Royston King on foreign aid and urban economic sustainability Dear Editor; Globalisation is one of the age old concepts that has been used to explain a number of today's international issues. Proponents of globalisation have argued for its benefits particularly in the areas of resource mobilisation and economic development. There are countless examples of countries and cities attaining economic advancement due to the easy flow of goods, services and labour amongst others. Of recent we are faced with some of the ills of globalisation. Contrarily enough, some of these same issues that now pose a challenge were once perceived as positives of a globally integrated world. One of the most pressing issues is the free movement of labour. It is debatable that the free movement of skilled labour would have contributed a great lot to building some of the most economically developed nations. Nevertheless, it is for two important reasons that free movement contributes to economic development of both the host and home countries and cities. Migrant workers often remit significant portions of their wages to their home countries. This in turn is converted into consumption demand in these countries. The added benefit is that these workers also boost the demand in the

host countries which also adds to tax revenues. Some of the most prominent concerns host-countries/cities have with migrant workers are their effects on the economic and social fabric of their societies. An influx of these workers could create extreme pressure on host governments particularly in the areas of health and social services provision. It is this concern that has permeated the European society with its recent upsurge in migrants. The migration and refugee crisis in Europe has caused in excess of a million persons inclusive of women and children to be displaced in what appears to be an overnight occurrence. Countries like Guyana and its neighbouring counterparts though not directly affected by these displaced citizens will share the brunt of this issue. Already, there are international organisations which are cutting back on their aid to developing countries. This is by no means an attempt to stymie progress in the smaller countries but an effort to safeguard its own citizens, who are competing for the same social services as the migrants and refugees. This means that funds once directed to official donor aid (ODA) will be kept in host nations to address the emerging issues they now face at home. Therefore, in view of these current global circumstances, it is important

Royston King's tune is the one the cow died on Dear Editor; How much longer must the citizens of Georgetown and the workers of City Hall be made to suffer under Royston King? Since the beginning of the year, workers have to suffer the indignity and hardship of being paid late each month. Very, very late. In fact as I write this letter, many workers were paid late are still to be paid contrary to the erroneous report that everyone was paid. And then King comes out with the irksome statement that City Hall is trying to strike a balance between honouring the council's financial obligations to its workers and contractors, and providing critical and vital municipal services. The truth of the matter is that the Council's payroll is bloated, laden with friends and family members of the 'Big Ones' at City Hall earning super salaries for doing little or nothing. The truth of the matter is that one super contractor continues to cart off hundreds of millions of dollars in a very corrupt arrangement.

The Town Clerk is quoted as saying that the council needs to be more efficient with its tax collection, noting that $22 B is currently outstanding in rates and taxes. So what is his debt recovery unit, which he set up and staffed with friends and family is doing? Then he goes into his old worn out refrain thanking workers for their patience, understanding and support in the effort to restore Georgetown to its pristine state. That is the tune that the cow died on. Can the workers thank their mortgage companies, power and telephone and electricity companies, their grocer, their landlord, minibus drivers etc for their patience, understanding and support in the effort to restore Georgetown to its pristine state? King is inhuman and selfish, as he clearly is not as dependent as other workers on his salary to survive and is being condoned by a Local Government Officers Union that has sold out the rights and welfare of the workers. to promote economic sustainability nationally and even at the urban level. It is for this reason that the Mayor and City Council (M&CC) is pushing for Georgetown to become economically viable by implementing certain projects to encourage residents and businesses to be self-sustaining. The premise of this thrust is based on the fact that the developing world is cutting back on the amount of donor aid. Thus, there is need for more stable revenue sources. This is why the Council is encouraging residents to honour their civic responsibility and pay all outstanding rates and taxes. It is this same revenue that the Council needs to rehabilitate and improve city infrastructure and boost its service delivery. Once these revenues are appropriately invested it will lead to an environment that encourages and enable private entrepreneurship and opportunities for sustainable sources of income for all residents. The fact remains that international aid alone cannot and will not create economic sustainability- whether nationally or at the municipal level. It is becoming more and more pertinent that any country or city seeking economic sustainability must look beyond the dependency of aid and venture out into paths that will lead to the accomplishment of this goal. The Council in its thrust to make Georgetown a green city is well aware of the challenges and is taking proactive steps to ensure our city does not get left behind. Anil Nandlall documents the current abuse of power Dear Editor; We have witnessed the Minister of Communities unlawfully attempting to select the Mayor of Marbaruma and the Chairpersons of the five tied Neighborhood Democratic Councils. Similarly, Cabinet has arrogated onto itself a power to deliberate upon the controversial parking meters' contract purportedly executed by the Georgetown Mayor and City Council and has transmitted same to the Attorney-General for a “review.'' I have already written about the Overseers, the Regional Executive Officers and the Town Clerks, all agents of the Executive, being systematically used to thwart and frustrate the work of Local Democratic Organs not controlled by the Government. We have learnt that the decision to close Wales Estate did not emanate from Guysuco's Board nor was it a recommendation of the Commission of Inquiry established to chart a course forward for Guysuco. One must presume that the said decision either came from Cabinet or from the President acting in his own deliberate judgment. We also witnessed the uninitiated attempts by the Attorney-General to torpedo the appointment of the Deputy Registrar of Deeds by the Judicial Service Commission, an independent constitutional body, vested by the Constitution with the power to make that appointment. The matter is now in the High Court. Rather than accept his error and concede that he was wrong, the Attorney-General has chosen to defend the proceedings, thereby exposing himself to greater public embarrassment when the court eventually rules

against him. We have also seen the removal from office of the Chief Education Officer, by a letter emanating from the Ministry of the Presidency, when this Officer is an appointee of the Public Service Commission. The premature establishment of a tribunal by the President to investigate the removal of Carvil Duncan from the positions of Chairman and a member of the Public Service Commission, must also be added to this line-up. A similar trend of abuse and quest for power is discernable in respect of appointments to state boards. Section 6 of the Drainage and Irrigation Authority Act 2004, establishes a body corporate to be known as The National Drainage and Irrigation Authority. Section 7 establishes a Board of Directors for this Authority and provides how this Board should be constituted. Section 7(2)(d) provides that two directors are to be nominated by the Rice Producers Association. I am informed by the General Secretary of the Rice Producers Association, Mr. Dharamkumar Seeraj MP, that since the 25th June, 2015, he submitted to the Minister of Agriculture, who is to make the appointments, the two nominees of the Rice Producers Association. To date, those two persons have not been appointed but the Board continues to function. Similarly, Section 3 of the Guyana Rice Development Board Act 1994, establishes the GRDB as a statutory body corporate. Section 3(4) of the GRDB Act, provides for there to be three members representing the Guyana Rice Producers Association. Again, I am informed by Mr. Seeraj MP, that since the 25th

June, 2015, he has submitted to the Minister of Agriculture, who has to make the appointments, three names whom the RPA desires to be appointed. To date, those persons have not been appointed. The Deeds and Commercial Registry Authority Act 2013, in like fashion, establishes the Deeds and Commercial Registry as a statutory body corporate to be managed by a Board of Directors. The last Chairman of this Board resigned over two years ago to take up an appointment as Commissioner of Title and Land Court Judge. The Attorney-General and Minister of Legal Affairs is the subject Minister with responsibility to appoint members to this Board. The Chairperson was never replaced by the Attorney General. The life of the Board has come to an end several months ago. So for several months, there is no Board. I am told that when the Board was alive, the Attorney-General acted as the Chairman. I am further informed that in the absence of a Board, he micro-manages the Authority, hence, the imbroglio which erupted over the appointment of the Deputy Registrar of Deeds. This interference not only constitutes an abuse of power but it is contrary to and in violation of the letter and spirit of the Deeds Registry and Commercial Authority Act and is, therefore, unlawful. In fact, the main reason for the creation of the Authority was to insulate the agency from any Minister and to remove it from Central Government. If the Government's chief Legal Adviser is acting so egregiously, one can hardly expect his colleagues to act differently. Hence, you have (continued on page 6)

The repeated failure of major Agony to acquire birth, death infrastructure projects in Guyana and marriage certificates

Dear Editor; Although a Commission of Inquiry may seem a bit farfetched by many in an infrastructure sector, if we are serious about improving the quality and sustainability of high-value investment infrastructure projects we are delivering in Guyana, there is need for a holistic investigation into the development, design, management and construction of these projects. Additionally, this sector attracts the highest volume of public sector investments in the country. Too many mistakes are being made. Too many investments are being wasted. No one is being held accountable for those mistakes. There is no evidence of individuals or companies or even the implementing agencies learning from those mistakes, as the mistakes in the delivery of these projects seems to be repetitive. The performance in the sector is so predictable, the poor performance of most of the projects is expected before, as we say 'a spade is turn', on these projects. Designs are poor, critical details are omitted, deadlines are continually being missed, costs are being over-run, supervision consultants approve substandard work, project deteriorate well within design life-spans and no noticeable action is being taken. Is it that we are happy with the current performance? The DESIGN, MANAGEMENT and CONSTRUCTION of, for example, the Kato Primary School, Hope Canal Bridge, ECD, EBD and WCD highway Extension, Linden water treatment plants, Amelia Falls

access road (just to name a few of the popular ones), can all be considered Project Management failures. It is then no surprise that many of the international funding agencies have expressed little confidence in our ability to deliver successful projects. What baffles me the most however, is the fact we have been using the same designs, technology, approaches, contractors and consultants for these projects, yet we cannot seem to get it right after all these years, thus I recommend a Commission of Inquiry. We need to know why. This status quo must change. We cannot continue along this path if we are going to achieve the developmental ambitions that have evaded us over the last 50 years. Maybe it's the organisation. Why are infrastructure projects (Durban Park comes to mind) being conceived and executed via the Ministry of Presidency with no technical or managerial capabilities to do so? Maybe it is the attitude of personnel involved in the sector, where the effects of 'Path Dependency' have render them confined to a system of mediocrity and failure. I know it's not for the lack of technical expertise as I know some of the best and brightest in the country are within many of the organisations and were part of some of these failed projects. There have been concerns of political interference in all the stages of major infrastructure project delivery in Guyana, which affects critical decision making that impact on the success of the project. Can this be the problem? As seen, the source(s) of the problem, and there is a problem, can be

