Jagdeo lawsuit cannot be served on AG Nandlall Vice President (VP) Bharrat Jagdeo might have been misled the nation on the service of the lawsuit brought against him by former Auditor General, Anand Goolsarran.

Jagdeo told a press conference on Thursday that he has not been evading court marshals and even advised that court marshals serve the document to Attorney General Anil Nandlall on his behalf.

However, Attorney for Goolsarran, Khemraj Ramjattan explained that since Jagdeo is being sued in his personal capacity and not as VP, the document cannot be served on the attorney general- the State's legal representative.

Ramjattan said: “Mr. Jagdeo might have been illadvised on the matter because this case was not filed against the VP but Jagdeo himself. Therefore, the court marshals cannot serve it on the Attorney

General.”

He added, “We are willing to have it served on Jagdeo's personal lawyer but we don't know who that is. I am willing to make that arrangement but I have not spoken Mr. Nandlall since last week.”

Ramjattan said too that since Jagdeo says he is not evading or avoiding service of the lawsuit, he can make arrangements to receive the document by saying where he is so that he can be served the document. “It is such a simple matter but it being made complicated Mr. Goolsarran went eight times to serve him but could not meet with him.”

The lawyer said given the number of unsuccessful attempts to serve Jagdeo, an application will be made to the court for substituted service.

“We will substitute service and have it published in the newspapers,” he said.

Jagdeo had told reporters on Thursday that he did not know that court marshals were looking for him to serve

court documents in relation to a libel suit filed by Goolsarran.

The response came days after Goolsarran told members of the media that he made eight unsuccessful attempts to serve the document on Jagdeo.

However, Jagdeo refuted the claims. He instead accused Goolsarran's lawyer Ramjattan of lying and making false claims for publicity.

“I see Stabroek News has been carrying the stories. But he [Ramjattan] is a vile person; he is prone to lying…

He told [Anil] Nandlall this morning, that he came to Freedoom House and they tried to serve me and I send down a message … I didn't even know the marshal was here… it's all a bunch a lies,” the VP said.

He continued: “I wouldn't know... I read it in the Stabroek News that he said it's eight times they tried to serve… I don't know anything about it but I'm in the public domain, I'm here, I linger everywhere; people know my schedule; it is in the public. I was in Linden, they could have come and seen me

Jagdeo said too that he is not afraid of being sued by the former Auditor General because he will defend the statement.

“My Lawyer urged them to file this, because I can defend it. He [Goolsarran] asked for an apology… I have the letter he sent but I refused, I said no 'you sue me' so why would I be hiding from that? All now, if they can't serve me; all they need to do is drop it off by the Attorney General's Department and I'll consider it being served. Just give it to him,” the VP added.

According to court documents seen by Kaieteur News, Goolsarran is seeking

$30 million for defamatory statements made against him by the VP at a press conference held at the People's Progressive Party Headquarters at Freedom House, Robb Street, Georgetown on 23 March, 2023 and during a public rally held at Port Mourant, on March 26, 2023.

According to the court document, at the March 23 press conference, Jagdeo made statements which were aimed at tarnishing Goolsarran's good name. The Vice President said that Goolsarran served as Auditor General for most of the tenyear period where no audited accounts for the country were present pre-1992.

Goolsarran believes that Jagdeo knew and intended to utter the words. As a result of t h e Vi c e P r e s i d e n t ' s utterances, the former AG is seeking a permanent injunction restraining Jagdeo from repeating the defamatory statements or printing, publishing or causing to be printed the said statements or similar defamatory statements.

Goolsarran is also seeking exemplary and aggravated damages; interest on all damages awarded pursuant to Section 12 of the Law Reform (Miscellaneous Provisions) Act Cap: 6:02.

Opposition calls on Jagdeo to prove ring-fencing oil projects could hamper future revenues The comments made by Vice President Bharrat Jagdeo that ring-fencing oil projects could potentially leave Guyana with “nothing” in the future have left sections of society baffled at the reasoning behind this conclusion.

One such stakeholder is the A Partnership for National Unity (APNU) that represents a sizable portion of the country's population.

On Sunday, Economic Advisor to the Opposition Leader, Elson Low said that the VP must justify his position with a proper study.

Low explained, “Jagdeo cannot just make a blanket statement about ring-fencing without citing a government study. His reasoning is not gospel.”

Ring-fencing is a provision that would allow each oil project to pay for itself. In Guyana's case, it would allow for the country to benefit from 50 percent of the revenue generated after the cost of each project has been repaid.

In the absence of such a provision, the operator of the Stabroek Block, ExxonMobil is allowed to use the revenues generated from the

operational projects to pay for developments that are yet to come on stream. This means that the country will continue to receive meager profits while the oil companies deduct 75 percent of monthly revenues to cover expenses.

Jagdeo during his weekly engagement with the media on Thursday said including such a provision could possibly leave the country with nothing to gain in the future.

While Jagdeo fears Guyana not being able to gain revenue in the future from the sector due to a ring-fencing provision, experts in the

industry have urged the nation to include such a provision to ensure it enjoys early returns from the sector.

In three separate reports dated 2017, 2018 and 2019, the International Monetary Fund (IMF) stated: “This asymmetrical treatment of profit and cost oil will benefit the contractor at the expense of delaying government revenue.”

Meanwhile, the United Nations Development Programme (UNDP), along with another international expert, Chatham House and the World Bank called on Guyana to include a ringfencing provision for each project.

Painting a more graphic picture in one his reports on Guyana was Director of Financial Analysis for the Institute for Energy Economics and Financial Analysis (IEEFA), Tom Sanzillo.

He said, “The lack of contract protections means that every time Guyana announces it has received more revenue it is actually being shortchanged…the country may never see the promised annual revenues in the billions of dollars.”

Almost two months later and multiple arrests…

No one charged for Berbice double murder I

t h a s b e e n approximately eight weeks since the gruesome murders of Melissa Arokium and her 8-year old son Anthony Arokium and after multiple arrests, police investigations appear to have met a dead end, as no one has been charged for the killings.

The duo was found dead on August 23, 2023, in their Mangrove Street, Rose Hall home. Police commander Shivpersaud Bacchus informed members of the media at the scene that the police received a call about the incident just around noon on the day of the discovery.

The police responded and discovered the bodies of the mother and child in pools of blood; they each bore chop wounds.

The mother's body was found in the hallway of the

house while her son's body was found on the bed in the bedroom.

The gruesome discovery was made by the deceased woman's younger brother, who had entered the home to utilize the lavatory. Another brother resides in the house behind the Arokium's house.

The Commander said at the time that four persons were initially questioned about the alleged double murder.

According to the police, preliminary investigations indicated that there were traces of blood in the backland area not too far away from where the bodies were found.

An uncle of the deceased woman, 52-year-old Leon Moore, said that he was informed that the woman's older brother, who lives in a

house behind hers, had left for work around at the estate 04:00hr on the morning of

the incident. He returned home around 11:00hrs.

Moore said he had not

seen the woman and her son that Wednesday morning as Melissa would usually take her son to lessons.

Neighbours said they did not see nor hear anything strange that would have indicated that the due were in danger.

Arrests Made Subsequently, a number of arrests were made including neighbour Deo Naris called 'DJ' of Mangrove Street, Rose Hall Town, the woman's 33-yearold brother Cerrano Arokium, a cane harvester, and her boyfriend, 37-yearold Shailendra Umrao of Belvedere. Nicholas, her younger brother who made the discovery, was not arrested, however he gave the police a statement since he made the gruesome discovery. A cousin of the

deceased was also later arrested.

Of those arrested, the woman's neighbour and her boyfriend were taken to the city for questioning at the Criminal Investigations Department (CID) headquarters. They were each released on bail.

Relatives Dissatisfied The relatives of the late Arokiums had voiced their dissatisfaction and anger that crime scene photos were circulated on social media.

They were also angry that no relative was allowed near the house since the day the bodies were discovered.

