ExxonMobil’s Yellowtail Project to produce 450M standard cubic feet of gas per day FPSO being designed to support future export options - Report If it receives the blessings of the PPP/C Government, ExxonMobil’s fourth oil project in the Stabroek Block is poised to generate 450 million standard cubic feet of gas per day by 2025-2026. This is nine times the volume of gas that would be brought onshore via the imminent

US$900M gas-to-shore project which will feed off the combined resources of the ExxonMobil-led Liza Phase One and Two projects.

The foregoing was outlined in ExxonMobil’s Environmental Impact Assessment (EIA) on Yellowtail. That document is being reviewed by the

Environmental Protection Agency (EPA).

In that report, ExxonMobil explained that the project which would be supported by resources from the Yellowtail and Redtail fields in the Stabroek Block will produce material quantities of associated gas.

It said a key use for this

associated gas is for fuel in gas turbines for power generation on the Floating Production Storage and Offloading (FPSO) vessel.

It noted that gas not used as fuel would then be available for alternative uses. ExxonMobil went on to explain that the three primary alternatives

considered for use of associated gas include: flaring, re-injection, and export.

Expounding further, Exxon said routine flaring of associated gas is a method to deal with natural gas production in oil developments, but introduces significant

e n v i r o n m e n t a l considerations and would not meet regulatory expectations in Guyana nor be consistent with good international oilfield practice.

Chinese companies bidding for New $1B Sheriff Street/Mandela road Harbour Bridge were blacklisted by project now delayed by rain World Bank for corrupt practices “indefinitely” - Minister Edghill

T

he Chinese companies which are the lone bidders vying for the contract to design and build the New Demerara Harbour Bridge, a project which falls under the Ministry of Public Works, were once blacklisted by the World Bank for corrupt practices.

The companies in question are China State Construction Engineering Corporation, China Road & Bridge Corporation in joint venture with Peutes y Calzadas Infrastructuras SLU, China Geizhouba Group Company Limited, and joint venture partners: China Railway Construction (International) Limited, China Railway Construction (Caribbean) Corporation Limited, and China Railway Construction, Bridge Engineering Bureau Group Corporation Limited.

These Chinese-owned firms were among nine international companies pre-qualified by the government back in March to bid for the construction of the new bridge.

Research done by this publication found that China State Construction was debarred by the World Bank in January 2009 for six years after the company along with another Chinese-owned company reportedly colluded with local companies in the Philippines to rig the bidding of road projects in that country.

In 2017, the American subsidiary of China State Construction Engineering Corp., China Construction America was sued for “massive fraud” of a Bahamas Resort.

BML Properties Limited, the owner of the Baha Mar Resort in Nassau, Bahamas had filed a $2.25 billion lawsuit against the company accusing the contractor of submitting hundreds of millions of dollars in fraudulent bills.

China Road and Bridge Corporation which is a subsidiary of China Communications Construction Company (CCCC) Limited was one of the seven companies debarred with China State Construction by the World Bank for fraudulent practices in relation to the Philippines road project.

The project was the Philippines National Roads Improvement and Management Program which was partly financed by a US$150 million loan from the Bank.

Another company, China Geizhouba Group Company Limited along with its four subsidiaries was blacklisted in May 2015, for misconduct involving three World Bank funded projects in the People’s Republic of China related to water conservation, earthquake recovery and flood management.

Geizhouba Group was debarred for a period of 18 months. This company too is one of the four companies bidding for the Amaila Falls Hydropower Project.

Kaieteur News learnt also that China Railway Construction Corporation (International) Limited and its two subsidiaries were blacklisted in June 2019 for alleged fraudulent practices involving a project in Georgia.

They were all debarred for nine months.

According to research, the debarment was part of a settlement with the three companies related to misconduct during the procurement process for a highway construction contract.

It was reported that the construction of the new bridge is expected to begin by the end of the year and conclude within two years. This four-lane, high-span fixed bridge, which is commonly referred to as the “flyover” is set to be built with the lifespan of 50 years.

Minister of Public Works, Juan Edghill is now saying that the completion of $1B Sheriff Street/Mandela Avenue road project might be delayed way longer than expected due to the onset of the rainy season.

He made this statement on Saturday during an inspection of the works completed.

About a week ago, Edghill had told another section of the media that the Chinese Company working on the project, Sinohydro Corporation, would not be able to meet the October 31 deadline for completion because of shipping delays.

He had explained that the project was almost complete and the company is waiting on materials to install traffic signals and poles for the traffic signs, but it is experiencing shipping issues.

On Saturday however, Edghill told the Department of Public Information (DPI) that in addition to the delayed arrival of the road

safety materials and electrical materials, the completion deadline will be extended because the weather pattern has changed.

He pointed out too, that apart from completing the main road, there are other minor issues that the company will have to fix.

One of these is the construction of the entrances to other streets from the main road.

He assured that this issue will be fixed in two weeks.

The company is also

behind schedule on the Lamaha Bridge. The excuse given for the delay was that there was a significant rise in the turbidity of water flowing through the canal.

An almost two trillion-dollar trail Guyana is preparing for the US$9B or GY$1.8 trillion for Exxon’s 4th oil project. That is a lot of money for a poor country like Guyana. Add that to the US$1B gas-to-shore vision, and Guyana will be swimming in debt. Or more accurately, drowning in trillions of Guyana dollars in debt for generations ahead. Our leaders either have no sense of prudence, or they have no concern for the gargantuan hole that they are digging for the peoples of this country. If political leaders are allowed to run amok with these extravagances, the debt holes that they are excavating could end up being the shallow grave of Guyana’s entire population.

We have a gas-to-shore project gathering steam, which looks almost certain to happen, so determined is Guyana’s only oil knowledgeable, its Vice President, Bharrat Jagdeo.

He has provided little by way of sound studies, or sharp clarity as to the ins and outs, the many pros and cons, of this costly project. For sure, the Vice President was in full flow, while he was touting the benefits of the Wales gas-to-shore project. But when cornered, relative to its downsides, he disappeared into convenient fallback corners of his own making. Nowadays, he has very little to say about gas-toshore, other than it is going to be.

We get the impression that it is the same approach, and going to be the same story, regarding this 4th oil project with Exxon that is called Yellowtail and slated to cost US$9B and counting, if certain assumptions don’t hold (KN October 24). Assumptions are, to put it generally and politely, educated guesses, which sometimes prove to be right, and other times have to be adjusted to address changing situations. Associated variables they are called and they usually have a material impact on whatever undertaking is at hand. By then, the project is so far along that there can be no turning back, but to keep going doggedly, and with the hope of capping a runaway cost beast at some point.

Regardless of how this is put, that US$9B price tag placed

by Exxon on this country’s proposed 4th oil project aka Yellowtail, is a staggering sum of money. After all, it is almost unprecedented for Guyanese to think of, and talk about, a trillion dollars for any single project.

This project is so massive that, even now, it threatens to bust the gut by climbing over two trillion dollars, given its starting figure of GY$1.8 trillion, and with underlying variables/assumptions to be tested in real-life circumstances, when such arise.