many. I know there would be arguments that would suggest that the major projects listed above were all conceived and administered under the previous administration and the approach of this new administration would produce significantly better results. I am not so sure. The Durban Park Stadium fiasco was a clear enough sign for me. And do we want to wait until we have another string of failed projects to admit something is definitely wrong in the sector? We have leaders in the sectors such as the good Ministers of Public Infrastructure who seem willing and have publically stated their commitment in delivering successful projects. This can be an opportunity for them to demonstrate this through a distinctive, decisive, targeted action. The sector desperately needs a catalyst to transform it from the current state where there seems to be serial failure of projects, to one where we can successfully delivery projects to meet the needs of the stakeholders. It is time we the citizens on Guyana receive Value for Money for the public sector investments, as many of the loans used for these projects will be paid back by us and our children and even our children's children;who may not have even benefited from the investment as many of the facilities would have deteriorated by then. We cannot move forward without knowing what's wrong. A Commission of Inquiry, which seems to be a favoured approach of the current administration, can be effectively utilised to investigate this plague of poor performance that is affecting the infrastructure sector in Guyana. Dear Editor; A few days ago I visited the General Registrar office in Georgetown at 8 AM. I told the security guard downstairs who checked my bag that I am a Marriage Officer and I was going upstairs to register a marriage. She asked if I had an ID card from the government stating that I am a marriage officer. I told her no but myself and many other Marriage Officers had requested that card fifteen years ago from the Ministry of Home Affairs under the previous administration but never received one until today, under this current administration. I showed her my Reverend Ordination Card from my church Organisation which she appreciated and examined carefully but still went on to say that she believes the Ministry of Citizenship should give all current Marriage Officers, an ID Card bearing the government stamp for us to walk with whenever we go to GPO. I fully agree with her but still wonder how, where and when will marriage officers be given that card. I then proceeded upstairs to the office to register the marriage at 8:10 AM. I went into the office and sat down on a chair. No one was there but a lady came out of a room and told me to go outside and wait. I went outside and sat down on the bench. More people were now sitting next to me grumbling why the office was not opening. I started to chat with a gentleman who came from very far. He told me he applied 2 months for birth certificates but never got them I showed him the second door where he needed to go for his birth certificates. He went and spent about 25 minutes and came out very sad; he said he was told they will post it. What bothers me is this man travelled from very far and was there since 7 AM but was turned down. Why is it so difficult for the staff to take his receipts, find his name in the records and give him his

birth certificates instantly, after 2 months of tedious waiting and now wasted travel expenses? And he was not the only one that was sent away. I sat on the bench talking to other folks who told me they were waiting over 6 months for birth, marriage, and death certificates. The Marriage Section office took 75 minutes to open. I have a problem with that because they have on the wall opening hours are from 8 AM. So why did they open until 9:25am? And staff can be seen going to work at 10am and even later. They tell people to go to uplift their marriage license at 8am but it's not given until 11am or until a next day. In many cases it's not ready or it's not signed by the person in-charge who is never in office or always late. As a Legal Marriage Officer, I am concerned about the long time the General Registrar Office is taking to process Marriage Certificates after I register a marriage and apply for certificates or when those whom I marry apply for it. I believe as Marriage Officers we should be given the privilege to register a marriage and apply for the certificates and at the same time be given a slip to uplift the certificates in a few days for those whom we marry. Most marriage officers are religious leaders and they are disrespected by this office. I requested several times to apply for the certificates and uplift it on behalf of those whose marriage I officiated at, but I was bluntly told in a rude manner to go downstairs and

apply. These people have no respect for Ministers of Religion. Just a few years ago that service was offered to us as marriage officers but now we have to wait months for marriage certificates and we are blamed by those whose marriages we have performed. Now they are telling me if the person I marry is from overseas then they can uplift the certificates in a few days when I register it and pay upstairs if they go with me. I find all these regulations absolutely ridiculous. What about women who marry here who need their marriage certificate for a name change and for immigration? Are they not counted? In many cases people told me they have to offer bribes to get these certificates. I believe the General Registrar Office needs a very efficient Registrar General and an assistant registrar general which they don't have currently. I also believe they need to computerise births, marriages, and deaths and decentralise this office to the various regions. After 50 years of independence it's time we upgrade this system of administration. A few years ago we used to have Marriage Officers meetings at Police Head Quarters with the Minister of HomeAffairs, Register General, the Police and various Embassies. We need to have these meetings again every 6 months so Marriage Officers can voice their opinions on issues that are affecting them. Rev.Gideon Cecil Legal Marriage Officer

Anil Nandlall documents ... From page 5 the Prime Minister believing that it is the Government's responsibility to establish a Secretariat for the Procurement Commission when the Constitution clearly provides otherwise. Perhaps, the most axiomatic exemplification of the lack of appreciation for the independence of these institutions is the belief by no other than the Attorney-General, that he is the lawyer for them all. This is evident by the fact that lawyers attached to the Attorney-General Chambers are now appearing in the High Court for Guysuco, the Mahaica/ Mahaicony/Abary Developmental Authority, the Regional Democratic Councils and the Georgetown Public Hospital Corporation, all of which are statutory corporations, which are separate and apart from Central Government. The above examples are certainly not exhaustive but they provide an irrefutable litany of instances of abuse of power

and unlawful interferences by Ministers with the functions and operations of independent institutions of the State, consistent with authoritarianism. Unfortunately, one of the chief architects of it all, is the one whose constitutional responsibility it is, to advise against it. The sad reality is that the few professionals within the system who refuse to be consumed by the authoritarian monster and the corruption with which it comes, rather than stay and fight, are resigning. In the face of a powerdrunk Chief Executive Officer at GWI against whom allegation of all sorts continue to mount, the Chairman of the Board, whose professionalism I hold in high regard, has resigned. It must be that Chief Executive Officer enjoys the confidence of those high in the authoritarian structure. In the end, authoritarianism continues to rise. Its victims are always democracy and the rule of law. Anil Nandlall

‘Most corrupt’ PPP has Harmon denies offering Duncan outmaneuvered most money for his resignation inexperienced Govt. of our time The nation’s most inexperienced Government is being regularly outmaneuvered by the most corrupt regime in the postindependence history of Guyana and the Englishspeaking Caribbean. This is Dr. David Hind’s view of the situation that the APNU+AFC Coalition finds itself in at the hands of the PPPC. In his recent writings, the columnist and Executive Member of the Working People’s Alliance (WPA), said that serious political observers have begun to ask the inevitable question— how did this happen? How has the PPP, with all its recent political baggage, been able to pull off what is in effect a great scam? Dr. Hinds said that one major reason for this development lies in the very nature of the PPP, whose leadership has an enormous capacity to convince itself that it is incapable of wrongdoing. The political activist said that this thinking is grounded in a belief in the party’s divine right to govern Guyana and in its chief opponent’s cultural disqualification from holding power. He recalled that the PPP, from the first days of the new government, launched a racedriven “ethnic cleansing” campaign against the government and has kept it going up to this day. Hinds said that what is revealing is that neither the government nor its constituent parties have been able to effectively beat back this PPP campaign. “The PPP took that line of action because it knew that the current leadership of the parties in the Coalition are cowards when it comes to addressing race in the public sphere. The PPP knows the political psyche of the Coalition’s leadership. They know that the African Guyanese middle-class leadership of the Coalition would never speak publicly and sensibly about race. For them, race does not exist because in many respects they are not directly affected by it. “The PPP also knows that while sections of the African Guyanese leadership of the PNC are much more literate

- Dr. Hinds

WPA Executive Member, Dr. David Hinds about race and racism, they have always skirted around the issue in their public discourse. In other words, except for a handful of leaders, they have been opportunistic when it comes to the issue of race—they acknowledge and rail against racism in private, but run for cover when they are publicly confronted with it.” So, in effect, Dr. Hinds said that the PPP has taken advantage of the government’s clumsiness on the issue of race. Turning his attention to the forensic audits, Dr. Hinds reminded that never before has the evidence of official corruption been so vivid. He said that what the audits uncovered is what many Guyanese already knew. “The PPP was so confident that it could not lose power that it did not hide its transgressions. So when a government has all that evidence and does nothing about it and justifies its inaction by hiding behind legalities, it inevitably loses the high ground and cedes space to the accused.” Dr. Hinds said that the PPP has been allowed to tout its innocence by the failure of the government to make and prosecute its case. The political activist said that now, the PPP has gone further. He said that the Opposition has all but turned the tables

on the government—a case of the accused accusing the accuser of the crime. “The PPP knows that this government is not corrupt and does not promote corruption. But the government has made the error of messing with some of the very elements who played games with the PPP.” Dr. Hinds said that corruption is ignited not just by government officials, but also by moneyed interests who seek to buy influence from government. He said that the government does not have to necessarily play the game; the mere fact that it is caught kissing these moneyed interests is enough to compromise itself. Once again, Dr. Hinds said that the PPP has again exploited the government’s clumsiness “to get itself out of jail.” “In the final analysis, this government has shot itself in the mouth by unnecessarily relinquishing political space to its opponents. These things do not just happen. Such actions by governments arise out of their own political dynamics…The very make-up of the government is a big contributory factor to its behavior. Many of the Ministers mean well, but this is the most politically inexperienced government in our post-independence history,” said the WPA Executive Member. In the end, Hinds said that the nation is left with a government that is trying its best, but collectively has little sense of its historical significance and responsibility to the historical moment it functions in. In the meantime, the political activist said that the PPP has mercilessly taken advantage of this weakness. “I am ready to say that to my mind the PPP has outmaneuvered the government,” Hinds noted.

