Guysuco Strategic Plan 2013-2017 DEAR EDITOR, It may be imprudent to risk further commentary without having access to the authentic documentation. Nevertheless, one’s concern for the industry propels the following excursion into possible approaches and methodologies which should inform a strategic planning process. In the case of Guysuco, dispersed as it is over eight operational locations, and inextricably conjoined with workers and their communities, any rehabilitative and/or developmental exercises must take primary account of the historical loyalties and

support of the sources of recruitment and employment of relevant skills. At the same time, the planners must recognise the critical contribution of a unionised labour force and the implications for the productivity anticipated for projected operations. So that unquestionably the Unions involved must be a respected party to the consultative process so relevant to this particular planning process. Such a sensitive and comprehensive discourse must be conducted, not only in respect of each operational location, but also importantly, amongst the various levels of human resources

management and decisionmaking in the organisation. The reason of this tiered consultative structure in the planning process is to ensure that involvement at every stage would result, in the most substantive buy-in of the whole, and its respective parts, of the delivery process, by all concerned. A strategic plan, should not be distracted into merely satisfying external expectations. The planners’ first target must be their managers and operatives. It is with these groups that the final product should be tested in the most transparently practical manner; for it is Continued on page 31

From page 4 since it puts the work of the Ministry of Finance including the Procurement System under the microscope and that, for this Minister of Finance and the PPP cabal, is unacceptable to the continuation of the mass corruption from the top to the bottom of the PPP Government. That is why the Minister of Finance and his political directors continue to frustrate the work of the Public Accounts Committee every day. How can they continue to operate in this manner and with a double standard on the Money Laundering Bill? Every action has an equal and opposite reaction and until the Public Procurement Commission is in place, the Money Laundering Bill will have to be carefully scrutinized by the majority opposition until all is

right. If this money laundering bill is important to the Jagdeo/ Ramotar cabal and their business buddies in the leadership of the private sector, then the Public Procurement Commission should be equally important to them if they have the people’s interest at heart. There is no better trade than fair trade so they should compromise and give the opposition what they want; that is a functional Procurement Commission. We believe that the establishment of the Public Procurement Commission by the PPP is just as equal to the passing of the Money Laundering Bill in Parliament by APNU and the AFC. Only the abnormal PPP regime would think otherwise. We want to humbly advise all politicians in the majority opposition that the electorate

will be very unkind to them if they surrender to the PPP propaganda on the Money laundering Bill without having the Procurement Commission in return. We know what happened to a certain party that voted for the two bills associated with the Amalia Falls Project. That party is still struggling to regain normalcy. The PPP cabal continues to say the system is fair without the Procurement Commission but that is patently untrue since there are no checks and balances in the public procurement system and thus the Guyanese people continue to lose billions of dollars to the corrupt class that dominates the work and actions of the PPP. It is time to protect the people’s patrimony. Dr. Asquith Rose and Harish S. Singh.

Guyana secures five of eight 2013 CXC awards

Guyana has again etched its name comfortably into the annals of history having attained five of the eight Caribbean Examinations Council (CXC)’s awards available to candidates who performed exceptionally Region-wide at this year’s sitting of the Caribbean Secondary Education Certificate (CSEC) Examination. At an emergency press conference yesterday in her Ministry’s boardroom, a proud Minister of Education,

Priya Manickchand, revealed the names of the top performers. Claiming the CXC award for the Overall Outstanding Achievement is Yogeeta Persaud of Anna Regina Multilateral School. With 18 grade one passes she was able to secure the second place nationally when the results were unveiled a few months ago. Her classmate Zimeena Rasheed, with 18 grade one passes and two grade two passes, was declared the top national

CSEC performer, but was however awarded the Most Outstanding for the Caribbean in the area of Technical Vocation. And although Queen’s College was not in the most outstanding circle last year, two of its students were among those bestowed with the titles of the Most Outstanding in Science and Most Outstanding in Business Studies this year. Cecil Cox with 16 grade one passes is the top performer in Science for the Caribbean, while Sasha Woodroffe claimed an equally prestigious achievement in Business Studies. Also securing a position as the Most Outstanding candidate in Humanities is Rafena Mustapha of the

Saraswati Vidya Niketan Secondary School. The three other awards offered by CXC were those for the Most Outstanding Candidate in Visual Arts, 2Dimensional Work; Most Outstanding Candidate in Visual Arts, 3-Dimensional Work; and Most Outstanding Candidate in Short Story Writing ,which were secured by other students within the Region. And although Minister Manickchand is optimistic that Guyana will be able in the near future to secure all eight awards, she did note that the achievement this year is certainly significant. “I am extremely pleased to congratulate these students on their momentous achievement. I know they

have had long nights and very early mornings as they prepared themselves for excellence,” she noted. The Minister did not fail to laud the teachers and parents who, according to her, “would have worked incredibly hard to ensure that these children perform at the highest level.” She disclosed that within the last decade Guyana has been consistently receiving awards from CXC, because of the excellent performances of students. In fact, three particular areas that have been dominated over the years have been the Best Overall in Science, the Best Business Studies and the Most Outstanding Performance in the Region. Last year Guyana

was able to claim four of the eight Regional awards and this year has moved a step closer to the ambitious goal of securing all eight. According to Minister Manickchand, “this is indeed a very proud moment for Guyana and our education system.” In the quest to ensure that the performances remain sustainable, the Minister informed that Government will remain committed to the development of the education sector and will continue to invest significantly in the enhancement of quality education. This therefore means, Minister Manickchand said, that “as a country we will be producing more students of Continued on page 13

Obama presses Republicans to U.S. monitored the phone calls of 35 world leaders: report end stalemate on immigration (Reuters) - Fresh from a bruising fight with House of Representatives Republicans over the budget, U.S. President Barack Obama yesterday urged them to work with him to overhaul the country’s immigration laws. “Let’s do it now. Let’s not delay. Let’s get this done, and let’s do it in a bipartisan fashion,” Obama said at a White House event that was part of a renewed push he is making on one of his top domestic priorities. But immigration reform remains stalled in the Republican-led House and, if anything, the budget fight that caused a 16-day shutdown of the federal government could add to the struggles facing immigration reform. In one sign of the hurdles, a spokesman for House Speaker John Boehner said the House would not consider any “massive, Obamacare-style legislation,” though the spokesman left open the possibility of tackling immigration reform

Barack Obama through smaller, piecemeal bills. The comment hinted at the antipathy many Republicans feel toward any initiative associated with Obama’s agenda. That antipathy has grown after a budget struggle in which R e p u b l i c a n s s o ught to weaken the 2010 health care law known as “Obamacare.” “It’s too early to tell, the shutdown battle was too

bruising and the dust has to settle; passions and tempers have to decrease,” said Republican strategist Ana Navarro, noting that many House Republicans, includi n g leadership, support immigration reform.Still, in the s h u t d o w n ’s a f t e r m a t h , Boehner and other Republicans have focused almost exclusively on problems in Obamacare’s rollout and have said little on immigration reform. Boehner told reporters this week he was “hopeful” immigration reform might be addressed this year but gave no specifics. The Senate in June passed a sweeping measure that would strengthen border security, require employers to verify workers’ legal status and create a provisional status for workers as part of a 13-year path to citizenship. House Democrats have introduced a nearly identical bill but it stands almost no chance of passing the Republican-led House.

Germany demands U.S. answers over Merkel bugging BERLIN (Reuters) - An outraged Germany summoned the U.S. ambassador for the first time in living memory yesterday over suspicions Washington bugged Chancellor Angela Merkel’s phone, in the worst spat between the close allies in a decade. Merkel, at a summit of European leaders in Brussels, said the incident had shattered German trust in the United States: “It’s not just about me but about every German citizen,” she said. “Spying among friends is not at all acceptable.” The White House did not deny the bugging, saying only it would not happen in future. President Barack Obama spoke with Merkel to assure her she was not now under surveillance. Foreign Minister Guido Westerwelle suggested Washington may have

Angela Merkel deceived Berlin with assurances about the scope of its covert spying program, which was revealed earlier this year by fugitive former U.S. intelligence contractor Edward Snowden. “In the summer, we received explanations and assurances,” the German minister said. “Whether we can trust these explanations

and assurances, that must be examined again.” He took the unusual step of giving part of his statement in English - to make the message to Washington “quite clear”. Some politicians suggested the row could disrupt European Union negotiations with the United States on a free trade pact, though others played down that possibility. State surveillance is a highly sensitive subject in a country haunted by memories of eavesdropping by the dreaded Stasi secret police in East Germany, where Merkel grew up. The news shocked many Germans, coming just four months after Obama visited Merkel in Berlin on the 50th anniversary of John F. Kennedy’s famous “Ich bin ein Berliner” speech. Obama then praised Germany as one of Washington’s closest partners.

LONDON (Reuters) The United States monitored the phone conversations of 35 world l e a d e r s according to classified documents leaked by fugitive whistleblower Edward Snowden, Britain’s Guardian newspaper said yesterday. Phone numbers were passed on to the U.S. National Security Agency (NSA) by an official in another government department, according to the documents, the Guardian said on its website. It added that staff in the White House, State Department an d the P e n t a g o n were urged to share the contact details of foreign politicians. “We are not going to comment publicly on every specific alleged intelligence

activity, and as a matter of policy we have made clear that the United States gathers foreign intelligence of the type gathered by all nations,” a White House spokeswoman said, reacting to the report. The revelations come after Germany demanded answers from Washington over allegations Chancellor Angela Merkel’s phone was bugged, the worst spat between the two countries in a decade. The White House did not deny the bugging, saying only it would not happen in future.

“In one recent case, a U.S. official provided NSA with 200 phone numbers to 35 world leaders,” reads an excerpt from a confidential memo dated October 2006 which was quoted by the Guardian. The identities of the politicians in question were not revealed. The revelations in the center-left Guardian suggested that the bugging of world leaders could be more widespread than originally thought, w i t h t h e issue set to overshadow an EU summit in Brussels.

