Letters... Where your views make the news

How could all be so blind? From page 4 Dakama Circle and Damon Avenue for a moment. Long before it was redone it was a “day-mare” to students, parents, teachers and residents of Retrieve, so much so that at one time the P.T.A closed the school down and staged a protest - it was that bad! And though it was attended to, there’s no kind of improvement to shout about. Like Pine Street it is another fair-weather situation, quickly deteriorating because it was poorly constructed, and when it rains it becomes even worse, because even though Pine Street has blocked gutters this Regma School road has none; on both sides are mounds covered with high grass, thus the sides become flooded and muddied. Now there’s a substantial amount of students who go to and fro by taxi, many teachers too have their own cars, motor cycles, bicycles, pedestrians – so here is the Pine Street scenario to an even worse degree, all caught up scrambling, negotiating for dry land to avoid the mud and circles of water. But it has got to be that things are not being done right, inspite of all the millions boasted about that are spent on roads. But one would have to believe that the engineers and bosses of the Town have

all been in a slumber when this road was being done. You mean to say none saw the need for a sidewalk taking into consideration the hundreds of students, many just out of Nursery trodding along daily thus making it much safer for them? And just why are most of the roads now being constructed made so narrow? Don’t our leaders represent? And why is it that almost anything that starts to go bad and which we know to be well within the grasp of our local authorities is left unattended until it reaches crisis level beyond repair? Why isn’t there a regular maintenance crew whose primary duty is to identify and repair roads? I just hope that some relevant body is paying attention to Accara DriveBack Road - by the next heavy rainy season I’m sure those massive trucks will render it impassable. So weary I am of saying this: that large portions of water are left on the side of the Sir David Rose Avenue next to the Johnsons’ home every time it rains - forever flooding, forcing pedestrians and vehicles - massive timber trucks – to compete centre road until the sun dries it up, and its worse at nights where like most streets/roads in Linden, it is dark. You mean to say nothing can be done, period? Can the traf-

fic department say why there are no traffic signs from the forestry location along David Rose Avenue leading into Republic Avenue, where speeding is regular and fashionable, even reckless driving? Lindeners have got to thank their lucky stars that accidents are so few and far apart on this stretch of road. And again, why is it so difficult to attend to this blind corner at Dageraad Avenue turning left into David Rose Avenue? Same thing at the corner of Greenheart Street and Harder Road where the M.S.C Basketball court obscures clear vision. How could all be so blind? Come on, little things still do mean a lot. The observations listed above are those on the McKenzie shore, we haven’t crossed over to Wismar as yet. Is there still a campaign on loud music in mini buses? Why is it that cops turn a deaf ear to vulgar and boisterous foul-mouthed expressions that is the trademark around every mini-bus/ hire car park that goes on without rhyme or reason, be it Good Friday or else? Finally, this for me seems to be one way beyond cops: getting drivers - all drivers -to desist from carrying on lengthy discussions and gossip on cell phones whilst driving. Don’t we have enough unpleasant evidence to go by? Frank Fyffe

BACK TO SCHOOL: THE LEARNING ENVIRONMENT AND DIASPORA CHALLENGES Lear Matthews As our children and grandchildren return to school or begin their formal educational journey, we look forward to another year of significant learning, positive socialization and skills acquisition in preparation for a career and other desirable outcomes. The memories and educational values inculcated in the “good ol’ days” keep us grounded, but the need to adapt to contemporary institutions with constantly changing technology and curricula is inevitable. This new experience varies from anticipated success to frustration in negotiating the system. One social commentator warns that in the midst of

social transition, “education is not a desired goal for many segments of the population, easy money is”. Such an assertion is extremely worrisome. This article highlights the intersecting of learning environment and Diaspora challenges, expressing thoughts based on research findings and observations on the topic and proposes possible solutions. The Home country – Case of Guyana: There is no shortage of criticism of the educational systems in Caribbean countries including Guyana, painting a rather gloomy picture of the future. The dearth of qualified teachers and inadequate resources are well documented, and so is the alleged mediocre response by

the government. During the “good ‘ol days” teachers appeared more dedicated and invested in the total education of students. However, several factors exacerbate the current situation, mired by economic and political suffocation. Teachers are not only underpaid, but many have “interim” status, forging a non-committal attitude toward teaching locally. The policy of retiring Government school principals at age 55 has decimated the chance for consistent and dependable leadership. There seems to be a correlation between students’ success rate and the capacity of their family to afford “extra Continued on page 7

City Hall’s accounts inaccurate

Saturday October 19, 2013

Guyana Fire Service brings curtain down on Fire Prevention Week

…unable to say how much taxpayers owe City Hall’s tax database system is corrupt and does not reflect the exact amount taxpayers owe. A new programme was bought to fix the system but staffers are reluctant to clear the clutter, says a source close to City Hall. According to the source, successive City Treasurers have lamented that City Hall’s database needs sanitizing because the accounts are defective. The system currently gives taxpayers the upper hand of challenging how City Hall generates the figures, the source added. The source related the only way taxpayers stand a chance of paying their “correct” taxes is the presentation of their last receipts. “The onus is on the taxpayer to prove that he or she doesn’t owe City Hall and not the other way around. And, that shouldn’t be the case. City Hall should have a proper system by now,” he added. According to the source, City Hall was given computers, new programme, training of staff, and even additional human resources

to update the database. Because, some staff want to crook the system the new measures were not implemented. The source said the Town Clerk and City Treasurer have oversight for the Finance Department and therefore has no excuse. The source said the Town Clerk should answer to the people of Georgetown when her office last prepared a financial statement. In addition, City Hall has not been audited since 1996. He stressed that Town Clerk, Carol Sooba, is the head of Administration and is expected to make the system work. If, a bad system remains unchanged in her leadership then she is incapable of leading and should be removed, the source lamented. According to the source, the solution to the cluttered database is simple-- City Hall should commence using the new system. All new payments by taxpayers should be inputted into the new system allowing the creation of a new database. He said that City Hall should commence collecting

Town Clerk, Carol Sooba taxes even if it means losing a little bit of revenue for an accurate system. The source said that questions should be asked how much money City Hall and the Central Housing and Planning Authority are earning from the erection of high rise structures in Georgetown. In addition, many houses in Georgetown have been transformed into businesses but with a slothful and almost ineffective re-evaluation system, again the true taxes are not being paid. He said residential properties in Georgetown pay 40 percent taxes whilst companies pay 300 percent.

The fire officers saluting the Minister of Home Affairs and fire officials Nine brand new fire trucks along with over 200 officers took to the streets of Georgetown in a march to conclude the Guyana Fire Service’s Fire Prevention Week 2013 yesterday. The march which assembled at the 1763 Monument moved along Brickdam. Minister of Home Affairs Clement Rohee, took the salute in front of the Ministry. Also at yesterday’s march, Fire Chief Marlon

Gentle told Kaieteur News that Fire Prevention Week commenced last Sunday with a week of activities to educate students and the general public about the importance of fire prevention. The Fire Chief added that the service conducted five community outreach programmes in Regions One, Two, Three, Four and Six along with visits to rural communities in Essequibo and Berbice. “This is the time we take as a fire service to interact with the people in these areas. We don’t get to meet them every day to teach some of our fire safety procedures,” Gentle said. Gentle said that the march also displayed some of the services recently acquired

equipment donated by the Government of China through the Ministry of Home Affairs. When asked about the numerous complaints by several communities about the sometimes slow response of the fire service, Gentle said, “I don’t believe in if you act or not act quickly …Of course, they will have reasons for some of the arrivals being quicker than some given distance, road conditions, access to the scene, time of the day and traffic.” Gentle added that the fire service has suffered from accidents because of speedy responses and as such is now taking careful caution. “It is better to get there a little later than we don’t get there at all,” Gentle said.

