“Powerful people” and freedom of the media We shudder to think that we have passed a point of no return and that something extreme will inevitably occur even in our scandalously lawless, indecent and indifferent environment. But in recent days we have been startlingly reminded of the importance of being vigilant, at all times. It appears that the die has been cast. A perturbing inclination is continuing to threaten the country’s progress towards true democracy and development, and all right-thinking, decent citizens should take urgent action now to permanently defuse this menace which has gained disturbing momentum. This threat is evident in the promise of sinister attacks on the Kaieteur News, by so-called “powerful people” in our society. These warnings, oftentimes veiled, emanate from various sources, but most notably from high-ranking State officials. It is vital to establish that we are definitely not referring to anything that can be reasonably interpreted as constructive criticism or justifiable condemnation of methods of journalism. We are referring to malicious declarations that leave even the casual observer unsettled. Statements that seek to malign independent media houses and media workers for drawing the public’s attention to clear instances of inefficiency, ineptitude, discrimination and rampant corruption in our society. In any country that aspires to be a democracy, freedom of the media must be respected. The primary role of the media is to be the meticulous watchdog of the people’s interests. Every responsible individual and organisation must be held fully accountable to the citizenry for their plans, words and particularly, their actions. Democracy flourishes where the media fulfil this role in a manner that is proactive, investigative, resourceful, professional and fair. At this point in Guyana’s history, the nation is enduring particularly challenging times, in which the socioeconomic and political climate is especially volatile. In these circumstances, the independent media continues to expose, and rightly so, a plethora of problems that are of compelling interest to the public. In the process, we have quite properly held “powerful people” accountable to the public for their words as well as deeds and, in so doing, seem to have mashed some very sensitive toes. Unfortunately in recent years, when high-ranking officials of a certain ilk find themselves in the unflattering glare of public scrutiny, many of them adopt the most reprehensible self-defence strategies. When faced with accounting for their questionable statements, decisions and actions, instead of facing these problems squarely by taking appropriate action to address the legitimate concerns of the public, these officials opt to verbally abuse, harass and intimidate media houses and reporters. If they get the chance, they spew their venom in public, but they usually prefer to do so surreptitiously, from the cover of their high offices. Their attacks cover the gamut of intimidation, both overt and covert. They commonly threaten probing journalists and media entities with lawsuits; permanent denial of information; career derailment; social snubs; and sometimes even physical injury. They have refined a perverse repertoire of intimidation to stop or delay the media from accessing information that is of vital importance to the public. We maintain that the Guyanese people have an inalienable right to get full media coverage, and to engage in public commentary and debate on issues and events that they deem worthy of such attention. Editors, journalists and all fair-minded citizens must resist the continued vile attempts to stifle media freedom and disrupt the pursuit of democracy in Guyana. They must fight with every available resource to preserve the media’s right to have full and timely access to information that is of public interest, without unrefined intimidation by the

Who can be trusted to independently investigate this matter; and who instigates the investigation? DEAR MR. EDITOR, The recent publishing of an alleged conversation between the Chief Legal Officer of our Government and a reporter from your newspaper needs immediate investigation by the Police, the competent authority. But based on the fact that it has been established by no other person than the COP himself, (in the Ashni Singh traffic matter) that there are different protocols applied to investigating what may amount to unlawful conduct by some important Guyanese as would normally be applied to the ordinary Guyanese, it is a foregone conclusion that no proper investigation will be done. I may be wrong, for someone in the Police Force may have already applied to the relevant service provider to have the AG’s phone records so that it can be established if the call lasted the length of time the transcript suggests. (Yeah, right! One can still dream I guess). So in this existing matter, who can be trusted to independently and
objectively investigate this matter and more so, who instigates the investigation? We know the Government with its established posture, will not! We can be sure that the COP will not, due to the perceived belief that the true protocol that attends investigations will not be applied. Irrespective of the report made by Glenn Lall to the Police, I am sure that nothing much will come of it and I am also sure that many Guyanese share my view. So, where does that leave us as a nation? To ask for help from influential Nations. I am not convinced that the political opposition has the ability or the wherewithal to present a successful case internationally thereby causing some sanction to be applied that would preclude additional steps by the Government to harm Glenn Lall or cause such economic hardship, that the Kaieteur News will find it difficult to continue in business. So where does that leave us? We seem not to have any leaders with the
integrity, vision or motivational powers to take action that would ensure the protection of the nation from those that walk the halls of power. This has caused them to lose the knowledge that they are accountable to we the people. It is clear and not just based on the present expose, that there are moves afoot to cause at least the closure of the KN but with the knowledge that the Government has influence with the underworld, anything could happen to Glenn Lall, Adam Harris and staff. By the way, I am not convinced that the slaying of the Pressmen some years ago was motivated and executed by ordinary criminals. There was something about it that was meant to create fear and a send a not so subtle, sinister message in that dastardly act. We need international help badly and now before all decency, as we know it, evaporates through the shedding of more blood of the outspoken innocents and incorruptible. M. London
The opposition can call for the re-convening of parliament any time DEAR EDITOR, I have now consulted the main source which Parliamentary clerk Isaacs quoted in his letter seeking to rationalise his position not to reconvene parliament. The main person whose opinion he quoted advised me that Isaacs is quoting him out of context. His response to me was clear; his opinion was given at a time when the government in power [the executive] were in control of the majority of the seats in the house. The situation is different now, with the opposition having the majority of the seats in the10th parliament and that fact changes the entire ball-game; they can call for the re-convening of parliament any time after the recess, since they represent the majority of the people in this country. I have it on good advice that if the 33 members of parliament of both the APNU and the AFC [representing, as they do, the majority of the people in this country] meet in some hall anywhere in Guyana and unanimously call for and sign to : 1. A no confidence vote against the government; 2. Demand that some sort of interim government be established until elections can be held on a date to be decided; 3.That Isaacs immediately be removed as clerk of the national
assembly for acting outside his authority thereby interfering with national business, since nowhere in standing orders eight does it confer any power on the sitting of the Assembly to be exercised by the Clerk, since even if he firmly believes what he is doing is right, no credible person will believe him, especially since he is either, deliberately or not, misinterpreting the information at his disposal. The Clerk is appointed by the President under Article 57 of the Constitution and the Clerk shall be removed from office by the President on a majority vote of the elected members of the Assembly. So the president can’t ignore their majority vote to remove Isaacs. We are just giving Isaacs what he wants anyway, since he attempted to resign since September 2013. 4.Ask the GDF to restore and defend the constitution and support the will of the majority of the people who are speaking through their parliamentarians, which represents 51% of the voters at the 2011 election;5? As they are at it, they may as well call for the immediate resignation of Nandlall for the record, since no confidence against the Ramoutar Government will not put Nandlall on the spot to answer for his actions when the PPP are asked to demit office. Isaacs writing to other Caribbean countries concerning the interpretation
powers that be. We must never forget that Government and other senior public officials are the servants of the people, not the other way around. When their words and deeds have a bearing on the public’s welfare, they are accountable to the public. The media have a right to facilitate such accountability in the public’s interest and to unfailingly protect democracy and, in doing so, have a duty to exercise their role professionally and responsibly. When the media do wrong, they should be subjected to the same public scrutiny and censure. However, ensuring that the media fulfil this role appropriately must not and cannot include the type of venomous and menacing verbal assaults
of the standing orders is essentially a waste of time, since none of them have ever had a situation where a minority party in a national election were allowed to form a government without a collation or the support of a minority party which gave them control of parliament. A definitive legal position cannot be found in that avenue, already we see Trinidad saying no and Jamaica saying yes. It’s a complete waste of time. Sooner than later they are going to have to convene parliament to pass the budget, and I would be shocked if the combined opposition allowed it. Under no circumstances, given our understanding of how this PPP government operates and the criminality they are capable of, should any massive street demonstrations be contemplated. The PPP are capable of causing injury to their own supporters to alienate the opposition from the electorate. I don’t think that anyone can doubt that now. We must raise our voices as loudly as we can, but not our hands. The international community cannot sit idly by and watch what could be the beginning of a military coup and say nothing! I have to say it again, evil triumphs when good men do nothing! And there is no question now that we are dealing with evil. Tony Vieira
that characterise this rapidly increasing trend in Guyana. This is absolutely unacceptable. It must not be allowed to continue; it will seriously impede the independent media’s ability to seek truth and accountability. Thereby the Guyanese people would not get the quality of information that facilitates healthy, educated debate on issues and events that deeply affect their lives on a daily basis, and be able to make informed decisions when required to do so. As United States Senator Christopher Dodd once said “When the public’s right to know is threatened, and when the rights of free speech and free press are at risk, all of the other liberties we hold dear are endangered”. We are precariously perched on that precipice.

Celebrating the life of a The status quo will not change when we remove Cde, Navin Chandarpal one side of the equation and retain the other DEAR EDITOR, To Cde Indra, the children and the rest of the family, we the close comrades and friends of Navin express our collective deep grief and sense of loss by celebrating the life of this extraordinary human being Cde Navin Chandarpal. We wish to celebrate Navin the revolutionary. Beginning with my association with him at Berbice High School where he was involved in the movement to replace the wearing of tieswith shirt jacks which later became his constant mode of attire and moving on to his revolutionary involvement inthe P.P.P struggle for the return of democracy. His theoretical and practical contributions to the struggle against the PNC dictatorship is legendary and when that history is written Navin’s name will feature prominently for his courage, coherence and dedication. When everyone taught that his revolutionary struggles would be over in 1992, he had to continue to wage a battle for the Party not to deviate from the ideals and principles of its great founder Cde. Cheddi Jagan. He was a self-professed Jaganite and very proud to be counted as one. We wish to celebrate Navin a servant of the working class. Navin stayed true to his roots. He came from the working class and had a deep sense of identification with the oppressed and the realities of poverty. High office did not change him. He worked hard but found time to spend with his comrades. He was a very jovial person and he took a lot of pleasure in grounding with the brothers over liquid refreshments andsettling down to a flat out session of telling stories and jokes. He was one of the most humble and unpretentious comrade in the party . Navin had this amazing recall memory whenmeeting working people after some time and inquiring into the wellbeing of their whole generation without missing anyone. This was a result from his genuine care and love of people. We wish to
celebrate Navin the revolutionary intellectual. During the days in opposition when there were political and ideological discussions of new happenings, old PYO comrades will always ask each other “What does Cde Navin think? What is his line?’ and this was the line we would adopt. It was not because of a blind following of a leadership line, but this approach was based on an enormous respect and trust for his power of intellectual analysis. Navin excelled as a scientist as well as an environmentalist. He will always be remembered as the intellectual author of the Low Carbon Development Strategy (LCDS). We wish to celebrate Navin the teacher. He was a teacher by profession and also one of the great political teachers of our time. He was never one of those arrogant people who taught that he knew more than others; he always respected the other person and engaged in dialogue. He was also capable of changing his mind after discussions which is not very common among our comrades. We wish to celebrate Navin the indomitable fighter in life and in death. In life, he was dealt the cruelest cut of all when he was dismissed from the cabinet but his acute disappointment did not turn to dissolution. He stayed the course and was eventually reinstated. During his terminal illness he remained so upbeat that every time you met him he was always discussing something of the future. That was the measure of his fighting spirit. Finally on a lighter note, (Continued on page 31)
DEAR EDITOR, In the swift aftermath of the Attorney General’s threats of extermination against a frontline media house owner and icon who has led the charge against the despotic PPP regime, the PPP has offered cover to one of its own, I also recognize the AFC’s on the button response and its call for the head of an Attorney General who has crossed the line. Yet again we must observe and await the APNU’s reactionary conduct which must be timed as we await their study of this atrocity and the framing of a strategic statement. How callous of the APNU leadership to not be on the ball when a deadly threat is
made against a leading stalwart of the press. Is this not malice aforethought and the rapid descent of a nation now besiege by the callous highhandedness of a regime no longer restraint by the rule of nomocracy and the bulwarks of civil society, but who now wraps itself in the reverse, in an apparent recognition that the stars are no longer lined up to light it’s continued survival. As we pause to examine how we arrive at this port, we must face the truth and recognize its reasoning. The malaise in our dear land of Guyana did not happen overnight, it resulted from a regiment of tacit cooperation, tolerance,
complicity, incompetence or all of the above, in a game of survival politics played out on the peace loving Guyanese people more so, over the last 15 years. While we confront and attack this construct in a sweep for change, we must be fair to ourselves to name and number the architects and those who cooperated with them, and who are no lesser evil, as we pursue a newness to reclaim our nation and its people from the abyss. Our nation can only move forward if we as a people hold our leaders on both sides of the divide, accountable. To do so we must first reject the divisive politics of hate and the superiority of one ethnic grouping over the
other. We must reject those who seek Indo Guyanese hegemony equally as we recognize those on the other side who forward the same thinking with their Afro centric superior philosophy while our other ethnic communities are left outside the fence. In a land of ethnic diversity, ethnic harmony must be the only theme. The politics of government establishes a construct that postures a ruling regime on the one hand and a political opposition on the other. The latter is task with holding the former accountable for its stewardship. The task of ‘we the people’ is to ensure we hold (Continued on page 31)
The PPP appears to be increasingly rabid in its defence of the actions of its senior membership DEAR EDITOR, With reference to the “threats recording” scandal involving the Minister of Legal Affairs, Mr. Anil Nandlall, perhaps a few things should be pointed out. Firstly, it is curious that the normally press hungry Minister himself has not responded directly, choosing instead to be shielded by a press release nebulously put out by “government”. This is unacceptable, although it is standard PPP procedure to campaign as individuals when usurping the resources of the state to show much they “care”, but
quickly becoming anonymous and monolithic when circling the wagons around the indefensible. Implicit in the term “government” is usually the addendum “and people” - as one of those people, the government’s shameful statement on the more shameful conduct of its chief legal officer is not representative of me. Either President Ramotar, or the Attorney-General himself is obligated to directly respond to this fiasco instead of hiding being the shield of an impersonal GINA press release, particularly one
which by default acknowledges that the recording does in fact feature the voice of Mr. Nandlall variously admitting to at least unethical use of government funds, to knowledge of criminal activity, to knowledge of violent criminal intent, and implying his own capacity with regard to same. Secondly, Mr. Nandlall needs to clarify whether he
retains the opinion that surreptitiously obtained recordings can be deemed fair game within the law if the content they reveal, particularly considering the stature of the parties involved, can considered to be in the interest of democratic freedom of expression. In case he forgot his 2006 perspective, let me (Continued on page 31)