COP leader says he is not stepping down PORT OF SPAIN, Trinidad – CMC - Leader of the Congress of the People (COP), Prakash Ramadhar, says he has no intention of stepping down as a disgruntled group called for the resignation of the entire executive following the party’s poor showing in the October 21 Local Government elections. Ramadhar has dismissed the group that also includes his brother, Kishore Ramadhar, as being power hungry and insisted that the COP, the second biggest partner in the coalition People’s Partnership government would remain in the accommodation that was put together for the 2010 general election. The motion by the disgruntled group calls for an interim management

committee to be established to manage the party until fresh COP internal elections take place. “The much bigger problem is the fact that by staying in the Partnership we have abandoned our

principles and broken our word to the people of Trinidad and Tobago,” said Kishore Ramadhar. He said under Ramadhar’s leadership, the COP has gone further downhill as he keeps taking the decision to stay in the Partnership and comply with the “dictates of the UNC” (United National Congress) rather than attend to the needs of the COP. “Principles are more important than power,” he said, adding that there was still time to salvage the COP as long as there were lawabiding citizens who stand for the party’s principles. The COP failed to win any of the municipal corporations it contested in the Local Government polls, losing its hold on the five corporations it held following the 2010 elections.

BRIDGETOWN, Barbados - CMC – Governor of the Barbados Central Bank, Dr. Delisle Worrell, has downplayed predictions by the International Monetary Fund (IMF) that Barbados is the only Caribbean economy to remain in recession, insisting the island is holding its own. Stating that Barbados is after sustainable growth and not “flash-in-the-pan growth”, Worrell told journalists that the IMF’s forecast is simply a prediction and the expectation that Barbados won’t register growth when compared with other CARICOM states, is not an indictment on the island. “The race is not for the swift, this is not a sprint this is a marathon. So let us be realistic under the current circumstances, we only have a couple of months left in the year so there is no realistic prospect that we will have real growth this year so we do what is appropriate in order to secure growth that is sustainable over the medium term. The fact that we are not growing this year still leaves us at the head of the class as far as quality of life is concerned across the Caribbean,” said Worrell as he addressed journalists at a news conference to review the economy. However, the figures are not encouraging as for three straight quarters, the Barbados economy has contracted.

According to the Central Bank’s report for the first nine months of the year the island’s foreign exchange reserves fell by BDS$447 million (One BDS dollar = US$0.50 cents) since last December- leaving only 13 weeks of foreign reserve cover. Tourism is down with a decline in the number of visitors from all major source markets– cushioned only by a 12.3 percent rise in cruise ship arrivals and foreign investment moved downward from BDS$473 million last September to BDS$147 million at end of last month. Last month, the Freundel Stuart administration took to the International capital market to float a half-a-billion US dollar bond to address the ballooning deficit and shore up the foreign reserves but it was withdrawn after being undersubscribed. This sparked criticism from the Opposition Barbados Labour Party (BLP) that investors have lost confidence in Barbados. But the central bank governor insists the island’s investment grade is not in question and that the bond offer was suspended because of market conditions. “The bond issue was an a d d i t i o n a l insurance…when it was first contemplated interest rates in the international

bond market were very attractive in the order of six percent…By the time we really made up our minds in view of what we had observed in the second quarter that it made sense to acquire this additional insurance we found that the price had gone up and so when we realize it was becoming an expensive proposition we said this is an optional extra this is a little extra insurance, it is not something that we need and there fore it does not make sense to proceed until market conditions return to something that makes it more reasonable,” the Governor added. Looking ahead – Worrell has set his sights on a return to marginal growth next year estimated at less than one percent and a better performance in 2015, however, he is not pinning the island’s recovery on the government but on its people. “My confidence is based not on the government but on Barbadians and Barbadian enterprises and the fact that Barbadians know how to … into their own reserves and address the issues that have to be addressed in order to move this country forward. We have done it before and we will do it again. It is not about government, government does not generate foreign exchange, government cannot grow the economy, it’s the private sector,” Worrell said.

There was once a King called Midas. Everything he touched turned to gold. Later there was a dictator nicknamed Fatboy. Everything he touched, according to Walter Rodney, turned into fecal matter. There is now a new touch in Guyana. It is called the NICIL touch. Now this is a special type of touch. When NICIL touches certain things the most unexpected things happen. Take for example the shares of the government in the Berbice River Bridge. Those shares were supposed to grant control over the Board of the Bridge Company. Instead, minority

Kaieteur News

shareholders have seized control of the Board. As such, even if the government wanted to reduce tariffs, they cannot do so because control of the Board has been shed. Then there is the Marriott Hotel in which NICIL is the major shareholder in the company Atlantic Hotel Inc. that is building the hotel. Some four billion dollars has been expended. There is yet to be financial closure. With the opposition warning investors that this project does not enjoy the support of the parliamentary opposition and that they, the opposition, could not be relied upon to honour any obligations to this

project. This effectively ends this project and NICIL will now be left with an empty concrete structure, compliments of the initial secrecy and lack of transparency which had been a feature of the early stages of the project. Onto now no one knows the identities of the syndicated investors. This is the NICIL touch at the best. They touch the hotel project and the potential investors go into hiding. They touch the Berbice River Bridge and the government shares seem to have gone into hiding. NICIL was also involved in the negotiations for the construction of the Amalia

Woman set alight in house by lover succumbs Tameshwarie Narharry, the woman whose lover set her alight in her house on Wednesday, succumbed shortly after noon yesterday in the Burns Care Unit at the Georgetown Public Hospital Corporation. The 51-year-old Narharry, also known as Shantie Mohamed, had suffered firstdegree burns to most of her body. According to reports, the woman’s paramour, 52-yearold Patrick Seepaul, had doused her with gasoline at around 05:00 hrs on Wednesday before setting fire to the two-flat house the couple had rented at Zorg, Essequibo. The upper flat was destroyed. He fled the scene, but was

Dead: Tameshwarie Narharry later found dead behind the partly burnt house. Police believe that the suspect ingested a poisonous substance. Narharry’s sister,

Saywattie Persaud, said that she knew little about her sibling’s partner, but concluded that the man had acted out of jealousy. One of Narharry’s daughters said that she was awakened by her mother’s screams of ‘fire’, early Wednesday morning and saw the building in flames. She then assisted her mother, who was severely burnt, out of the building. Another relative recalled hearing Narharry exclaiming that she felt something being thrown on her during her sleep. Neighbours who successfully contained the fire to the burning building spoke of smelling gasoline around the burnt-out house.

Falls Hydroelectric Project. A road was being constructed and has already had tremendous cost overruns. NICIL seems to have ignored the possibility of incorporating this element into the responsibilities of the investors. That idea seems to have disappeared off of its radar. A great deal of money has already been wasted on this project and a great deal more is likely to go down the drain unless NICIL is removed from this project. But as with everything else, NICIL seems to have created a miracle. Moses parted the Red Sea. After the Israelites had crossed, the waters returned and drowned the pursuers. NICIL did not have the same luck. They had difficulty defending this project and then suddenly the water that feeds the falls disappeared, leaving a huge question mark over the technical feasibility of this project. NICIL is hoping to next get their paws on the proposed new Bridge that is to be constructed across the Demerara River. The government has already decided that NICIL is to be the chief cook and bottle

Page 9

washer of this project. The same flawed model of a public-private partnership is being used for this major infrastructural project. The opposition is already upset that NICIL will be involved. Once that happens you can never tell what is going to happen to this bridge. There is no guarantee that under a public–private partnership that the tariffs will remain unchanged. Forget about the pre-feasibility studies. No private investor is going to plug money into a bridge to allow a motor car to cross for $100. The only way that is going to be allowed to happen is if the government finances the bridge itself. For this to happen, NICIL may have to inject some

equity into the project and waive dividends and interests. But will NICIL do this? Or are such concessions only reserved for publicprivate partnerships which end up handing over control, profits and dividends to private investors? With NICIL involved in this bridge, parliamentary oversight and approval will be absent, and without this, NICIL will be free to once again perform one of its Houdini-like acts.

Full Court to decide on jurisdiction in Granger dismissal appeal By Zena Henry The issue of jurisdiction raised by Attorney General Anil Nandlall will be decided upon come November 11, when the appeal case against the dismissal of Opposition Leader David Granger as a respondent in the 2012 budget cut case returns to the Full Court. Chief Justice (CJ) Ian Chang removed Granger, as well as Finance Minister Ashni Singh from the budget cut case stating that as Parliamentary members, they are legally provided with immunity. The Opposition Leader has since chosen to surrender his immunity and appeal the Chief Justice’s decision, since according to his lawyers, the initial issue of cutting the 2012 budget was a “democratic parliamentary decision,” that occurred while Granger was the Leader of the Opposition. Nandlall has argued, however, that the Full Court is not the place where the

Attorney General Anil Nandlall Opposition Leader should seek redress since the CJ’s decision is final and the appeal should be made to the Appeals Court. This argument thus raised the question as to whether the Full Court has the

Attorney-at-law Basil Williams

jurisdiction to hear and determine the appeal. Even before the appeal case begins, jurisdiction has to be determined, which depends on whether the CJ’s decision was final or interlocutory.

When the matter commenced at the High Court before Justices Rishi Persuad and James Bovell-Drakes on Tuesday, the AG presented his submission that the Chief Justice’s decision was final.