BACK TO SCHOOL: THE LEARNING...

Saudi rejects Council seat citing UN inaction on Syria Dubai (United Arab Emirates) (AFP) - Saudi Arabia rejected a seat on the UN Security Council in an unprecedented move yesterday over the leading international body’s “doublestandards” and failure to act against the Syrian regime. At least one analyst said the snub also reflected Riyadh’s disappointment with the diplomatic opening between ally Washington and archfoe Iran, which it accuses of meddling in regional states. Diplomats at the United Nations expressed shock at the move to decline the coveted seat, for which many countries spend years campaigning, with one envoy saying it was “totally unexpected.” “Work mechanisms and double-standards on the Security Council prevent it from carrying out its duties and assuming its responsibilities in keeping world peace,” the Saudi foreign ministry said a day after the country won the seat for the first time.

Abdullah al-Mouallimi “Therefore Saudi Arabia... has no other option but to turn down Security Council membership until it is reformed,” its statement said. Oil powerhouse Saudi Arabia — a staunch backer of the rebellion against the Iranian-backed regime of Syrian President Bashar alAssad — said the council’s failure to act against him showed it was unable to live up to its mandate. “Allowing the regime in Syria to kill its own people with chemical weapons...

without confronting it or imposing any deterrent sanctions... is a proof of the inability of the Security Council to carry out its duties and assume its responsibilities,” the foreign ministry said. The statement referred to an August 21 sarin attack outside Damascus that killed hundreds of people and which was widely blamed on the regime, which denied any involvement. The attack eventually led to a UN resolution under which Syria must destroy its chemical arsenal. Saudi UN Ambassador Abdullah al-Mouallimi had earlier welcomed the election as a reflection of Riyadh’s “long-standing policy in support of moderation and in support of resolving disputes in peaceful means.” But the foreign ministry yesterday said Riyadh would not be member of a body that has been unable to resolve the Israeli-Palestinian conflict or rid the Middle East of nuclear weapons.

Thousands march for Mursi across Egypt, policeman killed in Sinai

CAIRO (Reuters) Thousands of supporters of E g y p t ’s deposed President Mohamed Mursi protested in Cairo y e s t e r d a y, shouting slogans against army chief General Abdel Fattah alSisi, who removed him on July 3. One person was injured by gunfire when taking part in a proMursi march of a few thousand in Fayoum, south of Cairo, state news agency MENA reported. Four were injured in clashes between Mursisupporters and residents in the Nile Delta city of Zagazig, state TV reported. Hundreds of pro-Mursi Islamists took to the streets in the coastal city of Alexandria and in Buhayra province,

Mohamed Mursi witnesses and security sources said. Ye s t e r d a y ’s p r o t e s t s remained mostly peaceful. On October 6, dozens of s u p p o r t e r s o f M u r s i ’s Muslim Brotherhood were killed in protests in one of

the bloodiest days since the military deposed him. Interior minister Mohamed Ibrahim, who survived an assassination a t t e m p t i n S e p t e m b e r, ordered police to confront decisively any attempt to b r e a k t h e l a w, M E N A reported. On August 14, Egyptian security forces broke up two pro-Mursi sit-ins in Cairo and killed hundreds of civilians. The government then declared a state of emergency and imposed a c u r f e w. T h o u s a n d s o f Brotherhood members, including Mursi himself, have been arrested. Gunmen killed a policeman yesterday on a street in the city of ElArish in north Sinai, security and medical sources said.

From page 5 lessons”. Introduction of the Learning Channel and lab top distribution are positive, but some students’ academic underachievement may be linked to poor nutrition. It is suspected that teachers’ mental preparation is affected by life stresses including the lack of basic human needs and the demands of caring for their own children. In addition, the ethnic disparity in educational achievement appears to be increasing. For example, the 2013 SCEC exam results in a leading city high school show that East Indian students outranked their African counterparts by an 8 to 2 ratio. Simultaneously, the anticipation of youngsters to emigrate can have a negative effect on their commitment to education. A World Bank report found that the number of school-age children leaving the country has vastly increased. Notwithstanding means to an end, a sobering reality is that immigration may be seen as a more attractive alternative to education. Consequently, students become disinterested in school or stop attending all together. The Diaspora – Newcomers to North America, especially children and adolescents who were born or raised in the Caribbean rely on family network and school as primary sources of guidance, inspiration and support and in their efforts to achieve academic success. Many families expect the school to play a major role in the socialization and achievement of their children. Yet these youngsters are often faced with the

underrated task of familiarization with the school system and ambivalent response from some educators. Although the facilities and opportunities afforded in North American schools are generally superior to those in the Caribbean, some dimensions of the school environment conjure up structural barriers. These include cultural differences, overcrowded classrooms, self-esteem problems related to stereotyping, ridicule, and discipline-related conflict. The latter was poignantly exemplified when a newlyarrived student from Guyana was warned by his teacher to “stay away from the boys in your class”. Shifts in immigrant household constellation and domestic policy, though protective, often undermine parental authority and indirectly affecting educational progress. Distractions from a barrage of frivolous entertainment-focus media further complicate the situation in both environments. Possible Solutions: The growing numbers of Hometown Associations, including Alumni Chapters provide material and academic support, such as computers, laboratory equipment and scholarships. Through their efforts, infrastructural and curriculum standards in country-oforigin institutions have improved. Such transnational support should be extended to students whose families cannot afford extra lessons. Funding a student breakfast program would be helpful. This must continue with the hope that it does not

absolve government of its development responsibilities. The joint project of the International Organization of Migration and the Ministry of Foreign Affairs, GUYD, should include incentives to attract and retain qualified teachers. Such incentives may include government scholarships and negotiable contractual agreements. The extracurricular needs of teachers must be understood and addressed when possible. The provision of Support Services for teachers and Counseling Centers and Early Childhood Education Programs for students would be an investment in academic success. The retirement age for Head Teachers should be extended, allowing for the completion of established goals. Schools in the US need to develop a culturally competent system with the capacity for cultural sensitivity, knowledge, and skills, which will help to overcome some of the aforementioned barriers. Parents must be continuously vigilant in working collaboratively with school personnel. With more parent-school participation by fathers, youngsters must be encouraged to emulate positive values and constructive use of Internet technology. Drawing from the cultural heritage foundations that helped to mold our destiny, parents should denigrate behaviors that detract from educational achievement. Hopefully, the above attributes, challenges and modest proposed actions add to the discussion of our children’s future.

