60-year-old labourer has admitted to killing his neighbour and drinking buddy, Abdool Ghannie, and dumping his body in a trench at First Street Patentia, West Bank

Demerara (WBD), after wrapping his head in a plastic bag.

The suspect has reportedly said that he accidentally killed 57-yearold Abdool Ghannie, also called 'Dennis' or 'Fulla,' on

Saturday night, during an argument over liquor.

But the body was only discovered last Monday, while a relative identified the victim on Tuesday.

Ghanie was a handyman, and victim and suspect were

next door neighbours who often ate and drank together.

It was during one such drinking session on Saturday that the two men allegedly fell out when Ghanie asked for more liquor and his drinking buddy said Ghanie

Abdool Ghannie's lifeless body lying in trench refused to give him any.

The suspect allegedly said that Ghanie became annoyed and slapped him.

According to the suspect, he responded by punching Ghanie several times until he collapsed.

Kaieteur News understands that the neighbour claimed that he then had a bath and went to bed. When he awoke the following day, the neighbour allegedly saw Ghanie lying in the same position.

He again allegedly assumed that Ghanie was still asleep and went to work.

The suspect alleged that when he returned and saw Ghanie still motionless, he shook his friend, saw that he was bleeding from the nose (continued on page 21)

Oil discoveries trigger President Granger's cancer reassessment of in remission - Ministry of the Presidency Guyana-Suriname basin

ollowing the 14 discoveries by ExxonMobil in the Stabroek Block and the two made by Tullow Oil in the Orinduik Block, the U.S Geological Survey (UGSS) will be conducting a reassessment of the GuyanaSuriname basin.

According to UGSS, the last reassessment it had done on the basin was in 2002.

The next one is scheduled for 2020.

Further, in its last

assessment the United States Geological Survey ranked the Guyana Suriname Basin as coming in second in the world for prospectivity among the world's unexplored basins and twelfth for oil among all the world's basins – explored and unexplored.

The basin is home to several leading exploration companies including super majors like ExxonMobil and Chevron; as well as National Oil Companies (NOCs) like

Repsol and China National Offshore Oil Corporation (CNOOC).

Exxon has been marking up one successful discovery after the next from 2015 to 2019 and is expected to begin producing up to 120,000 barrels of oil per day from the Liza Phase 1 development by early 2020.

It will be using the Liza Destiny, Guyana's first Floating Production Storage and Operating (FPSO) Vessel for Phase One.

Essequibo Technical Institute to implement 6-Point Plan

i n c e i t s establishment in June 2000, the E s s e q u i b o Te c h n i c a l Institute (ETI) has been delivering on its mandate to provide technical and vocational education to meet the demands for skilled manpower in the business industry.

It was recently announced by the Principal of the institute, Rawle Pearce that ETI has crafted a sixpoint plan to be implemented over the next two years; with the aim to ensuring their training programmes remain relevant and demand-driven.

Pearce was at the time addressing attendees at the graduation of over 90 persons who recently completed a six-month training programme facilitated by the Board of Industrial Training at the institute.

“In the next two years, there will be a review of the institute's curriculum to

reflect the realities of the job market; upgrade of trainers (continued on page 21)

resident David Granger returned t o G u y a n a yesterday from Cuba, having completed a scheduled medical evaluation at CIMEQ over the past few days.

“The CIMEQ medical specialists have expressed complete satisfaction with the state of the President's health and have explained that the President's ailment is now in remission. In keeping with the strict medical procedures of the Cuban health system, he is expected to return to Cuba for another scheduled routine medical check in January 2020,” the Ministry of the Presidency

said in a statement.

Thereafter, the next evaluation will be in June 2020.

The news would come as Guyana prepares for a March 2nd general elections with Granger likely to announce his candidacy as the Presidential Candidate for the Coalition Government –the A Partnership For National Unity (APNU) and Alliance For Change.

Granger was received on Tuesday by the Cuban Foreign Affairs, ViceMinister, Ana Teresita Gonzalez Fraga, who took the opportunity of discussing some aspects of GuyanaCuba relations with President

Granger in the presence of Guyana's Ambassador to Cuba, Halim Majeed.

“In the meantime, President Granger has iterated his gratitude to Cuban President Miguel Diaz-Canel Bermudez, the Government of Cuba, and the CIMEQ Medical Team which has been responsible for his treatment in Cuba, over the past months.”

Late last year, Granger, 77, was diagnosed with cancer – Non-Hodgkin Lymphoma – in Cuba where he began treatment.

He scaled back public appearances for several months before picking up the pace again.

Immigrants- a feared and despised group, a needed one Illegal Guyanese immigrants are feeling the sharp pinch.

ICE has increasingly assumed the menaces of a feared American Gestapo. The very acronym (ICE) is now enough to induce running. As the US immigration debates rage, it might be helpful to look (again) at the workplace contributions of outsiders, particularly colored outsiders.

It is worth repeating, if only to lay bare the harsh realities of what foreigners, illegal ones, must endure. Those mandatory things to taste the American Dream: dirty jobs.

Sickening ones. Despised occupations. No self-respecting American, including Black Americans, would be caught dead doing them, for the pittance of minimum wages. The Latino immigrant, the focus of so much anger, is the best example.

Like Upton Sinclair of The Jungle fame from a century ago, today’s truthteller is Eric Schlosser, through his book called Fast Food Nation. In this exposé, the beef industry giants in the Deep South states had recruited Mexican immigrants during the Ronald Reagan era to break unions.

Reagan was the hailed archconservative leader and union buster, who declared war against unionized workers, including air traffic controllers. With unions sidelined in the beef industry, wages were soon cut to half. Big businesses using big money to break strikes were given a pass by authorities. Today, similarly sacrificing foreignersMexicans mainly-are found leprous.

Production rates increased, with illegal Latino immigrants forced to pay the price. On most occasions, injured workers remained on the job to keep it. The same story prevailed in the pork and poultry industries in the rural South. Warned a study done by the Center for a Livable Future at Johns Hopkins University, “The industrial produce and animal production and processing systems in the U.S. would collapse without the immigrant and migratory workforce. Predatory firms exploit them for profit.”

Across many difficult sectors, the secrets are: low wages, dangers, injuries, exploitations. The meat industry plants serve as the first revealing case study: these are dirty, smelly, nauseating, low esteem, low returns jobs. Native-born Americans not only recoil from pondering such a living, they disdain those who do. That would be the lot of migrants, mainly of Mexican origins, with traces of hardy Guyanese visible.

The dark truth behind this narrative is that of bigshot business making big donations to little politicians hoping to make it big. When a Reagan does, those bigshot business interests recruit illegal workers from outside the United States to break strikes, as Mexico is right over there. In Morton, Mississippi, Mexicans were used to undercut African American workers at a poultry processing factory, who were agitating for a union. The foreigners are very submissive.

The Elks and Chambers of Commerce and Boy Scoutsthe establishment cream-are given powerful clearance to recruit and exploit vulnerable migrants. Now those same profitable foreign human resources are undesired. These are mostly hardworking, mostly taxpaying, mostly conscientious migrant toilers, who the American leader relishes emphasizing are felons, terrorists, dirty, and an assortment of menacing predators, who undermine Caucasian safety.

Lined up at the forefront of the war against now excoriated and damned immigrants are the cerebral policymakers and the equivalent of their street enforcers in the form of factory raiders and entry points sentinels. The palpable hardlines extend also to legal immigrants, who are treated coldly, interrogated sharply, and hassled frequently.

It is a different temperature at international ports of entry.

Separately, for the first time in its history, ICE, the latest US immigration border control agency endorsed a presidential candidate in the 2016 election. The returns followed. In the first eight months of the current administration, immigrant arrests increased by some 42%.

The following are my personal views and opinions based on my investigation when making the decision to purchase an electric vehicle.

There is general consensus that the supply of oil will be plentiful in the future but also that there will be many challenges on the demand side. The Center for Strategic and International Studies says that the total oil market is close to 100 million barrels per day with transportation taking 56% or approximately 56 million barrels per day and industry in second place with about 28% of the share. As seen with Guyana, existing technology is capable of finding reserves in the many billions of barrels which can keep this oil market going with a business as usual scenario. However, there is ongoing pressure from grassroots organisations to

meet emission reduction targets to tackle the global climate crisis. As a result society will increasingly adopt new green technology such as EVs which will weaken the demand for oil.

Electric Vehicles are rapidly replacing Internal Combustion Engine (ICE) vehicles. The sales of ICE vehicles are going down because consumers are realising that EVs are superior. People are buying an EV as their next car or waiting for the right choice to arrive. In their report Global EV Outlook 2019, the International Energy Agency (IEA) says that in 2018, the global electric car fleet exceeded 5.1 million, up two million from 2017 and almost doubling the number of new electric car sales. EV adoption will accelerate even more when the ban of ICE vehicles by more than 10 countries which include France and the United Kingdom and 20 large cities around the world such as Mexico City start to take effect by 2030.

When the number of EVs on the road starts to reduce global oil demand by about 2 million barrels of oil per day, an oil glut will manifest itself.

Production will have to be

sufficient to stop the decline.