Parliamentary Officers attend ICT workshop in Uruguay The National Assembly has sent two Parliamentary Officers - Onieka Walton (Public Relations Officer) and Deo Dookie (Systems Development Coordinator) to Montevideo, Uruguay where they are currently attending a workshop on “ICT strategic planning and use of social media in parliaments”. The three-day workshop, which is organised within the framework of the Exchange Network of Parliaments of Latin America and the Caribbean through the Global Centre for ICT in Parliament began Wednesday and will end today. The Regional workshop intends to respond to some of the challenges faced by parliaments of Latin America in planning strategically for

the use of ICT- both to enhance the effectiveness of their internal processes and to improve their communication and information services towards citizens. The first day of the workshop was dedicated to a discussion among participants on the budget of their respective parliaments regarding ICT, and the process of prioritisation of the ICT projects by the legislature. The second day focused on ICT strategic planning: the basic steps of strategic planning, their objectives and the tools that can assist in the process. Participants also had the opportunity to discuss the draft document “ICT Strategic Planning in Parliament” prepared through

the Global Centre for ICT Strategic Planning. The document aims at providing guidance to the political and administrative leaders of parliaments and their senior staff on the basic principles of strategic planning as it applies to ICT and on the steps to be undertaken by legislatures to devise their own ICT Strategic Plan. Today, participants will concentrate on the use of social media to engage citizens in parliament’s work. Participants will have the opportunity to discuss the Social Media Guidelines for Parliaments published by the Inter-Parliamentary Union with support from the Association of Secretaries General of Parliaments (ASGP), the IFLA Section of

Libraries and Research Services for Parliaments and the Global Centre for ICT in Parliament. The objective of the guidelines is to encourage more widespread, more efficient, and more effective use of social media by parliaments. The workshop, which was organised by the United Nations Department of Economic and Social Affairs (UNDESA), the InterParliamentary Union and the Parliament of Uruguay through the Global Centre of ICT in Parliament, is attended by Members of Parliament who are responsible for the budgeting of ICT in their parliaments, directors of ICT and the heads of Communication services in the respective parliaments.

He however presented no authorities on the matter. Attorney –at–law Basil Williams has on the other hand argued in a written submission to the court that the CJ’s ruling is interlocutory, and a dismissal cannot be a final decision. Williams referred the court to the Supreme Court Practice (1999 edition) which speaks to the state of a decision. The document states that judgments and orders to be treated as interlocutory are orders for or relating to the striking out of parties. Williams also presented several legal authorities to speak on the issue of a court’s jurisdiction and the grounds for a matter to be heard at the different judicial levels. He further pointed out that the Court of Appeal in the case of Dhajoo-vs-Thom (1939) embraced a decision that every court must justify itself; that as a matter of jurisdiction it can properly hear and determine a matter. The answer to that question depends upon whether the order by the Chief Justice was final or interlocutory, Williams charged. He went on to state that according to Section 79 of the High Court Act, an appeal will go to the Full Court from any judgment or order made by a single judge. Section 6(2) of the Court of Appeal Act Cap: 3:01 also provides that, “... an appeal shall lie to the Court of Appeal in any cause from any order of the Full Court...” Williams’s written submission of some 12

authorities was later handed over to the court and the Attorney General, who is the respondent in the matter. As it relates to the ongoing budget cut case, the Speaker of the National Assembly Raphael Trotman is the remaining respondent. Although he too has immunity, like the Opposition Leader and the Finance Minister, the Attorney General has argued that the Speaker was the one to open the door for talks and subsequent cutting of the budget. It was further argued that the Speaker’s decision to do so was against Parliament’s Standing Orders. In 2012, the Opposition cut the budget estimated by the Finance Minister. This prompted the government to head to the court where an initial ruling by the Chief Justice stated that the National Assembly could not cut the budget. Monies allocated by the Finance Minister were once again cut from the budget in 2013 and the government returned to the High Court. Basil Williams, Llewellyn John, Joseph Harmon and Deborah Backer; who are also representing Granger, have argued that to remove the Opposition Leader from the budget case is unfair. They believe that the one responsible for cutting the budget should be allowed in the hearing to represent their interest. Williams has argued continuously, “How can the government be heard and not the Opposition?”

=== THE FREDDIE KISSOON COLUMN ===

The Freudian content of the PPP’s mind Let me ask you some questions. Why do you think Robeson Benn went to NCN to get the calypso removed from the airwaves even though he was not the subject Minister and he didn’t go through the subject Minister? Why do you think at a press conference a Minister could say, “I thought it was me y’all talking ‘bout when y’all talk about a minister doing illegal things because I is a Minister who is do illegal things.” Why do you think a PPP parliamentarians could say that the public swimming pools cannot be made open to the general public because people must realize that they have to bathe before they swim? Why do you think that “Killaman” skips from one sordid scandal to the other?

Why do you think that the de facto ruler of Guyana told a public meeting in Essequibo that the reason why a newspaper owner does not like him is because the publisher had a woman and he “took away” the lady? Do politicians engage in such scatology when speaking to their supporters? Should public politics involve such degrading grammar? How can a lawyer of all people, openly praise the police for killing three youths and say that it is a waste of money to do a post mortem? In front of the media, a Minister turns her backside in front of her Ministry to a group of protestors in a manner that is clearly vulgar. I could go on and on. I could tax my memory and take

you back to more incredibly shocking semantics from all PPP leaders, including numero uno. Of course by saying numero uno, you may not know who I mean, because lots of Guyanese are saying that Guyana has two presidents. Which one is numero uno? What are your answers to all these questions? I will give you mine. They are in the philosophy of that great thinker, Sigmund Freud. Deep in the sub-conscious of all PPP leaders, without exception, is the acceptance that East Indians are to the PPP what water is to a flower. Out of that Freudian permanence comes an ironic contempt, in that PPP leaders see Indians as trapped souls. There is no sensitive awareness when

The Guyana Taxi Service Association has condemned the “horrifying attack on taxi driver, David Best, by carjackers on October 22”. In a press statement the body expressed that “We condemn this heinous crime which was perpetrated against David Best, and which has occurred against other taxi drivers who are going about their legitimate business.” On Wednesday at 07:00 hrs, in Lusignan, East Coast Demerara residents found Best injured and lying face down on the road in their community. They reportedly turned him over and provided

assistance. He utilized his mobile phone to call his brother Rear Admiral Gary Best who rushed to his aid. The attack was carried out on Tuesday night by two males and a female, who joined his taxi, HB 9006, at Luxury Cabs base on Vlissingen Road. After beating him severely to the head and stabbing him to the chest, the assailants left him to die on the road. According to the Association, these attacks are becoming an unfortunate trend that is plaguing the industry and bring great fear among taxi drivers as well as passengers. The body is calling for

greater vigilance among law enforcers and all stakeholders with a view of limiting these attacks. “We further call on all law abiding persons to join with us in condemning such crimes and wish the victim of this attack a speedy and full recovery,” the body said. Emsley Baptiste, a member of the Association, during an interview with this publication, said taxi drivers and services need to cooperate in the sharing of suspicious information and look out for each other. He said the installation of tracking devices and radio sets would help taxi drivers to keep connected to their bases. According to an observer, installing Closed Circuit Television (CCTV) should be a prerequisite for the licencing of public places for instance, taxi services, restaurants and gas stations.

Taxi association condemns attack on drivers

dealing with Indians, because PPP autocrats know they can talk down to them and they have to accept. Here is just one example of unbelievable disdain the PPP has for people they perceive as their property. At a Hindu wedding, a neighbour of mine went up to the de jure (legal) president and implored that the Government fix the road where she lives (it is in extremely terrible condition). Guess which Minister she was advised to see? The Minister of Housing and Trade. The Minister directly responsible for the road projects all over Guyana is the Minister of Works. When she told me this, I told her he was downright rude; he knew he misled you. Indians have nowhere to go except the address of the PPP head office on Robb Street, ironically named Freedom House. Indians then have no alternative. When they look at Guyana, they see

a coin. On one side is themselves, the other side are African Guyanese. Since Indians do not want African Guyanese to be in power, then Indians have to keep their PPP embrace, and that is a permanent fixture on the Indian mind. This understanding of course is a permanent fixture in the psyche of all PPP leaders, be they at the apex or on the lower rungs. A senior journalist at Kaieteur News told me that he overheard two PPP kings talking during a large demonstration against the upsurge in crime, and one of them flippantly referred to the illusion of the AFC in thinking that Indians would ever stray from the PPP. Herein lies the answer to all those questions asked of you above. It will not stop with the Robeson Benn incident at Parika in which a member of the People’s Parliament was detained at a police station. It will not stop

Frederick Kissoon at Kwame Mc Koy’s antics. These horrible attitudinal displays have no limits, simply because the people whose mouths they come out of believe at a deep, Freudian level that they do not have to endure embarrassment and will not face castigation, because Indian Guyanese will not remonstrate with them. The analogy of a boss and the coffee lady is apt. The coffee lady is not going to mind if she is seen taking home the milk. The boss is sexing her up and she can get away with anything. This analogy is a brutal fact of life.

Government gets new Berbice nursery school submissions to revive Amaila teacher, son vanish A 33-year-old teacher of East Canje, Berbice, and her 3-year-old son, have been missing for over two weeks. Shuana Benn, a teacher attached to the Savannah Park Nursery in New Amsterdam, left her Fort Ordnance Housing Scheme home in the wee hours of October 10, 2013 with Jamal Davidson in her car and has not been heard from or seen since. Benn, a single parent, lived with her two children, Jamal and 8-year-old Azandin. The woman’s mother, Rosalyn Wharton is very worried about her missing daughter and grandson. “She has not been seen for the past two weeks and we do not know her whereabouts”, the woman said. “Her eight-year-old son said that his mommy wake him up early in the morning and said she going out, and that she coming back just now.” Benn left with her silver grey Toyota Allion HC 2456. Police have not been able to locate the vehicle. Wharton added that the child was alone for a few days and “no family member knew she was missing.” It was not until the Headteacher of the Nursery School contacted a sister, Michelle, and said that Benn had not reported for work for several days, that the family suspected that

The Guyana Government is in receipt of several offers to build the Amaila Falls Hydro Electric Project after developer Sithe Global withdrew from the project earlier this year. This was confirmed by Head of the Presidential Secretariat, Dr Roger Luncheon, who following his post-cabinet press briefing was asked about the status of the project, given Government’s expressed determination to have it become a reality. The submissions are not formal, Dr Luncheon said, adding that this could only be done should there be an invitation for Expressions of Interest. According to the Government spokesperson, offers have been coming in from companies in the United States of America, Brazil, China and Europe among others. “The interest is wide.” Asked about talks with Sithe Global and the possibility of them making an about turn on the project, Dr Luncheon said that he does not believe that this would happen. “There are new entrants to the field who have been making offers to the government and saying that they could undertake with a suitable design, even with the same design or with a redesign, to make Amaila a reality.” The development of the Amaila Falls Hydro Electric Project came to a screeching halt earlier this year when A Partnership for National Unity (APNU) voted against Bill meant to create an environmental offset and a motion to increase the debt ceiling.

