the country's Sankofa gas project which was approved in 2015, serves as a warning to Guyana to avoid any hasty pursuit of gas projects.

In a report titled, 'Guyana's Gas-to-Power Potential,' University of

California San Diego graduate student Kathryn Hillis noted that Ghana, like Guyana, suffered power outages, and it wanted to reduce power costs, lower emissions and make electricity services more reliable.

That was addressed when Ghana approved the Sankofa gas project in 2015.

According to the World Bank, since the startup of the project, Sankofa resulted in the provision of power to 1.6

million households, decreased oil imports by 12 million barrels a year, and reduced carbon emission by 1.6 million metric tonnes.

Notwithstanding the benefits, the project has brought on extremely costly burdens on the people of Ghana. In summary, it was noted that the Ghanaian market is now severely oversupplied with gas it cannot use and must still pay for. In fact, the government is tied to paying US$500

million annually for unused power. This is due to the fact that Ghana signed a longterm take-or-pay Power Purchase Agreement (PPA) with gas and power suppliers, through which it would have to pay for 90 percent of the produced gas from the field, no matter the demand.

Ghana, which is now trapped in this predicament, will now be advising Guyana on its gas project with Exxon.

Foreign Company using Aspiring Chief Justice insider information admitted to the Bar to underbid locals …Operations Manager wanted

by Interpol for sex crimes There has been an escalating public debate over the proliferation of foreign companies into Guyana, especially in the absence of any Local Content provisions or protective legislation.

Questionable practices are perceived to be largely overlooked as is evidenced with the accusations being leveled against at least one Trinidadian based company operating in Guyana called Europa Guyana Inc. A quick google search and a perusal of public reports locally and regionally revealed its Operations Manager was at least up to 2010, listed on the International Police's (Interpol) 'most wanted' list, for sex crimes allegedly perpetrated against underage girls in a number of Caribbean Islands.

According to reports reaching this publication, the official is now being accused of allegedly using 'insider information,' in order to scoop up multi-million contracts for the Trinidadian Company by underbidding locals.

Investigations by this publication have found that the Operations Manager was up to at least 18 months ago, working in a similar capacity at one of Guyana's leading janitorial service providers.

According to allegations being made by at least one such local service provider, Europa Guyana Inc. has since employed as its operations manager, Hewett Alleyne—a man wanted by the Interpol.

He is currently listed as

the contact person for the company at a @europaservices.co.tt email address, along with a local contact number for its Duncan Street, Georgetown Office.

Alleyne up until recently, in his capacity as Operations Manager for a local janitorial services company, was responsible for overseeing the company's services being offered to a number of companies including the United Nations and some of the local oil companies that have set up operations locally.

According to the allegations being levelled against the company and its Operations Manager, it has in recent past been using internal, confidential information, obtained through collusion with employees within the local companies, in order to secure bid information.This publication understands that the company with which he last worked is presently investigating internally, some of its employees that the principals suspect, “might be passing inside information to Mr. Alleyne.”

Ministry of Health records 6 more COVID-19 fatalities Yesterday, the Ministry of Health announced that six more persons who tested positive for the novel Coronavirus (COVID-19) disease have died. As a result of this, the country's COVID-19 death toll has moved to 910.

Guyana's latest fatalities are that of five unvaccinated persons and a partially vaccinated person who all died on Thursday while receiving treatment at a medical institution.

According to the Health

Ministry's release, the fatalities are that of two women, a 63-year-old and a 46-year-old from Region Four (Demerara-Mahaica); and that of four men, a 48year-old from Region Six (East Berbice-Corentyne), a 61-year-old from Region 10 (Upper Demerara-Berbice), a 66-year-old from Region Three (Essequibo IslandsWest Demerara) and a 60year-old from Region Four.

Meanwhile, in its latest COVID-19 dashboard, the Ministry recorded 94 new

cases, bringing the total number of confirmed cases to 35,444.

Out of that figure, 18,684 persons are women while 16,760 are men.

The dashboard also shows that 17 patients are admitted into the COVID-19 Intensive Care Unit (ICU), 68 persons in institutional isolation, 2,816 in home isolation and five in institutional quarantine. To date, a total of 31,633 recoveries have been recorded.

An aspiring Chief Justice, Christal Amsterdam was filled with emotions yesterday as she was admitted to the Bar at the Demerara Supreme Court.

Amsterdam's petition was presented by Attorney-at-law, Collis Baveghems and accepted by High Court Judge, Justice Damone Younge.

This achievement is a major one for Amsterdam, 24, because it takes her one step closer towards her dream of one day becoming a Chief Justice (CJ).

The young lawyer grew up on the East Coast of Demerara (ECD) and at age 14 realized that it was her calling to pursue a career in the legal profession. She recalled that as a teenager she argued a lot with her parents and other persons to defend herself and younger siblings when they are wrongfully accused of misbehaving.

“I was the type of person who would not let things go; would always make good points and support them with facts,” the young lawyer told Kaieteur News.

Amsterdam related that her father, Lambert Amsterdam had observed this personality in her and told her that she is gifted enough to be a lawyer.

Those words, she said, motivated her to challenge herself to pursue the legal profession. Driven by her passion to fight for justice, Amsterdam began the journey with support of her parents, extended family, church family and her close friends. The young lawyer noted that there were some

She graduated from the St. Joseph High School in 2013 and without wasting any time her parents decided to make the sacrifice in financing her studies in legal education.

Bingeing on debt Guyanese are familiar with how people behave when certain conditions are in place. It is how close friends, family members, even total strangers find ways to take advantage of them, because they can do so, and have no responsibility for the resulting bills.

Guyanese returning home have experienced others running up huge bills in their names. It could be in social establishments, or stores and marketplaces. People from near and far invite themselves, and position themselves to take part in the good times. But at the end of it all, there are those bills at the bar or the counter to be honoured, with nobody caring where the money is going to come from, besides that they have no ownership of whatever the charges are.

This is what leaders in the present PPP Government are engaged in with energy and zest. A recent front-page caption of ours conveyed the story: “Guyana borrows 10 times more from IDB than it did in first 6 months of 2020” (KN October 28). Ten times more is a heavy undertaking, and this is no matter what the underlying circumstances are, given that this is a poor, hurting society still struggling to find its way.

Ten times more than the equivalent span in 2020 can be described as excessive, so unacceptable it should be to all Guyanese. It does not matter which leaders or which party presides over this, it is plain wrong, because it is too much, too quickly, and too recklessly.

On a comparative basis, the first six months of 2020 saw Guyana caught in the throes of elections fevers, and the comas that came after March 2. It as if everything froze here and remained in that suspended state, though senior people in the Coalition did find occasions to help themselves, to continue the malpractices that have plagued this society for decades. So, there was a lot of catching up to do by the succeeding PPP Government, and numerous areas in need of serious corrections. So, the comparison to the corresponding period in 2021 confronts different circumstances.

We acknowledge that those cost money, and in the many millions, especially when the slowdowns and convulsions of the COVID-19 pandemic are factored in the spending equation. We, at this paper, will be clear and unambiguous as to where we stand with all this massive borrowing. It is too much in a short time, with much of the subsequent outlays taking the form of cash. Even when cash is not involved in this country, leaders and cronies find ways to enrich themselves, and when cash comes into the picture, there is no limit to the predations.

