Central Bank confirms unavailability of US notes created situation Street buying US for $236…

here is more confirmation that there is a shortage of US dollar notes on the market.

Yesterday, a worried Private Sector Commission (PSC) met with the

Governor of the Bank of Guyana, Dr. Gobind Ganga to discuss the matter.

Representing the PSC was Captain Gerry Gouveia.

According to the commission, it has been taking note of the publicly

expressed concerns about the rising exchange rate of the US dollars to discuss the potential negative impact on the business community and the economy.

PSC said that the meeting was a constructive engagement. “The PSC was briefed on the situation and the mitigating measures being taken by the Bank of Guyana.

The PSC was advised that the matter is mostly due to the unavailability of U.S dollar notes and not access to US currency to facilitate transactions such as payment for USD debit/credit cards and wire transfers.”

PSC said that the Bank, as regulator of the finance systems, assured that it is pursuing prudent measures to ensure exchange rate stability.

more than a week of complaint, broke a story on Sunday where money changers on the street said that there is a huge demand for US notes and that this has helped drive the exchange rates to over $230 for US$1.

While the banks had US dollars to effect wire transfers, it was the cash that was short. On the road, the cambios were providing, but one had to pay over $230.

A combination of factors has been fueling the situation.

Not only from Trinidad and Tobago and the US sapping up the cash, but lately, an increase in trade with Venezuela, which is struggling for foreign exchange, has nudged the rate further up.

In addition to the telephone companies, Suriname, Barbados and

Central Bank governor, Dr. Gobind Ganga, meeting with PSC's chairman, Captain Gerry Gouveia yesterday.

Venezuela have all been demanding cash.

The region has been facing a major foreign currency problem with their businesses and traders

turning to Guyana for foreign currency.

In recent days, the Minister of Finance, Winston Jordan, has said that a probe has been launched.

Oil service company uses job descriptions to pay foreign workers more - Datadin A

n oil service c o m p a n y operating aboard the Liza Destiny Floating Production, Storage and Offloading (FPSO) vessel appears to be using the job descriptions for some of its employees to pay foreign workers more than local workers for the same job. This is according to Attorney-at-Law, Sanjeev Datadin, who joined Kaieteur Radio last Thursday on Guyana's Oil & You. Datadin said that, “In fact, it's one person working one shift and the other person working the other shift.”

“You can say it might be two different jobs” but as far as he can tell, the jobs are

identical.

“That's a factor that we have to carefully consider,” the attorney said. He stressed that the law requires fairness and equality.

“You can't discriminate on how much you pay locals versus how much you pay overseas people for the same job,” Datadin said, adding that making a contract of employment requires you to obey the laws that relate to that contract.

But some, he posited, tend to use innovative measures to attempt evasion of those statutes.

In any case, Datadin noted that an argument that could be made for paying certain foreigners higher salaries is the fact that they

may be experienced. But he doubts that that applies in this case, as local workers have mostly been executing “housekeeping” jobs – as he puts it. He said that that argument would only hold ground for jobs that require specialist training and/or experience.

“But for ordinary chores, it wouldn't make much of a difference…You can't tell me that you require any amount of years of experience in that field because that would be the areas where experience is not really a factor.”

Datadin also told Kaieteur Radio last Thursday that the worker, who is a client of his, is being paid below minimum wage.

Brazil raises US$2.2 billion in oil auction ( R e u t e r s ) - Te n companies on Thursday agreed to pay more than $2 billion for the exploration and production rights in 12 offshore oil blocks in Brazil, in what could be a promising sign for even bigger upcoming oil auctions.

The most heavily sought after areas in the Thursday auction directly border Brazil's so-called pre-salt area, a coveted zone in which billions of barrels of oil are trapped under a thick layer of salt beneath the ocean floor.

Pre-salt blocks will be up for grabs in two much larger auctions scheduled for Nov. 6 and Nov. 7, including the so-called transfer-of-rights auction, which is expected to fetch around $25 billion for the government.

Other significant winning bids included a bid of 1.116 billion reals by Petronas for a block in the

Campos Basin, and a 2.045 billion reals bid from Brazil's Petrobras (PETR4.SA) and BP Plc (BP.L) for a separate block.

Petronas made another significant move into Brazil in April, when it purchased two oilfields from state-run Petrobras for $1.29 billion.

Royal Dutch Shell Plc (RDSa.L), Wintershall Dea GmbH, Chevron Corp (CVX.N), Exxon Mobil Corp (XOM.N) and Repsol SA (REP.MC) also won at least minority stakes in exploration blocks.

Twenty-four blocks, many in more marginal oil producing areas, failed to attract a bidder and will be placed in a new program the Brazilian government calls “permanent offer.”

Seven blocks near the ecologically sensitive Abrolhos archipelago in northeastern Brazil received

no bids, after environmental litigation involving federal prosecutors was disclosed on Wednesday.

In a statement following results, Total said that while it was committed to pursuing deepwater opportunities in Brazil, it would not join other oil majors in participating in the transfer-of-rights round as the competitive process was geared toward nonoperating stakes. In addition to the 10 companies that made successful bids in oil blocks, Norway's Equinor ASA (EQNR.OL) made one unsuccessful bid.

Six companies - Murphy Oil Corp (MUR.N), Enauta Partipacoes SA ENAT3.SA, Karoon Energy Ltd (KAR.AX), Petrogal, Ecopetrol SA (ECO.CN) and China National Offshore Oil Corp Ltd (0883.HK) registered for the auction but did not place offers.

Kaieteur News had reported that the worker, among others, is being paid a monthly salary of ($70,000).

Though that is well above the minimum wage for an eight-hour work-day, the individual is on board 24/7, effectively working all day.

The employee said he is asked to stay one month aboard the ship, with no allowances.

Workers have also been complaining of having their WiFi cut after hours.

“We are being told to work 28 days and for a low pay. We have to service.

Then you cut the WiFi. How can we talk to our families,” the worker had asked.

Datadin said that, not only is an employer required to pay employees at or above the minimum wage, but that there are also restrictions on the hours of continuous work an employee is required to put in, which should be respected. Insiders say that comparisons to what persons working right in the region make, found shocking

instances of how Guyanese workers are just not benefitting as expected.

Glaringly, a cook on a normal emergency vessel in Trinidad could take home at least TT$15,000 (US$2,214) fortnightly. This is 12 times what the worker aboard the Liza Destiny makes.

Minister of Finance, Winston Jordan, had told Kaieteur Radio that he is definitely not happy that locals were getting far less than what Trinidadians for example are getting in their country. He said that the entire Government apparatus will be paying attention, including from the labour side of things.

Kaieteur News understands that while ExxonMobil paid the contractor, these benefits are not passed on to workers.

The workers were paid a fraction.

Datadin had announced that he is preparing to sue the company, which he said was operating like an e m p l o y m e n t a g e n c y,

Attorney-at-Law, Sanjeev Datadin discriminating against Guyanese.

The Attorney intends to have the court make a key ruling that will speak to how Guyanese oil workers are being paid.

He posited that if a legal ruling is made on all of these issues as it relates to equality, fair treatment and antidiscrimination, it would set the right precedent for the treatment of local workers.

Parents in custody following unnatural death of boy, 4

he mother and stepfather of a fouryear-old boy are now in police custody after it was discovered, following a post-mortem examination (PM), that the child had been sodomized and struck to his head.

The PM, which was conducted by government pathologist, Dr. Nehaul Singh, revealed that the child had died as a result of blunt force trauma to his head.

Yesterday morning, the government pathologist had handed over the PM's findings to police and the boy's parents were

subsequently arrested. According to information reaching this publication, on October 01, the child was discovered naked, unconscious, and in a pool of blood at his parent's Linden/Soesdyke home.

It is alleged that the child was left in the care of his stepfather. The man who has since been arrested revealed that he had left the child at home to visit a nearby shop, but upon his return he found the child in the aforementioned state.

The young boy reportedly died while being taken to hospital.

Guyanese Hindus Continue Navratri Tradition in NY DEAR EDITOR, Guyanese Hindus continue the tradition of observing Navratri and other festivals in New York, Florida and other places where they have settled (like Jersey, Houston, Dallas, Atlanta, Minnesota, etc. in America. I am told the same is true of those who are settled in Canada, UK, and Trinidad.

Other Caribbean Hindus joined Guyanese in observing the Ganesh festival and Pitri Paksh last month an auspicious festival of Navratri, the annual period of fasting that pays obeisance to the universal mother.

Guyanese have helped to institutionalize these festivals in parts of America. They receive support and recognition from politicians.

With regards to Navratri, the celebration included making offerings in the morning and evening over the nine days. Nav means nine and ratri means night. It is a festival that is celebrated during the night with prayers and spiritual dancing and a

discourse that also includes singing. The festival began on evening of September 29 and concluded on October 7.

