Sooba wasn’t and King isn’t IAC corrects inaccuracies on its position on lands productive use in order to in- however, published the fol- ported by the majority of the DEAR EDITOR, qualified to be Town Clerk The Indian Action Com- crease the wealth of the coun- lowing inaccuracies: citizens of Guyana, especially DEAR EDITOR, In recent reports in the local media, regarding workers of the Georgetown Municipality again not receiving their salaries on time and who are yet to receive their retroactive payouts, Guyana Labour Union’s GeneralS e c r e t a r y, M r C a r v i l Duncan was quoted as saying “Even when the past Town Clerk, Carol Sooba was here, we were getting paid. Though she wasn’t as brilliant as the present Town Clerk, she understood that workers have to get paid.” I wish to correct Mr. Duncan’s understanding and use of the word ‘brilliant’ in the context in which he used it. Clearly, Mr. Duncan does not see the difference between brilliant and qualified. There is a significant difference between the meanings and use of these words. Academic qualifications are earned certification. When we study and become certified, we become learned in the particular subject matter. We have to put effort into becoming educated. Brilliance, on the other

hand, is something with which you are born. Your IQ is a measurement of your intelligence, and doesn’t change because it is a measure of your ability to learn. This can apply to terms we chronically associate with intelligence, like math, or it can apply to your ability to learn negotiation of emotional issues. In either case, it is inherent, and it simply stems from your genetic makeup. ‘Brilliant’ is used as a higher level of measured intellect. We give a higher compliment when we tell someone they are brilliant, versus when we tell them that they are educated. It should be noted however, that neither of the two persons to whom Mr. Duncan refers was qualified for the position of Town Clerk as neither possessed the legal certification required for the job, and certainly none of the recent holders of that position could be described as brilliant, as Georgetown would not have been the polluted city that it is. Cheddi Jagan didn’t advocate partition of Guyana DEAR EDITOR, I wish to respond to a letter (Kaieteur News, October 3, 2017) written by Mr. Leroy Nelson in which he requested clarifications regarding a letter purportedly written by Dr. Jagan to Mr. Anthony Greenwood, the then Secretary of State for Colonies in which the issue of partition was raised after the holding of the 1964 elections. It is inconceivable that Dr. Jagan, being a strong and passionate anti-colonialist, nationalist and advocate for national unity would have would have suggested, even tangentially, the issue of partition for Guyana. What Dr. Jagan did in his letter to Greenwood was merely to issue a warning to the British government that the refusal to accommodate the wishes of a large segment of the Guyanese people could play into the hands of extremist elements some of whom were already advocating partition for Guyana. It is in the above context and the refusal by the British Government to follow established conventions in terms of arriving at an acceptable and fair manner at forming an alternative government to the PPP that any reference to the issue of partition has seen and examined.

At no time did Dr. Jagan advocate partition and any attempt to so suggest is not only disingenuous but also an attempt to besmirch his name and reputation as a champion of a free and united Guyana. It is important to note that Dr. Jagan made several attempts prior to the 1964 elections to form a coalition government between the PPP and the PNC but all efforts were stymied by the British Government which had already made up its mind to remove Dr. Jagan and the PPP from office and install the PNC-UF coalition into the seat of power mainly out of ideological and geo-political considerations. I hope the above explanation would serve to dispel any myths and fabrications on the issue of partition as raised by Mr. Nelson in his letter. Hydar Ally

mittee (IAC) is writing to correct inaccuracies contained in the report published in the Guyana Chronicle (Wednesday, October 4, 2017) pertaining to the presentation made by IAC representative Evan Radhay Persaud to the Lands Commission Of Inquiry (Lands COI) on the morning of Tuesday, October 3, 2017. The IAC’s presentation to the Lands COI consisted of the following six points: 1) Guyana is comprised of 83,000 square miles and the IAC is of the opinion that there is enough land for all Guyanese citizens; and all the peoples of Guyana from time immemorial have made their contributions to make this land a productive country. 2) The IAC is opposed to the idea that in the present circumstances of Guyana that land should be taken away from one set of people to be given to another set. 3) Article 18 of the Constitution of the Co-operative Republic of Guyana states: “Land is for social use and must go to the tiller.” The IAC strongly feels that except for designated reserves, land must be put to

try and so must be distributed carefully to potential users who are citizens of Guyana regardless of their ethnicity. 4) The present legal arrangements in Guyana permit for Guyanese who wish to use land productively to apply to the Government for land. 5) The IAC believes that the recent increase in taxation for farmers has become a burden and a disincentive for them who wish to use the land productively. 6) The concept of ancestral land is unknown in the Constitution of the Co-operative Republic of Guyana and its other laws. The IAC is of the opinion that ancestral lands refer to ‘time immemorial occupied lands’ and only the first peoples also known as the indigenous peoples, also known as the Amerindian tribes can be described as living within the geographical area of the Co-operative Republic of Guyana since time immemorial. No Guyanese of any other ethnicities can claim time immemorial occupation of Guyana. The Guyana Chronicle,

1) The IAC representative stated that the word “ancestral” is UNKNOWN in the Constitution of the Co-operative Republic of Guyana. An information sheet with the points of the IAC was given to the reporter from the Guyana Chronicle at the end of the session: the word UNKNOWN is printed in that sheet but the Guyana Chronicle (Wednesday, October 4, 2017) printed KNOWN instead. 2) The IAC representative who stated that the term “ancestral lands” refers to ‘time immemorial occupied lands’ posited that though a case could be made for the country’s indigenous peoples living here from “time immemorial”, in reality the first peoples are immigrants themselves, the descendants of Siberians who crossed from Asia into what is now known as North America sometime during the last ice age which lasted from 120,000 years ago to 13,000 years ago. The IAC strongly believes that the positions that the organization has taken are reasonable ones that are sup-

those of Indo-Guyanese origin. The IAC was astounded to learn during the course of the session from the mouth of the Chairman of the Lands COI himself, Rev. Oswald P. Chuck- A- Sang, that the Lands COI would not be entertaining any discussion regarding Amerindian lands because that section of the Lands COI has been put on hold but no explanation was offered by any of the Commissioners present for this: The IAC finds this to be very troubling. The IAC then came to the understanding, as corroborated by some of the Commissioners, that the Lands COI at this time would be concerned only with matters concerning African-owned lands, primarily contentious issues pertaining to land within historical African communal villages and, to a lesser extent, historical proprietary lands owned by Africans individually in the front lands of former plantations that existed at the time of the abolition of slavery, and during and after the period of Apprenticeship. Are we back to dial up internet speed? DEAR EDITOR, Internet for this year 2017 has been slower than usual and very slow for the last four (4) months as if we are regressing in technology while the world is speaking advancing. Is this the 4G network speed that was touted as the biggest thing in internet? I can remember the hype when village by village was eagerly awaiting the 4G internet service that was rolling out in the not so distant past. The rates at that time were jacked up to match the demand and Guyanese grumbled but still pay because of the expectation of the 4G which was supposed to download with lightening speeds. Well I can tell you that 3G is faster in other countries than our 4G. Some organization should investigate the fictitious terms adopted by these outrageous Companies to de-

ceive the Guyanese citizens as if we are locked away in one corner of the world and we cannot understand the technologica l a d v a n c e ments happening around elsewhere. Guyanese do travel as well as their families and they can tell you about internet speeds and internet rates. Our 4G internet is compared to 2G in other countries but still we are paying a higher rate than the 4G countries. The internet is so slow that it reminds one of the time when we had dial up service. It is very suspicious that the Blaze package is rolling out at the same time when the 4G speed grinds to almost a halt at 2G speed. It is a predetermined strategy aimed at forcing Guyanese to switch. This move is very predatory to the populace as the Blaze costs almost double the

current package of the so called 4G. How stupid are we in their eyes. Will the company compensate us for the short change we endured, considering that we have to pay reconnection fee at the slightest delay in payment of fees and have your service disconnected? In fact, almost daily the internet is off for parts of the day; nevertheless, Guyanese are not compensated. This brings us to a larger question since the internet is not a luxury anymore as the Phone company probably still thinks. More people and companies depend on it for their business and other forms of communication. The magnitude of this sector is so huge that it should not have been placed in a single company’s hands but managed from a Governmental level.