Head of the Presidential Secretariat, Dr Roger Luncheon Sithe Global in announcing its pullout from the project had indicated that there was no parliamentary consensus. The project had been subjected to intense scrutiny, particularly over its price tag which had increased from US$450M when it was first announced up to a whopping US$915M. It involves the construction of a hydropower

plant in the area of westcentral Guyana, where the Amaila and Kuribrong Rivers meet. This publication recently published an image of a driedup Amaila Falls and Kuribrong River. APNU’s Leader, David Granger, who had voted against the measures in Parliament, said that the possibility of a dried-up falls and river is the reason why his party had called for a Potaro Basin Development Authority in the first place. He said that such a body would have been equipped with the necessary skills to be able to properly analyze and predict weather patterns. Granger said that the major flaw in the project design was to single out the Amaila site and Kuribrong River as the only source of water for the hydro electric plant. According to Granger, there are a number of other sources of water in the Potaro basin that could have been diverted to the reservoir for the plant. This would have allowed for a more stable supply of water that could facilitate an even larger plant. The project is intended to supply the nation with 165MW of electricity.

Teen electrocuted while Set aside individual differences connecting washing machine Anti-money laundering legislation…

in the public interest - TIGI

Transparency Institute (Guyana) Inc. yesterday indicated via media release that it notes with deep concern the current political impasse surrounding the passage of the amendment to AML/CFT Act of 2009. “It will be recalled that the Government had tabled in the National Assembly certain amendments to the Act on 7 May 2013 to address a number of shortcomings highlighted in the third evaluation report the Caribbean Financial Action Task Force (CFATF) dated 25 July 2011. The Assembly referred the proposed amendments to a Select Committee for detailed scrutiny and reporting to the Assembly.” The body pointed out that the key concerns of CFATF were that: (a) Guyana’s legislation needed to be overhauled to bring it in line with the standard recommendations used to evaluate countries’ efforts to combat money laundering and terrorist financing; and (b) Guyana had taken minimal steps to implement the requirements of the existing legislation.

In particular, concern was expressed that the Financial Intelligence Unit (FIU), which is the backbone of the legislation, had only a Director whereas the Unit is to be staffed also by a lawyer, and accountant and such other officials trained in investigative work. The Government subsequently received a damning letter dated 10 April 2013 from the CFATF in which several warnings and references to earlier notifications of Guyana’s precarious position since November 2012 were cited.” TIGI appealed to all the political parties to set aside their individual differences and in the interest of compromise and goodwill to find common ground so that the amendments can be approved before the deadline expires. The body said that it believes that it is in the public interest that the views of all political parties should be seriously considered and, to the extent that they are justified, those views should be incorporated in a revised draft for consideration of the National Assembly. “TIGI takes the opportunity to remind legislators of the urgent

need to: (a) establish the Public Procurement Commission to oversee public procurement which accounts for approximately 70 per cent of public expenditure; and (b) appoint the members of the Integrity Commission to scrutinize the annual declarations of assets and liabilities of, among others, Ministers of the Government, other Members of Parliament and other senior public officials. Corruption is the abuse of public office for private gain, and therefore it is linked to money laundering. It would therefore not be unreasonable for legislators to consider all three important measures at the same time. TIGI is confident that: (a) if a sincere and dedicated effort is made to have these measures put in place; and (b) the concerned entities are staffed with independent and technically and professionally competent officials and are provided with adequate resources to discharge their mandates effectively, drug trafficking, money laundering and perceptions of levels of corruption will be significantly reduced.”

By Leon Suseran A 17-year-old second-year student of the New Amsterdam Technical Institute was electrocuted on Wednesday evening while connecting a washing machine to a transformer. The lifeless body of Azam Inshan of Lot 30 ‘A’ Cotton Tree, West Coast Berbice was found by his twin brother, Azim shortly before 23:00 hrs. Azim stated that he rushed to save his brother’s life. “I took the hammock and he was sitting on the chair...and he told me he had to go wash clothes—and I told him it was nearing 11 o’ clock.” Then moments later, he heard “a big shout…I never heard him shout like that and when I touched him, I was shocked a bit and I pulled out the 240v current…and I shouted for my father and sister and we tried to revive him.” The boy added, too, that his sibling started to froth after which he “made two last breaths and died.” “We used a transformer to operate the machine and we had an extension cord which was upstairs, but he didn’t go upstairs [for the cord] so [apparently] he moved the

Venezuelan charged with illegal entry Joao Pereira Da Silva yesterday appeared before Chief Magistrate Priya Sewnarine-Beharry in the Georgetown Magistrates’ Court where he faced an illegal entry charge. It is alleged that on October 29, at Charity, Essequibo, Da Silva entered Guyana by sea and

disembarked without the consent of an Immigration Officer. Speaking through Corporal Peters who functioned as the Venezuelan’s interpreter, the 63-year-old pleaded guilty. Attorney-at-Law Peter Hugh, who made an application for bail on his client’s behalf, told the court

that Da Silva, who was misinformed on the visa process, believed that he could have uplifted a visa on arrival. Hugh further explained that the purpose of Da Silva’s visit was to spend a vacation with some Guyanese relatives in Republic Park. The Attorney beseeched the court to be lenient as he requested a non-

remand sentence for his client. Prosecutor Bharat Mangru offered no objections and Magistrate Priya SewnarineBeharry thereafter offered the Venezuelan two options: to either pay a $30,000 fine or face an alternative of three months imprisonment. Da Silva opted to pay the fine.

Dead: Azam Inshan transformer and carried it to another place where he could have just plugged in the machine; but whilst doing it, he didn’t realize the current was in 240v.” The boy’s father, Mohamed Inshan was in a state of shock. He said that he was in bed while the incident took place and he rushed downstairs to see his son lying on the floor. “I didn’t see what happen. My other son, Azim, was downstairs and apparently when he got shocked, he [Azam] hollered and his brother run to his rescue and nearly got shocked and he tried to pull the wire out of the outlet.” “But it was too late. He fell unconscious and a few seconds after, he drew two or three breaths and then we took him to Fort Wellington Hospital where he was pronounced dead. “I saw him lying on the ground,” the grieving father said. According to the dead teen’s sister, Neesa, 20, her mother Bindoo Inshan is the head teacher at the Mora Point Nursery School in the Mahaicony Creek and she

would normally be away for the entire week. The young woman amidst tears said that her brother apparently touched the wrong side of the cord on the transformer which was apparently still plugged into the wall and got shocked. His left hand was burnt. She and her father were upstairs at the time. Police arrived at the scene and took statements. The boy’s father said that Azim was “a very quiet, cool and easy person. It’s a big shock. We didn’t expect a thing like that. We didn’t even realize that he was going to wash shirt. He had other shirts; apparently he loved that shirt, so I don’t know.” The body is currently at the Anthony’s Funeral Parlour where it is awaiting a post mortem examination today. Azam Inshan was pursuing an Internal Combustion Engine (ICE) course and was nearing graduation. The teen was described as very ambitious. His twin brother is devastated. The two brothers were almost always together. Police are investigating.

Importance of quality care emphasised at GPHC’s awareness exhibition

Scenes from the ongoing GPHC Quality Health Care exhibition As it continued the simultaneous observances of National Health Care Quality and Infection and Prevention and Control weeks, the Georgetown Public Hospital Corporation (GPHC) yesterday spearheaded an awareness exhibition at its East Street, Georgetown, car park. The event, according to Infections Control Officer, Caroline Hicks, came as part of a week-long global observance which the GPHC has for the first time embraced with a view of bringing awareness to staff and the public alike. This move, she noted, is emphasised by the

theme of Infection, Prevention and Control Week - ‘Pass it on – Infection, prevention and control matters.” “Really we want to pass on the awareness of hand washing, for example, which is the simplest means of preventing infection,” the Infections Control Officer said. According to the official, infection prevention and control is an important aspect at the GPHC if quality care is to be sustained. Hicks who has been in the Infection, Prevention and Control Department for more than two years insisted that various measures are employed by the

Teenager killed while cycling to Mandir

Dead: Ramo Manoo A teenager riding along the Mon Repos School Road, East Coast Demerara (ECD) was killed last evening when a 20-tonne sand-laden truck struck him off of his bicycle. The victim was identified as 13-year-old Ramo Manoo of 295 Martinsville ECD. Reports reveal that the lad was heading to a Mandir within the street after

collecting bananas. The driver, Prabu Dyal Tewari and the truck were taken into police custody at the Beterverwagting Station. According to the father of the driver, there were two eyewitnesses to the accident and they gave statements to the police. “The boy was riding a bicycle and there were two cars behind, and he was riding in the corner and wobbling and he fell onto the truck, but the truck did not run over him, but unfortunately he died. I don’t know how the bicycle got entangled with the truck but the back hit him,” the father lamented. However, residents in the area noted that vehicles would normally speed through the street without care or consideration for bystanders. The mother of the dead child was inconsolable and blames herself for allowing her son to leave the house to venture onto the road.

