Welcome local cancer developments Care! It has a good feel, nice ring. Free cancer care is even better for the many who most need it. That was part of a recent announcement by the Hon. Minister of Public Health on the government’s 5-year plan to tackle cancer. It is overdue and encouraging. That is the position of this publication, regardless of who leads this nation forward. As breast cancer awareness month is being observed, the Ministry of Public Health went airborne to spread the good word during this cancer awareness month of October. Matters should not be limited to any single part of the anatomy, or kind of cancer, or month. The realities of cancer afflictions, cancer fears, and needed cancer hands call for year-round attention (by individuals) and more and more assistance from government. It is a stealthy stalker, a serial one that has touched too many lives too quietly, too unrestrainedly. It is time to fight back. The disease has had too much of a free ride and a clear path to flourish at will, while it has caught many napping, especially women. Some strategic interventions, preventative measures and treatment are already in place. Now, the Public Health Ministry intends to deliver and highlight focused information on all cancers. That is good; people need the preliminary education. Further, (as reported by KN), Minister of Public Health, Volda Lawrence, during a video presentation on Cancer Care shared that it is “her wish to see all persons in Guyana having unrestricted access to cancer treatment and prevention services.” Unrestricted access to treatment can only be commended and would make a world of difference in the lives of the stricken poor, who have little to nothing to fall back upon when the expensive treatment regimes of cancer stare them in the face. This harsh reality is lived with by numerous helpless cancer patients: there are no cheap cancers, none that could be considered affordable. Minister Lawrence went on to pinpoint some specifics of what she and her ministry envision: First up would be “at least one mammography will be purchased annually and placed at different health facilities.” Second, she was driving towards “free radiation treatment for which people have been paying astronomical amounts.” And third, “to ensure that we can have a specialised health facility that looks at all types of cancers.” Many women are unaware or negligent in detecting warning signs of trouble, and those that do, find themselves hobbled from taking the next steps to ascertain if there is a problem. In the fewest words: the urgency of money. Radiation treatments require dozens of sessions, which can be fatiguing on body and draining on finances, which is the same or a worse burden. There is no uncertainty at that stage, merely the unhappy awareness that the funds are too few. Promised assistance by the state, arriving in tranches within the next five years, cannot come quick enough. Last, a specialized hospital for any kind of chronic disease, and particularly ever-present cancer, is a welcome sound. It would be good to see this happening, which could be a boon for many. As if to make clear the notorious cancer presence, “according to PAHO/WHO, breast cancer kills half a million women globally every year. Fifty per cent of those cases come from developing countries such as Guyana” and “in Guyana, breast cancer is the number one overall,” country chief Dr. Adu-Krow said. Citizens can do much to give themselves a better chance to elude the dreaded diagnosis. Among the early efforts are never smoking and distancing from cigarette smoke (self-protecting), consuming alcohol in moderation or not at all (self-disciplining), eating healthy (selfcorrecting), and committing to an active lifestyle (selfenhancing). These are only first steps, with the keys being sustained effort, as well as some combination of all the elements. There are no guarantees, but there is the satisfaction that the things, which are in one’s own grasp, are being pursued in a determined and enduring manner. These can contribute not only to a longer life, but one that is of a better overall quality. The individual takes charge, while government is there as a good neighbour in times of need. Cancer care can be made affordable.
Assisting in the fight against Crimes in Guyana DEAR EDITOR, Please permit me the opportunity to express my views in helping to reduce crime in our country. The majority of crimes committed, have been done by motor vehicle and motorcycle. The government, the ministers and the police force have not instituted any new plans to combat crime. I suggest the number plates be made by a government institution/ facility and must be metal pressed and heat embossed plates, the embossed plates must be reflective and glow in the dark. The number plates that will be made and issued by government institution/facility have to become the property of the
registered owner (this means that if PLL 6761 is V. Ishwaridin # plate it’s my property) if I choose to sell my car I cannot give, sell or transfer my number plates, I would take off my number plates and when I buy another car I will have to register my PLL 6761 # plates to the new car (GRA) this can be done to update my property. Government and the motor vehicle department must stop the way number plates are issued and the making of number plates that are made by anyone. Worldwide number plates are metal pressed and heat embossed we see this with the cars that crossover our border (Suriname and Brazil) the number plates are metal
pressed. By having the number plates registered as your property will make it easier for the Police to find the owner of a vehicle or motorcycle, it will also help with the illegal vehicles in the country. Please understand that the owner of a number plate (PLL6761) cannot sell or transfer a Vehicle with number plates, the number plates has to be taken off of the vehicle and the new owner will file/ apply for a number to register the vehicle. The owner of number plate PLL6761 has to report to the motor Vehicles department (GRA) informing them that the vehicle has been sold and the number plate (PLL 6761) is in possession. When a new car is acquired
by owner of number plate PLL6761, that owner will inform GRAso that an inspection can be done of the type of vehicle and that number plate PLL6761 is registered to this vehicle. I have offered this simple but effective solution to the government, but as a low class citizen I cannot offer help or advice in the development of my country (This is how I feel). I have tried my best to explain the regulations of having Metal pressed and Heat embossed number plates. The Police Force should improve its response Police Station on telephone 216 0252. I called Diamond Police to noise nuisance Station at 1:57 hours and reported the noise nuisance. At 2:23 DEAR EDITOR, On Saturday October 12, 2019, there were strings of multiple coloured flags across Craig old road on the east bank of Demerara with ‘chic chic boards’ for gambling and loud music that started before 15:00 hour. The loud sound was generated by two walls of speakers, each about eight feet in height and ten feet width, facing each other on Craig old road. The sound waves emitted were loud enough to vibrate my roof, windows and flooring. That is noise to me; I endured more than twelve hours of it until 4:00 hours Sunday morning. Unable to sleep Sunday morning at 0:46 hours, I reported the noise nuisance to Grove Police Station by telephone. The noise continued at Craig old road long after I called. I made a follow up call to Grove Police Station at 1:35 hours. My roof, windows and flooring were still vibrating from sound waves emitted from Craig old road. Observing that no action was taken by Grove Police Station, I called the ‘A division operations office’ at 1:56 hours on telephone number 227-1270 and was advised to call Diamond
hours I made a follow up call to ‘A division operations office’ and the noise nuisance continued. In desperation I called the ‘A division operations office’ at 3:37 hours and Diamond Police Station at 3:40 hour. I was not satisfied with the responses received from three police stations. I felt hopeless but remembered a police officer once said to me, ‘Don’t give up, they are still good police officers around, you just have to find them’. My last hope was 911. I called 911 at 3:44 hours and the call was transferred to Grove Police Station; I spoke to the same police officer that received my first call at 0:46 hours—over three hours ago; despair is a weak word to describe how I felt. The noise was turned off at 4:00 hours. Having highlighted my experience here, I wish to request that the Guyana Police Force improve its response time to noise nuisance at Craig on the east bank of Demerara since this seems to be a developing trend. How do you know it cannot work if you don’t work it? DEAR EDITOR, There must be something about Guyana’s political and academic elites that makes us afraid of big ideas. Since I don’t share V.S Naipaul’s pessimism of the Caribbean civilization, I wouldn’t go where he went with his conclusion about the region’s capacity to exist and survive in a state of freedom. But I do wonder sometimes if we don’t give the detractors of our civilization the tools they need to justify why they should still treat us as if we are “half-children.” I align myself more with Calypsonian Chalkdust who penned the following lines in a calypso titled “Them People laughing at we”. He observes, “Though slavery gone/And the toils done/ Some white people/ Still having Fun/ For there are Black men /who by their works/ Still providing the whites with jokes.” We have to be joking if after six decades of independence and all the money we invested in educating the current elites and after giving the world some of its most tower-
ing intellects, all we can say when confronted with a novel idea is “it cannot work.” I remember two decades ago when, faced with a crisis of governance in our ethically divided society, a few of us mainly from the WPA, PNC and ACDA (Ravi Dev and Moses Nagamootoo were also supporters) put the idea of Power Sharing or Shared Governance into the public domain, we got the same refrain—”it cannot work.” The esteemed Elder EusiKwayana, who in 1961 had first proposed the idea in Guyana, was moved to ask— ”how do you know it cannot work if you don’t work it?” The veterans of that campaign are still around. They will remember the frenzy in the newspapers—the mundane questions, the uninformed comments and downright nonsense. I am making a distinction between informed and intelligent disagreements and uninformed chatter. Today Shared governance is in every party’s manifesto. One party, ANUG, is even building its campaign around the idea.
It was one of the APNU+AFC’s gold star campaign planks in 2015. You learn that history moves on and brushes aside the messengers of nothingness. But history also repeats itself. Since Clive Thomas and the WPA introduced the one new idea on how we can creatively utilize a small portion of the expected Oil and Gas wealth in a new way, we have witnessed the same circus in the media. There are the uninformed who were colourfully described by Clive Thomas the other day. Then there are the social bigots steeped in their disdain for the poor. There are also those who know better but out of political jealousy bite their tongues—how can such a big idea come from a small, non-existent party they whisper. They obviously don’t read Alan Fenty’s column on the role of political “think tanks.” So, you read and hear all kinds of nonsense about why Cash Transfers cannot work—I mean real nonsense that must have emanated
from places I can’t describe in a public missive. Then there are the educated ones who ran for their economic textbooks and pull out all the inflations they could find. They line the newspapers with the imperfections of the idea, but not one line about its perfections as it transforms the lives of approximately 1.2 billion people globally. Others borrow terms associated with racial prejudice. The problem is that not one of these critiques start with the poor, for whom the policy is intended. For these experts, the poor are invisible. In any case what do they know of the poor? Ole People say, “Stone deh a bottom river, he nah know how sun hot.” But the aspect of this whole thing that saddens me the most is the narrative that instead of Cash Transfers, the money should be spent on education, or agriculture, or infrastructure, or job creation or health care depending on which guru speaks. Not correct to say Mr Swami DEAR EDITOR, Reference is made to “Political Stunt” (Oct 16) to correct usage of the honorific and respected title “Swami” and “Ji” by one Dr Annie Balliram. Swami is not his name and Aksharnand has been ascribed to him by gurus after becoming a Swami. It seems that Dr Balliram is not familiar of Swami Aksharnand. Otherwise she would not have referred to him as Mr. I applaud Dr Balliram for chastising the Swami. I hope she will also assail all those from all organizations and political parties who abuse their supporters or mislead them down a labyrinthine abyss of which they will never climb out. I do not subscribe to the attack on the character of the President or on anyone. I leave that to politicians. Rather than attack the President, the court should have been used to challenge his legitimacy if one feels he is illegal. There being no challenge, the conclusion or assumption many would make is the President is legal. The party’s supporters feel he is

