Local Government Elections and racial voting As the nation prepares for Local Government Elections (LGE) scheduled for November 12, there is cause for serious concern by many about racial voting and the outcome of the elections. In Guyana, general elections have always generated a passion and a furor for race-based politics, which, practically, is a political manifestation of who we are as a people. Although such manifestation is less in LGE, yet it is an in-depth problem that has caused disunity and has stifled the development of the country The animosity between Indo-and-Afro Guyanese is historical; it can be traced back to the freed blacks becoming suspicious of the arrival of indenture East Indian servants from India whom they feared would have compromised their bargaining rights with the planter class in British Guyana. From that period, the racial division between the two races assumed various forms with blacks being more urban and drawn to jobs in the civil service, while the East Indians who remained in rural areas were basically involved in agriculture and cash-crop farming. Much acculturation and interchange took place amidst this division as seen in the inter-marriages between the two races. But the most poignant manifestation of this division is the race-based party politics which emerged in the late 1950s and has blossomed since independence. This shift to racial politics first became noticeable in Guyana upon the introduction of adult voting rights. The 1957 elections held under a new constitution gave light to the growing ethnic division with the emergence of the People’s Progressive Party (PPP) which had two factions, one headed by Forbes Burnham and the other by Dr. Cheddi Jagan. Today, the People’s National Congress (PNC) draws its support mainly from Afro-Guyanese and the PPP from IndoGuyanese. Notwithstanding our national anthem, our national motto of one people, one nation, one destiny and all the talk of unity by both our leaders, this division in politics is likely to remain gospel for the foreseeable future. The reason is that racial politics suits the leaders of both parties who rely on tribalism to secure power and the tribes are playing the same game to fill their pockets. It is instructive to see if both races could shift their focus away from racial voting in the upcoming LGE. This would send a clear and poignant message to all our politicians by youths who are 65 percent of the population that they should take heed that things are changing in the country in terms of voting. Racial politics is being regarded as a mockery to unity in that it has unraveled trust among the people. The fact is almost all multi-ethnic societies, including Guyana, have provided the terrain for racism and racial voting solely at election time. Racism in general is an ideology that depicts another group as being congenitally inferior to one’s own group. It is worse when racial inequality is injected into rules, procedures, practices and policies of organizations/ governments to deny opportunities and equal rights to certain racial groups or individuals as was the case under the last administration. It is referred to as institutional racism. Racial voting has destroyed any possibility of lower class solidarity in Guyana, where ideological viewpoints have been replaced with racial identification, which became the preeminent ingredient in the organization of popular political participation in the country. In modern Guyana, racial voting is less rigid than it was in colonial and early post-colonial days.

We need urgent investment in our Police Force Dear Editor, On my recent visit to the Police Headquarters in Brickdam where I was pursuing the enforcement of a warrant, I was very surprised to see the lack of infrastructural investment in the police’s facilities. Many of the buildings needed to be renovated and the facilities provided to the hard working officers were not very encouraging. It is somewhat understandable why the police force is not currently at world class levels of performance. As the saying goes “our surroundings become us”. We have seen many infrastructural investments occurring around the country, but the urgently needed investment in law
and order is lagging. This is essential for the consistent attraction of foreign direct investment and the sustainability of gains in standard of living improvements. It is important that we remember that we will be also competing with safer countries for tourists, and even though the tourists may be nature lovers they usually expect a dependable and secure environment that has a robust law and order infrastructure. The Chinese government has been very generous to the nation by providing many of the urgently needed equipment for the police, but it is now up to our government to improve the working conditions of the hard
working officers across the nation. One of the best places to start is Brickdam. This will help set the tone for the level of excellence expected within the force and could be followed by investments across each division’s headquarters. Many of the facilities need to be renovated and this may be accomplished by simply replacing broken windows, rotting wood and fixing of internal driving surfaces. Some of the stations’ entrances and gates need to be fixed and the flag poles at various locations appear to be in need of supplies. While visiting Orealla I decided to see a friend who had just been stationed there and was quite astonished at the entrance to
the police station. When rain fell it would flood and the building was rotting in a number of spots. This did not bode well in providing a positive impression that the country was strong against any potential threat from Suriname, whose patrols would visibly pass by the police station in speed boats quite often. It is my hope that as the reduction of the crime rate continues to be systematically attacked by the police force, they will be able to benefit from additional professional motivation by increased investment in their facilities as infrastructural plans are implemented. Best regards, Mr. Changlee
Geriatrics in the PNCR Dear Editor, Now that the PNC has had a chance to declare their results from their Congress, the confirmed results were astonishing. Astonishing for the fact that the PNC, although it is in government has done very little political work to expand its political base. Being in Government should have caused an influx of youths, women and non-traditional supporters (East Indians and Amerindians) into its Central Executive Committee (CEC) because a governing party is expected to have more support compared to when it was an opposition party. But when one looks at the new members of the CEC this is the same old set of senior citizens with a major invasion of the military kind. The table below highlights the changes in the PNC leadership from the 2016 Congress to the 2018 Congress.
dominant force in all 10 Regions, you would have expected that an expansion in the youthful members on the CEC but the reverse happened. I personally would like to celebrate the elevation of Volda Lawrence as the first female Chairman of the PNC, but when you drill down, you find that the devil is in the details and the details speak to a different reality. In 2016, there were 10 women and 5 youths in that 20-member leadership body. Today, both the women group and youth group lost 2 places each. What is even more shocking is that the leadership of the party seems to be getting older and older as the number of geriatrics in the leadership increased from 10 to 12 between 2016 and 2018. Can you imagine 8% of Guyana is classified as geriatrics but 80% of the

overwhelmed with how young; ethnically diverse and gender-balanced is the distribution. When you look at the PNC candidates, you see a few dominating the scene like Patricia Chase Green, including one in the city who have many allegations of corruption against her and is right now under investigation. Is Dr. Norton the best Amerindian candidate? Someone with so many questions around his competence as a minister and serious allegation of financial foolishness against his character has no place in the leadership of any political party, much less a governing one. Unfortunately, it is my considered view, that the PNC made a major mistake by pushing Dr. Norton in light of the formation of an Amerindian Party soon. When it comes to the Indo-Guyanese leaders, well there is nothing to say that the PNC continues to certify itself as a black party with little space for them in its leadership, notwithstanding Out James Bond Basil Williams Lurlene Nestor Carol Smith-Joseph Patricia Chase-Greene Hazel Pinder

James Bond who campaigned hard for Volda Lawrence lost his seat, which translates to the fact that his support was irrelevant to her victory. Then there is the political shocker – Basil Williams. He will have to be co-opted, as the most senior lawyer in the PNC. Joe Harmon has been knocking at the door but it is clear that the PNC members do not trust him. These results clearly establish that the members do not think Basil Williams or Joe Harmon can be the next leader of the party. However, if we understand the PNC well, what the membership wants is not what they will get because the cabal that controls Congress Place may very well impose a leader on their members to circumvent the member’s choice – Ms. Volda Lawrence

