Dog leads child to missing teen buried - Rice farmer confesses in house foundation to gruesome killing T

en days after he vanished, the search for 14year-old Christopher Basdeo came to a grim end yesterday, after his remains were found near the foundation of an unfinished property in the backlands of La Parfaite Harmonie West Bank Demerara (WBD).

Police dug up the decomposing remains shortly after noon, after a rice farmer, who is known to t h e v i c t i m ' s f a m i l y, confessed to the gruesome killing and accompanied detectives to the scene.

Police had detained him shortly after Christopher vanished and were grilling him intensely about the lad's disappearance.

CURIOUS BOY, DOG HELP CRACK CASE But reports indicate that a dog and a curious youth helped to crack the case.

Kaieteur News understands that a boy was on his way to a creek in the La Parfaite Harmonie area when he noticed a dog scratching at something within the foundation of an unfinished property. Being curious as most little boys are, he entered the property and used a stick to dig at the spot.

He then unearthed what appeared to be a piece of cloth. He dug further, and curiosity quickly turned to horror after he spotted what appeared to be a skull.

The child immediately alerted others about his find.

The discovery was then reported to ranks of the La Grange Police station.

After police learnt of this, they proceeded to confront their 42-year-old suspect, who is a well known rice famer of Parfaite Harmonie WBD. Police said that the suspect then admitted to killing the teenager and agreed to direct detectives to the spot where he had buried Basdeo.

He took investigators to the exact location where the little boy had seen the dog scratching. Digging in the sandy area, detectives soon unearthed Christopher Basdeo's remains.

Approximately one hour later Basdeo's father positively identified his son's body.

money. He then became enraged and struck the teen in his head with a piece of wood. It is unclear where the incident occurred, Basdeo collapsed, and the suspect said he went home, but returned at nightfall, picked up the body, and buried the teen in the sand. Kaieteur News understands from C h r i s t o p h e r ' s f a t h e r, Chitranauth Basdeo that the rice farmer is known to his family. The suspect is in fact his son-in-law's brother and was a close friend of his son.

The rice farmer would often take Christopher out for walks and would visit their home often.

But Mr. Basdeo said he never trusted the rice farmer and would often warn his son about hanging out with him due to the disparity in age.

He said that his son did not sleep at his house but at his daughter's home located

b e h i n d M r. B a s d e o ' s premises. On the day his son went missing, his daughter told him that Christopher left home, reportedly to visit a friend. He never returned.

The father contacted the friend who said that Christopher was at his house, but had left for home.

Mr. Basdeo said he then received information that Christopher had indeed return home but had left to go out again with the rice farmer. The boy's father claimed that when he confronted the rice farmer, the man denied knowing about Christopher's whereabouts.

B u t M r. B a s d e o ' s suspicions increased when some of his family members later reported that the farmer was acting suspiciously, and was also carrying a bottle of poison. He was told that the suspect had even hinted that he did not want the police to

question him and that he would kill himself.

Christopher's father relayed his suspicious to ranks at the La Grange Police Station. The rice farmer was then taken into custody.

He believes that the alleged killer has not disclosed the real motive for killing Christopher.

Christopher Basdeo's body is currently at the Ezekiel's Funeral home awaiting a post mortem examination.

A tricky state

A

property on the Essequibo was found by a judge to have been obtained fraudulently by an offspring. The storied Shanta’s has sibling disputes about proof of claims relative to a sale, among other things.

These unsavory disputes and claims and counterclaims over property are part of the acceleration into decline of this society; a dumpsite that is of the dark and deceptive underbellies of a citizenry, which to the greatest degree imaginable has discarded character and soul, so that it can gain the upper hand and prosper.

We are a paper society. It is a questionable stained kind of parchment with invisible ink, replaceable sheets, and subjected to every manner of crooked rearrangement. The biggest and boldest, the clear-cut nastiest, must be the masterpiece theater that is the Guyana Constitution.

From a certain perspective, it represents the mind of a Machiavelli, the handiwork of Mithridates, and the eyesight of Justinian. Thomas Jefferson said it must be more than a “parchment barrier.” Such is the Constitution of Guyana that is more than a barrier. It possesses all the density of the Dead Sea with the sponginess so permitted.

The Constitution of Guyana has assumed all the flotation of those long-ago paper airplanes handcrafted by young children, and tossed about, drifted about, and landed wherever the wind blew. Thus, we blow one another about from pillar to post and then back. It is the most deceiving and destructive of paperweights.

In the real world of flesh and substance, of blood and family (friendships, too), paper, tricky texts, deceiving documents, old and new and missing wills, and superseding legal foolscap are but a sampling of the criminal tomfooleries that have proliferated in this land.

There are cases of brother against brother, husband against wife, children versus parents, best friends against each other to gain clear legal nod for a shot and claiming of the individual equivalent of the winner takes all culture that saturates.

The legal path is known to be helpful, most collaborative, definitely conspiratorial.

There are substitute documents made to appear indistinguishable from the real thing.

There are documents made to take wings and never to be seen again. There are workers in and around the factory that is the court system, who have made a killing out of stripping others of their due and facilitating the giving to others what does not belong.

It is a nice living up and down the chain that is the assembly line that starts from street level and reaches all the way to chamber level. Usually, there is only one group of losers, which would be those cheated out of their rightful legacy or legitimate partnership share or authentic ownership claim.

But that is in the limited world of personal and civil disputes that make their way into the public consciousness.

A wider lens sweep should persuade that this is a severe societal problem, and one indicative of the decay that has taken hold, and which has rotted us to the core, including those not directly involved or impacted.

Because when individual paper trickeries proliferate, then the larger society inevitably deteriorates. For in no time, this grows and grows until it becomes a way of life.

The way that is settled upon, because of the oft sampled, never repented comforting realized from corners cuts and people shafted.

Further, greater society suffers when the system of judicial review and award itself becomes compromised to the point that it lacks credibility, loses its pristine standing.

There is plenty of apocryphal paper in this town. The United States consulate alone can compile its own set of Encyclopedia Americana on the farces and follies of Guyana. It is a work in progress, with a huge reservoir from which to retrieve historic materials. That is out of view and out of reach of greater Guyana, but it is there.

The court has power to order Constitutional Governance DEAR EDITOR, In my studies of American constitutional law and in conversations with eminent lawyers around the Caribbean, it is the informed view that the court has the power to oversee and secure constitutional governance in a country.

The court protects the nation against abuses.

Lawyers I conversed with feel the CCJ ruled (June 18) that the government must resign if it fails to get a parliamentary extension to its term in office within the ninety days (September 18).

If citizens feel the government (ruling or governing party and or the opposition) has violated the law or constitution, they can seek redress in the court. The court has the power to compel (write off mandamus?) government to follow the constitution and hold officials in contempt (jail them) if they fail to execute the court’s order. But this only happens in democratic countries or countries with a long tradition of democracy like the white man countries or India, Sri Lanka, among a few others.

M r. A n i l N a n d l a l l challenged the normal functioning of the government in the High Court because he feels the government has violated the constitution. He, and the Bar Association, as well as

lawyers around the Caribbean region, feel that the government (meaning the President and cabinet) should resign after successful passage of a no confidence motion, as happened on December 21.

The constitution clearly specifies that the government resigns but the President stays on till a new President is sworn in after elections held within ninety days after the fall of a government.

The Chief Justice, in her ruling, states that the CCJ, the final court, did not order the government to resign in its decision of June 18.

But such an order was inherent in its ruling when it ordered both the ruling party and opposition to follow the constitution.

The CCJ quoted the relevant sections of the constitution in its ruling. In effect, in form and in substance, lawyers say, that the CCJ ordered the government to resign when it quoted the constitution.

Thus, the Chief Justice erred in her ruling when she stated that the CCJ issued no such order.

The CCJ expect all parties to act in consistence (accordance) with the constitution. All public officers, bureaucrats and Ministers included, must act in accordance with the constitution. Everyone has to follow fundamental principles of law and

democratic practices. If the President, PM, public officers, Ministers, MPs, act in conflict with the constitution, they would undermine democracy and the very constitution itself that they swore to uphold. If officials violate the constitution, then they render empty its contents. All acts outside of the constitution would be considered as unlawful.

It is quite true that the CCJ was supposed to give specific directions to the parties of the dispute on the no confidence motion in light of historic violations of the constitution going back to the 1960s.

But the CCJ judges felt that following the constitution was specific enough and believed that the parties to the dispute would abide by the constitution.

The CCJ should have told the disputants to uphold the constitution and rule of law.

A specific order would have held the government so to speak (not only President and the cabinet but the opposition leader, all MPs, and all those appointed by the ruling and opposition parties) accountable to the vote of the parliament.

