Money on security According to the figures released in the Mid-year Report, and as it refers to the Ministry of Home Affairs, the sum of GY$16.1B was spent on security for the first half of 2021. We must admit that it is an impressive amount and once properly allocated and spent, there should be results to show for that kind of money.

To put it differently, once this type of money is used in the best way possible, then citizens are sure to reap the security rewards and sense the difference.

Security is a priority for all citizens, which both leaders of the PPP Government and those in the Guyana Police Force (GPF) know all too well. Too many communities feel underserved. Too many business people sense their vulnerabilities, and too many people from all over Guyana rank security as a major concern. Perhaps, it would be better if we had presented that as too many Guyanese are sickened by chronic insecurity over crime, and the violence that comes with it today, now almost without letup.

The GPF reported that at midyear, 21 motorcycles were obtained.

We say that getting one new is better than where we were before, so with 21 of these machines, a little dent can be made in responding to and addressing developing crime situations.

The GPF noted that crime is down 22.7% across the country during the first half of this year, when compared to the same period in 2020.

There are two things we take pains to point out. First, according to Acting Commissioner of Police, Nigel Hoppie, that is not just ordinary crime, but “serious” crime, which should mean a lot. Yet, we regret having to share that as much as serious crime may be down 1 in 4 on a relative basis, for some strange reason, citizens do not feel safer, they are not comforted.

After all, cold statistics are one thing, while living in the trenches of Guyana daily is another: perception and reality always ace statistics.

Also, the second point of note, and this worries us more, is that on each occasion that the statistics concerning “serious crime” for the first six months of this year is heard, there is the sense that it is different.

It could be that some definitions inside the GPF are being kneaded and adjusted, which does not make the problem of serious crime melt away. In fact, they only intensify the agitations of citizens. It seems that every time there is crime, a gun is involved, and such crimes are happening almost daily, and not as single ‘one-off’ instances.

The people in charge of the GPF know what we are speaking of, have more than a strong awareness of the anxieties of various communities and the general population, and of the dread which our men, women, and children live with daily.

It could be argued that less of the GPF’s budget should be spent on public relations, and more on security, which will ensure that Guyanese get a bigger deal from each dollar.

Part of such is rapid mobility, which led to the acquisition of 50 new 4x4 vehicles, and could mean much improvement for difficult interior communities. It would be good to report a year from today that those 50 new machines are all in good condition. Further, tens of millions were spent on the training of over 1000 ranks, with another 1600 being readied for both local and overseas training. Just as in the case of those new vehicles, once the training is used to benefit the people paying for it, there will be noticeable improvement.

At this juncture, we must point to something that is conspicuously missing in the midyear report pertaining to the GPF. There is positive talk of motorcycles, all-terrain vehicles, statistics, and training, but there is no mention of new recruits. As we all know, the GPF could use some additional personnel on the streets and almost everywhere else. It would not be an exaggeration to say that it is keenly in need of new blood, with much monies spent on that, more numbers of such.

Remember: money is related to security, extremely so, in the quality gathered from the spending opportunities.

Joseph Harmon for PNC leader – the worst of all worlds for party and country DEAR EDITOR, The word gaining momentum is that Mr. Joseph Harmon, current Opposition Leader, is making sounds about running again for the prized PNC leadership position. My first reaction was ‘this just can’t be.’ So unbelievable it was, so unsound it would be for the PNC, for this society. The implications of this are stark: Mr. Harmon’s possibly competing for PNC leadership is the absolute worst nightmare for his party, which is the party’s business.

When it is the same nightmare for this country, it becomes my business and that of every Guyanese. Guyana desperately needs an Opposition Leader that has substance, engages, and inspires. Most regrettably, the Hon. Lt Col (Ret’d) Joseph Harmon, LLB, MP, is not such a man, is exemplary in unfitness for such a position. His present record speaks.

I recall the warm affection in voices speaking of this mysterious L’il Joe, who I thought was a local cartoon character. I found out immediately how wrong I was; and every time, how right I was.

Like Mr. Aubrey Norton, I have never met, nor spoken to, nor listened to, nor have been near Mr. Harmon. What I observe about him, though,

makes me want to reach for strong spirits, so alarmed I am by his meandering political spirit. L’il Joe fits well, since I am still searching for his essence, any grandness besides his remarkable emptiness. To say that he is elusive as an Opposition Leader is no statement at all, because he is AWOL on the boiling, stormy issues of the day. Oil. Clean governance.

Ethical leadership.

Economy. Citizen welfare.

Sometimes, I ask myself whether he and the VP are not one and the same person.

For a man who made the military a long part of his career, he lacks militancy; and for a practicing Attorney, of a sort, there is the absence of vocal, vibrant advocacy in the political realm. What does he represent?

Who can he represent?

Who is he really representing?

I think of these things, and I arrive here: in the frail fullness that is now the characteristic of Mr. Joseph Harmon.

He has nothing to offer. He is mere a bystander at this most crucial time in our history.

Drunks, addicts, and street citizens work more to deliver a little more for themselves to continue for a few more hours.