legal while the opposition feels otherwise. The CCJ could have pronounced definitively on the issue. Why the reluctance to go to court? It reminds me of the unwillingness to challenge the illegality of the Burnham constitution. As academics, we must be objective and hold all leaders accountable and not selective slamming a few and leaving some unscathed. We must be above the fray not part of the fray. I will not prejudge the Swami and or the reasons for Swami Ji inviting the President as the main guest at the school’s graduation ceremony. I would not like to be in his shoes. It is a tough call that was or is bound to have consequences either way. It is an internal decision making of the school management’s committee and it should have taken into account the views of the community and other stakeholders. I don’t think it was his decision alone. I hope all stakeholders played a role in the decision making. The SVN should have done what was or is in its best interests. And in making a deci-
sion, one also must take into consideration of how SVN was treated by previous governments. Which government better serve the interests of SVN and its constituents? Which one least disrespected SVN and which one has been most helpful to SVN? The Swami is not above criticism. But in boldly criticizing the Swami would Dr Balliram and others also be equally courageous in criticizing their own leaders of organizations or political party when they act against the interest of their supporters? Did their party (whichever one they support) act in the best interests of their supporters? If not, did Dr Balliram or others ever speak out? I presumed Annie is a Hindu but even if she is not, she ought to know that Swami itself is a title and a highly revered one. There is no need to place Mr. in front of this honorific title; it is inappropriate. Did the Agriculture Ministry purchase the LBI Estate complex? DEAR EDITOR, I have seen advertisements by the Ministry of Agriculture concerning its World Food Day activity. The activity, from what I saw, was planned for October 16 at the Ministry’s Complex at LBI. Being interested in the activity, I began to enquire from friends and relatives about the Ministry’s LBI complex as I wasn’t aware that the Ministry had established such a facility. Several persons I asked were like me, clueless about the Agriculture Ministry’s complex. I have, however, come to learn that the complex is really the former LBI Estate complex which the GuySuCo Head Office is now located. I recall not too long ago, GuySuCo and NICIL were fighting, almost like cat and dog, regarding the ownership of the very
property. Each side, I had read, claimed ownership in one way or another. It is now a surprise to learn that all of a sudden that the Ministry of Agriculture, it seems, is now the owner of the property. I do not recall any publication about this in the media. Did the Ministry purchase the complex from GuySuCo? If so what was the cost? Through what means did the Ministry acquire the property? Was there an open tender to determine the highest bid? What was the Ministry’s purchase price, if there was a purchase? The media is being called on to do serious introspection of the role they are playing in upholding these values. Some sections of the media have failed us miserably. If we put Guyana first and let the chips fall where they may, it is what it is. Blame is also apportioned to the government for not helping society by not pushing back on the PPP lies which is helping in the destruction of society and not addressing these issues. Even as the PPP and some engage in deception the media-as the fourth estate, the major purveyor of information- carrying a responsibility to help shape Guyana and build cohesive society, for peace, stability and the common good have a responsibility to remind us of the truth. The situation also reiterates the point of relying on primary sourced information and avoiding the temptation of being misled. It may be hard to quantify/ qualify as of now how much damage sections of the media have done to this nation when it comes to building a society. (Continued on page 6 )

I do believe from video footage that the accident could have been avoided or the impact of the collision minimized had the traffic laws been followed especially by the police vehicle which appeared to be
travelling at breakneck speed. The Police have a duty and obligation not only to uphold the law but also to lead by example. Clearly the speed at which the Police vehicle appeared to be travelling was way above the applicable speed limit. The other observation I wish to make is the use of the emergency siren which seems to be liberally used by the