New twist in Deonarine Range Rover issue: UK Owner wants it back Trinidad Guardian - In a new twist to the saga of the Range Rover bought by Independent Liberal Party (ILP) deputy leader Anna Deonarine, the original owner, a UK company, wants the car back. A local lawyer acting for the UK company’s attorney has written to Attorney General Anand Ramlogan demanding its immediate return. Karl Hudson-Phillips, QC, spoke with Ramlogan on the matter yesterday. Ramlogan last night told a public meeting of the People’s Partnership in Princes Town that the vehicle would be sent to England and not returned to Deonarine. Attorney Jessica Maicoo, who is in Hudson-Phillips’ chambers, wrote to the AG yesterday “in the matter of the recovery of that black Range Rover diesel sport estate 2.7 TDV6 S 5 automatic vehicle locally licensed as PCM 1100 and bearing the chassis/frame no SALISAA138A179106.” Maicoo wrote, “We have been retained by Mr Barry Hancock of BR International Ltd, who has the benefit of a duly notarized Power of Attorney dated 17th November 2011 from Lombard Vehicle Management, the latter being the legal owner of the subject vehicle which was reported stolen in the United

Kingdom between May 2008 and December 2008.” The letter said the exact circumstances in which the vehicle was stolen and shipped to Trinidad were unknown, but Maicoo was instructed that the vehicle, “which was the subject of a contract hire purchase between Lombard Vehicle Management and one Nabeel Shah was shipped to Trinidad in December 2008 without Lombard Vehicle Management’s knowledge or consent.” She noted that “it is confirmed that the vehicle is in the possession of the State,” and called upon “the relevant government department, through the Office of the Attorney General, to hand over the vehicle to us on behalf of Mr Hancock, whom we represent so that the same may be disposed of according to the direction of the owner.” The letter was copied to Deonarine Trinidad Guardian Contacted Thursday on the matter, Ramlogan said based on the current state of affairs, he had no doubt that acting CoP Stephen Williams “in due course will take a mature look and review this matter in the interest of justice and in the public interest.” A Sunday Guardian exclusive reported

that Deonarine was named as a critical link in a UK police investigation into the theft of the stolen luxury vehicle. Deonarine has maintained that she is not at fault and was a victim in the matter. Attempts to contact Deonarine last evening were unsuccessful as calls to her cellphone went unanswered. AG comments: Ramlogan said yesterday that the documents relating to the Range Rover were “quite compelling and refute a number of statements made by Deonarine.” He said Deonarine needed to explain her claim that she did not import the vehicle, when the State had issued an import licence to her company and it was pursuant to that licence that the vehicle was imported. Ramlogan said he was not surprised that no one was charged, but was surprised at the way the investigations were carried out, “because it is clear that critical pieces of the jigsaw puzzle are missing.” He also said he was not surprised by PNM leader Keith Rowley’s “jumping to the defence” of Deonarine. He also dismissed Rowley’s claim that he was violating his oath of office, insisting he was committed to serving the best interest of the nation.

Jamaica to get $1.3 billion in budget support from EU

Jamaica Observer Jamaica is to receive 9.2 million euros ($1.3 billion) in budget support, the European Union (EU) revealed this week. This adds to the 7 million already paid in September, the EU said, adding that the disbursement will be made in two tranches. The disbursements were announced by Andris Piebalgs, EU commissioner for development, at a meeting in Washington with Jamaica’s Finance Minister Dr Peter Phillips last Saturday. “The two disbursements relate to programmes supporting the continued and successful implementation of the Jamaican Strategy for the Adaptation of the Sugar Industry 2006-2020,” the EU said in a news release. “More particularly, they aim at improving the standards of living and well-being of the Jamaican communities living in sugar-dependent areas.” According to the EU, the programme has contributed to creating a commercially viable sugar cane industry by the completion of the sector

Piebalgs Andris and Dr Peter Phillips privatisation and social developments which include: a) alternative livelihoods which have been supported with 5.300 micro-grants approved to vulnerable workers; and b) improved facilities (including housing) and services at schools and clinics granted to displaced workers and their families. The EU said that the Jamaican Government remains committed to macro-economic stability policies and is making every effort towards Public Finance Management Reform. “The Cabinet has

demonstrated its steadfastness, especially into the reform agenda, by most recently approving the Public Financial Management (PFM) Reform Action Plan. The definition of a clear coordination mechanism with donors and follow-up of the reform is also appreciated,” the EU said. Commissioner Piebalgs, the EU added, congratulated Minister Phillips for the achievements so far and encouraged him to continue efforts in the near future.

A great many Guyanese men are today wishing they were in school so that they can learn Portuguese and thus be able to communicate with some of the beautiful Brazilian women that are in the country at the moment. From the way some of these men stare at our foreign guests, you just know that they would love to be able to learn a few Portuguese sentences just so as to strike up a conversation with these lovely lasses from our southern neighbour. The pilot scheme for the teaching of Portuguese in our schools is to be welcomed. This should be followed by the teaching of Chinese also because the two largest influxes of economic immigrants to our country are from Portuguese speaking Brazil and China. Indeed, the Chinese has transformed the commercial sector of Guyana and has allowed many Guyanese to benefit from lowcost items. They bring real benefits to the Guyanese people and it is important that our people know how to communicate with them. Right now many Chinese

stores are employing locals to communicate with customers. Some of the Chinese nationals are unable to master English effectively and therefore when you go into some Chinese stores, it does present a problem from some of the foreign personnel to understand what it is you are looking for. The local workers are acting as intermediaries as well as employees. They know where the goods you want are located and they go and get it. But when it comes to discounts, it seems as if the true meaning become lost in translation. It would be good for Guyanese to also learn Chinese so as to improve the communication. The Brazilians have transformed the interior of Guyana. If they had not come to Guyana, the gold industry would have tied. And they have also set up businesses in the city. They spend their money lavishly and have made a great impact on the entertainment industry. You go to any of the popular watering holes and nightclubs on Saturday nights and there are often more Brazilians than there are Guyanese.

Without the Brazilians, not only would the interior return to stillness but the nightlife in the towns would be dulled. Brazil is an emerging power in South America. It is at the backdoor to Guyana and there are vast opportunities for doing business with Brazil. Brazil is going to become the next global power behind China and India and therefore it is in Guyana’s interest to begin to integrate our peoples and to improve and deepen relations. We should learn Portuguese so that we can better do these things. The recent decision by the Ministry of Education to begin teaching Portuguese in some schools is a welcome decision. It is something that was talked about since the rice flour days but nothing ever came of it. Today a start has been made and this should be supported. The teaching of Portuguese does not de-emphasize the teaching of Spanish, In fact both languages are similar and learning either will help you to master the other better. There should be no fear of Spanish being neglected. From all accounts, students are not being compelled to choose Portuguese over

Spanish. They can choose either or both. They can also do other languages. The programme is expected to expand as more teachers are trained to teach Portuguese. And here a word of caution is made. It is one thing to know a foreign language. It is another thing to teach it. Therefore a great deal of emphasis should be placed on ensuring that those put to teach the language are trained to do so. There is also the problem of street languages to formal languages. What some of the folks on the streets speak is not

necessarily the way the language is taught and therefore it is important that the students be forewarned not to take their lead too early from the lingo they overhear in the streets. It is hoped that professional groupings will also get involved and begin to learn some foreign languages. Our immigration officers for example need to be proficient in foreign languages because if someone arrives here and does not know English too well, that person may find problems in communicating

with our immigration officers. The Ministry of Education should therefore consider providing language services to various persons, including Immigration officers, hoteliers and other service providers because as more economic immigrants and tourists arrive, the need for multi-lingual skills will be sorely needed.

A 61-year-old security guard yesterday appeared before Chief Magistrate Priya Sewnarine-Beharry at the Georgetown Magistrates’ Court faced with a noise nuisance charge. It is alleged that on October 15, at Pike Street, Kitty, Rudolph Mohan sang loudly which led to the annoyance of Fabian Jordan. To the allegations, Mohan pleaded not guilty. Prosecutor Bharat Mangru told the court that Jordon and Mohan have been neighbours for some time. The court heard that Jordan urged Mohan to stop but the elderly man continued to sing loudly. Jordan thereafter made a

report to the police and the man was arrested and charged. Attorney at Law Paul Fung-a-Fat, in his client’s defense told the court that Mohan is a loner who does not own a television or radio

set and has taken to singing as a beloved pastime. The man was placed on self bail and is expected to return to the Chief Magistrate’s courtroom where his trial will commence on November 1.