They have no dependent

constituency, one restless with disappointments, raging with pent-up frustrations, and still hopeful for a better day: a little bam-bye from Guyana’s pie. It is in these contexts that Mr. Harmon is flat on his back, has manifested no head for what the demands of the hour are. He is voiceless, listless, and directionless. On the floor of public opinion, he is denounced, starting with his own.

When he needs to be an oilman, he is the lost man.

When he needs to be a standup guy, he falls apart.

And when he needs to get in the faces of opponents, he is off to the races, meaning, to the other direction. As a leader, he lacks the fire and flair of a fighter; a dogged plodder is he.

Former army squaddies shake their heads, his professional colleagues are guarded, and his political brethren wring their hands. I suspect they would prefer to do their wringing in his direction, around his effigy.

In all this, the happiest Guyanese around are in the PPP. The Vice President must be dancing on his head, until I remember: no mop. In fact, his covert intelligence system has alerted him to PNC travails. And since I know the

VP’s mode of thinking and characteristic modus operandi, I sense sponsorship of L’il Joe to be Big Joe. If I were the mighty crafty VP, I would spend money on it, make happen an Opposition Leader like Joe Harmon, since the VP would be the biggest beneficiary. Because when there is a Joseph Harmon at the helm of the Opposition, there is no opposition in Guyana; there is a one-man Guyana. What is good for the VP and Mr. Harmon (and Exxon) is incalculably bad for Guyana.

I beat the tom-toms again: if there is no Opposition Leader of recognised prowess, confident energy, driving unifying force, then there is this vast vacuum.

Absolutely nothing!

Guyanese have had this for a year and a half almost. They can’t be this backward, this unconcerned. I will not think for the PNC, make no recommendations to its people, but elect Joe Harmon as leader, and the apathy of the last 15 months surges.

The leader is not Harmon, and if it is not Norton, then try Auntie Volda, and if she is undesirable, then get somebody else, but not those loud, shallow upstarts. The problem is who?

Rainfall in the sugar industry DEAR EDITOR, It would be interesting to learn how many, and who, in GuySuCo are familiar with such sugar industry institutions as: · ACP – African, Caribbean, Pacific Group of States · Sugar Division of the European Union · WISA – West Indies Sugar Association · Commonwealth Sugar Agreement · Caricom Market But more relevantly Guyana was identified as having the highest rainfall of any sugar producing country anywhere – averaging 90’ in a year. One recalls every operating estate having to religiously report every morning to the Head Office what was the volume, and the specific locations which would have been exceptionally affected, since as mentioned in the Estate Managers’ letter in SN Tuesday, October 12, cane yields could be affected.

So that it would not have been adequate information provided the reader by just referring to flooded cultivations. The more attentive, as well as decision-makers concerned, might well be interested in the differentials in the rainfall patterns on each es-

tate, more intelligibly over the last five years, ideally during comparable crops.

On reflection, in this period of unpredictable climate change, one cannot help but wonder about the industry’s specialist agricultural capacity to research and monitor plant cane behaviours in differing fields.

In this regard one assumes that the industry continues to invest in related

scholarship candidates to UG, the Guyana School of Agriculture, and indeed overseas.

Arguably in this climate change environment, attention to detail and analysis of the effects of rainfall becomes increasingly critical, given also the impact on factory productivity.

Incidentally, as recent as 2016 the industry had spent $1.2Bn on drainage and irrigation.

Hopefully however, the creative institutional memory obtaining in GuySuCo would have identified the absence of relevant skills and competencies necessary for the priority cultivation operations and included in the eventual industry strategy mentioned an articulate training and developmental plan for more attentive agronomists.

Traffic and traffic related issues DEAR EDITOR, There is urgent need for a total reorganisation of the way traffic and its related issues are handled in our country. I am speaking from the standpoint of the use of our roads, traffic offences, to the establishment of a traffic department.

Let me enumerate these issues: 1. There should be the setting up of a traffic department solely for the purpose of the issuing of licenses and driving permits. I am talking about the removal of this aspect of licensing from the GPF. Some are of the certain fact that many of the operators of vehicles on our roads got their driver’s license through

fraudulent means, the creole version of that is “yuh buy yuh book.”

The GPF is seen in a negative light when it comes to the certification of drivers. In the circumstances they have come in for heavy criticism by users of our roads, that is, by pedestrians and drivers alike.

The general consensus is that many persons driving in Guyana are not certified as competent to be on our roads.

And in my view to end all of this, there should be the setting up of a Department of Motor Vehicles to eliminate this malady plaguing our traffic department.

2.

Secondly, the penalties for drunk driving and unlicensed drivers in my

humble view should be the instant revocation of their licenses. No one has any right being behind the wheel of a potentially dangerous machine while inebriated, period, end of discussion!

This age old endemic has plagued us for too long and it is high time for us to get rid of the offenders. At this point I call upon our judicial system to impose heavy penalties for those breaking the law. Too many lives are being lost to such wanton lawlessness on our roads.

The slogan: “if you drink don’t drive and if you are driving don’t drink” must be adhered to at all times.

Studies needed on Ethnic Violence DEAR EDITOR, Reference is made to “Ethno-political violence… is not purely an Indo-Guyanese concern” (Oct 18). I agree with Mr. Alexander, but no racial group has suffered as much violence as Indians since 1955 when the original PPP split into two racialised factions. Indians have been living a legacy of racial victimisation and violence. An objective study would prove or disprove this hypothesis.