The family members said they made requests to have access to the home to collect items for the duo to use for the funeral but they were denied.The victim's relatives (Continued on page 15)

What’s going on in our schools?

Our schools have had too many situations deteriorating into raw anger, with some levels of violence being part of an alarming mix. Previously, there were instances of the unthinkable, where parents threw all decorum out of the window, sought out teachers in the classroom or wider school environment, and pummeled them. Teachers themselves, the guardians of our young, have sometimes taken matters into their own hands, either to defend themselves or to retaliate against attackers. Regardless of the circumstances, and who was right and who wrong, the unacceptable and the outrageous have resulted, which could only have been damaging to vulnerable minds.

In recent weeks, there has been a flurry of troubling incidents in our schools. A handful of the children are now abusing one another, battering one another, and bringing down one another. It is not just those involved, but what casts a wide arc that touches those at the site of clashes, and others in school at the time. To repeat the obvious: this is not the best learning environment for nurturing the little ones, the slowly developing wave of Guyana’s future. Traumatic is the word that comes to mind, and the bullied and victimized are not the only ones impacted, especially when the unthinkable arrests the entire nation in the worst way possible. The unthinkable is that picture of horror, of a schoolboy with a piece of wood raised in the most menacing manner, and another child defenseless at his feet in a school drain. The fallen boy already has a broken bone from the first blow allegedly delivered by the assailant towering over him, and with another a matter of seconds away. This is violence extraordinaire all by itself, and made more appalling and gutwrenching given the fact that it is happening in a school compound during school hours, as is believed to be the case.

Who bullied whom first should have no bearing, no weight, in this most regrettable of situations. This went too far, and with wounds to match. The Ministry of Education has indicated that it is on top of things, and the police have been contacted. The latter is essential, for this is bigger than routine school discipline. The concern is that there were a couple of other incidents in the last few weeks at the same school, which will remain unnamed due to the sensitivity of the population at hand.

Isolated instances may be understood, despite the struggle to sift through conflicting claims as to where it all began and on whose head, fault should be placed. The fascination and allure of gangs and weapons only make a bad situation worse. Hard circumstances have their part to play, and the immature nature of youth, certainly can be contributory factors. But is there more beneath the surface in this fast-moving Guyana? Anger and frustrations now riddle different layers of this society, and there is a growing absence of confidence in the correcting, protecting reach of the law.

Children do not live on desert islands in Guyana, but in homes that could be hardwired with the anxieties of the times, and the press of the environment. Adults vent their rage in the privacy of their surroundings, and children absorb like a sponge. The TV is usually there, and its menu is sprinkled with lots of violence and thumbing nose at authority, plus taking huge risks with new cultures growing steadily entrenched. Modern technology in hand or on the desktop provides an endless feed of what is cool and glamorous. In essence, don’t take any stick from anyone, and it is heroic to stick it to the establishment.

Whether due to administrative weakness, or from personal indiscipline, or traceable to social and political cultures, the young are shedding inhibitions like never before. They batter those who get in their way, upset their equilibrium. It could be a case of when in Rome, do as the pacesetters do. Though likely to be denied, Guyana has degraded into an unrecognizable place, where courtesies and restraints are concerned. Lashing and bashing verbally from the head table are the new norm. Some children could be taking a page from there with the idea, if there, why not here.

Questions about the oil refinery!

DEAR EDITOR, Attention is brought to the selection of a company for construction of the oil refinery project. It is reliably i n f o r m e d t h a t Lindsayca/CH4, two relatively unknown companies, jointly will be awarded this US$900M to $1B oil refinery project. One of the companies reportedly has Dominican Republic link.

President Irfaan Ali recently visited DR. There was an announcement that a DR linked company will construct a refinery in Guyana even before there was tendering. Is the VP comfortable with what is happening? Is he okay with Ali taking the lead in oil when the VP is the point person for oil and gas?

The same two companies that have been preferred for the refinery were last year awarded a government financed and operated contract to construct the gas powered plant, also for $900M. The oil refinery is contractor financed — to be financed, built, managed and operated.

It would be recalled that November last year the two stated partners were awarded the US$900M gas powered plant contract which is yet to be finalized. The project is

running behind schedule.

The cost is projected to grow astronomically.

The two partners, whose construction history in the related project is unknown, were awarded the gas powered plant project even though their bid was the highest among five companies — some US$424 M more overbid than the lowest bid. That is extra money that is being wasted that could go to offering cash grants of over G$100,000 to every poor family.

Investigation by KN November 11, ‘22 revealed that Lindsayca had a turnover of only US$10M a n d C H 4 ’s n o t m u c h different and yet awarded that huge contract.

And now the partnership entity is going is being considered for this other huge refinery project of US$1 B. This will be an unprecedented act in c o n s t r u c t i o n g l o b a l l y, raising serious questions. An entity has not displayed capacity and capability but is awarded one and possibly two contracts, and the first one was overpriced US$424M based on tendering. One question that immediately comes to mind: Is the selection of the first contract above board? Ditto the selection of the refinery

project!

Guyanese should be up in arms about the first award and if the company is also given the second. The partners are awarded contract(s) when they have not shown capacity and capability. The competence and capability of the partnership should have been evaluated before awarded a first contract of $900M. And its current performance in Guyana should be evaluated before being considered for assignment of another project of $1B for the refinery.

There isn’t any project from which Lindsayca/CH4 can be evaluated. Why is a company with $10M turnover awarded a project that is $900M and another contract of a larger amount?

Something smells fishy?

It is reliably learned that the person making the final selection on the Oil Refinery was the one who pressured GPL engineers last year to select rejected GE turbines that were unused for years rather than new Japanese turbines for electricity generation. Is that the reason why there are intermittent blackouts? The new Japanese turbines work out to be cheaper than the rejected used ones and more

efficient as well as reliable.

We would have avoided blackouts.

The oil refinery is another over cost undertaking. The oil refinery project will rob Guyanese of funds that can enrich the poor and disadvantaged giving each poor family G$150,000. If the partners lack the capacity to undertake the large project, how could they do the other one?

If they cannot perform when they are being paid to do the job as in the gas plant, how are we to expect them to perform when they have to find the funding, $900M to one billion USD. The refinery project is not paid for by Government as in the gas-powered project. The bidder has to find the money.

How can a $10M company raise $1B? This is high class nonsense that the VP should not be tolerating if he has the peoples’ interest at heart. It is time that that corrupt person with a cemetery full of baggage be removed from projects of national pride as he is foreign (Florida based) for all purposes and intents and is only looking out to further full his pockets at the expense of the nation.

Desperation DEAR EDITOR, Juanita Gomes is desperate. She went through hell to get a Canadian visa.

Look at what she ‘willingly’ put up with at the VFS “office” on Water Street for her ‘ticket’ to paradise, her Canadian visa: 1. Inappropriate location in a desolate section of Water Street.

2. Locked door with inadequate signage or instruction.

3. No shade or cover while you wait for the door to open.

4. Unpleasant door manners by security staff (when door eventually opens).

5. Insufficient space in the “office” for the conduct of personal matters.

6. Poorly attired staff with limited training on customer interaction.

7.

Requests for documents which are not asked for by the Canadian Visa Office.

8. Ridicule if documents are not as expected. Wow!!!!

Yet she manifests a deranged mentality. She says

that “It fills my heart with great joy to be able declare my Guyanese identity with pride. For so long we had been disrespected and treated like diseased people even by our closest neighbours. Now, I am proud to hold up my Guyana passport and gloat to those previous disdainers. That was until I had the unfortunate need to visit the VFS “office” on Water Street for a Canadian visa. Let me state categorically that I have no intention of migrating permanently to Canada.

While that country boasts a high standard of living, Guyana is where I belong.”

My question is quite obvious: Are you making sense?

Therefore, my suggestions are: Never go to Canada; and Encourage your family to come reside in your Guyana (or visit you here).