We need to empower municipal employees as watchdogs of wrongdoing Dear Editor, The recent exposé by a vendor of being victimized after giving testimony before the Commission of Inquiry (CoI) into the administration and operations of the Mayor and City Council (M&CC) shows the length that some persons who have been placed in a position of influence would go, which is way beyond the pale, to protect themselves, their cohorts and their enterprise. These actions though not totally shocking coming from where it did was nonetheless abominable and just plain reprehensible. Anyone familiar with the Law of Omerta, would realise that there are elements within the Council, who expect the Code of Silence to be practised by their subjects, whether staff, contractors, vendors, suppliers and soldiers under their control, remaining studiously silent irrespective of the punishment meted out to them. This code of honor places importance
on silence, non-cooperation with authorities, and non-interference in the illegal actions of others They expect to have absolute or nearly absolute control over their subordinates, they expect to be greatly feared for their ruthlessness and willingness to do whatever is necessary to maintain their influence, and benefit from the endeavors they undertake. It may have been surprising to some that the ‘Queen’ herself allegedly descended to get personally involved in teaching the vendor a lesson by removing her from her spot, but one must understand the message that was being sent to other vendors, should they consider appearing before the Commission to report the poor administration and unsatisfactory conditions within the Markets. I am sure that the Local Government Commission realises that their best source of information about mismanagement, fraud, and abuse in
the Council shall come from existing municipal employees who are committed to public integrity and willing to speak out. Such acts of courage and patriotism, which can improve the delivery of citizen services and often save millions upon millions of taxpayer dollars, should be encouraged rather than stifled. We need to empower municipal employees as watchdogs of wrongdoing and to become partners in performance. If the Commission is to receive more current employees of the Council, contractors and businesspersons at the hearing, then they will have to expand and improve the witness protection guarantees being offered, as persons are aware of how swift and ruthless the retaliation to whistleblowers at City Hall can be. One just has to be reminded of what was done to the witness of the sexual assault of a juvenile by a colleague a few months ago. Sincerely Anu Bihari
For now, the Broadcast Authority cannot legally sanction any broadcaster Dear Editor I again remind the public, the authorities and the persons pretending to function in a Broadcast Authority which is under legal challenge. Since the legal challenge essentially addresses the legality of the Broadcast Authority and is sub judice in the Guyana Appeal Court, unless it is heard, there can be no functioning Broadcast Au-
thority. Pretending that it doesn’t exist is unlawful. The Rambarran Case CIVIL APPEAL NO. q I of 2014 which is brought by Jacob Rambarran and Rambarran Broadcasting systems Limited, a company registered under the Companies Act Chapter 89:01 and continued under the Companies Act 1991 and by JACOB RAMBARRAN. Her victory created a unique challenge for the PPP. This case must be heard. It is an important case for this country. I am not doing this to be mischievous, or with any agenda whatsoever, this is an important case and I want it heard. If the Broadcast authority continues to act as if this challenge to its existence does not exist, we will seek legal redress to stop it from functioning unlawfully. In the meantime, it cannot legally sanction any broadcaster. Tony Vieira
There are many other cases of illegal squatting facilitated by the Council Dear Editor The recent hubbub that has surfaced about the contentious leasing of a Sussex Street Wharf to a shipping company whilst the municipality is not the bona fide owner of that property speaks to the exploitation, duplicity and bullyism that occurs daily at City Hall and is the mere tip of the Iceberg of many such improprieties that exist within that institution. Remember the parking meter fiasco when they handed over streets in the City, that did not belong to the municipality but rather to the Ministry of Public Infrastructure to the parking meter company, had parking meter spaces marked out, meters planted and were collecting fees from motorists until that scandalous initiative was halted? Remember they had parking spaces marked out less than fifteen feet from the corner and in other places where the traffic laws did not permit. But this waterfront area is not the only one that should be investigated, checks should be made on the area aback of the City Constabulary Training School (formerly
the House Service Department) on Water Street, that the City Council did not officially approve being farmed out to anyone and the wharf that upper Robb Street runs into. The reserve lands that run alongside the Lamaha Canal behind the residences located on Jacaranda and Lama Avenues in Bel Air Park which belong to the Guyana Water Inc. and not the municipality is another classic example of illegal squatting facilitated by the Council who did not only give them permission to carry back their rear fences all the way to the canal taking in acres of land and making it part of their private estates, but the Council allowed them to put up buildings, put down swimming pools, tennis courts and other structures illegally. What a travesty? One can only hope that with these revelations of land
grabbing, of illegal seizure and distribution and misrepresentation of true ownership and control would cause an investigation to be launched into the tract of land that runs contiguous to Aubrey Barker Road and some places is to the south of Nelson Mandela Road which is a designated open space which has been farmed out by the Council unlawfully in many instances to friends and relatives of office holders of the Council. Attention should also be paid to the plot of reserve land located on the south eastern side of Francois and Sheriff Streets for which the owner of a party services company is being courted by a prominent member of Council for the illegitimate transfer of same. As dem boys would seh ‘If oil ah float, watah deh ah bottom’. Sincerely Shanta Singh

Mayor Arrindell is a hypocrite Dear Editor, I read a letter to the editor, “Linden Mayor stands against sexual abuse”, and felt an agony of betrayal for the victims. The Mayor clearly is out of her league, out of her league as a voice for victims and out of her league as one who can speak with authority and conviction on such issues. Isn’t this the same Mayor who was accused of attempting to sweep another sexual abuse issue under the carpet in March 2018? Where the matter sent a frenzy across Linden and resulted in a pageant being cancelled? Yes. Also why only now, is it because she is back from her jetting and has nothing produc-
tive to do? Editor, please take a closer look at the October 1, 2018 Letter to the Editor as appeared in the Guyana Chronicle, notice the headline only attracts attention as a person against sex abuse but quickly switches to watering down the ill to claim Linden’s economic state as a bigger issue. Is the Mayor hypocritically trying to divert attention to that social ill here or is she trying to justify the gallivanting of herself and Deputy Mayor recently in the USA? How could that NO and STOP from defenceless victims at the hands of some cruel bastards be muted by the head of the town and a woman for that matter of fact? What does a promised gift from Horizons and her trips and fundraisers have to do with a swift end to sexual assaults in the mining town? Trips that I’m sure cost the council much needed cash that she recently claimed they don’t have and more so trips which could have been avoided by simple emails.
The same time she took to write a letter when she was clearly trying to validate her overseas date in Georgia, New Jersey etc, is on average the same time she could have used to communicate with the people in the USA. The Horizons project was initiated by the last Mayor without travelling overseas as we all read before in the press and across social media. This Mayor travelled more than the last Mayor and still has nothing significant to say she has done for the community. We want to see her active participation in community building instead of gallivanting around the place in showmanship. My simple advice to Arrindell will be to put her house in order before she invites guests. Be a leader in action and morals, not just in talks. Linden needs an end to sexual abuse, a better economy, less frequent flyers and a new Mayor for Christmas. Garth Nelson A Concerned Lindener