Regrettably, racial violence has been a distinct part of Guyanese history since the start of colonial rule and even before that during inter-tribal warfare among the native Amerindians. While that violence has impacted every racial group, it has had a particularly horrific effect on Indians as various scholars contend. It has been very hard to whitewash or deny this fact or to state that Indians alone were not victims of violence.

Indians suffered tremendously, perhaps the worst among all groups, since their indentureship in 1838 and particularly so after 1955 when the two dominant race groups, Indians and Blacks, competed to succeed the White man as the dominant group. We all know the history of the violence of the 1960s, including the Wismar Massacre of Indians, and how the African PNC was installed in office by the Whites allowing it to govern 28 years uninterrupted just to keep out the Indian Socialist PPP. As a historian and sociologist, I agree with Mr. Alexander that we in Guyana have experienced a three hundred years pattern of discrimination and racism – encouraged and fuelled by colonial rulers as well as by the immediate successors of the colonial rulers. Ethnic supremacy and violence has been perpetrated by the Whites who encouraged Africans to unleash violence on Indians. But the violence continued after the colonial rulers left. Such a culture of violence, especially when it has become a legitimised and institutionalised form of coercion by any group, is hard to stop. We must not give up on such noble effort to end racial violence and discrimination and to build an equitable society.

Regardless of who perpetrated the violence, and which group suffered the most or least, we must not excuse or condone it. It is natural for leading members of a group to justify violence against others or pretend it has not been used as a political weapon or to deny it or rationalise it or to say that the intensity of acts of violence was/is nowhere close to what its race suffered at the hands of other races or to say that Indians were also

involved in violence against Blacks as Mr. Alexander pens. It is indisputable that Indians were involved in acts of violence against Blacks.

But the scale was nowhere to what they suffered.

Indian leadership never openly endorsed crime or goad or encourage Indians against Blacks or any other group as the founder leader of PNC did. Forbes Burnham and other African politicians (in PNC) encouraged Blacks to attack Indians since the 1950s. One does not forget that ‘mo fyah’ statement of Desmond Hoyte or the remark from Burnham imploring Africans to take back the gold they mined as pork knockers and that was bought by Indians. Burnham entreated Africans at a public meeting “… Comrades go and take back your gold from them”. And we have not forgotten the kick down door banditry and the choke and rob, and the anti-Indian violence during every election.

And of course who could forget the Wismar Massacre! It and certain other racial crimes were abominable and cannot be forgotten. It was not a supposed massacre; it actually happened and is recorded in news reports including London Times, Guardian, NYT, Washington Post, etc.

The atrocities were unimaginable – worse than the banning of Indian cultural and religious foods of the 1970s and 1980s. The level of brutality committed in Wismar against Indians was never experienced by any other group. Eyewitnesses, pathologists, doctors and med-

ics reported that Indian children were held by their legs and pulled apart ripping their bodies; pregnant women were cut across their abdomen with unborn babies falling out dead; bottles were found in the vagina of victims including of children; many victims were chopped and thrown into the Demerara River. We have not forgotten what happened at Cotton Tree in September 2020 when, as Freddie Kissoon reported, African leaders encouraged Blacks to attack Indians.

Scholars have noted that Indian leadership has been passive and non-violent. Virtually none of them has been ethnocentric or indo-centric and are not reported to have encouraged their supporters to attack others the way Burnham, Hoyte, Hamilton Green, Ptolemy Reid, and others did. It is noted that Cheddi Jagan was not married to an Indian, and he hardly dressed in traditional Indian wear. He hardly attended Indian functions. And if we fast forward to today, Indian leaders are so un-Indo-centric that they don’t even know a classical Indian musical tune or aspects of their holy scriptures.

Glen Lall and Freddie Kissoon are among the rare few who stood up for or to defend Indians.

A sociological study on racial violence is urgently needed that would help in racial healing. Such a study would help us to determine which group perpetrated or suffered more violence. It is believed that such a study would find dozens of incidents of racial violence

NO GAMES FOR THE BIG THREE DEAR EDITOR, CWI is at it again! No games for the big three – Guyana, Trinidad and Tobago and Jamaica. It has to be a matter of concern for these countries not in the pot for hosting games in the upcoming 2022 tour of England to the Caribbean. How can this be?

What qualifies Barbados to become the norm, to be granted hosting rights for the majority of matches? And what representation did our country rep on the Board put forward?

CATTLE FARMERS FACED WITH DAMNING CRISIS DEAR EDITOR, To whom it may be of concern, please be advised that this matter is, without doubt, one of the most damning crisis cattle farmers have been struggling with. I decided to put pen to paper to express the pain, anger, frustration, lost, and most importantly the invasion and violation of one’s livelihood. It is undeniably by far that this moment is the breaking point and it has become very critical.

Mr. Zulfikar Mustapha, several months ago as you’re aware, my father Mr. Seenarine Deonarine, a gentleman of charisma and great strength has endured the suffering, damages, loss, and pain of losing over a hundred head of cattle none of which he has been compensated for as yet.During this time he has moved his herd, as a result of the flooding in cookrite savannah, to areas of land he has rented in order to occupy just for mere survival.

