Exxon obligated to do study showing impacts of oil spill to coasts - Former EPA Head

Former Head of the Environmental Protection Agency (EPA), Dr Vincent Adams believes that the consultant hired by

ExxonMobil Guyana Limited (EMGL) to conduct an Environmental Impact Assessment (EIA) for its sixthproject, mustinformthe nation of the likely devastation to these shores fromanoilspill.

Dr Adams, a Petroleum andEnvironmentalEngineer, was responding to an article published by this newspaper under the headline 'ExxonMobil study did not assess how an oil spill will affect Guyana's coasts when he pointed out that such a revelationisunacceptable.

The former EPA boss reasoned that an EIA is the only document that features the detailed technical analysis of a project and showsexactlywhatdamages can be caused and identifies allotherhazardsinvolved,so astoinformthedevelopment ofmitigationactionandspill responseplan.

To this end, he told Kaieteur News, “The EIA looks at the worst case scenariosandwhatshouldbe inthatEIAiswhatiscalleda plume that shows for exampleifyouhaveaspillof 60,000 barrels per day (bpd) or 50,000 bdp for 30 days, it should show which parts of the coast and which island could be affected with time and everyday where that

plumewouldbe.”

Consequently, the exhead of the regulatory body explained,“Sotheycan'tsay that they don't know where thatplumewouldbebecause if they run the models they would see that...so you can't sayyoudon'tknowwherethe oilisgonnaimpact.”

While the EIA for the Whiptail project- Exxon's sixthdevelopment-identifies potential regions in Guyana and other countries that can beimpactedbyanoilspill,it did not assess how much of the country's coasts could be potentiallyimpactedbysuch adisaster

This was confirmed by Environmental Resources Management (ERM) during one of its recent stakeholder consultations for the project. Research done by this publication found that the term'oilspill'wasmentioned 1,305timesinits3636-paged impactstudy Itwasobserved thattheconsultantindeeddid not assess how much of Guyana's coastline could potentially be impacted by suchadisaster

The EIA explains that a spill could potentially reach Guyana's coasts and can result in some degree of irreversible damage, though “little.”

Dr Adams said that it is almost disrespectful that the Consultant would conclude “little” irreversible damage though it never bothered to studytheexactportionofthe

country's coast that can be affected.

He explained, “they are saying well the irreversible damage is gonna be negligible, but how can you say that if you didn't do that study to know how much of thelandcouldbeimpacted?

“They make these statements because they believe that people are just gonna believe their words...in 50 years or 100 years you could still be feeling the effects of the Macondo spill, even the Exxon Valdez. We are still tryingtocollectdataonthese types of things, Adams continued.

“These are things that changestheentireecologyso you can't tell me if you changetheecologythat'snot irreversible damage, so you cannot just define irreversible by meaning that you gonna clean up the oil. It's very shallow thinking to

think, well look, as long as you clean it up, it's over It's absolutenonsense,”avisibly concerned Adams further added.

Dr Adamssaidcomputer models should have been done to study where the plumes can affect considering the wind direction and other factors. Henoted,“Theonethingthat Iuseddistinctlyallthetimeis the Trinidad entire eastern coastwouldbewashedaway after a short period of time. Then you look at the Venezuelan Coast that can alsobeimpactedsotheycan't say that they don't know It shouldbeinthoseEIAs.You are supposed to feed in the data to the computer to have thosemodelsdone.”

The former Head of the EPA said it was absolutely necessary to identify how much of the coasts can be impactedbyaspill, sincethis wouldhelpcrafttheresponse

plan.

Likewise, he noted that these scenarios must be studied to identify the communities that are at risk to prepare response training in areas that may have the highestconcentration.