By now, Guyanese do not need any insights from us about having political leaders and their acolytes near to such a monster of a project. That is, any Guyanese political leader from any party and their comrades would not know what to do with themselves. So besides themselves with joy they would be at the countless opportunities to partner with Exxon and rob the people of this country blind. Then, dump trillions of dollars in unbelievable and unimaginable costs and debts on Guyanese’ heads. It would make the dream of dreams come true for political leaders and their cronies. The history of our political leaders in the PPP/C and PNC and AFC is littered with immense projects that have failed. Projects that usually don’t deliver what they promised, and which are riddled through and through with the flat-out thieveries that first steal delivery then performance away from expensive projects, as hailed. Then, it is the same outright thieveries of PPP/C and PNC and AFC leaders and cabals that have stolen the hopes and dreams of the peoples of this politically criminal society. Last, those same old, and now newly planned, political thieveries of leaders steal the rest of the trust left in this country.

For its part, Exxon has taken out protection. The company covered itself by positing that benefits from this 4th oil project will “depend on how decision-makers in government decide to prioritise and allocate funding for future programmes.” Put differently: as Guyanese politicians decide, Guyanese will (or will not) benefit. This already looks like a two trillion-dollar tale of terror in the making for every single Guyanese.

I agree with Roysdale Forde – race-based politics must be purged, not only by the PNC DEAR EDITOR, As part of my continuing political watch in this country, I noted with interest an utterance by a rising light in Guyanese political circles.

Prominent Attorney, Roysdale Forde, expounded that the PNC must cease to be a race-based party (Demerara Waves, October 22). This is where I stand.

Race-based politics dominate both of our major political parties, the PPP and PNC. Numbers about faces and who is in what places do not mean much to me do not fool me. Statistically and cosmetically, I observe the PPP doing much better than the PNC with numbers re race-based presence, but look beyond those and it is as racist a party as there could be. Other than the known diehard loyalists of decades standing, of pedigreed ties, the new ones are welcomed for the opportunists they are, and the lovely windowdressing they are, the dirty work they can do, especially where their own are concerned.

With that said, my focus returns to the thrust of this effort. The PNC is still, very much viewed as a race-based party, and it must work tirelessly to reverse that and banish for good that albatross. It has more than its share of handicaps.

Electoral history. The composition of its teams in the party itself, and the public service at large. Regarding the latter, the PNC labours

with a major handicap: it does not possess the breadth of private sector presences that can absorb its hopeful faithful, which means that the bulk of the rewards that it shares in the event of electoral success must be in the parliament and public service edifices.

It looks bad, and it is bad, because the economic base is just not there. It is another reason why the party is so dependent on PPP financiers for some of its funding, and why it is hogtied in rising against and confronting those who inflict numerous damage and exposures to this society. The PNC, therefore, operates with the knowledge that it has to play footsie with local banditries to stick around, possibly get ahead.

When it didn’t play ball (or as much as was expected of party and leaders) in its five-year reign, it stood no chance, with race-oriented Guyanese gravitating to what they are most comfortable with, which is their own. Meaning, political leadership and political support.

Speaking for myself, I firmly believed in 2015 that, given the machinations of PPP leadership and inner circle power and following, the David Granger-led PNC offered the best opportunity for the way forward. I believed that then, and I still have regard for former President Granger.

If automatic tarring and feathering accompanies such a stance, then I say, let it be.

For, when a man in the crucible

of battle could throw in the towel, step aside, and relinquish the levers of power (rightfully so, and which I applaud), then I tip my hat to that leader, who put the interests of country first.

For sure, he went against his comrades; and for sure, there was the reality of foreign power, and the spectre of many injurious things promised. But, just as surely, he could have gone the other way, and because of that I urge my fellow Guyanese to pause from their incandescent individual and collective sizzles, and study the implications of what and where such a decision (to not move aside his party) could have led and meant for the diverse peoples of this country. It is easy to babble about democracy, but the brutal realities to which I point have occurred in other societies (it is called civil war) because of the obstinacy of leaders bent a certain way, consumed with power and control, and to hell with the consequences, regardless of the sources, and their aggregated power. For those who tell me that we live in a different time, I remind them that they said the same thing about the disappearance of something called a Cold War. My point is that until and unless, we can think along these lines, about the other side of the coin, when doggedness takes hold, then we will perpetually limit ourselves, and condemn ourselves, to the place where

we currently shelter and take comfort. That place is tribal politics. The strongholds are race hatreds. They are of cult leadership followings. They are those ready enthusiasms to condone limitless corruption by our own, because the totality of our thinking and principles and truths (maybe, our morals also) is that the other man and other side did it before.

Of recent, when I write about how and what I discern in candidates for PNC leadership, it is the only tool I have to express how my mind works. If that God-given exercise, this constitutional right, this ethical imperative makes me an undesirable, then that is my fate, and of which I have no control. I have no vote, wield, no influence, embody no sway, with no particular preference but I do hope that there is some recognition for the honesty articulated before and, again, today. I seek no reward, and look for no friends. But I do hope and work for what I think could make for a better Guyana. Not for a party or a man or a candidate, but what means more for Guyanese. If that makes me an enemy, I regret such existence.

But race-based politics has devastated the fabric of this society, and the very soul of each citizen, including those on the fence or farther from it. The PNC and PPP had better work sincerely and consistently to purge this (Continued on page 6)

Tribute to Colin Smith – a Man of Honour DEAR EDITOR, I am saddened to learn of the passing of Colin Smith with whom I have been acquainted with for over three decades and for whom, I have always had great respect and admiration. I admired his calm disposition, his on-going display of willingness to assist, and his humility.

In 1993, at the invitation of Father Andrew Morrison, I started writing a weekly column in the Catholic Standard captioned “Viewpoint” which mainly focused on human values.

That was a period when as the Executive Director of the Laparkan Group of Companies, I was very busy.

Combined with my social, cultural and humanitarian activities, I was under pressure in relation to managing time.

In that scenario, there were occasions when Colin would call the office to alert me that the cut-off point for receiving articles was approaching and that going to press was at hand. Colin

would always give me another 30 or 45 minutes and with the support of my Secretaries, we always made it.

Since COVID-19 surfaced, I ceased writing for the Catholic Standard.

On one occasion, I wrote on “Abortion” which he did not agree with. He displayed tolerance and in his calm, polite manner said that he will allow my views to be presented, but would state, as he did, at the bottom of my article that the views I expressed were not in accordance with the Catholic Church. He pub-

lished the full text of my article.

Colin was gracious and appreciative of the support, which I gave to the Catholic Standard. Each week, there was always a note on my desk, which stated that Mr. Smith called to say thanks and sends his regards. My past Secretaries, both overseas and in Guyana at present, remember him fondly.

They were saddened to hear of his death as they reflected on his relationship with my office.

I recall an article I wrote

on, “The Frustration of Young People”, stating that they were losing hope in their future in Guyana and that they were merely marking time until they can go to a foreign land. Unfortunately, it incurred the wrath of some senior functionaries who in a widely circulated release attacked me personally.