The observance was extended into the Dussehra celebration on October 8; Dussehra means tenth day.

Dussehra symbolizes the conquest of good over evil.

All temples in the NY area held discourses on the occasion – some nightly discourses.

Navratri is one of the holiest periods in the Hindu calendar that was accompanied with people fasting, visiting mandirs, and performing pujas as well as inviting pandits to conduct special services at their home.

People fasted during this period focusing on purification of the minds and bodies.

During this period, people tend to pray with great fervour and devotion. Observants were seen nightly dressed in traditional colourful garb heading for the mandirs; there are dozens of mandirs in the greater Richmond Hill area.

In New York, all of the temples held Navratri kathas and poojas. Pandit Rajin Balgobind of Berbice held his service under a tent at the Cheddi Jagan ground attracting a thousand worshippers nightly.

The pandits explained that Navratri is an extremely wonderful festival highly inspiring and instructive on how people should live. It is associated with the propitiation of the feminine aspects of the Almighty – clearly illustrating that Hindus do not discriminate among the sexes.

Hindus pay obeisance to both male and female murthis representing their God or Goddess.

But during Navratri, Hindus focus on worshipping the Goddesses Durga and her two feminine Lakshmi and Saraswati. The same is true for pujas during Diwali when Goddess Laxmi is worshipped.

Although Hindus pray to many Gods and Goddesses, there is only one God taking on many re-

incarnations and names.

Hindus believe they all represent the same one almighty God or Goddess who take different appearances for different purposes and came on earth at different times with different names to model an appropriate lifestyle for humans.

In Hinduism, Gods as well as Goddesses are worshipped and for every God there is a corresponding Goddess as his consort as for example Shiva and Parbatie or Ram and Sita.

There are several meanings attached to the celebration of Navratri which is directly linked to other Hindu festivals like Ram Leela, that will be celebrated right after Navratri which will be followed by Diwali and then karthik or Teerat that concludes the year for religious festivals.

One meaning given for Navratri is nine nights that connotes worshipping of the Goddess Durga, Lakshmi and Saraswati. Each Goddess is

worshipped for three nights to offer protection (Durga), provide wealth (Lakshmi) and guide the devotee to knowledge (Saraswati) respectively. Durga means fort or a place that is protected. She is the General in charge of security of the nation. People pray to Durga for protection, strength and shakti (power) in defense against their many enemies.

When people worship Durga, they are worshipping the other manifestations of God and are seeking divine protection and removal of disease. A devotee prostrates to Mother Lakshmi, the Goddess of prosperity, so that he or she can become wealthy, kind and generous towards others. And a devotee worships Mother Saraswati for wisdom.

According to pandits, during Navratri, a devotee becomes conscious of his/her faults, limitations and internal enemies such as lust, hatred,

This attitude towards trees- as inanimate things that can be harmed or destroyed at whim, whenever a human is bothered by them, or to facilitate human ‘progress and development’, is far too common in Guyana and unless substantive efforts are made to change this mindset, we will fail at achieving our ‘green’ goals. We need to cultivate a deeper understanding of trees, as well as the rest of the natural world, as living creatures in their own rightnotwithstanding the ‘services’ they provide to us humans- and deserving of our greatest respect and consideration. Interestingly, several countries around the world have actually begun granting legal rights to entities like rivers, increasing the level of protection for them. However, here in Guyana, we have one arm of

the government talking green and promoting tree planting while on the other hand, agents of other ministries are allowing the mutilation and destruction of giant, centuryold trees (aside from this one silk cotton in Georgetown, many more trees are felled in the interior regions b y mining operations, which also wantonly pollute the waterways..)

But cognitive dissonance seems to be the norm in Guyana, where a ‘green state’ is supposed to be created with funds from the extremely environmentally destructive oil industry. It’s sad to see my fellow Guyanese, young and old, eagerly and desperately

waiting for the oil bonanza to improve their economic status, while sadly lacking awareness of the real things that are important and essential to life.

Caring for the environment and creating a true green state entails more than just superficial actions like picking up garbage, painting the town green, or handing out saplings; one must understand the real interconnectedness of everything. As our late, great national poet, Martin Carter wrote in his legendary poem “like a jig shakes the loom; like a web is spun the pattern.

It is with great sadness that I learnt of the passing of the late ‘Comrade’ Cyril Belgrave. He served in leadership capacities both in the PPP and in the labour movement. He was also a former PPP parliamentarian where he used his voice to represent the interests of the working people. He also was a strong advocate for the elderly and pensioners.

I had the honour of interacting with the late

Month. It’s great that the need to plant more trees is being acknowledged by our government and that steps are being taken to encourage this. As we all know, trees are essential for life on Earth as they produce Oxygen which most living things need to survive, while removing toxic gases like Carbon Dioxide from the atmosphere. In fact, widespread destruction of trees is one of the main causes of catastrophic climate change which is the biggest existential threat to humanity currently.

However, while I applaud these tree planting initiatives, I am dismayed at the wanton disregard for currentlystanding trees that is being exhibited by other employees of other government agencies, as well as the average Guyanese. A prime example is the mutilation of the magnificent silk cotton tree in the compound of the Carnegie School of Economics. Recently, several limbs of this beautiful tree were hacked off by persons working at the behest of school officials. It was only when a nearby environmentally-aware resident and business owner highlighted the travesty on

occasions. He was a people’s person and from an early age found common cause with the PPP. Comrade Belgrave will certainly be missed by the leadership and the entire membership of the PPP. I wish to express my deepest condolences to the bereaved family members on his passing.

May his soul rest in peace!

At first glance there would appear to be twenty ‘scales’ – ranging from TS1 to TS19, then one identified as SPECIAL. What is interesting is that there are in fact a number of ‘sub-scales’ TS1 - four; TS2 three; TS5 – three; TS7 – two; TS8 – two.

Of other interest is that TS1 (A) through to – TS (D) are not in fact scales since the minima and maxima are the same:

TS1 (A) $66,844; TS1 (B) $66,844 TS1 (C) $70,703; TS1 (D) $76,096 Like the foregoing is the highest Grade i.e. SPECIAL, wherein the maximum is the same as the minimum – $301,085.

Obviously there can be no scope for the related incumbents to anticipate any de bunching and benefits therefrom.

Nor for that matter, could those teachers who occupy scale TS2 (C), whose maximum of $84,219 is less than the minimum of $84,770.

In addition to all the above, the basic problem is

that the width of the scales – the narrowest TS4 ($124,667 – $131,586) being 5.54%; while the widest TS14 ($205,866 $232,402) is 12.9%.

Would some (the many) under-paid teachers please explain the formula used to make debunching a meaningful exercise within these ridiculously narrow scales.

At least the lesson to be immediately learnt must be to create and widen the scales to make any future debunching truly meaningful, if not all would end up in a new BUNCH. On the other hand, the structure of fourteen Grades

in the Public Service includes the narrowest width of 12.2% at the lowest Grade.

Its Grade 12 which is comparable to the SPECIAL Grade in the Teachers’ structure has a width of 72.8%; while its highest (Grade 14) has a width of 82.1%.

There is no question therefore that in the ease of the Public Service there is ample room for debunching.

But since the formula (in either case) is related to years of service, it is not difficult to see how teachers across-theboard will remain bunched – a classic case of compensation constipation,

from which there appears no immediate alleviation at a time when teachers have to grapple with increasing societal problems that translate into indiscipline in schools – moreso in the face of parents very defensive of their children’s misconduct.

At a time when a challenging environment forces those teachers determined to do their best, to resort too often to their own financial resources in order to maintain positive relationships with parents and students. I fully empathize with the management of Guysuco!

In the meantime, the $30 billion ‘largesse’ is meant to ensure that the fat cats are well-fed and the monies are squandered, filling the pockets of those in the SPU and by extension some in the Government.

It must be painfully recalled that even though Guysuco was given an average annual subsidy of $5 billion, all the estates were operational, foreign exchange in excess of $100 million US was garnered from exports, jobs were saved and workers were enjoying a reasonable standard of living, communities were thriving, and the US dollar was stabilized.

In addition, there was little flooding, residents were getting assistance from Guysuco, but today the resources-starved entity could hardly help itself.

Now the NIS contribution has dwindled thereby resulting in the entity being unable to meet its financial obligations.

The COI saw these benefits to the economy and advised against any closure!

However, the economy and the people of Guyana can be deemed collateral damage!

These should have been the foremost criteria for any Government worth its salt!

Crackdown on sub-standard electrical products to start in February - property owners asked to play bigger role After years of a wild-west situation, government is nearer to a clampdown of substandard electrical products entering the country.

The so-called ‘fairy lights’, duplex outlets, cables, breaker boxes are all included in a list of 31 items that must meet accepted standards before they are allowed in.

As of February 1, 2020, the monitoring and checks at the ports and at the hardware stores will start in earnest.