Treon Douglas, the bandit that got a sound trashing after having his gun taken away. Two bandits who pounced on patrons of a shop at Freeman Street, East La Penitence got the surprise of their lives when they attempted to relieve one of the three men they attacked of his gold chain. The men immediately retaliated causing one of the bandits to run for his life, while his accomplice was not so lucky. Treon Douglas, 21, a carpenter of Triumph Village, East Coast Demerara, was the unlucky bandit. He was disarmed after his accomplice ran away and left him to get a sound trashing from residence of East La Penitence. n what she described as one of the worst cases, Justice Jo-Ann Barlow yesterday jailed a 34year-old man for life after he appeared before her and pleaded guilty to brutally raping an eight-year-old girl, and then threatening to kill her if she talked. At the opening of the October session of the Demerara Assizes which took place at the High Court in Georgetown, the man, David Amsterdam, was brought before the Judge in the Sexual Offences Court. Alexander who retained Attorney-at-Law, Clyde Forde, pleaded guilty to the charge which stated that on February 24, 2015, in the county of Essequibo, he engaged in sexual penetration of an eight-year-old girl. Short facts were presented by State Prosecutor Abigail Gibbs who appeared in association with

his client cannot vividly recall the events which led to his incarceration since, at the time, he was intoxicated. The lawyer begged the court to temper justice with mercy. In doing so, he highlighted that his client opted to plead guilty, saving judicial time and the trauma of having the victim go through a trial. Alexander had at one point pleaded guilty with explanation. He sought to explain that it was the little girl who asked him to come onto the bed. However, after consulting with his lawyer, Alexander pleaded guilty and expressed that he was “very, very sorry.” He told the court, “I am very, very sorry for what happened. This is the first time I have come into contact with any police or magistrate. I have four children and I have been
in jail three years suffering.” A victim impact statement was read to the court by a Child Care and Protection Officer. The Official, who spoke with the child, said that the child told her that she felt sad, hurt and confused. According to the Official, the child said that she wanted Alexander to stop violating her, but at the same time, was afraid that he would have killed her. Nevertheless, the child expressed that she is now happy that she is living with her aunt and afforded the opportunity to attend school. In arriving at a sentence f o r A l e x a n d e r, J u s t i c e Barlow said that while she does not discriminate against persons who consume alcohol, they must remain in control of themselves.
The judge pointed out that Alexander was in a position of trust, since on the day of the incident the child’s mother left her with him. The Judge pointed out that this was one of the worst cases she had come across since the young girl had to undergo surgery at the Georgetown Public Hospital Corporation (GPHC), since both the health centre and hospital in her community were unable to deal with her condition. The judge said that she found no mitigating factors, while stressing that “drinking is not an excuse.” Apart from imposing the life sentence, the Judge ordered that Alexander undergo counselling for alcohol abusers, and also counselling for persons who have committed these sorts of crimes.

Time is running out; get appropriate CSR strategy for oil companies -IDB urges By Kiana Wilburg
Oil companies often send most, if not all of their profits back to their headquarters overseas. Because of this trend, there is continuous international pressure on these entities to enhance their reputation as good corporate citizens in the countries they are exploiting. The Inter-American Development Bank (IDB) is one such agency that has constantly advocated for resource rich nations such as Guyana to ensure oil companies provide ample compensation in every sphere of their operation. It said that this is especially as it relates to Corporate Social Responsibility (CSR). The IDB said that
Guyana must move quickly to put a national CSR strategy in place for all in the industry. In the eyes of the IDB, time is running out for Guyana to get this in order or else, it runs the risk of being cheated in this area. In a special report, the IDB noted that for CSRs to be relevant, it must address the most pertinent pillars of the economy. The IDB argues that “building a town hall or health clinic in a mining community where the most apparent impact of the mining activity is large-scale environmental degradation or forced relocation of villages might be viewed as simply an attempt to buy off the community and create space to go on with business as usual.” On this note, the IDB
stressed that CSRs must be relevant to the needs of a country’s communities. To further solidify the importance of CSRs being relevant, the Bank cited a
the southeast coast of Trinidad. The Bank noted that this programme which was envisioned by TT’s government has helped facilitate the growth of small busi-
successful case study called the Mayaro Initiative for Private Enterprises Development (MIPED) programme. The programme was deployed in 2002 in Mayaro, a small off
nesses in that area. Recognizing the challenges of small businesses and their access to finance, the TT government ensured that MIPED programme was started in 2003 by British Petroleum of Trinidad and Tobago (bpTT) in the Mayaro community. The IDB said that MIPED began operations with a TT$7 million-dollar investment from bpTT to develop Mayaro and its environs into a model community, creating self-sustaining employment, improving training and establishing business opportunities to help build self-esteem and improve the quality of life. Since
2003, the MIPED programme has created over 3000 jobs. Today, it has an asset base in excess of TT$70m. HARTWICK RULE The IDB also argues that CSRs must be informed by the Hartwick rule. That rule ensures that while oil companies are allowed to extract a country’s resource, meaningful investment must be aligned to the development of a country’s human and social development. In this regard, the IDB notes that Christmas parties and hampers alongside Carnival programmes for children would not cut it. It said that CSRs which do not seek to transform the country’s human capital only compromise the growth of the communities within the country. The IDB said, “CSR initiatives have often been conceived by the ‘helpers’ in the air-conditioned offices of oil companies and consultancies rather than through ongoing participation with the beneficiaries; again, that approach follows the logic of CSR serving corporate objectives. Where oil companies have consulted local communities, the consultation exercises have usually been superficial
and grossly inadequate.” The IDB said, too, that if the government is not skillful in developing a strong CSR strategy then, oil companies can end up aiming for “soft targets” that can be seen as a form of hush money and may even help to precipitate a type of dependency mentality in some host communities of the country. It said that this often takes the form of monetary donations to clubs, government entities etc. The Bank stressed, “Meaningful CSR must be in sync with the core developmental needs of the country from a Hartwick perspective. In this regard, Guyana must put in place an appropriate national CSR strategy to promote the avenues through which large firms, both national and multinational, are guided to link their CSR strategy with the pertinent Hartwick rule needs of communities.”According to the 2016 Petroleum Agreement between the Government of Guyana and ExxonMobil, the CSR from ExxonMobil will amount to US$300,000 per calendar year, and any unspent funds will be taken over into the ensuing year.

T
he Ministry of Fi nance may not con sider the parting of ways of four of its senior officers as constituting a crisis but it surely should not rule out a loss of public confidence because of its rapid senior staff turnover in recent times. The persons who have departed, for whatever reasons, are not middle-level personnel. They are all upper-level officers: Finance Secretary, Deputy Finance Secretary, Chief Planning Officer and the Chief Executive Officer of the National Procurement and Tender Board. The loss of these persons in such rapid succession is bound to leave a void in any organization much less one that is forced to rely more on public relations rather than performance to allay public fears. The Ministry has to do better. It is not good enough to simply confirm that the contracts of one of the four were not renewed; that in another case, the parting of ways was not unrelated to the government’s retirement policy; and in two other cases,
the persons opted not to renew their contracts. It is highly unusual and perhaps unprecedented for so many high-level officers to demit office, for whatever reasons, in such short period of time. The Ministry must explain why suddenly so many senior officers have departed its employ. For the person whose contract was not renewed, it is disingenuous to suggest that the contract was not finite. A Finance Secretary is one of the most powerful and influential positions within the public service. Why would any Ministry want to chop and change that person? The Finance Secretary, regardless of the length of his original contract, would have had a reasonable expectation that once he performed satisfactorily that his contract would have been renewed. It was not. The Ministry should explain why it did not feel compelled to renew the contract when it became due for renewal? Was it that the Ministry was dissatisfied with the incumbents’ performance? If so did it at any time during
his service was he provided with performance reviews or any indication that his performance was wanting? In the case of the Deputy Finance Secretary and the Chief Planning Officer, did the Ministry debrief these officers to determine whether their departure was personal or whether they had problems within the Ministry; problems that were not being addressed to their satisfaction? These issues are not the internal business of the Ministry. The person is a public official and the person and the public is entitled to reasons for the nonrenewal of the contract of employment. In the case of the Chief Executive Officer of the National Procurement and Tender Board, previous indications from the Ministry implied that the decision to not renew the contract of this officer was related to the retirement policy of the Ministry. If this is so, can the Ministry say whether this policy is being applied unevenly not just within the Ministry but also within the government?