The IEA says that by 2030 the number of EVs in the world could be more than 250 million which would cut demand for about 2.5 million barrels of oil per day. High cost oil extraction operations will become stressed at first followed by operations in places like Guyana. We saw an example of this when in 2014 oil was over produced by 1.5 million barrels per day and oil prices plunged from $100 (US) a barrel to around $40 (US) a barrel. The solution at the time was to cut production to stabilise the price. However when the oil glut is caused by EVs, cutting oil production will not be enough as each subsequent year more EVs will be on the market and it will become progressively worse for oil producers as oil demand continues to diminish. Oil producers will need to sell more and more to make up for the loss of revenue. This action will increase the supply and lower the price, hence the beginning of the cycle which will eventually render oil a near useless commodity and simultaneously put Guyana’s oil industry in jeopardy.

An emerging set of dynamics on the demand side

situation will not be ideal. If oil producers can cooperate to keep oil prices high throughout the decline in oil demand then the life of the industry will be prolonged.

However many analysts believe that it will be difficult to achieve harmony on this issue. Also in Guyana’s favour is the lower production cost which should keep the industry afloat for a bit longer. In addition, there will remain a large number of ICE vehicles in the developing world such that oil demand for transportation will not disappear but will trend to zero over time. Nonetheless, EVs will start to arrive in the developing world as well. If demand for oil from industry which is 28% of market share rises, then the effect may also be a delay in the decline of the oil and gas industry.

However, the industry is already under pressure to adopt green technology to tackle the global climate crisis so the 28% is likely to decrease.

I think that the evidence is clear that the oil and gas industry will be under high stress by 2030 and there will be negative ripple effects that (Continued on page 5)

The people are fed-up, disgusted and impoverished DEAR EDITOR, The People’s Progressive Party Civic has been relentless in its condemnation of the ill-advised, improperly conceived and callously implemented policies in the Foresty Sector which have practically destroyed the once vibrant communities of Region 10. In the lead up to 2015, these communities were visited by the likes of Trotman et al. with big promises of how they would do better and how they would create more jobs and ensure that residents make more money. The promise of the good life. There was also talks of investors who were lined up specifically for Region 10 and then by extension, the entire country.

However, reality has stepped in. The Leader of the Opposition on numerous occasions at his weekly press

conferences has highlighted the plight of the hapless and helpless citizens.

While steam was escaping from the pressure pot, on 21st October, 2019, the pot boiled over and the loggers in Ituni had no choice but to take the posture of a protest and practically beg for an opportunity to be able to work. This appeal went to the tone deaf and unconstitutional president. A notable fact that was disclosed during that protestation was that 35 tags for 2019 were given to the community of Ituni, a community of more than 800 residents (for the layman a TAG is the permission to cut a single tree). In essence, the community of 800 is expected to live on the proceeds of cutting 35 trees for the entire year.

Meanwhile, the anti-immigration heavyweights search for openings in existing law to craft regulations that extend the reach and police powers of agents in the trenches. Immigration has reached such a fevered pitch that, earlier, Congress also jumped into the fray by voting more money for ICE than for the combined budgets of the FBI, DEA, and others.

Like Mexicans, Guyanese and West Indian immigrants live with doing dirty jobs for minimum wages, no insurance coverage, and neither workplace safety nor security. Such jobs include health aides, porters, and cleaners. Americans spit on such endeavors. This is the reality of now feared and hated migrants.

During various visits to communities in Region 10, namely, Hururu, kwakwani, Ituni, Muratario, Malali, 47 miles, 58 miles, and Great Falls, I have realized that the cry is exactly the same: hardships, imposition of regulations , forcing community logging associations to be morphed into co-operative societies, withholding of tags to ensure political compliance, and a host of other discriminatory practices . The people are fedup, disgusted and impoverished. A case in point of betrayal was the constant attacks on the Chinese investors in this sector by the APNU-AFC while in opposition and the promises of how better will come and that the good life would be enjoyed by all. This sordid episode of people begging lays squarely at the feet of Mr. David Granger. So we can expect Mr. Trotman or a full convoy of Ministers rushing in to these areas with a new set of promises while the people are disillusioned and the suffering continues.

We in the PPP/C empathize with the hardships being experienced by the residents and pledge to ensure a professionally managed Guyana Forestry

Commission guided by sound economic policies. This Commission under the PPP/ C will serve to alleviate the woes of residents as a matter of great urgency . As is publicly known, we will reverse the VAT on heavyduty equipment used in the forestry, mining and agricultural sectors. We will initiate policies to ensure all those who depend on the forest for a living can benefit while fulfilling our commitments of sustainable development.

We remind that our flagship Low Carbon Development Strategy (LCDS) which earned Guyana 250 million USD in the first instance did not deprive our loggers, miners nor our Amerindian brothers and sisters from making a living.

A visionary and efficiently run PPP/C administration in 2020 will revive traditional sectors and stimulate growth in new and emerging sectors. We need all of our people back to work!

A Robin’s song DEAR EDITOR, I was taken aback by a letter,” The ultimate confidence- trick” written by Robin Singh in KN October 17th. This letter by Robin mirrors the ideology of the PPP - entitlement should only be claimed by those who struggle in the past. It reminds me of the “caste” system in India where, if you were born to a family of cleaners you are condemn to be a cleaner - no room for elevation. I could vividly recall the likes of Rohee inflaming me by remarks like, “Where were all these people when we were struggling to build this Country” - in reference to third party politicians. This is cheap politics - probably penny per poundperpetrated by the PPP. Speaking of the present Constitutional crisis created

by Granger in his refusal to comply with the successful passage of the NCM. Robin wrote, “Believers in Justice and Democracy made their voices heard; they organized protests; they wrote strongly worded letters of condemnation to the press”.

Blah! Blah! Blah! “Where were the ‘third’ forces then.”

Robin is essentially chanting the same old cheap PPP mantra.

Robin wrote, “The PPP did the heavy lifting” in “making their mark with symbolic weekly protests.” Then he asked “What do the newly ‘entitled’ class stand for or against? Suggesting that the new budding politicians entering the political race now, did nothing and should therefore not be entitled to the people’s votes. In fairness, the onus has to be on the PPP to do the heavy lifting.

For 23 years the PPP sat and enjoyed a constitution that gives the president unlimited prerogative without thinking of reforming it. They never envision themselves on the outside looking in. Now caught in the snare they propagated, it is only

judicious that they do the “heavy lifting”.

When Robin speak of track record! Failure to attempt to reform a constitution written for a tyrant for 23 years is the result of the tyrannical rule that now faces us. That should be on the track record of the PPP. Robin wrote, “What we never hear from the ‘third’ parties are the track records of the new ‘leaders’ and their ability to deliver on lofty goals contained in their glossy manifestos.” What nonsense is this? How does one create a track record or deliver on “glossy manifestos” if they are not given a mandate from the electorate to do so? On the subject of “track record”, Robin should be aware that the last PPP presidential candidate was never handed a ministerial portfolio to prove his ability before becoming president.

Prior to being president.

As a member of GuySuCo board, he was pictured sleeping at a board meeting, whilst the fortunes of that corporation was drifting south.

As president he forgot to sign the lease for the land that housed the archeology treasure trove of the PPP founder leader (Red House) .

I don’t think the Robin understand the lyrics of the song he is trying to sing for the PPP in his missive. Robin wrote, “third’ parties because they never actually want to win a plurality of the votes, they aim to be brokers of powers, to use 5000 votes to control parties that garner 500,000.” Who enters a contest without wanting to win? Due to the cultism stranglehold on their supporters by the two major parties.

The “ultimate confidence trick” sung by Robin to the electorate to justify that third party leaders must struggle to be entitled, is a worn out PPP trick that had fueled the cultists support for PPP in the past.

Third party politicians know how difficult it is to break this cycle. So what is wrong about “political convenience” - aiming to “be brokers of powers, to use 5000 votes to control parties that garner 500000”? Robin’s words! Given our present Constitutional dispensation, I am inclined to think that several “brokers of powers” can offer the people better Governance. Governments that are neglectful of the people could quickly become victims of successful NCM a deterrent to abuse of power.

Despite Charrandass’ bravado, the AFC was a bitter disappointment.

Robin opined that all leaders of the new parties should be inspected and interrogated with the same vigor “as with the big two” not because ‘politics is a dirty game’ but precisely to protect politics from becoming a game for the dirty.

We are already in the realm of “game for the dirty”. Robin only needs to look back at the method the central committee of his party used to promulgate Irfaan Ali as it’s presidential candidate, without bias.

Or perhaps Robin would like to add a little “caste” by suggesting that what the Central Committee does should not concern the people because they are entitled.

The end game for Ali’s selection is so tarnished in “game for the dirty”, it exposed the reason why budding politicians are not prepared to go through all that trash that Robin spoke about their fear of competing with 500 young professionals for a junior position. Some would never venture out of their dirty political pit!

Robin’s last shameless verse!

“All are welcome but they must come with clean hands”.

I would hope that he meant th at literally and not figuratively.

Lessons worthy of emulation DEAR EDITOR, There are a few lessons from the recently concluded elections in Canada that is worthy of emulation.

The first is the speed with which the results were announced. Unlike Guyana where final results take days to be officially declared, Canadians were able to know the final results within hours of the close of poll. As expected, Prime Minister Justin Trudeau was re-elected to office with a reduced mandate which would now force him to make deals with

one or the other of the parliamentary parties.