SOP for the use of sirens by security vehicles DEAR EDITOR, The deaths of five persons, involving a security vehicle and a private one, have prompted me to ask a question which has been bothering me for some time now. Is there a Standard Operating Procedure governing the use of sirens by security vehicles (assuming that privately owned and operated vehicles are NOT permitted to use sirens)? If there is such an SOP, are these security vehicles permitted to use such sirens when, e.g. NOT in an actual CONVOY, NOT in pursuit of a speeding private vehicle, NOT in the
apprehension of a criminal, NOT in the attempt to prevent a crime, or for that matter, going to a restaurant to get a fried rice? I have been told that sirens are being used by security vehicles (police vehicles, generally) to take children to schools, wives to markets, and even friends to “outings”, and have personally seen vehicles with sirens on, followed (at the same speed as the police vehicles) by private cars, mini buses and motorcycles.I would appreciate a response by “a fit and proper” security official, please. I want to scream—”But we already spending money on those things; a lot of money and for a long time now” What’s new about spending on education, infrastructure, etc. I hope the government spends more to improve those areas. But the Cash Transfer discourse is on how we can creatively supplement those areas of development—how we can more directly invest in people. Education, jobs, health care, etc. are necessary and vital investments in people, but they are indirect investments. Cash Transfer is
a direct investment that comes in the form of added income— Added Income, not free money and hand outs. In any case, government cannot give free money—a government is not a philanthropist. Before I go, I must answer Mr. Jagdeo who I have acknowledged as one of our better Applied Economist. He is informed about Cash Transfers—its history and its economics. So, he is just playing games when he seeks to amplify his differences with the WPA’s proposal. He wants to give it to a targeted section of the society—the poor. So far so good. The WPA wants to give it to the poor too. But in our racially divided society, we
know what a PPP or PNC “targeted section” would look like or be accused of looking like. I say no more. WPA says when you give to all households, you leave out no race and no section of the poor. But this I know—every party contesting the coming election would have to address Cash Transfers in one form or the other, because it is the only creative and fresh people-centered idea that is being put before the people. From page 5 Even if they have a horse in the race they have a moral responsibility to society not only to those who spend their advertising dollars but those who read them, for failing to do so would be contributing to the political bullyism we have been witnessing. It is hoped the international community that threatened sanctions based on deception, perhaps misunderstanding of the court ruling and high priced lobbying misrepresentation, has taken note of the CJ’s ruling. It is hoped the CJ’s pronouncement that the Consequential Order be “read dispassionately and objectively” is taken seriously. This is a position I have been calling for from day one. Had we done this it
would have eliminated much of the ugly tension and division that have surfaced since the no-confidence issue. I recognise that even if the PPP knew this was about PR mileage they have already had their supporters misled and channelling the distorted mantra. Clearly some have not taken the time to read the ruling or deliberately set out to mislead by applying their own interpretation. We have to reset our relationship with each other, be we political ally, foe or neutral. Efforts have to be made to stop normalising conduct in a diverse nation such as ours that can pose threat to our collective stability and well-being. Finally, there is still need to give effect to Item 7 in the CCJ Order that “Article 106 of
the Constitution invests in the President and the National Assembly (and implicitly in GECOM), responsibilities that impact on the precise timing of the elections....” The nation is reminded that Kaieteur News August 3, 2019 reports in an article titled ‘Elections date long gone...’ that the CJ basing her argument on the CCJ’s ruling reportedly expressed, “we are supposedly in a period of an extension for the timeframe for holding elections, but that extension has not been agreed on.” The CJ is quoted directly as saying, “We are still waiting on the National Assembly to meet.” It is time for the National Assembly to meet, discharge its constitutional duty and uphold the Court’s ruling. Terminate a monster in its shell or it will come back to haunt you Dear Editor, Recent disclosure about a Trinidadian company taking Guyoil to court over the termination of a contract it signed with Guyoil, allegedly because the company refused to offer a bribe to a minister with responsibility to overlook Guyoil, offers possibilities to the president to make or break the Coalition Government in this election season. If the president is serious about a platform on tackling corruption, here is a golden opportunity to prove to the electorate that he can metamorphosed out of his cocoon of silence to appear as presidential material, with the will to tackle corruption in the eyes of the electorate. In the beginning there was Durban Park, monies spent there is still to be accounted for, the drug bond fiasco, the new harbour bridge feasibility and design, the signing bonus, sole sourcing by the ministry of health, Boom out at Providence and a host of others where allegations of misconduct or corruption were levelled at some of his ministers. Not once had Granger ordered any investigation to ascertain the facts of any of these allegations in an attempt to inspire the populace into believing that a punitive response was forthcoming. Over the last four years Granger had demonstrated that he lacked the opulence to control the people under his umbrella. In the last four years, as the president, Granger’s actions seems to suggest that his understanding of being presidential means doing what he wants to do and not what the people or Constitution require him to do - being autocratic rather than democratic. Now that elections are approaching Granger ought to be cognizant of the fact that his ascending to the presidency was not some form of “manifest destiny”, it was as a result of popular vote by the minutest of margin. Has he or his Government done enough
over those four years to inspire the electorate to maintain or increase that margin? I think not. The “man in the street” is ready to utter a famous phrase signalling the fall of the Babylonian Empire, “mene mene tekel” (You have been weighed on the scales and found wanting) in rejection of the Coalition. The Trinidadian company contract termination by Guyoil, allegedly because the company refused to offer a bribe to the subject Minister offers President Granger a glorious opportunity to turn the perception of the electorate in favour of the Coalition. Granger, seemingly reliance on new promises to propel the Coalition to victory will only have the effect of “seeds planted on Stony soil” on the electorate since no concerted attempt was made to keep the promises made in 2015. The public wants to see action and the time is rifewith impending elections looming on the horizon. If the president has the fortitude to calI on SOCU to investigate this matter and roll a single head of his administration in this opportune moment, it could earn the Coalition a dividend of 30,000 votes from the electorate that would not be forthcoming in his silence and inaction against corruption. Should the president refuse this opportunity, it would be perceived that the president is afraid that the one rolled head may be inclined to sing like a Robin, exposing a hornets nest of corruption in high places. Failure to attempt to nip corruption in the bud may have resulted in the accumulation of skeletons in the Cabinet’s closets. In this scenario, Granger may be more willing to take the Coalition’s” boat over the falls” rather than capitalizing on this opportunity to fake a stand against corruption. The Natural Resources Ministry should launch an investigation DEAR EDITOR, The Ministry of Natural Resources (MNR) through its social media outlet and Public Affairs and Communication Unit have now jumped on the bandwagon in defence of the beleaguer GFC Head of Monitoring and the Monitoring Unit in itself. Rather than trying to cover up gross allegations of corruption, system compromise and deliberate collusion, the MNR is hereby advised to launch an investigation into the matter. The best response by the MNR to my letter and accusations could only be dubbed as “scandalous and devoid of the facts” and deliberately
chose to ignore the damning allegations of corruption to hide their complicit actions. time he has been robbed but the first time for the year. He appealed, “I want the government to know this and look at this now, that I need a firearm to protect my family and if the administration and Mr. Ramjattan is listening to this, I am begging him. I have responsibility over rice land, truck and other equipment and so I am begging him for a firearm to protect my family.” Ketwaroo further stated, “If they can’t give me a firearm to protect my family then I might have to sell out everything that I get and leave this country”. However, Ketwaroo has never applied for a firearm but made attempts to do so twice by visiting the Mibicuri Police Station sometime ago but was deterred after he said “there were too many procedures”. The businessman, in addition, disclosed that he was robbed in Georgetown