Then Antigua and Barbuda, Anguilla and Barbados, etc., are all in the same category as Guyana, in terms of how and where to get Canadian visas. Freddie bawls out as though Guyana has been singled out by some countries for uncivilized and illegal treatment.

This is not so. Even if this were so, Guyanese, by the thousands, will still leave this shore for North America and Europe.

Driver Licence Scams and a Respectful Response to the Traffic Chief DEAR EDITOR, I partly agree with the Traffic Chief on illegal licensing. I have over the years sent out many letters/articles to the media on corrupt practices in acquiring drivers’ licences in Guyana.

Corrupt formats of acquiring drivers’ licences became prevalent just after our Independence, when Guyanese personalities started to have total control over the licensing process.

Over the decades, it has become a great bugbear. In my opinion, a mass corruption in this nation commenced then.

I even mention to a most senior police authority that this is a multi-billion-dollar underground enterprise involving the police and at times a network of corrupt police and in some cases, the police in ‘cahoots’ with some staff in the GRA. And then at times with staffers in the GRA by itself.

I thank God that I have a brave heart and that I am a fearless personality. I thank God that I will speak the truth “cost it what it will”. I recall in Primary School always seeing on a beam across the lower flat roof as I entered the Skeldon Anglican School these words: “speak the truth and speak it always, cost it what it will!” And over the years in primary school this got embedded in me for life.

Fire Service Contradictions

DEAR EDITOR, It is heart-wrenching to see how fast the Guyana Fire Service is ready to throw the law books and impose fines on regular citizens for making a lil smoke (smoke pot) to protect themselves, livestock and pets during the mosquito season. It is understandable fire can escalate if left unsupervised, but I am referring to supervised insistences.

Taking into consideration that the government is doing nothing to aid citizens, especially in the country side or rural areas for example implementing a fogging out schedule.

Applying insecticide/mosquito repellents is also harmful to the body and in most cases, they wear off quickly. Also we

cannot apply it to pets and livestock, in my opinion the spread of DENGUE and MALARIA is more severe than these petty issues.

The Guyana Fire Service is also claiming that by making a small fire/smoke is against EPA regulations and can cause health problems to some people and is detrimental to the environment, however it’s okay for ExxonMobil to continue their flaring exercise at approximately 4 to 6 different areas on a 24hour basis. I wonder if that is not more detrimental to the human health and the environment? But the Guyana Fire Service and EPA will never impose fines and penalties to ExxonMobil for them to cease and desist.

And that’s one of the reasons these offshore companies are implementing policies against video recordings and pictures preventing local employees from exposing exactly what is going on out there.

Many locals also cannot afford to pay Cevon’s or Puran’s ridiculous amount of money on a monthly basis for garbage disposal and sometimes resort to burying and burning. With the way the Guyana Fire Service is operating, I can’t even go and burn two dry coconut branch in my back yard without fearing a fire truck will show up ready to extinguish and impose penalties.

By no means are all police corrupted, absolutely not! Some of this corruption exists in Guyana, as in the Caribbean, as in North America, as in the UK, Europe, China, India, Africa etc. I am one who will always extol the institution of the Commissioner ’s Office and applaud Commissioners who deserve applauding as Mr. Clifton Hicken’s and even others in line for the position in time.

I know my letters and viewpoints in the print media and “IN THE RAW” (RK’s Guyana Free Media) goes viral rapidly around the world and it takes the attention of numerous persons in Guyana including those in power and authority.

I believe when things are not right, we must not try in a political style and poor PR to whitewash what is happening.

We must take the bull by the horn and deal with the realities as they exist and create systems by which persons; police or citizens can be exposed, arrested and dealt with according to law.

Driving with illegal licences I know, we know, the police know, you the citizens know is the cause of most accidents we are having on the roadways, destroying families, individuals and maiming others for life. I speak the truth from my heart and my soul with all honesty and goodwill for our country.

In this article, Guyana Times, dated 12th October 2023, the traffic Chief Senior Superintendent, Mahendra Singh, will appear to be blaming people who are corrupting the police: “Individuals accusing Police O ff i c e r s o f o b t a i n i n g licences illegally for others are in fact encouraging and soliciting such actions.”

In my opinion, the current campaign by the police is a great one as these periodic campaigns two or three times per year must be encouraged and applauded. I recall the late Commissioner of Police Laurie Lewis’ creation of “Tracor”, which was all inclusive in regular but periodic campaigns on traffic and licensing. The traffic chief goes on to say: “If you, for some reason,

may not have passed the test; and because of your own adherent failure you did not pass, and you want to make allegations that is another thing” (Guyana Times dated 12th October 2023).

I wish to suggest to the traffic chief that while what he is saying is somewhat true, allegations need to be investigated and verified.

This is how I was taught in my studies of police technology of how police should operate. On the same topic, I wish to jump a number of paragraphs and go to where it is stated that the police “have also introduced an online option for the Driver’s Licence Theoretical exam, allowing immediate results upon completion.”

(Guyana Times dated 12th October 2023). The fact is, as far as I know, this was the system instantaneously implemented as I found in my investigations. People had to go to an internet café to print the book and some internet cafés have created a network of police who would involve themselves for a large fee. While this might be okay for some, it was shocking to the bulk of the population and still confuses many in this nation, since there was improper sensitization of the change via the public media.

I would be called by people asking what is going on, they do not know what to do.

And upon enquiring from a former Traffic Chief and the Staff at Traffic Headquarters, I was told that they do not know what is going on. The staff in the Traffic Chief’s Office was s u r p r is ed as a s en io r functionary in Police Headquarters suddenly made a decision to go cyber, they would tell me.

And I would say without consultation with stakeholders! No notice was given, no mass publicity, and hence, people were in a state of shock and then many of them would succumb to corrupt practices.

I wrote an article on this in the media, to highlight the gravity of the situation. I would like to advice senior Superintendent Singh that the cost for the addition of a lorry on a motorcar driver’s licence is $40,000 GYD; a motorcycle addition is

$20,000GYD. A new licence is $60,000 GYD to $100,000 GYD and in the Upper Corentyne and the Black Bush Polder, it is a $100,000 GYD to $150,000 GYD. It is heartening to n o t e t h a t t h e Tr a ff i c Chief stated that police officers involved in illegal licensing activity will be dealt with a c c o r d i n g t o l a w. I applaud this and I believe this. I know that it is such a major problem that it dumfounds one’s comprehension in this country.

T h e Tr a ff i c C h i e f , Senior Superintendent Mahendra Singh stated that “steps are to be taken to have it dealt with appropriately… y o u r e a d , y o u comprehend and once you have passed, you will go on to the next stage...” he also said. ( G u y a n a Ti m e s d a t e d 12th October 2023).

The fact remains ladies and gentlemen, personalities of power in this country, that some persons cannot read and write much less become computer literate, especially the farming and far-flung areas of Guyana.

They need a hand to

acquire a licence, the easiest way to get that hand is known: “As greasing of the hand.”

Notwithstanding, I have to applaud the British Colonial Masters who understood the realities of farmers in this country and country folks.

They also knew that many of these people would drive excellently. They created a system by which such persons who could not read and write would point to the various signs and explain how they would signal and drive a vehicle in traffic.

Then to be put on the practical test, this system has been changed by us s o m e t i m e a f t e r Independence. In my opinion, it is amazing that the British, our colonial masters, understood this reality that our authorities ever seem unable to comprehend.

Therefore, out of this comes the penchant for corruption, for enrichment of certain persons in the Force who would have created a network involving senior and junior ranks.

I am most dear friend the Guyana Police Force.

I have police DNA in me, and my father retired as an Assistant Police

Commissioner (ag) with the Guyana Police Force. I studied Police Technology in Quebec Canada for years.

All I would like to see is that the people be able to earn their licences in the proper way, the hard way, sweating in their backs rather than to just collect the licences and become killers on the road.

Imagine a doctor buying a doctor’s licence to treat patients.

I gave above the prices that were told to me were the illegal prices to acquire licences through illegal channels.