I did not respond but Colin Smith who was the Editor of the Catholic Standard, in a short rebuttal stated that my article was factual and that all my writings were my (Continued on page 6)

A government for the people DEAR EDITOR, This government led by Dr. Irfaan Ali backed by our very own comrade Bharrat Jagdeo, we have been seeing tremendous progress. Not only are the common people benefitting from grants and relief, but infrastructural development on the rise.

With the plans ahead for the deep water Harbour in Palmyra and the construction of a

bridge between Suriname and Guyana; the entire Berbice will see a rapid growth in economy as well as improvement in the standard of living of citizens.

I wish to commend the leadership for the progress we are seeing. I hope that over the next four years we can see even a greater development of this entire nation. I wish to ask that the process of build-

ing our sea defence be speed up due to the global climatic changes.

To the graceful First Lady - Thank you for recognising that the No. 63 Beach is of great importance for the people in and out of Berbice.

Licensing/training educators a good idea - New York serves as a good model DEAR EDITOR, One Dennis Balgobin recently penned a letter captioned “All teachers need to be certified …” (Oct. 19). I concur! During my time as a student in Guyana during the 1960s and 1970s, teachers needed not to be formally certified. One became a teacher with a minimum attainment of GCE with the stress on subjects passed as opposed to ability to delivery knowledge.

Most ‘uncertified or untrained’ teachers were good educators.

The system gradually changed with some educators being ‘trained’ at the Teachers College on delivery of instruction, as well as in acquiring knowledge in a chosen field. The Berbice campus also trained teachers.

If not already being done, I suggest that all teachers be ‘certified (minimum credentials)’ as is done overseas for their competence in the classroom, and/or be trained on how to deliver instruction to kids. Teachers must have a minimum amount of knowledge and training on how to impart instructions. Globally, teachers and supervisors must undergo some kind of educational rigours and training that qualify them to be educators.

In the US, they have to be licensed to teach in a particular subject area - pass a battery of tests including writing skills. In NY, they must have minimum educational background (taking courses in psychology and education), if the degree is not in education. Almost every one of New York City’s 1100 schools has Guyanese teachers, some with years of experience in Guyana. In NY, they pass exams and obtain their teaching licences, as well as Supervisory licences. One can also obtain a temporary licence with a BA degree, while being given five years to attain the requirements. In NY, some educators, including a handful of Guyanese, pursue two licences although only one is needed.

In the US, as is also the case in Canada, Trinidad and Tobago, India and, indeed, in virtually every country, teachers are certified by a national agency that tests teachers.

During my time in NY, teachers must pass standardised tests in varied subject areas, minimum three hours of writing exams and another lengthy exam in a subject area.

In recent years, the test rigours softened as ethnic minorities complained that the tests were racially biased causing failures. Guyanese

teachers had virtually no problem passing the tests.

Licensing rules keep changing in the US – at one time oral tests were also required, as was a minimum 30-minute video in NY of the teacher delivering a lesson to a classroom that is assessed. Requirements keep changing to meet current needs.

To be a teacher in the US, a person must have the minimum Bachelor’s degree, and if not in education they must take a minimum of four courses in the school of education, plus, attendance at a number of workshops (of a minimum number of hours with certificates of passes) having to do with alcohol abuse, domestic violence, child abuse, suicide, class management, multiculturalism, and a number of other areas.

In addition, a teacher must also have police clearance (including finger printing) and no criminal or drug background; permanent licence mandates a MA degree. In NYC, a teacher with a Bachelor’s degree can obtain a temporary licence, but is given five years to complete all other requirements. Anyone who does not complete a MA within five years is decertified and removed from the classroom. The school system provides financial assistance or incentives to complete the MA or even a second MA. In addition to teacher’s licence, the NY State system also has licensing for Administrators. NY City has its own requirements for supervisors,

such as Principals, Assistant Principals, District Administrators, Superintendents, and the like. A Supervisor must have a MA Degree in School Administration and be certified by NY State as an Administrator by meeting other minimum requirements besides the MA degree in School or Educational Administration. Several Guyanese have Supervisory licences including this writer.

If a teacher or supervisor or any school staff is charged for a crime, or even is accused, or makes unsuitable comments to students or staff, he or she is removed from the classroom, pending an investigation. Affirmation of accusations or allegations leads to immediate dismissal or job termination.

Several Guyanese and other Caribbean teachers were placed before a disciplinary panel. As the union head in the building, I had to defend them as a lawyer would in a court setting.

Teacher or Supervisory licensing may not produce a perfect educator as I observed during my lengthy experience in NY having taught for some 40 years. There are several rotten apples in the system that are unfit to be teachers. But at least licensing or certification sets some minimum standards to be an educator.

I should note that in NY City and throughout the US, teachers receive additional pay for credits earned in university beyond the BA Degree. That is an incentive to (Continued on page 6)

ATROCITIES IN BANGLADESH DEAR EDITOR, The recent rapes, killings, burnings, desecrations against Hindus in Bangladesh bring into sharp focus the fate of minorities in three Muslim dominated countries in Asia.

One can only hope that the government brings to justice the perpetrators, and that the teachings that bear such fruits do not find fertile soil in

Guyana.

The systemic decimation of Hindus in these countries is not finding the kind of media coverage it deserves and this raises several questions which I will raise later.

For now, we in Guyana must celebrate and give thanks for our diversity.

Perhaps the government should issue a statement of

condemnation of the atrocities committed in Bangladesh and reaffirm its commitment to global and local diversity The media, too, must cover such issues fairly and fearlessly and not highlight atrocities committed on other groups disproportionately.

I, Aubrey Norton, campaigned for and supported Winston Murray an Indo Guyanese for leader of the PNC/R DEAR EDITOR, I find it laughable but mischievous that Mr. Roysdale Forde insinuated that the PNC/R under my leadership will turn the Party into a Black Party. If Mr. Forde was in the PNC/R long enough he would have known that Mr. Winston Murray was an Indo Guyanese, who Aubrey Norton supported for Leader of the PNC/R. I was also his campaign manager leading Mr. Murray’s campaign to make him what would have been the first Indo Guyanese Leader of the PNC/R, when some whom Mr. Forde was speaking to were busy

fighting against Murray.

Throughout my involvement in politics, I have always promoted the idea of a PNC/R and country for all Guyanese. May I also inform Mr. Forde that, as General Secretary of the PNC in 1997, I worked with what was called then the nontraditional party support group to bring Indo Guyanese to the PNC. No spreading of misinformation can change the facts.

Again, Mr. Forde is too new to the PNC/R to know that in 2006 I organised a conference in our Party at the Critchlow Labour College with the Indo Guyanese in our Party on how we could

increase the Indo Guyanese base in our Party. The facts speak for themselves. PNC/R members and supporters will not be misled by Mr. Forde’s misinform.

THE GANDHI WAY: COMMON GROUNDS DEAR EDITOR, The dissent and fallout around the request to rename a street after Gandhi reveal huge divisions in a society that needs to heal. What seemed to have escaped many is the common ground that was brought to light from the media and other public opinions.

