EU gets tough on expelling migrants, talks to neighbours Reuters - European Union governments agreed yesterday to step up deportations of illegal immigrants and discussed creating an EU border force among measures to cope with hundreds of thousands of refugees from Syria’s civil war. STRANGE JUSTIFICATIONS “Look how the roads looking nice! Look how nice the bridges looking! The place is clean and looking nice!� These are the reactions of supporters of the ruling coalition to the clean-up works which are being taken by the new government. Some of them are so excited they can pee themselves. They are happy, so happy. One is not sure whether the happiness is because of what is being done or because of the fact that it is being done by a new government and not by the old one. People are desperate. They are desperate to find something to show that there is good happening under the new government. People are viewing what is being done by City Hall as confirmation that there has been positive change since the new government took office. They are getting excited by the early cleanup efforts of the City. They are not bothered at all whether the narrow revenue base of City Hall can sustain these works without excessive government financial assistance. The supporters of the new government are in a trance trying to convince themselves that a great deal of progress has been achieved under APNU+AFC.
They have reason to try to convince themselves. They want to make sure that what they are seeing is reality and not an illusion. There is not much else to look at, not many other pluses other than the Independence Monument and the white washing of the bridges. The VAT has not been slashed. The promised significant salary increases have not materialized. There is no major plan unveiled to grow the economy by the 9% that we were hearing about during the election campaign. Crime is on the increase and violent crime is uncontrollable. Domestic violence is on the increase. Businesses are suffering and drugs and gold are apparently still being smuggled out of the country. No wonder then, being getting excited about the weeding of parapets, cleaning of drains, the patching of roads and most of all the whitewashing of bridges. I am dreaming of a whitewashed Christmas. Everything is being whitewashed, even salary increases for members of Cabinet. We are told that there is no need to apologize for the increases. Nobody was asking for an apology. A simple rationale would have done just fine. If we can
whitewash all the bridges before Christmas and if the rainy season can delay itself until after the holidays, perhaps the whitewash will last. If the whitewash does not last, a second or third coat will have to be applied. This whitewash has to last until next May when Guyana will in order of priority celebrate the first anniversary and the 50th year since Independence. Guyana Independence anniversary is also being whitewashed. The PNC never gave a hang about Independence. It was never a holiday in their time. They
preferred Republic Day. The PNC marginalized Independence Day. They had no celebrations on that day. But now that they have the opportunity to use it as a celebratory point for their own election victory, they have suddenly become converts to Independence. May-June is the rainy season and there will have to plenty of whitewashing going around for the celebrations that will be held in Guyana. The supporters of APNU+ AFC voted for change. They wanted change. They disagreed with the way things were being done under the PPP and they said
that they needed change and this is why they voted the coalition into power. It is therefore something of a surprise, then, to read people, rational people, going to the defense of the government when it is subject to criticism of doing the same things that the PPP did, such as not publicly advertising certain positions and paying themselves far benefits. The loyal supporters instead of either remaining quiet or turning a blind eye to the transgressions of the new government actually have the temerity to try to defend the government on the grounds that the PPP did the same or worse.
Now how can that be change? How can the woeful standards of the PPP which the supporters of APNU and the AFC were against and which forced them to vote for change, suddenly become the basis for justifying what is taking place. Perhaps this is all part of the effects of the illusion that is being spun, the illusion of improvements by daubing whitewash paint over a bridge that needs replacing.

I think the APNU-AFC Government has money for me. I need it I honestly cannot look a Cabinet Minister in the face and tell him/her that he/she doesn’t deserve a salary increase. I know in my heart that Ministerial salaries are horrible. But there is a ‘but’. And so are people in the general public sector. In my testimony to the Commission of Inquiry into the Public Service last Tuesday, I used the word, “immense” while recommending wage and salary increases in the public sector. When my contract was terminated at UG in January 2012, I was earning $180,000 monthly and this was with qualifications including certification in the doctoral programme at the University of Toronto with only the thesis to be submitted. Yet with those
qualifications and after 26 consecutive years, I left UG with $180,000 monthly. The point is that not only Ministers and Parliamentarians, but public sector workers in general are in exigent need of immediate salary increases. The APNU and AFC seniors are gone from the streets. They are in office now where they are very busy. It means when they want to find out what political vibes are going down in the communities, in the restaurants, in the watering holes, on the streets, in the markets, they have to talk to those political activists who are still on the streets. I have not spoken with any Minister of Government, with one exception, for more than five minutes since the
APNU-AFC regime took office. That exception is Basil Williams. He sat at the table where I was dining during a brunch sponsored by the Burnham Foundation. We talked for more than half an hour. The discussion involved serious political angles but the conversation was in front of others including Dr. David Hinds, Aubrey Norton and Vincent Alexander. Here is a list of Ministers I have seen in person since they became Ministers and the time the conversation lasted. With Rupert Roopnaraine, it lasted for five minutes and it was a topic that was very serious. The conversation was done in front of Vincent Alexander who was at the same table; Khemraj Ramjattan - about two minutes at the wake of Nigel Hughes’s mom; Keith Scott - about one minute at the funeral service of Nigel Hughes’s mom; David Patterson – about two minutes on the Public Buildings balcony; Moses Nagamootoo – about one minute in front the office of
the AFC. That’s it. I have had no personal chat with any Minister of Government on any political issue or anything political at all on a one-to-one basis. I wrote Minister Bulkan to formally request ministerial assistance for a public servant that was within the law without the input of a personal favour. He facilitated the request. If and when the people I know in the leadership of the coalition government dialogue with me and solicit a response from me on those political vibes, I will automatically respond with two spontaneous sprouts. First, the ministerial salary increase is very unpopular with the masses. Secondly, people think that Ministers are slower to act with bureaucratic stamps on paper and signature on paper than the PPP Ministers. Two top officials who would give their
lives for the PNC party, told me that the government is more than five times slower than the PPP Government. I believe the salary increase for Ministers is overdue but it is not what you do but how you do it and the context in which it is done. First, the government is too new in office. It should have waited a little longer. Perhaps drop it on the nation during Christmas time. Secondly, when it was first mentioned last month, the government backed down and said it wouldn’t happen anytime soon. People will feel the government lied. Thirdly, coming so soon after public servants were given just five percent that was bad timing. I guess we all need money. The Office of the Ombudsman revealed that the legal advice it got from its senior counsels, was that my UG contract termination was illegal. Should I not be
Frederick Kissoon financially compensated? I believe I would have got contract renewal from my Faculty and the Academic Board if I wasn’t pushed out. It meant therefore, that the subsidy of my daughter’s education at UG was removed. I had to pay for the next three years. And believe me; it was much, much more than $127,000 a year. At least that sum could be refunded to me. I think the APNU-AFC Government owes me over what UG did to me. It needs to compensate me. I need money just like the Ministers.