Why I believe that persons prefer to pay monies to the police is that once they get the “competency” documents, they are finished unless they want to upgrade and pay the other fees for upgrading as I tried to explain above.

Now with the GRA to get a licence with the corrupt individuals there, it is forty thousand ($40,000 GYD) for a motorcar and other monies if you want to add lorry and minibus.

However, the individuals are told that they must report in three years to change that document, pay another fee, as by then the scam would be exposed.

I had expressed the above to a senior functionary

of the police, who arranged with the Head of Department of Professional Responsibilities to meet with me. I shared my viewpoints and my ideas as to what has been going on; the evolution of the corruption and how these officers could be entrapped without using officers who are currently serving in the force.

Possible recruits and respected police informers would be best to entrap them with recording devices and e v e n a s i m p l e Smartphone. The Traffic Chief who is a brilliant officer but who as a senior police officer will not like the image of corrupted officers to tarnish the Guyana Police force will always do the best, he can defend his officers.

I know that many people within the licensing departments of the Police Force are very upset with me with for sharing these views and holding these views.

I wish to state that RK’s Institute of Motoring was s u s p e n d e d b y R K ’s Management after forty years of service to this country simply because we could not guarantee to get our students licences at the time they finish without a test.

Many students don’t

want to go for the test. My companies can never get involved in such corruption and so we decided to “shut shop.”

I must state also that many persons came to us to learn to drive already having a licence, while knowing nothing about driving.

This I attest to, as being the truth in the name of my God, with my respects to the current commissioner and commissioners of the past, to my President of Guyana, and with all dignity and goodwill in my heart for a safer and better Guyana.

I wish to say Mr. Commissioner of Police, Mr. Clifton Hicken, that the Police Force is not in ‘cahoots’ with GRA individuals but that it is individuals within the police and individuals in the GRA who are in ‘cahoots’ and at times functioning independently with their partners.

In my previous letter, I had suggested that the police go in certain areas, for e.g., Upper Corentyne/BlackBush Polder areas and haul in a dozen or two young drivers and put them under investigation techniques and witness information rolling out and possible payments to hush matters.

It is neither logical nor economical. Simple logistics will suggest that ‘visa issuing’ offices be strategically located, and not one in every country.

Secondly, I proffer a r e a s o n f o r p e o p l e ’s desperation for the unquenchable desire to leave Guyana; there are many factors, but I will highlight just a ‘Freddie’ one.

Readers, in “The population’s disrespect for the police is at the lowest in the country’s history (Jun 22, 2011)” Freddie Kissoon belligerently wrote that “I lived under the reign of the PNC from the domination of President Burnham to the attempts at democratic resuscitation under President Desmond Hoyte.

At no time since Independence has the citizens’ lack of confidence in and their supportive attitude for the police been as

low as it is today.” Who was ruling? Who was responsible?

He elaborated that “Even in the period of breakdown between 1981 to the death of Mr. Burnham in August 1985, has the contempt and disdain for the police by the citizenry ever become as dismal as to what it is now.”

Now it gets really juicy: “I am not going to live in this country and fool the younger generation that President Burnham was the worst leader this country produced.

He was not … but when it came to nationalist principles and certain philosophical values, Mr. Burnham towers above the present PPP leaders, without exception.”

Back then (PNC era), Freddie opined that “The Guyana Police Force did not descend to the level of mediocrity, self-humiliation and disrespect that we see in this country today.

It is my honest opinion

that Guyanese view the police force as an unprofessional body, led by politically abusive politicians, doing unsavoury things for those politicians.”

Let me refrain from getting redundant on this topic. My question is who is in charge of whom? What has changed?

That is at least a big factor that drives people away from Guyana, ‘no matter’ the price they pay for leaving, and then again for living in Canada and the USA. By the way, does Guyana have a functional and reliable 911?

Do citizens still report noise pollution? Are traffic issues still ‘negotiated’ on the roadside?

I rest my case, by repeating to Juanita and Freddie, that should easy permanent visas be granted to Guyanese, Guyana will be ‘emptied.’

Publisher of the Kaieteur News has called for a day of protest on October 27, 2023.

The aim of the protest is to call on the government to invoke the provision in the lopsided contract with ExxonMobil for that company to relinquish 20% of the Stabroek Block which it currently holds.

That 20% is equivalent to 120 oil blocks.

The protest will also be calling on the government to ring-fence Exxon's 6th project as well as demand more royalty and taxes from the US oil major.

So, join Mr. Glenn Lall and others on Friday, October 27, 2023 at 9am at the Office of the President and let your voices be heard.

Let's show both President Irfaan Ali and Vice President Bharrat Jagdeo, that they have to take back those blocks from ExxonMobil and change the way they are managing this oil sector.

UN action needed urgently to end Israel-Hamas violence

The attack by Hamas on civilians in Southern Israel on 7 October 2023 was as stupid as it was cruel, brutal and inhuman.

Whatever the purposes – and there were many – behind a slaughter of 1,200 persons, including children – Hamas gave the perfect cover to the Benjamin Netanyahu government in Israel to try to carry out a long-desired objective by many Israelis.

And that is to annex Gaza and cleanse it of Palestinians who are either refugees or descendants of refugees who were forced to flee from Palestine in 1948 when Israel announced its independence and a bitter war ensued between the nascent Israeli State and surrounding Arab countries.

The background to the issue There were two attempts, driven by external powers to partition Palestine into two states, one Arab, one Jewish.

The first was offered by Britain, the occupying power in 1937, and the second was proposed by the United Nations in 1947. The Arab countries rejected both plans, and Israel declared itself independent creating its own state. This led to the first Arab-Israeli war and produced more than half a million Arab refugees, and deep hostility that has never waned.

What built even greater

resentment was that after the w a r, I s r a e l d e s t r o y e d hundreds of Palestinian villages and adopted an “Absentees' Property Law” by which the government confiscated land and houses that Palestinians were forced to abandon.

Over the years, there have been several attempts to negotiate a two-state solution to the problem, but with no success. Meanwhile, with each war, Israel has secured m o r e t e r r i t o r y, b o t h occupying and settling it with Jewish people.

Encaging Palestinians in Gaza Until 7 October, there were approximately 2.3 million Palestinians, hemmed into Gaza, living in crowded and impoverished conditions. Gaza is a narrow piece of land located on the eastern coast of the Mediterranean Sea, bordered

by Israel to the east and north, and Egypt to the southwest. It is 41 km (25 mi) long, and from 6 to 12 km (3.7 to 7.5 mi) wide. Its total area is 365 km (141 sq. mi).

Since October 7, more than 2,700 people in Gaza, one third of them children, have been killed and 9,000 wounded by retaliatory Israeli military assaults.

Further, 1.1 million people in North Gaza (the area closest to Israel) have been warned to move to South Gaza or risk being killed by military action. Many are trying to seek refuge in Egypt.

However, Egypt, which already hosts millions of migrants, is uneasy about the prospect of hundreds of thousands of Palestinian refugees crossing into its territory. Therefore, it has not o p e n e d t h e b o r d e r.

Consequently, if Israel continues its bombardment of Gaza in an attempt to kill Hamas' leaders, many more thousands of its inhabitants, including those trying to flee, will be killed.

The rise and support for Hamas That carnage, laid at the feet of Israel, would suit Hamas, which has controlled Gaza since 2007 and whose main goal as set out in its revised charter of 2017 is “the destruction of the state of Israel”. The resentment and demand for revenge, resulting from the killing of thousands of Palestinians would bring greater support for Hamas.

Hamas was formed in 1987 and, for decades, it has pursued a violent strategy aimed at rolling back Israeli rule — and it has made its presence felt at the cost of human suffering to both Israelis and Palestinians.

Hamas is known to have a close relationship with Iran.

Iran and Israel regard each other as mortal enemies, and Iran is said to be providing weapons and money to Hamas. Additionally, Hamas is now producing its own weapons. This explains how it was able to employ

sophisticated means of carrying out its October 7 attack. But it should be noted that Iran is reported to have been surprised at the event, and the US Secretary of State has publicly said that there is no evidence of Iranian involvement.

