Beware of scammers Former GRDB accountant to pretending to lead a defence in falsification of accounts trial be GECOM staff

T

he Guyana E l e c t i o n s Commission (GECOM) has responded to several reports it has received about persons pretending to be GECOM staff. The scammers are reportedly visiting homes and offering to conduct transactions as part of the Claims and Objections exercise.

This is according to the Secretariat's Public Relations Officer, Yolanda Ward.

GECOM is urging persons to refuse transactions with those individuals, and to report them to the police.

Ye s t e r d a y, t h e Department of Public Information noted particular issues occurring in Tuschen, West Coast Demerara.

The persons are reportedly telling the residents that the House-toHouse Registration process was illegal. GECOM said that these persons are no

authorised by the Commission and that they should not be furnished with personal information.

Transactions are only being done at the GECOM permanent and temporary registration offices, countrywide.

The House-to-House exercise had been challenged b y A t t o r n e y - a t - L a w, Christopher Ram, and Chief Justice Roxane GeorgeWiltshire did not find it to be illegal.

Though the Commission chose to suspend the exercise, it will be using the information gathered to refine the Preliminary List of Electors (PLE).

Meanwhile, the Claims and Objections exercise continues.

ormer accountant of the Guyana R i c e Development Board (GRDB), Peter Ramcharran, is to lead a defence in one of his trials. This is in relation to the five charges made out against him for the falsification of accounts.

The 39-year-old defendant is being represented by attorney-atlaw, Sase Gunraj.

Ramcharran is facing 39 c h a rg e s o f f r a u d u l e n t c o n v e r s i o n a n d misappropriation, which allegedly took place between J a n u a r y 1 , 2 0 11 a n d December 31, 2015. He had pleaded not guilty to all the charges which involved tens of millions of dollars. The total is said to be over $400M. There are 17 charges of keeping fraudulent accounts, 16 for fraudulent appropriation and five for the falsification of accounts.

McLennan in the Georgetown Magistrates' Courts.

Magistrate McLennan recently ruled that there was sufficient evidence against the defendant in relation to the five charges and as such he is to lead a defence in the case.

S p e c i a l P r o s e c u t o r, Patrice Henry, who is working for the Special Organised Crime Unit (SOCU), is representing the state in this matter.

The matter was adjourned until October 31,

for the defendant to lead his defence in the case.

Ramcharran, of 32 Area 'G' Goedverwagting, East Coast Demerara, was brought before the court after eluding the hearings for almost two years while in Canada.

Ramcharran had first applied for refugee status.

After he was turned down in December, he sought a review of his extradition process but this, too, was turned down. In 2017, the Chief Magistrate issued an arrest warrant for him.

The GRDB found itself in the spotlight after a forensic audit of that entity revealed a number of “anomalies�, such as loans without proper paperwork or promissory notes.

Granger contributes $1M to boost private school's science programme P

resident David Granger attended t h e 1 5 t h Graduation Ceremony and Dinner of the Saraswati Vidya Niketan (SVN), located at the Cornelia Ida, West Coast Demerara (WCD) on Sunday.

He commended the private institution for the emphasis that it is placing on science education and later presented a $1M cheque to assist with the expansion of the science programme and the equipping of the science laboratories, which are

under construction, the statement claimed.

Among those present were Mrs. Sita Nagamootoo; Mr. Nandram Kissoon, retired Justice of Appeal; Ms. Bonita Harris, women's rights activist; and Mr. Yesu Persaud, prominent businessman.

Granger said that science education is very important to the development of Guyana and that the government is on a mission to ensure that all schools are equipped with the necessary resources. He added that it is obligatory to

allow for the development of skills needed to be internationally competitive.

“If you give the school the laboratories and you give the children the laboratories, you will see what will happen…Our national Government, today, must provide our schools and our students with the laboratories, libraries and lecture rooms that they need to become scientists. That is my mission,” he said.

Cash transfers are prime targets for corruption and mismanagement - Economist

he conversation on cash transfers is still ongoing.

More views are being expressed on the issue. Many still continue to argue its feasibility and the benefits it could prevail on the country.

“Even when necessary protections are in place, there is still room for c o r r u p t i o n a n d mismanagement,” stated Economist and Executive Director of Guyana Budget Policy Institute, Dhanraj Singh.

In an interview with this publication yesterday, the Economist disclosed that c o r r u p t i o n a n d mismanagement with cash transfers programme can originate from various aspects.

He theorised that cash transfers are more vulnerable to political manipulation and clientelism. He explained that this is as a result of using cash transfers as a means to “buy” votes or obtain political support.

“Further, when the process used for targeting beneficiaries are not transparent or are subjected to political interference (which in Guyana case is a real concern), politicians can also use their discretion to target selected communities for purely political reasons,” Singh stated.

He highlighted that this was revealed in many countries. He explained that in Peru, a cash transfer programme called JUNTOS was implemented in 2005 during a pre-election period to 'drum up' support for the government.

He added that a study of the 2006 Brazil elections also showed that poorer Brazilians were the most readily persuaded voters by the provision of income transfers from the Bosla Familia programme.

He noted that this aided Lula (former president of Brazil) to return to presidency despite widespread corruption and scandals implicated by his party and Government.

The economist disclosed that cash transfer programmes can impose administrative corruption and various forms of fraud.

He elaborated that this can occur by targeting and selecting of beneficiaries and as a result of unclear targeting and registration processes.

He added that it is therefore prone to leave room for discretion and many opportunities for corruption can be created from the aforementioned processes where those in c h a rg e o f c o n d u c t i n g selection assessment can be bribed to favour a particular group.

Singh stated that there are shortcomings in processing the benefits where implementing ministries often lack the resources and capacity to monitor and supervise cash transfers programme.

He explained that in such an instance, there is increased vulnerability to leakage and corruption.

The economist explained that corruption can also arise from monitoring cash transfers programmes. He highlighted that studies

explored the interaction between the monitoring committee and the beneficiaries of cash transfers.

The documented cases found that the beneficiaries were asked to pay bribes or kickbacks to local liaison officers in order avoid losing benefits.

He added that another study in Peru also found substantial evidence of local representatives asking for gifts from beneficiaries who failed to meet eligibility criteria or for not reporting failures to comply with the conditions.

Singh stated, “It is no surprise that this conversation is also happening in a pre-election year. Research shows that political benefits of cash transfers programmes are huge since voters with lower level of economic security are more likely to be persuaded and support politicians that promote such programmes.”

Singh said that there are major problems that are generally associated with cash transfers. He added that cash transfers are prone to c o r r u p t i o n a n d mismanagement where there is a significant cost to administer such a programme.

He further explained that the funds will not be in the hands of who need it the most. He said, “Even with targeted cash transfers, the potentials for corruption and leakage are enormous.”

Singh iterated that there are other critical services that can be invested, which will benefit all Guyanese.

“Science education is vital to ensuring that small states such as ours are not left behind the rest of the world.

Science education will help to promote the skills needed to modernise Guyana,” Granger said.

According to the statement, he iterated that the revenues earned from petroleum production will be deployed in part, but primarily, to provide a firstclass education for every Guyanese child. He added that Guyana is entering a

new phase of its development, as it will soon become a 'petroleumproducing state'.

Meanwhile, Granger said that SVN is moving along the correct path. “It is emphasising science education without deemphasising the humanities.

The school's decision to erect a science building, equipped with modern laboratories, is a recognition of the validity and urgency of science education,” he said.

Granger highlighted that the school's plan to install a solar system to generate electricity for the school is forward-looking. “Solar energy will allow the school to become a model of renewable energy generation and use throughout the public education system,” he said. Swami Aksharananda Ji, SVN's Founder and Principal, noted that this has been an “exceptional” year for the school. He said that 86 students wrote the CSEC exam, with 78 securing a minimum of five subjects including English and

Mathematics.

Only three of the 78, failed to attain ten subjects or more. Nine of the students attained at least 12 Grade Ones, the second highest number for any school.

Additionally, 29 students attained at least eight Grade One passes.

The Swami informed that at this year's sitting, the students attained a total of 518 Grade Ones passes compared with the 299 last year. The overall pass rate was 95.8%, the second highest in the school's history.

He attributed the school's success to the strong emphasis placed on values.

Chetram Harrinarine who attained 19 subjects at this year's sitting was adjudged the best-graduating student while Manoj Lachman, who came second, attained 18 subjects.

According to the statement, 14 CAPE students also graduated. The bestgraduating student at this exam was Narindra Persaud, who attained fourteen Unit 1 & 2 subjects.

Don’t gamble on American support When an archconservative bible is compelled to go public with the heretical, then it is a signal that matters have deteriorated disturbingly.

The Wall Street Journal found itself in unfamiliar waters with the latest White House development relative to Syria, the hapless and vulnerable Kurds, and a looming, dangerous Turkey. The chessboard of the unsettled Middle East could see some recalibration.

In its editorial of October 2, the Journal sounded its displeasure with the caption saying it all: “With friends like the U.S.” First the accolade that was rightly due: “President Trump’s defeat of Islamic State…was a major foreign-policy success…he may now undo it with a retreat from Syria that will also signal to U.S. allies that the White House can’t be trusted.” Now for the rash of more bad news, through pointed critique in the Journal’s editorial. “This looks like a betrayal of the YPG, which lost 11,000 soldiers fighting against ISIS. America armed the Kurds in that fight, and they trusted the U.S. when they were asked to dismantle defensive positions near the Turkish border as part of the buffer-zone negotiations with Ankara.”