In addition to seizures, there are provisions in the consumers’ laws that allows for prosecution.

The issue of poor quality electrical wires and products has long been blamed on fires.

For years, importers have been allowed to bring in products that were largely uninspected.

The new standards now will be strictly enforced, officials vowed yesterday.

The disclosures were made during a press conference at the Ministry of Public Infrastructure, Kingston.

Present were Minister within the Ministry of Public Infrastructure, Jaipaul Sharma; Chief Inspector of the Government Electrical Inspectorate (GEI), Roland Barclay; Director of the Competition and Consumer Affairs Commission (CCAC), Dawn Cush, and Shailendra Rai, Deputy Executive Director (ag) of the Guyana National Bureau of

Standards.

Minister Sharma underscored the importance of homeowners taking precautions when using electrical equipment.

“There are a lot of products out there, even faulty products, but how we use it…

Guyanese abuse it and so they don’t look at the tolerance level so they use a particular socket, they don’t know what is the amps, they don’t know what is the wattage, they overload everything and that cause the issue…once people keep to the level of what the purpose is intended for, it could work but persons would most likely overload things.”

He made specific reference to the Christmas and Diwali seasons where patrons would decorate using lights, normally overloaded at the power point.

The Minister reminded that these practices are unsafe and can lead to catastrophic events such as fires, which can even affect nearby homes.

On this note, he pointed out that in such cases, it may not be that a product was defective but was simply misused.

According to Rai, when Guyanese construct their homes, they build with a specific number of outlets and a respective circuit breaker would be added.

He said that he has seen cases where people would

then purchase more electrical equipment and overload the capacity of the breaker which can cause overheating.

“Consumers play a very important role in this process.

The regulatory bodies have their role and their mandate, but consumers play a very important role in society and we as consumers need to ensure that we educate ourselves to know what are the good things and what are not the good things and we need to make informed choices as well,” Rai pointed out.

To aid in the process of helping consumers make informed decisions, the acting Deputy Executive Director added that the GNBS has published a list of registered dealers and importers of equipment and other electrical products.

According to Cush, the Commission will be working to ensure products sold on the markets are safe.

In fulfilling this mandate, she said, investigations will be carried out after February, if complaints are received of sub-standard electrical products being sold.

Such information, she added, will be shared with the GNBS for the agency to do their part. The GNBS will be conducting inspections at the various points of import entries to ensure products brought here match the required standards.

Body of 67-year-old woman found with mosquito net wrapped around her neck Police are investigating the death of 67-year-old Marva Oudkerk, a pensioner who resided at Lot 241 Bourda Street, Georgetown.

T h e w o m a n ’s b o d y was discovered Thursday night by her daughter, Makada Oudkerk. It is believed that the woman met her demise between 16:30hrs on We d n e s d a y, O c t o b e r 9 , and 18:30hrs Thursday October 10, last.

According to reports,

the woman was found lying on her bed with a mosquito net tightly wrapped around her neck.

She was last seen alive by her daughter Wednesday evening.

T h e v i c t i m ’s d a u g h t e r, M a k a d a O u d k e r k , told Kaieteur News that on Thursday around 17:00hrs she visited her mother ’s home but after calling for several minutes got no response.

She left but decided

to pay her another visit later in the afternoon.

That was when her worst fears were confirmed.

“I went to classes and some-time around 19:00hrs I went back by she again and I keep calling but still no response…

I did not have a key to her home so I went and collected a key from the owner of the house so I could get to go inside.”

Ms. Oudkerk further

stated that upon arriving a t h e r m o t h e r ’s h o m e , she called the police so that someone could venture into the premises with her because she was afraid that something might have gone wrong.

She said that her mother was not the type to not answer her phone or stay away from her home.

“When we got inside the house it was already night and a police man was there with me.

There are two bedrooms inside the home.

T h e f i r s t one was ransacked and it is the other room that my mother was in. I am very hurt and I need justice because my mother was a peaceful woman and she didn’t deserve to die like that.”

Up to press time no one was arrested in relation to the matter.

Berbice mom wants church to return donation of wedding ring, husband’s salary A mother of three and a housewife of New Amsterdam, Berbice has caught herself in a “tight squeeze” after she took her husband’s entire salary and her wedding ring and gave it as offering to a church.

It was after her husband returned home from work in an interior location that he was made aware of what hap-

pened.

Shocked and angry, he gave her an ultimatum- either she retrieve the money and ring from the church or stay with the pastor.

While the situation may sound hilarious, the woman is at her wits end since she has no money to sustain her family of three children and husband.

She reportedly made an attempt to retrieve the money from the pastor but he refused, this prompted her to seek the assistance of the police.

She is now hoping that the money and the ring will be returned with the intervention of the police at Central Police Station, New Amsterdam.

Civil Aviation unveils plan to boost capacity by attracting youths After thorough research and investigations, it was revealed that only 14 percent of the Guyanese population has been edified on the plethora of careers in the aviation industry.

It was also discovered that a large fraction of the diaspora was only familiar with the conventional professions in the industry- such as pilots and aeronautical engineers.

Now, with the agenda to change this predicament, the Guyana Civil Aviation Authority (GCAA) launched its NEXGEN programme, aimed at stimulating, inspiring and

sustaining the future aviation sector by providing early training.

The NexGen initiation has adopt e d a s t r a t e g i c a p proach to address the emerging aviation growth in Guyana.

It is in this regard that the aviation team developed a number of engaging programmes from the data collected that will ensure the team targets the needs of local and international aviation community to retain sufficient and competent human resources that will support a safe and sustainable air transport sys-

tem.

Director General of the GCAA, Lt. Col. (retd) Egbert Field stated that the aviation in Guyana has transformed exponentially and in the coming years, Guyana is expected to see a significant double in air travel.

In light of this, Field believed that there is a need for more pilots, flight attendants, air traffic controllers, operations technician, aircraft and avionics equipment mechanics, among others.

Nicholas Fraser, a member of the NEXGEN team, explained that: “The future deficit will not be enough human resources to man/ manage our aviation sector in Guyana. We are here just to promote awareness, promote information, and make different things available to young people so they can be able to have a career in aviation. (If) they come out, theyre exposed to different technologies and from a young age they learn, or they become more aware of opportunities that exist.”

The NEXGEN programme has planned a number of agendas for the participants from the age of two to 25 years old.

For Group A (Age18-25 years), an Aviation Open House will be hosted. This is

where the technical institutes and universities would gather, allowing for students to meet the industry and for practitioners to find out more about the reality of aviation and job prospects through interactive career and TED talks.

Internships and mentor programmes, especially for disadvantaged youths and girls, will be targeted in Group B (Age 12-18). Further emphasis will be placed on TED talks with aviation professions. For the children between the ages of two and 12, a Galactic Expo will be hosted so that kids will have the opportunity to be a part of aviation for a full day under a Star Wars theme: stimulators, robots, Star Wars costumes and airplane craft competitions is scheduled for next month.

Counter-narrative is a requirement to save Guyanese history One of the implacable positions I have about Guyana’s social make-up is that the subject, when he or she is written about in the newspapers by persons of influence or power or status in the society, must reply in order to safeguard the accurate recording of history.

We have entered a new stage in societal evolution – social media.

If a prominent citizen writes that he heard Usain Bolt refer to Iceland as a terrible place, in the blink of an eye millions of people will post it up on their social media network.

If Bolt does not reply and show that the person was malicious because he was an employee dismissed for dishonesty, it goes down as Bolt not liking Iceland.

If a false narrative is not confronted in this age of the ubiquity of social media, then the recording of history may not reflect the facts of history.

It is for this reason we must have counter-narratives to confront the ones that are in-

vented for narrow purposes.

The most salient example is the no-confidence motion (NCM) of December 21, 2018.

Paralyzed by its success, the leaders of government and their supporters had to offer Guyana and the world an explanation.

The narrative centered on the character of Charrandass.

He was painted as a corrupt man that took money to sink the ruling entity.

Completely lost in the unfolding drama was the question of the innate integrity of humans. So Charrandass had to be a devil to do what he did. He couldn’t be philosophically inclined and invoke the sacred instinct of conscience. This alternative discourse was drowned out by the bribery narrative.

Charrandass’s admirers did little to confront it. For the past two months we are witnessing in the UK, how parliamentarians can vote against their own government without accepting financial rewards.

Two more ugly narratives have found life in the past weeks and those who want to see history recorded factually must employ their counterarguments. The first one is by the WPA. Here is the WPA’s interpretation of contemporary Guyanese history which is nakedly fictional.

I quote, “The APNU+AFC coalition government led by President David Granger has the outstanding record of being the only government pre and post-independence that has not engaged in the killing of political opponents.”

That is a depraved distortion. The government that did not engage in any violent act against its opponents was the Jagan presidency, 1992-1997. In that period no anti-government critic was violently assaulted or arrested or jailed or killed.