We say, too, that some of the borrowings were necessary, could not be avoided, and we support those, which the Bank of Guyana report stated swallowed up 75.2% in addressing pandemic related conditions. It means that of the stated US$55M (GY$11 billion) in borrowings for the first half of 2021, approximately GY$7.5 billion was absorbed by pandemic spending. It is a load of money, most of it cash, that was expended.

Already, there are howls that pervasive corruptions have visited the processes intended to offer relief to stricken Guyanese. We are still some time away from auditing those expenditures, but things don’t look encouraging at this stage. This much we can share: put Guyanese leaders and public servants close to that amount of cash, and no help ought to be needed, as to what could, and usually, follow. And, when non-pandemic borrowing, the rest of the GY$11B, or $3.5B is reckoned with, we have to ask whether our leaders in this Government took on more than we can chew.

For it is Guyanese who have to foot the bill, payback the debt. President, Vice President and Ministers all get to make fancy speeches about how much they care, and how much they are doing. What is left out is what they are really doing with all that cash, where some of it inevitably ends up. Guyanese don’t need any help from us to connect the dots.

Guyanese need to be concerned, because debt is not free money. It has to be repaid by them, with more debt coming.

Hopeful the City Town Clerk will get genuine support to clean the Augean stables DEAR EDITOR, I have noticed in the press recently that the Auditor General (AG) of Guyana, has repeated a call for the Georgetown Mayor and City Council (M&CC) to close its financial books and start afresh, which he believes will help enable the AG’s Office to properly audit the entity.

I do understand why he is making this call, bearing in mind the financial mess he has found there and the complete noncompliance with the financial acts of Guyana. But there are a few things the citizens of Georgetown need to know before moving forward.

First, does the Georgetown Municipality wish to have a system that could be easily monitored and audited by the AG’s Office?

It is not that they never had proper financial and accounting systems in place before.

They had up to when Mr.

Cyril Ramalho was City Treasurer. In fact that entity was a model of best practices for municipal financial administration. And that was before they had a super salaried Internal Auditor and bloated Internal Audit Department.

This financial mess that we see at the Georgetown Municipality did not happen by accident or overnight. It is a situation that was deliberately engineered over a long period, all the while overseen by a Finance Committee. How could the City Council have been allowed not to have its accounts audited and qualified since 2004? That was 17 years ago.

Second, by closing the books and starting afresh, the question has to be asked what happens to all the chicanery, skullduggery and scams that occurred over the decades at City Hall. Do all the persons who were/are responsible just

receive a ‘Get out of Jail Free’ card? The Council needs a forensic audit, not just a routine audit to guide them on how to be in compliance with the requisite legislation. It is bad enough that the City Council fails to remit workers’ contributions for NIS, Credit Union and GRA all statutory and legal requirements, and also fails to pay retirement benefits and gratuity to a number of its workers but it is unacceptable that they get away with tenders and contracts that never came close to meeting the Guyana National Tender Board procedures, the illegal waiver of interest on property rates, the unlawful rental of wharf facilities and the illegitimate granting of leases.

As we discuss these matters, the Treasurer ’s department is currently rocked by the discovery of more irregularities; information that is being kept from the public.

The Georgetown Municipality has to be made to understand that the money paid to them by ratepayers is not theirs to spend as they please, but rather for road building, day care services, weeding of parapets, cleaning of drains, city policing services, public health inspection of yards, maintenance of cemeteries, rodent and vector elimination in the municipal markets and elsewhere, refuse disposal services, building of bridges, none of which, I repeat, NONE of which they provide.

Maybe there is a need for a Commission of Inquiry in addition to a forensic audit there. The only light at the end of the tunnel there is that they have recently acquired a new and capable Town Clerk. Let us hope that she one day gets the genuine support of the Mayor and Councillors to clean the Augean stables and turn around that entity.

THE PNC IS HAVING A LEADERSHIP CRISIS DEAR EDITOR, As I ponder on the leadership of the People’s National Congress (PNC) and I monitor and analyse the various conversations in the printed, electronic and social media. Certainly, the PNC is having a leadership crisis. I say PNC because I am in full agreement with political science professor, Mr. Freddie Kissoon that the APNU, AFC, WPA and all the small parties that formed the coalition are dead.

It would be a good time now for me to examine the candidates vying for the leadership of the PNC. Dr. Richard Van West Charles who was a known executive member of the AFC and the son-in-law of the late Linden F.S. Burnham.

I don’t think that he has much support within the membership of the PNC congress because of previous questionable actions. He is already a very old man although he is a very smooth man. I don’t think that he will get far with his campaign bid for leader.

Now let’s move to Mr. Aubrey Norton. He is a diehard PNC strongman and he

has never wavered over the many decades he has embraced this party. Mr. Norton will get some support from the congress but I don’t think that he can get over the line. Politics is about money and Mr. Norton doesn’t have any relationship with the Private Sector.

I am not aware that Mr. Norton has ever spoken anything over the past 40 years supporting any other race but his own support base.

He also lacks the ability to provide leadership to garner the cross over votes.

So, when you enter politics your goal is to win an election.

Can Mr. Norton win an election? Certainly Not! His tactics would be to organise and give critical support and leadership to organise street protests, dissent and other activities that don’t do good for any country.

Now let us examine Madam Volda Lawrence. It is unfortunate that she would not be running in this race.

She is the most popular candidate in the PNC. However, she did something really stupid, that is to put her

He has been in politics for over 10 years and has acquired some experience serving as Director General in the Office of the President. His role as Chief Minister under the David Granger lead administration from 2015-2020 has placed him as the front

runner for the leadership.

During this time, he has developed a reasonable relationship with the Private Sector and only he can attract significant financial support for campaign funding.

All political parties and elections activities call for large sums of money and the party with the most money stands a better chance of winning an election.

In addition, Mr. Harmon might be in a better position of winning crossover votes as he has a number of young former Ministers and Members of Parliament in full support of him as leader of the PNC. The time is now right for him to make public his philosophy and policies as the Guyanese public is eagerly awaiting more details from Mr. Joseph Harmon.

DEAR EDITOR, I read with interest a letter in Kaieteur News, titled “Where is the younger generation of PNC Leaders?’’ written by Suraj Singh.

Beyond this criticism, which suggested that the PNC leadership is blocking the emergence of young party supporters, there are other contortions raised by Roysdale Forde accusing Aubrey Norton of promoting blackness within the PNC. Norton has given a truthful and appropriate reply, which dismisses the falseness of Forde’s charge. For now, we need to deal with the more serious issue as raised

by Suraj Singh about young PNCites being suffocated. In politics, as in everything else, there are always at least two or three sides to a story.

I speak with the voice of someone who entered the political arena as a 19-yearold working with and admiring two modern political icons, Cheddi B. Jagan and Forbes Burnham.

My 68 years, therefore, in the political life of Guyana having never left these shores for so-called greener pastures as many of my generation did, I believe I can address this dilemma of youth and the intractable problem of race and tribalism.

First, the world has changed dramatically since the pre-independence struggle; the stress of the Cold War and the complex nature of the post-Cold War, post-Jagan and postBurnham eras.

The environment of that first period produced a substantial army of young men and women, in both the PNC and PPP. Young people who

were willing to make sacrifices, their personal nature was unafraid to weather the storms of life, for reasons which we can analyse later as we seem to be losing the courageous sacrificial breed of young people.