Pilot rescued after plane crashes A pilot walked away almost unscathed yesterday after the small plane he was flying went down in Region 7.Safe is Captain Bernard Singh, 48, of Domestic Airways.However, the Piper PA31 aircraft, registration 8R-HAI, was not so lucky evident by the severe damage it sustained.According to the Guyana Civil Aviation Authority (GCAA), it is investigating the crash.From initial investigations, it was found that at 7:53am, the aircraft belonging to Captain Orlando Charles of Domestic Airways, and piloted by Captain Singh crashed after take-off from Aricheng, Region 7. The aircraft was destined for Ekereku Top, in the same region. “Air Traffic Services at Timehri has confirmed that an emergency locator signal was received from Search and Rescue Satellite Aided Tracking (SARSAT). The location was confirmed to be 2.71 Nautical Mile Northwest of Aricheng aerodrome with coordinates N06 16 18.00 W060 15 06.00. Search and Rescue Unit has been activated and ongoing,” the authority said in an initial statement. In the afternoon, there was good news. “A Search and Rescue team comprising the GDF Special Forces and Air Navigation Services Personnel of the GCAA departed Timehri for Aricheng at 11:30am. THESE STREEETS ARE NOT MADE FOR WALKING The problems of the poor never seem to disappear. And in Guyana, the challenges they face are getting more serious each day. The streets are no longer made for walking. People are being robbed each day in our streets.Poor people have no choice. They have to use public transportation. They cannot always afford a special hire to get from one location to the next. And so they walk and when they walk, they risk being robbed. The ‘big boys’ in the government have their huge SUVs which move them around. They are protected by armed bodyguards. They are living in a different world to the one which ordinary workers have to face each day on their way to and from work. Just yesterday, a video surfaced on social media showing security personal handing over a man to the police. It is suspected that he robbed a Cuban national. Almost every day, Cubans are being robbed while shopping. There is going to be a fallout from this harassment which Cubans are facing. The Cubans are going to stop coming to do business and they will end up in Trinidad and Suriname whose Chinese-owned stores are courting Cuban shoppers. The Cubans are keeping
the business sector afloat. It is estimated that Cuban shoppers spend as much as US$1.5 M per week in stores along Regent Street. They also spend just as much on food, transportation and accommodation. The Cubans are making a contribution to business and it is their foreign currency which is helping to prevent another major devaluation of the Guyana dollar. Most Regent Street stores are now open for business on Sundays. And the single factor responsible for this has been Cuban shoppers. Given, the fact that the Cubans are good for business, we should have been protecting them rather than robbing them. A few months ago a young man was seen sprinting down a city street with a suitcase in his hand which he had stolen from a Cuban shopper.The Cubans will stop coming here once this trend continues. They will prefer to go to Suriname and Trinidad which has just stores which sell just as cheap as the Chinese-owned stories here.But it is not only Cubans who are being robbed. Locals are also being robbed. Two days ago, a small storeowner was robbed and shot in the leg. Everyday people get robbed in the vicinity of the Stabroek Market. The streets are not safe. Bi-
cycle gangs are now operating openly. Young thugs are roaming around looking to snatch cell phones. Women are seen as easy targets. Bandits are now slicing persons’ pockets while they are seated in minibuses. And they are also robbing pedestrians.Poor people are forced to use the roadways. They do not have cars to take them from one destination to the next. They therefore have to walk.This week a man who was walking along Church Street was beaten and strangled to death with his assailant’s belt. He reportedly tried to run away but could not get far.Many ordinary public servants such as nurses have to walk from their places of work to get to the bus parks. Some of them have to do so when the place is dark and there are not many persons around. They are at risk of being robbed.The government has erected high definition cameras around the city. These cameras allow for the identity of criminals to be determined easily. But it is not clear if these cameras are being deployed in the fight against crime.There are persons walking around with knives and ice-picks in their waist. These can be used in robberies but the police are not stopping too many persons and searching them for
these weapons. Some thieves walk around with machetes. A teacher was chopped to his neck this week and robbed of his bicycle. A bandit on bicycle robbed a furniture store on the East Coast last Monday. If he had encountered someone with valuables on the road, heaven forbid what he would have done to that person. People are scared and are panicking. Residents of Industry this past week reported the movement of some
strange characters riding around their community. While all of these atrocities are being committed, the police are concentrating in holding back protestors. Their priority is to control peaceful protests.The crimes which find their way into the news usually involve robberies against rich people. But there are many robberies which are committed each day against ordinary citizens who have no choice but to walk the streets. These go uncounted and

Business people must be extraordinarily cautious at all times One night, my wife and I left a wake-house later than we should. As we turned into Clive Lloyd’s Drive heading up to Turkeyen, I told my wife I will show her something about the Guyanese psyche that defies logic. I told her countless, literally countless couples have been robbed, raped and murdered late at night at desolate spots on the Kitty seawall not far from Clive Lloyd’s Drive, and not far from Sherriff Street. Yet over the long years couples continue in a selfdestructive vain on that seawall. It was a rainy night, the rainy season was on, the seawall was desolate and deserted, the skies were starless. Outside the Russian Embassy, I showed her a couple. Way past D’Augiar’s Turn,
there was another couple. The entire citizenry of Region 4 knows that people get robbed on the Georgetown seawall late at night. Why were those couples there on such a lonely night? Why not by Camp Street where the Eve Leary police head office is and where your screams can be heard? The rainy season comes in December and you should be in absolutely no doubt that on lonely nights, right on those two spots, romantic but foolish people will court their own demise. There has to be something eerie about the Guyanese psyche. I read the sad case of a woman who has a pawn shop, shot and robbed at the Harbour Bridge mall were her business is located. My condolences go out to her family
and I wish her a speedy recovery. But I have some questions. Is she aware which country she lives in? It is a country with a small population where crime is rampant, where a citizen can get robbed anywhere at any time in daylight or early night. The press reported that as she opened her door, a lone gunman attacked her. Why would someone operate a pawn shop, and take a bag of money, walk out of their gate and jump into his/her car and reach the business place with bag in hand they open their office? Surely, there must be some security measures. Did this lady say to herself that no one will attack her where she operates a pawn shop where jewelry and money are stored? How could she be so naïve? She must know that unsavoury characters lurk in that area. She has to know that. She must know that. Two days before the pawnshop owner was shot, a miner got killed right in his car
as he went to a gold establishment. The video showed there was no escort car. My condolences to the family of the brave businessman, Deon Stoll. He died fighting for what he worked hard to accomplish. The obvious question is; why was there no escort vehicle? What the escort personnel do is that they come out of their car and survey the immediate vicinity. If a car was following and you are uncertain then basic security rules kick in. You do not go to your intended location. As you drive aimlessly, and the following car is still following, then, you know that there is a security risk involved. If a car is tracing you and you drive around Georgetown, since the intention of the criminals is to attack you, they will keep following you. How can you miss the license plate? The video showed that there was
no security detail in another car behind Mr. Stoll. Days before the murder of Mr. Stoll five fishermen were robbed and murdered on the high seas on the Corentyne River. Again the questions are plenty. Fishermen know on the dark seas during uncivilized hours, bandits lurk. Too many have died before and they have to know that. Since it was five of them, then, two had to take turns doing security details. Once a boat is seen in the area, the sleeping crew members should immediately be awaken. Once the strange boat draws closer, then they should flee. I don’t know if they were not armed and the passing boat fired on them. Finally, at 9.15 last Saturday night, on Church Street, outside of a high security building, the office of the Opposition Leader, a man was robbed and killed. The security guard witnessed the inci-

Guyana secures financial protection against oil spills -response exercises to be done annually
T
he Civil Defence Commission (CDC) along with other stakeholders have embedded several provisions in Guyanas draft National Oil Spill Contingency Plan which ensures the polluter pays for any spill that is discovered. In fact, the draft plan that was perused by Kaieteur
News notes that the polluter will cover costs that range from product loss, clean-up measures and restoration. Where funds are found to be insufficient, Guyana would then cover same and ensure that it is reimbursed by the polluter. In cases where costs of clean-up exceed the limited li-
ability of the owner of the ship, the draft plan notes that Guyana would make a claim to the International Oil Pollution Compensation Fund in accordance with the 1992 protocol of the Convention on the Establishment of an International Compensation Fund for Oil Pollution damage. Further to this, the draft
plan states that oil spill response drills would be held annually to ensure local teams are always in a state of readiness. Kaieteur News understands that this training would be monitored by the Regional Marine Pollution Emergency, Information and Training Centre (REMPEITC), which was established in 1995. The entity is largely funded by the International Maritime Organization (IMO), the United Nations Environment Programme (UNEP) and the United Nations Development Programme (UNDP). It exists to assist countries in the wider Caribbean region to prevent and respond to pollution in the marine environment through developing and assessing national and multilateral contingency plans, training and workshops, technical support and consultancy, and public awareness. At the recent opening of a workshop for final consultations on the draft plan, CDC Head, Colonel Kester Craig noted that comments from participating agencies such as the Finance Ministry, Coast Guard, Guyana Fire Service, Energy Department, and the Environmental Protection Agency (EPA), will be incorporated into the draft plan along with those received from the International Monetary Organization. It would then be presented to Cabinet for review by November 1. Speaking to the years of planning that went into the final document, Colonel Craig reminded that the first draft of the National Oil Spill Contingency Plan was developed by the Guyana Geology and Mines Commission (GGMC) in collaboration with the US Coast Guard. This draft, he said, was later updated by the Maritime