On the other hand, hindsight is 20//20. Jjust when my father was out of the tiger’s den he was now into the lion’s playground.

My father has been contented with his loss during these months a heifer here a bull there and has learned to accept the nature of the loss by embracing gratitude, kindness, compassion, and support from my mother who never ceases to find the right words in times of need.

I know for certain my father is not the only one who suffers loss as a result of thieves but recently things have just gotten blatantly out of control, with over 200 heads of cattle stolen in Berbice yearly, and I am being modest, causing cattle farmers millions of dollar.

This is just a reminder that thieving has been happening

for a very long time. Just to give you an insight when I was eight years old my father was plagued by this problem, 40 years later the problem has become endemic. I have learned a long time ago that our result is only as good as the solution or system in place. The system in place is feckless to say, if there is any at all.Today I am informing you of this because I have had enough. My father has learned earlier today that two of his most precious bulls aka ‘flock bulls’ were both slaughtered next to his flock when brazen thieves open the gate of his pen and took what they wanted. Mind you this brought the total of four (4) bulls each of which rings in between 700 to a 1000 pound of meat; almost two million dollars dumped on the black mark for pennies, in just one month.

These thieves know what they are doing since they have an entire system in their pocket… from participating butcher shops to police who allow both beef and cattle to pass the Whim Police Station frequently.

It’s a sad reminder that during Granger’s presidency roadblocks and the patrol had indeedcreated a safe community. Now one is left to wonder in despair, where does safety lie in freedom.Furthermore, this situation is getting out of control and as a result of fear for safety, these thieves are left alone to control, dominate and ultimately take over.

So much so that my fathers’ flock has become the surfeit

of the shindig.

In fact, Mr. Zulfikar Mustapha, I have personally realised there is no practical system in place to eliminate or deter thieves.

Butchers are supplied endlessly with black market beef for a fraction of what the proper value should be. As a result, these thieves have developed an edacious appetite and it’s getting worst.

Presently, cattle farmers’ livelihood is disappearing in front of them and they cannot do anything because again, there is no system in place to protect these farmers like my dad, who are left at their own risk for their safety if they dare try to retaliate.This calls for an urgent colloquy. * Berbice central slaughterhouse * Butcher raid/inspection and proof * Roadblock at night by the police department * Proof of documentation for transported cattle/beef % Glom; to take, seize, catch thieves * Full compensation to cattle farmers for loss/damages * Thieves to be penalised harshly so as to be an example to deter future mole.

Mr. Zulfikar Mustapha, You have taken a job of great calibre and I am requesting within your ability immediate actions to be put in place to address this crisis.

Thieves are the stymie between future cattle rearing and forward innovators of cattle ranchers.

The views of the US government cannot be ignored DEAR EDITOR, “By building a culture of transparency, predictability, stability, accountability, and due process, in addition to implementing international best practices in procurement, and promoting mutually beneficial local partnerships, Guyana has the opportunity to be a real leader in the region. “ This was the view expressed by the United States government recently in a speech delivered by Mr. Pedro Martin, Acting Director of the Office of Caribbean Affairs, US State Department at the opening reception for participants in the ‘Doing Business With Guyana’ conference in south Florida, hosted by the Guyanese American Chamber of Commerce (GACC).”

As a strategic partner in Guyana’s development and a critical player in hemispheric and global affairs, in addition to its huge Guyana diaspora community, I am of the view that the views of the US government cannot be ignored.

The US played a critical role in helping to ensure that the will of the Guyanese electorate was exercised following last year’s elections and its views about how the country moves forward now, and in the future, must not be discounted.

I am pleased to share the text of Mr. Martin’s address since I am of the view that its message is timely and important: “Thank you Mr. Kirton, and welcome to the Honorable Mark Phillips, Prime Minister of the Co-operative Re-

public of Guyana, and to the members of the visiting delegation.

Welcome as well to our distinguished speakers and to the participants of this evening’s event.

I am honoured to be here tonight to help welcome you to the United States and to South Florida specifically.

As someone who grew up in the area, I can say that the region’s hospitality is unmatched and will set the scene for a successful conference and visit.

The ties between the United States and Guyana date back even before Guyana’s independence and encouraging economic development between us can only serve to strengthen those ties. That is why I would like to give a special thanks to Mr.

Wesley Kirton and to the Guyanese American Chamber of Commerce for their role in organising the “Doing Business with Guyana” Conference and for advancing positive U.S. - Guyana relations.

This conference comes at an especially opportune time as we are all looking for ways to rebuild our economies in response to the Covid-19 pandemic that continues to devastate our communities.

As noted earlier, Guyana has the distinction of being the only country in the region with positive GDP growth in 2020, growing its economy by over 40 percent.

That is in no small part due to the work and commitment of all of you in attendance but more work needs to be done.

A transparent and inclusive Guyana is key to ensuring a favourable investment climate that helps Guyana grow and prosper.

The experience and expertise the G-A-C-C brings to the table will be key to pursuing improvements such as more efficient permitting processes, transparent procedures especially in procurement, and quality infrastruc-

ture ranging from roads to cheaper, reliable electricity.

