Govt. to seek BOOT investors for Amaila project again F

ollowing another failed attempt last year to move to the construction phase of the 165 megawatts (MW) Amaila Falls Hydro project, government is set to re-invite proposals later this week for the initiative.

Vice President Bharrat Jagdeo during his weekly press conference yesterday revealed that the administration will be seeking investors to submit proposals for a Build, Own, Operate Transfer (BOOT) model arrangement.

“Before the end of the week, we should also go out back for the hydro power...you would see a new request for proposals before the end of the week to return to that,” Jagdeo said.

The Vice President was keen to note that government plans to reinvite proposals for a BOOT model to avoid upfront costs. “Yes, it would be, we made that clear from the beginning, that's why we

terminated the engagement with the Chinese (last year) because they won it on a BOOT arrangement and then they wanted to transform it to an EPC and we said no. We don't want to own the plant, we will buy the power.”

He said it was falsely reported that government was going to acquire US$2M in debt but the BOOT arrangement will see Guyana purchasing power from the initiative rather than owning the plant. Jagdeo clarified that if the company, during the construction stage, or during operation, encounters any challenges, Guyana will not be saddled with that debt or cost of investment. According to him, “No, because we are buying power supplied, so they would have a power purchase agreement, so if they can't supply the power, they don't get paid. They get paid on power delivered to the Eccles control center that we advertised for.”

On the issue of water supply, he said there will be a reservoir to supply adequate water. “You can't just build it on the river, you have low drought season and you have rainy season, we showed in the period with drought you would have about 750 I think gigawatt hours and then I think if it goes to the rainy season 1,300 gigawatt hours.”

The VP anticipates that the cost per Kilowatt hour (kwh) will be sold to Guyana for less now. Last year, the administration was in talks with Chinese Contractor – China Railway First Group, following the outcome of a public procurement process; however the company later pulled out from the arrangement after reportedly being unable to fund the venture.

It was VP Jagdeo who revealed last year that the company's request to shift to an EPC (Engineer, Procure, Construct) option was not approved by government. Under

After 20 years it would be transferred to the government for free. The EPC contract however required government to finance the project, with the best company being hired to construct the facility.

It was reported that a total of four companies had submitted proposals to government for the project at the

time, and China Railway Group Limited was identified as the most 'capable partner' by the Evaluation Committee after a rigorous evaluation process, following which NPTAB submitted the relevant recommendation to Cabinet for 'no objection'. Notably, Jagdeo had defended the move to retender the project saying that the second closest bidder would not be feasible since the cost would work out to more than that of the Gas-toShore project.

Missing toddler Speaker loses bid to appeal found dead in $7.5 million libel judgment Kamarang River The lifeless body of a one-year-old toddler who went missing on Wednesday afternoon at Top Side Paruima Falls, Region Seven during a family outing, was found some five hours after, floating in the Kamarang River.

Dead is Romeil Delgado of Paruima Village, Upper Mazaruni Village.

According to information reaching police detectives, the little boy went missing sometime around 18:00hrs that day.

It was reported by the child's mother Yasmin Delgado, 21, that about 13:40 hrs on Wednesday, she and her 22-year-old boyfriend, along with her 26-year-old b r o t h e r, w e n t t o t h e Kamarang River to bathe along with five small children, including little Delgado.

She stated that while there, she had told her brother to watch over her son, leaving him lying on the sand at the river edge while she went to check on her two-year-old daughter, who was sleeping in a hammock about some 50 feet away.

The young woman reported that when she returned to the riverside about five minutes later to check on her son, she discovered that he was

missing from the Landing.

She said she asked about the whereabouts of her son from her brother, who told her he did not see him. She claimed that she then asked her boyfriend if he had seen the little boy, but he too did not see him.

Not knowing the whereabouts of her son, immediately an alarm was raised, and neighbours came out to assist in making checks around the area, but he was not seen. Police said the matter was reported to them at about 18:20 hrs that day.

According to the report, at around 23:50hrs on Wednesday the toddler's body was found and recovered from the Kamarang River at 'Top Side' Paruima Falls by Brian Chambers, a 51-year-old Farmer and member of the Paruima Community Policing Group.

Police said, the boy's body was seen and examined by a nurse who observed a piece of his private part missing and suspected to have been bitten by a crab or fish. No other marks of violence were seen on the body. His body was taken to the Paruima Health Post, awaiting a post-mortem examination.

An investigation into the incident is ongoing.

Appeal Court Justice Rishi Persaud has refused the application for a stay of execution of the $7.5 million judgment granted to former diplomat Kirk Hollingsworth in a libel suit he brought against Speaker of the National Assembly and the People Progressive Party/Civic (PPP/C)-owned Freedom Radio.

According to Senior Counsel, Roysdale Forde, who represented Hollingsworth in the case, the judge made the decision on Wednesday. The lawyer said that Justice Persaud refused to grant the stay of execution requested

by Nadir on the basis that there were no prospects of success of the appeal.

Hollingsworth, a former board member of Guyana Power & Light (GPL), was awarded damages in the sum of $7.5 million by Justice Fidela Corbin-Lincoln in a libel case against Nadir and Freedom Radio.

According to Court documents, the case hinges on defamatory statements made by Nadir on November 12, 2019, on Freedom Radio Inc. insinuating that Hollingsworth acquired land corruptly.

Further, the document noted the Nadir used his social media forum and also published the defamatory statement on Freedom Radio 91.1 FM (Demerara), 90.5 FM (Berbice) and 90.7 (Essequibo) which is circulated throughout Guyana and internationally online.

It is averred that the natural and ordinary meaning of the words and by way of innuendo means and would cause the reasonable reader of the defendants' defamatory statement to conclude that Hollingsworth acquired over 3000 square feet or 3,199,92 acres of land, the court papers noted. The document outlined further Nadir's comments were meant to show that

acquisition of 3000 square feet of land from the government was an award or result of Hollingsworth manipulating the system for self-preservation and enrichment.

Hollingsworth indicated that he was a former diplomat having served in the British foreign service for over 25 years in the UK, the Middle East, the Caribbean and southern Africa and was a board member of GPL and that Nadir's remarks caused damage to his character and reputation.

The man claimed that he also suffered and continues to suffer financial injury, constant grave distress, humiliation, embarrassment, indignity, pain and suffering.

He noted that this was evinced, days after the publication, when he received a letter from one of his clients, Kaydel Oil and Gas Limited, terminating his consultancy with them.

In his defence, Nadir stated that he was

certain that his statements were not defamatory, false or actuated by malice towards or in relations to the claimant.

In her ruling, Justice Corbin stated that such a defence must set out the facts alleged to be true that the comments are based. “The defence must identify the matters of public interest on which the comment is made,” she said in her ruling.

She said further, that in considering the basis upon which costs should be awarded, “I have considered all the circumstances including the conduct of the defendants which included the filing of an application less than seven days before the trial, the unreasonableness of pursuing the defences which were unsustainable as pleaded and without any evidence to support the defences at trial and that by pursuing these unmeritorious defences to trial and with evidence the costs have been increased.”

Return of oil blocks The heat is being applied to the PPPC Government, and it is concentrated heavily on the feet of President Ali and Vice President Jagdeo. The heat is not from the burning intensity of the overhead sun, and all the sweating that it causes. The heat is from the ground in the form of Guyanese standing in front of the Office of the President and making their voices heard, and their unhappiness felt.

The PPPC Government, the President, and the Vice President with the nation’s great oil wealth in his hands, are all put on notice. Get more from ExxonMobil for the oil that is the property of the citizens of this country. Get in the face of ExxonMobil, and get those at the top of the company, like Darren Woods and Alistair Routledge, to understand that the Guyanese people are angry and they are impatient. They see and read about the many billions in American dollars that ExxonMobil is making from this nation’s patrimony, while their own struggles with living daily are under the severest distress. The people at ExxonMobil are playing golf and goofing off about doing anything for the people of Guyana, and so the rage is building, slowly building.

The PPPC Government may fool itself into the complacency of thinking that it is standing strong, but it is not. The people, including their own supporters, are tired and fed-up, sick to their stomachs, of being misled and deceived in a thousand different ways with their oil inheritance. The people in front of the Office of the President have been speaking via different placards that demand renegotiation of the cancerous 2016 ExxonMobil oil contract. Only schemers that are beastly could have come up with the barbarity that is a contract with provisions like that, and then turnaround and speak about its sanctity.

