GPL moves to slash line loss (From page 6) wanted to ensure that the real benefits that would accrue from such a project would be enjoyed by the consumers.” The Minister with responsibility for energy said that this programme will not only deal with the technical and commercial line loss, but pave the way for government to move ahead with projects for alternate energy sources in the future. Earlier this year, GPL in a paid advertisement had said for the first quarter of 2013, it recorded the highest level of electricity loss and this was in the South Georgetown district. The company emphasized that the areas accounting for the 60 percent loss have some of the largest population densities. It said, too that it has 5,501 accounts in its system, for the areas which are serviced by Feeder SF5. The area covers Tucville Well, Sophia Well, South Ruimveldt Park east of Penny Lane, Festival City, North Ruimveldt, South Ruimveldt Gardens west of Penny Lane, West Ruimveldt, East Ruimveldt, Roxanne Burnham Gardens, Guyhoc Park and Ebenezer Drive. These districts accounted for GPL’s losses. Following the area served by Feeder SF5, the next area with high electricity loss includes the East Coast Demerara with loss at 43.9 percent within the Sophia to Coldingen area and 42.2 percent in ‘A’ to ‘E’ Fields in Sophia. Other areas with high loss include Coldingen to Bygeval with losses said to be at 37.1 percent, North Sophia to Success with loss at 34.4 percent. The area served by Feeder SF3, which includes parts of Prashad Nagar, Lamaha Gardens, East of Sheriff and South of Dennis Street, Norton Street, Princes Street, Tucville, Meadowbrook, Werk-en-Rust west of John Street, West La Penitence and part of Middle Road with loss pegged at 37.4 percent. As for those districts with
loss in the 30 percent range, GPL said that these include those on Water Street between New Market Street and Avenue of the Republic and Brickdam where losses are at 36.9 percent. From Edinburgh to Lookout, Parika on the West Demerara, losses are 35.9 percent. In Wakenaam, the losses are 37.2 percent while in Leguan the loss is pegged at 30.7 percent. In Bartica, losses are 32.3 percent. It said that the feeder in contention, SF5, is 60 percent with technical loss at 17.4 percent and non-technical losses at 42.6 percent. GPL said that this should be compared with the area served by feederVH-F3 (Vreed-en-Hoop to Windsor Forest) which with 7104 customers – as compared with 5,501 customers – has a total loss of 9.8 percent; 9.6 percent technical and 0.2 percent nontechnical. The Power company noted that technical loss reflects those attributed to GPL’s network and non-technical losses are mainly electricity theft. The total number of customers within the zone of contention (SP5) is 5,501 and losses per customer amount to US$49 or $10,000 per month, GPL had said. The A Partnership for National Unity and the Alliance For Change (APNU+AFC) had lambasted the previous administration for failing to properly deal with the issue of the line loss. The APNU+AFC had said that the company’s admission of its exorbitant losses is a product of “downright mismanagement and too much political interference”. Foreign Affairs Minister, Carl Greenidge who served as the APNU’s financial point man in the opposition, had called on GPL’s management to explain what it did with the millions it received from another IDB programme to help avoid this situation “which seems to have gotten from bad to worse”. It never did. Greenidge had lashed out at GPL’s former Chairman Winston Brassington in particular, saying that he lost the con-
fidence of the country. He opined that the former GPL Board Chairman is not competent to do the work to which he is assigned, for “he is wearing too many hats and is involved in so many conflicts of interest that his word on any particular issue is not worth a cent.” Further, the former Finance Minister had said that the GPL line loss fiasco is but one of many issues that merits the firing of the Board and senior managers. Greenidge had said that while GPL’s management and Board complained that they are denied enough money to invest in the acquisition and installation of equipment, they have taken some of the funds received from taxpayers to acquire equipment not relevant to their most important problem, the reduction of line loss. He reminded that millions were spent to acquire equipment such as “the fibre optic cable that would help the associates of the former President, Bharrat Jagdeo and displace Digicel and GT&T as suppliers of Information Communication Technology services.”As regards to the technical and commercial loss being suffered by the company, Greenidge had asked, “But whatever happened to the US$5M approved by the Inter-American Development Bank (IDB) in 2011 to help reduce electricity losses?” Greenidge, who served as the Chairman of the Public Accounts Committee recalled that the Inter-American Development Bank (IDB) had provided the funds to help boost the efficiency of the country’s power system through electricity loss reduction measures and improvements in the operation and maintenance of the distribution network. He had said that since 2010, the level of loss in several areas seems to have increased from the 10 and 17 percent levels at which they then stood.

Iran troops to join Syria war, Russia bombs group trained by CIA Reuters - Hundreds of Iranian troops have arrived in Syria to join a major ground offensive in support of President Bashar al-Assad’s government, Lebanese sources said yesterday, a sign the civil war is turning still more regional and global in scope. Russian warplanes, in a second day of strikes, bombed a camp run by rebels trained by the CIA, the group’s commander said, putting Moscow and Washington on opposing sides in a Middle East conflict for the first time since the Cold War. Speaking by video link for an hour, U.S. and Russian military officials discussed ways to ensure their warplanes do not come into conflict as they carry out separate air campaigns over Syria, White House spokesman Josh Earnest told reporters. He said it was the first in a series of conversations. Two Lebanese sources told Reuters hundreds of Iranian troops had reached Syria in the past 10 days with weapons to mount a major ground offensive. They
would also be backed by Assad’s Lebanese Hezbollah allies and by Shi’ite militia fighters from Iraq, while Russia would provide air support. “The vanguard of Iranian ground forces began arriving in Syria: soldiers and officers specifically to participate in this battle. They are not advisers ... we mean hundreds with equipment and weapons. They will be followed by more,” one of the sources said. So far, direct Iranian military support for Assad has come mostly in the form of military advisers. Iran has also mobilised Shi’ite militia fighters, including Iraqis and some Afghans, to fight alongside Syrian government forces. Moscow said it had hit Islamic State positions, but the areas it struck near the cities of Hama and Homs are mostly held by a rival insurgent alliance, which unlike Islamic State is supported by U.S. allies including Arab states and Turkey. Hassan Haj Ali, head of the Liwa Suqour al-Jabal rebel group which is part of the Free
Syrian Army, told Reuters one of the targets was his group’s base in Idlib province, struck by around 20 missiles in two separate raids. His fighters had been trained by the CIA in Qatar and Saudi Arabia, part of a programme Washington says is aimed at supporting groups that oppose both Islamic State and Assad. “Russia is challenging everyone and saying there is no alternative to Bashar,” Haj Ali said. He said the Russian jets had been identified by members of his group who once served as Syrian air force pilots. The group is one of at least three foreign-backed FSA rebel factions to say they had been hit by the Russians in the last two days. At the United Nations, Russian Foreign Minister Sergei Lavrov told a news conference Moscow was targeting Islamic State. He did not specifically deny that Russian planes had attacked Free Syrian Army facilities but said Russia did not view it as a terrorist group and viewed it as part of a political solution in Syria.