hospital to ensure it is in an ideal place to cater to patients. “With the quality of care we give we must be able to prevent infection from moving from one patient to another, from staff to staff, staff to patient and visitors, so we have to make not only people at the hospital, but also the country at large, aware...We are looking to sensitise them all,” said Hicks. The observance which commenced on Sunday with a fitness walk is expected to continue until tomorrow. But according to Hicks, the process will not simply come to an end at the end of the week since she has assured that “I am going to personally make sure that this message will be passed on so as to ensure that the measures we are advocating for is not merely a one-time thing or just

for a week.” “We don’t expect to be targeting hand washing all the time, but rather we must be free to say yes, hand washing is a regular feature here (GPHC),” said Hicks. The exhibition yesterday was supported by the Ministry of Health and officials from the Pan American Health Organisation (PAHO). According to PAHO’s Senior Advisor of Sustainable Development and Environmental Health, Adrianus Vlugman, the goal of health care is to provide the best available high-quality medical services to all who need it. And the quality of health care services, he noted, is determined by standards that measure improvement of health outcomes. “Until recently, the

judgment that patients are receiving high-quality medical care relied primarily on medical professionals’ judgment,” said Vlugman, who also observed that “monitoring and improvements in quality were left generally to individual physician.” Speaking to the importance of quality care, the PAHO official disclosed that hospitals, over the years, have monitored negative outcomes, such as deaths or infections to identify ways to improve the quality of care and in rare cases, medical societies were involved in physicians’ performances. However, he revealed that this situation has changed dramatically to focus also on positive feedback. “We have learned that practice patterns and the quality of medical care vary

much more than many people had realized, and our ability to measure the quality of care has advanced considerably. Also clinicians are increasingly interested in having objective information about their practices, while patients want to know more about the quality of care available to them,” he explained. He disclosed that there are now sophisticated and effective methods to measure quality to help clinicians and institutions improve the quality of medical care they provide. And in order to achieve the national and institutional goals of ensuring high quality care to all patients, Vlugman said that assessments, monitoring and evaluations are required to assess and process outcomes. Diamond Nursery School commissioned - Ministers urge fathers to take active role in the lives of their children

Diamond Nursery School In recognition of the importance of education to child care, the Ministry of Education in collaboration with the Regional Democratic Council, Region Four, yesterday officially commissioned the Diamond Nursery School at 14th Street, Diamond Scheme yesterday. The Nursery will provide 120 students with a healthy environment to explore a world of social skills and hands-on experiences with qualified teachers. Parents, teachers and students assembled at the location where the school was officially presented to them by Minister of Education, Priya Manickchand, who was also in the company of Minister of Finance, Dr. Ashni Singh. Also in attendance were senior members of the education Ministry who expressed that the Nursery is tangible proof of the

Ministry’s plans to develop the education sector in Guyana in the face of all obstacles. The enthused children who found it hard to contain themselves told members of the media corps, with hearty smiles, ”we love our school! It’s big and pretty!” The edifice is painted in yellow with sections of its borders coloured in gray and green. Also speaking at the momentous event was Project Manager of the Basic Needs Trust Fund, Michael Singh. “This occasion is very special to me because, before this Nursery was here, the entire area was a lot of cane fields, and it is especially pleasing to see how far Guyana is going.” “The Basic Needs Trust Fund is a programme funded by the Government and the Caribbean Development Bank

in Barbados, which provides resources to poor countries in order to improve access to basic public services and further reduce vulnerability to risks that impact income and well being.” “The construction commenced October 17, 2012 and was completed in July 23, 2013 at a cost of $64.5M,” Singh told the gathering. Sharing his sentiments, Minister Manickchand expressed how pleased she was with the project. She also took the time to call on the parents in attendance to ensure they support their children in whatever way they can. The Minister noted that five of Guyana’s students, four of whom are girls, copped the Regional Caribbean Secondary Education Certificate (CSEC) awards for the best student in the areas Continued on page 25

Region’s fishing faces threat from climate change The regional body charged with finding solutions to ensure the longterm sustainability of the fishing industry has warned about the impact of climate change. The Caribbean Regional Fisheries Mechanism (CRFM), in a statement yesterday, said that climate change will affect not only the fish and their habitats, but also industry performance and all the human, social and economic benefits derived from this. C R F M ’s Tr i n i d a d born Deputy Director, Dr Susan Singh-Renton said that “The direct, more immediate impacts that we can expect to see are deterioration in the quality of the marine habitats and accompanying declines in local marine resources through effects

Coverden fatal smash-up… A 20-year-old truck driver yesterday pleaded not guilty to four counts of causing death by dangerous driving when he appeared before Chief Magistrate Priya Sewnarine-Beharry at the Georgetown Magistrates’ Court The charges read that on October 18, the accused, Ritesh Bhagwandin, on the Coverden Public Road, East Bank Demerara drove motor lorry GPP8495 in a manner dangerous to the public thereby causing the death of Felix Marc, Laurette Evans, Phulmattie Samaroo and Delroy Evans. It is alleged that at about 11:30hrs the accused was driving the said vehicle along

on their production and availability.” The official made it clear that there will be ripple-on impacts for industry livelihoods and the contribution of fresh fish in meeting the region’s food and nutrition security demands. She added: “The tourism industry will also take a big hit, as the typical Caribbean vacation will offer poorer sand and sea recreational activities.” Singh-Renton disclosed that Caribbean marine life is being threatened throughout the range of supporting habitats. “Sea grass beds, mangrove swamps, coral reefs and the open ocean will face changed conditions, affecting sea life in both nursery grounds and adult living areas.” The coral reefs are also being affected by ocean acidification,

increased sea temperatures that are known to cause coral bleaching, excessive sedimentation from land-based sources usually through flooding. Dr Singh-Renton emphasized that the region’s coral reefs are described as among “the ‘richest ecosystems on earth’, and should be carefully monitored and conserved.” Other factors which have the potential to affect Caribbean fisheries include changes to ocean current patterns, which influence the migration patterns of larger fish, and riverine inputs, which provide much needed nutrients to local fish stocks. Dr. Singh-Renton noted that riverine inputs of nutrients are also at risk from climate change, which can alter the flow and volume of riverine material in coastal waters.

Truck driver remanded the west side of the road at a very fast pace and then proceeded to overtake an unknown motor lorry which was parked on the roadway. However, in doing so he ended up in the path of mini bus BPP3521 whose driver quickly swerved in an effort to avoid a head-on collision. However, this was to no avail, the right side of the lorry crashed into the front right side of the said minibus. Prosecutor Bharat Mangru in open court, stated that after the collision Felix Marc, who was the driver of the minibus and Delroy Evans died on the spot while six passengers received injuries and were all taken to the Georgetown Public Hospital. The court heard that Laurette Evans and Phulmattie Samaroo

died while receiving treatment and the rest of the passengers were admitted to the said institution. The accident was reported to the Madewini Police Station and the investigations which were conducted led to the defendant being arrested and charged. Prosecutor Mangru thereafter objected to bail on account of the seriousness and prevalence of the offence. In his objection, he highlighted the penalties attached to such a charge and stated that if granted bail the defendant is not likely to return for trial. Magistrate SewnarineBeharry refused bail and Bhagwandin was remanded to prison where he will await the commencement of his trial on November 15.

‘Picture Boy’ murder trial… High Court Judge Navindra Singh yesterday ruled that the statements reportedly given to the police by Cyon Collier could be admitted into evidence. The ruling came after a Voir Dire to determine whether the accused had given the police the information willingly. Collier called ‘Picture Boy’ is accused of murdering brothers Ray Walcott, called ‘Sugar’, and Carl Andrews, called ‘Alo’, on September 23, 2006. Senior State Prosecutor Judith Gildharie Mursalin is presenting the case. Defence Lawyer Lyndon Amsterdam had objected to the statements being admitted since he said that violence was used against his client by the police. Following the court’s ruling, Assistant Superintendent of Police Alwin Wilson continued his evidence-in-chief before the court. In the officer’s testimony he stated that when he questioned the accused in 2006, the man had related a story to him. He was subsequently asked if he would like to put the

information in writing and Collier reportedly agreed. The statement was read in court. According to the officer, Collier said that he had brought a .38 revolver from Suriname and had given it to ‘Alo.’ The statement alleged that on two occasions, Collier had asked the deceased to return the gun but on the last request the now deceased ‘Alo’ told Collier that he had nothing to give him. The statement further alleges that Collier said that after the incident with ‘Alo’ they “became cold”. Andrews, he claimed, started to “move” with his brother and a cousin and when he (Collier) was around they would throw hints at him saying, “Nobody can’t try nothing or else people gun dead.” Collier reportedly told the officers that knowing he could not deal with the three persons together he went to “Kusum” (Anthony Charles, who the court had already heard was killed in a police shootout in 2006) to explain what was going on so that he could “manners” the man who

had taken his gun. Collier said that Kusum had instead given him an AK-47 assault rifle, which the police found at his house during his arrest. Collier reportedly said in the statement that he stashed the AK-47 and went to Bare Roots, East Coast Demerara where he saw one “Fridge Man” at a party. He said he borrowed the man’s motorcycle and then went to Victoria. The statement continued that Collier reported that he met ‘Alo’ and ‘Sugar’ at the corner and he, “shoot dem up because they threatened me and I feel they woulda kill me some time.” This information, the police witness said, was reportedly taken at the Cove and John Police Station in the Criminal Investigations Section. The police also stated that after putting the allegation to Collier, he responded, “They wrong me so they had to die.” The defence then commenced its crossexamination. The matter will continue today.