Minister of State, Joseph Harmon has denied that he or President David Granger offered Commissioner Carvil Duncan money in exchange for his resignation from various Commissions. The Minister admitted that indeed there was a meeting at which Duncan was invited to “gracefully vacate the positions he currently holds on several commissions, given that he is currently on trial for allegedly stealing the $984,000 from GPL and conspiring with another to steal over 27M from the said entity.” Harmon said that Duncan indicated that he would discuss the offer with his family and return with a

decision. However, according to Harmon, the non-response of Duncan led the APNU+AFC Administration to go in the direction of a Tribunal, appointed by President Granger to inquire, investigate and recommend whether Duncan, Chairman and appointed member of the Public Service Commission ought to be removed from office for the inability to discharge the functions of the said office. Harmon noted that the tribunal will hear its first witness today. On Saturday last, Duncan released a missive breaking his silence ever since a tribunal was set up to decide

Minister of State, Joseph Harmon whether he is fit to remain on three Commissions. Duncan said that he was told by Harmon that President (Continued on page 8)

Ramson accused of thwarting... (From page 3) handing over of annual reports to the National Assembly is a key requirement of the law. He said that the failure of the Commissioner’s office in this regard stymies any effort to carry out an assessment on the effectiveness of the Access to Information Act. The former Auditor General said this is a significant shortcoming in attempts to provide citizens and organisations with access to information of government programmes and activities. Additionally, there have been accusations to the effect that Ramson has not been forthcoming when requests are made to him by members of the public. However, Ramson is of the opinion that it is the public that is not mak-

ing use of him as he has received less than 16 applications since he assumed the position. In response to Ramson’s claims in this regard, Goolsarran said that the main reason for the public not utilising his services is that people do not have any confidence whatsoever in the present Commissioner. He said, “Once the Access to Information Act was passed, a Commissioner of Information had to be found. The Donald Ramotar Administration handpicked him, knowing fully well that the person is totally unsuitable for the position. His appointment was an imposition aimed precisely at producing the opposite results which is denying citizens’ right to access to information. He was the man

best suited to do that.” Kaieteur News made efforts to contact Prime Minister Moses Nagamootoo, who is in charge of matters regarding access to information. But Minister Nagamootoo is currently in India. Acting until his return, Foreign Affairs Minister, Carl Greenidge expressed deep concern about the matter. Greenidge who has spoken on numerous occasions about the importance of access to information over the years committed to look into the issue. Greenidge said that while his passionate views on the topic remain unchanged, he will make efforts to ascertain why Ramson did not ensure reports were laid in the National Assembly as stipulated by the law.

Public Servants wages negotiations…

Comments by Ministers, GCCI President out of order Guyana Trade Union Congress Chairman Lincoln Lewis has taken umbrage of Finance Minister Winston Jordan’s comments that the proposed increase to public servants is what government can afford. He’s also not enamoured by Business Minister Dominic Gaskin’s statement that the increase would be good for improving spending power. Describing the comments as being out of order, Lewis told Kaieteur News that it is unprincipled for the employer (the government) to comment about on-going wage negotiations. The GTUC GeneralSecretary who has been a trade unionist for over 30 years said that the statements have the effect of interfering in the affairs of the Guyana Public Service Union (GPSU) which is headed by Patrick Yarde. Further, Lewis said that the move by Government to go ahead and pay out the increase is against protocols.

- Lincoln Lewis

GTUC GeneralSecretary, Lincoln Lewis “The government has no right to break off negotiations and pay an increase.” He said that such a move can be considered as an act of bad faith. According to Lewis, based on the rules which govern such negotiations, if an increase is to be paid before an official agreement is reached, both parties must agree to an interim pay out; and that has not happened. Weighing in on the comments made by President

of the Georgetown Chamber of Commerce and Industry, Vishnu Doerga, Lewis said, “The President of GCCI is out of his depth. He does not understand industrial relations.” The General-Secretary said that no organisation has the right to determine what is appropriate for the public servants. Based on all the public statements being made, Lewis agrees that the GPSU did the right thing to apply for conciliation. The Union entered into conciliation describing negotiations as reaching a deadlock due to there being several outstanding issues to be addressed by the Government’s negotiation team headed by Reginald Brotherson Permanent Secretary, Department of Public Service. The outstanding issues are associated with public servants’ emoluments including de-bunching, increments and allowances. The GPSU had communicated to the media that there seems to be seeming insensitivity and absence of a sense of urgency on the part of the employer to deal with the matters. Minister Jordan was reported in a previous article as saying that Government has to make increases that can be sustained. According to Jordan, he believes that the current 10 per cent offer on the table is the embodiment of that principle. Jordan took the position that citizens must understand that every increase that Government makes is one that has to be seen as not only being paid for today but for the years to come. He suggested that sustainable payments which have implications for pensions and so forth have to come from growth in revenues. Business Minister Dominic Gaskin had said that he believes the 10 per cent increase will improve the spending power of public servants since it is 10 per cent more money at their disposal. Gaskin said that the proposed increase by Government can be considered as liveable depending on how public servants choose to live. He said that when compared to a lot of countries, Guyanese earn considerably more than other developing countries. However, he did make it clear that it still doesn’t mean the increase is sufficient.

NIS develops strategy to recover outstanding debts Even as they develop a strategy to recover billions in outstanding debts, officials of the National Insurance Scheme (NIS) are tight-lipped about the many public figures that still owe the scheme. In April, government released the report of the forensic audit conducted into the operations of NIS. The report was prepared by auditor Ramesh Seebaran. Seebaran said that over $2.5B remained outstanding by contributors who have not paid their dues but have been submitting monthly returns. The report stated that several companies and businesses, many of which are no longer in existence, have not been making the payments. The report also revealed that several public figures have over a lengthy period, remained indebted to the scheme. Among those highlighted were Minister of Natural Resources, Raphael Trotman, former Attorney General Anil Nandlall, former Minister of Amerindian Affairs, Pauline Sukhai and another former Attorney General, Charles Ramson Snr. It is hard to figure out why there is secrecy with NIS as it relates to how much it has received since that outstanding sum was made public. In fact, several NIS officials declined to comment. Even Board members refused to comment saying that they do not “have the facts.” However, an official confirmed to Kaieteur News that a chunk of the $2.5B remains outstanding and “prominent figures in society are still in arrears.” The official said that management has prepared a list of all those who are in arrears, including companies and persons who are selfemployed. This list has

- tight-lipped on public figures who owe millions

PPP Parliamentarian, Pauline Sukhai reportedly been presented to the Board, but needed some modifications. The member confirmed that the board is currently awaiting an updated list. The list needed to be updated as NIS has been able to meet “settlement agreements” with a few companies and officials. Kaieteur News understands that Nandlall is among those who have reached a settlement. NIS has cut the interest attached to the sum he owed. Nandlall had said that ignorance landed him into a $4.4M debt. According to Nandlall, he took it for granted that the government was making contributions for him. He told Kaieteur News that he belatedly learnt that this was not the case and that he was expected to make his contributions personally. Trotman owed $554,850 but settled his payments days after it was made public. Trotman said that he was not aware of the debt. This was for his personal contributions whilst he was in law practice. Sukhai has a debt of $1.6M and Ramson owes just over

Commissioner of Information, Charles Ramson Snr.

Former Attorney General, Anil Nandlall $1M. The NIS official said that debt management is a real concern for the Board. It noted, “We have devised a strategy to deal with this but effectiveness will be another issue.” The official said that in preparation for the 2017 Budget, “we saw the need to really look at debt management and try to put measures in place to bring in what is owed to us. We will work with each individual and each company to develop payment plans, etc. We are indeed trying.”

Harmon denies offering Duncan... (From page 7) Granger wants “to have me resign as Chairman of the Public Service Commission which would automatically be followed by my resignation from the other Constitutional Service Commissions, namely, the Judicial Service Commission and the Police Service Commission.” Duncan said that Harmon also requested that he consider a “financial package that would accompany my resignation.” Further, Duncan said that Granger subsequently met him and told him to resign.

He alleged that the President said to him as many as three times, that “he does not want any blood on his carpet, forcing me to move in the direction of resigning by the deadline of March 15, 2016.” Duncan is claiming that following those statements, President Granger offered him a financial package “under the same conditions as had been offered by Minister Harmon if I were to resign as he insisted. I left the meeting with an understanding that I would return a call to Minister Harmon confirming my agreement to resign.”

The Commissioner said that a few days later he made numerous telephone calls and left several messages with his Secretary without any response to date. Duncan is currently facing charges of fraud following findings that he paid himself approximately $1M and allegedly conspired with Deputy Chief Executive Officer (DCEO) of the Guyana Power and Light, Mr. Aeshwar Deonarine, for an unapproved transfer of approximately $27M, both sums from the PetroCaribe Fund, into Deonarine’s personal bank account.

The govt.’s bureaucracy is expanding Government should not be acquiring any properties. It should be divesting itself of properties, as it did during the heyday of the privatization when state assets were disposed of by the government. At one time, the State in Guyana owned and controlled more than 80% of the economy, including its commanding heights, the sugar and bauxite industry. The rice industry was in private hands but the mills eventually came under state control and at one stage all rice to be exported had to be sold to the government. The state also had a big presence in the commercial sector with a number of companies, Guyana Stores,

GNTC etc. being owned and operated by the government. The state also was involved in the financial sector with banks, insurance and mortgage companies being owned and operated by the state. The state ran bankrupt. It was forced to shed ownership of state companies. This led to mass privatization with the state retaining an interest only in a few companies, including GUYOIL and the Guyana National Shipping Corporation. The government in 1991 embarked on an administrative rationalization of the public bureaucracy. It reduced the number of ministries which effectively shrunk the size of government

further. Even though the size of the bureaucracy has since expanded, the state has continued to divest itself of assets, including buildings. Governments have always been resistant to shrinking the size of the bureaucracy. They have resisted this because it is not easy to lay off workers in the process. It is politically unpalatable especially since the bureaucracy has been known to be used to create jobs for supporters of the government. Calling on a government to reduce the number of its ministries is like asking a man amputate his legs. The only way to force governments to reduce their public service payrolls is to begin by reducing the number of buildings. By limiting the number to buildings, government bureaucracy

cannot expand and is forced to contract its numbers. It now seems as if the APNU+AFC is hell bent on expanding the bureaucracy. There is demand for more space and in order to ensure that expansion is convenient the government is going the controversial route of compulsory acquiring properties with the intention of extending the offices of certain ministries or establishing new offices. This is a real danger in Guyana. Instead of shrinking, the public bureaucracy is becoming larger. Instead of fewer offices, we will soon be saddled with more government buildings, more staff, more overheads, more expenses and, as Guyanese like to say, less work. The government does not need to have more buildings. It needs to have less. It does

not need to be acquiring private property against the wishes of its owners. It does not need to acquire any new buildings. It needs to be divesting itself of certain buildings. The size of government needs to be smaller, not larger. The larger the government, the higher will be the cost of the works that it is undertaking. All over the world, companies are trying to reduce overheads associated with providing office space for workers. More and more companies are having employees work from home. This reduces the cost to the company. They do not have to provide office space, pay for telephone calls, electricity and utility staff such as security and cleaners. Major corporations have cut back on office space and introducing flexibility in the