He has said that had they tried it while they had the chance, the crime rate involving the use of guns might not have been so high. Ramjattan was directly referring to former Home Affairs Minister Clement Rohee who had publicly criticized the programme, boldly declaring that it will not work in Guyana. “Skeptics will always be skeptics, especially persons who don’t want to try new strategies. Reuters - India yesterday rejected a four-point peace plan for Kashmir proposed by Pakistan but said talks among officials of both countries on terrorism that collapsed in August should be revived. Pakistani Prime Minister Nawaz Sharif announced his proposal at the annual United Nations General Assembly on Wednesday, saying the two nuclear-armed countries should formalise a cease-fire in Kashmir and take steps to demilitarize the divided region. India issued a swift rebuttal, accusing Pakistan of claiming to be the primary victim of terrorism while “in truth, it is actually a victim of its own policy of breeding and sponsoring terrorists.” Yesterday, Indian Foreign Minister Sushma Swaraj told the General Assembly that

According to the Public Security Minister, he indicated to his Cabinet colleague that he will try to fast track firearm licences for legitimate applicants, such as village leaders and farmers. “For those who feel vulnerable, bring in your

Life has its unpleasant side; that’s life There is a huge advantage growing up in poverty and having a street life. Once elevation and education are achieved, there is a hard part to your character that insulates you from danger and ignominy. It is called the street-wise dimension of life. People whom you interact with would then tell you that you have both a middle class and a street smart ontology. No number of philosophical books, parental love and societal admiration can protect you from the unpleasant side of life like that once street smart existence. When you grow up, become a public figure, are in the media, are in citizens’ conversations, you are not easily ruffled when you pick up the newspaper and read something caustic. You
shouldn’t have become what you became. Life has its danger and you had to know that once you climb that political platform or pen a public commentary the danger will confront you, the insults will flow, the rumours will fly, the stares will follow you, the gossip will defy the law of gravity. Usain Bolt must know that envious rivals will gossip about drug use. Obama must know that all-white Americans would not welcome him. The point is to understand that life is not a bed of roses. When danger comes do not cry and remember at all times, when a face opens up a window and shouts down to you, another face will open another window and say, I love what
you did yesterday. Please keep it up. You will know when your time has come to ride away in the sunset when only insults are pelted your way when you walk down the street and at the end of each day, each week, each year, each decade, no one stops, smiles at you, hold your hand and tells you that you are needed and will always be needed. If you are on the receiving end of the roses, with an expansive smile and inviting eyes, then you know the gods have not notified you as yet that twilight time is near. When I became a public intellectual many moons ago, I knew what I was walking into. And I knew that the hard days of despair in Wortmanville would always be a canopy over my mind and
soul and it would be my sempiternal protector. I am not easily intimidated because on the streets of Wortmanville you had to be hard to survive. I am not easily swayed by criticism to abandon the path I am traveling on. I believe in me. I believe in what I do especially for my country and people. But there is a but that is so inspiring. But when people cuss you down, you know that you can smile because the country and its people know that these people who gossip and rumour about you will never do for the country and people what you have done. It comes down to the realistic banality that the world has its jejune minds that seek an outlet and maybe in the scheme of things as Elton John sang in his famous song, “The Circle of Life” from the musical, “The Lion King,”
you have to live and let live. Who am I to object to the banality of mind even if such a soulless vocabulary seeks my attention? I am no saint. I doubt I want to be a street fighter. But this I know; philosophy aside, one has to fight back. But the pen must write and having written must write on because in seeking solace in silence, the mediocrity of charlatans wins and the superficiality of the dilettante is given a permit to the library of democracy that is too risky in a society as young as Guyana. If I were to write a book on my journalistic sojourns, philosophy will be overshadowed by the lighter side of grammar. In a threeyear period, the Chronicle published 537 letters on me; not one of which saw an ounce of positive value in me. There is a man who writes

Overseas-based cancer-focused NGO recommits support to Guyana
OSHAG President, Ms Carol Bagot October is Breast Cancer Awareness month and Guyana, like the rest of the world, is known to solemnly embrace its significance each year. As the month is being observed this year, moves are apace to help boost the country’s cancer awareness efforts. These efforts will be aided by the Organisation for Social and Health Advancement in Guyana (OSHAG), a NonGovernmental Organisation based in New York. The NGO, headed by Guyana-born, Ms Carol Bagot, who currently resides in the US, has over the years offered much needed cancer support to the public health sector. But with the change of Government this year, Bagot earlier this week met with Minister within the Ministry of Public Health, Dr Karen Cummings; Head of the Ministry’s Diseases Control Department, Dr Kavita Singh, and officials of the
Georgetown Public Hospital Corporation (GPHC) to reaffirm her organisation’s commitment to help tackle cancer here. Speaking on the genesis of her organisation which has a membership of mainly medical personnel, Bagot recalled that she had become aware that there were several women from Guyana who were turning up in the US with advanced stages of cancer. “After a while, I recognised, along with others, that there was, to some extent, a lack of education to help people understand the realities of cancer,” recounted Bagot. In fact, she informed during an interview, that some women are of the belief that a lump in their breast, for instance, might be an abscess and are oblivious to the fact that it could be due to cancer. OSHAG was established in the year 2000 to help counter this glaring challenge. “We have been coming (to Guyana) each year trying to do the educational part regarding cancer...we have done several things,” said Bagot of OSHAG’s commitment to helping to fight cancer. OSHAG, just last year, facilitated cancer-related training for a number of local nurses, an undertaking that was conducted at the GPHC. According to Bagot, OSHAG has been responsible for bringing medical personnel, including Doctors, to give support to the local public health sector. “We come here with a team of Doctors every year and the Doctors go up to New Amsterdam hospital and they
do surgeries,” said Bagot, as she related that OSHAG, which is already registered here, has recognised the need for it to have a permanent presence in Guyana. She is optimistic that OSHAG, in the near future, will be able to construct its own Guyana office, once approval is granted. Part of OSHAG’s support last year included the establishment of a Chemotherapy Unit at the GPHC. “Our nurses came in and they did the teaching regarding the regimens for chemo, the strengths and trying to assist the local nurses with understanding the protocol for chemo,” Bagot noted. As an expert in Human Service Administration, Bagot currently holds the position of Chief Executive Officer at an Adult Community Living Arrangement facility for persons with developmental disabilities. She has however taken five weeks off from her income-earning employment to pave the way for the arrival of OSHAG’s medical team, which is slated for October 24 for a stay that is expected to end on November 1, 2015. During that visit, the team will not only follow-up with the nurses who participated in the chemotherapy training but also conduct a week long health awareness conference at the Liliendaal, Greater Georgetown, Project Dawn facility. “The nurses (of the team) will be seeing people and they will do refresher courses with the nurses of the GPHC,” said Continued on page 12

Linden water woes being addressed - GWI Aimed at finding solutions to the water supply difficulties affecting Linden customers, the Guyana Water Incorporated (GWI) and the Ministry of Communities recently held a joint session to discuss the current operational challenges that the Linden Water Supply and Rehabilitation Programme (LWSRP) is experiencing. Funded by the Government of Guyana and the Inter-American Development Bank (IDB), the LWSRP encompassed the construction of two water treatment facilities at Amelia’s Ward and Wisroc, Linden. The construction of the two facilities and all works related to the LWSRP are being executed by GWI, contractor UEM Inc. and Consultant EGIS EAU in association with SRKN. While the construction of the two facilities is beyond 95% completion, including the installation of electrical and mechanical components, the facilities are currently experiencing operational challenges with regard to the level of service provided to customers of Amelia’s Ward and Wisroc. These challenges have prompted urgent action by Minister within the Ministry of Communities, Keith Scott and the Corporate Management Team of GWI. A joint Task Force, made up of the Programme Team for the LWSRP and technical experts from the Ministry of Communities, including Technical Advisor to the Minister on Projects, Charles Ceres, has been assembled.
The Task Force has identified a number of challenges which require immediate attention, including difficulties being experienced with the filtration systems utilized by the facilities. This challenge has a direct effect on the level of production at both facilities and as such, has been identified as one of the key obstacles which the Task Force seeks to resolve. “It is imperative that the people of Linden are aware that despite these challenges, the Ministry and the Guyana Water Inc. remain completely committed to the success of the programme,” stated Minister Keith Scott. “Joint consultations will be held frequently with the Programme Manager, Contractor, Regional Administration of Linden, technical experts from the Ministry and all concerned parties until these challenges have been resolved,” he added.
Both water treatment facilities under the LWSRP are within the defects liability period. Hence, any required changes can be implemented by the Contractor before the facilities are officially presented to GWI. The utility company has committed to ensuring that customers of Linden are fully informed of the challenges and proposed solutions for the LWSRP through the company’s Public Relations Department. A radio programme providing details on the operational challenges of the LWSRP is scheduled for broadcast next week on the Linden radio station, 104.3 Power FM. Minister Scott further emphasized that the Ministry of Communities and GWI have resolved to take whatever steps are necessary to fulfil the promise made to the residents of Amelia’s Ward and Wisroc of improved water service.