Nonetheless, Iran does have an interest in the incident, since it helps to pause, if not to derail, attempts by the US government to promote a deal between Israel and Saudi Arabia, the world's largest oil producer, to normalize relations. Further, Israel's decision to carry out intense military action in Gaza and the likely shedding of Palestinian blood, has caused several Arab states to retreat from closer relations with Tel Aviv. This retreat by Arab states from fashioning closer contact with Israel also suits Iran whose leadership want to keep Israel isolated.

The irony of Israeli support for Hamas In its radical ardour, and access to financing and w e a p o n r y, H a m a s h a s usurped the Palestinian Authority in the fight for Palestinian rights.

The irony is that it is the Israeli authorities, which for several years gave favourable treatment to Hamas, that has helped it to rise. In their fear that the Palestinian Authority might succeed in negotiating internationally for a sovereign state that would

include the territories occupied by Israel, the Israel authorities sabotaged the Palestinian Authority at the 2006 election which Hamas won in Gaza.

Bitterness and resentment run deep Bitterness and resentment between the Palestinians and Israel run deep. Israeli successes at annexation and expansion, while Palestine withered and Palestinians suffered dislocation and marginalization, have intensified Palestinian anger.

One of the external factors that heightened this acrimony was the recognition of Jerusalem as the Israeli capital by former US President Donald Trump.

Palestinians regard Eastern Jerusalem as “occupied territory” where, one day, they wish to establish their own capital.

Nothing justifies barbarism No well thinking person or government can excuse terrorism and barbarism for whatever cause. These events rightly create revulsion and rejection of its perpetrators.

Equally, however, no well thinking person or government should support any effort that uses these circumstances as an opportunity to punish all

Palestinians for the actions of a radical group and seize more territory.

This is not the time to take sides. All governments – powerful ones particularly – need to look backward and forward at this issue and act to stop the escalating violence and carnage from which nothing good will result.

The fact that the United Nations Security Council (UNSC) has met, in an emergency session, and failed to issue even a joint statement on this matter is simply appalling. There is urgency for diplomatic action at the highest level. The innocent people on both sides of this conflict require responsible action by those entrusted with peace and security in the world. So, too does the global community if this conflict escalates adding to the existing disruption of peace in the world.

Girl, 10, allegedly raped by stepfather Police in Region Seven are investigating a report that a 10-year-old girl was allegedly raped by her stepfather on several occasions.

According to the police, the man committed the acts between April and December 2021 in Region 7.

He was arrested on Friday last after touching the child inappropriately, the police said.

Investigations revealed that the man raised the child since she was a 3-year-year old while he shared a relationship with her mother.

The victim alleged that on April 2, 2021, at about 12:30hrs, she was home alone when her stepfather returned from his farm. He then pulled her into their house and sexually assaulted her. The victim told her mother what had occurred,

and she scolded the suspect.

Sometime again in 2021, the suspect took the child to his farm, where he forcefully had sexual intercourse with her. Police said the child returned home and told her mother what had occurred.

Her mother scolded the suspect once more and moved out of his house for some time.

On Friday last, around 07:00hrs, the victim was bathing at a creek nearby when the suspect followed her and touched her breast while she was changing her clothes.

Police said the victim returned home and reported what had occurred to her grandmother.

The matter was reported to police late that morning and the suspect was arrested and is presently in custody.

Investigations are ongoing.

Are increased electricity tariffs for large industrial users, during peak hours, a smokescreen for the introduction of a contested hydroelectric project?

T h e g o v e r n m e n t ’s decision to impose increased fees on large-scale electricity users, during peak hours, has stirred controversy and raised legitimate concerns.

While this move is presented as a solution to prevent blackouts resulting from a surge in demand, the legality of this action is questionable.

T h e g o v e r n m e n t ’s argument for imposing higher fees during peak hours is that some largescale users, who were previously off the grid, have now reconnected due to subsidized electricity being provided by the government.

This surge in demand, the government contends, is the cause of the recent frequent blackouts.

However, the situation isn’t as straightforward as it appears. Several issues warrant greater scrutiny.

First and foremost, the government’s decision to increase fees on large-scale electricity users, during peak hours, is questionable in terms of its legality. Any such increase is supposed to be sanctioned by the Public Utilities Commission (PUC). The lack of PUC involvement in this decision raises concerns about its legality. It is essential that any changes to electricity tariffs comply with established regulatory processes to ensure fairness and legality.

The power company is required to apply to the PUC

for tariff increases. In the past, the PUC has insisted that adequate notice be given to consumers when tariff increases are instituted. In one decision, the PUC had indicated that a period of three months notice is reasonable.

Second, prior to the recent spate of blackouts, the government had attributed the outages to an insufficient electricity supply during peak hours, the primary causes of frequent blackouts were faults in the distribution network. This sudden shift in the narrative from distribution network issues to generation shortfalls is perplexing. It prompts one to wonder if the government’s response is grounded in real data or if it’s an attempt to push forward a different agenda.

In this latter regard, the government’s decision to resurrect the controversial Amalia Falls Hydroelectric Project raises questions about its commitment to exploring more costeffective alternatives. Given the availability of cheaper renewable energy sources, i t ’s b a ff l i n g t h a t t h e government is opting for such a contentious project.

G i v e n t h e inconsistencies and lack of transparency in the government’s recent actions, it is worth exploring whether the electricity generation shortfall is genuine or if it merely serves as a smokescreen to facilitate the

revival of the Amaila Falls Hydroelectric Project.

The Amaila Falls Hydroelectric Project has been a topic of contention for many years. By reintroducing this project in response to the alleged electricity crisis, the government opens itself to suspicions of ulterior motives. Are they exploiting the situation to advance a project that has faced opposition in the past?

With advancements in solar, wind, and other renewable energy technologies, it is perplexing that the government is not exploring these options indepth. Is the electricity crisis merely a pretext for pushing forward with a project that benefits specific stakeholders? The lack of transparency in the government’s actions further fuels skepticism about its motivations. Without clear and comprehensive data on electricity demand, supply, and distribution, it is challenging to ascertain whether the crisis is real or fabricated.

Given the legal and other concerns surrounding the decision to increase electricity fees for largescale users during peak hours, it is imperative that concerned citizens, consumer advocacy groups, and opposition parties take the matter to the Public Utilities Commission. The PUC’s involvement is crucial to ensure a fair and

Fairness matters!

Prezzy, our beloved maestro of political theatrics, is at it again, orchestrating another symphony of spontaneous reactions to regional officials’ perceived missteps. Again, the choice venue is Region 6.

Again, it was a spectacle for the ages. But let us not forget, behind the curtains, there might be more improvisation than investigation.

Prezzy’s impromptu outbursts may be riveting and appealing to the gallery anxious for action and hungry to see someone take the fall. But are they fair?

Has he conducted a thorough investigation, or is he simply shooting from the hip, aiming for that

emotional bullseye? It’s like watching someone criticize a dish before even tasting it.

One wonders if our dear Prezzy is using a magic eight ball to decide who’s at fault.

Shake it up, and there you have it: the regional officials are to blame! It’s a method that, while entertaining, hardly promotes accountability and fairness.

We must remember that in the world of governance, justice is best served cold.

Impulsiveness might cater to our desire for instant gratification, but it rarely results in well-balanced, fair outcomes.

Perhaps Prezzy should consider a more measured approach, one that involves investigations, evidence, and a dash of patience.

After all, it’s easy to throw officials under the bus, but it takes real leadership to ensure that justice is served, not just for a select few who might cheer the loudest but for all citizens.