Administrative Department to incorporate guidelines from the International Maritime Organization and other international standards. In January of this year, Colonel Craig said that the Civil Defence Commission (CDC) established the National Oil Spill Contingency Planning Working Group with the aim of ensuring that focused attention was given to the review, updating and finalizing of the National Oil Spill Contingency Plan, as well as the establishment of the systems which would be outlined in the plan to ensure effective and efficient oil spill management in Guyana. Expounding further, Colonel Craig said that membership of the Working Group comprised of representatives from Civil Defence Commission, Environmental Protection Agency, Guyana Energy Agency, Maritime Administrative Department, Guyana Geology and Mines Commission, Department of Energy and the Guyana Defence Forces Coast Guard. He said that this Working Group met on a weekly basis for a period of about five months. He said that the dili-
gence of this Working Group is what led to the development of an updated draft plan, which he hopes will be finalized by October 31. Further to this, the CDC Head said that the draft contingency plan outlines critical roles and responsibilities for agencies in oil spill response both onshore and offshore. He also said that the CDC has been identified as the Competent National Authority for Oil Spill Management, and as such, has overall responsibility for response to oil spill emergencies. Craig stressed that it is the CDC which has the authority to make and implement decisions to mitigate the impacts of oil spill. As for the Maritime Administrative Department, he said that this government body has been named the National Focal Point for an offshore spill, while the Guyana Energy Agency will be looking at onshore activities, and, in turn, will have responsibilities for coordinating the operational response, including the establishment of relevant Operations Centres in the event of a spill.

Now, it turns out that the host of that forum, the Energy Chamber of Trinidad and Tobago, neglected to invite any Guyanese business service organisations. President of the Georgetown Chamber of Commerce and Industry (GCCI), Nicholas Deygoo-Boyer addressed this matter in a release yesterday, stating that the local private sector was left out of the event. It was also confirmed that the Private Sector Commission (PSC) was not engaged nor was it consulted for the hosting of this forum. In a telephone interview with the Guyana Manufacturing and Services Association (GMSA)s Clinton Williams, Kaieteur News was informed that he was not aware of that body being consulted either. At this juncture, the Chambers President doesnt see that to be a reality. The country has a lot more experience in the energy sector and, according to Deygoo-Boyer, access to
larger sums of capital at lower rates. “Therefore, they can pay higher prices for assets as they have a lower hurdle rate.” He also raised concerns about issues like transfer pricing and the lack of a multiplier effect for revenue trickling out of the Guyanese economy. Guyana, he posited, must work to encourage investment in Guyana from foreigners like T&T in a manner that mutually benefits both parties. He indicated that they will have to do a lot more, including obliging discourse with the l o c a l p r i v a t e s e c t o r, t o prove its commitment to healthy investments here. with T&T and other interested foreign actors must be compounded by robust formal policies, including local content policy and legislation, policies around investment promotion and for strengthening of local businesses, according to the GCCI President. Oil contaminating Brazil’s beaches ‘very likely from Venezuela’, minister says The Guardian Thick crude oil that has stained hundreds of miles of pristine Brazilian beach in recent weeks probably originated in Venezuela, the Brazilian government has said, in an accusation likely to further strain relations between the two countries.
Brazilian authorities have been investigating the growing disaster for more than a month, as the oil has spread to more than 130 beaches across nine states. On Wednesday, the countrys environment minister, Ricardo Salles, told a congressional hearing that a
study by the state oil company Petrobras had concluded that the oil “is very likely from Venezuela”. He said that a foreign ship near Brazils coastline appeared to have caused the spill “accidentally or not”. Salles said that more than 100 tonnes of oil had already
been collected from the coastline since 2 September, but said that the disaster was proving “enormously difficult to contain”. There was no immediate response from Venezuela, but the Brazilian assertion is likely to further escalate tensions between the two countries. Jair Bolsonaro, Brazils

Boat captains suffer losses as ‘junkie’ torches jetty Boat captains and fishermen operating at the Goed Fortuin, West Bank Demerara jetty are claiming millions in losses after a drug addict allegedly torched the structure around 01:30 hrs yesterday. Yesterday boat captain, Eric Thakchand, of 123 Vreeden-Hoop, West Coast Demerara, said that around 01:30 hrs he was summoned by another captain who said that a security guard close by had indicated that the structure was ablaze. He said that he arrived shortly after and observed that most of the structure was engulfed in flames. He said that himself and several other captains tried to extinguish the flames but because the structures have been exposed to weather for a prolonged period, they quickly caught fire long before fire trucks arrived from Leonora, some 12 miles further down West Coast Demerara. He said he was reliably informed that a drug
addict living in a shack near to the jetty had set the structure ablaze. He added that the man was known to ingest drugs on a regular basis, and was also said to be mentally unsound. Police at the La Grange Police Station, West Bank Demerara, yesterday said that the man was arrested and taken into custody, following allegations that he had torched the jetty. Yesterday, Thakchand said that the blaze destroyed five storage bonds in which valuable equipment and fishing gear were stored. He said that seven large seines were also destroyed as was a 48horse power Yamaha outboard motor boat engine. The fire had also destroyed over a dozen fish storage containers that were in boats moored by the riverside. It singed the exterior of several vessels that were moored close by. Ex-army chief, Mark Phillips, tipped as PPPs PM candidate Former Chief-of-Staff of the Guyana Defence Force (GDF), Brigadier (Retd) Mark Phillips, will likely be the Prime Ministerial candidate for the OppositionPeoples Progressive Party (PPP). While stopping short of saying that Phillips is the candidate, Opposition Leader, Bharrat Jagdeo, was loud in praise yesterday of the former head of the Guyana Defence Force (GDF).
This week, Phillips appeared alongside the partys presidential candidate, Irfaan Ali, in a circulated video, discussing security. For many, it appeared to be the curtain raiser and confirmation that the party has endorsed Phillips for general elections scheduled for early March. Early elections was brought on by a shocking noconfidence motion carried in
December last year which rocked the country after court battles which reached to the Caribbean Court of Justice. During a press conference at his Church Street office, Jagdeo was asked whether the Brigadier is being considered for the partys PM candidate. He confirmed reports that Phillips was welcomed to be on the list of candidates contending the March 2020
elections for the PPP, and vouched for his integrity. “I believe he is a great person…I know of his skills in terms of finance and his security credentials, and Ive heard a lot about his integrity,” Jagdeo said. He revealed that he had met with Phillips and indicated that he would welcome him on to the team that will contest the election. Jagdeo noted, however, that candidates have not been nominated yet for the partys PM-hopeful post. “Let me say, Ive outlined, first of all, a process that we intend to follow in order to select the prime ministerial candidate. Ive made it clear that that person will come from the civic component of our party. I met with Mark Phillips and I said to him that we would welcome him on our team that is going to contest the elections. And he would be a welcome addition to our team. I made it clear to him the process that we would follow. I dont know if any one of our members will nominate him.” Jagdeo said that its very likely that his name could be nominated too, because members of the Central Committee and the Members of Parliament or anyone could nominate a person. “…and we will treat each name on its merit and then make a decision. he Guyana Telephone and Telegraph Company (GTT), as the main advocate for the country's Pinktober, cancer awareness initiative, has also hosted activities within the company to increase knowledge among its staff. “GTT employs almost one percent of our population; that's a significant number – and a prime place to start by making any impact,” said Jasmin Harris, Public Relations and Corporate Communications Manager at GTT. “Our staff has been actively involved in all of the outreach events during Pinktober and we thank