Now, as expected untold number of young Guyanese may read that WPA’s fiction and accept it as truth, thus the need for a counter-narra-

tive. The second fiction is being perpetuated by UG lecturer, Sherwood Lowe.

I quote Lowe at length because his diatribe is dangerous and pregnant with subtle ethnic ingredients.

Here are Lowe’s words; “The results of the 2015 election, clearly demonstrated where the desire and will of the majority of the people resided.

So, for many Guyanese, the NCM is not a matter of legalities only. It is a matter of democratic acceptability and legitimacy.

“And the 2018 NCM lacks those qualities outright. So, for Ram and others to call on us to protect our democracy and constitution (given how the NCM was passed) is simplistic, dangerous and, probably, deceitful. Too many view the NCM as illegitimate (the act of one man, acting secretly and deviously).

“For them, the coalition government was democratically elected and therefore properly in place. Ignoring the illegitimacy of the NCM (and

how it has nullified the collective will of the people) poses a great risk to our democracy.

“Those who therefore narrowly focus on the legalities of Article 106 and the rulings of the courts are doing a disservice to our young democracy. The discussion needs to return to what Charrandass has done to our democratic soul.”

When you read Lowe you see how deceptive this narrative is and the need for a counter-argument is vitally necessary. Space will not allow for an elaboration so a few quick points.

Almost half of the electorate did not vote for the coalition which won by less than one percent.

That other half legitimately used a constitutional article to change a government, a legal process which obtains in the constitutions of democratic countries. Lowe sees something fundamentally wrong with that.

Frederick Kissoon He argues that the people’s will was thwarted by Charrandass, just one man.

But just one parliamentarian in a parliamentary configuration of 33 versus 32 allows a government which got only 50.6 percent of the vote to run the entire country the past four years.

If that is legitimate and constitutional, why isn’t the NCM equally constitutional?

Fireman remanded for allegedly trafficking ganja - Police Corporal granted $300,000, bail A member of the Guyana Police Force (GPF) and a member of the Guyana Fire Service (GPS) were yesterday hauled before Principal Magistrate Faith McGusty in the Georgetown Magistrates Court to answer to a possession of narcotic charge to which they were jointly charged.

Twenty-eight-year-old Quincy Bacchus, a Corporal from New Amsterdam Berbice and Raymond Singh, 37, a fireman of School Street, Rosehall Town, Corentyne, both denied the charge which was read to them.

The charge stated that on October 7, 2019 at Aubrey Barker Road, South

Ruimveldt, Georgetown, they had in their possession 2,450 grams of cannabis for the purpose of trafficking.

Attorney-at-law, George Thomas, represented Bacchus, the driver of the vehicle and Singh the passenger was unrepresented in court. Thomas told the court that his client was only a

driver who picked up Singh from the roadside with a bag in his hand but he didnt search the bag to see what was in it, and that his client just offered to give Singh a drop to Georgetown.

However, Singh told the court that when the police stopped the car while they were on Aubrey Barker Road, Bacchus turned to him and said that he will tell the police that the “weed� belongs to him and that Singh have no knowledge about it.

According to the facts of the charge which was read by police prosecutor Seon Blackman, on the day in question ranks acting on information, intercepted the car that was being driven by Bacchus who was fully attired in his uniform. Singh was the lone passenger.

The ranks then asked to conduct a search for anything illegal or wrongfully obtained and several black parcels were found with a quantity of leaves,

seeds and stems suspected to be cannabis.

The two defendants were arrested, taken into custody and later charged for the offence. Police prosecutor made no objections to bail being granted to Bacchus but asked that conditions be attached to it.

being granted to Singh based on the amount and the penalty the offence attracts. Principal Magistrate McGusty released Bacchus on $300,000 bail providing that he lodge his passport and Singh was remanded to prison. The matter has been adjourned to November 2, 2019.

FDA official advises Guyanese about export standards at Florida Trade Expo

M

any of the participants in the Florida International Trade Conference and Expo (FITCE 2019) held this week was attended by a number of Guyanese. They included small manufacturers of sauces, cosmetics and other products which require US F o o d a n d D r u g Administration (FDA) approval in order to enter the US market.

Yesterday the Guyanese exhibitors were visited by Kim Prenter, a senior official of the FDA on the invitation of Mr. Wesley Kirton, president of the Guyanese American Chamber of Commerc e (GACC). During the visit to the various booths Ms. Prenter discussed with the exhibitors the standards which their products need to meet in order to be legally

imported and sold in the United States.

While many of the products can find markets in the US, it was p o i n t e d o u t t h at the labelling needs to be improved in some cases to include ingredients and nutritional facts; caps need to be properly sealed; in cases where colouring is added this must be stated; claims of benefits of the use of lotions and soaps either need to be medically proven or removed from the packaging; exporters need to be registered with the FDA in both Guyana and the United S t a t e s a n d t h e processing/production process needs to be certified.

Quite a few companies have shown interest in some of the prod u c t s f r o m G u y a n a and were impressed with the quality of especially the pepper sauces,

More funds set aside for rigourous audit of ExxonMobil's cost recovery bills - Dr. Bynoe

W

hile the finishing touches are still being applied to the contract, the Energy Department will sign with UK based IHS Markit Limited for the audit of ExxonMobil's US$900M pre-contract costs, more funds have been set aside to execute rigourous audits of the cost recovery bills submitted by the American oil giant.

Confirming this recently was Energy Department Head, Dr. Mark Bynoe. The official noted that just a few clauses had to be fine-tuned for the contract to audit the pre-contract costs. “We have reached a position where we are waiting on them to sign on,” the Director stated while noting that this audit would be led by the Guyana Revenue Authority (GRA).

This was agreed to since GRA has already undergone significant technical training for cost-oil auditing.

Further to this, Dr. Bynoe said that funds have been aside from a loan that was received from the World Bank so that two more audits can be executed. The funds will be used to hire outside firms which are versed in detecting inflated costs. He noted, however, that the

firms selected for the job would be working alongside Guyana's teams to ensure there is a transfer of knowledge.

Kaieteur News had also asked Dr. Bynoe to state whether he is worried about time running out for these audits since the Production Sharing Agreement (PSA) Guyana signed with ExxonMobil's subsidiary, Esso Exploration and Production Guyana Limited (EEPGL), and its two other partners, specifically states that the Minister Responsible for Petroleum has only two years in which the costs incurred by the operator can be audited.

Once that time has passed, the costs reported by the trio are assumed to be correct.

It was also pointed out to Dr. Bynoe that the same PSA makes provision for the Commissioner General of the Guyana Revenue Authority (GRA) to have seven years to raise an assessment for Corporate Income Tax (CIT), after the expiration of the year of assessment.

In this regard, Dr. Bynoe emphatically states that he is not the least bit worried. He said, “We just need to provide a notice of intent to audit and that would have

The Director also pointed out that while GRA has scope for the audit of taxes, the intention is to join forces with the foreign team being hired for the cost oil audits and do one comprehensive assessment to avoid much disruption to the operator.

Once those audits are done, Dr. Bynoe explained that the Audit Office would have a role to play in that; it would review the work done by the Energy Department.

When asked to say if the reports on the cost recovery audits would be made public, the Energy Department Director said he would have to check with provisions of the contract to see if this is permissible. But from where he sits, Dr. Bynoe said he would want as much transparency as possible.

Man caught in couples bedroom, remanded A man who is currently being investigated for the murder of the court tout, Darrell Breedy, and additionally has 10 similar charges before him, was yesterday hauled before Senior Magistrate Leron Daly to answer to a breaking and entering charge in which he stole over $1M in articles from a couples bedroom while they slept.

Twenty-five-year-old Christian Webster was arraigned in the Georgetown Magistrates Court after he was charge with three counts of breaking and entering and larceny. Webster denied all the charges.

Contract signed for Hydropower in Kato - despite PPP attempts to block funding - Patterson

Despite moves by the Opposition to block funding for a hydro project in Kato, the money has been acquired and the project will steam ahead, Government says

D

espite efforts by the Opposition party to stymie infrastructural development works, Government says it is not backing down.

On Thursday, Minister of Public Infrastructure announced at the National Toshaos Conference that hydropower for the village of Kato, Region 8, will now

be possible as a contract was recently signed in this regard.

He explained that the previous administration attempted to secure funding

for the project several times but were unsuccessful.

“Moreover, he pointed out that the Presidential Candidate of the Peoples' Progressive Party (PPP),

Irfaan Ali, wrote to the I n t e r n a t i o n a l Development Bank (IDB) requesting that funding be withheld from the project, since the Government is illegal and the people of Guyana will not repay the loan,” the ministry explained in a release.

However, Ali's request was not met.

Minister Patterson told the Amerindian leaders that the country received a grant, which means it does not have to repay the money for the project.