Audit on NFMU reveals…
$$Millions spent on unrelated projects By Kiana Wilburg The forensic audit into the National Frequency Management Unit (NFMU) continues to bring to the front-burner, even more atrocious acts of dishonesty. Junior Finance Minister, Jaipaul Sharma told Kaieteur News that he was appalled when he discovered that “almost 90 percent of the funds of the Frequency Management Unit dating back to 2012, 2013 and 2014 were spent on two projects that had absolutely nothing to do with the agency.” The report on the forensic audit which was conducted by Chartered Accountant Chris Ram showed that in some cases, the hog of the Unit’s funds went to the PPP’s failed Fibre Optic Cable from Brazil and the One Lap Top per Family project. Sharma said that he found this to be “very strange and downright deceitful.” The fibre optic cable which was started in 2011 was intended to bring another source of internet connectivity to Guyana. It should have been completed by 2013, but turned out to be a major embarrassment for the previous administration, after it faced delays due to damage and other technical issues. It was part of a bigger initiative to advance Guyana’s e-governance drive and equip 90,000 poor families with laptops and link state agencies into a network. Dax Construction Company was contracted earlier this year by the previous Government to repair the damaged cable and bring it into operation, in exchange for a number of concessions and partial use of the internet connectivity.
Jaipaul Sharma The contract between Dax and the PPP/C was for an initial 25 years with an option to extend it for a further 15 years. The contract also said that Dax Contracting Services would be provided with tax exemptions and incentives, including but not limited to tax holidays, remissions, tax waivers and duty free concessions on equipment, spares, tools and vehicles. The vehicles would be two SUVs, and three four-door pick-ups, renewable three years for the next 40 years. To add insult to injury, the then government had agreed to pay Dax for specific emergency maintenance. The contract signed between Dr. Roger Luncheon and Faisal Mohamed has been described as the most generous giveaway package, worse that the Sanata Complex in the run-up to the 2011 elections. It also mirrored the giveaway of the radio frequencies done under the administration of former President Bharrat Jagdeo, during his last days. Since the new administration took over, it
ordered Dax to halt all its operations, bringing an end to the sweetheart deal the entity signed onto with the then PPP/C government. The One Laptop Per Family and the E-Governance projects along with the Brazilian fibre optic cable initiative, reportedly cost taxpayers in excess of US$70M. Another fiber optic cable contained in a transmission cable laid by the Guyana Power and Light Inc. and stretching along the coast, reportedly pushed the final tally well past the US$120M mark. “It is unbelievable that they (the NFMU) were hiding expenditure on these projects. It goes to show the kind of financial lawlessness that was allowed to take place at these agencies. I just don’t understand how monies could be spent on these two programmes which had nothing to do with the Frequency Management Unit from the beginning. The auditor has already made it clear that about $100M has to be recovered in this regard for it goes against the financial regulations of the company,” said the Junior Finance Minister. Minister Sharma had said, “There was just no proper management at this unit. There were instances where you could see that they just lost out on millions of dollars worth in fees that they should have ensured they collected. There were some defaulters as well who the agency just took no action against.” “They could have collected a lot more revenue but no. Elderly woman brutally raped, Govt. in advanced negotiations sodomised and murdered by relative with US/European airlines
The village of Hopetown, West Coast Berbice, is in shock following the brutal raping, and strangling of one of their senior citizens. The suspect is believed to be one of the woman’s own relatives. The elderly woman, Vida Britton, 78, of Hopetown, was believed to be attacked by her great nephew around 03:00hrs on Monday.She would usually sleep with her eight-yearold granddaughter and another relative. Her great-nephew who is said to be a deportee and a heavy dope smoker, would from time to time sleep by the elderly woman. He would usually watch over the
family’s cows in the backlands. On the night in question the deranged man visited and asked who was at home. When told that it was the elderly woman and her granddaughter alone he decided to stay over. On Monday morning the little girl awoke and reportedly saw her relative standing naked over her grandmother.The child, before she could call out, the man covered her mouth and told her to be quiet. He then picked up the elderly woman and replaced her on the bed and fixed her neatly before leaving the premises. As soon as he was out of sight
the child used the opportunity to scream for help, alerting other relatives. As relatives rushed over they subsequently realized that the woman was dead. The matter was however only reported to the police the following afternoon. After being informed of what occurred, the police went in search of the culprit. After committing the act, the drug addict reportedly returned to the back lands, oblivious of what he had allegedly done earlier. He was arrested and taken into custody. Even with his arrest, investigators and relatives were unaware of the brutality of the woman’s death until Dr. Nehaul Singh conducted the Post Mortem examination at the Georgetown Public Hospital Corporation. That was when it was discovered that the elderly woman died from asphyxiation due to manual strangulation and suffocation. It also revealed that the woman was raped and sodomised.
The announcement by Caribbean Airlines Limited (CAL) management to discontinue its London route service in January 2016 was one that was anticipated for some time now with the Ministry of Public Infrastructure (MPI) already moving to attract new airlines to fly this route. “In recent months, we have ramped up our efforts to have a major European carrier provide airlift to Guyana. Simultaneously, a team headed by Minister Patterson and Ramesh Ghir, Chief Executive Officer (CEO) of Cheddi Jagan International Airport Corporation (CJIA), will continue ongoing negotiations with several North American airlines at their respective headquarters in the United States. Only recently, Minister of Foreign Affairs, Carl Greenidge, met and was updated on Jet Blue’s plan to provide airlift to Guyana. The expansion of Cheddi Jagan International Airport, introduction of an additional fuel facility at CJIA,
modernization of the Air Traffic Control Facility and aggressive tourism marketing are all part of the CRG commitment to providing affordable airlift for visitors to Destination Guyana. “Further, the Ministry will work closely with CAL’s management to ensure that passengers who are displaced will be refunded or accommodated on other flights,” the Minister said yesterday. The country has been facing problems over the years with stable air travel services, with one charter after another folding. CAL had remained throughout the years and with the entry of Fly Jamaica, the market had stabilized but consumers are still complaining of high fares. Guyana is currently building a longer runway and new terminal building at CJIA that will cost the country US$150M.

