Sometwoweeksintowhatwasbilledasa full ‘investigation’, and a thorough ‘probe’, the PPPC Government has an answer for Mr Ramotar Senior Ministry of Natural Resources employee, Mr Gopinath Gossaiisthemanonthehotseat,staringatthefiringline. The problem is that what the former president called for, viz.,peoplebeingfired,andwhatthePPPCGovernmentis very cleverly speaking about, which is some form of discipline,couldbetwothingsthatarepolesapart.
Thismysteryofthemanbehindthenegotiatingdown,in effect the giving away of, some US$211 million out of US$214 million in audit findings, is now solved. This is what Minister of Natural Resources, Vickram Bharat, and VicePresidentJagdeo,wouldhaveusbelieve. Thatis,all roadsleadtoandterminatewithGopinathGossai. Former President Ramotar may be delighted that his call from the presidential pulpit that he once occupied, has been responded to so niftily and so conclusively by his peers in thePPPCGovernment.
Onthefaceofit,thegivingupofGossaiastheonewho erredinhishandlingoftheUS$214millionauditfindings, shouldbeaboutallthatspeakstocleangovernance,inthat there are no sacred cows- no untouchables where this oil wealthisconcerned.Theproblemfromthispaper’spointof view is that Mr Gopinath Gossai acting on his own with hundreds of millions of American dollars involved is stretching matters too far. No Guyanese should be this limitedinthinkingthat,thatisallthereistothisthickaudit darkness,andthatoneNaturalResourcesworkerengagedin whathedidallbyhimself. Thiscountrydoesnotworkthis way, and even more emphatically, this is not the PPPC Government’s modus operandi. Many ministers in the government have had to watch helplessly while the bigger and more eye-catching duties associated with their portfolios have been seized by the more powerful in their midst. Ifthepowerandscopeofsomeminister’sfunctions have been usurped, then it belittles the senses to offer up GopinathGossaiasthesolitarysacrificiallamb.
This is our position, and it is one in which we believe Gossai was ready, willing, and cooperative. Frankly, any quick scan of the coast for audit culprits would even more quickly reveal that there are not many from which to pick therightmantofetchthehernia. Thatis,amanwhocould bedependedupontokeephismouthshutaboutwhatreally wenton,andwhopushedhimtowhereheendedupwiththat US$211 million audit reduction. In Gossai, the political powershavetheirman,andheissuretoholdhispeace,and bidehistime.
Relativetobidinghistime,thereisthisjokeaboutsome formofdisciplinefollowing. Disciplinewouldbethenew shock, and the new mystery, that emerges from the PPPC Governmentwiththisaudithorror Partofthiscongameby veteran political conmen should see a slap on the wrist, which should confirm to all Guyanese that discipline for Gossai is part of the fix. Ademotion from where he is, or making a big hue and cry about removing him from the Natural Resources Ministry, and his having nothing to do withoilandgasgoingforward.
On paper, this would look good, but with the PPPC Government and the cunning people in the forefront, one neverknowswhatcouldbehiddenintheirsleeves,andhow thisisgoingtoplayout. Gossaiisnotgoingtobekickedout intothecoldandleftonhisown,thatisacertainty Itisall partofthedamagecontrol,andwhythisjokeofaprobetook morethantwoweekstofinalize. Gossaiisgoingtogrinand bear like the loyalist that he is, and the PPPC Government getstheluxuryofdodginganotherbullet.

For decades, Brighton Turf Club had always had horse races on New Year’s Day as a form of entertainment for the residents in the various villages in the Macedonia Joppadistrictandbeyond.It was a tradition that the residents look forward to every New Year’s Day to celebrate and have fun, but the tradition ended in the mid-1990sdueinparttothe passing of several executive members of the Brighton Turf Club and the lack of financetomaintainthetrack,
and the pavilion which eventuallycollapsedabouta decadeago.Butastimewent by, most of the new executives’ members of BTC did not carry on the tradition because they became less interested in h o r s e r a c i n g a n d concentrated their efforts on other sporting events, includingsoccerandcricket. Therefore, the tradition of having horse races on New Year’sDayatBrightonPark Racetrackdidnotcontinue.
However, after a respite for almost three decades, BrightonParkTurfClubwill return to its traditional horseracing agenda on New Year’s Day 2024. The allday gala event will commence at 11:00AM and is expected to attract hundreds of thousands of horseracing and games fans notonlyfromtheMacedonia Joppa district, but throughoutCorentyneandas
far as West Coast Berbice andelsewhere.

