Recenteventshave highlighted the h i g h r i s k involved in oil and gas production, but to ensure a sustainable world for generations to come, petroleum companies have been urged to step up their game when it comes to s a f e g u a r d i n g t h e environment.
Delivering this charge wasExecutiveDirectorofthe International Association of Oil and Gas Producers (IOGP), Iman Hill – the keynote speaker at the Guyana Basins Summit (GBS) that opened on TuesdayatthePegasusSuites and Corporate Centre, in Georgetown.
The GBS is a three-day event aimed at uniting key stakeholders in the energy sector to forge business collaborations.

H ill during her presentation alluded to the three pillars of building a sustainable oil and gas industrywhenshepointedto the important role of the energy sector in maintaining asafeenvironment.
In a specific address to the oil companies in the auditorium she said, “In this industry, you have an obligation to bring considerable know how, skills, innovation, technology and investment powertocreateasustainable worldthatwewanttoseefor our children and their children and if everyone pulls together, if we all play ourpartincludingtheoiland gas producers then I believe wecanfindtherightpathand then there will be a very

In highlighting the importance of safe operations, she pointed out thatwhenthings“gowrong” inthe“highriskindustry”in which they operate lives can be lost and families devastated.
To this end, she urged, “It's vital to have technical capability to run an offshore operation but without a notolerance culture to unsafe practices your industry here would not be successful. We all saw what happened with Macondo The technical, financial and reputational fallout almost put one of the biggest companies in the worldoutofbusiness;overa decade later, they are still payingtheprice.”
In Guyana's case, Hill explained to delegates that the country's proximity to Suriname means that safety and mutual agreements on safety will be crucial in further petroleum activities. Moreover, shesaidthat,“any oil spill will directly affect Guyana - the land of many waters - and this reinforces the importance of investing in strong partnerships and collaboration between the
While the Executive acknowledgedthechallenges involvedwithdevelopingoil andgasindustriesthatenable economic growth in a sustainable manner, she pointed out that this can be done through Region and global collaboration. Hill pointed out that although Guyana and Suriname are neighbours, the two allies currently have no cross borderagreementsinplaceto buildresilientecosystemsfor instance.
She believes that the Heads of States should collaborate to strengthen thesesystems.

Latin America and the Caribbean economies have recovered to their pre pandemic levels and the region has regained some sense of normalcy, but economies need to be reignited in order to avoid a new low growth cycle Social and infrastructure investments can be key driversofgrowthandshared prosperity, according to a new World Bank report, "New Approa

Industry experts and potential investment partners participating in the three day Guyana Basins Summit (GBS) which opened at the Pegasus Suites and Corporate Centre on Tuesday all agree that the country's success with its petro dollars lies in the strengthening of its health, education, and infrastructure industries as well as its human capital.Therewasalsounanimous agreement that Guyana must invest in renewables such as solar power so that its efforts towards diversificationcanbeachieved.
Specifically underscoring these key points during the opening of the summit were Canadian High Commissioner to Guyana, Mark Berman; Gerry GouveiaJr.,SeniorVicePresident at the Georgetown Chamber of CommerceandIndustry;Professor Paloma Mohamed Martin, Vice Chancellor at the University of Guyana; Angus Young, Regional Head of Investment Banking and New Markets at NCB Capital Markets Limited; and Lorena Salazar, Chief of Operations and GuyanaCountryRepresentativeat the Inter- American Development Bank(IDB).
The stakeholders were at the time, participating in a panel discussion that focused on ensuring local prosperity and sustainability through robust strategic and investment partnerships.
Thisdiscussionwasmoderated by Chris Chapwanya, Chief Executive Officer at Sagacity (and)OilNOW
High Commissioner Berman noted that he has been in Guyana for 20 months and based on his observations, the country is on a transformational trajectory The envoy was keen to note that Guyana and Canada have a long relationship, adding that Canada
has been the largest source of exports prior to the oil and gas sector
“So we have a strong people link. We also have a commercial footprint that continues to grow,” theCanadianofficialstated.
Furthermore, the High Commissioner said Guyana has a significant opportunity to tap its renewable resources such as solar andwind.
Whilethisiscritical, theenvoy saiditisrecognizedthattheworld cannotswitchofftheuseofoiland gas, as these resources would be needed well into the future.
Berman said this multi-pronged approachisoutlinedinthenation's Low Carbon Development Strategy(LCDS)2030.
As for Professor Mohamed Martin, she was keen to note the
importance of upskilling the Guyanese populace as well as the roleoftheUniversityofGuyana,a 60-year-oldinstitution,addressing thisstateofaffairs.
The Professor said UG producesabout3000graduatesbut the country needs about 15,000 to meet its needs. “So we need to scaleupsignificantlyandlookfor partnersandopportunities.”
Professor Mohamed Martin alsospokeabouttheimportanceof tapping the Diaspora to meet the country's labour and skills demand. While the University is not moving as fast as it ought to, Professor Mohamed Martin said a lot of progress is still being made. Shesaidtheinstitutionhasalready introduced 21 new programmes but will catch up in about two year'stime.
Angus during his perspective stressedthatNCBisnostrangerto Guyana, adding that the company has extended significant credit to the Guyana Sugar Corporation (GuySuCo), and closed a multibillion dollar loan with a major shorebasefacility