It is hoped that Guyanese political leaders are listening and digesting. As the jockeying for power gathers a full head of steam, some reminders might be timely, no matter how poorly received. First, it is that the mighty United States, the leading power on the planet, acts first and foremost (and always) for what its leaders determine to be in its best interests; to be more explicit, its vital and strategic national interests. In no particular order, those range from national security, to geopolitical priorities, to economic power, to military ascendancy, among a host of others.

To repeat: what is good for the United States of America.

As the crude and vicious, hissing and striking snake fights unfold on many local political and social fronts, Guyanese leaders are cautioned not to get too comfortable in their calculations, as to which side is favoured by, and which one is the bad books of, the American colossus.

As shortsighted, self-serving gambles go, believing and self-congratulating would be the ultimate in losing gambles, a vanity that just could go unhappily unrewarded. To the local hubristic doubters, who think that they have the support of the Americans all sewn up and, in the bag,, the forlorn story of the Kurds should stand as testimony on how the superpower, for better or worse, conducts the business of its foreign policy visions.

As is now unfolding in Syria, interests and priorities can change with alarming and displeasing rapidity, as the Wall Street Journal was pained to recognise. From inside the White House and the State Department, priorities crystallise to this: Which group offers the best deal at this time? Which leader is capable of delivering on the things that align with what is vital to the U.S? Which leader and group can be trusted to be there for America when the rest of the world stands against it, when the going gets hard? In view of recent diplomatic offensives on the Georgetown front, the government may have miscalculated that it was a lock with Uncle Sam due to its willingness to partner in a number of areas, in which its predecessor was heavily negligent.

Now, there could be a sense of betrayal, because of American loyalty believed due. This was for having listened and worked in concert with American agencies to dismantle (partially) narcotics and money laundering networks.

The government policing postures disenchanted many corrupt supporters and friends. Now there is uncertainty of what is coming down from the American side.

On the other hand, opposition politicians should refrain from any crowing, given the turn of sentiment; it has a long way to go to earn trust that it could be a genuinely reliable partner. Its past record is not helpful, and speaks sharply. The belief is that its core ideological and business philosophies are unchanged, cosmetics aside. That leaves the opposition in undesirable territory, regardless of public diplomatic developments.

Both political sides must soberly and practically manage expectations. Their own interests are secondary before those of America. Learn that tutorial well. Look at a onceworthwhile ally, the Kurds: don’t get ideas.

Guyana exploited on oil Exploration and Recovery DEAR EDITOR, There are countless flaws in the oil contracts between Guyana and the multinational companies. Guyana has been shafted (exploited or get very little) in the contracts with oil companies as reported so many times in KN. It is reported in KN and the international media that oil companies have paid Brazil some US$2.2 billion for rights to explore for oil. If oil and or gas is found, Brazil will be given royalty not less than 12 percent (international average) plus equal profit sharing. Brazil will get a fair deal. Brazilian government will not pay costs associated with oil recovery and it will not pay the taxes on the profits earned by the companies.

Contrast that contract with the one between Guyana and oil companies signed by successive governments.

Unlike Brazil, which is being paid by other countries for the

right to explore, Guyana is paying companies to explore and recover oil and then sell it with Guyana getting a “lil thing” for blindly signing on to being exploited. It is clear that Guyana has been shafted by the multinationals and successive governments have played a role in this exploitation and abuse of Guyana’s resources. In the contracts, Guyana did not even secure the interests of local content— local workers and business community.

The result is almost all the workers and supplies (inclusive of food) are coming from outside.

Guyana has to pay the oil companies to explore for oil worse than what happened under colonial rule. Over US$3 billion in debt have been accrued already and billions more in debt expected for exploration and recovery of oil. Guyana gets less than two percent in royalties (it must pay expenses and costs out

of the pittance of royalties) and must pay all taxes on profits earned by the companies. If there are oil spills or other disasters, Guyana must pay all costs associated with addressing them including cleaning up and compensation. This could cost Guyana additional billions in US dollars. This essentially means Guyana is paying oil companies to explore and recover Guyana oil for the companies to sell and make a profit. This is the contract that the government was advised to sign.

Something smells fishy.

Guyana gets very little benefits from oil exploration and recovery and the risks associated with the measures are very high. Guyana could very well find itself in bankruptcy for centuries to come or experience eternal debt.

The above exploitation and abuse are what successive governments have consigned to the nation.

And still the people vote for them. The people like to be abused. They deserve the governments they get.

The government could have consulted with those of us who studied strategies of investments by multinationals for advice on how to counter them in order to avoid the pitfalls the country now finds itself and to reduce exploitative contracts. Up until now, the Coalition Government has not sought advice from those of us who studied local content policy and how to maximise benefits for Guyanese. It is still not too late to consult with Guyanese experts to rescue the bad contracts to increase royalties and profits to Guyana and to release Guyana from billions of dollars in compensation and to guarantee work and business to locals.

Tribute to Cyril Belgrave DEAR EDITOR, When Martin Carter sat down and scribbled on a sheet of paper, ‘For a dead Comrade’ and sent it to Janet Jagan, he was doing two things at the same time. First, he was recording history by way of poetry and secondly, he was paying homage to a Barbadian trade unionist and Comrade by the name of Ivan Edwards who had died by drowning.

‘Carter’s original title ‘For a dead Comrade’ was eventually changed to’ Death of a Comrade’ With the passing of a Comrade or trade unionist, high or low, it is this poem that comes to mind. And so it must be with the passing of Cyril Calvin Lewis Belgrave, a stalwart of the PPP, leader of waterfront workers, outspoken City Councillor, outstanding member of Parliament and veteran trade unionist.

Cyril, as he was popularly called, passed away at the age of 82 on October 10, 2019.

Cyril Belgrave was ‘Born in the land of the mighty Roraima’ but died in the ‘Land of the free and home of the brave.’

A committed family man, after shuttling for a while between Georgetown and New York, he finally left Guyana in 2014 to settle permanently with his wife and children in the USA. Comrade Belgrave was one of the thousands of Black supporters of the PPP who ‘went through hell’ with the PNC because they joined the ‘coolie’ PPP. But Belgrave never wavered nor did he bend. He

stood firm.

Cyril joined the Party in the late 1950’s and was witness to, and participant in, the many challenges his party and country faced.

Deeply convinced about the progressive programme and policies of the PPP as well as its strong ideological groundings Cyril rejected all manifestations racism, Black nationalism and ethnocentrism.

During the CIA financed 80-day strike by trade unions hostile to the Jagan government of the 1957-1964 period, Cyril Belgrave along with many of his stevedore colleagues, notwithstanding the pressure from others, refused to join the strike against their government knowing that it was part of a general plan to bring down the PPP government.

Belgrave was an ardent supporter and follower of H.N. Critchlow and Ashton Chase, one a labour leader, the other a politician and Attorney-at-law, who defended the rights of waterfront workers in particular and the working class in general.

Belgrave became an outspoken and outstanding member of the Guyana Labour Union (GLU). He participated in all the congresses and other activities sponsored the Union He was elected an executive member of the Waterfront Branch of the Union and later, to its National Executive Council.

Intellectually and practically, Belgrave proved himself capable of navigating

the intricacies of the trade union struggle combined with the political struggle It was while speaking from the floor at GLU or other trade union activities held at the Critchlow Labour College that Belgrave clashed verbally with Burnham, and later Hoyte, on labour related matters and in their respective capacities of Honorary President of the GLU. Belgrave was a rootsman.

He could be depended upon to articulate anywhere and at anytime the burning issues affecting working people and to fight for the rights of working men and women.

These outstanding attributes together with his political courage and audacity were recognised by the PPP. From a long standing member of the Central Georgetown PPP Group, to the District and Regional committee levels, Cyril was eventually elected to the Central Committee of the Party where he served for many, many years.

Cyril was a seasoned campaigner. Together with other Black Comrades in the Party including EMG Wilson, Clinton Collymore, Shirley Edwards, Gladwin Levius, Maurice Herbert, Harold Snagg, Charlie Cassatto, Clement Snell, Edwin James and Louis Mitchell, they formed a powerful team who, knowing Georgetown ‘like the back of their hands’ did their political work in every nook and cranny of the city but more particularly, in the Black dominated neighbourhoods.

Belgrave stood out as the primus inter pares and was selected along with Narbada

Persaud to serve as a Councillor in the Georgetown City Council.

Later, both men became members of parliament one to shadow the then minister of finance Frank Hope, the other along with ‘Boysie’ Ram Karan to shadow the then minister of Labour Winslow Carrington.

Cyril served in Parliament for thirty years, from May 24,1976 to May 2, 2006.

As an MP Cyril contributed to debates on the Labour Amendment Bill, Bill on Working Conditions of Domestic Workers, Old Age Pensions Bill, Housing lots in Linden Bill, Bill on Working And Living Conditions of Workers, Holidays with Pay Bill and in numerous budget debates.

His last contribution in the National Assembly was on November 30, 2005 when he spoke to a Tribute to Hubert Nathaniel Critchlow.

During the 1974-1976 period, when Forbes Burnham was ‘head hunting’ using the carrot and the club as a means of pressuring the Black PPP Members of Parliament to cross the floor, MP Belgrave stood tall, he rejected Burnham’s overtures and resisted immense pressure to abandon his party to cross over to the PNC benches.

While Burnham succeeded with some boasting, “Every man has his price,” he could not win over Belgrave.

Belgrave was the first Chairman of the Trade Union Recognition Board (TURB).