Beharry and Habitat for Humanity renew “Beharry Build” partnership Under the theme, “A dollar makes a difference,” the “Beharry Build” partnership between Habitat for Humanity Inc. and Edward B. Beharry Company Limited, was yesterday renewed for a period of three months. A simple signing ceremony to mark the renewal
was held at the Edward B. Beharry Training facility. The project began in 2012 in an effort to provide low income families who would not be able to secure a commercial mortgage. The partnership between the nonprofit and for profit organizations is the only one
in Guyana which mobilizes funds from the general public to help support a social cause. To facilitate its contribution, Edward B. Beharry Company Ltd. takes $1 off of every purchase made and donates it to the Habitat for Humanity. Since the project’s commencement,

This money has contributed to the building of seven houses and was also used to facilitate repairs on two houses occupied by families in need. Three more houses are slated to be built for the second phase of the partnership. Beharry’s Director, Anjelie Beharry-Strand, stressed the difference between Edward B. Beharry and the Habitat for Humanity. In Habitat one could go in for a loan to build their home, “Ours is free and that’s why I’m trying to encourage people to buy the products because, $1 is taken off of every purchase made and given to Habitat to build these houses. There is no loan, no interest, everything is free,” she explained. Strand also revealed the enacting of a new clause in the agreement between the beneficiaries of the homes and the two entities. The homes, she claims will be for the children in the family, so if something were to happen to their caretakers they would not be forced to leave as they
would be the legal owners. “We will ensure that the homes built go to the children, they won’t go to an aunt, an uncle or cousin. No one can take it away from them and this clause will be included in all the future builds we do,” she added. When asked who makes a suitable candidate, National Director for the Habitat for Humanity, Raul Small, explained that there are certain factors that are taken into consideration when selecting persons to be recipients of the project. Small said, “We look for families who are considered to be living in acute poverty and have no means of accessing housing finance through the traditional methods. We first look to ensure that there is an actual family as we would not build a house for just one person, then we’d look at the means of income by the family to cover basic needs and also their living situation, because if one can pay $60,000 per month on rent then that person can afford to pay a mortgage.” “The most important thing we do however is
ensure that the prospective beneficiary has the land in their name as they cannot build a new house on land not belonging to the beneficiary.” Amongst the recipients of the new homes was common law couple, Imran Khan and Sherry Bacchus, whose home was destroyed late last year by a fire. In addition to a new home they were promised some furnishings by Habitat for Humanity Inc. Maude White, a grandmother of four, will also be receiving a house and so will Althea Buelow. Repairs are slated to be carried out on Daphne Standford’s house. The Habitat for Humanity is a non-profit organization whose mission is to alleviate poverty through increased accessibility to decent living conditions, especially for low income-earners and poverty-stricken families. Govt. emergency fund almost empty The Contingencies Fund, an account set aside under the laws of Guyana for the Minister of Finance to tap into in case of emergencies, is currently at a critical stage with limited funds available to the current administration, should an urgent situation arise. Auditor General Deodat Sharma, presented Government’s audited report for the year 2014 to the Speaker of the House, Dr Barton Scotland on Wednesday last, and while he did not divulge details of the report to the media, this publication understands that the trend of limited funds in the Contingencies Fund continued. While the advances made by government in 2013 were subsequently approved by the National Assembly and the amounts reimbursed to the Contingencies Fund, the same did not obtain for the more than $615M in advances made in 2011 and 2012. The un-cleared amount for 2011 was just about $80M, while the amount for 2012 was just over $536M. Those amounts were never approved by the National Assembly, which means that the amounts were never reimbursed to the Contingencies Fund. Following the prorogation of Parliament, the People’s Progressive Party Civic (PPP/C) Government continued making advances from the special account meant for emergencies. These monies, according to an insider at the Audit Office, were never approved and as such never reimbursed to the account. To compound the situation, just over $1B was withdrawn from the Contingencies Fund last year, meaning the account which amounts to two per cent of the previous year’s budget has not been replenished by in excess of $2B. This means that the Contingencies Fund is out of money accumulated over three years, money that was never paid back to the Contingencies Fund. In the absence of those funds the government would have been hamstrung in the event of
…a result of three years of unapproved PPP advances any emergency; the money could not be made available for any unforeseen or emergency expenditure. The Auditor General has over the years lamented the state of affairs as he repeatedly accused the then PPP/C administration of accessing the fund without proper authorization, since many of the expenditure did not meet the specified criteria. Under the Fiscal Management and Accountability Act (FMA), the Finance Minister shall have sole authority for the release of monies from the Contingencies Fund; this authority shall not be delegated. The Minister must, however, be satisfied that an urgent, unavoidable and unforeseen need for expenditure has arisen - for which no monies have been appropriated; for which the sum appropriated is insufficient; or for which monies cannot be reallocated or deferred without injury to the public interest. The total of the amounts permitted to be withdrawn from the Contingencies Fund shall not exceed two per cent of the estimated annual expenditure of the last preceding fiscal year as shown in the annual budget proposal approved by the National Assembly or such greater sum as the National Assembly may approve. Former Auditor General, Anand Goolsarran, is on record as saying the use of unauthorized expenditure “represents a loss of public property for which appropriate sanctions are provided for under Section 76 of the Fiscal Management and Accountability Act.” That section of the Act reads: “(1) If a loss of public property should occur and, at the time of that loss, a Minister or official has caused or contributed to that loss through misconduct or through deliberate or serious disregard of reasonable standard of care, that Minister or official shall be personally liable to the Government for the amount of loss; (2) Where the misconduct
or disregard of the person is not the sole cause or the loss referred to in subsection (1),
the person shall be liable to pay only so much of the loss as is just and equitable having
regard to the person’s share of the responsibility for the loss. (3) If a loss of public property should occur and, at the time of that loss, a
Minister or an official had nominal custody of that property, that Minister or official shall be personally liable to the Government for the amount of the loss.”