Unfortunately, successive governments have allowed one company to control a vital resource for development of the country. One cannot be blamed to speculate that the internet service contributes to our country’s lack of development. Guyanese should wake up to the fact that the governments should take equal blame for the state of the dilapidated internet service. We have had excuses upon excuses about liberalizing the sector but the reality is that there is a secret agenda between the two players and lots of money is passing around to keep the internet in this sordid state. In fact, the internet is a good point for any opposing political party to add to their campaign for elections. It can generate lots of interest and sympathizers. Andrea McBean

The “Meat on Framework” approach on the Constitution is illusionary DEAR EDITOR, After making a call for the luminaries in society to come up with ideas for Constitutional Reform (CR), I saw letters from Anil Nandlall, a known leader within the PPP and Lincoln Lewis, ostensibly a new comer on the coalition’s bandwagon, standing in defiance of CR. The former I shall address at a later date. It reaffirms my point that the politicians enjoy the power given to them by the present constitution and do not wish to see any form of constitutional reform. In his letter,” People must and understand the constitution before criticizing it. Lincoln Lewis wrote; “There continues to be confusion between the Constitution which establishes the framework and the legislation which puts the meat on the framework. This must be sorted out lest the nation continues to be misinformed and misguided, thereby leaving the politicians to run wild and wreak havoc on the nation and continue their abuse of the people.” We have been there a long time ago. For decades they (the politicians) have been running “wild” and wreaking “havoc” and continuing “their abuse of the people. After voting for them, (both the PPP and Coalition) it is not the people’s interest that is paramount in parliament. It is their own narrow minded in-

terest that prevails. How do we get them to put “the meat on the framework” without CR? How do we get music out of your favourite constitutional instrument, article 13? Bear in mind that any “meat on framework” has to be done through the National Assembly. Lincoln cited Tarron Khemraj attack on article 160 as his reason for wanting a new constitution , saying it does not hold “ because the individual’s rights and freedoms (title 1) still await legislation to give meaning”. Same old story of “meat on framework” from Lincoln again. He then goes on to say that nothing prevents the parties from putting a list reflecting the will of the people or holding to account those who are elected to serve. I can’t believe that Lincoln really envision this to be possible in the present constitution. Where was Lincoln when 14000 signatures to stop the vat on private tuition fees was tossed aside by the Coalition? It was the largest attempt by citizens with support from the opposition to get Govt. to confirm to their wishes and it failed. The constitution dictates that the present bunch of parliamentarians are the parties’ representatives not the people’s representatives-they have no interest in changing

that status quo. Lincoln opined.” What is lacking in our society is vision, commitment, and will to make the constitution work for all. “Wake up Bro! Smell the coffee! Let’s have your vision and see your commitment since you know what is lacking. In Lincoln recent article; “What is it about the constitution that we don’t understand?” in which he critiques Mike Persaud, he rightly alluded to the acting Chief Justice as the supreme interpreter of the constitution. Can Lewis categorically state why no CJ has been duly confirmed – given that all have been acting in his beloved constitution? Believe it or not! Lincoln found that there is an impeachment clause in Article 94 “Removal of president for violation of constitution for gross misconduct.” Is this all the substance that is written in article 94? How do we begin to initiate this process in light of popular opinion that the president has already violated the constitution in several instances? Or is this yet another of Lincoln’s framework that needs meat to clothe it. Lincoln may need to go back in time to find a dinosaur to produce the amount of meat to clothe the skeletons in his constitutional closet! Rudolph Singh

Football must remove those bent on using it for personal greed DEAR EDITOR, This is my second letter on the failure of Clinton Urling as a sport official in Guyana. In September 2017, after returning to Guyana, having completed studies in Sports Management, Mr. Urling took to the local press to once more expressing dis-satisfaction with the tenure of the GFF Executive, specifically progress made on the FIFA Forward Project and ongoing elite league impasse. In a prior September 5, 2017 Guyana Chronicle piece captioned, Urling disappointed in state of FIFA Goal Project, two years after acquiring land, he opined that the biggest achievement of the NC was its acquisition of prime real estate for a new GFF Secretariat, training complex and modern football only stadium. The thirty year lease for land aback Providence he spoke of, and that he supposedly acquired was deemed invalid by the Eccles/ Ramsburg Neighbourhood Democratic Council and the Government of Guyana after lawyers reviewed the process by which it was effected. A number of Mr. Urling’s “views” have been written by Mr. Rawle Toney of the Guyana Chronicle, who was contracted as the NC’s Sponsorship and Communications Officer during Mr. Urling’s tenure as NC Chairman. In another September 2017

article, this time in the Kaieteur News, captioned, Kaieteur News raps former NC Chairman – Clinton Urling, he states,”I have no intention to run for any office of the GFF. However, I do remain committed to seeing the development of the sport of football in Guyana. If I’m asked to serve in any capacity, and once availability permits, I would acquiesce to do so. “In two years, Mr. Urling has found nothing positive to say about football in Guyana, its Executive and Secretariat. This despite the GFF’s new leadership and the Secretariat among others being praised by none other than FIFA’s President, CONCACAF’s President and FIFA’s General Secretary for their successes, some of which are: (1) U-15 boys winning Guyana first ever regional youth tournament, (2) securing two, five-year youth development football contracts, (3) furthest ever a Guyanese team advanced in the Caribbean Football Union tournament, (4) Women’s Football Development League launched, ( 4 ) f i r s t e v e r Wo m e n ’s Football Technical Officer employed, (5) the commencement of construction for a modern multi-purpose footballing stadium at Providence, (6) the success of the grassroots football programme, (7) expansion of

football played in the hinterland, (7) the wildly popular nation-wide Scotia Bank sponsored Academy Training Centers , (8) new GFF strategic plan, (9) establishment of Guyana’s first ever under-13 male team and (10) fulfillment of regulations set out by FIFA for the management of the GFF finances. These are some, there are numerous successes that our local footballers and all of Guyana must be aware and proud of; Guyana’s football legacy must be built on success after success from the bottom up. Political greed, vested interest, misguided rhetoric and schemes intended to destabilize and undermine Guyana’s football development programme can never be in the best interest of Guyanese football and footballers. Awarding huge contracts to private promoters and assuring them of the reestablishment of the K&S yearend tournament, is in fact the corner stone of Urling’s vision for football development. The GFF must undertake a forensic audit of the NC’s tenure, FIFA must also take decisive action to remove elements of the sport that have historically and are currently attempting to ruin it in Guyana and for what? Power, privilege and access to FIFA’s money. Mike Archer

WHY THE NEED FOR POLICE PERMIT TO PLAY MUSIC IAC corrects inaccuracies on... AT A WEDDING AT ONE’S HOME? DEAR EDITOR, Kindly publish this letter to the Minister of National Security and the Commissioner of Police. For too many years, the Police in “C” Division have been insisting that the hosts of weddings being held at their homes MUST have police permission before they can be allowed to play music at the events. Up to two years back, every Hindu or Muslim host to a wedding had to obtain a Music & Dancing Licence through the Vigilance Magistrate’s Court. Of recent, the “C” Division Police have “softened”, and permission must now be granted by the Commander’s Office. If such permission is not produced to the police patrols, instruments are seized and taken to the Police Station. In fact, if hosts to weddings protest Police action, they are promptly taken along with the instruments. I have consulted with previous Commanders and even

the Office of the Commissioner of Police on this practice and I am yet to be advised which Law makes this demand for permission. A current matter has been brought to my attention yesterday. A host has submitted an application to the Commander’s Office for permission to play music at a wedding she has in two weeks’ time. As is required by the Commander’s Office, she submitted a written application, an Affidavit, Certificate from the Fire Service, Permission from the NDC, letters of “no objection” from two residents in the area. Having submitted all of that, the host was sent to the Enmore Police for further investigation. The Enmore Police now wants the host to take the two residents to the Station, at the same time, to verify the “no objection” letters. By the time someone gets the permission, one would have expended over $20,000: Hon Minister, what is this?

Where is the legality? I would apologize to you most profusely if I am advised that the misery I related above is required under the Law. (What my limited knowledge advises me regarding noise nuisance is that an offense is committed once someone complains about repetitious and consistent......to the annoyance of someone.) Also, if this “permission”

to play music is or is not required under Law, it would be of immense comfort and information, particularly to hosts weddings, to be so advised via some public advisory and/ or that you would have cause to be directed to your various Agencies of the legal position regarding the playing of music at weddings. Hon Minister, I respectfully request some definitive action. Taajnauth Jadunauth

From page 5 The IAC wishes to reiterate that there is e n o u g h l a n d i n Guyana for everyone who wishes to use it productively, and this land that we have now has been developed overtime by all the peoples of this country; especially the agricultural land and therefore, not one single group is responsible for that development. The IAC urges all Guyanese to remember that Article 1 of the Constitution of the Co-operative Republic

of Guyana, states that “Guyana is an indivisible secular sovereign state in transition from capitalism to socialism”; and Article 18 states that “Land is for social use and MUST go to the tiller”. The IAC hopes that the work of the Lands COI will not undermine social cohesion in this country and national unity. Saira Alli Indian Action Committee

A sex offenders’ registry won’t stop sexual abuse From page 4 taught to be respectful to adults – every adult is to be addressed as “uncle or aunt.” To a child respect also suggest trust. Gaining the trust of their victims is the child sexual abusers first objective. Second, remember statistics indicate that the most vulnerable children are those between seven and thirteen years old. Third, the tendency to have a sibling - just a little older- take their brother or sister to and from school is dangerous. Here in the USA par-

ents could serve serious jail time for doing so. Fourth, remember, that most children are molested by a relative or a friend of the family (this relates back to the issue of trust). Fifth, attend parent teachers’ meeting; let your voice be heard. Demand that the Teachers Training College show proof that those it train are being given the skills/knowledge necessary for them to recognize when a child has been sexually abused; that teachers can competently instruct your children about inappro-

priate touching etc. Further insist that at parent teachers meeting time be set aside for such trained teachers to share that knowledge with you. If necessary picket the Ministry of Education, the Office of the President until these things are done. Remember, the rich and the politicians do not have to ask their little children to take their siblings to school. They don’t have to worry about their child getting home safely after a cricket match – private vehicles are there to take care of that. It is you, the

poor, whose children are mostly at risk. I know, there will be those in positions of power who will tell you – “wait, don’t protest, you are embarrassing the party.” I say to you, on this matter, embarrass it. Perhaps if we had done so during the rule of the PNC and the PPP, those children who were denied their right to youthful innocence then, might have been saved. These are your children you are fighting for. They are depending on you. Claudius Prince

Guyana’s Anti-Money Laundering structure headless, will harm re-evaluation with CFATF -Nandlall The Anti-Money Laundering and Countering Financing of Terrorism (AML/ CFT) Authority, that the APNU+AFC Government made provisions for in the AML/CFT Amendment Bill of 2015, is still to be appointed. According to the legislation, the AML/CFT Authority is supposed to be the head of the entire AML structure in Guyana. With this body being nonexistent, Guyana basically has a headless AML structure. This is despite the position that government took in announcing that it wants to implement all possible measures to keep money laundering in Guyana at bay. Former Attorney General, Anil Nandlall told Kaieteur News yesterday, that Guyana will pay the price for this come next round of evaluation.