In this regard, he declared: “Ladies and gentlemen of Kato I am pleased to announce to you here that despite those attempts the project is going ahead.”

A c c o r d i n g t o Patterson, the project will be led by a local contractor, with assistance from Austria and Costa Rica.

Once completed, the hydropower project will provide electricity to the school in Kato as well as the entire village.

It will be extended in the future to power other neighbouring villages.

Porter to compensate ex-lover T

wenty-four-yearo l d Te r r e n c e Thomas, a porter who broke his ex-lover's car windows, was yesterday given community service and ordered to reimburse for the damage he caused. This happened after his ex-lover begged the Magistrate to have leniency.

Thomas pleaded guilty when the charge was read to him by Senior Magistrate Leron Daly in the Georgetown Magistrates' Court.

The charge stated that on October 8, 2019, at Vlissengen Road, Georgetown, he maliciously damaged six motor vehicle windows valued at $180,000, property of Quincy McEwan.

McEwan then begged the Magistrate to be lenient with Thomas since they knew each other for over six years. The complainant claimed to not know what got into McEwan to cause

him to react the way he did when he damaged the car windows.

The complainant also told the court that the defendant's wife is currently serving an eight-month sentence and that he has a three months year old baby to look after.

A c c o r d i n g t o information, McEwan and Thomas were in the vicinity of Survival Supermarket when an argument ensued.

McEwan took away the defendant's bag containing $70,000, and refused to return it.

The court then heard that Thomas picked up a brick from the road and damaged the car windows.

The matter was then reported and the defendant was later arrested and charged for the offence.

Senior Magistrate Daly ordered the defendant to do six months of community service at the Georgetown Magistrates' Court and on

December 27, 2019, he will report back to her on how much money he would have saved to compensate McEwan.

Thomas was fined back in June, 2019, for cursing a 5 2 - y e a r- o l d m a n w h o wanted to have a relationship with him The charge stated that on June 1, 2019 at 137 Lamaha Street, Georgetown, Thomas used threatening language towards Keith McKenzie.

Thomas pleaded guilty to the charge and he was ordered to pay $10,000 fine for his actions.

A c c o r d i n g t o information, the two parties live in the same yard and they were on speaking terms until Thomas brought his girlfriend to stay with him.

The girlfriend during her stay damaged McKenzie's property and was sentenced to eight months in prison.

On the day in question, McKenzie had put his relationship proposal to Thomas and that is when the accused cursed him.

A report was made and Thomas was charged for the offence.

Region Ten 'RACE' deemed highly successful

he 2019 Regional Agricultural and Commercial Exhibition (RACE) has been deemed highly successful.

This is according to chairman of the Regional Agricultural Committee, Tracy Johnson.

Johnson in giving an update of the event said that several persons, agencies and individuals all collaborated thus resulting in its success.

The event was held on September 20 last opposite the Mackenzie Market and attracted a large turnout of farmers and persons viewing the exhibition.

He said that among some of the persons gracing the event included the Minister of Business, Hemraj Rajukmar; Minister within the Ministry of Agriculture, Valerie Patterson; Regional Chairman Renis

Morian; Regional Vice Chairman; Elroy Adolph; Member of Parliament (MP), Audwin Rutherford; Regional Executive Officer (REO); Orrin Gordon; and Deputy Regional Executive Officer (DREO), Maylene Stephens.

He disclosed that this year was much better than last year, pointing to the increase in vending. “This year was significantly more successful as while there were 35 vendors last year we had 58 this year which is a 20 percent increase,” he said.

He revealed that during the event a tractor was also commissioned for agriculture in the region, stressing that it will greatly boost the region's agricultural drive.

He singled out the assistance of NICIL's acting CEO, Colin Heath-London, for what he described as enormous and continuous support to the region's agricultural efforts.

He noted that NICIL has been aiding the region significantly, thus affording it an opportunity to achieve set and outlined objectives. “We must identify Mr Colvin Heath-London for his enormous and significant

This request comes in the wake persons saying that they would like to showcase their agricultural produces each month and that they are depending on the region to have this exhibition each month so as to ensure that the public can be made aware of what farmers within Region 10 have to offer,” the Agricultural Committee Chairman said.

He revealed that one of the major challenge facing farmers is that in the absence of an agricultural fair they are forced to sell their produce much cheaper because of limited market.

He therefore stressed that with a monthly fair it would help in further marketing what residents have to offer, thus helping to reduce the challenge of s ecuring markets for them. “Many of

these farmers are forced to go to Georgetown to sell their produce and because of the limited market available many persons in Region 10 are not aware of what they have to offer. They (the farmers) are forced many times to sell their produce far cheaper than what they are worth as they seek to prevent them from spoiling,” he said.

Johnson also noted that to ensure that all farmers can benefit equally they are looking at holding it on both sides of the bank. As such, Johnson revealed that the committee took a decision to hold a mini agricultural fair on the last Friday of this month (October 25).

“We are expecting to host this event at the Georgetown to Linden Bus Park. I do look forward to the continued support and assistance of this administration as we are now reaping as it relates to agricultural development within the region,” he said.

He said that the committee is on a massive agricultural drive, therefore whatever support and help that can be given by various stakeholders, including the regional administration, would aid significantly in advancing agricultural development.

Accused mastermind in Charity robbery now charged with attempted murder Troy Davis, who is believed to be the mastermind behind a Charity robbery that almost ended fatally for a teen, was again denied bail in the Suddie Magistrates Court yesterday.

Davis, better known as Marlon, made his third appearance before Magistrate Esther Sam, charged with attempted murder.

The court heard that on September 30th, Davis allegedly shot Feiada Mohamed, 18, with the intent of committing murder.

Davis made an application for bail but it was denied by the prosecution, who took into consideration the seriousness of the offence.

The court also pointed out that the victim is still

hospitalized.

After taking into consideration the prosecution’s arguments, Magistrate Esther Sam denied the bail application.

Sam told the accused that he will have to approach the High Court if he wishes to be bailed.

The matter was adjourned until January 6th 2020.

Cop collects $100,000 for house lot he doesnt own A police officer was yesterday brought before Senior Magistrate Leron Daly in the Georgetown Magistrates Court on an allegation in which he defrauded a woman a sum of cash to obtain a house lot for her.

The charge read that on July 18, 2019 at Brickdam Georgetown, Police Officer Gladwin Abrams, with intent to defraud, committed a misdemeanor by obtaining $100,000 from Dina McAllen by falsely pretending he was in a position to get her a house lot.

He pleaded not guilty to the charge after it was read to him. Abrams was represented by attorney-at-law Pamela Da Silva who asked for reasonable bail to be granted to her client.

In a successful bail appli-

cation, the attorney stated that Abrams is 38-years-old.

She added that he hails from Lot 16 West Ruimveldt and he has been a member of the Guyana Police Force (GPF) for the past five years.

With no objections to bail, the defendant was released on $50,000 bail and instructed to make his next court appearance on November 1, 2019.

Meanwhile, 24-year-old Romaldeo Bacchus was also brought before Senior Magistrate Leron Daly for defrauding an individual.

It is alleged that he uttered to Police Constable Josh Mentis, a Traffic Officer, one forged Republic of Guyana drivers licence purporting to show that same was issued by the licence office of the Guyana Revenue Authority (GRA) on July 9, last.

Two-year jail sentence for man found with illegal rifle Fifty-two- year-old David Nelson was yesterday jailed after he was found guilty by a city magistrate for being in possession of an illegal rifle two years ago.

On his first appearance before the court Nelson had denied the charge which stated that on November 9, 2017 at Quamina Street, he had in his possession a .223 AR rifle when he was not licenced to carry such a weapon.

The defendant who hails from Lot 190 Church Street, South Cummingsburg, Georgetown, was on trial before Magistrate Dylon Bess in the Georgetown Magistrates Court. Yesterday, the magistrate ruled that the pros-

ecution was able to prove every element of its case and thus he found the accused guilty of the offence. Nelson was sentenced to two years behind bars and he was also ordered to pay a fine of $15,000. The facts of the charge indicated that on the day in question, police ranks acting on information received proceeded to Quamina Street where they conducted a search on Nelsons vehicle and under the back seat of the car they discovered the unlicensed rifle.

Nelson was then arrested and taken to the station where he gave the police a written caution statement accepting ownership of the firearm, saying that he bought it

from a Brazilian man, and was in the process of selling it.

Kaieteur News had learnt that the accused was confronted by lawmen on Quamina Street, Georgetown in front of the home of a former senior government official under the Peoples Progressive Party/Civic (PPP/C).

After learning that Nelson was previously employed by the said official, the police ranks searched the home, however, nothing illegal was found.

Based on the information the police had, the suspect was supposed to meet with someone at the location. The accused is said to have claimed he was going to sell the weapon for $6M.