Neither President Ali nor Vice President Jagdeo at any time lets any development pass by that ruffles their fur the wrong way, and that shakes their rulership nest. The people protesting with placards are not about politics, they are fighting, upping the pressure on government and leaders, for their patrimony, a proper slice of it. It will not come from 2 percent royalty, and no ring-fencing, and no taxes paid by ExxonMobil. A better Guyana with more oil benefits for all Guyanese will only come about through an honest and meaningful renegotiation of the 2106 ExxonMobil contract.

Furthermore, a better Guyana will not be, if ExxonMobil is allowed to hold onto the 20 percent of the Stabroek Block that is due to be returned to Guyana by the end of this same October month. Better will be the lot of Guyanese when those 120 oil blocks (20 percent) are fully relinquished to Guyana come October 31st, 2023, and not a day more. The more that Jagdeo hopscotches, the more that Jagdeo fandangoes, the more that Jagdeo backpedals and wheels around in circles, the more Guyanese are beginning to realize that he is not the man for the job of overseeing this nation’s wealth.

Frankly speaking, Vice President Jagdeo has been too protective of ExxonMobil, and too abusive to the increasing number of Guyanese, who have one objective in mind. It is that Jagdeo must redirect his energies and passions towards ExxonMobil to get more for Guyanese. Guyanese want their fair share of this wealth, and they do not want to hear anymore of these gimmicks, see anymore of these antics, from Jagdeo (and President Ali). The more they cloak themselves in what empowers ExxonMobil to rip-off this country, the more both of them expose themselves for who they really are.

The President and Vice President are clearly for ExxonMobil. And since this means that they have to misinform and then abandon the Guyanese people, then this is the choice that they have made. Their farces and pretenses are as bright as day, and Guyanese are tired of the betrayals they have had to live with, the costly disappointments that are now their daily reality. The protesters are not for a man or moment, but for a cause.

Protests are for the present to be better, and the future to be rich, then richer, for all Guyanese.

Let’s enjoy the moment DEAR EDITOR, With our new prosperity and the increasing arrival of guests to our shores we must put our best foot forward.

Many foreign establishments are in place for those seeking those experiences. We may have already reached our limit for such franchises.

Going forward we should also embrace the opportunity to allow our guests and visitors coming to our country to experience our hospitality and our cuisine.

Continuing to develop our home grown establishments will help showcase our rich

culture and what is uniquely Guyanese.

Ye s w e n o w h a v e Starbucks and other foreign franchises to offer, but we also have Oasis Cafe, The Hibiscus, Demico House and other great local establishments that our guests can enjoy. Let’s embrace our local businesses and also help them grow and develop during this period of prosperity.

Shantas was a great Guyanese experience that has unfortunately left us, Arawak Steak House Roof Garden, Hollywood Disco,

the Library Club and Mojo’s are others that we have also lost. The lucky ones amongst us have experienced these great establishments when they existed.

People new to Guyana will also seek new and unique experiences. If the visitors / guests in Guyana are polite and respectful we should allow them to experience what is uniquely Guyanese. As long as they will truly appreciate it and are not wasteful we should open our doors to them and give them the opportunity to share in the great

experiences we have in our country. Let’s once again create those great experiences that last a lifetime thanks to our hospitality and old world charm. Guyana doesn’t need to be a copy of other cultures and tourist destinations. We just have to continue to truly enjoy what we have and how we share it with others.

Enjoy the moment and allow each other to be happy.

I hope the PPP has not betrayed their founders and are now openly supporting exploitative capitalism DEAR EDITOR, I thank a section of the media for publishing on 11th October, 2023 my letter titled “President Ali and his Government should put an end to corruption at many levels of the administration.”

The letter also dealt with President Ali’s unfortunate verbal outburst in an apparent response to President Donald Ramotar’s statement on the question of renegotiation of contracts not beneficial to our people.

Last evening, I had a discourse with Guyanese, now Canadian citizens attending a conference in Guyana. They asked that I comment on President Ali’s statement about what sophisticated investors will think of us if we set out on the path to renegotiate. I asked them to read the powerfully written but controversial treaties by Professor Kari Levitt, titled “Silent Surrender.” The title of her

work pointed to the power and economic influence of the mighty conglomerates on the Canadian economy and psyche of Canadians, and that Canadians had at that time surrendered to the might of the conglomerates in the South.

Her arguments that the Canadian economy was being swallowed up was so compelling that Canada, fifty odd years ago, allowed Prime Minister Pierre Trudeau of Canada to rethink and re-tool Canada’s relationship with those super conglomerates.

Thanks to the initiative and wisdom the last two generations have seen Canada in a much better position than in the 60s. Today, I hope that the Party, the PPP whose founding fathers campaigned on behalf of the working class, has not betrayed their founders and are now openly supporting exploitative capitalism, pre and post 1838. I humbly suggest that

our present crop of leaders treat Kari Levitt’s Silent Surrender as compulsory, necessary reading . In the 1970s, silent surrender was necessary reading for those of us in the Cabinet. Today, with o u r b o u n t y, e v e r y Parliamentarian should digest the philosophical underpinnings of silent surrender because I believe it is still useful for all leaders as they deal or should I say grapple with these mighty transnationals.

Dear President, Dear leader of the Opposition, Dear decision-makers, I beg of you in particular Mr.

President before you next shout about sophisticated investors, understand as we say, the nature of the beast. I believe that the young people of Guyana, many who were not born when that book was published fifty years ago, would benefit from the wisdom contained therein. I am an optimist and hope that in President Ali’s next outburst, he should show due deference to his predecessor in office and due regard for what is good for our young people who look to us for guidance.

Amazing, Incredible, Awesome China

DEAR EDITOR I am a great enthusiast of history, of humanity, of nations, particularly of nations such as China and India. For their role in h i s t o r y, t h e s c i e n c e s , international commerce, inventions, and natural medicines, that has helped and healed many in the world from time in memorial.

This is the season of celebrating the 74th Anniversary of the Freedom of China from Hands of Colonialism. China historically, like India was always invaded by powerful nations. One of the worst of invaders was Temujin better known as Genghis Khan.

Many other Barbarians have always tried to attack, invade, and decimate China.

Obviously, they do not want to attack China or any other nation for the sake of love or human development.

Attacks of nations are always on the wealthy and most successful countries.

The aim is always to enslave, steal, destroy and demoralize. To take away their history and legacy and make the conquered nations subjects of nothingness for life. It was always done and as we can see is being done in the case of Russia trying to take the entire nation of Ukraine and the threats, we in Guyana are facing from Venezuela. To also want to steal, to plunder, to enslave, to hurt and to wipe out the pride of history of the attacked countries. I see India as another historical nation which also suffered similar curses of invasion.

The other conquering nations of such include Persia, Turks, the Arabs, the Romans and the Greeks.

However, in my opinion, the worst of the enslavers of the people they conquered were the Spanish. The first thing they did was, weaken the people, murdered their leaders then eliminated their history. History! Which is the cause of their national pride, they took away their names, changed the names of

their countries and made them look as if they were nothing for example the Mayans and the Aztecs.

Everywhere the conquerors went, including their activities in Africa.

Well, I must admit that all other European countries, the Germans, the Italians, the Dutch and the British all conquered and plundered for wealth for themselves. They like to say that they were helping but in reality, they were helping themselves.

Now, as it relates to China, China has one of the most magnificent histories.

Magnificent, in the fact that they had to build the “Great Wall of China.” The Great Wall of China was not built to waste time, money or resources. It was built to keep out invaders and would be conquerors.

China created the first paper currency; China created and gave the world ‘noodles’, China created some of the most renowned non-invasive medicine (known as natural Chinese medicines). China is not known for invading other lands. China is known to be an international trading partner to this date, like the existence and reemergence of the Silk Road. China is always interested in business where they could make money and the people in whose country they invest in, will make money. China like any other country has a right to defend itself against foreign invaders (selfdefense). It has an outstanding national security emphasis, as every great country would have and should have. On this 74thAnniversary of the People’s Republic of China which has just been celebrated, I applaud them. I respect them for their honesty and their commitment to medicine and humanity. China is known to offer a great number of scholarships to Guyanese and other students around the world in various fields: Medicine, the Arts,

the Sciences, Technology, A griculture, s cientific research, establishment of educational facilities etc. I find it is totally amazing to the human comprehension, the contributions that China has made and continues to make in providing scholarships and educational opportunities to numerous countries in the world.

I wish to recognize China for its medical brigades that it has been providing to Guyana over the last 30 years. They have provided during these 30 years, hundreds of thousands of medical attention; over one million consultations, thousands of medical operations inclusive of vital internal organs: eyes, etc. they are known for bringing in their own equipment and medication to conduct complicated surgeries in Guyana. Therefore, I wish to say to the Government and Peoples of China through Ambassador Guo Haiyan, thank you! Thank you!