Palms residents treated to makeovers

A resident being pampered

Several residents of the Palms Geriatric Institution located on Brickdam were yesterday treated to a day of pampering and partial makeovers. Manicures, Pedicures, and facials were done by members of the Freedom Life Georgetown Ministries, under the guidance of staff members of Milady’s House of Beauty. According to Johann Moore, this is the Ministries’ first time doing makeovers of elderly people, but the plan is to have it become something annual. She noted that the persons who carried out the makeovers were truly pleased, not only with the response from the elders, but the sudden and seemingly joy that appeared on their faces. “It is rewarding, and we hope to be doing this every year,” Moore said. In addition to the makeovers, a number of bathroom supplies were also donated to the institution.

Guyana also copped the award for the Most Outstanding Overall Candidate of the region. The Education Minister then said, “The reason I mention this is because some people say that, ‘oh they got that award because they are rich’. And I want to reiterate that you don’t have to be rich in order to support your children. In fact, some of

these students are from very modest homes.” “I had the privilege of meeting a parent of one of the top performing students and the parent didn’t know one thing she was studying but guess what, when her daughter had to be up early in the morning studying , she was there with her, foot and foot, and that is the kind of support your children need.” Also adding to this call was the Finance Minister, Dr. Singh. “Whilst the Diamond

Scheme has grown and represents the progress of the Education system, I wish to reiterate Minister Manickchand’s calls for fathers to be more involved in the lives of their children. She had made this call at a similar event and I feel it is important to do so again.” The Finance Minister also lauded the work of the Ministry of Education and expressed his satisfaction with the Beterverwagting Nursery School which was opened earlier in the day.

What remains of the structure Seven persons, including five children, are now homeless after fire completely destroyed a two-bedroom house at Meten-Meer-Zorg, West Coast Demerara. The blaze reportedly started shortly after 09:30hrs yesterday. Thirty-four year-old Anita Drapaul, who is the matriarch of the home, told Kaieteur News that she was in the lower

flat of the building along with the children when she heard her neighbour shouting ‘fire’. The woman said that she had just returned from the market. “I was in the kitchen with my children sorting out the greens I bring home because I does walk and sell it through the village” Drapaul said. She said that minutes after, the alarm was raised. The woman said that they were unable to

As such, he said that PAHO is very pleased to join the initiative of the Standards and Technical Services Department of the Ministry of Health in collaboration with the GPHC in observance of National Healthcare Quality week. “We know there is a lot of work to be done, but we recognise and encourage the enthusiasm of young and not so young people working

Letters... Where your views make the news

Can Guyana afford this kind of loss? DEAR EDITOR, I notice letters written in the press by sportsmen and women expressing sadness and anger at Professor Daizal Samad’s departure from UGBC, Berbice and Guyana. I support them fully. Anyone who does not know how much this gentleman has done for all of Guyana has to be blind or deaf. I have no degree, but I know that women who are abused go to him for help.

Children who are molested go to him. Students needing books and clothes go to him. It is not only sports people. Everyone. I want to ask all Guyanese this question—Can you find one person with the integrity of the Professor? But the man is also the brightest thing we have in Guyana. He is a humble man and anyone can approach him on the road or at his house. His office is like a community

centre where people go for help or advice. Why are the authorities not bringing him back home to work for us? This is insane. Can Guyana afford this kind of loss? We complain about talent leaving the country, but when we have the talent here, we throw it away. Let us all join together for the good of this country or else we will not have a country. Randolph Latcha

WPO’s condolences on the passing Ms. Jessica Huntley

DEAR EDITOR, The Women’s Progressive Organisation regrets the recent passing of one its founding members, Ms. Jessica Huntley. We acknowledge the valuable contributions that she made in the early stages of the organisation’s formation and development. The comments made by Jessica Huntley who was named provisional secretary at the formation of the WPO on May 27th 1953 still resonate with us when she said “”the

WPO stands for a better educated woman who can bring up children in surrounding of security; it stands for peace and friendship among the people of the world and for ultimate liberation of our women from colonialism and poverty.” We have seen her prophetic words becoming a reality especially when we see the way women in Guyana have grown in all areas of the country’s development. Her call along with Cde Janet Jagan for women to send their girls

Guysuco Strategic Plan...

From page 5 obvious that if those who must operationalise the plan, are not committed to it, then the critical documentation becomes but a chimera. Inherent in this virtual ‘renewal’ of Guysuco (albeit for the umpteenth time) must be the accepted ideology of teamsmanship which demands the emergence of a leadership ethic that attracts loyalty, leadership and enthusiasm of a high performance transformational task force. Intricating through all the above therefore must be a sensitively designed, and effectively delivered communication programme.

The numbers, whether in hectares or billions of dollars, are hardly meaningful, without the accompanying identification of the competencies for delivering the projected results by specific timelines. A reluctant query therefore, surrounds the relevance of the capabilities of the current decision-makers at the most critical levels of Guysuco. E.B. John

to school has become a success story. The WPO expresses its sincere condolences to her husband Eric and other relatives and friends of Ms Huntley. WPO members

World Bank seeks to secure a brighter future for Caribbean youth WASHINGTON D.C., United States - CMC - The World Bank is in the process of collaborating with several development partners in an effort to secure a brighter future for Caribbean youths with the introduction of a new school curriculum. On Wednesday, the Washington-based financial institution said educators from 14 Caribbean Community (CARICOM) countries recently met with Bank officials and representatives from the Inter-American Development Bank (IDB) and the United Nations to hammer out ways to convince regional teaching staff of the “class value.” “The hope is that when they return to their respective countries, these ambassadors will promote the new syllabus to encourage more schools to add it to their timetable,” the World Bank said. It said despite significant

advances in extending primary and secondary education, “there is a worry that an intense focus on core subjects, such as English, Mathematics and Science, are failing students later in life. “More specifically, they are not being sufficiently equipped with the life skills to make personal and social decisions outside of the classroom, which could most affect their future,” it added. The World Bank said one way to combat this is via a new curriculum that has been developed to help young people across the Caribbean learn key life skills. According to the bank, Health and Family Life Education (HFLE) classes, that are available in all CARICOM member countries, provide students with support and training in four core areas: Sexuality and Sexual Health; Self and Interpersonal Relationships; Managing the Environment

(social, psychosocial, psychological, physical, cyberspace, economic); and Appropriate Eating and Fitness. “We want that when [our children] are pressured negatively that they can use coping skills, that they can use resiliency skills, that they can communicate their feelings,” Barbadian Guidance Counselor Margaret Grant told the World Bank. “If you have a child that is just a bookworm, who’s getting all A’s but they don’t know how to deal with someone who is putting drugs at them, what do you have? A failure,” she added. The World Bank said the HFLE syllabus in the Caribbean is “already reaping the rewards in schools where the class has been incorporated into the curriculum,” citing Balcombe Drive Primary and Junior High School in Jamaica as one example.

Parliamentarians support motion calling for lifting of US embargo on Cuba KINGSTON, Jamaica CMC – Members of Parliament have once again passed a resolution in support of the United States trade embargo on Cuba being lifted. The resolution, presented earlier this week by Industry Minister, Anthony Hylton stated that last year 188 member states of the United Nations, including Jamaica, voted in favour of ending the embargo. The resolution also said

“Although the US does not see Cuba today as a threat to its national security, it still upholds the embargo.” Members of the lower house agreed that the block on Cuba is not only in violation of international law, but is also counter to international human rights law, which prohibits any embargo on raw materials for food or medicine. “In 2013 we believe that this continued act of aggression against Cuba and

the Cuban people is overdone, it’s an abuse of power and it threatens the peace and security of the region, and in that sense, it is of continuing concern to the Government and people of Jamaica, the entire region and indeed the world. We seek to have a region of peace, a region of tranquility and a region of progress. That region, however defined, cannot be drawn to exclude the state of Cuba” Hylton said.

ST.JOHN’S, Antigua CMC - Prime Minister Baldwin Spencer has expressed his disappointment with the United States over its continued failure to reach an agreement to end the ongoing internet gaming dispute with Washington. The Antigua and Barbuda government has established a select committee to oversee the implementation process of the World Trade Organization (WTO) ruling, as the island seeks to suspend certain concessions and other obligations with the United States in their ongoing dispute. Spencer told the Committee that “in the face of the ongoing failure of the United States to negotiate with Antigua and Barbuda a

reasonable settlement of this dispute, the implementation of trade remedies awarded by the WTO is an important international responsibility. “I am pleased that the Committee continues working with expedience, meeting as scheduled and focusing on its mandate to utilise the WTO remedies in a responsible and proper manner. This will give Antigua and Barbuda a tangible benefit for our years of perseverance on this matter. “Be assured that resolving the WTO Gaming case in a fair, reasonable and positive way is a top priority of the Government of Antigua and Barbuda,” he added. The Committee, is chaired by Attorney General Justin Simon QC, and also includes Antigua and Barbuda

Ambassador Colin Murdoch and chief legal counsel in the WTO matter, Mark Mendel. A government statement said that although its proceedings are confidential, “the Committee is said to be recommending the establishment by the Government of Antigua and Barbuda of a statutory body to own, manage and operate the ultimate platform to be created for the monetisation or other exploitation of the suspension of American intellectual property rights authorised earlier this year by the WTO.” The statement said “it is understood that the necessary domestic legislation to implement the remedies is in the final stages of preparation for submission to Parliament.