The second noteworthy point is the credibility and integrity of the electoral process. There were no allegations of voting irregularities by any of the contesting parties. The results were accepted by all parties as a true reflection of the will of the Canadian people.

Interestingly recent elections in Israel have resulted in a situation in which the current administration of Prime Minister Benjamin Netanyahu

has lost significant parliamentary seats to a point where he has given up on forming a government. He has so indicated to the President.

The onus is now on the opposition party to form a government failing which the country will once again be heading to the polls, the third within the space of one year.

It would appear that there is a growing tendency of ‘incumbency fatigue’ among voters as reflected in both the Canadian and the Israeli election results.

Tropical forests are the major buffer against climate change DEAR EDITOR, Tropical forests are the major buffer against climate change, so burning them has a double impact on global heating.

The only way to reduce climate warming will be to reverse the loss of natural habitat and reduce burning of fossil fuels.

Technological solutions are being developed to scrub the atmosphere of greenhouse gases and replace fossil fuels; they are unlikely to achieve what is needed in the short time available.

Their implementation will prove futile if tropical forests and savannas continue to be destroyed.

Protection of tropical habitats and their biodiversity requires international funds leveraged as taxation from the subsidised profits of energy organisations responsible for producing the fossil fuels that create this pollution.

Vi a b l e legal mechanisms need to ensure that the funds are exclusively spent in protecting and restoring forests, their biodiversity, and the native people living there.

This process will only attain the support of the

energy producers and the children marching in the streets if the funds maximise the conservation of forests in ways that minimise government abuse and other forms of corruption.

The recent speeches at the United Nations were drowned out by the more eloquent and vociferous voices of tomorrow

protesting on the streets outside.

The initiative outlined here would provide an important first step in reversing the cascade of environmental sins that yesterday’s fathers have heaped upon their children’s futures.

Guyana’s oil revenue...

From page 4 may be felt in Guyana right away. I believe that it would be wise for Guyana to have an action plan which can adjust accordingly for a future with no more oil revenue which may come in as little as 10 years. In my view, there should be no long term investments in oil and gas infrastructure. Guyana should invest in self-sustaining projects that can achieve dramatic improvements in the living standards of Guyanese.

A great place to start is with the, ‘The Green State Development Strategy: Vision 2040’, which should be implemented aggressively before oil becomes obsolete.

Two troubling customer service issues DEAR EDITOR, There are two troubling customer service issues to which I wish to draw attention. One is about the Republic Bank Limited ATM machines and the other is what I believe to be an illegal policy at the Shell Gas station on Camp Street.

The G$5,000 note has been in circulation in Guyana for some years now and whereas Scotiabank has for some time been offering larger withdrawal amounts at some of its machines in Georgetown, Republic Bank Limited has stuck to the G$30,000 limit per withdrawal.

This would be quite okay except that each time one

makes a withdrawal at the RBL machines, there is a service charge. This means that customers continue to pay Republic Bank Limited for whatever limitations the bank has failed to fix in its machines or more plausibly, because the bank is using an apparently predatory policy to take more money from its customers.

The latter explanation is my opinion on the matter since the machines do in fact distribute the G$5,000 notes.

Whereas in the past, the machines would give thirty G$1,000 notes in one withdrawal, it now gives a combination of G$5,000 and G$1,000 notes amounting to the same total. The G$30,000

ceiling is therefore not a matter of the machines’ limited capacity to expel a larger number of notes at once. Why can someone withdraw G$70,000 at once at some Scotiabank machines for example, but a maximum of only G$30,000 at any Republic Bank machine? Why has it taken the bank so long to adjust the withdrawal limit per transaction? I believe that the bank owes the Guyanese public an explanation and a commitment to treating customers fairly.

It may be that this problem exists at other banks, but I don’t have first-hand experience with them. Insofar as this holds true for other banks, my position

on the matter in relation to them is the same.

Last Friday evening (October 18, 2019), I had the unfortunate experiencing of stopping at the Shell gas station on Camp Street to purchase a replacement bulb for the headlamp of my car. I parked on the premises, popped the hood and proceeded to the store to make the purchase. I was informed at the counter that once I purchase the bulb, I couldn’t return it and I was also told that the store does not have the facility to test the bulb before selling it to me. Furthermore, it made no difference that I would be testing it just outside the

door on my car. I was naturally floored by this and contended that such a policy could not be legal. I protested its application as a general principle and implored the workers to think about what such a policy would mean. As one might expect, all they could do was repeat the policy given that they had no power to intervene.

After speaking to someone on the phone, the supervisor on site was quite assertive about the righteousness of the policy and enlightened me about my option to source the bulb elsewhere if I was uncomfortable. I found this to also be inappropriate given

that the store has a licence to operate in the country.

Wouldn’t it be discriminatory to say such a thing to a customer? Given my feeling that this is an evil policy, I made the purchase in the hope that the bulb wouldn’t work so that I could test the resolve of the store. I was ultimately disappointed and drove off with my headlamp in full working condition.

I draw attention to this issue at the Shell gas station on Camp Street and ask the authorities to look into this matter on behalf of customers who are subjected each day to illegal and discriminatory policies.

Masses of people are on the move in several countries around the world DEAR EDITOR, People in those countries have become totally fed up, disgruntled, frustrated and angry with those who hold power or, with others who, like barnacles, want to cling to power.

The people have been pushed, shoved, kicked and insulted.

They have decided that they can’t, and won’t take it anymore.

They want change, real change.

And they know exactly what change they want.

The people have taken to the streets in mass protests in Bolivia, Chile, Ecuador, Haiti, Hong Kong, Iraq and Lebanon.

Ironically, in Iraq sixteen years after American soldiers were once welcomed as saviours with roses in the streets of Bagdad following the overthrow of Sadam Hussein, now the saviours, perceived to be the casus belli for the current political crisis

in Iraq are being asked to leave.

In Canada and Israel, indications are that Canadians and Israelis, utilizing their democratic right to elect a government of their choice have given a clear indication of their desire for a change in government.

Will it go from bad to worse? Who knows? It’s the change the Canadians and Israelis voted for. Time will tell.

Both the Likud and Liberal parties in Israel and Canada respectively, once had governments with comfortable majorities, now, just after four years in government, both parties are saddled with either a minority government or will be struggling to stay in power or to form a government.

In Hong Kong, Lebanon and Haiti there have been clashes with riot police.

In some cases, armed thugs supporting governments of the day have been identifying, picking out and arresting protestors involved in street protests.

There have been reports of snipers shooting at protestors with rubber bullets.

The protestors in Hong Kong are masking their real intentions behind a range of demands.

The goal post has shifted from withdrawal of the extradition law to human rights issues and police brutality.

The international community is watching with bated breath to see if there will be a replay of the Tina-mien movie in Hong Kong. Many would have bought ringside tickets only to find that production of the movie never materialized.

The Lebanese and Haitians want regime change without outside interference.

History has shown they’ve had enough of that.

In many instances, the business community in these countries, knowing that they will be affected, have nevertheless come out in support of the protestors.

They know that in the final analysis, they stand to benefit in times of peace and political stability when people, rather than not, have money to spend.

In the case of Haiti, leaders of the Catholic Church and their congregation have joined in the protest.

Millions in Haiti live on less than one American dollar per day.

Government after government has failed the Haitian people. And the

international community seem to be suffering from donor fatigue in the face of widespread corruption and successive governments indifference to the human suffering affecting Haitian women, men and children.

There is no Moses at Port-au-Prince asking to let the Haitian people go, but there is one here in Guyana who welcomes them with open arms much to the disdain of more than half of the voting population who suspect that the caretaker government is up to some tomfoolery contrary to the wishes of the electorate who are chomping at the bits to go to the polls primarily because they want to vote out the APNU+AFC caretaker government.

In the cases of Ecuador, Chile and the Lebanon, the governments have either withdrawn or about to withdraw the austerity measures that would have brought unconscionable and additional economic and financial suffering on the working class, farmers and the middle class in all three countries.

Though no mention has been made of it, the discernible eye can recognize the hand of the international financial institutions most like that of the International Monetary Fund (IMF).

Had the new taxation measures and withdrawal of subsidies, plus the other heavy handed austerity

measures been imposed, it would have come as no surprise were huge loans doled out to the governments in the three countries in the form of Structural Adjustment Programmes aimed at softening the impact of the austerity measures on already suffering peoples.

Realizing that it was not only economic reforms but political reforms and regime change that were being demanded by the people, both Moreno and Pinera in Ecuador and Chile respectively, were quick to dump the austerity measures recognizing that it would have cost them their governments.

However, in the case of Chile it was too little too late; the Chilean people would have none of the government’s half-way measures.

The Chilean people have not given up.

The demonstrations are continuing with even more vigour.

The Saad Hariri Government in Lebanon is caught in a vice. It is reluctant to withdraw its austerity plan in its entirety for fear that it may have to turn to the Saudis for help which they don’t want to do.

But the pressure on the government is mounting and the popular call has shifted from calls for economic reforms to calls for the government to resign. The hope is that with a new government the corruption and extravagance will end and money saved can help offset the costs of government’s useless spending.