Govt. agencies to tackle pollution in mining districts An inter-agency collaborative approach is being pursued to address pollution within the mining districts as the Government moves to regulate the sector. Minister of Governance, Raphael Trotman, who has oversight for the natural resources sector, explained that collaboration has begun with the Ministry of Indigenous Peoples’ Affairs, the Environmental Protection Agency (EPA), and the Ministry of Communities among others, to ensure that there will be a cohesive approach in this matter. “We speak about a green
economy, and therefore we have to see the environment as a friend, the provider of our livelihood, so by destroying, disrespecting, degrading it, we are not h e l p i n g o u r s e l v e s . We would like to see mining and forestry (activities) that are sustainable to the environment, so as we get reports we act,” Trotman told government media. The Minister believes that it is not good planning to have just the Guyana Geology and Mines Commission (GGMC) react to an issue and without consultation with other agencies and stakeholders, as “everything has to be seen as
part of a continuous chain, we all have a role to play.” With regard to the role of Mining and Environmental Officers, who are the first responders to issues on the ground in the various mining districts, Minister Trotman has advised that they will be more empowered to act. “We are currently reviewing the laws to ensure enforcement of environmental regulations. As it is now, environmental officers lack certain powers to enforce the laws, so we are actually reviewing the laws to give them stronger powers.” Minister Trotman is of the view that these officers need
Estate worker jailed for ‘broadsiding’ supervisor Bharrat Rampersaud, 49, called “Burkie” of Lot 18 Cotton Tree, West Coast Berbice, and a labourer at the Guysuco Blairmont Estate, used a cutlass to broadside his supervisor. On Wednesday he was jailed for one month. The penalty was handed down by Magistrate Rhondell Weever at the Blairmont Magistrate’s Court after the
man pleaded guilty to the charge of assault. On Monday, at Hansan backlands, West Coast Berbice, he assaulted Samuel Alfred, a supervisor attached to the said estate. According to Prosecutor, Corporal Racquel Mars, Alfred and Rampersaud had travelled to the above mentioned Hansan backlands to conduct
business. Alfred was reportedly standing next to a lorry when Rampersaud accosted him and an argument subsequently developed between the two. The argument escalated until Rampersaud took his cutlass and dealt the defendant some lashes about his body. The matter was reported and the accused was arrested and charged.

However, Guyana’s vastness and difficult terrain have been proving a difficult task for GGMC and its officers to monitor. There have been a number of pit cave-in deaths in recent years as well as calls for stronger regulations to protect the environment.

Mother pleads guilty, remanded for assaulting child, 6 City Magistrate Faith McGusty has deferred sentencing for Althea Massiah pending the findings of a probation report. Massiah pleaded guilty to a charge of unlawful assault causing actual bodily harm. The act was committed by her, on her six-year-old child. According to reports, the child was discovered with scars about his body earlier this week, by teachers at a City school after he cried out in pain whenever he was touched.
The child bore marks on his neck, arms and a few on the face. His legs were visibly swollen. The child also had old scars about his body from previous beatings. The brutal beatings were inflicted upon the child by his mother, because he had been playing too much. Police Corporal, Seon Blackman presented the prosecution’s case. This matter comes up again on October 22, for sentencing, in the Georgetown Magistrates’ Courts.