Immediate intervention is needed to avert a likely catastrophic outcome DEAR EDITOR, The invasion of parts of northern Syria by Turkey, ostensibly to create a safe zone between the two countries, must be cause for serious concern by the international community and all peace loving people throughout the world.

Hundreds of thousand of people, mainly Kurds, are forced to flee the comfort of their homes out of fear for their lives. Already there are reports of several deaths as a result of bombings by the Turkish armed forces.

It is unbelievable that in this modern age a country can choose to invade another country

without fear of international sanctions by the United Nations and other big powers.

The motives for the invasion are political and ideological and no amount of political spin by the Turkish authorities can convince the rest of the world otherwise. As correctly pointed out by the UN Secretary General, there cannot be a military solution to a fundamentally ideological problem.

It is time for the UN Security Council and the other global powers to intervene immediately in order to avert a likely catastrophic outcome.

Who is in control at GECOM? DEAR EDITOR, That is the million dollar question that is on everyone’s mind, that is, who is in control at GECOM? Is it Madam Chairperson, certainly not, neither is The Opposition Commissioners, then who is in control? And the answer comes again, The PNC, they are in total control at the commission and once they are in control, there is bound to be disaster. This illegal government has done it again, they are in full control of the electoral body through their strategically elected, and most vocal commissioners.

The government appointed commissioners are the ones calling the shots at GECOM and they are doing so with the usual PNC rigging precision.

Claudette Singh cannot play amnesiac to the fact that she is oblivious to the machinations of these commissioners because she is well acquainted with Guyana’s electoral history and the notorious PNC. As an elder statesperson and judge, she would have witnessed the many instances where The PNC have mortally wounded the democratic process with their evil rigging, so there is no excuse for her. Having that detailed background knowledge of

our despicable electoral past, it behooves the chair-lady to assert herself and take leadership responsibility of the election body and not be led. The present situation, leaves much to be desired and this is our main concern.

It is clear that this Chair is being led, she has willingly allowed herself into that position, the government actors are relentless with their agenda to rig the elections and this has to be stopped. The Chairman has to put a halt to that process by making her own statements, as well as issuing definitive and straightforward directives bearing her signature and not the other way round. Guyana cannot afford going that road of rigged elections again and the time to rectify those process is now.

A key area where the notorious three are hanging their rigging hopes on is “fixing” the computers in the Information Technology Department. For this very same reason, we have asked for international help to oversea this critical area. To our dismay the response from The CEO Lowenfield is that the commission does not need any assistance.

Now, this is certainly out of the domain of the CEO who

is in no position to issue such a statement, this is a resolve of the chairwoman herself.

She is the one mandated to make such decisions as head of the Elections Commission, not Lowenfield. And acting like a sheep in such circumstances of brazen usurping of power is a cause for great concern. Claudette Singh must be held accountable for this, why hasn’t she come out and make a clear directive on the matter why is she silent? At a time when our democracy is under siege by a group of government appointees this chairperson is deafeningly silent.

Why is she not coming out and make it clear where she stands on this? Why? Are we to conclude that she is in collusion with the government, I certainly think so? The point is, we need all the help we can get from the international bodies especially The UN on the conduct of free and fair elections, and here we have a Chair who is allowing the CEO to dictate on the matter. This is outrageous and I write on behalf of the entire Guyanese Community sending that strong message of disapproval of the actions of Justice (Retired) Claudette Singh.

Call a spade a spade DEAR EDITOR, Well, well, well. David after reading your articles on many occasions, I cannot help to say how your negative tantrums of the PPP would ever help this nation. Do I agree with the PPP all the time? Of course not. What I do agree with is the economic engine they have propelled this nation that you have never penned in all your writings. You know as well as the nation what the PNC did to this nation under the late LFS Burnham. It’s not a secret. The PPP, never alienate Walter Rodney.

They supported him to get the monster who led this nation for three decades almost out.

This illegal and caretaker Government is peddling the same mantra and people like you agree with them, because you see a Black man leading rather than any other ethnic person. Call a spade a spade. Mobilising Political Transformation Through Civic Empowerment DEAR EDITOR, My name is Shazaam Ally, or ‘Shaz’ for short. I am East Indian, Guyanese by birth and I love my country to bits.

My goal as a member of The Citizenship Initiative is to create meaningful change within our country to raise the quality of life for all Guyanese.

I am not political by nature, in truth I’m a shy guy who is often reserved in gatherings. Professionally, I design and manage websites, build apps for smart phones and also run my family’s business. I attended City College and St. Joseph’s High School, during my secondary years. You might have heard about Guyana Palace (gp.gy) which was Guyana’s largest and most popular social website back in the early 2000s (before Facebook took the world by storm). My siblings and I created that website with the intention of making it into the ‘go-to’ online stop for Guyanese to chat, browse, share and discuss anything they wanted to.

I am happily married to my lovely wife Sheena and we have three beautiful children (one girl, two boys). As of September 2019, I have been a political activist for just over four years.

Now why would a quiet IT professional step out of his comfort zone to become involved in political discourse you ask?

The answer is straightforward: I realized that I have to roll up my sleeves and get involved actively to REALLY start to make a change.

You see, initially I voted for the PPP out of traditional loyalty.

This was in 2006 and again in 2011 under a different presidential candidate. Unfortunately, I was sorely disappointed by their policies and direction that their style of governance took our country in. I saw the economic damage caused by the PPP’s penchant for favouring their party sycophants, and it sickened me to the core despite me being an Indian living under a predominantly Indian government’s tenure. As I

retraced my country’s political history and learned about the various periods postindependence where Guyanese were divided and turned against each other by ethnically driven politics, my heart was sickened. How could this be the fate of my beautiful Guyana whose motto resoundingly states, ‘One People, One Nation, One Destiny’?

In 2015, with a PPP-minority government in parliament sitting on a track record of hair raising nepotism, cronyism and undemocratic decisions, I decided to listen to the message of the APNU-led coalition.

Because of the involvement of youth in their campaigning, their message resonated with me and I made my decision to use my vote to remove the PPP from power. I felt Guyana needed a unity government that would represent all of the people without fear or favour.

After four years of the APNU in power, I am sorry to say that in 2015, we exchanged one diseased side of the same coin for the other.

So here I am in 2019, angry

at the politicians who have fractured our country along ethnic and economic lines for 53+ years; motivated by the strength of other like-minded persons who I have met that want to see the country move away from this vicious cycle; a little fearful because I do not know if my fellow countrymen and women will find the courage to use their votes to bring about a clean slate; and determined to use all of my skills, resources and energy towards shaping a better nation for my children to grow up in.

Now you know how my story began. I don’t know how it will end, but I hope you can help me write the next chapters where together, we join our hearts, minds and hands to heal and launch our nation towards prosperity, equality and peace. Stabroek Police Outpost — Service and Protection or Disservice without Detection?

DEAR EDITOR, Whose Call? As the criminals continue to have a free for all.

When the Guyana Police Force was established on July 1, 1839, it had as its motto: Service and Protection.

Seemingly unbeknown to the citizens, this has been changed to Disservice without Detection.

Conclusively, no other logical deduction can be arrived at based on reports of the recent increase in crime at and around Stabroek Market in the presence of a manned mobile police outpost.

Basically, criminals are having a field day in the very area where an outpost is located.

Are the police tacit in being complicit?

Stabroek Market is known to be among, (if not), the busiest places in the country.

A situation further compounded by the presence of hire cars, bus parks, and

the plethora of vendors on the pavement and periphery of the Square. An ideal arena for congregation of the criminal bent and carnal sent.

In a bid to curb the surge in incidents in the area, the police in collaboration with other military bodies and the City Constabulary, sent a strong message via relocation of a mobile outpost just outside the market. Such a move now appears to be as useless as tits on a bull.

Vendors in the area, have been appealing to the police for security for have been forced to provide their own means of protection, as the criminals continue to run amok in full view of the police presence.

The inefficacy of the police at the said outpost was recently highlighted when a prisoner, broke down a plywood counter revealing a cutlass, which he not only used to chop off his handcuffs, but also to keep

police at bay while he made good his escape. Prior to his dash for freedom, the criminal also used the cutlass to sever electrical wires thereby plunging the outpost into darkness. A blatant Comedy of Errors amidst Scenes of Terror?

A full-scale investigation involving the Crime Chief, Mayor of Georgetown, Minster of Public Security and other stakeholders should be launched forthwith aimed at determining the police department’s share in helping to increase the level of citizens’ fear, also the crimes committed and accountability for police officer’s presence prior and after each incident.

Like the public, the police should not be allowed to go unpunished in cases of blatant breach of duty, or disloyalty to the oath.

Additionally, consideration should also be given to the notion that the displayed behaviours of reluctance to protect the public, may serve as the veneer for a much larger

Strong relationships of mutual trust, between police and the public they serve are vital, if not critical, to maintaining public safety and effective policing.

There may also be a twofold answer as to why ladies and men of the night, scam artists, and crooks outright would operate fearlessly under the very nose of the police. While the acts being committed are in themselves wrong, intervention depends on the police’s attitude about the offence as well as their professional characteristics.

Certainly, uniform and training does not make a policeman.

Case in point, a female prostitute was recently observed beating a 14 year old male and pelting him with beer bottles, under the watchful eyes of police officers standing outside the outpost, but failing to intervene. Hopefully, the display of aggression was neither for services rendered nor money tendered, as both contain criminal elements.

The question remains - Why no say in such a display?

Does the cop stand to gain when he indifference or a blind eye feign?