The countries Kissoon presents as humanitarian support human rights abuses DEAR EDITOR, Mr. Kissoon’s column (What is wrong with nonwestern civilization?) is contradictory, since the very countries and religion he is presenting as humanitarian have been the most ardent supporters of the very countries he has identified as culpable of human rights and other abuses. Against this background, and specifically in relation to his column of Thursday, October 24, I would appreciate if Mr. Kissoon can answer the following; Are these the same people that Amnesty International has identified as culpable for war crimes with respect to the killing of untold number of innocent civilians as a consequence of their drone strikes? Are these the very people who support the Egyptian dictators with billions in aid? Ninety percent (90%) of which is in the form of weapons. What did these very

people do to stop the genocide in Rwanda? Why are they so resistant toward the payment reparations to the descendants of slaves, while supporting reparations to the victims of Nazism? Are these the same people that have watched the Palestinians suffer for over 60 years, offering token gestures of peace? Are these the same people that have military bases in over 200 countries? Selling billions in weapons to inconsequential countries (politically speaking) like Bahrain and the same Qatar he has identified as a culpable entity. By the way, as the world was celebrating the 90th birth anniversary of Nelson Mandela, he was still listed as a Terrorist on the books of the State Department. What can one say? The same people who stoutly rejected sanctions against Zimbabwe and South Africa on the grounds of humanitarianism,

but are quick to impose on others. Looks to me like racism. The point here is that the charade which masquerades itself as humanitarianism is more impacting on the people at the epicenter of its “ consequences” rather than in remote newspaper columns. With respect to the humanitarian aspect of Christianity, I don’t believe that any learned person would have a difficulty with that. All religions have some humanitarian aspects to their practice. However, I fail to see where any way of life (notice, I did not say religion) has a more acute awareness of charity than Islam, where charity is one of the five pillars and where charity extends beyond mere materialism, but to equally important gestures as sound advice. The pillar of Islam subscribes to the compulsory giving to the poor by the rich, not the other way around as is widely practiced. Abdul Rahim – Forde

DEAR EDITOR, Grateful if you could please publish this disclaimer which was first published on my Facebook page in the year 2012. There has, once again, been numerous phone calls, emails and other messages about the property at 162-163 Camp & Lamaha Streets.

I therefore wish to once again state publicly that I have no association with that property. There has never been - and there is no current - legal, financial, familial or any relationship whatsoever with that property, its associated buildings, its owners and its financiers. Saudi Arabia issues warning to women drivers, protesters (CNN) -- Saudi Arabia's Interior Ministry issued a warning to women caught driving and anyone engaging in demonstrations Saturday, as activists have called on the country to defy a Saudi de

facto ban on women driving. Without outlining how laws would be applied and what punishment might be doled out to offenders, Saudi Arabia's Interior Ministry spokesman, Maj. Gen.

Mansour Al-Turki said, "All violations will be dealt with -whether demonstrations or women driving." "Not just on the 26th. Before and after," added AlTurki. "At all times." Meanwhile, several Saudi women supporting the October 26th Women's Driving Campaign say they received threatening calls Thursday from men claiming to represent the Interior Ministry, according to women's rights activists who requested anonymity. The callers warned the women not to drive before, on or after Saturday, the activists said. Some of the activists expressed doubt that the callers were actually from the Interior Ministry. Originally, Al-Turki denied any calls were made, but he later contacted CNN to clarify his comments. He said the phone calls were a public relations move the ministry undertook to help some people understand a written statement made Wednesday.

The East Coast Cricket Board (ECCB) is continuing its 40-over cricket competition with seven matches scheduled for Sunday. Competitions Chairman, Raymond Barton and the ECCB is calling the authorities who has the responsibility for the preparation of the grounds and facilities on the East Coast (the NDCs, IMCs and GUYSUCO) to make a special effort to get the facilities in playing shape.

“In most cases, all that is required is cutting the playing area and the preparation of the pitch. It has been more than five weeks since the resumption of the cricket on the East Coast and the ECCB is finding it difficult to organise matches consisting of forty-one (41) teams with only seven grounds available. It must be noted that East Coast (Abary to Ogle) has twenty-six cricket grounds”, Barton lamented

Sevens ruggers deemed ineligible to participate in NACRA Guyana’s Men’s Sevens Rugby team has been denied entry to the upcoming North America and Caribbean Rugby Association (NACRA) Championships on the grounds that the Guyana Rugby Football Union (GRFU) missed the deadline for registration, albeit by a few hours. At a press briefing which was held at the Guyana Olympic Association Headquarters on High Street yesterday, GRFU Executives - President Peter Green, Senior Vice-president Mike McCormack and member Captain Earl Edghillall agreed that NACRA’s decision to debar Guyana was “grossly unfair”. The GRFU President said the Union was surprised at the harshness of the penalty which came over a month in advance of the tournament, which will be held at the Truman Bodden National Stadium in the Cayman Islands from November 9-10.

He noted that the GRFU had given assurances to NACRA on several occasions of its commitment to participate in the tournament, the last communication being less than 24 hours before the ban was imposed. According to Green the deadline for registration was 12 noon on October 8 and despite their declaration to NACRA that they were working assiduously to concretise arrangements to travel to participate in the tournament, the governing Body for the Region still went ahead and stated that they were ineligible to compete due to their late confirmation. “Exclusion to the championship closes off entry to the Commonwealth Games, the Central American Games and it is a major blow to Guyana’s hopes for Olympic qualification. Appeals to the NACRA Executive Committee and the Chairman of the International

Rugby Board to the effect that the punishment is grossly unfair were turned down,” Green, who is also President of the Guyana Amateur Powerlifting Federation, explained. Green rationalised that denying Guyana entry to the tournament is blatant disregard for the larger contribution that the GRFU has made to NACRA over the years. These, he highlighted, include the hosting of the Central American and Caribbean Games in 2009 when no other territory in the Caribbean was prepared to do so, and putting the Caribbean on the world rugby map by qualifying to compete in the World Sevens Series in Hong Kong and Las Vegas. During that period, Guyana dominated Sevens Rugby in the Caribbean, with the Men’s team winning an unprecedented six consecutive NACRA titles. “Similarly mystifying is

David Warner’s 197 sets record score in Australian one-day game Australia Test batsman David Warner fell three runs short of scoring the first double century in Australian domestic oneday cricket. The New South Wales opener hit 20 fours and 10 sixes in making 197 off 144 balls in y e s t e r d a y ’s w i n o v e r Victoria in the Ryobi Cup 50-over competition. He beat the previous domestic record of 187, scored by Jimmy Maher in 2004. Warner, 26, has now scored three centuries in his past four matches ahead of the forthcoming Ashes series. the tournament administrator seemingly waiting anxiously for the deadline to arrive in order to immediately fire off an e-mail eleven minutes afterwards, ordering the GRFU to take no more actions, thereby reducing the number of competing teams to three pools of 12. Tournament organisers are usually anxious to attract the best teams they can find. Not so NACRA, who have expressed no regret at having to exclude the team that has dominated NACRA Sevens for six of the past seven years,” an aggrieved Green declared. The Guyanese Men’s have dominated Sevens Rugby during the past decade, winning successive titles from 2006 to 2011 before finishing as runners-up in 2012. Questioned on the reason for missing the deadline, the GRFU Head pointed out that the answer lies in the change of rules within NACRA. “Traditionally, participating unions informed NACRA of the flights they were taking and the costs; NACRA then remitted 75 percent of the fares in the form of the subsidy provided by the IRB to assist poorer Unions. This year, the tournament organiser went to great pains to make clear that flights had to be bought and proof of payments submitted prior to subsidies being paid - the reason offered, being that some Unions had taken

funds in the past and subsequently not turned up at the tournament,” Green explained. He added, “The GRFU did not object to the rule. What NACRA overlooked is the burden this placed on poorer Unions to first raise the funds, before booking tickets, or alternatively to seek loans, which defeats the purpose of the subsidy. In the case of the GRFU, a key sponsor was late by a few days in making a promised donation available, with the knock-on effect that we were also late in buying the tickets.” Initially, the GRFU was hoping to send both a Men’s and Women’s team, but a decision was made to pull the Women’s team from the tournament as funding had become a bugbear. The GRFU had to raise over $11 million in total; $6.4 for the Men’s team and $5.4 for the Women’s unit. “The Union was only able to raise funds that would have seen participation of the Men’s team in time for the booking,” Green revealed. According to the GRFU top brass, Trinidad and Tobago and St Lucia also face a similar scenario as Guyana, after they also missed the deadline. Like Guyana, appeals from the Chairmen of the two respective Unions on those islands were also ignored by NACRA. This year’s tournament was viewed by the GRFU as critical to Guyana’s Rugby

development as it serves as a qualifier for the 2014 CASCO Games in Veracruz, Mexico. Meanwhile, the top four Men’s Caribbean teams at the championship will join hosts Mexico, while the top three Women’s teams, plus Mexico, will compete in 2014. To add further incentive, the top Men’s Commonwealth team at the NACRA Sevens is likely to be invited to participate in the 2014 Commonwealth Games in Glasgow, along with Canada. Despite the setback, Green said the GRFU will work assiduously to assist the Men’s team to re-coup from the blow by seeking participation in one of the prestigious Sevens tournaments, either in Uruguay at year end or the Las Vegas Invitational in early February. A good showing in either tournament will allow the GRFU to apply for a wild card entry to the CACSO Games next year. Senior Vicepresident of the GRFU, Mike McCormack, said the move by NACRA is a major blow for Rugby in Guyana, but certainly not the end of the road. Green described the affair as a “setback” for Rugby in Guyana, one that would not deter the GRFU from working in the best interest of the game, as the focus in the interim will be to strengthen the game locally, starting in the schools.

Bernard Hopkins says Floyd Mayweather fight could happen Ashes in England after punching England batsman Joe Root at a Birmingham nightspot in the lead-up to the series. That suspension came three weeks after a comments directed at two Australian journalists on

Twitter led to a fine and strong criticism from national governing body Cricket Australia. Wa r n e r, e v e n t u a l l y caught on t h e b o u n d a r y by Jon Holland off the bowling of John Hastings, has now accumulated 527 runs at an average of 75 in the provincial competition, which concludes with the final between New South Wa l e s a n d Q u e e n s l a n d on Sunday. His total was still 71 runs short of the world record individual score for a one-day game, the 268 amassed by Ali Brown for Surrey against Glamorgan in 2002. Australia’s home Ashes series against England starts in Brisbane on November 21. (BBC Sport)

Bernard Hopkins

Bernard Hopkins claims a bout against Floyd Mayweather is a possibility and that he has discussed the idea with “powerful people” in boxing. At 48, IBF LightHeavyweight title holder Hopkins is boxing’s oldest ever world champion, while fellow American Mayweather is a five-weight world champion and unbeaten in 45 bouts. Hopkins defends his crown against Karo Murat in Atlantic City tomorrow. “Noone else is going to beat Floyd Mayweather,” said Hopkins.