HISTORICAL AND CURRENT CONNECTIONS To suggest that Gandhi has no connection with Guyana is to ignore the history and views of prominent world leaders. President Obama visited India in 2010 and made it clear in addressing Congress “...I may not be standing here today, as President of the USA, had it not been for Gandhi and the message he shared with America and the rest of the world”.

Then there are the memorable words of Martin Luther King “Christ gave us the goals, Gandhi gave us the tactics...he influenced my life

in terms of action more than anybody...”

Gandhi was invited to the USA and many other countries by leaders of numerous religious and political groups but chose not to leave the struggle that demanded his presence in India. However, his emissary Rev. Andrews was hosted by the British Guiana East Indian Association in 1929 to study the conditions of Indentured servants as he had done in Fiji and Natal. Details can be found in his 1930 report Impressions of British Guiana which was shared with Gandhi and Congress. It influenced the decision to end the system that was filled with horrendous examples of exploitation and even death.

COMMON GROUNDS One of the better suggestions still to be realised was made in 2012 when the Mayor

of Georgetown attended the annual birthday event and paid homage to Gandhi. However, he further recommended to the Indian High Commission that they should collaborate with the University of Peace Studies, and the Universal Peace Foundation so the minds of the young people can be inculcated with the value of non-violence and future generations can live in a world that is kinder and more loving. (See K.N. October 3, 2012) The only issue with such a call is to ask why the IHC should be the only agency to take this initiative of a global icon. One answer is that others do not see it as their duty even though the entire society and the world benefit when there is peace.

The median salary is $71K. Guyana can’t afford that kind of salary but should offer fi-

nancial incentives for educators to upgrade their skills.

Despite the many tragedies in Gandhi’s life these left no visible or indelible scars on him, a fact that credits entirely to the Gita. This universal philosophy was the source of both inspiration and consolation when disappointments stared him in the face. It was the initiative of his Secretary, Mahadev Desai. The British provided both of them the leisure time for this product of love as they were in prison when the original idea was conceived in 1933-34.

Hajji Khan was one of the rare knowledge seekers who was seen reading and studying the Gita on a flight from Guyana to Toronto a few years ago. Sanatan Dharma Educational Foundation saw the need to promote this knowledge and initiated a project A GITA FOR EACH HOME several years ago in Canada. Thousands of this summary of the Vedas and Upanishads were distributed in North America, the Caribbean and Guyana. The many positive comments made about its message since Gandhi’s birthday this year caused them to renew their efforts. The Apostle of peace himself may have implored us to do this instead of being involved in conflict about his name on a street. Consequently, more prints of

Guyana, like India, lives in the villages and it is a limitation on human imagination to ignore what the countryside from Charity to Crabwood Creek can do to make his teachings come alive.

President Ali also recognised that Gandhi’s philosophy was meant to create change from the bottom up.

Every religious and social organisation across the country can organise an event on October 2 each year and invite speakers to share the life and message of the apostle of truth and non-violence.

For those who want any structure to carry his name there are countless ways to make this happen quietly without being involved in the noise of divisive politics.

Who can stop private companies from using his name on their buildings, roads, Ashrams, schools (or even a classroom) hospitals (or even a wing) sports stadiums, bridges, pets, etc., after him, if this will help future generations to avoid anger and violence. It may not be too late

to consider a street or even a pathway around the memorial to Jahajis at Palmyra in Region Six. Who can stop the generous Ramroop Foundation from immortalising him in some way when the crematorium at Leguan is completed?

Then there is the new SILICA city which can test the courage of any government by naming it GANDHI NAGAR and better yet make it a NON-ALCOHOLIC ZONE. This can also be the location of the first Department of Peace.

The idea is not novel.

According to the April 2021 newsletter of the UNITING FOR PEACE organisation in UK, several countries have one and the UN supports the building of such Ministries.

It also states that 22 countries have no army thus leaving more dollars for health, education and social services.

One of them is Costa Rica and requires Peace Education to be taught in all schools.

If we on earth cannot use the lessons of his life to unite a tiny country of less than a million people, we may have to wait until we are invaded by extra-terrestrial beings.

Alternatively, we have to experience the few minutes excursion to outer space from where we can see the entire earth as one living entity envisioned by the Mahatma.

Why didn’t the APNU+AFC ensure that proper records were kept?

DEAR EDITOR, At a recent PAC meeting, it was revealed that millions of dollars’ worth of contracts were not awarded to the lowest most responsive bidder and there are no minutes to explain why. After reading news reports on the matter, it became clear to me that something amiss occurred in Region 10 during 2016 while the APNU+AFC Coalition was in office.

This is with regards to the awarding of contracts. However, even though this was just one revelation, it begs the question about what more will be unearthed as the PAC continues examining the 2016 Auditor General’s Report. I ask that you permit me space in your publication to echo some of my concerns on this issue.

As mentioned, the PAC is currently looking at the 2016 report. In this report, it shows that in Region 10 fourteen contracts totalling $38.5 million were awarded to neither the lowest nor most responsive bidders. Additionally, seventeen contracts for the execution of drainage and ir-

rigation works as well as road works were awarded.

These contracts were also not awarded to the lowest or most competitive bidders.

With this in mind, I bring attention to the fact that just recently we saw issues arising within the PAC where the Opposition Chairman of the committee, Mr. Jermaine Figueira, pushed aside a motion by Minister Gail Teixeira to another date even though the motion was in accordance with the standing orders. We also saw issues being raised out of the blue by the opposition members of the committee with no basis to support many of their claims. I raise this question to everyone reading this; Why is it that the opposition members of the PAC are creating so many issues recently? Is it because they are trying to distract the government from properly examining the 2016 AuditorGeneral Report?

In my view, the APNU+AFC’s recent behaviour in the PAC meeting could be an attempt to stymie its work to prevent revelations like the one with the

awarding of contracts in Region 10.

Additionally, I think it is important to shed light on the fact that during the APNU+AFC’s time in office, they were involved in high levels of corruption. In fact, as soon as they left office last year, we saw revelations regarding the use of taxpayers’ money to buy gifts, etc.

This recent revelation that they disregarded the tender board process and requirements when awarding contracts back in 2016 is just another one of their corrupt practices coming to light. It is public knowledge that there ought to be records to support decisions made when awarding contracts. Why didn’t the APNU+AFC ensure that proper records were kept like the minutes which would have given reasons as to why specific contracts were awarded to specific people despite them not having the lowest prices or being the most responsive bidder?

For all those wondering, I think the answer is very clear.

CDB has not provided any fossil fuel lending in 3 years - will continue to push energy transition among member countries

By Kiana Wilburg In support of regional decarbonisation efforts, the Caribbean Development Bank (CDB) disclosed that it has not provided any fossil fuel lending over the last three years. The financial institution recently disclosed that it intends to further reinforce its support for sustainable energy through its revised Energy Sector P o l i c y a n d S t r a t e g y, currently under development.

The CDB made the foregoing revelation last week as part of its commentary regarding its alignment with the Paris Agreement, which seeks to bring global temperature to 1.5 Degrees Celsius.