Macorp opens new hose fabrication shop
An inside view of the shop A hose fabrication shop was recently opened in the compound of the Macorp Company, located at Providence, East Bank Demerara. The hoses can be extended to other brands and various sizes of equipment and machinery as the specialized staff can build hoses for any equipment. The shop which is equipped with two presses was said to not only be for Caterpillar machinery. The idea behind the shop was to have customers come in and possibly interact with
the specialists without experiencing long waiting times. Customers can also make orders for hoses afterhours, since it is believed that service should never stop. “If the hose for a machine is spoilt then most likely, the machine is useless, it is for these reasons that we do this,” stated the Parts manager for Macorp, Asif Sahid. Special focus was placed on cleanliness throughout the procedure; any small particle in the hoses can damage the entire equipment.
It was related, that white projectiles are shot into the hose until it comes out white so as to ensure the hoses are completely clean. Some of the hoses available at the shop are automotive hoses, hydraulic hoses and industrial hoses. The new venture for the company saw the investment of $20 million so far. More investments are expected within the next six months. It is estimated that a total of US$60,000 will be injected into accessories for the hose fabrication shop.

Tourism Ministry appoints first Director General

As the Ministry of Tourism continues to focus on the marketing of Guyana as a choice tourism destination, it has announced that Donald Sinclair has been appointed Director General within the Ministry. This move will see Sinclair assisting in the planning of major tourism events and key functions as it relates to the tourism sector of the country. Sinclair was introduced to the media yesterday by the Minister of Tourism, Cathy Hughes, during a press conference at Colgrain House, Camp Street, Georgetown. The Minister explained that Sinclair is the first to be appointed as a Director General of the Ministry of
Tourism. She said too, that he has joined the team with a significant amount of skills, knowledge and experience in the Tourism Sector. “He came from the Surinamese hospitality training school where he was a lecturer. He has a Bachelor of Arts from the University of Guyana, Masters from the University of New Bondway and a diploma in International Relations from the University of the West Indies,” the Minister divulged. The Director General, who speaks English, Portuguese and Spanish, is no stranger to the local tourism sector, as he also worked as a member of the Guyana Tourism Authority a few years ago. Minister Hughes is
confident that Sinclair will make a significant contribution to the sector with his tourism background. Sinclair, in thanking the Minister for the introduction said that he is looking forward to working with the Ministry to take Guyana forward in the world of Tourism. “This is an excellent opportunity and I look forward to meeting with the stakeholders and key players who have the experience, and want to make a positive contribution to this country’s tourism sector’s development,” Sinclair said. The Director General also worked with a few Ministers of Tourism in the past including: Manzoor Nadir, Geoffrey DaSilva and others.

President Granger meets with Trinidad counterpart President David Granger traveled to neighbouring Trinidad and Tobago, on Wednesday, where he met with new Prime Minister of Trinidad and Tobago, Dr. Keith Rowley. This meeting marked the first between the two CARICOM Heads of State, since Dr. Rowley was elected in September. President Granger and Prime Minster Rowley reaffirmed the bilateral relationship between Guyana and Trinidad and Tobago. The two CARICOM States have a long history of
friendship and cooperation. The two leaders held discussions on a wide range of matters of interest to both nations. Some of the areas covered were the strengthening of bilateral relations between Trinidad and Tobago, and Guyana in the areas of agriculture, energy cooperation and skills development. President Granger used the opportunity to brief Prime Minister Rowley on the recent developments regarding Venezuelan aggression, with regard to Guyana’s sovereign territory. Prime Minister
Rowley expressed the hope that the matter would be resolved peacefully and in the best interest of all in accordance with international law. President Granger was accompanied by Minster of Foreign Affairs, Mr. Carl Greenidge and officials from the Ministry of Foreign Affairs. Prime Minister Rowley’s delegation consisted of Senator Dennis Moses, Minister of Foreign Affairs and CARICOM Affairs and other Ministry officials.

Shipping, was followed and robbed about two weeks ago. Magistrate shifts Dr. Jennifer Westford’s fraud case to November PPP Member of Parliament and former Minister of Public Service, Dr. Jennifer Westford, was yesterday instructed to return to court on November 12, after her attorney was granted another adjournment date. Yesterday was Westford’s fourth appearance in the Georgetown Magistrates’ Court. Her attorney, Neil Boston, was to have made an application to have the matter stayed indefinitely. Instead, Boston requested another adjournment date to address the court. Police Prosecutor, Corporal Bharrat Mangru, had no objections to his request, which was granted by Magistrate Fabayo Azore. Westford is currently facing four charges of attempted larceny. The former minister was placed on a total of $800,000 bail after she pleaded not
guilty to the charges. The charges alleged that between July 17, 2014 and June 23, 2015, she attempted to transfer eight state vehicles to four persons, including her husband, Gary Beaton, Osbert McPherson, Wayne Walker and Delroy Lewis. Westford’s former Chief Personnel Officer, Margaret Cummings, was also slapped with four counts of forgery. Cummings also pleaded not guilty to four charges which alleged that she forged documents for the purchase of the eight motor vehicles. She has been released on a total of $1.2M bail. So far, Westford and Cummings have been served with statements in relation to the charges. Westford is the first highprofile member of the former government to face corruption-related charges. The Ministry of the Presidency had filed an
official complaint to the police in late July, after finding more than $120M missing from the bank accounts of the Ministry. Investigators allegedly found more than $400M missing from the bank accounts. The police had dispatched a special team to the Ministry of the Presidency to examine records of the payments. Several staffers, as well as former Minister of Public Service and her ex-assistant, Margaret Cummings, were questioned during the probe. Investigators had i n i t i a l l y looked at 2014 transactions at the Ministry but went back to 2012. The monies were transferred from the Office of the President and were to be used for training workers in the various regions. However, there was no evidence that the regions were in receipt of any money.

