$2.2B to rebuild 13 bridges in the hinterland

It is now beyond a doubt that the Government and its decision makers are shortsighted, one-sided, and not functioningwithafulldeck. Somethingiswrongwiththis Government, and we don’t think that it is what Western medicine or herbals could fix satisfactorily When developmentsinthiscountryareweighed,therecanbeonly oneconclusion:thePPPCGovernmentisthegangthatcan’t thinkstraight,can’twalkstraight,andcan’ttalkstraight.

Here is one case that speaks for itself. “Govt. say…13 hinterland bridges to now cost…$2.2B” -KN October 24). TheoriginalnumberscomingoutoftheMinistryofPublic Works was $1.7B for the 13 bridges. This means that the new number represents an increase of $500 million more (almost 29.5%) for the 13 bridges. We have to pinch ourselves and ask if this could be real, and what is really goingonhere,withthedevelopmentofthisnewhalfbillion moreforthesebridges.

Could it be that somebody was left out of the counting and the new $500 million added to keep powerful people happy? An increase of $500 million dollars for 13 bridges indicatesthatsomebodywassleepingonthejob,ordidnot know what they were doing or it could be very likely that they did things, ran the numbers, by the book, only to be called out for failing to consider the usual unspoken incentivesthatmakethesystemoftendersandcontracts,as theyrelatetoinfrastructureenhancementswork.Hence,this correctionmadeinrapidtime.

On the other hand, there is another reality at work here with these 13 bridges. Somebody in the Ministry of Public Worksbelatedlyunderstoodthatpricesaregallopingahead, andthatcatchingupisaloser Tryingtocometogripswitha 29% plus increase in the cost of anything is a tough proposition. Becausethis hasbeenthestoryofGuyanawheneverpublicworksarepart of the mix, the concern is whether some of this is not in motionwiththenew29%pluspricetagforthe13bridges. Will Guyanese get value for their money? The works are supposed to lift the structures to “international standards”, whichtimewilltellifitisanexaggerationorpartoftheold shellgamecarriedoutonnaïvecitizens.

Also,takingthePPPCGovernment’sincreasedpricefor these bridges, political leaders should get a better understanding of what ordinary Guyanese deal with whenevertheystoptobuyanything. In many countries, circumstances leave with few options. (BBC NEWS) A Brazilian politician is in custody after throwing grenades at police officers who came to his house in Rio de Janeiro state to arrest him.

Roberto Jefferson, an ally of far-right President Jair Bolsonaro, wounded two officers before surrendering on Sunday.

One of the issues the government is hoping to remedy is the longstanding deadlock between any one sitting government and the opposition over the appointments of a chancellor and a chief justice.

Guyana has been without a substantive chief justice and chancellor for over two decades. Before her ascension to the Caribbean Court of Justice (CCJ) in 2005, Justice Desiree Bernard was the last confirmed Chancellor of

the Judiciary, and Justice Carl Singh the last Chief Justice.

“Unfortunately, the reality has been that we have never been able to appoint a chancellor or a chief justice substantively to those offices because we have never been able to secure an agreement between the president and the leader of the opposition,” the Attorney General relayed.

Justices Yonette Cummings-Edwards and Roxane George were appointed in 2017 to act in the capacity of chancellor and chief justice respectively by

former President, David Granger. In the meantime, the Government of Guyana has promised to move forward with constitutional reform. In August, the government presented the Constitutional Reform Commission Bill 2022 to the National Assembly, an Act seeking to establish a Constitutional Reform Commission. The commission will be responsible for the revision of the constitution to provide for the current and future rights, duties, liabilities, and obligations of Guyanese.

EBFA updates on Garnett injury

The East Bank Football Association wishes to inform its members and the public that during the first semi-final of its ongoing Senior Men’s League between Grove Hi Tech and Soesdyke Falcons at the GFF National Training Centre, Grove Hi Tech player, Domini Garnett received an injury during a challenge for the ball involving an opposing player in the 85th minute of that match, a release from the EBFA informed.