Lorena Salazar, Chief of Operations and Guyana Country Representative at the Inter American Development Bank
(IDB) during her presentation stressed the need to have oil and gas used to accelerate social and economic targets to ensure widespreadgrowth.
She said the IDB had been a trusted partner of Guyana for 45 yearsandsinceherappointmentin 2018,therehasbeenaremarkable evolution of opportunities for prosperityinGuyana.

Additionally, the IDB official said it is important for Guyana to notbepreoccupiedwithoilandgas and the revenues to come but to also consider careful investments initsfuture.

At school, children are taught to ‘solve problems’, not worry about them. It is therefore perplexing that many grow up to be worrying adults.
By worrying, we are defying the Creator himself who literally challenged us to give all our worries to Him, for he cares about us (1 Peter 5:7).
To every problem, there is a solution; we just have to find the right solution and apply it –and the solution that always works, some of us have realised, is simply taking the problem to the Lord in prayer.
If we apply this principle to every problem we face in life, rather than worry or wish them away, the world would most definitely be a better place.
Why worry? Ponder on that!

Incourtdocumentsseenbythis publication, Mark Richmond is being represented by attorney-atlaw Rajendra Poonai. He is suing the detective for defamatory remarks he made about him on FacebookonAugust11,12,13and 19.
Richmond in the documents claimedthathehasbeenworkingas a security checker at Mohamed Enterprise for seven years and is a devout Muslim without any criminalrecord.
He is suing Bascom on the grounds that the public statements he made on Facebook are untrue, dangerous, malicious, unfair, unsubstantiated, unfounded and baselessandtherebyhavetarnished hisreputation.
Bascom'srefusaltoremovethe post and admit that they are lies, according to the court document, has caused psychological trauma, emotional distress and public
humiliation.
The lawsuit also demands a mandatory injunction for Bascom to permanently delete the defamatorypostshemadeandtobe barred from reproducing, sharing, repeating, postingordisseminating eitherbyvideo, audio, printorother electronicmeans, similarmalicious statementsaboutRichmond.
But Bascom in a yet another Facebook post on Monday made it clear that millions in dollars of lawsuits or multiple cybercrime charges will not change his position that there is evidence implicatingRichmondinthekilling of Paper Shorts, moments after he stepped out of a popular nightspot onMainStreet,Georgetown.
The detective also maintained that his superiors have covered up thecaseaftercollectingabribeand were planning to kill him for his intimate knowledge of the investigations.
Bascom in August had made Facebook lives and posts accusing Richmond, a security guard with Mohamed's Enterprise, of being involved in Paper Shorts' murder. PaperShortswaskilledinahailof bullets by two men who emerged from the back seat of a heavily tintedwhiteToyotaFielderWagon.

Mohamed, Richmond, and Caesar have all denied the allegations made against them and threatened to sue Bascom for millions because he defamed their character.
So far, Mohamed have

Richmond is now the second persontosueBascom.
Insisting that another multimilliondollarlawsuitormore charges can't stop him from speaking the truth, Bascom in his post stated, “They sue me for 100 million how are they gonna get it?