Ann’s Grove miner buried alive at Puruni CH&PA experiences major “in-house” sabotage

A father of two was buried alive on Saturday following a mining pit cave-in at Rock Creek, Puruni, Region Seven. The dead man has been identified as Keron Wilson, 33, of Ann’s Grove, East Coast Demerara. Kaieteur News understands that Wilson and several other men were at the time working in the pit when it suddenly gave way. For the year, there were several persons killed as a result of mining pit collapses. On March 14, 19-year-old Trenton Sebastian of Kurukubaru in Region Eight was killed at Konawaruk, Mahdia, Backdam, Region Eight (Potaro-Siparuni), after the mining pit in which he was working collapsed, pinning him under slush. Reports are that Sebastian and four other miners were washing the walls of the mine while simultaneously, other miners were also clearing the area of

trees, when one of the walls of the pit caved in and pinned the teenager. Eighteen-year-old Ramal Williams, of 58 Miles, Mabura Road, was working in a mining pit at Konawaruk Backdam, Potaro when it collapsed on May 29, killing him. An inquiry into the deadly mining pit cave-in had found that the operator was negligent. In June, the company, Innovative Mining Inc., owned by businessman, Parmeshwar ‘Joe’ Jagmohan, came under investigations after it became know that a Russian geologist who was taking samples in a dug trench in Annamuri backdam, Mazaruni, Region Seven, died after the walls caved in. However, a Guyana Geology and Mines Commission (GGMC) investigator had journeyed to the area and reported that there was no negligence by the company.

- further “shuffling” underway The Central Housing and Planning Authority (CH&PA) has found the need to take further measures to promote development and integrity at the agency. Officials on CH&PA Board of Directors said that persons working at the Authority are deliberating trying to “cause strife.” Within recent weeks, Kaieteur News has been in receipt of complaints from several contractors to the effect that the Authority has been withholding money payable for projects that have been long completed. Many of the contractors say that they have been told that Chairman of the Board, Hamilton Green has been out of the country for a while and there is no one to sign their

cheques. “They told us that Hammy (Green) is out of the country on surgery and that is causing the hold up.” Kaieteur News has been able to contact Green who confirmed that he is indeed out of the country but denied that his absence can be a factor in the hold up. Green

said that he knew he was going to be out for a while so he ensured that the necessary measures were in place for the smooth running of the Authority. Green said that there is an acting Chairman in place and persons have been authorised to sign on his behalf. He said that he is in (continued on page 26)

working conditions of employees. We in Guyana are going in the opposite direction. We are employing more persons and having to find office space for them. This is one of the reasons why the government has to be looking to acquire private property against the wishes of the owners of these properties. Not only is the bureaucracy expanding but the privileges of office – benefitsare being increased. We have learnt nothing from the expansion of the bureaucracy in the 1970s. That expansion led to crash with thousands of workers having to be sent home when the government could no longer afford the public sector wage bill. During the debate of the first Budget of the new government, analysts pointed out that the number of government employees seemed to have increased. The government denied this and gave an unconvincing explanation. Well, if the number of government employees has not increased why is the government looking to acquire private property for public purposes, in the city?

City Hall checks three potential locations for Hadfield Street vendors City Council team in discussion over possible upgrades to Stabroek View

City Council team visits area currently being used by T&HD City Hall officials have identified three potential locations for vendors who are occupying the private property just behind Parliament Buildings. These locations were visited yesterday by a team of City Hall officials. The areas are the Stabroek Stelling, Stelling View (Donkey City) and the parking lot of the Ministry of Social Protection building on Water Street. The team comprised Deputy Mayor Sherod Duncan, Chairman of Markets Lionel Jaikaran, City Engineer Colvern Venture and several councillors from the Markets Committee. When the team arrived at the

first location, Stabroek Stelling, the area was already in use by the Transport and Harbors Department (T&HD) as a paid parking facility. However, the Chairman of Markets said the location would be ideal once fashioned to the needs of the municipality. However, the team was somewhat surprised to find out that the Stabroek Stelling was being used by the T&HD for paid parking. It was also revealed that the T&HD was renting space to a private company, Alabama Trading, which has a wholesale and storage facility within the T&HD building. It was also suggested that the vendors who occupy the Stabroek Wharf, could be

transferred to the Stabroek Stelling temporarily to facilitate the reconstruction of the dilapidated wharf. The Stabroek Wharf was slated to be reconstructed since January. However, City Mayor, Patricia Chase-Green, had indicated that the Council is still awaiting assistance from the Ministry of Public Infrastructure. The second location visited was Stelling View more commonly known as Donkey City. This area already houses several vendors, but it was suggested that the location be rehabilitated to accommodate more vendors. It was also noted that many of the vendors who have stalls at this location do

Family dissatisfied with police efforts to find missing fishermen It has been one week since 42-year-old fisherman Samuel Dabydeen and his step-son, Arjun Persaud, 23, disappeared during a fishing trip in Venezuelan waters. According to the Dabydeen’s sister Radica, since making the report at the Leonora Police Station, authorities have not made any positive contact with the family. “We are waiting. No one is telling us anything.” Radica said that her family needs all the help they can get to know what happened to Dabydeen who is her mother’s only son. The man’s sister said that the family is shaken up over the situation. “We sit there crying, no one tells us anything.” According to Radica, her brother, his step-son and another man, identified as Omadatt Basdeo, 32 left on September 27, 2016, to fish in Venezuelan territory. She said that only Basdeo returned from the fishing trip alive and based on his account, the trio were in a small boat and for

Missing Fisherman, Samuel Dabydeen some reason it suddenly flipped. Basdeo told the family that he drifted to Trinidad where he was rescued and sent back to Guyana. However, Dabydeen’s sister said that after speaking with Basdeo, no further contact has been made. “I get to hear the guy that survive gone in hiding. Since yesterday (Friday) he missing.” The survivor told Dabydeen’s relatives that during the mishap he clung to a jar which kept him afloat;

at that time he had no idea what happened to Dabydeen and his step-son since he was busy trying to save himself. Dabydeen’s sister said the uncertainty which surrounds her brother’s fate is heartbreaking since she lost her husband under similar circumstances and nothing was done to locate him. “My husband die in river too, doing the same fishing work, we never find him back. Now is like the same, we back to square one. History repeats itself.” Dabydeen’s mother last saw him on September 27 around 9:30hrs when he visited her before going on his trip. She had told Kaieteur News that although her daughters were aware of the mishap, they delayed telling her since she is of ill health. They finally broke the news to her on Wednesday evening. According to his sister, Dabydeen has spent his entire life as a fisherman and

is a very good swimmer. They hope that the man, who turned 43 yesterday, is still alive. The man’s sister said that Dabydeen even left fish for her to cook until he comes back. Radica said that ranks at the Leonora Police Station told the family to return to the station if they have any new information.

closer to the market or vend illegally, as vendors have said, persons do not come to shop at the location,” Venture said. Whilst there, vendors complained about the facilities which were in a deplorable state. When questioned about the condition of the area, the City Engineer said he was not aware of the issues raised by vendors. The third location was the parking lot of the Social Protection Ministry on Water Street. Although the location is currently in use by the Ministry, the team indicated that talks are ongoing in relation to the use of the area. It was also suggested that Lombard Street become a reversed one way from the corner of Princes Street and

traffic would then come down Water Street to access the city. This suggestion is geared at bringing customers to the vendors if this Water Street location is approved. The Chairman of Markets said that his committee will look at all aspects of the 3 locations before making a decision. He did note that Stabroek Stelling and Stabroek View, in his view, are the most suitable locations for the displaced vendors.

Without a trace:

Where are these seven people?

Every year, a number of people go missing, and the most frustrating cases are those where the investigators have virtually nothing to work with—situations where no one saw anything and no obvious explanation presents itself. It’s almost as if these people literally vanished into thin air. One such case occurred on June 8, 2011 where Basmattie Anantram went missing from her Seawell, Corentyne home. Today, five years later, there is still no word on the woman’s disappearance. Anantram reportedly disappeared after her partner had visited her from the United States of America. He’d reportedly heard that she was dating someone in the neighbourhood. He reportedly left Guyana a few days after a missing persons report was made to the police by the woman’s relatives. Another case happened on December 23, 2012, where Guyana Energy Agency (GEA) employee, LeVoy Taljit left his Anira Street, Queenstown home driving his Toyota Raum, PNN 8315. He has not been seen or heard from since then. Five days after his disappearance, his vehicle was found in a trail at Yarrowkabra, about a mile off the Soesdyke/ Linden Highway. Police had detained a 32year-old Soesdyke resident who reportedly confessed to

stashing Taljit’s vehicle on the highway. The man, who was in possession of the missing man’s debit card also allegedly admitted to selling Taljit’s phone for $40,000. He was however released after 72 hours, despite all the information the police had. The missing man’s father, Basil Taljit recalled that “he would normally leave home and come back, so we didn’t think anything. His mother called him later that day after he didn’t return… but no answer, so she kept calling him until the following day.” He said that after his son did not show up on the third day, he went to his workplace to enquire, and when he did not get any positive information, he made a missing report. After getting “no assistance” from the police, Mr. Taljit said that family members, with the assistance of a friend from one of the telephone companies, were able to determine the usage of LeVoy Taljit’s phone. “The person who had my son’s phone called a female and we were able to get the female’s number, and she told us who called her and we went to the house with a police, but the man (who hid his son’s car) was not there,” Basil Taljit said. He added that sometime later, the individual they were looking for showed up at the police station with his lawyer. According to the father, the man told the police that

Basmattie Anantram he and the GEA employee were friends and that LeVoy had visited him before he vanished and gave him the phone. “He said that my son went to him and told him that he and his family had story and that he was moving to Suriname.” Kaieteur News was told that after LeVoy Taljit’s car was discovered, the suspect then said that Taljit had given him his car, bank card and phone, which he later sold. “When we found the car he said that my son gave him the car and asked that he hide it, because he still owes for it, and the people will come and collect it,” Basil Taljit recounted. According to the father, a bank source informed him that money was withdrawn twice from his son’s account after he went missing. “This man confessed that he took out the money at two locations – Parika and Carmichael Street.”