The U.S. government looks forward to inclusive dialogue on a proposed local content policy (LCP) and amended Natural Resource Fund legislation that charts a clear, realistic path for Guyana, the local private sector, international investors with knowledge to share, and the Guyanese people.

The local content policy should strike a balance between protecting Guyana’s human capital while also creating a welcoming atmosphere for international investors to spur innovation and diversify the economy. If done correctly, the policy could serve as an incentive to form partnerships and joint ventures that enable both U.S. and Guyanese firms to share expertise, best practices, and profit together across many sectors.

Taken together, the local content policy and careful investment from the Natural Resource Fund can foster opportunities for all Guyanese and benefit the country as a whole. We look forward to and publicly call for produc-

tive, inclusive dialogue on these important issues.

We know these reforms are not easy, so through our U.S. Embassy in Georgetown, we are working to help foster communities that support strong investment in not just industries, but people.

By building a culture of transparency, predictability, stability, accountability, and due process, in addition to implementing international best practices in procurement, and promoting mutually beneficial local partnerships, Guyana has the opportunity to be a real leader in the region.

I’m happy to be here tonight on behalf of the U.S. Department of State to support that.

Please continue to call for favourable policies and legislation in Guyana.

While some drivers use our roads with due care and caution, on the other hand, they are those who are in the constant habit of commandeering their vehicles in a reckless manner, right before traffic cops.

They believe that the roads and highways are race tracks.

I am therefore calling on the authorities to rein in this reckless endangerment of the lives of our road using public. And

the time to do so is now!

4. I am on record as calling for the establishment of roundabouts.

Right from the very start I have championed the move to construct these traffic regulators.

I am talking about the construction of such fixtures at major junctures on our roadway network. It is cheap (there is no need of traffic lights) it reduces the incidence of speeding, and an excellent regulator of traffic.

Roundabouts keep the move-

ment of traffic in a sustained manner.

5. Old and existing traffic signs should be repainted, while there should be the mounting of others especially on our newer roads.

As we move along this road of progress our infrastructure should mark the signature imprint of modernisation. At the same time we must work to bring down the barbarity and carnage on our roads.

PAC chair shuts down motion to - says efforts must be geared reduce meetings towards clearing backlog C

hairman of the Public Accounts Committee (PAC), Jermaine Figueira, on Monday shut down a motion by Minister of Parliamentary Affairs and Governance, Gail Teixeira, to reduce the PAC meetings from twice weekly to just once per week.

Teixeira's attempt to move the motion was shut down by Figueira, who believes that the meetings are necessary, taking into consideration the five-year backlog at the PAC that needs to be cleared. The PAC is still reviewing financial accounts and

records of the Auditor General reports dating back to 2016.

However, Teixeira noted that, while meetings with the PAC are important, the twice weekly discussions of the PAC only places undue pressure on the members of the Government, the audit team, and other constitutional agencies, which have other responsibilities to carry out.

She noted that it was difficult for representatives from these agencies, who are required to be at PAC meetings twice per week.

18-year-old among two Man who killed teen for gold chain to be slapped latest COVID-19 fatalities with more murder charges Kapildeo Jangadin, 24, who confessed to killing a teen for his gold chain on Friday, last is expected to be slapped with additional murder charges today at the Vigilance Magistrate Court.

Jangadin had admitted to killing Ganesh Persaud, also known as “Chris” for his gold chain last Friday after invading the Deals on Electronic Store, located at Strathspey on the East Coast of Demerara, (ECD).

Kaieteur News was told that he is to be charged for Persaud's murder today, but it will not be the only murder charge he will face.

Kaieteur News understands that, prior to killing Persaud, Jangadin was wanted by police for two other murders.

These murders are that of a male juvenile and a fisherman. Sources told this paper that, as a result of this, Jangadin will face two more counts of murder during his appearance today.

Patrol ranks had apprehended Jangadin moments after he allegedly killed Persaud last Friday.

During his confession, he told police that he did not steal any cash and had only escaped with Persaud's gold chain.

It was reported on Saturday, that Persaud was attacked and stabbed to his neck sometime after 16:00hrs on Friday. His father told the press that his son was alone in the store at the time of the robbery, while he (the father) was in another section of the building.

The Ministry of Health, yesterday reported that two more persons who tested positive for the novel Coronavirus (COVID-19) disease, have died. As a result of this, the country's COVID-19 death toll has moved to 877.

He was later transferred to the West Demerara Regional Hospital (WDRH), where he was further examined and admitted to the Emergency Ward. He remains in a stable condition.

Investigations into the matter are currently ongoing.

Remembering Granny on her birthday!

On International Women's Day 2011, Guyana received one of its greatest honours ever with the naming of Mrs. Janet Jagan as one of history's most rebellious women.

Never in our history has such a tribute been paid to any woman in Guyana, as was done 10 years ago by Time Magazine.

The inclusion of Mrs. Jagan as one of history's greatest rebels was not likely to have gone down well with everyone in Guyana. Even onto now, long after she has passed, there is a fair degree of resentment towards Janet Jagan.

These feelings can be traced to the divisions within our country and the fact that local politics continue to result in us not appreciating the good and great persons within our midst.

There are many good people in our country. But given the divisions within the society, judgment is often based on a person's political persuasion.