There is a flagrant abuse and misuse of human resources being committed by the leadership of Region Police Division Six. A few days ago, I visited New Amsterdam, Berbice and wandered around the Fun Park at Vryman’s Erven whichisthebrainchildofthe First Lady The Fun Park is well-fenced and secure. It is a beautiful environment. I saw people enjoying themselves, celebrating a birth anniversary and some school children doing their homeworkthere.
There is a plaque in relation to the Fun Park writteninEnglishondisplay Iwassurprisedthatitwasnot also etched in Spanish. On duty at the facility were a private security guard, two half-month government workers and, believe it or not,twowell-dressedfemale Neighbourhood Police ranks. I wonder what the Neighbourhood Police were doing there. I decided to i n v e s t i g a t e M y investigation revealed that every day two unarmed
female Neighbourhood Policearedetailedandwork atthatlocationinshifts:8am tomidday;middayto4pm;4 to8pmand8pmtomidnight.
In addition, private contracted security guards perform duties there from 7 am to 11 pm each day. Two half-month government workers are also on duty from 7am to 3pm daily The gatefortheParkissecuredat 10 pm each night, thereby, preventing persons, includingthesecurityguards and Neighbourhood Police access to the Park. They work after 10pm outside of thepark.

Among their duties are to accept and deal with minor r e p o r t s i n t h e i r neighbourhood, serve summons, execute warrants, gathering intelligence and passing it to their handlers, fosterexcellentrelationships between the police and members of the various communities which they serve and promote public confidence in the Guyana PoliceForce-notguardinga Fun Park as they are present doing in Region Eight and possible elsewhere. I asked why they were performing the task of guarding the Fun Park alluded to above. The response I received is that it was the direct instruction
from their commander that they guard the facility from 8am until 12 midnight each day as he does not want anyone to steal or damage the lights, unpainted tables, benchesorpicketsoutsideof that location. He does not want to answer to the First Lady for any damage to equipment or things stolen from her project Wow! Politicsplayingout.

Article 23.2 of the PSA states that: “The Minister shall have the right to audit theaccountingrecordsofthe
Contractor in respect of Petroleum operations in accordance with the accountingprocedure.”
The Accounting Procedure, annexed to the Production Sharing Agreement (PSA), requires that the Minister (NOT the GRA)shallhavetherightto audit,theexpenses,accounts and records of the oil companies within 2 years of the end of each calendar year
As far as is known the audit which was conducted was for the period ending 2019. Therefore whatever is the outcome of that audit, is purely of academic importance since the two year period has elapsed and
thus no claims can be made on the contractor, despite whateverotherwisetheVice President may believe. The period for recovering any US$214M is long gone and the contractors are under no legal obligation to entertain anysuchclaim.
The Accounting Procedure under the PSA provides that at the conclusion of the audit, a written report has to be issued to the oil companies. Wasdueprocessaccordedto those who may have been implicated in the present imbroglio? What were the f i n d i n g s o f t h e investigation?
Unless answers are provided to these questions, then the public is left guessing. What the public needs to know is when was theauditcomplete,andwhen was the required report submittedfortheattentionof theMinister?Howlongafter did the Minister send the report,withhisclaims,tothe oil companies? How soon after was a response received? And did this response, if at all, occasion the need for further investigations?
Guyanese must be
careful also about the conclusionswhichtheydraw from this matter The fact that an audit may have flagged expenses of US$214M does not necessarily mean that those expenses were wrongfully claimed by the oil companies They were simply flagged and it is for the parties to undergo a process in respect on how this disputed sum is to be resolved.