$2.5M radio licence fee to be reviewed By Abena Rockcliffe Whether the Board will agree is another matter, but for Chairman of the Guyana National Broadcasting Authority (GNBA) the 2011 distribution of radio licenses and the annual licensing fee that poses as a burden to most broadcasters are two things that need urgent review. Consumer advocate, Leonard Craig, was appointed about a month ago to chair the all important GNBA. Craig is known for taking on telecommunication companies like GTT and Digicel, and representing himself before the Public Utilities Commission. Craig noted that even though there is “much to be done” he is settling in nicely. Kaieteur News asked a ranged of questions, amongst which were questions about the “criminal and unfair” distribution of radio licenses back in 2011. Craig said, “Criminal is not the word I would use but there seems to be forms of arbitrary decision making where that (the distribution) was concerned. Wherever that is detected it is a matter for the board to correct but, I,
in my sole authority, cannot do so.” Even as he admitted that he cannot make any decision on his own, Craig vowed to take the matter to the Board. “It is a matter that was well ventilated in the media yet there are many who still feel aggrieved.” Craig said that he hopes that the licences of all radio broadcasters will be reviewed on a case by case basis. But before this review happens, Craig wants basic benchmarks to be set. He said that in this regard, he hopes to call a conference for broadcasters. At such a forum, existing broadcasters will set the benchmarks themselves. Craig indicated that when the benchmarks are set, those very principles will be used as a guide for the board to determine the next steps. The Chairman indicated that the Board has not met since its appointment. This, he explained, is due to the fact that all members are not immediately available for some reason or the other. However, Craig said that the Board is likely to meet sometime within the next two weeks. “I do not see it going past two weeks from now.”
- GNBA Chairman Craig told Kaieteur News that the Board will also address outstanding radio applications. He said, “That is something that will be defiantly brought to the attention of the Board.” He said, too, that the Board will most likely seek to put mechanisms in place to ensure that there is fair play. BROADCASTING FEE Craig also indicated that he wants a review of the fee set for broadcasters. Broadcasters currently pay an annual licencing fee of $2.5M. In 2013, a PPP Cabinet decided that the annual licence fee for all licenced broadcasters, radio, TV and Cable, will pay either 3.5 % of their gross income or $2.5M yearly. The Chairman said that he met with most broadcasters individually and many are asking for a review of the fee. He said that based on that, “I have no choice but to bring this to the Board’s attention; as to how they will deal with it is still left to be seen.” Craig said that he wants the Board to make all
decisions in accordance with the law. “But whatever changes the Board proposes, I will be bold enough to implement all of them.’ Six broadcasters had initiated a court action after being told that they were required to pay the $2.5M fee. The broadcasters were CNS Channel 6; HBTV Channel 9; RBS Channel 13; HGTV Channel 16; MBC Channel 42 and SKAR Channel 102. Chang had ruled that the imposition should not have applied to existing broadcasters. “The court holds that regulation 3 of the Broadcasting Regulations 2013 is valid to the extent that the minister has fixed a grant fee of $2. 5 million on first-time broadcasters but is invalid to the extent that the minister has purported to fix a percentage of 3.5% of gross revenue of the previous year for existing broadcasters,” the Chief Justice ruled. GNBA is the regulatory body tasked with overseeing the operations of radio and televisions stations in Guyana. Established three
years ago, the body was under immediate pressure after news came out that former President, Bharrat Jagdeo, before ending his two terms in office in 2011, approved several radio and cable television licences for mainly friends and his party members. In so doing, he sidelined applications from several prominent media houses including Kaieteur News, Stabroek News, Capitol News, HBTV Channel Nine and CNS Channel Six. This was despite a standing agreement for no new licences until new broadcasting regulations and the GNBA were in place. Jagdeo’s best friend, Dr. Ranjisinghi ‘Bobby’ Ramroop, received one with multiple frequencies. Also receiving a similar number of frequencies was The Mirror, a newspaper which belongs

The disclosures of the licences, which also included approval for two cable TV operations, sparked court cases and several days of protests, as well as local and international condemnation.
Hinterland communities to benefit from improved facilities The Ministry of Education is collaborating with the Ministry of Indigenous Peoples’ Affairs to improve sports facilities in the hinterland. Minister within the Ministry of Education, Nicolette Henry, explained that the collaboration is through the Ground Enhancement Project. She said that the project aims to ensure that facilities in the hinterland are functioning effectively so that students and residents in the area can use them. “I have received from the Ministry of Indigenous Peoples’ Affairs, a list of over 50 facilities that we intend to support with regard to finances,” Henry said. She added that the enhancement is not only in the area of sports, but also for others -recreational and otherwise. Also speaking on the issue was Director of Sport, Christopher Jones, who highlighted that even though the government is hoping to establish multi-purpose centres across the country, the hinterland is the first target area and hopefully, this can be effected before the end of the (Continued on page 28)

The Linden water supply rehabilitation programme…
Ministry of Communities, GWI committed to resolving operational challenges Technical experts from the Ministry of Communities, Guyana Water Incorporated (GWI), the Nation’s supplier of Water and Sanitation Services, recently held a joint session to discuss the current operational challenges facing the Linden Water Supply and Rehabilitation Programme (LWSRP). Funded by the Government and the InterAmerican Development Bank (IDB), the LWSRP encompassed the construction of two water treatment facilities at Amelia’s Ward and Wisroc, Linden. While the construction of the two facilities is beyond 95 percent completion, including the installation of electrical and mechanical components, the facilities are currently experiencing operational challenges with regard to the level of service provided to GWI customers of Amelia’s Ward and Wisroc. These challenges have prompted urgent action by Minister within the Ministry of Communities, Keith Scott, and the Corporate Management Team of GWI. A Joint Task Force has been assembled consisting of the Programme Team for the LWSRP and technical experts from the Ministry of Communities including
Minister within the Ministry of Communities, Keith Scott Technical Advisor to the Minister on Projects, Charles Ceres. The Joint Task Force has identified a number of challenges which require immediate attention including difficulties being experienced with the filtration systems utilized by the facilities. This challenge has a direct effect on the level of production at both facilities and as such has been identified as one of the key obstacles which the task force seeks to resolve. “It is imperative that the people of Linden are aware that despite these challenges, the Ministry and the Guyana Water Inc. remain completely committed to the success of
the programme,” stated Minister Keith Scott. He added, “Joint consultations will be held frequently with the Programme Manager, contractor, Regional Administration of Linden, technical experts from the Ministry and all concerned parties until these challenges have been resolved.” Both water treatment facilities under the LWSRP are within the defects liability period. Hence, any required changes can be implemented by the contractor before the facilities are officially presented to GWI. GWI has committed to ensuring that customers of Linden are fully informed of the challenges and proposed solutions for the LWSRP through the company’s Public Relations Department. A radio programme providing details on the operational challenges of the LWSRP is scheduled for broadcast next week on the local Linden radio station, 104.3 Power FM. Minister Scott further emphasized that the Ministry of Communities and GWI have resolved to take whatever steps are necessary to fulfill the promise made to the residents of Amelia’s Ward and Wisroc for improved water service.

Father of three seeks help for heart surgery The clock is ticking for 33year-old Orin Sutton, who is urgently in need of an Aortic Valve Replacement surgery at the Caribbean Heart Institute. This institute is located at the Georgetown Public Hospital Corporation. The cost of the surgery is in excess of $2M. With the assistance of family and friends, Sutton was able to raise almost $500,000 but an additional $1.5M is needed by October 11. As such, the family is seeking financial assistance so that the father of three can have a second chance. Aortic valve replacement is a procedure in which a patient’s failing aortic valve is replaced with an artificial heart valve. Medical documents seen by Kaieteur News show that Sutton was reviewed by Cardiothoracic Surgeon, Dr. Gary Stephens, who later recommended him for the operation. According to his cousin, Denisha Sutton, the Ministry of Public Health had promised to cover half of the cost but has failed to do so until now. Denisha explained that her cousin’s condition is life threatening. She said that he has a mass over his heart that

is preventing blood from circulating. The woman told this publication that Sutton was at work when he collapsed. He was rushed to the Mackenzie Hospital by a young man. “Doctors at the institution gave him oxygen and placed him on a machine,” the woman recalled. However, Denisha revealed that Sutton was later transferred to the Georgetown Public Hospital Corporation (GPHC) and then to the CHI. He was subsequently discharged from the CHI and sent home but things took a turn for the worse shortly after.
Sutton’s cousin said that he suffered a heart attack and had to be rushed back to the institution. She added that he is unable to work since he is now confined to bed. Further, she disclosed that he is unable to eat certain foods and can be seen constantly panting for breath. Denisha is appealing to members of the public to give generously and help save his life. Man granted bail after home breakage A South Ruimveldt resident was on Wednesday released on $75,000 bail after pleading not guilty to a charge of break and enter and simple larceny. Colin Klass, 49, is accused of breaking into the dwelling house of Althea Squires and stealing a quantity of items between September 22 and September 28, last, at South Ruimveldt, Georgetown. The court heard that the defendant carted off five pairs of sneakers, five pairs of sandals, and a curling iron among other items belonging to Squires. In addition, Klass was accused of stealing a digital camera property of Wallace McRae. The defendant had
Colin Klass no legal representation. Police Prosecutor, Corporal Deniro Jones, told the court that the defendant and the virtual complainant reside in the same house. Jones said that while in police
custody, Klass admitted to stealing the items, which were later recovered. While Jones had no objection to the defendant being granted p r e - t r i a l liberty, he asked that bail be granted in a substantial amount. Squires, who was present for the brief court hearing, told Magistrate Ann McLennan that the defendant is a close family friend. She added that McRae was her father. Klass was ordered to be on good behaviour until the completion of a trial. He was also instructed to stay away from Squires. This matter comes up again on October 19, for statements.