Amaila Falls Access Road near completion ...only 28km left to be paved with laterite - Source Plagued with numerous troubles from its inception, the Amaila Falls Access Road is said to be near completion. This publication has been reliably informed that only 28 km of the 162 km road is left to be paved with laterite. Section seven which was taken from the local contractors and handed to China Railway First Group (Guyana) Inc, the company that has been slated to build the 840MW Hydro Electric Plant, is complete. According to reports, section three of the road which was contracted to Toolsie Persaud, has a remaining 17 km of roadway left to pave with laterite, while the section contracted out to Ivor Allen Construction Company has an additional 11 km. A decision however is yet to be made as it relates to whether the Kuribrong crossing will be bridged using a fixed bridge or pontoon crossing. At present a pontoon crossing is being utilized. Works completed so far total in excess of US$26M - a far cry from the US$15.4M in the original contract to complete the entire road which was handed to
Makeshwar ‘Fip’ Motilall’s Synergy Holdings Inc. More than US$30M in contracts has been handed out over the years, with several contractors failing to make the cut. Earlier this year work on the road had ground to a halt due to bad weather conditions and observers at the time had noted that in future when Government and contractors ink contracts for roads in the interior, they must take into account the documented patterns of rain, given that they are expected to undertake works in a “rainforest.” The road project was being undertaken in a number of segments, with the Ministry of Public Works assuming responsibility for ‘Section Two.’ That section runs along the Mabura Road to the Essequibo River and has a contract price of $336,094,861. Section Three was allocated to Toolsie Persaud Quarries Inc. for $373.3M. That section of the Amaila Falls road stretches from Butukari to the Kaburi Village bypass. The same company has also been awarded a contract for Section Four of the road for $246M.
A completed section of the Amaila Falls Access Road
Section Four runs from the Kaburi/Omai junction to the Issano bypass. Ivor Allen was awarded the $182.3M contract for Section Five of the road that runs from the Issano junction to Craig Road. Section Six of the road was awarded to G. Bovell Construction Services for $281.7M, but that contract
had to be terminated. It was s u b s e q u e n t l y granted in two lots, with the first from Issano Junction to Sorrow Hill being allocated to Ivor Allen for $145M. The second lot of Section Six was awarded to Dwarka Nauth for $45M. Hassan N Pasha General Building and Civil Contractor
was handed the last and reportedly the most difficult section of the road, ‘Section Seven’ with a contract price of $838M. That contract was terminated in April 2012 after only 15 per cent of the work was completed. Pasha received almost $315M. The contract was
subsequently handed to China Railway First Group (Guyana) Inc. for $1.7B (US$8.5M). Only recently Head of State, Donald Ramotar, announced that government would continue to vigorously pursue the mega project which, if undertaken, would be the largest such project in Guyana.

Collier was on trial at the High Court before Justice Dawn Gregory and a mixed Jury for the murder of Non Pareil businessman Chandrapaul Persaud called ‘Kero Man’. He was facing his second trial in the matter before the judge and jury at the High Court after the last trial ended in a deadlock when the jury failed to reach a unanimous verdict. The man was reportedly shot outside his residence by one of three masked bandits during a robbery, which occurred on September 12, 2006. The gunmen, who entered the businessman’s premises, are said to have robbed his family of cash and jewellery before driving off with his car. Collier was later identified as one of the three gunmen and was subsequently charged for the murder. During the summing up of the trial yesterday the Judge recounted the evidence of witnesses who were called upon to testify. Several witnesses had given evidence in the trial including the slain businessman’s wife Bibi Nazeema Issack, and Lilowattie Dhanraj who lived next door to the couple. The witnesses were called to the stand by State Prosecutors, Natasha Backer and Mercedes Thompson. Issack recalled the trauma

which her family endured during the night of the incident. The woman was said to be at home with her two daughters when armed bandits struck. The witness recalled that she heard the sound of gunshots and bottles breaking before the men entered her home. She said that she begged the thieves, who demanded cash and jewellery, not to harm anyone. Dhanraj recalled that she witnessed the crime from a window of her house, which is situated next door to the
late businessman. She said that she heard someone yell “thief thief!” before she saw one of the men pointing a gun at her neighbour. The woman said that she was standing in the upper flat of her house, peering through a window. She said that she then heard “bang”, three times. The witness stated that there were two other men. She said that the men subsequently left in the car which was owned by her neighbour. She further said that she ran out on the road where she saw the injured man lying on the ground.

Ukraine, Russia, EU agree to natural gas supply deal
Russian Energy Minister Alexander Novak shakes hands with Ukraine’s Energy Minister Yuri Prodan (R) after gas talks between the European Union, Russia and Ukraine at the European Commission headquarters in Brussels (Reuters) - Ukraine, Russia and the European Union signed a deal on Thursday that will see Moscow resume vital supplies of gas to its exSoviet neighbour over the winter in return for payments funded in part by Kiev’s Western creditors. After several failed rounds of talks in recent weeks as conflict rumbles on despite a ceasefire with proRussian rebels in eastern Ukraine, the accord also eases concerns that a new “gas war” could disrupt winter supplies if energy to EU states, notably through pipelines shut down across Ukraine since June.
With overnight temperatures already nudging below freezing in Ukraine, European Commission President Jose Manuel Barroso hailed an accord clinched in Brussels barely 24 hours before he and the rest of his team make way for a new EU executive. “There is now no reason for people in Europe to stay cold this winter,” he told a news conference after witnessing the signing of documents by the Russian and Ukrainian energy ministers and EU energy commissioner Guenther Oettinger. Oettinger said he saw in the agreement a “first
glimmer” of detente between Moscow and Kiev in a conflict that has plunged East-West relations into a chill not seen since the Cold War. Worth $4.6 billion (2.8 billion pounds) in total, the package calls for Ukraine to pay $3.1 billion in two tranches by the end of the year to cov e r d e b t s f o r previous supplies from R u s s i a ’s G a z p r o m , a n d Kiev will have $1.5 billion, some from existing accords with the EU and IMF, to pay for about 4 billion cubic metres of new gas u n t i l M a r c h , f or which Russia is insisting on cash up front.
Special Report - Tsunami evacuees caught in $30 billion Japan money trap (Reuters) - Thirty billion dollars (18.7 billion pounds) in funding for roads, bridges and thousands of new homes in areas devastated by the tsunami in Japan three and a half years ago is still languishing unspent in the bank. That means Keiko Abe is heading into a fourth winter of sub-zero temperatures in a cramped, temporary dwelling that is succumbing to the elements. “I’m just clenching my teeth until I can move out and live like a human being again,” says Abe, 66, as she stands in the dim light of her living room with enough space for a couch, table and television. A gray mould clings to some walls of the prefab structure, where Abe has lived with her husband since shortly after a 9-metre (30 feet) wall of water obliterated large swathes of the city of Ishinomaki on the afternoon of March 11, 2011. Abe, who lost her home and everything in it that day, is now the victim of a funding
quagmire that has left her and tens of thousands of other evacuees stranded in temporary units that were supposed to house them for no more than two years. Japanese government funds budgeted for reconstruction and transferred to local governments are stuck in banks across the tsunamiravaged northeast, a Reuters review of budget and bank deposit data and interviews with bank officials reveals. The central government has paid out more than $50 billion directly to local governments in Miyagi, I w a t e a n d F ukushima prefectures, the areas hardest hit by the disaster. But about 60 percent of that money remains on deposit in the region’s banks. Ishinomaki, where more than 3,700 people died in the tsunami – the most casualties of any city in the disaster – has been deeply affected by the funding paralysis. The port city, where 56,000
buildings were damaged, has been showered with money for reconstruction – about $4.1 billion in the three years after it was hit. But almost 60 percent of the money, or $2.3 billion, remains in bank deposits. And fewer than five percent of the planned new homes for the city’s nearly 25,000 evacuees have been completed. “I’ve given up on the local authorities,” says Abe. “They don’t think about us.” BUREAUCRATS IN TOKYO A few minutes’ drive from Abe’s temporary home, the mayor of Ishinomaki sits in his office directing part of the blame for the hold-ups at bureaucrats in Tokyo. “It’s a massive disaster but central government officials are acting as if these were normal times,” says Hiroshi Kameyama, referring to the red tape he confronts in getting building plans approved. “It’s one of the reasons why public works are delayed.”

Junior Foreign Affairs Minister defends million-dollar cellphone bill Jamaica Gleaner - Junior Foreign Affairs Minister Arnaldo Brown says the over $1 million in telephone charges he racked up within a year on his governmentissued cellphone were genuinely incurred. In a statement released through the governing People’s National Party Secretariat, Brown conceded that the bills were very high but he blamed what he said was the high cost of roaming for voice and data services. His admission comes three days after a Television Jamaica report revealed that his telephone bill for the period between July 2013 and June 2014 accounted for a huge chunk of the $5 million in telephone charges incurred by 11 government ministries. The report also revealed
Arnaldo Brown that in June this year alone he had a telephone bill of $410,000. By comparison, Foreign Affairs Minister A.J. Nicholson has a telephone bill of $230,000 for the 12-
month period. While noting that he understands and accepts the public concerns, Brown points out that for the period under review he went on 15 overseas assignments. He says all the calls and data charges were incurred in the execution of his duties. Brown, who is currently overseas on government business, says during his travels it is necessary to be in contact with his ministry, key stakeholders and persons in the Diaspora by telephone and email. He has promised to give a more fulsome explanation on his return to the island. However, he says in the meantime he intends to put measures in place to ensure a reduction in his telephone bills.
LIAT improves booking flexibility
ST JOHN’S – LIAT, The Caribbean Airline, has undertaken a review of the fares that were traditionally offered to customers and has increased the range from seven to 15. The move, which will offer customers greater choice and flexibility when booking tickets with LIAT, came into effect at a minute past midnight Wednesday last. All fares are now available for booking and travel on LIAT services. David Evans, chief executive officer (CEO) of LIAT commented: “The increased number of fare classes means that customers will have more choice when making a booking as the increased classes now offer a variety of fare types and pricing levels.
David Evans Additionally, the increase also allows LIAT to plan development of future special relationships and greater management of interline and groups, who will have dedicated booking classes.”
Each booking class has a new set of fare rules and revised levels of charges for changes before and after departure, cancellations and no shows. On the LIAT website, customers will be able to book Web Saver fares which offer the best price in the market. The website will automatically pre-select the cheapest flight on the day for the customer. However, if customers require a greater degree of flexibility with their booking, allowing for changes before or after departure, then they can select any other fare type, such as Semi and FullyFlexible fares which will provide them with greater flexibility in their travel arrangements.
Caribbean economies adopt record number of reforms – World Bank WASHINGTON D.C., United States - CMC – The World Bank says many Caribbean countries have implemented at least one reform in their economies over the past year making it easier for local entrepreneurs to do business. In a new report released here, the World Bank says there were 12 reforms in total, a historical high for the region. “Doing Business 2015: Going Beyond Efficiency” finds that Jamaica had the region’s biggest improvement in the ease of doing business in the past year, thanks to three reforms in areas measured by the
report. It says Jamaica streamlined the requirements for starting a business, reduced the cost of getting an electricity connection, and established new credit bureaus while also adopting a new secured transactions law that broadens the range of assets that can be used as collateral. Joining Jamaica in implementing multiple regulatory reforms were the Dominican Republic and Trinidad and Tobago. The Dominican Republic made cross-border trade easier by reducing the number of documents required to import and export, improved the regulatory
framework for credit reporting, and strengthened minority shareholder protections. Trinidad and Tobago, among the 10 top improvers worldwide in this year ’s report, made resolving insolvency easier by introducing a new restructuring proceeding, according to the report. The twin-island republic also strengthened the rights of secured creditors during reorganization procedures, and it made starting a business easier by introducing online systems for employer and tax registration.