GPL starts crediting pensioners’ accounts with $20,000 subsidy

GPL says it has credit the accounts of over 5,000 pensioners with the first set of the $20,000 subsidy Over 5,000 pensioners have started receiving an annual $20,000 electricity subsidy. According to the Guyana Power and Light Inc. (GPL), it has started to disburse the Parliamentary-approved annual electricity subsidy and the accounts of 5,610 registered pensioners have been credited. The electricity accounts

for pensioners who completed the verification exercise after August 13th will be credited subsequently, the utility company said. The $20,000 subsidy was announced earlier this year by Finance Minister, Dr. Ashni Singh as part of a menu of measures in the 2013 budget to assist the vulnerable in society. Currently, in excess of

A 50-year-old man who was playing with a gun yesterday accidentally pulled the trigger and shot himself in the hip. According to police sources the man was identified as Laluni Street resident, Morris Porter. He has been admitted to the Georgetown Public Hospital Corporation (GPHC). However, according to some sources, Porter could not have been transferred from the Accident and Emergency to the Male Surgical Ward since there

were no beds available. Kaieteur News was told that the incident happened shortly after 13:00hrs. This newspaper was told that ranks were on patrol on Craig Street, Campbellville, Georgetown, when Porter, who is a friend of one of the police ranks, went up to the vehicle and started talking to his friend. According to sources he pulled at his firearm. The rank tried to secure his firearm; a round went off accidentally and wounded Porter.

42,000 old age pensioners receive $12,500 monthly. There is also in excess of $200M being spent annually to help pensioners pay water charges. In announcing the $20,000 subsidy earlier this year in his Budget presentation, Dr Singh said that the assistance will reduce the electricity charges that will have to be met by each pensioner. It will in effect increase the disposable income of senior citizens by a further $590M per annum. GPL says it has made available for queries its Commercial Call Centre which can be reached on 592-2262606 between 08:00hrs to 16:30hrs Mondays – Thursdays and 08:00hrs to 15:30hrs on Fridays.

Critics prejudicing investigations of Finance Minister’s wife Cabinet is touting gender discrimination as the motivation for financial analysts condemning the “conflict of interest” situation, which exists between Finance Minister, Dr. Ashni Singh and his wife, Geetanjali Singh, Audit Director of the Audit Office of Guyana. As the Audit Director Mrs. Geetanjali Singh, is tasked with overlooking the audit of entities, including National Industrial and Commercial Investment Limited (NICIL), which is chaired by Dr. Singh. At Thursday’s postCabinet press briefing Cabinet Secretary Dr. Roger Luncheon said “In defence of Geetanjali Singh, Cabinet rejected once more the ploy “conflict of interest” being orchestrated by the likes of Christopher Ram, Anand Goolsarran and Ronald Ali against Mrs. Singh of the audit office of Guyana.” He emphasized that the premature pronouncements by the trio is essentially prejudicing the outcome of ongoing investigations by professional bodies into this putative conflict of interest situation occasioned by Geetanjali Singh’s husband being the Minister of Finance. “The obvious gender discrimination in this charade of conflict of interest Cabinet contended cannot be allowed

to go unanswered and unnoticed and it must be rejected by all including the nation’s women’s organization and interest groups,” he said. However, Red Thread a Non-Government Organization that actively fights for women’s rights is not supportive of this supposed gender discrimination motivation Dr. Luncheon speaks of. In a letter in Kaieteur News yesterday the organization said, “As women and as members of a women’s organization we say clearly not in our name. We will not allow ourselves to be

used in this way. Whether or not those who have spoken out on the issue are sexist, this is not a simple issue of women’s rights.” According to Dr. Luncheon, Cabinet revisited its earlier position on this matter and rejects the ploy of “conflict of interest” and Cabinet charges “gender discrimination” among others by the intellectual authors of this travesty. In 2012, following Mrs. Singh’s appointment, Transparency Institute Guyana Inc. (TIGI) called on the Head of State to remedy this situation in order to Continued on page 23

Teknik Perdana location unquestionable Guyana is maintaining that the oil survey vessel that Venezuela recently detained and has since released was snatched from local waters and the evidence is in the logged coordinates. Head of the Presidential Secretariat, Dr Roger Luncheon, speaking with media operatives hours before the Venezuelan and Guyanese diplomats met in Trinidad and Tobago, said that given the very nature of the work being done by the vessel, its coordinates were being logged with each passing minute. The Ministry of Foreign Affairs following the seizure of the vessel last week Thursday had released the coordinates of the vessel at the time of the interception. According to Ministry, the MV Teknik Perdana, was located at 10 21.0745 N, 57 31.1057W. Dr Luncheon told media operatives that the vessel was engaged in seismic survey work and as such, the reports of the seismic investigations would be meaningless save and except the precise

location is identified. He said that at all material times the location of that vessel was being capture “second by second, minute by minute, hour by hour.” According to Dr Luncheon, there can be no question as to where the vessel was when it was accosted. Regarding the immediate fate of the vessel and the survey it was undertaking for Andarko, the company with a prospecting licence to search for oil in the region, Dr Luncheon was unable to provide definitive answers. He said that this would be determined through the bilateral negotiations which commenced between Guyana and Venezuela on Thursday last in Trinidad and Tobago. At that meeting the two countries agreed to explore mechanisms within the context of international law to address the issue of maritime delimitation. The Guyana delegation comprised Foreign Minister Carolyn Rodrigues-Birkett; Robert Persaud, Minister of Natural Resources and the

… Coordinates were being recorded every minute - Dr Luncheon

The coordinates released by the Foreign Affairs Ministry depicting the location of the vessel. Environment; Elizabeth Harper, Director General, Ministry of Foreign Affairs; Ambassador Rudolph Collins, Adviser; Keith George, Guyana’s Ambassador to Suriname; Audrey Jardine Waddell, Guyana’s Ambassador to UNASUR; and Newell

Dennison, Deputy Commissioner of the Guyana Geology and Mines Commission They also agreed that a technical team would meet within four months to exchange views on how such delimitation could proceed. Dr Luncheon did

speculate that given the harrowing experience which the captain and crew endured he wouldn’t be surprised if the vessel is currently heading to Panama. “One would have to concede some sympathy for heading for home having endured such a situation.”

Charges for Essequibo death driver The Walton-Hall Canter driver, who was recently involved in the accident, at Hampton Court which resulted in the death of 42year-old Jaintee Narine, a/ k “Peppy”, remains in p o l i c e c u s t o d y, s i n c e Wednesday evening, at the Anna Regina Police Station and is to be charged as

early as Monday. The canter driver of GRR2592 was heading to his Walton-Hall residence when the accident occurred Wednesday night last. According to reports, Narine, an alcoholic, had ventured out from a street situated in close proximity to the Hampton Court Public

Road when the Canter driver, who was proceeding north, rode over Narine, who reports said ran into the vehicle’s path. Narine sustained multiple injuries and died before she was taken to the Suddie Public Hospital. The woman who lived by herself had no children.