Mason jailed for home break-in, stealing tablet “Thou shalt not steal! Don’t do it again!” were the words said by City Magistrate Judy Latchman to Glenford Hart, who was convicted yesterday on a charge of break and enter and larceny. Hart, a 19 year-old mason, was sentenced to 12 months imprisonment after he was found guilty of the offence in the Georgetown Magistrates’ Courts, at the conclusion of a trial. Hart broke into the dwelling house of Charlotte Elliott, between July 9 and 10, last at North Ruimveldt, Georgetown and grabbed a Samsung tablet valued at $100,000. Police Corporal Kerry Bostwick closed the prosecution’s case after calling Elliott, as his final witness. The witness testified that she resides with her father and brother. She said that on the day in question, before retiring to bed, she checked to ensure that two windows and doors situated at the upper flat of the building were secured. Elliott said she occupied the back bedroom and added that a few hours after, while in bed, she heard footsteps in the home. The witness said that she thought the footsteps were her father’s as he would usually visit her
room to retrieve water from a fridge. That night however, it was not her father. Hart crept into the young woman’s bedroom and hid behind a writing desk, located near to her bed. Elliott testified that she got up from her bed, having realized that the person hiding was not her dad. The woman told the court that she started yelling “Thief!” and subsequently called out to her dad. Continuing, the woman recalled that Hart attempted to escape but was cornered by their backdoor, after she and her father chased after him. She added that Hart was holding her tablet in his hand. She said that Hart begged for mercy, telling her father that “they can work things out.” Immediately after, he rested the Samsung tablet on a stairway. Elliott made clear that she did not permit Hart to remove her Tablet. The victim informed the court that she, along with her father and brother, escorted the thief to the police station. She swore that the thief was not known to her, but assured that her father and brother knew him. The victim pointed out that she had a good look at Hart’s face, while noting he
was wearing a bandana on his head at the time of the breakin. Further, Elliott said during the incident she viewed Hart’s face for about 20 minutes. Confidently, she pointed him out to the packed courtroom yesterday. Thereafter, Hart declined to cross-examine the witness and was called on to lead his defence. This was after the Magistrate ruled that a Prima Facie case was made out against him by the Prosecution. He was unrepresented by an attorney and called no witnesses to prove his case. He, however, gave an unsworn testimony. After listening to both parties, Magistrate Latchman stood the matter down and retired to her chambers to consider the evidence. In less than 30 minutes, Magistrate Latchman returned with the guilty ruling. During the summing up of evidence, Magistrate Latchman told the court that the prosecution’s witnesses spoke the truth. Further, the Magistrate said that she found the evidence of the victim (Elliott) to be reliable. Magistrate Latchman emphasized that she believed Hart broke into the home and stole the item.
Motorbike bandits strike at Kitty grocery store Police are investigating a robbery which occurred at around 13:30 hrs on Wednesday where a young businesswoman was robbed of a large sum of cash by two armed bandits. The robbery occurred at a grocery store in Kitty, Georgetown. According to the victim, 20-year-old Amina Habibbulla, she was about to close one of the doors to her grocery shop when two men
appeared in front of her and informed her not to move. The woman explained that her father and a customer who were sitting outside of the shop at the time were dragged into the store and put on the floor to lie down. The men were both armed. “They ransacked the whole store. They took the money and they took cigarettes too. They were saying that they were going
to shoot,” the businesswoman recounted. She revealed that the money that the men took was what she had in the store to pay a supplier. “This is not fair. I am now trying to do something and this happens,” Habibbulla stressed. She explained that the men were not masked and escaped on a CG motorbike. Investigations are ongoing.

$1M bail for Land of Canaan driver on causing death charge Bail was set in the sum of $1M for truck driver, Dwayne Loaffe, who is accused of killing a female passenger of his vehicle, which was involved in an accident along the Hauraruni Public Road, East Bank Demerara (E.B.D). Loaffe, who appeared badly wounded, was yesterday hauled before City Magistrate Judy Latchman after being slapped with two charges. The 23-year old driver of 76 Land of Canaan, E.B.D, pleaded not guilty to the first charge. This allegation stated that on September 26, he drove motor lorry GMM 2065 in a manner dangerous to the public, thereby causing the death of Delisa Gonsalves. The defendant was also accused of carrying persons in the tray of the vehicle without written permission from the relevant authorities. He pleaded guilty to this charge and was ordered to pay a fine of $20,000 with an alternative of 14 days imprisonment. Police Inspector, Vishnu Hunt, presented the prosecution’s case. Hunt did not object to the defendant being granted pre-trial liberty. It was reported that on the day in question, around 21:30hrs, the defendant was driving the motor lorry proceeding along the Hauraruni Public Road, East Bank Demerara. The now deceased (Gonsalves) was seated in the tray of the vehicle with others, when the defendant swerved from hitting an object that was in his path.
As a result, Loaffe lost control of the vehicle, which ended up toppling several times on the roadway before coming to a halt. The passengers were pulled out from the mangled motor lorry and rushed to the hospital, where Gonsalves was pronounced dead. The
other occupants, including the driver were treated for injuries they had sustained. Attorney, Dexter Todd is representing the defendant. He told the court that his client is a truck driver with no pending matters. This matter comes up again on October 19.

Man confesses to killing Brazilian, Guyanese at Konawaruk A Barama resident who was nabbed at Mahdia with an illegal firearm last Wednesday has reportedly confessed to two separate killings at Konawaruk, Potaro. Police sources said that the suspect, identified as Mark Atkinson, 36, admitted to shooting and killing Devon Anderson, 30, at Blackwater Landing, Konawaruk, Potaro in June 2014. Persons in the area had reportedly heard the two men arguing just before Anderson was shot. The detained man has also reportedly admitted to beating a Brazilian to death at Konawaruk, Potaro this year. He reportedly told detectives that he was fighting with the Brazilian

An unlicensed .38 revolver with six rounds was found in his possession. Ballistic tests are to be conducted to determine whether the firearm was used in any killings. “We have had our eye on him for some time,” a police
official said. “We have him on the two murders and we are questioning him further on the murders of the two Brazilians (found dead at Cuyuni) and other murders.” The bodies of Jose Carlos Barbosa Araujo and Adonias Ferreira were recovered from a swamp late Aramau Backdam, Cuyuni River last month. One of the bodies bore gunshot wounds and the other incised wounds. According to reports, the men left their worksite in the Oku mining area, Cuyuni, on Tuesday, September 15, on an ATV. They were said to have been heading to Bartica to purchase spares for an excavator. The ATV has not been recovered.

A people without history are like zombies walking aimlessly DEAR EDITOR, Please permit me space in your column to express my views on the subject “The R. H. Carr, the Steam Boat at Skull Point.” During my school days, I did history on Christopher Columbus, the ‘great discoverer’ of the West Indies and Sir Walter Raleigh, and many other historical foreigners. As I grew into adulthood, I became fascinated with practical history, which stimulated my interest, especially on local heritage sites. It was said some time ago, “he who forgets his past is doomed to repeat it.” My understanding of that statement is, “history must be taught to the babes and suckling.” To date, I’ve made models or representations of the M. V. Independence, a cargo boat or ship, hull made of aluminum and it was constructed by Guyanese in Guyana. That boat plied between Georgetown and the town of Linden many years ago. The Christianburg Water Wheel, which was owned and operated by a Scottish engineer, whose name was Mr. John Dalgish Patterson in the year 1855. The Son Chapman Launch owned by Mr. Norman Chapman, a resident of Mackenzie, which was blown to pieces at Hurudala, Demerara River during the 1964 riot. Extracts from speeches