Caste has no relevance or application in Guyana On August 26, 2003, the Stabroek News carried a report about then President Jagdeo’s visit to his ancestral village, Thakurain Ka Purwa in India. The report was based on news reports which appeared in the Indian media and which indicated that the citizens of the village belonged to a low caste. I do not know if the fact that Jagdeo’s ancestors came from a village populated by low caste Indians is the
reason why some people believe that they are superior in breeding and pedigree to him. If this is what they feel, it is both unfortunate and delusional. It is unfortunate, because caste is an outmoded social construct. Nobody should judge or rank others on the basis of caste. If one understands the origins of the caste system one would refrain from judging or ranking others on the basis
of caste. Caste has nothing to do with superiority and inferiority. Caste was part of a system that allowed for an economic division of labour and for social order in the villages of India. That it was used as tool of exploitation and for the purposes of social status is a perversion of its original intent. The caste system is not different from the system proposed by Plato for the division of society. The idea that the
Alleged rabbit thief remanded A Stabroek Market labourer who is accused of snatching a businesswoman’s rabbit was yesterday remanded to prison by Chief Magistrate Priya Sewnarine-Beharry. Michael Jairam, who appeared at the Georgetown Magistrates’ Court, is alleged to have stolen Debra Douglas’ $3000 rabbit and $18,000 bicycle at Stabroek Market, Georgetown. The charge stated that the incident occurred sometime between October 17 and 18. Police Prosecutor, Inspector Michael Grant related that around 23:00 hours on October 17, last, the woman left her rabbit and bicycle in her business place and ventured home. When Douglas returned the next day, she discovered the items missing and reported the matter to the police. Later, acting on
ACCUSED: Michael Jairam information received, a party of ranks found and arrested Jairam who confessed to the crime. The Prosecutor said that the labourer was charged with simple larceny. Faced with the allegations, Jairam
told the Court that every morning he purchases cabbage for the rabbit. He insisted that the rabbit was given to him by a watchman and added “I don’t know anything about the bicycle.” As such, a not guilty plea was recorded. Jairam told the court too that he “does clean up the market and people yard and so.” The Prosecutor objected to bail and said that Jairam does not have a fixed place of abode and if granted bail he may not return for his trial. Grant told the court that the defendant normally sleeps beneath the police outpost at the Stabroek Market. The Prosecution’s objection was upheld and Jairam was remanded to prison. The matter was transferred and is set to be called before Magistrate Dylon Bess on November 3.
descendant of an indentured is superior to another on the basis of caste is also delusional. Jagdeo by his very success in becoming the President of Guyana, showed the irrelevance of caste to personal achievement and social elevation. Indeed, caste has no relevance in Guyana today. Even in India caste is losing its traction. India has elected to power a man who is not considered as high caste. Now if India can do this, why would anyone in Guyana of all places want to use caste to demonstrate superior breeding? Once you are the descendant of an indentured immigrant and live in Guyana you have no caste. There is no caste system in Guyana. Never was! Any caste system that may have existed was invented. To get here to Guyana from India, the indentured labourers had to cross the dark waters of the Kala Pani. And once you crossed the waters of the Kala Pani you defiled your caste and you were deemed casteless. This is why so many indentured immigrants refused to go back to India. By crossing the Kala Pani, they effectively lost any
claims to their caste and this meant that if they returned to India, they would have had great difficulty in reintegrating in village society. I think it is time Guyanese debunk and dismiss this idea of caste. No one in Guyana who is the descendant of an indentured immigrant belongs to any caste. They cannot, because their ancestors lost their caste when they joined the ships that brought them to work on the sugar plantations. I once saw a lecture on television. I think it may have been by Clem Seecharan in
which he made the point that indentured immigrants suppressed the realities of India from which they escaped. He also said they created new narratives to help them adjust to their new world. Amongst those new narratives is this idea of a Great India. Caste identification belongs to these created narratives.

Has President Ramotar given encouragement to Islamic terrorism? The world famous movie director, Roman Polanski, is under an international arrest warrant issued by the US for sodomy committed against a 13-year-old girl in California in 1977. Polanski turned up in Switzerland where he was arrested. He successfully fought the warrant. Aware of which country he must travel to, Polanski is currently in Poland where the warrant was presented to the Polish authorities who questioned Mr. Polanski, but released him. If there is an international extradition request why then did Polanski travel to Poland? Because he knew he could avoid extradition.
A similar situation can develop here, but in the area of Islamic terrorism, based on Guyana President’s attitude to the Nandlall tape. For this reason, the US Department of Homeland Security should dispatch a high official with urgency, to speak to Mr. Ramotar. Based on how Mr. Ramotar is treating the tape scandal, then it could encourage Islamic terrorists to see Guyana as a country from which it will not be easy to be extradited. In plain, simple, lucid language, the President of Guyana publicly said that his first concern is not the contents of the tape, but the illegal recording of Nandlall’s
conversation. “…The case is that he was illegally taped…that (the taping) was done illegally…that is the first point we must deal with.” This is an immoral attitude to adopt in a case, whereby the Minister charged with preserving the rule of law admits that there will be an attack on Kaieteur News and that innocent people may get hurt. Yet the President is concerned firstly not with the evil content of the conversation, but with the “illegal” way it was obtained. We will come to how Ramotar may have played into the hands of Islamic terrorists, but first a commonsensical example to prove how uncommonsensical is Ramotar. A man tells his friend that he is tired of killing women and wants to talk about his victims, the latest being a schoolgirl. The friend tapes him and goes to the police. The police then tell the friend that they cannot do anything, because he should not have recorded the confession without first telling the killer; it is illegal to do so.
In other words, the police cannot arrest a serial killer because his friend illegally recorded his murderous trail. What happens next is obvious even to a moron - the guy will go on to kill. This is exactly the situation in which President Ramotar has put Guyana, and his style has implications for Islamic terrorism. It is up to the Americans to act. The record will show that one of the most wanted Islamic terrorists on the FBI list is from Guyana, Adnan Shukrijumah. Some speculate that Shukrijumah may not have left Guyana since the arrest warrant was issued by the FBI, but through an elaborate disguise mechanism may be dwelling among us. A Guyanese was jailed for life in the US for Islamic terrorism, Abdul Kadir. Surely, one cannot be that naïve to think that there aren’t Muslim fanatics in Guyana that would embrace the cause of ISIS and
perpetuate terrorism from Guyana’s soil. My contention is that since the President is of the opinion that the illegal recording of a conversation takes precedence over the conversation itself, then this can lead to boldness among Islamic terrorists in Guyana. The reasoning is simple. A Middle East figure masquerading as a businessman books into one of our hotels. Unaware that there is someone nearby, he speaks on his phone about a plot to commit horror in the US. The bystander is shocked and records what he is saying with his smartphone. The bystander takes his item to the police. The terrorist calls in a lawyer, who tells the US Embassy that he cannot be extradited because in Guyana one cannot tape someone’s discourse illegally. But the law is supreme; we cannot bend the law to suit our purpose, and maybe the lawyer is right. The lawyer
Frederick Kissoon then can have his day in court about illegal taping. But the police and government must look at content. There are other dimensions to look at, not only the illegally done recording, but the nature of the utterances. If what is said in that conversation is so horrific and pregnant with bestial violence, then the law has to use the criminal code to arrest that person. Where in the world, is a person taped as saying they have plans to harm the US President and that person is not arrested? Where in the world would that happen except Guyana? President Ramotar is sailing in dangerous waters.

World Bank pledges $100M to send health workers to Ebola-hit countries (The Guardian) The World Bank is to invest $100M (£63M) in an attempt to increase the number of foreign health workers heading for West Africa to care for people with Ebola. Treatment centres in the three countries at the heart of the epidemic - Liberia, Sierra Leone and Guinea - are being built but the biggest need is for doctors, nurses and other healthcare workers to staff them. The United Nations says around 5,000 international personnel are needed, including up to 1,000 foreign health workers. In the UK 900 people have volunteered to go to Africa, none of whom have left yet, while the African Union has pledged 2,000 people. More numbers are needed and progress in getting volunteers to affected areas has been slow. “The world’s response to the Ebola crisis has increased
significantly in recent weeks, but we still have a huge gap in getting enough trained health workers to the areas with the highest infection rates,” said the World Bank Group president, Jim Yong Kim. “We must urgently find ways to break any barriers to the deployment of more health workers. It is our hope that this $100M can help be a catalyst for a rapid surge of health workers to the communities in dire need.” Pay and benefits, recruitment and training have all been issues, says the Bank. Potential volunteers are also worried about their safety - health workers are at the highest risk of contracting the disease because of their physical contact with sick patients. There have been major scares in the United States and in Spain where health workers have been infected even though they

should have been wellequipped and trained in the strict safety procedures. Health workers from Europe and North America
also want to be sure they will be repatriated in the event of becoming ill, believing their chances of survival to be greater at home, where health
systems are more sophisticated because they are better funded. The UK is building a treatment centre specifically for health workers who become infected in Sierra Leone, where standards are intended to be
as high as they would be in the NHS. Other concerns include transportation and housing, says the Bank. The new funds, which take the World Bank’s total Ebola contribution so far to $500M, will help set up a coordination hub with the three countries’ governments, the World Health Organisation, the UN’s main Ebola coordination centre in Ghana and other agencies. The hub will actively recruit, train and deploy qualified health workers. “Health workers take an oath to treat the sick – and so it’s no surprise to me that many health workers want to go to treat Ebola patients at the source of this epidemic,” said Kim, an infectious disease doctor who spent years treating patients in poor countries. “So we need to find all ways possible to remove any obstacle that stops health workers from serving – whether it is pay for workers in developing countries, or the promise of evacuation services. Health workers who treat Ebola patients are heroes, and we should treat them as such.”

Startling revelations in recording…
Mr. Nandlall has been caught with his pants down – AFC’s Nagamootoo The disturbing revelations by Attorney General (AG) Anil Nandlall, in a recorded conversation with a senior reporter of the Kaieteur News, Leonard Gildarie, of a plot to launch a brutal attack on the newspaper’s publisher, Glenn Lall and his employees, have without a doubt unmasked the extent of Mr. Nandlall’s terrorist tactics. This is the view of Vice Chairman of the Alliance For Change, Moses Nagamootoo. An experienced journalist and parliamentarian, Nagamootoo opined that to add insult to injury, after the Attorney General admitted to having the conversation with the reporter, President Donald Ramotar came out in support of the government’s “blue-eyed boy”. “It is a sorry day for Guyana that the President of the Republic, Donald Ramotar, could sanction such madness, and sought to protect an integrity that Anil Nandlall himself has shattered with vulgar expletives,” Nagamootoo lamented. The parliamentarian asserted that he was particularly disturbed that Nandlall could “flippantly induce a reporter to get out while he can” and be a part of a secret consortium of the highest breed of reporters. Nandlall termed it to be “an elitist press team”. The AFC Vice Chairman said that the AG used terrorist tactics of an imminent attack on the Kaieteur News in his bid to buy the reporter to leave what he saw as “a dangerous place”. Nagamootoo emphasized as well that Nandlall during his 19-minute long conversation with the

reporter did not request that his comments be treated as “off the record”. “In light of such negligence, the learned AG could claim no privacy or privilege,” Nagamootoo asserted. “Mr. Nandlall has been caught with his pants down and, sadly, he has become a discredited Attorney General and Minister of Legal Affairs. He should call it a day, before he drags the PPP deeper into the cesspit.” In addition, the AFC Parliamentarian said that the Minister was obsessed over a female reporter and was clearly “trying to pimp for a third person,” whom he portrayed as a rich “badman”. More disgusting, Nagamootoo said, is Nandlall’s admission that he had accessed and used government’s money for a personal purpose, which he claimed that he has since repaid. The country’s largest Opposition bloc, A Partnership for National Unity (APNU), said recently that they will be investigating this “callous betrayal and unfair misuse of state funds.” Nagamootoo gave support for such action by APNU as he stated that eyebrows should be raised as to whether, as a senior state functionary, the AG was
entitled to such funds. He emphasized that an investigation into that transaction ought to take place now. He added, “When I read the transcript of the interview, it looked like a hoary chapter from “Murder She Wrote”. Nandlall’s depiction of an attack on Kaieteur News ought to have sent chills up the spine of even the most courageous reporter and press worker. I could only imagine big weapons, shooting up Glenn Lall and his staff, in a violent, bloody, orgy. Nandlall, caricatured the hari-kiri, as that of “Peter paying fuh Paul” which would ensue when vengeful, unknown persons train their weapons at the Saffon Street press.” “Mr. Nandlall is obviously intoxicated with power, or else he would have realized that innocent persons would be killed. But in an apocalyptical manner, he dismissed the blood-bath as inevitable.” Since the damning recording, the Publisher of the Kaieteur News lodged a formal complaint with the Guyana Police Force. The pressure for Nandlall to demit office immediately continues to increase from the citizenry as well as the joint political Opposition.