In Ecuador, President Lenin Moreno has proven himself to be a disaster.

Since taking over from his erstwhile companero Correa, almost every policy measure promulgated by Moreno has proven to be against the

national interests and, by extension, those of the Ecuadorian people.

Moreno is now in love with neo-liberalism and a staunch believer in market economics.

In Bolivia the love affair with President Evo Morales seems to have gone sour.

Half of the voting population wants to see him go.

Popular opposition to his changes in the Bolivian Constitution to extend his time in office never went away. It was just a matter of time before that popular resentment would rise up once again to tell Morales loud and clear that the sun was setting on his regime and that the Bolivian people wanted change.

That opportunity is now manifesting itself in the streets of La Paz and other major cities in Bolivia.

Will Carlos Mesa be a better president with a better government for Bolivia? Why not let the electorate decide in free and fair elections? If they are denied that sacred right then there will inevitably be political and social turmoil.

In Guyana, we have witnessed a few sparks visa-vis street protests in Georgetown, the rural and interior areas following passage of the No Confidence Motion.

But the potential of these protests should not be underestimated.

Like the underlying resentment that surfaced in mass protests in Bolivia following the recent controversial elections in that South American country, we should not be surprised if protests on a much larger scale were to take place in Guyana, once the March 2, elections are found to be fraudulent beyond the shadow of doubt.

13,000+ transactions so far in GECOM's Claims and Objections - two weeks remaining

T

he Guyana E l e c t i o n s Commission (GECOM) is reporting that on Tuesday, October 22, a total of 13,310 transactions have been conducted during its Claims and Objections period.

The process, which commenced on October 1, addressed issues relating to new registrations, transfers, changes of address, and retaking of photographs, among others.

GECOM's Public Relations Officer, Yolanda Ward told the Department of Public Information (DPI) that the commission is

operating out of 29 offices across the country, along with several other temporary offices. The process has so far been smooth, she reported.

Teams at the various locations are working every day, including holidays and weekends to meet the deadlines of November 4 for the 'Claims' aspect and 11th for all 'Objections'.

The Claims And Objections period will allow persons who will become 18 years old by the end of October this year, to be registered. Individuals who have had changes in their particulars, including

Man allegedly tries to barter ganja for phone - tells court he is not a trafficker but a trader

Soesdyke resident was yesterday remanded to prison after he told the court that he used a quantity of ganja to barter for a phone. Twenty-seven-yearold Carlos Christopher, a father of two and a miner, appeared before Principal Magistrate Faith Mc Gusty in the Georgetown Magistrates' Courts, where he was made to answer to a narcotic charge.

Even though the defendant told the court that he knew what he had in his possession was ganja he pleaded not guilty to the charge and told the magistrate “I wasn't trafficking ganja... I was carrying it to exchange with a man for a phone.”

The charge stated that on October 21, 2019, at Lombard Street, Georgetown, Christopher had 198 grams of cannabis in his possession for the purpose of trafficking.

Police prosecutor Seon Blackman made objections to bail being granted to Christopher based on the fact that he admitted ownership of the marijuana, and the fact that he even explained what he was doing with it.

After listening to the facts of the charge, Principal Magistrate McGusty remanded the defendant to prison and he is expected to make his next court appearance on November 13, 2019.

Coordinated, integrated efforts needed to stem road accidents - Min. Ramjattan

inister of P u b l i c Security, Hon. Khemraj Ramjattan has said that the recent Friendship accident in which five lives were lost, “has hurt him as well as members of the Force.

“It has hurt me very badly and our police force,” he said, adding that measures have been activated to stem the scourge of road fatalities.

“It will take the efforts of everyone – Public Security, the Police Force and the citizenry out there.”

A Department of Public Information (DPI) release stated that Ramjattan made the remarks during a recent appearance on VOG's 'INSIGHT' radio programme, Providing a general overview of the traffic situation, Minister Ramjattan said what is needed is more individual responsibility on the part of both drivers and passengers.

Acknowledging that the government has a role in ensuring there is proper infrastructure such as wider roads and better signage, the minister nonetheless noted that accidents have also occurred in areas where all the necessary infrastructure are in place.

These have been attributed, he said, to drivers' or pedestrians' recklessness.

This can only be stemmed, he noted, by coordinated, “integrated efforts by everybody.”

The fact that, annually an average of 11,000 vehicles has been imported for the last decade, and the need for new roads to ease congestion, were also listed as contributing factors.

To avoid accidents, which may not only be fatal but may incapacitate or

traumatise person (s) or damage to property, requires both drivers and passengers to say, “You're doing something wrong. Please stop or please put me out of the vehicle.

Our public must help with these things,” Minister Ramjattan remarked.

He noted that several measures have been instituted following the Friendship accident which prompted His Excellency, President David Granger to order an enquiry conducted

by Police Commissioner (ag), Nigel Hoppie.

This COI, which he explained “contained s e v e r a l g o o d recommendations”, has been completed and handed over to the Head of State.

The minister admitted that while most police ranks are very good drivers, there are a few who tarnish the force with their actions.

While he disclosed that the use of geo-positioning systems to manage police

PUBLIC OFFICE INVOLVES A CHOICE

W

h e n t h e President calls and offers you the job as a Minister of the government, it is often hard to decline. It is a glitzy appointment.

But acceptance involves making a choice between public duty and the sacrifices which your acceptance will involve.

If you are in business those sacrifices may be financially costly and not confined to only you, but also to the members of your immediate family.

You have to decide whether you are willing to forego what has to be foregone in order to serve your country as a Minister.

You have to make a choice.

Everyday people make choices and each choice involves giving up something. You have to decide what clothes to wear; whether you will catch a bus or take a taxi; what you will eat, what you will buy and what you will do.

Persons accepting Ministerial appointments have to weigh the various options at their disposal.

They have to decide whether they are prepared to accept the sacrifices which come with Ministerial responsibilities.

Involvement in public life, as a Minister, has its upside and downside. A person called to higher public office has to decide whether he or she is prepared to sacrifice

personal and business interests and that of the immediate families in order to ascend to assume higher public duties.

Ministerial appointment has its benefits. A Minister receives a fat salary and healthy allowances – housing, telephone, security, entertainment, maid, gardener etc.

He or she is provided with a SUV and a chauffeur.

International travel is by first class. The appointment carries with it social prestige.

Automatic appointment to parliament comes with accelerated pension after a few years. Being a Minister is also a spur on one's curriculum vitae and a passport to opportunities after demitting office.

Ministers enjoy the good life.

But there is also a downside. Ministers sacrifice a great deal. They spend long hours at work and this affects their family life.

The job is stressful and takes a heavy toll on their physical and mental health.

Ministers have to maintain a certain distinguished and dignified profile. They cannot be seen at striptease joints – and there are quite a few in Georgetown.

They cannot afford the s can d al o f h av in g an extramarital affair; they cannot binge drink; they cannot associate w i t h disreputable characters or be caught behaving

pompously or abusing their authority.

Ministers are often vilified and subjected to harsh and at times hurtful public criticism.

The most sordid things are likely to be mentioned about them on social media.

Their children suffer as a result.

Values can easily be corrupted. Ministerial appointment can change you. You can wake up one morning and not recognize the person you are seeing in the mirror. You may find yourself asking, “Is that me?”

Being a Minister gives you unprecedented reach and influence. People bow to your wishes. People treat you nicely – sometimes too nicely. It can get to your head. Power can become intoxicating. And there is a danger that so doing it can uproot your feet from the ground and cause you to lose your humility.

Your businesses suffer.

As a Minister you and your immediate family are precluded from benefitting from government contracts.

It matters not if your business is in a blind trust or a contract is offered by a Ministry in which you are not the subject Minister.

A Minister is part of the Cabinet which holds collective responsibility for government. A Minister holds direct political responsibility for his or her portfolio, but as a Member

Now de police got to sort out a lot of things.

Dem got de odda one who tell de court how he wasn't trafficking in ganja. He claim he was bartering de ganja fuh a phone. He got to convince de court that bartering is not trafficking.

Talk half and don't feel sorry fuh some people.

As such, as a member of upper tier of the Executive arm of the State, it is a conflict of interest for a business associated with a Minister or any member of that Minister's immediate family to benefit from a government contract, regardless of the Ministry involved.

There are no exceptions to this rule. Once you are a Minister it is a conflict of interest for you or any enterprise associated with

you or your family to benefit from a contract to provide public services.

A Minister has to consider all of these factors before accepting Ministerial appointment.

It is not an easy decision to make. People want to have the opportunity to serve their country and to make a difference, but those choices come at a price – the threat to one's reputation, missed business opportunities for you and your immediate family and the loss of quality time with one's family.

Once you accept a

Ministerial offer you have to abide with the consequences of that decision.

You have to accept the good with the bad, the benefits and the losses. You cannot want your cake and eat it too.

Power holders love power, will never share it G

uyanese have four months to decide how they are going to vote. Since 1957, only two parties have been in power with two occasions producing partnerships that didn't diminish the overall control of the larger partner.

In 1964, the United Force formed a coalition with the

PNC. It did not last long and after 1968, the PNC all by itself held power until October 1992. From October 1992 to May 2015, the PPP held undiminished control.