Carr, Steam Boat at Skull Point.” She, as it was referred to, was named after Mr. Ralph Hamilton Carr, who was Chairman of Messrs Sprostons LTD. Its first name was S.S. Potaro, but it was renamed after Mr. Hamilton died in the year 1926. The S. S. R. H. Carr came to British Guiana in 1927 after it was launched at the Deeside Shipyard of Messrs James Crichton & Co. LTD at Saltney Liverpool. It was built mainly to operate between Georgetown and the river districts of Wismar, Christianburg and Mackenzie. During its operation between the years 1927 – 1969, it had its share of mechanical and other problems. After the introduction of the Soesdyke/Linden Highway in 1969, the faithful mother, grandmother with a man’s name was removed from the river she travelled for 42 years and was seen no

more by many Lindeners. Quite recently, I was in conversation with friends, discussing the Berbice River issue and the introduction of the River Taxi, when someone made mention of the S. S. R. H. Carr. That name sounded foreign to many. Those of us who travelled frequently on that boat, started to recapture the good and bad, and the many hours we took to arrive at our destination. Then, the sad news was broken, the S. S. R. HCarr, the Steam Boat is at Skull Point on the Mazaruni River in ruins. It sounded like the plot for the Pirates of the Caribbean film, but it’s true. I was shocked and very disturbed to learn, that this boat, The S. S. R. HCarr, the first boat I had travelled on at the age of six years is in ruins and no one in authority seems interested to make it a historical publication. A quote, “Jeremiah 31:7- See, I will bring them from the land of the Northland and gather them from the ends of the earth because I am Israel’s
father.” It’s not easy to put into people, things we are dumb about. But history is life, let’s teach it and learn it, because a people without history are like zombies walking aimlessly. We leave our beautiful Guyana to visit other countries only to return to brag about the good times we had and historic sites we visited, but do we as a people really know what occurred on the 23rd of February, the date Guyanese celebrate Mashramani? Do we really know why Guyana was named the Co-operative Republic of Guyana? Do we know why some time ago the opposition party was called the minority party? Let’s not forget, politics corrupts our mind and business people eat what is in pockets. History and culture is surely dying slowly. Reparations Committee head disappointed by British PM’s failure to apologise Daily Observer - The chairperson of the Antigua & Barbuda Reparations Support Commission Dorbrene O’Marde has expressed disappointment over the decision taken by Britain’s Prime Minister David Cameron not to issue an apology for the UK’s role in the enslavement of Africans. The call was made by Chairman of the Caricom Reparations Commission (CRC) Sir Hilary Beckles, who in an open letter penned two weeks ago, asked Prime Minister Cameron to issue an apology rather than expressing regrets for the genocide of black people and the enslavement of Africans and their descendants in the region. But Cameron, in addressing the joint sitting of Jamaica’s Parliament, Wednesday, only acknowledged that the “wounds run very deep” and Britain’s role in wiping slavery “off the face of our planet” should be remembered. He also ruled out making reparations for his country’s role in the Trans-Atlantic slave trade, which lasted over 250 years and, instead, urged Caribbean countries to “move on”. However, O’Marde is disappointed that European governments have failed to apologise for their abhorrent behaviour in the slave trade. “An apology says ‘sorry for the damage I did’, but it

O’Marde said the British PM’s offer to spend £25 million to construct a jail in Jamaica — so that 600 Jamaican convicts can be sent home to complete their time, was not a “gift” from “Santa Claus” — but a contribution to their international commitment in other areas and was not an act of tokenism towards reparations.

PNM joins EBC appeal of UNC petition…

PHOTO: KRISTIAN DE SILVA Trinidad Guardian - The People’s National Movement (PNM) has entered the brewing legal battle over the Elections and Boundaries Commission’s (EBC) onehour extension to the voting process in the September 7 general election. Lawyers representing the party Wednesday filed an application to enter the EBC’s appeal against the decision of a High Court judge to grant the United National Congress (UNC) permission to pursue its election petition for six marginal constituencies. With the EBC and the PNM lodging their appeals over the past few days, the Court of Appeal is expected to set a date for the hearing of the case within 28 days. The EBC lodged its own appeal in the High Court on Monday. Whatever the outcome, however, none of the parties will be able to take their preliminary challenge further to the Privy Council, as the local Appeal Court has final jurisdiction over electionrelated litigation.
The PNM, which won the election by 23 to 18 seats, made the move days after Attorney General Faris AlRawi was served with the petition while attending the funeral of party stalwart Errol Mahabir last week in San Fernando. The process used by bailiff Mark Adams has been heavily criticised by Al-Rawi, who claimed to have been repeatedly harassed. Adams publicly denied the allegation on Monday, as he claimed his actions were necessitated by repeated moves by PNM officials to evade being served with the documents. Al-Rawi’s San Fernando West constituency is among those being challenged by the UNC. The others are Toco/Sangre Grande, Tunapuna, St Joseph, Moruga/Tableland and La Horquetta/Talparo. Under the petitions, which will be determined by a High Court if the appeals are dismissed, the UNC is claiming that the EBC overstepped its remit when it
decided to extend the polls only in Trinidad due to heavy rainfall. The party is contending that the legislation and rules that govern the EBC’s operations only permit it to adjourn the poll without the consent of the President in cases of election violence, with consultation being required for lesser issues, such as inclement weather. In its initial response to the UNC’s threat to file the petitions the EBC defended its actions, saying such action fell within its autotomy to conduct national elections. In granting the UNC leave to pursue its petitions on September 18, Justice Mira Dean-Armourer ruled that the party had an arguable case with a reasonable prospect of success. The last time election petitions were heard by the court was in 2000 when the PNM challenged the nominations of the UNC’s candidates Winston “Gypsy” Peters and William Chaitan based on the fact that they held dual citizenship.
GEORGE TOWN, Cayman Islands – Cayman Islands is reporting an outbreak of hand, foot and mouth disease at one school, following similar reports at several schools across Jamaica. A total of 19 students were diagnosed at one primary school – the West End Primary School in Cayman Brac. The Public Health Department was called in to assist and it recommended

Japan wants more Jamaicans Jamaica Observer - The Japanese Government says it has been so impressed with the Jamaicans who participate in its annual teaching exchange programme that it has nearly doubled the number of places open to the Caribbean islanders. “The ministry of education and the local government officials in Japan requested that we send more Jamaicans,” Counsellor and deputy chief of mission at the embassy of Japan in Jamaican Hiromoto Oyama told the Jamaica Observer Tuesday. The Japan Exchange and Teaching Programme recruits university graduates from English-speaking countries to work as Assistant Language Teachers (ALTs) and Sports Education Advisors in Japanese kindergartens, elementary, junior high and high schools, or as Coordinators for International Relations (CIRs) in local governments and boards of education. However, only ATL positions
are open to Jamaica, which began participating in JET in 2000. The programme started in 1978 as the British English Teachers Scheme, but was renamed in 1987 as more and more countries were included. To date, 292 Jamaicans have participated. “Two years ago we sent 20. Last year it was 25. This year, they asked us to send 40, so that’s almost double,” Oyama said, adding that he was “very happy with the development”. At the send-off for the latest cohort in July this year, JET programme coordinator Matthew Palmer suggested that the increase was due in part to more aggressive promotional efforts by the embassy. But according to Oyama, it is a lot more than that. “I think it’s the attitude of the past Jamaican JETs...The schools like them and the children like them,” he said Tuesday, alluding to the assistant teachers’ good work ethic, strong character,
enthusiasm, and adaptability. It augurs well for the continued cooperation between the two countries, the deputy chief of mission said, as cultural exchange and the mutual understanding that its fosters “makes it easier for us to work together”. The majority of JET participants come from the US, the United Kingdom, Australia, Canada and Ireland. As of July 1, there were 4,786 JETs from around the world in Japan. Of that number, 107 were Jamaicans. “Please don’t be disappointed by the total number,” Oyama cautioned. “The US and Canada have more people, but I would say that in terms of JETs per capita, Jamaica is among the highest.” The initial JET contract is for one year, but it is renewable up to four years. Applications for next year are now open and will close Friday, November 6, 2015 at 2 pm.
Port-au-Prince (AFP) Haiti’s former president JeanBertrand Aristide has spoken in public for the first time since returning from exile in 2011, calling on Haitians to elect his party’s candidate as president. Speaking from the back of a pickup truck outside his home late Wednesday, Aristide galvanized a crowd of about 2,000 followers who waited for hours to hear him speak. “We must mobilize ourselves to vote democratically for doctor Maryse Narcisse’s arrival at the national palace,” he said referring to the candidate of
his Fanmi Lavalas party. The first round of the presidential elections are scheduled for October 25. Narcisse, a physician and longtime Lavalas activist, is one of 54 candidates running to succeed Michel Martelly as Haiti’s president. Reprising some of his best-known slogans, which followers repeated in chorus, Aristide, a firebrand former Catholic priest, called for unity among Haitians. “You the victims of insecurity, of abuse, of hunger, of unemployment... and all Haitians who are victims of repatriations from Santo Domingo must mobilize
together.” “Rich and poor, we must understand each other to restitch the flag of unity.” Aristide was speaking on an important day for his followers, for it was September 30, 1991 that he was forced out of office and into exile by a military coup just seven months after becoming Haiti’s first democratically elected president. He returned to power from 1994 to 1996 and again from 2001 to 2004, when he was chased from office by a popular revolt. He went into exile for seven years until his return in March 2011.