Two Guyanese for Commonwealth Youth Parliament in South Africa The Commonwealth Parliamentary Association (CPA) Secretariat and the CPA North West Province will be collaborating to host the sixth Commonwealth Youth Parliament (CYP) in Mmabatho, South Africa, early next month. The CYP is an annual event held in a different Commonwealth country each year, with approximately 90 young people from various Commonwealth nations participating. The CYP is also attended by a number of Members of Parliament, under the age of 35, from across the Commonwealth. Selected as representatives for Guyana this year, are Brian Andre Smith and Dana King-Waithe, who were congratulated and expertly advised by the House Speaker, Raphael Trotman, the two chief whips, Gail Teixeira and Amna Ally, and the Alliance For Change’s Cathy Hughes yesterday. Smith expressed hope that the experience would help him to better understand the parliamentary process and interact with young people from across the
Commonwealth to gather knowledge and information that will assist the National Assembly in creating its own Youth Parliament. King-Waithe disclosed that she is expected to participate in debates on issues relating to democracy, youth development and unemployment at the CYP. She noted her eagerness to learn from youths in other Commonwealth countries. The overall goal of the Youth Parliament is to strengthen the democratic process in the Commonwealth by deepening the understanding of parliamentary democracy among the participants and providing a forum for them to express their ideas, concerns and expectations. The Youth Parliament will mirror proceedings in parliament with debates, question time and committee work. All participants will be expected to play an active part and must be confident in public speaking. The purpose of the CYP is to provide an experience of the parliamentary process and to demonstrate how Parliaments are able to make legislation; to debate matters
of national and international concern; to discuss legislation in committee; and to hold the Executive to account through parliamentary questions and in parliamentary committees. Participants will have the chance to experience life in the parliamentary spotlight and at the same time show how the next generation might approach parliamentary politics. Formal parliamentary practice adapted from several Commonwealth countries will be followed and the proceedings will take place under the watchful eyes of experienced parliamentary officials. In addition, the young Members of Parliament present will act as mentors for the young people participating in the CYP. The event will commence on Sunday, November 2, and will end on Friday, November 7.

KNews boss submits two statements to Police The police yesterday issued a public statement saying that following a report made by Publisher of the Kaieteur News, Glenn Lall, against Attorney General Anil Nandlall, they have been unable to make contact with Lall. The statement said that this would severely limit the investigations. Lall has said that it appears that the Police are now attempting to “hoodwink this nation”. He said that his contact information is public knowledge and that he had been in constant contact with the Guyana Police Force all day yesterday. “If any member of the Guyana Police Force wishes to make contact with me, I can be reached at (592) 624-6456. My office number is (592) 225-8463.” Lall said that he is willing to meet with investigating ranks in order to ensure that they get whatever information they require, so as to facilitate a speedy investigation. In the public statement, yesterday, the police said that with reference to Glenn Lall’s report to the police of threats to him and Kaieteur News by the Attorney General and Minister of Legal Affairs, the Guyana Police Force is informing the public that Lall has submitted three prepared statements as well as an audio recording and a transcript of that recording in relation to the report made.
Attorney General Anil Nandlall However, Lall said that he presented two written statements. The police statement said, too, that the police investigators in this matter have identified a number of issues in the prepared statements that require clarification. The Police claimed that “they have made several attempts to contact Mr. Glenn Lall in order to have this done, but their efforts have been futile.” The Police further claim that yesterday the Police Divisional Commander of “A” Division wrote to Lall, advising that he subject himself to a police interview in order to address the required clarification. Lall confirmed that he did receive a correspondence from the Commander on Wednesday.
The Police said that “unto the time of this press release Mr. Glenn Lall has not presented himself for the interview, nor has he made contact with the Divisional Commander regarding the letter.” According to Lall, he was flabbergasted to see such a public pronouncement by the Police. According to Lall, around noon yesterday, several hours before the police statement, he had called Detective Deputy Superintendent, Kingston, to enquire of the progress being made into the investigation. Lall said that he was told by the Police rank that a statement from the reporter Leonard Gildarie was required, and that he was informed that the reporter was out of town. Lall said that he even enquired whether a statement was taken from Nandlall in relation to the allegations made. Commenting on the need to present himself to the police, Lall said that it is the duty of the police to pursue the investigation. He said that when he heard that the Police had issued a statement claiming that they could not make contact with him, he took it at first as a joke since he is accustomed to seeing similar hilarity published in the Guyana Chronicle and Guyana Times. According to Lall, sometime later in the evening,
he was contacted by Attorney-at-Law, Christopher Ram, who inquired of the contents of the police statement. They both went to the Brickdam Police Station. Lall on Monday, last, lodged an official report with the Guyana Police Force after an audio recording between Nandlall and Gildarie surfaced and implicated Nandlall in a violent plot against this newspaper, its staff and owner. Nandlall could be heard on the audio recording advising the senior reporter to get out of the Saffon Street office, which he described as a “dangerous place”. He hinted at an intended hit on Lall and the establishment. The Government has since come out in defence of Nandlall saying that it was a “loose private conversation which was illegally recorded and further manipulated”. The government’s statement however did not address the contents of the recording although it admits that the recording was authentic. President of the Guyana Bar Association, Ronald Burch-Smith, speaking in a personal capacity, has said that a number of issues raised in the contents of the audio recordings should be clarified by either Nandlall or his employers. According to the Attorney-at-Law, “If it is that the Guyana Government is
KN Publisher Glenn Lall lodged an official report with the Guyana Police Force on Monday last. condoning violence against the press then it is indeed a disturbing revelation.” According to BurchSmith, it is high time that the Attorney General or his employers come out and clarify the expletive-laden statements which speak to
violence against the Kaieteur News and its staff, an attack on the freedom of the press, misuse of public funds by a public official, as well as his loose comments against women, specifically a reporter employed at the Kaieteur News.

Ramotar’s support for Nandlall promotes Govt. secrecy and lack of transparency - GHRA The following is the full text of a statement from the Executive Committee of the Guyana Human Rights Association. “The tirade of threats, coarse language, suggestions of misuse of public funds and anti-women comments by Attorney-General and Minister of Legal Affairs, Anil Nandlall, during a recent telephone call to a Kaieteur News reporter, has generated public astonishment and calls for his resignation. Almost as shocking as the incident itself, however, is the hapless defense of Nandlall by President Ramotar on the flimsy grounds that the taping of the conversation was illegal. The failure of the President to distance the Cabinet and himself from the content of the call has effectively elevated Nandlall’s action from a personal rant to being the latest step in the increasingly desperate official response to the campaign by Kaieteur News for greater official transparency on public funds involved in a range of controversial projects.
These include the secretive government agency NICIL, ownership of the Marriott Hotel, the privileges enjoyed by the companies which benefitted from the Sanata Complex give-away; telecommunications deals and the Bai Shan Lin contract. Efforts by Government to resist providing Parliament and the public with this information have spiralled downwards over the years. Along the way, secrecy and lack of transparency has taken its toll on a number of Government mechanisms. These include the politically-poisoned implementation of broadcast license distribution; years of foot-dragging over establishing the Procurement Commission; appointing a Commissioner of Information who views his role more as guard-dog than gatekeeper, together with comprehensive and continuous abuse of the State-owned media. This obsessive control of information has provoked more confrontational demands from a frustrated media, which in turn generated Government responses targetting media
workers in the form of libel suits and the intervention of the Guyana Revenue Authority (GRA). It was Kaieteur News’s retaliation to the GRA action, in questioning whether one of the relatives of the AttorneyGeneral should not also be the focus of a similar investigation that appears to have prompted the illtempered telephone call. Whether Mr. Nandlall is forced to resign or not - and the Guyana Human Rights Association (GHRA) believes that resignation is in order this alone will not resolve the underlying issue. At bottom this latest incident, with all its demeaning characteristics, is rooted in systematic abuse of a core element of democratic practice, namely, not accounting for the use of public funds in a transparent manner. The more fundamental question, therefore, is whether, regardless of the cost to governance and to the quality of public life, the Government intends continued resistance to provision of timely and accurate information on its stewardship of public funds.”

“Pink Day” observed by private school students
Students and teachers at the Josel Educational Institute yesterday Yesterday students from the Nursery, Primary and Secondary levels of the Josel Educational Institute decked out in their pink outfits in acknowledgment of Breast Cancer Awareness Month. The school annually collects funds from students and donates it to breast cancer patients. The initiative
started in 2011 and this year Olive Abrams and Debra McPherson were the beneficiaries. The students also participated in a whole school assembly where they learned about cancers and the importance of supporting those affected by it as well as the importance of living a
healthy lifestyle. Principal of the institute, Will Campbell, said that the institute had the full cooperation of the parents and guardians of the students. He added “even those who had a problem with their sons wearing pink eventually came around.”

Canadian signals intention to acquire Tower Hotel Although there has been no indication that the owner of Tower Hotel intends to dispose of the Main Street property, a Canadian businessman claims that he is reportedly in talks to purchase the iconic edifice for a reported US$8M with a promise of another US$2M in upgrades to the facility. The deal also reportedly includes some 200 acres of land at the Emerald Towers Resort on the Linden/ Soesdyke Highway. Yesterday, Mike Mosgrove, President of Panther Recycling Corporation, made the announcement, while emphasising that the intention is to make the landmark what it once was. He disclosed that once acquired there will be rebranding, but the name will still include “Tower”. Mosgrove claims that the hotel is being purchased from an individual in New York, but this could not be confirmed. He also tried to emphasise that what is being bought is not the entity that once existed. “I don’t want the dirty business. I don’t want anything to do with it. I am buying the assets. If we go back to the internet, I’m hearing words like bad water
Mike Mosgrove, President of Panther Recycling Corporation and I’m aware of a shooting that took place in front there a few years ago. This is something we don’t want to promote. We want to promote an honest community where you can come enjoy yourself and be safe.” Mosgrove claims that financiers for the undertaking include Scotiabank and Lenders Direct among others. Earlier this year the proprietors of the Tower Hotel found themselves hard pressed to pay staff and unable to pay utility bills.
Several workers attached to the hotel mounted protests at the Main Street location to register their aggravation at not being paid and the company subsequently announced that it would be liquidating its assets in order to make payments. By way of a public announcement, the Hotel announced “with regret” that it was forced to close its doors for business as of May 24. Management said that this decision was a last resort, especially given the number of employees likely to be affected. It was explained that despite best efforts, the hotel was unable to meet certain financial obligations. It was made known that while the hotel remained asset-rich, there was insufficient liquidity to finance the dayto-day operating expenses of the hotel. Tower Hotel’s electricity supply was cut by the Guyana Power and Light Inc. The hotel said that this was the last straw that forced management to close its doors. Alternative arrangements were made for the guests of the hotel to facilitate the closure on such short notice. In 2009, Tower Hotel was sold to Canal Hospitality Inc, a business partnership. Mosgrove was recently in the spotlight when media coverage forced him to abandon his US$30M recycling venture locally, when it was found that there were more questions than answers over the source of financing for the project.