Pope Francis, anti-nuclear activists among Nobel Peace Prize contenders Reuters - Pope Francis and a line-up of anti-nuclear campaigners headed lists of favourites to win the 2015 Nobel Peace Prize on the eve of yesterday’s announcement. The Geneva-based International Campaign to Abolish Nuclear Weapons (ICAN) was named as a leading contender for the $972,000 prize by Norway’s state broadcaster NRK and by Nobeliana, a website run by historians who specialise in tracking the award. NRK said Pope Francis’ opposition to nuclear weapons boosted his chances, alongside his help in brokering a deal between the United States and Cuba, and his encyclical on climate change. U.N. to audit its dealings with entities tied to alleged bribe scheme Reuters - United Nations Secretary-General Ban Kimoon has ordered an audit of all dealings the organisation had with two entities that are the subjects of a U.S. bribery probe, a U.N. spokesman said yesterday. Ban asked the Office of Internal Oversight Services to audit all of the U.N.’s interactions with the Global Sustainability Foundation and the Sun Kian Ip Group, as well as the use of any funds received from them, spokesman Stephane Dujarric said. Speaking to reporters at U.N. headquarters, Dujarric said Ban was “committed to ensuring that funds received from such private entities were handled properly, according to relevant U.N. rules and regulations.” There “will be no tolerance for any corruption at the United Nations or in the name of the United Nations,” he added. In a complaint filed in federal court in New York on Tuesday, U.S. prosecutors said more than $1.3 million in bribes were received from Chinese businessmen, including billionaire Macau real estate developer Ng Lap Seng. John Ashe, a former U.N. ambassador from Antigua and Barbuda who was president of the U.N. General Assembly from 2013 to 2014, was one of six people charged and arrested. Prosecutors said some of the bribes were arranged through Sheri Yan, chief executive officer of a New Yorkbased organisation, and Heidi Park, its finance director, who were also arrested. The organisation was not named, but the Global Sustainability Foundation website lists Yan and Park as holding those positions. Ng, also known as David
Ban Ki-moon Ng, heads Macau-based Sun Kian Ip Group. Its foundation arm lists several diplomats, including Ashe and Francis Lorenzo, a deputy U.N. ambassador from the Dominican Republic, as holding leadership positions. Dujarric said the Sun Kian Ip Group Foundation gave $1.5 million to the U.N. Fund for South-South Cooperation in May. He said an internal examination showed no irregularities with that money. “All disbursed funds were tracked and accounted for, and there is no evidence that any funds received ... were misdirected or misappropriated,” he said. Regarding the allegations against Ashe, Dujarric noted that all funds in accounts of the president of the General Assembly are subject to U.N. rules and regulations and can be audited, even though that post is not on the U.N. payroll and the persons who hold it are working on behalf of their own governments. He said that what Ashe
and others are accused of doing appeared to be “outside of the realm” of the U.N. financial system. Dujarric added that the U.N. has not been contacted by the U.S. attorneys so far. The world body has pledged to cooperate with U.S. authorities if contacted by them. Ng’s lawyer, Alex Spiro, had no immediate comment, but has said previously his client committed no crime. Ashe’s lawyer, Robert Van Lierop, has said his client plans to fight the U.S. charges. “Ambassador Lorenzo welcomes all audits, as transparency is the best policy for those affiliated with dealings in, and for, the United Nations,” Brian Bieber, Lorenzo’s lawyer, said. Lawyers for the other defendants did not respond to requests for comment. The foundations have not have commented despite requests for reaction to the allegations and attempts to reach them on Thursday were unsuccessful.

NCN paid ‘ghost employees’ $6.6M last year A State audit of the 2014 financial statements of the National Communications Network (NCN) has confirmed that the entity doled out over $6.6M last year for staffers who were not even working there. Rather, the 17 persons were stationed elsewhere, at the Office of the President (OP), under the administration of the previous Government, and were known as Media Monitors. The draft report prepared by the Audit Office of Guyana red-flagged the situation of the Media Monitors. Auditors found that no officer from NCN was tasked with monitoring the works of this group
and with making sure that they actually report for work. There were no explanations how the situation could have happened and on whose orders. Sitting then on the NCN Board of Directors and working at the OP was former controversial Press Liaison, Kwame Mc Coy. The findings would continue to raise questions about the management of NCN which has been racking up tens of millions of dollars in losses annually, forcing Government to lend cash assistance. The coalition Government, while in Opposition, had complained bitterly
about being refused equitable airtime. It had vowed to reform NCN and make it profitable. A new Board of Directors has been appointed and initial assessments found several abuse and possible cases of fraud at various levels. “Additionally, the contract for one of the media monitors states that she should be paid a vacation allowance and gratuity for the services provided despite being a temporary employee. As a result, the company was left unaware of whether they were receiving value for the money expended.” The discovery of the Media Monitors was made by