Man gets 76 years for wife’s murder Justice Navindra Singh yesterday imposed a 76-year jail sentence on murder accused, Ramesh Muniram, at the High Court. Muniram was on trial for the murder of his wife, Sunita August, on January 14, 2010 at Nismes, West Bank Demerara. A few weeks ago, Justice Singh sentenced Tyrone Rowe, called Cobra, to 78 years for robbery and murder. Yesterday, following five hours of deliberation, a mixed 12-member jury, returned to the courtroom with a unanimous guilty verdict. Justice Singh told Muniram that since the Judiciary can now impose an alternative to the death penalty for murder, he will be sentenced to 60 years for murder, an additional five years because he premeditated to kill his wife, five more years because he proceeded with such brutality and six years for the domestic violence involved in the matter. Attorney- at- Law, Judith Gildhari-Mursalin prosecuted the case on behalf of the State, while Attorneys-at-Law Pamela and Bernard De Santos were on record, as providing legal representation for the accused. According to documents presented to the Court, Muniram alias “Bobby” of Lot 5 Vauxhall, Canal Number 1 Polder, West Bank Demerara poisoned his wife, before strangling her to death. Details into the case revealed that Muniram’s wife ingested a poisonous substance concealed in a Pepsi bottle which he had given to her. As the poison took effect, the woman started to ‘fight up’ and fell into a nearby

Sunita (August) Muniram and Ramesh Muniram canal, Muniram went after her, choked her until she was lifeless and then hid her body under stuff in the canal. However, on Monday last, while leading his defence, Muniram denied killing his wife, claiming that the police officer, who procured his caution statement, had beaten him into admitting that he committed the crime. As a result, Muniram said that he was taken to the Georgetown Public Hospital Corporation (GPHC) after he started to vomit blood. Muniram claimed on January 14, 2010, he and his wife had just finished having sexual intercourse, when she decided to go to a koker at Nismes canal to bathe. The man told the court that his wife fell into the koker and in an attempt to save her, he went for a piece of stick, since he could not swim but when he returned he couldn’t find her. Muniram said that he left

the area and told his mother what had happened. He said that he was afraid and confused and thus went into hiding. Among the witnesses called upon to testify in the matter were State Pathologist Dr. Nehaul Singh and Sharin Cumberbatch, a Medex attached to the Georgetown Prisons. According to the autopsy report presented to the court, August died from asphyxiation due to drowning. The coroner reported that the woman’s body bore compressed injuries to the neck. At the time of her death, August was the mother of three young children. In giving her piece of evidence, Ms. Cumberbatch told the court that Muniram was admitted to prison January 15, 2010, but was not admitted to GPHC until March 21, 2010 after he started to complain of chest pains.

ImmigrationINFO...Immigration News For Our Community Attorney Gail S. Seeram, Gail@GailLaw.com Through this “Question & Answer” column, our goal is to answer your immigration questions. We appreciate your comments and questions. If you have a question that you would like answered in this column, please email: Gail@GailLaw.com. Question #1: Can my daughter who is aged 16 and a U.S. citizen file for me? Answer #1: No. A U.S. citizen can file or petition for his/her parent, however the U.S. citizen child must be age 21 or older. This type of petition, where a U.S. citizen files for a parent is considered an immediate relative petition and a visa is available immediately (meaning there is no backlog). Question #2: During my interview for U.S. citizenship, I lied to the officer and was denied because of the lie. When can I re-file for U.S. citizenship? Answer #2: Lying to an immigration officer is a serious offense. I do not recommend anyone to lie to a federal officer.

You were denied because the officer found you to lack good moral character. One of the requirements for U.S. citizenship is that you must possess good moral character. My advice is to wait five (5) years from the interview date before reapplying for U.S. citizenship. Question #3: Can I marry while the immigrant petition filed by my parent is pending? Answer #3: It depends on whether the petitioner is a permanent resident or a U.S. citizen. If the petitioner (person who filed the petition) is a permanent resident then you cannot marry because marriage would void the petition. A permanent resident can only file for an unmarried child. If the petitioner (person who filed the petition) is a U.S. citizen then you can marry. Once you marry then

the petitioner can change the preference category of the petition from first preference to third preference. Note, the wait time for the visa may increase once you are married but then you and your spouse will be able to emigrate to the U.S. Question #4: I have a holiday or tourist visa for the U.S. but I have a permanent resident petition pending that was filed by my family. Can I still travel on my holiday visa? Answer#4: Yes, you can travel, however, if the U.S. immigration officer at the port of entry determines you have immigrant intents because they discover the pending immigrant petition then you can be denied entry into the U.S. or your holiday visa can be revoked. Also, when your holiday visa in up for renewal, the U.S. Embassy may deny renewal once they see you have a pending immigrant petition.

Two remanded for stealing millions from Central Electronics David “Convic” Lynch and Rayborn “Max” Marvey yesterday appeared before Chief Magistrate Priya Sewnarine-Beharry at the Georgetown Magistrates’ Court each charged with Break and Enter and Larceny. The duo pleaded not guilty to the charges which stated that between October 5 and October 6, last, they broke into Central Electronics Store on Robb Street and stole a quantity of items valued in excess of $9M, property of Chet Singh, proprietor of the store. These include tools valued $37,168, US$13,000 in cash, one flat screen television valued at $200,000 and one metal safe with documents, valued at $200,000. According to the report given by police prosecutor Bharat Mangru, on October 5 at about 17:30hrs Singh secured his store and left the premises. The court heard that upon Singh’s return to his 67 Robb Street business on October 7 at about 7:20hrs, he discovered that the eastern doors of the ground and first floors of the building were broken. Prosecutor Mangru told the court that upon checking the premises, Singh

discovered that the items were missing. The court heard that the close circuit television system at the store revealed that during the evening of October 6, a white motor car with licence plate number PEE6716 stopped in front of the said store. Mangru further told the court that the security video revealed that the suspects exited the car, broke into the store, placed the items in the car and drove away. The court was told that investigations were conducted which led to the defendants being arrested and charged. Attorney at Law Paul Fung-a-Fat who represented Lynch, as well as Marvey’s representative Attorney at Law Gordon Gilhuys applied for bail, pointing out that their clients have no prior convictions. The prosecutor however, objected to bail on account of the seriousness and prevalence of the offence. Mangru also highlighted that more charges are likely to be laid against the defendants. Chief Magistrate Priya Sewnarine-Beharry remanded the duo . They are scheduled to appear in court on November 8.

Critics prejudicing investigations... From page 11 ensure good governance, greater transparency and enhanced accountability. According to Transparency Institute, the Audit Office is a public office created by the constitution and is mandated to uphold and preserve the highest standards of independence and integrity in the discharge of its constitutional functions. “As a result of this appointment, a critical role in the oversight of the financial statements of the country has been entrusted to the wife of the person responsible for preparing them. The auditing process by definition requires insulation from the subject of the audit, a consideration which has been completely ignored by this incestuous

appointment, which is in turn likely to undermine the effective performance and operation of the Audit Office,” the then President of the TIGI, Attorney-at-Law Gino Peter Persaud noted. A serious conflict of interest situation does not exist in the case for Dr. Ashni Singh and Mrs. Singh. It is gender discrimination, Dr. Luncheon said using the same logic as the commentators he could identify many males in Guyana in the judiciary and police who have conflict of interest situations matching their reasoning. He said that Mrs. Singh is being investigated by the professional bodies and it is their onslaught that has threatened her professional life.