I recall, in December last year, a young man from West Demerara sought me out to advise him on what he needed to do to join the Party to become a Member of Parliament, etc.

I outlined to him the work he needed to do in his village - teaching youngsters, who needed help, organising sports and cultural events and equipment and suggested how many hours per week he should devote to such an assignment. I have not heard from him since. This represents the first challenge.

As a teenager and in my early 20s in the political arena, like others, we faced an older generation who felt they knew it all and our place was at the back of the pack but we had the audacity not to ask for doors to be opened but pushed open those doors by dint of hard work, particularly among the proletariat.

We pushed open doors where the older folks with less energy could not shut us out.

At a Congress in the early 1960s, when I was proposed to be General Secretary, in perhaps the most difficult and trying times of our political life in Guyana, the major charge was that I was too young to take on the mantle of being General Secretary but could be Chief Lieutenant to the political leader, by organising groups, particularly of young people and others.

I prevailed and this gave

Mr. Singh and others who write perhaps have failed to observe that neither the Leader of the PNC, the Chairman of the PNC, the General Secretary of the PNC, the Treasurer of the PNC and the Vice-Chairman of the PNC among other mature members were not identified for Parliamentary duty.

What does Guyana need today to overcome the apparent frustration of our youths’ racial and tribal problems? Our youths need to engage our elders and to garner from them, their mis-steps and triumphs.

The older folks should also help our young people release their creative energies for the benefit of this and succeeding generations.

Our elders wherever they are must try to understand the anxiety, curiosity and ambition of young people and give them good guidance. Beyond all this, political leaders, young and old must understand the world in which we live. The Cold War ended in the mid-1980s, but unless our (Continued on page 6)

This is particularly glaring, when certain citizens are involved.

An incident is publicised, sometimes a lethal one, or something involving the frauds of a favoured one, or the slippage of another comrade in the charmed circle.

The record is like this: the Guyana Police Force (GPF) looks and wisely leans away.

To the DPP Chambers, it goes.

There is hibernation, a careful ‘cooling-off’ period; then it is back to the GPF, for one reason or another, that looks legit. Time is bought, interest wanes, the attention of the public is diverted. That is, until the next fearsome or troubling occurrence takes place, such as a shooting, a bribe taken, a paramour injured, or an accident entangling senior people from governing royalty. Nobody should need names; not of victims, not of senior officials

of the state now plagued by sloth, by indecision, by concerns about stepping out of bounds and becoming marked.

Marked for not being the kind of team player expected, not for the promotion rolls. I understand these human concerns amid the human drama.

It is not without muted, but potent, political ingredients.

None wants to be a boat rocker, a truth seeker, a contrarian. They have unwise people like me for those dirty jobs, to raise alarms that everybody ignores. That is, except for the Vice President; the man is like Nixon, such is his meanness, the penciling in of more names to his lengthening enemies list. Again, I appreciate that senior public servants understand the script, know their lines, and discern the limit of their roles and powers. It is simple: leave some things alone. When that proves problematic, slow it down to a tortured crawl. After all, it has been tried before, and worked before, since people forget (or are made to); citizens migrate (internally or mentally); and everybody moves on, given the established norms of democratic

Guyana.

Looking at the GPF, the DPP’s Office, and those watchdog offices - PCA, OPR, et al - I struggle to determine which entity takes pride of place. Namely, which is the bureaucratically slowest, politically smartest, and environmentally cutest.

Stated otherwise, which group knows best how the game works, how to go about making things look right, while ensuring that wrongdoing stays out of the light. I confess to being intrigued by the choreographed dances in official circles, some of them supposedly constitutional checks and balances, and protectors of ill-treated citizens.

Yes, they have the press of priorities and many duties, but something looks grim in Guyana.

Thus, I ponder whose interests come first. I don’t think it is those of citizens when sensitive circumstances detonate democratic pretenses. I present this publicly, and at the feet of leaders in the organisations mentioned. What is stood for?

DEAR EDITOR, Legislating ‘local content’ by way of quotas/percentages of goods and services is not the optimum approach to maximising Guyana’s earnings from its oil industry.

There will always be loopholes, such as quality, experience, competence versus qualification, etc. for the operator and its contractors to slip through.

My suggested approach to increase local content is to first act aggressively to lower the cost of oil production by the operator, ESSO Exploration and Production Guyana Ltd. (EEPGL) (a subsidiary of ExxonMobil). Understanding this spatial pathway requires some background and explanation.

There are four partners in the Stabroek Production Sharing Agreement, Guyana, Hess, CNOOC, and ExxonMobil who share the profits after production costs are deducted, it is in ALL the

partners best interest to ensure oil is produced at the lowest possible cost; for that to happen EEPGL must meet their needs for goods, services, works and utilities in a way that achieves the best value for money. Guyana is not the only partner who is conducting audits to trim costs, HESS and CNOOC must be doing the same with great diligence for their respective shareholders; logically, the three (non-operator) partners should work together to find and disqualify the excesses of the operator (EEPGL) and its contractors.

Here is where local content blooms under this model; when Company X’s expatriate engineer employee’s salary that is 10 times that of a local engineer is deemed non-recoverable, it is inevitable that Company X will actively seek out local engineers to fill positions, similarly, when Company Y is informed that sending a part to be machined in

Arkansas cost four times as much as what it would locally and is therefore ineligible to be considered for cost recovery, there will be a shift to local machining. It is important to include the costs incurred

by ExxonMobil’s contractors, for recent information in the public domain suggests that contractors are engaged in sole-sourcing of services and goods from preferred partners to the exclusion of locals who can be competitive given the opportunity.

A genuine partnership is one where parties agree to cooperate to advance their mutual interests; the non-operator partners realise that every cent cut in production cost per barrel of oil results in millions of USD increase in profit; when they (the partners) understand that this will come through local content, there will be a seismic shift to local goods and services.

It is this philosophy of divide and rule, which young and old in Guyana must guard against. As sane, sensible young and old political leaders, we must know that unity is the only thing that can save us from the ravages of the mighty transnational corporations.Arrogance present among leaders in both camps is a recipe for failure, fragmentation, and some forms of re-enslavement.

On the question of race, I was on a programme recently, when the host requested that we do not discuss race.

This is a monumental mistake. Unless you discuss something openly, frankly,

freely and honestly, race and tribalism will devour us all.

We have come out of a system, where if certain groups express pride in being of African descent, Indo descent, Chinese descent, European descent, Amerindian descent, they are deemed racist.The first step to unity, love and understanding is to be proud of your ancestry.

The next step, of course, is to really believe and I mean really believe that irrespective of race, colour or creed, we are children of the one wise Creator with a desire that our different shades of colour and texture of hair, should remind us that we must love the other person.Today, many of our political leaders do not anchor their words and deeds, based on the above truism. If that other person is to be judged, not on external features but the content of their character and their ability to serve family, community, country and the wider world, Guyana would be a better place.

The big question is how

to get this cadre of persons in leadership positions to really believe and live based on the above.

For years, race in North America, Asia, Europe and other parts of the world has been a source of division and dislocation, ignoring in many instances, as in the case of Guyana, that the super-powers cultivated and maintained the system of dividing to rule.

I hope that our so-called leaders on both sides of our political divide would put an end to this foolish arrogance, stupid, self-righteousness which at the end of the day will benefit only a small minority and while we fight among ourselves, and while we curse each other, the old master establishment will take advantage of this and we will be left with the little from our patrimony.