Bound body found on Abary foreshore An investigation has been launched by the police in Region 5 after the body on an unidentified man was discovered along the Abary foreshore with apparent marks of violence.

This was confirmed yesterday by a senior police in B’ Division. Reports are that persons living in the area made the discovery and immediately summoned the police to the scene.

Kaieteur News understands that the body was found with the hands and feet bound and near a fishing vessel. His remains are currently at the Fort Wellington Hospital, awaiting identification.

Bahamas deports more than 100 Haitians NASSAU, Bahamas, CMC –The Bahamas has deported more than 100 Haitian nationals less than two weeks after Prime Minister Dr. Hubert Minnis warned illegal migrants they should either leave the country voluntarily or be “forced to leave” following the passage of Hurricane Dorian last month.

A statement issued by the Department of immigration said that a Bahamasair flight departed the Lynden Pindling International Airport for Port-au-Prince, Haiti with a total of 112 Haitian nationals escorted by a team of law enforcement officers.

The statement said that 21 females were among those deported and that it “will continue its commitment to carrying out the mandates of our agency to combat illegal migration by establishing effective border control management in compliance with the Statute Laws of our country”.

The brief statement did not

indicate whether those deported had survived the passage of the storm, but at the start of this month, Minnis in a statement in Parliament warned illegal migrants who survived the passage of Hurricane Dorian on September 1 killing at least 60 people and leaving millions of dollars in damage, that the government would be implementing its deportation of illegal migrants in keeping with the law.

“We are a country of laws and our laws in respect to illegal immigrants… will be carried out; however, they will be carried out in a humane manner.

Therefore, I serve notice to all those who are illegal that they can leave voluntarily or they will be forced to leave,” Minnis told legislators.

The human rights group, Rights Bahamas, has criticised the decision of the government saying it has alerted its international human rights groups to the

Strides to improve hinterland education highlighted at Toshaos’ Conference Efforts to improve the hinterland education system were among the areas of focus when the sitting of the National Toshaos Council (NTC) Conference continued Thursday at the Arthur Chung Conference Centre.

Minister of Education, Nicolette Henry, delivering a presentation in this regard said that all students, irrespective of where they live, must have access to education at all levels.

She assured the indigenous leaders that the Government of Guyana will continue to administer transportation services as the resources permit to ensure children can attend school, including those in the hinterland communities.

Important to the subject

of access to education is proper infrastructure, Minister Henry said. She highlighted that several schools have been constructed in hinterland communities while others have been rehabilitated.

Some of these schools include the new Parikwaranau Nursery School, Tabatinga Nursery School, Kato Secondary School and the Kamarang and Paruima Primary Schools.

Minister Henry noted that more work needs to be done and explained that central to providing educational facilities is a condition survey that is done which looks at all schools to record their physical condition so that priority areas can be identified and addressed.

She noted that the Ministry of Education is also looking to provide Practical Instruction Centres in regions where none exist.

It was also highlighted by the Minister of Education that the emergent literacy and numeracy in hinterland communities have improved thanks to the Guyana Early Childhood Programme which targeted hinterland communities primarily.

One of the topics raised during the engagement with the Toshaos was the training of teachers. Minister Henry noted that teacher training is now available in each administrative region, which is a major accomplishment for the education ministry.

Region 10’s RDC comes to the aid of heat-affected Mackenzie Hospital Doctors working at the Mackenzie Hospital are now better able to serve their patients thanks to a timely donation of three fans. The donation was made by the Regional Democratic Council (RDC) of Region 10 and was presented by Head of the Regional Health Committee, Councillor Gordon Calendar to Medical Superintendent of the Hospital, Dr. Rameeza Garcia-Mc Donald, in the presence of Regional Chairman, Renis Morian.

It was disclosed that despite having air conditioning units several of the doctors were yet gravely inconvenienced owing to the exceptional heat and therefore were uncomfortable while attending to patients. A request was therefore made to the RDC for some assistance so as to make the execution of the doctors’ duties a little more comfortable.

Calendar in presenting the fans said that the RDC is very happy to be making the donation, stressing that they will continue to lend whatever assistance to the hospital so as to further enhance the delivery of effective health care.

“We received your request and we are happy to be delivering these fans today as we stand in full support of your hospital’s development and growth. We however ask that you would ensure that these fans are taken care of properly, thus ensuring that it can last long,” Councillor Calendar said.

In expressing gratitude and thanks on behalf of the

hospital, the Medical Superintendent said that the fans were extremely timely, noting that several of the doctors had expressed their discomfort with the excessive heat. As such D r. G a r c i a - M c D o n a l d said that it was going to ensure that their place of work is much more comfortable.

“I am truly grateful and thankful for this donation.

We have some of the doctors’ rooms that unfortunately have not been able to properly access the central air supply of the ACs an d i t b e c o m e s v e r y difficult for these doctors especially when they are on call. As such, many of them are forced to seek other places when the heat becomes

unbearable. So these fans will certainly help in ensuring that they are comfortable, thus being able to perform their duties uninterrupted,” Dr. Garcia-Mc Donald said.

She noted that the fans will further help in improving the delivery of health care by the doctors as it would see them being more effective and efficient. She said that she is confident that the doctors are grateful and thankful as their only request was to have some fans so as to better help them in delivering their duties. “The doctors are certainly grateful and thankful as the patients, staff and all will indirectly benefit from the donation of these fans,” she added.

Philippine police arrest over The first man to walk in space dies 500 mostly Chinese for fraud (CNN)Alexei Leonov, the first person to perform a spacewalk, died this week. He was 85.

Russian space agency Roscosmos Space Corporation announced his passing Friday. State news agency RIA-Novosti reported he’d been chronically ill before his death.

Though Leonov wasn’t the first man on the moon (a goal he wasn’t shy about), he earned his own “first” in the space race between the US

and Soviet Union. On March 18, 1965, he embarked on the first spacewalk, spending 12 minutes outside the Voskhod 2 capsule.

The first American to walk in space, Ed White, wouldn’t do so until June that same year.

On the Apollo-Soyuz mission in 1975, Leonov met with US astronauts in space and gave TV viewers tours of their respective crafts, the first time Soviet and US cosmonauts collaborated in space. The

mission is credited with kickstarting eventual international cooperation aboard the International Space Station.

Leonov was also a celebrated artist who brought colored pencils to space to sketch the view of Earth. His drawing of the sunrise is considered the first piece of art created in space.

His funeral will be held October 15 at Mytishchi Military Memorial cemetery outside Moscow.

Trump loses appeal to stop House subpoena of his tax documents Philippine police arrest over 500 mostly Chinese for fraud MANILA, Philippines (AP) — Philippine police and immigration authorities said they have arrested more than 500 illegally working foreigners, mostly Chinese involved in telecommunications and investment scams, in one of the biggest such mass arrests this year.

The 542 foreigners, who were arrested Wednesday night in a raid on their company premises in metropolitan Manila, did not have work permits and were involved in defrauding victims, mostly in China, by blackmailing or tricking them into sending out money, said Immigration Commissioner Jaime Morente and other officials.

The Chinese government provided information that led to the arrests of more than 400 Chinese and other workers from Myanmar, Malaysia, Vietnam, Taiwan and Indonesia, said police Maj. Gen.

U.S. company supplying tear gas to Hong Kong police faces mounting criticism CHICAGO (Reuters) Another U.S. senator has joined a chorus against Pennsylvania-based NonLethal Technologies Inc for selling riot gear to Hong Kong that is being used against prodemocracy protesters.

The privately held company, which makes and exports a wide range of riot and crowd control equipment for military and law enforcement agencies, has been in the spotlight ever since it was discovered that Hong Kong police are employing its tear gas canisters to disperse anti-government demonstrations.

In one photo that has been widely shared on social media, NonLethal’s name is stamped on the casing of a spent tear gas canister.

The use of U.S.-made gear to quell protests has prompted several lawmakers to call for halting and even banning tear gas exports to the city. In July, Senator Ted Cruz, a Republican, proposed in a tweet that the United States consider banning exports of tear gas to Hong Kong if the attacks on the protesters were not stopped.

Washington (CNN) President Donald Trump on Friday lost his appeal to stop a House subpoena of his tax documents from his longtime accountant Mazars USA. In a 2-1 ruling, the US Court of Appeals for the District of Columbia Circuit upheld a lower court ruling saying the firm must turn over eight years of accounting records.

The opinion is a strong signal that the White House’s letter earlier this week, refusing to cooperate with the impeachment probe without a full House vote authorizing it, would not hold up in court.

The court specifically weighed in on this idea, writing it has “no authority” to require the House to take a full vote in support of a subpoena to investigate the President, citing the Constitution.

“The courts lack the power to invalidate a duly authorized congressional

subpoena merely because it might have been ‘better [if]...the full House’ had specifically authorized or issued it,” the court wrote. “Unless and until Congress adopts a rule that offends the Constitution, the courts get no vote in how each chamber chooses to run its internal affairs.”