GLDA reflects growth in its 3rd year in existence

Saturday October 19, 2013

Police officer absent from court on seven occasions … complainant says ‘he is above the law’

Agriculture Minister with staff from GLDA The Guyana Livestock Development Authority (GLDA) yesterday celebrated its 3rd anniversary, with the semi autonomous body reflecting feasible growth throughout its three years. Agriculture Minister Dr. Leslie Ramsammy stated that the GLDA is poised through investment and research to take the livestock sector to another level. “When we reflect on our three years we have to feel a bit of pride even if we have not met everyone’s expectation…over the last three years we have been able to secure improved breeds of animals that many livestock farmers have significantly benefited from,” he said. It was outlined that “enhanced pasturage, better research, development and techniques are some of the factors which have propelled the Guyana Livestock Development Authority (GLDA), over the years.”

The GLDA is poised to be further developed with a US$2.5M Veterinary Diagnostic Laboratory located at Mon Repos (which is 77 percent complete) which will pave the way for technicians to be better equipped to test, detect and diagnose diseases in animals. According to Minister Ramsammy “More than 90 percent of the developing countries in the world do not have that capacity. The fact that the GLDA can come as one of the very few in the developing world that has the capacity to do that test tells you, that there is something to celebrate in spite that you are only three years old,” he told staff of the GLDA. Kaieteur News understands that the Ministry of Agriculture is currently in the development phase to have the Animal Welfare and Food Safety Bill taken to Cabinet and later

presented to the National Assembly for approval and subsequent passage. The end result of this is to ensure that farmers are safeguarded and to further propel the sector. Guyana has completed for the first time, testing for foot and mouth disease in Guyana ,which is a major achievement for the country. In the past, specimens were collected and sent to Brazil. According to the Minister “We are also looking to have a World Class Research Agriculture Sector developed, where countries will look to Guyana for expertise sharing…during this anniversary much has been achieved and continues to be achieved and this is something to celebrate.” Since its formation, the agency within the Ministry of Agriculture has been promoting greater efficiency within the livestock industry.

A distraught 46-year-old man is of the belief that he is getting the “royalrunaround,” in his case against police officer, Garcia Fraser. The policeman allegedly damaged his car and refuses to appear before a city Magistrate to answer to the charge. Winston Wilburg of Charles Estate, Soesdyke, East Bank Demerara explained that the matter was called more than six times at the Providence Magistrate’s court, before Magistrate Leron Daly and despite his efforts to ascertain why the officer has not been attending court, Wilburg said, “All they keep doing is referring me to different officers who have not been of much assistance.” The incident occurred on March 26, last, when Wilburg was proceeding south along the Soesdyke/Linden Highway and approaching Swan Turn. He said, “When I put on my indicator, I was proceeding east off the highway along a track which would lead you into Kuru Kuru. Then all of a sudden I felt a strong impact behind my vehicle and I stopped. When I came out my car I noticed that a police vehicle (PLL 1602) had run into mine. A police constable then came out and he started cursing me and we had our little exchange there. “Anyway he had agreed at the time to compensate me for the damage but after we made that arrangement, I never saw him again. I had to pay for all the damage which came up to $600,000.”

The back of the car that was badly damaged “After the police sought advice from the Director of Public Prosecution (DPP) she instructed that Fraser be dealt with departmentally and that he be charged. The charge was then instituted and I was told to attend court on May 30. Fraser was a no-show. The next date was May 17 and he still didn’t appear. “We had three other callings for the matter and he showed up once and we were given another court date which was August 3. When I turned up to the court, the clerk told me how she didn’t have any record of that. So I decided to do some investigations.” He added, “I can’t have

this case being dismissed. I went to complain to the Divisional Commanders, I went to the Office of Professional Responsibilities, and I spoke to traffic ranks at the Brickdam Police Station and still no help. I kept wondering why this man wasn’t coming to court and I later found out that the Prosecutor at the court was not in possession of the case file. “I was then advised by another officer to lodge a complaint at the Brickdam Police Station about this. When I did I was told that the file can’t reach the Prosecutor because it is with the DPP and they referred me to the Court Superintendent, Edmond Cooper. When he called the Prosecutor for the file she couldn’t find it and he in turn promised me that on the next court date, Thursday last, the file would be there and the defendant would be there. “However, when the date did come, Fraser was a no show and so was the file.” “With all this running around, I am only left to conclude that these police officers believe that they are above the law. Tell me why after seven callings this man can’t reach the court? Why this file can’t be found?” Wilburg added that he delivered a letter to the Commissioner of Police, Leroy Brumell. In that letter his lawyer, Lawrence Harris, expressed his dissatisfaction with the way the matter is being dealt with and hopes the Commissioner can look into the matter and help to expedite the case.

Letters... Where your views make the news

Poor public transportation system DEAR EDITOR, I would like to bring to the attention of the public and government officials issues related to the state of public transportation in Guyana. Persons are being treated like animals at the bus park just to secure transportation to their destination. Especially at the Route 44 Annandale bus park. I am not surprised that commuters accept this treatment because the government does not leave us with any other option. I would like to reflect on one night at the Annandale bus park when a bus conductor stood over the bus door blocking persons from entering the bus. He was literally choosing who would enter the bus, and further, whether these persons would pay $200 instead of the standard $100 fare. I clearly remember a senior male begging to get in but being refused as he could only afford $140. It was natural

that persons got angry over this situation and began expressing themselves in a vociferous manner. The driver and the conductor had the audacity to curse those innocent people from whom they earn their daily bread. To my knowledge bus drivers and conductors should be offering a public service. Why then do they treat customers like dogs? Why do we have to beg to travel in their buses to get home? Why are we being constantly overcharged? More so, what is the government doing about this situation? This is only one

experience of many. I am sure many persons out there have shared similar experiences and even worse. If I am to share all my experiences concerning Guyana’s poor public transportation system, I would have to write a book. My suggestion therefore to the government is to inject state-owned 32-seater buses into the public transportation system and have them operate simultaneously with privately-owned minibuses. In Barbados no person is left at a bus stop. Let no one be left on our roads for hours, let no one be overcharged and let us all be treated with the respect we deserve. T. Das

Fire engulfs one of world’s biggest sugar terminals in Brazil SAO PAULO (Reuters) - Fire yesterday destroyed most of the infrastructure a t C o p e r s u c a r ’s s u g a r terminal in Brazil, one of the biggest in the world, likely putting 10 million metric tons of export capacity offline for up to six months until repairs are made. Santos port authority Codesp, which manages day-to-day operations at Brazil’s main port, said the fire started in the conveyor system, which transports sugar through Copersucar’s warehouses, around 6 a.m. Brasilia time (0900 GMT). The fire, which subsequently spread through all of Copersucar’s warehouses at its terminal after up to 300,000 metric tons of sugar ignited, has been contained from spreading further by firefighters but would likely burn for another two days, Codesp said.”A conservative estimate would be six months to get this in operational form

(again),” said a U.S. trader. “The jewel in their crown has been effectively destroyed.” The disaster added one more obstacle in the tortuous path that Brazilian agricultural products must take to global markets. Slow trucks, scarce rail transport and overcrowded ports already undercut the profitability of Brazilian sugar and grains production and cause bottlenecks for commodity markets. Copersucar says nearly a f i f t h o f t h e w o r l d ’s seaborne sugar trade flows through its trading desks. ICE March raw sugar prices rose more than 6 percent to a one-year high on news of the fire, before paring gains. By 1400 ET the contract was up 3 percent at 19.58 cents per lb. Copersucar officials said they had no additional information about the cause, containment and damage of the blaze beyond what the fire

department and port authority Codesp have reported. Analysts at investment bank Credit Suisse said the destruction of the terminal infrastructure would not only affect short-term deliveries but would “also cause a disruption in C o p e r s u c a r ’s l o a d i n g operations in the next 3-6 months.” The fire did not affect terminal operations at other sugar exporters in Santos, such as Cosan SA, Sao Martinho SA or Noble. Te l e v i s i o n f o o t a g e showed a three-story high mountain of sugar engulfed in flames inside a warehouse that had lost most of its siding and roof to the flames. Some of the overhanging conveyor belts that transport sugar between the warehouses and eventually to waiting ships appeared to have toppled over or were lying on the pavement alongside some of the warehouses.