Thank you, for the 30 years of providing medical support and medical intervention to assist Guyana and Guyanese.

I must also note they have provided enormous grants for the building of roads, and highways. The Chinese are known for their hospitality and the sharing of their technical knowledge to developing countries and their supporting of countries that are in need. I say once again to the Government and People of China, thank you for your support over the decades. As we of Guyana are always grateful to all the countries in the world, that help and support our country and our people in whatever way they possibly could. We will always continue to support and appreciate the contributions that China makes to our country and to the world. The contributions of China are tremendous which serve to develop our economy, our peoples, and our national health and pride.

Gaza’s terrorist production line DEAR EDITOR On Saturday morning of October 7, more than 1500 Palestinian terrorists swarmed from the Gaza Strip in a killing spree throughout the Israeli towns, villages and kibbutzim along the border.

While some squads started massacring hundreds of peaceful young people at a rave party festival, dozens of gangs went on their murderous rampage from house to house, slaughtering indiscriminately children, parents, grandparents, torturing, beheading, burning down and looting, kidnapping civilians, sowing devastation and grief in a whole region in only a few hours.

These dreadful events are clearly war crimes and crimes against humanity.

They evoke for many the tragic pictures of the ISIS eradication of the Yazidis in the Sinjar area of northern Iraq in 2014. ISIS and Hamas share indeed the same radical terrorist ideology, the same despise for human life and the same extremely violent and barbarous means to achieve their goals.

Most of the terrorists invaded Israel on a suicidal mission, and most of them are indeed dead by now.

They perpetuated their crimes knowingly, assuming that they would not come back alive, but convinced that the brutal murder of Jews would open them the gates to paradise.

Noticeably, the founding Hamas charter emphasizes explicitly its antisemitic agenda aimed at the extermination of Jews. What we saw on Saturday was the clear implementation of what Hamas supporters thrive for.

The terrorists who attacked Israelis on the weekend represent only a small portion of the active members of Hamas, who built up a full-fledged army of terrorists, recruited in their huge majority from within the Gaza population, who has mostly displayed support for the Hamas leadership.

Where did these bestial killers originate from? Who are the mothers and fathers who raised these monsters?

What is the process enabling the Gaza Strip to produce so much hatred and violence?

Back in 2005, Israel fully withdrew from the Gaza Strip, handing over the keys to the Palestinian Authority.

In the elections held in the Palestinian territories in 2006, Gaza citizens voted overwhelmingly for Hamas, thus enabling its violent full takeover of the Gaza strip in 2007. In the past 18 years, the people of Gaza grew and fed the Hamas monster, that in turn channelized all resources to the military effort aimed at destroying Israel, instead of developing the Strip and caring for its welfare and prosperity.

The supporters of Hamas in the Gaza Strip do not believe in Democracy and Civil Liberties. Their credo is not dialogue and compromise, but imposing their obscurant way through violence and terror.

Most of Saturday’s terrorists where in their early twenties, having grown up during the past 18 years, in which Hamas governed the Gaza Strip. They received

their education in its schools, and social institutions. The terrorists were raised with constant exposure to incessant incitement to murder Jews and Israelis, i n c l u d i n g t h e encouragement of terrorism, the glorification of terrorists, and the financial reward of assailants and their families.

Pictures from Gaza often show the citizens chanting their joy and distributing candies after attacks against Israelis.

Even in the past days, many Gazans showed off rejoicing at the barbaric crimes and participating in the humiliation of captive Jews in the streets of Gaza.

At the end of the war, the people of Gaza will have to choose if they want to be Hamas and go on providing the breeding ground for terrorists, or if they stop supporting Hamas and put an end to suffering on both sides.

Hamas initiated this war with the backing of the Ayatollah regime in Iran and imposed it upon Israel. Israel is fully legitimate to react in self-defense and to protect its citizens in face of this barbaric aggression by enemies who openly thrive to annihilate us.

New fire stations to curb increase in fires-Benn GFS 66th anniversary…

Minister of Home Affairs, Robeson Benn on Thursday listed the construction of additional fire stations among initiatives which can curb a recent increase of fires in Guyana.

During his brief remarks at the Guyana Fire Service (GFS) 66th anniversary ceremony at the, Benn

emphasized the need for a reevaluation of the GFS, stating that continuous improvement of the unit is necessary. He said that efforts are being made to retool the service including building new fire stations and expanding the services of the fire department.

prevention including maliciously set fires. He stressed the need for the GFS to adapt to new challenges and changes in the economy, which require greater engagement and understanding in fire prevention.

Meanwhile, Chief Fire Officer Gregory Wickham pointed to the importance of

disposal. Wickham stressed the need for the maintenance of water sources, drains, and reservoirs for firefighting purposes. He underlined too, the challenges faced by firefighters due to terrain in remote areas, but assured that the GFS would respond and provide the necessary services required. In the national budget this year, the

GFS received $545 million to advance works on critical facilities as well as $489 million for the procurement of several pieces of equipment for firefighting purposes including water bowsers. The budgetary allocation also catered for fire tenders and installation of a further 148 fire hydrants as well as for the training of fire officers.

CDB provides US$50,000 to help fund CCJ law conference Fifty law students from the Caribbean will participate in the upcoming 7th Biennial Law Conference of the Caribbean Court of Justice (CCJ) Academy for Law as a result of a USD 50,000 grant provided by the Caribbean Development Bank (CDB) for the staging of the event scheduled for October 18-

20, 2023, at the Hilton Hotel in Barbados.

The CDB funding will go toward covering the cost of registration, and participation for the students who are currently pursuing legal studies at The University of the West Indies, Cave Hill, and the Barbados Community College's Faculties of Law

and Social Sciences.

The Bank's contribution will also underwrite the cost of facilitators for the conference, and a hybrid (inperson and virtual) Town Hall meeting to be held on October 18 at the Hilton Hotel, CDB said in a release.

The CCJ Academy for Law's Biennial Law Conference offers thought-

leaders in the legal profession a platform to present their ideas to attorneys, law and sociology students, and civil society on various themes concerning t h e r e f o r m a n d modernisation of Caribbean legal systems and the wider society. The Conference is intended to conduct a close interrogation of the criminal

justice system and propose concrete and implementable solutions based upon discussions inter alia, around the Impact on the Victims of Crime; the Accused and Criminal Justice; Crime and Socio-economic Development and Sentencing.

The CDB will also make two presentations at the

Publisher of the Kaieteur News has called for a day of protest on October 27, 2023.

The aim of the protest is to call on the government to invoke the provision in the lopsided contract with ExxonMobil for that company to relinquish 20% of the Stabroek Block which it currently holds.

That 20% is equivalent to 120 oil blocks.

The protest will also be calling on the government to ring-fence Exxon’s 6th project as well as demand more royalty and taxes from the US oil major.

So, join Mr. Glenn Lall and others on Friday, October 27, 2023 at 9am at the Office of the President and let your voices be heard.

Let’s show both President Irfaan Ali and Vice President Bharrat Jagdeo, that they have to take back those blocks from ExxonMobil and change the way they are managing this oil sector.

AG asking court to impose higher cost to prevent citizens from filing ‘frivolous’ oil related cases

A

ttorney General (AG) and Minister of Legal Affairs Anil Nandlall SC is asking the High Court to impose higher cost to prevent citizens from filing frivolous cases related to the oil sector.

The AG was at the time speaking of cases filed by private citizens in relation to Exxon Mobil Guyana Limited operations which were eventually dismissed.

Chief Justice (ag) Roxane George threw out a case filed by three women activists against the Environmental Protection Agency (EPA), which sought to halt the flaring of gas offshore by ExxonMobil. She found that the application lacked evidence and merit and was one of several cases brought by litigants with similar intentions. The respondents were ordered to pay EPA

$150,000 in costs. During a recent airing of his programme, 'Issues in the News' Nandlall described the matter as 'frivolous ad vexatious.'

According to the AG, such cases are wasting valuable judicial resources.

He therefore called on the court to implement measures which would dissuade individuals from bringing such matters to the court. He expressed his deep concern about individuals filing abusive cases that, in the end, prove to be without merit.

He explained: “That case is one in a series of cases… there are others involving Vanda Radzik, Danuta R a d z i k , Tr o y T h o m a s almost all of them expect the unlimited guarantee case have been struck out. Today the CJ ruled that the evidence presented did not

have any relevance to the case that the case didn't have any merit….that a case was not made that it was not only hopeless but hopelessly present…Her honour dismissed the case but she awarded $150,000 cost .”