The more things change the more they remain the same. Crime in the area of

Stabroek Square has always been a problem, and several solutions aimed at ensuring the safety of the public have already been proffered.

Among the contributory factors as afore-stated are far too many bus and car parks, along with too many illegal sellers on the pavements thereby creating diminished walking space.

This overcrowding leading to constant jostling for stand and vehicular space, along with the continuous mass movement and chaos creates the ideal underpinning for criminal activities such as pick pocketing and muggers.

Some social engineering is certainly desired.

Undoubtedly past performance and behaviours of members of the rank have served to damage the image of the police force, and undermine the public trust and confidence in law enforcement. An effective, properly functional and disciplined force is tantamount to crime reduction, and restoration of public respect.

Notwithstanding, present occurrences, efforts are ongoing to reform the image of the Police Force, which will certainly need to expeditiously reexamined if a detectable change is to come about.

One of the recommendations of the

Christopher Commission appointed to investigate the problems within the Los Angeles Police Force, following the Rodney King incident in 1991 was the creation of an EI (Early Intervention) system. The EI comprises of 4 basic components including performance indicators, intervention, postintervention monitoring and identifies employees whose conduct indicate emerging problems affecting the quality of their work.

The willingness of members of the community to trust the police depends on their ability to see that actions of the police reflect community values.

Additionally, the likelihood for a demonstrable reduction of crime from hereon will largely depend on whether or not the current issue is effectively addressed.

Implementation of the E1 system may be a well advised move on the part of the Police Force.

The blue uniform must no longer be a cloak of disguise.

The Police Department must evolve and proudly show the nation they are ready to protect and serve for if they fail to protect the land then the citizens would take the law in their hands.

I am more hurt than angry at the treatment of govt. to peaceful ordinary citizens DEAR EDITOR, I would like to express my utter disgust at the treatment of ordinary citizens of this country by the current administration. This is not about PPP nor APNU. It is about how a government and the President issuing instructions to the Guyana Police Force to intimidate and harass ordinary citizens.

Simply put, why is a former high ranking military man, now Commander-in-Chief and President scared of a handful of ordinary citizens expressing their views rightfully so against an illegitimate government.

I speak specifically of the incident that occurred on October 13, 2019, at Cornelia Ida, WCD where the President was invited to the annual graduation of the Saraswati Vidya Niketan Secondary School (Swami School). It is my strong belief, that the Principal and Management of the School made a poor choice in inviting the President considering the current status of the government. It is an insult to

the students, parents and the community as a whole. I do hope the many local and especially overseas donors who contributed millions of dollars into the school to where it is today take note.

Permit me to put the issues at hand in perspective, a few months back the Principal of the School requested from students donations to support the children of sugar cane workers, especially those in Berbice who lost their jobs due to the closure of several sugar estates under the instructions of this very President. If this is not an insult to the students of the SVN School and to the children of the sugar workers and people of this country then I really don’t know what is.

However, we are all human and at the end of the day, we all have a price on our own morals and beliefs whether we choose to acknowledge it or not, it is a fact. Further, I wish to highlight that this President literally bought his invitation to this graduation by donating a million-dollar of taxpayers’ monies as if it were from his personal funds. In so

doing, he hopes to come across as a President of ALL the people of Guyana. When in fact, it is all a sham and choose to classify a segment of the Guyanese population who are vocal for their rights as “HOOLIGANS”.

Mr. Editor, it is no exaggeration, there were more than 150 Policemen and women from 9 am to 9 pm, excluding the large security detail of the President protecting him from a handful of elderly men and women armed with pieces of cardboard. If the Police are aggressive in discharging their duties as they were against these few persons protesting surely crime would have been on a down low. But in this government, criminals are being pardoned and ordinary citizens are being harassed, I am more hurt than angry at the treatment of peaceful ordinary citizens particularly by this government, which is bent on disregarding our constitution and laws.

Government clears air on delay in disbursement of indigenous funds Executive member of the Peoples National Congress Reform (PNCR), Mervin Williams, has presented a reason for the delay in the distribution of the Indigenous Peoples funds.

Williams, who was at the time speaking at the PNCRs weekly Friday Press Briefing, was keen to note that there was no deliberate delay in the payment of the grants.

The executive member said that some of the Amerindian villages are extremely remote and the recipients would still have to travel to the city to negotiate the cheques at the banks.

However, considering that the Indigenous leaders of the communities were present at the recently concluded National Toshaos Council Conference (NTC),

which was hosted in Georgetown, he stated that he saw it as an opportune time for the funds to be collected.

He explained, “We have capitalised on the presence of the leaders in the city to hand over the cheques so that they could use the banking system at no expense to the village.

“When they get back home, they have 100% of the grant available for the developmental project that they had in mind.”

Williams said that the grants that were handed out on Thursday were those that were not granted earlier in the year. “It was just a small component of the total package,” he added. He added that some villages have been sav-

ing the grants from one year to the next to complete projects that could not be funded by one grant. “Like in the Rupununi, they have embarked on an ecotourism venture and they have saved up three years worth of grants to make the successful completion of the venture. It includes a construction of a road, several benabs and kitchens,” the executive member said.

The Presidential Grant is one of the major interventions being undertaken by the Government of Guyana aimed at boosting economic and social development for Indigenous People in the respective villages and communities.

Villages and communities receive specific sums, which range from $500,000

to $2 million according to population size.

The allocation of grants commenced in October 2007 with a total of $150 million allocated towards meeting the social and economic needs of 139

Amerindian communities.

Over $34 million in Presidential Grant was presented to Toshaos.

The Minister of Indigenous Peoples Affairs and Vice President, Sydney Allicock, along with the Min-

ister within the Minister within the Ministry, Ms. Valerie Garido-Lowe, presented the cheques to 25 village Toshaos during the recently concluded National Toshaos Council Conference.

THE POLICE ARE BACK TO THEIR OLD WAYS The police are returning to the repressive role that they played during the horrible days of dictatorship. The restrictions and discriminatory treatment against anti-government protestors at Cornelia Ida on Sunday has once again shown the rotten side of the Guyana Police Force and its proclivity to take sides when it comes to political protests.

The role of the police is not to prohibit protests. The job of the police is to maintain order. In fact, the police have a duty to protect persons who are protesting.

In the interest of maintaining public order, the police may decide that certain protests may be disruptive to the rights of other people, including their physical movement. As such, it may place restrictions on where persons may protest.

But such action should never be as such to neutralise the protests. Once there is no threat to public order, there is no reason why protestors cannot be allowed in front of any venue.

Last Sunday, the police erected barriers across the road from an event attended by the President of Guyana.

The PPPC supporters who were protesting what they see as an illegal President were

kept at a distance, which would have the effect of neutralising their protests.

The police were determined not just to keep them away from the location but also to ensure that they could not be seen or heard from within the school where the event was being held.

This was unnecessary and excessive. The police actions represented a case of overkill.

The police have adopted this brainless approach ever since the protests outside the Marrriot Hotel. They were seen following Opposition leaders around at St Cuthbert’s Mission. There was no need for this. It is almost as if they were tailing some persons who had every right to be there.

Not only were the PPPC protestors restrained some 100 metres away, but they were also forced backwards when they found a side street from which to protest. The police acted repressively against the PPPC protestors.

Why are the police trying to stop peaceful protests?

The actions against the PPPC supporters were quite in contrast to the actions, which they took in relation to the APNU supporters. They later allowed these supporters access to the front of the school where they

vociferously screamed their support for the President.

Guyana has an ugly history of political repressions during the reign of the PNC dictatorship. And the main instrument of the repression was the police force. The police were trained to turn a blind eye to the actions of thugs who broke up political meetings.

The Special Squad was a collector of intelligence, which was used for political purposes. And the Tactical Services Unit was used to intimidate persons attending political meetings. The police were also used to victimise political opponents of the regime.

During that era, the police were asked to do a number of unprofessional things. And it seems as if that era has returned. Videos have appeared on social media showing how the police were taking down black flags, which hung from lamp posts.

The APNU+AFC is reducing the Guyana Police Force to doing “jankalar” work. It is not the job of the police to be undertaking political shoddy work. The APNU+AFC is demonstrating eye pass against the police. It would not have deployed the army to do such low-down work;

The police’s job is to maintain order. It has to establish secure perimeters if it feels that this is necessary.

Its jobs however is not to have their perimeters become barriers against the right to political protest.

Its role is not to show favoured treatment to one political party by allowing their supporters closer access than the other political party.

This is unacceptable behaviour by the police and it should be brought to the attention of the British High Commissioner whose government is financing

security reform. There can be progress in such reforms if the police force has become a repressive force.

It is time for the British government to be informed of the actions last Sunday and to decide whether they will ever continue to support a force, which acts against the civil liberties of citizens.

The actions of last Sunday should also be brought to the attention of the United Nations Human Rights Commission. The right to freedom of assembly was violated last Sunday and the actions of the police are to be condemned and brought to the attention of this international human rights bodies.

Guyana went through a

terrible period, which involved political assassinations and beatings of political opponents, in the past. Guyana must not return to those days in which the police played a role in suppressing people’s freedoms and human rights.

The police must not become, once again, a tool of political repression.

History of the PNC: Part 1 One of the enduring enigmas of this country is that there are Indian individuals and Indian companies both inside and outside of Guyana that hold Cheddi Jagan passionately in their embrace but are yet to finance the ultimate biography of the iconic leader. No one would believe that they cannot afford it.

Someone can approach that particular historian or someone similar and let him/her quote a price.