Nandlall said that the Government had no need to create the Authority in the first place, as this was not a requirement of the Caribbean Financial Action Task Force (CFATF). He explained that what the financial watchdog required was a forum at which heads of the various bodies which have a stake in the fight against money laundering can meet. Nandlall said that requirement was already fulfilled by the PPP/C administration in the form of the National Task Force. The former Attorney General said that the government has since abandoned that body for it to be replaced by the Authority. Nandlall said that the AML/CFT Authority is a huge bureaucratic structure comprising of 10 ex-officio

officers and 10 persons who have to be appointed by a majority in parliament as a result of recommendation coming from the Committee of Appointments. According to Nandlall, he has no faith in the Committee of Appointment being able to fill this legal gap any time soon, since it took just over a year and a half before it was able to appoint a single man to head the Financial Intelligence Unit (FIU). He recalled that the APNU+AFC had taken the power away from the President to appoint the top officials in the AML/CFT regime and resided it in the parliament. Nandlall said that he had pointed out several things that were fundamentally wrong with this move, while speaking to the Bill in the National Assembly.

He noted that parliament is not an appointment body. Before this provision, the Committee of Appointment’s role was to recommend names to the National Assembly which would then approve the names and send to the President for him to make appointments. Nandlall said he had also told the House that the Parliament is made up of politicians, all of whom have to be monitored closely by the FIU and therefore ought not to be participating in the process of appointing persons who have to scrutinise and investigate them. Further, Nandlall said that he noted that using the parliamentary process to appoint persons would take an extraordinarily long time to accomplish. He said too that another reason that he put forward

Govt. should leave business to private sector- GTT, CEO

Chief Executive Officer of Guyana Telephone Telegraph (GTT), Justin Nedd says that it will be best for Guyana if government leaves “private sector activities to the private sector.” Nedd said this as he spoke at a recent conference held under the theme, “The Transformational economy: Perspectives and Opportunities for Guyana’s Private Sector.” Nedd said that while oil will bring good economic benefits to Guyana, government must not undervalue the role of ICT. He observed that ICT plays a pivotal role in the development of the economy. “When oil gets here, ICT will be here, when oil starts to decline, ICT will continue to be here. It is not for us to turn to oil and forget the leverage that ICT bring to the growing economy.” Nedd said that GTT is committed to continuing the development of the ICT sector. He said however that it is

CEO of GTT, Justin Nedd useful for “us” to identify what is needed in order to develop the ICT sector and bridge its digital divide “so that we can bring more broadband internet to as many residents of Guyana as possible.” Among the things needed

is a regulatory framework to govern the sector that falls into government policy. Further, Nedd said, “government should leave private sector activities to the private sector. Many times government thinks this is a business

that I can get into and do better than the private sector. Most times it does not turn out quite so.” Nedd said that Guyana is most likely not to be the exception. Further, Nedd said that there should be a level playing field. “We are all for the competition and we are in favor of liberalizing the telecommunication sector. We are having talks but what we are asking for is a level playing field.” Nedd also said that government should have a taxation policy that really encourages investment “because if the government tries to raise money by raising taxes, I think this is a really destructive endeavor because it will just stymie private sector investment because businesses have a profit incentive.” Nedd said that GTT is very optimistic “with the progress we are making with Minister (Cathy) Hughes and government in general.”

Former Attorney General, Anil Nandlall was that the FIU is supposed to be independent in operational and policy matters. “To make the FIU subject to the AML/CFT authority will take away that independence. Especially since that body will inevitably comprise of political exposed persons who must also be investigated by the FIU. My arguments were rejected and those amendments were included in the Bill.” However, Nandlall said that the fact that the Parliament, the legislative branch has been given appointment powers is a violation of the doctrine of separation of power “only the executive is supposed to make appointment.” “It has been almost three years and the appointment process has not yet even commenced for the AML/CFT Authority. With the Authority being non-existent, the entire AML/ CFT legal structure is headless.” Nandlall said that with the National Task force not even being in place, there is no forum for the important players in the AML/CFT structure to meet and supply information to each other; for example, the head of Central

bank, Guyana Revenue Authority, Police Force, Deeds Registry. “At this forum, these agencies would meet and inform each other of ongoing investigations and a modus vivendi was supposed to be worked out among these various agencies and therefore there would be a reduction of conflicts in operational matters,’ said Nandlall. He continued, “This task force was abolished; therefore there is no opportunity for these agencies to meet at any level in an institutional environment. As a result, there is now constant conflict between the FIU, GRA and the Banks, etc. It was always expected that unless there is a collaborative mechanism among these agencies, there was always the imminent possibility that there is going to be a clash for turf; for example, who has priority over whom in the investigation of a particular matter where more than one agencies have the mandate to investigate?” Nandlall predicts that Guyana will be faulted in some form or fashion for the nonestablishment of this authority itself ‘as flawed as it is.’

Senior IDB exec in Guyana to review operations

Minister of Finance Winston Jordan presents the IDB official with an artist’s impression of the overhead walkway at Peters Hall, East Bank Demerara. The Senior Vice President of the Inter-American Development Bank IDB) Julie Katzman is currently in Guyana to review the IDB portfolio with the government, and to look at areas for continued collaboration. Speaking with the Department of Public Information (DPI) at a cocktail reception held in her honor, Minister of Finance Winston Jordon opined the visit stems from a speech he made at the IDB, where he called for “out of the box thinking.” According to Minister Jordan, the world is “a dynamic place” and frequently banks and multilateral agencies have to respond to the changing dynamics in their member countries. He noted the dynamics in Guyana have changed with the administration assuming office after 23 years, therefore priorities and focus will be different. The meeting with Katzaman and her team highlighted several issues and

challenges and identified possible solutions. Minister Jordan, according to a Government release, disclosed that the present administration inherited some major issues. “One of the problems is that we inherited a significant portfolio from the previous government and this portfolio has in it a number of projects that we would call illconceived or virtually dead projects. We have loans for example that we approved since 2012. By the time we got in, they had not moved virtually one inch in terms of disbursement.” As a result, resources were lost while others were reprogrammed. The minister cited the example of the loan granted for the widening of Sherriff Street, which he opined should not have been prioritised over the issues such as health and education. That money will now go to the housing sector between

the catchment area of Sheriff Street and Mandela Avenue, where it is expected to benefit the poor. Meantime, the IBD representative has already visited several IDB-funded projects and met with various government representatives. Katzman said the discussions dealt with current port-

Finance Minister, Winston Jordan in talks with Senior Vice President of the IDB, Julie Katzman and IDB Country Representative, Sophie Makonnen. folio; the emerging oil and gas sector and how Guyana can benefit and ways to accelerate the execution of loans in the portfolio. She also disclosed that IBD’s Head of Infrastructure has met with local infrastructure Minister David Patterson to discuss future projects. At the reception, Katzman

was presented with an artist’s impression of the walkover at Providence that is currently under construction. In recent times, IDB, one of the biggest bilateral lending agencies in the region, has been facing some tough questions. Opposition Leader, Bharrat Jagdeo, has an-

nounced that he is gathering evidence for a report he wants to present to the IDB headquarters in the US. The report would allegedly highlight a number of worrying practices on procurement involving IDB contracts. IDB has especially been funding roads and electricity projects in Guyana.

Key Telecoms Agency established as liberalisation hits critical phase A key state agency that will pave the way for new phone companies to enter the local market has been greenlighted for operations. Yesterday, during the post-Cabinet press briefings at the Ministry of the Presidency, Minister of State, Joseph Harmon disclosed that Cabinet on Tuesday approved the establishment of the Telecommunications Agency. The establishment of the agency will coincide with the commencement of the Telecommunication Act 2016. Among other things, the agency will be moving before the year is out for a number of essential administrative and organisational activities which will include staffing, finalisation of licensing procedures in preparation for liberalisation, and issuance of new licenses to telecommunication entities. According to Harmon, the establishment of the agency is the first of two phases in the implementation of the Telecommunications Act 2016. The law change paved the way for the ending of the 25plus years landline and international calls monopoly of US-owned Guyana Telephone and Telegraph Company (GTT). However, Government,

Government has established the critical Telecoms Agency which will ready Guyana for new phone companies to enter the market. despite the law change, just cannot do away with GTT. It has been negotiating with the telephone company, with the Guyana Revenue Authority (GRA) involved. Currently, the two licensed mobile operators are GTT and Digicel. Many housing schemes are still without landlines and despite landing a submarine fiber optic cable from Suriname a few years ago,

GTT is facing flak for the quality of broadband it is offering. According to Minister Harmon yesterday, the execution of phase one commenced from October 1 and will run until December 31, and involves the formation of the agency as a body corporate in accordance with the Act. Harmon disclosed that at the end of this phase, the

agency is expected to be in a position to absorb the functions of the National Frequency Management Unit (NFMU) and have the capacity to deal with the additional regulatory functions mandated by the Act. A number of companies, both local and international have all expressed interest in what is considered one of the most lucrative businesses in the world.