Nadene Gilbert enters legal profession
New attorney Nadene Gilbert (third from right) is flanked by, from left: her brother Dominic, father Eugene, mother Yvonne, Justice Roxanne George and Attorney Teni Housty. Nadene Gilbert was on Friday last admitted to the local bar by Justice Roxanne George. In presenting Ms. Gilbert’s petition, Attorney at Law Mr. Teni Housty acknowledged the gender dynamic in law and urged the petitioner to choose her role models well. He advised that law can consume your life, but the impact can be controlled. He suggested that you bring your own strengths and talents to your practice of the law. Justice George, in accepting the petition spoke to the importance of earning
the respect of the bar, the bench and your clients. Such respect, she advised, must be inspired by decorum and deportment, and she emphasized the need for adequate preparations of presentations before the court. Justice George advised Ms. Gilbert that law is a jealous profession and consumes your everyday life but with commitment success is assured. She urged postgraduate studies in fields to which one’s talent lends itself. The young Attorney, in response, used the opportunity to thank her parents, Eugene and Yvonne
Gilbert, her brother Dominic and the many Attorneys, mentors, professors, relatives and friends who helped overcome the many challenges in the years prior to the moment. She was especially grateful for the support she received from her mother, her godmother Donna Benjamin and her guardian in Trinidad, Ms. Brenda Fraser. Ms. Gilbert promised to learn all she could in her “green” years, apply the utmost diligence to all work as an Attorney at Law, and to someday be able to give back as a stalwart of the profession.
CSME and EPA steering committees to consider eight projects The steering committees of the CARICOM Single Market Economy (CSME) and CARIFORUM-EU Economic Partnership Agreement (EPA) standby
facilities will consider a combined eight project proposals for funding when they meet at the Caribbean Development Bank (CDB) headquarters this week. The EPA steering committee will consider four proposals totaling EUR 546,575 and the CSME steering committee will consider four proposals totaling EUR 644,090. These standby facilities were set up by the European Union (EU) and are being funded through the 10th European Development Fund (EDF) with EUR 3.45 million for the CSME Facility and EUR 3.5 million for the EPA Facility. The facilities, which are being administered by the CDB, are aimed at assisting Caribbean countries with furthering the implementation of the CSME and EPA at the national level. “Deepening integration among Caribbean countries and the integration of the region into the global economy is critical to accelerating the pace of economic growth in the Caribbean. As such, the EU, through the 10th EDF, is partnering with Caribbean countries to address competitiveness at the enterprise level along with the
reforms needed to the legislative, regulatory and institutional framework which influence the cost of doing business in the region, and the ease with which Caribbean countries can engage in economic activity with each other and with the rest of world,” said head of the EU delegation to Barbados and the Eastern Caribbean, Mikael Barfod. Vice president of operations at CDB, Nigel Romano, explained that “the requests for funding are sent to CDB and the bank assists states to elaborate these requests into sound project proposals. These proposals are then reviewed and approved by the respective steering committee.” “The CSME and EPA are key agreements and tools for promoting trade among Caribbean countries and between the Caribbean and the EU and, by extension, supporting the achievement of the region’s development goals. The standby facilities will directly contribute to building capacities, at the national level, to implement the CSME to its fullest extent and to position Caribbean countries, particularly the private sector, to take (Continued on page 31)

Awards were also given to the most Improved Primary School – Rama Krishna Primary; Most Improved Junior Secondary Schools – East Ruimveldt and Zeeburg Secondary and the Most Improved Senior Secondary School – President's College. President Ramotar who was tasked with delivering the keynote speech at the event yesterday wasted no time in informing those gathered at the Cultural Centre that “I am very, very proud of our achievements so far in education." He amplified his conviction too that Government's investment in education is in fact an investment in the future of the nation. “That has always been the case…and in the world that we live in today it is truer than ever before….” said President Ramotar, as he noted that at many fora he has underscored that the most
important factor for development is the people. In fact, he disclosed that although historically Guyana has proven that it has talented people who can stand with the best in the world, it was described only two decades ago as a Heavily Indebted Poor Country (HIPC). According to him, that state of affairs coincided with a period of time when Guyana hadn't even realized universal primary education and was very far away from making universal secondary education possible. “Over the years we have moved from that status to being described more as a middle income and developing country…we intend in our lifetime to see our country being described as a developed country and that is why we have to build the human capital,” the Head of State asserted. Moreover, he called on the top performers of the nation to take up the mantle in order to move the country forward. “Today while we rejoice with you in your successes and the achievements that we have made in such a wide variety of areas, I want you to see this as the beginning, as the first step, as the foundation that is being laid and never be satisfied with this achievement. You have to grow to greater heights, because that is where you will make your mark in whatever field you eventually find yourself; that is where you will make a great contribution to the development of our country or wherever life may take you,” President Ramotar added. He continued his deliberation by noting that Queen's College, which is currently celebrating 170 years of existence, is perhaps one of the secondary institutions to have contributed considerably in this regard. In fact he speculated that the institution is perhaps the lone secondary school in the world “that has provided so much of top notch professionals; provided such class of
people not only for our country but anywhere you go you will find graduates from Queen's College participating in making a better life wherever they are,” said the President prompting a resounding bout of applause from the audience. Moreover, the President went on to disclose that Government's objective is to ensure that all secondary schools of the nation are equivalent to the premier education institution. The ceremony yesterday, too, saw Minister of Education, Priya Manickchand, amplifying the gains made in the sector over the years. She however did not fail to acknowledge the fact that the performances that have been forthcoming could not have been possible without keen collaboration with the teachers within the schools along with parents and the input of communities as a whole. “Thank you very much for the work that you have done to bring our children to this stage,” said the Education Minister as she considered the efficacy of the policies and programmes implemented by the Ministry to improve the results that have been forthcoming. Such measures, she noted, have been instrumental in ensuring that the delivery of education has been done in a very equitable way. This has resulted, she highlighted, in outstanding performers emerging from various sections of the country. The awards ceremony, which also contained entertaining performances by students, embraced the education month's theme “Literate by Grade Four through consistent home, school and community involvement.”
Burglars have been on a rampage in the Amelia’s Ward area over the past two weeks; the most recent theft being committed Wednesday night on a premises belonging to Mr. and Mrs. Leonard Jennings, with millions of dollars worth in appliances, jewellery, cash and foodstuff being carted off. According to a distraught Mrs. Jennings, they secured their home at 1761 Central Amelia’s Ward on Tuesday, and went to their farmhouse in West Watooka, with the intention of returning yesterday afternoon. “It is not the first time we lock up and go to our farm house. I sent my niece this morning (yesterday) to collect some things to cook and when she reach she notice a brick on de ground and a glass break on the door, so she ent touch nothing. She call we and we call the police and come home and see de whole place ransacked. They eat out de ice cream, drink de wine, de rum and is like they had a feast.” Neighbours claimed that they didn’t see or hear anything unusual, except that they heard the dogs barking. One neighbour said when she heard the dogs barking she called the Jennings’ landline and when she got no answer she called another neighbour and was told that they were at home. Among the items stolen from the Jennings’ home are a freezer, surround sound system, computer, printer, TV, DVD, digital cameras, two cases of red wine, jewellery and an undisclosed amount of cash. Police are investigating.

Honest business personnel are being painted with the brush of corruption DEAR EDITOR, It seems like aeons ago since the last Caribbean Festival of Creative Art was held here in Guyana, but actually it was only 2008 and that the Guyanese nation enjoyed this special event which by all intents and purpose, before this appeared to be dead, hats off to the Guyana authorities for pulling off such a great celebration after such a lengthy pause (1972). While some enjoyed to the fullest Carifesta 2008 the event have left a bitter taste to many in the business sector and from my information business individuals who have expended tons of capital investment for the supply of various commodities is owed I am informed to the tune of
$6 million Guyana dollars, and one business man took a loan that had to be repaid to the bank so that he could be part of a successful event while getting an opportunity to earn some honest cash. It would appear from my enquiries that some corrupt forces who sought to benefit from the proverbial under the” table method” took advantage of the trust and confidence placed in them by the government indirectly and by the Ministry of Culture Youth and Sports (directly) to exploit honest and hardworking entrepreneurs, there was so much looseness in the system that it gave no protection to unerring and unsuspecting investors whose only desire was to earn a dollar through hard work. I do understand the
difficulty of the authorities to micro manage personal on the ground so there had to be trust on a large scale volume, every society has it’s vultures who prey on the vulnerable and this in some cases is a daily occurrence around Guyana and the world. My ache and gripe though is the way these honest business personnel are being treated, they have been painted with the brush of corruption, I know there are those who are wolves in sheep’s clothing but the onus is always on the agency to pry and probe so as to ensure that those who are not culpable do not suffer the same fate as the dishonest ones. I would like to be the voice crying out from the wilderness that action be taken to rectify and give redress to innocent
persons in the above mentioned sector, that and inquiry be done with immunity given from prosecution so as the ascertain whether the goods ordered was actually supplied, and where it was delivered to, the innocent must not be made to suffer as the guilty, the government must not take the stance of “Peter Pay for Paul and Paul pay for all attitude, that won’t be justice and fairness. I appeal to His Excellency the President Mr Donald Romotar and the Hon Minister Frank Anthony to put this matter at the top of the list of this to enquire into and come up with what is to be paid out to only the deserving business personnel. Bishop Ivan John.
The PPP appears to be increasingly rabid in its... From page 5 quote the critical part of the correspondence in which he says, “I respectfully submit that, even if the law afforded a right to privacy in Guyana, having regard to the nature of the matters contained in the recorded conversation, and the status and standing of the persons allegedly engaged in that conversation, that right to privacy would have had to bend and bow to the constitutional right to free expression.” I only ask because this seems to be in contrast with his recent plaintive, if
jurisprudentially deficient, Facebook lament with regard to his own recording debut, which reads in part, “We live in tragic times. When the sanctity of privacy is removed from communications between humans, the human element is removed from human relations and thereafter, man’s status is reduced to that of animals.” Finally, I unfortunately have to point out that nowhere in the government’s jargonistic and shameless defence of Mr. Nandlall is there any disavowal of the
From page 5 both sides to account. That is evidently not the case as we view a transparent labeling of the ruling PPP regime ( and rightly so) whereas an attempt which must be called out as sinister, by some who seek to convey immunity from a c c o u n t a b i l i t y to the opposition leadership. This posturing must be rejected. Guyana’s future is contingent on the Guyanese
people seeking newness by first relieving themselves of the burden of the status quo, then giving the government of the state to our next generation. The status quo will not change when we remove one side of the equation and retain the other, both must go. Any other invective is a prescription for more of the same, the arrogance is already transparent. John S. Talbot
damning and dangerous public security environment he describes, where forces known to the AttorneyGeneral are intent upon or at the cusp of meting violence not simply against Lall but his staff, regardless of their role in the newspaper’s operations. This is particularly damning considering the slaughter of Kaieteur News’ pressmen some years ago, and the abysmal rate of violent and unsolved crime that grips this society today. The ‘government’ in fact
seems to be perfectly at ease in letting that cloud of fear hang over the situation, despite the fact of Mr. Lall, in tears, expressing a fear for his life and that of his staff, and going as far making an official complaint to the Commissioner of Police. The PPP appears to be increasingly devoid of any decency its public pronouncements and increasingly rabid in its defence of the indefensible actions of its senior membership. Ruel Johnson

The objectives of these facilities are very much aligned to the bank’s mandate and ongoing programme to support the regional integration process and its strategic objective of supporting inclusive and sustainable growth and development in the bank’s

The committees will be meeting frequently over the next few months to approve additional projects and oversee the administration of the facilities.
From page 5 we wish to celebrate Navin the Katakdancer. He had his own interpretation of the dance form and his signature move was always placing a glass with drinks on his head. Then he will proceed to perform a series of intricate movements without the glass
moving on his head. A lot of our comrades tried to copy that style and ended up paying for a lot of glasses. Navin had a full and fruitful life. We say that noone is indispensible. But we only had one Navin. We won’t have another. Reggie Bhagwandin