In the parliamentary tradition, once a no confidence vote or a vote on a budget or major piece of legislation is lost, everyone resigns and elections are held within 90 days.

Not

following the order of the CCJ is unlawful. One has to prevent the undermining of the rule of law; this is in the public interest. Lawyers say that no rational reasons have been given why the entire government (including the opposition) has not resigned.

Extraneous reasons may not make it practical for government to resign. But those have to be stated and the court has to decide. Some contingencies and emergencies are not the subject of expressed constitutional provisions; government must be able to possess and effectuate such powers especially in emergency situations like disaster, wars, etc. But the government in remaining in office after it has been brought down by a vote is not free to do what it feels even in emergency situations; it cannot carry out new projects. Its powers are restrained.

Those who exercise power on the ruling and or on the opposition side must do so lawfully and must act in accordance with the constitution.

Everyone must respect orders of the court (CCJ and lower courts) which is the guardian of constitutional compliance. The court has the power and is mandated to order the government to follow the constitution.

History, it would seem, is repeating itself DEAR EDITOR, The current dilemma facing the Alliance for Change (AFC) did not come as a surprise to me. It was something in the making for quite some time but which became much more pronounced following the dismal performance of the AFC in the last Local Government elections. The fact that one of its MPs sided with the political opposition to move a No-confidence motion against the APNUAFC Government has further exacerbated an already fractious situation.

It is my view that the AFC was deliberately forced by the APNU to face the electorate on its own strength in order to test the electoral value of the AFC which was felt to be overrepresented in the Cabinet and in Parliament.It is no secret that the APNU, more particularly the PNC, is uncomfortable

with the choice of Khemraj Ramjattan as the Prime Ministerial Candidate for the upcoming elections. I think that had the AFC stuck with Moses Nagamootoo it may have had a better chance of getting the Prime Ministerial slot. Ramjattan is perceived to be overly ambitious which makes him unsuitable for the post in the eyes of a significant number of APNU members and supporters.

The AFC itself appear divided on the choice of Ramjattan which could potentially weaken it further should the party decide to go on its own in the upcoming elections.At a much more fundamental level, the AFC has, for all practical purposes, outlived its usefulness insofar as the PNC is concerned. From all indications it will be forced to suffer the same fate like that of the United Force which was unceremoniously

kicked out of the coalition government on the eve of the 1968 elections after it had earlier joined forces with the PNC to remove the PPP from office.

History, it would seem, is repeating itself. The PNC is

once again seeking to perpetuate its life in government by purportedly seeking control over the Guyana Elections Commission as it did in the pre-1968 period.

The entrance to the Diamond/ Grove Housing Schemes needs urgent attention DEAR EDITOR, I wish to bring to your attention a matter that is of serious concern to road users.

The only entrance to the Diamond/Grove Housing Schemes is connected to the very busy and congested East Bank Demerara highway. When a motorist wants to get in or out there is always many problems. The presence of the Police is at peak hours and sometimes for long periods the traffic lights are just blinking. Resulting in confusion has caused accidents to happen either by motorists boring, getting too close to one another.

My appeal is to the Guyana Police Force, The Ministry of Public Infrastructure and the Road Safety Council to sit together and study this situation with needs urgent action.

Bishop Edghill highlighted the grave, broken and depressed state of the Forestry Sector DEAR EDITOR, A wonder article was written by Mr. Rooplall Dudnauth in another newspaper dated October 24, 2019 titled: Tropical forests are the major buffer against climate change.

If the Government and Board is keen on salvaging the sector they should pay keen attention to this article.

The grave and depressed state of the forestry sector and suffering of ordinary Guyanese dependent on this sector for survival has made the cooker exploded as MP Edghill recently wrote in article published in the media recently. MP Edghill highlighted the plight of Guyanese who for years carved a living from this great resources.

Neglect, poor policy planning and ineffective and capricious decision making has ruined this once viable sector.

Mr. Edgill along with a number of stakeholders of the recent past have voiced their unbearable concerns on the management of this sector.

Mr. Edghill cited a number of failures of the sector while repeated highlighting the suffering of our people.

However, the list of problems facing the sector goes wider and deeper as follows: Deplorable state of the hinterland roads, wide spread inefficiency within the GFC monitoring unit, misuse of GFC tagging and permitting system, false and under declaration, mixing of species and under payment of royalty, under dealings and wavier of fees on detained forest produce, harassment of stakeholders, intentional delays in inspection.

The list can go on but these issues have been highlighted numerous times.

Guyana Open Golf Championship returns to the Lusignan Golf Club this weekend DEAR EDITOR, The Guyana Open Golf Championship returns to the Lusignan Golf Club this weekend for what is expected to be two days of highly competitive golfing. As in previous years, there will be competitors from Suriname, Canada, USA, various parts of the Caribbean and elsewhere.

Thanks to the sterling efforts of Club President Aleem Hussain who has spearheaded a slew of sponsors, the course is in excellent condition and the membership is considerably expanded as opposed to previous years.

The fraternity owes him a debt of gratitude.

The overwhelming

favourite is the reigning champion Avinash Persaud who is seeking his sixth consecutive title and tenth overall (having won it in 2006, 09, 10, 12 and 14-18). He did not contest in 2007 and 08 and came second in 2011 (to the recently departed Papo Haniff) and in 2013 (to Avinda Kishore, his younger brother).

The only sporting discipline that Guyana has produced world-class performers is cricket. Discerning observers are of the view that Avinash possesses the skill and temperament to compete at the highest international levels but the undeveloped state of the sport locally has denied him critical exposure

It is hoped that Guyana’s new status as an oil-producing country will help to open doors of support to him and other local talent.

JUSTICE SINGH IS NOT A NOVICE IN ELECTION MATTERS DEAR EDITOR, In the past months Guyanese have becoming more bewildered by the question: Who is in charge at GECOM? We were of the opinion that with all the imbroglio, lies, deceit and illegality encompassing the appointment of the GECOM’s Chairman meant that this person will be the person in charge of GECOM, but instead it would seem that the Chief Elections Officer is the person in charge and the Chairperson just abide by his decisions.

In February this year it was reported that GECOM only needs 148 days to prepare for elections. According to Lowenfield the Commission had to grant the Secretariat the approval to go into election mode.

The Commission did not.

However, by now we are too keenly aware that the CCJ was

used to delay the elections so when it seems that GECOM was all ready to go to the Polls by July, 2019 the decision of the CCJ had to be awaited on.

The Commission cannot give the go ahead without the CCJ’s rulings on the No confidence Motion. The CEO made it appear that he has well-oiled GECOM machinery raring to go at that time.

In July this year, just before the CCJ’s decision that the NCM was successfully passed and that Patterson was illegally appointed, Lowenfield went into another delaying mode to support the APNU/AFC’s quest to defer the elections as long as possible. He no longer waited on the CCJ’s rulings but embarked on the GECOM’s backed delayance by foisting the House to House Registration on the Guyanese electorate. This precipitated the call

for another Court intervention-more delayance.

Lowenfield was in charge and he made full use of his usurpation of the power of the Commission. It must be recalled that the Private Sector Commission upbraided The Chief Elections Officer Keith Lowenfield for commencing and sanctioning ‘an unsanctioned, unverified’ House to House Registration.

However, Lowenfield was never sanctioned and neither was he intimidated in any way.

Was he fulfilling the PNC’s directives? In fact he made it plain by his action that he was in charge even after the appointment of the new Chairperson Justice Claudette Singh.

Then in complete defiance of the HTH Registration on July 24th it was reported that Lowenfield admitted that the (Continued o page 6)

GEORGETOWN, OUR SMART CITY DEAR EDITOR The year is 2077. The last traffic jam that occurred in Georgetown, Guyana was recorded in September 2029.

The last blackout was recorded in June 2039. The last water disruption happened in August 2045.

The streets are free of litter and robberies targeting pedestrians have not occurred in decades.

The power to engineer this change resided with the many public servants that toiled diligently in control rooms throughout the country, endlessly capturing and processing data about our vehicular traffic activity, pedestrian walking preferences, residential dwelling patterns and yes even criminal activity. Incrementally over the years, this data capture and processing allowed Government ministries and the Police Force to become more efficient at their jobs all while reducing costs and increasing the employment of skilled University of Guyana graduates. Naturally there were skeptics in the beginning, and some occasional misunderstanding. Some folks were under the impression that any

and all cameras positioned throughout the city were glorified security cameras with a Police officer on the other end 24/7.

The reality though, was that the cameras were capable of some level of Security provision, but were in fact being put to much better use in the long term by being used as tools for data capture and analysis on a level that Guyana had never utilized before. Combined with the other components of the Guyana National Broadband Initiative it was possible to prevent some types of crime from ever happening in the first place in addition to resolving traffic congestion, predicting power and water outages and reducing the time taken for response and repairs, offering much needed layers of protection to vulnerable pedestrians like school aged children, the elderly and much more.