Among the internal activities was a decorating competition as hosted by GTT's Social Activities Committee (SAC). Ten departments decorated their office doors to depict his year's cancer awareness theme – 'Live aware and show we care.' “It is more than just words – our people are encouraged to actively demonstrate awareness and caring – for self and for others,” Harris explained. Corentyne man pleads guilty to killing friend, 86, who refused to give him money

Corentyne man who is on trial for the murder of 86 year old Fitz Hubert called “Grandfather or “Uncle Grimese, has pleaded guilty to the lesser count of manslaughter. He is on trial before Justice Brassington Reynolds in the Berbice High Court. Lincoln Odell, called “Shadow”, 26, confessed to killing Hubert. The act was done during a robbery on June 2, 2017, at the pensioner's home at Race Course Springlands, Corriverton, Berbice. The facts of the case were presented by State Prosecutor attorney at Law Seeta Bishundial. She told the court that Odell was a regular visitor to Grimes's home. On the day in question, he visited the premises. The pensioner and his caretaker and the caretaker's 11-year-old son were at home. The caretaker subsequently went out and Odell went upstairs to where the pensioner was. The child followed Odell upstairs and saw the culprit in the process
choking the elderly man with one hand whilst cuffing him in his face with another. The child ran down stairs whilst shouting for murder. He told his father what he saw. Neighbours subsequently saw Odell coming out of the house with blood on his hands. He then called out to neighbours for help saying that Grimes fell. The accused was subsequently apprehended. A Post-Mortem examination gave the cause of death as manual strangulation. The deceased also suffered a fractured right collar bone, bruises to the neck and other parts of the body. The accused told Police that he went and asked Grimes for a 'raise' but instead the elderly man told him to find a job. He got vex and began beating the deceased. Odell was represented by state appointed attorney, Siand Dhurjon. Meanwhile, a probation report was ordered by Justice Reynolds before sentence is pronounced.

odd Phillips’ standalone supervillain origin story Joker is arriving in theaters amid so much controversy and concern about the potential for copycat violence that the debate has largely overwhelmed the film itself. It’s been fascinating to watch the discussion around the movie shift from “Do we really need another Joker story so soon after Suicide Squad?” to “Is Joker full of dangerous ideas that will spur its worst fans to murder?” The initial worries around Joker assumed the movie would be unnecessary, its impact negligible. The current questions ascribe it with too much importance, as if it might incite full-blown anarchy just by existing. As usual in a case where people leap to extremes, the truth is somewhere in the middle. Joker may make some people who feel marginalized feel more seen and more powerful, and they may act out in response. There are some ugly, self-serving messages in the movie, which is incongruously bent on creating sympathy for Batman’s worst enemy and one of DC Comics’ most notoriously callous mass murderers and atrocity architects. But love it or hate it, the film does spin up a tempting fantasy of persecution and relief, of embracing nihilism as a means of complete escape from a terrible world. It’s a self-pitying fantasy, certainly. Phillips and co-writer Scott Silver follow in the footsteps of Joel Schumacher’s 1993 drama Falling Down in portraying the

world as a cartoonishly dark and uncaring place, an almost comically vile carnival where the protagonist can’t find a hint of comfort or relief. In a thoroughly immersed performance that’s being seen as a guaranteed awards-season attention magnet, Joaquin Phoenix plays Arthur Fleck, a parttime rent-a-clown working for a seedy talent agency full of exaggerated grotesques. Arthur is mentally ill and coping via meds and court-ordered therapy, which don’t offer comfort or represent caring. He’s devoted to his sick mother Penny (Frances Conroy), who’s encouraged him to see himself as a joyous light in the world, bringing laughter to the people. The problem is that he isn’t particularly funny. He’s painfully awkward, the kind of twitchy, social incompetence people shy away from in public because his erratic behavior feels like it could turn dangerous — or at least uncomfortable for them. It’s easy for viewers to empathize with his desire to be loved, without necessarily loving him. When he says he feels invisible, it’s clear why: he’s the kind of person people look away from on the street, out of apathy or active discomfort. That tension between sympathy and revulsion is one of the most honest things about Joker, which mostly goes out of its way to make the world awful. The dramatic ironies and injustices compound throughout the film, until it’s clear that Arthur isn’t paranoid, the world really is out to get him. And then he takes violent, irrevocable action. For much of its runtime, Joker is a consciously ugly film, visually and emotionally. Arthur starts with close to nothing, and loses it all incrementally, in ways designed to hurt empathetic viewers. Phillips and cinematographer Lawrence Sher (who also DP’d for all three of Phillips’ Hangover movies) give the film a sickeningly grungy, underlit, David Fincher-esque look, especially in Arthur’s squalid home. Everything about the storytelling — the ominous, booming score; the gritty darkness; the invasive sound design — is designed to be oppressive, and to push the audience toward Arthur’s point of view as the primary victim of all the
oppression. It’s hypnotic just how horrifying Arthur’s existence is, just as Phoenix’s performance is hypnotic as he spirals from fragile hope into increasingly outsized and confident acts of destruction. And then he escapes it all, by learning not to care — not about how or whether other people see him, not about whether he hurts or frightens or kills them, not about whether his final-act manifesto makes any sort of coherent sense. The important part of Arthur’s story — and the cause for so much of the concern around Joker — is that when he embraces his most nihilistic and destructive impulses, he suddenly earns the praise and attention he’s been lacking. That may not fully motivate him, but it’s meant as a message for the segment of the audience that feels closest to Arthur, those who feel most unseen and unloved: plenty of people agree with you that the world is unfair and ugly, and if you did something about it, they’d back your play.

It all goes down on October 20 and the producers have promised a suspense-filled, nail-biting first episode that will leave you coming back for more. For those who are unfamiliar with all things superhero, the Watchmen is an upcoming American superhero drama television series, inspired by some characters from the DC Comics limited series of the same name created by Alan Moore and Dave Gibbons, created and developed by Damon Lindelof for HBO, with Lindelof serving as executive producer and writer. The series takes place in an alternate contemporary reality in the United States, in which superheroes and masked vigilantes were outlawed due to their violent methods, but some of them gather around to start a revolution while others attempt to stop it.
According to Lindelof, the TV series will not be a direct adaptation of the original source material, instead, being "remixed"; aiming to tell an entirely new story set in the world where the events of the original storyline took place. The series will also showcase different points of view, with the only characters from the original storyline confirmed to appear in the series being Doctor Manhattan, the former Silk Spectre, and former hero Ozymandias. Health Minister testifies against man who attempted to obtain over $2M by impersonating her