It’s the first major case at the appeals court level in the ongoing standoff between the House and Trump. The President has lost all of his challenges so far that have been decided at the trial court level to stop House subpoenas.

Trump may appeal to the Supreme Court to stop Mazars, but courts, including the Supreme Court, previously have refused to curtail Congress’ subpoena power.

“We are reviewing the opinion and evaluating all appellate options,” said Trump attorney Jay Sekulow.

In a statement, the accounting firm wrote: Mazars USA will respect the legal

process and fully comply with its legal obligations. We believe strongly in the ethical and professional rules and regulations that govern our industry, our work and our client interactions. As a matter of firm policy and professional rules we do not comment on the work we conduct for our clients.”

Trump will have seven days to ask for another appeal on the decision endorsing the House’s subpoena of his tax documents.

Judges David Tatel, an appointee of President Bill Clinton, wrote the majority opinion, joined by Judge Patricia Millett, an appointee of President Barack Obama.

Trump appointee Judge Neomi Rao dissented.

The appeals court broadly supported the House’s power to subpoena information about Trump as it investigates him and considers laws in response, calling the subpoena “valid and enforceable.”

Turkey intensifies Syria campaign as Islamic State strikes Kurds ISTANBUL/BEIRUT (Reuters) - Turkey intensified its air and artillery strikes in northeast Syria on Friday, escalating an offensive against Kurdish militia that has drawn warnings of humanitarian catastrophe and turned some Republican lawmakers against U.S. President Donald Trump.

The Kurds, who recaptured swathes of northeastern Syria from Islamic State with the backing of the United States, say the Turkish assault could allow the jihadist group to reemerge.

Five Islamic State fighters fled a jail there, and foreign women from the group being held in a camp torched tents and attacked guards with sticks and stones, the Kurds said.

The Turkish incursion was launched after Trump spoke by phone with Turkey’s President Tayyip Erdogan and withdrew U.S. troops who had been fighting alongside Kurdish forces against Islamic State. It has opened a new front in the eight-year Syrian civil war and drawn international condemnation.

Linden/Lethem road construction…

Govt. to start advertising for contractors in two weeks The Ministry of Public Infrastructure is preparing to start advertising for expressions of interests (EoI) for the Linden/Lethem road.

According to Minister David Patterson, the construction of the roadway will soon materialize.

He made the disclosure on Thursday during a presentation to Amerindian leaders during the annual Toshaos’ conference.

“The Minister explained that several feasibility studies were undertaken to determine how viable the project was. These studies concluded that very few persons were living along the perspective corridor, therefore meaning that the project was not feasible,” the ministry said in statement. He said that about three years ago a British leader reached out to Guyana, noting that he believed the country was “losing touch” with its former leaders. He offered the region a grant of $53M pounds sterling which translated at that time to about US$75M. “I was asked what will I do with it… A grant being free money, I said let us start the Linden/Lethem Road,” he said. Patterson said he believes in bridging the gap between the hinterland and

coastland and sees this as a possibility.

A Toshao at the Conference said he believes the project will prove to be a success.

He pointed to “rapid growth” in Lethem, Region 9, which was without proper roads.

The Minister said he was told that the project would cost much more than the money allocated.

An additional US$75M was borrowed from the Central Development Bank (CDB) to kick-start the works.

The sum of money, according to Minister Patterson, will fund the first phase of the road which is from Linden to Mabura, spanning about 125 kilometers of road.

Also included in Phase One is a bridge across the Kurupukari Settlement which currently can only be crossed using a vessel.

So far, the designs for the road have been completed and in the next two weeks’ time contractors from both local and international firms will be able to submit expressions of interest for prequalification.

Mom hears screams of younger son before he was killed

The bodies of two fishermen killed within hearing distance of their mother washed up on Shell Beach on Wednesday.

Reports surrounding the fatal chopping and shooting of two men at Shell Beach, off the Waini Coast, Region 1, have indicated that the men were slaughtered by three pirates in a speedboat…all masked and armed with handguns.

Police reports indicated that the victims- Ian Matthias, 33, and Rakesh Matthias, 38 were fishing at the location around 14:00 hours on Wednesday when the incident occurred.

Residents told police that

rapid gun fire was heard in the area for over half of an hour before there was silence.

It was disclosed that the stepfather of the boys raised an alarm and the Coast Guard and Police ranks from that said area were summoned.

However, there were no signs of the boat or the two men.

Yesterday, the distraught mother of the two men, Margaret France, said that on Wednesday last around 10:30 hours, the two men had left her home to set a seine in the

ocean.

The fishing ground was a short distance from where she reside.

The woman said that she was sitting in the home and heard the sound of a speedboat on the water.

Soon after, she heard voices arguing. There were then rapid gun shots and she heard one of her sons screaming her name.

Forbes and Lake steal the show as Turks and Caicos down Sint Maarten Willemstad, Curaçao — Fans were treated to a classic in Willemstad as the Turks and Caicos Islands defeated Sint Maarten by a score of 52 on Thursday night. The big names from both sides didn’t waste any time in making waves; Gerwin Lake put the hosts in front in the 9th minute for his 4th international goal in just three games.

Defending champs Essequibo battle GT at Bourda Yesterday at Guyana Cricket Board’s (GCB) Boardroom the 2019 Cricket Guyana Inc. SBF Petroleum Jaguars 50-over League was launched. The eight-team 50over Franchise tournament was first played in 2015 and Essequibo are the defending champions.

Dorwain Bess, CEO and Founder of the Petroleum importers which has been in existence for five years, explained the company, located at 350 East Street, North Cummingsburg, sponsored this tournament since its aim is to aid in the development of youths.

Bess, who lived in the USA, said when he saw the response for Guyana Amazon Warriors in this year ’s CPL T20 showed what cricket means to Guyanese and how it has the power to unite the Nation. “ We a r e h a p p y t o partner with the CGI and we intend to be here for a

while” Bess added.

Treasure of CGI, Anand Kalladeen said this tournament is used to select the Guyana Jaguars teams for Regional competitions.

Cristiano Ronaldo scores his 699th career goal in easy win ahead of showdown with Ukraine

Warriors and Tridents face-off in CPL Finale today in Soca Land After 33 matches it has come down to the moment of truth as three-times winners and defending Champions Trinbago Knight Riders(TKR) for the time in the last two years are not a part of the Hero CPL final in their own back yard.

Barbados Tridents, with a thrilling win on Thursday night against TKR, nosed their way into their third final and first since 2015.

Today from 17:00hrs at the Brian Lara Academy in South Trinidad the Tridents face the most dominant unit in the 2019 season, four times runners-up, Guyana Amazon Warriors.

It was the Tridents who beat the Warriors in the 2014 final before losing to TKR in the 2015 final.

TKR, urged on by a capacity of a crowd of 20,000 fans which created a sea of Red in stands, took their third title in last year’s final at the same venue to condemn the Warriors to being the bridesmaids for the fourth time since losing the inaugural tournament the Tallawahs in 2013.

But the Tridents demonstrated in the semi-final that they can beat a team littered with ‘big name’ players, off-spinner Ashley Nurse finally contributing with the ball after a matchwinning cameo with the bat.

The Warriors, finalists in

2013, 2014, 2016 and 2018, hunt their first title after beating Tridents on both occasions when the teams met this season. Tridents rebounded from poor performances in their home games sneaking into the second spot jumping ahead of Patriots on a better net run rate while TKR who had a substandard season, finished fourth heading into the playoffs in Guyana.

The Warriors beat Tridents in the Eliminator at Providence.

But the Jason Holder led team overcame several hurdles including arriving late for their game against TKR due to traffic congestion on a flooded Highway leading to the Brian Lara Academy and the hamstring injury to their overseas player JP Duminy, to prevent TKR from reaching a hat-trick of finals.

The excellent leadership of Warriors by Shoib Malik who also has two fifties in his 313 runs at an Average of 78.25, has been one of the reasons why the South American Franchise is on an 11-match unbeaten run.

But the rejuvenated Tridents have in the line the most successful wicket taker, leg-spinner Hayden Walsh Jnr. The Antiguan, who plays for the USA, has 21 wickets from just eight matches and the electrifying fielder has been the ‘find’ of the

tournament.

Walsh along with left-arm spinner Shakib Al Hasan and Nurse will provide the spin while Holder, Harry Gurney and Ramon Reifer should take of the seam bowling on what a good track and fast outfield.

Tridents batting should centre around Johnson Charles, their leading run scorer with 376 runs including three fifties but only the injured Duminy has more than 200 runs and will be keen to play today while the inclusion of Shai Hope as Keeper also beefs up the batting.