No PNCite in the diaspora, despite countless academics out there who love Burnham, has even attempted

a short biography of this fascinating human.

To date, Tyrone Ferguson book, “To Survive Sensibly or to court Heroic Death: Management of Guyana’s political economy, 1965-1985" remains the definitive work on the Burnham period. A caveat is in order – the book is not a biography of Burnham; far from it.

The PNC celebrated 62 years of birth last week. I plan to do a series on that party using the periodisation schema. I will compartmentalise the party into five distinct lives – “Burnham out of power”; “Burnham in power”; “Hoyte’s metamorphosis”; “the trials and tribulations of Corbin”; and “the PNC under

Granger”. I have learnt from my three decades of newspaper columns that readers do not like consecutive articles in a series. They prefer the analyst to assess the emergencies that grow from day to day. Make no mistake; if I do five columns consecutively, I am going to miss out on crucial things that will happen in the next five days.

Readers will want interpretations on those daily events.

This is the first in the five part series. I honestly don’t know when Part 2 will appear but it will not be far from now.

I have a similar obligation to my readers to use the periodisation schema for the PPP. That will be a five part

series too- “Jagan after 1964”; “Jagan in the age of Rodney”; “Jagan in power after 1992”; “the passion, purpose and performance of Jagdeo’; and “the PPP’s unthinkable loss of power in the 21st century.”

I begin part one of the PNC right now.

After the united PPP lost power in 1953, the PPP imploded and Burnham formed his own party, the People’s National Congress. Contrary to popular opinion, the new party was not an open capitalist entity. Both PNC and PPP in the fifties endorsed working class directions and even though Burnham had middle class personalities in his hierarchy, Burnham made no secret that the PNC was a party of the masses.

When Jagan won the 1957 election and the West began to pressure Jagan over his communist attachments, Burnham embraced realpolitik and pragmatic politics. He knew Guyana was a poor, obscure country on the world stage that the West with the blink of eye would obliterate in an age of voracious Cold War competition.

For Burnham then, the strategy was to offer himself

as a non-communist alternative to Jagan. To do so, the West wanted their pound of flesh. They were not prepared to guillotine the Jagan administration without the energetic participation of the PNC. So Burnham obliged.

Burnham grew stronger in his conviction that Jagan was hopeless for two fundamental reasons. One was that Jagan was oblivious to his congenital line faults – he didn’t have African Guyanese support and he did nothing to convert them. Secondly, Jagan was over-zealous in his communist embrace and was paralysed in strategising a way out of the labyrinthine cave the West had locked him in. The history of the PNC from its birth to its acquisition in power in 1964 is filled with stains that for many are indelible. The West used cruel methods to vitiate the elected rule of Jagan. Burnham, with shameless and crude sycophancy, played the card the West gave him. But there are those who would argue that Burnham had no choice.

In a situation where, a country had a popular but misguided leader that the West wanted out, the longer

Frederick Kissoon he stayed in the more intense will be the destruction of the country. If you are a fan of Burnham, you will buy this argument with eyes closed.

After all, it worked. Jagan was removed, Burnham accepted Cold War realities and the violence and destruction of Guyana became a thing of the past. Many of Burnham’s admirers use the realpolitik perspective to exonerate Burnham’s shameless flirtation with the West prior to 1964, the year he won power.

Those who are alive today, like Hamilton Green would argue that Burnham’s role was essentially to wrest control of Guyana from the West that Jagan was too intellectually naïve to do.

Energy Dept. Head hints at reducing large offshore blocks before heading to next licensing round Before heading to the next licensing round, there are two key things, which have to be done says Energy Department Head, Dr. Mark Bynoe.

The official identified these to be a legislative review as well as the completion of a 2D/3D multi-client survey to improve the department s understanding of the Guyana basin.

But when this survey is done, Dr. Bynoe said consideration will be given to whether it would be in the nations interest to head to

the licensing round with the blocks remaining the same size.

During a discussion on Kaieteur Radios, “Guyanas Oil and You” programme, Dr. Bynoe said, “We are now the hottest destination... (And) we are on record indicating that we are looking to have 3D seismic survey done in the shallow continental shelf, in the relinquished areas and also in Block C. “That will help determine whether to keep the blocks in the same shape a n d what prospectivity

there would be before we move to another licensing round.”

The Energy Department Director noted that the survey will also help Guyana to offer packages that would retain more value than before.

Kaieteur News understands that there are six major blocks offshore Guyana, which will be up for renewal after first oil commences in 2020. They are the Roraima Block, which is operated by Anadarko; The Demerara

Block operated by CGX Resources Inc.; The Kanuku Block operated by Repsol, To t a l a n d Tu l l o w ; T h e Orinduik Block led by Tullow, Eco Atlantic and To t a l ; a n d t h e o i l r i c h Stabroek Block which is operated by ExxonMobils subsidiary Esso Exploration and Production Guyana Limited (EEPGL), Hess and CNOOC/NEXEN. The foregoing blocks are up for renewal at different dates with some being in 2020 and others in 2022 and 2023. (The Chart attached to this article gives a breakdown of the different dates each block would be ripe for renewal and subsequent relinquishment.) When the licences are renewed, portions would have to be relinquished. The government can choose to auction

She was transferred from the New Amsterdam Hospital in an unconscious state.

The woman, Gagnarinee Lalta, of First Street Adelphi Village is battling for her life.

The elderly woman reportedly lives with her son who is said to be a drug addict. According to reports, the man, Totoram Lalta, called “Elmo”, 35, is in the habit of assaulting the woman.

He has been incarcerated before for similar actions.

Around 06:30 hrs on Monday, the man

and his elderly mother were involved in another misunderstanding and he reportedly slapped her across her face. The blow caused the woman to fall and strike her head on the concrete floor rendering her unconscious.

The woman was picked up and rushed to the New Amsterdam Hospital where she was treated and transferred to the Georgetown Public Hospital.

In the meanwhile, the matter was reported and the man tried to escape, but the police, with the help of residents were able to apprehend the culprit.

He has since admitted to beating the woman, but stated that he did not know why he did it.

GHRA calls on civil society to be more pro-active on elections N

ational elections have polarised Guyanese society politically and ethnically for the past 50 years.

Unfortunately on this occasion, they are likely to do so precisely when the issues facing Guyana require as unified a national response as possible.

This is according to a statement issued by the Executive Committee of the Guyana Human Rights

Association (GHRA).

In the statement, the Human Rights body made it clear that “civil society energies, effectively mobilised, could make a positive impact on this challenge.”

“Normally, elections in democratic countries seek to win votes by focusing on issues most likely to attract votes. In Guyana, by contrast, debating alternative visions of the future is marginalised

when the major contending parties resort to maligning each other over electoral fraud and ethnic mischief-making.

Re-asserting ethnic insecurity in this way tends to marginalize smaller as well as new parties,” GHRA noted.

It added that despite the fact that changing political demographics are gradually undermining traditional ethnic alignments, the race play-book continues to be a determining factor in national elections.

Further, it noted, “While a widely criticised practice by Guyanese of all backgrounds, the traditional parties have too much vested in its continuance to desist. Most significantly, they also control the elections machinery through their dominance over GECOM.” “Until the Guyana Elections Commission (GECOM) is replaced by a modern, politically impartial Elections Commission, Guyanese elections will retain their deserved reputation as the most dysfunctional in CARICOM. “Since both major political formations have resisted ample opportunity to reform GECOM (23 years in the case of the PPP, and the past four years of Coalition Government), it is clear that a solution will not come before the next elections.”

However, while reform of GECOM and other fundamental reforms are not feasible in the short-term, GHRA said that this does not rule out the possibility or raising the quality of the upcoming national elections on March 2, 2020.

For example, the parties listing names of candidates in the order that seats will be assigned is within their choice.

A commitment to translate 50 percent of females on lists to 50 percent of seats won is another

improvement within the parties' choice. More scrutiny can be exercised to force parties to select candidates of integrity, with a record of public service and other qualities necessary for political leadership, GHRA noted.

“Applying criteria of this nature in the run-up to elections allows voters to assert some measure of influence to improve their quality. Civil society can use the current election in this way to sharpen its own advocacy skills and capacity to influence the contending parties.

“The run-up to elections also provides an opportunity for civic society to review its own role in national politics.”

According to GHRA, a more robust civil society is an insurance policy to ensure any eventual successful reform of the formal political culture is likely to endure.

It added, “The most significant example of civic action in Guyana to improve elections occurred in 19901992 when the Guyanese Action for Reform and Democracy (GUARD) effectively put a stop to the history of rigged elections.

Combined activism that included human rights, professional, faith-based, business and trade union activism produced the first clean national elections since

Independence. Unfortunately, GUARD followed a familiar path with respect to civic action, namely, allowing the momentum to drain away once a short-term goal is achieved.”

GHRA added that, “Civic organisations are encouraged to express themselves in ways that build citizenship. Civic influence could be asserted on electoral debates, which need to be rescued from the bipartisan bullying, which debased them in the recent past.

Moreover, even when civic bodies are not inclined to take action as a body, their membership should be encouraged individually to educate themselves on issues and take some elementary steps such as making full use of the Claims and Objections period to check the accuracy of their names and other details on the Voters List to guard against allegations of fraud surfacing on elections day.”

Further it said that “while national elections in Guyana often appear to be exercises in mass frustration, they also serve as opportunities for reinvigorating public life in positive ways. The essential lesson to be learnt is that civic interventions need to become a continuous part of the political landscape in a more systematic manner, and cannot be reduced solely to casting votes.”