Running from what? When one is in primary school, one is introduced to a concept called Simple Interest. This allows students to make a calculation on the interest that would accrue based on a given rate of interest over a particular interval. One can also use the Simple Interest formula to calculate the sum of money needed to be invested to earn a certain interest after a set interval. Simple Interest is used, for example, to calculate the interest earned in your bank book each year. Suppose, however, that instead of withdrawing all the interest you kept it along with the capital in your bank book, and suppose that you decided to continue each year to add the interest to what you have already. You may, in such a situation, wish to determine how much money you will have at the end of a number of years.

There is a formula which can be used to calculate this amount and the formula is called the Compound Interest formula. It is so named because the interest rate is compounded after each year by adding it on to your principal and then calculating the interest on this increased sum. Using the Compound Interest formula, any banker or investor can tell a client just how much money they will have after a certain number of years. They can, for example, inform a client that at 4% interest rate compounded, a certain sum of money would increase to a certain amount over a given period of time. The Compound Interest formula is also used by economists to determine just how much a country needs to grow in order to achieve a certain per capita income or

vice versa to determine what will be the per capita income of a country if it grows at a certain rate of growth over a number of years. In 1992 when the PPP assumed office, the per capita income of Trinidad and Tobago was ten times that of Guyana. It was calculated that even if Guyana enjoyed economic growth at an astronomical rate, it would take in excess of fifteen years for our country to catch up with the per capita income of Trinidad and this was based on the assumption that Trinidad would not enjoy any growth. Therefore, so long as growth in the twin-island Republic is on par or close to that enjoyed by Guyana, a situation that is quite realistic, then Guyana could never achieve the per capita income of Trinidad and Tobago. However we twist it or

turn it, the fact remains that Guyana slipped economically under the PNC to the point where we were the second poorest nation in the Western Hemisphere, and to the point where regardless of whether we enjoyed consistent economic growth we would never within fifty years be able to catch up with an economy such as Trinidad & Tobago. I make this point to illustrate what I mentioned in a previous article. I make that point to highlight that it is precisely because Guyana had such a low per capita income in 1992 that it is impossible for there not to be pull factors luring Guyanese nationals to other islands in the Caribbean, in the same way as the nationals of those very countries to which Guyanese run seeking employment also migrate to countries in which the per capita income is far higher. Thus it is fallacious to argue that it is because the government is not providing jobs that people are running away. There is no way, for example, that the government of Guyana would be able to pay the sort of salaries that are paid by the Bahamas, and therefore there will always be Guyanese teachers going

there to teach. And this goes to the very heart of what is taking place in Barbados. There is no way that Guyana would ever within the next twenty years be able to catch up with certain countries in the Caribbean and therefore there will always be that pull factor. We simply cannot, and Compound Interest confirms this fact. Now suppose that the government was able to do all the things that people are saying should be done to avoid persons migrating. Then it would mean that Guyana would be in a state where it needs no one and that is a fantasy by itself. Those who ran from Guyana after 1992, were running from what was created long before. And, of course, there

would be no need for a single economy within the Caribbean because labour would not be migratory. And this is what goes to the heart of this column’s criticism over what is taking place in Barbados. We cannot have a single market if labour is not part of the trade between countries. You can also never have economic efficiency if there is no competition for labour skills. Guyanese are filling an important void in the economy of Barbados and in so doing are demonstrating how critical the free movement of skills is to the very existence of a single economy within the region.

=== The Freddie Kissoon column ===

PNC at 60: Ironic metamorphosis Last Tuesday, I began a three part series on the PNC at age 60. That essay briefly looked at Forbes Burnham. Today, I assess Desmond Hoyte. This man’s tale is one of Guyana’s prodigious ironies. Of all the persons who became leader of the PNC, is the person whose career was hardly grounded in the ontology of the PNC. Hoyte first rose into the public’s eyes when he was appointed as member of the Elections Commission in 1968. From thereon, he climbed and climbed until he became Prime Minister but it was all due to Forbes Burnham’s personal endorsement and facilitation. It was not due to the enor-

mity of party work for, according to Elvin McDavid, Hoyte was never a party man. There is hardly anyone alive today, whether in or out of the PNC who would contradict that statement. Guyana has produced two unique political characters in Desmond Hoyte and Rupert Roopnarine. Both were strongly middle class personalities with elitist touches about them who found groundings with the masses of their parties, a difficult occupation. But they each rose to leadership within their respective parties whose unashamed manifesto was working class social elevation. Only an illogical country like Guyana can produce such unbeliev-

able inscrutability. McDavid maintained that throughout his Cabinet years, Hoyte showed no indications of embracing socialist economics and socialist ideology. Yet in 1984, President Burnham made him Prime Minister in front of candidates who had more appreciation for socialist economics. There is no written material to date analysing that decision of the openly avowed socialist President, Forbes Burnham. Only one book has been published on the Burnham years in government up to the time of Burnham’s death (Tyrone Ferguson, “To survive sensible or court heroic death: Management of Guyana’s Political Economy,

1965-1985) and it does not explain why such a socialist leader would choose an antisocialist politician to succeed him; indeed less than a year after his appointment as PM, Hoyte succeeded Burnham. My guess is that the appointment of Hoyte as PM in 1984 had nothing to do with Burnham’s special likeness for Hoyte. That is not in dispute, but that was not the reason. In 1984, Burnham made the selfirritating decision that the global powers will not help his government unless there is a relinquishment of socialist economics. He knew if any PNC leader would be welcomed and trusted to lead the negotiations with the West, it would

Cop charged for stealing gun, ammo from TSU A serving member of the Guyana Police Force, who was allegedly found with a weapon and ten live rounds belonging to the force in his pants crotch, yesterday made an appearance in the Georgetown Magistrates’ Courts to answer to a charge of simple larceny. Twenty-one-year-old Kevon Johnson of Lot 16 Public Road Hague, West Coast Demerara, appeared before Principal Magistrate Judy Latchman and denied the charge, which alleged that on August 27, at the Ta c t i c a l S e r v i c e U n i t (TSU), Police Headquarters, Eve Leary, he stole a 9mm pistol valued $375,000 and ten live rounds of ammunition, property of the

Charged Kevon Johnson Guyana Police Force. The defendant was represented by Attorney-at-law

Melvin Duke who asked that reasonable bail be granted to his client. The lawyer told the court that his client has been a serving member in the Guyana Police Force for the past three years and his wife is seven months pregnant. The lawyer added that since the incident his client was placed on close arrest and it was only on October 5 that he was placed on open arrest and told to make an appearance in court. Police Prosecutor Shawn Gonsalves had no objection to bail being granted to the defendant. Facts presented by the prosecutor stated that on the day in question ranks, acting on information went to Den

Amstel, West Coast Demerara, where they made contact with the defendant who was under a shed gambling with four friends. The court heard that a physical search was conducted on the defendant and the gun and ammunition were found in his pants crotch. The prosecutor told the court that after the defendant was arrested, he admitted that he found the gun along with the ammunition in a cupboard when he was taking out a pair of boots. Magistrate Latchman then ordered the defendant to post bail in the sum of $200.000. He was then instructed to make his next court appearance on October 27.

be Hoyte. And Burnham was right! The West did agree to help Guyana with Hoyte at the helm. What Hoyte did to the

Frederick Kissoon PNC after 1987 was something that made Burnham turned in his grave a million times! One of Guyana’s greatest ironies was on display. Hoyte de-Burnhamised the PNC and the PNC Government. But he also exorcised socialist policies, socialist politics and socialist people from the PNC. The socialists were all gone; not even given token slots somewhere in the party or even in the state. Hoyte wanted then far gone. This is where in the analysis of the PNC you have to stress the role of the leader, rather than the party. The leader has always been the party. Burnham shaped the PNC. Hoyte shaped the PNC. Corbin shaped the PNC. Granger is doing the same thing. In Guyana, party politics is about the whims, fancy, desires, dreams, and ideas of the leader. By 1988, the face

of the PNC and the Government of Guyana bore no resemblance to the visage of the PNC under Burnham, Hamilton Green, and Ptolemy Reid collectively. From 1988, Hoyte went into directions that will continue to torment researchers. Who was President Hoyte? What did he believe in? What were his cultural and sociological views of Guyana? As an academic, I would say Hoyte embodies sufficient complexities to give you a headache as a researcher. The positives and negatives were enormous. We cannot enumerate them in a newspaper column. On the positive side, I think when he became president in 1985, he underwent a philosophical metamorphosis. He wanted to ride away from the authoritarian realism of Burnham. Because of the retention of some ‘colonial’ instincts (I said that on a Channel 9 Panel with Aubrey Norton, to which Norton did not disagree), Hoyte was prepared to engineer a society where the basic fulcrums on which stand the rule of law, democratic governance, state service to the people and discipline in the use of power were strengthened and made into steel. On the negative side, he was not schooled in political theory to understand that you cannot separate economics from politics. He did that and in the process, impoverished the working classes of the entire country.