Often we fail to appreciate how highly persons outside of these shores respect our citizens, some of whom we revile and spend a great deal of time putting down.

Like most of the other women on the list, this rebel of Guyana was disliked by many at home purely because of the side of politics on which she stood.

But in great measure we need to ask what Guyana would have been like had she not laid the foundations for the anti-colonial struggle when she came to this country along with her husband, Dr. Cheddi Jagan, who was the

country's first premier and was also later to become the President of Guyana.

We do not know how history would have panned out. What we do know was that Mrs Jagan was in the forefront of the struggle for Guyana's Independence.

However as a practitioner in domestic politics she ultimately attracted detractors.

She, like many others, was a victim of partisan assessments, a victim of the smear campaign and hatred that is often the product of political frustration by her detractors. Ugly things were said about her and done to her, and there is still a great deal of that around even after her death.

Not that she was without her shortcomings. She was a rebel who did not yield easily to opposition. She believed strongly that it was her duty to preserve the party she helped formed and in the process she ruffled a great deal of feathers. Those with whom she did not see eye to eye came away bitter and bruised. She is still disliked by many.

But she is also loved and respected by tens of thousands in Guyana, and as is now evident, she is also highly regarded in history.

Some of the criticisms of her came from unforeseen quarters. One PPP leader once put her down as a 'private citizen'. Yet it was this same 'private citizen' who was credited with his political stardom.

Having been listed as one of the all-time rebels of history, she deserves to be

honoured as an outstanding citizen of Guyana. Despite being born outside of these shores, she has lived long enough within it to be considered a Guyanese. And she is a naturalised citizen of Guyana.

I have known of no political leader throughout history who has been so scandalised and demonised as Mrs. Jagan. This country will for a long time bear that shame for the terrible things that have been said of and done to Mrs. Janet Jagan in t h i s c o u n t r y .

Here is a woman who gave her entire life to serve this country.

Here is someone who endured a great deal of nasty remarks and ostracism.

Here was someone who broke social taboos in this country that had held back women and the poor. Here was a White woman who came to the Black Caribbean, fought for the freedom from colonial oppression and domination and yet when she herself became President of Guyana she was demonised.

Here was someone who has lived in Guyana and has been a citizen of this country longer than most of us who were born here.

Yet when she became President, the fact that she was White became one of the pretexts for forcing her out of o f f i c e .

What was done to Mrs Janet Jagan in the streets of this country from December 1997 to August 1999 will forever be a mark of shame on Guyana's political history. It was terrible that

I'm fed up with things that do not make sense in Guyana I live on the Railway Embankment but you can say also on UG Road. This is because there is no direct access to the Railway Embankment. I have to use UG Road to go onto the Embankment. It means I use three streets all the time – UG Road, the Railway Embankment, and a new road currently without a name but commonly referred to as MovieTowne road. It is opposite to where I live so I take that pathway often.

The forest-like appearance of MovieTowne road has been featured in my columns before because of its over-grown bushes which

are never weeded thus damaging the paint on your car as you seek to maneuver from oncoming traffic. See my column of Wednesday, January 29, 2020, titled, “Government should fund the removal of scratches from my new car,” for a description of the nightmare that street is.

The MovieTowne road is fetid, stink, and is one of the embarrassing sites in Guyana. Currently, it is overrun with garbage. So with wild bushes and garbage, MovieTowne road looks like a scene out of the popular 1973 sci-fi movie Soylent Green.

This is what I saw last Saturday afternoon. You are not going to believe this but I saw this thing right in front of me. What I am about to describe to you does not exist in the real world. I would like to hear your defense if you have one.

What I saw last Saturday is simply more evidence that something deeply nightmarish and surreal haunts this land.

I saw the UG Road that runs parallel to the MovieTowne pathway being weeded, cleared and cleaned by a four-member crew from the Atlantic Highway to the Railway Embankment. I

turned to my wife and yelled out, “did you see that?” I couldn't believe it. UG Road is not even one percent as dirty and bushy as MovieTowne Road yet they were landscaping it after which they left.

This article is being typed on Sunday afternoon at 2PM. I saw the MovieTowne roadway on Sunday morning. It was not cleaned.

Now read this. That roadway is used by most of the foreigners living and working here because most of these people shop at Massy Supermarket. One can safely say that Massy Supermarket is the store where you can find White shoppers and Caribbean staff from CARICOM. What impression these people have of Guyana?

Remember the bigoted, foolish New York Times journalist who came to report on the petroleum industry and severely disparaged Guyana? What if he should come back, go to Massy to buy his imported lobster and see the road he has to drive on?

I don't know if the weeders were from the Ministry of Public Works, City Council or the particular NDC. But wherever they are,

what they were doing does not make sense.

I can understand if a country has overbearing rules and restrictions and anachronistic bureaucracy. You may hate them but still there are explanatory dimensions to their existence. For example, public institutions preclude entry to women with sleeveless tops and dresses.

It is completely wrong in the 21st century but there is an original logic to it. It was an imposition of Victorian values which were part of the then prevailing zeitgeist.

In modern day Guyana there are ubiquitous things that do not make sense. I conclude with three examples.