To some readers, the preceding words may seem unrealistic but to those who spend any amount of time on the internet to have a look at Smart Cities throughout the world it is clear that “Georgetown, the Smart City”

could and should be the reality. Technology will never cease to improve, and in extension of this could never cease to make our lives better with each update.

The Guyana National Broadband Project’s hardware and software is currently being put into place throughout Georgetown and Guyana, but that is only the easiest part. What will be the true challenge is how fast and how well its operators, we the Guyanese people, can use it to improve our lives. It is my hope that the Public Servants who are tasked with capturing, processing and finally generating policies and solutions to problems using data generated by the Smart City Initiative are responsible, perceptive and visionary. The tools being put into their hands are incredibly powerful ones indeed. I believe that utilizing these tools correctly could put Guyana on a path of improvement that could be described as miraculous.

Many Guyanese have travelled overseas for work, study or pleasure and those who have not, have heard accounts of cities compared to Georgetown being more

secure, more comfortable and a pleasure to reside in. It is certain that those countries utilize data gathered from their own respective National Broadband Initiatives to achieve that level of security and comfort.

Much has been said about the Smart City Initiative so far. In my personal experience traveling outside of Guyana, camera systems were present throughout roadways, subways and any public place that sees a lot of foot traffic like bus terminals. Using the data that is gathered over the years, improvements are made to these public places that result in ease of use, safety and cleanliness.

The data is not only used to improve existing public spaces, but can also be used when constructing new public spaces. A beneficial domino effect happens here that I hope happens in Guyana also. With first oil on the way, it is my hope that Guyana’s cities and towns reach a level of development that could be compared to first world countries, but I think that the complete adaptation

of the National Broadband Initiative’s tools need to happen sooner rather than later so that the transition begins.

Personally, I believe that a key operator of the tools being put into place by the National Broadband Initiative will be the Guyana Police Force.

It is no secret that the Police Force in Guyana is in critical need of upgrades to their current technology. From simple flashlights to advanced body and vehicle cameras connected to powerful databases, we could one day see a routine traffic stop enable a police officer to scan a motorist’s driver’s licence and instantaneously know if this motorist has any outstanding tickets or warrants, if this motorist’s Insurance and registration is in order, etc. We could also see the use of technology incorporated into tracking via licence plate recognition or real time video.

It would make me sleep much more comfortably each night knowing that each errant bus driver that cut me off in traffic, or each reckless taxi driver who stopped suddenly in

front of me would be penalized for their bad driving even if the eyes of a traffic police officer was upon them at the time of the incident. It is clear that traffic management in Guyana would be greatly improved by the use of this technology. For me, this would be a great improvement beyond the visual inspection my driver’s licence, documents and vehicle receive when I am stopped by a Traffic Officer. With the adaptation of Smart City technology in countries throughout the world, crime management techniques have also taken on a new process including deeper levels of analytics and use of statistics. Now it is our turn.

Sugar’s second crop target unlikely- GAWU The Guyana Agricultural and General Workers Union (GAWU) said it has continued to follow very closely and with great anxiety, the second sugar crop production.

“The union learnt that as of yesterday morning (October 24), production for the crop stood at 35,397 tonnes sugar.

The union urged GuySuCo to critically examine the situation in the factories.

In the last four years, the Coalition Government closed four sugar estates laying off over 5,000 workers.

The smaller-sized stateowned GuySuCo has been posing challenges with the sugar target barely over 100,000 tonnes.

Teens remanded on stolen cell phone charges Three of the suspects from the gang that was caught on camera robbing a man of his cell phone were yesterday remanded after appearing in the Georgetown Magistrates Courts.

The 18-year-old boys who appeared before Senior Magistrate Leron Daly were Daniel McArthur, Shawn Inniss and Harcarlaus Harris. They all pleaded not guilty.

McArthur, Harris and Inniss are jointly charged for robbing Ethan Muckoo, on October 17, 2019, at Camp Street, Georgetown, of a Samsung Galaxy cell phone valued at $280,000, and an $80,000, Iphone. It is also alleged that during or immediately after the robbery they used personal violence on Muckoo.

According to information received, the three boys were a part of a gang when they robbed Muckoo.

The victim then ran after the group of boys until he caught up with them at Camp Street.

The court heard that the boys then relieved Ethan of another cell phone and one of the boys, who was armed with an ice-pick stabbed Muckoo to his left shoulder.

Police prosecutor Sanj Singh made objections to bail being granted to the teens, citing that personal violence was used.

They were also positively identified by the victim and the police also have video evidence.

Daniel McArthur was charged separately for robbing Juliet Wills of a brown handbag worth $5000, a $65,000, cell phone and $2000, cash, on October 11, 2019, at Front Road Georgetown.

McArthur also pleaded not guilty to that charge after it was read to him, Senior Magistrate Daly remanded the three defendants to prison until November 29, 2019.

WITH WHOM IS THE AFC NEGOTIATING? The new formulation being advanced for the filling of positions within a future APNU+AFC government may appear to be progressive. But under closer scrutiny its a recipe for disaster.

It is now being proposed that all six of the coalition parties can nominate persons for Ministerial posts. This may seem progressive and democratic but it is far from so because in the final analysis it is one person, the President, who has to make the choice.

And he can very well ignore those nominations.

The Leader of the Opposition knows all too well what happens when nominations are made to the President.

The PNCR is up to its usual tricks. It is trying to spew division between the AFC and the other members of the APNU. The PNCR it is dangling a fictional carrot, the idea that the six parties can all nominate Prime Ministerial and Ministerial candidates.

The AFC should not fall for that trap. It is part of a divide and rule tactic, an old trick of trade.

None of the six parties to the coalition has any assurance that they will be given anything. Coalitions revolve around the division of spoils. People may want to idealize that coalitions are about having common programmes and shared governance. But those things mean very little unless the parties to the coalition negotiate a pact which

determines which party will get what.

This happens in postelection coalitions and is even more important in preelection coalition. No credible third party is going to go into an election as part of a coalition without knowing beforehand just what it is going to get depending on the outcome of the elections.

In 2015, the AFC entered into a pre-election coalition with five other parties one large party and four miniscule others. The AFC which had previously indicated that it would be dead meat if it entered into a coalition with either the PPPC or the PNCR broke from its traditional independent stance and aligned itself with the APNU based on guarantees of 40% of the seats in Cabinet and the National Assembly, the Prime Minister position and, for reasons of ensuring ethnic security, the post of Minister of Public Security.

The AFC cannot expect to go to its supporters now with an empty slate. It has to know beforehand its entitlements after the elections, that is, how the spoils are going to be divided. The AFC would lose credibility and more support if it goes to the electorate with a message that at the end of the elections, all six parties will make nominations, including the Presidents party, and then the President will decide.

This is the same six-fornine which was tried with the Leader of the Opposition.

The President wanted to

nominate persons on the list to be submitted by the Leader of the Opposition and then he would choose from that list.

Whom do you think he would have chosen on the list which includes persons nominated by himself? Who do you think is more likely to be chosen if all the parties, including the PNCR have to nominate persons for Ministerial posts? This is a hair-brained proposal which should be dismissed without warranting any consideration.

The AFC has been loyal lapdog of the APNU over the past four years. It has done the APNUs bidding. It has been kicked around like a political football. Yet, it did not file for divorce.

It is now being snubbed for the post of Prime Minister which it feels it is entitled. The AFC says that this is nonnegotiable but the PNCR does not appear to share this position. It is seeking to wrest the position from the AFC. The AFC should consider with whom it is negotiating.

It is supposed to negotiating with five other parties, including the PNCR. But it seems as if those parties have given the PNCR unlimited freedom of action to negotiate with the AFC. It is almost as if these parties have no say in the configuration of which they will be expected to be a

part.

Those parties should say whether they are part of the negotiations. They should indicate just what mandate they gave to the PNCR to negotiate. One of the parties the WPA should say whether it has any input into the

negotiations and if it agrees with the PNCR that all parties should be free to make nominations for Ministerial posts not excluding the Prime Minister slot.

Brutal confession by the AFC that it became dead meat Journalists, editors, political observers, political commentators and social analysts usually make reference to the term “dead meat” invented by the AFC prior to 2015.

It was AFC leader, Khemraj Ramjattan, who first employed the term to describe the AFC stance of distance between itself and the two major parties.

Other party leaders con-

stantly made reference to the appellation when asked if the AFC would team up with either the PPP or PNC. The dead meat explanation was always invoked.

Ramjattan said once the AFC joined with either the PNC or PPP, the AFC would end up as dead meat.