Ramjattan calls on media to join fight against domestic violence - touts anger management programmes for schools, communities In light of the recent spate in domestic murders, Minister of Public Security Khemraj Ramjattan is calling on the media to play a more active role in educating the nation on this scourge. “I want the press to help me in that regard. The press will have to do a number of things in educating too. Not only highlighting that it has happened and next thing the police catches the culprit. But go on educational tours to get people to understand through talk shows…,” Ramjattan pleaded. According to Ramjattan, there are several factors that contribute to these types of murders, how an individual was raised, depression and “relationships that have gone

sour and people do not know how to control anger.” “People feel you could pick up a cutlass and chop out clean the hands of your spouse, slit throats. It’s a terrible thing and our society is bleeding too much, too often.” To this end, he said that his ministry is working towards crafting anger management programmes for schools and communities countrywide. “Anger management might be something we will have to bring to many communities and even teach at schools,” Ramjattan underscored. Ramjattan in commenting on the brutal slaying of 39year-old Police Sergeant Kenish Sheriff-Fraser of

Number 30 Village, West Coast Berbice by her alleged lover, said that there are no records of reports lodged at the station that this “man was giving her (Sheriff-Fraser) trouble.” “It’s a terrible thing and our society is bleeding too much, too often and with an intensity these days. The silence of domestic violence is making it more complicated and then our recruits (police) are not with that capability,” he said. As it relates to the tardy response of officers to domestic violence reports, the Public Security Minister disclosed that some policemen are unaware of how to deal with these situations, since they have only been exposed to

$118M Passenger Cargo Vessel for Guyana Prison Service nears completion

The $118M Passenger Cargo Vessel for the Guyana Prison Service The Guyana Prison Service will soon be in receipt of its very own Passenger Cargo Vessel which will provide safe transportation for prisoners. The $118M vessel was inspected yesterday at the shipyard of the Guyana National Industrial Company Incorporated (GNIC) by Minister of Public Security, Khemraj Ramjattan. Ramjattan expressed contentment in the fact that the Prison Service will soon have its own boat by the end of November which would reduce the dependence on using private boats. “GNIC seems to be doing an extremely good job. I am no expert, but having gone in there (the vessel), it is a pretty useful job. It will be able to hold 60 prisoners and 20 staff members. So Mr. Clinton Wil-

liams (Chairman of GNIC) and his team are doing a wonderful job…” The construction of the Passenger Cargo Vessel for the Guyana Prison Service was awarded to the Guyana National Industrial Company Incorporated (GNIC). The project commenced in May, 2017. It is expected to be completed at the end of October. The Twin Screw Passenger- Cargo Vessel has been designed for harbour and riverain service in Guyana. It has accommodation for 80 passengers above the Main Deck as well as 60-ton cargo space below the main deck forward of the engine room. It contains three watertight bulkheads, which divides the hull in four compart-

ments. The vessel will be designed with a free running speed to not less than minimum 12 knots. It will be fitted with two Perkins Diesel Engines developing about 500HP. Additionally, the vessel will be steel welded in construction and will be of ABS Classification Standard. There will be transverse framing throughout, spacing and Engine Room according to design as well as transverse watertight bulkheads continuous from keel to deck to form forepeak, cargo hold, engine room and steering gear compartment. There will also be two rudders to be designed and fitted to give maximum steering efficiency for a vessel of this type.

rudimentary training on the issue. Minister Ramjattan noted oftentimes persons would make changes to reports of domestic violence, or recant statements, thus causing hesitation and “hamstringing” among officers. According to Ramjattan, in some cases, women would refuse to testify when the police had already prepared a file on the matter. “But indeed, every report ought to be investigated, and that is now the instruction. Once it is sexual, once its beggary, once it is of any sexual nature and domestic violence,” he stressed. Ramjattan said that he is very pleased that people are coming forward to report domestic violence and even directing complaints to the ministry.

$150M city’s emergency drainage project nears completion A team from the Ministry of Public Infrastructure (MPI) is wrapping up the final stage of emergency drainage works, in the vicinity of Main and New Market Streets. Community Coordinator, Neilson McKenzie explained to the Department of Public Information (DPI) that in preparation for last May/June rains, the government had approved $150M for rehabilitative works to the drainage and irrigation channels in and around Georgetown. He added that seven broad areas were identified for the drainage works to be carried out and the section between Church and Main Streets was one of those areas. “It is a busy and thoroughly congested commercial block that was prone to flood and hadn’t any drainage works done in years. This phase has a two-part approach; one is the cleaning and desilting of roadside drains which is currently ongoing and the second one is some underground works on culverts generally. It involves desilting of the entire underground system and will run simultaneously with the first phase,” McKenzie explained. The drainage works, which will make the area almost flood free, commenced on October 1 and continues for the next six weeks. McKenzie pointed out

Community Coordinator, Neilson McKenzie that regular maintenance will be undertaken. “We want to ensure that the input made will be effective and to have that made effective, it means the initial work has to be followed up with a maintenance phase. So we’re putting together a maintenance package which will support the initial work that was done,” the Community Coordinator said. The team of workers has one supervisor and 12 staff who work just over six hours daily. Contractor, Joseph Williams explained that the scope of works includes weeding and clearing of the parapets,

cleaning of drains and the bridges, clearing of the tunnels and proper disposal of the debris. “It’s long now I doing this work but I am happy to be working for government and clearing up the area, at the end of the day, the aim is to alleviate flooding in the area,” Williams said. The project initially began in South Ruimveldt where remedial works are still ongoing, then expanded to include areas such as North Ruimveldt, Albouystown, and Queenstown. According to McKenzie, no additional funding will be used to execute the works.

GPHC’s A&E Unit boosted with new ECG Machine

Minister, within the Ministry of Public Health, Dr. Karen Cummings hands over the ECG machine, to a nurse in the Accident and Emergency Unit of the GPHC. Also in the picture is Medical Director of the Accident and Emergency Unit of the GPHC, Dr. Zulfikar Bux. Health service delivery at the Accident and Emergency Unit of the Georgetown Public Hospital Corporation (GPHC) has been boosted with the new addition of an Electrocardiography (ECG) machine. This was handed over yesterday by the Minister within the Ministry of Public

Health, Karen Cummings to the Accident and Emergency Unit of the GPHC. Minister Cummings noted that the ECG machine will aid in the diagnosis of non-communicable diseases, which are high on the list of major diseases that cause death, specifically cardiovascular diseases such as

heart attacks. This will allow for timely lifesaving intervention. According to the minister, in a government statement, GPHC is the country’s national referral hospital and offers high facility health care services, not only to residents in the capital but also to persons in all ten adminis-

was Medical Director of the Accident and Emergency Unit of the GPHC, Dr. Zulfikar Bux. He expressed gratitude to the Ministry for the timely donation, noting that the machine will aid in the improved

delivery of health services of the hospital. Also in attendance was Chief Executive Officer (ag) of GPHC, Brigadier George Lewis, and nurses of the Accident and Emergency Unit.

North Korea preparing long-range missile test RIA cites Russian lawmaker Kim Jong un

MOSCOW (Reuters) North Korea is preparing to test a long-range missile which it believes can reach the west coast of the United States, a Russian lawmaker just returned from a visit to Pyongyang was quoted as saying yesterday. A n t o n M o r o z o v, a member of the Russian lower house of parliament’s international affairs committee, and two other Russian lawmakers visited Pyongyang on Oct. 2-6, Russia’s RIA news agency reported. “They are preparing for new tests of a long-range missile. They even gave us mathematical calculations that they believe prove that their missile can hit the west coast

of the United States,” RIA quoted Morozov as saying. “As far as we understand, they intend to launch one more long-range missile in the near future. And in general, their mood is rather belligerent.” Tensions have risen in recent weeks over North Korea’s nuclear weapons and missile programmes as Pyongyang has test-fired several missiles and conducted what it said was a test explosion of a hydrogen bomb as it advances towards its goal of developing a nuclear-tipped missile capable of hitting the U.S. mainland. Morozov’s comments drove up the price of U.S. Treasury bonds, as investors,

worried about the prospect of new North Korean missile tests, moved into assets the market views as a safe haven in times of uncertainty. Reuters was not able to independently verify Morozov’s account, and he did not specify which North Korean officials had given him the information about the planned test. In Washington, a U.S. official said that there had been indications that North Korea could be preparing for a missile test on or around Oct. 10, the anniversary of the founding of the ruling Korean Workers Party and a day after the Columbus Day holiday in the United States. The official, speaking on condition of anonymity, did not disclose the type of missile that could be tested and cautioned that North Korea in the past has not staged launches despite indications that it would. A senior CIA analyst, speaking at a conference in Washington this week, said the North Korean government likely would stage some kind of provocation on Oct. 10 but did not elaborate on what form it might take.

Iran open to talks over its ballistic missile programme – sources ANKARA/LONDON/WASHINGTON (Reuters) Iran has suggested to six world powers that it may be open to talks about its ballistic missile arsenal, seeking to reduce tension over the disputed programme, Iranian and Western officials familiar with the overtures told Reuters. Tehran has repeatedly vowed to continue building up what it calls defensive missile capability in defiance of Western criticism, with Washington saying the Islamic Republic’s stance violates its 2015 nuclear deal with the powers. But the sources said that given U.S. President Donald Trump’s threats to ditch the deal reached under his predecessor Barack Obama, Tehran had approached the powers recently about possible talks on some “dimensions” of its missile programme. “During their meeting on the sidelines of the U.N. General Assembly last month, Iran told members of the (world powers) that it could discuss the missile programme to remove concerns,” an Iranian source with knowledge of the meeting told Reuters on condition of anonymity. U.S. and Western officials did not confirm the matter was discussed at the Zarif-Tillerson meeting. But two U.S. officials said Iran had recently been “keeping it alive” by feeding certain media reports and via third parties such as Oman. A former U.S. Defense Department official said Iran’s overtures had reached Washington in recent weeks. “Iran has put feelers out saying it is willing to discuss its ballistic missile programme and is using contacts ... officials who were ‘holdovers’ from the Obama administration,” the former official said.