This issue is so important that it can spell the end of life as we know it on earth and therefore demands more than talk but immediate action.

This is a real tragedy. I say this because we have been warned about this situation for decades. Since the late 1960s and early 1970s scientists have been warning us about the terrible dangers that can befall us if we did not change our relations with nature.

The world leaders have met on many occasions.

Since 1995 the UN has convened 25 such conferences, this is the 26th.

At all of these conferences commitments were made but not kept or only partially kept. Despite the many convincing speeches that were made in the past, despite a full understanding of the cause and cure of the problem the situation is getting worse.

This is manifested in the increasing frequency and intensity of natural disasters. It breaks the heart to see how much suffering is caused by these phenomenon.

The cause is fundamentally due to human economic activities, a drive for wealth that has become unsustainable.

This has resulted in serious damage to the world ecology. Carbon stored in forests, the oceans and in the earth are being released as we over exploit the resources of the world.

Added to this is the industrialisation that has pumped millions of tons of toxic gasses into the environment of our planet.

The cure is also clear. We have to preserve and protect nature so that the earth can sustain our activities. We must live more harmoniously with nature. We cannot behave as conquering heroes over nature. We have to understand nature’s laws and

In my view we have been putting forward only technical solutions so far to deal with the problem. We have heard talk and we have seen the implementation of new technologies; solar power; wind power; thermal power; nuclear power and much more to generate energy. That is indispensable to our existence for we do need clean nonpolluting energy generation.

Scientists have also built cars and other motor vehicles that are not polluting the atmosphere. These are all very positive steps and scientists should be complimented for their achievements and their continuing efforts.

Despite all of these marvelous technological advances the situation is deteriorating at a rapid pace. Indeed this conference that will be held in Scotland will call for bringing forward the time frame for countries to arrive at zero pollution emission.

What is abundantly clear is that the technical approach, important as it is, is not the solution. Never before in our history have we had at our disposal so much fantastic technology. Yet our world is in a worse condition environmentally than it has ever been.

That is not to downplay the importance of technical solutions. They are vital! But it is not the main problem.

The main issue is the socio-economic relations that dominate our world. It is fundamentally a system controlled by very powerful corporations whose main objective is the maximisation of profits.

They would always pay lip service to environmental issues but as soon as they think it would affect their bottom line environmental issues are promptly ignored.

This is the nature of the system that dominates and controls the world.

More than 100 years ago J. P. Dunning wrote the following “…Capital is said to fly turbulence and strife and to be timid, which is very true; but this is very incompletely stating the question. Capital eschews no profit or very small profit, just as nature was formerly said to abhor a vacuum.

With adequate profit, capital is very bold.

A certain 10 per cent will ensure its employment anywhere; 20 percent certain will produce eagerness; 50 per cent, positive audacity; 100 per cent will make it ready to trample on all human laws; 300

to the chance of its owner being hanged. If turbulence and strife will bring a profit, it will freely encourage both.”

We also know from our own experience that this is true. For instance we can recall the case of the US vs.

Reynolds Tobacco, Lorillard and Phillis Morris. The Tobacco companies knew that cigarettes were the main cause of some types of cancers; lung and stomach. Yet they lied about it and aggressively marketed it, including to children. The profit they were making was so huge that they hired the best lawyers to be their lobbyists. No lives mattered to them.

We also know that the oil companies were aware of the danger to the earth that their extracting oil was creating. It is among the main reasons for climate change.

They knew these more than 40 years ago. Instead of trying to correct it and to look for solutions, they spent billions to discredit the findings of the scientists who have first raised the alarm. They spend billions more on lobbyists and have invested heavily in political parties by financing elections campaigns.

Even now they are investing heavily in more extensive exploration and exploitation of hydro-carbon resources.

This means that they have no intention to observe any restraint.

Clearly therefore for these huge profit making organisations nothing is more important than making plenty money. Human lives mean nothing to them.

The Mighty Sparrow’s 1970s Calypso “Capitalism Gone Mad” is playing out before our very eyes.

Therefore we have a fundamental contradiction. The drive for profits is pushing the corporations to disregard the environment; to over exploit the world’s resources. On the other hand to slow down and reverse climate change we have to think and act more on conserving, preserving and enlarging nature. This environmental crisis is telling us that the international economic system that we have been operating under has outlived its usefulness and, for the sake of life on earth, must be changed Without doubt the conference in Scotland will be useful but it would not bring the solution.

This calls for mass action and a demand to change the international economic order.

We need, as Cheddi Jagan said, a New Global Human Order.

Govt. preparing proposals for funding from Middle Eastern Investment Funds …as IDB Pres. heads to Guyana to scope out financing projects -Pres. Ali Guyana's total external debt at the end of June this year stood at some US$3B but this is likely to skyrocket in the near future as the Ministry of Finance is currently prioritising a list of project proposals from its Programme Portfolio to submit to the United Arab Emirates' Investment Fund for financing.This is even as the country also considers potential funding from the Kuwait Investment Fund in addition to the InterAmerican Development Bank (IDB), who's President, Mauricio ClaverCarone, is due to visit Guyana imminently for a fact-finding mission on funding opportunities for programmes in Guyana.

During the recent World Expo in Dubai, Senior Finance Minister Dr. Ashni Singh and a group of Guyanese private sector representatives had met with Mubadala, the sovereign

wealth investment company within the United Arab Emirates.The Mubadala delegation was led by Musabbeh Al Kaabi, Chief Executive Officer of UAE Investments.

The meeting took place at Mubadala's headquarters in Abu Dhabi, on the margins of Guyana's participation in World Expo 2020.

Expanding on the meeting yesterday during a press engagement at State House, Head of State, President Irfaan Ali, outlined that as it relates to the UAE investment fund, “Our priority is on a few things” and cited as an example, the development of an Industrial Zone.

Additionally, he spoke to the need for the financing projects under his administration's transformative agenda and pointed to investments in infrastructure, healthcare and a new city in addition to

an expanded housing drive on a national scale.

According to the President, there was particular interest shown in Guyana during the expo, especially in the non-oil sector and spoke to the possibility of utilising monies from the UAE's Investment Fund to finance such projects and cited as example Information C o m m u n i c a t i o n Technology.According to the President, during his recent sojourn overseas, he also met with the Prime

Minister of Kuwait, Sabah Al-Khalid Al-Sabah, leader of another of the Middle Eastern oil producing countries with significant assets in their investment funds.The President reported that in addition to discussing areas of cooperation in areas of climate change and oil and gas investment, the Kuwaiti Investment Fund stands ready to discuss development needs and financing for priority projects in Guyana.

Meanwhile as it relates to

the IDB, President Ali told reporters that the duo met to discuss the finalisation of programmes for which Guyana presently has applications.

According to President Ali, he was assured by the IDB head that the priorities of the Guyana Government, in fact, align with that of the bank.

He in fact reported that the IDB is keen on remaining one of Guyana's primary development partners and reemphasized its commitment to Guyana.

President Ali in fact reported that the President of the bank himself would be visiting Guyana imminently with view to getting a fuller understanding of the types of projects required as critical in Guyana and areas where the bank can provide financing.

The IDB currently has the largest share of Guyana's external debt and according

President, Mauricio Claver-Carone to the government's midyear report on the country's finances.