Hidingimpacts

Dr Adamssaidthatwhile he was at the agency, Exxon wanted to utilize a small numberofbarrelsforaworst case scenario which he objectedtosinceitwouldnot give an accurate picture of impactsfromaspill, ifitwere tooccur

“They should tell us which spill rate they are using, and over what period of time as the worst case scenario to arrive at the conclusion that there will be negligible impacts They should also identify any ecologicalchangesthatmade themarriveatthisconclusion that there will be low irreversibleimpacts.Inother words, where are the analyticaldatatosupportthis conclusion?Theymusttellus how they arrive at this because if a well blows out you can never know how much oil is going to leak out andhowlongthatcantaketo getundercontrol,”hesaid.

Based on oil spill modeling conducted for the Whiptail Development Project, portions of the coastline in Regions 1 and 2 could potentially be impacted in the unlikely event of a spill. Be that as it

may, themodelsused, donot predict what the likely portionsofthecoastthatcan potentially be impacted are. It also did not list any of the resources on the coast that may be impacted as a result ofaspill.

The EIA states that unplannedevents, suchasan oilspillareunlikelytooccur because of the preventative measures employed by the project developer, EMGL, however it did not shy away from the fact that an event is possible.

It said that the types of resources that would potentially be impacted and the extent of the impacts on those resources would depend on the volume and duration of the release, as well as the time of year at which the release were to occur It however, pointed out that impacts would tend to be most significant for a well-control event with loss of containment during the drillingandinstallationstage oftheproject.

T h e W h i p t a i l development is expected to produce an average 263,000 barrelsofoilperday(BoPD). It seeks to develop the resources discovered in the Whiptail, Pinktail and Tilapia fields. Current plans includedrillingviadrillships to produce oil from approximately 40 – 65 production and injection wells, commencing as early asthefourthquarterof2027.

The NPTAB

The National Procurement and Tender Administration Board (NPTAB) has outdone itself. What is going on at NPTABthatthosewithouttherequisitecriteriaofskills, and track record, among crucial eligibility components, can bid for contracts in the hundreds of millions of dollars, and be declared the winning bidder? Since officials have sworn themselves to silence, we have a recommendation to make. Perhaps, it is time that NPTAB clears the air and inform Guyaneseofanewcriterionthatismandatoryforsuccessful bidding considerations. That is, political affiliation is the most important consideration, and the higher and tighter the relationship with those at the top of the PPPC Government foodchain, themoreunbeatablethebidsubmitted.

This dog and pony show about sealed bids and deadline for bids and nonnegotiable qualifications for bids should all be done away with, be finally over Let this charade and sordidness be brought to an end, and genuinely competitive bidders be put out of their misery Be done with all these pretenses about the lowest bid not necessarily being the one to be accepted, and the NPTAB team of reviewers and approvershavingtheauthoritytoacceptorrejectanybidfor any reason. Certainly, there is a little ray of light there, in thatNPTABcan, indeed, rejectoutofhandanybid, whichis why the best bidder for a public works project sometimes endsupinthelosingcolumn. Itisalsowhytheinexplicable and the ugly occurs when groups that have no right to win anybiddingforanyinfrastructureworkinvolvingtaxpayers’ moneyturnouttobethewinners.

It is inconceivable to us at this publication that NPTAB could drum up, or pluck out of thin air, any rationale that justifieswhattookplaceinthataparticulargroupwinsabid for a government project. Was it because of a side street mediaoperator, alowgravymediacontributor, waslistedas a principal in that bidding group? Was it because the same principal is closely, some would say embarrassingly, wrapped up with a politician of unmatched power in Guyana? Wasitbecausetheverypresenceofthatnamesent messagestotheNPTABscreenersandevaluatorsthatthisis theonethathastogainthenod, andthatthereisnootherway thatitcanbe?

NPTABhasdonethisbeforewithotherwinningbidsthat made no sense, and those were what had all the prints that pointedtopoliticalweightbeingapplied, andpoliticsandits influencebeingpartofthemix.