EU braces for Brexit talks collapse as May falters BRUSSELS (Reuters) As in-fighting consumes the British government, Europeans have stepped up quiet preparations for a possible collapse of Brexit talks that could see Britain crash out of the EU without a deal 18 months from now. Prime Minister Theresa May’s EU counterparts still see the “no-deal scenario” she threatened them with as most unlikely, as they think it would hurt Britain much more than the continent. But after her faltering party conference this week and ahead of important meetings in Brussels over the next fortnight, diplomats and officials there and in big member states said they have been putting renewed focus on contingency planning for a legal limbo in March 2019 and urging businesses to do the same. German officials say that in recent months they have been spending just as much energy on how to handle that as on preparing for a negotiated solution. The BDI industry federation in the biggest EU economy warned German firms on Thursday that it would be “naive” not to be ready for “a very hard exit”. Like May, who on Friday rejected calls from some

Theresa May lawmakers to resign, Michel Barnier, the European Union negotiator, says his aim is an orderly exit. But he repeatedly cautions that he

also has a mandate from EU leaders to help prepare for failure and regularly tells businesses to be sure to plan for the worst.

Opposition Leader claims budget CARICOM to push for concessionary funding during meetings in US next week is bankrupt of ideas, no vision

OECS Director General Dr. Didacus Jules (left), Prime Minister Allan Chastanet, Prime Minister Roosevelt Skerrit listen to a hurricane survivor ROSEAU, Dominica CMC – Caribbean Community (CARICOM) countries will use “important meetings” in the United States next week to push the international community to re-think its policies regarding regional countries that are no longer eligible for concessionary loans and other forms of preferential treatment, St. Lucia’s Prime Minister Allan Chastanet said here yesterday. Chastanet, the chairman

of the sub-regional Organisation of Eastern Caribbean States (OECS), who led a delegation to the hurricane battered island of Dominica and held talks with Prime Minister Roosevelt Skerrit, said he also hoped the visit of the United Nation Secretary General António Guterres to the hurricane affected countries this weekend, would also help provide an impetus for a change in the policy. “I am actually assured

that he would be emotionally impacted by what he is going to see here and the level of vulnerability, the level of helplessness that we all suffer from because of what is taking place and the power of Mother Nature and what is left in its wrath. “I believe as a new Secretary General, I am convinced and certainly in the discussions I had with him, that he would become a champion for our cause, and again I am sorry that it is the people of Dominica, who have had to suffer to this extent in order for us to make that message known to everybody”. Chastanet said that it was important for the region to make sure “it is not in vain” and that the “important high level meetings” in the United States next week to be attended by representatives of the major countries of the world would provide the opportunity to detail ‘what we have been saying for years that the Caribbean cannot be classified by one measurement when it comes to whether we are middle income or h i g h i n c o me or low income.

Death toll rises to 22 in C America as TS Nate strengthens on way to US T E G U C I G A L PA , Honduras (AFP) — Tropical Storm Nate gained strength yesterday as it headed toward popular Mexican beach resorts and ultimately the US Gulf coast after dumping heavy rains in Central America that left at least 22 people dead. Nate, which currently has 50 mile (85 kilometre) per hour winds, is forecast to reach hurricane strength by the time it makes landfall in the United

States late today on the north coast of the Gulf of Mexico. New Orleans, where levees were breached during Hurricane Katrina in 2005, and other cities on the US Gulf coast were under hurricane watch. The US National Hurricane Center warned of possible “hurricane conditions” by last night on Mexico’s Yucatan Peninsula, where Cancun and other Caribbean resorts are located.

By late today, those fearsome winds could drive a “life-threatening storm surge” onto southern US states along the Gulf of Mexico. “Nate is expected to make landfall... as a hurricane,” the Center said. As of yesterday, the storm was located directly offshore from Belize, just s o u t h o f t h e Yu c a t a n Peninsula, with winds of 85 kilometers (50 miles) per hour that were expected to strengthen.

Venezuela opposition says ballot sheet unfair for Oct. 15 vote CARACAS (Reuters) Venezuela’s opposition said yesterday the progovernment election board was seeking to skew regional elections in favour of President Nicolas Maduro’s ruling socialists by including the names of candidates defeated in primaries on the ballot. After street protests that led to at least 125 deaths and

failed to dislodge Maduro earlier in the year, the opposition has shifted its focus to Oct. 15 elections for the governors of Venezuela’s 23 states. The socialists currently hold 20 states, but a crushing economic crisis has dented their popularity and the opposition now has majority support, polls show. The Democratic Unity

c o a l i t i o n i s t a rg e t i n g winning 18 governorships, but fears a confusing electronic ballot sheet could hurt its vote. Despite opposition primaries to choose a single candidate per state from the several dozen parties in the coalition, the election board is keeping all the original aspirants’ names on.

P O RT O F S PA I N , Tr i n i d a d - C M C – Opposition Leader Kamla Perad Bissessar yesterday dismissed the TT$50.5 billion (One TT d o llar = U S $ 0 . 1 6 cen ts ) national budget presented by the Trinidad and Tobago government earlier this week as being bankrupt of ideas and contained no measures or vision to take the country forward. In a three hour 20 minute response to the fiscal package presented by Finance Minister Colm Imbert on Monday, Persad Bissessar said that the budget would also “bankrupt our country and its people at every level” adding that the budget “demonstrates a brutal betrayal of the people littered as it is with rehashed broken promises. “What the country got was a budget presentation essentially of the same old failed measures and the policies announced as new ones were in fact cut and paste from previous budgets

Kamla Perad Bissessar and the PNM (People’s National Movement) manifestos. “So once again, we heard more of the same old, nothing new. And even those measures that may seem positive, are failing to convince the population of their ultimate effectiveness simply because this government has absolutely no track record of delivery and keeping their promises,” she said, as some trade unionists, casino workers

staged a demonstration outside the Parliament building protesting the recent increase in taxes contained in the budget . Persad Bissessar, who formed the government here between 2010-15, said that instead of providing some hope to citizens, the budget was “more doom and gloom” which the present administration has been telegraphing to the population since taking office. “The Finance Minister was unable to assuage the fears of the public about the country’s economic future. The regurgitated 2020 vision now 2030 Vision will remain just that a pie in the sky dream. The government has been campaigning for weeks at various public fora, b o a s t i n g a b o u t achievements that are either not theirs, or haven’t actually materialized, and warning about “tough love” measures that would be necessary to fix the crisis they have caused.”

US firm sues Duprey for US$122M Trinidad Guardian Former CL Financial (CLF) executive chairman Lawrence Duprey is being sued by a former subsidiary in the Bahamas for US$122 million, over a failed land development in Florida. According to the lawsuit filed in the Port-of-Spain High Court on Monday, British American Insurance Company Ltd (Baico), based in Nassau, Bahamas, is seeking to recover the money, which represents the damages awarded to it by the United States Bankruptcy Court in the South District of Florida on July 31. Baico is contending that while the legal proceedings were ongoing Duprey was living in Fort Lauderdale, Florida, but moved back to Collens Road, Maraval, without paying the court ordered damages. The proceedings in the US were over Duprey’s breach of fiduciary duty in the company’s investment in the Green Island real estate development in Osceola County, Florida. Baico invested US$295 million in the project which resulted in over US$100 million in losses. The losses forced the company into insolvency and

Lawrence Duprey led to subsequent multinational insolvency proceedings. Baico first filed its US lawsuit against Duprey and its other executives in September 2009. While the executives came to out of court settlements with the company, Duprey, a former d i r e c t o r, a n d f o r m e r chairman Brian Branker continued to challenge the claim. Duprey, Branker and their attorneys were active in the case initially as they opposed several aspects of Baico’s claim. After Duprey and his legal team were absent from the proceedings periodically between 2013 and 2015, the company obtained a default judgement against the duo.

Duprey then challenged the default judgement as he claimed his attorney had withdrawn from the case and he was not aware of its status. These arguments were rejected by US Judge Erik Kimball in July. Kimball said: “In the ensuing two years, Mr Duprey did nothing at all with regard to this case. In contrast, during that time the companies were quite active. With defaults in hand against Mr Duprey and certain other parties allegedly central to the failed real estate transaction, the companies negotiated with a number of other defendants and entered into settlements for amounts far below the total damages allegedly suffered by the companies.” Kimball ordered Duprey

Halep wins Kasatkina grudge match to reach China Open semis (Reuters) - World number two Simona Halep reached the China Open semi-finals for the first time in her career after beating Russian Daria Kasatkina 6-2 6-1 yesterday. Halep, who lost to Kasatkina in the second round of la s t m o n t h ’s Wuhan Open, was never at risk of suffering a second consecutive defeat by the 20-year- o l d , s e n d i n g down 19 winners to wrap up the win in just over an hour. “I think I played much better than Wuhan,” the Ro-

I just played my game and my style, and I was very consistent and solid as well.” The tour n a m e n t i n Beijing has already seen Halep register a first career victory over Russian Maria Sharapova, and the second seed now has an opportunity to level her head-tohead with Jelena Ostapenko, who beat her in this year’s French Open final. The mercurial Latvian bested Sorana Cirstea 6-4 6-4

in an error-strewn quarter-final that saw both players struggling to hold serve. Ostapenko made a typically high 33 unforced errors, but her powerful forehand kept her out of trouble against Romanian Cirstea, who is also her doubles partner. Twice-Wimbledon champion Petra Kvitova fought off fatigue to dominate Czech compatriot Barbora Strycova 6-3 6-4 and reach her third Beijing semi-final. Kvitova, who produced 33 winners offset by 43 unforced errors, said she was tired but very happy with the victory,