In the end, let’s hope that our Prezzy can temper the impulsive outbursts and replace them with a more thoughtful approach to accountability. We don’t need another episode of political theater; we need genuine leadership that values fairness over flashiness. Otherwise, we risk turning our nation’s governance into a mere reality show, with truth and justice playing second fiddle to the applause of the crowd.

large-scale electricity users has been met with deafening silence from the private sector. The Private Sector Commission which had opted to engage with the government was humiliated when following a meeting with government and the electricity utility, the government still went ahead and increased the tariffs for select electricity users.

The Private Sector, in conjunction with the affected large-scale users, should file a complaint before the PUC, asking for the immediate

r e m o v a l o f t h e t a r i ff increases. As for the hydroelectric project, this is already a dead-duck which no investor will touch given the lack of political consensus on this project.

Bharrat Jagdeo is my brother. He may revile and defile, for it is part of his

style. My profile stays intact: I must carry him.

Through twists and turns, through the long, hard darkness. What this country needs is a little truth in its heart, what Brother Jagdeo needs is a whole lot of that truth, and something infinitely more precious and profound.

Bharrat Jagdeo needs a little light in his soul.

Whatever the smallest sliver,

the largest shard, of such light is, I will continue to extend it to him, whether it is spurned or soiled, whether it is grasped and guides him to be the best that he can be.

America had all the power and the money in the world (the weapons, too).

Vietnam rendered all of that into naught. A tiny Chinese man by the name of Ho Chi Minh (he who enlightens) made the world stop. The

world of capitalism, colonialism, and imperialism shuddered to a halt. In the streets and schools of America -protests.

In the faces of Lyndon Johnson and Richard Nixon conscientious objectors. As the mighty Mohamed Ali said: 'I ain't got no problem with them Viet Cong.'

Me, I have no problem with either Bharrat Jagdeo or Alistair Routledge or Exxon.

My problem is with the poverty of the many in this rich country: Indian, Black, Indigenous, and Mixed (IBIM). If IBIM sounds like some grand American bank, start thinking again.

IBIM is the people's bank in Guyana that is bankrupt: no money in the vault, which is what IBIM Guyanese encounter when they check their purses and their pockets.

Poverty in a country, brothers Barry and Ali, with the biggest GDP universally.

Is that what Guyanese are desecrated for when they speak to these truths on the radio, and when they write about such things in the paper, Brother Jagdeo?

Is this why the mighty arsenal of the PPP is unleashed-analysts, attack dogs, armadas of weavers and spinners, and an assembled host on social media-to bluff, then bruise, and last batter those waving pickets and pens at the injustices roaming at will in this gloriously rich land?

Oh, and one more thing, my Guyanese frater: what's the purpose of the physical surveillance presences, which makes me wonder about the technological ones?

The more that this wayward and rowdy brother of mine attacks, the more he gives himself away. Why? Why is he so petrified? Why is he so petulant and truculent and strident? When he does so to camouflage the tortured paths he walks, all that he does is tip his hand and give himself away. People with nothing to hide, have nothing to defend.

Yes, my brother Bharrat, the path chosen [“the road is long with many a winding turn”] has led us to here, this place of poverty and Guyanese stripped to the bones by their anguish. By leadership stubbornness and leadership obtuseness.

Unlike the Hollies and their song, the multitudes of poor, left behind, misused Guyanese do know where the road leads.

They live it. While there are platoons here and there in Guyana that have profited beyond imagination from the national patrimony, the local mass has had to deal with nothing but parched grass.

For these reasons, I have appointed myself to be the keeper of my brother, and it is a heavy duty I take seriously.

Come what may, regardless

of what others say. I will be the one who enlightens him (Uncle Ho).

His petticoat is falling, his slip is showing.

It is off his buttocks now bared before the world, and in those two rosiest of cheeks: incomparable and unprecedented corruption among his cronies, and chronic poverty across the board among the Guyanese people.

I will gift the PPP and Brother Jagdeo the corruption machinery and its rich practices, in momentary deference and acceptance of local political culture.

But I will be forever diminished and doomed, if I give the same pass for the poverty that assails the rankand-file man and woman of Guyana.

I just cannot with all this oil wealth present. I refuse to when Exxon makes all these official (and hidden) billions, and Mistah Alistair Routledge presents his lovely verbal pancakes.

I think donut may be more accurate, since his stories have a big hole in the center.

Billions of barrels, millions of words written globally, and almost three quarter million Guyanese live in despair.

Rich decadence at the levels that Dr. J operates, and economic damnation below the upper middle; it is where the bulk of Guyana are forced to deal with, and hang on to, life's inequities and savageries by their fingernails and a prayer.

This cannot continue. This must not be allowed to stand.

Gas Utilization Strategy now with Govt. - Jagdeo The Government of Guyana (GoG) has received the draft Gas Utilization Strategy, prepared by oil giant ExxonMobil.

This was revealed by Vice President, Bharrat Jagdeo during a press conference on Thursday. He told reporters that the document is expected to be publicized later this week for feedback from the public.

He said, “We have also received the draft Gas Utilization Strategy and hopefully by next week, it will be out in the public for consultation. This is something I promised, I said once we get through the first wave of reforms, we will go on to the Gas Utilization Strategy and then on enhanced monitoring.”

Meanwhile, the policy maker informed that with its continental neighbour Suriname making preparation to commence oil production in the future, he believes there is a possibility

of the two countries working together to harness the gas reserves in the region. “We believe that if there is an oil industry in Suriname and it has extra gas, there are possibilities of working t o g e t h e r, m a y b e s o m e common infrastructure, but we are still, they are still a long way off from actually producing oil,” the VP pointed out.

Jagdeo had previously related that the GoG is working on its own Gas Strategy Plan that is slated to be completed at the end of this year. During a March 3, 2023 press engagement at the Arthur Chung Conference Centre, the former Head of State explained that India will be assisting Guyana in developing the document that guides the state in monetizing the resource.

quality and for them to do that in all the developments then we don't have much gas to utilize so we are working with them to get some studies done to see how we can liberate more of the gas.”

The Vice President indicated that the government is of the firm conviction that the gas resource can be as lucrative as the oil component of Exxon's operations. He stressed however that a lot hinges on the availability of the gas and not being carried away by the size of the reserve.”

He had made it clear that if Exxon refuses to utilize the resources discovered, they may have to relinquish the area.

“Exxon has argued in the beginning that they need all of the associated gas pumped back into the wells to keep the quality of the wells up.

We have a different view on this matter…so that is why the gas utilization plan has to be done and we are working

on our gas strategy and the discussions have to take place on how we monetize the gas…we made it clear, if they are not going to utilize it, they have to relinquish it, and we may find other people who are prepared to utilize the gas and I'm saying this openly.”

Currently, Guyana is pursuing the use of natural gas in the Liza One and Liza Two fields, offshore for the Gas-to-Energy (GTE) project. This will see about 50 million standard cubic feet of gas per day being piped to shore. It is intended to generate some 300 megawatts of electricity for the national grid and produce other products such as cooking gas for sale.

This is part of the administration's plan to be energy-sufficient.

Though experts question the logics behind the close to US$2B venture, government is adamant about the project's viability.

(AP) - Suzanne Somers, the effervescent blonde actor known for playing Chrissy Snow on the television show “Three’s Company” and who became an entrepreneur and New York Times best-selling author, has died. She was 76.

Somers had breast cancer for over 23 years and died Sunday morning, her family said in a statement provided by her longtime publicist, R. Couri Hay. Her husband Alan Hamel, her son Bruce and other immediate family were with her in Palm Springs, California.

“Her family was gathered to celebrate her 77th birthday on October 16th,” the statement read.

“Instead, they will celebrate her extraordinary life, and want to thank her millions of fans and followers who loved her dearly.”

In July, Somers shared on Instagram that her breast cancer had returned.

“Like any cancer patient, when you get that dreaded, ‘It’s back’ you get a pit in your stomach.

Then I put on my battle gear and go to war,” she told Entertainment Tonight at the time.

“This is familiar battleground for me and I’m very tough.”