“These litigants go on the internet, they pull down a whole set of information about the environment, pages and pages of documents, half of which are irrelevant and 99 per cent of which are inadmissible as evidence because the maker of those documents is not before the court,” Nandlall added.

The AG noted too that his concerns were not unfounded, as Guyana had recently witnessed several legal challenges where politicians challenged the State and citizens brought cases against state agencies on environmental issues. He

lamented on the impact that such matters have on the State resources.

According to Nandlall, “Billions of dollars are being spent annually to resource the judiciary. Millions of dollars is expended in hearing and determining these cases. The State through resources to the judiciary expends millions and millions of dollars to hear and determine one of these cases,” the AG said adding that “The state is invariably sued through one of its arms and agencies, lawyers have to be hired, time has to be consumed and research has to be done only for the matters and in the end the cases make no sense and the only for the cases to be dismissed as frivolous and vexatious, and without merit.”

spirited citizens filing cases that are important part of democracy, that civic duty but again the cases must be just. They cases can't be fishing expeditions…” he said. The Attorney General continued: “we have an already overworked judicial system that is nationally recognised. We have people with genuine cases involving their properties, freedoms, and families.

Cases that put people's lives on hold and those cases remain languishing in the system.”

The AG stressed therefore that when challenges had been dismissed as lacking merit, substantial costs had been awarded to the respondents.

“I believe that these cases are of the same mould but all I am asking for is that when these cases are dismissed, the court must express [its] displeasure. It must send a message that it will not allow its processes to be used in this frivolous manner. It costs a lot of money to hear and determine one of these cases,” the AG stressed.

The PPPC has never endorsed a national development strategy The People’s Progressive Party/Civic (PPPC) government of Guyana has never had a cohesive national development strategy, and its attempts at developing such a strategy have been inadequate.

In contrast, A Partnership for National Unity/Alliance For Change (APNU+AFC) coalition, during its time in government, crafted a comprehensive Green State Development Strategy, which, despite its imperfections, stands as a superior effort to anything attempted by the PPPC. The PPPC has never produced a concrete and comprehensive national development plan. While Vice President Bharrat Jagdeo might assert otherwise, the historical record does not support his claim that the PPPC has a development strategy. If it does then it should not be difficult for him to produce such a document.

When the PPPC first assumed power in 1992, it was encouraged by the Carter Centre to create a

National Development Strategy. This process was initiated under former President Dr. Cheddi Jagan.

This initiative benefitted from the perspectives and input of hundred s of local experts from the various sectors, who were keen to contribute a holistic roadmap for the nation’s future development.

However, this valuable plan was abandoned when Jagdeo was Minister of Finance. While the document was tabled in the National Assembly it was never brought forward for debate or adoption. The PPPC in effect abandoned the National Development Strategy.

The then Opposition party, the People’s National Congress (PNC), resisted endorsing the National Development Strategy, claiming that it was unduly influenced by external organizations like the Carter Center. This resistance further complicated the process, as finding a consensus on a national strategy was paramount.

Subsequently, a compromise strategy led by Dr. Kenneth King was attempted, but it suffered from unrealistic projections and was eventually discarded. The PPPC, led by Jagdeo, was seemingly uninterested in pursuing a national d e v e l o p m e n t s t r a t e g y, concerned that it might clash with the dictates of international financial institutions like the International Monetary Fund (IMF) and the World Bank.

The government’s preference seemed to be focused on crafting projects at its discretion, rather than following a comprehensive national strategy.

To fulfill international obligations and secure critical financing, the PPPC resorted to creating a Poverty Reduction Strategy Paper (PRSP) However, it is evident that the PPPC government never fully embraced the document’s principles, and its implementation was inconsistent at best. This further underscores the absence, under the PPPC, of

Martin Baptiste, Division Chief, Social Sector Division at the CDB, noted that a multifaceted approach to criminal justice reform is imperative. “Criminal justice reform is a critical component of citizen security and as such, must take account of the multifaceted and intersectional nature and causes of crime and violence and their impact on the region's sustainable development,” said Mr. Baptiste.

Honourable Justice Winston Anderson, Judge of the Caribbean Court of Justice, Chairman of the CCJ Academy for Law, noted that normalising serious crimes in the

region had led to stunted economic growth that needs to be addressed. “There is an alarming pandemic of serious crimes in the region. In accepting this state of affairs, we have normalised the intolerable and stunted economic development. If the Caribbean is to truly achieve sustainable economic and social development, then the issue of crime and criminality in the region cannot be tolerated and must be addressed. This can only be done using a multi-pronged approach, one such approach being the reform of the criminal justice system,” Justice Anderson said. The CDB previously supported the CCJ's capacity development as part of a governance and institutional development programme.

Red Road seeing red!

Yesterday, it appeared as if Red Road suffered the effects of an earthquake.

Large cracks appeared on de surface of de road just north of the so-called parking lot of the National Stadium. De road surface also buckled in place to the point of being elevated. It was like a scene out of disaster movie, except that the setting was right here in GT. But it wasn’t Mother Nature who decided to flex her muscles; it was the stockpiled aggregate in the National Stadium’s parking lot, of all things, that managed to send Red Road

into disarray. That is according to the engineers of the Ministry of Public Works. Is a pity such an outcome could not have been predicted during the stockpiling exercise.

But if excess pressure caused by stockpiling aggregate was the cause of the damage to Red Road, what about the road at Grove East Bank Demeara, which has begun to warp and sink in many places.

Millions were spent to give it a fresh coat of asphalt, only for it to warp and sink under the weight of heavy vehicles. It’s as if the road is

saying, “You thought repaving me would change things? Think again!”

This duet of road disasters truly highlights the challenges of road-building works.

It’s almost comical how we rush into these ambitious projects without a second thought, and our roads, like mischievous gremlins, seem to mock our e n d e a v o r s . We h a v e engineers diagnosing the problem after the fact, like doctors performing an autopsy on a road, trying to figure out what went wrong.

The Low Carbon Development Strategy (LCDS) introduced by the PPPC was touted as a groundbreaking approach to sustainable development.

However, it was primarily a vehicle for financing. It was never comprehensive enough to be viewed as a national development strategy. The LCDS aimed to capitalize on global environmental concerns, leveraging Guyana’s low rate of deforestation to gain international financing. Its limitations became evident as it failed to offer practical projects to establish a genuinely low-carbon economy. Subsequently, the PPPC revised the LCDS. Despite this, the new iteration remains heavily focused on financing through the sale of carbon credits, and the emphasis on substantial development projects is still lacking. This revision does little to improve the ruling PPPC’s standing regarding national development strategy. In

stark contrast to the PPPC’s elusive pursuit of a national development strategy, the APNU+AFC coalition took a more proactive approach.

During their time in government, they unveiled the Green State Development Strategy (GSDS), a comprehensive document aimed at steering Guyana towards sustainable development. While the GSDS is not without its flaws and challenges, it represents a more coherent and holistic approach to g u i d i n g t h e c o u n t r y ’s progress.

The GSDS placed strong emphasis on environmental s u s t a i n a b i l i t y, c l i m a t e resilience, and the transition to a green economy. It outlines a vision for a sustainable and inclusive future for Guyana, focusing on sectors such as a g r i c u l t u r e , e n e r g y, infrastructure, and education. When comparing the PPPC’s track record with the APNU+AFC’s GSDS, it becomes evident that the latter’s strategy is a far more serious and concerted effort t o a d d r e s s G u y a n a ’s

developmental challenges.

The GSDS provides a roadmap for sustainable development, which is crucial for a country with rich natural resources and untapped potential. The GSDS’s long-term vision offers a refreshing alternative to the PPPC’s ad hoc projects and attempts to secure international financing under the pretense of national development.

The PPPC therefore lacks the moral authority to refute claims of there being n0 national development strategy. If tomorrow it can produce such a written strategy, perhaps the world will change for the better overnight.

BHARRAT JAGDEO: THE MAN WITH THE KEYS TO THE OIL KINGDOM Guyana’s oil champion, Bharrat Jagdeo is the man with the keys to Guyana’s oil kingdom. He does right and Guyanese will be alright, everyone. He hasn’t; not to any material degree.

Not with elements that would persuade people who think. Not with those who understand how multinationals operate. Not with those knowledgeable of the kind of governments and leaders that they have had, coexist with side by side.

Others have lambasted him for demanding for himself, the honorific of ‘dr.’ before his name. I go the other way: if that gives him energy and astuteness to battle Exxon for more benefits for Guyana, then I deliver ‘dr.’ for that edge.

Unfortunately, addressing him as ‘doctor’ has only brought more of the deceptions that are deep down. The high ground gets slick, but the luxury of sliding down is not mine. It is my duty to stick to Brother Jagdeo, not stick it to him.