According to the information contained in the Mid-Year Report for 2021, monies received from the IDB in loans increased 10 fold, from US$5.2 million in the first half of 2020, to about US$55.5 million for the corresponding period in 2021.’

The report stated, about 75.2 percent of the latter amount was allocated to combating the economic and social ramifications of the pandemic.

$262M contract inked for farm-to-market road The Ministry of Agriculture (MOA) this week awarded a $261.7M contract for the rehabilitation of the 18 Kilometers Ituni/Tacoma main access road to a private construction company, Castilho Engenharia Incorporated.

Agriculture Minister, Zulfikar Mustapha, when contacted, told Kaieteur News that this road rehabilitation project will allow access to thousands of acres of farmlands and will allow more unused lands to be available for cultivation.

Minister Mustapha also noted that the soybean and corn cultivation which had started earlier this year with a consortium of Guyanese businessmen is coming along successfully. He noted that the trial test which consisted of over 100 acres of land with soybean and corn is continuing to see good progress as time goes by.

According to an article posted to the Department of Public Information (DPI) website, Minister Mustapha noted that, “These contracts are important because for example we are embarking on new crops in the

intermediate savannah. We have already started a trial for corn and soya beans there with a group from the private sector and the trial is looking very good in terms of production.”

Two other agencies under the MOA also signed contracts this week.

According to the Department of Public Information, there were three contracts signed through the Guyana Sugar Corporation (GuySuCo) valued at a total of $115.7 million. One was awarded to Memorex Enterprise, while the other two were signed by Farm Supplies Limited.

F u r t h e r, t h e N e w Guyana Marketing Corporation (GMC) has awarded $4.5 million to Meditron Incorporated and another $16.1 million to We s t e r n S c i e n t i f i c Company Limited for the supply and delivery of equipment for the agroprocessing facility in Region 10.

The Minister has since urged that contractors abide by the terms set out in their contracts as the ministry will be monitoring the progress of works at each location.

Changing the topping does not alter the crust

T

he PNC/R is like a pizza. You can change the 'toppings' all you wish, it will not alter the crust.

The PNC has tried all manner of 'toppings'. It changed its names to PNC/R, then PNCR IG and now it is PNC/R. It tried to create a poster boy with a fresh image as part of the party's rebranding, and it even established a lopsided partnership which it dominates and calls the APNU. At one time, the party even went as far as initiating a system of caucuses to elect its Presidential candidate.

It then turned the entire exercise into a fiasco when accusations swirled about one candidate being favoured by the existing leadership, and when a gunshot rang out at Congress Place during the counting of the ballots.

The PNC/R can chop and change its leadership all it wishes. Unless the party can become democratic in and out of government, it will never be seen other than as a retrograde force in Guyanese politics.

Changes to the leadership of the party as is now likely in December will not change the character of the PNC/R. Nor is that democratisation process likely to evolve.

Following its booting out of office in 1992, after a 28-year authoritarian reign, the PNC/R had 23 years to become a party which respected and observed democratic norms.

Those who felt that the PNC/R had made that

democratic transition and therefore could be trusted to accept the rules of democratic elections had their fears dashed in March 2020 when the PNC/R stood and did nothing to prevent the rigging of the elections in order to install it with a fraudulent majority.

The PNC/R showed then that it was willing to resurrect its sordid past of rigged elections in order to continue in office.

But the writing was on the wall long before March 2020.

The smoke signals should have forewarned Guyanese that the worst was near. The 2015 - 2020 APNU administration had begun to show unconstitutional conduct and the hogging of political power.

There were a series of moves which led to frustrations over constitutional processes.

First, there was the rejection of a series of lists for the appointment of the Chairperson of GECOM. Then there was the arbitrary appointment of a Chairperson without the consent of the Leader of the Opposition, an appointment which had to be overturned at the Caribbean Court of Justice.

Then there were the legal shenanigans over the failure to comply with the noconfidence motion of December 2018.

Anyone familiar with how democratic regimes morphed into authoritarian regimes would have been worried by these developments.

But there were also signs that the PNC/R's main coalition partner was being shunted aside.

The AFC would have been forced to accept a lower share of parliamentary seats had the APNU+AFC coalition won the 2020 elections and there were concerns as to whether, despite an agreement to this effect, the AFC would have commandeered the Prime Ministerial post in the event of an APNU+AFC victory.

One Working People's Alliance (WPA) leader had complained bitterly about the lack of consultations within the APNU, and at one stage had even demanded that the Coalition apologise to its supporters for its mistakes.

All of these and more led to the inescapable conclusion that the PNC/R was not going to be a democratic regime.

All its remaking and rebranding and its five years in office in a Coalition had failed to transform the PNC/R. So why does anyone now want to believe that a mere change in the leadership will mark a new era in the PNC/R. The party has not changed its stripes. It is the same old party which sent Guyana down the path of ruination.

The PNC/R has not proven itself capable to adapting to a democratic framework. And it is not likely to be entrusted with the mandate to administer the affairs of Guyana for a long, long time.

So, what is all the fuss about the forthcoming leadership in the proposed

Some questions about the decaying society D e a r M r. Wi n s t o n Jordan, the Kaieteur News pays me. I cannot say that I am enamoured with my returns. But I pay taxes on that comparatively speaking, small sum and I am annoyed at that, I must confess. I thank you for the following words you have used in your response to me in the KN last Thursday that went like this, “everyone is entitled to their opinion.”

I interpret those words to mean that you respect that I have the right to express my feelings. Of course, such deliveries must be

circumspect and avoid libelous contents. I can assure you in the continuation of this column here I will be respectful and avoid attacks.

The reason I say that this newspaper pays me, is because it expects me to write on subjects, topics, developments, people and places that readers want to know about. This goes for every columnist with every newspaper and television commentator in all media houses in all countries. The paper will call in its columnist to suggest that

he/she is consistently irrelevant in a country where people want analyses and interpretations of things that are unfolding.

I believe that the tenure of the former government of the APNU+AFC should be scrutinised. Nothing less should be acceptable in a world where citizens need to know what powerful persons in government did and are doing and how they did and are doing it.

Your reply to me has given me scope to further express my views particularly with the words

NAREI inks agreement with Jamaican company to process and package spices, seasoning at Hope Estate

amaican company A M J A g r o Processing Inc. will soon be processing and packaging spices and seasonings at Hope Estate, East Coast Demerara (ECD).

This is due to a five-year agreement, which the company signed with the National Agricultural Research and Extension Institute (NAREI).

The agreement was signed by NAREI's Chief Executive Officer Jagnarine Singh and Anand James, Chairman of AMJ at the Boardroom of the Ministry of Agriculture's Regent Street Office.

The agreement was

signed in the presence of Director General of the Ministry of Agriculture, Madanlall Ramraj and Chairman of the Board of Directors of NAREI, Major General Ret'd Joseph Singh.

Ramraj lauded the efforts of the two entities in taking agro-processing and valueadded to a next level in an effort to improve the viability of the local agroprocessing industry.

This publication had reported that during the Globespan interview, the Minister revealed that GWI was in a financial crisis when her government assumed office last year. Guyana's participation in COP26 will restore country as a leading example for net-carbon sink - President Ali foster sustainable development; reducing vulnerability; building resilience and enhancing

is Excellency Dr. Mohamed Irfaan A l i h a s promulgated that Guyana's participation in the upcoming United Nations Framework Conference on Climate Change (UNFCCC) 26th Conference of Parties (COP26), will re-establish the country as a leading example of a net-carbon sink economy.