The detective revealed too that Guyana Police Force (GPF) has evenservedhimwithainterdiction notice following the cybercrime charges it has recently laid against him.Bascom, however, isstanding his ground and made it clear in the Facebookpostthat“throwing”him out of the Force will not stop him from exposing that senior officers

In addition to England, Scotland, Wales and Northern Ireland, the four constituent nations of the United Kingdom (UK), the British monarch is head of State of the following 14 independent countries or Commonwealth realms: Antigua and Barbuda, Australia, The Bahamas, Belize, Canada, Grenada, Jamaica, New Zealand, Papua New Guinea, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Solomon Islands, and Tuvalu.
Of those 14, Jamaica happens to be the only one, and in fact the only country in the entire world, the nationals of which need a visa to enter or transit the country which houses their monarch and head of State, and is the seat of their court of last resort. And the shame of that inexplicable situation is evidently sadly lost on, and certainly ignored by, the Jamaican authorities.
This grave anomaly, for which no justification has ever been proffered, and to which the Jamaican Government has acquiesced, is an affront to Jamaica’s constitutional construct. It serves to restrict the Jamaican citizens’ right of access to their monarch and head of State, and it constrains their constitutional right of access to justice by appealing to him by way of his advisory body, the Judicial Committee of the Privy Council, as Jamaica’s court of final appeal. His Majesty’s representative in
Jamaica, the governor general, Sir Patrick Allen; His Majesty’s trusty and wellbeloved privy counsellor, the prime minister, Andrew Holness; and His Majesty’s loyal leader of the Opposition, Mark Golding, despite their pledge of allegiance and obeisance to their sovereign, are required to hold a valid visa to enter or transit where he is domiciled.
Would it not be quite in order for them to demand of The King and of his Government in London that the right and privilege of citizens of the Commonwealth realm of Jamaica to travel throughout His Majesty’s principal realm, without let or hindrance and without the need to obtain a
Ambassador, Emeritus Audley Rodriquesits solution lies not with potentia regis — the power of the king — or with discriminatory immigration policy, but in the political will of the people’s representatives in the Jamaican executive and parliament to remove the monarch’s advisory body as our court of last resort, and the monarch as head of state. The ball is nowhere else other than in our court. In other words, while we have no power to influence the requirement to obtain a visa to enter the UK, the UK does not have to be the place where our final court and our head of state are located.
visa, be fully and immediately restored? Of course, the objection would likely be raised that, in the British and Jamaican constitutional monarchy, The King is impotent and has no power to intervene in government policy, even though he is not without influence.
Realistically, not much joy can be hoped for from the British Government which for the last seven decades has increasingly tightened its immigration policy to target and deliberately exclude Jamaicans whose progenitors suffered under the yoke of British slavery, toiled under British colonialism, fought and died defending the British empire and laboured to build the United Kingdom.
However, the real problem and
Something must be done about that scandalous, shameful and demeaning position, and it should be done with utmost urgency. We, the Jamaican citizens, are duty bound to demand that our Government tell us why there is no urgency in entering upon that reference and why they wish the intolerable situation regarding lack of access to our final court of justice to remain in a place far removed when it can simply and quickly be changed by means of a mere vote in the Parliament. The Government’s nonchalance is even more stunning and problematic than the unique and awkward requirement of the visa.
Ambassador Emeritus Audley Rodriques, among other duties, served as head of Jamaica’s diplomatic missions in Venezuela, Kuwait, and South Africa.

aware of the alleged threats made by Richmond against Bascom but did nothing protect him because it is not his duty or the duty of ranks at CID to investigate such matters.
He said that Bascom was instructed to make a report at the Brickdam Police Station and whether or not the detective followed up with the matter, he was not aware.
As it relates to the allegations of a cover-up due to the involvement of a popular businessman, the Force called Bascom a liar and has
since charged him for multiple cybercrime offences.
Bascom through his attorney, Nigel Hughes had requested protection for his client via a letter to President Mohamed Irfaan Ali.
To date, Ali has not granted the request but had invited the Regional Security System (RSS) headquartered in Barbados to review the Paper Shorts’ murder case and investigate Bascom’s allegations.
RSS after wrapping up its probe reported that police have followed all procedures
in the investigation of the Paper Shorts’ murder case and stated that Bascom’s claim of an alleged cover is baseless and totally false.
Bascom and his attorney have said that the RSS investigation is flawed because no one made attempts to interview the detective.
Paper Shorts’ family has also said that they were not satisfied with the RSS report because no details about Paper Shorts’ murder were stated. They believe that there are still parts of the reports missing.