What’s the point? How do Guyanese rise? Sticking it to him in his time of political menopause does not help the Guyanese people, fixes nothing, leads nowhere.

But Dr. Jagdeo has to stop manifesting how much he is more for Exxon’s interests than even Mr. Alistair Routledge. In G u y a n a ’s O i l C a e s a r, Bharrat Jagdeo’s hands reside the keys to Guyana’s oil kingdom, not Exxon’s.

He has not made much use of those powerful keys that Guyanese have given to him; in fact, he couldn’t have done worse. Why give away so cheaply, chief, the gifts of the children? Even more glaring, where is the fight in this leader, who can be prickly and pugnacity itself, when pressed on his postures and decisions that have failed?

Though aggressive with Guyanese disbelievers, Dr. Jagdeo is passive, willingly docile, when Exxon is part of the conversation. This is how the gatekeeper for Guyanese

dreams turn those dreams into ashes, and then turns against those who say: why?

How could this be?

Guyanese are not fooled by manifesto claims reengineered to give the appearance of fulfillment.

Hell no; not when oil projects are meekly surrendered for nothing, and bargaining trumps are turned into useless jokers. I say nothing about the jesters cheering the VP, they are his idea, his problem, his revelation to Guyanese of the road he has taken, continues to travel. Instead of informing Country Head, Mr. Routledge that he is insulted by the tricks of Exxon, Brother Jagdeo insults his fellow citizens who direct his gaze to the real Exxon, what it is doing, and what kind of partner it is proving to be. The sharpest word that I have for Guyanese who look favorably on what Exxon is doing here is that they belong to that special breed of citizen called self-

enslavers. To the Vice President I recommend getting tougher with Exxon.

There is the risk that the ICJ could start leaning a different way, or the oil money in that New York bank could be frozen. I would take pride in that Guyanese put up a fight, no matter how much they lose, fall from American graces.

It is fighting for this birthright, or living a life of qualified serfdom (at best), or mental and economic slavery (at its worst). I urge everyone to study the Vice President, who I now hold aloft as the main exhibit of what mental slavery looks like. Turning the keys to Guyana’s oil kingdom the other way, Dr. Jagdeo, is to diminish the vision of Exxon, and derail the efforts of the company to subjugate the spirit of the six or ten races that makeup this c o u n t r y ’s p o p u l a t i o n .

Currently, everything (rules discarded, projects approved, expenses hidden) are handed to Exxon on a

platter, and without so much as a little something more for Guyana for its continuing hospitality, its runaway generosity.

Guyana must fight more, which the VP is not doing, and Exxon must be made to get the chills, as to what this country is capable of, but with which weapons the VP has not brandished.

Vice President Jagdeo knows all of this, and much more of all the oil areas where he has looked pathetic, a regular Guyana ‘po boy’ for a leader. He knows, too, that every decision and non-decision that flow from his lips have been about what either conceals matters from Guyanese; or what aids and abets Exxon’s profit spigot gushing with this country’s wealth. Guyana cannot be this fabulously changed creature in the eyes of the world. Not while Guyanese below the middle rungs of the economic ladder are materially untouched, and

remain mired in daily survival battles, as if there has been no major oil development here.

Rather uncannily, the Vice President has bent the oil keys put in his hands, thus halting any forward movement under the deception and selfprotective blanket of sanctity of contract. When he should be holding Exxon’s feet to the fire, he fires away at Guyanese whispering to him that his slip is showing. All of it.

Never has one man been given so much power, who made so little use of it, and impoverished so many.

Community policing ranks get training Woman who allegedly stabbed husband hospitalized to help fight human trafficking with self-inflicted wounds

he Ministry of Human Services and Social Security's CounterTrafficking in Persons Unit took a significant stride forward in the battle a g a i n s t h u m a n t r a ff i c k i n g b y organizing a two-day Anti-Trafficking in Persons Training Course for members of the Community Policing Groups (CPGs).

This transformative training is being held at Regency Suites on October 12-13th, brought together dedicated individuals from various regions, fostering a united front against the scourge of human trafficking, the ministry said in a press release.

The event commenced with a comprehensive review of the legal framework surrounding CounterTrafficking in Persons, courtesy of Cindy Sankar from the Office of the Director of Public Prosecutions.

CPG ranks at the training light on the crucial laws and regulations that underpin the fight against human trafficking, equipping attendees with the necessary legal knowledge.

A Mahaicony, East Coast Demerara woman, who allegedly, stabbed her common-law husband last week, was rushed to the hospital with self-inflicted wounds, days after attacking the man.

Kaieteur News reported on Tuesday that the man was hospitalized with a damaged lung after his common-law wife, who was formerly his stepdaughter, allegedly stabbed him several times about his body late last week.

Sources informed this publication that a few days after wounding the man, the young woman repeatedly stabbed and cut her body with a sharp knife. She was later admitted to a city hospital.

Years ago the man lived in a common law relationship with the young lady's mother. The now young adult was a teen at the time and there were reports of sexual relations between them and at one point, the Welfare Depart had to intervene.

Kaieteur News was told that after the passing of her mother and the stress that came with it, the then teen was admitted to the Psychiatric Ward of the New Amsterdam Hospital for some time before the then stepfather got her out. After her release, she went to live with the man and their relationship changed routes.

Boy, 4, suffers fractured skull, after beaten by stepfather The 4-year-old boy who is currently hospitalised at the West Demerara Hospital suffering from a fractured skull and other injuries. (Photo courtesy, Melissa Edmonds)

olice in Region Three are in search of a 29year-old man who went into hiding after allegedly beating his stepson, which left him hospitalised.

Injured is four-year-old Travis Morrison. He is currently a patient at the West Demerara Regional Hospital suffering from a fractured skull among other injuries.

Kaieteur News understands that the incident occurred on Sunday at about 23:50hrs at Parika Façade, East Bank Essequibo. Police stated that the suspect has been identified as David Josiah.

It was reported to them that on Sunday, the man went home after imbibing on the road. He then became involved in a heated argument with his common-

law wife, 32-year-old Rebecca Premdass. As a result, they began fighting in the presence of the little boy and his elder brother, Kevin Morrison.

Police learnt that as a result of the altercation, the boys ran out of their home to seek help.On seeing them running away, the suspect then ran behind them and managed to grab hold of the younger child and allegedly gave him several blows to his body and head, before making good his escape. On Monday, the police revealed that about 08:00 hrs, Premdass went to the Parika Police Station with her son Travis, where she reported that her son had fallen down the previous night and that the suspect never hit him.

Sinohydro workers strike over late payment of wages and salaries ...matter resolved after intervention by Labour Ministry

Senior representatives of Sinohydro Corporation Ltd. Speak with striking workers on Wednesday Employees of Sinohydro Corporation Limited, a subcontractor of Zijin Aurora Gold Mines (AGM) on Wednesday downed tools in protest against the mining company's failure to pay wages and salaries in a timely manner and poor working condition.

However, by Thursday afternoon the department of Public Information said that the matter has been resolved following a meeting with management of the company and the workers. According to the DPI the Ministry of Labour was aware of the strike action by some workers attached to Sinohydro Corporation and invited the company to a meeting to address the situation. Chief Labour Officer, Mr Dhaneshwar Deonarine and his team met with the Human Resource Manager, Ms Ruth Mc Taire and Ms Shania Braithwaite, Senior Human Resource Officer of Sinohydo Corporation Ltd. at 12:30 pm on Thursday at the M i n i s t r y o f L a b o u r, Brickdam, Georgetown.

At that meeting, the company indicated that the main reason for the strike was delayed payment of wages/salaries which was due on October 6, 2023, DPI reported. The c o m p a n y, D P I s a i d assured the ministry that the workers were paid at 11:00 a.m. on Thursday and they have agreed to return to work with full resumption after their lunch break. “The ministry wishes to point out that at this time there are no unresolved complaints from any worker of the c o m p a n y, ” t h e D P I reported.

Meanwhile, Kaieteur News was reliably informed that the strike action began on Wednesday evening after frustrated employees declared, “Enough is Enough”.

Red Road crumbles under weight of ministry's stone The section of Red Road, Providence which was damaged and bulged up on Thursday.

In an unusual event on Thursday afternoon, the Providence Access Road popularly known as 'Red Road' crumbled and “bulged” due to the weight of piles of aggregate that has been stored in a parking lot nearby.

This is according to Minister of Public Works, Juan Edghill who shortly after the incident briefed the public about the situation. “We have an unusual event that has occurred not so long ago, we have a bulge that has taken place that has raised the road almost between 6 and 8 feet in some places,” he said yesterday.