It proclaimed a coalition with an opaque group the PPP itself named the Civic Component. Only a moran believed that in those long years in office the PPP had a

coalition partner.

Since May 2015, the PNC has been in power with the Alliance For Change. But many political observers and analysts have argued that the power lies with the PNC. This columnist is of that belief.

From 1957 to the present, there has been no dilution on the totality of power wielded

by the PPP and the PNC. The question is if the PPP or the PNC wins in March 2020, will there be any change as to how power was exercised since 1957. You cannot predict human behaviour. The PPP and the PNC could do the unthinkable and share real, legal constitutional power if either wins in 2020.

But even though such a possibility cannot be tossed aside, the probability of its happening is extremely weak. The historical balance sheet is not helpful and in fact is dismal. The West wanted to remove Burnham and began to undermine his rule from 1976.

Jagan accepted that Burnham had converted to socialist economics and was sympathetic. He announced in 1976, the declaration of “Critical Support.� But there was no unity government.

When Hoyte succeeded Burnham, he reached out to the West and refused to have dialogue with any opposition party.

The two Jagan presidents were happy to run Guyana through the PPP. After Jagdeo came to power, a violent crisis engulfed Guyana, the type that was never seen before. Between 2002-2007 violent gunmen operating from Buxton, virtually paralyzed the country. But there were no attempts at unity government.

Perhaps the most brazen example of how the PPP and PNC approach power lies in the minority presidency of Donald Ramotar after 2011.

Faced with relentless pressure in parliament where the opposition parties had a majority of one seat, the AFC r e q u e s t e d t h e implementation of the procurement commission in exchange for parliamentary support. Ramotar turned it down.

Ramotar to evade a no confidence vote called a general election in 2015 and lost to a unity slate of PNC and AFC. But from day one, AFC personnel felt that the PNC had the hog of state power. In 2017, so desirous of diminishing the PNC's totality of authority, the AFC held a retreat at the Arthur Chung Convention Centre and ended its deliberation with the advocacy of reducing some of the many jurisdictions of the Ministry of the Presidency. The larger partner, the PNC did not agree and did not concede.

The question is why should voters trust the PPP and the PNC to win a majority and acquire a conscience and agree to

Frederick Kissoon decentralization and sharing of power? Do voters believe the metamorphosis will happen? If yes, where are the facts to support such a position? The lessons of history are that politicians do not by themselves tame the power they have at their control. If left to themselves, they will not concede an inch of it.

As I write this piece here only Mikhail Gorbachev comes to mind. I believe the examples of leaders readily agreeing to distribute state power to important stakeholders and other electoral contenders are so rare in history that I confess I can only think of Gorbachev in the now defunct USSR. The best avenue for the sharing of power is through minority government. A minority administration does not have legal and parliamentary room to manoeuvre.

It is precariously perched because of a lack of majority in the legislature. What happens then, smaller parties, if they are democratic in instincts, force them to pursue popular directions like salary increase, climate change, anti- homophobic legislation and constitutional reconstruction.

Canada has just voted in a minority government. In Israel none of the major parties want to institute a minority government because they feel the smaller parties can topple them at any moment.

I cannot speak for the people of Guyana; I can only give my opinion. I see absolutely no indication that there will suddenly be a transformation from domination to Santa Claus if the PPP or PNC secures a majority in 2020.

Rusal pay negotiations reach stalemate, - union asking for workers brace for long haul same wages as Bosai W

a g e negotiations between Russian-owned Bauxite Company of Guyana Inc. (BCGI) and the workers' union have stalled with the matter likely heading for arbitration.

The company is only willing to talk about increases for 2019.

However, according to General Secretary of the Guyana Bauxite and General Wo r k e r s U n i o n (GB&GWU), Lincoln Lewis, the talks are supposed to be for increases of 2018 and 2019 and involving negotiations for the period 2009-2018.

O n Tu e s d a y, t h e company, which has a running history of clashes with the union, said it is not prepared to talk anything except this year's increase.

According to Lincoln, it is unlikely that the parties will be meeting again under the current format.

He said that workers are gunning for arbitration to

settle the matter once and for all. The trade unionist made the statement Tuesday, while he was a guest on Kaieteur Radio.

He later briefed workers who are located between Aroaima and Kurubuka, in the Upper Berbice River area, Region 10. He disclosed that workers will be briefed by its union representatives as early as today on the negotiations.

One of the areas of negotiations is the raising of pay to meet that of Bosai Minerals, a Chinese company which operates in Linden. That company is reportedly paid almost 40 percent more than Rusal workers. “We are saying we want parity in the pay and that is a sticking point,” Lewis explained.

“Rusal has to pay. The workers said that they are prepared to go the distance.”

The situation would bring back memories of the standoff earlier this year when workers were fired, forcing a number of them to

For five weeks, the workers refused to budge, cooking for themselves and backed by residents of the nearby community.

It has been the story with Rusal since they came here in the mid-2000s.

With investors need, the administration of the People's Progressive Party/Civic, under then

president, Bharrat Jagdeo, had struck a deal with Rusal, one of the biggest bauxite companies in the world to take over the Aroaima and Kwakwani operations.

However, despite the people of Guyana owning 10 percent, there were no dividends paid by the BCGI, the local subsidiary of Rusal which is managing the operations. The company has not declared profits since it came.

It has refused to meet with the unions and even was a no-show to Department of Labour meetings on a number of occasions.

Lewis said Tuesday he is investigating rumors that the company is shipping out its big equipment, including trucks, a sign that something is going on.

Earlier this year, in March, during the five-week standoff to force BCGI to reinstate over 90 fired workers, an agreement on the terms of resumption was signed.

The agreement resulted in the unblocking of the Berbice River at Kwakwani by workers, whose action had forced vessels to moor for weeks. It had held up timber and bauxite shipments. The standoff also brought the spotlight down on Rusal and its tax and other concessions.

It received billions of dollars of concessions during its decade and half stay in the Upper Berbice area, Region Ten. In mid-February, workers of Rusal's Kurubuka mines downed tools and asked to

meet management after seeing a one percent increased to their pay.

However, they were ordered to return to work.

Ninety-one workers who downed tools had their services terminated by Rusal, sparking a standoff where workers refused orders to leave the housing quarters in Aroaima.

The company had been under the microscope for similarly firing 57 workers in 2009. Those workers were never reinstated. Until now, Government has largely left the company alone, fearing a possible pullout.

Government had sent in teams, including ministers, and even invited the company's representatives to meet its labour officials to diffuse the matter.

Man held for allegedly killing cousin with a hammer

P

olice have detained a cousin of Alvin Dipchan, the 35-year-old who died at the Mahaicony Cottage Hospital last Tuesday after allegedly being struck with a hammer Dipchan was at an aunt's home at Lot 76 Unity Village, ECD, when an altercation ensued between him and his 28-year-old cousin who works as an electrician.

It was alleged that the cousins had several previous misunderstandings in relation to the suspect allegedly stealing from Dipchan.

It is alleged that at around

18:30hrs, Dipchan saw his cousin coming from a western direction under the influence of alcohol.

The cousin allegedly threw a hammer, which struck Dipchan to the head.

After he collapsed, Dipchan's cousin rushed up to him and punched him and struck him with a paling stave.

The injured man managed to run a short distance before collapsing.

He was subsequently escorted by ranks of a Community Police Group (GPC) to the hospital where he was pronounced dead on arrival.

Nandlall wants Court of Appeal to overturn Chief Justice's decision in Cabinet resignation case

ormer Attorney General Anil Nandall is now asking the Court of Appeal to overturn a decision made by Chief Justice Roxane George who dismissed his application for an order compelling Cabinet to resign saying, “This application is not only wholly misconceived, it is vexatious and an absolute abuse of the process of the court.”

In a Notice of Appeal filed with the Court of

Appeal yesterday, Nandlall has put forward six grounds.

The Chief Justice in dismissing the application on October 16 also ordered Nandlall to pay substantial cost, $500,000, to Attorney General Basil Williams, who was listed as the Respondent in his application.

The premise of Nandlall's application was that Government continues to violate the Constitution as it refuses to resign despite being defeated by a No-

Confidence Motion, which was passed as long ago as December 21, 2018 in the National Assembly.

The Chief Justice, however, in refusing to grant the order sought by Nandlall, relied on paragraph eight of the CCJ's judgment on Consequential Orders in the No-Confidence Motion appeals made on July 12.

That paragraph reads, “It is important, however, that the Court makes this point.

Government shall remain in office notwithstanding its defeat and the resignation of the President and the Cabinet, Article 106 envisages that the tenure in office of the Cabinet, including the President, after the Government's defeat, is on a different footing from that which existed prior to the vote of no confidence.

It is this caretaker or interim role that explains the three-month deadline, in the first instance that the Article lays down, in principle, for the holding of the fresh elections.”