Imlach, Hetymer hammer first day... (From page 32) lunch West Demerara had crawled to 91-2 although the run rate had increased slightly after the demise of the openers whose partnership was as exciting as watching paint dry. After the interval, Imlach and Persaud upped the tempo a bit and featured in a well calculated 80-run third wicket stand, with Persaud hitting two sixes and a four in quick succession before he hit a catch to Kevlon Anderson as left-arm spinner Kassim Khan made the breakthrough at 1453. When Deoram Chanderbir (7) was removed by Karran Arjpaul at 159-4 it triggered a collapse which saw five wickets falling for 74 runs, but Imlach was still there and along with Ritchie Looknauth (16) took their 209-7 to their close of play score. Arjpaul, Johnson and Khan have so far taken two wickets each for the host. Meanwhile, At Bush Lot, Georgetown were dismissed for 155 with National U-19 opener Raymond Perez hitting a 59-ball 47. Ashmead Nedd (23), Sunil Singh (19), and Steven Sankar (15) offered token resistance for the City Franchise with Leon Johnson, Robin Bacchus, Ramaal Lewis and Christopher Barnwell missing on national duties. Left-arm spinner Gudakesh Motie captured 438 to take his tally to 51 scalps, while off-spinner Ceon Glasgow supported with 4-47 for West Berbice who reached 226-8 by the close, enjoying a 71-run lead going into day two. Twenty-year-old Test batsman Shimron Hetmyer hit

IOC suspends Brazil’s Nuzman after arrest over vote-buying allegations ZURICH (Reuters) Brazil’s national Olympic committee (COB) and its head Carlos Nuzman were provisionally suspended by the International Olympic Committee yesterday, a day after the 75-year-old was arrested in Rio de Janeiro in connection with a corruption investigation. However, the IOC said in a statement Brazilian athletes would not be affected and Team Brazil would be able to take part at next year’s Winter Olympics in Pyeongchang. Nuzman, a former IOC member and now honorary member, is accused of arranging more than $2 million in bribes to get the IOC to pick Rio de Janeiro as host of the 2016 Olympic Games and faces allegations including corruption and money-laundering. Rio was awarded the Games in 2009, successfully bidding against Chicago, Tokyo and Madrid. The IOC said it had

“taken note and discussed the circumstances of the allegations against and the arrest of Mr Carlos Nuzman, in particular concerning the vote for the host city of the Olympic Games by the IOC Session in 2009”. It said Nuzman would provisionally lose all the “the rights, prerogatives and functions” deriving from his IOC status and that he would be withdrawn from the coordination commission f o r t h e 2 0 2 0 To k y o Olympics. The COB was suspended because it was responsible for Rio’s bid to stage the Games, the IOC said. As a result, subsidies and payments from the IOC have been frozen. “This decision shall not affect the Brazilian athletes,” it added. “The IOC will accept a Brazilian Olympic Team in the Olympic Winter Games Pyeongchang 2018 and in all other competitions under the umbrella of the COB with all

Carlos Arthur Nuzman rights and obligations.” The COB in Rio de Janeiro said it did not immediately have any comment to make when contacted by Reuters. LATEST INCIDENT In August 2016, IOC President Thomas Bach awarded the organization’s highest honor, the Olympic Order in gold, to Nuzman, praising his work for the Rio Games. Nuzman is the latest official to be involved in ongoing corruption investigations. Frankie Fredericks, another IOC member, has temporarily stepped down from his posts pending the results of those investigations. He denies any wrongdoing. Senior IOC member Patrick Hickey, who has also vehemently denied any wrongdoing, has imposed a self-suspension since he was involved in an Irish Olympic Committee ticket scandal and in September resigned

from the IOC Executive Board. Nelio Machado, a lawyer for Nuzman, told reporters on Thursday that the votebuying accusations were unfounded. Brazilian police first raided Nuzman’s home in September and accused him of paying a $2 million bribe to the son of Lamine Diack, a former IOC member from Senegal and former head of the international athletics federation (IAAF). Both Diack and his son have denied the allegations. Namibian Fredericks has admitted receiving money from Diack’s son but has said it was for professional services rendered. Marcelo Bretas, the federal judge who authorized the arrests, said on Thursday that new evidence indicated that Nuzman’s role in the alleged vote-buying scheme was “more relevant” than previously thought.

GCB/CGI 3-day Franchise League

Pestano (82), Hooper (50) share in 96-run stand Bishun grabs 4-50 for East Bank A 96-run eighth wicket stand between pacer Clinton Pestano, who smashed a belligerent 82 from 104 balls and 168 minutes with six fours and three sixes and offspinner Eon Hooper, whose 50 took 126 minutes and 89 balls and included four fours and a six, revived Lower Corentyne to 262 from a precarious position of 127-7. This was after Baldeo made 38 from 69 minutes and 42 balls with seven boundaries which included a six, while Joshua Ramsammy’s 34 took 38 balls and 55 minutes as he reached the boundary five times. Left-arm back-of-thehand spinner Totaram Bishun (4-50), Dashan Persaud, took 2-46 and offspinner Ershad Ali had 2-62 for East Bank who reached 129-3 by the close of day one having to bat the final session. Sachin Singh was unbeaten on 40 with six fours and a six and with him was Renaldo Ali-Mohammed on 35 with five fours and a six after the pair joined forces at 65-3 and have so far added 64 runs for the fourth wicket. Christopher Deonarine (12) was bowled by Pestano

at 27-1, while Keeper Corwin Austin (18), who had his stumps wreaked by Demetri Cameron and Mark Robe (6) edged Shawn Perriera to slip in the space of 10 runs before the lefthanded Singh and AliMohammed came together to stage ‘operation rebuild’ to leave East Bank 134 more to take first innings lead. Earlier, Upper Corentyne, without Anthony Bramble, opted to bat in bright sunshine on a good track and rough outfield and watched by a handful of spectators, Kandasammy Surujnarine and Balchand Baldeo started well. In agricultural setting with a nice breeze blowing across the ground, Baldeo got the off the mark from his first ball when struck AliMohamed for four in the day’s second over after Keon Morris had started with a maiden to Surujnarine. Surujnarine (11) also got going with a boundary off Ali-Mohammed before stroking the National U-19 Skipper for four more before edging him to Robe at first slip as Ali-Mohammed struck in the eighth over with the score on 22-1.

David Latchaya, on the back of a century in the last round, joined Baldeo who did the bulk of the scoring; hitting a couple of boundaries off Morris. But after hitting Morris for four, Latchaya (6) was beaten and bowled in his seventh over to leave the score on 45-2 after an hour’s play. Baldeo put his foot on gas and stroked Morris for four off the first ball of his last over in his first spell to bring up the 50 before depositing the pacer for six off his last ball. Bishun was introduced in the 17th over and just when another little partnership was being built, beat Baldeo in the flight and had him stumped as the pencil thin Bishun struck in his first over to leave the score on 68-3. Ramsammy joined Rajiv Ivan and they carried the score to 85 before Bishun struck twice in his third over when he trapped Ivan LBW for 14 after being hit for four off the previous delivery and had Kevin Sinclair caught and bowled for a second ball duck. Ramsammy played some lovely shots and along with the aggressive Pestano

Clinton Pestano (left) and Eon Hooper shared in a 96-run stand yesterday at Port Mourant. posted the 100 in the 24th over but with the score on 122 and the partnership on 37, Ramsammy pulled Bishun to Ali-Mohammed at mid-wicket to throw his wicket away when well set for a big score as the home team lost their sixth wicket. Andy Mohan (4) then edged Ali to slip and at 127-7 Lower Corentyne must have been disappointed with their batting performance as every batsman, except Sinclair, hit at least one boundary, but failed to convert starts into anything meaningful.

Hooper hit Ali for four, while Pestano smashed him for a six and four in his last over before Lunch and at the interval the score was 144-7 with Pestano on 29 and Hooper on four. After Lunch, Pestano was bowled by Ali after he had waded into him and dumped him for a barrage of sixes to spark the revival along with Hooper. Pestano, who played two First-Class matches in this year’s Regional four-day tournament and has a topscore of 38, went after the

bowlers with utter disdain and dominated the partnership with Hooper which ended when Pestano departed at 223-8. Hooper changed gear and added 33 for the ninth wicket before he pulled Persaud to square-leg at 2569. Last man Cameron (6) was bowled by Persaud after clobbering him for six, leaving Perriera on 10 as the tail wagged. Today is the second day and play is scheduled to commence at 09:30hrs. Argentina in danger of missing first World Cup in 48 years BBC Sport - Argentina are in danger of missing a first World Cup since 1970 after being held to a goalless draw by Peru. Only the top four in South American q u a l i f y i n g a r e guaranteed a place at the 2018 tournament in Russia, and Argentina are sixth with one game left. The two-time World Cup champions must win their final qualifier in Ecuador to claim at least fifth spot which sets up a two-leg p l a y - o ff a g a i n s t N e w Zealand. The final round of games kick-off at 00:30 BST on Wednesday, 11 October. Argentina coach Jorge Sampaoli conceded “the situation is not comfortable” but added he was “confident that if we play with the conviction with which we did against Peru we will be in the World Cup”.