The bank was keen to note its belief that mobilisation and effective use of climate finance is of paramount importance to a decarbonised region. With this in mind, the financial institution disclosed that it has made significant strides in financing projects and programmes of its Borrowing Member Countries (BMCs) so as to deliver on their Paris Agreement commitments.

The CDB explained that it has made considerable concessional climate finance available to the BMCs through strategic partnerships with several regional and international development partners. In fact, between 2017 and 2020, CDB said its climate finance was approximately US$223 million, accounting for 15% of project approvals during this period.

The financial institution said it will significantly scale up lending and support for climate action in the coming years while adding that this includes a commitment to allocate 25-30% of CDB’s own resources for climate action by 2024. The CDB said it will also leverage additional concessional climate finance through the Global Climate Fund.

In addition to the foregoing, CDB said it is s i m u l t a n e o u s l y

strengthening its capacity to manage and monitor its climate action, and has commenced systematic tracking of its climate finance flows using the joint Multilateral Development Bank (MDB) methodology.

Furthermore, the Bank said it will continue to reinforce existing partnerships and develop new ones, scale up its climate finance to pursue transformational investments, and further increase its capacities to enhance the effectiveness of its climate action.

In addition to integrating c l i m a t e c h a n g e considerations into all new policies and strategies, CDB was keen to note that it is implementing several initiatives to reduce the carbon footprint of its internal operations. The bank said it also continues to mainstream climate change considerations in policy development support and c o u n t r y engagement strategies including assisting BMCs to develop longterm strategies.

CDB said too that it will work closely with other multilateral development banks to refine the ways in which Paris Alignment is assessed, including ensuring that commonly used metrics address the full range of adaptation needs in vulnerable Caribbean small island developing countries.

The financial institution said, “CDB understands the importance of catalysing private sector investment for ambitious climate action in the Caribbean. The Bank is deepening its engagement with the private sector and actively promotes private sector development and competitiveness by supporting an enabling business environment and gender-equitable participation in business and by facilitating public-private partnerships for climate resilience.”

Blame it on the Weather It was one of those days when you wished you could stay indoors. It was steaming hot. The early morning rain seemed to have had no effect at all. The sun came out in all its glory and steamed the environment.

My regular pick-up was unavailable but had offered the advice that I should have no problem getting to my appointment.

There were plenty of other hire cars available.

All I needed to do was come out to the road and flag down a hire car, and for a small fee, I would be at the appointed destination in no time.

I did as was advised, but on this day, the yellow cabs seemed to be using another route. I waited for about three minutes and there was no yellow cab. Strange! The Gods must have departed me.

For there were usually a lot of yellow cabs using this route!

But not today. Perhaps, the heat had something to do with it.

The heat was getting to me a little. A young lady came out onto the road. She was immaculately bedecked in a black leotard. In this heat, I thought she must be crazy.

Beneath the leotard she wore a pink blouse. It provided a lovely contrast. But must have added to the heat. On her feet she wore gym shoes with white socks to complete her ensemble.

I said good day and she smiled. I asked whether she was waiting for a yellow cab also. She said not really, any

hire car would do. She said she was late for the gym. I asked how far away it was.

She said two corners. Just as I was about to ask why she needed a vehicle for a ride two blocks away, she stretched out her hand.

A white car came screeching to a stop. Without as much as a look in my direction, she opened the rear door, got in and the vehicle took off. I wondered whether she would take a ride back after her workout or whether she would simply walk or jog back. It must be the weather that forces someone, going to the gym, to prefer to take a cab rather than simply walk.

Just then, I noticed approaching in the distance a similar vehicle with “H” number plates. I imitated the action of the young lady and the vehicle pulled up alongside me.

The driver was young. He was dressed in a jersey and jeans.

He seemed more preoccupied with the music that was coming from his deck.

I indicated my destination. He said nothing. He did not offer to open the door. I presumed though that he was waiting for me to get it. I did not know whether to sit in the front or the back.

He offered no help, just kept nodding his head from side to side in rhythm with the music.

I took the front seat and off we went. Suddenly he departed from the main road and began to navigate through a number of cross streets. I began to worry.

Where was this guy taking me?

Without wishing to indicate my worry, I simply repeated my destination. He said nothing. He continued to dart through the side streets.

Beads of sweat began to appear on my forehead.

This time it had nothing to do with the temperature outside. It had to do with fear.

I began to wonder where this guy was taking me.

My fears rose like a tidal wave when he again turned another corner, darting in and out of side streets.

I did not recognise the buildings. The place seemed strange.

Where was this guy taking me? Had I made a mistake in getting into this vehicle? All those questions flooded my mind.

I told myself to be calm. It would not be wise to panic in this situation. I looked again at the driver. He was still nodding to the beat of the music. He seemed oblivious to my worry.

I was just about to ask him whether we were using the right route when he stopped.

I looked around and to my great relief discovered that we had actually reached my destination. I could not believe it.

Relief caused the question to roll off my tongue. I asked him why he had taken such a circuitous route. Why did he not use the main road? ”Too much traffic lights!” he said.

“This route is shorter and quicker.”

Rupert Roopnaraine: The sky’s wild disappearance On Thursday evening, I opened my email inbox to find someone had sent me a tape of an interview Journalist, Neil Marks of Newsroom did with Dr. Rupert Roopnaraine in June 2020 when his party, the APNU, had refused to concede defeat in the March elections.

The sender wrote, “Freddie did you ever see this? We were having a discussion here in New York and this interview was mentioned that I didn’t see. I got a copy the next day and after seeing it I thought you must see it and do a column on it.” This Marks/Roopnaraine discussion I had not seen it either. I was glad that it was sent.

There aren’t words to describe Roopnaraine’s fall from grace. I have served in the area of liberation of Guyana for over 50 years, far longer than Roopnaraine and when I tell you I was deeply enraged by the outpouring of Roopnaraine, please believe me. I have been long uncomfortable with Roopnaraine. After seeing that interview, I knew I was right about him.

Research Roopnaraine’s praxis with Walter Rodney and Roopnaraine’s speeches and activism from the seventies onwards then listen to the things Roopnaraine said on that programme. You will never appreciate

Roopnaraine again.

First, a word about Neil Marks. I have a very cordial and good relation with Neil but I believe he did not do his research before the interview and he eschewed the most vital requirements of an interview when you are dealing with a guest who has been in politics for a long time and also had state power.

What follows are the mistakes of Marks and Roopnaraine’s fall from the sky. This close ally of Walter Rodney said that there were thousands of anomalies discovered during the election. That was not true. Marks knew that was untrue because he reported on the recount every day. Marks knew who made those accusations of anomalies and it came from one source only – Roopnaraine’s friends in the APNU. Immediately, Marks, if he knew what was required of an interviewer, had to rejoin and inform Roopnaraine that the world did not accept that thrust of the APNU. If Marks had done a follow-up question, we would have seen more images of Roopnaraine’s falling from the sky.

Marks asked Roopnaraine how he could join the party that killed Rodney. His answer was that the PNC of today is not the PNC of yesterday. Again, we saw Marks failing to

rejoin. It is the same PNC that rigged election several times in the past, ignored the Carter/Price article in the Constitution, and practiced racial discrimination against Indians.