Police top brass being evasive to the media

However, getting the details of a story in order to accurately report it can be tricky. There are times when one has to rely on a person from a particular entity.

When it comes to accidents, murders, robbery and other incidents, which are classified under the umbrella of crime, the first point of contact after a visit to the scene would be the Public Relations Officer (PRO) of the Guyana Police Force (GPF).

Depending on the amount of time that has elapsed, the PRO may not have received the information as yet and he would advise that you call the Divisional Commander for advice. This is often times where the trouble begins.

It is understood that they are all busy people but the articles carried reflect on them as well. As members of an organisation, putting out accurate information is part of the job.

It is at times a situation where stories are carried without the side of the police due to them not answering calls at all or promising to call back and never do.

When this is done, the respective media house is often contacted and reprimanded for carrying a “one sided story”.

On numerous occasions when directed, calls made to the former Commander of the now dissolved 'D' Division, Edmund Cooper, Commander of Region Four; Georgetown, Marlon Chapman, Crime Chief Michael Kingston; and Traffic Chief Linden Isles amongst others, would go unanswered.

One top cop went as far as to tell a reporter that if two

or more calls go unanswered that is an indication that he is busy and to stop calling since he is not obligated to answer his phone and speak to the media.

While they may not be obligated to speak or answer to them, the media plays a big part in assisting the Force with their cases as well as getting information out there so that the public could be vigilant and keep abreast with the status of investigations etc.

President of the Guyana Press Association, Nazima Raghubir, advised that if you “call once and they do not answer, keep calling until you get through.”

Just recently, the same issue regarding no responses and not returning calls was raised by another reporter in a group chat where the police normally send out their “press releases” in relation to various matters, they are yet to respond.

Neither town council nor Caricom rice mill has right to disputed state land - Trevor Benn ‌ property already leased

ince 2001, the Islamic Community on the Essequibo Coast, has been making several applications to the Guyana Lands and Surveys Commission to develop a plot of land with the intention to extending its playground.

Within the space of just a week,

approval to develop the said plot of land was given to a private mill by the Anna Regina Town Council.

Yesterday, Commissioner of the Guyana Lands and Surveys Commission, Trevor Benn, said that neither the Masjid nor the rice mill can lay claim to the plot of land, since it has already been

leased to another individual.

Benn went on to say that the Council's move to allocate state land to the mill is illegal, and an investigation will soon be launched. Benn said that over the years, NDCs have been issuing state land to private individuals, some of whom have even acquired

titles. Benn said that the NDCs have no authority to allocate state land to private individuals, and any such decision is void.

Kaieteur News understands that in 2014, the commission issued an acknowledgement letter to the Masjid. The Commissioner pointed out, however, that an

acknowledgement without a lease is also invalid.

The mill on the other hand, has already begun to develop the plot of land. Benn said that the Essequibo Lands and Surveys Officer has been instructed to visit the site today to erect a sign indicating that the land is already leased.

Bandits trail miner‌

Four shot, two dead - gunmen dump dead accomplice from getaway car A

miner, Deon Stoll, 44, is now dead and two others injured after a botched robbery attempt in Da Silva Street, Newtown, Georgetown yesterday.

Also found dead at Tucville around 11:30 hrs yesterday was serving Guyana Defence Force (GDF) rank, 18 year-old Olijah Chesney, of 562, D Field, Sophia, Greater Georgetown. He was suspected to be one of the bandits who was involved in the botched robbery.

Video footage at the scene of the robbery showed Chesney being hit when the miner returned fire during the attack yesterday.

Sources at the El Dorado Trading, 63 Da Silva Street, Newtown, yesterday said that the bandits had apparently trailed the miner, Deon Stoll, of Barima Avenue, Bel Air Park, Georgetown, who was in the company of Clayton Powley, of 326 Section 'C' Turkeyen.

They had conducted business on Sheriff Street, Georgetown for which they had collected a large quantity of cash. They were travelling in motorcar PPP 7227 and soon after drove to the Newtown, Georgetown establishment.

Video footage provided revealed the miner and his associate parking in front of the business and a white Toyota Premio car that was travelling directly behind them pulling up on the other side of the road.

Two masked men exited the car, one of them entered Stoll's car from the left hand driver side, reportedly holding Powley at gunpoint.

The other man with another handgun tried to enter the car from the passenger side firing gunshots as he did so.

He was not prepared for what transpired after, as the miner, Stoll, whipped out his firearm and returned fire.

The video footage revealed Chesney being hit and falling to the ground. As he got up, he was hit again by the unrelenting miner.

He barely made it to the getaway car that had started to drive away, and managed somehow to haul himself inside before it disappeared.

Powley and Stoll were rushed to the GPHC where Stoll succumbed to his injury at 10:48hrs while Powley

was admitted in a stable condition.

Overgrown bushes on neglected house lots drives fear in neighbours Empty house lot in Republic Park.

“Overgrown bush on neglected house lots” has been something of concern for countless residents across Guyana.

Neighbours of such neglected house lots speak of how fearful they are living next to such properties.

Some have even suffered traumatising experiences because of criminals using these bushy house lots as havens or camouflage to prey on their victims.

One victim is Chandrawattie Seetaram.

Yesterday, she told of her horror experience as a neighbour who lives between two neglected house lots with overgrown bush.

Seetaram said that she is a resident of lot 40 Best Vi l l a g e We s t C o a s t Demerara (WCD) and has been living there for some thirteen years.

She explained that throughout her years living there, the empty house lots that surround her house have never been maintained

properly thus leading to a growth of thick bushes.

“Sometimes, they would clean it one time a year and sometimes they won't clean it for years,” said Seetaram.

These bushes, she said, has caused her great loss since it would allow thieves to gain access to her property without being seen.

“They rip out the mesh from me fence and break me window and carry away valuable things.”

These were her words as she told Kaieteur News her

Seetaram added that because of fear and sleepless nights, she would make it her duty to report the matter to the National Democratic Council (NDC) of her district.

However, she said, her complaints seem to be ignored, since the neglected house lots remains same.

experienced the worst of her fears. On September 29, last, she and her daughter visited the mandir to pray.

As they returned and entered her yard, Seetaram began to retrieve her laundry from the “clothes line”.

While retrieving her l a u n d r y, h e r d a u g h t e r entered the house and soon after, began to scream.

According to Seetaram,

she ran into the house to investigate what scared her daughter. To her surprise, she was confronted by a masked man who had a cutlass placed to her daughter's neck. As she advanced, another man emerged from behind the door and hit her in the back of her head. She fell to the floor.

The thieves she said began to duct tape her hands and mouth; however, whilst they were trying to duct tape her mouth, she fought back which led to the man wrapping the duct tape around her neck with the intention to strangle her.

She said that for a moment, she fainted but was revived by the man shaking her head violently.

“When I realised that I was still alive…I remained silent,” she continued.

The man then placed a cushion and cloth over her head and turned his attention to her daughter.

During this period, she managed to escape through the back door with her hands still bound. She ran onto the bridge, which leads to the entrance of her home. Her daughter also managed to run behind her.

The two men followed and began to “vice” the women.

Caution statement of labourer accused of beheading uncle read aloud in court A

caution statement said to have been given to the police by 29year-old Dwayne Tappin, formerly of Plaisance, East Coast Demerara, who is accused of beheading his uncle, Randolph Seenauth, 51, was yesterday read aloud in court by Police Sergeant Detective Keivin Martin.

Martin was among several witnesses called by State Prosecutors Mandel Moore and Abigail Gibbs in the trial of Tappin who is accused of the August 6, 2017 murder of his uncle which occurred at Lot 125 South Better Hope, East Coast Demerara.

Shortly after the murder had occurred, Commander of Police 'C' Division Calvin Brutus, who was at the scene, had told reporters that Seenauth and his nephew lived in separate apartments on the plot of land. He said that around 04:30hrs neighbours heard a loud commotion coming from one of the apartments.

The place was silent for a few minutes, which led them to suspect that something was amiss. Neighbours then called out for Seenauth but got no response and later contacted the Sparendaam Police Station.

Police ranks arrived shortly after and upon pushing the front door to Seenauth's apartment, found his head lying in a passageway between the living room and kitchen. Further checks were made in the

According to the police rank, one of his colleagues and Tappin's sister witnessed the taking of the statement.

Sergeant Martin, during his time in the witness box, told the court that on August 6, 2017, he made contact with Tappin at the Sparendaam Police Station where he was in custody.

The police witness told the jury that around 09:55hrs, he told Tappin of an allegation that he murdered his uncle and cautioned him in accordance with the judge's rule. He said that after administering the caution, Tappin replied, “Officer, me guh tell yuh the truth of this story; what happen.”

Woman slaps, bites cops after stealing child father's phone

t was a sight to behold, yesterday afternoon, as an unidentified woman gave members of the Guyana Police Force (GPF) the works to arrest her for allegedly stealing her child father's' phone.

The incident took place around 16:00hrs at the intersection of Brickdam and Avenue of the Republic, Georgetown.

A c c o r d i n g t o information, the unidentified woman and her 'child father' got into an a rg u m e n t f o r r e a s o n s unknown.

The woman allegedly snatched his phone and attempted to make good her escape. However, her 'child father' rushed over to the Georgetown Magistrates' Courts and raised an alarm to the police ranks stationed there.

A female Special Constable responded to the alarm and approached the woman who by this time had reached to Croal Street Georgetown.

The two got into an argument as the Special Constable attempted to enquire about the allegation.