While Senior Minister Responsible for Finance Dr Ashni Singh has announced a reduction of gasoline and diesel prices at the state-run Guyana Oil Company Ltd (GUYOIL), the opposition, A Partnership for National Unity+AllianceForChange (APNU+AFC), is calling on government to urgently introduce an electricity subsidy for low income households.
Thecallcomesdaysafter ordinary citizens raised concerns about the fact that the relief route taken by the government will not reach them.
Among other things, Guyanese using public transportation have complained that despite the reduction in fuel prices by the government, minibus and taxi operators have refused to lower their fares, which they had jacked up duetothehikeingasprices.
Speaking at the press conference on Tuesday, Youth and Economic Policy Advisor at the Office of the Opposition Leader, Elson Low noted that the government could have offeredabetterformofrelief much earlier given the persistently elevated internationaloilprices.
In fact, he noted that the PPPrefusedtobudgedespite callsfromseveralsectionsof society including the opposition.

Opposition Economist, Elson LowHe continued that, “The IMF advises that Guyana should ease the burden of prices on the most vulnerablegroupsofsociety by gradually unwinding untargeted measures and instead further develop and strengthen a well-targeted socialsafetynet.”
Againstthatbackground, Lowsaidthattheopposition calls on the government to urgently introduce an electricity subsidy for lowincomehouseholds.
In this scheme, he explained that households whose total monthly light bill is less than a specified dollar amount (a cap) will not be required to pay the Guyana Power and Light Inc.(GPL).
He said the government will stand the costs and compensateGPLforthetotal amountforgone.
“Thecapmustbechosen to cover as many low income households as possible. Those whose light bills are above the cap will

He stressed the advantages of this proposed subsidyeffectivelytargeting those who are most in need ofassistance.
He said, “As the scheme will use the existing GPL b i l l i n g s y s t e m , administrative costs to delivery benefits will be minimalforthegovernment; and participation costs nonexistentforbeneficiaries;the use of a cap can incentivize households to become more energy conscious in using electricity, and benefits are predictable and continuous (notone-off).”
“Now that President Ali and his ministers have hopefullysettleddownfrom their overindulgences in national fetes, the APNU+AFC here reminds themoftheseriouspressures and hardships still faced by theGuyanesepeople.Asthe next government, we have crafted and will implement these and other measures to guarantee every Guyanese a high quality of life,” Low asserted.
In June this year, the APNU+AFC recommended that, “The government should ensure gas prices do not increase above a determined level by compensating suppliers for any price increases where the excise tax reductions have already been exhausted. This will help to bring prices down across a wide basket of goods, thereby easing the cost-oflivingcrisis.”
The measure, according to the APNU+AFC, has found support in many quarters of our society except for the PPP government.

Can one draw a parallel between the creation of these so-called associations and their intended purposes?

An issue seems to be brewing within the Guyana OlympicAssociation(GOA) halls as it relates to the registrationandformationof an Esports Federation, Guyana Esports Federation. Executive members of the GOA are aghast with the modus operandi approaches and methods used to establishthisfederationbya sitting member of the GOA. Esports, short for electronic sports is a form of competition using video games.
Esports often takes the form of organised, multiplayer video game competitions, particularly between professional players, individually or as teams. Esports turns online gaming into a spectator sport.

This certainly is very questionable and raises many questions. However, subsequently, Mr Yassin, in an email sent to the Executive Committee, requested their endorsement forthisEsportsTeamaswell as seeking the Executive Committee’s approval for thisteamto“comeunderthe banner of the GOA”
Thisisclearlyimpossible,as they are not affiliates of the GOA,sothequestionshould not even be asked Additionally, this is against the constitutional provisions of the GOA, which Mr Yassin has been at the helm for over 26 years