Guyana Telephone & Telegraph Company’s (GT&T) relationship with the hockey fraternity was strengthened even further when Director of Sales Marketing & Public Relations Roma Singh handed over a cheque for an undisclosed sum to Guyana Hockey Board (GHB) Honorary Secretary Tricia Fiedtkou, during a simple presentation ceremony that was conducted in the entity’s Canteen yesterday. The gesture represents sponsorship for the national championships which is set

Singh urged members of the sporting community to go out and witness the games which according to Fiedtkou will attract the best players in the country as well as those who could emerge into future stars. Fiedtkou in her response thanked the Company for

remaining steadfast in its commitment to continue the strong relationship that has existed for over 13 years. The GHB official promised that the tournament will be exciting in all the categories which include the men’s, ladies, juniors and veterans and fans will have the opportunity to get a glimpse of some of the emerging young players. Courts Pee Wee Football... From page 35 backline. He is expected to receive support from Kamacy Davis, who also appears to have adjusted to his role as the other member of the lethal strike force. Ketley, a very good side has not lived up to expectations, and dropped valuable points last week in their loss to F. E. Pollard so definitely winning will be their preoccupation heading into today’s fixture. F. E. Pollard, victorious last week, have an anticipated uphill struggle against title

holders Marian Academy and this encounter should be a bruising affair with both sides in good form. Quincy Williams, Makhaiya Jervis, Tramel McCurdy and Cordell Charles were the players on target last week for F.E. Pollard and they are expected to feature once again, while Marian’s quest for victory will rest entirely on the shoulders of Demetrius DeAbreu, who booted in a treble in their previous encounter. West Ruimveldt did not look that impressive in their

clash against St. Gabriel’s but still managed to secure full points and they will need to improve a lot to stave off the rampant Jermaine Padmore and St. Ambrose who played to an impressive 3-all draw against St. Margaret’s last week. The other matches should all be interesting affairs and fans, parents and members of the corporate community are being urged to come out and witness the future stars in the sport compete against each other.

IGG programme opens, Guyana lose female volleyball Following Speeches from Directors of Sport - Mike Watson of Suriname and Neil Kumar of Guyana – where both men expressed words of friendship, looking forward to the continuance of the Games, not just sport, but learning each others’ culture, the featured address was

Bermine, West Berbice clash in Universal 6th U-19 ODI DVD T20 Final at Albion tomorrow Windies should expect biggest support at - Albion, Rose Hall Town in third place play-off Albion as they face Bangladesh today A keen battle is expected tomorrow when two giantkillers, Bermine and West Berbice, clash in the final of the 2013 Universal DVD First Division T20 Cricket Competition at Albion. It is not easy to predict which team would emerge as champions here, as both of them have strength in different departments. Bermine for their part have a more recognized batting line up with the likes of the in-form former national opening batsman, Shemroy Barrington, who has so far scored 172 crucial runs in three innings; an average of 86 runs per innings, Berbice opening batsman Anthony D’Andrade, former Guyana under-19 all-rounder Joemal LaFleur, who represented Berbice recently, Devon Clements and Romario Shepherd, Keion DeJesus who scored a timely 39 in the semi-final against Rose Hall Town, former Demerara allrounder Damien Vantull and Hakeem Hinds. Their spin attack, which has choked up some teams recently, consists of offspinners Clements, LaFleur and Kevin Pellew as well as left-arm spinner Vantull, while the not-so-easy-to-score-off pacers will come from Shepherd, Mark Jackman, Orlando Tanner and former Guyana under-15 pacer Nial Smith. The Bermine batsmen will have to tread warily against West Berbice’s four-pronged pace attack, their main strength. They will be led by current Guyana fast man Keon Joseph, former West Indies pacer, Brandon Bess, former Guyana under-19 cricketer Roun Johnson and Wrendel Bobb. Medium

Brandon Bess pacer Keith Fraser has picked up crucial wickets recently. They also have one of the most frugal bowlers in Berbice cricket, Berbice off-spinner Krishnadat Ramoo as well as another off-spinner Andrew Dutchin. Their not-so-impressive batting line up, which can however be good enough for this format, will be led by the hard-hitting Fraser, former Berbice batsman Artley Bailey, former Guyana under19 batsman Sherwin McPherson, former Berbice under-19 batsman Raffel Estriado, Dutchin and even Ramoo. The full squads: Bermine Anthony D’Andrade (Captain) Shemroy Barrington Joemal LaFleur Devon Clements Romario Shepherd Keion DeJesus Hakeem Hinds (Wicket Keeper) Damien Vantull Kevin Pellew Mark Jackman Trinson Bynol Nial Smith Orlando Tanner Daniel Thuesday

The match starts at 1:30 p.m. Meanwhile, the third and fourth place play-off between the losing semi-finalists Albion Community Centre and Rose Hall Town Gismos and Gadgets is scheduled to be played off at the same venue from 9:00 a.m. tomorrow. The umpires for that match will be Clement Brusche and Zaheer Moakan.

CONCACAF appoints Director of Sports Integrity Miami — The Confederation of North, Central American and Caribbean Association Football (CONCACAF) announced the appointment of Dr. Laila Mintas as Director of Sports Integrity, effective November 15th, 2013. In the new role, Dr. Mintas will oversee the design and implementation of systems and processes to prevent, detect, investigate, and respond to match-fixing issues within the CONCACAF region. Dr. Mintas brings extensive experience in the

field as she served as Head of Legal and International Development for FIFA’s Early Warning System (EWS) in Zurich, working in close collaboration with the FIFA Security and Disciplinary Divisions in matters related to match manipulation. She previously worked as a lawyer at the international law firm White & Case LLP, Headquarters in New York and has lectured law at the Humboldt University of Berlin. Dr. Mintas has published a number of articles on sports and gambling law and is Co-Editor on the law

journals ‘World Sports Law Report’ and ‘Causa Sport.’ “We are certain that Dr. Mintas’ vast experience and expertise will strongly benefit our aim of preserving and sustaining the integrity of our game,” said CONCACAF General Secretary Enrique Sanz. “We are committed to transparency and determined to build strong foundations for our sport by working with all members of the Confederation, governments and law enforcement agencies to combat match fixing and fight corruption in football,” he added.