“That’s the reason I threw my hat in there. Can you imagine the promotion for that fight? I keep reminding people, there’s a possibility of anything. “I’m not chasing anybody; I’m not trying to pick on the little guy. But if you can find somebody else that people want to see fight [Mayweather], good luck.” Mayweather, 36, is the current WBC Welterweight and WBC and WBA LightMiddleweight champion and has barely lost a round in his last few fights. He was last in action outclassing Mexico’s Saul Alvarez in Las Vegas in

September, and there has been talk of a match against Britain’s Amir Khan next May. While Hopkins believes he could slim down to fight at his old Middleweight division, where he reigned for 11 years between 1994 and 2005, Mayweather has never fought as a mi d d l e w e i g h t . “I don’t think Floyd i s g o i n g t o b e m o ving up to 160lb,” said Richard Schaefer, Chief Executive of Golden Boy Promotions, of which Hopkins is a partner. “I just don’t see it happening because Floyd is really a 147-pounder [welterweight]. For a fight or two he might be moving to 154lb [light-middleweight] but he’s not a middleweight.” Hopkins broke his own record as the oldest boxer to win a world title when he beat IBF Light-Heavyweight champion Tavoris Cloud in New York in March. The Ukrainian WBC heavyweight boxing champion, Vitali Klitschko, has confirmed he will run in the country’s 2015 presidential election. He made his announcement in response to a bill passed in parliament that bars candidates who have lived outside Ukraine during the past 10 years. The pro-Western Udar party MP has permanent resident status in Germany. “Everything that has taken place in parliament today... does not intimidate me and will not stop me,” he said. “To head off these various schemes and attempts at getting even with me as a possible candidate, I want to declare this: I will run for president.” Mr. Klitschko is the first declared contender against the incumbent, Viktor

Yanukovych. He has actively campaigned against what he calls the president’s “authoritarian policies”. The bill adopted on Wednesday amended Ukraine’s current tax code. It now states that if a Ukrainian national holds permanent resident status in another country they cannot be considered a resident of Ukraine. Previously, they only had to live in Ukraine for at least 180 days a year. According to the constitution, a presidential candidate must have been resident in Ukraine for 10 years prior to polling day. Mr. Klitschko said the amendment clearly had a “political context”, something denied by a member of Mr. Yanukovych’s Party of Regions. ‘European standards’ The 42-year-old boxer

Ukraine boxer Vitali Klitschko to seek Presidency

Vitali Klitschko heads the Ukrainian Democratic Alliance for Reforms (Udar), whose acronym means “Punch”. It came third in last year ’s parliamentary elections.

“My main goal is for Ukraine to be a European, modern country with European standards of life,” Mr. Klitschko told the BBC in August. “I will decide with people who have the same vision, the same dream, to go into politics and from the inside to change the situation.” He has spoken out against corruption in the country and the jailing of former Prime Minister Yulia Tymoshenko for abuse of office - a charge that her supporters claim was politically motivated. “We can’t be a democratic country with political prisoners,” he said. Mr. Klitschko is also pushing to strengthen Ukraine’s links with the EU. “We see our future in the European family. We are European with our mentality, with our history,” he said. (BBC News)

CONCACAF Sports Summit

Minister Anthony impressed, aiming for stronger partnership with football Guyana’s Minister of Sport Dr. Frank Anthony has described the inaugural CONCACAF Sports Summit as a resounding success. The event was held at the Ritz Carlton Hotel, Grand Cayman, Cayman Islands on October 22.Such was the significance of the event that not only Presidents, Secretaries and Technical Directors of the 41member associations of CONCACAF were invited, but Prime Ministers and Ministers of Sports of the C O N C A C A F nations.Anthony, while lauding both FIFA and in particular CONCACAF President Jeffrey Webb for the initiative, said that he was happy that the bodies have recognized the need for partnership and collaboration noting that no one sector can go it alone.“To achieve successes in sport, you need that collaboration and I think its based on that recognition that this activity was organized. The Summit itself would have been quite successful, we listen to many panelists sharing their experiences and perspectives on the business side of sports, the politics of sports and how sports can help the economy”.The Summit was not just about the game itself, it also centered on all the possible benefits that can be derived from football and the contributions it can make to the development of individuals, community, country and the world by extension.Much thought went into the selection of persons for the panel which included Heads of States, successful businessmen, past players, CEO’s, Doctors and Professors, among others.Minister Anthony who took over the Sports portfolio since 2006 believes

Minster Frank Anthony (2nd left) pose with FIFA President Sepp Blatter (2nd right), CONCACAF President Jeff Webb (right) and GFF GS Noel Adonis in Cayman Islands. that positive benefits will flow but it will only work with solid partnerships at every level from FIFA to the clubs.“We can benefit more from the technical resources that are available through CONCACAF; we’ve been able to talk about that not in the Summit directly, but outside of it with the key officials from CONCACAF and I’m very pleased with those discussions. So I envisage in the near future that we’ll have more benefits flowing from the Technical side”.Touching on infrastructure, Anthony acknowledged and complimented FIFA and President Blatter for his initiative of the GOAL Project which has seen the world governing body investing in infrastructural development in its Member Association’s. “While I think that were one of the first countries to start a GOAL Project, we’ve had our own difficulties in

seeing it realized. However, after a series of meetings in Cayman Islands with the relevant officials from FIFA, CONCACAF and the GFF, we’ll be able to reboot that process and see our project being realized. We’ll have to play catch up though since many countries have gone ahead and completed in some cases, their sixth project”.Anthony said he is hoping that work can commence shortly and this will be at new location on the West Demerara. “If we work hard I’m sure we’ll be able to catch up with the other countries and at the same time this will be very useful for us because it’s helping to build football infrastructure in our country which will benefit all our players and everyone involved”.The Minister while reiterating the usefulness of the Summit noted that it also allowed governments to understand the processes

and various mechanisms that are employed by FIFA and CONCACAF when it comes to the administration and funding of projects. “It allowed us to understand up close and personal, the way they do business and its good when you can understand these processes, you know how to fit into some of them”.Sports Ministers, Dr. Anthony said, do not get the opportunity to meet very often so he welcome the CONCACAF Summit which provided an avenue for meeting his fellow colleagues where they were able to chat with each other while also learning from each other. “I had the opportunity of meeting quite a few Ministers here and were able to update each other on what’s happening in our respective countries and I think it was useful exchange; learning best practices from each other is always useful”.

LABA suspension to remain in full force - says GABF By Edison Jefford The Guyana Amateur Basketball Federation (GABF) has issued a release, stating its suspe n s i o n o f t h e Linden Amateur Basketball Association (LABA) is to remain in full force until it accepts the Federation’s decision on Dwayne ‘Sugar’ Roberts. “The suspension of LABA is to remain in full force and effect until they have conveyed to GABF that its decision has been accepted and the player is permitted to participate in all LABA activities that are open to others,” the Federation stated. The national Federation wrote the LABA on Sunday, informing them of its suspension decision as a result of the Linden s u b s i d i a r y ’s f a i l u r e t o comply with a decision the Federation had made to reinstate Roberts following a disciplinary hearing. The national federation had convened a disciplinary hearing for Roberts following his infraction last year where he was accused of reportedly throwing a basketball that “injured” referee, Lloyd Ross during a Retrieve Raiders versus Kings game in the BOSAI Minerals Open Challenge. Roberts was initially banned for six months from basketball and all related activities and fined $15,000. It was increased to six years in January when he was accused of publicly accosting the longstanding LABA Secretary, Joseph Chapman at the MSC Court, after which, Roberts sought the intervention of the Federation. The GABF yesterday released details of the hearing that cleared Roberts. The Federation noted that it convened an independent blue-ribbon p a n e l c o m p r ising of Chairperson, Attorney-atLaw, Emily Dodson, Sports Personality, Neil Barry and Guyana Defense Force, Major, Kenlloyd Roberts to hear the appeal of Roberts on May 2 this year. Following are the findings of the panel: (a) Condemnation of the conflict of interest and the appearance of bias as the complaining witness, Joe Chapman, signed all of LABA’s correspondence after the December 30, 2012,

Dwayne Roberts hearing. Specifically “no person involved in the hearing should have any involvement in the disciplinary process… It may have been felt that Mr. Chapman had a vested interest in the outcome… He ought to have recused himself from further participation in the disciplinary process…” (b) “There is a wellestablished common law concept that disciplinary procedures must satisfy the requirements of natural justice. Natural justice means fairness in all aspects, i.e. disciplinary procedures/rules must be fair, clear and transparent in the way they are set up and in their application which must also be consistent.” (c) “The suspension for six years was felt to be grossly excessive and while sports associations must have the right to discipline those who contravene the rules, the punishment must be proportionate to the offence.” (d) “The Committee opined that justice was not served to the Appellant and that in the interests of justice the six year suspension and the $15,000 fine against the Appellant Dwayne Roberts be and is hereby quashed. The Appellant is permitted to participate in any LABA sanctioned basketball activities after May 13, 2013.” However, Chapman is contending that the Disciplinary Committee that was set up to intervene in Roberts’ issue was illegal, and as such, the LABA will not submit to its ruling. According to the correspondence this newspaper has seen, Chapman believe the GABF acted unconstitutionally at best when it set up the disciplinary hearing.