To jog the memory of Guyanese, one was for a multimillion-dollarfacilityinRegion10thatwasawardedto some exciting people known to be very close to the PPPC Government. Where NPTAB was bold before with other baffling bid decisions, it is now unabashedly brazen in this latest instance involving a fake personality that is an unending source of embarrassment to the media profession. In effect, NPTAB has lost any lingering credibility that it mayoncehavebeenabletoclaim.

The latest NPTAB development has generated a furious outcry from the Opposition, leading it to rail about rampant corruption, and the need for an urgent investigation. We believe that the entire tender process is now in shambles, thanks to political interference and the premium placed by NPTAB on aligning with political wishes and considerations. It is revealing about how the PPPC Government operates: its main people talk from one side of theirmouthsaboutgoodgovernance, whileontheotherside what comes out is what no honest citizen of this country couldeveroverlookorcondone. This is how small Exxon is, how low it will go for a dollar

Amid the swirling developments, tensions and rackets generated by the US$214millionauditfarce,I tookastepbackandcounted stock. Underthemicroscope appeared Exxon and Mr Alistair Routledge, and VP Jagdeo and PPP/C G o v e r n m e n t fundamentalists. There were also those fineGuyanesewhoshrugand saythatwhatwillbe, willbe. Exxonisfirst.

Fellow citizens, there is this audit with US$214 millioninfindings. Itmeans US$107 million for Guyana, and the same absorbed by Exxon. Now, Exxon's share is 45% of that figure, which amounts to US$48 15 million For US$48 15 millionExxongoesoutofits waytowringGuyana'shand.

I am sure that Mr Routledge would insist that it is the principleofthething, andnot atallaboutmoney. Itwould be another singular example of the mastery with which Mr. Routledge handles his

pressing duties on behalf of the American Komodo dragonletlooseinGuyana. For US$48.15 million, Exxon goes to the mat and grapples with Guyana for everyblindcent. Somekind of partner Exxon is. Exxon even entertains engagements with Ministry of Natural Resources personnel, behind thebackofDr Jagdeoandthe GRA,aswearetold. Exxon is now in the pantheon of trusted partners of this country, I would say as trusted as the Bolivarian Republic of Venezuela. The skepticinmewrestleswithif Exxon has anything to do with developments over there. Yes, the company is this low, this treacherous. Butitisapartner

Thisistheentity(Exxon) and its doings that Dr Bharrat Jagdeo defends This is on behalf of whom (Exxon) that Dr Jagdeo attacks solitary Guyanese presences, whoadvocatethat thecompanyisuptonogood, and is all bad for Guyana.

This is the same Exxon for which Dr Jagdeo lets loose his Praetorian Guard to deal with upstart Guyanese, so that the company's and his own self-serving narratives will gain traction, attract some level of credibility Exxon is the corporate force thathandedGuyana2percent andascatteringofcrumbsfor its billions of barrels of oil. That was what Dr Jagdeo et al in the PPP once denounced, hauled through the sewer, and then left for the hyenas and jackals to rip to shreds. This is the same Exxon that Dr Ali and Dr Jagdeo and Dr Nandlall embracetoday, withaforced smile and a hopeful heart. Please let us remain where weare. Wewilldoanything to stay in office: advance upon any Guyanese, put on thebestcreativehatpossible, wear any dunce cap (as has been the case), absorb any disgrace. Just let us stay in power.

This is what Guyana's enormous, now fabled , oil

wealthisallabout, atitscore. This is the kind of generous and dependable partner that Exxonis, thatMr.Routledge stands tall and carries a big stick for: 2 percent, half of a suspect profit package (expenses likely gamed, interest rate at loan shark levels, and more), and now US$214 million skinned, scalped, and shaved all the waytoUS$3million.

Exxon is against its 45 percent share of US$107 million, which is US$48.15 million. But delightfully blissful about half of US$3 million, which then boils down to 45 percent of US$1.5 million. I suggest that Exxon takes that US$675,000 and sponsor a cricket tournament to demonstrate how it is at one with Guyana; or hire some moremediacontributorsand communityactivists.