You have to pay a fine if your vehicle does not carry a certificate of fitness. It is a document issued by one of the most vital, important and security oriented institutions in Guyana – the police force.

The commercial banks do not accept as proof of address a certificate of fitness.

The very banks require you to have a certain document if you are accepted for employment at the banks - police clearance certificate.

As was recently carried in one of my columns, the banks are now accepting as proof of address driver's license but only for six months after the date of issue. Why six months? Why not 10? Why not for one year? Why not for two years.

Finally, I will never, never understand how in Guyana we can remove traffic lights and replace them with something called a roundabout in the hope that those in opposing traffic will have the decency to stop. I use those two roundabouts more often than most people in Guyana. Very few drivers stop.

If the signals were still there, people would be compelled to behave like civilised humans. Help me understand my country!

Minibus driver serving 25 years for Man critical raping schoolgirl moves to appeal after hit-and-run accident

Minibus driver, Inteaz Mohammed, who was sentenced to serve 25 years in prison for the rape of a schoolgirl has moved to the Court of Appeal to have the conviction and sentence overturned.

In his application filed last week, the 44 year- old convicted rapist outlined a number of reasons why his conviction and sentence should be overturned.

According to the notice of appeal filed by his Attorney, Sanjeev Datadin, Mohammed raised his dissatisfaction with the judgment of the High Court and noted that there were a number of errors on the part of the court in the conclusion of his case. The minibus driver is contending, inter alia, that the prison term which was handed down to him is too severe.

Mohammed, called 'Uncle Shameer' of Success,

East Coast Demerara, was convicted in June for the offence by a jury for raping a 15-year-old schoolgirl. The matter was brought before Justice Brassington Reynolds. According to the indictment, the rape occurred between September 2014 and January 2015.

Throughout the trial, Mohamed had pleaded his innocence.

The Prosecution's case outlined that the accused and the victim were known to e a c h o t h e r. M o h a m e d operated a school bus and would transport the teenager to and from school.

In September 2014, Mohamed picked up the girl from school, and took her to a dark, bushy area, and raped her.

Berrington and Cross rescue act - Having struggled early on to gauge the pace of the pitch, Berrington, who had scored five runs in ten balls, broke the shackles by launching legspinner Lega Siaka for a big six down the ground. It proved to be the trigger for him to get going. His quick footwork to fully go back or get right to the pitch helped negotiate the spinners.

And Cross’ tactful strike

Earlier, Mohammad N a i m ’s 6 4 h a d g i v e n Bangladesh a good platform for the last five overs, but they failed to build on it, slipping from 101 for 2 in the 14th over to 153 all out.

Shakib Al Hasan contributed with 42 off 29, while fast bowlers Bilal Khan and Fayyaz Butt got three wickets each.

Jatinder kept Oman in the game with his 40 off 33 balls, that included four

fours and a six. He also put together two good partnerships in the top order, but Mahedi Hasan bowled a superbly tight spell, before Mustafizur Rahman, unusually erratic in his first spell, finished with 4 for 36.

A quiet spell -When Oman moved to 57 for 2 in the seventh over, Bangladesh were really looking down the barrel. Mahedi coolly bowled two overs for six runs, slowing down Jatinder and Zeeshan Maqsood in the process. Mahedi is good at mixing his pace, but keeps a fuller length. He has a good record against both left and right-handed batters.

In the midst of a messy bowling performance from Bangladesh, Mahedi stood out.

Maqsood couldn’t resist anymore with the changes of

pace, finally holing out in Mahedi’s next over, before the offspinner finished off with a six-run over. This 4-014-1 spell went by mostly unnoticed, but it was Mahedi who brought Bangladesh back in the game.

Jatinder’s near oneman show - Oman, however, had hope as long as Jatinder was at the crease. So good is Jatinder’s form these days that even when he gets out, it’s off a very well-timed shot. He was dismissed when he swept for a catch to Liton Das at deep square leg off Shakib. But it was an innings worth remembering against a top quality bowling attack.

He conceded five wides in the first over, as his attempt to bring the seaming ball back into the right-handed batter kept slipping down the leg side. In the next over, Mustafizur dropped Kashyap Prajapati at short third man. It was a regulation diving chance to his favourable left side, but it popped out.

As if all that was not enough, Mahmudullah dropped Jatinder on 10, off Mustafizur.

The bowler fumed with his hands over his head, but because this was his captain, he couldn’t really react like he would have wanted.

Naim to the rescue When Bangladesh batted, they story of poor powerplays continued. They scored only 29 runs on this occasion, but at least one of the openers made a considerable score.

Naim had been struggling in the Dhaka pitches against Australia and New Zealand, except for one innings, but in Muscat, he opened up with some bright s h o t s .

midwicket. And Jatinder let the ball slip through his fingers at the sweeper cover boundary in the eighth over.

But their luck changed with two moments of brilliance: Butt’s return catch off a Mahedi bunt and Ilyas’ direct hit from point running out Shakib. The mood lifted, Oman now took all their catches, including Jatinder, who took two near the boundary line.