Teixeira and Harry Gill, Gillian Burton-Persaud and Edward Layne, were among those that went to the Hadfield Street Office yesterday to retrieve the property that included office furniture and equipment. The team was however only able to retrieve a few pieces of office furniture, such as desks and chairs. Teixeira told media operatives, that the PPP was in-
formed by the Clerk of the National Assembly, Sherlock Isaacs, that the assets belonging to the Office of the leader of the Opposition as provided by Parliament would be available for pick up. She said the party was looking to have all of the assets transferred to the new Office of the Leader of the Opposition, a building that formerly housed the Suriname Embassy in Guyana. The new office of the leader of the Opposition comes at a cost of $400,000 per month rental. The Opposition chief whip subsequently said, “We were told that we could come collect the furniture and equipment that belongs to the Office of the Leader of the Opposition; we were told we could come any time after Tuesday night.” She said that having received this assurance, the party members made their way down to Granger's Hadfield Street office yesterday, only to be told that some of the equipment, including a number of computers were still in
use and could not be handed over at the time. “We arranged to come (yesterday) for 10:00 hrs; we have arrived and we are only being allowed to take out some things from downstairs that are on the assets list.” According to Teixeira, “We cannot go upstairs where there is a lot of stuff which we saw and tagged since Thursday last week.” Teixeira said she was informed by the coalition that they will inform as to when they can collect the remaining items. “There are a number of pieces of electronic equipment, printers, computers and laptops obviously seem to be mystic and there are big pieces of furniture up there that were part of the Office of the Leader of the Opposition. the new coalition Government after they took office in May following General elections. The workers when questioned could not say exactly what they were doing at NCN. Investigations revealed that the Media Monitors, under the administration of the People’s Progressive Party/Civic (PPP/C), were tasked with responding to critics on social sites like FaceBook and in the Letter to the Editors’ sections of the local newspapers. They reportedly created fake profiles and names to attack persons who raised issues that were seen to be bringing negative publicity to the then administration. According to the draft NCN audit report, the management of NCN was unable to provide evidence in the form of an advertisement or interview selection and shortlisting for the Media Monitors which form parts of the normal requirements for employment at NCN. As a matter of fact, it appears the employees were ghosts. “Personal files were also not prepared for any of the persons employed as media monitors. As a result, the management of NCN may endure difficulty in the event of any disciplinary actions to be taken against any of the employees in question since a track record is not kept,” the draft audit report said. Also, persons who may have been better suited for the position were not given a chance since the circumstances surrounding the employment of the employees in

question remain unknown. Last year, NCN’s Salaries and Wages bill was $216M. The State audit, according to the draft report, has been confirming worrying signs of apparent lawlessness. Auditors found what appeared to be evidence of a major racket involving fuel for vehicles. One vehicle, it was discovered visited a GuyOil gas station almost daily to fill up. Containers of gas were also collected. The draft audit report, sent last month to Chief Executive Officer, Molly Hassan, found that NCN had no police clearance evident in the personnel files of 15 new employees for 2014, even though this is a requirement for employment at the com-
pany. “As a result, persons of questionable background that could damage the image of the company may currently be in employment by the company. The contracts for two of the seventeen persons employed as Media Monitors during the year under review were not presented for examination. As a result, the terms of employment and payment details and penalties for breach of contract could not be ascertained.” The Audit Office recommended that the NCN management investigate the matters and take corrective measures to have them resolved. Barbados and India sign air services agreement and MOU

BRIDGETOWN, Barbados – Barbados and India have signed an air services agreement which will allow for easier travel between the two countries. According to Minister of Tourism and International Transport Richard Sealy, the agreement, which allows for full fifth freedom rights – the right to carry passengers from one’s own country to a second country, and from that country to a third country, etc. – would redound to the benefit of both Barbados and India. He signed the document along with High Commissioner of the Republic of India, Murugesan Subashini. Sealy said fifth freedom rights were essential for far
destinations, as it would allow airlines designated by Barbados to transport passengers to Mumbai and Delhi in India and some points beyond. Conversely, an airline designated by India can transport passengers to Bridgetown and points beyond. It also allows for designated airlines from either country to transport passengers from intermediate points. Sealy added that this should broaden Barbados’ tourist base and attract persons from non-traditional source markets into the country. High Commissioner Subashini said the agreement opened the door for more persons to travel to Barbados from India and vice versa. She
added that India had a large population and its middle class of about 400 million provided an excellent target market for Barbados’ tourism industry. Subashini also highlighted the fact that India had a number of training programmes which Barbados could take advantage of, particularly now that travel between countries was easier. In addition to the air services agreement, the two officials signed a Memorandum of Understanding, which allows for both countries’ designated airlines to operate seven services per week in each direction on the routes specified in the agreement. Brazil auditors reject Rousseff budgetary accounts A Brazilian audit court has ruled that President Dilma Rousseff broke the law in managing last year’s budget. The government was accused of borrowing money illegally from state banks to make up for budget shortfalls. The opposition says the ruling by the Federal Accounts Court - which reports to Congress - paves the way for impeachment proceedings against Ms Rousseff. She was re-elected less than a year ago but has record low popularity ratings. The Brazilian government says it would challenge Wednesday’s ruling in the Supreme Court. “The game is not over,”
said Attorney General Luis Adams. The minister who handled the case in the Accounts Court, Augusto Nardes, said the government disregarded fiscal and constitutional principles in the handling of the 2014 accounts. Ms Rousseff’s government raised spending “without fiscal sustainability and without the required transparency”, said Mr Nardes. The irregularities amount to more than $26bn (£17bn; 100 billion reais), according to the court. If the decision is upheld by the Supreme Court, the government’s accounts will then be assessed by the Congress, where Ms Rousseff’s
coalition has a majority. This is the latest in a series of setbacks for Ms Rousseff. On Tuesday, Brazil’s top electoral authority said that it would re-open an investigation into alleged misuse of funds during Ms R o u s s e ff ’s r e - e l e c t i o n campaign. The Supreme Electoral Court will try to determine if Ms Rousseff’s and VicePresident Michel Temer’s campaign drew on donations from illegal sources. The probe was requested by the opposition PSDB party. The Brazilian economy has gone into recession and is expected to shrink by 3% this year.