Dr. Ali will join global leaders at the hallmark climate event, which will be launched on Sunday, October 31, and will continue until November 12 in Glasgow, Scotland, United Kingdom (UK).

During his address to members of the media yesterday, he said Guyana will be participating fully, both at the policy, political level and at the technical level. He said too that the focus for COP26 will be on four themes: including enhanced country commitments on forest and land use, including reducing deforestation and accelerating forest restoration; scaling finance and investment including private sector finance; sharing actions towards sustainable production and consumption; and four, support for local people and stakeholders.

At COP26, President Ali said he will champion the recently launched draft Low Carbon Development Strategy (LCDS) 2030, which promotes the sale and preservation of carbon from Guyana's pristine forests, while still aligning the oil and gas industry with the decarbonisation of the globe.

President Ali added that Guyana will also endorse the Glasgow declaration on forest and land use which includes strengthening the country's efforts for forest conservation, ecosystem and accelerated restoration; promoting development policies and strategies that

resilient rural livelihoods; greater investments in food security; appropriate technology and infrastructure

for hinterland communities and redesigned agriculture policies and programmes to incentivise investment and

expansion.

On the side of renewable energy goals, the President pointed out that the

New GMC's Guyana Shop turns nine T

he Guyana Shop which is managed by the New Guyana Marketing Corporation (New GMC), and established to provide a space for agro-processors and other manufacturers, celebrated its ninth anniversary earlier this week.

While delivering remarks at the event, Agriculture Minister Zulfikar Mustapha was keen to note his satisfaction with the contribution of the organization while noting that agro-processing has evolved into a business that is taking the Caribbean by storm.

The Minister said, “When we look at our agroprocessors and our country's agro-processing capabilities, over the years, it has evolved into a business that is taking the Caribbean by storm.

Nine years ago, there were

only a few persons involved in agro-processing. Today, there are a number of persons involved in agro-processing as is evident by the hundreds of nicely packaged commodities available on the shelves.”

He added, “One of the objectives of our government is to ensure we develop this aspect of the agriculture sector. This year, the New GMC will be building several new agroprocessing facilities across the country. These facilities will be built in both urban and rural parts of the country like in the deep south of Region Nine, Black Bush Polder in Region Six, Region Ten, and on the Essequibo Coast.”

He further disclosed that, as Chairman of the Ministerial Taskforce set up

by CARICOM to address issues relating to agriculture among member states, he has

been working to address the many barriers to trade that are affecting Guyanese agroprocessors and producers.

Towards this end he said, “We are building these facilities because there are many persons who want to get involved in these types of activities. Earlier today, I had a discussion with a company that is interested in working with about 50 agroprocessors to help them develop their business. Prison escapee captured in minibus en route to Parika - reportedly collected money from overseas uncle for trip to Suriname The confessed killer who escaped from the Lusignan Prison on Thursday had his trip to neighbouring Suriname called off yesterday after cops captured him in a minibus that was bound for Parika East Bank Essequibo (EBE).

Kapildeo Gangadin had waited until all the prisoners at the Lusignan Prison were a c c o u n t e d f o r, b e f o r e making his escape from the quarantine section by scaling the fence sometime around 04:045hrs. Kaieteur News

was reliably informed that his intention was to flee to neighbouring Suriname.

However, his plan was thwarted after someone tipped police that he was spotted in a minibus en route to Parika. Ranks intercepted that minibus around 09:30hrs in the vicinity of Onderneeming, on the West Bank Demerara (WBD) and Gangadin was captured.

He was later questioned by investigators and told them that he was actually heading to Suriname and had

gotten money for the trip from an overseas uncle.

Gangadin said that he tried to outsmart police by not using the Berbice route, which is much quicker because he knew that they would be looking for him.

The confessed killer even recounted the details of how he escaped from prison and ended up in a minibus bound for Parika. Gamgadin said that he had picked his foot cuffs on Thursday morning and then used a wood to scale the fence

located aback of where he was held.

He then quickly crept through a farm and climbed over a gate located there. The confessed killer recalled that as he was about to make a step forward, he noticed that security personnel from the prison was passing by and decided to hide. When they were gone, Gangadin reportedly crawled through a dumpsite and then made his way into a backdam area and remained there until yesterday.

Gangadin subsequently decided to walk out the backdam area and reportedly met a man and told him that he was grazing some cows.

After convincing the individual that he is a cattle famer, Gangadin asked the man for a phone call.

He claimed that the uncle decided to assist and reportedly sent the cash, which he requested to the man whom he had requested the phone call from.

He then continued his journey by heading to Montrose where he saw a police road block. He

decided to walk around the roadblock and when he was a fair distance away, he joined a bus to Stabroek Market.

Upon his arrival, he took a haircut, shaved his face, and bought some clothes and a cell phone before joining a minibus to Parika. By that time however, the police had captured him before he got any further.

Kapildeo had confessed to murdering two people, a fisherman, Mukesh Mangra in January 2020 and 19-yearold Ganesh Persaud earlier this month.He was charged and remanded to prison for both murders.

Draft electoral legislation to be distributed next week for consultation The long awaited electoral reform legislation draft or the Representation of the People’s Act (ROPA), is expected to be distributed next week for six weeks of consultation.

This was announced yesterday by President Irfaan Ali, during a virtual press conference. During his speech yesterday, President Ali also stated that during his bilateral meeting with the Secretary General of the Organisation of American States (OAS), Luis Almagro, the official reiterated the organisation’s commitment and support for electoral reform and the strengthening of democracy in Guyana.

While noting that electoral reform and strengthening democracy was the theme of his discussion with Almagro, President Ali shared

that the organisation is willing to assist the country in achieving both.

Additionally, Vice President Jagdeo had stated that “the idea is to make more transparent and to define responsibilities in the Act that are ambiguous to put in place a set of penalties for people (who) try to steal elections.”

As part of electoral reform efforts, the Government of Guyana is reviewing the ROPA to iron out ambiguous provisions, and include penalties for persons attempting to carry out electoral fraud.

The ROPA contains provisions specific to the conduct of elections and election related issues in Guyana.

The Vice President had noted that any right-thinking person will support this effort, adding that all Guyanese stakeholders will have a

chance to have an input in the crafting of the amended bill.

He had said that once a draft amendment bill was in place, it will be sent to the various political parties in the country, civil society bodies, the Guyana Elections Commission (GECOM) and the international community, and will be available to the public.

He went on to assure that everyone will get a chance to give their feedback on the amendments, including the current parliamentary Opposition, A Partnership for National Unity+Alliance For Change (APNU+AFC).

“And then when that’s done, a draft bill taking into account the input [received], will be presented to the Parliament, where the parliamentary Opposition will once again have an input,” he added.

The teenage Swedish climate activist is in London to take part in protests demanding the financial system stops funding fossil fuel projects.

She told the BBC’s Andrew Marr that “change is possible” at the summit, if pressure on politicians is maintained.

But she added she has not been “officially” invited to speak at the event in Glasgow.

The demonstrations against investment in fossil fuel projects come as world leaders gather in the Scottish city ahead of COP26’s opening on Sunday.