Ebola team: No reason to abort Carnival 2015 Trinidad Guardian Chairman of the National Ebola Prevention Information and Response Team, Vice Chief of Defence Staff Brigadier General Anthony Phillips-Spencer, says the Carnival 2015 will go on despite the global concerns over the spread of the Ebola virus. He made the comment Wednesday at a news conference at the Queen’s Park Savannah, Port-of-Spain, following a meeting with various stakeholder groups on how the Ebola threat would affect the annual festival. Among those who attended the meeting were representatives from Trinbago Unified calypsonians Organisation (Tuco), mas bands, Carnival fete promoters, mayors and chairmen of borough and regional corporations, permanent secretaries, business and private sector, members of civil society, vendors, media representatives and academics. Phillips-Spencer said they made that decision because the Ebola risk in T&T was very low although he admitted it was a situation which would be continually reviewed. National Carnival Commission (NCC) chair Allyson Demas said: “As far as the NCC is concerned we are proceeding with our plans for Carnival 2015.” Carnival is set for February 16 and 17 next year. National Security Minister Gary Griffith said
citizens must discontinue attempts to link Carnival with Ebola and insisted the show was on. “If we think that we are half pregnant and wondering whether there is going to be Carnival or not, we are going to cripple Carnival even before it starts because this is a period that is very critical for the period... the planning, the preparations, the bookings... and because of that we need to be very careful,” Griffith said. He said there would be a continuous review of the situation on a daily basis by a team of officials from the Health and National Security Ministries. Griffith said any decision to stage the festival “should not be based on economics, emotion, fear or panic but on informed decisions.” He said the possible threat was not based on an accumulation of people in one specific area, as was the case at Carnival time, but the possibility of the virus’ infiltration into T&T. The minister admitted, however, that if there were to be any incidents of Ebola in T&T, citizens’ freedoms could be curtailed. “We might very well have a state of emergency, where persons cannot go out on the streets on a Friday evening,” he said, adding that he was trying to take away the focus by citizens of linking the national cultural extravaganza with Ebola. “There is no reason at this time to pull the plug on Carnival,” Griffith insisted.
Brigadier Phillips-Spencer said the team has developed an anti-Ebola strategy which included prevention and information components. Confirming that the country’s Ebola risk status was low, he noted there was not one case in this country yet. “This team has found no reason to advise the Cabinet or to make any recommendation that any major event should be discontinued. The risk level is insufficient to warrant any such recommendation,” Phillips-Spencer said. He said measures to prevent an Ebola incident in T&T were being “developed aggressively and intensively because we do not want to wait until there is an incident to begin to get ready.” He said the recently-appointed team had crafted the overall campaign for the response, information and prevention, and was looking at and costing specific measures which they would take back to Cabinet for specific resources. Meetings have already been held with the T&T Chamber of Industry and Commerce and civil organisations, he added. He said more intense requirements were being requested from people entering the country via the sea ports as well. “We want it to be so airtight that if there are any risk presented at our borders we can easily identify and contain that risk,” Phillips-Spencer told reporters.
Heath Ministry to increase personnel at Sangster Airport ST JAMES, Jamaica — Beginning next week, the Ministry of Health will be beefing up the number of health personnel stationed at the Sangster

Minister of Health, Dr Fenton Ferguson, after touring t h e a i r p o r t o n October 29. He pointed out that currently, there are 13 Public Health Inspectors, two Public Health Nurses and an Epidemiology Clerk at the airport, adding that this will be increased to 22. Dr Ferguson also handed over two new hand-held thermal sensors and three Personal Protective Equipment (PPE gowns) to Senior Public Health Nurse, Jennifer Pearson, who heads the team manning the health surveillance desk at the airport. The Ministry’s communication unit also identified the sites in the arrival and departure sections of th e a i r p o r t where public awareness and health alert posters will be placed.

Nurse defies Ebola quarantine with bike ride; negotiations fail (Reuters) - A nurse who treated Ebola patients in Sierra Leone but has tested negative for the virus went for a bike ride on Thursday, defying Maine’s order that she be quarantined in her home and setting up a legal collision with Governor Paul LePage. Attorneys for Kaci Hickox, 33, said they had not yet been served with a court order to enforce the 21-day quarantine - matching the virus’s maximum incubation period - but remained prepared to fight such an order if necessary. LePage’s office said negotiations with Hickox, who worked with Doctors Without Borders in Sierra Leone, “have failed despite repeated efforts by state officials” and that he would “exercise the full extent of his authority allowable by law.” The quarantine showdown between Hickox and Maine has become the focal point of a struggle between several U.S. states opting for stringent measures to guard against Ebola and a federal government wary of discouraging potential medical volunteers. Mandatory quarantines ordered by some U.S. states on doctors and nurses returning from West Africa’s Ebola outbreak are creating a “chilling effect” on Doctors Without Borders operations there, the humanitarian group said on Thursday. Hickox left her home in the small Maine town of Fort Kent, along the Canadian border, and television news images showed her taking a morning bicycle ride with her boyfriend, Ted Wilbur. Hickox
Kaci Hickox (L) and boyfriend Ted Wilbur go for a bike ride in Fort Kent, Maine has given the New England state a deadline of Thursday to lift an order that she remain at home until Nov. 10, or she will go to court. “It’s a beautiful day for a bike ride,” said Hickox, wearing a helmet and other bike gear as she headed out for her 3-mile (5-km) ride while police stationed outside her house stood by without trying to stop her, according to local media. LePage’s office said he was open to an arrangement in which she could go for walks, runs or bike rides but not go into public places or come within 3 feet (1 meter) of other people. “I was ready and willing and remain ready and willing - to reasonably address the needs of healthcare workers meeting guidelines to assure
the public health is protected,” said LePage, a Republican locked in a tough three-way re-election battle. President Barack Obama, who has criticized mandatory quarantine policies imposed by some states for returning medical workers like Hickox, flew to Maine on Thursday to campaign in the town of Cape Elizabeth for Democratic candidates, including Mike Michaud, who is trying to unseat LePage in Tuesday’s midterm elections. Asked for comment on Hickox’s situation, White House spokesman Josh Earnest told reporters aboard Air Force One en route to Maine that U.S. Centers for Disease Control and Prevention officials have been in regular touch with the health authorities in the state.
Clashes erupt as Israeli police kill Palestinian suspected of shooting Jewish far-rightist JERUSALEM (Reuters) Israeli police on Thursday shot dead a 32-year-old Palestinian man suspected of having tried hours earlier to kill a far-right Jewish activist, leading to fierce clashes in East Jerusalem and fears of a new Palestinian uprising. The Al-Aqsa compound, or Temple Mount, a holy site at the heart of the latest violence, was shut down for almost an entire day to all visitors as a security precaution. It was the first full closure of the site, venerated by both Jews and Muslims, in 14 years. Late on Thursday Israeli police reopened the complex. Palestinian President Mahmoud Abbas denounced Israel’s actions as “tantamount to a declaration of war” and his Fatah party
called for a “day of rage” on Friday. It was not clear if Al Aqsa would be opened to Muslims on their holy day. Moataz Hejazi’s body lay in blood among satellite dishes and a solar panel on the rooftop of a three-storey house in Abu Tor, a district of Arab East Jerusalem, as Israeli forces sealed off the area and repelled stonethrowing Palestinian protesters. Hejazi was suspected of shooting and wounding Yehuda Glick, a farright religious activist who has led a campaign for Jews to be allowed to pray at the Al-Aqsa compound. Glick, a U.S.-born settler, was shot as he left a conference at the Menachem Begin Heritage Centre in Jerusalem late on Wednesday. His assailant
escaped on the back of a motorcycle. A spokesman for the center said Hejazi had worked at a restaurant there. Glick, 48, remains in serious but stable condition with four gunshot wounds, doctors said. Residents said hundreds of Israeli police were involved in the pre-dawn search for Hejazi. He was tracked down to his family home in the hilly backstreets of Abu Tor and eventually cornered on the terrace of an adjacent building. “Anti-terrorist police units surrounded a house in the Abu Tor neighborhood to arrest a suspect in the attempted assassination of Yehuda Glick,” Israeli police spokesman Micky Rosenfeld said. “Immediately upon arrival they were shot at.

Paris (AP) - Andy Murray capped off his autumn comeback with a spot in the ATP Finals by reaching the quarterfinals of the Paris Masters in impressive fashion yesterday. After missing last year ’s season-ending tournament following surgery on his back, the eight-seeded Scot pushed hard to qualify for the indoor event for the seventh straight year, winning three titles over the past five weeks. His clinical 6-3, 6-3 win over No. 9 seed Grigor Dimitrov at the Palais Omnisports guaranteed him a berth at the O2 Arena from Nov. 9-16. Following his back surgery, Murray slipped from fourth in January to 12th in the rankings last month. After reaching the semifinals at the French Open, he failed to defend its Wimbledon crown and had to wait until September to win his first title of the season at the Shenzhen Open in China. In a tumultuous year, he also split with Coach Ivan Lendl in March and hired Amelie Mauresmo after Roland Garros. The Scot was in control throughout against Dimitrov, losing only two points on his first serve as he took a measure of revenge following his loss to the Bulgarian player in the quarterfinals at the All England club this year. Already qualified for the finals, third-seeded Stan Wawrinka failed to serve out the match before losing a 6-7 (2), 7-5, 7-6 (3) to Kevin Anderson in a match lasting nearly three hours as the hard-hitting South-African rallied to advance to the quarterfinals of the indoor tournament for the first time. Wawrinka will be teaming up with his Switzerland’s teammate Roger Federer in the Davis Cup final against France from Nov. 21-23 in Lille. Since his quarterfinals exit at the U.S. Open, the Wawrinka has won only two matches and will travel to London with his form in question. Anderson, who hit 18 aces against Wawrinka, will next face Tomas Berdych, who stayed on course for qualifying for the finals for the fifth straight year by beating Feliciano Lopez 7-5, 6-3. Fourth-seeded David Ferrer and No. 7 seed Milos Raonic also kept alive their hopes of making it to London by defeating Fernando Verdasco and Roberto Bautista Agut respectively.