Marks kept stumbling and one hopes he has learned his lesson. He kept asking Roopnaraine, how Rodney would feel about the state of Guyana. Roopnaraine kept describing Rodney’s love for the villagers and the empowerment of the poorer classes.

But those things did not happen when Rodney’s party and Roopnaraine were in power for five years.

Marks then needed to follow up and point out to Roopnaraine that Roopnaraine was in government when the private economy of some 42,000 people connected to the sugar industry were disemboweled and his WPA co-leader, Dr. Clive Thomas, was in charge of the very industry. Then, out of the blue Marks finally got it right then got it badly wrong.

He pursued Roopnaraine and told him that the WPA was in government for five years. Here now is the pathetic reply of Roopnaraine. He told Marks that the WPA did serve. You don’t serve in the government of Guyana. You try to transform Guyana.

Guyana has a terribly mashed up sociology, economy and cultural foundation. So, you seek state power through elections to change the nation, and empower people.

When you acquire state power in Guyana, you must innovate and create so that hope and

o pt i m is Frederick Kissoon m c an reign supreme. Roopnaraine and the WPA did not do this. The PNC that Roopnaraine said was a born-again thing did not do this.

Finally, a particular lapse of Marks that should compel him to try to save his credibility is requesting another interview.

Marks enquired of Roopnaraine of his feeling about the report of the commission of inquiry into Walter’s assassination. The WPA coleader responded that he was very disappointed with how the report was treated.

But Roopnaraine voted in Parliament against the release. Marks should have pounced on that.

The interview ended with Roopnaraine telling his host that he, Roopnaraine, cannot see himself being inactive. The obvious question is, if Roopnaraine is to remain active what type of political activity is he going to pursue? WPA is dead. AFC is dead. APNU is dead and the PNC is not in good health.

Neighbour finds Tuschen businessman dead, bound, gagged on his bed Police in Region Three have launched an investigation into the death of a 59-year-old businessman who was found bound and gagged on his bed by one of his neighbours at h i s Tu s c h e n H o u s i n g Scheme home yesterday.

The businessman, an amputee identified as Keith Richard Hohenkirk also called “One foot” was found lifeless around 06:39hrs yesterday.

According to the police report, Hohenkirk who lived alone with a small concrete grocery shop at the front of his house was last seen alive by his neighbour sometime around 18:40hrs on Saturday. The neighbour reported to the detectives that around that time, she saw the businessman sitting on his front veranda.

She further reported that about 06:39hrs yesterday, she went to check on him and discovered that his front door was unlocked. The neighbour told police that when she entered the man’s premises, she observed the entire hall and kitchen area ransacked. Further checks

Neighbour finds pensioner’s decomposed body in home

Keith Richard Hohenkirk who was found dead on his bed yesterday. were made and Hohenkirk was found in one of the bedrooms lying motionless on his back with his hands tied with a clear scotch tape and his mouth covered with a piece of cloth.

Police said when they arrived at the scene an

examination was made of the man’s body for any apparent marks of violence but none were seen. Hohenkirk’s body was removed and taken to the Leonora Cottage Hospital where a doctor officially pronounced him dead. His body was then transferred to

Ezekiel Funeral Parlour where a post mortem examination is to be conducted.

The report states that no arrest has been made so far.

The dead man has been identified as 73-year-old Tudor of Burjack, Wismar, Linden.

According to a police report, the discovery was made sometime around 06:30hrs.

Tudor resided alone and his sister who lives at Block 22 Wismar, said she last saw her brother at her house on We d n e s d a y a t a b o u t 16:00hrs, when he complained of feeling unwell.

She then checked his pressure and observed same to be very high. As a result, she told Tudor to lay down which he did and after some time, he claimed he felt better. He then left for his home.

A neighbour who normally calls out to Tudor whenever she passes his house told the police that on the said day, she walked past

Tudor’s home several times and heard his radio playing but did not see him.

She stated that around 06:30hrs yesterday, she decided to call out for Tudor after not seeing him for days but she did not get a reply.

This prompted her to go onto his premises where she was assailed by a stench.

Upon looking in the house she observed Tudor lying on his bed motionless.

She immediately informed his family members of her discovery. Kaieteur News understands that the body was examined but due to the state of decomposition, no marks of violence could be observed. The deceased’s home was searched and nothing appeared to have been disturbed.

Tudor’s body was taken to the Linden Hospital Complex and pronounced dead on arrival by a doctor on duty and was later transferred to the Pensioner’s Mortuary for storage where it awaits a post mortem examination.

The Miss, Mrs & Teen winners will represent Guyana at the Miss, Mrs & Teen India Worldwide pageant scheduled for February 2021.

A kaleidoscope of rich Indian cultural heritage was on display as the finalists of the Miss India Guyana took center stage in the Evening Wear, Talent , Ethnic Wear and Intelligence segment. It was then that Maya Persaud emerged the winner.

The evening then saw the first staging of the Mrs & Teen Category and the top three ladies participated in all segments. After going head to head in several categories, the Mrs. India Guyana winner was Melessa Seupaul while the gorgeous Beauty Razack was crowned Miss Teen India Guyana 2021.

The inaugural Mr India Guyana concluded the evening with an impressive lineup of nine gentlemen who worked exceptionally hard to win the coveted title. In the end, it was Mario Moonsammy who won the hearts of the judges.

board, the Health Ministry recorded 90 new infections, bringing the total number of confirmed cases to 35,067. Out of the number of confirmed cases, 18,486 persons are women while 16,581 are men.

Presently, there are 19 patients who are admitted at the COVID-19 Intensive Care Unit (ICU), 102 persons in institutional isolation, 3,451 in home isolation and three in institutional quarantine.

To date, a total of 30,600 recoveries have been recorded.

Morgan’s Learning Centre students living up to motto for academic excellence - Over 200 secure 95% CSEC pass rate “Still I Rise,” is the title of a popular poem written in the 1970s by famed American poet, Maya Angelou.

In the case of Morgan’s Learning Centre (MLC), the phrase serves as part of the school’s motto; one which stirs a sense of pride in its students that even in difficult circumstances, they can still achieve their academic goals.

And indeed, the students of MLC have been living up to that motto by taking on the challenges towards attaining academic excellence.

Even in the face of various adversaries, the students continue to perform well at the level of the Caribbean Secondary Education Certificate (CSEC) Examination.

In fact, the school has a 95 percentile pass rate at CSEC and has been keeping a tradition of allowing students as young as 12 years to write the exams.

These young students often score outstanding marks at CSEC Mathematics and Principles of Accounts, two subject areas that are sometimes difficult to achieve for even students much older than they.

This year was no different—with both full-time and part-time students of MLC scoring Grades 1-3 in over 21 subject areas.

Raushal Lall, 16, is among MLC’s outstanding CSEC performers this year. The teenager who transitioned from the public school system to MLC was able to overcome a distinct set of challenges to acquire passes in seven CSEC subjects.