I ponder what my dear brother Jagdeo has to say aboutallofthis. Really, there is nothing to say when local treachery is what buttresses

the Exxon-Guyana (ExxonPPP) partnership. All those Guyanese with their fancy dancestepsspreadsheetsand Exxon-flavored syntax may have something to say about how rotten Exxon looks in thisGuyanaofours. Itisone thing to sing for supper; it is quite another when supper is the stuff of the cesspit. It is not worth it to sell one's country down the drain, and its expectant poor up the river, for the 30 pieces of silver that Exxon provides. Noamountofmoneydirectly or indirectly from such a clawing, gouging, leprous hand as Exxon's can ever haveanyvalue.

Not for any halfwit with some measure of honor left.

Notwithwhatthecompanyis doing to this country Not with the public relations wizardries that Mr Alistair

R o u t l e d g e s o condescendingly and paternalistically delivers to soothe Guyanese. He savages Guyanese, truth be told.

IregretthatPresidentAli, VPJagdeo, andAGNandlall find merit in the monstrosity that is Exxon. I think that prostitutes would be better partners for Guyana than Exxon. IfanyGuyanesehad any positive thoughts about Exxon, I recommend familiarizing with the nittygritty of the US$214 million audit, and how the company schemed to get every last penny from Guyana. Exxon willrobthedead, snatchfood fromchildren.

I will take a parasite before I take Exxon as a partner But Dr Jagdeo being the political animal Jagdeo, with instincts to match, is ecstatic about the partnership that he has worked out with Exxon. I don't think that Guyana features.

(CNN)-Asked last week if she will run to become the United Nations’ next Secretary General, Prime Minister Mia Mottley of Barbados gave a thumbs up, smiled, and walked away. Unofficially, however, UN insiders say she’s a likely front-runner.

The 2026 selection process is still far off, but talk of who is best-positioned to win the powerful job has already begun.

Historically, there has been a geographical rotation for the position, so it seems likely the next UN leader will be from the Latin America and the Caribbean region –and many advocates say it is time for a female candidate, after 78 years of only male leaders.

though a representative for Santos denies it.

Among others, Argentinian diplomat Rafael Grossi, director general of the International Atomic Energy Agency, is also a recurring name in discussions of who might succeed current UN Secretary-General António Guterres, as are Alicia Bárcena, Mexico’s foreign affairs secretary; Rebeca Grynspan, a high-level UN official and former vice president of Costa Rica; and Maria Fernanda Espinosa Garcés, a former president of the UN General Assembly and former minister of Ecuador.

a revamping of her venture, called Bridgetown 2.0, putting forward six development priorities for development finance that will be discussed on the world stage at the annual meeting of the IMFWorld Bank group in October, COP28 in November and the Summit of the Future in 2024.

Many diplomats in New York City and outside said they believe in Mottley’s potential to represent issues affecting the developing world as leader of the UN –but also in her capacity to bring her unique style of leadership to the role.

to first be nominated by a country, usually their own, and then recommended by the Security Council to the General Assembly.

During the last selection process in 2016, a group of countries pledged to only bring forward women candidates – an initiative is currently being revived for the next selection process. In 2016, thirteen candidates ran, seven of whom were women. But Guterres – a Portuguese diplomat long considered the frontrunner for the role – was ultimately elected.

In the hallways and backrooms of the United Nations headquarters in New York, Mottley is one of several names being floated as likely contenders. Two sources said former Colombian president Juan Manuel Santos – a Nobel peace Prize laureate – will launch a campaign soon,

But it is the charismatic and outspoken Mottley whose name often generates the most excitement. Though Mottley has not yet said she will run, one UN diplomat said “I would jump up and down” with excitement if she did.

Ralph Gonsalves, prime minister of Saint Vincent and the Grenadines, a neighboring island, said she would have his vote if she chose to campaign.