Mascherano receives the award with the family of Aldo Rovira, the Barca member after whom it is named. Javier Mascherano has been chosen as Barcelona’s player of the year, beating his Argentina captain and former World Player of the Year Lionel Messi to the title. Mascherano was the standout performer during a difficult season for the Catalan club, showing versatility to play in central defence and in a deep midfield role. Messi had won the award in three of the last four years, but relinquished the title for the 2013/14 season, the same season he lost the World
Player of the Year title to Cristiano Ronaldo. Mascherano expressed his thanks for the award, as well as vowing to continue his form for the rest of the current campaign. ‘I thank all of you who voted for me to receive this prize,’ Mascherano told the club’s official website. ‘We’ll try to continue doing things as well as we have until now, with the same dedication while trying to stay faithful to what a club like this demands, which is a lot.’ The award is voted for by key members of the Catalan
media as welll as top club officials, including the club’s president Josep Maria Bartomeu, who said Mascherano was the unanimous winner. ‘I was part of the jury that chose Javier Mascherano,’ said Bartomeu explained. ‘And I have to tell you, Javier, that there was quite some debate at first. ‘But when your name came up, the response was unanimous and so this a very well deserved prize. ‘It’s an honour for Barca to have a player like you.’ (Mailonline)
From page 39 Edwards said. “They’ve had disputes before, they’ve had ongoing rumblings there for quite a while, and I feel confident they will get resolved. I don’t ever see a system where the world will all put a player pool together and everyone gets the same amount, that’s not possible. I don’t think ICC will be delving into those sorts of issues.” Recent changes to the ICC’s protocols around illegal bowling actions, which heralded a new round of tests and bans for transgressors including Pakistan’s Saeed Ajmal, have been an example of the new ICC structure offering worthwhile outcomes for the game. Most pointedly, it has allowed umpires and match referees to think they can operate without fear of political ramifications for simply enforcing the laws. “We’ve made those points
very, very strongly - you can’t go down this path and then pull back and leave umpires holding the baby,” Edwards said. “[But] you can understand that unless you’ve got absolute, total support from the top down, it’s not going to happen, and that’s what we’re getting now. So I’m seeing it as a good sign. “I’m not saying every issue’s going to be resolved with everyone on the one page, but this issue has been, and I think the way some of the countries have accepted the situation has been very positive as well. They haven’t been grizzling and grumping, they’ve got along with putting someone else in the team and getting on with it.” The purge of illegal bowling actions had its genesis in the ICC’s cricket committee, where the likes of the former Australia captain Mark Taylor argued forcefully for re-
form, before the chief executives’ committee and executive board approved a tighter testing model put together by ICC management. Edwards is now crossing his fingers that the same orderly manner of co-operation can be applied to the troubled West Indies. “There’s a desire for cricket to be getting better,” he said. “The theme running through all our discussions over the last two years at the ICC is that we want cricket to be better worldwide. It’s our responsibility, and we want to see cricket improve. “We want to see countries like Afghanistan, Bangladesh, Scotland, Ireland get better at cricket, and that will drive interest worldwide. The pressure’s on, and that’s how it needs to be. World cricket will get better if countries get better at cricket, that’s the focus.” (ICC)
Younus Khan became the second man to score three consecutive Test centuries against Australia as Pakistan made 304-2 on the opening day of the final Test. The 36year-old, in his 93rd Test, was unbeaten on 111, his 27th Test hundred. He shared an unbroken stand of 208 with Azhar Ali (101) as Pakistan, who won the first Test by 221 runs, started well after opting to bat in Abu Dhabi. Englishman Herbert Sutcliffe in 1924-25 is the only other batsman to compile three in a row against the Australians. Sri Lankan Kumar Sangakkara struck three successive tons against different opposition on three separate occasions, while Australian Jack Fingleton,
South African Alan Melville and India’s Rahul Dravid all scored four in a row. West Indian Everton Weekes holds the Test record with five consecutive hundreds in 1948. Australia, seeking to avert a first Test series defeat against Pakistan since 1994, made two changes, bringing in left-arm paceman Mitchell Starc for left-arm spinner Steve O’Keefe and off-spinning allrounder Glenn Maxwell for number three batsman Alex Doolan. The dry and slow surface at the Sheikh Zayed Stadium did not offer much assistance to the quicker bowlers but spinner Nathan Lyon, who had earlier seen Ahmed Shehzad dropped by wicketkeeper Brad Haddin on
23, trapped the opener lbw on the back foot for 35 in the 18th over. Mitchell Johnson dismissed Mohammed Hafeez (45) with an angled delivery across the righthander after lunch but it proved to be Australia’s final success of the day as Younus, who holds the Pakistan Test record for number of centuries, dominated the remaining 53.4 overs, ably supported by the assured Azhar. Younus used his feet to good effect, launching Lyon over wide long-on for the only six of the day; Azhar completed his sixth Test century in his 36th match and the pair ran 18 threes during their third-wicket partnership. FIFA boss Blatter opposes West Indies won’t be ‘lost’... Russia World Cup boycott Moscow (AFP) - World football boss Sepp Blatter on Tuesday opposed any boycott of the 2018 World Cup in Russia and backed the huge preparations undertaken by President Vladimir Putin’s government for the mega event. “A boycott will never give any positive effect,” Blatter told the R-Sport news agency in comments translated into Russian. “We trust the country, its government.” “FIFA unconditionally supports the staging of the World Cup by Russia,” Blatter added. Diplomatic sources said last month that European nations were discussing a possible boycott of the World Cup because of the conflict in eastern Ukraine. Some politicians in Britain, Germany and the United States have called on FIFA to
withdraw the World Cup from Russia. “When we receive letters from North America (asking for the World Cup to withdrawn), we tell them that this is football,” Blatter said. “Russia is the world’s biggest country. You know, Russia is in the eye of the international media. Football can not only unite Russia but show the whole world that it is stronger than any protest movement.” He compared the situation with Russia’s hosting of the Winter Olympics in the Black Sea resort of Sochi this year, when Western leaders stayed away. “There was the same situation ahead of Sochi, but neither during nor after the Games, has there been a single word against these Games.” Blatter was in Moscow to check up on Russia’s
preparations for the sporting extravaganza and to attend a ceremony for the official launch of the championship logo. - ‘Ahead of schedule’ Blatter said he was happy with Russia’s work on the 2018 World Cup. Twelve stadiums in 11 cities are to be used. “I can say that in comparison with Brazil, Russia is considerably ahead of schedule with four years remaining before the event’s start,” Blatter said. Blatter toured Moscow’s iconic Luzhniki stadium that is undergoing a major rehaul and met with Russian President Vladimir Putin, who pledged to get the work done on time. “We have no doubt that Russia can complete all the work on schedule. And, of course, at the highest level of quality,” Putin told the (Continued on page 32)

Rumble in the Jungle so epic it needed a name AP - It was a fight so epic it had to have a name. Muhammad Ali gave it one, and then gave boxing one of its most memorable moments when he stopped the fearsome George Foreman to recapture the heavyweight title in the impoverished African nation of Zaire. It was the Rumble in the Jungle, and it’s still a big part of the Ali lore today. Forty years have passed since the two men met just before dawn on Oct. 30, 1974 to earn $5 million put up by dictator Mobutu Sese Seko, but time has done nothing to diminish its place in boxing history. Foreman was the brooding heavyweight champion who destroyed Joe Frazier and Ken Norton without breaking a sweat. Ali was, well, Ali. ‘’You think the world was shocked when Nixon r e s i g n e d , ’’ A l i c r o w e d before the fight. ‘’Wait till I whup George Foreman’s behind.’’ Few believed the bombastic Ali, whose oratorical skills at the time seemed better than his boxing skills. He wasn’t the same fighter who was forced into exile for
refusing the draft, and many wondered why he had even agreed to the fight. ‘’People were praying before the fight that Ali doesn’t get killed,’’ said Bill Caplan, who was Foreman’s public relations man in Zaire. ‘’No one thought Ali had a chance, and that included George.’’ But Ali turned it into a home match, embracing Zaire from the moment his plane touched down at the Kinshasa airport, where thousands were waiting for his arrival. Before speaking, he asked his right-hand man, Gene Kilroy, what the people of Zaire hated most. ‘’I told him white people. He said, ‘I can’t tell them George Foreman is white,’’’ Kilroy recalled. ‘’Then I said, ‘They don’t like the Belgians, who used to rule Zaire.’’ Ali stepped out on the tarmac and yelled out: ‘’George Foreman’s a Belgian!’’ The crowd erupted, chanting ‘’Ali boma ye, Ali boma ye (Ali, kill him).’’ Foreman’s arrival also set the tone for his African adventure. He got off the plane a day later with his dog, a German Shepherd he
brought to keep him company for a trip he didn’t really want to make. But the crowd waiting for his arrival wasn’t quite as welcoming as they were for Ali. ‘’The dog wound up being trouble,’’ Caplan said, ‘’because that’s what Belgians used to use on the

Mobuto was a no-show, but if anyone had to be reminded who was in charge, a huge portrait of the dictator towered over the country’s main soccer stadium. Ali’s plan was to come out and hit Foreman with a hard shot to let him know he was there to fight, not run. He landed it and a flurry of quick right leads, but by the end of the round Foreman was landing some powerful punches of his own that forced Ali to the ropes. Much to the dismay of his corner, Ali stayed on the ropes, allowing Foreman to throw looping punches that seemed to be landing. Ali would later call it the ‘’ropea-dope’’ strategy, which would later seem even more brilliant because it was
Reuters - Formula One has had to modify its qualifying format after financial problems ruled the Caterham and Marussia teams out of Sunday’s U.S. Grand Prix while Red Bull’s Sebastian Vettel is set to be sidelined by an engine penalty. Stewards said in a statement yesterday that the slowest four cars in the first session would play no further part in qualifying with the next slowest four also dropping out in the second phase. That will still leave 10 drivers fighting for pole position in the final phase. Previously, the slowest six dropped out in each of the
first two sessions with the Caterham and Marussia cars usually in the initial group. Caterham and Marussia are both in administration and seeking new ownership to survive. With just nine teams now competing, Formula One will have fewer cars in qualifying than at any time since 2005. Tomorrow’s session is likely to see only 17 cars on track, with four times world champion Vettel facing a pit lane start because he is set to exceed his season’s allocation of five power units. “As far as I know, the plan is to use the opportunity to change, to have a sixth
component of all the various components,” the German told reporters on Thursday. “Obviously for that as far as the regulations are concerned we have to start from the pit lane.” Without having to think about qualifying, Vettel can use practice to focus entirely on the race setup. “If he qualifies on pole he still has to start from the pit lane... why would you put miles on the engine?,” said Australian team mate Daniel Ricciardo. “It’s not ideal for him and for everyone, for the fans... you want to be out there, you want to drive. You want to give the fans what they came for.”

Magic, Mia among ownership group of new MLS team Reuters - Basketball Hall of Famer Magic Johnson and U.S. soccer great Mia Hamm are among the 22-person ownership group of the new Los Angeles franchise unveiled yesterday by Major League Soccer. The surprisingly large group is led by VietnameseAmerican venture capitalist Henry Nguyen, Peter Guber, co-owner of the NBA’s Golden State Warriors, and former NBA executive turned television analyst Tom Penn. Malaysian Vincent Tan, owner of English league club Cardiff City, former Major League Baseball player Nomar Garciaparra, who is Hamm’s husband, and motivational speaker To n y R o b b i n s a r e a l s o among the owners. people to keep order.’’ If Foreman was miserable in Africa right from the start, it got worse when he was cut days before the fight and it was postponed six weeks. Foreman wanted to go to Paris to r e c u p e r a t e a n d train, but the fear was that if he left he wouldn’t come back. Kilroy, meanwhile, suggested to Zaire officials they might want to confiscate passports to keep him there. The day before the fight, Foreman and Ali made separate trips to the presidential palace to pay homage to Mobutu, the brutal dictator who wanted to put his country (now the Democratic Republic of the Congo) on the world map. The fight would finally unfold in the steamy darkness of equatorial Africa at 4 a.m., with machine guncarrying soldiers watching
conceived on the fly. At ringside after the end of the second round, Caplan saw his fighter was already winded. He turned to Time magazine photographer Ken Regan and said: ‘’Ken, we’re going to blow this fight.’’ In the final seconds of the fifth round, Ali hit Foreman with a series of punches that seemed to sap whatever power Foreman might have still had on his shots. Finally, late in the eighth round he landed a combination with a final right hand that seemed to crumple Foreman in pieces. As the champion was going down, Ali could have landed one more punch, but he pulled back. ‘’He had mercy on me,’’ Foreman said recently. ‘’Would I have done the same for him at that time? No.’’ At ringside, longtime Associated Press boxing writer Ed Schuyler Jr. was dictating the action back to an editor in New York, hoping someone was on the other end of the line. The fight had barely ended when a torrential rainstorm flooded the stadium and the dressing rooms of both fighters. ‘’I think it was one of the top-10 upsets in boxing,’’ Schuyler said. ‘’Foreman was Sonny Liston all over again. A young Ali beat Sonny Liston and an old Ali beat Sonny Liston.’’ Ali would go on to win another fight with a name, the Thrilla in Manila, the next year against Frazier, but the punches ended up taking a terrible toll on him. Foreman, meanwhile, would retire a few fights later only to return to boxing 20 years and become the oldest man to win the heavyweight title. And forty years later, the Rumble in the Jungle still lives up to its name.

Digicel 2014 Guyana Open Golf Tournament
I think I’m even better than last year - Kishore “I think I’m even better than last year, I’ve been practicing hard all year and I’m confident that I will retain my title,” were the bold words of defending champion of the Digicel 2014 Guyana Open Golf Tournament Avinda Kishore when he spoke with Kaieteur Sport yesterday at the Lusignan Course. Kishore, who grew up around the Course at Lusignan said he believed that they (players) will find it even more difficult to beat him this time, adding that because he was literally born on the Course and the fact that he has been playing on it all his life, opposing players will have to produce scintillating performances to deny him successive titles. Asked about the Course itself, Kishore disclosed both the fairways and greens are playing exceptionally good
and this according to him has been aided by the good weather that the country is currently enjoying. “The sunshine has given the groundsmen a good opportunity to get the greens and fairways in excellent shape and they are playing fast and I know I will enjoy the conditions come this weekend,” Kishore stated. When quizzed about whether the new change in format could affect his chances of winning, Kishore responded by saying that his focus will be to win his flight and as long as he does that he will be fine. “If I win my flight I think it should be good enough to win the overall title,” Kishore said. Kishore, who said his form is very good at the moment, revealed that his preparation has gone well and is hoping that all the hard work pays off when tee
off time comes tomorrow. Responding to the question of who could be some of the likely challengers to his supremacy, he mentioned names such as his brother and 2012 champion Avinash Persaud, Canadabased Roger Rajkumar, Ramsarran Deosarran, Patrick Prashad and Mohanlall Dinanauth as those who could be in the fray on the final day. Meanwhile, the Organisers have confirmed that players are expected from Canada, USA, Barbados, Trinidad and Tobago and Suriname. The golfers will compete in four categories- (09 handicap), B Flight (10-18), C Flight (19-28) and Ladies Flight. Tee off time is 07:00hrs and Digicel CEO Gregory Dean is expected to open the tournament.