The protest in London is part of a series taking place on Friday at financial centres

around the world, including New York, San Francisco and Nairobi.

The COP26 conference will see more than 200 countries asked to set out their plans to cut greenhouse gas emissions by 2030.

The summit is seen as crucial if countries are to implement a pledge made in 2015 keep global warming “well below” 2C above preindustrial levels.

As the host country, the UK is under pressure to get them to make ambitious commitments to reduce the greenhouse gases they emit.

Ms Thunberg confirmed this week she will travel to Glasgow to join a “climate strike” taking place during the summit.But asked whether she had been asked to speak at the event, she replied: “I don’t know. It’s very unclear.

Not, like, officially.”

In its official summit programme, the UK said it wanted to “elevate youth voices” during a series of events arranged on one of the summit days alongside the UN’s official youth climate arm.

There will also be a discussion on the outcomes of September ’s Youth4Climate summit in Milan, where Ms Thunberg delivered a speech in which she mocked politicians’ use of climate slogans.

The United States is seen as a key player in the success of the summit, with President Joe Biden arriving in Europe on Friday ahead of the event.

His $1.75 trillion (£1.2tn) Build Back Better social welfare package includes more than $500bn of spending on green policies.

Pres. Ali promises salary hike for public servants as cost of living increases Yesterday, during a virtual press conference, President Dr. Irfaan Ali reiterated that he is committed to providing salary increases for public servants. When questioned when he is going to meet with the Guyana Public Service Union (GPSU), the President said, “As I have said earlier, this year, we are committed to increases for the public servants and that commitment will be fulfilled before the end of the year.”

In August, the Head of S t a t e m a d e t h e announcement that public servants will be receiving salary increases before the end of 2021. He had stated that the salary increase will be retroactive and was keen to note that it is not his Government's vision for the discourse to be only about salary increases, rather, it is actively looking at mechanisms that would allow all public servants to live improved lives. The renewed commitment comes on the heels of the recent Half-Year Report from the Bank of Guyana (BoG) noting that public sector minimum wage remains at $70,000, while consumer price continues to escalate.

Manufacturing, Construction Sectors booming - Half Year Report The country's manufacturing and construction sectors' performance boomed in the first half of this year, when compared to the same period for last year. This is according to the recently released Bank of Guyana (BoG) Half-Year Report.

The sectors' performance this year was attributed to the lifting of some COVID-19 restrictions that were put in place and that of the reopening of the economy.

In the government's halfyear report, it stated that the construction industry “boomed, registering a growth of 25.5 percent.”

In last year's half-year report, it was noted that this industry declined by a 5.6 percent due to lower levels of both public and private sector activities.

The 2020 report also

noted that the decline was a result of the COVID-19 pandemic restrictive measures and the absence of the 2020 National budget for public investments.

Meanwhile, the BoG report this year outlined that the 25.5 percent growth is due to the rehabilitation of major projects as well as the increase in public and private infrastructure projects and home construction projects.

As for the manufacturing sector, the Bank indicated that it recorded a 13.1 percent growth when compared with a 0.2 percent at the end of June 2020.

“This outturn reflected a 23.1 percent rise in output of 'other' manufacturing and 3.1 percent increase in rice manufacturing, which together offset the decline of 17.2 percent in the value-

added of sugar,” the Bank explained.

The Report stated that 'other' manufacturing industries recorded increases in the categories of alcoholic beverages, which grew by 48.0 percent, paints which grew by 34.3 percent, malta which grew by 20.3, liquid pharmaceuticals which grew by 10.4 percent, nonalcoholic beverages which grew by 9.4 percent and electricity which grew by 3.8 percent.

The Assistant Technical Director of the Guyana Football Federation (GFF); Bryan Joseph, had mentioned that the staff will be looking to manage the expectations of the team since they are a relatively young side in both age and experience, but it will be hard for locals to not rally behind the young ladies in their next match following their dominating victory against Anguila on Thursday.

The Guyana Under-17 ladies are currently in Florida, USA at the IMG Academy in group C of the Concacaf championship. The other two teams in the group are Turks & Caicos and Honduras; that the Guyanese will clash with today. This may be a tougher match for Guyana with Honduras recorded a thumping 7-

0 win over Turks & Caicos in their opening match. Guyana won their opening match 1-0 but they could’ve easily scored at least four more if they had been more clinical in their finishing; something that they will definitely have to do against Honduras.

Guyana’s lone goal in the win was scored by 14-yearold Sue Edwards of D.C. Caesar Fox Secondary School in Kamarang, Region 7.

Edwards will be looking to increase her goal tally to help Guyana get the win and qualify for the next round.

he Referees pool in Bartica was r e c e n t l y increased when the Guyana Football Federation (GFF) through its Referees Department headed by Dion Inniss presented certificates to those who participated and excelled at an Introductory Course.

The presentation took place at the Bartica Community Centre Ground on Saturday last and was attended by Inniss who is Head of Refereeing, Bartica Footbakll Association President Alden Marslow, GFF Executive Member C a r m e l Wi l l i a m s a n d Referee Fitness Instructor, Ty r o n e Ty r e l l .

The most outstanding official was Maurice Waddell, a School teacher by profession while creditable performances were recorded

by Orin Blair and Vince Hopkinson who were all presented with tokens for their exemplary performances.

Inniss who handed out the certificates said that he

was pleased with the level of commitment shown by the participants throughout the Course and is confident that once they stay the course and continue to update themselves as well as keep fit, the sky is the limit.

Inniss commented: “These trainee referees were all encouraged to continue to study the laws of the game, continue to focus on their fitness training and no doubt, they will reach high heights in this craft once discipline is key.”

ICC - West Indies picked up their first win while Bangladesh slipped to their third straight loss of the Super 12 stage at the ICC Men’s T20 World Cup 2021.

Liton Das and Mahmud Ullah led a spirited Bangladesh chase of 143, which left them needing 13 off the final over and four off the final ball.

But Andre Russell drew on his experience to deny them as West Indies picked up a vital three-run win. With this loss at the Sharjah Cricket Stadium, Bangladesh’s hopes of progressing in the tournament look bleak.

Contract signed for San Salvador to stage 2023 Central American and Caribbean Games Insidethegames - A contract for San Salvador to stage the Central American and Caribbean Games in 2023 has been signed by Centro Caribe Sports and authorities in the host nation.

The Olympic Committee of El Salvador (COES), the National Institute of Sports of El Salvador and the Mayor’s Office of San Salvador all signed the agreement.

Centro Caribe Sports will be hopeful that this ends any uncertainty surrounding an event initially scheduled for 2022. Panama City was the original host, but pulled out in July 2020 in light of coronavirus concerns.

San Salvador and Mayagüez in Puerto Rico emerged as the two contenders to fill the void left by the Panamanian capital, but Mayagüez then withdrew from the race in April of this year over financial concerns.

When San Salvador was awarded the event, it had been moved to 2023 “to guarantee repairs to sports

facilities”.

The signing of the hosting contract represents a final hurdle being cleared on the path to San Salvador staging the Central American and Caribbean Games for a third time, following the 1935 and 2002 editions.

Centro Caribe Sports President Luis Mejía Oviedo, COES counterpart Eduardo Palomo, Yamil Bukele from the National Institute of Sports of El Salvador and San Salvador Mayor Mario Durán all signed the document.