CALLS FOR SPENCER TO STEP DOWN Daily Observer - The United Progressive Party (UPP) has acknowledged receiving monies from Opposition leader Baldwin Spencer, that had been donated by former president of the United Nations General Assembly, Dr John Ashe, but “it never knowingly accepted such as the proceeds of any crime”. Dr Ashe has been charged in the US with accepting bribes from a Chinese real estate mogul. In a release Wednesday, the UPP denied that the monies received were to facilitate access by potential investors to government ministers, including the then prime minister as “this is contrary to the UPP administration’s business culture”. The party declared it had “strong confidence” in Spencer. However, this view is not shared by Political Analyst Arvel Grant. Asked if the

Boost for policing techniques—Dillon Trinidad Guardian - Improvements in policing techniques, intelligence-gathering, investigations and the operations of the Forensic Science Centre, St James, are on the front burner to combat crime. This comes from National Security Minister, (retired) Major General Edmund Dillon, as he justified the $10.8 billion budgetary allocation for his ministry. Delivering the feature address at Wednesday’s health and safety conference hosted by the American Chamber of Commerce at the Hyatt Regency, Port-of-Spain, Dillon said an integrated approach would be adopted when it came to national security. He said: “At the tactical level, we will enhance policing techniques while adopting a scientific investigation strategy. “This strategy will have as its backbone an increased collaboration and operational investigative integration between frontline police officers, crime scene investigators, detectives, the Forensic Science Division and intelligence agencies in a co-ordinated and integrated security approach.” He told members of the business community the intention of the new measures was to strengthen accountability, effectiveness, professionalism and responsibility “from every officer in T&T

Bolt confirms desire to hang up his spikes after London 2017 Usain Bolt has reaffirmed his decision to make next summer’s Olympics in Rio his last by revealing that he plans to retire after the 2017 World Championships. The Jamaican sprinter, 29, also announced he will begin preparations for Rio next Monday after enjoying a break away from athletics. World soccer rocked by suspension of Blatter, Platini and Valcke Fifa has provisionally suspended its president Sepp Blatter, secretary general Jerome Valcke and vice-president Michel Platini for 90 days. The punishments were handed out by the ethics committee of football’s world governing body, which is investigating the three over corruption allegations. It also banned ex-Fifa vice-president Chung Mongjoon for six years. Issa Hayatou, who heads Africa’s football confederation (Caf), will act as Fifa president during Blatter’s ban. Uefa - European football’s governing body gave Platini its “full confidence” and said it “saw no
need” to replace its current president while he is suspended from all football duties. Platini - and Chung - are still hoping to replace Blatter at the top of Fifa when he steps down as president in February. Hayatou, meanwhile, has issued a statement saying he will only serve on an interim basis and will not be standing for election. Blatter, Platini and Valcke are banned from any football activity in the interim. They deny any wrongdoing. A statement issued by Blatter’s lawyers said the president was “disappointed” the ethics committee had not followed its own code in allowing him an opportunity to be
heard, and claimed the suspension was based on “a misunderstanding of the actions of the attorney general in Switzerland”. It added: “President Blatter looks forward to the opportunity to present evidence that will demonstrate that he did not engage in any misconduct, criminal or otherwise.” Former France midfielder Platini described the developments as “farcical”, with the allegations against him “astonishingly vague” and “based on mere semblances”. Platini said he was driven by “staunch defiance”, more than “a sense of injustice or a desire for revenge”, to defend himself.
He said: “I refuse to believe this is a political decision taken in haste in order to taint a lifelong devotee of the game or crush my candidacy for the Fifa presidency.” His ban - which can be appealed against, or even extended - means he will not be able to attend the Euro 2016 draw in Paris on 12 December. Uefa’s executive committee will hold an emergency meeting next Thursday and called for a “very rapid final decision” from Fifa, but said it “stands fully behind” Platini. The Football Association, which last week reiterated its support for Platini’s presidency bid, said it would “await the results” of Fifa’s inquiry and the Swiss investigation,
while chairman Greg Dyke said the organisation would withdraw its support if Platini is found to have “behaved dishonestly”. Chung said he was not surprised by his ban, but described it “as a most blatant miscarriage of justice”, adding that Fifa was “in total meltdown” and the investigation against him was “politically motivated” against his presidential campaign. Britain’s Fifa vice-president David Gill has called for an emergency meeting of its executive committee following Thursday’s developments. Fifa’s ethics committee began its investigation into Blatter after the Swiss attorney general opened criminal proceedings against the 79year-old. He is accused of signing a contract “unfavourable” to Fifa and making a “disloyal payment” to Platini. The ethics committee also opened an inquiry into Platini over the 2m euros (£1.35m) payment, which was made nine years after the 60-yearold carried out consultation work for Blatter. Valcke was already on gardening leave from his Fifa post following newspaper allegations last month which implicated the 54year-old in a scheme to profit from the sale of World Cup tickets. Valcke’s lawyer also said that his client was “confident” he will be fully cleared of the “false allegations” when “all the facts come out”. Earlier this year, United States authorities indicted 14