She was first diagnosed in 2000, and had previously battled skin cancer. Somers faced some backlash for her reliance on what she’s described as a chemical-free and organic lifestyle to combat the cancers. She argued against the use of chemotherapy, in books and on platforms like “The Oprah Wi n f r e y S h o w, ” w h i c h drew criticism from the American Cancer Society.

Somers was born in 1946 in San Bruno, California, to a gardener father and a medical secretary mother. Her childhood, she’d later say, was tumultuous.

Her father was an alcoholic, and abusive. She married young, at 19, to Bruce Somers, after becoming pregnant with her son Bruce.

She began acting in the late 1960s, earning her first credit in the Steve McQueen film “Bullitt.”

But the spotlight really hit when she was cast as the blonde driving the white Thunderbird in George Lucas’s 1973 film “American Graffiti.” Her only line was mouthing the words “I love you” to Richard Dreyfuss’s character.

At her audition, Lucas just asked her if she could drive. She later said that moment “changed her life forever.”

Somers would later stage a one-woman Broadway show entitled “The Blonde in the Thunderbird,” about her life, which drew largely scathing reviews.

She appeared in many television shows in the 1970s, including “The Rockford Files,” “Magnum Force” and “The Six Million Dollar Man,” but her most famous part came with “Three’s Company,” which aired on ABC from 1977 to 1984 — though her participation ended in 1981.

On “Three’s Company,” she was the ditzy blonde opposite John Ritter and Joyce DeWitt in the roommate comedy.

“Creating her was actually intellectual,” she told CBS News in 2020. “How do I make

her likable and loveable ... dumb blondes are annoying.

I gave her a moral code. I imagined it was the childhood I would’ve liked to have had.”

In 1980, after four seasons, she asked for a raise from $30,000 an episode to $150,000 an episode, which would have been comparable to what Ritter was getting paid.

Hamel, a former television producer, had encouraged the ask.

“The show’s response was, ‘Who do you think you are?’” Somers told People in 2020. “They said, ‘John Ritter is the star.’”

She was promptly phased out and soon fired; Her character was replaced by two different roommates for the remaining years the show aired. It also led to a rift with her co-stars; They didn’t speak for many years.

Somers did reconcile with Ritter before his death, and then with DeWitt on her online talk show.

But Somers took the break as an opportunity to pursue new avenues, including a Las Vegas act, hosting a talk show and becoming an entrepreneur.

In the 1990s, she also became the spokesperson for the “ThighMaster.”

The decade also saw her return to network television in the 1990s, most famously on “Step by Step,” which aired on ABC’s youth-targeted TGIF lineup. The network also aired a biopic of her life, starring her, called “Keeping Secrets.”

“The water coming through the pipes look like trench water” - La Grange residents R

esidents of La Grange on the West Bank of Demerara are outraged at the level of service and water quality provided by the Guyana Water Incorporated (GWI) to their area.

Over the last two weeks, residents endured discoloured water for several hours per day. One resident who asked not to be named said that, “The water coming through the pipes looking like trench water. We have to settle it before we can wash our clothes, or even the wares.”

The residents have noted that works are being conducted at the La Grange Old Road in the vicinity of the Guyana Elections Commission (GECOM) in which new pipes are being laid. It appears that this may be contributing to the disruption of service in the area, they noted. GWI was contacted and carried out works to remedy the issue, however, the situation was not rectified.

“As soon as they fix it, and the contractor come back and start working, I don't know if he trouble something or touch something, but the water cut off again,” a resident said. The situation is a frequent occurrence and water is only accessible for certain parts of the day, on certain days, the residents noted.

They indicated that the manager of the GWI office on the West Bank of Demerara visited the area on Thursday last and promised to have the issues resolved. However,

Member of Parliament Vinceroy Jordan, during a press conference by the Office of the Opposition Leader, decried the quality of service offered by the authorities.

“The national water system is at its poorest ever with the quality and level of service in almost every part of Guyana, far below that of the stipulated WHO standard,” he said.

He made reference to the citizens lamenting on social media about the quality of water they are receiving, as well as the poor or nonexistent service.

He noted that there was also an instance where the Regional Vice Chairman Region 10 had taken to social media to vent his disgust at the discoloured water the residents were receiving.

Jordan said that water quality is a concern countrywide and consumers were constantly complaining.

Mon Repos man gunned down at Ogle Police are investigating the murder of a 42-year-old man who was riddled by gunmen in a motorcar as he waited on the traffic lights to change at Ogle, East Coast Demerara (ECD) early on Sunday morning.

Dead is Kimal Khan of Mon Repos, ECD. The man sustained gunshot wounds to his head, chest and abdomen, police noted.

According to the police, around 00:10hrs on Sunday, Khan and his 21year -old common-law wife were on a black Honda motorcycle when three “unidentifiable men” in a Toyota Allion motorcar opened fire on the couple, fatally wounding Khan. The police did not mention whether the man's wife sustained injuries.

Police said around 23:00hrs on Saturday, the couple left their home and proceeded to the Wee Bar and Lounge on the Mon Repos Public Road where they each consumed an alcoholic beverage.

The duo then left for another bar at Mon Repos and later returned to the Wee Bar and Lounge, where they spent a few minutes and left again. The couple

were headed to another drinking spot in Georgetown when Khan met his demise.

According to the police, Khan stopped his motorcycle at the traffic lights at Ogle, and while waiting for the light to change, a tinted, silver-coloured Toyota Allion motorcar pulled up alongside the couple. The occupants of the car then discharged several rounds in the couple's direction. Police said Khan immediately fell off the motorcycle and onto the roadway as the car sped away, heading south along the Ogle Access Road.

Five minutes later, the police arrived at the scene while Emergency Medical Technicians (EMTs) were summoned.

The man was later pronounced dead by a doctor and six 9mm spent shells were recovered. Khan's body was taken to the Memorial Gardens Funeral Home and is awaiting a post-mortem examination.

Police said the area was canvassed for closed circuit television (CCTV) cameras, which were seen but are yet to be viewed. Investigations continue.

Hundreds walk to promote good mental health Police rank injured in Corentyne accident Hundreds attended a mental health walk to raise awareness about the importance of keeping a healthy mind and faculty.

Guyanese turned out in large numbers on Saturday to participate in a mental health walk geared at raising awareness about the importance of keeping a healthy mind and faculty.

The walk, which attracted mostly youths, was called the 'Glow for Mental Health Walk' and was organised under the theme, 'Creating Hope Through Action.'

Advisor to the Minister of Health, Dr. Leslie Ramsammy who attended the event, noted that mental health continues to be a major challenge in Guyana. He, nonetheless, charged the youths to take the lead in creating more awareness, thereby changing the reality. “In the past, we have only thought of mental health only in terms of depression, bipolar disorder, [and] schizophrenia. The truth is that those diseases are only part of the mental health problems we face,” he noted.

He noted that the stress of everyday

life and the ability to deal with it can cause mental health issues. He added too that 75 percent of people living with depression are not being treated.

According to Dr. Ramsammy, one in every eight people has a mental health issue.“It is an imperative that we ensure that everyone suffering from diseases like depression and anxiety must get treatment today, and not tomorrow. And that is why we glow tonight because it is a message.We must change that reality,” Dr. Ramsammy noted.In the past week, 25 green benches were placed in schools which will create a space where persons with mental health issues can receive help.“We are saying to young people in our schools, there is a place where you can get help to my colleagues, from the ministry of health.

We must establish these benches and these spaces in our health centres in our recreational areas across this country.

[And to] let people know there is a place where we can be assisted to navigate the everyday challenges,” Dr Ramsammy said.United Nations Children Fund (UNICEF) Deputy Representative for Guyana and Suriname, Irfan Akhtar was also part of the walk.He noted that mental health issues should be a matter for discussion even in the family and it should not only be associated with doctor and clinics.

“This walk aims at creating awareness on mental health. As you know, mental health is stigmatized everywhere in the world and also Guyana is also not free from the stigma and discrimination in mental health. I think this evening, the walk will make a difference to create awareness, to reduce the stigma, but also creating enabling environment for mental health, every child everywhere has a right to good mental health and wellbeing,” he stated.