Famous names in Guyana like Ralph Ramkarran, Henry Jeffrey, and countless letter-

writers to the newspapers remind their readers that in teaming up with the PNC, the AFC in fact has become dead meat.

I should not omit myself. I have done several columns on the failure of the AFC since it went into Government and I concluded that the AFC is dead meat. Let me repeat. I believe the AFC is dead meat.

Do I have the evidence? I think I do and my evidence is

based on my interpretation of certain facts. One can disagree with my perspectives but you cannot disagree with facts. I will cite two facts to arrive at my conclusion that the AFC is dead meat. Again, I stress this is my approach.

In 2016, then chairman of the AFC, Nigel Hughes, drafted an amendment to the anti-narcotic law specifically in relation to the penalty for the possession of certain amounts of marijuana.

The Hughes Bill sought to do three things; remove the charge for tiny amounts; allow for bail; and allow for fines in instead of mandatory prison term on conviction.

The Hughes Bill was put on the Order Paper in the House in 2016 to be read in the name of AFC parliamentarian, Michael Carrington.

The Opposition PPP publicly said it would vote in favour of Hughes’s amendments The Bill never reached debate stage. It was taken off the Order Paper.

Carrington in an interview told the media that the Bill was shelved at the request of the PNC leadership. I did a column on Carrington’s revelation. To date the PNC has not denied Carrington’s accusa-

tion. One would have thought on such an important issue both AFC and PNC would have either confirm or deny Carrington’s emanation.

At an AFC press conference in 2018, then AFC chairman, Khemraj Ramjattan, told the media the Bill will be debated in the House in June 2018. Guyana has gone past June 2019. What happened to the Bill? AFC has not explained it to the Guyanese people.

My opinion is simple. The PNC (I honestly believe the main obstacle is President Granger) probably dictated that the AFC Bill should be put on hold. Here is where I see the AFC as dead meat.

Here is my second example of the dead meat scenario. On Thursday last the AFC held a press conference to voice vexation on the PNC’s subtle, invisible, unannounced rejection of Ramjattan as the PM candidate. At that briefing, the AFC made a brutal confession.

The AFC leaders at the table told the media that one of its goals after it won the 2015 election with the PNC was constitutional reform and it did pursue it but its efforts ran into trouble. The AFC went on to tell the nation that the Prime Minister was undermined in his attempt to push constitution reform.

Here are the exact words of the head table; “(The Prime Minister’s) further attempts were either obstructed or resisted.”

You have to be a complete jackass to deny that the AFC is referring to its partner in government, the APNU. It cannot be the Prime Minister.

Frederick Kissoon ing that his further movement on constitutional reconstruction was stymied. The reference cannot to other leaders of the AFC; it would make absolutely no sense at a press conference for the AFC to say that AFC leaders themselves sabotaged constitutional confabulations.

Any logical mind, any sane mind, any thinking mind, any rational mind would know that the AFC is pointing to APNU. What is sickening about this revelation is that the AFC only told Guyana about this constitutional reform guillotine two days ago after it was engaged in a huge quarrel with APNU. All this time, the AFC remained silent on what a majority of Guyanese would consider the way out of the political morass that has stalked Guyana since Independence - far-reaching constitutional changes.

So why this confession now? Because dead meat can’t talk. It is time someone fumigate this dead meat before the rotting thing causes a national health tragedy.

CCJ to rule on application to appeal by child rapist serving 37 years

he Caribbean Court of Justice (CCJ) heard arguments on Thursday in an application for Special Leave to appeal two convictions and sentence by Linton Pompey who was found guilty on September 21, 2015 of two counts of rape and one count of sexual activity with his niece, then a child under 16 years of age.

The rape convict was sentenced to 37 years in prison by trial Judge Jo Ann Barlow. Pompey, through his lawyer Nigel Hughes, made several challenges to the summing up of the trial judge at the Court of Appeal, as well as to his sentence which he claimed to be excessive.

Thursday, CCJ Judges Winston Anderson, Denys Barrow and Peter Jamadar heard arguments from State Prosecutor Teshanna Lake and Hughes.

The panel of judges indicated that while it would not take an extended period of time to come to a decision on the application, they are

still awaiting the written judgment of the Court of Appeal.

Justice Anderson said, “We do not anticipate that giving a decision would take a very long time. But we do want an opportunity to look at the transcript [of the Court of Appeal].�

The lawyers will be informed of the court's decision very soon. The CCJ, however, urged them to bear in mind, Tuesday, January 21, 2020, for the hearing of arguments in the appeal, should the court agree to grant Special Leave to appeal.

The Court of Appeal in dismissing Pompey's appeal, Chief Justice Roxane George, who was on the panel of judges, held that the convictions can be supported by the evidence of the prosecution, adding that the summation of evidence done by the trial judge did not, in any way, cause a miscarriage of justice as contended by Hughes.

Elderly man on trial for 2017 killing of wife

62 -year-old man, who reportedly killed his wife two years ago in Berbice, is on trial for the capital offence of murder.

It is alleged that Randolph Tahal murdered his wife, Janet Tahal, between September 17 and 19, at Lot 95 Smythfield, New Amsterdam, Berbice.

He is on trial before Justice Brassington Reynolds and a mixed Jury in the Berbice High Court.

They detailed receiving certain information and after visiting the scene and c o n d u c t i n g a n investigation, Tahal was arrested as a suspect. Also testifying was a neighbour, Colin Wilson, who was with the couple during the day. They were said to be drinking.

They were all cross examined by attorney Dhurjon.

Manslaughter accused, Sundar Singh killed Ghanie, also called 'Dennis' or 'Fulla,' on Saturday, October 19, during

an argument over liquor.

Ghanie and Singh allegedly fell out when Singh refused to give him more liquor.

The accused allegedly said that Ghanie slapped him, and he responded by punching Ghanie several times until he collapsed.

Singh claimed that he was unaware that Ghanie had died until Sunday, October 20.

He reportedly then covered Ghanie's head with a plastic bag, took the body to a trench in the neighbourhood and dumped it there. Police arrested Singh last Tuesday.

A post mortem examination revealed that Abdool Ghanie died as a result of brain haemorrhage due to a blunt trauma to the head compounded by a broncho aspiration of blood (blood in the nostrils and lungs).

GECOM Chair says she will only speak when decisions are made

GECOM's Kingston headquarters and approach Commissioners when they leave the compound, since reporters are not allowed to witness the meetings.

the Commission.

It is thought that the Chair's addresses will bring clarity to discussions of the Commission.

However, it is not typical for the Commission to vote on decisions at every statutory meeting. So it is not likely that the Chair will address the public every week.

Workers worried as Rusal secretly shipping out equipment

orkers of b a u x i t e industry, in the Upper Berbice area, Region 10, have asked to meet with Government amid news that their employer appeared to be scaling down operations.

This development comes as the Guyana Bauxite and General Workers Union (GB&GWU) recently disclosed that negotiations for wage increases and a new Collective Labour Agreement (CLA) have stalled after the Bauxite Company of Guyana Inc. (BCGI) refused to discuss 2018 increases as well as for the period 2009-2018.

The talks are likely now heading for arbitration, with General Secretary, Lincoln Lewis, informing workers this past week.

Junor, in his invitation, said that the issue requires political action.

“We shall be pleased if we can agree on a convenient time when we can mobilize enough workers to meet with you,” he said in the letter to the two ministers.

The letter was copied to the union's president, Leslie Gonsalves and General Secretary, Lincoln Lewis.

On Tuesday, Lewis, the General Secretary of the union disclosed that conciliation talks at the Department of Labour for the more than 300 workers, are going nowhere.

Irfaan Ali 19 charges trial further postponed

nil Nandlall, attorney for the P e o p l e ' s Progressive Party/Civic (PPP/C) presidential candidate Irfaan Ali, yesterday asked for a further adjournment of his client's matters in relation to the 19 fraud charges.

Yesterday when the matter was called before Chief Magistrate Ann McLennan in the Georgetown Magistrates' Courts, the defendant's attorney asked for time to be granted in the matter, as there is a motion of stay before the full bench of the Appeal Court.

The motion of stay is for the defendant to not lead a defence in his matters.

According to attorney Nandlall, the motion is set for hearing on November 26, next.

On the other hand, Special Prosecutor Patrice Henry who is working for SOCU told the court that he is not aware of the proceedings before the Appeal Court. However, he is prepared to commence with the Preliminary Inquiry (PI) into the matters.

Magistrate McLennan granted the postponement request and adjourned the matters until November 29, 2019 for report from the defence on the Appeal Court hearings.

CHARGED: PPP/C Presidential Candidate Irfaan Ali The Former Housing Minister is facing charges for allegedly selling several acres of state lands way below the market price to several high ranking public officials.