According to the minister, his engineering team who responded to the scene have examined the situation and found that it was the 30,000 tones of stockpile of aggregate that was stored on the extension of the parking lot of the National Stadium that has caused a movement of the earth and destroyed the road.“It is clear that with the bulge, this entire stretch of

about 150 meters of road have been totally destroyed,” he briefed.

He noted that the situation has caused some amount of inconvenience to commuters and because of what has taken place, they have restricted traffic on Red Road all the way from the East Bank Highway to the entrance of Massy Supermarket.

Minster Edghill went onto explained that what is being done to address the situation is that they have machines that are moving some of the aggregate to another location.

“We have already mobilised two emergency contractors, equipment will begin to work and the intention is that we have to do a full reconstruction of this section of the road,” the minister added. He noted that the aggregate is owned and maintained by the Ministry of Public Works, and from what occurred at Red Road, “lessons would be learnt” to prevent such from happening again.

“We apologies to the public for the inconvenience,” he said.

GTU calls for arbitration to get higher salaries for teachers

D

issatisfied that it has not been able to engage the government on the collective bargaining process for salary increases for teachers, the Guyana Teachers Union (GTU) on Thursday wrote the Chief Labour Officer requesting the start of the arbitration process to resolve the issue.

Financial talks on salary increases for teachers between the GTU and the government broke down earlier this year and this resulted in the initiation of the conciliation process.

According to a letter dated October 12, 2023 and penned to Chief Labour Officer, Dhaneshwar Deonarine , the GTU said that all matters relating to teacher's welfare which were discussed between the Ministry of Education and the union have been “non-financial.”

The union said that Minister of Education, Priya Manickchand has stated clearly on numerous occasions that “financial matters are dealt with by the Office of the President and not by the Ministry of Education.”

The GTU said “in no uncertain terms” it has failed to engage the Office of the

President on financial matters, specifically salary increase. As such the union demanded that Stage 4 of the Avoidance and Settlement of Disputes procedure be activated.

In its letter to Deonarine, the GTU called for an arbitrator be identified and be mutually agreed to by both parties so that the process can commence.

As the new school term commenced recently, teachers across the country carried out a sick-out as part of their efforts to force the government to start negotiations for the proposed multi-year agreement. The proposal addresses 13 critical areas, including issues related to salaries, gratuity, duty-free concession, hinterland benefits and grants.

Earlier this month, the GTU said it was concerned about a consultation which President Irfaan Ali and other government officials undertook at State House with a select group of teachers.

The GTU called on its members to be alert and cautious and it noted that the concerns of teachers who were not invited to the meeting were aired amidst efforts by the GTU to engage the government in the collective bargaining process towards increasing the salaries of teachers.

Fisherman found guilty for theft, gets two years in jail A 28-year-old man was charged and sentenced to two years imprisonment on Tuesday after he was found guilty by the court for the offence, larceny, committed on Alyah Persaud.

According to police, Ramesh Charran of Lima, Essequibo Coast, appeared virtually from prison at the Anna Regina Magistrate’ Court before Magistrate Esther Sam. The defendant gave a sworn testimony and was crossed-examined by the prosecutor.

The Magistrate found him guilty of the charge, and he was sentenced to two years in jail. It is alleged that on July 22, 2023, Charran stole from Persaud.

GAWU awards Ashton Chase posthumously The Guyana Agricultural and General Workers Union ( G AW U ) o n T h u r s d a y honoured the late Ashton Chase posthumously during a ceremony at the union's headquarters in Kingston, Georgetown.

Pauline Chase and Serita Chase, daughters of the late Ashton Chase accepted the award. The award was presented in recognition of

their father's outstanding and significant contributions in defending workers' rights and strengthening the trade union movement in Guyana, GAWU said in a release.

The Union had decided to honour Ashton during its 22nd Delegates' Congress, which took place in August of this year. However, the award could not be presented at that time. At the Kingston Office

of the Union, GAWU's President Seepaul Narine took a moment to reflect on his personal experiences with Cde Chase. He spoke about how Ashton Chase had a genuine interest in the wellbeing of others, always asking about their families and ensuring they were doing well.

Despite his enormous influence, Ashton Chase

remained humble and encouraged his comrades to improve their skills and abilities.

Narine recounted numerous instances where Chase stood firmly with the Union, securing numerous victories and bringing honour and respect to the working class. Narine described Chase's contributions as extensive, diverse, exceptional, and everlasting, and he emphasised that they will always be remembered.

During the award a c c e p t a n c e c e r e m o n y, Chase's daughters expressed gratitude towards GAWU for recognising their late father's dedication and hard work.

Pauline Chase shared that her father considered trade unionism as his life's purpose, and he always put his heart and soul into working for the betterment of workers and political causes.

“Ashton was a staunch supporter of the trade union movement and firmly believed in the principles of the working class,” Pauline Chase said. She also mentioned that the family was immensely grateful to GAWU for honouring her

father's legacy, which served as a poignant reminder of his significant contributions to the cause he held dear.

The GAWU said it has a deep appreciation and respect for the late Ashton Chase. “Chase's passion for social justice, his influential writings, and his teachings will continue to inspire and

guide workers and leaders as they navigate through new challenges and strive towards new milestones. The award presented to Chase by GAWU is a fitting tribute to a man whose lifelong dedication and tireless efforts have left an indelible mark on the labour movement in Guyana.”

After eight failed attempts to serve lawsuits… Jagdeo says he didn't

know court marshals were looking for him Vice President Bharrat Jagdeo told a press conference on Thursday that he did not know that court marshals were looking for him to serve court documents in relation to a libel suit filed by former Auditor General (AG), Anand Goolsarran.

The response comes days after Goolsarran told members of the media that he made eight unsuccessful attempts to serve the document on Jagdeo.

The former auditor general said that after the matter was filed on September 22, 2023, he visited Jagdeo's offices and home on several occasions accompanied by a court marshal but was unable to serve the document.

He recalled that specifically on September 25, 2023 he attempted to serve the writ on Jagdeo at Freedom House around 9:30 a.m. but they were told that he was not there. The duo then visited the Office of the President where they were informed that the Vice President was not there.

On September 27, 2023, Goolsarran said again he and a Court Marshal returned to Freedom House with the intention of serving Jagdeo but he was not there.

The duo also visited Jagdeo's Goedverwagting, East Coast Demerara (ECD) home and was told he was asleep and could not be disturbed. On September 29, 2023 at 1:30pm, Goolsarran

and the Court Marshal visited Freedom House where they were told that he was not there. Thereafter, they visited the Office of the President where a guard on duty contacted Jagdeo's secretary.

The marshall spoke with the secretary, who enquired whether the visit was in relation to the “Goolsarran matter.”

The marshal made it clear that she was not in a position to discuss the matter and it was then that the secretary told the marshal that Jagdeo was not at the office.

However, at the press conference on Thursday, Jagdeo refuted the claims. He instead accused Goolsarran's lawyer, Khemraj Ramjattan of lying and making false claims for publicity.

“I see Stabroek News has been carrying the stories. But he [Ramjattan] is a vile person, he is prone to lying…

He told [Anil] Nandlall this morning, that he came to Freedoom House and they tried to serve me and I send down a message … I didn't even know the marshal was here… it's all a bunch a lies,” the VP said.

He continued: “I wouldn't know … I read it in the Stabroek News that he said its eight times they tried to serve… I don't know anything about it but I'm in the public domain, I'm here, I linger everywhere; people know my schedule it is in the public. I was in Linden, they could have come and seen me

Jagdeo said too that he is not afraid of being sued by the former Auditor General because he will defend the statement.

“My Lawyer urged them to file this, because I can defend it. He [Goolsarran] asked for an apology… I have the letter he sent but I refused, I said no 'you sue me' so why would I be hiding from that.

All now, if they can't serve me; all they need to do is drop it off by the Attorney General's Department and I'll consider it being served.

Goolsarran believes that Jagdeo knew and intended to utter the words.

As a result of the Vice President's utterances, the former AG is seeking a permanent injunction restraining Jagdeo from repeating the defamatory statements or printing, publishing or causing to be printed the said statements or similar defamatory statements.Goolsarran is also seeking exemplary and aggravated damages; interest on all damages awarded pursuant to Section 12 of the Law Reform (Miscellaneous Provisions) Act Cap: 6:02.

Sometimes after leaving the interior location, the workers who often time work several weeks in the interior and get several weeks off work, are left without any proper communication on when they would be paid their wages and salaries.

According to the angry employees, the company would pay wages through a city bank that would then disburse the money to the employees’ accounts at their respective banks. This process, Kaieteur News understands takes approximately four days.