A police constable was hospitalized with severe injuries on Saturday morning following an accident involving a truck and a Guyana Police Force (GPF) pick-up on the #72 Public Road, Corentyne, Berbice.

According to the police, the accident, which occurred around 04:30hrs on Saturday, involved a GPF pick-up bearing registration PAE 1659 which is attached to the Springlands Police Station and which was driven by the now hospitalised cop. The other vehicle, a motor lorry bearing registration GLL 2841, was driven by a 39year-old man.

The injured rank sustained a fractured right hand and head injuries, police noted.

Investigation revealed that the pickup was proceeding south along the eastern lane of the roadway while the lorry driver alleged that he saw the pickup proceeding along the western

lane.

Upon seeing this, the lorry driver said he swerved left to avoid a head-on collision, but despite his efforts, the pickup collided with the right-side cab of the lorry.

Police noted that as a result of the collision, the driver of the pick-up along with two other ranks who were passengers in the vehicle sustained injuries. In addition, the driver of the truck and other occupants of the vehicle sustained injuries.

They were taken to Skeldon Public Hospital by public-spirited citizens. One of the police ranks was treated and sent away, while the injured cop was kept at the hospital for observation.

He was later referred to the New Amsterdam Public Hospital, where he was further treated for the said injuries and admitted as a patient. His condition is regarded as serious.

Afghanistan stun England in one of the biggest ever sporting upsets CNN - The pantheon of great sporting upsets gained another monument on Sunday as Afghanistan roundly defeated England by 69 runs at the ICC Cricket World Cup in Delhi, India.

It was an upset of immense proportions – Afghanistan had only ever won one World Cup match in its entire history while England is the defending world champion, still basking in the glow of a golden era that has bestowed mythical status on much of its team.

But England sputtered from the very start as some loose bowling allowed Afghanistan to build an

impressive platform, putting on more than 100 runs without losing a wicket.

By Rawle Toney Jamaal Shabazz, the head coach of the Golden Jaguars, has expressed his admiration for his team’s performance in their 3-1 win over Puerto Rico on Saturday in St. Kitts and Nevis.

The win has kept Guyana undefeated in the Concacaf Nations League and propelled them to the top of Group D in League B with nine points, marking Puerto Rico’s first loss in three matches.

The journey for the Golden Jaguars began with a resounding 5-1 victory against Antigua and Barbuda, followed by a hardfought 3-2 win against the Bahamas on home turf.

Their win on Saturday sets the stage for an intriguing rematch tomorrow at the same venue that could determine which team advances to League A. Coach Shabazz was effusive in his praise, stating, “This victory was hardfought and a true team effort.

“We are trying to create our own identity and winning against a quality team like Puerto Rico is a big boost to our approach.”

The internationallyrecognised training programmes provided coaches with the skills and knowledge to design and deliver effective coaching sessions for a wider range of players and scenarios, especially for youth football development through the GFF’s nationwide network o f A c a d e m y Tr a i n i n g Centres (ATC).

GFF First Vice-President Brigadier (ret.) congratulated the group and noted that human resource development is at the centre of the federation’s strategic strategy to professionalise football across Guyana.

“We are indeed thankful and grateful that you participated and you applied yourselves with diligence and commitment to successfully complete the courses. The success of football rests on a tripod; there are the players, the referees, and you the coaches; if one leg of that tripod is weak the tripod cannot provide the base to support football success. As coaches you have the important task of moulding the knowledge, skill and attitudes of our youths. It’s a responsibility you need to take seriously and seek to continuously hone your skills.” In 2022, Concacaf recognised that there is a need for women coaches and invested significant time and

resources into developing women’s football through tailed coaching programmes.

Technical Director, Mr. Bryan Joseph, while delivering his remarks, indicated that the newly accredited Concacaf W “C” License coaches will now be assigned to various Academy Training Centers for a period of internship under the more experienced coaches already working in the Academies. “Our ladies need time to improve their competencies as coaches, what better opportunity to achieve this by coaching consistently with the ATC’s”.

During the internship, the GFF Coach Educators will be monitoring the

development of the coaches.

F u r t h e r, t h e c o a c h e s involvement at the ATC’s will boost the opportunities for more female specific participation at the Academies. “With the inclusion of the coaches on the staff, we will be encouraging them to have female specific sessions for young girls at a grassroots level.” The female coaches will eventually become full time member of staff on a monthly stipend similar to the current ATC coaches.

Guyana is the fifth country in the Concacaf region to conduct the ‘C’ Level coaching training which aims to provide over 300 women across the region with the opportunity to coach at various levels.

GFF Coach Linsworth Gilbert, who facilitated the training programmes along with Technical Director Bryan Joseph, said he was pleased with the level of engagement and commitment demonstrated by the participants throughout the training sessions.

Unfortunately, twelve participants did not meet the necessary criteria and were unable to receive their certificates, while six individuals are in similar positions for the Concacaf C License training.

“Even though coaches may not receive a certificate today, they still have an opportunity to develop and achieve the qualification by continuing to coach and being able to apply themselves based on the requirements of the Concacaf pillars of development which are leadership, management, teaching, coaching, planning and preparing. So, the Coach Educators will continue to manage and monitor those coaches in their various environments to allow them to come back and do the various aspects of the programme that are necessary to continue to develop,” Linsworth explained. BCB joins hands with Dr. Armnauth Dukhi to establish Cricket Trust Funds – To assist clubs with coaching equipment The Berbice Cricket Board under the leadership of Hilbert foster continues to forge ahead to expand its cricket development programme. The pro-active cricket board has joined hands with famed Guyanese neurosurgeon, Dr. Armnauth Dukhi to establish a Cricket Development Trust Fund that will benefit youth development in the ancient county.

BCB President Hilbert Foster met with Dr. Dukhi at his St. Joseph Hospital office and the pair discussed the establishment of the Trust Fund. The main objectives of the Dr. Armnauth Dukhi Berbice Cricket Trust Fund are to assist close to twenty youth teams with the necessary coaching equipment, assist the ongoing coaching programme and assist less fortunate cricketers. The BCB President stated that his administration is fully committed to making sure that every potential talent in the county

Foster explained that the BCB knows that cricket is a very expensive sport and as such in very committed to assisting clubs to fulfill their mandates. The BCB has authorised Dr. Dukhi to raise finance under the trust funds and

supporters of Berbice Cricket are hereby encouraged to contact the surgeon o make contribution.

The funds would be used to obtain coaching equipment for the clubs in Berbice who have junior teams. The aim is to assist each club with $100,000 worth of coaching equipment. The clubs expected to benefit are Bush Lot, Bath, Achievers, Blairmont, Cotton Tree, Rainbow Generation, Tucber Park, Guymine, East Bank Berbice.

coaches are employed with the assistance of the Government of Guyana. the equipment would assist these coaches to reach more youths and Foster noted that the BCB has assisted cricketers and club with an unmatched list of items including cricket gear, uniforms, stumps, scorebooks, grass cutters, practice nets, bowling machines, water pitchers, pitch covers, youth information booklets, school bags, bicycles, coaching manuals and cricket balls.

The BCB has also hosted numerous coaching programmes and clinics with coaches like sir Andy Roberts, Sir Curtly Ambrose, Jimmy Adams, Dr. Desmond Haynes, Roland Butcher, Esuan Crandon, Clyde Butts, Sheik Mohamed, Nolan Mckenzie, Reon King, Courtney Walsh and the late Basil Butcher. In the Under 11 category, Ethan Bulkanfor Boy’s Singles and Anjaneysa Godette for the girls gained the first spot.

There were two triple champions coming out of the tournament in the Under15 category, Ruel Rambirche got gold in the Boy’s Singles, Boy’s Doubles with Avinash Ramnarine and in the Mixed Doubles he teamed up with Gianna Ramnarine.