According to the Chief Justice, “In my view and I so find in [paragraph] 8 of the judgment, the CCJ did make a pronouncement on the resignation of the President and the Cabinet. Given the language used by the CCJ, it is evident that the effect of the NCM was the immediate resignation of the Cabinet, but the court clearly stated that notwithstanding this, the tenure in office of the Cabinet including the President, as well as the government as a whole, “is on a different footing”—is that of being in a caretaker mode consequent on the passage of the said NCM.” In this regard, the Chief Justice held that there could not have been, and cannot be any requirement for a mandatory order compelling the Cabinet, including the President to give effect to the resignation of the Cabinet, including the President which occurred by operation law consequent on the NCM. The Chief Justice noted that since an order compelling Cabinet, including the President was a live issue before the CCJ, the High Court cannot say that

Justice George reminded that her court is bound by the pronouncements and decisions of the CCJ pursuant to the doctrine of precedent, adding that the pronouncements of the CCJ and the orders made in its Consequential Orders must be read dispassionately and objectively.

She added, “While [Nandlall] may be dissatisfied with the conclusion of the CCJ—he cannot seek to overturn or reinterpret it by filing an application such as this.

The CCJ did not omit to pronounce on the issue as has been contended. On the c o n t r a r y, t h e C C J emphasized that it was making an important point in stating that the Cabinet including the President and the government are to act as a caretaker or interim government.”

Former Foreign Affairs Minister Rashleigh Jackson rescued from burning home

ormer Guyanese Foreign Affairs Minister, 90-yearold Rashleigh Jackson had to be rescued from his Jackson Avenue Republic Park, East Bank Demerara home Wednesday morning around 11:45hrs after a fire of unknown origin broke out in the bottom of the wooden structure. Mr. Jackson shares his home with his grandson, who was at work when the incident occurred.

M r. J a c k s o n w a s subsequently transferred to the Georgetown Public Hospital Corporation (GPHC), allegedly for respiratory issues. A neighbour stated that she was in her yard watering her plants when she noticed thick black smoke coming from a room that is situated in the bottom flat of the building.

“After I saw the smoke I start to call for him (Mr. Jackson) but I did not get any

response, so I called the fire service…”

She said that firefighters used a ladder to enter the house and rescue Mr. Jackson, who was coughing heavily after being taken from the smoke-filled area.

Fire Chief Marlon Gentle said that the cause of the fire is still unknown. The room in which the fire started was filled with books and clothes.

Bandit gives back woman $200 to go home after robbing her

Remanded: Kelwin Williams “I admit I give him the knife, I can't change my mouth,” were the words of 18-year-old Kelwin Williams, a bus conductor from South Ruimveldt Gardens. He was remanded to prison after he pleaded guilty to a robbery under arms charge.

Williams was appearing in the Georgetown Magistrates' Courts before Principal Magistrate Faith McGusty when he offered to give an explanation to the court for what happened the day a female passenger was robbed in a bus.

The charge read that on October 20, last, at Regent Street, Georgetown, while in the company of another and armed with a knife Williams robbed Shoma Deomattie of a cell phone and $3,700, cash.

In his explanation, he said that he did gave “the other guy who was in the bus”

a knife and told him, “Do yuh ting, but at no time did I rob that girl, your worship.”

However, Deomattie, the virtual complainant who was present in court said, “I see the conductor bai pass a knife to his friend who was sitting right next to me in the bus and then the friend put the knife to my belly.”

“He told me to give him everything so that's why I handed over everything I had…After he collect my money and my phone he give me back $200 and tell me, “Look this passage to reach home,” the woman then added.

Police prosecutor Seon Blackman objected to bail for the defendant after deferring sentence. As such Williams was remanded to prison by Principal Magistrate McGusty and the matter was adjourned to November 13, 2019.

Airtight laws, standards needed to remove wiggle room for oil operators - Industry Analyst

u y a n a ' s government, like many others, is bound by the Constitution to protect the environment. In light of being vested with this duty by the supreme law,

international agencies like the Open Society have said that governments have an obligation to ensure that airtight laws and regulations are in place to hold oil companies accountable for any infractions.

(Harley Soltes/The Seattle Times) Institute which promotes good governance and media independence, explicitly states that governments should do as much as possible to remove wiggle room for operators to avoid adherence to environmental standards.

Expounding on this viewpoint, the Institute noted that Production Sharing Agreements (PSA) contain provisions that speak to how the operator is expected to go about exploration, development and production in an environmentally friendly way. But the organization stressed that this is not enough since adherence to contractual provisions boils down to the interpretations of the government and the contractor. It emphasized that vague or ambiguous provisions could allow for the operator to effectively exercise a veto.

To underscore its point, the Institute noted that a PSA for Azerbaijan's major oil development project allows for the companies to discharge emissions “in accordance with generally acceptable international petroleum industry standards and practices.”

The only problem with such a provision, is that there are no such standards, the Institute said. It therefore points out that the ambiguity of the said provision as well as the fact that no such standards exist, allows the contractor wiggle room to exercise a veto.

With this understanding in mind, the Open Society stressed that a combination of clear, robust contractual provisions as well as legislation are fundamental to the protection of the sector.

Furthermore, the Open Society warned that oil companies have a tendency to take advantage of lax or lenient environmental laws and standards in their countries of operation. In fact, the body said that oil companies prefer to pay a relatively low penalty for noncompliance with a nation's lax environmental standards rather than invest in costly pollution monitoring and controlling systems. As such, it stressed that fines need to be high enough to act as a deterrent.

LOOPHOLE Even if the operations of ExxonMobil result environmental damage, a loophole in its PSA with Guyana allows it to recover costs it is made to pay in this regard.

For Exxon to be blocked from recovering these costs, Guyana will have to prove that the damage was due to “willful misconduct” or “gross negligence.”

According to Annex C of the Production Sharing Agreement (PSA), the contractor can recover without the need for approval from the Minister, all fees and other assessments that may be levied by the government in connection with the petroleum operations.

The PSA goes on to state that even the insurance that is meant to cover environmental expenses, the operator will be allowed to recover it. Further, all costs, losses and damages incurred to the extent not made good by insurance, will be recovered by Exxon and its partners.

he Guyana Rice Development Board (GRDB) has advised all rice farmers along the coastal belt to take the necessary precautionary measures as another series of high tides are expected from tomorrow.

The forecasted high tides will come ashore from October 25 through November 1, 2019. On Monday, October 28, at 16:13hrs, it is expected that the effects will be most felt with the waters rising to 3.31 metres.

In an interview with the Department of Public Information (DPI), General Manager of GRDB, Nizam Hassan, recommended that rice farmers, whose paddy crops are ready to be harvested, should do so immediately.

“One of the things the farmers can immediately do is harvest this paddy, especially given that there is a possibility that this paddy could be lost with any inundation of the saltwater.

“Secondly, if farmers have paddy that is 10 to 12 days before the harvesting period, I am advised by my technical personnel that they should go ahead and harvest that paddy.”

Referring specifically to the farmers in low-lying and riverine regions, the General Manager suggested that dams surrounding the rice beds should be raised.

“Any inlets into the rice field should be properly sealed from the intrusion of saltwater into the land, and then they can also raise the areas around the rice fields to prevent any of the saltwater from getting into the rice fields.”

The GRDB General Manager added that farmers can invest in other locations while emphasising that these areas must not be prone to flooding.

Social Protection Ministry intervenes dispute to be addressed in Blairmont protest at conciliation

he Department of Labour of the Ministry of Social Protection on Tuesday afternoon invited the Guyana Agricultural and General Workers Union (GAWU) and the G u y an a S u g ar C o r p o r atio n (GuySuCo) to a meeting to discuss the protest action by the factory workers of Blairmont Estate which resumed last Monday.

The department, which was represented by Chief Labour, Occupational Safety and Health Officer, Charles Ogle, among others, sought to hear from the parties what factors are at the root of the dispute that mushroomed into protest action by the workers.

The GAWU, through its General Secretary, Seepaul Narine, detailed what transpired and the circumstances which allegedly forced the workers into protest action.

“GuySuCo, through its representatives, also explained their version of the matter.

Following those explanations, it was agreed that the dispute would be addressed by the Ministry at the conciliation level with the parties,” the union disclosed in a statement.

33-year-old father of three was yesterday remanded to prison for the murder of West Coast Berbice rice farmer Gregory Reynolds called "Bermine" of Number 8 Village.

Appearing before Magistrate Rabindranauth Singh at the Fort Wellington Magistrate Court yesterday was Ravindra Mohabir of Number 7 Village, WCB. He was represented by Attorney Everton Singh-Lammy.

The charge read that on the 14th October 2019, Mohabir, in the company of others, murdered Reynolds

Prosecutor, Inspector Sheriff told the court that the file was not ready and requested a further two weeks because there was no post mortem report included, although the PM was done since October 15. Mohabir is set to return to court on November 13th.

Mohabir's wife and other relatives were inconsolable after they heard that he was being remanded.

thlone Pitt, the 45-year-old man who hacked his wife to death before walking into a police station and putting the murder weapons on a counter, was yesterday sentenced to a term of 22 years imprisonment for the crime.

Pitt, formerly of Lot 18 Chelsea Park Mahaica, East Coast Demerara, was charged with the June 01, 2016 murder of his wife, Cindy Pitt, whom he chopped several times.

Pitt, though indicted for murder, pleaded guilty to the lesser offence of manslaughter.

The accused, who was represented by Attorney-atLaw Adrian Thompson, also pleaded guilty to wounding Brenda Thomas, his wife's cousin, with the intent to cause her grievous bodily harm, or to maim, disable or disfigure her.