Last November, he was hauled before the courts where the fraud charges were read to him; they were indictable and he was not required to enter a plea.

The charges against Ali stated that between the period 2011 and 2015, he conspired with persons unknown to defraud the Government, when he acted recklessly by selling 19 plots of state lands at Plantation Sparendaam and Goedverwagting, East Coast Demerara.

He was granted self bail on the charges. The lands which were sold for $39.8M are valued at $212.4M,

according to the Special Organized Crime Unit

(SOCU).

Ali is accused of 'greatly underselling' the 19 plots of State Lands to former President Bharrat Jagdeo; former Cabinet Secretary Dr. Roger Luncheon; Luncheon's wife, Floreen Ramnaught; and former ministers Priya Manickchand, Dr. Jennifer Westford, Robert Persaud and Clement Rohee; Director of Public Prosecutions (DPP), Shalimar Ali-Hack; former army Chief-of-Staff Gary Best, and Fortune Developers Inc. Guyana.

Ali is also accused of selling lands to former General Manager of the Guyana Gold Board and daughter of former President Donald Ramotar, Lisaveta Ramotar; former President of the Private Sector Commission, Ramesh Dookhoo, and the son of former Labour Minister Dr. N a n d a G o p a u l , D r.

Ghansham Singh; former Guyana Sugar Corporation (GuySuCo) Chief Executive Officer, Rajendra Singh and former president of the Caribbean Development Bank, Dr. Compton Bourne.

He is also accused of selling lands to Former Chief Executive Officer of the Guyana Lands and Survey Commission, Safraaz Khan; former CEO of Guyana Water Inc, Shaik Baksh; along with George Halla and Dave Narine.

Charges against Ali were recommended by SOCU after a forensic audit report was conducted.

Six Guyanese on Interpol's wanted list

EW YORKOver six dozen or a total of 82 Caribbean nationals are currently listed as “Wanted” on Interpol, News Americas has found.

They include a whopping 52 from Jamaica, the most of any Caribbean nation. Of that number, 26 are wanted for murder, primarily by Jamaican authorities.

However, Albert Bolt, 64, and Omar Gray are both wanted in the U.S. for murder.

Sixteen nationals from the Dominican Republic are being sought. They include

Argenis Contreras Gonzalez, 37 and Pedro Alejandro Castillo Paniagua, 37 who are wanted for murder; and Milciades De Jesus Santana, 57, who is wanted for human trafficking and forgery.

The South American, CARICOM nation of Guyana has six persons on Interpol. They are Harry N a r i n e R a j k u m a r, 4 7 ; Benvolio Francois Caitanya Valenski, 27; Marcus Brian Bisram, 30; German National Julie Elizabeth Ravel, 65; Neon Daneyon Jemmott, 41 and George Andrew Hercules, 64.

Also wanted in Brazil are Miguel Bom and Miguel Saouma for international narcotrafficking while Guo is wanted in Suriname for human trafficking,

kidnapping, abuse, participation in a criminal organization, theft and embezzlement.

The Bahamas has one person on Interpol as does St. Kitts and Nevis and St. Lucia. Nicole Russell, a 30year-old Bahamian woman is wanted in the US for aggravated assault, aggravated battery and possession of a knife during commission of a felony.

Alexander Rodionov, 68, who is listed as a national of both Russia and St. Kitts and Nevis, is wanted for bribery

by Canada.

Tyson Joseph, 29, a national of St. Lucia, is wanted in Canada for robbery while armed with a firearm, disguise with intent to attempt murder, forcible confinement and aggravated assault.

A Red Notice is a request to law enforcement worldwide to locate and provisionally arrest a person pending extradition, surrender, or similar legal action. Red Notices are published by INTERPOL at the request of a member country.

CCJ throws out ex-soldier's bid to overturn manslaughter conviction T

he Caribbean Court of Justice (CCJ) yesterday dismissed an application for Special Leave to appeal the decision of the Court of Appeal refusing to set aside a conviction for gross negligence manslaughter against Mark Fraser.

The ex-soldier was found guilty of the crime on D e c e m b e r, 2 0 0 7 a n d sentenced to four years' imprisonment by Justice Winston Patterson.

The CCJ found that there was no potentially serious miscarriage of justice on the part of the Court of Appeal, as contended by Fraser's lawyer, Kamal Ramkarran.

Shortly after he was convicted and sentenced, Fraser, a former member of the Guyana Defence Force (GDF) filed an appeal against the conviction and sentence and was granted bail pending the hearing of the matter on December 17, 2007, he received no information about his appeal until July, 2017, almost 10 years later. His lawyer had

been informed that the appeal was fixed for hearing on July 24, 2017, but it faced two adjournments.

The first being until October 5, 2017 as neither the defence nor prosecution had been served with the record of appeal. The matter was once again adjourned, this time because Fraser's lawyer was only served with the records of appeal the day before the matter was scheduled for hearing.

At the hearing of the appeal, his attorney stated that his client's right to a fair hearing within a reasonable time, as guaranteed by Article 144 (1) of the Constitution, had been breached from the time of the filing of the appeal, to the availability of the record of the appeal, and the hearing of the appeal.

The attorney stated that this unfairly impacted his ability to conduct his appeal.

The decision of the Court of Appeal to hearing the preliminary point and the substantive appeal together were challenged at the CCJ.

The CCJ, however, dismissed the challenge. On 8 June, 2018, the Court of Appeal dismissed the substantive appeal, but agreed that the delay in the hearing of the appeal breached his constitutional right and stayed any further imprisonment.

Fraser's application for leave to appeal to the CCJ was refused by the Court of Appeal. He then sought Special Leave to appeal to the CCJ to set aside the Court of Appeal's decision.

In his argument for Special Leave, Fraser contended that the Court of Appeal's decision was flawed in three ways; in that the court refused to separate the constitutional delay arguments from that of the substantive appeal, the court failed to set aside the conviction based on the constitutional delay arguments and it also failed to set aside the conviction based on the merits of the substantive appeal alone, or taken together, with the constitutional delay

arguments.

In dismissing Fraser's application for Special Leave, the CCJ found the approach of the Court of Appeal in hearing the constitutional delay challenge and the substantive appeal together to be wise and prudent, as it allowed the Court to properly consider what might be a just and effective remedy for the breach of Mr. Fraser's right under Article 144(1) of the Constitution.

The CCJ indicated that it did not find any flaws in the Court of Appeal's conclusion that the conviction was sound, and that there were no special or exceptional

circumstances established to justify cancelling the conviction. There was therefore no proper basis upon which to grant special leave to Fraser.

APNU denies talks with AFC stalled

Lead Negotiator of A Partnership For National U n i t y ( A P N U ) , Vo l d a Lawrence is denying that talks between her party and the Alliance For Change (AFC) have stalled.

This is despite AFCs Treasurer, Dominic Gaskin, saying on Thursday that talks will not proceed until it is agreed that AFC Leader, Khemraj Ramjattan, will be the APNU/AFC coalition s prime ministerial candidate for the March 2020 General and Regional Elections.

Lawrence, during a press conference held by the Peoples National Congress Reform (PNCR) at Congress Place yesterday, said that the APNU has not received any correspondence from AFC that talks have stalled.

She was tightlipped about the particulars of the APNUs refusal to accept Ramjattan as the prime ministerial candidate.

The AFC Leader has been criticised for his record as Minister of Public

Security, often going back and forth with critics and the media about whether Guyana is safe. Ramjattan has often said that crime, particularly violent crime, is on the decrease, and that any other view is probably influenced by the medias “sensational” reporting methods.

When asked what she thought of his record, she said that she couldnt give a comprehensive assessment, but that shes sure he did the best he could, given the state of public security management left by the previous administration.

The AFC, at its National Conference last June, had thought it best to select Ramjattan by way of a vote, as the partys new Leader. But APNU had kept itself at a distance from the announcement. Constantly questioned by the media, its members had repeated that it was yet to discuss let alone, endorse Ramjattan as the coalitions prime ministerial

CCJ promises early ruling on CARICOM advisory opinion PORT OF SPAIN, Trinidad (CMC) The Caribbean Court of Justice (CCJ) says it will give an opinion “within a reasonable time” as it concluded hearing arguments in the request for an advisory opinion by the Caribbean Community (Caricom) that could have implications for the Caricom Single Market and Economy (CSME) that allows for the free movement of goods, skills, labour and services across the region.

The CCJ, which was established in 2003, to replace the Londonbased Privy Council as the region’s final court for some states, also acts as an international tribunal interpreting the treaty that governs the 15-member regional integration grouping.