Shawnette Savory Despite all of this information, the case of LeVoy Taljit appears to have gone cold. Another baffling disappearance occurred on August 09, 2013. Yesterday marked three years since Patriena Nicholson left a police location and vanished without a trace, leaving relatives still wondering about her fate.

According to information received, the policewoman had been dating taxi driver, Royston Waldron, the prime suspect in the murder of secondary school teacher, Nyozi Goodman, whose skeletal remains were found in a bushy lot at Pattensen, East Coast Demerara weeks after she went missing. Teachers back to the classroom after a week of fun! Teachers all across the country are returning to school today, after a welldeserved week of fun and relaxation to mark Teachers Week. In Linden, some teachers took the opportunity, to let their hair down, kick up their heels and cook up a storm! Some of the more fun activities they engaged in were a concert at the LICHAS Hall on Wednesday, fun day and cookout on Thursday, a rally on Friday and Karaoke on Saturday night at the popular L@L Lounge on Green Heart Street. The fun day and cook out at Rasville on Blueberry Hill saw both male and female teachers donning casual outfits as they danced to popular music. Cooking was done in the traditional ‘bush cook’ style, using coal pots and fireside. Some sumptuous meals prepared included curried chicken and

roti, ‘shine rice’, cook up and barbeque just to name a few. On Friday several of the teachers took to the streets

A welcome break from work dressed as school children in uniforms, complete with socks and ribbons. And it was gyrations

galore as they wended their way down Republic Avenue and into the Mackenzie Sports Club Ground where the

schools were judged. Other activities for the week included a Church Service and Symposium.

The teachers received maximum support from the Education Department and other stakeholders in Linden.

Spending $$ Spree …

President Carmona uses $$ on travel, jewelry Trinidad Guardian Taxpayers have spent more on vacation travel for His Excellency, President Anthony Carmona and his family, than for official travel. The Sunday Guardian obtained documents, detailing specific payments dating back to March 18, 2013, from the Office of the President. These documents showed that the Office of the President and The President’s House spent $11.6 million on Official Entertainment, $2.9 million on Hosting Conferences, and approximately $3.4 million on Overseas Travel since that time. Of the figure for overseas travel, approximately $1.2 million was spent on official travel, while approximately $2 million was spent on vacation travel for Carmona and his family. Both figures for travel include allowances for security detail and personal assistants. Carmona’s official travel was more frequent, with trips to Howard University, Bolivia and conferences on the Foreign Corrupt Practices Act and the 15th conference of Presidents and GovernorsGeneral in the Caribbean. However, vacation trips to Grand Cayman, Panama, Grenada, Scotland and the Bahamas were more costly, with a payment of $441,981.34 being made to Carmona in December 2015 for cost of vacation travel to the Cayman Islands. Of the overseas travel expenditure incurred, Savitri Singh, who bears a similar name to President Carmona’s mother-in-law Savitri Seeteram Singh, received allowances of over $300,000 to accompany the Carmona family on several overseas trips, including $78,781.09 to accompany the family on vacation to the Bahamas. Singh also received payment of a -salary of around $14,000 monthly from the Office of the President from May 2013 to January 2014. A payment of $13,542.54 for “domestic services” to Singh was issued in April 2013. The Sunday Guardian was unable to confirm whether Savitri Singh and Savitri Seeteram Singh were the same person. On September 28 Carmona responded to the public discourse during a press

President Anthony Carmona conference hosted at the Office of the President. Carmona was expected to respond to questions about alleged purchases of wine, jewelry, the Auditor General’s report, the meeting with National Security Minister Edmund Dillon, and the allegation that a close relative had been hired as staff for the Office of the President. Carmona told reporters the purchase of wine with the President’s seal on the label resulted in savings for taxpayers and said Prime Minister Dr Keith Rowley had approved of his meeting with the minister. The claim of $2 million in jewelry purchases were denied by Carmona and further remained unsubstantiated when compared to documents received by the Guardian, which showed payments to Anton’s Gold Rush for items such as a $3,000 baby bracelet gift for staff and a necklace. Jewelry purchases were also made from Zina’s jewelry, including $22,927 for jewelry given as gifts. A $4,000 payment to Wonderful World for gift cards was also recorded in the expenditure. While Carmona claimed to have saved approximately $30 million of taxpayers’ dollars in the past three years, the actual expenditure for Head

01, President, in the Annual Draft Estimate of Expenditure has been steadily increasing. In 2010, the actual expenditure was $18,235,425. This decreased to $17.4 million in 2011, then increased to $18.8 million in 2012, with a further increase to $20.4 million in 2013. In 2014 the actual expenditure was just over $25 million. Attempts to question Carmona during a press conference on September 28 were futile as Carmona did not take questions. Calls to Carmona’s communications adviser Theron Boodan went unanswered and Boodan did not respond to three voice messages left on his cell phone. Boodan also did not respond to two emails or messages left with staff at the office of the President up to late Saturday night. Another attempt to ask Carmona about the expenses was made on Friday, following the funeral of former independent senator Allan Alexander SC, but Carmona was not available to answer questions. Questions submitted to the Office of the President via email: Is the Savitri Singh who received salary payments from the Office of the President a relative of His Excellency President Anthony Carmona? Mrs Singh has been noted as being paid for three different services by the office of the President including Domestic Services and Personal Assistant. What is Ms Singh’s function at the Office of the President? There are a number of entries in the accounting for President’s House relating to purchase of jewelry, eg, gifts for staff in the form of a baby bracelet? Is this normal expenditure for the Office of the President? A look at the Overseas Travel vote for President’s House from March 18 to today shows that expenditure for vacation travel surpassed that for official travel.

North Carolina floodwaters, death toll rise as Matthew heads to sea CAROLINA BEACH, N.C. (Reuters) - Raging North Carolina rivers still rising after Hurricane Matthew threaten up to a week more of death and destruction, the state’s governor said yesterday as the storm’s remnant headed out to sea, leaving a path of carnage from the Caribbean up the U.S. Southeast coast. Matthew, the most powerful Atlantic storm since 2007, was downgraded to a post-tropical cyclone yesterday after its rampage through the Caribbean killed more than 900 people in Haiti. In the United States, the death toll rose to 17 people, and more than 2 million U.S. homes and business lost power. With five people reported missing and rivers rising, North Carolina Governor Pat McCrory said he expected more deaths. Eight people in

the state have died so far, he said, raising the count by one, and several rivers are swelling to records and will not crest for days. Many coastal and inland communities were still under water, either from coastal storm surge or overrun rivers and creeks, and dangerous conditions existed from downed power lines and damaged homes. All 2,000 residents of Princeville, the oldest town in the United States incorporated by African Americans, were told yesterday afternoon to evacuate due to the risk of flash floods. Deputies went from house to house to spread the word about the mandatory order. Several dams have breached in the area around Cumberland County, south of

North Carolina floodwaters, death toll rise as Matthew heads to seas Raleigh, Michael Martin, fire marshal for the city of Fayetteville, said by phone. “Hurricane Matthew is off the map, but it is still with us and it is still deadly,” Governor McCrory said, forecasting a week of “life and

death” threats. The storm still packed hurricane force winds as far as 90 miles (150 km) from the centre and tropical-stormforce winds 240 miles (390 km) away. In Virginia, where more than 300,000 customers lost

power, the city of Norfolk declared a state of emergency and urged its citizens to remain off the road, while the city of Virginia Beach closed all parks, recreation centers, libraries and the Virginia Aquarium.

Western-backed coalition under pressure over Yemen raid Reuters - An air strike on a funeral gathering, widely blamed on Saudi-led warplanes, poses more trouble for a Western-backed Arab campaign against Yemen’s Houthis that has long been criticised for civilian losses. The White House announced an immediate review of Washington’s support for the 18-month-old military push after planes hit mourners at a community hall in the capital Sanaa on Saturday, killing 140 people according to one U.N. estimate and 82 according to the Houthis. The statement from Riyadh’s main ally, noting for

Forensic expert the second time in as many months that U.S. support was not “a blank check”, sets up an awkward test of a Saudi-

U.S. partnership already strained by differences over wars in other Arab lands. The reproach also

Nigerian judges probed as part of anti-corruption drive - presidency Reuters - Raids targeting senior Nigerian judges carried out by the country’s security agency were part of an anticorruption drive and were not an attack on the judiciary, a spokesman for President Muhammadu Buhari said yesterday. The Department of State Services (DSS) on Saturday said it seized $800,000 in cash found during raids on the judges’ premises that were conducted in the last few days. It said the judges were from the supreme, appeal and high courts. Buhari, a former military ruler, returned to power last year after winning an election largely fought on his promise to crack down on corruption. Since taking office he has vowed to recover “mind-

boggling” sums of money stolen from public coffers. But his critics have accused him of mounting a witch-hunt against political opponents. “President Buhari remains a committed democrat, in words and in his actions, and will not take any action in violation of the constitution,” his spokesman, Garba Shehu, said in a statement. “The recent surgical operation against some judicial officers is specifically targeted at corruption and not at the judiciary as an institution,” he added. Shehu said Buhari respected the judiciary and did not seek to undermine its independence, adding that the DSS assured the president that the relevant search and arrest warrants were obtained before the searches were conducted.

indirectly hands a propaganda win to Riyadh’s arch rival Tehran, a Houthi ally that has long seen the Sunni kingdom as a corrupt and domineering influence on its impoverished southern neighbour, diplomats say. Sources in the Saudi-led coalition denied any role in the attack, but Riyadh later promised an investigation of the “regrettable and painful” incident, with U.S. expert advice. The move was apparently aimed at heading off further criticism of a military campaign already under fire for causing hundreds of civilian deaths in

apparently indiscriminate attacks. “There will be pressure on the campaign,” said Mustafa Alani, a security analyst close to Saudi Arabia’s interior ministry. While the coalition followed very careful rules and understood human rights concerns, “there will now be pressure to end the whole operation, or to restrict the operation”. An estimated 10,000 people have been killed in the war and the United Nations blames coalition strikes for 60 percent of some 3,800 civilian deaths since they began in March 2015.