“He was in the public school but I was not happy with his performance there at all. His grades were not improving at school….so I decided to visit the school and speak with the teacher who told me that [they] don’t believe my child can write CSEC and pass it, because his performance in school is so weak, [they] don’t believe he can pass any exams. As a parent… you could imagine how I felt.

Nobody wants to hear those words about their child,” the woman explained.

However, she said that she did not lose hope but consulted with Principal/ Proprietor of MLC, Mr. Orin Morgan.

Lall joins MLC’s CSEC performers like Shania Ramlochan and Uriel Isadore both 16 years-old, Ramlochan acquired 7 Grade ones, 2 Grade Two and 2 Grade Threes and Isadore attained 6 Grade Ones, 5 Grade two.

The top performers also include 17 -year-old Aicha Grant, who became a full time student at MLC two years ago.

She wrote 14 subjects and attained 8 Grade Ones, 2 Grade twos, and 3 Grade threes. The student said the attention and motivation she got from her teachers at the school helped catapult her to the level of success she attained.

Similarly, 17 -year- old

Keiana Howard attained twelve subjects which includes 3 Grade ones, 7 Grade twos, 3 Grade ones and 2 Grade Threes and Destiny Archer also 17, attained twelve subjects including 6 Grade ones, 4 Grade twos and 2 Grade Threes.

Archer said that she was challenged by her teachers to put her best foot forward.

“Also I believed that I would do well and I did,” she said.

Kayla Mc Allister, 17, wrote eleven subjects and scored 6 Grade ones, 4 Grade Twos and 1 Grade three.

Leslie Daley who joined MLC after migrating from Canada also scored high points at the exams. She got 9 Grade Ones as well as 2 Grade twos. Daley told this newspaper that attaining the pass grades came through hard work and focus.

“The work here is much harder but my teachers helped to motivate me,” she said.

Leslie is the daughter of Jamaican parents.

Her mother Jackie Daley told this newspaper that she is extremely pleased with her daughter’s performance. She also noted that she is happy her daughter was also able to receive the same solid Caribbean educational

Buxtonian dad of four, Hugh Park, admitted to local Bar Renay Sambach

D

espite not being selected in 2013 to commence his journey to become a Lawyer, a determined Hugh Park was on October 14, 2021, admitted to the Bar. Park’s petition was presented by Attorney-atlaw, Marcel Bobb and was accepted by High Court Judge, Justice Brassington Reynolds. In attendance at Park’s admission to the Bar were his family and colleagues while others joined via zoom.

“While I was filled with joy on this occasion, it was a very humbling experience to be inducted into the legal fraternity,” he told Kaieteur News.

From being raised in a single parent home, Park shared that he intends to give himself in whatever meaningful way he can to those that are less fortunate.

During an interview with this publication he shared that, along with his three other siblings, Roslyn, Ronetta and Rushelle they were raised by their mother, Jillian French, in Buxton, East Coast Demerara.

“I spent my nursery and primary years living in Buxton, where I attended Annandale Nursery and Primary School,” Park added.

After being successful at the National Grade Six Assessment (NGSA), he secured a spot at President’s College, where he attended from 1997 to 2001. While attending President’s College, Park moved from living with his mother to reside with his grandmother, Claudette Park, in Lamaha Springs, Georgetown.

“There is no fanciful reason for my decision to

become a Lawyer. It is quite simple actually. As an individual, I believe that my primary purpose in life is to be of service to others.”

“I do believe that being qualified in the legal field builds upon my other academic and non-academic achievements which cumulatively, sets the appropriate foundation for me to be able to fulfill this purpose in a well-rounded manner,” the Lawyer shared.

He added that upon successfully completing his Secondary education, he commenced his working years and furthered his studies at the same time.

While sharing the challenges he faced, Park stated that the first challenge he encountered was, “Not being able to study Law at the time I initially wanted to. I was set to commence in 2013 but I was not selected to be a part of that batch of students at that time.”

Admittedly, he stated that he was in great dismay, but did not allow himself to remain within the sphere that he was in at that time.

This is when he decided to pursue a Post Graduate qualification in order to give himself a competitive edge when reapplying to do Law. He noted that upon completing his Post Graduate studies, he then reapplied to read for his Bachelor of Laws Degree in 2016.

“I do recall enrolling to read for my Bachelor of Laws Degree in 2013, three years prior to when I actually started the programme. Due to unforeseen circumstances, I decided to read for my Post Graduate Diploma in International Studies,” Park said. Having completed his Post Graduate, he then

reapplied to read for his Bachelor of Laws Degree in 2016, and was successful on this occasion.

It was on his second attempt in applying that paved the way for him to begin his journey. That aside, Park noted that the programme was extremely demanding.

“As the old adage goes, ‘Law is a jealous mistress’. It took a lot of sacrifice, particularly as it relates to time. It required long hours of research, late nights of studying and long days of tutoring. There were inward challenges of dealing with self-doubt and wanting to quit alltogether. Overall, the

Sinohydro was unable to meet that deadline and a new one was set for August 31, 2021.

It did not meet that deadline either. They were granted until October, 31, 2020 but will be unable to meet this deadline also due to the rain. According to Minister Edghill, the project has been “delayed indefinitely.”

With this in mind, Exxon said, “There is currently a separate project being proposed to transport a portion of the gas (on the order of 50 million standard cubic feet of gas per day) from the Liza Phase 1 and Liza Phase 2 FPSOs to shore, where it would be used to generate power in a gas-fired power plant.”

The company added, “As this project would satisfy the currently identified gas demand in Guyana, there would not be enough additional demand in Guyana to consume the quantities of associated gas that will be produced from the (Yellowtail) Project (expected to peak at around 450 million standard cubic feet of gas per day).”

ExxonMobil was keen to note that a decision with respect to the export of gas from the Yellowtail Project will be made in the future, while adding that gas export to shore or another phase of field development may be considered. It further noted that space reservation and basic design connections to allow

for this are included in the Project scope.

TRILLION DOLLAR PROJECT It was on Sunday, Kaieteur News reported that development costs for the Yellowtail project are poised to exceed US$9B or GY$1.8 trillion.

Exxon said the costs are expected to be higher since there would be a greater number of development wells and associated drilling costs when compared to its Payara project which will also cost Guyana $1.8 trillion.

Despite the astronomical costs, Exxon believes that the project should be supported as it would generate benefits for the citizens of Guyana in several ways, which would otherwise not be there in the absence of the project. It said these benefits include revenue sharing with the Government of Guyana. The oil giant stressed however, that the type and extent of the benefits associated with revenue sharing will depend on how decision-makers in government decide to prioritise and allocate funding for future programmes, which is unknown to the company and outside the scope of the EIA. Apart from the revenue sharing, Exxon said Guyanese

stand to benefit from the procurement process that will follow for goods and services from local businesses in alignment with the Petroleum Agreement and the EEPGL Local Content Plan approved by the Ministry of Natural Resources in June 2021.

According to project documents, Yellowtail will consist of drilling approximately 41 to 67 development wells (including production, water injection, and gas reinjection wells); installation and operation of Subsea, Umbilicals, Risers, and Flowlines equipment; installation and the operation of a Floating Production Storage and Offloading (FPSO) vessel in the eastern half of the Stabroek Block; and— ultimately—project decommissioning.