The woman started to raise her voice and lash out at the Special Constable who was joined by another female

Schoolchildren who were on the route 44 bus park were drawn to the action taking place before them.

They surrounded the two adults. Passersby and vendors left their stalls unattended, to join bus drivers and conductors, to take in the action.

With all eyes on her, the woman began to behave in a disorderly manner. She flared her arms at the police constables, while cursing at them and attempting to walk away.

However, the female Special Constable grabbed hold of her by her clothing.

The male police constable who was with her at the time attempted to calm the woman down by talking to her.

For his efforts, he received a solid slap to the face knocking off his hat.

The woman then got into a scuffle with the female Special Constable.

She had to be tugged to the Georgetown Magistrates' Courts to be placed in custody at the lockups.

While being escorted through the gates, the woman started screaming that her breast was filled with milk and the police constables should let go of

her as she is in pain.

Nevertheless, she was held firmly as they made attempts to get her to the lockups. The woman held unto the gate refusing to be moved even pushing her head through the grills of the gate.

In an attempt to yet again escape, the woman bit the female Special Constable on her beast while screaming “Loose me woman; loose me.”

Prisoners who at the time were in the police van to be escorted to the prison started shouting for the Police Constables to let go of the woman. Some of them shouted encouragements and cheered as if they were watching a wrestling match.

Finally, the police ranks were able to place the woman in handcuffs and put her on the bench to calm down. She was later placed in a police van and escorted to the Brickdam Police Station.

Also testifying was Government pathologist, Nehaul Singh. He said that Seenauth's body bore several cuts on the hand, which he deemed as defensive wounds.

This trial is continuing before Justice Sandil Kissoon and a 12-person jury at the High Court in Demerara.

Overseas-based Guyanese takes cancer awareness to Berbice O

verseas-based Guyanese, Corliss SaulReynolds, has been lauded for her initiative in heightening cancer awareness in the Belladrum district on the West Coast Berbice. She organised a Breast Cancer Awareness March through the district on Saturday.

Participants had first assembled at Plantation Profit, just off the Abary Bridge before marching through the district to the Belladrum Primary School Compound.

When the Pink Parade got to its destination, participants were address by organiser Ms. Corliss SaulReynolds, who resides in Florida, and is employed in the financial industry.

Ms. Saul said that she was quite pleased with the response to the initiative.

She told the gathering that she plans to make it an annual affair having recognised the need for heightened awareness in the battle against cancer.

Coordinator of the National Cancer Institute which is based in

Georgetown, Ms. Monette Harry, emphasised the need for women in particular to learn how to examine the breast so as to be able to detect abnormalities in good time should there be any such developments.

The gathering was told that cancer can be beaten through early detection; early treatment increases the chances of surviving the

disease.

Early detection, she said, can be possible through regular screening, and the gathering was advised not to take thing for granted, but instead to utilise available facilities for regular screening.

Ms. Harry also informed the gathering that a nonprofit organisation, Healthy Caribbean Coalition will on

October 26 commence a country wide pap smear programme.

The exercise will begin in Region Five. A date is to be announced when the facility would be available in Region Five.

Regional Health Officer, Dr. Desmond Nicholson, RHO Region Five, was the main speaker at the forum, and he lauded the organiser

for the effort.

Dr. Nicholson told the gather i n g t h a t a d i e t consisting mainly of greens and vegetables could reduce the risk of developing cancer, while excessive use of alcohol as well as excessive use of red meat may increase the possibility of the development of some types of cancer.

He also said that proper

weight management and regular exercise are also factors, which can reduce the possibility of individuals developing cancer.

The RHO also encouraged the participants to share the knowledge acquired with their loved ones and friends who did not find it possible to attend the symposium.

Iran says it discovered a natural gas reserve that could create US$40 billion in revenue (CNN) - Iran announced on Sunday that it has discovered a new natural gas reserve with the capacity to produce nearly 400 million barrels of gas condensate,

which could generate a total of $40 billion.

The natural gas field, named Eram, is located near the Persian Gulf in the southwestern province of

Fars and holds about 19 trillion cubic feet of gas, National Iranian Oil Company (NIOC) Deputy Managing Director Reza Dehghan said at a press conference.

"We have the potential to identify more undiscovered oil and gas reserves (in the country) by using geophysical exploration

techniques and discovery drilling and will definitely add to Iran's national wealth," Dehghan said.

The discovery comes at an opportune time for Iran, which has suffered economically under a series of US sanctions aimed at forcing the country to limit its nuclear program.

Resuscitation of masquerade high on Culture Ministry’s agenda-Director General

Director General, Donald Sinclair Masqueraders are now going to enjoy a more structured framework approach towards the artform geared at making it a main stream event with the deserved recognition. This is according to Director General, Ministry of Business, Donald Sinclair.

In a recent interview, Mr. Sinclair affirmed that the art form over the years has not been receiving the deserved attention and has therefore deteriorated greatly. Noting that masquerade presentations at Carifesta XIV

received notable nods, he said his Ministry in collaboration with the Ministry of Tourism is taking a much more structured approach towards developing and resuscitating the traditional practice.

He admitted that cash incentives and monetary support have always been a topic of discussing amongst masqueraders. The Ministry will certainly be addressing this issue in the interest of masqueraders, he added.

He said, however, to ensure the art form develops and

Guyana’s masquerade presentations at Carifesta XIV received positive reviews becomes export ready, they will have to address areas of rules and governing polices, costuming, rehearsals and educative sessions that surrounds masquerade.

He particularly noted that dancers are going to be trained by professional masquerade enthusiasts, to ensure their presentations are authentic and serves up the traditional masquerade fervour.

This was in response to indications that dancers today are not properly trained in the art of masquerade, and there present lackluster performances to the public.

Mr. Sinclair also indicated that the subject of better monetary incentives to masqueraders will also be addressed, adding that new policies will be created to govern and properly co-

ordinate public appearances and performances of masquerade bands.

That aside, all masquerade bands will have to be registered with the Ministry of Culture and Ministry of Tourism, so that be better supervised and controlled by the fraternities.

He said that it is their intention the take masquerade to the next level,

and as such, the ministries will work in unison to ensure it is spruced up, polished and present in a form made ready for export purposes and as a tourism product.

Meanwhile, masqueraders on the other hand are calling for systems to be implemented that will propel their art towards maximum develop and international recognition.

Sophia labourer who gives friend gun to shoot enemy, gets remanded A Sophia resident who allegedly gave his friend a gun to shoot a man was yesterday remanded to prison by Principal Magistrate Sherdel IsaacsMarcus after he appeared in court.

Adrian Scott, 26, a labourer of Lot 530 C Field Sophia, Georgetown, pleaded not guilty to the charge that was read to him in the Georgetown Magistrates Courts.

The charge alleged that on October 7, 2019, at Leopold Street, Georgetown, with intent to maim disfigure, disable of cause grievous bodily harm he unlawfully and maliciously wounded Arlington Harper.

Attorney-at-law Keoma Griffith who represented Scott made a bail application for his client to be released on a reasonable amount of bail citing that he have no previous antecedents and that his client is completely denying the allegation “the police have the wrong person, my client is denying this allegation.”

Remanded: Adrian Scott dant was at a party on Leopold Street, Georgetown, when he noticed Harper entering the party. Scott later called his friend, Kurt Carter, since he was aware of the problem between the two men.

The court heard that the defendants friend, Kurt Carter arrived at the party some time later. The two men, Carter and Harper, got into a fight resulting in Harper being shot to the abdomen by Carter who is still at large.

The victim was rushed to the hospital where he was admitted a patient and is still currently hospitalised. Carter however, escaped and Scott who was apprehended by the police was arrested and later charged for the offence.

After listening to the facts of the charge, Principal Magistrate Marcus remanded Scott to prison and adjourned the matter to November 18, 2019.

More details emerge in death of four-year-old boy Additional detailed information has surfaced following the unnatural death of a four-year-boy. On Monday last, the boy, was found lying in a pool of blood, struck to his head and he had been sodomised.

According to the President of the Champions of Change and close friend of the dead boy, Ms. Sabrina Craig, the stepfather, Joshua “Joseph” Jones, 22, had been accused of molesting several other children within the village of Yarrowkabra, on the Soesdyke/Linden highway.

Craig revealed that she became acquainted with Jones after he began visiting Stacy Goodridge, 19, the mother of the dead boy some four months ago. Goodridge was at the time working at Craigs small food business on the Soesdyke/Linden Highway.

After being informed that Jones was recently released

from prison, the woman said that she felt inclined to pay closer attention to him.

During an interview on Saturday, Craig recounted two different incidents when Jones was accused of sexually molesting two girls, aged three and 10.

“There was an incident where he had used his finger on three-year-old little girl.

The [girls] mother found out and she beat him terribly.

“On Friday, we heard that a man in the village was looking for him after he molested the mans three-year-old daughter,” Craig stated.

She went on to say that both of the matters were reported to the police, but the cases went no further.

On the last occasion that the social worker saw the now dead boy, she recounted that she could tell that the boy has been suffering, Craig disclosed. “He told me that he was hungry and I held onto

him and I asked him what was going on with him. Thats when he begged to stay with me because Joseph used to beat him badly.”

Craig admitted that she tried to get the mother and child away from the grasps of Jones, but her attempts proved futile.

However, the woman emphatically stated that she believes that Jones is the one who had something to do with the death of the four-year old boy.

“We want justice!” she exclaimed.