Bangladesh end meekly - If there was one chance to make up for their poor powerplay, it was the last five overs. But Bangladesh disappointed with just 41 runs, losing six wickets. It started with Naim hitting a beautiful six, but Kaleemullah removed Afif and Naim in the following over. It left Mushfiqur Rahim and Mahmudullah to make the most of the last 20 balls, They hit a six and a four, before Mushfiqur was caught behind, while Bilal yorked at Mahmudullah’s wild swing. Lady Jags arrive in Puerto Rico for Training Camp and Practice Matches

T

he Guyana Senior W o m e n ’ s National Squad has landed in Puerto Rico for a week-long encampment, including friendly matches against the hosts, as preparations intensify for crucial FIFA Women’s World Cup qualifiers next year.

The first round of qualifiers was rescheduled to February 2022 from November this year by Concacaf due to logistical problems posed by the ongoing COVID-19 pandemic.

The Puerto Rico encampment is the first opportunity for international-based and domestic-based Lady Jags to train together since the onset of the pandemic in early 2020. ”We are looking forward to assessing our talent during the friendlies at the Puerto Rico camp,” said Head Coach Ivan Joseph.

“While several key players will not be present, it will still be the first time I have observed in person several key players who I imagine will play a significant role in our efforts to advance out of our pool in February.” ”There will be lots of opportunities for emerging talent to make a case that they deserve to be in the final talent pool that will be selected to compete in the coming months,” Joseph added.

The Guyana-based contingent of players has been in training for several months at the Guyana Football Federation (GFF) National Training Centre in Providence, with several new faces and seasoned stars hopeful of making the grade for World Cup squads despite a lack of game time due to the pandemic. ”I feel very confident ahead of these two upcoming friendly matches,” said midfielder and GFF Administrator Lakeisha Pearson. “The team has been training for the past few months and the players have really bonded and developed in all aspects of the game.

We have a balance of experienced and young players being called up for these fixtures and the team will have a chance to train together before the matches.

We are going in confident and I believe we can be successful in these matches and make Guyana proud.”

While some familiar names will be missing from the camp, due to logistical and timing issues, particularly for players in North America, the squad will be enriched by the presence of professional goalkeeper and national captain Chante Sandiford, who is currently plying her trade in Iceland. ”I’m really excited about the relaunch of the program and that the team is going to Puerto Rico for training camp and friendlies,”

RHTYSC, MS Cricket Teams 2021 Christmas Programme

Pathera Solutions makes significant contribution as teams launch 2021 edition

T

he Rose Hall Town Youth and Sports Club (RHTY&SC), widely known for its policy where all members are mandated to participate in programmes that makes a positive difference in the lives of youths , less fortunate and the elderly launched their annual Christmas Outreach P r o g r a m m e , r e c e n t l y.

This programme has as its main objectives making a positive difference in the lives of the poor during the festive season, to promote the real tradition of Christmas and to place a smile on those who need it the most.

The club and its twelve cricket teams every year undertakes a total of seven hundred activities under a wide range of sub headings including sports, education, social, coaching, community development, publications, pro life and charity among others.

The club has been hosting these programme since 1990 but has expanded over the years. The programme also includes the hosting of the very popular Christmas Village in the compound of the Rose Hall Town Primary School.

The cricket teams first hosted the Village in 2015 and over the last six years, it has developed into Berbice’ most popular Christmas programme, which is visited by thousands of kids and their parents. It involves the transformation of the compound with fairy lights and inflatable characters among other attractions.

On Friday last, the club and the cricket teams officially launched the 2021 edition at its official sponsor, Farfan and Mendes Ltd. Head Office in Providence. East Bank Demerara. Panthera Solutions, a member of the company handed over a cheque for three hundred and fifteen thousands to RHTY&SC Vice President Mark Papannah.

The donation would be used to assist the teams to prepare food hampers and to provide toys to less fortunate families.

Secretary/CEO Hilbert Foster stated that this year’s edition would involve the distribution of one thousand food hampers, seven thousand toys, handing over of two homes to less fortunate families and the distribution of bicycles, clothing, footwear, educational materials.

The programme would also include the distribution of hundreds of special Christmas gifts, donations to churches/ clubs, providing 500 Christmas morning breakfast to senior citizens , hosting of a Christmas Concert and if permission is granted, the hosting of the seventh edition of the popular Christmas Village.

Foster expressed thanks to the management of Panthera Solutions for the donation and noted that this is the third successive year that the company was on board with the programme.

Panthera Solution was established in Guyana in 2019 and is a joint project between Farfan and Mendes and the Crosbie Company of Canada.

It provides industrial solutions and value -added services to Guyana burgeoning oil industry.

Foster stated that Farfan and Mendes is the longest serving sponsor of the club and has been supporting since 1995, when it donated a grass cutter.

The company became an official sponsor of the club in 1997 and has been sponsoring the under 15 team since then.

Panthera Solution General Manager Andrew Dinsdale stated that his company was delighted to assist the club and the cricket teams to make a positive during the festive season.

T h e c o m p a n y, h e disclosed had a great respect for the RHTY&SC,MS and was very impressed with the way it conducts its business .He noted that the company is also a co sponsor of the club annual magazine and also sponsored a cricket development project earlier in the year.

The 2021 Christmas Programme would start on the 1st of December and ends

on Christmas morning.

A total of over 240 members are expected to be involved in Berbice largest Christmas outreach p r o g r a m m e .