As the trial continues for Mohamed Ali Minister of Public Health, Volda Lawrence, yesterday appeared in the Georgetown Magistrates Court to testify against the defendant. Ali is on trial before Magistrate Dylon Bess where he is accused of obtaining $2.1M worth in phone credit by falsely pretending to be Minister of Health, Volda Lawrence. It is alleged that Mohamed Ali between October 5, 2018 and October 10, 2018, at Georgetown, obtained from Julius Belgrave, $2.1M worth in phone credit, by falsely pretending the phone credit was for Minister Volda Lawrence. He first appeared for the offence in February of this year just one week after his father was arrested and charged for the same offence. The father, Azad Ali, 57, a labourer, of Albouystown, denied the charge, which stated that, between October 5, 2018 and October 10, 2018, at Georgetown, he conspired with his son, and other persons unknown and obtained from Julius Belgrave, $2.1M worth in phone credit, by falsely pretending the credit was for the Minister. Facts of the charges stated that the victim who is a businessman was contacted by someone who claimed to be Minister Lawrence. That individual requested of the victim to provide $2.1M in
GTT phone credit for the Health Ministry. The court heard the victim was communicating with persons who claimed to be the Minister and made arrangements for him to supply credit to the Ministry. After some time, the victim went into the Ministry to inquire about his payment and there he learnt that the Minister was never involved in such agreement to provide her Ministry with phone credit. Azad Ali is currently out on $100,000 bail while, Mohamed Ali is an inmate of the Camp Street Prison. Logger remanded for death of 4 yr. old stepson A 21-year-old logger was yesterday remanded to prison after he was slapped with a murder charge in relation to the death of his four-year-old step-son. Joseph James was not required to plead to the indictable offence which alleged that on October 7, last, at Silver Hill Linden/ Soesdyke Highway; he murdered Alex Prince in the course and furtherance of a rape. At the time that the charge was read to him, James was arraigned in the Georgetown Magistrates Court before Chief Magistrate Ann McLennan. The defendant was ordered to make his next court appearance on October 23, 2019 at the Linden Magistrate Court. Reports had indicated that, last week the boy was found naked lying in a pool of blood. On the day in question Prince was reportedly left in the care of his step-father. Further reports indicated that James claimed that he went to the shop leaving the child home alone. He later returned and found the child unconscious. The child was rushed to the Diamond Diagnostic Center where he was pronounced dead on arrival. The childs mother Stacy Goodridge and James had been arrested by the police following the death of Prince. This was after a postmortem examination (PME) revealed that the child had been sodomised and struck to his head. The PME, which was conducted by the governments chief pathologist, Dr. Nehaul
Remanded Joseph James Singh, revealed that the child had died as a result of blunt force trauma to the head. On Friday morning last, the findings were handed over to the police and the boys parents were subsequently arrested. Residents within the village of Yarrowkabra, on the Soesdyke/Linden highway have since come forward with more reports implicating James in other sexual offences with children.

Ramjattan asks firemen to care boat like their wives - $280M firefighting vessel commissioned Minister of Public Security, Khemraj Ramjattan, yesterday commissioned a “fully modernized fire boat” of the Guyana Fire Service (GFS). He pleaded with the members of the GFS who will be responsible for the operation of the vessel to administer good care and maintenance. His exact words were: “But please…this is an expensive piece of equipment, this is equipment that needs care like your wives.” He also said that it is his desire for the vessel to serve the people of Guyana for a long time. The vessel is said to cost some US$1.4M. According to Chief Fire Officer, Marlon Gentle, it has not been an easy path in ob-
taining the newly constructed vessel. He recounted that it has been part of the GFS’s plans for years to own a fire boat. However, said Gentle, it was not until the 2016 budget that the “back burner Issue” of a fire boat was given the green light. This, he implied, came after countless arguments about the importance of a marine fire vessel. He highlighted that past fires including the Demerara Distillers Limited (DDL) waterfront fire and the Guyana Rice Board fires which occurred in the 1990s, were at the forefront of their argument. Gentle said that had it not been for an intervention by
marine vessels belonging to the Coast Guards of the Guyana Defence Force (GDF), the blaze would have caused the whole waterfront to disappear. In addition, the Fire Chief said, Guyana is a country with exports and huge imports of major goods. These goods have to be transported by boats and tugs, among other marine vessels. This implies that the water fronts and wharfs of Georgetown and across the coast is a high traffic area. According to the official, goods, containers, etc. are also stored in these wharves. Granger Shuman hold talks of joining forces-no agreement made Wednesday morning as President David Granger spoke with reporters at the Ministry of the Presidency; he said that he has held preliminary exploratory talks with the leader of the newly founded Labour and Justice Party (LJP), Lennox Shuman. However, he said no firm agreement has been made since discussions are in their early stages. The president also said that they are in the process of looking for common ground and areas of convergence. These discussions were also confirmed by the leader of the LJP party. However, according to reports the former Toshao has been holding talks with other political parties toward a merger.‘ The Lennox Shuman led LJP party is considered a
popular third party that could have a major impact in next years regional and general elections. The LJP party was officially launched in January and has since been gaining some amount of popularity as well as its fair share of scrutiny. Letters were written to this publication indicating support for the party whiles some of these letters contended that third parties such as the LJP cannot be trusted. A letter recently written to Kaieteur News on October 9, last, condemned the LJP and two other parties as being “pretenders and hypocrites” who are only interested in their personal political ambitions rather than fulfilling the basic and social needs of Guyanese. He said that the company, Angloco Limited, was chosen above two Brazilian companies, Chinese companies and a few others. This is because Angloco’s cost was 50% less than the other companies.
Gentle detailed that in order to construct the boat a study was conducted. This study done was to have knowledge of the depth of the harbor located at Stabroek Market behind the Fire Service Headquarters. The distance from the Demerara River Mouth to the wharf was also measured and the turbidity of the river was also noted. After the studies were completed they were told that the vessel must be of an “aluminum hull type”. The engine installed and the propellers used are to suit Guyana’s condition. Gentle told the audience
and reporters that the fire boat will not only be used to extinguish fires. It will be used to conduct rescue missions in Guyana’s waters and act as a marine ambulance vessel. It will also supply large volumes of water to landbased firefighting units when needed. The vessel also said to support environmental stability operations, including spills and chemical cleanups after chemical release incidents. Seventeen persons were also trained to operate the highly specialized vessel and another batch is scheduled to begin training soon.

Soldiers eligible for pension after 20 years
Soldiers serving 20 continuous years will be eligible for pensions There has been an adjustment to army regulations which will allow soldiers to now be eligible for pension after 20 years of continuous service. According to the Official Gazette of October 5, 2019, the Defence Act which governs how the army operates, was amended to include new conditions for army personnel will benefit. The regulations was cited as the Guyana Defence Force (Pensions and Gratuities) (Amendment) Regulations 2019. The adjustment speaks about an officer or soldier who retires on or after attaining the compulsory age for retirement in his rank and has a qualifying service which exceeds the prescribed maximum period of service. It said the entire period of service rendered by that officer or soldier “notwithstanding anything in the regulations, shall be taken into account in computing his pension where or not the pension so computed exceeds the

limits prescribed in regulation 13 (2)... There are conditions…that the pension granted under this regulation shall not exceed the highest annual rate of salary payable…at any time in a pensionable office in Guyana”. The other amendment is also as important. It said that an officer or a soldier will be permitted to retire from the force at his own request before he has attained the age at which he is required by regulation 12 to retire may, at the discretion of the Defence Board, be granted a pension as specified in regulation 13 (2). The conditions are that the officer or soldier is within two years of the required retirement age and has completed the minimum period of service qualifying for a pension or has completed a minimum of 20 continuous years of service. The regulations were signed by President David Granger, who is chairman of the Defence Board, on October 5, 2019.
Woman, who was set ablaze by lover, succumbs About one month ago Olivia Defreitas of North Sophia, Georgetown was doused with a mixture of gasoline and kerosene and set alight by her boyfriend, Wazim Perreira. She has since succumbed due to complications resulting from the injuries she sustained. According to a relative, Defreitas died last Thursday (October 10, 2019) at the Georgetown Public Hospital Corporation (GPHC). Based on a post mortem report released Wednesday (October 16, 2019), Government Pathologist, Dr. Nehaul Singh, revealed that the woman died as a result of septic burns. It was reported on September 10 last that Defreitas was involved in an argument with her boyfriend. It was during the argument that the incensed boyfriend reportedly doused her with flammable liquid before setting her alight.The womans screams were heard by neighbours who came to her rescue. They dealt Perreira several blows about his body and apprehended him until the police arrived. Defreitas was then rushed to the GPHC where she was treated for second degree burns to her face, neck and abdomen. Perreira was later charged and remanded to