Craig called on officials and police ranks to conduct more investigations and interactions within the village of Yarrowkabra; a village she claims is plagued with child molesters and thieves.

She added that she is also fearful of being robbed by delinquents who would make use of such environments to commit their acts.

The police in a separate statement revealed that the uninjured coworkers immediately began digging for the victim.

The mining worker was examined by the company’s doctor, not long after but he was declared dead. The body was taken to Lyken’s Funeral Home, where it awaits a post-mortem examination.

Following the death of the man, the authorities closed mining operations at Troy’s Resources.

Caribbean football administrators graduate from executive programme Port of Spain, Trinidad and Tobago – Twenty-seven senior football executives from 17 Caribbean Football Union (CFU) Member Associations graduated from the first edition of the Football Executive Programme for the Caribbean at the University of the West Indies (UWI) St. Augustine campus Trinidad and Tobago.

The programme, an initiative of FIFA and the International Centre of Sports Studies (CIES) with the support of UWI St. Augustine designed to further enhance football administration across the Caribbean, began in November 2018.

It incorporated eight modules, including accounting and finance, communication, event management and development, marketing,

project management and strategy.

The participating Member Associations were Anguilla, Antigua and Barbuda, Aruba, Bahamas, Bermuda, Barbados, British Virgin Islands, Curacao, Grenada, Guyana, Jamaica, Montserrat, St. Vincent and the Grenadines, S u riname, Trinidad and Tobago, Turks and Caicos Islands, and the United States Virgin Islands.

Zimbabwe readmitted as an ICC member after political interference ban BBCsport The International Cricket Council has readmitted Zimbabwe as a member following a threemonth ban. Saints Sensations trounced YMCA Old Forte Hard Ball 90. Saints Sensations took an early lead when Tivesarid Garnett found the back of the net in the 3rd minute before Tahrea Garnett doubled the lead two minutes later.

Saints Sensations proceeded to dominate the game and galloped to a 5-0 lead at half time as Baraka Garnett netted a penalty corner in the 7th minute while Leroy Geer and Hilmar Chester slotted home in the 10th and 12th minute, respectively.

‘Golden Jaguars’ outclass ‘Benna Boys’ 5-1 at Leonora

By Calvin Chapman The ‘Golden Jaguars’, Guyana’s senior men’s football team exacted revenge on Antigua & Barbuda’s ‘Benna Boys’ with a 5-1 thrashing last night at the National Track and Field Center, Leonora, in a mustwin Concacaf Nations B League, Group C match.

The ‘Benna Boys’ came to these shores on a high after edging Guyana 2-1 last Friday at their home venue, the Sir Vivian Richards Stadium and the Guyanese, who had expressed disappointment in their poor conversion rate in that outing, came out guns blazing in last night’s match.

Winger, Trayon Bobb netted a first half brace to be the standout player for the ‘Golden Jaguars’ which finished the first half comfortably ahead, 2-0.

Bobb’s first goal came in the first minute following a defensive blunder by the visiting team while the second goal saw him keeping his cool to expertly slot past the opposing custodian, Murphy Parker.

The first half could have produced at least four goals; Kadell Daniel missed an easy tap-in from close range while Neil Danns missed an empty net from about 35 yards out after a poorly taken goal kick from Parker.

Guyana started with three

forwards in Bobb, Emery Welshman, who dazzled the opposing defence and Kelsey Benjamin who was replaced at the beginning of the second half by Sheldon Holder. The Trinidad based Holder had a superb match despite playing just 45 minutes; he scored a goal and made an assist.

Dandre Bishop scored Antigua’s lone goal in the 47th minute but besides that lapse in concentration from Guyana, the visitors didn’t receive any other glimpse of hope.

Holder scored a strong header in the 65th minute, moments after he had a thumping goal ruled out because of an alleged foul in the buildup; then Kadell Daniel made up for his first half blunder after swinging a corner kick which was helped

by Parker into his net for Guyana’s fourth goal.

Holder played menacingly and was hyped by the small but loud and partisan crowd of Golden Jaguars fans and he played a cute back-heel pass that assisted Pernell Schultz who slotted into an empty net for his first competitive goal for Guyana, in stoppage time.

WDFA Senior League GTTA secures Development Coach through GOA/PASO grant Pouderoyen, Wales United, Eagles and Crane Rovers triumph

The Guyana Table Tennis Association (GTTA) through the Guyana Olympic Association (GOA) / Pan American Sports Organization (PASO) funding has secured the services of an ITTF Level One Certified Coach - Candacy McKenzie, who will serve as a Schools’ Table Tennis Coordinator/ Coach to support and work with the GTTA’s Schools’ Athlete Development Pathway Project.

The developmental project was birthed as a collaborative project between the GOA, National Sports

Commission (NSC), Guyana Teachers’ Union (GTU) and the Government of Guyana (GoG) based on the GTTA’s proposal.

The project has seen over two hundred teachers from the selected schools trained in the ITTF twelve-hour supervisory level training programme which was conducted by national Table Tennis Coach, Linden Johnson.

Ninety (90) Stag Elite Training Tables, balls and racquets which were procured by the GOA and have been distributed to

selected schools. Some of the duties McKenzie will perform as Schools’ Table Tennis Coordinator Coach includes visiting the various school districts to assess progress being made, ensure schools are utilising the resources provided, establish school teams at the various age groups and ensuring teachers previously trained are engaged to assist with supporting the programme.

McKenzie will also provide assistance with tournament coordination and identify talent for GTTA training programmes.

The West Demerara Football Association (WDFA) senior league continued on Sunday at the Goed Fortuin Community Center ground with a double header on match day three. In the feature match, Wales United thumped Beavers FC 3-0.

Phil Simmons appointed West Indies Head Coach - Roger Harper is WI Men’s Panel Lead Selector; Travis Dowlin on WI Women’s & Girls’ Panel St. John’s, Antigua – Cricket West Indies (CWI) announces the appointment of former West Indies player, Phil Simmons as the Head Coach of the West Indies Senior Men’s Team for a period of four years, as well as the appointment of three new selection panels.

Phil Simmons was confirmed as the Head Coach during a meeting of the CWI Board of Directors today, following the conclusion of a short but intensive recruitment process. The Board had made it clear prior to the start of the recruitment process in September that “persons without West Indian heritage need not apply.”

Simmons served previously for a short period as Head Coach of the West Indies Senior Men’s team, during which he coached the team to the 2016 ICC T20 World Cup title, following which he was controversially dismissed. He served since as the Head Coach of Afghanistan, who he helped qualify for the first time for the 2019 ICC ODI CWC. His tenure as head coach

of Ireland, saw them improve their ICC rankings and qualify for all major ICC events.

Simmons’ latest coaching success came just two days ago when he coached the Barbados Tridents to the 2019 Hero Caribbean Premier League title with an impressive victory over the Guyana Amazon Warriors in Saturday’s Final.

The recommendation of a new CWI selection structure and policy were the main outputs of the report of the Selection System Review Task Force, presented by Vice President Shallow at the September Board meeting in Tobago.

Eighteen (18) candidates were considered and evaluated for the five positions across the three Selection Panels.

The CWI recruitment panel unanimously selected the following candidates who have now been confirmed: WI Men’s Panel - Lead Selector: Roger Harper, Selector: Miles Bascombe.

WI Women’s & Girls’ Panel - Lead Selector: Ann Browne-John, Selector: Travis Dowlin.

WI Boys’ Panel - Talent ID Manager: Robert Haynes.

The Head Coach of each team will complete the makeup of each of the respective panels. CWI Vice President Kishore Shallow commented, “We have been delighted at the interest and quality of candidates who participated in the recruitment

process to fill the roles for the Selection Panels.

These roles are vital to execute the new selection policy to select squads for the West Indies teams at every level. We wish the selectors every success as they commence work immediately.”

Commenting on the Selection Panels, Jimmy Adams said, “After a comprehensive revamp of our selection system including the introduction of separate panels, I am confident that our ability to identify and manage talent will be enhanced. I have all confidence that the new system, along with the

selectors chosen to the various panels will continue to help drive our game in this critical area.”

The Selection Panels set to work immediately with the West Indies Men’s team preparing to play Afghanistan, in India, in November in three (3) T20 Internationals (T20Is), three (3) One Day Internationals (ODIs) and one (1) Test match. The Men’s team then stay in India to play three (3) T20Is and three (3) ODIs before returning home before Christmas.

The West Indies Women will host India Women for three (3) ODIs and five (5) T20Is starting on November 1.

And the West Indies Under-19 team will host a triangular series with Sri Lanka and England Under19s in December as they prepare for the ICC Under-19 World in January in South Africa.

The Men’s Teams squads will be announced in a press conference at 11am at Queens Park Oval, Port of Spain, Trinidad on Tuesday 16 November.

The stage was set for an exciting climax, but rain had the final say as no play was possible in the final of the 592 Beer/ICool Water T10 Softball competition which concluded on Sunday last at Queen’s College ground.

SVC Grill Masters beat Herstelling by 9 wickets in the first semi final.

from their allotted 20 overs, taking first strike.

Rafeek got valuable support from Dennis Mangru with 42, Richard Persaud 18 and Orin Samuel 15.

Eshwar Ram and Azeem Mohamed picked up two wickets each. Parika Defenders were restricted to 109-7 in reply.

Ramesh Rambarose made 51 while Kenrick Persaud scored 28 and Asgaralli Nazaralli 12. Ano Singh claimed 3-18 and Dharam Persaud 2-20. Earlier, Ariel Masters beat HS Masters by eight runs.