He was sentenced to serve eight years imprisonment on this charge. Justice Jo Ann Barlow who imposed the sentences ordered that they are to run concurrently.

State Prosecutor Sarah Martin told the court that the day before killing his 31year-old wife, Pitt visited the woman's work place at the Bygeval Secondary School, where she worked as a security guard and told her, “This is the last day you would work here.”

According to the

The post mortem report also revealed that Pitt's wife died as a result of shock and haemorrhage due to multiple incise wounds.

A Probation Officer told the court that during the last three years of his marriage, Pitt sold out all of his belongings and began imbibing alcohol frequently.

She said that the man's relatives informed her that they noticed a change in his behaviour. In fact, the Probation Officer revealed that family members said Athlone complained to them about attempting to take his own life.

Further, the Probation Officer told the court also in the last three years of his marriage, Athlone related that his wife became hostile and he began hearing rumors about her cheating and that persons in the area wound taunt him about it. The dead woman's family, on the other hand, related to the Probation Officer that they were aware of the difficulties she was facing in the relationship.

They, however, said they could not intervene as Cindy told them that she loved her husband. Apart from this, it was revealed that the couple was facing infertility problems on the part of the husband who said that his wife was being encouraged to pursue other relationships (continued on page 20)

Caribbean faces 'epidemic of ultra-processed foods' - PAHO U

ltra-processed food, sugary beverages and fast food with poor nutritional quality are replacing more nourishing domestic foods in diets of families in Latin America and the Caribbean.

This is according to a report published by the Pan American Health Organization, “Ultraprocessed food and drink products in Latin America: Sales, sources, nutrient profiles, and policy implications.”

The report shows that sales of ultra-processed foods and beverages grew 8.3 percent between 2009 and 2014, the last year for which data were available. It estimates that those sales continued to grow another 9.2% from 2014 to 2019, generating alarming effects on health and requiring government regulations to reverse this trend.

"We are observing the beginnings of an epidemic of ultra-processed food consumption," said Fabio da Silva Gomes, regional advisor in nutrition at PA H O . " I t s s a l e s a r e growing disproportionately in comparison with those of other foods, filling families' tables with products that do not contribute to good health," he added.

The trend is promoted by the marketing and the

unrestricted publicity of these products in a market that is practically deregulated in the region.

"We need governments to establish policies that restrict sales of these products. Ultra-processed products cannot form the basis of our nutrition. They can't be an essential product in our diets," da Silva Gomes stressed.

The report gathered information on Argentina, Brazil, Chile, Colombia, Mexico, Peru and Venezuela, which together constitute 80 percent of the population of the region of Latin America and the Caribbean. It also analyzed 250 products, divided into 89 categories, and pointed out those which exceed the recommended levels of free sugars, total fat, saturated fats, or sodium; and which are the specific products that contribute more energy and the critical nutrients.

According to the report, all the products analyzed contained excessive quantities of at least one of these critical nutrients.

Together, 43% of what these products contribute is sugar.

Soft drinks, fresh and salted snacks, cookies, pies, cakes and desserts, and sauces and dressings were listed as especially problematic.

Additives are used to imitate and enhance the sensory qualities of natural foods or to disguise unattractive qualities of the final product.

A previous PAHO report on ultra-processed products revealed that the increase in sales (and related consumption) was associated with increases in bodyweight, which indicates that these products are an important driver of growing rates of overweight and obesity. In the Region, some 360 million people, almost 60% of the population, are

overweight.

The report recommends that governments, scientific societies and civil society organizations support and implement policies and regulations to discourage consumption of ultraprocessed products and protect and to promote the election of healthy foods.

The findings presented in this report point to the need for strengthening of food systems that protect public health in Latin America and that are rational, appropriate, and sustainable. This requires commitment and investment as top priorities for national governments.

The report suggests reduction of the health risks posed by ultra-processed

products by reducing their overall consumption.

This requires implementation of fiscal policies as well as regulation of ultra-processed product labeling, promotion, advertising and sales, especially in schools. It also recommends development of new market opportunities to protect and increase the production, availability, affordability and consumption of unprocessed and minimally processed foods, and fresh handmade meals.

Some countries, including Barbados, Brazil, Chile, Dominica, Mexico, Peru and Uruguay have begun implementing one or more of these measures, with

good results.

The measures are in line with PAHO's Plan of Action to prevent obesity in children and adolescents, which was approved in 2014 and calls for strict limits on commercialization of food products that are unhealthy for children.

Founded in 1902, it is the world's oldest international public health agency. It serves as the Regional Office of WHO for the Americas and is the specialized health agency of the Inter-American system.

Sites earmarked for Bartica, Lethem solar farms - GEA, contractors inspect locations

he Guyana Energy Agency (GEA) has led a team comprising potential contractors and representatives from the Guyana Power and Light (GPL) and the Guyana Lands and Surveys Commission (GLSC), to inspect the sites earmarked for the construction of the Bartica (Region 7) and Lethem (Region 9) solar farms.

The 5-Megawatts Solar Photovoltaic Power Plant in Bartica will be located on 7.5 acres of land aback of Dagg Point Village. The 1Megawatt solar farm, in Lethem, will be located on a 5.2 acre of land behind the Lethem Power Company Incorporated.

The site visits were

conducted to ensure that there is a proper contractorprequalification process in place, as this will minimise project risk before the bidding opens on November 26.GEAs Project Coordinator, Mfon Akpan explained the goal is to ensure contractors deliver a reliable and efficient system that has a lifetime warranty. “ We a l s o l o o k a t Levelised Cost Of Energy (LCOE). So, if we pay you 'X' amount of dollar to develop this project, we are going to look at the next twenty years, do we gain or are we losing… you must demonstrate that this system that you are going to design and install for us is going to be efficient, is going to be reliable and is going to meet the lifetime warranty that we

are looking at.” The team also visited and accessed the capacity of the power supply grids in both areas.

The two projects, which will benefit a total of 20,000 residents, will commence in the first quarter of 2020 and will be commissioned by the first quarter of 2021. It is part of a $1.7Billion (US$8.6M) initiative to provide an overall 3.15-megawatt solarpowered mini-grids system to Bartica, Mahdia and Lethem. The programme is f u n d e d b y t h e I n t e rAmerican Development Bank (IDB) and executed by the Guyana Energy Agency (GEA).

C u r r e n t l y, B a r t i c a (Cuyuni-Mazaruni Region) has an installed capacity of 4.4-megawatts; Mahdia (Potaro-Siparuni Region),

1.2-megawatts and Lethem ( U p p e r Ta k u t u - U p p e r Essequibo Region), 3.06megawatts.

A pre-bidding conference was held at the Cara Lodge, on Monday, which dealt with the Bartica and Lethem projects. The event attracted some 20 local and international contractors who had the opportunity to clarify the scope of the project. The tendering process for Mahdia will be done separately.

The projects fall under the government's Renewable Energy Solution for the Hinterland initiative. It is aligned with the country's Green State Development Strategy (GSDS) framework to achieve, among other things, the transition to 100 per cent renewable energy in the power sector; affordable, reliable and clean energy services for all; ensure security and quality of energy for business growth and increase energy efficiency. NHSL has operated Sikorsky helicopters for nearly 40 years, providing offshore transport services to the oil-and-gas sector and other commercial entities, as well as government services for emergency and natural disaster response. Sikorsky is a Lockheed Martin company (NYSE: LMT).

The six S-76s currently in the NHSL fleet include three Sikorsky S-76C++ and three S-76D aircraft.

NHSL completed the first-ever commercial revenue flight with the S-76D in February 2014, and since then, NHSL S-76Ds have flown more than 10,000 hours, with 97%+ availability rates.

Guyana is the 51st country in which the S-76 will operate and a further extension of Sikorsky and

parent company Lockheed Martin's expanding reach into Latin America and other emerging global markets. More than 300 Sikorsky aircraft are currently flying in Latin America in a variety of roles and missions, including 29 S-92s in Brazil where a multitude of S-76s have operated through the years, most notably in the Off-Shore Oil

transport segment.

Education, Human Resource Development to - CARICOM Education Ministers to highlight 38th COHSOD take action on the HRD 2030 Strategy

he fundamental role of Education and Human Resource Development (HRD) will be the highlight of the 38th meeting of the Council of Human and Social Development. The forum is being held at the CARICOM Secretariat in Georgetown.

A l o n g w i t h understanding their critical roles, Education Ministers from across the Caribbean will also move to take action on the HRD 2030 Strategy.

The strategy provides a roadmap for joined actions by member states in the fields of education and training to unlock Caribbean Human Potential.

CARICOM's SecretaryGeneral, Ambassador Irwin LaRocque said at the centre of the strategy is the prioritisation of the construction, of a globally competitive, innovative, and integrated education system to drive inclusive, sustainable development in the region.

‘Lady Coco' returns for Agri-Tourism Expo 2019

he re-vamped 'Lady Coco' has returned to the spotlight. On Tuesday evening, the monument was unveiled for the AgriTourism Expo and Business Forum being held at the Arthur Chung Conference Centre.

Also unveiled was the official logo of the event.

Attending the opening was Minister of Business, Haimraj Rajkumar, Permanent Secretary attached to Ministry of Agriculture, Delma Nedd, Director-General at Department of Tourism, Donald Sinclair among other representatives.