More than 900 And Counting:

Death toll in Haiti from Hurricane Matthew keeps rising PORT-AU-PRINCE, Haiti – Days after Hurricane Matthew lashed Haiti, leaving widespread devastation, the death toll more than 900. After being unable to establish communication with some of the hardest-hit towns, aid is finally beginning to arrive for the affected areas. Reuters reports that at least 877 people have been killed in the devastating hit by Hurricane Matthew, which clobbered the Caribbean country on Tuesday. Aid officials have reported that almost 90 percent of some areas of Haiti’s south had been “completely destroyed,” according to BBC News. Authorities were also especially concerned about the department of GrandAnse on the northern tip of the peninsula, where they believe the death toll and damage is highest, the Associated Press reported. The death toll officials reported did not include Grand-Anse or other nearby areas.

Haitian officials said more than 28,000 houses have been damaged so far but assessments are only in the initial stages. Reuters reports that many were killed by falling trees, flying debris and swollen rivers. Jean-Michel Vigreux, country director for CARE Haiti, said 80 percent of the buildings were destroyed in the town of Jeremie, in Grand Anse. “All phone lines and electricity are down. Access is completely cut off, and everyone is running out of food and money. The bank is offline. Everyone is very shaken up,” he told the Miami Herald. “We don’t have any contact with Port-au-Prince yet and there are places we still haven’t reached,” Civil Protection agency official Saint-Victor Jeune told the Associated Press. Clinics began to overflow with patients whose injuries included broken bones that had not been treated since the storm hit, reports Reuters.

Cholera also began to take a toll, killing at least seven people in the town of Ansed’Hainault. Another 17 cases were reported in Chardonnieres. At least 178 schools have been damaged or destroyed, according to Haiti Libre. At least three towns reported dozens of people were killed in the hills and on the coast of Haiti’s western tip, including Chantal, a farming village where the mayor said 86 people died, Reuters also reports. The government has estimated at least 350,000 people need some kind of assistance after the disaster, which U.N. Deputy Special Representative for Haiti Mourad Wahba has called the country’s “largest humanitarian event” since the devastating earthquake of 2010. Haiti’s biggest banana growing region, Arcahaie, saw about 80 percent of its banana crops destroyed by winds and flooding, according to the Miami Herald.

From page 9 constant communication with Authority and was not made aware of any such issue. Nevertheless, Kaieteur News continued to receive complaints. When contacted, Ronald Ali, the acting Chairman who said that he was not aware of the issue. He confirmed that persons have indeed been authorised to sign cheques on Green’s behalf. However, Board Member Mark Jacobs said that “we are experiencing internal sabotage.” The Board Members said that there are certain politically aligned employees attached to CH&PA who are trying to “frustrate some contractors.” He said that this is supposed to be a case of hitting two birds with one stone as he feels that the aim is also to “make the Board look bad.” Jacobs said that the truth of the matter is that cheques for small contractors do not even have to pass through the Board.

He said that once these works are inspected and certified as being up to standard, payments are supposed to be made. However, some documents “are being ducked.” “They are just out to frustrate the process.” Jacobs said that the Board has found it necessary to do some performance evaluation and “some shuffling is needed.” The Board Member said that it is imperative that options for greater productivity be considered. “We have a service to provide to the nation, we all have our part to play. We just cannot allow a few to try to cause trouble and frustrate contractors.” Jacobs indicated that the contractor issue is not the only one of this nature that has been brought to the attention of the board. He said, “It is a lot of things we have to deal with.” Jacobs told Kaieteur News that the Board has seen the benefit of appointing

“professionals” to the top key positions. He said that a new Project Manager, Kennard Dazzel, has been hired. According to Jacobs, Dazzel is a Civil Engineer and a certified Project Manager. He said that the Authority has seen a change since his appointment. Dazzel is now doing the work that used to be done by a Superintendant of Work, Site Engineer and a Project Director. He said that the new Project Manager now covers all those portfolios and has so far proven effective. Jacobs said that the Authority needs more persons who are professional, do not have political bias and just want to contribute in a meaningful way, “so we need to shuffle.” Back in June, contracts for nine persons attached to CH&PA were terminated by the Board following alleged theft and poor quality work being done on the Ministry of Housing’s 1000 Homes’ project.

Germany’s Merkel, on first leg of Africa trip, pledges help for Mali Reuters - German Chancellor Angela Merkel pledged more support to fight against drug and people smuggling from Mali, on the first day of a trip to Africa where she will try to work towards curbing future waves of migration and to repair her reputation at home. She gave no details on what form the support would take. Merkel, who has yet to declare if she will seek a fourth term as chancellor next year, has seen the popularity of her conservatives slump after her move last year to allow almost one million migrants - most from the Middle East - to enter Germany. Mali is among the top 10 countries of origin for migrants arriving in Italy this year, the International Organisation for Migration says, and smuggling routes for migrants from other parts of West Africa also cross its desert spaces.

Angela Merkel Merkel, who visits Niger today and Ethiopia tomorrow, did not say whether Germany would also provide more helicopters for the United Nations’ MINUSMA mission in Mali. Germany has more than 500 soldiers in Mali. Merkel said Germany would intensify its support for the agriculture sector as well as for the security of the northern part of the country, where Islamist groups are still active.

She told reporters after meeting President, Ibrahim Boubacar Keita: “We have a strong interest in stabilising the country.” “We want to contribute to the stabilisation of Mali.” The Malian army is still largely absent from Mali’s desert north despite a peace agreement signed last year that aimed to speed its return, placing great pressure on MINUSMA forces to keep roaming militias and Islamist militants at bay. Merkel has described Africa, with its population of 1.2 billion, as “the central problem” in the migration issue, and last month said the EU needed to establish migrant deals with north African countries along the lines of a deal with Turkey. Under a pact with the EU, Ankara has agreed to take back all migrants and refugees who cross the Aegean to enter Greece illegally, including Syrians.

Santos to donate Nobel prize money to Colombia conflict victims Bogota (AFP) - Colombian President Juan Manuel Santos announced yesterday that he would donate his $925,000 in Nobel Peace Prize money to victims of the conflict that has roiled his country for half a century. Accompanied by his wife and children, as well as several members of his cabinet, the winner of this

year’s Nobel Peace Prize for his efforts to broker a peace deal with the Revolutionary Armed Forces of Colombia (FARC) said the funds would go toward “projects, foundations or programmes that deal with victims and reconciliation.” “We’re going to persevere, we will persist, persist, persist and persist

until we implement the agreement that was signed” with the FARC guerrillas, Santos said adding: “if we have to make adjustments to what we have already agreed, we will make those adjustments.” The Colombia leader was speaking after a religious ceremony to dozens of (continued on page 28)

IMF praises Eastern Caribbean for tackling correspondent banking issues WASHINGTON - CMC – Managing Director of the International Monetary Fund (IMF), Christine Lagarde, has praised the Eastern Caribbean Central Bank (ECCB) on its effort to address problems related to the withdrawal of international correspondent banks. In an address at the ‘High-Level Seminar on the Latest Trends in Correspondent Banking Relationships Seminar’ Lagarde said the issue does not only impact governments and financial institutions negatively, it also has an impact on the flow of remittances, adding that if not addressed, this issue could among others, have an effect on financial stability, inclusion and growth as well on development goals.

She pointed to what she referred as the “bold steps” taken by the Eastern Caribbean Currency Union (ECCU) to consolidate their national AML/CFT regulatory bodies into one regional operation under the ECCB. “That’s a way to address the issue,” noting that the challenge for many countries “is not so much the legal framework, but actually the implementation of the AML/CFT (Anti-Money Laundering/Combating the Financing of Terrorism)frameworks”. The IMF chief said while several IMF member states already have the legal framework in place, they lack the technical capacity to enforce the measures. During the seminar , ECCB Governor, Timothy Antoine, painted a stark picture of the negative impact the

Christine Lagarde withdrawal of international banks has in the Caribbean. He said it is becoming extremely difficult for governments, financial institutions, companies and individuals in some countries to execute international transactions.

CARICOM saddened by death, destruction caused by Mathew

Caribbean Community (CARICOM) Secretary General, Irwin La Rocque, weekend expressed “deep sadness” at the loss of lives in Haiti and other Caribbean countries following the passage of Hurricane Matthew last week. The storm, which has been described as one of the most powerful to hit the Caribbean in a decade, has been blamed for nearly 900 deaths in Haiti amid fears that the death toll could increase as search and rescue teams make their way to areas that were once inaccessible. “The Caribbean Community (CARICOM) expresses its solidarity with the governments and people of the many states affected by Hurricane Matthew, a hurricane of exceptional strength, as it swept through the region “La Rocque said noting that the hurricane had affected countries like Barbados St. Vincent and the Grenadines, St. Lucia, Dominica, Haiti, Jamaica, The Bahamas, and the Turks and Caicos Islands. He said it had also affected Cuba and Dominican Republic “and left in its wake