Centro Caribe Sports plans to have a permanent residence in San Salvador in the lead-up to the Games, with a delegation due to visit the country shortly. “We have materialised the protocol that animates and guides the manifestation of the Games,” Mejía Oviedo said. ”We work hand in hand to offer the best for the youth of Central America and the Caribbean, especially the Salvadorans.”

Against the odds Guyana set for Jr. PanAm Games Coach Ince confident players will gain valuable experience

By Sean Devers The Guyana Junior Boys Squash team qualified for the Junior PanAm Games because of their win at Caribbean Area Squash Association (CASA) in 2019 since Guyana was unable to participate in the qualifiers due to covid-19 Pandemic.

These games will be held in Colombia from November 25 to December 5, 2021 and the Guyana Squash Association was extended an invitation as a result of being the best Boys team in the Caribbean.

After a mini tournament at the Georgetown Club,18year-old Shomari Wiltshire, 17-year-old Samuel InceCarvalhal and 15-year-old Micheal Alphonso were selected to represent Guyana.

Wi t h C a r l I n c e a s National Coach, Guyana won the Junior CASA Championships title for 12 consecutive years before Barbados ended their dominance in 2017 in Guyana’s own back yard.

But as Guyana heads to Columbia, it’s been a tough road for Guyana’s most experienced Squash Coach; made even harder by the covid-19 Pandemic which has made preparing for C o l u m b i a a C o a c h ’s n i g h t m a r e . ”The pandemic has been really challenging. Because of the nature of the game which is played inside a closed court, squash has been suspended for the junior team for 20 months now. It is a huge chunk out of the junior players’ careers.

We had to select a very small number of boys to train due to covid and then they had a lay-off last week. Shomari Wiltshire was selected automatically because of his level of play and the other two spots were given to the winner and second place in the round robin competition.

My grandson Samuel won all of his matches so he earned his place and Mikey won two out of his three matches to take second,” said the Elite Level 4 Coach.

When asked if the time to prepare for such a major tournament was adequate?

“I would have liked to have had all the time we missed during covid but we have to do the best we can with the time we have. The boys have been putting in some intense work and I’m seeing tremendous progress f r o m t h e m .

I have had to take a different approach to try to get them to peak in such a short time. It’s forced me to use different methods than I usually would, but it’s paid off. They are playing at such a higher standard than they were three months ago.

I’m really proud of their progress,” continued Ince.

According to Ince, the trio will be doing more solo work and court runs for fitness but added that there really isn’t time for them to do very much more before they go. “We will be having one more camp next month and we will work on tactical game play among other things to sharpen them up and prepare them for intense matches,” noted Ince.

Usually, the Junior PanAm Games would be for U-19 players but this year it has been altered to U-23’s.

“These boys are very young, even for a U-19 tournament at the level of PanAm, so increasing the age to 23 will make it even harder for them but the main thing is that they have the opportunity to represent Guyana and to

showcase the standard of squash our boys are playing at.

The exposure and experience gained from playing in such a big tournament will help them to get even better and when they get back we can continue working to get them to reach their potential.” explained Ince. ”We have been training three times a week and they have a fitness session on top of that.

They come up to my farm mid-week for a session and I go down to Georgetown on Fridays and Saturdays” informed the Coach, who has a Squash Court on Linden Highway.

They will certainly be competitive.

We don’t know how many games they will get, it will depend on the draw and which other countries are going, but I know they will play their best and gain some valuable experience.

Coach Ince feels for the sport to really improve and attract more players it has to be decentralised and for that to become a reality, more Squash Courts are needed o u t s i d e o f t h e C i t y. ”We are restricted by the lack of courts outside of Georgetown.

We have a good number of level 2 coaches now who

could travel if we had courts in different regions. I believe the GSA has ordered a portable court to try and take

the game further afield, which is a great start.

We need investment in the sport to make it

accessible to more young and old players who want to get involved in Squash.” concluded Coach Ince.

Three year-end football tournaments being planned by the GFF - Vaccinated fans to be admitted

By Calvin Chapman Over the years, local football fans have become accustomed to having a yearend tournament being played and, following an announcement yesterday by the Guyana Football Federation (GFF) at their Section K Campbellville Headquarters, fans are in for a real treat this year; a triple treat to be exact.

During a press brief, head of the body, Wayne Forde, who is in his second term, made the announcement of the three tournaments which will include the usual Super16 eleven-a-side competition that will be joined by a Futsal competition and for the first t i m e , a Wo m e n ’s competition.

Forde did not share all of the competition details inclusive of dates, venues and kickoff times but he did

mention that the event will see all the players, supporting staff and technical team (everyone) being vaccinated to be part of the event.

He couldn’t ascertain whether persons would have to be fully vaccinated but he mentioned that the GFF is working closely with the Ministry of Health to ensure that all regulations and protocols are in place for a safe playing environment. ”I would like to be absolutely clear, only vaccinated players, officials, fans, and all other categories of stakeholders shall be permitted to participate in these activities,” the GFF Head reiterated.

So far, according to Forde, the feedback from the clubs has been positive since everyone understands the importance of being vaccinated and on the other hand, the amount of

investment being placed into different programmes, and an outbreak of the covid-19 virus could prove very costly.

If all goes as planned, these tournaments could see the return of fans to live football; vaccinated of course, and the GFF is calling for all their traditional and nontraditional sponsors to come on board with some attractive packages being offered by their marketing team.

Last year, the GFF, in collaboration with the Kashif and Shanghai Organisation and the Ministry of Culture, Youth and Sport, hosted the first sanctioned football tournament in Guyana since the pandemic but that event only had a total of four teams that were streamed lived with no fans being allowed in the venue.

Chappelle, Phillips, Abrigo and Tarson among records breakers at GAPLF RAW Nationals Angel Chappelle and Nigil Philips set seven records each while overall winners Hardat Tarson and Keisha Abrigo had three apiece as 33 records tumbled on Sunday last when the Guyana Amateur Powerlifting Federation (GAPLF) held its RAW National Championship at Life Gym, Lusignan.

GAPLF Public Relations Officer Mark Seymour indicated that a team will be selected to represent Guyana at the South American championships slated for December 6 in Ecuador while the Senior National Championships will be held on December 19 at a venue to b e a n n o u n c e d .

Foster stated that the Dolphin Award is the highest award of twelve that the club shares out on an annual basis and is specially reserved for outstanding friends of the club and persons they like club members to emulate.

A total of seventy persons have received the award to date which has a maximum of one hundred awardees.

Among the other awards of the club are, the Zenith Award of Excellence for club members, Tribute to Heroes, Tribute to Law Enforcement Officers, Tribute to Medical Workers and Tribute to R e t i r e d Te a c h e r s .

Minister Rodrigues in a passionate and well received speech urged the young players present to always strive to be the best they can be. She spoke at length of the importance of an educational background, staying

grounded and for aiming for the sky despite the obstacles along the way. Like her colleague, Minister Rodrigues congratulated both organisations on their efforts to make a positive difference in the lives of youths and stated that she was willing to play a part in upcoming activities especially the promotion of education and social skills.

The Ministers expressed thanks to the management of the two organisations for honoring them. They both receive plaques, medal of excellence, framed certificates and two special gifts each while the BCB also handed over special Berbice caps along with a copy of Mortimer George book on Berbice cricket.