It is well known that there are persons within the Guyana Revenue Authority who have long passed the age of retirement who are employed within that entity. The GRA falls under the Ministry of Finance. The Ministry was quick to attempt to allay fears that it is facing a crisis because of the departure of four of its senior officials. It says that a Finance Secretary has been identified and will begin working on 1st November 2018. The Ministry says that the person has been “identified”. It did not state
whether the position was advertised. So are we to speculate that the soon-to-be appointed Finance Secretary was handpicked just as the head of the Department of Energy? How can the public be asked to have confidence that there is no crisis or brewing crisis within the Ministry of Finance when there is no indication that one of the most critical positions in the government is being filled through a competitive process? On the other hand, it was good to learn that the positions of Deputy Finance Sec-
retary and Chief Executive Officer of NPTAB were advertised and are soon to be filled. This of course is no guarantee that there will be stability within the Ministry. Those selected must have the aptitude and ability to fill the void left by the departure of their predecessors. That seems like a deep hole to fill.

My explanation of diaspora Guyanese who return

hen I was court ing my wife in 1978, we met for lunch often at one of the leading restaurants. One of the co-owners of that place who left in the late eighties is visiting. Over lunch, he said that he noticed a trend in my commentaries - I have something against the Guyanese in the diaspora who come back to work. Before I could offer my simple explanation, he stated that these people have skills that the locals do not have. My immediate reaction was the acknowledgement of that fact but there were hundreds
of “buts” after I said that one of which was “but they return and want to have the best.” I told the once famous restaurateur that I have nothing against Guyanese returning to help us here; assistance the country needs. But they want top class jobs that should go to locals and which they have no right to possess and which I will campaign against with my academic and journalistic pen. It would shock Guyanese to know that two diaspora economists who didn’t even visit us for one day during the 2015 election campaign requested the leadership of the
Alliance For Change to consider them for Governor of the Bank of Guyana and CEO of GuySuCo, respectively. The then leader of the AFC, Khemraj Ramjattan, can testify to this because both requests were made to him. One of these two gentlemen turned up at a birthday party of insurance magnate, Bish Panday, where Ramjattan was present to discuss the GuySuCo offer. Ramjattan was livid and asked how he got permission to enter the party. These diaspora people left moons ago and after their working lives are over and
arthritis, failing eyesight, failing health and failing happiness in the metropolitan cities overcame them, they come to Guyana and cream off the best jobs. This son of Guyana says this is unacceptable. This son of Guyana who stayed in his country with his wife and raised a family in his own country says this should not happen. I make no apologies for this stance. I will not flinch one second from this position. If you gave your youth, skills and soul to another country for over thirty years and you want to come back
and participate in nationbuilding in Guyana this, please do, and we are glad to have you. But don’t come back in your mid-sixties and want to be the head of this and the head of that. We have people here who are qualified and who stayed and lived with a falling down and failing GPL, Georgetown Hospital, University of Guyana, GWI and countless other state sector places. Guyana should recognize their sacrifice. I can rattle off my head people who got Commonwealth and Guyana Government doctoral scholarships in the late seventies and eighties and violated the terms of agreement to come back and serve. They never did. They live outside. Some are very big names and you would be shocked to know who they are. When they reach sixtyfive, we may see them back in Guyana, heading this and that state institution. I have never backed down from speaking my mind. I say unapologetically that Dr. Mark Kirton should have been invited to take up the Vice Chancellor’s chair at UG. Kirton stayed and worked at UG for thirty years and his qualifications are good as other academics in the diaspora. I told AFC parliamentarian, Michael Carrington that I
Frederick Kissoon could not support Dr. Vincent Adams for the post of Department of Energy. I do not support his headship of the EPA. Is there someone in Guyana in environmental sciences who is eligible? Those who live in the US would know that the Americans a few years back changed the format for green card holders. They now have to spend a longer time in the US. It is simple reasoning – you have American residency then spend time in the country that gave you such status. I recall the heart specialist, Dr. Mahendra Carpen, who returned to Guyana four years ago having an exchange two weeks ago with a Guyanese who lives abroad and criticizes Carpen. Carpen in his reply quite rightly stated that he lives and works in Guyana. Carpen’s whose wife is a Jamaican doctor, also lives and works in Guyana. She practises at the Georgetown Public Hospital. I went to UG in the mid seventies with people who have long left Guyana. I was surprised to know that Dr. Hector Butts had returned after 2015 when he turned up at my gate. They are so many others like him. I wish them well but I embrace emotionally those who stayed.

Guyana politicians the least trusted by its citizens- IDB Report
T
he Inter-American Development Bank (IDB) recently released a report which states that citizens in Guyana and other countries in the region have very little trust in their politicians. A chart presented by the IDB says that Guyanese politicians are among those least trusted by their citizens in the Caribbean and Latin America. The chart presented figures for 28 countries; Guyana is the very last even though it secured the same scores as Canada—16. The report also noted that citizens in the region also do not believe that politicians obey the law. The IDB said, “For state actors, these measures are all low (about 2 out of a total possible trust measure of 4).” IDB said that respondents across seven countries
believe it is not very common for politicians or public officials to fulfill their promises, or for politicians to obey the law. IDB continued, “They have little confidence that public officials will obey the law. This pessimism extends to specific public policy commitments. Seventy-five percent of respondents believe there is little or no chance that tax revenues raised specifically to redistribute to the poor will, in fact, reach the poor. They are also not confident that if water prices are increased to finance infrastructure maintenance, infrastructure will be maintained. As the following sections demonstrate, lack of trust has everything to do with the policy preferences of respondents.
The chart presented by the IDB
Respondents do not believe Government representatives (politicians or public officials) fulfill
their promises or, depending on the policy context, obey the law, are significantly less likely to prefer policies
that entail expanding the role of government in education, policing, or income redistribution.”
Ignorance of the masses to oil and gas ... From page 3 Ramson said that while Government refuses to take that page out of Norway’s book, reference is constantly made in the Green paper to the Norwegian SWF as a successful model. “But there is no proper explanation of its history and operation so Guyanese can understand and think about whether this model makes sense for us and if not, how it can be tailored.” LOCAL CONTENT Ramson told the media that one of Guyana’s biggest failures is not having local content legislation. “Most of us do not know that. And the reason we do not know.”The lawyer continued, “If you eat three square meals a day, every day, for the last five years, and I take away one of the meals; you will notice; you will know and you will object, will fight me for taking away that meal. “But not
having known what we could have had if we had local content legislation in Guyana, we do not know what we have lost. We did not get a chance to notice.” Ramson said that if Guyanese get a better understanding of what they lose out on, then they would do more to ensure government acts right in the future. “The fact that we have only moved into the second draft of a local content policy is an abysmal failure as elected officials. But enough Guyanese are not seeing it this way.” Ramson said that a large share of the money that could have gone into the economy from Liza Phase one has already slipped through the fingers of Guyanese. He said, “If we only had 10 percent of Liza Phase one spending in the economy between now and 2020 that would be equivalent to US$440 M or GY $90B spent in this economy, which is what we could have had as an injection.”