Guyana goes down to world 6TH RANKED ARGENTINA The national men’s volleyball team opened its campaign at the senior South American Volleyball Championship in Brazil against world 6th ranked Argentina and went down in straight sets 25-9, 25-9 and 25-13. According to reports, the local men gave a good account of themselves as they started off trading shots equally with the world super power in the early stages of each set, before their higher ranked opponent pulled away in the latter periods. Competing at this level for the first time since the 1970’s, the Guyanese men started off the game looking like seasoned campaigners, taking the first point from Argentina and managing to trade points until the scores were tied 5-all. However, at that point the Argentines were able to detect the defect in the Guyanese armour and began exploiting their weakness in blocking and receiving. The second set began in identical fashion as the first and again the same weaknesses were expertly exploited by the Argentines. Taking heart from sporadic shots by Creston Rodney, who appeared to be the leading Guyanese attacker on the night and crafty substitutions by the coach, the Guyanese managed to rally the support of the mostly Brazilian crowd as they fought to a
similar scoreline as the first set. In the third set, Head Coach Levi Nedd decided to make some changes to the starting line-up and opened with Jason Seelochan, who turned out to be a crowd favourite instead of seasoned campaigner, Khemraj Singh. The stanza took a similar pattern to the first two as again the Guyanese traded shots with Argentina, but again, they were no match for their more experienced counterparts. Occasional brilliance in defence by Vance Harding and renewed life in the attacking through the setting of Seelochan saw the local men dig even deeper than the first two sets and rally to a more respectable scoreline. The Guyanese now turn their sights to a lower ranked Colombia, who they were scheduled to play yesterday. Nedd commenting on the team’s opening performance intimated that he was fairly satisfied with the team’s display, but expressed that should they be able to maintain that level of play in addition to improving on certain aspects of their game, it is a real possibility that they could pull off a historic upset against the 2013 bronze medalist, now rated 26th in the world. Guyana plays Uruguay tomorrow at 15:15 hrs, (14:15 hrs local time) in the final preliminary round matchup.

town-hall meetings completed KINGSTON, Jamaica West Indies Cricket Board President Whycliffe “Dave” Cameron completed the first round of the series of townhall meetings in Trinidad last Friday, September 25. Among the matters discussed were the Professional Cricket League (PCL), which is scheduled to begin its second season in November, the WICB/WIPA partnership, the financial status of the WICB and the new marketing/commercial agreement with Pitch International. The PCL, the President said, will once again offer fans around the region to see the best players display their skills. With 10 rounds of firstclass matches and an expanded NAGICO Super50 Tournament, Cameron said the “region will have a product of which to be proud” in two or three years’ time. The President also reported that the WICB/ WIPA “new way of doing business has reduced legal expenses from a high of US $2.477 million in previous years to a low of just under US $400,000 with the difference being spent on development” He also noted that private and public companies listed on stock exchanges around the World are required to have completed financial statements within 90 days of the new financial year and
was happy to announce that not just was the WICB able to achieve this for the first time, but there is expected to be a surplus of approximately US $2 million. The President also used the opportunity of the townhall to announce that Pitch International has been signed to partner to provide marketing expertise. “Collectively, the partners and senior executives at Pitch International possess an extensive knowledge of the sports rights industry and are proud to work with some of the World’s leading sporting federations, clubs and global stars,” he said. Other matters brought to the table included women’s cricket development, governance, the resolution of the 2014 India tour which ended prematurely and special membership of the WICB. But Fiji struck back after the break with Vereniki Goneva rounding off a stunning 60-yard move. Fiji paid for small mistakes, with Ben Volavola missing two easy penalties. The result means Wales will reach the quarter-finals if Australia beat England at Twickenham tomorrow. However if Stuart Lancaster’s team beat the Wa l l a b i e s , Wa l e s will probably need to beat Australia on 10 October. England’s final game later that evening is against Pool A minnows Uruguay and a bonus-point win is almost a formality for the hosts in Manchester. If England finish on the same number of points as
Gatland’s team, Wales will go through thanks to their 28-25 win at Twickenham unless Australia also finish on the same number of points. If Wales had scored four tries and won a bonus point, it would have meant England needing to gain a winning bonus point against the Wallabies. But Wales never looked like being in that position, and were made to work hard for the win. Fiji came at them strongly after the interval as the home team lost a little of the composure they had shown in the first half. Fiji resisted Wales’ rapid start for seven minutes before Scarlets scrum-half Davies threw an outrageous dummy and touched down between the posts. But with their scrum creaking in the face of a ferocious Fijian onslaught, Sam Warburton’s men struggled to subdue the Pacific Islanders. Philippe Saint-Andre’s side led 24-12 at the break thanks to tries from Wesley Fofana, Guilhem Guirado and Rabah Slimani. Scores from DTH van der Merwe and Aaron Carpenter kept the Canucks in touch. But second-half tries from Pascal Pape and debutant Remy Grosso gave France a bonus-point win. In truth, the scoreline was not a fair reflection on how Canada played. There are some notable changes in the October edition of the FIFA/Coca-Cola World Ranking. At the top, Germany (2nd, up 1) have reclaimed second spot and trail leaders Argentina (1st, unchanged) by just 18 points. Belgium (3rd, down 1) complete the top three. Other climbers in the top ten include Portugal (4th, up 2) and Spain (6th, up 5), while Colombia (5th, down 1) and Brazil (7th, down 2) have lost ground. Spain’s re-entry after three months is down to two wins in qualifiers for UEFA EURO 2016, while Wales (8th, up 1) and Austria (11th, up 2) have achieved their highestever rankings, with the latter having already qualified for next year’s tournament.
The biggest movers in the top 50 are Norway (34th, up 35) and Cape Verde Islands (41st, up 15). The results of 149 international ‘A’ matches have been taken into account in the October edition of the FIFA/Coca-Cola World Ranking, of which 48 were World Cup qualifiers in the CONCACAF (12), Asia (30) and Oceania (6) zones, and 75 were qualifiers for confederation championships in Europe (50) and Africa (25). The other 26 matches were friendlies. This takes the total number of matches evaluated so far this year to 668. Meanwhile, Guyana moved up to 137 and is 20 in the CONCACAF which has Mexico as #1 and 27 in the world.
UCI Women’s World Tour to be launched in 2016 The International Cycling Union (UCI) has announced the launch of the UCI Women’s WorldTour (WWT), starting next year. It will replace the UCI Women Road World Cup which ran from 1998 until this season and which has been won for the last two years by Britain’s Lizzie Armitstead. The WWT will see an increase in the number of race days compared to the previous competition. Beginning with Strade Bianche in March, it will comprise 35 days of racing across 17 events up to and including the recently formed La Madrid Challenge by La Vuelta in September. There will be four stage races and 13 one-day races which will
take place in 13 different countries. A UCI press release promises ‘substantial live broadcast and streaming as well as highlight packages’. Growing the profile and professionalism of women’s cycling was one of Brian Cookson’s election pledges and the UCI President said: “The launch of the UCI Women’s WorldTour is a major step forward for women’s cycling and reflects detailed and very constructive discussions we have had with all our key stakeholders for more than a year now.” UCI Vice-president and Chair of the UCI Women’s Commission Tracey Gaudry added: “The UCI Women’s WorldTour will present a season-long
calendar of events that will help build a strong narrative around our sport. With riders battling for honours in oneday classics and stage races as well as for overall WWT rankings, I’m convinced we now have a premier product that will bring a whole new set of fans to women’s cycling. This is an important moment for women’s cycling.” Earlier in the week, the UCI also approved a number of reforms for men’s professional road cycling. Among the changes are three year licences for WorldTeams from 2017, the implementation of 10 rules designed to strengthen anti-doping efforts within each team and changes to the various ranking systems. Guyana’s national men’s hockey team departed on Wednesday morning for the Pan American Challenge in Chicklayo, Peru. According to a release from the GHB, the team is expected to take two days to reach their final destination, having to make connections in Trinidad, Curacao and Bogota Colombia, before arriving in Lima, Peru early Thursday morning. Due to financial constraints, the team will then have to take a 14-hour bus ride to Chicklayo, where the tournament is being staged. The players then have one day to recuperate, before taking on Puerto Rico on Saturday, tomorrow at 12:00 hrs (local time). They have a rest day on Sunday, before going up against Panama on Monday, October 5, at 10:00 hrs (local time). They then oppose the tournament’s top ranked team, Brazil, on Tuesday, October 6, at 13:00 hrs (local time). The release added that if Guyana manages to finish in the top two of their group, they will advance to the semifinals on Friday, October 9, with the final scheduled for Sunday, October 11. This is the first time that the Guyanese men will be competing in an international outdoor competition in eight years. Guyana last competed at the Caribbean Cup and ALBA Games in 2007 where they won Bronze and Silver respectively. Teams ranked outside of the top six in the Pan American region are required to play the Pan American Challenge to qualify for the Pan American Cup, scheduled for the USA in 2017. Because of Guyana’s inactivity on the international scene over the past eight years it no longer holds a world or Pan American
ranking. As a consequence the team had to commit to the monumental financial undertaking of raising the $8million tour budget, just to earn the chance of regaining an international ranking. The team continues its fundraising drive when it returns, to pay off all outstanding debts. Although the team includes a few experienced players such as Robert France, long time captain Devin Munroe and England based Marvin Dannett, due to the eight-year gap, most of the squad have never played an international outdoor match before. Young players Jamarj Assanah, Aroydy Branford, Mark Sargeant, Kareem McKenzie, Andrew Stewart and goalkeeper Medroy Scotland are expected to lead the charge of the next generation of exceptionally talented players making their international outdoor debuts. World number one Serena Williams has opted against defending the WTA Finals title and decided to end her season early following a roller coaster campaign littered with pains and prizes, the American said yesterday. he Muslim Youth Organization of Guyana (MYO) in association with RAF’s Variety Store, 5th Annual Hajjin Zeleena Rafeek Memorial countrywide Inter-Jamaat 10/10 knockout softball tournament is set to conclude tomorrow at the Albion Community Center ground, Berbice. MYO who were the 2013 champions, last year’s winner Leonora Jamaat, Farm, Grove and Queenstown Masjids are the teams from Demerara in the playoffs. They will be joined by Fyrish and Albion Masjids from the Ancient County and Adventure of Essequibo Coast. he National Sports Commission (NSC) under the inspiring leadership of Director of Sport Christopher Jones continues to invest heavily in the development of sports across Guyana. Last Wednesday, the NSC handed over two cheques worth $200,000 to the Rose Hall Town Youth and Sports Club (RHTY&EC) at its Homestretch Avenue Head office. Half of the sponsorship will go towards the hosting of the clubs’ Silver Jubilee Tribute to Heroes Programme under which their greatest twenty five cricketers for the period 1990-2015 would be honoured. Included among the honourees who would be recognized at a gala luncheon on Sunday October 25 are Assad Fudadin, Royston Crandon, Shemaine Campbelle, Abdel Fudadin, Esuan Crandon, Shawn Grant, Shawn Perriera, Clinton Pestano, Khemraj Mahadeo, James Fraser and Erva Giddings. The NSC would also be assisting the RHTY&SC to promote the game of cricket among females with the hosting of a double wicket competition in Berbice. The competition marked the 200th programme organised by the club for 2015 and completed the