It had over the past two days heard arguments from attorneys representing Antigua and Barbuda, Barbados, Grenada, St Kitts-Nevis, the Caricom Secretariat as well as law lecturers of The University of the West Indies (UWI).

The request for the advisory opinion by Caricom is pursuant to Article 212 of the Revised Treaty of Chaguaramas (RTC) which states: “The Court shall have exclusive jurisdiction to deliver advisory opinions concerning the interpretation and application of the treaty; that advisory opinions shall be delivered only at the request of member states parties to a dispute or the community”.

In thanking the lawyers for their presentation, CCJ President Justice

Adrian Saunders, said “We are going to consider all of them of course and I won’t be able to give you a time now when we will give the decision, but I could tell you it will be given in a reasonable time.”.

At the centre of the request for the opinion from the CCJ is the decision taken by caricom leaders at the 18th special meeting where they had agreed to extend the category of skilled nationals pursuant to Article 46 of the revised treaty of Chaguaramas (rtc) to include agricultural workers and security guards.

Antigua and Barbuda, as well as St Kitts-Nevis were granted “anopt out” of obligations from the decisions of the conference to extend the category.

Dr. Corita Babb-Schaefer, who is the lead attorney for the Guyanabased Caricom Secretariat, had indicated that the principle of nonreciprocity would not enable nationals of those member states “that opt out of a decision under Article 27 (4) to nevertheless derive the benefits of the decision as the effect of a knockout is to suspend the operation of Articles 7, 8 and 9 of the Revised Treaty of Chaguaramas”.

Earlier, during the proceedings, the St Kitts-Nevis solicitor general Simone Bullen Thompson said that the RTC recognises that “all states are not on equal footing” and that the lesser developed countries are entering the CSME at a disadvantage by reason of

structure, size and vulnerability of the economies.

“Certain matters that have contributed to their vulnerabilities have not changed, size of country has not changed, those things remain the same. We still remain vulnerable to shocks and all those issues that will necessarily affect a small territory.”

She said while many territories had made “significant strides, those issues still remain”.

The solicitor general said one of the areas in which there was some departure from some of the submissions before the CCJ was on

the issue of whether free movement was a fundamental objective of the RTC. “In this regard, we respectfully submit that the objectives of the treaty are the objectives that are outlined in Article 6. Our respectful submission is that free movement, though identified in the Shanique Myrie case as a fundamental principle, is not in itself an objective of the treaty.

“Based on the Shanique Myrie case we indicated that it was a fundamental community goal and referred to as a fundamental principle. So we respectfully submit,

in relation to the principle of free movement, that it is a critical goal and critical principle that is necessary to the attainment of the objectives of the treaty.”

On March 14, 2011, Jamaican Myrie was denied entry into Barbados and in its ruling, the CCJ said Barbados had breached her right to enter the island.

The court ordered Barbados to compensate Myrie in pecuniary damages in the sum of BDS$2240 and non-pecuniary damages to the tune of BDS$75,000. It also ordered Barbados to pay her reasonable costs.

Workers worried as Rusal quietly ...

For five weeks, the workers refused to budge, cooking for themselves and backed by residents of the nearby community.

It has been the story with Rusal since they came here in the mid-2000s.

With investors need, the administration of the People's Progressive Party/Civic, under then president, Bharrat Jagdeo, had struck a deal with Rusal, one of the biggest bauxite companies in the world to take over the Aroaima and Kwakwani operations.

However, despite the people of Guyana owning 10 percent, there were no dividends paid by the BCGI, the local subsidiary of Rusal which is managing the operations.

The company has not declared profits since it came.It has refused to meet with the unions and even was a no-show to Department of Labour meetings on a number of occasions.Earlier this year, in March, during the five-week standoff to force BCGI to reinstate over 90 fired workers, an agreement on the terms of resumption was signed.

The agreement resulted in the unblocking of the Berbice River at Kwakwani by workers, whose action had forced vessels to moor for weeks.It had held up timber and bauxite shipments.The standoff also brought the spotlight down on Rusal and its tax and other concessions.It received billions of dollars of concessions during its decade and half stay in the Upper Berbice area, Region Ten.In midFebruary, workers of Rusal's Kurubuka mines downed tools and asked to meet management after seeing a one percent increased to their pay.However, they were ordered to return to work.Ninety-one workers who downed tools had their services terminated by Rusal, sparking a standoff where workers refused orders to leave the housing quarters in Aroaima.

The company had been under the microscope for similarly firing 57 workers in 2009.

Those workers were never reinstated.

Until now, Government has largely left the company alone, fearing a possible pullout.

Government had sent in teams, including ministers, and even invited the company's representatives to meet its labour officials to diffuse the matter.

Gold miner, bandits shootout‌ Female cousin in

custody for allegedly harbouring wanted man As investigators place finishing touches in their case against several persons arrested in relation to last weeks robbery attack which saw the death of gold miner, Deon Mow Stoll, there are disclosures that one of the detained suspects is a woman.

She allegedly helped to hide her cousin, Delon Demon Morgan.

He is suspected to be one of the two bandits caught on camera in the Da Silva, Newtown attack on the morning of October 14th.

Along with the woman, confirmed to be in custody are Steve Rollox; Wayne St. Hill; Dr. Alonzo De Santos and Morgan.

St. Hill, who operates a tint shop in Kitty, and Morgan are said to be brothers.

Rollox, who is from the Bagotstown and Peters Hall area, East Bank Demerara, was the first suspect to be arrested.

Alleged to be the getaway driver, he is accused of dumping a Toyota 212 car at Peters Hall.

After his arrest, investigators then held onto Dr. De Santos and St. Hill.

The doctor, stationed at Diamond Hospital and living at Prospect, was alleged to

have been picked up and taken to a city location where he treated Morgan for a gunshot wound.

He did not report the gunshot wound in accordance with regulations.

He reportedly admitted to investigators to treating a wounded man.Police are reportedly aiming to slap charges relating to being an accessory to a crime on both the doctor and the woman.

Last week, the police were granted a one-week extension beyond the 72-hours limit, for the holding of the suspects to carry out further investigations.

A further extension was reportedly granted.

On Thursday, sources close to the investigation said that Morgan has confessed, implicating a number of the persons in custody.

The slain gold miner, Deon Mow Stoll, 44, who was laid to rest on Tuesday on the Essequibo Coast, was a popular businessman.

His death led to calls for the Joint Services to lend support to quell the crime situation and to lend security to businesses.

The brazen actions saw residents scattering with gunfire exchanged between one of the gunman and Stoll.

On the morning of

October 14, last, shortly after 10:00 hrs, residents of Da Silva Street heard rapid gunfire.

In less than a minute it was over. Four men were left nursing gunshot wounds in front of El Dorado Trading, a gold dealer. One of them was Stoll, who later died at the hospital.Security videos later surfaced and revealed a shocking tale.

A Toyota 212, later determined to be a vehicle in which Stoll was seated, pulled into the driveway of El Dorado. Another car following closely behind, pulled up and two men, masked, ran out.

They converged on Stolls car; one to the passenger side where the businessman was seated and the other to the drivers side.The driver was seen getting out the car and wrestling with one of the masked men.

On the other side, Stoll and the other bandit started to shoot at each other.

The gunman was seen falling twice as he backpeddled to the getaway car that was waiting. Both he and the other bandit abandoned their attempts.

The video later showed Stoll clutching his side, realising he was shot.

Expired food products seized from several E’bo businesses Over the past three days, a number of expired food items were discovered and confiscated from a number of businesses along the Essequibo Coast.

Based on reports a number of food items were discovered and confiscated at an Anna Regina Market stall yesterday. The discovery of the expired items comes just three days after officials from the Food and Drugs Department in Georgetown launched a campaign with the public health department of the Anna Regina Mayor and Town Council on the Essequibo Coast.

Since its launch last Wednesday, thousands of dollars in expired food items were seized from a number of businesses. Though the council did not name the businesses, it did indicate that some of the items confiscated thus far include baby food, milk, juices, jams, cheese, mixed vegetables, peanut butter, tomato paste, corn beef, biscuits, tonics amongst others.

Based on information coming out from the team, the expiry dates on some of the packages appear to have been changed.

He was believed to have been making a dash for neighbouring Suriname.

Background checks on the two wanted men found that they are very well known to the police.

Estwick is still on the run.

It is believed that the bandits had been tracking Stoll for a while, and believed he had cash and raw gold when he was cornered. They did not cater for him fighting back.

Tokyo is so vast that you should be able to lose all the thousands of rugby fans that have arrived for the two World Cup semifinals, let alone the four teams

and their twitchy, scheming coaches.

Yet all day you could see the little pockets around Shibuya, and Shinjuku, and Roppongi, talking these seismic games through, trying to burn through the hours until they finally begin.