139 potential Custom House brokers begin training in oil and gas, ASYCUDA
Deputy Commissioner of Customs Excise and Trade Operations Patrick Hyman speaking at the opening of the Customhouse Broker training programme. On Monday, the Guyana Revenue Authority (GRA) commenced training for 139 potential Custom house brokers. The six-week training programme will encompass doctrines on various aspects of Customs and Trade. Among them will be Classification, Rules of Origin, Warehousing, Excise Tax, Prohibition and Restriction, Importation and Exportation of Toxic Chemicals, Labelling and standards. Regulations and policies of the Food and
Drugs Government Analyst Department, CARICOM and International trade agreements including the Economic Partnership Agreement (EPA) are the other integral aspects of the programme. The potential Custom House Brokers will also be engaged on the Automated System for Customs Data (ASYCUDA), in particular, how to prepare the electronic Single Administrative Document (eSAD). ASYCUDA is an internet-based solution which facilitates paperless transactions.
A section of the gathering of potential Customhouse Brokers at the commencement of the training programme According to GRA, the 2018 curriculum will also include an Introduction to Oil and Gas. Facilitators will be drawn from within the GRA’s Oil and Gas Unit and an external counterpart. “The programme will conclude on November 9 with an assessment to determine aptitude. Training is a mandatory part of becoming licensed to act on behalf of individual and corporate taxpayers.” Customs Regulation 202, subject to Regulation 203 provides that, a Customs House
Broker must be licensed by the CommissionerGeneral of GRA, in order to conduct brokerage activities with the Customs Excise and Trade Operations. The training session is being held at the Guyana Police Force Training Centre, Eve Leary. “Blame Game” among public prosecutors and investigators reflects poor coordination -SOCU Adviser Adviser to SOCU, Dr. Sam Sittlington Prosecutors and Investigators
Representatives from SOCU, FIU, DPP and SARA
Investigators and Prosecutors in the public sector indicated that the work of the various organizations involved is fragmented and that there is much work needed to modernize the system. This was pointed out at a State Assets Recovery and Anti-Money Laundering training exercise, at the Police Officer’s Training Academy on October 2. British High Commissioner, Greg Quinn, opened the exercise by remarking that he expects the training to improve the quality of DPP prosecutions. Quinn said that imprisoning criminals is not enough. The onus, he declared, must be placed on stripping them of access
to avenues that allow them to make money, because it is wealth that empowers their criminal activities like terrorism and drug trafficking. Sam Sittlington, Advisor to SOCU, facilitated the training and, from the discussion, inferred that the major issue facing investigators and prosecutors is poor and ineffective networking between these entities, who have so far been working in silos. He says that an investigation is an effective search for material to bring an offender to justice, and that Guyana’s ineffective coordination of this framework prolongs and inhibits the closing of cases. He said that many cases fail in court and have to be amended be-
cause they are inadequately prepared. The group acknowledged that the agencies involved tend to “play the blame game” when addressing the slothfulness and inefficiencies of the system. In August, the British High Commissioner had said that SOCU should not be held accountable for prosecutions because it is not a prosecutorial body. Junior Minister of Finance, Jaipaul Sharma, had said that it is the responsibility of the police to ensure a good pace of prosecutions, and not SOCU. They are the ones who have the authority and resources to summon witnesses and access banking information, he said.
Representatives of SOCU, today, lamented this. There is much difficulty when it comes to accessing information from banks on transactions, deposits and withdrawals, to trace the movements of funds, High Commissioner Quinn said. They also posited that the structuring and sequencing of investigations need to be reevaluated so that it no longer interferes with the acquisition of evidence. After identifying these challenges, the group was taken through decision-making exercises to increase their capacity to re-evaluate their practices, and to execute communication and networking protocols for the better functioning of their collective inves-
tigating and prosecuting framework. Representatives in attendance were prosecutors from the Department of Public Prosecutions (DPP) and Investigators from Financial Intelligence Unit (FIU), State Assets Recovery Agency (SARA) and Guyana Police Force’s Special Organised Crime Unit (SOCU) The exercise is a part of the United Kingdom’s Security Sector Reform Programme, and is being conducted by experts linked to the Caribbean Regional Security System’s Asset Recovery Unit. The exercise, said Commissioner Quinn, applies the knowledge of the experiences of the very best in the Caribbean region.

Truancy, wandering among other infractions to be struck out of law The Juvenile Justice Act 2018 will transform the delivery of juvenile justice and minimize the criminalization of youths. This is according to Minister of Public Security, Khemraj Ramjattan. On Monday, the Minister addressed a media sensitization workshop at the Marriott Hotel. According to Minister Ramjattan, the commencement order for the Juvenile Justice Act is before the Attorney General Chambers. He also said that there are moves apace to construct special magistrates’ courts and other appropriate infrastructure, hire and train specialist staff and make other preparations for the operationalization of the Juvenile Justice System. “All of these things are so important to ensure the actual realization of this juvenile justice regime which we see will transform the shape of our children’s justice here in Guyana. I need not remind you that indeed this Act incorporates the international guidelines from Riyadh and Beijing. “Those were two places that they had two major conferences and a lot of recommendations came out that modernized juvenile justice,” Minister Ramjattan explained. Meanwhile, Chief Magistrate Ann McLennan, in an analysis of some provisions of the act, said in its current form the act reflects international justice standards in keeping with the Beijing rules, the Riyad Guidelines and the United Nations Convention on the Rights of the Child. When commenced, the Juvenile Justice Act will remove offences such as wan-

Chief Magistrate Ann McLennan dering and truancy from the laws of Guyana. “Once that act comes into place, the Juvenile Offenders Act will be repealed and the training school act sections 15,16 and 26 will be repealed and also provisions in the education act will be repealed and the parole act also has some sections which will be
repealed. It has also amended sections 2,7,9 and 11 of the Probation of Offenders Act and the schedule to the Rehabilitation of Offenders Act.”The Juvenile Justice Bill was passed in April 2018. It seeks to address infractions of the law involving juveniles from a standpoint of reformation and diversion.

Trinidad Express - The Oilfields Workers’ Trade Union has filed an Industrial Relations Offense complaining that the Company has not been meeting and treating in good faith. In a statement, the OWTU said it has also filed an application for an injunction to stop the company from terminating all the workers at the Petroleum Company of Trinidad and Tobago pending the hearing of the complaint. The hearing of the application for the Injunction is set for hearing at 10a.m. today at the Industrial Court, Port of Spain.“The OWTU maintains that the Memorandum of Agreement signed on 3rd April provided the framework for corporation with the Company to ensure its viability and profitability” the union said. “The current approach by the Board therefore, is not about restructuring but shutting down the company which was never recommended by both the Lashley and Solomon’s and Associates Reports as both supported the Union’s position for restructuring. To this end, the Union has always been ready and prepared to engage with the company to discuss the restructuring of Petrotrin which is why the agreement of April 3 was signed”.

Diplomatic relations established with São Tomé and Principe BASSETERRE, St Kitts CMC – St Kitts and Nevis has established diplomatic relations with the African island nation of São Tomé and Principe, Minister of Foreign Affairs Mark Brantley announced yesterday. He said he signed a joint communiqué with his São Tomé and Principe counterpart, Urbino Botelho, in the margins of the 73rd UN General Assembly in New York last Friday. The ministers also agreed to sign a mutual visa waiver agreement to boost bilateral relations through people to people contact and encourage greater tourism between both countries.
A statement from the St Kitts government said the ministers noted the similarities between the two small twin-island states and the common challenges faced. “Both governments anticipate building technical cooperation in the areas of combating climate change, disaster risk reduction, tourism and travel,” the statement said. Minister Brantley reminded his colleague from São Tomé and Principe that the people of the Caribbean are a part of the African Diaspora and the urgent need for greater interaction and cooperation between Africa and the Caribbean.