Argentina have won the World Cup twice. (AFP) Lionel Messi hit the post in the second half and Sampaoli praised the Barcelona forward’s “great intensity” as he created

numerous opportunities that his team-mates were unable to convert in front of a 49,000-capacity crowd at La Bombonera in Buenos

Aries. Argentina, beaten finalists at the 2014 World Cup, are level on both points (25) and goal difference (+1)

with fifth-placed Peru, who are ahead on goals scored. So tight is the group that four points separate Uruguay in second (28)

and Paraguay (24) in seventh and a win for Argentina could see them qualify automatically. However, they have drawn their past three qualifiers and their recent record in Ecuadorian capital Quito, which is 2,900m above sea level, is poor, losing two out of their past three and drawing the other. Ecuador have lost their previous five qualifying games. Peru are hosting fourthplaced Colombia and should they draw, Argentina would be eliminated if they did not win. Chile, who are third, go to already-qualified Brazil, while Uruguay, who are all-but assured of their place in Russia because of their vastly superior goal difference, need just a draw at home to already-eliminated B o l ivia to guarantee qualification.

Gayle ‘committed to West Indies cause’ - Law ESPNcricinfo - West Indies coach Stuart Law is open to showing “leniency” towards selecting Chris Gayle as long as veteran opener can fulfil certain “guidelines”. Law said he had seen enough during the limited-overs leg of the England tour last month to convince him that Gayle had earned the right for the management to relax certain selection norms. Gayle played his first ODIs since the 2015 World Cup, having also made a T20 comeback earlier this year. Two instances in particular, during the T20 international at Chester-le-Street and the fourth ODI, at The Oval, assured Law of Gayle’s commitment. “There are certain players you give leniency

to,” Law told ESPNcricinfo, during a wide-ranging interview. “Chris is one of our greatest-ever players. You have got to pay respect to that. Not saying it is an open draw, but there have got to be certain guidelines, which I am still trying to work out. What I saw in the T20 game in Durham and what I saw in the ODI at The Oval was a guy who was committed to the cause.” Gayle played the catalyst for the first time when he checked the emotions of his opening partner Evin Lewis in the T20I, which West Indies won. “In Durham he slowed the play down for a bit while Evin was batting at the other end,” Law said. “Evin was a bit twitchy facing Joe Root. Three dot balls. Chris realised Evin

was going to try and hit the next ball for a six. Chris just stopped the play, walked down, had a quick chat and calmed Evin down.” During the Oval ODI, which West Indies lost on DLS in a rain-affected match, Gayle was busy helping his captain Jason Holder setting fields in addition to motivating the bowlers. Law agreed that seniors like Gayle and fellow Jamaican Marlon Samuels were expected to perform, but the two most experienced players could also prove effective by mentoring team-mates during a match, which was the best form of coaching. Although Samuels has been struggling in the past few years, Law was certain

V Net T20 Blast - Wakenaam

Sans Souci miss out on Semi final spot despite Sukhram’s 5 for Sahadeo’s half century lifts GS Cavaliers Satnarine Sahadeo

Heera Sukhram

Dayawant Shiwnandan

A five-wicket haul by allrounder Heera Sukhram handed Sans Souci a 14run victory over archrivals Sans Souci Jaguars when the latest round of the V Net T20 Blast concluded in Wakenaam on Sunday last. Despite the win, Sans Souci failed to land a spot in the final four which is being taken by Sans Souci Jaguars, Good Success, G Square Cavaliers and Maria’s Pleasure. In the first fixture at the Wakenaam Community Centre ground in Good Success, Sans Souci batted

first and scored 89 all out in 16.2 overs. Reon Venture made 19 as teenage spinner Beesham Moses led a disciplined bowling performance by Sans Souci Jaguars with 3-10, while Nokta Moses and Derwin Daniels had 3-13 each. What should have been mere task for the Jaguars Sans Souci matched or even bettered their bowling performance with Sukhram leading the attack; Sans Souci Jaguars fell for 75 in 16.4 overs in reply. Daniels made 16 and Gladwyn Henry 14 as Sukhram finished with 5-

13, while Cleon Venture had 2-9 and Devon Rambarran 216. Satnarine Sahadeo struck a half century and Dayawant Shiwnandan grabbed a fourwicket haul as G Square Cavaliers defeated Noitgedacht SC by 45 runs in the days’ second game at the said venue. Sahadeo slammed 55 and got support from Jaggernauth Manbodh 39 and Satrohan Shiwnandan 25, helping G Square

Cavaliers to 179-5, after taking first strike. Jamal Hartman captured 2-26. Noitgedacht SC were restricted for 134-7 in response. Neil Ramalho hit 44, Matthew Cheong 36 and Hartman 30. Shiwnandan picked up 4-22. The semi finals will be played tomorrow with Good Success playing G Square Cavaliers at 09:30hrs and Sans Souci Jaguars facing Maria’s Pleasure at 13:30hrs at the said venue.

the future, but as far as I am concerned, if they are not committed, why are they here? If they are just playing for the sake of playing, I don’t think that is Marlon or Chris. They are here to play because they want to be here. They have got to perform, yes. But imparting knowledge to the youngsters is invaluable. It is tough to build a team without that experience together out on the ground, talking through situations. We can send messages from the sideline, but those don’t have the same impact.” Law took over as West Indies coach in January and in the last eight months, the team has won 11 out of 34 matches under his watch. Among the victories were two Test wins: against Pakistan at Bridgetown and then the thriller at Headingley against England. Law, along with the selectors and director of cricket, Jimmy Adams, have a lot of trust in the young Test unit, whose average age is 23. However, Law’s priority is to make sure West Indies reach the 2019 World Cup. Having lost out on the direct entry route, West Indies will need to finish among the top two at the World Cup Qualifiers next March. With the amnesty put in place by Cricket West Indies recently opening up the potential for

some of the best limitedovers players to return, Law is optimistic he will have the services of the likes of Andre Russell, Sunil Narine, Darren Bravo, Kieron Pollard and Carlos Brathwaite. Law also agreed with the relaxed criteria put in place by Adams and CWI chief executive, Johnny Grave, in order for the players to qualify for selection for the ODIs. “I want the best players available,” Law said. “I am not a selector, but yes, I do sit in on the selection process. There are some qualification criteria that the players have to adhere to. Now the number of games [in domestic cricket] they have to play to qualify has been significantly reduced. That gives them the best of both worlds: they can go out and play certain [T20] tournaments they are already contracted to, but it also gives them time to come back and play the quota [of domestic cricket] they have to be eligible to play ODI cricket. “The Pro50 finishes about a week before the World Cup Qualifiers, so it would be good to have players play our domestic tournament. They would be playing 50-over cricket before the World Cup Qualifiers, which is essential.”

Selectors keeping an eye out for quicks

Fast bowler Keon Joseph … snatched 24 wickets last season. ST JOHN’S, Antigua, CMC – The search will be on for young fast bowlers when

the Regional four-day season bowls off later this month.

Chief selector Courtney Browne said yesterday that one of the objectives of the upcoming threemonth season would be to find pacers who could bowl in the “80 to 90 mph range.” “Finding a few consistent batsmen is important, but what is also key for us is to unearth some young fast bowlers, so that we can add to the pool that we currently have, especially players that can clock in the high 80 to 90 mph range,” Browne said. Spinners have dominated the first class tournament in recent years, with pacers increasingly being pushed into the background as support bowlers. Last season, left-arm spinner Nikita Miller topped

the wickets tally with 58 scalps, with leg-spinner Imran Khan ending with 44 and left-arm spinner Veerasammy Permaul and off-spinner Rahkeem Cornwall both taking 41. Left-arm seamer Raymon Reifer was the most successful of the fast bowler with 36 wickets while medium p a c e r K y l e Mayers claimed 27 and Delorn Johnson and Keon Joseph, 24 apiece. Browne said it was important all players pressed a case for selection with strong performances, especially with England Lions touring the Caribbean next year for three four-day “Tests” and one-dayers. “This upcoming regional season is key for players.

There is an upcoming tour to the Caribbean by the England Lions early next year and such a high-profile “A” Team tour has not happened in a number of years,” Browne explained. “It is where our players can showcase their talent and we can identify players for selection to our “A” Team. Regional tournaments are very key in player development, so we are very happy when we have regional tournaments and “A” Team tours running

closely behind each other.” The first round of the first class season bowls off October 26 with three-time defending champions Guyana Jaguars hosting Jamaica Scorpions, Barbados Pride clashing with arch-rivals Trinidad and To b a g o R e d F o r c e a t Kensington Oval and Windward Islands Volcanoes and Leeward Islands Hurricanes doing battle at the National Cricket Stadium in Grenada.

By Franklin Wilson Competing in any league affords players and technical staff the opportunity to evaluate p e r f o r m a n c e s consistently with the aim of strengthening tactically and otherwise in a structured way for the next match. The inaugural Guyana F o o t b a l l Federation/National Milling C o m p a n y o f Guyana/Thunderbolt Flour Power sponsored Intra A s s o c i a t i o n U n d e r- 1 7 League is gradually shaping the next generation of players for Guyana through this critical league. Players in all nine (9) Regional Member Association have had the chance to play consistently since last year in this league which is presently in second round flight. United coming out as the top team in round-two; accumulating 16 points from their 7 matches, five wins with one draw and a loss. Upper Demerara, Rupununi, Bartica and Essequibo have all commenced their respective leagues but due to various challenges which included adverse weather, matches have been called off from time to time. There is no doubt that this current batch of under17 players are eager to showcase their worth against each other to decide who is the best. When a tournament of this nature is realised, fans from each association can look forward to some exciting matches as future stars collide.