The FPSO will be designed to produce up to 250,000 barrels of oil per day.

The initial production is expected to begin by the end of 2025–early 2026, with operations continuing for at least 20 years.The project is expected to employ up to 540 persons during development well drilling, approximately 600 persons at the peak of the installation stage, and 100 to 140 persons during production operations.

Dutch company using “chisel method” to remove wrecks from Demerara River Koole Contractors, a company from The Netherlands, on Saturday begun the process of salvaging three sunken vessels from the Demerara River and is reportedly using the “chisel method”.

Guyana is paying the Dutch company some US$3.7M (GYD$787.6M) to remove the sunken vessels. The contract for the project was signed between Maritime Administration Department (MARAD) and the Dutch company in early September.

In an interview with the Department of Public Information, Koole Contractors’ Project Manager, Marc Rooijakkers, said that Saturday was for his company to orient itself with the location of the first undersea wreckage. The first wreckage identified for salvage is a barge measuring about 50 metres by 12.5 metres.

Once the company is acquainted with the location, it will begin the process of salvaging the sunken barge by using the chisel method.

Rooijakkers explained that the chisel method is simply hoisting a 17.5 tonne steel plate by a crane about 22 meters high in the air then allowing it to free fall into the water to break a vessel into small sections.

Once the barge is broken up the company will then connect a grapple to the crane and remove the wreckage bit by bit.

Rooijakkers said that the

removal of the barge will take some two weeks. He estimated too, that all three wrecks will be out of the river within two to three months’.

M A R A D ’s H a r b o u r Master, Glanford Archer, told DPI that Guyana had tried to remove the three vessels in the past but were able do it.

“We had tried to remove the wreckages in the past but

we could not do it”, he said.

There are reportedly some 16 wrecks at different locations in the Demerara River.

Minister of Public Infrastructure, Juan Edghill, had stated in a previous media report that the wrecks have proven hazardous to traffic in the river. He said that they have made the channel narrow and with their removal and

anticipated dredging of the r i v e r, G u y a n a c o u l d facilitate a two-way traffic in the Demerara River.

This he added will allow for unhindered access into Port Georgetown 24 hours every day.

Over the years, vessels have been maneuvering cautiously through the Demerara River to and from Georgetown. However, it

noted that ExxonMobil has been increasing oil production offshore Guyana at a rapid pace and this has led to a significant increase of maritime traffic.

The oil company also intends to continue its highpaced operation in Guyana and it is expected that the volume of traffic in the Demerara River will continue to increase.

MotoGP: Yamaha’s Fabio Quartararo becomes first Frenchman to win title BBCsport - Yamaha’s Fabio Quartararo became the first Frenchman to win the MotoGP title after finishing fourth in the Emilia Romagna Grand Prix.

The 22-year-old claimed the world title after his closest contender Francesco Bagnaia of Ducati crashed in Italy.

Asalanka, Rajapaksa pull off tall chase for Sri Lanka ICC - Attacking fifties

target of 172 with five wickets and seven balls to spare. The duo struck eight sixes between them, using

the shorter boundary at the Sharjah Cricket Stadium cleverly to recover from a mid-innings wobble and

give their side two crucial points in Group 1.

Bangladesh paid for dropped chances, as half-centuries by

Mohammad Naim and Mushfiqur Rahim, who took them to 171/4, went in vain.

He finished unbeaten on 57 off 37 balls, with five fours and two sixes.

Although at the midway point of the game it seemed a considerable total, it was not to be for Bangladesh.

The important position of Secretary was filled by Fazal Ishak while Asif Ishak will be his assistant. Waqar Bacchus and Ms. Sohini Narine will serve as

Treasurer and Assistant Treasurer, respectively.

Eric Sukrah secured the position of Competitions Committee Chairman with Patrick Khan as Marketing Manager and Devanand Indar, Public Relations Officer.

The five Committee Members are: Kelvin Singh, Corwin Austin, Sunil Ramlall, Harry Persaud and Darren Manohar. Lloyd Ramessar and Jonte Thomas are the new Trustees while Nadeem Khan was elected as

the Auditor.

The positions of Chairman of the Senior Selectors and Chairman of the Junior Selectors will be filled at the first meeting of the new Executive Committee. It is expected that all Sub-Committees will be named at that meeting.

GFF delivers Elite Football Training to hundreds of talented children across Guyana

ore than 700 girls and boys a c r o s s Guyana are receiving the benefit of the Guyana Football Federation’s (GFF) E l i t e Yo u t h F o o t b a l l Development Training as all Regional GFF Academy Training Centres have now returned to action.

The GFF’s ground-breaking academy programme, launched in 2016 and the first of its kind in the Caribbean, is an elite, selective national youth development programme, which gives girls and boys aged between six and 19 a weekly, structured training curriculum that is anchored in the GFF football philosophy and delivered consistently across the nine Regional Associations.

The GFF delegated the r u n n i n g o f t h e AT C programme to its Regional Associations as part of its efforts to build capacity at local level, supported by the pioneering GFF Members Financial Assistance

Programme (M-FAP), which is unique in the Caribbean region and provides unprecedented levels of financial and logistical backing for regional football programmes. ”We are delighted to see all of the academies up and running again in a safe and secure environment after the significant disruption caused by the COVID-19 pandemic,” said GFF President Wayne Forde.

“The ATC programme is the jewel in the crown of our administration, and we are determined to continue to invest heavily in supporting our members as they take up the mantle to drive youth football development across the country.” ”We know that the future stars of our national teams will be coming through these programmes, as they are already doing, from youth level to the senior sides,” he added.

It also provides a platform for regular competition among the Regional Associations.

Many of the talented players participating in the academies today were scouted during the delivery of the U15 and U17 intraassociation tournaments, which were made possible by generous sponsorship from Namilco and the Pele Alumni.

exgen Golf Academy and the Ministry of Education Allied Arts Unit partnered in January 2021 to actively develop the sport around the country, and together they have developed, in conjunction with the Guyana Teachers Union and Scouts Association of Guyana, a full teaching facility on Woolford Avenue that has become the model for growing the game around the country.

During the past week, teachers from Education Districts four and five became the newest members of the ‘Train the Trainers’ club,

joining the 52 other teachers from Districts three, six and ten. Next week, teachers in District two are set to receive training followed by 20 schools in Georgetown.

Zorg Sports Club on the Essequibo Coast is also set to benefit from the Academy which will donate a quantity of golf clubs and balls to the organisation. Plans are also in the making to render assistance to other areas in Essequibo.

President of Nexgen Golf Aleem Hussain said, “Golf is now a CXC/CAPE subject in physical Education and as such, it is vital that, in addition to teaching the

theoretical part of the sport in schools, we provide learning facilities for the students. We plan to open facilities to serve communities in Vreed-en-hoop, Leonora, Anna Regina, New Amsterdam and Linden over the next year. This allows for local residents to have easy access, school children to learn and practice their skills, create local jobs and provide a safe, covid-19 compliant activity for families.”