He noted that the idea of the track and field event was proposed by group members; as it was the Group’s intention to host an event which would target and benefit a diversity of people. “We wanted the residents to be part of this extraordinary event… We wanted them to come out, socialize, and have fun with their peers and it was indeed a success” he added. The pavilion was packed to capacity by scores of cheering and chanting residents, relatives and friends as the athletes battled to the finish line. The relays took various formats allowing athletes to participate in the 4x100 and 4x200 meter under 14 and 16. There were also the medley and invitational competitions. This report comes after two other mining related deaths recently occurred in Mowasi Backdam, Konawaruk, Potaro last month.”As a result, the Ministry said, Trotman has ordered an immediate enforcement operation to be conducted jointly by the Guyana Geology and Mines Commission and the Ministry’s Compliance Division’s Corps of Wardens, to address problems of this nature in the mining areas where there has been an increase in legal and illegal mining activities and accidents.“The agencies are expected to provide a report upon completion of the operation. The Ministry extends condolences to the relatives of the deceased.”
Region Three records ... From page 16 students and parents to ensure students attend schools regularly and punctually. He said that the Department usually visits schools and conducts truancy campaigns to educate children about the benefits of being in school. Mr. Zahaur said that last year the Department of Education honoured 600 students that achieved 95 percent and above in attendance. However, he added that this year, the numbers have increased; 1000 students have achieved 95 percent and above in attendance. Moreover, the Regional Education Officer (REdO), Ms. Annesta Douglas, said that the awards ceremony was designed to be a part of the activities for Education Month. She said that it is important to recognise the efforts of parents, guardians and children that have made exceptional attendance records. She said, “Every school day counts in a child’s academic life. A missed school day is a lost opportunity for many things.” Further, she said that when children stay away from school, it reduces the impact of even the best teacher’s ability to provide learning opportunities.
Delivering the feature address was Assistant Chief Education Officer (ACEO) Primary, Mr. Owen Pollard. He said that the goal of the Education Ministry is to ensure that every child is given the opportunity to receive the best possible education. He said that high attendance benefits the child as it contributes to improved academic performance. He added that children also benefit from improved social skills as learners are given a better chance to interact with peers and teachers. Mr. Ganesh Mahipaul, Regional Information Officer, expressed sentiments on behalf of the Region’s Executive Officer, Mr. Dennis Jaikaran. He said that outstanding performances usually come from students that attend school regularly. He urged parents to send students to school and to support the education system so that it can grow from strength to strength. Some of the other schools that were honoured today were Meten-Meer-Zorg Nursery School, Anna Catherina Nursery School, New Annlegt Nursery School, Bagotville Primary School, Saraswat Primary School, Mc Gillivray Primary School, and Zeeburg Secondary School.

Nevada woman sues soccer... From page 35 staying.hat night, the lawsuit alleges, Ronaldo asked the woman to perform a sexual act on him in a bathroom as she was changing into attire to wear in a hot tub. He then pulled her into a bedroom and raped her as she screamed “no, no, no,” the lawsuit said. “When Cristiano Ronaldo completed the sexual assault of the plaintiff, he allowed her to leave the bedroom stating he was sorry, he was usually a gentleman,” the lawsuit said. The Las Vegas Metropolitan Police on Monday said an incident report with the number listed in Mayorga’s lawsuit was filed on the night of the alleged attack, and said the case was reopened last
month after the unidentified victim came forward with new information. They declined to say whether the athlete was the subject of an investigation. Contacted late on Monday, Ronaldo’s representatives did not immediately return a request for comment about the reopening of the case by Las Vegas police. Lawyers for the Portuguese athlete said in a statement on Friday they would sue German magazine Der Spiegel after it published “blatantly illegal” accusations by Mayorga. They did not respond to specific questions about the content of the Der Spiegel report. Der Spiegel’s deputy e d i t o r- i n - c h i e f , A l f r e d Weinzierl, on Sunday said the magazine stood fully by
its story. “We have worked professionally as journalists, confronted, and laid out the evidence. Schertz claims that this is illegal. We say: It is allowed under G e r m a n y ’s p r e s s l a w, ” Weinzierl said in a statement to Reuters. Leslie Stovall, Mayorga’s lawyer, said in a statement on Monday that his client wanted to “obtain justice by holding Cristiano Ronaldo accountable for his conduct.” The lawsuit, which seeks more than $200,000 (153,409 pounds) in damages, names as defendants Ronaldo and an unnamed team of fixers described as “personal reputation protection specialists” hired to make the situation go away.

Kemar Roach out of Rajkot Test but coach Stuart Law talks up new faces ESPNcricinfo - Kemar Roach has been ruled out of the first Test against India in Rajkot starting tomorrow. The 30-year old fast bowler had left the West Indies squad following the death of his grandmother and will only make it back from Barbados midway through the Rajkot game. The head coach Stuart Law accepted that losing a new-ball bowler for the opening Test of a series against the No. 1 side in the world was tough, but he was confident the rest of the attack could thrive in subcontinent conditions. And he talked up a couple of new faces in the squad: Keemo Paul, the vice-captain of the Under1 9 Wo r l d - C u p w i n n i n g team in 2016, and Sherman Lewis, who picked up eight wickets against India A in a four-dayer in July. “Missing Kemar is a big hole but we’ve got some bright talent coming through as well - fast-bowli n g t a l e n t . We ’ v e u n earthed a couple of young kids which you’ll hopefully see through the ODI and T20I series as well. And we’ve got two more here, Keemo Paul, who’s played a big part in our recent successes and a young kid called Sherman Lewis. They’ve got some pace, they swing the ball, they’re young, they’re keen to learn. Sometimes better the unknown; going in with the unknown, the opposition don’t really understand what they’re about and hopefully they can come in, nick a few out early, put India under pressure and we can bat well.” Paul has 57 first-class
wickets at an average of 17.47, and can also be a handy batsman in the lower order - his highest score is 107. In June, he was named Cricket West Indies’ emerging player of the year. In July, he was representing t h e m i n a Te s t m a t c h . Lewis, who is much less experienced, was brought in as a like-for-like replacement for the injured Alzarri Joseph and the 22-year old made an immediate impression in the tour game that ended on Sunday, giving away only 13 runs in 10 overs
while picking up the wicket of Hanuma Vihari, who is part of India’s Test squad. While they may not have faced a batting line-up like India’s just yet, Law felt the two young quicks - along with the whole team - were “looking forward to the challenge.” West Indies had trained in Dubai before arriving in India to prepare for the conditions they’d face here; conditions they seem to like. “We’d rather be in the hot than the cold, put it that way,” Law said and then talked about their resources in the
spin department. “Moeen Ali really took it to India bowling into a foothole,” he said. “Roston Chase is a bit taller than Moeen Ali, bowls at a similar pace, gets good bounce and can spin it. Along with [Devendra] Bishoo and [Jomel] Warrican, you’ve got some really good control as well.” Law’s tenure as head coach of West Indies will come to an end after this trip to the subcontinent they play in Bangladesh next month - and although
he admitted a few more wins would have been nicer, he was content with how everything has turned out. “It’s been a fantastic two years. Working with the players has made it what it is,” he said. “They’re a great bunch of guys. They really work hard. I consider them my sons if you like. They don’t shy away from hard work which we’ve been
WBC heavyweight champion Deontay Wilder labeled Britain’s Anthony Joshua a “coward” for failing to secure a bout between the two, hours before the American then clashed with upcoming opponent Tyson Fury at a news conference on Monday. Joshua’s promotion team Matchroom Boxing did not immediately respond to Reuters for comment by email or phone. Wilder and Fury began their promotional tour in London for their Dec. 1 fight in
bout against IBF, WBA and WBO holder Joshua in 2019 up for grabs. Joshua was in negotiations with Wilder’s team earlier this year to organize a fight which would have presented the opportunity for either man to become undisputed heavyweight champion of the world. However, talks fell through with both sides blaming the other for the breakdown. Joshua instead fought and knocked out Russian Alexander Povetkin at
which took him to 22 fights unbeaten. Hours earlier, however, Wilder and Fury had somewhat stolen the limelight by announcing their match. “Hey Joshua, me and Fury have got this thing going on to see who is the biggest and baddest in the world, to see who is champion, one face, one name, something you was too coward to do,” Wilder said on ITV’s Good Morning Britain on Monday. “You was a coward, and you know this, your team
you saying things over again, you manipulated it, you conjugated it. (You are) Compulsive liars.” Later on Monday, Wilder and Fury, both of whom also boast unbeaten records, had to be separated at a news conference after squaring up to each other. Fury, 30, himself a former heavyweight champion, has fought once since returning to the ring after two and a half years following a doping ban. He beat Italian Francesco Pianeta on points in August. “I am savoring nothing, the only thing I am savoring is smashing Wilder’s teeth in,” Fury told the news conference. “All the press are here to see the biggest fight of our generation, you are in for a treat.”