By Sean Devers West Indies should expect their biggest crowd support when they face-off with Bangladesh in the sixth and penultimate under-19 ODI at Albion from 09:00hrs today as the home team, who trail 3-2 in the series, attempt a comefrom-behind series win. Left-arm spinner Gudakesh Motie is on his home ground while fellow Berbician Shemron Hetmyer and Guyanese first class left hander Tagenarine Chanderpaul could open the batting today. Opener Leroy Lugg began with a half-century but his form has tailed off badly as the series has progressed and the attacking Hetymer should be the perfect foil at the top of the order for Chanderpaul, who has his father’s (Shiv Chanderpaul) temperament and should be the one designated to bat deep into the innings. Chanderpaul’s responsible 51 in the last match has been the only halfcentury score apart from Lugg for the home team who fell for a record low 88 in 3rd ODI as the spinners have tormented the West Indian teenagers in every match so far. If the injured Jeremy Solozano returns to the side today he will strengthen the home team’s ability to cope

with the Bangladeshi’s spinners, an aspect of their cricket that they have badly struggled with, especially when they seem incapable of using their feet to get close to the flighted deliveries. Nicholas Pooran, Tristan Coleman, Fabian Allen and Skipper Ramaal Lewis are expected to lend support with the bat on what should be another low and slow surface. A positive is that conditions in Bangladesh where the West Indies are scheduled to tour at the end of the year and in Dubai where the next under-19 World Cup will be played next year are similar to Guyana and this tour is virtually trial matches for West Indies World Cup selection. In spin friendly conditions, the West Indian spinners, even MotieKanhai, who captured the most wickets in this year’s Regional under-19 series in St Kitts, have not been able to match the prodigious turn extracted by the visitors and their mode off attack has been basically defence. The straw-coloured local tracks have offered little assistance to the fast bowlers although Vincentian Ray Jordon bowled with plenty of hostility and rapped a few batsmen on their helmets with

bouncers. Grenadian left-arm pacer Preston McSween had a fourwicket haul in the last game which West Indies, who began the series with a victory, won by 67 runs. Marquino Mindley, Jofa Archer, Jerome Jones and Alzarri Joseph are the other pacers in the squad and have been rotated in the matches since the West Indies squad is an 18-member one. Uddin Jashim is the leading run scorer for both teams so far and his 233 runs is only one of three batsmen with more than 200 runs. The others are Sadman Anik (216) and Mossadek Saikat (214) while Nazmul Shanto has also scored a half-century for the visitors. Skipper Mehedi Miraj is the leading all-rounder in the tournament. His off-spin has earned him 10 wickets, four less than the leading wicket taker leg-spinner Likhon Zubair who has the only hat trick so far in the series. Miraj has also contributed 106 runs with the bat. According to reports the Albion ground is in top condition and lights should soon be installed and like they often do in the Berbice, a large crowd is anticipated for the only game of the series not being played on a week day.

Letter to the Sports Editor

GFA’s Submission for Banks Beer Cup DEAR EDITOR, I hasten to respond to the publication of an article in K.N. (09.10.13) captioned “GFA submits application to stage Banks Beer Cup”. Editor, before I expose the harsh but sad realities as they unfold in the “comedy of errors that continues unabatedly” in the continued underdevelopment of the sport at t h e b e h e s t o f t h e G FA Executive, may I, at this juncture enquire if Banks DIH Limited has already granted approval to sponsor this tournament. Whereby the submission of a letter as the sponsor honoring the payments of prize monies was documented and attached with the application. Meanwhile, with overt politicking taking centre stage which entails the National Association of Wo m e n ’s Football application on behalf of the K & S Organisation, having failed to fulfill all the requirements set out by the GFF. In the name of transparency, the application not surprisingly can be dispatched to all affiliates outlining the flaws, while t h e G FA’s a p p l i c a t i o n would be presented for clarity after consultation for rectification. By the way, is the GFA

and some Associations in good standing with the GFF? Since the absence of Youth Competitions, reflective of meaningful development is regrettably absent, but yet stil l the year-end tournament is being given priority, which should have been submitted to the GFF prior as part of their calendar of activities for the 2013-2014 season. In the final analysis, with the Associations of East Bank, East Demerara, Berbice and Upper Demerara all having no level of domestic activity presently more so, at the senior level, what would be the determining factor towards ascertaining the best possible teams representing the interest of these respective A s s o c i a t i o n s ? Wi t h t h e Upper Demerara Football Association currently going through a phase of dormancy within a 2 year period along with Bartica to some extent, is the Constitutional clause-Re: “Loss of Membership / Associate Status” being contemplated? As it relates to the utilisation of the Sharing Formula, of net gate receipts, maybe if the GFF President, Mr. Matthias wants to be honest he c a n o f fer a public explanation in relation to, “His role during the period

2000-2001, while serving as President, GFA, he had ultimately refused to accept the Sharing Formula”. H o w e v e r, h e r a t h e r proposed $50,000 appearance fees for the 18 participating teams, in the Annual Kashif & Shanghai K.O. At the time I was the Secretary of Fruta Conquerors and our position was “Empowering the Organisers to declare where we will find $900,000 f r o m ” ! F u r t h e r, o u r suggestion entailed 25% of the net gate receipts; 7 ½ % for each winner and 5% for each loser. By the way, the Sharing Formula was inherent from the then GFL Administrations, which I met since in the 1980’s that was applicable to all KO Tournaments. So, in actuality it’s nothing new! Nevertheless, it would be a sad but yet still a justifiable day given all the hypocrisy and shortcomings for the K&S Organization to file an injunction to stop the G FA’s year-end Tournament, with discrimination ruling the roost in one instance and favoritism in the other! Is the Banks year-end tournament taking precedence over development, with a promotional interest and rivalry unfolding? Lester Sealey.

Australian GP: Jorge Lorenzo fastest as Marc Marquez crashes

Marc Marquez crashed in practice for Sunday’s Australian Grand Prix. (AFP) BBC Sport Championship leader Marc Marquez crashed in practice for Sunday’s Australian Grand Prix as title rival Jorge Lorenzo finished fastest. The 20-year-old Spaniard, who is closing in on the world title in his rookie season, came off his bike early in the afternoon session. He was uninjured and was able to return to the circuit 20 minutes later. Marquez finished the day second fastest, 0.294 seconds behind Lorenzo, who clocked one minute 28.961secs. British rider Cal Crutchlow was sixth fastest, while his Tech 3 Yamaha team-mate Bradley Smith recorded the seventh quickest time. Marquez is bidding to become the first rookie in 35 years to win the premier class title. He leads the standings by 43 points and can win the

championship on Sunday if he wins the race and closest challenger Lorenzo finishes third or lower. “The day went well, especially in the morning,” said Repsol Honda rider Marquez. “It’s a pity about the crash right at the start of the afternoon run but we went back out with the second bike, which had a totally different geometry, and we had no time in which to change things. Thus, we used the initial setup for the entire session.” Spain’s Alvaro Bautista had the third-fastest lap, 0.477secs down on Lorenzo, with Marquez’s Spanish teammate Dani Pedrosa fourth at 0.517secs. Seven-time MotoGP world champion Valentino Rossi was fifth quickest. Pedrosa’s afternoon practice session was

disrupted when an engine mounting bolt, which was not properly locked, came loose, forcing him to stop on the track. “Today was very positive, the new asphalt felt good and the tyres worked well for us,” said Pedrosa. “The only setback was that we were unable to make the most of all the time available, due to a problem with the bike at the end of the afternoon session.” LCR Honda’s Stefan Bradl, who fractured an ankle at Sepang last Saturday, was able to take part in opening practice but finished almost four seconds off the pace and was later declared unfit. World Championship standings Marc Marquez (Spa) - 298 Jorge Lorenzo (Spa) - 255 Dani Pedrosa (Spa) - 244 Valentino Rossi (Ita) - 198 Cal Crutchlow (GB) - 166