In brief remarks, Sinclair noted that when the

monument was first unveiled in 2016, it represented a “tree of Life”, today he said it could be considered as the “mother” behind the Agritourism initiative.

“Lady Coco has given “birth to the expo which plays an integral part of the introduction of an AgriTourism Sector in Guyana…

It took a long time to construct Lady Coco and it took even a longer time to refashion her and she is now back in business,” the Tourism Director-General said.

He also congratulated the three local artists – Gerald Gittens, Edward Lashley and Stanislaus Rodrigues, for the time spent restoring the monument.

Chief Technical Officer of the Ministry of Agriculture, George Jervis said the unveiling of the monument and logo “will serve as a permanent reminder of the start of our journey towards the development of the industry… Agri-tourism offers farmers the possibility of diversifying and generating additional income through activities to supplement their agriculture income and maintain the viability of farms and rural communities.”

According to Jervis, the Agri-tourism sector can become the most transformative sub-sector in the country's economy, paving the way for other

La Liga considers legal action over new El Clasico date

BBCsport - La Liga is considering legal action after the postponed El Clasico between Barcelona and Real Madrid was rescheduled for 18 December by the Spanish Football Federation (RFEF).

The match was set for 12:00 BST on Saturday in Barcelona but was postponed at La Liga’s request due to fears of civil unrest.

There was a week of protests in Barcelona after nine Catalan separatist leaders were jailed earlier this month. La Liga had proposed 4 December.

Both clubs put forward Wednesday, 18 December after being asked to agree on a new date by RFEF’s competitions committee, who

signed off the decision yesterday. The first round of the Copa del Rey is set to take place on the same date.

“La Liga doesn’t agree with the competition committee’s decision to stipulate 18 December - after an agreement was reached between Barcelona and Real Madrid, despite La Liga’s objections - as the date in which the postponed Clasico should be played,” La Liga said in a statement.

“We are studying the documentation that we have recently received regarding the process in which the decision was taken. This is in order to evaluate taking possible legal action and against whom it should be

tabled, before the relevant and opportune public organisations or legal organisms.”

Barcelona and Real Madrid disagreed with La Liga’s earlier call to switch the game to Madrid. Catalonia is a semi-autonomous region in north-east Spain and in a referendum on 1 October 2017, declared illegal by Spain’s Constitutional Court, around 90% of Catalan votes cast backed independence.

Russian doping scandal: ‘Russia must Ruthless Federer obliterates Albot expect 2020 Olympics ban’ - Rusada Head BBCsport - Russia must expect to be banned from the 2020 Olympics in Tokyo, says the head of Russia’s AntiDoping Agency (Rusada).

The World Anti-Doping Agency (WADA) said last month Russia could be banned from all major sports events over “discrepancies” in the Moscow lab data.

“Russia’s Olympic squad will be prevented from participating in Tokyo,” said Rusada director Yuri Ganus.

“I think that this will also happen at the 2022 Winter Olympic Games.”

Yesterday, a WADA committee was due to meet experts who have assessed both the data and Russia’s explanations for it. But the hearing was postponed as the committee asked for more time for their investigators to examine the lab data.

Speaking to press agency AFP, he added: “Russia cannot continue any more with its old methods which have made the doping crisis

worse. “We need to get rid of the idea that the West is trying to put pressure on us.

Russia needs to put its own house in order.”

Russia handed over data from its Moscow laboratory in January as a condition of its reintegration back into the sporting fold after a threeyear suspension for a statesponsored doping programme.

But in September, Wada opened a formal compliance procedure after the discovery of “inconsistencies” in the data, giving Russia three weeks to explain. As a result, Russian athletes remained suspended for the recent World Athletics Championships in Doha by the sport’s governing body, the IAAF. Leonard brings his NBA dominance to dangerous Clippers Los Angeles (Reuters) More than an hour after Tuesday’s season-opening showdown between the NBA’s two Los Angeles teams, a crammed room of reporters awaited the man of the hour – new Clippers star Kawhi Leonard.

Leonard fittingly arrived well after any other players, just as he had last June when he lifted the NBA Finals trophy with the Toronto Raptors. This time, Leonard got the best of a juicy matchup against LeBron James, Anthony Davis and the cross town Lakers, scoring 30 points to guide the Clippers to a 112102 victory.

It is easy to see what attracted Leonard to the tough yet understated Clippers when he left Toronto this off-season and passed on creating a super team with James and Davis on the Lakers. The team feels built in his image.

“To be able to (play with and) get a feel for him, it felt great.”

The Clippers are not even at full strength yet as All Star Paul George is expected to join them sometime next month following shoulder surgeries. Still, the Lakers are not conceding ultimate defeat after just one game.

“I disagree on how big of a test it was. It’s the first game,” James said.

“Obviously, the NBA is back and everyone is trying to have the narrative of a rivalry game and it’s a huge test. Both teams are not who they want to be. We have a lot of room to improve.”

There were reports yesterday that BCB chief Hassan and director Naimur Rahman met the country’s Prime Minister, Sheikh Hasina, who had summoned Mashrafe Mortaza as well to know more about the

impasse.

It is felt that after her intervention, the BCB backed off from their hardline stance.

Hassan said the board was not made aware of the two latest demands until a few hours ago, but that it will fulfill the original 11.

Shakib added that the Cricketers Welfare Association of Bangladesh, the players’ body, also agreed to hold fresh elections soon.

“As Papon bhai said, it was a fruitful discussion,” Shakib said. “He and the rest of the directors assured us that our demands will be met as soon as possible. Based on their assurance, we will start playing the NCL and attend the training camp.

“We told them that there should be [CWAB] elections swiftly. We want a representative from the current players, so that our problems can be discussed with the board regularly.

It will be the best for the players. They have agreed, and the elections will be held when we are all available.

We can tell you that we are happy when the demands are implemented, but discussions have been satisfying.”

Hassan, who had a completely different tone to his angry press conference on Tuesday, said that the BCB will revert back to the Dhaka Premier League’s player transfers, as well as ensure a franchise model is in place in next season’s BPL, as per the players’ demand.

He also said that they will quickly increase the domestic players’ remuneration, but asked for time on improving infrastructure across the country.

“We thank the players for coming today. They had a number of demands which I told you yesterday were mostly agreeable.

Among their 11 demands, the first one (CWAB elections) doesn’t have anything to do with the BCB and the last demand (more than two NOCs per year to play franchise tournaments) will be taken case to case.

“We have agreed with the rest of the demands, like the DPL transfers and BPL franchise model,” Hassan said.

“We will also significantly improve their allowances in the domestic competitions, and it will be done in the next two or three days. Not in six months or a year.

Hassan said they had offered to cut the NCL’s third round matches scheduled for October 24, but he was told that wasn’t necessary.

Hassan, who had blasted the cricketers for going on strike on Tuesday and was made to wait four hours before the meeting started on Wednesday, said that even during this discussion, he started off angry.

The strike that began on Monday afternoon with the centrally contracted and firstclass cricketers, even attracted those from Dhaka’s first division league yesterday.

Hurricanes endured a disappointing last campaign, finishing one from bottom in their group and missing out on the semi-finals, as Combined Campuses and Colleges went on to win the title for the first time.

More significantly, they have not won the title in a decade – also the last time they reached the final – but Williams expect that to change this year.

He added: “Right now, they are playing the Leeward Islands tournament and the selectors will select the final squad by Friday. We are due to have a final one-week camp in St. Kitts, where we hope to get all the finer details sorted out.

“We will be missing a few key players on West Indies duty – Alzarri Joseph, Rahkeem Cornwall and Hayden Walsh, Jr. – but we still have some experience in the side with the likes of Kieran Powell and Devon Thomas.”

In the opening clash on Saturday, Uitvlugt Warriors Football Club beat Wales United 3-1 with Malcom Dainty (13th), Shomol Smith (34th) and Clem Brotherson (55th) scoring in the win; Kenton Boyce scored a consolation for Wales in the 70th minute.

By Sean Devers Caribbean Bantamweight champion ‘Lightning’ Keevin Allicock will the headliner at the Guyana Boxing Association’s (GBA) Terrence Alli National Open which will be held at the National Gymnasium from November 1-3 starting at 19:00hrs each night.

His participation in the TerrenceAlli Championships will be his last for a while in Guyana since he would be sent to undergo specialised training overseas. The National Open Championships will be used to select Guyana’s team to participate at the Caribbean Championships scheduled for Trinidad from December 4-9 and a few ‘big’ name boxers will match gloves in what is the last GBA’s Tournament for the year.

The Guyana Defence Force (GDF) is the defending champion and entrance fee is $500 for Stands and $1000 for Ringside.

The tournament which will feature some of the top 3X3 teams from across Guyana has as its first place prize, $300,000 while second and third placed teams will receive $100,000 and $50,000, respectively.

I consider this tournament a ‘give back’ to basketball, since the sport is badly lacking relevance in Guyana’s local sports landscape. I believe that the sport is presently left behind and I see this tournament as one of the ways I can help the Guyana Amateur Basketball Federation (GABF) and its affiliates to bring fans back to the sport,” Toney said.

St. Pius took first strike and posted 253-2.