The Manchester United boss spoke to Zidane when the Frenchman contacted Mourinho to set the record straight over recent speculation. Obviously, we would have liked far more positive results (West Indies won six out of 15 Tests under Law and are ranked No. 8 by the ICC) but I think the result that I’m seeing is that each game we’re preparing better, we’re understanding what we need to do to perform at this level and we’re going out and we’re actually executing our plans than what we did at the start.”
Mourinho fears United Wilder calls out ‘coward’ Joshua before clash with Fury have lined up Zidane as his replacement LONDON (Reuters) - Los Angeles with a possible Wembley Stadium last month knows this. Every last one of Zidane. According to The Sun, Mourinho now has just a week to show the United hierarchy that he is the right man for the job. He has two games – the first Tuesday’s Champions League visit of Valencia, and the game against Newcastle United on Saturday – to convince Ed Woodward to keep him on. Gary Neville tweeted implicit criticism of Woodward and the Glazer ownership when he stated that those above Mourinho were to blame for the problems since the departure of Alex Ferguson: “It’s not the manager, it’s the lack of football leadership above him. They are bouncing all over the place with no plan!”

Confident Volcanoes unfazed by star-studded Red Force PORT OF SPAIN, Trinidad, CMC – Windward Islands Volcanoes will launch the defence of their Regional Super50 title when they clash with a star-studded Trinidad and Tobago Red Force, in the tournament curtain-raiser at Queen’s Park Oval here today. Despite the low-keyed build-up, the October 3-28 championship holds special significance for players as they will be bidding to impress ahead of next year’s ICC 50-overs World Cup in England. As such, Red Force will boast the likes of Dwayne and Darren Bravo, Kieron Pollard, Sunil Narine and Lendl Simmons, all of whom have been out of West Indies colours for extended periods and for varying reasons. Their return adds flavour and anticipation to the tournament and Red Force skipper Denesh Ramdin said their presence also made the 11time champions formidable opponents. “Having the likes of the Bravos, Pollard, Narine, Simmons – a very well-experienced unit – it means less work for me in managing these guys. They know what they’re about and it’s about executing team plans,” the former Test captain explained.
West Indies Under-19s star Alick Athanaze … expected to play a key role for Windward Islands Volcanoes. “I don’t have any pressure, it’s going to be easy for me having those quality players in my line-up. They know what they have to do. On and off the field they are professionals so it’s good to have them back in the line-up and they’re going to be exciting to work with throughout the tournament.” Red Force also boast attacking West Indies opener Evin Lewis in their ranks along with pinch-hitter Nicholas Pooran, Jason Mohammed, Rayad Emrit and veteran
seamer Ravi Rampaul. As expected, the hosts stand out in Group A which also comprises Guyana Jaguars, West Indies B and Canada, and Ramdin agrees with Red Force being labelled favourites even though he made it clear they would not underestimate any team. “When you look at the calibre of players that we have … we’ll have to take that label [of favourites] and perform on the field and continue to work hard as a team,” he stressed. “It’s going to be exciting.
We’re not going to take anyone lightly. We were disappointed last year we didn’t get past the group stages but hopefully this year we play each game as it comes, not get ahead of ourselves and play some proper, good cricket. “We first want to get to that stage where we can qualify and get to play the semis and then go on from there.” Ramdin also pointed out that playing their preliminary matches at home was also a huge boost for his side. “It’s always good to play your first few matches at home so you can get that momentum, as well as knowing the conditions and [having] your crowd come out and support.” Volcanoes, meanwhile, despite stunning Barbados Pride in last year’s final to win their fourth title, will understandably start Wednesday’s contest as underdogs. But captain Shane Shillingford said Volcanoes possessed a strong squad with good, young players, and would not be intimidated by the likes of Red Force or Jaguars. “In general we’re just going to play cricket; we don’t play names. Everybody starting at one point to get to where they are, so we’re just
going to play cricket and look out for good things to come,” the former West Indies offspinner noted. “I think we have a very good all-round team, especially with the youngsters. It’s always good to see the youngsters performing and even out-performing the senior guys so that’s always a plus in our team. Once you win a tournament like that, it’s a good thing for your team.” Shillingford will look to young p l a y e r s l i k e a l l rounder Kavem Hodge and batsmen Alick Athanaze and Roland Cato, to repeat their performances from the last tournament, and will also have the experience of Devon Smith, Kirk Edwards and Kesrick Williams, all of whom have West Indies experience. Last season, Volcanoes were an unfancied side, especially after losing their first three matches of the competition. However, they astonishingly won their next five, brushed aside Jaguars in the semi-finals before clinching the final. Shillingford said as a result, Volcanoes would be under more pressure than usual this season to live up to expectations. “There is always addi-
tional pressure when you’ve always got to keep the reputation up after winning the championship so all that comes with the game,” he said. “When you go in expecting to win and when you win, you’re expected to match the level of confidence with the pressure.” In the other match of the double-header, Canada clash with West Indies B at the Brian Lara Stadium. Group B, which bowls off in Barbados on Thursday, features the likes of Pride, Leeward Islands Hurricanes, Jamaica Scorpions, United States and Combined Campuses and Colleges. SQUADS: RED FORCE – Denesh Ramdin (captain), Evin Lewis, Kyle Hope, Darren Bravo, Kieron Pollard, Dwayne Bravo, Nicholas Pooran, Sunil Narine, Khary Pierre, Imran Khan, Ravi Rampaul, Jason Mohammed, Lendl Simmons, Rayad Emrit. VOLCANOES – Shane Shillingford (captain), Delorn Johnson, Devon Smith, Roland Cato, Tyrone Theophile, Kavem Hodge, Larry Edward, Obed McCoy, Alick Athanaze, Ryan John, Kyle Mayers, Kesrick Williams, Denis Smith, Kirk Edwards.