They started the year in emphatic fashion by beating England 2-1 in Tests at home but against India in August, they were able to bowl out the visitors only twice in four innings and could not cross 250 even once in as many attempts. “We came off about six
months ago a win against England in the West Indies which was very promising,” Lara said. “So you expected the team to maybe follow on after that. But there was a lot of one-day cricket and different things happening over the last five-six months with almost the same players. So the attrition level is something the West Indies cricket board and the management will have to see if they can solve that because some of the cricketers are understanding the shorter version of the game but the longer version they’re missing some key elements. “I think first we’ve got to get back to playing good and competitive first-class cricket in the Caribbean where the guys spend time in the middle as batsmen, bowlers bowl long spells and see if we can work from there. “But I still believe that the talent on show for West Indies is very good and promising. Maybe the entire batting line-up is in their 20s, you just want to know that if they’re playing at the highest level that they are capable of performing well. I think learning the game at the international stage is not where you want to go.” West Indies’ next assignment is a full tour against Afghanistan in India where they will play three T20Is, three ODIs and a oneoff-Test over a period of three
weeks. A short gap after that they will feature in another three T20Is and three ODIs against India in India. Lara emphasised on the importance of adapting to conditions on their tour of India, where spin usually plays a vital role. “To be successful anywhere in the world you have to adapt very quickly,” he said. “If you’re playing in Australia, India, South Africa, West Indies…they’re all different conditions. First and foremost, everyone that plays international cricket has a certain level of skill and talent to play the game. How you approach with your mental strength is key, adaptation of the environment you’re in is key. Learning all these important things to be successful...to be a step ahead, not having any excuses. I think those things are key to making sure that you’re successful playing anywhere in the world. West Indies have been a much harder opposition to beat in the shortest format, ever since they won the T20 World Cup back in 2012. They are currently ranked ninth in the format but could pose a different challenge for oppositions in the format, banking on some of the CPL stars who have broken into the team recently. The next T20 World Cup is still over a year away and Lara said handling the talent coming through from T20s will be key for defending

What we do with that talent, how we harness that talent is the
most important part. I reckon that the next eight-ten months before the World Cup there will be a lot of planning. You may even see some new faces coming through. If you listen to any other teams in the world or captains, they’re very wary of the West Indies. They never ever take us for granted, which is a good thing. So hopefully we will make a good showing coming to the World Cup.”

Port of Spain, Trinidad, CMC – Veteran all-rounder Dwayne Bravo has backed the decision by selectors to drop his younger brother, Darren Bravo, for the upcoming Afghanistan series. Acknowledging Darren’s recent poor form, Dwayne said the time away would allow the left-hander to revisit his batting and come back even stronger for future West Indies duty. West Indies clash with the Afghans in a one-off Test, three One-Day Internationals and three Twenty20s, in a series running from November 5 to December 1 in India. “Maybe it’s the right choice at this time,” Dwayne Bravo told CNC3 Television here. “This tour in India is one Test match [and] a few onedayers. Darren hasn’t been the batsman that we all expect and want to see performancewise. Sometimes you need that moment for yourself to go back into the basics.” Darren was West Indies’ leading batsman before an illadvised tweet aimed at former Cricket West Indies president, Dave Cameron, resulted in

Rampersaud leads J.C Chandisingh to championship trophy National junior cricketer Jonathan Rampersaud who was surprisingly left out of the 2019 Guyana Under-17 team continued his fine form in Berbice by scoring a mature 50 to lead his school, J.C Chandisingh Secondary (JCCSS) to championship honours in the Berbice Cricket Board / Rose Hall Town Youth &Sports Club / Guyana Bank for Trade and Industry Under-19 Inter Secondary School tournament. A total of 17 schools from Region 6 were involved in the tournament which was held under the RHTY&SC highly successful, Say No/Say Yes Campaign. The Port Mourant branch of GBTI sponsored the tournament. Playing in front of a large crowd consisting of mainly students from both schools along with parents and teachers, JCCSS won the toss and elected to bat first in the T20 final. Rampersaud and Reyad Mohabir added 27 for the first wicket before medium pacer Nicholas Lawson had Mohabir caught for 12. Surendra Ramcharitar (07) and Lucas Arthur were both run out but Jeremy Sandia (13), Kevin Ramnaraine (13) and Davendra Balkarran (11) all supported their Captain as JCCSS ended on 128 for 8 at

Five-man team to represent Guyana at 2019 Caribbean Cycling Championships
Paul DeNobrega The newly elected Guyana Cycling Federation (GCF) executive has identified and selected a five-member team for the 2019 Caribbean Cycling Road Race Championships which is slated to be held in Havana, Cuba, from October 31 to November 3. The Cuba-bound team will be made up of Jamal John, Michael Anthony, Paul DeNobrega, Curtis Dey and Christopher Griffith. They will be accompanied by GCF Secretary, Marc Sonaram who will serve as the Manager while (GCF Fundraising Committee Chairman) Enzo Matthews will be the Coach. GUYOIL/Tradewind Tankers launch Second U-18 Schools Football League

he second edition o f t h e GUYOIL/Trade wind Tankers Schools U18 Football tournament was launched yesterday at the Ministry of Education (MOE) ground. Present was Petra Organisation CoDirector Troy Mendonca who revealed that this year’s edition of the tournament will commence on October 27. “I want to give a big congrats to GUYOIL and TradeWind Tankers,” he said, commending them for coming on board for the second consecutive year. Mendonca noted that the selection process of teams for the tournament was based on the Milo Schools Football tournament as well as several other criteria. Competing this year will be Annandale, St. Stanislaus College, St. Johns College, President’s College, Berbice High School, Cummings Lodge Secondary, Marian Academy, Lodge Secondary, Queens College and Charlestown Secondary. Notably absent from the list is Christianburg/Wismar Secondary School (CWSS) of Linden which according to the organisers is due to budgetary constraints. MOE’s Lorraine BarkerKing contended that the MOE is pleased to be associated with the
tournament. Barker-King revealed that, “The sport (football) teaches winning and losing. Ultimately it teaches about life.” Jorge Abukhalil, an Executive of the cosponsors, Tradewind Tankers, reminded that, “We strongly believe in sport and it’s a great opportunity for you guys to develop your talents and yourself as a team.” Echoing his sentiments, Marketing and Sales Manager Jacqueline James of GUYOIL, told the media, “What we recognised is that sport plays an important role in the development of the child. We recognize that you’re doing something you love and that you are doing something for your school.” The winners of the tournament along with runners-up will qualify for the end of year Goodwill tournament that will include a school team from Trinidad & Tobago (T&T), the hinterland and an all-star combination. The winners will also pocket $200,000 towards a project of their school’s choice with second place getting $100,000, third $50,000 and fourth place $25,000. The tournament will be played on Sunday’s and Monday’s and will end on December 8.