The workers explained that they are forced to wait for more than a week for their wages and salaries to be deposited into their accounts.

On Wednesday, a group of

frustrated workers contacted the city bank that handles AGM’s finances and were told that the company is yet to submit its payroll for the employees.

Upon receipt of this information, the workers decided that they will not work until they are paid their wages and salaries on time and are treated in a respectful manner by the hierarchy of the mining company.

Most of the workers affected are attached to the Sinohydro Corporation Ltd. One worker told Kaieteur News, “We are literally treated like dogs and are expected to work under poor conditions.” The workers said too that their welfare is not taken seriously and that the management of the company is taking them for

granted by treating them “anyhow”.

In a video seen by Kaieteur News, a Chinese Manager was heard telling the employees that salaries would not be paid if they do not work. In response, workers shouted, “Unfair, unfair”, as heated arguments between the Chinese supervisors and Guyanese intensified.

The workers maintained that they will not resume duty unless they are paid their outstanding amounts.

Following the meeting, management of the Sinohydro Corporation Ltd. Department committed to paying the employees today.

Contact was made with an official of the company who said the company will not comment on the matter at this time.

Manganese company refutes $21 million in gold-sifting claims ....paid royalties last year Chinese-run Manganese C o m p a n y, G u y a n a Manganese Inc. (GMI) has refuted claims that the company was involved in gold-sifting at its Matthews Ridge plant.

The company in a statement Thursday said: “The manganese ore is basically crushed and washed in our process plant so there are absolutely no mechanisms in place to capture gold or “separating mills”. This was in response to an article carried by this publication, which quoted Kaieteur News Publisher Glenn Lall. Claiming that, Mr. Lall has made several false claims in the article and also on his television programme, the company noted that their Guyanese employees were involved in all aspects of their operation and that most of their departments were headed by Guyanese including the Workshop, Mines, General Affairs and Security. “All our Operators and Drivers are also Guyanese and are involved in Mining, Milling, Transporting and Loading of

Manganese from the Mine to the ocean going vessels at the mouth of the Waini River.”

GMI said that last year it shipped 107,230 tons of manganese ore and paid royalties to the Guyana Geology and Mines C o m m i s s i o n o f G$21,450,000. “Our fleet of trucks consists of 40-25 ton trucks and not 60 tons as reported by Mr. Lall.”

In response to publisher's claim that: “the loading of the manganese on the barges, on the ship is strictly done by the Chinese. Guyanese don't get to see what or how much is being loaded on those barges or ships on a daily basis. What is the reason for that?”

The manganese company said: “the loading of the manganese barges is totally done by our Guyanese operators both at Port Kaituma and at the transshipment point at the mouth of the Waini River.

Guyanese are also employed on the barges as Able-Body Seamen.”

According to Police, Alliah Gilliard, of 19th Avenue Diamond Housing Scheme, East Bank Demerara, made her first court appearance at the Diamond Magistrate's Court, before Magistrate Sunil Scarce, where the charge was read to her. She pleaded guilty with an explanation. Gilliard was then placed on self-bail to return on October 13, 2023, for settlement.

It goes first to Linden at the Bauxite Company to pick up Bauxite.

The manganese company said that the operation is inspected on a quarterly basis by GGMC and the inspection ranges from safety to environmental issues. Noting that they have nothing to hide, GMI said their operation had no part that was inaccessible to local employees.

They reiterated that they weren't a gold mining company and there were not involved in extracting,

processing or exporting g o l d . “ We v i e w t h i s publication as an orchestrated attack on our company. In fact, Kaieteur News has in the past written several derogatory articles about GMI without seeking clarification or comment from the company. The company had taken a position to not lend any credence to these articles as they were based on falsehoods. We hope this brings some clarity to this issue and expose Kaieteur News. ”

18 companies receive National Quality Awards The Guyana National Bureau of Standards (GNBS) Wednesday evening awarded 18 companies at the fourth edition of the National Quality Awards, at the Marriott Hotel, Kingston, Georgetown.

Acting Director of Commerce at the Ministry of Tourism Industry and Commerce, Cameron Baird said a total of 105 companies applied to be part of National Quality Awards of which 62 were deemed eligible.

During the ceremony, Baird noted the interest shown in business standards is commendable, especially since a wide range of businesses have been awarded. “Standards provide a foundation upon which businesses can thrive, innovate, and compete globally.

There are cornerstones in quality and safety in our increasingly interconnected world, they serve as a common language that businesses consumers, and regulators can rely on to ensure that products and services meet global expectations,” she noted. She added that the message of standards is resonating within corporate Guyana and hopes that this will inspire citizens to expand their understanding and appreciation of standards.

This in turn will place greater responsibility in the public and private sectors in the production of goods and services which will be collectively beneficial to the country. Further, the

MELBOURNE, Australia - In a game that was punctuated by rain and finally abandoned due to it, the West Indies Women and Australia Women split the points in the 2nd ODI of the series. The inclement weather conditions meant that both teams had to be content with just one point each from the game, affecting the race for the vital ICC Women’s championship points.

he New Doctor’s Clinic cricket team recently donated hampers to residents of Fort Island in the Essequibo River. As part of their corporate responsibility, members of the entity journeyed to the historic island on Sunday last and distributed the hampers to residents who welcomed the initiative.

The resident said that in cases of emergency, they usually have to wait for quite

some time before members of the disciplined forces arrive and this can be too late depends on the situation.

Fort Island is located in the Essequibo Islands-West Demerara region of Guyana.

It is about 16 kilometres from the mouth of the river, and to the east of Hogg

Island which is the largest island in the Essequibo river.

In 1687, a wooden fort was built on the island and in 1744 Fort Zeelandia was constructed and served as the capital of Essequibo.

In 1752, the Court of Policy was built on the island as the legislative body.

Jumaine Moore: Another ‘kind’ of boxing prodigy

The pursuit of uniqueness in this modern realm can be regarded, rather expectedly, as a difficult assignment.

There is nothing new under the sun! The popular proverb [Ecclesiastes 1:9] is fitting in this respect, as there is nothing original in existence that wasn’t built on a prior precedence or resonance of the past.

And yet, Jumaine Moore, 12, has been able to defy that common certainty to attain an extraordinary feat. The Hope Secondary School pupil became the youngest qualified boxing judge in the English-speaking Caribbean after earning his credentials following the conclusion of a training conference in the month of August. The previous holder of the record was a 13-year-old Trinidad and Tobago native.

Moore attained his seminal moment during the Wi n f i e l d B r a i t h w a i t e C a r i b b e a n Schoolboys/Juniors Championship, impressing highly regarded Trinidad and T o b a g o 3 - S t a r Referees/Judges Assessor, James Beckles, who was the conductor of this symposium.

His qualified services were afforded to the GBA (Guyana Boxing Association), his generous benefactors, at the recently held Novices National Championship. It would be challenging to unearth another junior administrator

within a national sport of this magnitude who is in possession of regional accreditation. Without fear of correction, Moore is unequivocally a wunderkind that should be celebrated for his historic attainment.

Ordinarily, these feats are of the athletic genre, which m a k e s M o o r e ’s a d m i n i s t r a t i v e accomplishment even more noteworthy, as individuals of his age and ilk are often engrossed in the practical participation within a discipline and activity.

Though he concedes that his father influenced his decision to become an official, which illustrates that his appreciation for the combat art certainly can be traced to paternal love, his resoluteness confirms that his proclivity for the activity is of his own volition.

Moore expounded on the aforementioned: “My father normally comes home and speaks about boxing, and I always wanted to go but couldn’t. One night he came home and said there was this referees and judges course and asked if I wanted to participate, and I said yes. I learned the basics and did an evaluation, and I passed it, and that’s how I became a boxing judge.”

The junior Moore acknowledged that he never harboured any intention of competing in the squared circle and that the ringside table offers a much more comfortable viewpoint.

Displaying a quiet confidence that belies his age, Moore further stated, “I am very proud of myself; it’s a great accomplishment, and I owe it all to my father. He has been a great guide for me, and I want to continue to be a boxing judge and possibly make it into a professional career.”

While his possible aversion to the squared circle can’t be considered a disappointment in the continuance of a brief but competitive family legacy, his affinity for the ‘judge’s chambers’ provides for a solace that can be appreciated.

Rudolph Moore, father of the distinguished wunderkind and himself an experienced referee/judge, said, “He wants to be just like me, so I am the person who he looks up to for guidance and everything.

Anything that I partake in, he

would be interested in. I am very proud of him. I’m not only his father but also his mentor. I serve as an inspiration to him. I’m not disappointed that he didn’t choose to fight. I am very p r o u d o f h i s accomplishment.”