Ryder Cup 2018: Spectator ‘loses sight’ after being hit by Brooks Koepka tee shot BBC Sport - A spectator hit by a Brooks Koepka tee shot at the Ryder Cup says she has lost sight in her right eye and is considering legal action, AFP reports. The incident happened on the opening day of the event when the American’s drive on the par-four sixth hole veered off course, striking 49-year-old Corine Remande, who had travelled from Egypt. “Doctors told me I had lost the use of that eye,” she told AFP. Mrs Remande said the reason for legal action was to help cover medical bills. She added: “It happened so fast, I didn’t feel any pain when I was hit. “I didn’t feel like the ball had struck my eye and then I felt the blood start to pour. The scan on Friday confirmed a fracture of the right eye-socket and an explosion of the eyeball.” Mrs Remande also criticised the Paris tournament organisers for “not making contact” after the incident to find out how she was. She also claims there was “no warning shout from the course official when the ball was heading towards the crowd”. A Ryder Cup spokesperson told the BBC: “It is distressing to hear that someone might suffer long-term consequences from a ball strike.
“We have been in communication with the family involved, starting with the immediate on-course treatment and thereafter to provide support, helping with the logistics of repatriation, including providing a transfer for the family from Paris to Lyon. We will continue to offer support for as long as necessary. “Ball strikes are an occasional hazard for spectators but this kind of incident is extremely rare. “We can confirm that ‘fore’ was shouted several times but also appreciate how hard it can be to know when and where every ball is struck if you are in the crowd. “We are hugely sympathetic and will do everything we can to support the spectator, insofar as that is possible under very difficult circumstances.” Mrs Remande did praise threetime major winner Koepka, who went over to see how she was. She said she downplayed the incident so that the golfer “would stay concentrated”. “It looked like it hurt,” the 28year-old said afterwards. He added: “It’s hard to control a golf ball, especially for 300 yards, and a lot of times the fans are close to the fairway. “You can yell ‘fore’ but it doesn’t

Analysis - BBC Sport golf correspondent Iain Carter Spectating at golf tournaments can be a hazardous business. Top players are not as precise as you might expect and errant tee shots occasionally have nowhere to go other than into packed galleries. These misdirected missiles have the speed to do plenty of damage but more often than not injuries are limited to cuts and bruises. Players
usually offer a signed glove to the victim, as if that will ease the pain. In more serious incidents, injuries can be very unsettling for the players involved. The majority sound a warning cry of “fore” but there are some who appear content to allow fans to be a barrier to prevent their balls from flying into deeper trouble and remain silent in the wake of wayward blows.
Biggest ever ‘Nuff Cuff’ boxing card set this weekend - ‘More C/Ships benefits the Boxers at all times’ –GBA Head The annual Guyana Boxing Association’s (GBA) Lennox Blackmore Intermediate ‘Nuff Cuff’ Boxing Championships is set for the National Gymnasium from October 5-7 and is the biggest ever in the history of Amateur Boxing in Guyana with 15 fights carded on each night with the first bout scheduled from 19:00 hrs. Admission to what is anticipated to be an action-packed night of pulsating fistic fury is $500 for Stands and $1,000 for VIP. With the best of the best Amateur Boxers trading punches, this Championship should be ideal preparations for the Terrence Ali Open Championships in mid November and Boxing fans are encouraged to support the Card. This is one of three main Cards held each year along with the Andrew Lewis Novices and Open Championship. Come Saturday evening, defending Champions GDF, lead by National Coach Terrence Poole, is expected to once again turn up with the largest contingent of pugilists, accompanied by raucous supporters and the Army’s drum Corps and are favorites to retain their crown. However, the Soldiers could expect fierce rivalry from Guyana Prison Service (Republican Boxing Gym) despite them being on a forced six-month hiatus due to last year’s fire at the Camp Street Jail. This year’s Championships will have participation of the largest number of
Gyms from the Regions with boxers from Region 1, 8 & 9, for the first time competing on the same card. They join the recently formed Gyms in Lethem and Region one, while the Pocket Rocket Gym from Region 10, the Rose Hall Jammers from Region six and Carryll’s Gym from Linden makes this year’s Championship a historic one with Gyms from all over Guyana participating. The Andrew Lewis National Novices, TerrenceAli National Open, Lennox Blackmore National intermediate are the main boxing cards held annually in Guyana and have been named after the old stalwarts in Guyana’s boxing. This Intermediate card is followed by the National Open which will be held in mid November and is a precursor to the Caribbean Championships which runs from December 6-9. “The more competitions you have it is better for the Boxers at all times and we try to make sure that we space it out so there is enough resting period,” stated President of the GBA Steve Ninvalle. From June to July the GBA held six U-16 cards leading up to the Caribbean and School Boys Championships and focused exclusively on that tournament. “We put down everything else that we were doing and had look at the nursery with a microscope and that is what we did and came out as Caribbean Champions again,” said Ninvalle.
“We will be doing the same with the National Open since that event will be leading up to the Caribbean Championships which we lost in St Lucia last year because we did not have a full team due to funding. We were only able to send four and came back with three Medals. Now that it is being held in Guyana we aim to regain the team title which would have slipped out of our hands,” continued the GBA’s top man. Ninvalle said he was satisfied with where the GBA is heading and with the achievements made despite the limited resources at their disposal. “We plan to achieve even bigger things for the remainder of this year. We worked extremely hard and endured many sleepless nights to achieve our success but we will not rest on our laurels since it is our mandate to govern the sport. We accepted the offer to govern the Sport and we must fulfill that task.” “The mandate states that we must open doors for the Boxers and develop them into the best in the Caribbean and World. We are also attracting a lot more female to due to boxing being decentralized to more areas,” Ninvalle stated. Gyms like the Forgotten Youth Foundation (FYF) and the Savannah Gym in Lethem are now producing more quality female fighters resulting in Guyana capturing two Caribbean Gold medals in female Boxing. Ronaldo cleared to face United in Champioans League (Reuters) - Cristiano Ronaldo will be suspended for only one game after his dismissal in the Champions League, paving the way for his return for Juventus against his former club Manchester United, European soccer’s governing body UEFA said on Thursday. Ronaldo’s Champions League debut for Juventus against Valencia last week lasted only 29 minutes before he was shown a straight red card for clashing with Jeison Murillo in a 2-0 win. He faced the prospect of missing a return to Old Trafford if his ban was extended. However, UEFA’s Control, Ethics and Disciplinary Body (CEDB) decided the 33-year-old’s punishment will not exceed a one-game suspension which means he will only be unavailable for next week’s Group H clash at Swiss side Young Boys.“The CEDB has decided to suspend the Juventus Football Club player Cristiano Ronaldo for one UEFA competition match for which he would be otherwise eligible,” UEFA said. Italian giants Juventus travel to Manchester for their third group fixture on Oct. 23. Ronaldo played for United from 2003 to 2009 and helped them win Europe’s elite club competition in 2008. He then moved to Real Madrid, winning two La Liga titles and four Champions League trophies in nine years. The five-times world player of the year signed for Juventus in the close season for 100 million euros ($117 million).