Alex Hales has had a poor season while Shakib has not fired with the bat as yet. Reifer and Jonathon Carter have gotten starts while Holder has batted nine times with a top score of 29 but has still not managed 50 runs. But all this can this can change today.

Malik, 37 and South African leg-spinner Imran Tahir 40, would need to provide the calming effect to the youngest team in the tournament, especially since the Trini crowd will try to give TKR the psychological advantage with their partisan support.

The 24-year-old Jamaica has played some Royal innings, none better than his majestic record-breaking 132.

He is the tournament’s leading run scorer, his 453 runs includes three fifties and a hundred.

Chanderpaul Hemraj has

two fifties in his 298 run and along with King, has given the Warriors five half-century opening partnerships and will hope for another in a do-ordie match.

Nicholas Pooran and Sherfane Rutherford have played a few cameos to allow the experienced Malik to find gaps and rotate the strike with elegant stroke-play.

Shimron Hetmyer, who scored the first century by a Warriors batsman against Tallawahs last year, continues to frustrate his many fans with his reckless shot selection but is well equipped to get a ‘big one’ today.

Chris Green, Romario Shepherd and Kemo Paul can also contribute valuable runs.

The start time should ensure that the spinners should not be affected by dew which could work in the Warriors’ favour since despite the track being a ‘good’ one, they could use spinners through the six power-play overs.

Green, Tahir (15 wickets from 8 matches), Malik and Hemraj have bowled frugally while Qais Ahmad is another spin option for Malik.

This is the Warriors, who will have the support of most of the fans, best chance of lifting the title due to their domination of everyone throughout their previous matches.

But then, this has usually been the case in previous tournaments without them managing to cross that final hurdle. (Sean Devers)

Toucan House chalked up 361 points to emerge champions of the Track events when the Morgan’s Learning Centre Inter-House championships concluded yesterday at the Police Sports Club, Eve Leary.

Macaw House finished in second on 355 points while Raven House placed third on 330 followed by Falcon House with 316. Dequan Vancooten spearheaded Toucan’s challenge with victories in the 100m and 200m boys open; Joshua McKenzie of Toucan and Jeremy Waldron of Macaw placed second and third respectively in the 100m.

Aaron Cosbert of Falcon grabbed the 100m boys U18 title while Josiah Stephen of Raven and Judd Daziel of Toucan placed second and third in that order. Angel Hewitt of Falcon won gold in the 100m girls U18; Sanaa Jacques of Raven placed second and Naomi Julian of Raven finished third.

Naomi Julian of Raven won the 800m girls U18 race ahead of Hermina Duncan of Toucan and Tasha Haynes of Raven respectively. Ezekiel Vypus of Raven captured the

800m boys U16 title while Marlon George of Raven placed second and Michael Morgan of Toucan finished third.

GDA tourney set for tomorrow at Turning Point The Georgetown Dominoes Association (GDA) will be hosting a Dominoes extravaganza tomorrow at Turning Point Sports Club. Entrance fee is $12,000 and the winning team will take home a trophy and $175,000, runner up a trophy and $75,000, third place a trophy and $50,000 and fourth place a trophy and $20,000.

The competition which is being sponsored by the

Ministry of the Presidency will commence at 14:00hrs.

According to the Senior Organising Secretary of the GDA, Mark Wiltshire the first three rounds will be played on aggregate points and the top nine teams will advance to the next round.

He informed that the semi finals will be played using the sudden death 1in-2 out format. Teams are asked to be on time to facilitate a prompt start.

Night two produces entertaining action

By Sean Devers Night two of the Ansa McAl Trading/Lucozade Handicap Squash Tournament on Thursday at the Georgetown Club saw some entertaining and competitive matches played.

In category ‘A’, Zachary Persaud battled Dhirren Persaud in a three-game match which he eventually won.

Although Dhirren launched a spirited fight back in the second game; climbing to eight points to cut Zachary off before he got into positive score from his -8 start. Zachary demonstrated good use of the Court, executing some nice rallies and drops to win 15/11, 0/15, 15/11 win.

Louis DaSilva got the better of Safirah Summer in just two games, 15/11, 15/12.

Shiloh Asregado and Matthew Spooner also secured wins in Category A. In the Open Category, top seed Deje Dias came from the largest handicap in the competition (15) to oust Regan Rodrigues.

Daniel Ince fought an inform Nicholas Verwey with a one-point handicap difference in another three

game match up.

Despite moments of expertise from Ince, reminiscent of his earlier squash days, the younger and fitter Verwey, urged on by a large gathering, displayed outstanding retrieval skills and was able to get back in the third game for a 15/11, 14/ 15, 15/12 victory.

Samuel Ince-Carvalhal took on Ethan Jonas from a 15-point deficit to win his first match in two straight games 15/10, 15/11.

Jonathan DeGroot and Gianni Carpenter both made their mark by fighting back after losing their first games.

The left handed match up with Carpenter and Rahaman had the fans getting into the action in a final game that reached sudden death at 14/ 14 before Carpenter hammered home for the win 13/15, 15/12, 15/14.

DeGroot battled an almost point for point bout before taking out Luca Jonas 13/15, 15/11, 15/9.

The top three seeded girls played their first matches with mixed results. Abosaide Cadogan was the only victor against Johnathan Antczak after a first game defeat of 10/ 15.

Her athleticism came through to dominate in the second and third gaining her a 10/15, 15/9, 15/7 v i c t o r y, w h i l e K i r s t e n Gomes and Maddison Fernandes fell to Mohryan Baksh and Nicholas Narain respectively.

Lusignan Golf Club seals partnership with - Receives Golf Carts ahead of Nov 3 Tourney Marriott The Lusignan Golf Club (LGC) received a major boost from the Guyana Marriott Hotel as the entity presented two Golf Carts to the club yesterday. Additionally the hotel has sponsored a tournament which is set for November 3.

This deal was made possible through a partnership agreement with the President of the LGC Aleem Hussain, Marriott’s General Manager Eduardo Reple and Director of Sales, Sandra Bernal.

Speaking at the ceremony which was held at the Marriott, Reple said that they have always been supportive of sports, adding that he is happy with the partnership.

GTT National Indoor Hockey Championships

Potentially fierce battles expected in this year’s edition The Cliff Anderson Sports Hall (CASH) will be a buzz of activity from this Monday to next Sunday when the GTT National Indoor Hockey Championships scrums off.

In the Men’s First Division, 2017 Champions Bounty GCC will be rearing to get on the surface, which will be laid with the international standard tiles and assert their dominance after being bested by the losing finalist Old Fort Lamborghini and Hikers during the group round-robin stage.

Old Fort were very unlucky to lose the First Division Men’s final after leading 4-2 with five minutes to go but goals from Robert France (35th) and a stoppage time penalty stroke (PS) from MVP Aroydy Brandford sent the game to penalties which Hikers won 7-6.

On the distaff side of the first division, perennial favourites; GBTI GCC will have revenge high on their agenda following a fantastic come from behind victory for Hikers spearheaded by last year’s MVP Nicole Eastman.

Despite being dethroned

Flashback! Hikers’ Men and Women clinched the GTT National Open titles in 2018. in the First Division categories, GCC still managed three other titles, namely the Over-35 (GCC Vintage), Second Division Women

(Bingo GCC Spartans) and Second Division Men (GCC Pitbulls).

However, all of the finals last year were close with the

exception of the Over-35 and new champions may emerge in the respective categories.

fresh off victory in the Bounty Paper Towel – Quicker Picker Upper – Second Division Outdoor Development League while Old Fort Top

Form that lost the Second Division Men’s final 4-2 was made of a high percentage of talented youths who are now a year more experienced.

Guyana’s ‘Golden Jaguars’ edged by Antigua and Barbuda’s ‘Benna Boys’

uyana’s Golden Jaguars gave up two goals before the 20minute mark and despite fighting back hard could not neutralize hosts Antigua and Barbuda’s Benna Boys advantage and went down 2-1 last night at the Sir Vivian Richards Stadium.

Quinton Griffith opened the scoring for the Benna Boys in the 15th minute and that advantage was doubled two minutes later when Junior Benjamin fired past Akel Clarke in goal for Guyana.

The first half ended with the home team 2-0 ahead.

Early in the second half, the Guyanese were able to halve the deficit when Emery Welshman found the back of the nets in the 50th minute.

And despite bring in fresh legs, Clive Nobrega being replaced by Kelsey Benjamin in the 67th minute; Sheldon Holder coming into the fray for Trayon Bobb (81st) and Daniel Wilson

The Golden Jaguars will have to rebound in their return game against Antigua and Barbuda on Monday night at Leonora. replacing Elliot Bonds (88th) Guyana was just not able to fine the equalizing goal.

They will now have

rebound on Monday night when the two nations collide at the Leonora Track and Field Centre in the return match. With the win,

Antigua and Barbuda took over the second place position in the group with Guyana being third.