World Cup semi-final week can feel like the stretched-out days before a Ryder Cup. Too much waiting, too much speculation.

It happens because so much is at stake. England’s biggest game in 12 years, a chance not only to reach a fourth World Cup final but to bring down the sport’s great

totems en route. Wales with a second semi-final in three tournaments battered and out of shape but still more capable of pulling something miraculous from nowhere than any other contender.

All the little details and sub-plots in the story settling in layers as the days drift by.

You head out to Tokyo Bay and England’s hotel on the edge of Disneyland and you see George Ford and Owen Farrell, caps pulled low, walking out the tension, talking quietly.

Across town in a skyscraper in the business district, brothers Beauden and Jordie Barrett at a press conference, kids from a dairy farm in Pungarehu, blinking in the bright lights of the cameras and giving each other little grins and sideways looks.

Three miles to the west, up by the new Olympic stadium, Jonathan Davies testing out his injured knee, Warren Gatland watching on in impassive conversation with Shaun Edwards. Rassie Erasmus in a smart hotel another two miles further on, talking down Cheslin Kolbe’s injury and talking up his replacement Sbu Nkosi.

Coaches Rassie Erasmus, Warren Gatland, Eddie Jones and Steve Hansen lock horns this weekend.

In each camp there are players and coaches who recognise that this weekend could define not just their World Cups but their careers and reputations beyond.

Maro Itoje, his mum and dad in town, his dad doing the dad thing of telling him what to do and when, even though he knows his son knows much more.

Richie Mo’unga understanding that he is walking in the shadow of Dan Carter and Andrew Mehrtens and Grant Fox. Alun Wyn Jones, four World Cups into a remarkable career, thinking

once more of the words he will choose to say to his teammates before he leads them out.

Someone will make their name this weekend. You can ignore the group stages of a World Cup if you’re not a diehard but a semi-final between the giants brings in the crowds and sticks families in front of their TVs. Both New Zealand and South Africa will walk out in Yokohama as clear favourites.

They have timed their charges well, changed personnel and tactics late in the four-year cycle and made them kick on

when it counts. You bet against the All Blacks only because the odds can be so tempting. Eighteen World Cup matches won on the spin, a coach that has won the trophy as an assistant and then again with his own team.

More points per game than any other team in this tournament, more tries, more metres made. More defenders beaten, more clean breaks, more offloads. New Zealand have won 15 of their last 16 matches against England.

England have never beaten them at a World Cup.

West Indies International cricket calendar for 2020 released WI Men’s Team

St John’s, Antigua – Cricket West Indies (CWI) today announced a brand new three-year home fixtures cycle, featuring the West Indies teams in all formats with matches in all the main venues across the Caribbean.

This new initiative, a key feature of Cricket West Indies’ strategy to enable better planning across the region and ensuring that all international venues host West Indies cricket every year will see visits by all the major international teams to the Caribbean between January 2020 and August 2022.

For the first time in many years, this long-term calendar has been unveiled to give countries and fans a view of key fixtures, dates and venues to help plan for and celebrate cricket in the West Indies. Next year – Ireland, New Zealand and South Africa will visit the West Indies; followed by Sri Lanka, Australia and Pakistan in 2021.

The following year Ireland will make a return and the regional side will also face England, Bangladesh and India on home turf.

The West Indies Women’s team will also have an intense calendar of matches and camps as they prepare for the ICC Women’s World Cup which will be played in New Zealand in 2021. In the build-up to the biggest event in women’s cricket, the West Indies Women will focus their energies on the 50-over format.

Later this month they host India and they will also host South Africa at home in May 2020. Overall, they are

expected to play a minimum of 15 ODIs – home and away – in the lead-up to the marquee event.

CWI CEO, Johnny Grave said: “This is significant step forward for CWI and cricket fans and stakeholders across the region. Not only does this provide a full calendar of international fixtures which allows us to better plan and schedule our cricket, but it allows everyone who supports and loves cricket to know when the next big game or tournament is coming.”

The new fixtures cycle will see the West Indies men play 11 Test matches in the ICC World Test Championship games; 20 ODIs and 36 T20Is at home.

The Brian Lara Cricket Academy in Trinidad is set to become the newest international venue for men’s cricket.

It is earmarked to stage a T20I when Sri Lanka visit in March, 2021, pending approval by ICC; while the Trelawny Multipurpose facility in Jamaica is the proposed venue for a T20I when Pakistan tour in July 2021. The full schedules for these series will be revealed at a later date.

There will be a return to international cricket for the people of Dominica and St Vincent & the Grenadines.

Windsor Park stadium is set to host New Zealand in the third Colonial Medical Insurance ODI and the first T20I next year, pending final renovations to the stadium following Hurricane Maria; while Arnos Vale in St Vincent could host back-to-back

T20Is when Australia visit in June, 2021.

The last international contest at the venue was when West Indies defeated Bangladesh by 10 wickets in 2014.

Kingston, Jamaica, CMC – West Indies captain Stafanie Taylor has returned from Australia where she made a significant impact for her new team Adelaide Strikers in her short stint in the Women’s Big Bash.

The world-rated allrounder turned in a matchwinning display for the Strikers in the opening contest last Saturday, claiming three wickets and scoring a crucial 21 against Melbourne Renegades in a clinical six-wicket victory.

Taylor was less impactful in the second match the following day, however, going wicket-less and scoring 12 as the Strikers lost to the Renegades by five wickets in the final over. The 28-year-old has returned home for the upcoming series against India where the Windies will

contest three One-Day Internationals and five Twenty20 Internationals.

All three ODIs will be staged at the Vivian Richards Cricket Stadium in Antigua while the opening two T20 Internationals have been carded for the Darren Sammy Cricket Ground in St Lucia.

The last three T20s are scheduled for the Guyana National Stadium.

Taylor is set to rejoin the team camp in Antigua ahead the series which runs from November 1-20, and is due to return to Australia to continue her stint with the Strikers following the Windies tour.

Taylor is an accomplished right-hander with over 100 matches in both limited overs formats, and also bowls offspin which has earned her 140 ODI wickets.

Diamond League adds 15th stop to 2020 season Reuters - Diamond League officials have agreed to add a 15th Meet to its 2020 season while a decision on what events will be contested at each circuit will be made in November.

The newest addition to the schedule will be held May 10 in China as part of a partnership with Chinese conglomerate Wa n d a Group, who last month agreed to a 10-year deal to become the title sponsor of the circuit.

Further work is being undertaken on whether each meet is able to host 11 or 12 disciplines in the set time frame and which events each meeting will host outside the 90-minute international broadcast window. A decision on disciplines will be made in early November.

Previous reports had said

the number of disciplines will be cut from 32 to 24 with 12 each for men and women and the longest event will be the 3,000 meters. The 2020 schedule consists of 14 meetings and one final.

Stockholm, who had previously said it would not be part of the 2020 Diamond League program, remained on the circuit according to the latest schedule.

Meanwhile, and on a sad note, the cricket community in Berbice was thrown into shock with the death of 48 year-old Parmeshwar Badri Narrain, Narrain died during the Third Round match between his team, No. 48 Challengers and No. 68 Turn Team.

Narrain apparently suffered a heart attack while sitting in the pavilion after his dismissal. BCB President, Hilbert Foster and Public Relations Officer Simon Naidu visited Narrain’s wife and family.

The BCB delegation offered words of comfort and also handed over a quantity of items to assist the family.

Barty, Osaka drawn in same group for WTA Finals Reuters - World number one Ash Barty and Japan’s Naomi Osaka were drawn in the same group for the round robin matches of the WTA Finals to be held in Shenzhen, China next week, with the year’s four Grand Slam champions split evenly between the two groups.

“I’m very excited. I wake up early in the morning and try to get my (swing) and motion back. I haven’t lost any touch or anything, but I just need to work on a few extra spots,” explained Sukhram who has only played a single tournament for year which she won.

At the launching of the prestigious event last night at the Lusignan Golf Club, President Aleem Hussain said that everything is place for a successful staging of the tournament today and tomorrow.

Everest Masters to face Pakuri Warriors on Monday One of three Indigenous settlements in Administrative Region number four, St Cuthbert’s Mission has accepted a cricket challenge to the much fancied side Everest Masters.

The Georgetown-based side, Everest Masters is having an up and down year and will be gunning for a morale-boosting victory against the more youthful challengers.

The feature 25 overs per side battle is set for Monday October 28 at the Everest Cricket Club ground from 11:00hrs. Preceding the masters’ clash will be an Everest Intra-Club contest among the young brigade of

the historic club from 09:00hrs.

ECCC Chairman Ali inducted Meten Meer Zorg edge Everest Masters in exciting lash into USA Cricket Hall of Fame

C

hairman of the East Coast C r i c k e t Committee (ECCC), Ashmul Ali was recently inducted into the USA Cricket Hall of Fame.