Based on the measure of success, the management of the club and cricket teams have now revised the target to 300 programmes before the end of the year and will be done under sports, education, anti-drugs, antisuicide, anti-crime, youth development, community development and charity among others. GFCA adopts new constitution Elections set for October 25th

embers of the Guyana Football Coaches Association (GFCA) convened a special meeting on Wednesday last at the Guyana Football Federation where they collectively adopted a new constitution to govern their affairs. This move is in keeping with a directive from the GFF as guided by FIFA to have all the affiliates of the national body adopt new constitutions in keeping with the reform of the sport. A number of other associations have already adopted new rules including Upper Demerara, East Bank, Essequibo, Bartica, Referees and West Demerara. The coaches will now hold a General Meeting on October 25 where elections of office bearers will be on the agenda.

World Heavyweight Champ Gwendowlyn O’ Neil pays courtesy call on Tourism Minister Hughes Guyana’s most prolific female boxing champion; Gwendoline O’Neal recently paid a courtesy call on Minister of Tourism, Catherine Hughes. The boxer was in the company of her Manager, Guyanese Basil Boyce, CEO of Golden Bow and Arrow Promotions of Queens, New York, and that organisation’s Vice President, Ancil Arthur. They informed the Minister that Ms. O’Neil is currently ranked number one in the World by BoxRec, the website dedicated to holding updated records of professional boxers around the world. This site documents the journey of every professional boxer, ranks them according to the Queensberry rules and publishes the ratings. The Guyanese Champ achieved this latest rating when she defeated Sonya Lamonakis of Greece who was at the time ranked the UBC’s number one female heavyweight champion. She is now the holder of five
world heavyweight championship belts from the WIBC, UBF, WIBA (2), and the Global Boxing Union. O’ Neil won her first world title in 2004. Minister Hughes remarked that Guyana has not done much to acknowledge and reward our sports heroes who shine at home and abroad. “We have not given them the honour they deserve especially for putting Guyana on the map, but that is over,” she stated. The Guyana Defense Force, following a spirited display against Fruta Conquerors in their previous game coming from behind and with a player less equalized and took the lead before Conquerors clawed their way back to draw the game, will take heart from that performance as they focus on the hottest young team of the league, Georgetown Football Club, tonight. Second leg of IGG will not be staged this year French Guiana commits to hosting 2016 Games

rench Guiana has committed to hosting the Inter-Guiana Games (IGG) 2016 in Cayenne after its upcoming elections in December postponed the Games this year among the three participating countries, Guyana Suriname and French Guiana. “French Guiana is committed to organising the 2016 Inter Guiana Games in Cayenne. French Guiana also proposed that Guyana organises the second leg with a budget supported by French Guiana and Guyana for Chess and Badminton only,” a release from the National Sports Commission indicated yesterday. The three countries have unanimously accepted that it is necessary that an early
meeting, after election in French Guiana, be organised to commence discussions and preparations for the Inter Guiana Games 2016. “French Guiana, Suriname and Guyana have given their commitment to ensure the continuation of the Inter Guiana Games, as the Games have much interest among the youths of the three countries,” the release continued. At an IGG meeting convened in Suriname on August 13-14, the three countries agreed that the first leg was cancelled in Suriname because of miscommunication. “Jean–Claude Mariema, President of the Regional Olympic Committee in Cayenne, advised that French Guiana was facing some serious challenges with various Sports (Continued on page 36)