Irwin La Rocque significant loss of life, property and infrastructure. “To date, Haiti has been the most seriously affected with more than 900 deaths, thousands displaced and widespread flooding and devastation in parts of the country raising concerns about a resurgence of cholera. “Moreover, the full scale of fatalities and destruction has not yet been assessed as the isolation of the most affected areas has been

exacerbated by the damage of key road and the communications infrastructure” La Rocque said, adding “we are also concerned about reports of extensive damage in The Bahamas”. He said the CARICOM response is being led by the Barbados-based Caribbean Disaster Emergency ManagementAgency (CDEMA) which has been working with national relief organisations to assess damage, determine priority needs and provide relief. La Rocque said he has also been in discussions with the leadership of the countries affected as well with the Executive Director of CDEMA as the “Community faces this serious and recurring challenge”. La Rocque said that the passage of Matthew underlines once again the vulnerability of Caribbean Small Island Developing and Low Lying Coastal States (SIDS) to the vagaries of climate action and the reversals they bring to sustainable development efforts. Immobile brings Italy back Anti-doping officials say IOC declaration is insufficient from brink against Macedonia BERNE (Reuters) The umbrella organisation representing national antidoping agencies (iNADO) has complained about “troubling omissions” in the IOC’s latest proposal to catch and sanction cheating athletes. INADO said the declaration produced by the IOC after a meeting of world sports leaders on Saturday had failed to directly mention the issue of state-sponsored doping in Russia or condemn cyber attacks by the so-called Fancy Bears group. The IOC promised more power and funding to the World Anti-Doping Agency (WADA), following the meeting held behind closed doors in Lausanne. It proposed that testing of athletes should be carried out by a new agency within the WADA framework, while sanctions would be decided by the Court of Arbitration for Sport (CAS). WADA itself must now decide whether to approve and implement the measures. INADO, which represents the national anti-doping agencies of 59 countries, said that the IOC’s five-page declaration included some “constructive principles” but these had been overshadowed by the failings. “The IOC’s track record since the release of the McLaren Report has only confounded the global anti-doping system,” said iNADO’s chief executive Joseph de Pencier. “With this latest declaration, the IOC only comes part way to restoring its credibility for the clean athletes of the world.” The McLaren report was one of two commissioned by

International Olympic Committee (IOC) President Thomas Bach (L) shakes hands to IOC Director General, Christophe De Kepper. (REUTERS/Fabrice Coffrini/Pool) WADA in the last year which revealed widespread statesponsored doping in Russian sport. “There is nothing explicit about state-sponsored doping in Russia, or about the moral responsibility of the IOC to push Russian sport and sport leaders to necessary cultural change in that country for genuinely protecting clean sport,” said iNADO. There was also “nothing acknowledging the findings of the McLaren report as demonstrable facts and not mere allegations,” it added. It also said that there was “nothing deploring the Fancy Bear cyber-attacks (which, of course, started against the IOC’s Rio ADAMS account and not against WADA) and the illegal abuse of the privacy of clean athletes.” The private medical data of more than 100 athletes

have been published by the hackers. INADO also expressed doubts about the proposal for testing to be carried out within the WADA framework. “It would be a clear conflict of interest for WADA to do so and then regulate its own operations,” it said. However, it welcomed proposals to make anti-doping more independent, improve support for whistleblowers and standardise testing. “The IOC has taken some steps in the right direction – but other steps are needed urgently,” it said. “If, as expected, the second report from Professor Richard McLaren details considerably more conclusive evidence of the corruption of Russian anti-doping, then it will be even clearer that the IOC has much more to do to protect clean athletes.”

Fifties from Chanderpaul, Savory ... From page 29 he was on 12 and the score on 103-3 and clearly he had not heard or understand when Shiv Chanderpaul, who played three matches for Essequibo, would say 'if you keep the ball on the ground you can't be caught'. The other major threat was Ricardo Adams, known for his big hitting but prone to giving it away when well set in the 40s. Yesterday he struggled to get the ball away before he was removed by Looknauth for a nine-ball duck to leave the score on 1044. With their three most accomplished batsmen back in the Pavilion not even the Sunday afternoon music from the House just beyond the Northern Boundary could wipe away the pessimistic mood their careless dismissals

had evoked. Anthony Adams was having a good match and after his 10-wicket haul he was stroking the ball well but when Royan Fredericks was dismissed, Adams was running out of partners as poor shot selection caused the demise of batsman after batsman. But the baffling decisions of West Demerara Skipper Akshay Persaud set tongues wagging among the spectators. His decision to ask (or allow) Reifer to bowl some innocuous left-arm spin when there were two other specialist left-arm spinners in the side including the Captain himself, were both strange and disrespectful to a match at this level. Reifer had bowled eight overs of seam before, making the contest in a farce, bowled

seven overs off spin without success after Chinkoo (9) had meekly pushed a catch to short cover his second over of spin to leave the on 155-7. Kheshram Seyhoen (2-2) took the first wicket to fall in 13 overs when he trapped Kevon Gordon (12) LBW in his first over after Persaud pulled Reifer out of the attack. But by then the eight wicket pair had posted 25 runs in an eventual losing cause. Defending One-day champions Lower Corentyne won the League and the $500,000 first prize but the West Demerara Management team would not be too pleased at what transpired on the last day despite the runners-up finish and Chanderpaul's award for the most runs in the League and the outstanding all-round work of 21-year-old Shepherd.

(Reuters) Italy’s Ciro Immobile scored twice in the last 15 minutes to earn a 3-2 win in Macedonia in Sunday’s World Cup qualifier after the four-times champions appeared on the brink of a humiliating defeat. Macedonia led 2-1 after Ilija Nestorovski and Ferhan Hasani scored in a threeminute second-half spell and threatening a third goal when Immobile struck the equaliser in the 75th minute. The 26-year-old then headed the winner in the second minute of stoppage time as Giampiero Ventura’s team breathed a huge sigh of relief, although critics will still want to know why they struggled for long periods. Andrea Belotti had given Italy a first-half lead with his first international goal but, even at that point, Italy looked wobbly. Italy, second on goal difference behind Spain in Group G with seven points from three games, extended their 10-year unbeaten record in European and World Cup qualifiers to 53 matches. Hapless Macedonia were left still without a point. “These things happen when you have so many young players on the pitch, but I am still convinced about their quality,” said Ventura. “We showed great character to turn the game around.” Italy made five changes from the team which drew 1-1 with Spain on Thursday with Marco Verratti brought in to pull the strings in midfield. Macedonia started brightly and nearly went ahead when Nestorovski thumped a dipping shot against the underside of Gianluigi Buffon’s crossbar.

Bisping defeats Henderson to retain UFC ... From page 31 decision was announced. For Henderson it was to be his last professional fight and while he will be remembered as a UFC great, he goes into retirement without ever having won a belt in mixed martial arts’ largest and most prestigious circuit. “Fortunately for you guys, this is the last time that anyone will see me fight live,” he said. “I appreciate all the support throughout the years, I gave my heart and soul to this sport, and fans like you... made it worthwhile.”

Italy’s Ciro Immobile celebrates after scoring a goal against Macedonia in the 2018 World Cup Qualifying European Zone - Group G match. (REUTERS/Ognen Teofilovski) Macedonia goalkeeper Martin Bogatinov made his first save to block an Immobile shot in the 23rd minute and Italy went ahead from the resulting corner, Belotti volleying home after he was left unmarked at the far post. But the visitors fell to pieces midway through the second half. A dreadful Verratti pass went straight to Nestorovski who advanced, made room and beat Buffon with a low drive from the edge of the area. Almost immediately, another mistake sent Macedonia on to the attack again. This time, Nestorovsky’s shot was blocked but the ball ran loose to Hasani who fired a low shot past Buffon, again from the edge of the area. With Italy rocking, Buffon fumbled a long-range Besart

Ibraimi shot, but the ball was cleared, then made a good reflex save to stop Daniel Mojsov’s close-range header. Italy’s equaliser came out of the blue when Immobile turned in Antonio Candreva’s low cross. As Italy’s confidence flooded back, Marco Parolo had a goal disallowed and Immobile won the game when Candreva chipped over another cross and he stole in at the far post to head the ball past Bogatinov. Lower Corentyne hammer Bangladesh humble England to level ODI series West Berbice to lift Inaugural Franchise title

Bangladesh celebrates as Jos Buttler is given out after a review, Bangladesh v England, 2nd ODI, Mirpur, ©Getty Images (Reuters) Bangladesh thumped England in a bowlerdominated contest after home skipper Mashrafe Mortaza’s all-round brilliance secured their series-levelling 34-run victory in the second one-day international on Sunday. Mortaza blasted 44 runs off 29 balls and then returned to marshal his bowlers intelligently while claiming 429 himself as England collapsed for 204 in 44.4 overs. Jos Buttler (57) and Jonny Bairstow (35) provided the only resistance in an otherwise spectacular England batting collapse chasing a modest 239-run victory target. Put in to bat, Bangladesh had slumped to 39-3 in the 14th over but Mahmudullah’s 75 and Mortaza’s breezy knock helped the hosts recover and put on a competitive 238 for eight at Mirpur ’s Shere Bangla

National Stadium. Chris Woakes came up with a double strike to vindicate Buttler’s decision to field at the venue of their 21run victory in Friday’s series opener. Woakes dismissed Imrul Kayes (11), who struck a blistering century in the previous match, and Tamim Iqbal (14) as Bangladesh suffered a top order collapse. Mahmudullah added 50 runs with Mushfiqur Rahim (21) and raised 48 with Mosaddek Hossain (29) but wickets kept tumbling at regular intervals. Mortaza hit three sixes in his brisk knock before running himself out in the final over of the innings. The paceman then returned to lead by example. Mortaza dismissed James Vince, Jason Roy and Ben Stokes, while left-arm spinner Shakib Al Hasan sent back Ben Duckett to reduce

England to 26-4 inside 10 overs. Buttler and Bairstow added 79 runs to try and put the chase back on track when Taskin Ahmed (3-47) ripped the heart out of the England lineup with some impressive fast bowling. The lanky paceman dismissed Bairstow and then virtually killed o f f t h e contest when he ended Buttler’s run-a-ball-knock before sending back Woakes in his fiery spell. Adil Rashid (33 not out) and Jake Ball (28) offered some late resistance but it was not enough in the end. The teams move to Chittagong for the third and final one-dayer on Wednesday. Scores: Bangladesh 238 for 8 (Mahmudullah 75, Mashrafe 44) beat England 204 (Buttler 57, Mashrafe 4-29, Taskin 347) by 34 runs.