“I think she would make a great Secretary-General,” he said, “Whatever she does, I will support her.”

Could Mottley run?

“I don’t think I recall another leader in recent history other than Obama that had the attention of the international community like she does,” a UN diplomat said.

Still, some warn that that she is taking political risks. Considering the initiative significantly challenges the status quo for international finance, UN expert Richard Gowan of the International Crisis Group says that Mottley has to carefully plan her next steps.

“There’s always lots of men that want to run,” said Ben Donaldson, head of campaigns at the United Nations Association of the United Kingdom.

This year, he said, “I’m hoping the message is coming through loud and clear from the majority of states and from civil society that no state should be putting forward male candidates. We are all working to increase the stigma around this, hopefully we can nip it in the bud.”

Mottley became prime minister of Barbados in 2018 and won a second term in a landslide election four years later.

Internationally, she has been noticed for cutting her country’s post-colonial ties to the British monarchy, and for her powerful rhetoric on slavery reparations, climate change, and the need to reform global financial institutions through the International Monetary Fund and other multilateral banks.

Other observers point out that trying to upend existing systems risks angering at least one of the five permanent members of the UN Security Council, who hold a final word on the SecretaryGeneral selection process.

Mottley’s office did not respond to multiple interview requests.

Fighting for a woman at the helm

Susana Malcorra, a former candidate in the 2016 Secretary General elections, and cofounder and president of advocacy group Global Women Leaders Voices, is also working to make sure the political pressure will bring female candidates forward in the next cycle.

Mottley does not mince her words when it comes to big powers, either. In her address to the General Assembly last week, she asked: “How is it possible for Chevron and the European Union to access the oil and gas of Venezuela, but the people of the Carribean cannot access it at the 35 percent discount offered by the people of Venezuela?”

The UN’s next Secretary General would take office in January 2027. Is four years too early to start talking about who the next leader of the organization will be? For some, it’s a necessary discussion to have for an institution that is at its turning point, as it grapples with criticism and geopolitical paralysis in the powerful Security Council.

“It’s not so much about talking about a Julie or Anne, or Mary, it is more about talking about a Madame Secretary General as a general proposition, and then making sure that we pave the way to get there,” she said.

But not everyone agrees with the effort.

In 2022, Mottley spearheaded the Bridgetown Initiative, a political plan to reform the global financial architecture and development finance to be more equitable, particularly in the face of climate crisis. The initiative would change the way money is loaned to developing countries and set up a special emergency fund for climate disasters.

In April, Mottley also joined forces with current UN chief Guterres and announced

“I don’t think it’s early at all,” Elina Valtonen, Finland’s foreign minister, said, “It’s very important to start discussing that because I think it’s also very much a question of what the future should look like for the UN and the Security Council.”

Valtonen and others also say that the time for the organization to have its first woman leader was yesterday. “This position should very much be merit-based,” she said, “but I think it’d be very remarkable if again, it’s not a woman who is chosen.”

The selection process has long been secretive, but opened up a bit in 2016. To be considered, candidates need

Dennis Francis, the president of the 78th UN General Assembly who is from Trinidad and Tobago, doesn’t believe men should refrain from running. “I believe that men should run next time around as I believe women should run in their numbers,” he said.

“Because what I would want to happen is for a woman to win in those circumstances, not from a field of women. That would be the wrong message.”

And with the powerful Security Council is already frozen on a number of issues since the beginning of Russia’s war in Ukraine, it’s hard to imagine its members ultimately finding a consensus on any single candidate.

“All I have to say is grab your popcorn,” Julia Maciel, a diplomat from Paraguay, said.

Wall Street Sees Blueprint in Suriname's Oil-Linked Debt Swap

(Bloomberg) -- Investors in the world's growing pile of defaulted government debt are closely watching as South America's smallest nation wraps up an oillinkedrestructuringdeal.