Absent teams show F1 needs to cut costs, says FIA Reuters - The financial troubles that have forced the Marussia and Caterham Formula One teams into administration emphasize the need for cost-cutting measures, the sport’s governing body said yesterday. “These failings once again acutely raise the question of the economic balance of the FIA Formula One championship,” the International Automobile Federation (FIA) said in a statement at the U.S. Grand Prix.It added that the crisis justified the position “expressed many times by the FIA, in favor of any initiative that will help reduce costs in order to ensure the survival of the existing grid and attract potential new entrants.” The FIA said it would continue to work closely with the commercial rights holder and other stakeholders “towards maintaining the attraction of the championship and the

During the month of October 2014 the Plaintiff received several phone calls from various businessmen who informed him that the First-named Defendant, Anil Persaud, together with others were soliciting monies from them for the purpose of purportedly hosting cricket tournaments on the East Coast of Demerara. In response to the inquiries the Plaintiff provided a list of the activities scheduled to be conducted by the East Coast Cricket Board as he is unaware of any other body authorized to engage in fund raising or solicit funds from businessmen for the purpose of hosting cricket tournaments under the aegis of the East Coast Cricket Board. On the 6th day of October, 2014 subsequently, the Plaintiff observed a letter published in the Kaieteur News newspaper written by Anil Persaud, the First-named Defendant, which contained a number of false, malicious and defamatory statements of and concerning the Plaintiff, all of which were patent untruths and grave misrepresentations. The Kaieteur News is a national daily newspaper with a very substantial and wide circulation throughout Guyana. The publication of the defamatory letter by the First-named Defendant was calculated and designed to intimidate and obstruct the Plaintiff in the
performance of his duty as President of the East Coast Cricket Board, Bissoondial Singh said. Subsequent to the said publication and unwarranted attack upon the Plaintiff, the Second-named Defendant, Taignauth Jadunauth, caused to be published, a letter purported to have been written by him in the Stabroek News newspaper dated the 7th October, 2014 supporting the First-named Defendant in his train of conduct, designed to malign, degrade and humiliate the Plaintiff in the performance of his office as President of the East Coast Cricket Board, in his capacity as a Businessman and in his personal life. Bissoondial Singh is claiming against the Defendants for: (a) Exemplary damages in excess of $50,000,000 (fifty million dollars) for Libel written, published and disseminated, falsely and maliciously, by the Firstnamed Defendant of and concerning the Plaintiff on the 6th day of October, 2014 in the Kaieteur News newspapers, a daily newspaper of general circulation published in Guyana and North America and accessible online, in view of right thinking members of society and the public at large, whereby the Plaintiff was damnified, exposed to public ridicule and odium, discredited and lowered in the
estimation of right thinking members of society, resulting in grave personal and professional loss and damage to the Plaintiff. (b) Exemplary damages in excess of $50,000,000 (fifty million dollars) for Libel written, published and disseminated, falsely and maliciously, by the Secondnamed Defendant of and concerning the Plaintiff on the 7th day of October, 2014 in the Stabroek News newspapers, a daily newspaper of general circulation published in Guyana and accessible online, in view of right thinking members of society and the public at large, whereby the Plaintiff was damnified, exposed to public ridicule and odium, discredited and lowered in the estimation of right thinking members of society, resulting in grave personal and professional loss and damage to the Plaintiff. Justice Insanally also granted an injunction restraining Persaud and Jadunauth from further writing, printing or publishing or circulating or causing to be written, printed, published or circulated of the Plaintiff the said defamatory words contained in the Kaieteur News Newspaper edition or issue published on the 6th day of October, 2014 and Stabroek News newspaper on the 7th day of October, 2014
equitable participation of the teams in the years to come.” The two tail-end outfits are both absent from this weekend’s race in Austin, the 17th of 19 rounds on the calendar, and are in danger of folding completely due to long-standing cash problems. That leaves just nine teams and 18 cars, the lowest at a race weekend since 2005. The FIA announced last year that it wanted to introduce a cost cap in 2015, but in April the governing body’s president Jean Todt said the plan had been scrapped because the leading six teams, who form part of the decision-making F1 strategy group, were opposed. He said then that the governing body could not impose a cost cap and measures would have to be introduced instead through the sporting regulations. Formula One’s commercial supremo Bernie Ecclestone has given both teams dispensation to miss the next two races while they try to find buyers willing to pay off considerable debts and
secure their future. The Brazilian Grand Prix is the weekend after Austin, with Abu Dhabi the final race later in November. Teams that miss races would normally be in breach of contractual obligations to compete in the entire championship, as well as forfeiting prize money payments. The governing International Automobile Federation (FIA) indicated in their statement that they had the final say but would also take a sympathetic approach. “It is the responsibility of the FIA stewards to determine whether or not a team has failed to fulfill its regulatory obligation to take part in all events on the calendar and to take whatever action they deem appropriate,” they said. “However we have every confidence that the stewards are fully aware of the financial situation of the teams concerned and these matters are always assessed with extreme care and due regard to the circumstances involved.”

Trophy Stall National Junior Chess Qualifier…
Top players aim for Haifeng Su’s crown The nation’s top junior chess players are scheduled to lock horns when the Guyana Chess Federation (GCF) stages the National Junior Chess Qualifier at the ECI Sports Club, Friendship, EBD, tomorrow afternoon starting at 13:30hrs. Haifeng Su is the defending champion and will take a keen interest in the proceedings. His archrival, Anthony Drayton, has since
graduated to the senior category but Haifeng knows that he will have to be wary of several other players whose recent p e r f o r mances have sent ominous warnings. The Alli force consisting of Roberto Shariff, Shaheed and Davion are in ripping form and could create a major upset if Haifeng l a p s e s . Then there are Davion Mars and Ron Mootilall, two potent forces that could throw a monkey
wrench in the defending champion’s plans. The top seven players emerging out of this tournament will qualify for the National Junior Chess Championship and a shot at Haifeng Su’s title at a later date. Meanwhile, organizers have also incorporated a senior and veteran competition to run simultaneously with the junior tournament. The tournament is sponsored by Trophy Stall, Bourda Market and additional information pertaining to both categories can be had from Ronuel Greenidge 657-7543 or Irshad Mohamed 664-1650.

He urged players to look ahead to lots of basketball being played. According to the GABF President, he was apprised of plans to have a mega 3x3 basketball event in coming weeks; he said also there is the Bermuda and DC Jammers

CONCACAF U-20 C/ship Jamaica 2015 West Indies won’t be ‘lost’ – Edwards Montego Bay Draw Determines Groups and Schedule
Wally Edwards, the chair of the ICC’s executive committee, is leaning heavily on what he believes to be a new spirit of good faith at the board table to resolve the current West Indies debacle, citing the recent clamp placed on illegal bowling actions as proof of a more practical and less politicised governing body. The West Indies player walkout from the middle of their recent tour of India is the first major test for the ICC after the “big three” reforms ushered in by E d w a r d s , I n d i a ’s N Srinivasan and England’s Giles Clarke. T h e B C C I ’ s announcement that it intends not only to commence legal action against West Indies but also suspend all future bilateral arrangements has placed the Caribbean region o n c r i c k e t ’s f i n a n c i a l precipice. Edwards acknowledges that the “meritocracy” principles driving much of this year ’s governance reforms - which just happened to place India, England and Australia at Nos. 1, 2 and 3 in terms of revenue from ICC events have placed additional pressure on other nations to get their houses in order or risk relegation from cricket’s top tier. But he is adamant that the board is far more capable of dealing with issues now that all its members are committed to dialogue and problem solving. “I think there’s a genuine

Mr Srinivasan’s doing a great job in leadership, he’s not only leading the board, he’s leading the administration, and I think we’re in a good place now to move world cricket forward the way it
should. We’ll go to Dubai next week to hear what the issues are, and I think we’re in good shape to try and solve it.” While Edwards acknowledged that the BCCI was “extremely disappointed, as we would be, if a team just leaves when all arrangements are in place”, he said he could not foresee West Indies being bankrupted by the w i t h d r a w a l o f subcontinental support via the television revenue to be gained from India tours of the Caribbean. He said the salvaging of West Indies’ next scheduled tour - to South Africa - would be the first priority at the next ICC board meeting. “I don’t believe they will be lost, I can’t imagine that,” (Continued on page 33)
Miami – The Confederation of North, Central America and Caribbean Association Football (CONCACAF) yesterday conducted the draw for the CONCACAF Men’s Under20 Championship Jamaica 2015. At the Hilton Rose Hall in Montego Bay, CONCACAF President Jeffrey Webb opened the proceedings that determined the groupings and match schedule for the tournament which kicks off January 9. The draw was conducted with the assistance of Jamaican national team World Cup veterans Aaron Lawrence and Ricardo Gardner. Yesterday’s draw sorted the twelve qualified countries into two groups of six. Group A is set to feature host Jamaica, along with Trinidad & Tobago, Aruba, Panama, USA and Guatemala. Group B
contains Haiti, Canada, Mexico, Cuba, Honduras and El Salvador, in order of position drawn. The National Stadium in Kingston and the Montego Bay Sports Complex will each play host to Group A matches, with the opening date to be played in Kingston on January 9. The Montego Bay Sports Complex also hosts all the action in Group B, and the final phase on January 24. The tournament will crown the Confederation champion at this age level, and qualify four teams to the FIFA Under-20 World Cup New Zealand 2015. The top team from each group after roundrobin play advances to the World Cup, and the second and third place nations from each group advance to the final day knockout phase, with the chance to dispute one of a pair of play-in
matches which will determine CONCACAF’s other two World Cup spots. In a bid to favor development and competition, the new CONCACAF Under20 tournament format has increased the number of guaranteed games for each participant to five, up from two in previous editions of the Championship. Mexico is the two-time defending CONCACAF under20 champion, having claimed the title in Puebla, Mexico in 2013 and in Guatemala City in 2011. 2014 CONCACAF Men’s U-20 Championship - Kingston and Montego Bay, Jamaica GROUP A – Jamaica, Trinidad & Tobago, Aruba, Panama, USA, Guatemala GROUP B – Haiti, Canada, Mexico, Cuba, Honduras, El Salvador (CONCACAF)

Guyana Jaguars practice match…
Singh (109), Jacobs (68) set up exciting 2-wkt win despite Permaul’s 6-wicket haul By Sean Devers On a deteriorating Bourda pitch that made batting hard work, Skipper Vishaul Singh led from the front yesterday with an accomplished 109 to spearhead his team to an exciting two-wicket win against Leon Johnson’s X1 on the final day of their first four-day practice match despite a 6-wicket haul from 25 year-old left-arm spinner Veerasammy Permaul. Set 334 to win, Singh’s X1 scored 307 runs on the final day to reach 336-8 with 1.1 overs left to be bowled in a thrilling finish as the diminutive 25-year-old Singh, who faced 246 balls and reached the boundary 11times, shared in a 157-run sixth wicket stand with Steven Jacobs who hammered nine fours from 121 balls in a delightful 68. Permaul captured 6-126 in a losing cause. Scores: Johnson’s X1 (240 & 287-8 dec), Singh’s X1 (194 & 336-8). Resuming the fourth day on 29-0, Singh’s X1 lost Taignarine Chanderpaul (13), bowled by Permaul with the score on 38 before Surujnarine Kandasammy and Shemron Hetmyer carried their team to 62 with attractive batting in sultry conditions. K a n d a s a m m y, w h o began the day on 14, stroked four fours from 63 balls before he was run out while Hetmyer took on the bowlers in an explosive 50 (6x4) from just 54 balls. Veerasammy Permaul on that foundation after Lunch, Hetmyer was removed at 115-3 two balls before the interval as Permaul got the breakthrough in a session that produced 86 runs and three wickets. After Lunch, Royston Crandon (3) was run out at 119-4 while Ricardo Adams (6) gloved the ball trying to sweep at Permaul - 129-5 - to put the brakes on the runchase. Jacobs settled down after a shaky start and along with the resolute Singh, who has played 13 First-Class matches since his debut against Barbados in 2009, carried the score to 179-5 by Tea. Singh leaned into Permaul and rushed into the 30s with a thumping four down the ground and a six which rebounded from the Rohan Kanhai stand. Jacobs’ confidence grew as his innings progressed and a magnificent straight drive which raced past Chris
Barnwell’s ankles like a scud missile was out of the top drawer. After Tea, Jacobs and Singh extended their partnership and ‘upped the tempo’ in the final session, and clearly the run-chase was on. When Jacobs was removed by the nagging Permaul at 286-6 and teenager Kemo Paul (13) edged Permaul to wicketkeeper Anthony Bramble at 308-7, either side had a realistic chance of victory.
H o w e v e r, t h e responsible Singh took his team to within five runs of victory before he fell to the
impressive Permaul. With eight wickets down Johnson’s X1 were in with a ‘sniff ’ of a chance of
registering a sensational win. But that was not to be as Jason Sinclair unbeaten on 13 and Amir Khan (2) ensured their team emerged winners. The final four-day match before the squad is selected for inaugural the West Indies Cricket Board (WICB) Professional Cricket League Regional Four-Day F r a n c h i s e To u r n a m e n t which starts on November 14 is scheduled for Providence from next Tuesday to Friday.