Lower Corentyne, which is also made up of New Amsterdam/ Canje and East Bank Berbice, took less than two hours to blow away a feeble and disorganized West Berbice unit for a paltry 174 as they confirmed their position as winners of the Inaugural eight teams Jaguar Franchise Cricket League Competition. Resuming on their overnight 122-2 with Leon Andrews and Rafael Estradio at the crease, the West Berbice unit fell apart. There were no real resistances as they capitulated to a disgraceful 174 to lose by an innings and 302 runs. Like in the first innings none of the batsmen seemed capable of mounting a fight. With just two runs added to the overnight score and the score on 124, they lost two wickets. It was a pedestrian affair as the rest of the wickets falling at regular intervals without much resistance. Andrews resuming on 77 not out was looking good and closing in on a century. He batted

his way to 91 before he gifted his wicket away with a wild shot to be caught at mid-off. Quesi McPherson made 18(3x4) and Collis Butts 9 featured in a 25 runs stand for the eight wicket. Bowling for Lower Corentyne Jonathan Foo took 5 for 47, while Devon Clements picked up 4-29, while Veerasammy Permaul took the other wicket to fall. Earlier, on the first day West Berbice were easily rolled over for 174 with Estradio 55,Andrews 39, Steffan Adams 18 and Brenthnol Woolford 17. Bowling for Lower Corentyne Permaul lead the way with 4-56, Kassim Khan 3-38, pacer Raun Johnson 2-57, while Royston Crandon took 1. Lower Corentyne in response galloped to 285-3 by the end of the first day with Kandasammy Surujnarine unbeaten on 127 and Seon Hetmyer undefeated on 51. The two batsmen flayed the West Berbice bowling on the second day with classy double hundreds. Hetmyer 215 and Surajnarine

212 lead their team to 648-9 declared for a lead of 478. Royston Crandon contributed 51, Jonathan Foo 42, Gajnanad Singh 26, Suraj Ramsarran 19 and Clements 18. Strangely, despite bright sunshine the game began after lunch due reportedly to overnight rain which penetrated the porous covers, an embarrassment for a competition of such standard. At the presentation ceremony that followed, there were speeches by President Dru Bahadur, Secretary Anand Sanasie and Competitions Committee Chairman Colin Europe. The Lower Corentyne Squad, which was led by Royston Crandon, received the winning cheque of $500,000 and trophy from Secretary Anand Sanasie. The team was coached by former national Player Andre Percival, while former Berbice player Quesi Maltay was the manager. (Samuel Whyte)

South Africa clinch fourth straight ODI win over Australia (Reuters) South Africa secured a fourth successive one-day international victory over Australia as captain Faf du Plessis top scored with 69 runs in a six-wicket win on Sunday. South Africa had already clinched the five-match series with one encounter left to play in Cape Town on Wednesday. Kyle Abbott took four wickets as Australia were bowled out for 167 in just 36.4 overs, leaving South Africa with a modest target to chase. They did so successfully, reaching 168 for the loss of four wickets in 35.3 overs. In the three previous ODIs, South Africa’s batsmen dominated the inexperienced Australian attack but on Sunday it was their bowlers who took centre stage. Abbott bowled both Aaron Finch and David Warner in his opening two overs and finished with 4-40 in his first game of the series. Wrist spinner Tabraiz Shamsi, making his home debut, took 3-36 as six Australians were dismissed leg before wicket, equalling the record number of lbw dismissals in an ODI innings. Mitchell Marsh scored 50 before becoming the sixth wicket to fall while wicket keeper Matthew Wade’s

Kyle Abbott finished with 4 for 40, South Africa v Australia, 4th ODI, Port Elizabeth, ©AFP contribution of 52 helped add 46 runs for Australia’s ninth wicket. In reply, South Africa were two wickets down for 29 runs before Du Plessis and JP Duminy steadied the ship and set them on course for a potential clean-sweep of the series. Du Plessis was patient, although he should have been out on 17 when Adam Zampa spilled a simple catch. Rilee Rossouw finished 33 not out, thrashing the winning runs through the covers. Scores: South Africa 168 for 4 (du Plessis 69, Rossouw 33*) beat Australia 167 (Wade 52, Marsh 50, Abbott 4-40, Shamsi 3-36) by six wickets.

Fraser survives Klautky to cop Murray battles past Dimitrov to clinch China Open title Bakewell Junior Open Girls U-14 title

Bulgaria's Grigor Dimitrov and Britain's Andy Murray hold their trophies after their match. (REUTERS/Thomas Peter) (Reuters) Andy Murray outgunned Bulgaria's Grigor Dimitrov 6-4 7-6(2) in the final of the China Open on Sunday to claim his 40th career title and continue his pursuit of the world number one spot. Murray closed out the match in an hour and 57 minutes to become the 16th player to win 40 ATP titles. The Briton is now 1,555 points behind Djokovic in the race to end the year as number one and has plenty of points to play for in Shanghai, Paris and the London Tour finals. Djokovic did not defend his title in Beijing because of an elbow injury but is expected to play in Shanghai. It was Murray's fifth title of what is turning out to be his best year, having reached

the Australian Open final, French Open final, winning Wimbledon and the Olympics. "It's been the most consistent year of my career, getting to the latter stages of most of the events I have played," Murray told Sky Sports after dispatching Dimitrov. "Today's match was a very high-level match. Grigor fought right to the end and made it extremely tough to finish it in two sets. I'm very happy with the way that I have played the last couple of matches. I will look forward to Shanghai now." Murray took the first set and looked set to serve out the second when leading 5-4 before Dimitrov forced a tiebreak.

The 29-year-old, who did not drop a set in Beijing, earned an immediate minibreak and never looked back. "Andy's pretty much the greatest player this year. He's been winning a lot and has a lot of confidence. He obviously knows how to move well on the court. All the credit to him," Dimitrov, who has lost three finals this year, said. Murray will be seeking his third Shanghai title next week where he has a first-round bye. His first match will be against either American Steve Johnson or Slovakian Martin Klizan. Defending champion Djokovic faces a secondround clash with Italy's Fabio Fognini.

Fraser appeared to be the slow starter in the match to immediately go down to Klautky 0-1 in the Bakewell Junior Open Tennis tournament. Both players seeming to lack a commanding serve then traded service breaks until Fraser held serve to go up 3-2. She then broke Klautky to take the set at 4-2. In the second set Fraser again lost her first serve to once again trail 0-1. Klautky then held serve to go up 2-0 but Fraser clearly had a burst of energy with increased angled approach shots winning three straight games to pull ahead at 3-2. Klautky then maintained good standing with a flurry of solid groundstrokes at game points to hold serve to level at 3-3 and break again to go up 4-3. But Fraser broke back to force the tie breaker. Both players improved their consistency dramatically trading points to 6-6 when Fraser made a crucial double fault that boosted the confidence of Klautky who won the point thereafter and the set at 5-4(8-6) to force the third set tie breaker. In the third set tie breaker it was clear that both players were not mentally strong to take opportunities. However, being up at 5-4 Fraser became overconfident and aggressive which led to many unforced errors at the net giving Klautky three critical points to go up 7-5. But Fraser’s crosscourt forehand once again traded grief for the next four points to go up 9-7 as Klautky became visibly frustrated at her weak service game. After Klautky managed to win one point, Fraser was

Bisping defeats Henderson to retain UFC middleweight belt (Reuters) Middleweight champion Michael Bisping finally avenged the most devastating loss of his career by claiming a close decision victory over Dan Henderson in a thrilling title fight at UFC 204 in Manchester on Saturday. Hometown favorite Bisping finished the brutal five-round battle with his face swollen and bloodied after he flirted with disaster against his veteran American opponent before finally retaining the belt thanks to the judges scorecards. The 37-year-old won the title in sensational fashion in June, stepping up to fight Luke Rockhold at short notice at UFC 199 and knocking him out in the opening round to become the first British UFC

champion. He immediately called out the 46-year-old Henderson, who knocked him out in 2009 in what he called “the worst knockout in UFC history”, and despite his plans to retire, the former Olympic wrestler duly obliged. The fighters entered the octagon at 4:30 a.m. (0330 GMT) to cater for the American pay per view audience and after a cagey start, the fight exploded into life late in the first round Henderson floored Bisping with a thundering right hand but despite the American piling on the punishment, the champion was able to survive until the end of the round. Bisping ignored the blood streaming down his face and

started the second by landing some stinging shots of his own, but with a little more than a minute to go, Henderson uncorked another right hand to floor the champion for a second time. Once again, Bisping held on grimly to the end of the round and with Henderson breathing heavily, the Briton bounced back to take the third round. Both men had their chances in the fourth and fifth rounds, but Bisping just about did enough to shade it on the scorecards. “This guy is incredible. At his age, he just kicked my ass. You’ve got to respect the guy he’s a legend,” a gracious but battered Bisping said in a post-bout interview after the (continued on page 29)

Supreme Kohli, composed Rahane punish New Zealand (Reuters) Virat Kohli smashed his second test double century and Ajinkya Rahane made 188 as India flogged a jaded New Zealand attack before declaring their first innings on 557 for five on day two of the third and final test on Sunday. The duo featured in a marathon 365-run stand, India’s highest fourth wicket partnership against any team, applying themselves on a pitch where the occasional ball kept low. Martin Guptill (17) and Tom Latham (six) managed to see through the final nine overs to push New Zealand to 28 for no loss at stumps, still 529 runs behind on a fastdeteriorating track. Rahane had not looked comfortable against the rising delivery on Saturday and the right-hander was predictably

subjected to a barrage of short-pitched balls by Matt Henry after India resumed on 267-3. One such delivery had the batsman in two minds whether to duck under a bouncer which smacked him in the helmet. Rahane took a single off Trent Boult to bring up his century and looked more confident against the spinners, stepping out to hit three sixes, including two off Jeetan Patel’s bowling. Kohli took a single off Henry to bring up his second test double hundred before being hugged by partner Rahane, while rival skipper Kane Williamson came forward to shake his hand. After enduring three sessions without success, New Zealand finally got a breakthrough when Patel struck in the first over after

tea, trapping a tired Kohli lbw. Kohli’s career-best 211 included 20 boundaries, of which there were a couple of crisp down-the-ground drives. Rahane had already bettered his previous high score of 147 and was looking good for his maiden double century when he edged Boult and BJ Watling took a diving catch behind the stumps to end his 381-ball stand. Rahane’s stellar knock included 18 boundaries and four sixes in the first test match to be staged at Indore’s Holkar Stadium. Rohit Sharma (51 not out) helped himself to his third fifty of the series before Kohli declared. Scores: New Zealand 28 for 0 trail India 557 for 5 dec (Kohli 211, Rahane 188, Rohit 51*) by 529 runs.