Mr. Ali, who presently resides at Ogle, had migrated to USA in 1978 where he began playing for Everest Cricket Club in the Long Island Cricket League and then the Queens County Cricket League.

He won the LICC batting champion title that year in the New York Cricket League and scored 19 centuries in three seasons, thereafter.

In 1983, Ali left the limelight of LICC and took Rangers/Cosmos under his wings, and after four years in the Commonwealth Cricket League, he transformed Taff High School into a formidable cricket team, thus winning championship title in the Metropolitan Cricket League.

Amongst his long list of achievements in USA, Mr. Ali was the Captain and Public Relations Officer of Cosmos for more than two decades, the team spanned the USA, Canada, England, India and the Caribbean.

In his three decades of service to the game in the USA, Ali has earned his stripes; he scored 865 runs, one of the highest in a MCL season. He is often referred to as the best Captain of the MCL team in its heyday. He served as Coach of the MCL U-25 team.

For Cosmos, he has accumulated 14,310 runs with an average of 40.70, which included 18 centuries and 73 fifties and took 390 wickets at an average of 17.20.

He represented the United States against the visiting World XI at Shea Stadium in 1979, a selected New York XI against the

1983 India World Cup team at Mt. Vernon in 1983, the New York All Star team against a visiting Pakistan team at Flushing in 1987, and the touring MCC team.

He was also a member of the US team which toured Antigua and also played against Canada in Freeport, Bahamas. He served as Coach of the New York Region U-25 team tour to California in 2000 and in 2008 as Coach of the NYR U-15 team to California.

Ali has an eye for talent, and in retirement he continues to impart his knowledge of the game to the younger generation as Coach and President of his

beloved Ogle Cricket Club in Guyana – a place where he had spent his formative years.

In retirement he has chosen to impart much of the value, discipline, and enjoyment which the game had given to him.

Mr. Ashmul Ali is the Chairman of the East Coast Cricket Committee whose primary objective is promoting cricket on the East Coast of Demerara.

Mr. Ali now joins Mr. Rudy Persaud of Enmore who was inducted last year.

The executives of ECCC hereby congratulate Mr. Ali on his induction to the USA Cricket Hall of Fame.

Meten Meer Zorg Masters Cricket Team Everest Masters won the toss and asked the host, Meten Meer Zorg to take first strike and they reached 129 all out off 24.4 overs.

Openers Muneshwar Balgobin and Mohan Chaitram put on 35, before Ronald Jaisingh had Balgobin lbw for 17.

The host slipped to 35 for 3 before skipper Troy Khan and Chabiraj Ramcharran put together a 28 run partnership. Ramcharran top scored with 28, Avinash Shardanandan 20, Vinod Rajkumar and Mohan Chaitram 15 apiece and Troy

Ricky Skerritt appointed to ICC Governance Working Group St John’s, Antigua President of Cricket West Indies (CWI) Mr. Ricky Skerritt has been appointed a member of the newly formed International Cricket Council (ICC) Governance Working Group, set out to consider the future governance structure of the ICC. The appointment was made by ICC Chairman Mr. Shashank Manohar during the recent ICC Annual Conference in Dubai. The working group will be chaired

by Earl Eddings from Cricket Australia, and will comprise Greg Barclay (New Zealand C r i c k e t ) , To n y B r i a n (Cricket Scotland), Ehsan Mani (Pakistan Cricket Board), Chris Nenzani (Cricket South Africa) and Ricky Skerritt (Cricket West Indies).

Skerritt is also a member of the ICC Human Resource and Development Committees. Following the successful completion of the CWI selection system review, which was a key

election campaign of the “Cricket First” 10-point initiative, the other two major reviews promised by the Skerritt-Shallow administration are, like the ICC, a review of the CWI governance structure and system, and an upgrade of the professional franchise system.

President Skerritt said: “Commissioning the CWI governance review task force, led by Jamaican senator and Grace Kennedy CEO, Don Wehby was as one

of the first actions we took after being elected. Mr. Wehby and his team have been hard at work ever since and I expect to begin hearing from them over the next few weeks.”

Skerritt said serving as a member of this ICC group also gives him the opportunity to learn and share ideas at the highest level of world cricket administration and bring back to the Caribbean some best practices in our governance reform quest.

eon Johnson will lead a strong 14man Guyana Jaguars squad to participate in this year’s Colonial Medical Insurance Super50 Cup which runs from November 6 to December 1 in St Kitts and Trinidad.

The Jaguars will play in Group ‘B’ in Trinidad and their opening match will played at the Brian Lara Cricket Academy on November 7. he Guyana Table T e n n i s Association (GTTA) in collaboration with the National Sports Commission (NSC) and Ministry of Education (MoE) National Schools’ Novices, Elite and Singles championships served off last night at the Cliff Anderson Sports Hall (CASH), Homestretch Avenue.

Following the tournament fixtures draw which consumed most of the playing time, Charlestown ‘B’ trounced Diamond ‘A’ 30 while Diamond ‘B’ edged The Bishops’ High 3-2, both in the Girls Novices category.

The three-day tournament continues today from 09:00hrs and will

conclude at 16:00hrs at the same venue. Teams from Bartica, Linden, Berbice, East Bank Demerara, East Coast Demerara and the West Demarara area are scheduled to participate.

At stake apart from bragging rights as the best in the various categories are trophies for the Most Disciplined, Best Dressed and Most Improved Teams.

Training programme for U-19 pacers Aspiring fast bowlers between ages 1419 can apply to be a part of an Elite P e r f o r m a n c e Tr a i n i n g p r o g r a m m e conducted by CGI and Barbados Tridents Sport Physiotherapist and Performance Enhancement Specialist Neil Barry, in conjunction with the University of the West Indies (UWI).

The programme (which is free) will span six weeks with bowling speeds tested before and after the training period. Interested

owerhouses Back Circle, Bent Street, Gold is Money and Tiger Bay were amongst the teams to seal their knockout berths when the GT Beer ‘Keep Ya Five Alive’ Futsal Championship continued on Thursday at the National Gymnasium, Mandela Avenue.

Bent Street bested LA Ballers 2-0. Colin Nelson recorded a double in the 19th and 20th minute

respectively. On the other hand, Back Circle crushed Bad-a-Yard 4-1.

Jermain Beckles bagged a double in the 5th and 20th minute while Selwyn Williams and Rondel Peters scored in the 12th and 15th minute each.

For the loser, Leon Sealey Yaw netted in the 16th minute.

Meanwhile Gold is Money edged Sophia-(A) 21. Keifer Brandt bagged a

brace in the 11th and 18th minute respectively. For the loser, Dwayne Lowe netted in the seventh minute. Also, Tiger Bay pounced on Leopold Street 4-2. James Meredith feasted on the Leopold defense with a helmet trick in the fifth, eighth, ninth and 13th minute.

Brusches Basketball Foundation 7th U-18 Club Classic bounces off this evening - Kwakwani Ballers face Rosehall Jammers; Pacesetters tackle Royals

he stage is set for this year’s 7th biennial Brusches Basketball Foundation (BBF) Classic Invitational nationwide tournament which bounces off tonight at the Mackenzie Sports Club Hard Court in Linden.

As was stated earlier, this year will be different as the Brusches Basketball Foundation has shifted its focus to the U18 players attending schools around Guyana. This tournament is played every year and is planned by the United Statesbased BBF which has three brothers who represented

Guyana at the senior level i n t e r n a t i o n a l l y, M i k e , Clifton and James.

They have decided to give back to the sport in Guyana and this is the seventh tournament. Tonight’s feature game will see Victory Valley Royals based at Wismar in Linden facing Georgetown side Pacesetters, the opening game brings together Kwakwani Ballers and Rosehall Jammers of Berbice at 19.00hrs.

Tomorrow, two matches will be played the first betw een P eps i S onics (Georgetown) and Plaisance Guardians (East Cost of Demerara) while the main

attraction brings together Wrangulars representing Bartica against Junior Kings of Mackenzie.

The respective winners of the preliminary round will advance to the semifinals which are set for Friday November 1. The final will be contested one day later, all matches being played at the same venue.

At the launch, BBF made it clear that the prize monies ($600,000) is not for the players but to be used for any project the club sees fit to embark on. There are a number of individual trophies, replicas and medals at stake for players.

M e a n w h i l e , Guyconstruct is the main sponsor of the tournament.

The first team collects the winners’ trophy, replicas and $30,000 towards a project while the second placed club will get $20,000 (towards a project) and medals and third place will receive $10,000 for the club and medals.

There will be giveaways on the playing nights of the matches for the spectators Brusche informed.