Boxers step up activities as fight night draws near By Michael Benjamin Saturday October 24 is merely three weeks away and the boxers are heightening preparations for the Guyana Boxing Board of Control (GBBC)/Giftland Office Max Nex Generation Boxing Card slated for the Giftland Office Max Mall, Liliendaal ECD, with the winner carting off the prestigious Fecarbox jnr/welterweight title. The main bout between local lightweight champion, Dexter Gonsalves and his world rating counterpart, Clive Atwell may be the highly anticipated grudge match but it seems as though most of the pugilists comprising the supporting bouts are anxious to steal the spotlight. Atwell is honing his skills at the world renowned Gleasons Gym, Front Street Brooklyn NY, under the tutelage of Leon ‘Hurry Up’ Moore and Dillon Carew while Gonsalves is whipping himself into shape under the guidance of Sebert Blake a n d J o s e p h M u r r a y. Khan engages David Thomas over 4 rounds while Adams battles Keeve Allicock in a 4 rounds jnr/lightweight contest. Neither engaged in sparring sessions yesterday afternoon, opting instead to concentrate on power work on the heavy punching bag. Their coach, James ‘Sack’ Walcott, assured that they have been getting a lot of sessions in the ring. ”Sparring has not been a major problem since there are a lot of willing boxers at the gym; additionally, both fighters support each other,” explained Walcott when quizzed on the availability of sparring partners for his charges. Coach Walcott further explained that he is placing a high premium on the fitness level of his charges since he wants them to win their respective bouts as convincingly as possible. Thomas is not the talkative type but Khan’s theatrics had caused him to boil and he is planning to spring a few surprises on fight night. He operates out of the Forgotten Youth Foundation. Quincy Gomes will fight Anson Greene in a 6 rounds welterweight affair and the former boxer hammered away at the heavy punching bag yesterday afternoon at the ALBG while his coach, Oprecht watched.
Indeed, Gomes looks sharp and appears ready for combat. He cannot afford to take Greene for granted as it was he (Greene) that had upset Dereck Richmond early in his career. Beharry and RHTY&SC Secretary/CEO Hilbert Foster discussed areas of cooperation to lift the standard of the game in the Ancient county. Beharry informed the minister of the work of the BCB over the years, its present activities and plans for the future. The former Berbice Inter County all-rounder discussed avenues of assistance from the Government of Guyana for the hosting of the 2016 edition of the BCB Independence Cup, a joint project with the Berbice Chamber of Commerce. The BCB intends to make the tournament a memorable event in 2016 as it would be one of the main activities in Berbice for the historic national 50th

Taignarine Chanderpaul was tested early in his innings but weathered the storm well in his undefeated 57. Chanderpaul, the son of Te s t v e t e r a n S h i v Chanderpaul, played the supporting role as his father has become known for. Both batsmen were tested by some short pitched bowling on a placid Bourda track but they were rarely troubled. Imlach had ‘a year and a day’ to duck under the ball when Chris Barnwell dug one in short just after reaching his half-century. Chanderpaul, who got to his fifty when he pulled Barnwell for a single, then slapped him magnificently to the cover boundary, Barnwell bowling short and wide. Imlach hooked a bouncer in the same over for four before the pair, which batted for 150 minutes both retired ‘out’ at the interval after making 131 of the 164-run opening stand. Imlach’s 74 lasted 122 balls (10x4) while

According to Fernandes, “The Guyana Hockey Board is very pleased with the performance of the men so far and is confident that they have the quality to finish among the medals.” Fernandes, who has been at the helm of the women’s national squad for some years now, added that while
the draw against Puerto Rico was a good starting result, and the decimation of Panama really emphasised the team’s offensive quality, it was the match against the highly touted Brazil that was most surprising. He revealed that, “Brazil has a very strong hockey team which has been receiving tremendous support from the International Hockey Federation and the Brazilian Olympic Committee as they aim towards participation in the 2016 Rio Olympics, so for us to come away with a draw was a tremendous result and one that clearly demonstrates that if the right level of funding is given what can be achieved”. Gentle, Klautky take titles in Bakewell Junior Open Afruica Gentle capitalized on her chance to cop the Bakewell Junior Open Girls Under-18 title when she defeated Aretta Dey in three sets 4-6, 6-1, (10-5) on Sunday last at the President’s College Tennis Court Facility. The match featured long rallies initially much to the advantage of Dey whose was consistent and effective despite her long absence from training and competition. In the first set, the girls maintained a tie up to 4-4 when Dey broke Gentle and held serve to close out the set. Having lost the first set, Gentle showed no mercy and easily raced to win the second set dropping only one game. In the deciding super tiebreak Gentle being the more experienced was able to successfully counter Dey’s aggression and at 5-5, raced away to 10 points to win the set and title.