Granted, it is understood that the consequences associated with this fistic activity are allayed in the form of administrative participation. Although most parents, particularly those of maternal persuasion, would rather not embrace the illperceived notoriety that is associated with this combative pastime, Moore’s brief engrossment, at least at this embryonic stage, indicates that individual development can certainly materialise outside the scope of the controlled brutality associated with the squared circle.

He is a testament to such

an actuality. This is even more significant given his mental aptitude to comprehend his possible athletic limitations and, consequently, to still offer another outlet and avenue as a contribution to the enhancement of the sport that he adores via his intellectual faculties.

Moore’s achievement is also a reflection of the advancement that is rather aptly being engineered by its current handlers, the GBA. To have the gumption, which is the bane of many ‘learned’ administrators, is beyond commendable and is indicative of a visionary approach to development.

GBA President Steve Ninvalle said, “Jumaine Moore is the product and face of a novel initiative that will be the cornerstone of our sport’s administrative and technical future. The GBA strives to provide a sustainable environment for the sport’s fraternity, and the development of our human resources extends beyond the squared circle and encompasses experienced o ff i c i a l s a n d a s p i r i n g administrators and officers who possess the intellect to add value to the discipline.

This worth extends beyond age. After all, the association has cultivated and exposed prodigies within the ring, and now Jumaine Moore is the first example of such a feat being attained outside that setting.”

He further said, “At the

GBA, age certainly is not a hindrance or imposition in this regard; what is of utmost importance is intelligence.”

We have to continue to create an ecosystem where prodigies, both inside and outside the ring, are able to realize their potential. The ‘boy wonder’ in this case possesses all the attributes and faculties, and the eventual accomplishment is evidence of such. The GBA is delighted at his exploits and congratulates the young lad on his historic achievement, and we will continue to foster such innate abilities in all our athletes and officials, irrespective of generation and age group.”

There is no need to advocate for the obvious.

The GBA is in possession of a diamond-in-the rough, and the journey or process in the refinement of such a proverbial gem has already commenced. Any other notion would be an antithesis to common sense, which is in contrast to the motivations of an entity that has shown a willingness, under its current dispensation, to foster young talents.

After all, he is the paradigm of a future strategy and will serve as an inspiration and poster child for individuals who might contemplate a comparable pathway.

Felicitations to Judge Moore. May this serve as the start and stepping stone for additional achievements!

Golden Jaguars squad revealed for crucial match against Puerto Rico in 2023/2024 Concacaf Nations League group stage

orward Omari Glasgow and midfielder Nathan Moriah-Welch have been included in Guyana’s 23man squad for the much anticipated October 14 Concacaf Nations League Group Stage match against Puerto Rico at the St Kitts and Nevis Football Technical Centre (SKN).

Guyana must secure a victory to claim the top position in League B, Group D, which includes Antigua and Barbuda and the Bahamas. Currently, Puerto Rico holds the leading position with six points, determined by goal difference.

The Guyana Football Federation (GFF) Senior M e n ’s N a t i o n a l Te a m coaching staff is confident that the chosen squad possesses the necessary skills and abilities to overcome Puerto Rico.

The selected squad has three goalkeepers, ten defenders, six midfielders and four forwards.

The games were played at the Rosignol Community Ground, West Bank Berbice where incidentally all the games are being played.

In the games that were played, Cougars and

Paradise Invaders played to a 2-2 draw. Cougars might have only themselves to blame after holding a 2-0 lead for 80 minutes of the encounter.

A double off the boot of Dexter Welcome in the 6th and 57th minutes gave Cougars a comfortable lead deep into the second half.

Paradise however held their

nerves and clawed their way back through a double by Quincy Aulder in the 80th and 92nd minutes to earn the draw.

In another game, home team Rosignol United and Monedderlust Football Club played to a nil all draw in their affair.

Eagles wrap up practice session ahead of Saturday’s departure for CG United Super50 Cup

he Guyana Harpy Eagles wrapped up preparations for the upcoming Regional CG United Super50 tournament with a fruitful training exercise yesterday at the Bourda Cricket Ground.

The Eagles warmed up with success as a number of their key players the likes of; Chandrapaul Hemraj, Kemol Savory, Romario Shepherd, Vice-Captain Tevin Imlach, Kevlon Anderson, Gudakesh Motie and others highlighting the practice game.

GCB Select XI team, which featured a number of national players, with a few also being on the Eagles 50Over squad.

T h u r s d a y ’s s e s s i o n which was done under the watchful eyes of coaches Ryan Hercules and Garvin Nedd, focused on further fine-tuning the team ahead of their title pursuit.

Guyana Harpy Eagles could easily end 2023 with the Regional 4-Day title, the 2023 Caribbean Premier League T20 tile won by the Guyana Amazon Warriors which also feature a number of Eagles’ stars and the 50Over title, which has eluded them for more than a decade.

Guyanese Neuro Surgeon Dr. Armnauth Dukhi joined hands with the Berbice Cricket Board to launch the Dr. Dukhi Berbice Under15 Cricket tournament in the Ancient County. The simple presentation took place in the Brain Surgeon’s office at the St. Joseph Mercy Hospital in Georgetown.

BCB President Hilbert Foster hailed the launching of the tournament as another red-letter day in the recent development of the game in the county and stated that the tournament would be used as

the yard stick in the selection of the Berbice Under15 inter county team for 2024. The BCB President stated that the Guyana Cricket Board normally hosts the Under15 Inter-County tournament in late January or early February and as such the county is preparing early.

The BCB Under17 2024 tournament would also be launched shortly with the same objective in mind.

The Dr. Dukhi tournament would be for players born on or after the 1st of September, 2008 and close to twenty teams are expected to participate. The teams would include Bush Lot United Sports Club, Bath Cricket Clubs, Rainbow

Generation, Cotton Tree Cricket Clubs, Achievers Cricket Clubs, Tucber Park Cricket Club, Mt. Sanai Cricket Club, East Bank Blazers, Rose Hall Canje Community Centre, Guymine Sports Club, Albion Community Centre Cricket Club, Rose Hall Town Farfan and Mendes Ltd, Port Mourant Cricket Club, No73 Young Warriors, Upper Corentyne and Radha Krishna Foundation.

Rose Hall Canje C.C had defeated arch-rivals, Rose

Kit Nascimento looks at a game-changing blueprint to revive rugby in Guyana

R

e n o w n e d Communication Consultant and former President of the Guyana Rugby Football Union (GRFU), Kit Nascimento, has laid out a series of crucial recommendations aimed at revitalising local rugby in Guyana.

These recommendations come in response to a noticeable decline in the state of rugby within the country, characterised by the absence of a functioning grassroots programme and inadequate funding, led by poor management leading to deterioration in player’s quality and underwhelming national team performances in recent years.

N a s c i m e n t o ’s recommendations stem from a deep concern for the current state of rugby in Guyana.

He points out that the decline in the sport is primarily due to issues such as mismanagement, a d m i n i s t r a t i v e incompetence, self-serving motives, and subpar coaching.

In a candid conversation with Kaieteur Sports, Nascimento emphasized the urgency of addressing these

problems to resurrect the sport’s former glory.

One significant move towards rectifying the situation is GRFU President Ryan Dey’s appointment of Kit Nascimento as Patron of the GRFU. In this role, Nascimento is already taking decisive steps to change the course of Guyana’s rugby landscape.

His primary focus is on reviving the administration and reintroducing rugby into schools, a vital step in nurturing future talent.

Nascimento has also leveraged his connections and experience as an official at the Grenada World Sevens tournament to secure Guyana’s participation in this year’s event.

This underscores the commitment to reclaim Guyana’s rugby standing on the international stage.

In addition to these changes, the choice of Claudius Butts as the new Sevens team coach represents another positive shift.

Butts, a former captain of the Guyana Rugby team during their glory days, brings a wealth of knowledge and experience to his role, particularly in Sevens rugby.

Nascimento also highlighted issues with the playing area at the national park, specifically the lighting and the condition of the restroom facilities.

However, conversations with the Minister of Sport, Charles Ramson Jr., have shown promise, as he has pledged support to address these concerns.

Looking ahead to regional and international tournaments, Guyana is now gearing up for the Grenada International Seven’s 2023 c h a m p i o n s h i p .

Nevertheless, funding remains a significant hurdle. A substantial amount of 9 million Guyanese dollars is needed to cover travel, accommodation, and associated expenses for the tournament.

To bridge this funding gap and restore rugby to its former glory, the GRFU is calling on the support of the Ministry of Sports and urging businesses and organisations to collaborate in their efforts.
